उत्तर प्रदेश विधानसभा चुनाव के पांचवे चरण के लिए आज वोट डाले जा रहे हैं। इस चरण में आगरा, अलीगढ़, कानपुर, झांसी और चित्रकूट धाम मंडलों के तेरह जिलों की ४९ सीटों के लिए मतदान सुबह सात बजे शुरू हुआ और शाम पांच बजे तक चलेगा।

मतदान सभी ४९ क्षेत्रों में शांतिपूर्ण तरीके से चल रहा है। ठंड की वजह से इसकी शुरूआत धीमी गति से हुई है। सुरक्षा के व्यापक प्रबंध किए गए है। महौबा, जालोन, और झांसी से मध्यप्रदेश से लगने वाली सीमा सील कर दी गई है। चुनाव में हिंसा के लिए जाने जाने वाले जिलों, इटावा, मैनपुरी, एटा और ओरैया और संवेदनशील कानपुर में सुरक्षा के विशेष प्रबंध किए गए है। आज के मतदान में कई महत्वपूर्ण लोगों के चुनावी भविष्य का फैसला होना है, जिनमें विधानसभा में विपक्ष के नेता शिवपाल सिंह यादव, मध्य प्रदेश की पूर्व मुख्यमंत्री उमाभारती और विजेता सजेता बने राजा बुंदेला और मायावती सरकार के जयबीर सिंह शामिल हैं। मैनपुरी में मारपीट करने के आरोप में समाजवादी के प्रत्याशी के खिलाफ मुकदमा दर्ज कराया गया है। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।

गोआ विधानसभा चुनाव के लिए प्रचार धीरे-धीरे तेज हो रहा है। सभी दलों के प्रमुख नेता रैलियां और जनसभाएं कर रहे हैं। राज्य की चालीस विधानसभा सीटों के लिए तीन मार्च को मतदान होगा। वोटों की गिनती छह मार्च को होगी।

मिजोरम में ४७९ ग्राम परिषदों के चुनाव के लिए आज वोट डाले जा रहे हैं। राज्य में कुल ५०९ ग्राम परिषद हैं, लेकिन राज्य चुनाव आयोग ने सुरक्षा कारणों से दो जिलों में पंद्रह ग्राम परिषदों के चुनाव स्थगित करने का फैसला किया है। ग्राम परिषद चुनावों के साथ आईजोल नगर परिषद के तहत ८१ स्थानीय परिषदों के लिए भी आज ही मतदान हो रहा है।

उत्तर प्रदेश के लोकायुक्त न्यायामूर्ति एन के मेहरोत्रा ने मायावती सरकार के सार्वजनिक निर्माण मंत्री नसीमुद्दीन सिद्दिकी और उनके परिवार के सदस्यों की जांच सी बी आई और प्रवर्तन निदेशालय से कराने की सिफारिश की है। उन्होंने सिद्दकी के खिलाफ आय से अधिक संपत्ति की शिकायत के सिलसिले में यह सिफारिश की है। लोकायुक्त ने मुख्यमंत्री को अपनी सिफारिश भेज दी है। उन्होंने सिद्दिकी को अवैध तरीकों से अपार संपत्ति जमा करने का सरसरी तौर पर दोषी पाया है। लोकायुक्त ने सिद्दिकी की पत्नी और राज्य विधान परिषद की सदस्य हुस्ना सिद्दिकी , उनके पुत्र अफजल सिद्दिकी और भाई जमीरूद्दीन सिद्दिकी को भी दोषी पाया है।

प्रधानमंत्री मनमोहन सिंह ने पश्चिम बंगाल की मुख्यमंत्री सुश्री ममता बनर्जी को आश्वासन दिया है कि राष्ट्रीय आतंकवाद रोधी केन्द्र-एन सी टी सी के गठन के बारे में राज्यों की चिंताओं को दूर करने के लिए उन्होंने गृहमंत्री पी चिदम्बरम को कहा है। सुश्री बनर्जी ने प्रधानमंत्री से आग्रह किया है कि फिलहाल एन सी टी सी के गठन के आदेश पर कार्रवाई न की जाए। प्रधानमंत्री कार्यालय की विज्ञप्ति में बताया गया है कि प्रधानमंत्री निवास पर मुलाकात में प्रधानमंत्री ने सुश्री बनर्जी को यह आश्वासन दिया।

प्राइम मिनिस्टर बोला उन्होंने होम मिनिस्ट्री को कहा है कि इसका बारे में स्टेट गवर्नमेन्ट का चीफ मिनिस्टर का साथ कन्सल्ट किया जाए। कंसल्ट करने का बाद जो बात होगा वह ही एक साथ में मिलकर करेंगे। तो मैने बाला कि ठीक है जब कन्सल्ट आप करने के लिए बोला इज ओके लेकिन जब तक कन्सल्ट करके कोई सही रास्ता नहीं मिलेगा, तब तक यह एक्ट इमप्लिमेंट नहीं होगा।

भ्रष्टाचार से निपटने के लिए गठित मंत्री समूह ने सरकारी खरीद विधेयक के मसौदे को मंजूरी दे दी है। यह विधेयक पारदर्शी प्रक्रिया के जरिए सरकारी खरीद को नियमित करने के लिए लाया जा रहा है। कल नई दिल्ली में मंत्री समूह की बैठक के बाद कार्मिक राज्यमंत्री वी नारायण सामी ने कहा कि विधेयक के मसौदे को अब प्रधानमंत्री और उसके बाद कैबिनेट के पास भेजा जाएगा। इस मसौदे को हाल ही में आम लोगों की राय और सुझाव लेने के लिए वित्त मंत्रालय की वैबसाइट पर जारी किया गया था। मसौदे पर मिले सुझावों के बाद मंत्री समूह ने इसे अनुमति दी। श्री नारायण सामी ने कहा कि ये विधेयक संसद के बजट सत्र में पेश किया जाएगा।
इसमें शिकायत समाधान प्रणाली और भ्रष्टाचार सहित अन्य अपराधों के लिए जुर्माने की भी व्यवस्था की गई है। ये विधेयक सरकारी खरीद पर पूर्व नौकरशाह विनोद ढल के नेतृत्व में गठित समिति की सिफारिश पर आधारित है। भ्रष्टाचार से निपटने के लिए पिछले साल जनवरी में मंत्री समूह का गठन किया गया था।

हरियाणा विधानसभा का बजट सत्र आज से शुरू हो रहा है। विधानसभा सत्र की शुरूआत राज्यपाल के अभिभाषण से होगी। विधानसभा का सत्र दो हते चलेगा और नौ मार्च को समाप्त होगा। हरियाणा के वित्तमंत्री हरमोहिन्दर सिंह दो मार्च को वित्त वर्ष २०१२-१३ के लिए बजट अनुमान पेश करेंगे।

अर्जेनटीना में एक ट्रेन दुर्घटना में ४९ लोग मारे गए है और ६०० अन्य घायल हो गए है। अर्जेनटीना में पिछले ४० वर्ष में यह सबसे भयंकर ट्रेन दुर्घटना है। ट्रेन कल सुबह राजधानी ब्यूनस आयर्स में वन्स स्टेशन पर एक प्लेटफॉर्म से जा टकराई। अनेक लोग कई घंटे तक मलबे में दबे रहे।
दुर्घटना का कारण ट्रेन के ब्रेक में खराबी बताया गया है। ट्रेन करीब बीस किलोमीटर प्रति घंटे की रतार से प्लेटफॉर्म पर लगे बैरियर से टकरा गई, जिससे इंजन का आगे का हिस्सा चकनाचूर हो गया और पीछे लगे डिब्बों को भारी नुकसान पहुंचा।

मिस्र के पूर्व राष्ट्रपति होस्नी मुबारक पर मुकदमे की सुनवाई कर रहे न्यायाधीश ने कहा है कि वे दो जून को फैसला और सजा सुनाएंगे। पिछले वर्ष अगस्त से चल रहे इस मुकदमे में बुधवार को आखिरी सुनवाई हुई। होस्नी मुबारक पर आरोप है कि पिछले साल सरकार के खिलाफ प्रदर्शनों के दौरान वे सैकड़ों कार्यकर्ताओं की हत्या के दोषी हैं। पूर्व राष्ट्रपति के अलावा पूर्व गृहमंत्री हबीब अल अदली और सुरक्षा बलों के छह प्रमुखों पर भी यही आरोप हैं।

भारत और इटली दो मछुआरों को मारे जाने के मामले में अपने अपने रुख पर कायम हैं हालांकि दोनों देशों ने इस विवाद को दूर करने की कोशिश की है। इटली के विदेश उपमंत्री स्ताफन डी मिस्तूरा ने कल नई दिल्ली मे विदेश राज्य मंत्री प्रणीत कौर से बात की। भारत ने स्पष्ट कर दिया है कि इस मुद्दे को कानून के अनुसार ही सुलझाया जाएगा। बैठक के बाद श्रीमती प्रणीत कौर ने कहा कि भारत में निष्पक्ष और स्वतंत्र न्यायपालिका सही फैसला करेगी।

उन्होंने अपना जो था हमे बताया और मैंने उनको बोला कि जैसे पहले भी हमारे मिनिस्टर्स रक्षामंत्री जी और फौरेन मिनिस्टर ने बोला है हमारा जो कानून है वो बिल्कुल एक निष्पक्ष होकर फैसला लेता है। उसके उपर हमारी पूरी भरोसा है और वो ही आगे काम करेगा।

इस बीच भारतीय अदालतों और पुलिस के अधिकार क्षेत्र पर सवाल उठाते हुए इटली सरकार और जहाज के दो नाविकों ने केरल उच्च न्यायालय में याचिका दायर की है। याचिका में उस प्राथमिकी को रद्द करने की मांग की गई है जिसमें उसके नौसेना सुरक्षाकर्मिैयों पर १५ फरवरी को गोली चलाकर दो भारतीय मछुआरों की हत्या का आरोप लगाया गया है।
इस बीच अदालत ने वह याचिका स्वीकार कर ली है, जिसमें दिवंगत मछुआरे की पत्नी ने एक करोड़ रूपये के मुआवजे की मांग की है। अदालत ने इटली के जहाज के मालिक से कहा है कि वह जहाज छुड़ाने के लिए २५ लाख रूपये की बैंक गारंटी जमा करे।
श्री मिस्तूरा ने इस मुद्दे पर कल रात केरल के मुख्यमंत्री ओमन चांडी से कोट्टायम में बातचीत की। मुख्यमंत्री ने श्री मिस्तूरा से कहा कि दोनों इतालवी नागरिकों को भारत की कानूनी प्रक्रिया से गुजरना होगा।

सरकार ने देश के इंजीनियरिंग संस्थानों में प्रवेश के लिए वर्ष २०१३ से सम्मिलित प्रवेश परीक्षा कराने का फैसला किया है। नई दिल्ली में राज्यों के शिक्षा मंत्रियों की बैठक के बाद केंद्रीय मानव संसाधन विकास मंत्री कपिल सिब्बल ने बताया कि राज्यों ने इस प्रस्ताव को सिद्धांत रूप में स्वीकार कर लिया है, लेकिन तमिलनाडु, हिमाचल प्रदेश, ओड़िशा, पुडुचेरी और पश्चिम बंगाल ने प्रस्ताव पर अध्ययन के लिए और समय मांगा है।

यह प्रस्ताव जो है जो सर्व सहमति के साथ पास हुआ। जहां २०१३ में एक इम्तिहान जो केन्द्रीय संस्थाएं हैं शिक्षा की, इंजीनियरिंग के सदर्भ में वहां एडमिशन किया जाएगा और यह तय हुआ कि स्टेट बोडर्स और जो बोर्ड का एग्जामिनेशन है उसमें चालीस प्रतिशत वेटेज+ दिया जाएगा। फोर एडमिशन टू सेंट्रल एजुकेशन इंस्टिट्यूशन।

चेन्नई में पुलिस ने बैंक डकैती में कथित रूप से शामिल एक गिरोह के पांच सदस्यों को आज सुबह मुठभेड़ में मार गिराया। पुलिस आयुक्त ने बताया कि डकैतों ने पुलिस दल पर उस वक्त गोली चलाई जब पुलिस ने वेलाचेरी में उस घर को घेर लिया जहां ये लोग छिपे हुए थे। पुलिस की जवाबी कार्रवाई में डाकू मारे गए।
चेन्नई में एक महीने के भीतर दो राष्ट्रीयकृत बैंकों में डकैती की घटनाओं ने लोगों को चौंका दिया था। पुलिस ने कई विशेष दल बनाये और अपराधियों को पकड़ने के लिए व्यापक तलाशी अभियान शुरू किया है।

झारखंड में माओवादियों ने कल देर रात लातेहार जि+ले में बालूमठ थाने पर हमला किया। माओवादियों ने स्थानीय पंचायत के उप प्रमुख के घर पर भी हमला किया और एक गांव वाले की हत्या कर दी। पुलिस ने जवाबी कार्रवाई की। पुलिस और माओवादियों के बीच मुठभेड़ करीब दो घंटे चली और माओवादी भाग गए। पुलिस ने आज सुबह तलाशी शुरू कर दी।

भारत ने पुरूषों के वर्ग में लंदन ओलिम्पिक मैचों के क्वालीफाइंग मैचों के फाइनल में अपनी जगह पक्की कर ली है। नई दिल्ली के मेजर ध्यानचंद स्टेडियम में भारत ने कनाडा को दो के मुकाबले तीन गोल से हराया। भारत की जीत के हीरो संदीप सिंह ने २ पेनल्टी कार्नर को गोल में बदला। एक गोल शिवेन्द्र सिंह ने किया।
महिलाओं के वर्ग में दक्षिण अफ्रीका ने भारत को ५-२ से हराया। भारत की महिला टीम को फाइनल में पहुंचने के लिए कल आखिरी लीग मैच में इटली को हराना होगा। इससे पहले इटली ने उक्रेन को २-१ और कनाडा ने पोलैंड को एक-शून्य से हराया।

In Uttar Pradesh voting for the fifth phase of Assembly Elections, covering 49 seats spread over 13 districts from Agra, Aligarh, Kanpur, Jhansi and Chitrakoot Dham divisions begins from 7 this morning. It will continue till 5 in the evening. Our correspondent reports that over 1 crore 56 lakh electorate will decide the electoral fate of 829 candidates, including 87 women. Poll bounds districts for this phase are Firozabad, Kanshiram Nagar, Etah, Mainpuri, Etawah, Auraiyya, Ramabai Nagar, Kanpur, Jalaun, Jhansi, Lalitpur, Hamirpur and Mahoba. Ruling BSP, SP and BJP have fielded their candidates from all constituencies, while Congress has left Tundala seat in Ferozabad district to its ally RLD. More from our correspondent;
"Voting is going on in peaceful manner. Elaborate security arrangements are in place with deployment of above 750 companies of para-military forces and PAC of state police. Inter-state border with Madhya Pradesh to Mahoba, Jalaun and Jhansi has been sealed. Election campaigning is gradually picking up in the tiny coastal state of Goa, which is going to Assembly polls on 3rd of March. During the first half of the Goa Assembly election campaign, the candidates belonging to various political parties as well as the independents are stressing on approaching the voters personally through door to door campaign and corner meetings.

The Prime Minister Dr  Manmohan Singh assured West Bengal Chief Minister Mamata Banerjee that he has requested the Home Minister P. Chidambaram to find ways to take the concerns of state governments on board on the issue of National Counter Terrorism Centre, NCTC. Ms. Banerjee urged him to keep the move in abeyance. The PMO said in a release that Dr. Singh's assurance was given to Ms. Banerjee when she met him at his residence. Ms Banerjee said, she informed the Prime Minister that NCTC will disturb the federal structure of the country. She was speaking to reporters after the meeting.
"The Prime Minister has said that he has asked the Home Ministry to consult the state Chief Ministers. After consultation, the action will be taken. I told the Prime Minister that this act will not be be implemented until the right conclusion is reached."
 
Ms Banerjee added that issues of Gorkhaland Territorial Administration and excess flow of water to Bangladesh through the Farakka barrage were also discussed.

The Group of Ministers on Corruption has approved the draft Public Procurement Bill. The draft bill seeks to regulate government purchases using a transparent bidding process. Talking to reporters after the meet in New Delhi yesterday, the Minister of state for Personnel V Narayanasamy said, it will now go to the Prime Minister for approval and then to the Cabinet for final clearance. The draft bill was recently put up in public domain by the Finance Ministry to elicit opinion. A fresh draft incorporating public views was cleared by the GoM. Narayanasamy said, the bill could come up during the Budget session of Parliament.

India and Italy stuck to their stands as they tried to defuse the row over the killing of two Indian fishermen. Italy’s Deputy Foreign Minister Steffan-de-Mistura rushed to Delhi yesterday and met his Indian counterpart Preneet Kaur. India made it clear that the issue would be handled according to the law of the land. Talking to reporters following the meeting, Mrs. Kaur said, the very fair and free judiciary of India will take the right decision. Mistura held discussions with Kerala Chief Minister Oommen Chandy last night on the issue. Our correspondent reports that the Kerala High Court will today consider a petition moved by the arrested naval personnel and the Italian Consul General in Mumbai seeking to quash the FIR registered in connection with the killing.
"Diplomatic efforts to sort out the arrest issue of two Italian naval personnel appears to be making no headway with India insisting that the duo should be tried under the provisions of Indian law. The Chief Minister Oommen Chandy late last night told the Italian side that the naval guards cannot claim functional immunity as military personnel and the matter will be treated as a case of murder. The Italians have agreed to surrender the weapons to the Kerala police subject to certain conditions. Raj Mohan, AIR News, Kochi."
Meanwhile, questioning the jurisdiction of Indian courts and police, Italian government and the two marines of the oil tanker moved the Kerala High Court seeking quashing of the FIR charging the naval guards with murder of the two fishermen in firing from the ship off the state coast on the 15th of this month. In a related development, the court admitted a petition by the family of one of the deceased fishermen seeking one crore rupee compensation and directed the owners of the Italian vessel Enrica Lexie to furnish a bank guarantee of  25 lakh rupees to get the vessel released.

In Chennai, the city police killed a gang of 5 members allegedly involved in a bank robbery case in a shoot out in the early hours of this morning. Police Commissioner J K Tripathi told newsmen that a police team were fired upon by the gang, when they had surrounded a house in Vellachery, where they were hiding. In the resultant shoot out, the gang members were killed. Mr Tripathy said two police officers, who were injured in the incident have been admitted to hospital.

In Argentina, at least 49 people have been killed and 600 injured in the worst train crash in 40 years. The train hit the end of the platform at once station in the capital Buenos Aires during the morning rush hour yesterday. Dozens of people were trapped for hours in the wreckage but all have now been successfully taken to safety. Transportation Secretary blamed some fault in the brakes for the accident. In Syria, the opposition Syrian General Revolutionary Council said at least 92 people have been killed across the country after security force intensified shelling in the rebel-held Baba Amro district in the city of Homs yesterday. India rode on Sandeep Singh’s brilliance to virtually seal its place in the final of the Men’s Hockey Olympic Qualifying tournament after defeating Canada 3-2 at the Major Dhyanchand Stadium in New Delhi last night. Sandeep converted two penalty corners to not only see India through in the pulsating encounter, but also increase his goal-tally to nine in the tournament. With four wins out of four matches, India more or less are through to the summit clash of the tournament. In another match Poland  defeated Singapore 11-3 while France beat Italy 3-0. Rice procurement in the Kharif marketing season 2011-12 has crossed the mark of 250 lakh tonnes. An official release in New Delhi said that till date over 250 lakh tonnes of rice has been procured by the various government agencies. Punjab has procured over 77 lakh tonnes followed by Chhatisgarh over 40 lakh tonnes while Andhra Pradesh has about 37 lakh tonnes and Haryana more than 19.7 lakh tonnes of rice. This procurement is over 1.75 lakh tonnes more than the corresponding day of last marketing season.

As per the tentative programme released by the state government, the session is likely to last for two weeks and end on the 9th of March.  Budget estimates for the financial year 2012-2013 are likely to be presented by Haryana Finance Minister Harmohinder Singh on the 2nd of March.         उत्तरप्रदेश विधानसभा चुनाव के पांचवें चरण में ४९ निर्वाचन क्षेत्रों में कड़ी सुरक्षा के बीच मतदान जारी है। मतदान सवेरे सात बजे शुरू हुआ  शाम पांच बजे तक चलेगा।
       अब तक सबसे ज्यादा ४५ प्रतिशत मतदान फिरोजाबाद जिले मे हुआ है जबकि ४३  प्रतिशत मतदान एटा जिले में होने का समाचार है। अब तक कानपुर नगर के अकबरपुर और एटा के जिलेसर में  सर्वाधिक ४६ फीसदी मतदान हुआ है, जबकि मैनपुरी के करहल,  कानपुर नगर के अमनपुर और एटा के जसाना विधानसभा क्षेत्रों में ४५ प्रतिशत मतदाताओ ंने  अपने मताधिकार का प्रयोग किया है। ४९ विधानसभा क्षेत्रो ंसे भी २६ ऐसे क्षेत्र हैं जहा ४० प्रतिशत और इससे अधिक मतदान  हो चुका है। कांशी, रामनगर, ललितपुर,एटा इटावा और फिरोजाबाद जिलों के सभी विधानसभा क्षेत्रों में ४० प्रतिशत या इससे अधिक मतदाता अपने  मताधिकार का प्रयोग कर चुके हैं। पिछले विधानसभा चुनाव में एटा के जिलेसर सीट भारतीय जनता पार्टी ने केवल ७२ मतों से जीता था और वहां केवल ४० प्रतिशत मतदान हुआ था। चुनाव वाले सभी जिलों में सुरक्षा के व्यापक प्रबंध किये गये हैं और कहीं से किसी अप्रिय घटना का समाचार नहीं है। इस चुनाव में पूर्व मुख्यमंत्री मुलायम सिंह यादव, केन्द्रीय मंत्री श्री प्रकाश जायसवाल और प्रदीप जैन आदित्य, समाजवादी पार्टी के  प्रदेश अध्यक्ष सांसद अखिलेश यादव और  पार्टी प्रवक्ता रामगोपाल यादव ने भी मतदान किया है। आकाशवाणी समाचार के लिए मैं सुनील शुक्ल ।

 इस बीच, विधानसभा चुनाव में छठे और सातवें चरण के लिए प्रचार जोरों पर है। विभिन्न राजनीतिक दलों के नेता  प्रचार में जुटे हुए हैं।  छठे चरण में पश्चिमी उत्तर प्रदेश के १३ जिलों के  ६८ निर्वाचन क्षेत्रों में २८ फरवरी को वोट डाले जाएंगे। हमारे संवाददाता ने बताया है कि इस चरण में करीब दो करोड़ ११ लाख मतदाता वोट डाल सकेंगे। सुचारू मतदान के लिए २१ हजार से अधिक मतदान केन्द्र बनाए जाएंगे।

        सातवें और अंतिम चरण में मतदान तीन मार्च को  होगा। पश्चिमी और तराई क्षेत्र के १० जिलों के  ६० निर्वाचन क्षेत्रों में करीब एक करोड़ ८० लाख मतदाताओं के लिए १७ हजार ६४० मतदान केन्द्र बनाए जाएंगे।

        पश्चिमी क्षेत्रों में चुनावी रैलियां करने वाले प्रमुख नेताओं में बहुजन समाज पार्टी अध्यक्ष मायावती, कांग्रेस महासचिव राहुल गांधी, राष्ट्रीय लोकदल अध्यक्ष अजित सिंह, भाजपा के पूर्व अध्यक्ष राजनाथ सिंह, जनता दल यूनाइटेड के अध्यक्ष शरद यादव और समाजवादी पार्टी के प्रदेश प्रमुख अखिलेश यादव शामिल हैं।

गोवा विधानसभा चुनाव के लिए राष्ट्रवादी कांग्रेस पार्टी ने आज अपना चुनाव घोषणा पत्र जारी किया।

        जम्मू-कश्मीर में कश्मीर घाटी के गांदरबल और बांदीपुरा जिलों में सेना के दो शिविरों पर बर्फीले तोदे गिरने से बारह जवान मारे गए और दस घायल हुए हैं।  सेना के प्रवक्ता के अनुसार बांदीपुरा जिले में गुरेज मंडल में डावर मरकूट से अब तक नौ जवानों के शव निकाले जा चुके हैं। १० जवानों बचा लिया गया है। डावर में दस छोटी झोंपड़ियों पर बर्फीला तोदा गिरा जिससे २२ जवान दब गए। इस दुर्गम इलाके में बचाव का काम चल रहा है। वहां तक पहुंचने के लिए कोई सड़क नहीं है। इसलिए वायुसेना के हेलीकॉप्टरों के ज+रिये बचाव दल काम कर रहे हैं।

        गांदरबल जिले में सोनामर्ग में कल रात सेना के शिविर पर बर्र्फीला तोदा गिरने से तीन जवान मारे गए। बचाव कार्य चल रहा है।

रक्षामंत्री ए.के एंटनी ने जवानों की मृत्यु पर गहरा शोक व्यक्त किया है। अपने संदेश में उन्होंने कहा है कि शोक की इस घड़ी में उनकी संवेदनाएं मृतकों के परिवारों के साथ हैं। उन्होंने घायलों के शीघ्र स्वस्थ होने की भी कामना की। श्री एंटनी ने कहा कि सरकार प्रभावित परिवारों को  राहत देने और पुर्नवास के लिए सभी उपाय करेगी।

        महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गांरटी अधिनियम - मनरेगा के नये संस्करण में  कृषि और इससे संबद्ध २५ से अधिक गतिविधियों को शामिल किया गया है। नया संस्करण इस वर्ष पहली अप्रैल से लागू होगा।

        ग्रामीण विकास मंत्री जयराम रमेश ने कहा है कि मनरेगा के इस नये संस्करण से कृषि उत्पादकता में बेहतरी होगी। मनरेगा से कृषि उत्पादकता में गिरावट आने के दावों को खारिज करते हुए उन्होंने कहा कि स्वतंत्र संगठनों के अध्ययनों से पता चला है कि इस ग्रामीण रोजगार योजना से कृषि उत्पादन बढ़ा है। मनरेगा के लिए संशोधित दिशा निर्देशो पर  रिपोर्ट ग्रहण करने के बाद श्री रमेश ने कहा कि नये दिशा निर्देशों में राज्यों के सुझावों को भी शामिल किया गया है। इससे स्थान विशेष पर शुरू किए जाने वाले कार्यो की अनुमति देने में लचीलेपन की राज्यों की मांग पूरी हो सकेगी। ये रिपोर्ट योजना आयोग के सदस्य मिहिर शाह की अध्यक्षता में गठित कमेटी ने तैयार की थी।

        जम्मू-कश्मीर विधानसभा का बजट सत्र आज राज्यपाल एन.एन वोरा के अभिभाषण के साथ शुरू हुआ। विपक्षी भारतीय जनता पार्टी के चार सदस्यों ने काले गाऊन पहन कर राज्यपाल के अभिभाषण में बाधा डालने का प्रयास किया और जम्मू-संभाग के साथ राज्य सरकार के कथित भेदभावपूर्ण रवैये के खिलाफ नारे लगाए। भारतीय जनता पार्टी के सदस्यों ने राज्यपाल को एक ज्ञापन भी सौंपा और अभिभाषण का बहिष्कार किया। हमारे संवाददाता ने बताया है कि ३७ दिनों तक चलने वाले बजट सत्र में २६ बैंठकें होंगी।

 राज्य सरकार अगले वित्त वर्ष के लिए आम बजट पांच मार्च को पेश करेगी। इस सत्र के दौरान कई महत्वपूर्ण दलों को विधानसभा में पेश किया जाएगा। बजट सत्र हंगामे होने के आसार  हैं।  विपक्षी पार्टियों पीपुल्स डेमोक्रेटिक पार्टी, भारतीय जनता पार्टी और जम्मू कश्मीर नेशनल पैथर्स पार्टी ने कई मुद्दों जिनमें करेप्शन जम्मू संभाग के साथ कथित भेदभाव और युवाओं के लिए रोजगार पॉल्सी पर सरकार को आडे हाथों लेने के लिए अपनी रणनीति तैयार की है। आकाशवाणी समाचार के लिए जम्मू से आर के रैना।

        मध्यप्रदेश विधानसभा की कार्यवाही कांग्रेस विधायक कल्पना पारूलेकर की गिरतारी के मुद्दे पर आज लगातार दूसरे दिन भी बाधित रही। हमारे भोपाल संवाददाता ने खबर दी है कि सदन में प्रश्नकाल नहीं हो सका।
                                
        शोर-शाराबे के चलते विधानसभा अध्यक्ष ईश्वर दास रूहानी ने कार्रवाई एक घंटे के लिए स्थगित कर दी। सदन की कार्यवाही दोबारा शुरू होने पर कांग्रेस सदस्यों ने तर्क दिया कि पुलिस ने अपनी एफआईआर मे कल्पना पारूलेकर की गिरतारी को विधानसभा परिसर से जुड़ी घटना से संबद्ध बताया है। अपनी व्यवस्था मे ंविधानसभा अध्यक्ष  रूहानी ने कहा कि किसी अदालत की कार्यवाही पर सदन मे ंबहस नहीं हो सकती। विधानसभा अध्यक्ष की व्यवस्था के विरोध में नारेबाजी करते हुए कांगे्रस विधायक गर्भगृह मे इकट्ठा हो गये, जिसके बाद श्री रोहानी ने कार्यवाही दिनभर के लिए स्थगित कर दी। शारिक नूर आकाशवाणी समाचार,  भोपाल।

        मध्य प्रदेश उच्च न्यायालय ने बंद किये गये डम्पर घोटाले मामले का पूरा रिकार्ड तलब किया है। इस मामले से मुख्यमंत्री शिवराज सिंह चौहान और उनकी पत्नी साधना सिंह के नाम जुड़े हुए हैं। न्यायमूर्ति राकेश सक्सेना और न्यायमूर्ति एम ए सिद्दीकी की खंडपीठ ने कांग्रेस नेता रमेश कुमार साहू की याचिका पर सुनवाई के दौरान यह आदेश दिया। श्री साहू ने इस मामले को बंद करने के भोपाल की एक विशेष अदालत के आदेश को चुनौती दी है। विशेष अदालत ने लोकायुक्त पुलिस द्वारा पेश की गई रिपोर्ट के आधार पर पिछले वर्ष पहली अगस्त को यह मामला बंद करने का आदेश दिया था।

        पश्चिम बंगाल में  बर्द्धमान जिले में विपक्षी वाममोर्चे ने आज मार्क्सवादी कम्युनिस्ट पार्टी के एक पूर्व विधायक सहित दो नेताओं के मारे जाने के विरोध में बारह घंटे का बन्द रखा है। जिले में अधिकतर दुकानें और अन्य प्रतिष्ठान बन्द हैं, हालांकि रेल और बस सेवाएं सामान्य रूप से चल रही हैं। अब तक कहीं से किसी अप्रिय घटना की खबर नहीं है। मार्क्सवादी कम्युनिस्ट पार्टी आज समूचे राज्य में विरोध दिवस मना रही है।

        बर्द्धमान जिले के द्योनदिघी में कल एक जुलूस के दौरान मार्क्सवादी कम्युनिस्ट पार्टी के पूर्व विधायक और जिला समिति के सदस्य कमल ज्ञान एक सशस्त्र हमले में मारे गए थे।  जिला प्रशासन घटना की जांच कर रहा है। सभी प्रमुख राजनीतिक दलों ने इन हत्याओं की निन्दा की है।

        गृह राज्यमंत्री मुल्लापल्ली रामचन्द्रन ने कहा है कि भारत के दो मछुआरों की हत्या केरल तट के पास अन्तर्राष्ट्रीय जल क्षेत्र में होने का इटली के अधिकारियों का दावा गलत है और भारत इसे स्वीकार नहीं करता। उन्होंने तिरूअनन्तपुरम में संवाददाताओं से कहा कि केन्द्र सरकार इस मामले में केरल सरकार के रूख और चिन्ताओं से सहमत है। एक सप्ताह पहले इटली के जहाज पर सवार सुरक्षाकर्मियों ने केरल तट के पास दो भारतीय मछुआरों को गोली मार दी थी।

        उधर इटली के विदेश उपमंत्री स्टेफान द मिस्तुरा ने फिर कहा है कि यह घटना अन्तर्राष्ट्रीय जल क्षेत्र में हुई थी।  उन्होंने इन हत्याओं के सिलसिले में गिरतार इटली की नौ-सेना के सुरक्षाकर्मियों से आज कोच्चि में वेलिंगटन में सी आई एस एफ के अतिथि गृह में मुलाकात के बाद पत्रकारों से ये बात कही। उन्होंने भारतीय अधिकारियों द्वारा की गई व्यवस्था पर संतोष व्यक्त किया और जांच में सहयोग देने का आश्वासन दिया।
        इन दोनों इटालवी सुरक्षाकर्मियों के पुलिस रिमांड की अवधि आज समाप्त हो रही है, इन्हें आज कोल्लम के प्रथम श्रेणी के न्यायिक मजिस्ट्रेट की अदालत में पेश किया जाएगा। अभी इस घटना की छानबीन पूरी नहीं हुई है, इसलिए हो सकता है कि पुलिस रिमांड बढ़ाने की मांग करे।

        इराक में आज कई कार बम विस्फोट और मशीनगन हमले में ३२ लोग मारे गए और करीब २०० घायल हो गए। बगदाद में हुए हमलों में २२ लोग मारे गए। ये सभी हमले सुबह छह से आठ बजे के बीच हुए। चार लोगों की मृत्यु सलाहुद्दीन में हुई, जबकि छह लोग दियाला में मारे गए। सबसे बड़ी घटना शिया बहुल इलाके करादा इलाके में हुई, जहां १० लोग मारे गए और २४ घायल हो गए। विस्फोटकों से लदी कार में सुरक्षा चौकी के करीब धमाका हुआ। विस्फोट इतना भीषण था कि आसपास की इमारतें हिल गईं और अधिकतर दुकानों में आग लग गई। वहां मौजूद वाहन बुरी तरह क्षतिग्रस्त हो गए।

        इस हमले के बाद बगदाद, बाकुबा, किरकुक और सलाहुद्दीन प्रान्तों में कई स्थानों पर पुलिसकर्मियों को निशाना बनाकर विस्फोट किये गये। किरकुक शहर में तीन कार बम धमाकों में कम से कम २७ लोग घायल हो गए। अब तक किसी ने इन हमलों की जिम्मेदारी नहीं ली है।

        पाकिस्तान के ओराकजई कबायली इलाके में आज सवेरे शुरू हुई सुरक्षा बलों  की कार्रवाई में कम से कम १५ आतंकवादी मारे गए और सात ज+ख्मी हो गए। एक स्थानीय उर्दू टी वी चैनल ने अपुष्ट सैनिक सूत्रों के हवाले से खबर दी है कि सुरक्षा बलों ने ओरकजई के ऊपरी भाग में छिपे, आतंकवादियों पर सैनिक विमानों की मदद से कार्रवाई शुरू की। आतंकवादियों के चार ठिकानों को नष्ट कर दिया गया है।

        संयुक्त राष्ट्र आपात राहत समन्वयक वैलेरी आमोस अशांत क्षेत्रों में मानवीय आधार पर स्थिति का जायजा लेने के लिए सीरिया जाएंगे। संयुक्त राष्ट्र महासचिव बान की मून ने सीरिया की वास्तविक स्थिति का आकलन करने के लिए उन्हें वहां जाने का निर्देश दिया है। संयुक्त राष्ट्र राहत एजेंसी जरुरतमंदों की मदद के लिए राहत कर्मियों को अनुमति देने के लिए सीरिया सरकार से सम्पर्क करेगी। अंतर्राष्ट्रीय रैडक्रॉस अधिकारी भी सीरिया के अधिकारियों के साथ सम्पर्क बनाए हुए हैं और हिंसा रोकने के लिए विद्रोहियों से भी बात कर रहे हैं। दमिश्क में रैडक्रॉस प्रवक्ता सालेह दब्बाकेह ने बताया कि अभी बातचीत बहुत शुरुआती स्तर पर है। रैडक्रॉस अधिकारियों ने जिनेवा में विपक्षी सीरियाई राष्ट्रीय परिषद के प्रतिनिधियों से भी मुलाकात की। उन्होंने जरुरतमंदों तक पहुंचने और उन्हें बाहर निकालने के लिए सीरिया में दो घंटे के संघर्ष विराम का आग्रह किया है।

        नेशनल स्टॉक एक्सचेंज का निटी भी २१  अंक बढ़कर पांच हजार ५२५ पर हो गया।
        अन्तरबैंक विदेशी मुद्रा बाजार में डॉलर के मुकाबले रूपया आज पांच पैसे कमजोर हुआ। एक डॉलर की कीमत ४९ रूपये २७ पैसे बोली गई।

        सांख्यिकी और कार्यक्रम कार्यान्वयन राज्यमंत्री श्रीकांत जेना ने आज नई दिल्ली में सामाजिक समूह सांख्यिकी और मौजूदा सांख्यिकी व्यवस्था के बारे में दो दिन के राष्ट्रीय सम्मेलन का उद्घाटन किया। इस अवसर पर उन्होंने सांख्यिकी विशेषज्ञों और समाज वैज्ञानिकों से ऐसे विशिष्ट आंकड़े एकत्र करने को कहा जिनसे सरकार को समाज कल्याण कार्यक्रम बनाने और लागू करने में मदद मिल सके। उन्होंने समाज में समरसता बनाए रखने और मतभेदों को दूर करने के मूल मुद्दों के समाधान पर जोर दिया।

        तमिलनाडु के कुड्डलूर और विल्लूपुरम जिलों और पुद्दुचेरी में थाने तूफान से प्रभावित किसानों को उन्नत किस्म के पेड़ों की १५ लाख पौध निःशुल्क दी जाएगी। कोयम्बटूर में आज वृक्ष लगाने वालों के वार्षिक  मेले का उद्घाटन करते हुए पर्यावरण और वन मंत्री जयंती नटराजन ने कहा कि वन और वृक्षारोपण संस्थान आई एफ जी टी बी के वैज्ञानिकों को जल्द से जल्द उन्नत किस्म के वृक्षों के पौधे उपलब्ध कराने को कहा गया है। इसके लिए संस्थान को एक करोड़ रूपये दिये जाएंगे।

        गृह राज्यमंत्री मुल्लापल्ली रामचन्द्रन ने कहा है कि देश में राष्ट्रीय अग्नि सुरक्षा कानून बनाए जाने की सख्त जरुरत है। उन्होंने तिरूअनंतपुरम में अग्निशमन सेवाओं के बारे में दो दिन की राष्ट्रीय कार्यशाला का उद्घाटन करते हुए कहा कि बढ़ते औद्योगिकीकरण और तकनीकी विकास से आग की दुर्घटनाओं की आशंका बढ़ गई है। कोलकाता में ए एम आर आई अस्पताल में हाल में लगी आग का जिक्र करते हुए श्री रामचन्द्रन ने कहा कि २०० करोड़ रूपये की केन्द्र प्रायोजित योजना के तहत देश में आग की रोकथाम और बचाव कार्यक्रमों के लिए खर्च किये जा रहे हैं।

        जनता पार्टी के अध्यक्ष सुब्रह्मण्यम स्वामी ने टू जी घोटाले से सम्बद्ध एक मामले में निचली अदालत के फैसले को आज उच्चतम न्यायालय में चुनौती दी। निचली अदालत ने अपने आदेश में कहा था कि टू जी स्पैक्ट्रम आवंटन में गृहमंत्री पी. चिदम्बरम ने किसी तरह की आपराधिक साजिश नहीं की है और उन्हें इस मामले में आरोपित नहीं किया जा सकता।

        श्री स्वामी का आरोप है कि श्री चिदम्बरम भी पूर्व दूरसंचार मंत्री ए.राजा के बराबर दोषी हैं, क्योंकि स्पैक्ट्रम का मूल्य तय करने और दूरसंचार कम्पनियों को अपने शेयर विदेशी कम्पनियों को बेचने की अनुमति देने में उनकी भी भूमिका थी।

        उच्चतम न्यायालय ने पिछले वर्ष रामलीला मैदान में आधी रात को हुई पुलिस कार्रवाई के लिए बाबा रामदेव और दिल्ली पुलिस दोनों को दोषी ठहराया है। न्यायालय ने आज कहा कि पुलिस और प्रशासन ऐसी हिंसक घटना को टाल सकता था। न्यायालय ने कहा कि पुलिस के कहने पर उस जगह से हटना बाबा रामदेव का कानूनी और नैतिक दायित्व था और बाबा रामदेव की लापरवाही से यह कार्रवाई हुई।

        मुम्बई में राष्ट्रीय सुरक्षा गार्ड-एनएसजी का क्षेत्रीय केन्द्र आज पूरी तरह चालू हो जाएगा। गृहमंत्री पी चिदम्बरम आज शाम मुम्बई में अंधेरी में एन एस जी के मड़ोल परिसर में इसका उदघाटन करेंगे। हमारे संवाददाता ने बताया है कि यह केन्द्र मुम्बई अन्तर्राष्ट्रीय हवाईअड्डे के बहुत करीब है ताकि कहीं भी आपात स्थिति होने पर एन एस जी कमांडो को तुरन्त विमान से भेजा जा सकेगा।
        २६ नवम्बर २००८ को मुंबई पर हुए आतंकवादी हमले के तीन साल बाद राष्ट्रीय सुरक्षा गार्ड के चार क्षेत्रीय केन्द्रों में से एक मुंबई का  मरौत स्थित केन्द्र अब पूरी तरह बन कर तैयार है। २३ एकड़ की जमीन पर ७ करोड़ की लागत से बने एनएसजी के परिसर मे करीब २५० कमांडो ंकी रहने की सुविधा के अलावा उनके प्रशिक्षण के लिए भी व्यवस्था की गई है। आतंकी हमले की जगह पर जल्द से जल्द पहुंचने के लिए इस परिसर में हेलिपेड  तथा हैलिकॉप्टरों की भी व्यवस्था की गई है। २६ नवम्बर २००८ में मुंबई में हुए आतंकी हमले के बाद इस प्रकार की घटनाओं से जल्द ही निपटने के केन्द्र सरकार द्वारा राष्ट्रीय सुरक्षा गार्ड के क्षेत्रीय केन्द्र महानगरो ंमें भी शुरू करने की जरूरत महसूस की गई थी। स्वीटी कोठारी आकाशवाणी समाचार मुंबई।

        पंजाब में सीमा सुरक्षा बल के चौकस जवानों ने आज फिरोजपुर में खेमकरण सैक्टर में एक पाकिस्तानी तस्कर को मार गिराया। उसके पास से तेरह किलोग्राम हेराइन, पांच लाख रूपये के जाली भारतीय नोट, एक पिस्तौल, दो मैगजीन और दस कारतूस बरामद किए गए।

        सीमा सुरक्षा बल के अधिकारियों ने आकाशवाणी के जालंधर संवाददाता को बताया कि तस्करों की संख्या दो से ज्यादा थी। आज बड़े सवेरे बी एस एफ के जवानों ने देखा कि ये लोग जाली मुद्रा और प्रतिबंधित सामान के साथ भारत में घुसने की कोशिश कर रहे थे। जवानों के ललकारने पर उन्होंने गोली चला दी। सीमा सुरक्षा बल के जवानों ने बचाव में गोली चलाई जिससे एक तस्कर वहीं मारा गया और बाकी अंधेरे में वापिस भाग गए।

        चेन्नई शहर के पुलिस आयुक्त जे के त्रिपाठी ने बताया है कि शहर के बाहरी इलाके में बैंक डकैती की दो घटनाओं में शामिल पांच सदस्यों के एक गिरोह को आज सवेरे पुलिस मुठभेड़ में मार गिराया गया। चेन्नई में आज पत्रकारों से बातचीत में उन्होंने कहा कि इस गिरोह के आवास से पांच रिवाल्वर और पिस्तौल के अलावा चौदह लाख रुपये की नकदी बरामद की गई। श्री त्रिपाठी ने कहा कि  पांच मृतकों में चार बिहार के और एक पश्चिम बंगाल का रहने वाला था। पुलिस आयुक्त ने कहा कि एफआईआर दर्ज कर दी गई है और एक न्यायिक मजिस्ट्रेट इस घटना की जांच करेंगे।

        केन्द्र सरकार ने स्पष्ट किया है कि गृह मंत्रालय ने समलैंगिकता के मुद्दे पर कोई पक्ष नहीं रखा है, जबकि मीडिया की कुछ खबरों में ऐसी बात कही गई है। एक प्रेस विज्ञप्ति में सरकार ने कहा है कि पुरूषों के बीच समलैंगिक यौन संबंधों को अपराध के दायरे से बाहर रखने के उच्च न्यायालय के फैसले पर उच्चतम न्यायालय में कोई अपील दायर नहीं की जाएगी। अगर इस मुकदमे से सम्बद्ध कोई दूसरा पक्ष अपील करता है तो महाधिवक्ता से अनुरोध किया जा सकता है कि वे मामले पर विचार करने और इससे जुड़े कानूनी प्रश्नों पर फैसला लेने में उच्चतम न्यायालय की सहायता करें। विज्ञप्ति में यह भी कहा गया है कि गृहमंत्रालय ने मंत्रिमंडल के फैसले की सूचना देने के अलावा कोई निर्देश भी नहीं दिया है।

        देश में पासपोर्ट बनवाने की बढ़ती मांग को देखते हुए सरकार अगले तीन महीनों में २७ नए पासपोर्ट सेवा केन्द्र शुरु करेगी। नई दिल्ली में आज ५०वें पासपोर्ट सेवा केन्द्र का उद्घाटन करते हुए विदेश मंत्री एस एम कृष्णा ने यह जानकारी दी। उन्होंने कहा कि सरकार लोगों को कम से कम समय में पासपोर्ट सेवा उपलब्ध कराने के लिए प्रतिबद्ध है। श्री कृष्णा ने बताया कि पूर्वोत्तर राज्यों में भी छोटे पासपोर्ट सेवा केन्द्र खोले जाएंगे।

        असम में ग्रामीण स्वास्थ्य चिकित्सकों ने राज्य के दूरदराज के इलाकों में बुनियादी स्वास्थ्य और चिकित्सा सुविधाएं उपलब्ध कराने में महत्वपूर्ण उपलब्धि हासिल की है। आकाशवाणी से बातचीत में राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के निदेशक ने बताया कि जून २००९ से शुरु की गई इस योजना से निचले स्तर पर जच्चा-बच्चा मृत्यु दर में बहुत कमी आई है। उन्होंने कहा कि असम इस योजना को लागू करने वाला देश का एकमात्र राज्य है।

In Uttar Pradesh, about 39 percent polling has taken place till one pm in the fifth phase of assembly elections in 49 constituencies. Polling started at 7 in the morning and will continue till 5 in the evening. More from our correspondent:
"Maximum 45 percent voting is reported from Ferozabad district till now followed by 43 percent in Etah district. In Dibiyapur in Aurriya and Aliganj and Jalesar assembly constituencies in Etah district maximum 33 percent polling is reported followed by 30 to 31 percent in Karhal in Mainpuri, Amanpur in Kanpur, Ferozabad and in Jasrana constituency in Etah districts in first four hours. In last assembly election BJP had won Jalesar seat on by the margin of 72 votes and only 40 percent voting had taken place. Polling is taking place in tight security and no untoward is reported from any part of poll bound districts. Elaborate security arrangements are in place for peaceful and impartial manner. In the Kashmir valley, twelve army jawans have been killed and ten injured in two separate incidents of snow avalanches. An army spokesman said nine bodies of soldiers have been recovered so far  from Dawar Markoot in Gurez division of Bandipora district.  Ten injured soldiers have also been rescued by the rescue teams.  Twenty small huts were hit by the snow avalanche in Dawar.
Twenty two jawans were buried in the incident.  The rescue operations are going on as this is a most difficult terrain and there is no road connectivity to the area.  The rescue teams are operating through Air-force helicopters.  At Sonamarg army camp in Ganderbal district, three bodies of  jawans have been recovered and the rescue operations are on in this area also.

Defence Minister AK Antony has expressed profound grief at the loss of several precious lives of Army personnel in the line of duty in the massive avalanches at the Army Post in SonaMarg and the Brigade Headquarters forward post at Gurez in Jammu and Kashmir late last night. In a message, the Minister said his thoughts are with the near and dear ones of the deceased in this hour of tragedy. He wished speedy recovery of those injured in the disaster. Mr. Antony said the government will provide all relief and rehabilitation measures to the affected families.

The Budget session of the Jammu and Kashmir Legislature began in Jammu today with the traditional address of Governor N.N. Vohra. Four members of opposition Bhartiya Janta Party wearing black gowns tried to disrupt the Governor’s address and raised slogans against the State Government alleging discrimination with Jammu region. In Madhya Pradesh, the proceedings of the state legislative assembly were stalled on the second consecutive day today on the issue of the arrest of Congress MLA Kalpana Parulekar. Our Bhopal correspondent reports that the Question Hour could not take place in the House today.
  "As soon as the proceedings of the House began Congress members again raised the issue of the arrest of their party MLA Kalpana Parulekar while the ruling BJP members strongly objected to it. Due to din in the House Speaker Ishwardas Rohani adjourned the proceedings for an hour. When the House reassembled, Congress members contended that the police in its FIR have mentioned that Kalpana Parulekar has been arrested for her act in the assembly premises. In his ruling the Speaker Ishwardas Rohani said that proceedings of a court could not be discussed in the House. The Madhya Pradesh high court today summoned the entire record of the closed dumper case involving chief minister Shivraj Singh Chouhan and his wife Sadhana Singh. A division bench comprising Justice Rakesh Saksena and Justice M A Siddiqui gave this ruling while hearing a criminal revision filed by congress leader Ramesh Kumar Sahu challenging the order of Bhopal ’s special court related to closure of the case. The special court had ordered the closure of the case on the 1st August last year on the basis of the report furnished by the Lokayukta police.

More than 25 agriculture and allied activities have been included in the new version of Mahatma Gandhi National Rural Employment Gaurantee Act, MGNREGA, which will be implemented from 1 st of April this year. Minister of Rural Development Jairam Ramesh said that the new version of MGNREGA will lead to better farm output. Rebutting the claims that MGNREGA is leading to fall in agricultural productivity, he said, on the contrary the studies done by independent bodies suggest the rural job scheme has led to better farm output.
After receiving a report on revised Operational Guidelines for MGNREGA, Mr. Ramesh said  the new guidelines will also respond to demands of the states for location specific flexibility in permissible works as valuable suggestions from the states are incorporated in the guidelines.  The Report was prepared by a committee headed by Planning Commission Member Mihir Shah.

Minister of state for Home Mullappalli Ramachandran today said that the claim of Italian authorities that the murder of two Indian fishermen took place in the international waters off Kerala coast is incorrect and unacceptable to India. Interacting with media persons in Thiruvananthapuram he said the Centre shares the stand and concern of Kerala government in the issue.
Reiterating India's stand that on the Italian marines accused of murdering two hapeless Indian fishermen, Mullapply Ramachandran said that the ticklish issue needs to be sorted out keeping in mind the friendly bilateral relations between India and Italy.External Affairs Minister S.M. Krishna reiterated that the Italian crew responsible for the killing of two Indian fishermen off Kerala coast will be tried as per the law of the land.  Talking to newsmen on the sidelines of a function in New Delhi, Mr. Krishna asserted that law will take its own course.
Meanwhile, Italian Deputy Foreign Minister Staffan de Mistura today visited the two Italian naval personnel, arrested in connection with the killing of the fishermen off the Kerala coast a week ago. The meeting took place at the CISF Guest House at Wellington Island in Kochi, where the duo are kept in police custody. More from our correspondent:

 " With the three day remand period in police custody of the two Italian naval personnel ending today, the Italian Deputy Foreign Minister Steffan de Mistura visited the duo at the Guest House, where they have been lodged. Mr Mistura told media persons that Italy will extend all cooperation in the case and expressed satisfaction over the arrangements made to the two arrested naval personnel. The Italian marines will be produced before the First Class Judicial Magistrate's Court in Kollam this evening. As the investigation in the case is not yet over, the police are likely to seek extension of their remand in police custody. Meanwhile, the Kerala High Court is expected to hear a petition this afternoon moved by the arrested Italian naval personnel and the Italian Consul General in Mumbai, seeking to quash the FIR registered in connection with the case.Raj Mohan, AIR News, Kochi.

Janata Party chief Subramanian Swamy today moved the Supreme Court challenging the trial court order. In its order the trial court had held that Home Minister P Chidambaram did not indulge in any criminal conspiracy in the 2G case and refused to make him an accused in it.Swamy has alleged that Chidambaram was equally culpable like former Telecom Minister A Raja as he also had a role in deciding the spectrum pricing and allowing telecom companies to off-load shares to foreign firms.

The Supreme court today blamed both Baba Ramdev and Delhi Police for the mid- night crackdown at Ramlila Maidan last year. It said Police and the state could have avoided the violent incident. The court said it was Ramdev's legal and moral duty to leave the venue when asked for. It further said Ramdev' s negligence lead to midnight crackdown. The court observed that there was abuse of power by the Delhi Police and violation of fundamental rights of people. It said the incident shows might of the state which strikes at the foundation of democracy. The supreme court directed criminal prosecution against police personnel and Ramdev's supporters who behaved violently during the incident.

Minister of state for Home Mullappalli Ramachandran today said that there is a strong need for enacting National Fire Safety Act. He said increased industrialisation and technological advancement today make us more vulnerable to fire disaster. He was inaugurating a two day national consultation on fire services in Thiruvananthapuram .
Recalling the recent fire tragedy at AMRI hospital in Kolkota the minister said under a centrally sponsored scheme 200 crore rupees is being spent to strengthen fire and rescue sector of the country. National Fire Service College in Nagpur is being modernised spending an amount 205 crore rupees. He urged the states to identify the gaps in the enforcement of the existing laws to further strengthen fire safety.

The Special court in Bangalore is recording the statement of Sasikala in the disproportionate assets case against Tamilnadu Chief Minister Jayalalithaa. Sasikala is accused no 2 in the case. Assam Chief Minister Tarun Gogoi has said that his government will abide by the recommendations of experts on 2000 Megawatt Lower Subansiri hydro-electric project under execution at Gerukamukh on Assam-Arunachal Pradesh border. He said experts have indicated that it is possible to rectify deficiencies in the mega dam project through technology. The Construction work at National Hydro Electric Power Corporation executed power project has been almost held up since last four months following stiff opposition and large scale protest launched by as many as 28 anti-dam organizations in Dhemaji and Lakhimpur districts of Assam.

Rural Health Practitioners, RHP in Assam have achieved remarkable success in providing basic health-care facilities in the remote areas since June 2009. State NRHM Mission Director told AIR that RHPs have played a pivotal role in reducing the infant and maternal mortality rates at the grassroots level. Assam Government introduced the Assam Rural Health Regulatory Act in 2004 under which a three-year diploma course in medicine and rural health care started to make up for shortage of doctors in village. At the first stage, 261 RHP’s were appointed at the same number of Sub-Centers. With the appointment of RHPs, the institutional deliveries have started in Sub-Centers. Earlier, pregnant women in rural areas had to conduct deliveries at periphery level. They conducted over 3 thousand deliveries at Sub-centre in the last two and half year, thus enabling those rural women to avail the benefit of Janani Suraksha Yojna scheme. Apart from conducting deliveries, they have dealt with cases of other ailments. They have handled around 9 lakh OPD cases. In Iraq, 32 persons were killed and over 200 were injured in a series of car bomb blasts and machine gun attacks in Iraq today. 22 people were killed in attacks in Baghdad. All the attacks which hit across the Iraqi capital were between 6 to 8 am. Four people were killed in Salaheddin while six more were killed in Diyala. The worst incident took place at a checkpoint in the mainly Shiite Muslim district of Karrada in southern Baghdad. 10 people were killed and 24 were in
jured when a car laden with explosives blew up near a security checkpoint in Karradah. The blast was so powerful that the buildings in the neighborhood were shaken, most of the shops in the locality were gutted and vehicles were charred beyond recognition. The attack was followed by a spate of car bombings in other parts of Baghdad , Baqouba, Kirkuk and in Salahuddin provinces targeting police personnel. At least 27 people, mainly policemen, were injured in three car bombings in the city of Kirkuk. No one has claimed responsibility for these attacks.

Finance Minister Pranab Mukherjee today said the government will endeavour to raise the economic growth rate to 7.5 -8 per cent in the next fiscal from about 7 per cent currently. Speaking to reporters in New Delhi, Mr Mukherjee said, Prime Minister's Economic Advisory Council (PMEAC)  has pegged growth over 7 per cent this year and 7.5-8 per cent for next year.  He said it is government's effort to achieve that growth rate. The PMEAC in its review of economy released yesterday had projected a growth rate of 7.5-8 per cent for 2012-13. For the current fiscal, the Council pegged the growth rate at 7.1 per cent, marginally more than 6.9 per cent projected by the Central Statistical Organisation (CSO).
The economy grew by 8.4 per cent in 2010-11. Mr Mukherjee is expected to announce steps to boost the economy in the Budget for 2012-13 to be presented in the Lok Sabha on March 16.

Mumbai will today get its own, fully operational National Security Guards (NSG) regional hub. Union Home Minister Mr. P Chidambaram will inaugurate the NSG’s Marol campus in suburban Andheri in Mumbai today evening. This base is situated very close to the Mumbai International Airport, to facilitate quick airlift to the places of emergency. This will be the Manesar-headquartered NSG’s fourth regional hub. The other three are in Chennai, Kolkata and Hyderabad.  Our Correspondent has filed this report:
 "Three years after the deadliest November 26, 2008 Mumbai terror attacks, one of the four regional hubs of National Security Guards (NSG) set up at Marol in north-western suburb of Mumbai is ready for action. The 23-acre campus which houses around 250 commandos will help reduce the NSG's response time in countering terrorist actions in the western region very significantly. The complex with training facilities and accommodation for all 250 commandos was constructed at a cost of 60 crore rupees. The hub has its own helipad and dedicated choppers for quick movement of personnel from the complex to the terror site. The Central government today clarified that the Ministry of home Affairs has not taken any position on homosexuality as is being reported in the media. It said in a press release that it will not file an appeal in the Supreme Court against the High Court judgment on decriminalization of gay Sex. It said if any other party to the case prefers an appeal, the Attorney General may be requested to assist the Supreme Court to examine the matter and to decide the legal questions involved.  The release further said   Ministry of Home Affairs has also not given any instruction apart from conveying the decision of the Cabinet.

Erasing all its initial gains, the Sensex at the Bombay Stock Exchange stood 67 points, or 0.4 percent in negative territory, at 18,079, in afternoon deals, a short while ago, as investors resorted to mild profit-booking, amid weak regional bourses. Earlier in the morning, however, the Sensex had opened  57 points, or 0.3 per cent in the positive zone, at 18,202 on selective buying by funds.Elsewhere in Asia, key stock indices in China, Hong Kong, Indonesia, Singapore, South Korea, and Taiwan were down by between 0.1 percent and 1 percent, as higher oil prices and weak euro-zone data sparked concerns about global growth.

The rupee fell marginally by 5 paise to 49 rupees 27 paise against the dollar in early trade today. The fall was attributed to increased demand for the American currency from importers. Yesterday, the domestic currency had gained eight paise to close at a one-week high of 49 rupees 22 paise against the US currency.

Oil prices fell in Asian trade today. New York's main contract, light sweet crude for delivery in April, was down 47 cents at 105 dollars 81 cents, while Brent North Sea crude for April delivery shed 20 cents to 122 dollars 70 cents in morning trade.

India rode on Sandeep Singh’s brilliance to virtually seal its place in the final of the men’s hockey Olympic Qualification tournament after defeating Canada 3-2 in a hard-fought round-robin match at the Major Dhyanchand Stadium in New Delhi. Sandeep converted two penalty corners to not only see India through in the pulsating encounter, but also increase his goal-tally to nine in the tournament.
Shivendra Singh scored the other goal for India, while Mark Pearson and Scot Tupper found the target for Canada. With four wins out of four matches, India more or less are through to the summit clash of the tournament unless some surprising results in the last round of games hurt their cause. A draw in the final match against Poland on Friday would be enough for the hosts to secure their place in the title clash. In another match Poland  defeated Singapore 11-3 while France beat Italy 3-0.
In Women's section South Africa beat India 5-2. With 7 points on the table, Indian women have to defeat Italy in their last league match on Friday, to ensure a berth in the final. Earlier in the day Italian women defeated Ukraine 2-1 and Canadian women beat  Poland 1-0.

Chennai City Police Commissioner J.K.Tripathy today said the five-member gang killed by the police in an encounter early this morning, were involved in two recent bank robberies on the outskirts of the city. Speaking to newsmen in Chennai, he said 14 lakh rupees in cash besides 5 revolvers and two pistols were seized from the house where the gang resided. Mr Tripathy said of the five killed, four were from Bihar and one from West Bengal. Replying to a question, the commissioner said that an FIR has been lodged and the incident will be enquired by a judicial magistrate.

The National Human Rights Commission, NHRC has issued notice to Madhya Pradesh government on a death of a tribal due to silicos in Panna district. A press release said, the commission took cognizance of the incident on a complaint by an NGO. The commission has directed that the district authorities should give a detailed report into the alleged incident. It has  also asked the Chief Secretary of the State to furnish details about the measures taken to prevent silicosis in the area and the rehabilitation package given to the victims of silicosis.

Bollywood actor Saif Ali Khan has defended charges of assault against him and said he acted in self-defence.  The actor said he had been hit and verbally abused first during the ugly incident at a five-star hotel on Tuesday night in Mumbai. Yesterday, police registered a case against the actor for allegedly assaulting a South African businessman. Khan was arrested and immediately released on surety bond of 15,000 rupees late last night. The incident took place when Khan was dining with friends at a restaurant at the Taj Hotel.  Police said the businessman, Iqbal Sharma, was treated in hospital for a broken nose.

In Indonesia, a 6.1-magnitude undersea earthquake struck off  Maluku islands yesterday.  Indonesian Meteorological and Geophysics Agency said the quake occurred with an epicentre 98 kilometres northeast of Southeast Maluku district, but there was no tsunami warning or reports of damage.
