उत्तर प्रदेश में विधानसभा चुनाव के सातवें और अंतिम चरण का प्रचार कल शाम समाप्त हो जाएगा। मुरादाबाद, बरेली और लखनऊ मण्डलों के दस जिलों में साठ विधानसभा सीटों के लिए तीन मार्च को मतदान होगा।
हमारे लखनऊ संवाददाता ने बताया है कि इस चरण में एक सौ महिलाओं सहित कुल ९६२ उम्मीदवार चुनाव मैदान में हैं।
विधानसभा चुनाव के छठे चरण में कल ६८ सीटों के लिए करीब  ६१ प्रतिशत मतदान हुआ।

प्रदेश के चुनावी इतिहास में पहली बार इतनी बड़ी संख्या में मतदाताओं ने अपने मताधिकार का प्रयोग किया है। सहारनपुर में सर्वाधिक ६५ प्रतिशत वोट डाले गए हैं, इसके बाद ६४ प्रतिशत मतदान मथुरा में हुआ है, जहां वर्ष २००७ के विधानसभा चुनाव में मात्र ४५ प्रतिशत वोट पड़े थे। बुलंदशहर, मेरठ, पंचशील नगर, महामाया नगर और अलीगढ़ जिलों में ६० प्रतिशत से ज्यादा लोगों ने अपने मताधिकार का प्रयोग किया। सभी राजनीतिक दलों ने अंतिम चरण के चुनाव के लिए अपना प्रचार काफी तेज कर दिया है। भारतीय जनता पार्टी, सत्तारूढ़ बहुजन समाज पार्टी और समाजवादी पार्टी ने इस चरण के चुनाव के लिए सभी ६० क्षेत्रों में अपने उम्मीदवार खड़े किये हैं, जबकि कांग्रेस ने नौ सीटें अपने सहयोगी दल राष्ट्रीय लोकदल के लिए छोड़ दी है। सुनील शुक्त आकाशवाणी समाचार, लखनऊ।

गोवा विधानसभा के तीन मार्च को होने वाले मतदान के लिए सभी दलों के नेता प्रचार में जुटे हुए हैं। विधानसभा की ४० सीटों के लिए कुल २१५ उम्मीदवार चुनाव मैदान में हैं। ज्यादातर क्षेत्रों में बहुकोणीय मुकाबले की संभावना है।

सरकार ने तेल और प्राकृतिक गैस निगम - ओएनजीसी में अपने पांच प्रतिशत शेयर बेचने का फैसला किया है। पहली मार्च को होने वाली इस कंपनी के शेयरों की बिक्री से सरकार को करीब एक खरब बीस अरब रूपये मिलेंगे। कल नई दिल्ली में वित्त मंत्री प्रणब मुखर्जी की अध्यक्षता में अधिकार प्राप्त मंत्री समूह की बैठक के बाद पेट्रोलियम और प्राकृतिक गैस मंत्री जयपाल रेड्डी ने यह जानकारी दी। उन्होंने कहा कि ओएनजीसी में सरकार की ७४ दशमलव एक चार प्रतिशत हिस्सेदारी है और पांच प्रतिशत इक्विटी यानी ४२ करोड ७७ लाख ७० हजार शेयरों की बिक्री का प्रस्ताव है।श्री रेड्डी ने कहा कि ईरान से कच्चे तेल की खरीद के मुद्दे पर भारत किसी बाहरी दबाव का सामना नहीं कर रहा है। ईरान के साथ भारत के दोस्ताना संबंध हैं और वहां से तेल का आयात जारी रहेगा।ईरान के विवादास्पद परमाणु कार्यक्रम के मुद्दे पर पश्चिमी देशों और ईरान के बीच हाल में तनाव के बाद अंतर्राष्ट्रीय बाजार में तेल की कीमतें बढ़ गई हैं।वित्तमंत्री प्रणब मुखर्जी ने कहा कि कच्चे तेल की कीमतों में वृद्धि चिन्ता का कारण है, लेकिन अभी यह कहना जल्दबाजी होगी कि देश की अर्थव्यवस्था पर इसका क्या असर होगा।

चीन के विदेश मंत्री यांग जियेची आज नई दिल्ली में भारत के अधिकारियों के साथ बातचीत करेंगे। वार्ता का मुख्य उद्देश्य अगले महीने चीन के राष्ट्रपति हू चिनताओ के भारत दौरे के लिए तैयारियों को अंतिम रूप देना है। श्री यांग जियेची, विदेश मंत्री एस एम कृष्णा और प्रधानमंत्री डॉ० मनमोहन सिंह से भी मुलाकात करेंगे। दिल्ली यात्रा के बाद वे सियोल रवाना होंगे।

इटली के विदेशमंत्री गियुलियो मारिया तेर्जी दि सांत अगाता ळपनसपव डंतपं ज्मत्रप कप ैंदजश् ।हंजं ने कल रात कोच्चि के केन्द्रीय औद्योगिक सुरक्षा बल-सीआईएसएफ के गेस्ट हाउस में उन दो इतालवी नौसेना कर्मियों से मुलाकात की, जिन्हें इस महीने की १५ तारीख को केरल के पास समुद्र में दो भारतीय मछुआरों की हत्या के सिलसिले में गिरतार किया गया था। इन दोनों को गेस्ट हाउस में पुलिस हिरासत में रखा गया है। इटली के विदेश मंत्री आज हनोई रवाना हो जाएंगे।
इस बीच, केरल उच्च न्यायालय ने इटली के जहाज-एनरिका लैक्सी के मालिकों द्वारा तीन करोड़ रूपये की बैंक गारंटी जमा करने के बाद, जहाज को छोड़ने के आदेश दिए हैं।

सरकार ने कहा है कि  देश में परमाणु बिजलीघरों में सुरक्षा सुनिश्चित करने के लिए वह कोई कसर नहीं छोड़ेगी। परमाणु सुरक्षा के मुद्दे पर विज्ञान और प्रौद्योगिकी राज्यमंत्री अश्विनी कुमार ने नई दिल्ली में कहा कि परमाणु बिजलीघरों में दुर्घटना की कोई आशंका नहीं है, क्योंकि सभी परमाणु ठिकानों के सुरक्षा मानकों की व्यापक समीक्षा की गई है।श्री अश्विनी कुमार ने कहा कि दुर्घटना की किसी भी स्थिति से निपटने के लिए आपातकालीन तैयारी की पूरी योजना बनाई गई है। हालांकि, उन्होंने स्वीकार किया कि तेज भूकंप और त्सुनामी के कारण फुकुशिमा में हुई दुर्घटना से परमाणु बिजलीघरों की सुरक्षा के बारे में लोगों का भरोसा डगमगा गया है। उन्होंने कहा कि परमाणु विकिरण के कारण देश में कोई दुर्घटना नहीं हुई है , लेकिन सरकार को लोगों का भरोसा बहाल करने की चुनौती का सामना करना पड़ रहा है।

उधर, कुडनकुलम परमाणु परियोजना का विरोध कर रहे चार गैर-सरकारी संगठनों पर सरकार ने अपना शिकंजा कस दिया है। इन संगठनों पर आरोप है कि उन्होंने दान में मिली राशि को विरोध भड़काने पर खर्च किया। आंदोलनकारियों की मदद करने के लिए जर्मनी के एक नागरिक को वापस उसके देश भेज दिया गया है। इन संगठनों के खिलाफ विदेशी चंदा नियमन कानून के उल्लंघन का मामला दर्ज किया गया है और इनके खातों से लेन-देन पर रोक लगा दी गई है।

मध्यप्रदेश में आर.टी.आई. कार्यकर्ता शहला मसूद की हत्या के मामले में दो आरोपियों को सीबीआई आज भोपाल में विशेष अदालत में पेश करेगी। सीबीआई ने इस मामले में भोपाल की इंटीरियर डिजाइनर ज+ाहिदा परवेज+ को गिरतार किया है। सीबीआई को संदेह है कि ज+ाहिदा, शहला मसूद की हत्या के षडयंत्र में कथित रूप से शामिल थी। सीबीआई ने ज+ाहिदा के साथ एक अन्य व्यक्ति को भी गिरतार किया है, जिसके बारे में समझा जाता है कि उसे ज+ाहिदा ने भाड़े पर लिया था। शहला मसूद की पिछले साल १६ अगस्त को भोपाल के कोहेफिज+ा इलाके में उनके निवास के बाहर गोली मारकर हत्या कर दी गई थी। सी बी आई की प्रवक्ता धारिणी मिश्रा ने नई दिल्ली में कहा कि गिरतार किए गए व्यक्तियों को आज भोपाल में अदालत में पेश किया जाएगा।

सीरिया में राष्ट्रपति बशर अल असद ने नए संविधान को २७ फरवरी से लागू करने के आदेश जारी किए हैं। इसके साथ ही सीरिया में नब्बे दिन के भीतर पहली बार बहुदलीय चुनावों का रास्ता साफ हो गया है। यह कदम रविवार को हुए जनमत संग्रह के बाद उठाया गया है, जिसमें नब्बे प्रतिशत से अधिक मतदाताओं ने नए संविधान को मंजूरी दी थी।

सीरिया में नये संविधान के लागू होने से सत्तारूढ़ बाथ पार्टी का एकाधिकार खत्म होगा। तीन महीने के भीतर देश में नये चुनाव कराए जाने का प्रावधान है। ये चुनाव पार्टी आधार पर होंगे, मगर क्षेत्रीय और धार्मिक पार्टियां इन चुनावों में हिस्सा नहीं ले सकेंगी। जानकारों की राय में संविधान के तहत इस प्रावधान से मुस्लिम ब्रदरहुड और कुर्गिस्तान ब्लॉक की पार्टियों के चुनाव में लड़ने पर पाबंदी होगी। राष्ट्रपति दो बार सात-सात साल के लिए चुने जाएंगे। कई क्षेत्रों में राष्ट्रपति की शक्तियां कम करने के बावजूद अभी भी राष्ट्रपति के पास संसद और सरकार को बर्खास्त करने का अधिकार मिला रहेगा। अतुल तिवारी आकाशवाणी समाचार।
सरकार ने कहा है कि इस कदम से देश में लोकतांत्रिक सुधारों को बल मिलेगा। विपक्ष और पश्चिमी देशों ने जनमत संग्रह को धोखा और नागरिकों को दबाने का प्रयास बताया है।संयुक्त राष्ट्र ने सीरिया में तुरंत हिंसा समाप्त करने को कहा है। संयुक्त राष्ट्र की मानवाधिकार उच्चायुक्त नवी पिल्लई ने कहा कि अंतर्राष्ट्रीय समुदाय को सीरियाई सुरक्षाबलों द्वारा जनता के दमन को रोकने के लिए कार्रवाई करनी चाहिए।संयुक्त राष्ट्र में सीरिया के राजदूत फैजल अल हामवी ने परिषद् की बैठक का बहिष्कार किया। बैठक से बाहर जाने से पहले, उन्होंने मांग की कि सभी देशों को साम्प्रदायिकता  को बढ़ावा देना और विपक्षी दलों को हथियार उपलब्ध कराना बंद करना चाहिए।

लीबिया में राष्ट्रीय संसद का चुनाव २३ जुलाई को कराया जाएगा। नए चुनाव कानून के अनुसार संसद में दो सौ सीटें होंगी जिनमें से १२० सीटें निर्दलीय उम्मीदवारों और शेष ८० सीटें राजनीतिक दलों के लिए होंगी। संसद में महिलाओं के लिए अलग सीटें नहीं हैं। पुरूष और महिला सांसदों का दर्जा बराबर का है।

चीन में पाकिस्तान के कब्जे वाले कश्मीर की सीमा से लगे उत्तर पश्चिम शिन जियांग क्षेत्र में दंगाईयों के एक हमले में कम से कम १२ लोगों के मारे जाने और सात के घायल होने की खबर है। सरकारी समाचार एजेंसी शिनहुआ के अनुसार इस क्षेत्र में इस तरह की यह दूसरी घटना है।

It Uttar Pradesh, about 61 per cent of the 2 crore 14 lakh voters have exercised their franchise in 68 assembly seats during the sixth phase of the assembly elections yesterday which passed off peacefully. Our correspondent has filed this report
"First time in the electoral history of the state record numbers of electorates have exercised their franchise. Saharanpur district has recorded the highest of about 65 per cent of voting followed by 64 per cent in Mathura district, where in the 2007 elections the voting percentage was just about 45 per cent. Five districts including Bulandshahr, Meerut, Panchsheel Nagar, Mahamaya Nagar and Aligarh have crossed 60 per cent marks. The lowest voter turnout was recorded at Gautam Buddha Nagar and at Baghpat with about 56 percent voting. In Saharanpur, Mathura and Panchsheel Nagar districts most of the segments have polled above 60 percent votes. Sunil Shukla, AIR News Lucknow".
Meanwhile, campaigning for seventh and last phase of assembly elections comes to an end tomorrow evening. 60 constituencies spread out in 10 districts from the Moradabad , Bareilly and Lucknow divisions will go to poll on March the 3rd. A total of 962 candidates including 100 women are in fray in this phase elections. More than 1 crore 82 lakhs electorate will exercise their franchise in last phase of elections.

In Goa, poll campaigns of various political parties are peaking ahead of the Assembly polls slated for the 3rd of March.  There are 215 candidates in the fray for a total of 40 seats locked mostly in the multi-cornered contests.  Our correspondent tells us about the nature of the contest in South Goa:               
"Among the twenty Assembly constituencies of South Goa, Vasco Da Gama constituency has the record eleven candidates including four independents while there is a direct fight between the two friends, Mr. Shyam Satardekar of the Congress and Mr. Nilesh Kabral as the BJP candidate in Curchorem constituency. State Chief Minister Mr. Digambar Kamat is trying for re-election from Margaon constituency where his main opponent would be Rupesh Mahatme of BJP. Goa Pradesh Congress Committee President Mr. Subhash Shirodkar is contesting from Shiroda constituency where he would possibly have tough resistance from the BJP rival Mr. Mahadev Naik. In Dabolim, Assembly Deputy Speaker Mr. Mauvin Godinho is in the electoral contest while the other strong contender here would be Mr.Premanand Nanoskar of MGP. With Sunil Dabir, this is Balaji Prabhugaonkar reporting from Panaji".

The government has decided to offload 5 per cent stake in the state-owned company Oil and Natural Gas Corporation- the ONGC through the auction route on the 1st of next month. It may fetch the exchequer about 12,000 crore rupees. Petroleum  Minister Jaipal Reddy said this while talking to reporters after the meeting of the Empowered Group of Ministers (EGoM) chaired by Finance Minister Pranab Mukherjee  in New Delhi yesterday.  The Petroleum Minister  said that India is not facing any external pressure on buying crude oil from Iran. He said, India will abide by UN sanctions only and not those imposed by any bloc of nations.

In Bhopal, the CBI claimed to have  cracked the RTI activist Shehla Masood murder case with the arrest of the killer and the conspirator. CBI officials said Zahida Parvez is allegedly believed to be a conspirator in the killing. Another person, understood to have been hired by Zahida, has also been arrested by the CBI. Shehla Masood was shot dead outside her residence at Kohefiza locality in Bhopal on the 16th of August last year. CBI spokesperson Dharini Mishra said in New Delhi that  the arrested accused persons will be produced in the designated court in Bhopal today.

The Government said it would leave no stone unturned to ensure safety in nuclear power plants in the country.
Speaking on nuclear safety, Minister of State for Science and Technology Ashwani Kumar said in New Delhi that, the possibility of any accident in the plants is remote as the government has mooted a comprehensive review of the safety standards of all nuclear power installations.
Kumar said, in the unlikely situation of an accident, well thought out emergency preparedness plans are in place. However, he admitted that the Fukushima accident has shaken people's confidence in the safety of nuclear power plants when exposed to an external event of a very high magnitude.

Tightening the noose on those opposing the Kudankulam nuclear project, the government has registered cases against four NGOs for allegedly diverting funds to fuel the protests and has deported a German national for assisting the agitators. Union Home Secretary R K Singh told reporters in New Delhi that cases have been registered against these NGOs for violation of the Foreign Contribution Regulation Act. The cases were registered by the Crime Branch of the Tamil Nadu Police and the CBI.
Bank accounts of the four NGOs have also been frozen. In Tamil Nadu, government appointed expert panel to look into the safety aspects of the Kudankulam nuclear power project, submitted its report to  Chief Minister  Jayalalitha at the Secretariat last evening.

In Andhra Pradesh, a local court at Hyderabad allowed the CBI's request to issue Letters Rogatory to be sent to six countries in connection with the agency's probe into corruption charges against Y S Jaganmohan Reddy. CBI officials approached the special court for CBI cases at Hyderabad to obtain Letters Rogatory to further carry out its investigations into the alleged disproportionate assets of the Congress chief. A letter rogatory is a formal request from a court to a foreign court for judicial assistance, such as seeking evidence and that a witness who resides in that independent jurisdiction be examined through the use of interrogatories accompanying the request.

In Syria, President Bashar al-Assad issued a decree adopting the new constitution from the 27th of February. With this, decks have been cleared to hold the first multi party elections in Syria within 90 days. This follows Sunday’s referendum in which over 90 percent voters gave their approval for the new constitution. Our correspondent reports that the Syrian Government said the move will give a push to democratic reforms in the country.
"The adoption of the new constitution by Syria implies an end to the monopoly of the ruling Baath party in the country . It clears the decks for the first multi party elections in the country within three months of its approval. The new constitution has fixed the tenure of the President for two terms of seven years each. However the President still has a major say in the form of powers to dissolve the government and the parliament. In order to retain the secular character of Syria, the new constitution bars the regional and religious parties from taking part in the elections. It implies that organizations like Muslim Brotherhood and Kurdistan bloc won’t be able to contest the polls. Atul Tiwary, AIR News".

In China, at least 12 people have been brutally killed and several others injured in riots in Xinjiang region bordering Pakistan occupied Kashmir. The State-run Xinhua news agency reported that  the rioters  killed at least 10 people  and injured others in Kashgar of the Xinjiang Uygur Autonomous Region. The report gives no detail as to what might have triggered the violence.
The agency added that police killed at least two rioters  and are searching for the rest.
This is the second time the province bordering Pakistan Occupied Kashmir  is experiencing such brutal attacks.

The Italian Foreign Minister Giulio Maria Terzi di Sant' Agata last night met the two Italian marines who were arrested in connection with the killing of two Indian fishermen off the coast of Kerala on the 15th of this month. The meeting took place at the CISF Guest House in Kochi, where the marines have been kept under police custody. The Italian Foreign Minister will leave for Hanoi today.
The Kerala High Court yesterday ordered the release of Italian vessel Enrica Lexie after furnishing a bank guarantee of three crore rupees. दिल्ली पुलिस ने आज लश्कर-ए-तयैबा के दो संदिग्ध आतंकवादियों को नई दिल्ली में गिरफ्तार किया। पुलिस सूत्रों के अनुसार ये दोनों राजधानी दिल्ली में महत्वपूर्ण प्रतिष्ठानों और विशिष्ट व्यक्तियों पर आतंकी हमले की योजना बना रहे थे। दिल्ली पुलिस के प्रवक्ता राजन भगत ने दो आतंकवादियों की गिरफ्तारी की पुष्टि की, लेकिन और कोई ब्यौरा नहीं दिया। उनका कहना था कि कार्रवाई जारी है, इसलिए कुछ बताना उचित नहंीं होगा। पुलिस ने खुफिया एजेंसियों से सुराग मिलने के बाद इन दोनों को पकड़ने की कार्रवाई शुरू की।

केरल में कोच्चि में राष्ट्रीय जांच एजेंसी-एनआईए की अदालत ने कश्मीर भर्ती मामले का मुकदमा शुरू किया। अदालत ने एनआईए के वकील के अनुरोध के बाद मुकदमें की कार्रवाई बन्द कमरे में करने का निर्देश दिया। यह मामला, देश के खिलाफ युद्ध छेड़ने के लिए केरल के युवाओं को भर्ती करने से संबंधित है। इस मामले में लश्कर-ए-तयैबा के टी नासिर सहित चौबीस लोग आरोपी हैं, जिनमें से १८ को आज कड़ी सुरक्षा के बीच अदालत में लाया गया। दो आरोपी लापता हैं। पाकिस्तानी नागरिक अब्दुल रहमान उर्फ वली को इस पूरे भर्ती मामले का साजिशकर्ता बताया जा रहा है। उसे भगोड़ा घोषित किया गया है। यह मामला शुरू में २००८ में कन्नूर के इडकाड थाने में दर्ज कराया गया था, बाद में इसे राष्ट्रीय जांच एजेंसी को सौंप दिया गया था।

गृह मंत्रालय ने राष्ट्रीय आतंकवाद निरोधक केन्द्र के मुद्दे पर बातचीत करने के लिए सभी राज्यों के मुख्य सचिवों और पुलिस महानिदेशकों की नौ मार्च को बैठक बुलायी है।
इससे पहले गृह मंत्रालय ने राष्ट्रीय आतंकवाद निरोधक केन्द्र को पहली मार्च से चालू न करने का फैसला किया था। गृह मंत्री पी चिदम्बरम ने मुख्यमंत्रियों को लिखे एक पत्र में कहा था कि इस केन्द्र के बारे में अगला कदम पुलिस प्रमुखों और राज्यों की आतंकवाद निरोधक इकाइयों के प्रमुखों के साथ बैठक करने के बाद उठाया जाएगा।

मध्यप्रदेश में आर टी आई कार्यकर्ता शहला मसूद की हत्या के सिलसिले में कल भोपाल में सी बी आई द्वारा गिरफ्तार दो लोगों को आज इन्दौर में सी बी आई की विशेष अदालत में पेश किया जाएगा। सी बी आई ने कल इस मामले में भोपाल की इंटीरियर डिजाइनर जहिदा परवेज और एक अन्य व्यक्ति को गिरफ्तार किया था। सी बी आई के अधिकारी इन दोनों को आज भोपाल से इन्दौर ले गए हैं। सहला मसूद की पिछले वर्ष १६ अगस्त को भोपाल में कोहेफिजा बस्ती में उनके घर के बाहर गोली मारकर हत्या कर दी गई थी।

मुंबई पुलिस ने बेहिसाब संपत्ति के मामले में मुंबई कांग्रेस के पूर्व प्रमुख कृपाशंकर सिंह के विरूद्ध भ्रष्टाचार निरोधक कानून के तहत प्रथम सूचना रिपोर्ट दर्ज की है। बम्बई उच्च न्यायालय ने पिछले सप्ताह मुंबई पुलिस आयुक्त अरूप पटनायक को निर्देश दिया था कि वे कांग्रेस विधायक श्री सिंह की कथित बेहिसा संपत्ति की जांच करें और उन पर भ्रष्टाचार निरोधक कानून के तहत आपराधिक मुकदमा दर्ज करें। अदालत ने यह आदेश सामाजिक कार्यकर्ता संजय तिवारी की जनहित याचिका पर दिया था।
कल बांदरा में निर्मल नगर थाने में दर्ज एफआईआर में कृपाशंकर सिंह की पत्नी, बेटे, बहू, बेटी और दामाद के नाम भी हैं। न्यायालय ने याचिका को विचाराधीन रखते हुए पुलिस आयुक्त को १९ अप्रैल तक पालन रिपोर्ट दाखिल करने का निर्देश दिया था।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने देश में पर्यटकों के लिए आरामदेह और झंझटों से मुक्त प्रवास की सुविधा देने के लिए बहुमुखी नीति की आवश्यकता पर जोर दिया है। उन्होंने कहा कि पर्यटन क्षेत्र के विस्तार के लिए पर्याप्त बुनियादी सुविधाएं, रेल, सड़क और विमान संपर्क तथा ऐसे होटलों की उचित व्यवस्था होनी चाहिए, जो हर बजट के अनुकूल हों।
नई दिल्ली में आज राष्ट्रीय पर्यटन पुरस्कार समारोह में राष्ट्रपति ने जोर देकर कहा कि पर्यटन क्षेत्र में अपेक्षाकृत कम निवेश से ज्यादा रोजगार पैदा होता है। उनका कहना था कि पर्यटन देश में आर्थिक वृद्धि और विकास को गति दे सकता है।
राष्ट्रपति ने कहा कि लोग स्वास्थ्य के बारे में अधिक सजग हो रहे हैं और भारत की आयुर्वेद चिकित्सा और योग में दिलचस्पी बढ़ रही है। बौद्ध तीर्थ स्थलों जैसे आध्यात्मिक स्थलों और ग्रामीण हस्तशिल्प तथा खानपान पर्यटकों के बीच अधिक लोकप्रिय है।
राष्ट्रपति ने कहा पर्यटन को बढ़ावा देने के लिए नई तकनीक का उपयोग किया जा सकता है।

श्रीमती पाटील ने पर्यटन के विभिन्न क्षेत्रों में उल्लेखनीय प्रदर्शन के लिए पुरस्कार भी प्रदान किए। सिक्किम को पूर्वोत्तर राज्य में पर्यटन को बढ़ावा देने वाले सर्वोत्तम राज्य का पुरस्कार मिला जबकि मध्यप्रदेश ने भारत के शेष राज्यों में यह पुरस्कार जीता।

उत्तर प्रदेश विधानसभा चुनाव के सातवें और अंतिम चरण के लिए तैयारियां पूरी की जा रही हैं। इस चरण के लिए प्रचार कल शाम समाप्त हो जाएगा। इस चरण में राज्य के पश्चिमी और तराई वाले इलाकों के दस जिलों में ६० निर्वाचन क्षेत्रों में शनिवार को वोट डाले जाएंगे।

मुख्य मुकाबला सत्तारूढ़ कांग्रेस- राष्ट्रवादी कांग्रेस पार्टी गठबंधन और भारतीय जनता पार्टी-महाराष्ट्रवादी गोमांतक पार्टी गठबंधन के बीच है।

सरकार ने कहा है कि देश में सड़क दुर्घटनाओं की बढ़ती संख्या पर अंकुश लगाने के लिए १२वीं पंचवर्षीय योजना में कई उपाय किए जाएंगे। नई दिल्ली में राष्ट्रीय सड़क सुरक्षा परिषद की बैठक में सड़क और राजमार्ग मंत्री सीपी जोशी ने पारदर्शिता सुनिश्चित करने, कार्यकुशलता बढ़ाने और त्वरित सेवाएं उपलब्ध कराने के लिए सड़क परिवहन में सूचना टैक्नॉलजी के उपयोग की अपील की। उन्होंने कहा कि केंद्र सरकार चालकों को प्रशिक्षित करने और सड़क सुरक्षा के बारे में जागरूकता बढ़ाने के लिए और अधिक विश्व स्तरीय मोटर ड्राइविंग इंस्टीट्यूट स्थापित करेगी।
उन्होंने कहा कि हमारे देश में हर वर्ष एक लाख ३४ हजार से भी अधिक लोग सड़क दुर्घटनाओं में मारे जाते हैं, जो विश्व में सबसे अधिक है।

नागर विमानन मंत्री अजीत सिंह ने कहा कि संकट में घिरी किंगफिशर एयरलाइन्स को सिर्फ इसलिए बंद नहीं किया जा सकता कि उसे घाटा हो रहा है और बैंक उधार नहीं दे रहे है। श्री अजीत सिंह ने आज नई दिल्ली में पत्रकारों से कहा कि जब तक यात्रियों की सुरक्षा को कोई खतरा नहंीं होता और एयरलाइन्स समय सारणी का पालन कर रही है, तब तक उसे बंद क्यों किया जाए।
पत्रकारों ने प्रश्न किया था कि अगर किंगफिशर ने नियमों का उल्लंघन किया तो क्या सरकार कड़ी कार्रवाई करेगी।
उधर, बैंकों ने किंगफिशर के मालिक विजय मालया से कहा है कि वे बैंको से और धन लेने से पहले अपनी तरफ से और पूंजी लगाये।
श्री अजीत सिंह ने कहा कि किंगफिशर ने नागर विमानन महानिदेशक को अपनी उड़ानों की नई समय सारणी दी है जिसके पालन पर कड़ी नजर रखी जाएगी।

केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश ने आज रांची में विभिन्न केंद्रीय योजनाओं की समीक्षा बैठक की। उन्होंने सारंडा कार्य योजना, मनरेगा और प्रधानमंत्री ग्रामीण सड़क योजना के बारे में रिपोर्ट मांगी। हमारे संवाददाता ने खबर दी है कि राज्य सरकार के अधिकारियों ने मनरेगा और प्रधानमंत्री ग्रामीण सड़क योजना के लिए धनराशि जारी किये जाने का अनुरोध किया है। श्री रमेश ने इस बारे में जल्दी कदम उठाने का आश्वासन दिया।

देश की आर्थिक वृद्धि दर चालू वित्त वर्ष की तीसरी तिमाही में गिरकर छह दशमलव एक प्रतिशत रह गई जो दो वर्षों से अधिक समय में सबसे कम है। विनिर्माण, खनन और कृषि क्षेत्रों के खराब प्रदर्शन के कारण इसमें गिरावट आई है। आज जारी सरकारी आंकड़ों के अनुसार पिछले वित्त वर्ष की तीसरी तिमाही में सकल घरेलू उत्पाद की वृद्धि दर आठ दशमलव तीन प्रतिशत थी। चालू वित्तवर्ष में अप्रैल से दिसम्बर तक की अवधि में भी ये वृद्धि दर छह दशमलव नौ प्रतिशत रही जो २०१०-११ के पहले नौ महीनों में आठ दशमलव एक प्रतिशत थी। ३१ दिसम्बर को समाप्त तिमाही के दौरान विनिर्माण क्षेत्र की वृद्धि दर २०१०-११ की इसी अवधि के सात दशमलव आठ प्रतिशत के मुकाबले मात्र शून्य दशमलव चार प्रतिशत रही। खनन क्षेत्र का उत्पादन, इस तिमाही में तीन दशमलव एक प्रतिशत रहा, जो पिछले वित्त वर्ष की इसी तिमाही में छह दशमलव एक प्रतिशत था। कृषि उत्पादन की वृद्धि दर भी इस तिमाही में केवल दो दशमलव सात प्रतिशत रही जो पिछले वर्ष की इसी अवधि में ग्यारह प्रतिशत थी।

देश में स्वास्थ्य के लिए खर्च बढ़ाकर सकल घरेलू उत्पाद के ढाई प्रतिशत तक किया जाएगा। प्रधानमंत्री डॉक्टर मनमोहन सिंह के निर्देश पर प्रधानमंत्री कार्यालय में हुई बैठक में यह फैसला लिया गया। बैठक में नेशनल कमीशन फॉर मैेक्रोइकनॉमिक्स और योजना आयोग द्वारा गठित स्वास्थ्य संबंधी उच्चस्तरीय विशेषज्ञ दल की सिफारिशें लागू करने पर विशेष रूप से चर्चा हुई।
प्रधानमंत्री ने १२वीं योजना के दौरान स्वास्थ्य क्षेत्र के लिए खर्च बढाने की आवश्यकता पर जोर दिया है ताकि इस क्षेत्र में लिए पर्याप्त धन दिया जा सके। उन्होंने यह भी कहा कि स्वास्थ्य क्षेत्र के लिए धन की कमी नहीं होने दी जाएगी, लेकिन उसका सार्थक उपयोग करने के लिए केन्द्र और राज्य स्तर पर उपयुक्त क्षमता तैयार की जानी चाहिए।
बैठक में तय किया कि स्वास्थ्य क्षेत्र में कुल सरकारी खर्च मौजूदा एक दशमलव चार प्रतिशत से बढ़ाकर १२वीं योजना के अंत तक सकल घरेलू उत्पाद के ढाई प्रतिशत तक करने की दिशा में प्रयास किये जाने चाहिए।

बम्बई शेयर बाजार के शुरूआती कारोबार में संसेक्स २६९ अंको की वृद्धि हुई। फंडों और छोटे निवेशकों की लिवाली तथा विश्व के शेयर बाजारों में मजबूती के रूख के कारण सेन्सेक्स में वृद्धि दर्ज हुई। तीसरे पहर के कारोबार में सेन्सेक्स में कुछ समय के लिए गिरावट आई लेकिन बाद में यह संभला, लेकिन अब से कुछ देर पहले यह २२ अंक की गिरावट के साथ १७ हजार ७०८ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ८ अंक गिरकर ५ हजार ३६६ पर था।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज २४ पैसे मजबूत हुआ। एक डॉलर की कीमत ४८ रूपये ८३ पैसे बोली गई।

जम्मू में, निजी मीडिया ने आज लगातार तीसरे दिन विधानसभा की कार्यवाही का बहिष्कार किया। वे विधानसभा अध्यक्ष मोहम्मद अकबर लोन की इस कथित टिप्पणी का विरोध कर रहे हैं कि मीडिया पर उनका नियंत्रण है। पत्र-पत्रिकाओं और टेलीविजन के पत्रकार आज सुबह भी विधानसभा परिसर के बाहर धरने पर बैठकर अध्यक्ष से अपनी टिप्पणी हटाने की मांग करते रहे। प्रश्नकाल शुरू होते ही सत्ता पक्ष और विपक्ष के सदस्यों ने मीडिया की तरफ से इस बहिष्कार का मुद्दा उठाया। उन्होंने अध्यक्ष से अपील की कि सदन की ओर से मीडिया से अनुरोध किया जाना चाहिए कि वे बहिष्कार खत्म करके प्रेस दीर्घा में अपना काम फिर से शुरू करे।ब्यौरा हमारे संवाददाता से-

असम विधानसभा का बजट सत्र कल राज्यपाल जानकी वल्लभ पटनायक के अभिभाषण से शुरू होगा। इस सत्र में सदन की १५ बैठकें होगी। मुख्यमंत्री तरूण गोगोई, १२ मार्च को वर्ष २०१२-१३ का बजट पेश करेंगे। उनके पास वित्त विभाग भी है। सत्र में १२ विधेयक रखे जाने की संभावना है।

असम में १२६ सदस्यों वाली राज्य विधानसभा के २१ विधायकों को आज संसदीय सचिवों के रूप में शपथ दिलाई गई। मुख्यमंत्री तरूण गोगोई ने गुवाहाटी में आयोजित एक समारोह में इन्हें पद और गोपनीयता की शपथ दिलाई। इन संसदीय सचिवों को कैबिनेट मंत्री का दर्जा दिया गया है। इनके विभागों का आवंटन जल्द कर दिया जाएगा। आज जिन्हें शपथ दिलाई गई, उनमें १९ कांगे्रस के और दो सत्तारूढ़ गठबंधन के सहयोगी बोडोलैंड पीपुल्स फ्रंट के हैं। तरूण गोगोई मंत्रिमंडल में १९ मंत्री हैं, जिनमें १५ कैबिनेट रैंक के और चार स्वतंत्र प्रभार के राज्यमंत्री हैं।

राजस्थान सरकार ने इस वर्ष किसानों को सात हजार करोड़ रूपये के कृषि ऋण उपलब्ध कराए हैं। राज्य के सहकारिता मंत्री प्रसादी लाल मीणा ने आज विधानसभा में घोषणा करते हुए कहा कि किसानों के लिए ऋण की सीमा भी एक लाख रूपये तक बढ़ा दी गई है। उन्होंने कहा कि जो किसान समय पर ऋण चुकाएंगे, वे अगली बार ऋण ले सकेंगे और राज्य सरकार एक दिन के अन्दर उनका ऋण मंजूर करेगी। शिक्षा मंत्री बृजकिशोर शर्मा ने सदन को सूचित किया कि राज्य सरकार सर्वशिक्षा अभियान के तहत ४१ हजार प्राथमिक स्कूल शिक्षकों की भर्ती कर रही है।

डीएमके पार्टी ने केंद्र से आग्रह किया है कि श्रीलंका में एलटीटीई के खिलाफ लड़ाई के अंतिम चरणों में तमिलों के नरसंहार और युद्ध अपराधों की जांच के प्रस्ताव पर संयुक्त राष्ट्र मानवाधिकार सम्मेलन में वोटिंग होने पर, वह श्रीलंका सरकार को समर्थन न दे। आज तमिलनाडु में चेन्नई में जारी बयान में डीएमके प्रमुख एम. करूणानिधि ने पिछले वर्ष अप्रैल में डीएमके की उच्च स्तरीय बैठक में पारित उस प्रस्ताव का उल्लेख किया, जिसमें युद्ध अपराधों के दोषियों को सजा देने की मांग की गई थी। उन्होंने कहा कि हाल में जारी संयुक्त राष्ट्र पैनल की एक रिपोर्ट के अनुसार इस युद्ध के अंतिम चरणों में ४० हजार से अधिक निर्दोष तमिल मारे गए थे।

केबिनेट की नियुक्तियों से सम्बद्ध समिति ने सुश्री संगीता गैरोला को संस्कृति मंत्रालय का सचिव बनाने की स्वीकृति दे दी है। सुश्री गैरोला १९७७ बैच की राजस्थान कैडर की आई ए एस अधिकारी हैं। वे इस समय सामाजिक न्याय और आधिकारिता मंत्रालय में विशेष सचिव हैं।

सार्वजनिक रोजगार कार्यक्रम और स्थायी समावेशी विकास के बारे में नई खोजों पर तीन दिन का एक अंतर्राष्ट्रीय सम्मेलन कल नई दिल्ली में शुरू हो रहा है। सम्मेलन में ३२ देशों के श्रम मंत्री भाग लेंगे। एक सरकारी विज्ञप्ति के अनुसार विभिन्न देशों के बीच नई खोजों के बारे में सूचनाओं के आदान-प्रदान और क्षमता निर्माण तथा बेहतर समावेशी विकास की रणनीति पर मुख्य रूप से ध्यान केंद्रित किया जाएगा। सार्वजनिक नीति के उदाहरण के रूप में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गांरटी योजना पर भी चर्चा होगी। इसके अलावा लोक निर्माण कार्यक्रमों और रोजगार गारंटी योजना की उपयोगिता के बारे में भी बातचीत करेंगे।

संयुक्त राष्ट्र मानवाधिकार परिषद ने सीरिया से नागरिकों के खिलाफ सुरक्षा बलों के हमले तुरंत रोकने को कहा है। परिषद वहां मानवता के प्रति अपराध सहित मानवाधिकारों के उल्लंघन के लिए जिम्मेदार लोगों के बारे में कोई फैसला लेने का मसौदा प्रस्ताव पास करने को पूरी तरह तैयार है। इस प्रस्ताव पर बृहस्पतिवार को मतदान की संभावना है। संयुक्त राष्ट्र के राजनीतिक मामलों के अवर महासचिव लिन पास्को ने जिनेवा में संयुक्त राष्ट्र मानवाधिकार परिषद के आपात सत्र में बताया कि सीरिया में जारी हिंसा में अब तक साढ़े सात हजार से अधिक लोग मारे जा चुके हैं।

चीन के विदेश मंत्री यांग ची इचि दो दिन की सरकारी यात्रा पर आज शाम नई दिल्ली पहुंच रहे हैं। इस यात्रा के दौरान श्री यांग, विदेश मंत्री एस. एम. कृष्णा के साथ आपसी, क्षेत्रीय और अंतर्राष्ट्रीय महत्व के मुद्दों पर चर्चा करेंगे। सरकारी विज्ञप्ति कें अनुसार दोनों विदेश मंत्री २८ और २९ मार्च को नई दिल्ली में होने वाली ब्रिक्स शिखर बैठक के बारे में भी बातचीत करेंगे।

नेपाल में संविधान सभा के अध्यक्ष सुभाष चंद्र नेमवांग ने आज काठमांडू में प्रधानमंत्री बाबू राम भट्टाराई से मुलाकात की और संविधान का मसौदा तैयार करने के रूके काम की ओर उनका ध्यान दिलाया। श्री नेमवांग ने बताया कि उन्होंने राजनीतिक दलों से कहा है कि नए संविधान का मसौदा २८ मई तक तैयार हो जाना चाहिए। उन्होंने इस बारे में राजनीतिक दलों के बीच कोई सहमति नहीं बनने पर चिंता व्यक्त की। श्री नेमवांग ने प्रधानमंत्री से अनुरोध किया कि वे शांति प्रक्रिया पूरी करने और संविधान का मसौदा तैयार करने के दोहरे काम पर ध्यान केंद्रित करें।

Delhi Police today arrested two suspected terrorists of Lashkar-e-Toiba in New Delhi. Delhi Police Spokesman Rajan Bhagat confirmed the arrest of the two terrorists, but refused to divulge any details. He said the operations are still going on and it will not be appropriate to divulge information now. The police had launched the operation to nab these two suspects after receiving inputs from Central intelligence agencies.

President Pratibha Devisingh Patil has stressed the need for multi pronged strategy to ensure hassle free and comfortable stay of tourists in the country. She said that adequate infrastructure, proper rail, road and air connectivity and accommodation facilities, which cater to various budgets are some of the important factors in expanding the tourism sector.
Addressing the National tourism awards function in New Delhi today, the President said tourism generates more jobs for relatively less investment. She said that tourism can be the driver of economic growth and development of a country.
"Tourism can be the driver of economic growth and development of a country. The great advantage of the tourism sector lies in its capacity to generate employment for not only specialized managerial and hospitality skills, but it also provides livelihood opportunities for other skilled and semi-skilled personnel."

Mrs. Patil said, people are getting more conscious about their health and there is growing interest in the Indian system of Ayurveda treatment and yoga. Spiritual sites such as Buddhist Circuit and rural traditions handicrafts and food are also popular among tourists.
The President said that new technology like e-ticket and e- booking can be used to promote tourism.
"The tourism industry needs to further explore, how new technologies can be used to generate great interests amongst people, to encourage them to travel, and to do so more conveniently."
Speaking on the occasion Tourism Minister Subodh Kant Sahay said, his ministry has introduced three new category of awards from this year. These include The Best State Campaign Clean India and Best Heritage walk.
 Mrs. Patil gave away the awards in various areas of tourism. Sikkim bagged best tourism promoter award among the northeastern states, while Madhya Pradesh received this award in the rest of India category.

The government today said several measures will be taken during the 12th five year plan to prevent growing numbers of road accidents in the country. Speaking at the National Road Safety Council meeting in New Delhi, minister for Road and Highways C P Joshi called for application of Information Technology in road transport to ensure transparency, increase efficiency and provide speedy services. Mr. Joshi said that the centre will set up more world class motor driving institutes to train drivers and generate awareness about issues of road safety. The Minister said, every year over 1.34 lakh people die due to road accidents in the country which is the highest in the world.

The government is focusing on development of clean coal technologies in coal mining in the country. Addressing the valedictory session of the International Summit of Coal Asia 2012 in New Delhi, the Coal minister Sriprakash Jaiswal said that the efforts to ensure consistency in quality of coal supplies have helped in augmenting washed coal production for power generation. Mr. Jaiswal said, coal is the main stay of the country energy and our dependence on the same is likely to continue for quite some time in to the future. He emphasized the need for early solutions of various problems facing the coal sector.

Telecom Minister Kapil Sibal has said that India is looking at holding spectrum auctions for the fourth generation, 4G mobile services by the end of this year. While speaking at the India Day function, organised by the department of telecommunications, at the Mobile World Congress in Barcelona, Spain, Mr. Sibal said, they will finalise plans to sell off radio waves for the 2G services. Mr. Sibal also said that the government does not want to put all the spectrum for auction at one go, but their final decision will depend on the recommendations of the Telecom Regulatory Authority of India. The minister said that the government will auction 2G spectrum, to be vacated by the cancellation of licenses, following the Supreme Court order. He said, the procedure for holding spectrum auctions should be very transparent.

India's economic growth rate slipped to 6.1 per cent in the third quarter this fiscal, the lowest in more than 2 years. This fall was due to poor performance of the manufacturing, mining and farm sectors. As per the latest data released by the government today, the Gross domestic product, GDP growth in the third quarter from October to December last fiscal was 8.3 per cent. GDP in April-December period also moderated to 6.9 per cent from 8.1 per cent in the first nine months of 2010-11. During the quarter ending December 31st, growth in the manufacturing sector dipped to a meagre 0.4 per cent from 7.8 per cent in the corresponding period of 2010-11. Mining and quarrying production contracted by 3.1 per cent during the quarter under review, as against a growth of 6.1 per cent in the third quarter of last fiscal.

In Madhya Pradesh, two accused arrested by the CBI yesterday in connection with killing of RTI activist Shehla Masood in Bhopal will be produced today in the Designated CBI Court at Indore. The CBI had arrested a Bhopal-based Interior Designer Zahida Pervez and another person in this case yesterday. The CBI officials have taken both the persons to Indore from Bhopal today. Shehla Massod was shot dead outside her residence at Kohefiza locality in Bhopal on the 16th August last year.

The Mumbai Police has registered a First Information Report (FIR) against the former Mumbai Regional Congress Committee President Kripashankar Singh under anti- corruption law in connection with a disproportionate assets case. The Bombay High Court had last week directed the Mumbai Police Commissioner Arup Patnaik to investigate the alleged disproportionate assets of Singh and prosecute the Congress MLA for "criminal misconduct" under the Prevention of Corruption Act. The court order had come on a PIL filed by activist Sanjay Tiwari.
The FIR, filed yesterday at Nirmal Nagar police station in suburban Bandra, also names Singh's wife, son, daughter, son-in-law and daughter-in-law. The court, while keeping the PIL pending, directed the Commissioner of Police to file a compliance report by April the 19th.

In Kerala, the trial of the Kashmir Recruitment case began at the NIA Court in Kochi this morning. The Court directed that the proceedings be held in-camera following a request from the NIA counsel in this regard, immediately after the proceedings began. The case relates to the recruitment of youths from Kerala for waging war against the country. 24 persons are accused in the case including Lashkar-e-Toiba activist Thadiyantevide Nasir. 18 of the accused were brought to the court this morning amidst tight security. Two accused in the case are absconding. A Pak national, Abdul Rehman alias Wali, who has been declared absconding is said to be the mastermind behind the recruitment. The case was initially registered at Edakkad Police Station in Kannur in 2008 and was later transferred to the NIA.

In Uttar Pradesh, the preparations for the seventh and final phase of assembly elections are in its last leg. Campaigning for this phase comes to an end tomorrow. The election for 60 assembly constituencies spread over 10 districts of western and terai regions will be held on Saturday.
The Election Commission has made elaborate arrangements for peaceful polling. As many as 962 candidates including 100 women are in the fray.

In Assam, 21 Legislators of the 126-member State Legislative Assembly today took oath as Parliamentary Secretaries. Chief Minister Tarun Gogoi administered the oath of office and secrecy to the newly-appointed Parliamentary Secretaries at a swearing-in function held at Sankardev Kalakshetra in Guwahati today. The Parliamentary Secretaries have been given the rank of Cabinet Ministers. The portfolios of the Parliament Secretaries will be allocated soon. Among the Parliamentary Secretaries sworn-in, 19 are from the Congress and two from the ruling coalition partner-Bodoland Peoples Front. The Tarun Gogoi-led Ministry has altogether 19 Ministers, 15 of them are of Cabinet rank and four Ministers of State with independent charge.

In Jammu and Kashmir the entire Private Media continued its boycott of the proceedings of the Legislature for the third consecutive day today protesting against Speaker Mohammad Akbar Lone's alleged remarks that media was under his control. Both print and electronic private media, this morning again assembled outside the Legislative Assembly complex and sat on dharna demanding the Speaker to 'expunge' his remarks. "Opposition Peoples Democratic Party (PDP) members entered into a heated argument with a National Conference MLA Nazir Ahmed Gurezi over his remarks that the Speaker had not said anything objectionable which should have prompted the Private Media to boycott the House proceedings and added that Media should discharge their duties in a responsible manner. This led to the walkout by PDP members from the Assembly. Four Legislators of BJP also walked out on the issue. On the insistence of Minister of Parliamentary Affairs Ali Mohd. Sagar and some other opposition legislators, Speaker made an appeal to the Media to resume their duties in the Press galleries. In Tamil Nadu, the DMK party has urged the centre not to extend support to Sri Lanka when a resolution, calling for a probe into war crimes and genocide of Tamils during the final stages of war against LTTE, is to be put to vote at the UN Human Rights convention. In a statement issued in Chennai today, the party president Mr. M. Karunanidhi recalled the resolution passed at the DMK high level committee meeting in April last year demanding that those guilty of war crimes should be punished. He said a UN Panel report which was released recently had stated that during the final stages of the war, more than 40,000 innocent Tamils were killed.

The Civil Aviation Minister Ajit Singh today said the beleaguered Kingfisher Airlines cannot be closed down just because it is making losses and banks are not helping it out with funds. Speaking to reporters in New Delhi, Mr. Singh said as long as passenger safety is not jeopardized, as long as they keep their schedule, why should it be closed.
He was responding to a question from reporters whether the Government would take stringent action against the airlines if it flouts rules.
His comments came even as the Vijay Mallya-owned carrier was asked by its bankers to infuse fresh equity on its own before they lent it additional funds.

The UN Human Rights Council has asked Syria to immediately halt the attacks by the security forces on civilians. The Council is all set to pass a draft resolution to decry those responsible for human rights violation including the crimes against humanity. Voting on the resolution is likely on Thursday. Lynn Pascoe, the UN Under Secretary General for Political Affairs told the UNHRC emergency session in Geneva that the death toll in the ongoing violence in Syria has crossed 7500. The move comes amid concerns that unfair trading practices, especially by China, were harming US businesses. In Pakistan, Supreme Court has issued notices to former ISI Chief Asad Durrani and the Defence Ministry after it resumed the hearing of a petition today against the funding of politicians by the spy agency. A three-judge bench led by Chief Justice Iftikhar Chaudhry also sought records related to the case filed in 1996 by former air force chief Asghar Khan. The documents sought by the bench were in-camera statements recorded in the past by Durrani, late Maj. Gen. Naseerullah Khan Babar and former Army Chief Gen. The bench said all these documents should be presented in court in sealed envelopes. At the suggestion of Attorney General Anwar-ul-Haq, the court adjourned the matter till March 8. The last hearing of the case was held 12 years ago.

Chinese Foreign Minister Yang Jiechi is arriving in New Delhi this evening on a two-day official visit to India. During his visit, Mr. Yang and External Affairs Minister, S. M. Krishna will discuss issues of bilateral, regional and global significance. According to an official release, both the Ministers will also hold discussions on the forthcoming BRICS Summit to be held in New Delhi on the 28th and 29th of next month. The Home Ministry has invited the state director generals of police and the chief secretaries of all the states for a meeting on the National Counter Terrorism Centre (NCTC) issue on the 9th of next month.
Earlier, the Home Ministry decided not to operationalise the NCTC on March first. In a letter to chief ministers, Home Minister P. Chidambaram had said that the next steps on the NCTC would be taken after the meeting of police chiefs and heads of state anti-terror units.

The Sensex at the Bombay stock Exchange rose 269 points, or 1.5 per cent, to touch the 18,000 level in opening trade, this morning, on continued buying by funds and retail investors, tracking a firm global trend. But later, after the release of GDP growth data, the Sensex gave up all its initial gains, to slip 13 points into negative territory, at 17,718 in afternoon deals, amid very volatile trade, a short while ago. Key stock indices in Japan, Hong Kong, Indonesia, Taiwan, Singapore, and South Korea were up by between 0.2 percent and 2 percent, today, on easing crude oil prices. The US Dow Jones Industrial Average had gained 0.2 per cent, overnight, to reach its highest level since May 2008.

The rupee appreciated by 24 paise to 48.83 rupees against dollar in the late morning trade today. The rise was attributed to persistent selling of dollars by banks and exporters, in view of sustained foreign capital inflows, amidst weakness of dollar in overseas market. The country's health outlay to be increased to 2.5 per cent of GDP. A meeting in the Prime minister's office decided this as directed by the Prime Minister Dr. Manmohan Singh. The meeting specifically focused on implementation of recommendations of the National Commission for Macroeconomics and Health and the High Level Expert Group on Health set up by Planning Commission.
The Prime Minister has emphasized the need for increased outlay on health sector during 12th Plan so that adequate funds are made available for the sector. He has also stated that though funds for the Health sector will not be a constraint, there is a need to create adequate capacity at the centre and the states to meaningfully absorb the increased outlay.

दिल्ली पुलिस ने आज राजधानी में लश्कर-ए-तैयबा के दो संदिग्ध आतंकवादियों को गिरफ्‌तार किया, लेकिन उसने कोई भी विवरण देने से इंकार कर दिया। पुलिस ने केंद्रीय खुफिया एजेंसियों से सूचना मिलने के बाद दोनों संदिग्ध आतंकवादियों को गिरफतार करने के लिये कार्रवाई शुरू की थी। दिल्ली पुलिस के विशेष आयुक्त पी.एन. अग्रवाल ने बताया कि दोनों आतंकवादियों को दस दिन की पुलिस हिरासत में भेज दिया गया है।

इनसे हमें काफी बड़ा कंसाइमेंट मिला है जिसमें बाम बनाने से संबंधित जो समान चाहिए वो मेट्रिक्स पासपोर्ट, मोबाइल फोन मिले हैं। इनका इरादा बहुत जल्दी ही दिल्ली के एक कराउडे मार्केट में टेरेस्ट एक्शन का था जो इनके पकड़े जाने से प्रिवेंट हुआ है।

गृहमंत्री पी. चिदम्बरम ने इस साजिश को नाकाम करने के लिए केंद्रीय एजेंसियों और तीन राज्यों के पुलिस बलों के कार्यों की सराहना की है।

हमारी एजेंसियां तीनों राज्यों के पुलिसबलों के साथ मिलकर काम कर रही थी जिन्होंने लश्करे तैयबा की आंतकी योजना को नाकाम किया है। ये एक खास माड्यूल था और इसमें दिल्ली में आतंकी हमलों को अंजाम देने की योजना बनाई थी।
आज नई दिल्ली में संवाददाता सम्मेलन में उन्होंने कहा कि सुरक्षा एजेंसियों ने दिल्ली में भीड़-भाड़ वाले इलाकों में बम-विस्फोट करने की लश्करे तैयबा की साजिश को विफल कर दिया। उन्होंने लश्करे तैयबा द्वारा किसी प्रमुख हस्ती को निशाना बनाने की संभावना से इंकार किया।
तमिलनाडु में चार गैरसरकारी संगठनों के खिलाफ एफ आई आर के मुद्दे पर गृह मंत्री ने कहा कि इन संगठनों पर आरोप है कि उन्होंने जिन उद्देश्यों के लिए धन प्राप्त किया था, उसे अन्य गतिविधियों पर खर्च किया। श्री चिदम्बरम ने बताया कि सी बी आई को इनके खिलाफ मुकदमा दर्ज करने के निर्देश दिये गये है। एक प्रश्न के उत्तर में गृह मंत्री ने कहा कि जर्मनी के नागरिक को पर्यटन वीजा से बाहर की गतिविधियों में शामिल होने के कारण कल वापस भेजा गया।

इससे पहले गृह मंत्रालय ने राष्ट्रीय आतंकवाद निरोधक केन्द्र को पहली मार्च से लागू न करने का फैसला किया था।

केंद्रीय जांच ब्यूरो ने भंवरी देवी अपहरण तथा हत्या मामले में आज जोधपुर की एक विशेष अदालत में तेरह लोगों के खिलाफ आरोप पत्र दाखिल किया। राजस्थान के पूर्व मंत्री महीपाल मदेरणा और विधायक मलखान सिंह बिश्नोई मुख्य आरोपी हैं। हमारे संवाददाता ने बताया है कि सी बी आई ने ९७ पृष्ठों के आरोप पत्र में ग्यारह अन्य पर भी आरोप लगाये है।

आरोप पत्र के साथ ९३ सबूत और ३०० गवाहों की सूची भी पेश की गई है। सीबीआई ने महीपाल मदेरणा और विधायक मलखान सिंह बिश्नोई को मुख्य अभियुक्त माना है। इसके अलावा ११ अन्य अभियुक्तों के खिलाफ भी आरोप तय किए गए हैं। इस मामले के चार अन्य अभियुक्तों सुखराज, इन्द्रा बिश्नोई, रेश्मा राम और दिनेश के खिलाफ अभी आरोप नहीं निर्धारित किए गए हैं। अनुराग वाजपेयी आकाशवाणी समाचार, जयपुर।

मध्यप्रदेश में भोपाल में आर टी आई कार्यकर्ता शहला मसूद की हत्या के मामले में सी बी आई द्वारा गिरतार दो आरोपियों को आज इंदौर की सी बी आई अदालत में पेश किया गया। अदालत ने दोनों को मंगलवार तक सी बी आई की हिरासत में भेज दिया। सी बी आई ने भोपाल की एक इंटीरियर डिज+ाइनर जाहिदा परवेज+ और एक अन्य व्यक्ति को कल गिरतार किया था। पिछले साल अगस्त में शहला मसूद की गोली मारकर हत्या कर दी गई थी।

अहमदाबाद में मेट्रोपोलिटन मजिस्ट्रेट की अदालत ने जाकिया जाफरी की उस याचिका पर अपना आदेश सुरक्षित रखा है जिसमें मांग की गई है कि गुजरात दंगों के बारे में उनकी शिकायत पर विशेष जांच दल की रिपोर्ट को खोला जाए और उसे पढ़ा जाए। मजिस्ट्रेट एम. एस. भट्ट ने २००२ के दंगों में मारे गए पूर्व कांग्रेस सांसद एहसान जाफरी की विधवा जाकिया और विशेष जांच दल-एस आई टी की दलीलें सुनने के बाद अपना आदेश शनिवार तक सुरक्षित रखा है।

सरकार ने १२वीं पंचवर्षीय योजना के अंत तक स्वास्थ्य क्षेत्र पर कुल खर्च बढाकर सकल घरेलू उत्पाद के ढाई प्रतिशत करने का फैसला किया है, जो फिलहाल एक दशमलव चार प्रतिशत है। स्वास्थ्य क्षेत्र के बारे में उच्चस्तरीय बैठक में प्रधानमंत्री ने कहा कि १२वीं योजना के दौरान स्वास्थ्य क्षेत्र के लिए धन की कमी नहीं होगी, लेकिन धन सही ढंग से खर्च हो, इसलिए केंद्र और राज्यों को अपनी क्षमता बढ़ानी होगी। बैठक में यह भी फैसला किया गया कि मंत्रालय राष्ट्र्रीय ग्रामीण स्वास्थ्य मिशन के तहत
सभी को दवाईयां उपलब्ध कराने के लिए एक केंद्रीय खरीद एजेंसी की स्थापना करेगा। इसके अलावा मंत्रालय एक मानक चिकित्सा प्रणाली भी तैयार करेगा।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने पर्यटन क्षेत्र में टिकाऊ विकास के लिए बुनियादी ढांचे के विकास पर जोर दिया है। नई दिल्ली में आज राष्ट्रीय पयर्टन पुरस्कार समारोह में पर्यटन मंत्रालय की पहल की सराहना करते हुए कहा कि १२वीं पंचवर्षीय योजना के अंत तक विश्व में पर्यटकों के आगमन में भारत की हिस्सेदारी बढ़ाकर एक प्रतिशत करने के प्रयास किए जा रहे हैं। इस समय यह शून्य दशमलव छह प्रतिशत है। श्रीमती पाटील में कहा कि पर्यटन क्षेत्र में अपेक्षाकृत कम निवेश से रोजगार के ज्यादा अवसर पैदा होते हैं।
पर्यटन देश के आर्थिक विकास और प्रगति का वाहक बन सकता है। इस क्षेत्र का सबसे बड़ा फायदा इसकी रोजगार पैदा करने की क्षमता है। इसमें न केवल प्रबंधन और आतिथ्य में कुशल विशेषज्ञों को रोजगार मिलता है, बल्कि ये कुशल और अर्द्धकुशल कर्मियों को भी आजीविका का अवसर देता है।
इस अवसर पर पर्यटन मंत्री सुबोध कांत सहाय ने कहा कि उनके मंत्रालय ने इस वर्ष से तीन नई श्रेणी के पुरस्कार शुरू किए हैं।

देश की आर्थिक विकास दर चालू वित्त वर्ष की तीसरी तिमाही में गिरकर छह दशमलव एक प्रतिशत रह गई जो दो वर्षों से अधिक समय की किसी भी तिमाही में सबसे कम है। आज सरकार द्वारा जारी आंकड़ों के अनुसार पिछले वित्त वर्ष की तीसरी तिमाही में सकल घरेलू उत्पाद की वृद्धि दर आठ दशमलव तीन प्रतिशत थी। विनिर्माण, खनन और कृषि क्षेत्रों के खराब प्रदर्शन के कारण इसकें गिरावट आई है।

वित्त मंत्री प्रणब मुखर्जी ने इस गिरावट पर निराशा व्यक्त की है। साथ ही उन्होंने आशा व्यक्त की है कि पूरे वित्त वर्ष में अर्थव्यवस्था की वृद्धि दर सात प्रतिशत हो जाएगी। उन्होंने कहा कि यह अप्रत्याशित नहीं है।

पाकिस्तान ने आज भारत के साथ व्यापार के लिए नकारात्मक सूची व्यवस्था अपनाने के प्रस्ताव को मंजूरी दी। यह व्यवस्था, आपसी व्यापार संबंधों को पूरी तरह सामान्य बनाने के उपायों के तहत इस वर्ष के अंत तक लागू कर दी जाएगी। इससे भारत से लगभग छह हजार आठ सौ वस्तुओं के आयात का रास्ता खुल जायेगा।
पाकिस्तान में फिलहाल भारत से एक हजार ९५० से कुछ अधिक वस्तुओं के आयात की अनुमति है, जिन्हें सकारात्मक सूची में रखा गया है।

मुंबई शेयर बाजार में शुरूआती तेजी के बीच सकल घरेलू उत्पाद की वृद्धि से जुड़े कमजोर आंकड़े जारी होने के बाद गिरावट का दौर आ गया और उथल-पुथल भरे कारोबार के बाद सेंसेक्स कुल २२ अंकों की मामूली तेजी के साथ १७ हजार ७५३ पर बंद हुआ। नेशनल स्टाक एक्सचेज का निफ्‌टी १० अंक बढ़कर पांच हजार ३८५ पर बंद हुआ। रूपया डालर के मुकाबले ६ पैसे मजबूत हुआ और एक डालर की कीमत ४९ रूपये १ पैसे दर्ज हुई।

Delhi Police today arrested two suspected terrorists of Lashkar-e-Toiba, LeT, in New Delhi. The police had launched the operation to nab them after receiving inputs from Central intelligence agencies. The arrested terrorists have been remanded to ten days' police custody. Talking to reporters this evening, Special Commissioner of Delhi Police, P.N. Aggarwal said, the terrorists had plans to attack crowded Delhi localities with bombs.
"We have recovered a huge consignment of material used for making bombs. They intended to carry out terrorist action in a crowded market in Delhi which has been prevented with their arrest."
Addressing a press conference, Home Minister, P. Chidambaram said, the arrest is a very important breakthrough. He however ruled out that there was any VVIP on their target and more details will emerge after questioning.
"Our agencies working together with police forces of three states, have busted an important L-e-T sponsored terrorist module. Persons were arrested in Delhi . Some other persons have been detained. This was an important module which planned a terrorist incident in Delhi."
Mr. Chidambaram lauded the work of central agencies and police forces of three states for timely busting the module. He expressed the hope that a way forward will be found about the National Counter Terrorism Center, NCTC after the meeting of Chief Secretaries, Director Generals of Police and Anti Terrorist Squads convened by the Home Secretary. On the issue of filing FIRs against four NGOs, the Home Minister said these NGOs have allegedly used the funds for activities other than the purpose for which they had obtained it. Mr Chidambaram said, the CBI has been directed to register cases against them while Tamil Nadu state police will register cases against the rest of the two. In reply to another question, Mr Chidambaram said a German national was deported yesterday because he was associated with activities not consistent with his tourist visa.

CBI today filed chargesheet against 13 persons in Bhanwari Devi abduction and murder case in a special court in Jodhpur.
"Former Minister Mahipal Maderna and MLA Malkhan Singh Vishnoi are main accused in the case. In the 97 pages charge sheet CBI also framed charges against 11 other accused . The CBI submitted 93 articles also as evidences in this case . A list of 300 witnesses has also been submitted in the CBI Special court. Mahipal Maderna and Malkhan Singh Vishnoi are in Jodhpur central jail under judicial custody. CBI is repeatedly demanding to shift them to other jails as they might affect the investigation. In Madhya Pradesh, two accused arrested by the CBI in connection with the killing of RTI activist Shehla Masood in Bhopal, were today produced in the CBI court at Indore. The court sent them in CBI remand till the 6th of March. CBI had arrested a Bhopal-based Interior Designer Zahida Pervez and another person in this case yesterday.

A metropolitan magistrate's court in Ahamedabad today reserved the order on Zakia Jaffery's plea that the Special Investigation Team's report on her complaint regarding Gujarat riots be opened and read out. Magistrate M S Bhatt heard arguments on behalf of Zakia -- the widow of former Congress MP Ehsan Jaffrey who was killed in the 2002 riots -- and the SIT at length before reserving the order for March 3.

India's economic growth rate slipped to 6.1 per cent in the third quarter this fiscal the lowest in more than 2 years. This fall was due to poor performance of the manufacturing, mining and farm sectors. As per the latest data released by the government today, the Gross domestic product, GDP growth in the third quarter from October to December last fiscal was 8.3 per cent. GDP in April-December period also moderated to 6.9 per cent from 8.1 per cent in the first nine months of 2010-11. During the quarter ending December 31st, growth in the manufacturing sector dipped to a meagre 0.4 per cent from 7.8 per cent in the corresponding period of 2010-11.

Finance Minister Pranab Mukherjee today termed the third quarter GDP growth of 6.1 per cent as disappointing but expressed hope that the economy is expected to register a growth of 7 per cent for the entire fiscal. He said in New Delhi that this was not unexpected.

The government today decided to increase its total health expenditure to 2.5 per cent of GDP by the end of the 12th Plan, from the current 1.4 per cent. A high-level meeting convened on the directions by the Prime Minister Dr Manmohan Singh, also decided that the Planning Commission be requested to allocate adequate resources for the health sector to achieve the target. The meeting suggested the Planning Commission may motivate and incentivise states to allocate more funds for the health sector, for which it would work out an appropriate mechanism in consultation with the Health Ministry.
It was also decided that the Ministry may set up a Central Procurement Agency early for providing free medicine for all through public health facilities under the National Rural Health Mission and also prepare Standard Treatment Protocols.

Pakistan today unanimously approved a proposal to switch over to a negative list regime for trade with India. It said that the list will be phased out by the year end as part of measures to fully normalise bilateral economic ties. A meeting of the Cabinet chaired by Prime Minister Yousuf Raza Gilani unanimously approved the phasing out of the negative list regime between Pakistan and India by December. The move will allow Pakistan to import some 6,800 items from India. Pakistan currently allows the import of a little more than 1,950 items from India, that are included in the positive list.
Welcoming Pakistan's policy initiative to liberalise bilateral trade, India today said, the move would open business opportunities by providing market access to Indian goods in the neighbouring country. Commerce and Industry Minister Anand Sharma said that this development reaffirms the commitment of both the governments for trade normalization.

The President, Mrs. Pratibha Devisingh Patil today strongly advocated for development of infrastructure for sustained growth in tourism. Speaking at a function after presenting National Tourism Awards in New Delhi, the President urged the Hotel Industry to look at the needs and requirements of different types of visitors and ensure quality services. Lauding the initiatives of the Tourism Ministry, Mrs. Patil said efforts are on to increase India's share of world tourist arrivals to one per cent by the end of 12th Five Year Plan. It is 0.6 per cent at present. She also stressed on proper connectivity through railways, air and highways to cater to the needs of the tourists of various budgets. The President said, tourism generates more jobs for a relatively less investment. Mrs. Patil said, India has great tourism potential and facilities like e-tickets and e-bookings can be used to promote the industry.
"The great advantage of the tourism sector lies in its capacity to generate employment for not only specialized managerial and hospitality skills, but it also provides livelihood opportunities for other skilled and semi-skilled personnel."

In Syria, the forces today launched a ground assault on the besieged city of Homs, where witnesses said, more than three weeks of bombardment has killed hundreds of people and left residents desperately short of food, water and medical supplies. Today's fighting was reported in the rebel-held Baba Amr district of Homs. According to Rights activists, the Syrian military sent troops and tanks into the city in apparent preparation for a final assault on Baba Amr.
