सरकार ने कहा है कि केवल विदेशी निवेश आकर्षित करने के लिए भारत को शुल्क बचाने की दृष्टि से सुरक्षित स्थान नहीं माना जा सकता। लोकसभा में बहस का जवाब देते हुए वित्त मंत्री प्रणब मुखर्जी ने कहा कि सरकार ने वोडाफोन के शुल्क मामले पर फिर से विचार करने से इन्कार कर दिया है। उन्होंने कहा कि कम्पनी को या तो उस देश में शुल्क अदा करना होगा, जहां की यह कम्पनी है या फिर भारत में देना होगा, जहां वह कारोबार करती है।

केवल विदेशी निवेश को आकर्षित करने के लिए आप भारत को ऐसा देश घोषित नहीं कर सकते जहां करों के भुगतान से बचा जा सके। हमें प्रौद्योगिकी और संसाधनों के विकास के लिए विदेशी निवेश चाहिए। हमारा देश ऐसी बुरी स्थिति में नहीं है कि इसे करों से बचने वाले स्थान के रूप में देखा जाये। निवेशकर्ता या तो कर का भुगतान यहां करें या अपने देश में करें।
श्री मुखर्जी ने कहा कि उच्चतम न्यायालय के फैसले में सुधार लाने के लिए संसद को कानून में संशोधन करने का पूरा अधिकार है। उन्होंने कहा कि संसद इस बात की इजाजत नहीं दे सकती कि कोई कम्पनी शुल्क देने से बचती रहे।
लोकसभा ने कल वित्त विधेयक पारित कर दिया, जिससे केन्द्र सरकार के वर्ष २०१२-१३ के वित्तीय प्रस्तावों को मंजूरी मिल गई है। वित्त विधेयक पर चर्चा का जवाब देते हुए श्री प्रणब मुखर्जी ने कहा कि सरकार संसद के वर्तमान सत्र के दौरान काले धन के बारे में श्वेत पत्र लाएगी। इस श्वेत पत्र के मसौदे को अंतिम रूप दिया जा रहा है। जांच के बाद मुकदमा शुरू हो जाने पर काला धन रखने वालों के नाम जाहिर किए जाएंगे। श्री मुखर्जी ने कहा कि सरकार विदेशों में रखे गए काले धन की रिपोर्ट का इंतजार कर रही है।
श्री मुखर्जी ने फिर कहा कि बाहरी और आंतरिक कठिनाइयों के बावजूद राष्ट्रीय अर्थव्यवस्था प्रगति के पथ पर अग्रसर है। उन्होंने कहा कि सरकार अर्थव्यवस्था में तेजी से वृद्धि के लिए प्रतिबद्ध है

केन्द्र सरकार ने महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना-मनरेगा के तहत तीस नए कामों को अधिसूचित किया है। इनमें से अधिकतर कृषि और उससे जुडे+ काम हैं। इनसे ग्रामीण स्वच्छता परियोजनाओं को मदद मिलेगी। केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कल नई दिल्ली में पत्रकारों को मनरेगा-२ के बारे में बताते हुए कहा कि इन कार्यों को मोटे तौर पर दस श्रेणियों में विभाजित किया गया है। इनमें जल संभरण, सिंचाई और बाढ़ प्रबंधन, कृषि और पशु धन, मछलीपालन और तटीय क्षेत्रों के कार्य तथा ग्रामीण पेयजल और स्वच्छता सम्बन्धी कार्य शामिल हैं। उन्होंने कहा कि कार्यों की प्राथमिकता ग्राम सभा और वार्ड सभा की बैठक में ग्राम पंचायतें तय करेंगी। उन्होंने कहा कि इन नए कामों की मांग मुख्य रूप से केरल, सिक्किम, बिहार, मध्य प्रदेश, छत्तीसगढ़ और राजस्थान जैसे राज्यों ने अपनी जरूरतों को देखते हुए की है। श्री रमेश ने कहा कि ज्यादातर नए काम उत्पादकता को बढ़ाने वाले हैं और इनसे ग्रामीण अर्थव्यवस्था को बढ़ावा मिलेगा। मनरेगा के कारण कृषि उत्पादन में कमी आने सम्बन्धी आलोचना को खारिज करते हुए श्री रमेश ने कहा कि मनरेगा के ७० प्रतिशत कार्य उस समय चलाए जाते हैं, जब खेतों में कोई काम नहीं होता। उन्होंने कहा कि इस तरह के आरोप बेबुनियाद हैं।

रक्षामंत्री ए के एंटनी ने कहा है कि पाकिस्तान के साथ जून के दूसरे सप्ताह में सियाचिन मुद्दे पर बातचीत होगी। कल राज्यसभा में रक्षा मंत्रालय के कामकाज पर बहस  का जवाब देते हुए श्री एंटनी ने कहा कि सियाचिन के बारे में हमारे रूख में कोई परिवर्तन नहीं हुआ है।

अब तक सियाचिन के बारे में भारत और पाकिस्तान के बीच वार्ता के १२ दौर हो चुके हैं। अगली वार्ता जून के दूसरे सप्ताह में होगी। इससे किसी नाटकीय परिणाम की उम्मीद नहीं की जानी चाहिए। यह एक बहुत ही जटिल मुद्दा है जिसे पूरी संवेदनशीलता के साथ निपटाया जाना चाहिए।
श्री एंटनी ने कहा कि विपक्ष को देश की रक्षा तैयारी  में सुधार के लिए उपयोगी सुझाव देने चाहिएं। सदस्यों के सुझावों को पूरी गंभीरता से लिया जायेगा और समुचित सुधार किये जायेंगे। श्री एंटनी ने कहा कि सरकार सशस्त्र बलों को अत्याधुनिक हथियार और गोला बारूद उपलब्ध कराने के लिए वचनबद्ध है।
चीन और पाकिस्तान के बीच बढ़ती सांठगांठ पर चिंता व्यक्त करते हुए उन्होंने कहा कि सुरक्षाबलों को किसी भी नई चुनौती का सामना करने के लिए पूरी तरह तैयार रहने का निर्देश दिया गया है।

एयरइंडिया के दस हडताली पायलटों को निलंबित कर दिया गया है। एयर इंडिया के प्रवक्ता ने आकाशवाणी को बताया कि मेडिकल टीम को उन  पायलटों के घर भेजा गया जिन्होंने अपने-आप को बीमार बताकर अवकाश लिया था। एयरइंडिया पहले ही हडताल को अवैध घोषित कर चुकी है और उसने इंडियन पायलट गिल्ड की मान्यता समाप्त कर दी है। कल नई दिल्ली में संवाददाताओं से बातचीत में नागरिक उड्डयन मंत्री अजीत सिंह ने कहा कि एयर इंडिया प्रबंधन हड़ताल में शामिल लोगों के खिलाफ उचित कार्रवाई करेगा।

संसद की स्थायी समिति की टिप्पणी को ध्यान में रखते हुए सरकार, नशीली दवाओं और मन पर प्रभाव डालने वाले पदार्थ अधिनियम (एनडीपीएस) की मृत्युदण्ड संबंधी धारा में संशोधन कर सकती है। कल राज्यसभा में वित्त मंत्री प्रणब मुखर्जी ने कहा कि धारा ३१ए में संशोधन करके मृत्युदण्ड दिया जाएगा' के स्थान पर ÷÷मृत्युदण्ड दिया जा सकता है, करने का प्रस्ताव है।

सरकार ने कहा है कि सेट टॉप बाक्स की क्वालिटी सुधारने और केबल टी वी उपभोक्ताओं की शिकायतें दूर करने के लिए टेलीविजन नेटवर्क संशोधन नियम -२०१२ में आवश्यक व्यवस्था की गयी है। इन नियमों के अनुसार मल्टी सिस्टम आपरेटरों द्वारा उपलब्ध कराये जाने वाले सेट टॉप बाक्स , भारतीय दूरसंचार नियमन प्राधिकरण -ट्राई द्वारा निर्धारित मानकों के अनुरूप होने चाहिए।

सीबीआई ने कडप्पा के लोकसभा सांसद जगन मोहन रेड्डी के आय से अधिक सम्पत्ति के मामले में तीन बैंक खातों पर रोक लगा दी है। आपराधिक प्रक्रिया संहिता की धारा-१०२ के तहत जगती पब्लिकेशन्स, इंदिरा टेलीविजन प्राइवेट लिमिटेड और जननी इन्फ्रा के भारतीय स्टेट बैंक और ओरियन्टल बैंक ऑफ कॉमर्स के बैंक खातों को फ्रीज किया गया है। इन कम्पनियों द्वारा एक अखबार और एक टीवी न्यूज चैनल भी संचालित किए जा रहे हैं। जगन मोहन रेड्डी को इस महीने की २८ तारीख को सीबीआई के प्रमुख विशेष न्यायाधीश की अदालत में पेश होने के लिए समन जारी किया गया है।

ओड़िशा में माओवादियों ने अगवा किये गए पुलिस अधिकारी की हत्या कर दी  है। धर्मबांदा पुलिस चौकी के सहायक उपनिरीक्षक कृपाराम मांझी का गोलियों से छलनी शव नौपाड़ा जिला मुख्यालय से लगभग २५ किलोमीटर दूर भरूआमुंडा के जंगलों में मिला है। माओवादियों ने नौपाड़ा जिले के बुधास गांव के पास श्री मांझी का अपहरण कर लिया था, उस समय वे ओडिशा-छत्तीसगढ़ सीमा के पास सी आर पी एफ के शिविर की ओर जा रहे थे।

पाकिस्तान के प्रधानमंत्री युसूफ रजा गिलानी को पांच वर्षों के लिए सांसद के तौर पर अयोग्य ठहराये जाने की आशंका है। पाकिस्तान के सुप्रीम कोर्ट ने कल अपने फैसले में कहा कि उन्होंने हठपूर्वक, जान बूझकर और लगाताार सर्वोच्च अदालत के फैसले की अवहेलना कर न्यायालय को उपहासजनक स्थिति में ला दिया। न्यायमूर्ति नसीर उल-मुल्क की अध्यक्षता वाली सात जजों की खंडपीठ ने ७७ पन्ने का अपना विस्तृत आदेश सुनाया। कोर्ट का ये फैसला पाकिस्तान के राष्ट्रपति आसिफ अली जरदारी के खिलाफ अवैध धनशोधन के मामले को फिर से स्विट्जरलैंड में खोलने के अदालत के आदेश की अवमानना को लेकर है। इससे पहले इसी खंडपीठ ने २६ अप्रैल को श्री गिलानी को अवमानना के मामले में अपराध सिद्ध होने पर संक्षिप्त आदेश में  एक मिनट से भी कम सांकेतिक सजा सुनाई थी।

भारत और सिंगापुर ने दोनों देशों के बीच बढ़ते निवेश और आपसी संबंधों पर संतोष व्यक्त किया है। नई दिल्ली में आपसी सहयोग के बारे में भारत-सिंगापुर संयुक्त मंत्री स्तरीय समिति की दूसरी बैठक के बाद जारी वक्तव्य में विदेश मंत्री एस एम कृष्णा ने कहा कि बैठक में विज्ञान और टेक्नोलोजी, शिक्षा, कौशल विकास, प्रशिक्षण और संस्कृति सहित कई क्षेत्रों में सहयोग बढ़ाने पर विचार विमर्श किया गया।

सीरिया के लिए संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान ने कहा है कि उनकी छह सूत्री योजना सीरिया में गृहयुद्ध टालने का आखिरी मौका है। श्री अन्नान ने सीरिया में संघर्ष विराम और छह सूत्री शांति योजना लागू करने में हुई प्रगति के बारे में सुरक्षा परिषद् को जानकारी देते हुए कहा कि सीरिया सरकार और सशस्त्र समूह दोनों को हिंसा समाप्त करने में सहयोग करना चाहिए।

संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान ने सीरिया के हालात पर गहरी चिंता व्यक्त की और आशंका जताई है कि वहां नागरिक युद्ध का खतरा मंडरा रहा है। संयुक्त राष्ट्र शांति रक्षक मिशन के प्रमुख हारव लाथू ने जानकारी दी कि सीरिया में भारी हथियारों के इस्तेमाल और भारी सैनिक कार्रवाई में कमी तो आई है मगर बड़े पैमाने पर गिरफ्तारियां और लड़ाई का सिलसिला अभी भी जारी है। १२ अप्रैल को सुरक्षा परिषद में ६ सूत्री अन्नान शांति फार्मूले के साथ ३०० सदस्यों वाले पर्यवेक्षक मिशन को मंजूरी दी गई थी, मगर संघर्ष विराम पर अभी भी पूरी तरह अमल नहीं हो पाया है। अतुल तिवारी, आकाशवाणी समाचार

आई पी एल ट्वैन्टी-ट्वैन्टी क्रिकेट प्रतियोगिता में कल हैदराबाद में किंग्स इलेवन पंजाब ने डेक्कन चार्जर्स को २५ रन से हरा दिया। पंजाब ने निर्धारित बीस ओवर में १७० रन बनाए। जवाब में डेक्कन चार्जर्स की टीम १४५ रन ही बना सकी।

ब्रिटेन में ईडनबर्ग में रविन्द्रनाथ टैगोर के जीवन और कार्य को समर्पित एक केन्द्र स्थापित किया गया है। नेपियर विश्वविद्यालय में इस केन्द्र की स्थापना भारतीय सांस्कृतिक संबंध परिषद के साथ हुए समझौते के तहत हुई है। इसका उद्देश्य टैगोर की साहित्य धरोहर से भारतीय संस्कृति, शिक्षा, दर्शन, कला और साहित्य को बढ़ावा देना है।

Government says India cannot be a considered as a tax haven just to attract foreign investment. Replying to a debate in the Lok Sabha,  the Finance Minister Pranab Mukherjee yesterday said that the  government has also ruled out any rethinking over the Vodafone taxing issue. He made it clear that the company has to pay tax either in the country of its origin or in India where it is working.

"We cannot declare India as a tax haven simply to attract the foreign investment. Foreign investment I want for technology, for development, for resources. We are not, in that distress situation that a country of one hundred twenty crores of people will be treated as a tax haven. Either pay tax here or you pay tax in your  own country."
Mr. Mukherjee also asserted that Parliament has the right to make amendments to law to correct Supreme Court judgement and would not allow a situation where a corporate would avoid paying tax.
The Lok Sabha yesterday passed the Finance Bill, giving effect to the financial proposals of the Central government for the fiscal 2012-13. Mr. Pranab Mukherjee said that the government will bring a white paper on black money in the current session of Parliament. He said, the white paper is in the final stages of drafting. The names of those having black money, will be disclosed once the prosecution against them begins after scrutiny.  Mr. Mukherjee said, the government is awaiting the reports about the estimates of black money stashed abroad. These reports are being prepared by three independent groups. The reports are expected in July or August this year.
Mr. Mukherjee reiterated that the national economy is on the right path of growth despite internal and external constraints.
Leader of the Opposition, Sushma Swaraj complimented the Finance Minister for withdrawing taxes on branded and unbranded jewellery in keeping with the sentiments of jewellers across the country.

The Centre has notified 30 new activities under Mahatma Gandhi National Rural Employment Guarantee Act-MGNREGA. Union Rural Development Minister Jairam Ramesh yesterday said that the works have been divided into 10 broad categories like Watershed, Irrigation and Flood management works, Agricultural and Livestock related works, Fisheries and works in coastal areas and the Rural Drinking water and Sanitation related works. He was briefing reporters in New Delhi on MGNREGA -2, the second generation reforms for the rural job scheme. Mr. Ramesh said that priority of the works will be decided by the Gram Panchayats in meetings of the Gram Sabhas and the Ward Sabhas. He said, the demand for new works has come mainly from the States like Kerala, Sikkim, Bihar, Madhya Pradesh Chhattisgarh and Rajasthan based on the ground realities in each of the regions. He said that most of the new works are productivity enhancement activities and will give a big boost to rural economy.

Ten striking pilots of Air India have been suspended. The spokesperson told AIR that medical teams were sent to the houses of pilots who have sought sick leave. The Airliner has already declared the strike illegal and de-recognized the Indian Pilots Guild. Speaking to reporters in New Delhi, the Civil Aviation Minister Ajit Singh yesterday said that management of the national carrier would take appropriate action against those involved in the stir. Mr Singh also said, the pilots went on sick leave amid talks with the management of Air India. He said that the strike has led to the cancellation of flights.
The Minister stressed that the pilots should come to the negotiating table for resolving their issues through dialogue but not launch any strike.

The CBI has frozen the bank accounts of three companies of Kadapa Lok Sabha Member Jaganmohan Reddy in connection with the disproportionate assets case against him. The bank accounts in the State Bank of India and Oriental Bank of Commerce belonged to Jagathi Publications, Indira Television Pvt Ltd and Janani Infra have been frozen under section 102 of the CRPC. A newspaper and a TV news channel are being run through these companies. The move has gained importance especially when Jaganmohan Reddy has been summoned to be present in the CBI Principal Special Judge Court on the 28th of this month.

The government has said that necessary provisions have been incorporated in the Cable Television Networks Amendment Rules, 2012 to take care of the quality of Set Top Boxes, STBs and the redressal of grievances of the cable TV subscribers. An official release in New Delhi said that as per these Rules, the STBs to be supplied by the Multi System Operators, must conform to the quality standards specified by the Telecom Regulatory Authority of India, TRAI. The Multi System operators are also required to devise a mechanism for grievance redressal, as specified by the TRAI and inform the details thereof to the subscribers. The Cable Television Networks Regulation Amendment Act, 2011 has made it mandatory for switch-over of the existing analogue Cable TV networks to Digital Addressable System by December 2014, in a phased manner. In respect of four metros of Delhi, Mumbai, Kolkata and Chennai, the digital switch-over is to be completed by the 30th of next month.

Defence Minister A K Antony said that there will be talks with Pakistan on the Siachen issue in the second week of June. He however said that dramatic results should not be expected. He was replying to a discussion in Rajya Sabha yesterday on the working of the Defence Ministry. Mr Antony said, there is no change in the position on Siachen and India wants authentication of troop positions.
"Pakistan side reiterated its various stands of seeking disengagement and re-deployment without agreeing to authentication of the present positions. The Indian side stated that authentication of the present positions and delineation, both on the map and ground, followed by demarcation are pre-requisite, the subsequent steps could be considered. That was the position we took the last talks. We have not changed the position. Our position remains as it is."
Mr Antony said, the Opposition should give healthy suggestions to improve the country's defence preparedness.
The Defence Minister assured the House that the suggestions of the members will be taken with a serious note and appropriate corrections will be made.  Mr Antony said, the government is committed to give state of the art arms and ammunition to the armed forces. Earlier, leader of the Opposition in the Rajya Sabha, Arun Jaitley said that defence preparedness has to be matched with the changing realities.

Pakistan's Supreme Court has ruled that Prime Minister Yousuf Raza Gilani wilfully, deliberately and persistently defied the highest court and brought the judiciary into ridicule. It said that Gilani faces the prospect of being disqualified as an MP for five years. A seven-judge bench headed by Justice Nasir-ul-Mulk yesterday issued a detailed order regarding the conviction of the premier for refusing to act on directives to revive cases of alleged money laundering against President Asif Ali Zardari in Switzerland. Earlier, the same bench had issued a short order when it convicted Gilani of contempt and gave him a symbolic sentence of less than a minute on April 26. Even in the short order, the bench had hinted that Gilani faced possible disqualification.

Special envoy Kofi Annan and the U.N. peacekeeping chief Herve Ladsous briefed the Security Council on the progress of ceasefire and implementation of the six point peace plan in Syria yesterday. Annan told the 15 nation council that his six point peace plan is the last chance to avoid the civil war in Syria. Briefing Security Council by video conferencing from Geneva, he said, there has been a spate of bombings that are really worrying and U.N. observer mission is the only remaining chance to stabilize the country. Libyan security forces have  prevented armed protesters from storming  the headquarters of the Prime Minister in Tripoli.  They were former rebels from outside the capital who  fought to overthrow Col. Gaddafi last year and were demanding compensation promised by the Government. One member of the security forces  was killed. A spokesman for the Libyan Government said, the attackers were heavily armed. They  fired gunshots in the courtyard of the Prime Minister's headquarters. Some of them entered the office of the Prime Minister  armed with two rocket launchers.

कांग्रेस अध्यक्ष सोनिया गांधी ने कहा है कि कांग्रेस संघीय ढांचे को मजबूत करने के लिए पूरी तरह से कृत संकल्प है और यह कांग्रेस और यूपीए के एजेंडे का मुख्य पहलु है। आज नई दिल्ली में कांग्रेस संसदीय दल को संबोधित करते हुए श्रीमती गांधी ने कहा कि यूपीए सरकार राष्ट्रीय हितों की रक्षा करने और आतंकवाद का मुकाबला करने के लिए राज्य सरकारों के साथ मिलकर काम करने के प्रति वचनबद्ध है। उन्होंने कहा कि केन्द्र और राज्यों के संबंधों का मुख्य आधार विश्वास और सहयोग होना चाहिए।

भारत ने पाकिस्तान सरकार से अल्पसंख्यकों के संवैधानिक अधिकारों की रक्षा के लिए हरसंभव उपाय करने का अनुरोध किया है और कहा है कि उनकीें पूरी सुरक्षा सुनिश्चित की जाए। पाकिस्तान में अल्पसंख्यकों के साथ हो रहे व्यवहार के बारे में आज लोकसभा में एक वक्तव्य देते हुए विदेशमंत्री एस० एम० कृष्णा ने कहा कि सरकार पाकिस्तान में अल्पसंख्यक समुदाय को डराने-घमकाने और उनसे दुर्व्यवहार करने की खबरो के बारे में जागरूक है।

हम पाकिस्तान के लोगों से और सरकार से अपील करते हैं कि अल्पसंख्यक लोगों के संवैधानिक अधिकारों की सुरक्षा, संरक्षा और भलाई के लिए सभी जरूरी कदम उठाए जाएं।

हाल में सिंध सूबे में तीन हिन्दू लड़कियों के अपहरण की घटनाएं हुई हैं। इन लड़कियों का जबरदस्ती धर्म परिवर्तन करके मुस्लिम बनाया गया और उनकी इच्छा के विरूद्ध उनका विवाह किया गया। श्री कृष्णा ने कहा कि सरकार इस मुद्दे को पाकिस्तान के साथ उठा रही है। उन्होंने कहा कि पाकिस्तान ने अल्पसंख्यक समुदायों के लोगों के अपहरण और हत्याओं तथा उनके पूजा स्थलों को अपवित्र करने की खबरें मिली हैं। विदेशमंत्री ने जोर देकर कहा कि यह पाकिस्तान सरकार की जिम्मेदारी है कि वह अल्पसंख्यकों सहित अपने सभी नागरिकों के संवैधानिक अधिकारों की रक्षा करे।

भारत अफगानिस्तान की स्थिति पर लगातार नजर रखे हुए है। विदेश मंत्री एस एम कृष्णा ने आज लोकसभा में कहा कि हमारा अफगानिस्तान सरकार के अलावा वहां शांति और स्थिरता के लिए काम कर रहे अन्य पक्षों के साथ भी सम्पर्क है। उन्होंने कहा कि अफगानिस्तान का पड़ौसी देश होने के नाते भारत वहां की घटनाओं से अछूता नहीं रह सकता। उन्होंने कहा कि सरकार अफगानिस्तान में भारत के हितों की रक्षा के लिए सभी जरूरी कदम उठाएगी। उन्होंने कहा कि भारत अफगानिस्तान में पुनर्निर्माण और विकास कार्यों में सक्रिय रूप से भाग ले रहा है। श्री कृष्णा ने कहा कि अफगानिस्तान में रह रहे भारतीय नागरिकों को एहतियात बरतने के लिए काबुल स्थित भारतीय दूतावास आंतरिक सुरक्षा स्थिति के बारे में नियमित रूप से सलाह और निर्देश जारी करता है। विदेशमंत्री ने कहा कि भारत शांतिपूर्ण, लोकतांत्रिक और सम्पन्न देश के निर्माण में अफगानिस्तान के लोगों और सरकार के साथ सहयोग के लिए प्रतिबद्ध है।

केन्द्रीय माध्यमिक शिक्षा बोर्ड-सीबीएसई ने अन्तर्राष्ट्रीय पाठ्यक्रम तैयार करने के लिए २७ स्कूलों में सी बी एस ई इंटरनेशनल के नाम से प्रायोगिक परियोजना शुरू की है। यह परियोजना इन स्कूलों में २०१०-११ शिक्षा सत्र से शुरू की गई है। पश्चिम एशिया, मलेशिया और सिंगापुर के कुछ स्कूल भी इसमें भाग लेंगे।
लोकसभा में एक प्रश्न के लिखित उत्तर में मानव संसाधन विकास राज्यमंत्री डी. पुरन्देश्वरी ने बताया कि सीबीएसई इंटरनेशनल के बारे में नीतिगत फैसला लेने के लिए एक मूल सलाहकार समिति बनाई गई है। सी बी एस ई इंटरनेशनल के लिए अध्ययन सामग्री और प्रस्तावित अन्तर्राष्ट्रीय पाठ्यक्रम तैयार करने के लिए भी अलग-अलग समितियां गठित की गई हैं। उन्होंने बताया कि सी बी एस ई ने शिक्षा सत्र २०१३-१४ से प्रयोग के तौर पर प्रत्येक क्षेत्र में सी बी एस ई के तीन से पांच स्कूलों में नया अन्तर्राष्ट्रीय पाठ्यक्रम शुरू करने का फैसला किया है।

सरकार ने वस्तुओं का निर्यात २०१३-१४ तक दोगुना करके पांच सौ अरब डॉलर का करने के लिए एक नीति पत्र तैयार किया है। आज राज्यसभा में पूरक प्रश्नों का उत्तर देते हुए वाणिज्य और उद्योग राज्य मंत्री ज्योतिरादित्य सिंधिया ने कहा कि इस समय देश का व्यापार घाटा करीब एक सौ ८५ अरब डॉलर का है। उन्होंने कहा कि इसके कई कारणों में मुद्रा विनिमय दर में कमी और आयातित पैट्रोलियम उत्पादों के मूल्यों में वृद्धि शामिल हैं। श्री सिंधिया ने कहा कि लैटिन अमरीकी, अफ्रीका और अन्य देशो ंमें निया्रत बढ़ाने की कोशिश कर रही है ताकि व्यापार घाटे को कम किया जा सके। उन्होंने कहा कि निर्यात में २१ प्रतिशत वृद्धि हासिल की जा चुकी है।

गृहमंत्री ने कहा है कि फिलहाल मृत्यु दण्ड समाप्त करने का कोई इरादा नहीं है। आज राज्यसभा में प्रश्नकाल के दौरान पूरक प्रश्नों के उत्तर में श्री पी. चिदम्बरम ने कहा कि राष्ट्रपति या राज्य के राज्यपाल मृत्यु दंड प्राप्त व्यक्ति की दया याचिका पर उसकी सजा को आजीवन आरावास में बदलने पर विचार कर सकते हैं। उन्होंने कहा कि बड़ी संख्या में देशों ने मृत्यु दंड समाप्त कर दिया है और भारत में भी बहुत ही विरले मामलों में मृत्यु दंड दिया जाता है। श्री चिदम्बरम ने कहा कि सरकार अमीर और प्रभावशाली लोगों द्वारा पैरोल के प्रावधान के कथित दुरूपयोग की शिकायतों पर गौर करेगी। उनका कहना था कि गृह मंत्रालय राज्य सरकारों को इस बारे में परामर्श जारी करेगा।

गृहमंत्री ने कहा है कि युवा कलैक्टरों, निर्वाचित प्रतिनिधियों और विदेशी पर्यटकों के अपहरण से माओवादी उग्रवाद के स्वरूप में बदलाव का स्पष्ट संकेत मिलता है। आज राज्यसभा में एक लिखित उत्तर में श्री पी० चिदम्बरम ने कहा कि प्रशासनिक अधिकारियों और नागरिकों और यहां तक कि विदेशियों के अपहरणों से पता चलता है कि माओवादी राज्य सरकारों से अपनी मांगे मनवाने के लिए आतंकवादी तरीके अपना रहे हैं। उन्होंने कहा कि प्रशासनिक अधिकारियों के अपहरण से पता चलता है कि माओवादी, प्रभावित जिलों में विकास प्रक्रिया को रोकना चाहते हैं। गृहमंत्री ने कहा कि माओवादियों की इस तरह की कार्रवाई से नक्सलवादी उग्रवाद से निपटने के प्रयास जारी रखने की सरकार की प्रतिबद्धता कम नहीं होगी। उन्होंने कहा कि केन्द्र ने स्थिति से निपटने के लिए विकास और सुरक्षा संबंधी उपायों की दो आयामी नीति अपनाई है।

सरकार ने रक्षा उपकरण निर्माण क्षेत्र में प्रत्यक्ष विदेशी निवेश की सीमा बढ़ाने से इंकार किया है। राज्यसभा में एक लिखित उत्तर में रक्षामंत्री ए के एंटनी ने कहा कि मई २००१ में रक्षा उद्योग क्षेत्र २६ प्रतिशत  प्रत्यक्ष विदेशी निवेश तक लाइसेंस की सीमा शर्त के साथ निजी भारतीय कंपनियों की भागीदारी के लिए खोला गया था।

देश में चालू मौसम के दौरान चीनी का उत्पादन लगभग २५२ लाख टन रहने का अनुमान है। राज्यसभा में आज एक लिखित उत्तर में वाणिज्य और उद्योग राज्यमंत्री ज्योतिरादित्य सिंधिया ने कहा कि देश में चीनी की खपत २२० लाख टन होने का अनुमान है। उन्होंने कहा कि सरकार ने ईपीसीजी योजना के तहत एक लाख ५३ हजार टन चीनी के निर्यात की अनुमति प्रदान की है। आपसी व्यापार समझौते के तहत यूरोपीय संघ के देशों, अमरीका और मालदीव को तरजीही कोटे के तहत चीनी का निर्यात किया जाएगा।

असम में तिनसुकिया जिले के सादिया में आज सुबह पुलिस के साथ एक भीषण मुठभेड़ में चार संदिग्ध माओवादी मारे गए। यह मुठभेड़ देवपानी बोरगोरा नेपालीगांव में हुई। मुठभेड़ में एक पुलिसकर्मी भी घायल हो गया। मारे गए माओवदियों के पास से तीन ए के राइफल, हथगोले और मोबाइल फोन बरामद किये गए हैं। मारे गए उग्रवादियों की अभी पहचान नहीं हो पाई है।

झारखंड के मुख्यमंत्री अर्जुन मुंडा आज हेलीकॉप्टर दुर्घटना में बाल-बाल बच गए। उनका हेलीकॉप्टर रांची हवाईअड्डे पर उतरते समय दुर्घटनग्रस्त हुआ। हमारे संवाददाता ने खबर दी है कि श्री मुंडा का हेलीकॉप्टर सामान्य तरह से उतर नहीं सका और पायलट को उसे एक तरफ टिकाकर उतारना पड़ा। हेलीकॉप्टर में मुख्यमंत्री और उनकी पत्नी सहित पांच लोग सवार थे।
मुख्यमंत्री हेलीकॉप्टर से खरसावां में कुचेई में एक बिजली परियोजना का उद्घाटन करने के लिए गए थे लेकिन उनका हेलीकॉप्टर वहां भी नहीं उतर सका और उसे रांची वापस आना पड़ा। यह हेलीकॉटर एक प्राइवेट कंपनी का है और इसे राज्य सरकार ने पट्टे पर लिया है।
हमारे रांची संवाददाता ने अपोलों अस्पताल के मुख्य चिकित्सा अधिकारी पी० जी० सिन्हा के साथ बातचीत के बाद खबर दी है कि श्री मुंडा और चार अन्य लोगों को अगले २४ घंटों तक डॉक्टरों की निगरानी में रखा जायेगा।

रूस में राष्ट्रपति ब्लादिमीर पुतिन ने पूर्व राष्ट्रपति दिमित्री मेदवेदेव को प्रधानमंत्री बनाने के लिए संसद की स्वीकृति प्राप्त कर ली है। डयूमा में श्री मेदवेदेव के पक्ष में  दो सौ ९९ वोट पड़े जबकि एक सौ ४४ सांसदों ने उनके विरोध में वोट दिए। पिछले चार वर्ष से श्री मेदवेदेव रूस के राष्ट्रपति और श्री पुतिन प्रधानमंत्री थे।

सीरिया के लिए संयुक्त राष्ट्र और अरब लीग के दूत कोफी अन्नान अगले कुछ हफ्तों में दमिश्क जाने वाले हैं। उनके प्रवक्ता अहमद फावजी ने कहा कि यह यात्रा सीरिया की घटनाओं पर निर्भर है। हमारे संवाददाता ने खबर दी है कि श्री अन्नान, सीरिया के राष्ट्रपति असद को समझाने की कोशिश कर रहे हैं कि देश में संघर्ष समाप्त कराने के लिए छह सूत्री शांति योजना पर अमल करें।

संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान ने सुरक्षा परिषद को सीरिया में संघर्ष विराम की प्रगति और छह सूत्री शांति योजना के अमल के बारे में जानकारी दी। साथ ही उन्होंने कहा कि वह जल्द ही सीरिया जाने वाले हैं। अन्नान इससे पहले दमिष्क का दौरा मार्च में विशेष दूत के रूप में कर चुके हैं। उस वक्त उन्होंने सीरिया के राष्ट्रपति बसर अल अशद से मुलाकात कर हिंसा रोकने के लिए छह सूत्री योजना पेश की थी। इसके तहत ७० पर्यवेक्षक अब तक सीरिया में मौजूद हैं और इस महीने के अंत तक उनकी संख्या तीन सौ हो जायेगी। संघर्ष विराम १२ अप्रैल से शुरू हुआ मगर अभी भी पूरी तौर पर इसका पालन नहीं हुआ है। सरकार और विपक्ष दोनों ही पक्षों की ओर से हिंसा थमी नहीं है। पर्यवेक्षक मिशन की सफलता को सुनिश्चित करने और हिंसा रोकने की एक और कोशिश के तहत अन्नान का सीरिया दौरा एक अहम पड़ाव साबित हो सकता है। अतुल तिवारी, आकाशवाणी समाचार।

इंडोनेशिया के उत्तरी मल्लुकू प्रान्त के टरनेट शहर में ज्वालामुखी फटने के बाद आई बाढ़ में तीन लोगों की मृत्यु हो गयी और पांच लापता हो गए। राष्ट्रीय आपदा प्रबंधन एजेंसी के प्रवक्ता के अनुसार रात में भारी वर्षा के बाद सवेरे माउंट गमालामा ज्वालामुखी से निकली राख की बाढ़ में शहर के लगभग २० मकानों को नुकसान हुआ। तरनेट शहर में सरकारी कार्यालयों तथा स्कूलों से लोगों और बच्चों को हटाना पड़ा।

फिलीपिंस में मिंडानाओ द्वीप के बुतुआन इलाके में आज सवेरे एक डिपार्टमेंटल स्टोर में लगी आग में १७ लोग मारे गए। सभी मृतक, महिला कर्मचारी थीं जो इस डिपार्टमेंटल स्टोर में सो रही थी। पुलिस अधिकारियों ने कहा है कि घने धुंए के कारण इन लोगों को निकाला नहीं जा सका।  दुर्घटना के समय इस इमारत में २१ लोग थे। तीन लोग खिड़की से कूद कर बच गए और एक अब भी लापता है। आग लगने के कारणों का अभी पता नहीं चला है।

एयर इंडिया के पायलटों की हड़ताल के दूसरे दिन आज दिल्ली और मुम्बई से चार अन्तर्राष्ट्रीय उड़ानें रद्द की गई हैं। एयर इंडिया के प्रवक्ता के अनुसार इनमें दो उड़ानें दिल्ली और दो मुम्बई से हैं। प्रवक्ता का कहना था कि बाकी सभी अन्तर्राष्ट्रीय उड़ानें चल रही हैं। एयर इंडिया ने उपलब्ध पायलटों को लेकर आपात योजना बना ली है।
हमारे संवाददाता ने खबर दी है कि इंडियन पायलट्स गिल्ड से जुड़े एयर इंडिया के करीब दो सौ पायलटों ने कल बीमारी की सूचना दी थी जिसके कारण कम से कम तेरह अन्तर्राष्ट्रीय उड़ानें रद्द करनी पड़ी थी। ये पायलट बोइंग ७८७ ड्रीम लाइनर विमान चलाने के प्रशिक्षण कार्यक्रम में फेरबदल पर विरोध प्रकट कर रहे हैं। एयर इंडिया के प्रबंधकों ने हड़ताल चला रही इंडियन पायलट्स गिल्ड की मान्यता कल समाप्त कर दी थी और उसके दस पदाधिकारियों की सेवा भी समाप्त कर दी थी।

सरकार ने एयर इंडिया के पायलटों की हड़ताल को आज अवैध घोषित कर दिया, क्योंकि पहले से इसका कोई नोटिस नहीं दिया गया था। नागरिक उड्डयनमंत्री अजित सिंह ने नई दिल्ली में संसद के बाहर पत्रकारों से कहा कि सरकार पायलटों की किसी भी शिकायत के बारे में उनसे बात करने को तैयार है, लेकिन उन्होंने कहा कि चर्चा और बाधा एक साथ नहीं चल सकते।
               
मैं तो उनसे यही अपील करूंगा कि देखिये बातचीत करने के लिए हम तैयार हैं, सरकार तैयार है, सब कोई तैयार है। लेकिन बातचीत और जो आप एक्शन ले रहे हैं। डिस्रपशन और डिस्कशन एक साथ नहीं हो सकते। आप अपना वो वापस कीजिये पैसेंजर्स से माफी मांगिये। देखिये और बहुत सी चीजें जब यह जस्टिस, धर्माधिकारी  रिपोर्ट इम्पलिमेंट होगी तो बहुत से सवाल उठेंगे। और हर तीन महीने में आप अगर ऐसे इश्यूस में स्ट्राइक करते रहोगे तो फिर यह जनता का पैसा मैं एयर इंडिया में लगाने के लिए तैयार नहीं हूं।

आन्ध्रप्रदेश में कडप्पा से लोकसभा सांसद जगनमोहन रेड्डी के जगती प्रकाशन समूह ने आज हैदराबाद में सीबीआई की अदालत में याचिका दायर की जिसमें उसके बैंक खाते फ्रीज+ करने के सीबीआई के निर्देश को चुनौती दी गई है। सीबीआई ने जगनमोहन के खिलाफ आय से अधिक सम्पत्ति के मामले में कल उनकी कंपनियों के तीन खाते फ्रीज+ कर दिये थे।
प्रकाशन कंपनी ने अपनी याचिका में मांग की है कि उसके बैंक खातों को तुरन्त खोला जाए क्योंकि इसका असर एक तेलुगु समाचार पत्र+ और एक टेलीविजन न्यूज चैनल के हजारों कर्मचारियों पर पड़ रहा है। अदालत ने सीबीआई को इस मुद्दे पर अपना जवाब देने को कहा है और मामले की अगली सुनवाई के लिए कल का दिन निर्धारित किया है।
इस बीच, जगनमोहन रेड्डी की कंपनियों विशेष रूप से मीडिया कंपनी के बैंक खाते फ्रीज किये जाने पर राज्य में राजनीतिक और अन्य हलकों में मिलीजुली प्रतिक्रिया हुई है।

भारत जलवायु परिवर्तन के दुष्प्रभावों का सामना करने के लिए ज+रूरी कदम उठाने को पूरी तरह वचनबद्ध है। संयुक्त राष्ट्र जलवायु परिवर्तन फ्रेमवर्क समझौते के बारे में भारत की दूसरी राष्ट्रीय रिपोर्ट के बारे में नई दिल्ली में आज आयोजित कार्यशाला में पर्यावरण और वन मंत्री जयन्ती नटराजन ने यह बात कही।
दूसरी राष्ट्रीय रिपोर्ट जारी करते हुए उन्होंने कहा कि भारत यह रिपोर्ट सार्वजनिक करने वाले और संयुक्त राष्ट्र जलवायु परिवर्तन सचिवालय को समय से पहले पेश करने वाले देशों में से एक है। सुश्री नटराजन ने कहा कि भारत ने जलवायु परिवर्तन का असर कम करने में ज+बर्दस्त प्रगति की है और इस बारे में पूरी पारदर्शिता अपनाई है। उन्होंने बताया कि जलवायु परिवर्तन में स्थिरता लाने के लिए भारत ने स्वेच्छा से कदम उठाए हैं।

केन्द्रीय वाणिज्य मंत्रालय के विदेश व्यापार महानिदेशालय ने सिक्किम में नाथुला के रास्ते भारत-चीन सीमा व्यापार के लिए आयात और निर्यात की जाने वाली वस्तुओं की सूची मे संशोधन किया है। सिक्किम के व्यापारी अब सात और वस्तुओं का निर्यात कर सकेंगे।
हमारे संवाददाता ने खबर दी है कि इसके साथ ही नाथुला सीमा के आर पार दोनों पक्षों के व्यापारियों की लंबे समय से चल रही मांग पूरी हो गई है।

सिक्किम के व्यापारी जहां पहले सीमा के उस पार २९ तरह के सामान बेच पाते थे अब ३६ तरह के सामान बेच सकेंगे। इसी तरह वे पहले जहां सीमा के उस पार से १५ तरह के सामान मंगा पाते थे वहीं अब वे २० तरह के सामान मंगा सकेंगे। नाथुला के रास्ते इस बार का भारत-चीन सीमा व्यापार जिसे पहले के तयशुदा कार्यक्रम के मुताबिक पहली मई को शुरू होना था उस दिन भारी बर्फबारी के कारण शुरू नहीं हो सका। इसके अब फिर से २१ मई से शुरू होने की आशा है। सीमा व्यापार हर साल पहली मई से तीस नवम्बर तक होता है। इस रास्ते से होने वाला सदियों पुराना व्यापार जुलाई २००६ में दुबारा शुरू हुआ था। १९६२ के भारत-चीन युद्ध के चलते उस समय यह अचानक बंद हो गया था। नाथुला भारत-चीन सीमा व्यापार के तीन स्थलों में से एक है। दोनों देशों के बीच हिमाचल प्रदेश में शिवकिला और उत्तराखंड में लिपुलेक के रास्ते भी  सीमा व्यापार होता है। विनयराज तिवारी, आकाशवाणी समाचार, गंगटोक।

सरकार ने कहा है कि दिल्ली, मुम्बई, कोलकाता और चेन्नई में तीस जून तक केबल टेलीविजन सेवाओं को डिजीटल करने के प्रयास में करीब २२ लाख सैट टॉप बॉक्स लगाए जा चुके हैं। सूचना और प्रसारण मंत्रालय ने एक बयान में बताया है कि चार महानगरों में एक करोड़ सैट टॉप बॉक्स चाहिएं, जिनमें से २५ लाख उपलब्ध हैं और लगाए जा रहे हैं। मल्टी सिस्टम ऑपरेटर्स ने पुष्टि की है कि देश में बने सभी सैट टॉप बॉक्स बी आई एस मानकों के अनुरूप हैं और आयातित सैट टॉप बॉक्स बी आई एस के साथ-साथ अन्तर्राष्ट्रीय मानकों के अनुरूप हैं। मंत्रालय का कहना है कि सैट टॉप बॉक्स की क्वालिटी के बारे में कुछ पक्षों की चिन्ताओं और केबल टी वी उपभोक्ताओं की शिकायतों के समाधान के लिए केबल टेलीविजन नेटवर्कस संशोधन नियमों, २०१२ में आवश्यक प्रावधान किए गए हैं।

The Congress President Ms Sonia Gandhi said that the party is fully committed to strengthen federalism which is a key tenet of the party and the UPA's agenda. Speaking at the Congress Parliamentary party meeting in New Delhi, Mrs. Gandhi said, the UPA is committed to working closely with the state governments to protect national interest and fighting terrorism and that trust and cooperation must be the anchor of Centre-State relations. The Congress President said, the recent budget renews priority for faster and inclusive growth. She said, despite the tough fiscal situation, the budget has increased allocations for key social programmes such as rural drinking water, sanitation and rural roads. Ms Gandhi also said, the budget has also increased the outlay for the Rashtriya Krishi Vikas Yojana, substantially. Mrs. Gandhi urged the government to extend necessary assistance to the drought affected areas of the country. She also said the party organisation too must be active in relief and rehabilitation activities in those areas. She also stressed on discipline within the party and asked Congress MPs to get their act together before the next polls. The Congress President today asked her party to expose the opposition's double speak. Mr. Gandhi said, it seems fashionable these days to criticise the government but this should not be allowed to deflect the party and the government. She added that the party should defend and project and speak forcefully and with confidence on what it has achieved despite difficult economic ties.

India has appealed to the Government of Pakistan to take all possible steps to protect the Constitutional rights of their minorities by ensuring their safety, security and well-being. Making a statement on the treatment of minorities in Pakistan, External Affairs Minister S.M. Krishna told the Lok Sabha today that the government is aware of reports of persecution and intimidation of minority communities in Pakistan.
"We appealed to the people and  Government of Pakistan to take all possible steps to protect the Constitutional rights of their minorities by ensuring their safety, security and well-being."
In three recent incidents Hindu girls in Sindh province were reportedly abducted and married against their will after being forcefully converted to Islam. The government is taking up the issue with Pakistan. Mr. Krishna said, reports of kidnapping and killing of members of the minority communities and desecration of their places of worship in Pakistan, has come to notice. The External Affairs Minister emphasised that it is the responsibility of the Pakistan government to discharge its Constitutional obligations towards all its citizens including the minorities.

Finance Minister Pranab Mukherjee today said that all steps are being taken for the storage and packaging of food grains in the wake of bumper crops this year. Making a brief statement on the farmers' plight in the Lok Sabha today during Zero Hour, Mr. Pranab Mukherjee admitted a mismatch as godowns lacked storage space when there had been a record production of wheat and rice. Raising the issue, Senior Samajwadi Party leader Mulayam Singh Yadav said due to bumper production in Uttar Paradesh and other States as well,food grains are lying in open. He said there is a possibility of rotting of grains as rains may come at any time.
Referring to the shortage of jute bags to store foodgrain, Mr. Mukherjee said that Jute factories at Kolkata have been asked to increase production by 25 thousand bags, at present it is 2 and a half lakh bags. He said, While plastic bags had been banned, the government was following international norms for packaging of sugar, wheat and rice stored in biodegradable jute bags,. Besides providing several tax and other concessions to create more storage capacity, exports were being encouraged and the Rural Development Ministry was working on providing foodgrain to MNREGA workers as part of their wages. He said , State governments have to be involved in this. The Minister informed that government is also trying to increase the numbers of godowns. He said construction of godowns has been encouraged by asking banks to provide loans for the purpose.

The government has prepared a Strategy Paper for doubling India's merchandise exports to 500 Billion US dollars by 2013-14. Replying to supplementaries during the question hour in the Rajya Sabha today, the Minister of State for Commerce and Industry, Mr Jyotiraditya M Scindia said the country's trade deficit stood at around 185 billion US dollars at present. He said this is due to several factors including the depreciation in exchange rates and hike in the prices of imported petroleum products. Mr Scindia said that the government is trying to increase exports to Latin American countries, Africa and other countries to bridge the gap in the trade deficit. He said the country has already achieved 21 per cent growth in exports.
We are trying to increase our exports to be able to bridge that deficit and that's the reason why our exports this year have grown by almost 21% which is not ban achieved by any other country across the world. So we must give boost to our exporters to, our industries who are able to achieve that in this difficult time.

The Central Board of Secondary Education, CBSE, has started a Pilot Project called CBSE-International in 27 schools to evolve an international syllabus for CBSE. The Pilot Project has been initiated from the academic session 2010-11 in these schools. Some schools from West Asia, Malaysia and Singapore have also joined in.
In a written reply in the Lok Sabha today, Minister of State of Human Resource Development D. Purandeshwari said that a Core Advisory Committee has been set up for policy decision on CBSE-International.  Different Committees have also been formed for preparing the proposed international syllabus and study material for CBSE-International. The Minister said that CBSE has decided to
introduce the new international curriculum in three to five schools in each region under CBSE as a Pilot Project from the academic session 2013-14.

The sugar production in the country is estimated at 251.97 lakh tonnes in the current season. Giving this information in a written reply in the Rajya Sabha today, the Minister of State for Commerce and Industry, Mr Jyotiraditya M. Scindia said the country's sugar consumption is estimated at 220 lakh tonnes. He said the government has also permitted export of 1.53 lakh tonnes of sugar under EPCG Scheme, Preferential Quota Sugar to European Union and USA and to Maldives under Bilateral Trade Agreement.

The Government has ruled out any increase in Foreign Direct Investment, FDI limit in defence manufacturing sector. Giving this information in a written reply in the Rajya Sabha, Defence Minister A K Antony said defence industry was opened up for Indian Private Sector participation in May, 2001 with FDI upto 26 per cent subject to licensing.

The Home Minister has said, there is no proposal to consider the abolition of capital punishment at present. Replying to supplementaries during the question hour in the Rajya Sabha today, Mr. P. Chidambaram said, either the President or the Governor of any state can consider commutation of the death sentence of a convict through a mercy petition. He said, a large number of countries have abolished the capital punishment. He said, in India, death sentence is awarded only in the rarest of rare cases. Mr Chidambaram said, the government will look into the alleged abuse and misuse of parole provisions by rich and influential people. The Minister said, his Ministry will issue an advisory to the state governments in this regard.
Replying to the main question whether the government is planning to amend the relevant sections of the Cr PC to fix term of life imprisonment following Supreme Court judgment, the Home Minister said, there is no strong ground to amend the Sections 433 and 433(A) at present. He said, the government can amend or enact any legislation only when the Law Commission or any body makes such kind of suggestion.

The Government is considering formulation of a uniform hostage policy to deal with the increasing incidents of kidnaping and abductions. Replying to a Short Notice Question in the Rajya Sabha today, the Home Minister P Chidambaram said that the Centre will start consultations with the state governments in this regard after the present hostage situation is resolved. Reiterating that dealing with terrorism, militancy and insurgency is a shared responsibility of the Centre and the States, the Home Minister said that the government has proposed to set up a nodal agency for this reason, which is still under debate.

The Home Minister today said, the abduction of young and pro-active Collectors, elected representatives and foreign tourists, is a clear indication of the changing nature of Maoist insurgency. Giving this information in a written reply in the Rajya Sabha today, Mr P. Chidambaram said, the kidnapping of civilian non-combatants and even foreigners is indicative of the fact that the Maoists are using terrorist tactics to get their demands fulfilled by the state governments. Mr.Chidamabram said, the main demand of the CPI-Maoists includes release of their jailed cadres, especially relatives of their important leaders. He said, the abduction of civil administration officials indicates a determined effort on the part of the Maoists to stall the development process in affected districts. The Home Minister said, such action of the Maoists will not deter the government from its determination to continue with its efforts to combat Left Wing Extremism. He said, the Centre has adopted a two-pronged strategy of development and security related measures to address the situation.

In Assam, four suspected Maoist rebels have been killed in a fierce encounter with police at Deopani Borgora Nepaligaon at Sadiya in Tinsukia district this morning. One policeman was injured in the encounter. Police recovered three AK series rifles besides grenades and mobile phones from the slain militants. The rebels are yet to be identified. According to reports received in Guwahati, the operation against the militants is still on as some of the cadres managed to flee.

The government today called the strike by Air India pilots illegal as no prior notice was given. Talking to reporters outside Parliament in New Delhi,  Civil Aviation Minister Ajit Singh said the pilots should immediately call off their strike and apologize for the inconvenince caused to passengers. He said the government is ready to talk to the pilots if they have grievances. He, however, said that discussions and disruptions cannot take place at the same time.

Jharkhand Chief Minister Arjun Munda had a narrow escape today when his helicopter met with an accident while landing at Ranchi Airport. Visiting the site, our Correspondent reports that Mr. Munda's helicopter could not make a normal landing and the pilot had to crash land sideways. Chief Minister and other senior officers on board received minor injuries and they have been rushed to Apollo Hospital where their condition is stated to be stable. There were five persons on board including the Chief Minister and his wife. The Chief Minister had earlier today flown to Kuchai at Kharswan to inaugurate a power project. However, the helicopter could not land there also and it had to return to Ranchi. Our Correspondent reports that eye witnesses saw the helicopter losing control while landing. The helicopter belonged to a private company and was leased to the state government.

U.N.-Arab League envoy Kofi Annan plans to visit Syrian capital Damascus shortly. His spokesman Ahmad Fawzi said the trip will depend on events in Syria, where Annan is trying to convince President Assad to implement the six point peace plan to end the strife in the country. "Kofi Annan briefed the UN security Council on the progress of ceasefire and implementation of his six point peace plan on Tuesday. He told the 15 nation council that he plans to visit Damascus shortly. Over 70 UN unarmed military observers are now in Syria to monitor the ceasefire and the full team of 300 members is expected to be in place by the end of this month. The ceasefire came into effect on 12th April but the hostilities from both the Government as well as the opposition sides continue. The UN observer mission is for 90 days and countries like US have already said no to extend it beyond July when it expires. The Asian Development Bank, ADB is to provide an assistance of 56.8 million US dollars to the government of Nepal for the implementation of the Integrated Urban Development Project. The Memorandum of agreement was signed by Country Director of the ADB to Nepal, Kenichi Yokoyama and Finance Secretary Krishna Hari Baskota in Kathmandu yesterday.
ADB is going to provide 44.8 million dollars in loan and 12 million dollars in grant for the development of physical infrastructures in Dharan, Janakpur, Nepalgunj and Siddharthanagar Municipalities.

India is fully committed to combat adverse effects of climate change. The Minister of Environment and Forests, Ms Jayanthi Natarjan said this while addressing a national workshop on India's 2nd National Communication to the United Nations Framework Convention on Climate Change, UNFCCC, in New Delhi today. Releasing the report of the 2nd National Communication, Ms. Natarajan said that India is one of the first countries to make the report public and submit it well before time to the United Nations Secretariat. Ms Natrajan said, India has made tremendous progress in mitigating climate change and is adopting absolute transparency towards it.  She said, India has taken voluntary steps to stablize climate change. Our Correspondent reports that the salient features of the Communication report include results of wide ranging studies, specifically conducted at the national level, capturing diversity of India. The report also provides the green house gases profile for the year 2007 which is estimated to be of the order of 17,771 million tonnes carbon dioxide equivalent.

In Andhra Pradesh, Jagathi Group of Publications belonging to Kadapa Lok Sabha Member Jaganmohan Reddy, has filed a petition in a CBI court in Hyderabad today challenging the CBI directions to freeze its bank accounts. The CBI has frozen three bank accounts of the companies of Jaganmohan Reddy yesterday in connection with the disproportionate assets case against him. The publication in its petition sought immediate release of bank accounts as the issue is affecting thousands of employees of a Telugu Newspaper and a TV news channel. The CBI court has directed the CBI to file a counter on this issue and posted further hearing for tomorrow. Meanwhile, freezing of bank accounts especially of media groups by the CBI has evoked mixed response from the political and other sections in the state.

The Directorate General of Foreign Trade, under the Union Ministry of Commerce, has revised the export and import list of items of the Indo-China border trade through Nathula in Sikkim. This has fulfilled a long pending demand of the traders on both sides of the Nathula border. More from our correspondent;
“The traders from Sikkim can now export seven more items taking the total number of items in the export list to thirty six. Similarly, they can now import twenty items from that side of the border against the fifteen items mentioned in the import list earlier. This year’s Indo- China border trade through Nathula in Sikkim, which could not start on Ist May,as stipulated, due to heavy snow fall, is now expected to begin on the twenty first of this month. The trade takes place from Ist May to 30th November every year. The centuries old trade through this route had resumed in July 2006 after coming to an abrupt halt in the wake of the 1962 Indo-China War. The rupee depreciated by 52 paise to 53.64 against the American currency in the late morning trade on persistent dollar demand from banks and importers in view of higher dollar in the overseas market. The rupee had earlier opened lower at 53.54 per dollar against the last closing level of 53.12 per dollar.

Oil prices edged lower in Asian trade today.  New York's main contract, West Texas Intermediate crude for delivery in June, was down 39 cents at 96 dollars 62 cent per barrel while Brent North Sea crude for June shed 58 cents to 112 dollars 15 cent in morning trade.

Ras Al Khaima, one of the seven emirates in UAE has invited the India Inc.to set up business there and take advantage of lucrative investment opportunities. At a function in Dubai, the CEO of the Ras Al Khaima investment Authority, RAKIA , Dr. Khater Massad said the emirates offers 100 percent ownership and repatriation of funds. In addition, it offers a cost advantage, surplus power, business friendly policies and strong governmental support to the industry. He pointed out that despite the global financial crisis in 2008, none of the 11,000 odd companies in Ras Al Khaima shutdown their businesses.
The President of the Indian Business and Professional Council Chairman, Bharat Bhutaney said such efforts will open up more doors for the Indian industry in Ras Al Khaima. India’s Consul General, Sanjay Verma underlined the importance of expanding trade and commerce ties as a catalyst in India UAE relations. The event was organized by the India Business and Professional Council, IBPC in collaboration with the RAKIA. Ras Al Khaima came into prominence recently as the Soccer giants Real Madrid has purchased properties here to develop it as a tourist hotspot.
