  भारत ने अफ्रीका के क्षमता निर्माण, मानव संसाधन, बुनियादी ढांचे के विकास और क्षेत्र में सूचना की कमी दूर करने के लिए व्यापक वित्तीय पैकेज की घोषणा की है।
 इथियोपिया की राजधानी अदीस अबाबा में भारत-अफ्रीका शिखर सम्मेलन के पूर्ण अधिवेशन में प्रधानमंत्री मनमोहन सिंह ने पांच अरब डॉलर की ऋण सहायता देने तथा नए संस्थान खोलने और प्रशिक्षण कार्यक्रमों के लिए ७० करोड़ डॉलर देने की घोषणा की। प्रधानमंत्री ने इस क्षेत्र में आधारभूत परियोजनाओं की घोषणा की।

अफ्रीकी संघ की सलाह पर मुझे इस बात की घोषणा करते हुए खुशी हो रही है कि भारत इथियोपिया से जिबूती तक की रेलवे लाइन के निर्माण के लिए सहायता करेगा। इस रेल लाइन के निर्माण पर ३० करोड़ डॉलर खर्च किया जायेगा।

 अगले कुछ वर्षों में शुरू होने वाली कुछ परियोजनाओं की जानकारी देते हुए प्रधानमंत्री ने कहा कि इस क्षेत्र में जीवन और पृथ्वी विज्ञान विश्वविद्यालय के अलावा भारत-अफ्रीका वर्चुअल विश्वविद्यालय तथा एक कृषि और ग्रामीण विकास संस्थान खोला जाएगा।
 भारत-अफ्रीका के बीच सहयोग बढ़ाने, अदीस अबाबा घोषणा पत्र को मंजूरी देने और अगले कुछ वर्षो के लिए भारत अफ्रीका के आपसी संबंधो की रूपरेखा बनाने के साथ ही शिखर सम्मेलन आज समाप्त हो जाएगा।
 शिखर सम्मेलन के पूर्ण अधिवेशन के बारे में विदेश मंत्रालय में पश्चिमी मामलों के सचिव विवेक काटजू ने बताया कि नेताओं का मानना है कि भारत और अफ्रीका को शासन और वित्त संबंधी अंतर्राष्ट्रीय संस्थाओं में उचित स्थान मिलना चाहिए।

सभी नेताओं ने अलग-अलग तरीके से कृषि क्षेत्र में सहयोग की बात की। दूसरी बात आधारभूत संरचना की हुई और आधारभूत संरचना के संदर्भ में उन्होंने इस बात पर बल दिया कि क्षेत्रीय बुनियादी ढांचे के विकास के जरिए भारत किस तरह से अफ्रीका के एकीकरण में सहायक हो सकता है।

  भारत चाहता है कि लीबिया में शांति और स्थिरता बहाल हो और राजनीतिक प्रक्रिया फिर से शुरू हो।
 प्रधानमंत्री आज नाइजीरिया के उपराष्ट्रपति नमादी साम्बो और चाड के राष्ट्रपति इदरीस डेबी से मुलाकात करेंगे।
 हमारे संवाददाता का कहना है कि भारत की सहायता से अफ्रीकी क्षेत्र का विकास हो रहा है।

अफ्रीका के लोगों में भारत के प्रति इतना बड़ा सम्मान है कि एडीस अबाबा की गलियों में चल रहा आम अदमी भी भारतीयों का नमस्ते से स्वागत कर रहा है। पिछली शिखर बैठक के बाद भारत ने अफ्रीका में मूलभूत ढांचा खड़ा करने और शिक्षा और दूसरी कृषि सुधारों में जो पैसा लगाया है उनका अब अच्छा नतीजा समाने आ रहा है। अफ्रीका में मूलभूत ढांचा खड़ा करने में भारत के योगदान से अभी भारत को पूरे क्षेत्र में एक अलग तरह का फायदा मिल रहा है। आज स्वीकृत होने वाले सांझा घोषणा पत्र में आतंकवाद और पायरेसी के जोखिम का जिक्र हो सकता है। योगेश पंड्या आकाशवाणी समाचार एडी सबाबा इथियोपिया।

 मुंबई हमले के सह-आरोपी डेविड हेडली ने अमरीका की एक अदालत में गवाही दी है कि पाकिस्तान की खुफिया एजेंसी आईएसआई में उसके सहयोगियों और आतंकी संगठन लश्कर-ए-तैयबा ने मिलकर शिवसेना प्रमुख बाल ठाकरे की हत्या की साजिश रची थी। हेडली ने शिवसेना मुख्यालय की जासूसी की थी। मुम्बई हमलों के सह-आरोपी तहव्वुर राणा के मुकदमें की सुनवाई के दौरान हेडली ने अपने पाकिस्तानी सहयोगियों के बीच शिवसेना के खिलाफ नफरत की जानकारी दी। मुम्बई में नवम्बर २००८ के आतंकी हमलों में १६६ लोग मारे गए थे।
 हेडली ने ज्यूरी को बताया कि उसने आईएसआई के मेजर इकबाल और लश्कर-ए-तैयबा के साजिद मीर और कुछ अन्य लोगों को मुम्बई में उतरने की संभावित जगहों के बारे में विस्तृत जानकारी दी थी।
 इधर, शिवसेना प्रमुख बाल ठाकरे ने डेविड हेडली के बयान को खास महत्व नहीं दिया। कल रात मुंबई में एक वक्तव्य में उन्होंने कहा कि हम हेडली से नहीं डरते। उन्होंने कहा कि कुछ शिवसैनिक ही उनकी सुरक्षा के लिए काफी हैं।
 इस बीच शिवसेना के सांसद संजय राउत ने हेडली के इस दावे को निरर्थक बताया कि हेडली ने अपनी गवाही में राजाराम रेगे नाम के जिस आदमी का जिक्र किया है वह शिवसेना भवन में पार्टी का पीआरओ था।

 वित्तमंत्री प्रणब मुखर्जी ने विश्वास व्यक्त किया है कि विभिन्न देशों के साथ दोहरे कर से बचने के समझौतों में संशोधन और अवैध धन जमा करने वाली संस्थाओं और देशों के साथ करार से काले धन के खतरे से अच्छी तरह निपटा जा सकेगा। नई दिल्ली में आयकर सम्मेलन के अवसर पर संवाददाताओं से बातचीत में उन्होंने कहा कि आयकर विभाग कालेधन की समस्या से निपटने के तौर-तरीकों पर गौर कर रहा है।

 पांच लाख रूपये से कम वार्षिक आय वाले ऐसे वेतनभोगियों को, जिनकी अन्य स्रोतों से कोई आय नहीं है, अब आयकर रिटर्न नहीं भरना पड़ेगा। कल वित्तमंत्री प्रणब मुखर्जी ने कहा कि यह व्यवस्था आकलन २०११-२०१२ के लिए लागू होगी और इस बारे में जल्द ही आदेश जारी कर दिए जाएंगे।
 श्री मुखर्जी ने केन्द्रीय प्रत्यक्ष कर बोर्ड से मनी लांड्रिंग के संदिग्ध मामलों पर नज+र रखने को भी कहा। श्री मुखर्जी ने आगाह किया कि राष्ट्र विरोधी तत्व आतंकवादी गतिविधियों और अन्य अपराधों के लिए अवैध हस्तांतरण के जरिये पैसा जुटाने में लगे हैं। श्री मुखर्जी ने यह भी कहा कि इस पर रोक लगाने के लिए सरकार ने आयकर विभाग में ही अपराध जांच निदेशालय खोले जाने की मंजूरी दे दी है।

अवैध आय से राष्ट्रविरोधी गतिविधियों को वित्तीय सहायता उपलब्ध करायी जाती है। ऐसी आय की पहचान की जानी चाहिए और इसके लेन-देन पर कड़ी नज+र रखी जानी चाहिए। ऐसा करके ही राष्ट्र विरोधी और अवैध गतिविधियों पर काबू पाया जा सकता है। विभिन्न राष्ट्रविरोधी गतिविधियों से अवैध धन के सृजन से उत्पन्न चुनौतियों के मद्देनजर आयकर विभाग में सरकार ने आपराधिक जांच निदेशालय बनाने की मंजूरी दी है।

 आईसलैण्ड की ज्वालामुखी से उठ रही राख के गुबार की वजह से यूरोप में हजारों विमान यात्री फंसे हुए हैं। यूरोप के विमान यातायात नियंत्रकों के अनुसार अब तक उत्तरी ब्रिटेन जाने वाली २५२ उड़ानें रद्द की जा चुकी है।  उत्तरी जर्मनी के दो एयरपोर्ट बंद करने की घोषणा की गई है। जर्मनी के मौसम विभाग ने ब्रेमन और हेम्बर्ग के एयरपोर्ट को बंद करने की जानकारी दी। आशंका है कि राजधानी बर्लिन के एयरपोर्ट को भी कुछ देर के लिए बंद किया जा सकता है। राख का गुबार फिलहाल डेनमार्क और उत्तरी जर्मनी के बीच है। ज्वालामुखी अब शांत होने लगा है लेकिन कहा जा रहा है कि राख का गुबार छंटने में अभी एक दो दिन लग सकते हैं।

 इस्राइल के प्रधानमंत्री बेंजामिन नेतनयाहू ने फिलिस्तीनियों के साथ शांति के लिए कड़ा समझौता करने का वादा किया है। श्री नेतनयाहू ने पहली बार कहा कि पश्चिमी तट की कुछ बस्तियां इस्राइल की सीमाओं से बाहर हो जाएगी। वॉशिंगटन में अमरीकी कांग्रेस की संयुक्त बैठक से पहले उन्होंने कहा कि इस्राइल शांति चाहता है और उसे इसकी जरूरत है। उन्होंने १९६७ के पश्चिमी एशिया युद्ध से पहले की स्थिति बहाल करने से साफ इनकार किया।
 उधर, एक वरिष्ठ फिलिस्तीनी अधिकारी ने नेतनयाहू की शांति रूपरेखा को अस्वीकार कर दिया।

 ब्रिक्स देशों यानी ब्राजील, भारत, चीन, रूस और दक्षिण अफ्रीका के प्रतिनिधियों ने यूरोपीय अधिकारियों के वक्तव्य पर साझा बयान जारी किया है। यूरोपीय अधिकारियों ने कहा था कि डॉमनिक स्ट्रॉस कॉन के बाद अंतर्राष्ट्रीय मुद्रा कोष के प्रमुख का पद यूरोप के पास रहना चाहिए।
 इस पर प्रतिक्रिया देते हुए ब्रिक्स ने कहा है कि आई एम एफ जैसी संस्था को वैधता के लिए हमेशा यूरोप से प्रमुख चुनने की प्रक्रिया बंद करनी चाहिए।

 देश के विभिन्न भागों में भूमि अधिग्रहण को लेकर विवाद के बीच उच्चतम न्यायालय ने सरकार को सुझाव दिया है कि वह जमीन मालिकों की जायज+ शिकायतों को दूर करने के लिए एक उचित मुआवजा नीति लाये।
 न्यायमूर्ति जी एस सिंघवी और सी के प्रसाद की अवकाश पीठ का कहना था कि अगर सरकार एक उचित वित्तीय मुआवजा नीति बना दे तो सरकार द्वारा भूमि अधिग्रहण करने पर अक्सर होने वाले विवाद न हो।

 छत्तीसगढ़ में रायपुर जिले के गरियाबांध इलाके में हमला करने वाले नक्सलियों की धरपकड़ के लिए व्यापक तलाशी अभियान चलाया जा रहा है। हमारे संवाददाता ने बताया है कि पुलिसकर्मियों पर घात लगाकर किये गए इस नक्सली हमले में एक ए.एस.पी. सहित नौ पुलिसकर्मी शहीद हो गए।

राजधानी रायपुर से बमुश्किल सौ किलोमीटर की दूरी पर स्थित गरियाबंध इलाके में नक्सलियों की यह अब तक की सबसे बड़ी वारदात थी। उड़ीसा सीमा से सटे प्रदेश के इस प्रांत में बढ़ते नक्सली गतिविधियों के चलते राज्य सरकार ने हाल ही में गारियाबंद को एक अलग पुलिस जिला का दर्जा दिया था। हालांकि दंतेवाड़ा जि

India has announced a massive financial package for Africa to fund capacity building, human resources, infrastructure development and bridging the information gap in the region. Addressing the plenary session of the India Africa Summit at Addis Ababa in Ethiopia, the Prime Minister Dr Manmohan Singh committed a 5 billion dollar line of credit and 700 million dollars to establish new institutes and training programmes. Listing the projects to come up in the next couple of years, the Prime minister said an India-Africa Virtual university, an Institute of Agriculture and Rural development besides a University for life and earth sciences will be established. Dr Singh said that India and Africa should work together on regional and international issues.
"India and Africa can and should also work together on regional and international issues. Issues like poverty eradication sustainable development and equitable international order and terrorism are important for developing countries like ours."
Giving details of the deliberations in the plenary session of the summit, Mr. Vivek Katju Secretary, West in the Ministry of External Affairs said that leaders expressed the view that both India and Africa must achieve their rightful place in the international institutions of governance and finance. Mr Katju said that a host of other issues including agriculture and infrastructure were discussed.
"All the leaders in different ways emphasised the need for cooperation in agriculture and in the context of infrastructure, they spoke about how India could assist in integration processes in Africa by developing regional infrastructure project. "
The summit will culminate today with the likely adoption of the Addis Ababa Declaration and the Africa-India Framework for Enhanced Cooperation which will map out the trajectory of the India-Africa engagement for the next few years. More from our correspondent

Mumbai attacks co-accused David Headley, who scouted Shiv Sena headquarters, testified before a US court that his handlers in Pakistan's intelligence agency ISI and terror outfit Lashkar-e-Taiba were plotting to kill Shiv Sena supremo Bal Thackeray. Giving his testimony during the trial of 26/11 co-accused Tawahhur Rana, Headley, talked about the hatred against the Shiv Sena among his Pakistani handlers. 166 people were killed in the November 2008 attack in Mumbai.
Headley told the jury how he gave details about the potential landing sites in Mumbai to his Pakistani handlers that included Maj Iqbal of the ISI and Sajid Mir of Lashkar-e-Toiba among others.
Headley said, he was given a list of targets for surveillance in Mumbai which included the Taj Hotel, Chabad House, Maharashtra State Police Headquarters and Naval Head station. Headley said he was given GPS and other equipment to take picture of these sites.
Shiv Sena supremo Bal Thakckeray was dismissive of Mumbai terror attack accused David Headley's testimony. In a statement in Mumbai last night, Thackeray said he is not afraid of Headley. He said, a few Shiv Sainiks are enough for his security.

Finance Minister Pranab Mukherjee has expressed confidence that modified tax avoidance agreements with various countries and pacts with tax havens will help in dealing with the menace of black money. Talking to reporters on the sidelines of an income tax conference in New Delhi yesterday, he said, the Income Tax Department is engaged in various ways to tackle the problem of black money.
"The anti-national activities are funded through illegal sources of income. The identification, detection and movement of this money is essential to keep a tab on the anti-national and illegal activity. Government has approved of setting up a Directorate of Criminal Investigation in the Income Tax Department."
Mr Mukherjee said the government was amending the Double Taxation Avoidance Agreements by inserting a clause on information regarding the banking sector and also entering into tax information exchange agreements with several
countries, including tax havens.

In Chattisgarh, a massive search operation has been launched by the security forces in the Gairiabandh jungles to nab the Maoists responsible for the audacious attack on Monday in which 9 policemen, including one ASP were killed. One of the policemen is still missing. Our corespondent reports that rich tributes were paid to the slain jawans in the state capital.
"It was for the first time that the Gariabandh area which is barely 100 kms away from the capital Raipur stood witness to the naxal wrath of this magnitude. Sensing the increased naxal presence in the area, the state government has of late declared Gariabandh as a separate police district. However, coming barely a week after a similar naxalite ambush in the Dantewada district in which 7 CRPF personnels were killed, the incident has cast an eerie spell across the state. Thousands of passengers have had their flights cancelled because of drifting ash from an Iceland volcano. European air traffic controllers said 252 flights to northern Britain had been cancelled so far. The UK Met Office said the ash had reached northern Scotland and would spread across much of the UK by the end of the day. Minor air traffic disruptions were also reported in Norway and a small part of Denmark. The cancellations come just over a year after another volcanic eruption in Iceland caused widespread disruption across Europe, including the closure of UK airspace, amid concerns about the damage volcanic ash could cause to aircraft engine.

In Pakistan, at least two people were killed and 17 injured in a powerful blast near the CID police station at University Road in Peshawar today. Security forces have cordoned off the area. It is said that the blast was heard across the city. Windowpanes of nearby buildings were smashed in the blast.
Meanwhile, the Pakistani military today launched an inquiry into the brazen terrorist attack on the country's main naval air station in Karachi that killed 10 security personnel and destroyed two maritime reconnaissance aircraft.

The Iranian Parliament (Majlis) has imposed sanctions on 26 US officials, including former defence and intelligence chiefs, for their alleged involvement in the killing of civilians and the torture of suspects in US-run prisons. Iranian channel Press TV reported that the officials on the list include former Secretary of Defence Donald Rumsfeld, the commander of the US forces in Iraq Raymond Odierno and former FBI chief Thomas J. Pickard.

        अमरीका में अभियोजकों ने शिकागो की एक अदालत में इस बात के और सबूत पेश किये है कि मुम्बई आतंकवादी हमलों के आरोपी डेविड हेडली और पाकिस्तान की खुफिया एजेंसी आईएसआई के अधिकारियों के बीच गहरी सांठगांठ थी।

        अदालत में कई ई-मेल दिखाकर अभियोजकों ने पक्के तौर पर साबित कर दिया कि हेडली आईएसआई अधिकारियों, खासकर मेजर इकबाल और पाकिस्तान में अपने आकाओं के लगातार सम्पर्क में था।

        आईएसआई के अधिकारी बताये जा रहे मेजर इकबाल के नाम एक ई-मेल में हेडली ने ताजातरीन जासूसी उपकरणों का जिक्र किया है।

        इस ई-मेल में मेजर इकबाल का नाम चौधरी खान लिखा गया है।  हेडली ने मुम्बई हमलों के एक और आरोपी तहव्वुर राणा पर मुकदमे की सुनवाई के दौरान अदालत को बताया कि मेजर इकबाल ही चौधरी खान है।

        २३ अप्रैल २००८ की इस ई-मेल में हेडली ने चौधरी खान को बाजार में मिल रहे जासूसी कैमरों और पेन जासूसी कैमरे की जानकारी दी है।

        अदालत में गवाही के दौरान हेडली ने माना कि मुम्बई हमलों से पहले वह कई बार मेजर इकबाल से मिला था। इन मुलाकातों के दौरान उसने मुम्बई में दफ्तर खोलने से लेकर पूर्व सैनिकों की भर्ती, जासूसी करने, लक्ष्यों की सूची देने और मुम्बई कार्यालय बंद करने तक हर कदम के बारे में विशेष निर्देश दिये थे।

        हेडली ने अदालत को बताया कि मेजर इकबाल आईएसआई में उसका सम्पर्क था, वही अहम फैसले करता था और ये सारी साजिश उसी के दिमाग की उपज थी।

        डेविड हेडली ने अपने बयान में कहा है कि नई दिल्ली स्थित नेशनल डिफेंस कॉलेज आतंकवादियों की हिट लिस्ट में है। हेडली ने कहा कि मुम्बई आतंकी हमलों की साजिश रचने वाले इलियास कश्मीरी का मानना है कि पाकिस्तानी सेना, भारत के साथ चार लड़ाइयों में जितने भारतीय ब्रिगेडियरों को नहीं मार सकी थी, उससे ज्यादा इस तरह के हमले में वे मार सकते हैं।

        मुम्बई आतंकी हमलों के कुछ महीने के अन्दर ही इलियास कश्मीरी ने हेडली से नेशनल डिफेंस कालेज और भारत के विभिन्न शहरों में छबाड़ घरों की टोह लेने के लिए फिर से भारत जाने को कहा था। फरवरी २००९ में जब हेडली पाशा के साथ वजीरिस्तान में कश्मीरी से मिलने गया था तो लश्कर-ए-तयैबा में उसे जासूसी विशेषज्ञ और आतंकवादी हमलों की योजना बनाने में एक महत्वपूर्ण व्यक्ति माना गया। हेडली के अनुसार कश्मीरी ने उसे फिर से भारत जाने को कहा।

        जम्मू-कश्मीर के डोडा जिले में सुरक्षा बलों ने लश्कर-ए-तयैबा के एक बड़े आतंकवादी को मारकर एक  और बड़ी सफलता प्राप्त की है। सरकारी सूत्रों के अनुसार कोट क्षेत्र के गुंदाना जंगलों में लश्कर-ए-तयैबा के चार-पांच आतंकवादियों की मौजूदगी के बारे में जानकारी मिलने पर सेना और पुलिस ने कल रात संयुक्त कार्रवाई शुरू की। सुरक्षाकर्मियों को अपनी ओर आते देखकर आतंकवादियों ने उन पर गोली चलायी। हमारे संवाददाता ने बताया है कि सुरक्षा बलों की जवाबी कार्रवाई मे एक आतंकवादी मारा गया, जिसकी पहचान डोडा निवासी मोहम्मद इशाद लोन उर्फ मुनाजि+ल के रूप में हुई है।

सुरक्षा बलों और आतंकवादियों के बीच झड़प जारी है। सूत्रों के अनुसार इस गांव में लश्करे तैयबा के तीन आतंकवादी छुपे है। गांव को चारों ओर से घेर लिया गया है। नियंत्रण रेखा के साथ लगी उंची चोटियों पर यह बर्फ गल जाने के साथ ही आतंकवादियों के इस पार आने के प्रयास बढ़ जाते हैं और - की आज की झलक इन्हीं प्रयासों की एक कड़ी मालूम होती है। श्रीनगर से आकाशवाणी समाचार के लिए बशीर मलिक।

        पाकिस्तान के पश्चिमोत्तर शहर पेशावर में आज एक आत्मघाती हमलावर ने तीन सौ किलो विस्फोटकों से लदी गाड़ी पुलिस की एक ईकाई की इमारत में घुसा दी, जिससे कम से कम नौ पुलिस कर्मियों की मौत हो गई। पुलिस के अनुसार इस हमले में कम से कम ३८ लोग घायल हुये है और इमारत पूरी तरह ध्वस्त हो गई। हमले की जिम्मेदारी तालिबान ने ली है। पुलिस ने कहा है कि मरने वालों की संख्या बढ़ सकती है क्योंकि मलबे में कई लोग अब भी फंसे हुए हैं। विस्फोट इतना शक्तिशाली था कि उसकी आवाज दस किलोमीटर तक सुनाई दी। विस्फोट से पास स्थित उन इमारतों को भी नुकसान पहुंचा जिनमें पुलिस अधिकारी रहते हैं। ओसामा बिन लादेन की मौत के बाद यह चौथा आतंकवादी हमला है।

        रक्षामंत्री ए.के. एंटनी ने चेतावनी दी है कि सीमा पार बहुत सारे आतंकवादी जम्मू कश्मीर सहित भारतीय क्षेत्र में घुसपैठ का इंतजार कर रहे है। आज नई दिल्ली में नौसैनिक कमांडर सम्मेलन के बाद पत्रकारों से बातचीत करते हुए उन्होंने कहा कि इन गतिविधियों पर सुरक्षाबल लगातार नजर रख रहे है और किसी भी घुसपैठ को रोकने के लिए तैयार है।

बहुत से आतंकवादी सीमा पार कश्मीर सहित भारतीय क्षेत्रों में घुसपैठ करने के इंतजार में हैं। घुसपैठ बढ़ी है। घुसपैठ रोकने के लिए हमारे सुरक्षा बलों की कोशिशें जारी है।

        रक्षामंत्री ने पाकिस्तान की घटनाओं पर भी चिंता व्यक्त की। करॉची में मेहरान नौसैनिक अड्डे पर हुए आतंकवादी हमले के संदर्भ में एक प्रश्न के उत्तर में श्री एंटनी ने कहा कि सरकार इस मामले को ज्यादा तूल नही देना चाहती, लेकिन सेना के तीनों अंग पूरी एहतियात बरत रहे है।

        भारत ने दोहा व्यापार वार्ता में शुल्कों में सामंजस्य लाने की विकसित देशों की कोशिश को अस्वीकार्य बताया है। वाणिज्य और उद्योग मंत्री आनंद शर्मा ने सारा ध्यान विकास से हटाकर सिर्फ व्यापार के मुद्दों पर केन्द्रित करने की कोशिशों पर चिंता व्यक्त की और कहा कि उनमें से अधिकांश मुद्दों का विकासशील देशों के लिए कोई खास महत्व नहीं है। उनका कहना था कि विकसित देशों को विकासशील देशों की संवेदनाओं, स्वायत्त उदारीकरण और शुल्कों में प्रस्तावित तालमेल के स्थानीय उद्योगों पर प्रभाव को समझना चाहिए। वाणिज्य और उद्योग मंत्री का कहना था कि दोहा विकास एजेंडा विकास संबंधी मुद्दों को बहुपक्षीय विकास प्रणाली के केन्द्र में रखने की एक सबसे महत्वाकांक्षी पहल है। उन्होंने कहा कि यह विकासशील देशों के किसानों के लिए खाद्य और आजीविका सुरक्षा तथा प्रभावित होने वाले उद्योंगों के संरक्षण के महत्वपूर्ण उद्देश्यों की पूर्ति करता है।

 उन्होंने कहा कि दोहा दौर की वार्ता में एक सौ ५४ सदस्यों को जटिल मुद्दों पर विचार विमर्श करना है, इसलिये उसमें जल्दबाजी नही की जा सकती। उनका यह भी कहना था कि इस वार्ता में पिछले दस वर्ष में बहुत समय और प्रयास लग चुके है, इसलिये उनके परिणामों को गवाना नही चाहिए। पेरिस में आर्थिक सहयोग और विकास संगठन की दो दिन की बैठक में मौजूद श्री आनंद शर्मा इस बैठक के बाद विभिन्न देशों के व्यापार मंत्रियों के साथ अनौपचारिक वार्ता में दोहा दौर की अब तक की उपलब्धियों के संरक्षण की कोशिश करेगे।

        आंध्र प्रदेश के छात्रों ने इस वर्ष हुई आई आई टी-जे ई ई प्रवेश परीक्षा के आज सुबह घोषित परिणामों में शीर्ष दस में से सात स्थानों पर कब्जा कर लिया है। पश्चिमी गोदावरी जिले में द्वारका तिरूमाला जैसे छोटे शहर के पृथ्वीराज को अखिल भारतीय स्तर पर सामान्य श्रेणी में पहला स्थान मिला है। चार शीर्ष स्थानों के अलावा छठा, आठवां और नवां रैंक भी आंध्र प्रदेश के छात्रों को मिला है। अनुमान के अनुसार राज्य के लगभग ४० छात्रों ने शीर्ष सौ स्थानों में अपनी जगह बनाई है। इस प्रवेश परीक्षा में पांच लाख विद्यार्थी बैठे थे। इनमें से नौ हजार छह सौ विद्यार्थियों को इंडियन इस्टीट्यूट ऑफ टेक्नोलॉजी के सोलह प्रमुख तकनीकी संस्थानों में प्रवेश मिलेगा।

        केन्द्र सरकार ने ग्रेटर नोएडा के निकट भट्टा पारसौल गांवों में आंदोलनकारी किसानों पर गोलीबारी और ज्यादतियों की घटनाओं पर उत्तरप्रदेश सरकार की और आलोचना की है। केन्द्रीय ग्रामीण विकास मंत्री विलासराव देशमुख ने कहा कि यह अत्याचार अनुचित थे, क्योंकि किसान सिर्फ अपनी जमीन के लिए ज्यादा मुआवजा मांग रहे थे। श्री देशमुख ने कहा कि दोषियों को सजा मिलनी चाहिए। कम्पनी मामलों के राज्यमंत्री आर.पी.एन. सिंह ने भी घटना की न्यायिक जांच की मांग की है।

        इस बीच, मानवाधिकार आयोग के एक दल ने इस घटना में उत्तरप्रदेश पुलिस द्वारा मानवाधिकार के कथित उल्लंघन के आरोपों की छानबीन के लिए आज भट्टा पारसौल गांवों का दौरा किया। सात सदस्यों के इस दल के नेता वरिष्ठ पुलिस अधीक्षक विप्लव कुमार थे और उनके साथ दो उपपुलिस अधीक्षक और चार इंस्पेक्टर रेंक के अधिकारी थे।

        हमारे संवाददाता ने खबर दी है कि सात मई को आंदोलनकारी किसानों और सुरक्षाबलों के बीच झड़प में दो किसान और पीएसी के दो जवान मारे गये थे। किसान दिल्ली और आगरा के बीच यमुना एक्सप्रेस वे बनाने के लिए राज्य सरकार द्वारा अधिग्रहीत अपनी जमीन के लिए बेहतर मुआवजा मांग रहे थे।

        चुनाव आयोग मतदाता सूचियों में संशोधन के लिए प्रशिक्षण आवश्यकताओं का आकंलन करने के उद्देश्य से नई दिल्ली में दो दिन की कार्यशाला आयोजित कर रहा है। इसमें उन राज्यों पर विशेष ध्यान दिया जाएगा, जहां अगले एक वर्ष के भीतर विधानसभा चुनाव होने है। पंजाब, उत्तरप्रदेश, उत्तराखंड, गुजरात, मणिपुर, गोवा और दिल्ली के मुख्य निर्वाचन अधिकारी तथा इन राज्यों के जिला निर्वाचन अधिकारी, चुनाव पंजीकरण अधिकारी तथा बूथ स्तर के अधिकारी कार्यशाला में हिस्सा ले रहे हैं। सरकारी विज्ञप्ति के अनुसार कार्यशाला में तीन कार्यदलों में चर्चा हो रही है, जिसमें मतदाता सूची अधिकारियों की भूमिकाओं और दायित्वों के विश्लेषण के साथ-साथ दायित्वों को सही ढंग से निभाने के लिए आवश्यक जानकारी दक्षता और दृष्टिकोण की पहचान की जाएगी।

        जम्मू-कश्मीर में पंचायत चुनावों के ग्यारहवें चरण में आज जम्मू और कश्मीर डिवीजनों के दस प्रखंडों में कड़ी सुरक्षा के बीच सुचारू रूप से मतदान चल रहा है। हमारे संवाददाता ने बताया है कि जम्मू के छह और कश्मीर डिवीजन के चार प्रखंडों में आज सुबह आठ बजे मतदान शुरू हुआ।

        पंजाब में अमृतसर में कल से विशिष्ट पहचान संख्या ÷÷आधार'' जारी किये जाने की प्रक्रिया शुरू होने के साथ ही अमृतसर इस योजना को शुरू करने वाला राज्य का पहला जिला हो गया है। राज्य की मदद से शुरू की गई केन्द्र की इस योजना को शीघ्र ही राज्य के अन्य जिलों में भी शुरू किया जाएगा। इस सप्ताह जालंधर में यह प्रक्रिया शुरू होने जा रही है। अमृतसर के उपायुक्त कहांसिंह पन्नु ने इस योजना का उद्घाटन करते हुए बताया कि इस जिले के निवासियों को बारह अंकों वाली यह विशिष्ट पहचान संख्या आधार निःशुल्क दी जाएगी। इसके लिए राज्य सरकार आम लोगों के वास्ते विभिन्न स्थानों पर नामांकन केन्द्र खोल रही है।

        इस संख्या से हर आदमी की अपनी अलग पहचान होगी और इसकी मान्यता पूरे भारत में होगी। इस पहचान संख्या से लोगो को सरकारी योजनाओं से लाभ उठाने में मदद मिलेगी।

        केरल के मुख्यमंत्री ओम्मन चांडी ने लॉटरी मामले में उच्च न्यायालय के आदेश को यूडीएफ सरकार के रूख की जीत बताया है। उन्होंने कहा कि राज्य सरकार केन्द्रीय जांच ब्यूरो को पूरी सहायता देगी। उन्होंने आशा व्यक्त की कि जांच से राज्य में पिछले पांच साल के दौरान ८० हजार करोड़ रुपये की हेराफेरी करने वाले लॉटरी के धोखेबाजों का पता चलेगा। राज्य के पूर्व वित्तंत्री डॉक्टर थॉमस इसाक ने कहा कि इस मामले में सीबीआई की विस्तृत जांच होनी चाहिए और इसमें यूडीएफ और एलडीएफ सरकारों द्वारा उठाये गये कदमों कों शामिल किया जाना चाहिए।

        केरल उच्च न्यायालय के मुख्य न्यायाधीश जे चेलामेश्वर और न्यायधीश पी आर रामचन्द्रन की खंडपीठ ने कल केरल में दूसरे राज्यों की लॉटरी की बिक्री में कथित अनियमितताओं की सीबीआई जांच के लिए रास्ता साफ कर दिया था। न्यायालय ने इस मामले में सीबीआई जांच की कांग्रेस विधायक वी डी सतीसन और लॉटरी विक्रेता वी एन सिवनकुट्टी की याचिकाओं का निपटारा करते हुए ऐसा किया।

        केरल में, अविवाहित माताओं को सामाजिक सुरक्षा उपलब्ध कराने के लिए  राज्य सरकार ने उनके पुनर्वास के लिए दी जाने वाली मासिक पेंशन को तीन सौ रूपये से बढ़ाकर एक हजार रूपये करने की घोषणा की है। मुख्यमंत्री ओम्मन चांडी ने तिरूअनन्तपुरम में मंत्रिमंडल की बैठक के बाद मीडिया को बताया कि ऐसी हरेक माता को एक एकड़ भूमि दी जाएगी। राज्य उन्हे आवास भी उपलब्ध कराएगा। पेश है हमारे तिरूअनंतपुरम संवाददाता आर.के. पिल्लई की रिपोर्ट -

राज्य सरकार के आकंड़ों के अनुसार केरल में नौ सौ दस बिन-ब्याही मांए हैं इनमें से ज्यादातर व्यानाड जिले के जनजातीय इलाकों में हैं। श्री चांडी ने कहा है कि राज्य सरकार इनके बच्चों की शिक्षा और रोजगार प्रशिक्षण में भी मदद देगी। मुख्यमंत्री ने यह भी बताया कि पुलिस को निर्देश दिया गया है कि वह जनजातीय इलाकों में शोषण के सभी मामलों की समीक्षा करे और अपराधियों के खिलाफ कड़े कदम उठाये। केरल सकरार गरीबी की रक्षा से नीचे के परिवारों को एक रूपये प्रतिकिलो के भाव से चावल देने के फैसले को केंद्र के खाद्य सुरक्षा कानून से जोड़ने की संभावना का भी पता लगा रही है।

        बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में ही सेन्सेक्स में ८८ अंक से अधिक की गिरावट आई। दोपहर बाद के कारोबार में सेन्सेक्स १८ हजार के स्तर से नीचे आ गया।  अब से कुछ देर पहले यह १६६ अंक की गिरावट के साथ १७ हजार ८४५ पर था।

        नेशनल स्टॉक एक्सचेंज का निफ्टी भी ४७ अंक गिरकर ५ हजार ३४७ पर आ गया।

        अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया १० पैसे कमजोर हुआ। एक डॉलर की कीमत ४५ रूपये ३१ पैसे बोली गयी।

        एशियाई बाजारों में आज कच्चे तेल के भाव गिरे। जुलाई की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड ५७ सेंट सस्ता होकर ९९ डॉलर २ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नॉर्थ सी क्रूड की कीमत में भी ८२ सेंट की गिरावट आई और एक बैरल १११ डॉलर ७१ सेंट का हो गया।

        इथियोपिया की राजधानी अदीस अबाबा में दूसरे भारत अफ्रीका शिखर सम्मेलन के दौरान नेताओं ने महत्वपूर्ण साझीदारी मजबूत करने की आवश्यकता पर जोर दिया है। उन्होंने प्रशासन और वित्त से जुड़ी अन्तर्राष्ट्रीय संस्थाओं में सुधार पर भी जोर दिया है। शिखर सम्मेलन के समाचार देने गये हमारे संवाददाता ने खबर दी है कि सुबह के सत्र में बुरून्डी और नामीबिया के नेताओं का कहना था कि क्षमता निर्माण के लिए विभिन्न संस्थाओं की स्थापना से सहस्राब्दी विकास लक्ष्य हासिल करने के लिए अफ्रीका की कोशिशों को बल मिलेगा। नामीबिया के प्रधानमंत्री नाहर अंगुला ने कहा कि भारत में हुए शिखर सम्मेलन के बाद से अफ्रीका क्षेत्र में जबर्दस्त आर्थिक वृद्धि हुई है।

        सम्मेलन का समापन अदीस अबाबा घोषणा के अनुमोदन के साथ हुआ, जिसमें आतंकवाद, समुद्री डकैती से निपटने और परस्पर लाभ के लिए साझीदारी मजबूत करने के उपाय बताये गये है। अदीस अबाबा घोषणा में कहा गया है कि संयुक्त राष्ट्र व्यवस्था में व्यापक सुधार करना जरूरी है। घोषणा में यह भी कहा गया है कि सदस्य देशों के बीच साझीदारी विकासशील देशों के बीच सहयोग की सच्ची प्रतीक है।

        सम्मेलन की समाप्ति के बाद आयोजित संयुक्त संवाददाता सम्मेलन में प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा कि भारत अफ्रीका साझीदारी दोनों पक्षों के लिए फायदेमंद है। उन्होंने कहा कि अदीस अबाबा घोषणा पत्र और सहयोग बढ़ाने के लिए भारत अफ्रीका तंत्र दोनों पक्षों के बीच आर्थिक और राजनीतिक सहयोग बढ़ाने में मील के पत्थर साबित होंगे। प्रधानमंत्री ने कहा कि इससे अधिक खुशी की बात और क्या हो सकती है कि भारत अफ्रीका शिखर सम्मेलन का आयोजन अफ्रीका दिवस के अवसर पर हुआ है। उन्होंने आज अफ्रीका दिवस के अवसर पर अफ्रीकी देशों के नेताओं और जनता को शुभकामनाएं दी।

        यमन से मिली खबरों में कहा गया है कि राजधानी सना में सरकारी सैनिकों और विरोधियों के बीच झड़पें तेज होने से ३८ लोग मारे गये हैं। इनमें यमन के विपक्षी नेता सादिक अल अहमार के समर्थक २४ कबाइली और १४ सरकारी सैनिक शामिल है। सरकार का आरोप है कि अहमार समर्थकों ने एक स्कूल और सरकारी समाचार एजेंसी के मुख्यालय पर गोली चलाकर लड़ाई भड़कायी, लेकिन विपक्षी गुटों का आरोप है कि राष्ट्रपति सालेह देश को अराजकता की आग में झोंक रहे है।  हमारे संवाददाता ने सरकारी अधिकारियों का हवाला देते हुए बताया है कि राष्ट्रपति को पद छोड़ने के लिए मनाने की अरब देशों केशिश नाकाम होने के बाद स्थिति बिगड़ गई है।

संघर्ष की शुरूआत तब हुई जब सरकारी फौजों ने ताकतवर कबीलाई नेता अहमर के घर पर धावा बोला। दोनों पक्ष एक दूसरे पर हिंसा को उकसाने का आरोप लगाते हैं। विशेषज्ञों का कहना है कि ये संघर्ष राष्ट्रपति सालेह के लिये एक धक्का हैं क्योंकि यमन में कोई सरकार कबीलाई समर्थन के बिना ी वायस रह सकती है। इन संघर्षों ने खाड़ी सहयोग परिषद की अध्यक्षता वाले सत्ता के हस्तांतरण के समझौते की संभावना भी क्षीण कर दी है, जिस पर हस्ताक्षर करने से राष्ट्रपति अब तक इंकार कर रहे हैं। यमन में कई महीनों से सरकार विरोधी प्रदर्शन जारी है, जहां प्रदर्शनकारी ३२ सालों में शासनरत राष्ट्रपति सालेह के सत्ता छोड़ने की मांग कर रहे हैं।

        दिल्ली सरकार राष्ट्रमंडल खेलों के आयोजन के बारे में शुंगलु समिति की रिपोर्ट पर कुछ दिन के भीतर केन्द्र को विस्तृत उत्तर भेज देगी। दिल्ली की मुख्यमंत्री शीला दीक्षित ने पत्रकारों को बताया कि मंत्रिमंडल इस मामले पर विचार कर रहा है और अगले दो-तीन दिन में गृहमंत्रालय को उत्तर भेज दिया जाएगा। शुंगलु समिति ने अन्य बातों के अलावा दिल्ली सरकार को राष्ट्रमंडल खेलों के दौरान परियोजना की स्वीकृति और अनुमोदन के लिए बिना सोचे समझे अनुमानों, देरी, खराब तैयारी और निविदा प्रणाली में खामियों और उसे सीमित रखने तथा गिने चुने ठेकेदारों को लाभांवित करने वाले बहुत ऊंचे अनुमान तैयार करने का आरोप लगाया है।

        पदमश्री से सम्मानित जाने-माने हारमोनियम वादक महमूद धौलपुरी का आज सुबह नई दिल्ली में निधन हो गया। वे ५७ वर्ष के थे। श्री धौलपुरी दिल्ली विश्वविद्यालय के संगीत विभाग में कार्यरत थे। वे आकाशवाणी और दूरदर्शन के उच्च श्रेणी के कलाकार थे। उन्हें देश के लगभग सभी प्रतिष्ठित कलाकारों के साथ संगत का गौरव प्राप्त हुआ।

US federal prosecutors have presented to a Chicago court additional evidences linking strong connection between David Headley, the Mumbai terror accused, and officials of the Pakistan's spy agency ISI. Through records of several emails exhibited in the court federal prosecutors established beyond doubt that Headley was in constant contact with ISI officials, in particular Major Iqbal, and his handlers in Pakistan. In one of the emails to Major Iqbal, said to be an ISI officer, Headley writes to him about the latest spying gadgets. In this email, Major Iqbal uses the ID of 'Chaudhery Khan'. 50-year-old Headley also told a Chicago court during the trial of 26/11 co-accused Tahawwur Rana that  that Chaudhery Khan was indeed Major Iqbal. In this email dated April 23, 2008, Headley sends Chaudhery Khan information on commercially available spy cameras and pen spy cameras .Deposing before the Chicago Court, Headley conceded that he met Major Iqbal several time before the Mumbai terror attacks during which he issued specific instructions on every step right from establishing an office in Mumbai, to recruiting retired military personnel, making surveillance, giving list of targets and closing the Mumbai office.     Headley told the court that Major Iqbal, his ISI handler, made key decisions and was indeed the mastermind of the plot.

Mumbai attacks co-accused David Headley today testified that New Delhi-based National Defence College is on the hit-list of terrorists. Headly said that  26/11 mastermind Illiyas Kashmiri believes in this way he can kill more Indian brigadiers than what the Pakistan Army could not do in four wars with India.          Within a few months of the Mumbai terror attacks, Kashmiri, who has now emerged as mastermind of 26/11, met Headley, and asked Headley to go to India again to do surveillance of the National Defence College  and a number of Chhabad Houses in various cities of India. When Headley, accompanied by Pasha, went to see
Kashmiri in Waziristan in February 2009, he among the Lashkar-e-Taiba circles had emerged as   what he called  a surveillance expert and a key element of the planning of the terrorist attacks. According to Headley, Kashmiri asked him to return to India and said that his leadership was very upset about the recent Israeli strike on the Gaza strip and thus wanted retaliation.

In Jammu and Kashmir security forces achieved yet another success when they gunned down a top Lashkar-e- Toiba (LeT) militant in a gun battle in mountainous Doda district in Jammu division. According to Official sources, acting on a tip-off regarding movement of around 4-5 LeT militants in Gundana forests of Koat area, army and police last night launched a joint operation . Seeing the search party approaching towards them, the militants fired on the party which was retaliated and in the encounter one top Lashkar militant identified as Mohammad Ishad Lone alias Munnazil, resident of Hertni, Doda, was eliminated. Ishad was one of the top most wanted militants. Another hardcore militant of Lashkar , Salman, is believed to be trapped in the gun battle. Meanwhile the encounter in Laribal, Zachaldara in Hindwara Tehsil of Kupwara district in Kashmir valley is going on since early morning.
          Since early morning the encounter at Zachaldara, Handwara in district Kupwara is going on. 3 militants believed to be of Lashkar-e-Toiba are reportedly hiding in the village which has been cordoned off by the security forces.  With the melting of the snow at higher ridges the militants are bound to attempts to infiltrate and disturb law and order in the state.  The encounter at Zachaldara seems to be  a part of the infiltration bid.

In Pakistan, a Taliban suicide bomber today rammed his explosives-laden vehicle into a police building near the US consulate in Peshawar killing at least nine policemen.  According to the police, the bomber carrying more than 300 kg of high-grade explosives hit the three-storey police building on University Road, which houses the office of the Criminal Investigation Department, flattening the complex and leaving about 38 others injured.  Police said they fear the toll may go up as large number of people is still trapped under the debris. The blast was so powerful that it was heard 10 kms away and also damaged nearby buildings which house police officials.  A Taliban spokesperson claimed responsibility for the attack, local television news channels said and was the fourth terror attack carried out by the militants since the killing of Osama Bin Laden early this month.  The attack took place inside a protected military zone in Peshawar which is a gateway to Pakistan's restive tribal areas bordering Afghnaistan.

Leaders attending the Second India-Africa Summit at  Addis Ababa in Ethiopia have stressed the importance of firming  strategic partnership. They have pitched for reforming international institutions of governance and finance. Our correspondent covering the Summit, reports that leaders from Burundi and Namibia who participated in a morning session said the establishment of various capacity building institutions will reinforce Africa's efforts towards attaining the Millennium Development Goals. The Prime Minister of Namibia, Nahar Angula said, since the first Summit in New Delhi, the Afircan region has recorded remarkable gain in economic growth. The Summit will conclude this afternoon after adopting the Addis Ababa declaration which will outline steps to counter terrorism piracy and measures to strengthen the partnership  for mutual benefit. A draft of the Addis Ababa declaration circulated among member nations  states that it is imperative to  carry out comprehensive reform of the UN system. The  draft declaration said that partnership is a true manifestation of south south cooperation.

The Home Minister, Mr. P Chidambaram has reiterated the need for best training, equipment and  working conditions for thousands of BSF personnel who work in hostile situations. He was speaking after inaugurating the BSF kala mela in New Delhi today. Praising the force, Mr.Chidambaram reminded that about 1,678 BSF officers have made supreme sacrifice in the defence of the country. The home minister asked Delhiites to visit the exhibition and buy the products made by these personnel to support and encourage them.112 paintings and more than 200 sculptures made by 58 central para-military force men, women, family members and school teachers among others have been put on display. The BSF kala mela will end on 29th of this month.

In a relief to corporate lobbyist Niira Radia, the Delhi High Court today stayed the release and circulation of a book authored by advocate R K Anand on her controversial, tapped telephonic conversation with various high profile individuals.  Justice V K Jain accorded the legal relief to Vaishnavi Corporate Communications Director Radia on her plea that the release of the book would cause irreparable loss to her reputation in the society.  Radia has been in news after the leakage of her tapped conversations with high profile industrialist, political leaders, corporate heads and journalists.  The book, 'Close Encounter with Niira Radia,' written by Anand was slated for release in the first week of June.    The court also issued notice to Har Anand Publications Pvt Ltd and fixed the matter for further hearing on July 22.  Radia had approached the High Court earlier also for injunction against release of movie, 'Monica - the Politics of Murder.'

The Election Commission is organising a two day workshop in New Delhi for assessing training needs for improvement of Electoral Rolls, with special focus on the States where Assembly Elections are due within the next one year. Chief Electoral Officers from Punjab, Uttar Pradesh, Uttarakhand, Gujarat, Manipur, Goa and Delhi along with District Election Officers, Electoral Registration Officers and Booth Level Officers from these States are participating in the workshop. According to an official release, the deliberations being held in three working groups will analyze the roles and responsibilities of Electoral Roll officials and identify the knowledge, skills and attitudes required by them to properly discharge their responsibilities. The working groups will also develop training materials and modules for different groups of Roll functionaries by early next month.

In Kerala, as a major social security measure for unwed mothers, the state government has announced a comprehensive package for their rehabilitation by raising the monthly pension from 300 to 1000 rupees. Kerala Chief Minister Oommen Chandy told the media after the cabinet meeting at Thiruvanathapuram that one acre land will be allocated to each one of them. The state will provide dwelling units as well.
As per state government statistics there are 910 unwed mothers in Kerala, mostly in backward tribal areas of Wyanad district. Provisions of Forest Rights Act are to be utilised to rehabilitate such victims of exploitation. Mr Chandy also said that state government will assist education and employment training of children born to unwed mothers. Police has been instructed to review all such cases of exploitation and stringent action will be initiated against culprits, the Chief Minister added. Kerala Government is also exploring the possibility of linking its decision to give rice at one rupee per kilo to BPL families with the Food security Act of the Centre. The Kerala Chief Minister Mr Ommen Chandy has described the High Court order in the lottery case as a victory of the UDF stand on the issue. He said the state government would provide all assistance to the CBI and expressed hope that the probe would unearth the lottery fraudsters who had plundered 80,000 crore rupees from the state during the past five years. Former State Finance Minister Dr Thomas Issac said the CBI investigation into the probe should be comprehensive and should cover actions of both the UDF and the LDF governments. A Division Bench of the Kerala High Court comprising Chief Justice J Chelameswar and Justice P R Ramachandra Menon yesterday cleared the decks for a CBI inquiry into the alleged irregularities in the sale of other state lotteries in Kerala.

Students from Andhra Pradesh have bagged 7 out of the top ten ranks in IIT-JEE entrance exam conducted this year. The results were announced this morning. Hailing from a small town, Dwaraka Tirumala in West Godavari district, Pridhvi Raj has secured the first rank in general category at All India Level. Besides top four ranks, sixth, eighth and ninth ranks also have been bagged by the students from the state. According to rough estimations about 40 students from the state have secured ranks in the top hundred. The entrance exam was attended by over 5 lakh students out of which about 9,600 students will get admission into 16 premiere technological Institutes of the country, Indian Institutes of Technology.

In Jammu and Kashmir, the 11th phase of Panchayat elections in ten blocks of Jammu and Kashmir Divisions is going on smoothly amid tight security arrangements. The polling began at 8 a. m and was progressing in six blocks of Jammu Division and four blocks of Kashmir division. Over 59% polling was reported till 12.15 p.m in Bhalwal block of the Jammu district.  Our Correspondent who visited the Bhalwal block of Jammu district reports that voters including women were seen standing in long queues from the early morning to cast their votes.


Defying hot humid weather in Jammu Division, people have turned out in large number to exercise their franchise in the 11th Phase of Polling today. So far polling in all the six blocks of Jammu Division is reported to be peaceful with no untoward incident having taken place anywhere. Meanwhile, J&K Chief Electoral Officer, Mr. B.R. Sharma today issued notification for the 16th and last phase of Panchayat polls . Water Resources Minister Salman Khurshid has said that all possible precautions will be taken to prevent the threat of flood in Bihar and Uttar Pradesh due to erosion in eastern barrage of the Kosi river.  While inaugurating the 15 th meeting of Ganga Flood Control Board in New Delhi today he said India is in  constant touch with Nepal to formulate agreements on several water related issues. The Minister said that political instability in Nepal in the past few years has been an impediment in formulating agreements on several water- related issues, including reconstruction of breached Kosi embankment. Mr. Khurshid also emphasised  the need for flood plain zoning and said that encroachment of these zones has to be stopped. He said reversing the encroachment of  flood plains is not possible now and the government will try to provide basic facilities to the habitats of these areas.  He said that there is a need for fine-tuning of the plans for the 23 river basins of River Ganga.

K Antony  has warned that a number of terrorists  are waiting across the border to  infiltrate into Indian territory including  Jammu and Kashmir .Talking to media persons  after addressing Naval Commanders' Conference in New Delhi today  he said that security  forces are keeping a constant vigil on the developments and are ready to prevent any such incident.

The Sensex at the Bombay Stock Exchange lost 88 points, to again fall below the 18,000 level, at 17,924 in opening trade, today, on fresh selling by investors, amid weakness in the other regional bourses. Later, the Sensex lost further ground, and stood 192 points, or 1.1 percent in the negative zone, at 17,820, in afternoon deals, a short while ago.

The  rupee fell by 19 paise to  45 rupees 40 paise  per US dollar today. This follows  renewed demand for the American currency from banks and importers amid strengthening of the dollar in overseas markets and weakness in the domestic equity market.  At the Interbank Forex Exchange, the rupee resumed lower at 45 rupees  29 paise per dollar as against the previous closing level. The dollar rose against its European counterpart today, benefiting from persistent worries about euro-zone debt problems.

New Delhi today termed as unacceptable the  developed countries' attempts to achieve harmonisation of tariffs in the Doha round of talks. Commerce and Industry Minister Anand Sharma has expressed concern at the attempts to shift the discourse from development to purely mercantilist issues stating that most of them have little  relevance for developing countries. He said in New Delhi that developed countries must appreciate developing countries' sensitivities, autonomous liberalisation and the impact on local industries of the proposed harmonisation of tariffs. The Minister maintained that Doha Development Agenda is one of the most ambitious initiative for ensuring that development issues are firmly at the core of the multilateral trading system. He said that it serves the critical interests of protecting the food and livelihood security of farmers and vulnerable industries of developing countries. The Minister noted that with complex agenda to be negotiated amongst 154 members, the Doha Round cannot be rushed.

The Centre has upped its ante against the Uttar Pradesh Government over the recent firing incident and atrocities committed on protesting farmers in Bhatta Parsual Village near Greater Noida. Union Rural Development Minister Vilasrao Deshmukh said that atrocities committed were uncalled for as the farmers were only demanding better compensation for their land. Mr Deshmukh said that the guilty should be brought to justice. Minister of State for Corporate Affairs RPN Singh also demanded a thorough judicial enquiry into the incident. Meanwhile a team from National Human Rights Commission visited the Bhatta Parsaul villages today to investigate the alleged violation of human rights by the UP Police while dealing with the protesting farmers . The seven member team was led by a Senior Superintendent of Police Viplav Kumar and comprised of two deputy SPs and four inspector-rank officers. Our Correspondent reports that on the 7th of May two farmers and as many jawans of Provincial Armed Constabulary were killed in clashes between police and farmers who were agitating for higher compensation for their agricultural land acquired by the state government to build Yamuna Expressway linking Delhi and Agra.

Internationally renowned Harmonium player Ustad Mehmood Dholpuri, passed away in New Delhi this morning. He was 57. Ustad Dholpuri had recieved the Padmashree award,  for his excellence in the field of music. He was among the top artists who had worked in All India Radio as well as Doordarshan.

Reports from Yemen say that 38 people including 24 tribesmen belonging to Yemeni opposition leader Sadeq al-Ahmar , as well as 14 government soldiers have been killed in intensified clashes in Sanaa. The government accused Ahmar's men of igniting clashes by firing on a school and the headquarters of the state news agency. A statement by opposition groups however accused president Saleh of dragging the country to chaos. Quoting official sources our correspondent reports that 20 soldiers are missing as the situation deteriorated following the collapse of an Arab mediation effort to get Saleh to step down.
          The clashes broke out after government forces tried to storm powerful tribal chief Ahmar’s compound in capital Sana. Both sides blamed each other for triggering the latest violence, which has further deepened the rift, suggesting Yemen could be heading toward a potentially bloody showdown between well-armed tribal militias and government troops. Analysts say that these clashes are a harsh blow to President Saleh because any ruler in Yemen survives only though tribal support. The clashes have further dimmed the prospects of a political solution mediated by Gulf Cooperation Council. An Indian diplomat's daughter is suing New York City's government for 1.5 million dollars for what she claims was a wrongful arrest on the suspicion of sending obscene emails to her teacher. Krittika Biswas, daughter of the vice counsel at Indian Consulate in Manhattan, Debashish Biswas, also claims that she was ill-treated in the prison. Biswas alleged that she was not allowed to use the bathroom for a long-time when she was in custody at the 107th precinct. Her lawyer Rajiv Batra said that her more than 24-hour arrest on Feb 8 was a violation of international law, federal law as well as state and city law.
