दक्षिण एशियाई सहयोग संगठन-सार्क का १७ वां शिखर सम्मेलन आज मालद्वीव के अद्दू द्वीप पर शुरू हो रहा है। शिखर सम्मेलन में मुक्त व्यापार समझौते के अंतर्गत व्यापार में उदारता की दिशा में प्रगति होने तथा क्षेत्रीय मानक लागू करने, प्राकृतिक आपदाओं के समय तुरन्त कार्रवाई करने और सार्क बीज बैंक स्थापित करने के समझौतों पर हस्ताक्षर होने की संभावना है।  इस वर्ष के सार्क शिखर सम्मेलन का विषय है-''आठों सदस्य देशों- पाकिस्तान, अफगानिस्तान, बांग्लादेश, भूटान, भारत, नेपाल, श्रीलंका और मालदीव के बीच सम्पर्क और सहयोग बढ़ाना। शिखर सम्मेलन में जलवायु परिवर्तन जैसे मुद्दों पर भी चर्चा होगी, जो मालदीव जैसे देशों के लिए बहुत महत्वपूर्ण है।
प्रधानमंत्री डॉ० मनमोहन सिंह भारतीय शिष्टमंडल के साथ अद्दू पहुंच चुके हैं। वे आज शाम शिखर सम्मेलन को सम्बोधित करेंगे।
डा० सिंह संगठन के सदस्य देशों के सभी प्रमुखों से भी द्विपक्षीय चर्चा कर रहे हैं।  आज पाकिस्तान के प्रधानमंत्री युसूफ रजा गिलानी से उनकी मुलाकात होने वाली है। बैठक में  आतंकवाद सहित विभिन्न मुद्दों पर चर्चा होने की संभावना हैे।
कल मालदीव में भारत के विदेश मंत्री एस.एम. कृष्णा और पाकिस्तान की विदेश मंत्री हिना रब्बानी खार की मुलाकात में मुख्य मुद्दा आतंकवाद का रहा । विदेश मंत्री एस.एम. कृष्णा ने कहा कि दोनों देशों के बीच अविश्वास कम हो रहा है।

पाकिस्तान के साथ बातचीत में आतंकवाद मुख्य मुद्दा रहता है। आपसी बातचीत में निश्चित रूप से आतंकवाद और उससे जुड़े अन्य पहलुओं पर चर्चा हुई।''
उन्होंने पाकिस्तान से कहा कि वो अपनी ज+मीन से भारत के खिलाफ आतंकवादी कार्रवाईयां न चलने दे और मुंबई आतंकी हमले के मुकदमे की कार्रवाई तेज+ करे। सुश्री खार ने आश्वासन दिया कि पाकिस्तान आतंकवादियों हरकतों के लिए अपनी ज+मीन का इस्तेमाल नहीं होने देगा। दोनों नेता इस बात पर सहमत थे कि आतंकवाद भारत और पाकिस्तान, दोनों के लिए खतरा है।
सुश्री खार ने कहा कि पाकिस्तान, भारत को व्यापार में सबसे अधिक तरजीह देने के फैसले से पीछे नहीं हटेगा। ये दोनों देशों के बीच संबंध सामान्य करने की प्रक्रिया का हिस्सा है। उनका कहना था कि इस बारे में भ्रम की कोई गुंजाइश दिखाई नहीं देती। उन्होंने कहा कि सरकार ने भारत के साथ व्यापार संबंध सामान्य करने की स्वीकृति दे दी है और सबसे अधिक वरीयता वाले देश का दर्जा उसमें शामिल बातों में से एक है।
प्रधानमंत्री ने कल भूटान के प्रधानमंत्री जिग्मे थिनले और मालदीव के राष्ट्रपति मोहम्मद नशीद के साथ आपसी मुद्दों पर चर्चा की थी। डॉक्टर मनमोहन सिंह आज  श्रीलंका के राष्ट्रपति महिन्दा राजपक्से और बांग्लादेश की प्रधानमंत्री शेख हसीना के साथ द्विपक्षीय चर्चा करने वाले हैं।
शिखर सम्मेलन के बाद प्रधानमंत्री मालदीव की राजधानी माले जायेंगे। पिछले नौ वर्षो में किसी भारतीय प्रधानमंत्री की यह पहली माले यात्रा होगी।
प्रधानमंत्री मनमोहन सिंह शनिवार को मालदीव की संसद पीपुल्स मजलिस को भी सम्बोधित करेंगे।

सत्रहवें सार्क शिखर सम्मेलन में आज प्रधानमंत्री के भाषण का आकाशवाणी से सीधा प्रसारण किया जाएगा। समाचार सेवा प्रभाग सार्क शिखर सम्मेलन के बारे में अंग्रेजी और हिन्दी में चर्चा प्रसारित करेगा। यह कार्यक्रम शाम चार बजकर पांच मिनट से राजधानी चैनल और अतिरिक्त मीटरों पर भी सुना जा सकेगा। प्रधानमंत्री के भाषण की रिकार्डिंग रात साढ़ नौ बजे से नेशनल चैनल, एफ एम गोल्ड चैनल और अन्य चैनलों पर प्रसारित की जाएगी।

सेना ने जम्मू-कश्मीर के पुंछ क्षेत्र में नियंत्रण रेखा पर घुसपैठ की कोशिश कल रात नाकाम कर दी। अधिकारियों ने बताया कि सैनिकों ने पुंछ क्षेत्र में बालाकोट पट्टी में नियंत्रण रेखा के करीब एक नाले के पास कुछ उग्रवादियों को देखा और उन्हें ललकारा। दोनों तरफ से गोलियां चली लेकिन उग्रवादी सीमापार से गोलीबारी की आड़ में भाग निकले।

जम्मू-कश्मीर एकीकृत कमान मुख्यालयं ने कल राज्य की सुरक्षा स्थिति की समीक्षा की। जम्मू में मुख्यमंत्री उमर अब्दुल्ला की अध्यक्षता में हुई बैठक में राज्य के कुछ भागों से सशस्त्र सेना विशेष अधिकार कानून हटाने सहित सुरक्षा से जुडे+ अनेक मुद्दों पर चर्चा हुई।

लगभग तीन घंटे तक चली संयुक्त कमान की मीटिंग में राज्य के मुख्यमंत्री  उमर अब्दुल्ला ने जहां एक तरफ राज्य के कुछ इलाकों से सशस्त्र बलों के विशेष अधिकार अधिनियम को हटाने की आवश्यकता पर बल दिया। वहीं सेना ने इस अधिनियम को आंशिक रूप से हटाने पर यह कह कर अपनी अपात्ति जताई कि राज्य, खासकर कश्मीर घाटी में आतंकवाद का मुकाबला करने के लिए इस अधिनियम का बने रहना आवश्यक है। सेना के अधिकारियों का यह मानना था कि घाटी में अब भी आतंकी कार्रवाइयां हो रही है और ऐसे में इस अधिनियम को कुछ इलाकों से हटाने से हालात में बिगाड़ आ सकता है। केंद्रीय गृहमंत्रालय और राज्य सरकार का मानना है कि इस एक्ट को राज्य के ऐसे इलाकों से हटाया जा सकता है जहां पिछले कुछ समय से हालात सामान्य बने आ रहे हैं। आकाशवाणी समाचार के लिए जम्मू से आर के रैना।''
बैठक में उप मुख्यमंत्री तारा चन्द के अलावा सेना के पांच कमांडर, सीमा सुरक्षा बल, केन्द्रीय आरक्षी पुलिस बल और सभी खुफिया एजेंसियों के प्रमुखों सहित सभी सुरक्षा एजेंसियों के वरिष्ठ अधिकारी शामिल हुए।

सरकार ने गुरूदेव रवीन्द्रनाथ ठाकुर  की स्मृति में वसुधैव कुटुम्बकम के मूल्यों को बढ़ावा देने में उल्लेखनीय योगदान के लिए एक अंतरराष्ट्रीय पुरस्कार शुरु किया है। सरकारी विज्ञप्ति में कल बताया गया कि केन्द्रीय संस्कृति मंत्रालय ने पुरस्कार के लिए नियमावली तैयार कर ली है और प्रक्रिया से सम्बन्धित ब्यौरा तय किया जा रहा है।
एक करोड़ रुपये की राशि के पहले पुरस्कार की घोषणा गुरूदेव के १५० वीं जयंती समारोहों के समापन के अवसर पर अगले साल ७ मई को की जाएगी।

उत्तर प्रदेश के लोकायुक्त एन के महरौत्रा ने मायावती सरकार के चार मंत्रियों के खिलाफ भ्रष्टाचार की शिकायतें खारिज कर दी है।
ऊंचें जानकार सूत्रों के हवाले से हमारे लखनऊ संवाददाता ने खबर दी है कि लोकायुक्त ने कहा कि बागवानी मंत्री नारायण सिंह, संसदीय कार्यमंत्री लालजी वर्मा, खाद्य और सार्वजनिक वितरण मंत्री रामप्रसाद चौधरी और होम्योपैथी चिकित्सा मंत्री, नंदगोपाल गुप्ता के खिलाफ भ्रष्टाचार, जमीन हड़पने, बेहिसाब सम्पत्ति और विधायक कोष के दुरूपयोग की शिकायतें विचार योग्य नहीं हैं।
भ्रष्टाचार के मामले में लोकायुक्त द्वारा दोषी पाये जाने के आधार पर मुख्यमंत्री मायावती अपने चार मंत्रियों राजेश त्रिपाठी, अवधपाल सिंह, रंगनाथ मिश्र और बादशाह सिंह को बर्खास्त कर चुकी हैं।

सुरक्षाबलों की देखरेख में कल तेल टैंकरों सहित ८० से अधिक ट्रक मणिपुर पहुंचे। ट्रकों में लायी गई सामग्री लोगों को वितरित की गई। राज्य सरकार ने सोमवार को पुलिस बल की देखरेख में एक हजार नौ सौ वाहनों को पेट्रोल और खाद्यान्न लाने के लिए असम के सिलचर में भेजा था। युनाइटेड नगा काउंसिल के आह्‌वान पर की गई आर्थिक नाकेबंदी के कारण राज्य में आवश्यक वस्तुओं का भारी संकट पैदा हो गया है।

अंतर्राष्ट्रीय ऊर्जा एजेंसी का कहना है कि अगर पश्चिम एशिया और उत्तर अफ्रीका के तेल उत्पादक क्षेत्र में निवेश बहुत अधिक गिरा तो तेल के दाम १४७ डॉलर प्रति बैरल की रिकार्ड ऊंचाई को भी पार कर सकते हैं। एजेंसी ने कल लंदन में २०११ के लिए अपनी वार्षिक विश्व ऊर्जा अनुमान रिपोर्ट जारी की।

अंतर्राष्ट्रीय ऊर्जा आयोग की रिपोर्ट के अनुसार यदि मध्यपूर्व और उत्तरी अफ्रीकी तेल उत्पादक देश, तेल का उत्पादन बढ़ाने के खर्च में तीस फीसदी की कटौती करते हैं तो तेल के दाम एक सौ पचास डॉलर प्रति बैरल पहुंचने में ज्यादा वक्त नहीं लगेगा। आयोग का मानना है कि सन्‌ २०३५ तक तेल की मांग करीब ९९ बैरल प्रति दिन हो जाएगी और इसे पूरा करने के लिए उत्पादन में और भी ज्यादा पूंजीनिवेश करना होगा। मगर तेल उत्पादक देशों के संगठन ओपेक का कहना है कि उत्पादन बढ़ाने में पूंजीनिवेश का मौजूदा स्तर पर्याप्त है। ओपेक की राय में तेल की कीमतें गिरने से अंतर्राष्ट्रीय अर्थव्यवस्था को ज्यादा नुकसान पहुंचेगा। साथ ही यूरोजोन का आर्थिक संकट भी तेल की बढ़ती कीमतों के लिए कुछ कम जिम्मेदार नहीं। अतुल तिवारी आकाशवाणी समाचार।''

उत्तराखंड सरकार ने मूल्य संवर्द्धित कर-वैट को कम करके पेट्रोल की कीमतों में प्रति लीटर ४५ पैसे की राहत दी है। राज्य के स्थापना दिवस के अवसर पर मुख्यमंत्री भुवन चंद्र खंडूरी ने इसकी घोषणा की। तेल विपणन कंपनियों ने ३ नवम्बर को पेट्रोल की कीमत में एक रुपए ८० पैसे प्रति लीटर की वृद्धि की थी।

The 17th SAARC Summit opens at Addu in Maldives this afternoon. The two-day summit is expected to move forward on liberalising trade under its Free Trade Agreement and ink new deals on regional standards, rapid response to national disasters and establishment of Seed Bank. The Prime Minister Dr. Manmohan Singh who is leading the Indian delegation to the 8-nation grouping will address the summit today.
Dr. Singh held bilateral meetings with Bhutanese Prime Minister Jigme Thinley and the Maldivian President Mohamed Nasheed yesterday. He will have meetings with the Prime Minister of Bangaldesh Sheikh Hasina and the President of Srilanka Mahinda Rajapaksa today.
The meeting between the Prime Minister Dr. Manmohan Singh and the Pakistan Prime Minister Yusuf Raza Geelani on the sidelines of the SAARC Summit is scheduled to take place this morning. Our correspondent reports that various issues including terrorism are expected to figure during the meeting.
All eyes are set on the meeting between the Prime Minister Dr Manmohan Singh and his Pakistani counterpart Gilani which is set to begin in a shortwhile from now. The foreign Ministers meeting of both the countries yesterday has set the tone for the talks. The official sources described yesterday’s meeting as fruitful, raising hopes of another break-through in India-Pak relations. The issue of terrorism will be high on the agenda between the two premiers with the Indian foreign minister already asking his counterpart to speed up the trial of 26/11 Mumbai terror attack. SM Krishna also urged his Pakistani counterpart Hina Rabbani Khar that Pakistan should work out a joint strategy with India to fight out terror. At the meeting between Foreign Minister S.M. Krishna and his Pakistani counterpart Hina Rabbani Khar yesterday, the key issue of terrorism was discussed. Mr. Krishna said, deficit between the two countries is shrinking. He asked Islamabad not to allow terrorism from its soil. He also sought speedy trial of 26/11 case.
Terror continues to be the focal point of India's dailogue process with Pakistan. So when we discuss bilateral issues, we certainly factor the terror and various ramifications.
In turn, Khar assured that her country will not allow its soil to be used for such acts.
We must be positive about the next , the future and trust deficit are bridged by improving the enviorment for sure but also taking some steps. I can say atleast on Pakistan side that we have taken steps to be able to bridge that trust deficit.
Official sources said, India also raised the issue of 26/11 trial in Pakistan and the visit of Pakistani Judicial Commission to India in connection with the Mumbai attack case. The two leaders agreed that terrorism was a threat to both countries.
Khar said, her country would not back track on the decision to confer Most Favoured Nation (MFN) status to India saying it was part of normalisation of ties between the two countries. She said, she does not see a lot of room for confusion. She said, government gave its approval for normalisation of trade ties with India and MFN is one of the many things in it.
The theme of this year's summit is 'building bridges' to intensify regional integration and develop a South Asian identity. Implementing the provisions of the South Asian Free Trade Agreements remains central to creating a more prosperous region. Issues of importance to individual nations like climate change which is very important for the host Maldives would also come up at the summit.
In his departure statement from Delhi yesterday, Dr. Manmohan Singh said that India would work to promote greater integration in South Asia. He said, SAARC has established itself as a leading mechanism for regional cooperation in the region.

Army troops foiled an infiltration bid along the Line of Control, LoC, in Poonch sector of Jammu and Kashmir late last night. Officials said, a group of militants were spotted by the troops near Nallah area close to the LoC in Balakote belt of Poonch sector and troops challenged them to stop. There was exchange of fire but the militants escaped amid cover fire from across the border.

The Unified Headquarters reviewed the overall security situation in Jammu and Kashmir at a meeting yesterday. The meeting, chaired by Chief Minister Omar Abdullah, discussed a host of security related issues including partial withdrawal of Armed Forces Special Powers Act, AFSPA. The meeting which was held at the official residence of the Chief Minister in Jammu, also deliberated on the measures to be taken in the next few months to maintain the continuing normal situation in the state. Our correspondent reports that top brass of all security agencies including five Army Commanders, heads of other security forces like BSF, CRPF and all Intelligence agencies attended the meeting.
In the nearly three-hour long meeting, while the Chief Minister Omar Abdullah said the Armed Forces Special Powers Act has to be partially withdrawn from the state, the Army gave a presentation highlighting the importance of AFSPA in fighting militancy in the state and also suggested that even a partial withdrawal will be detrimental to the security apparatus. The government has instituted an international award in memory of Rabindranath Tagore with one crore rupees as prize money for promotion of values of universal brotherhood. An official release said yesterday that the code of procedure for the award has been worked out by the Union Ministry of Culture and operational details have been finalized.
The first Tagore award would be announced next year on May 7, the day of the concluding ceremony of the commemoration of the 150th birth anniversary of Tagore.

The liberalised scheme for one per cent interest subsidy by government on housing loans upto 15 lakh rupees will be available for the borrowers whose loans were sanctioned and disbursed from April this year. The RBI said this in a communication to all scheduled commercial banks yesterday. The new scheme under which the loan limit for interest subvention was raised to 15 lakh rupees, subject to the total housing cost of 25 lakh rupees, will remain valid up to March 2012. The RBI said, loans sanctioned and disbursed between October 1, 2009, and March 31, 2011, are outside the ambit of the new liberalised scheme.

Officials in Kabul said, Afghan and Nato troops killed at least 70 Taliban militants, who launched an attack on a base near the Pakistani border yesterday. Nato said, a large group of insurgents attacked the base with small arms and rocket-propelled grenades. Troops called in air support to help fight the militants. There are no reports of coalition casualties.
Elsewhere, Nato said, two of its servicemen died in southern Afghanistan.

प्रधानमंत्री मनमोहन सिंह ने कहा है कि थिम्पू में भारत और पाकिस्तान के बीच शुरू हुई आपसी बातचीत के अच्छे परिणाम आने लगे हैं और दोनों देश इस प्रक्रिया को जारी रखेंगे। मालदीव में अद्दू के शांगरिला विलंगली पर्यटन स्थल पर पाकिस्तान के प्रधानमंत्री युसुफ रजा गिलानी के साथ बैठक के बाद जारी बयान में डॉ मनमोहन सिंह ने विश्वास व्यक्त किया कि अगले दौर की वार्ता से और अच्छे नतीजे आयेंगे।
आज हमने दोनों देशों के संबंधों के बारे में विस्तार से बातचीत की। हमने पिछले साल एक नई प्रक्रिया शुरू की थी। उस बातचीत की प्रक्रिया के कुछ सकारात्मक परिणाम निकले। लेकिन अभी और ज्यादा की जरूरत है। इस लिए हमने फैसला किया है कि हम यह बातचीत फिर शुरू करेंगे, इस उम्मीद के साथ कि उन सभी मुद्दों पर गंभीरता से विचार किया जाएगा, जिनके कारण दोनों देशों के बीच संबंधों में कटुता है।

दक्षिण एशियाई सहयोग संगठन-सार्क शिखर सम्मेलन आज मालद्वीव के अद्दू द्वीप पर शुरू हो रहा है। प्रधानमंत्री डॉ० मनमोहनसिंह आज शाम शिखर सम्मेलन को सम्बोधित करेंगे। शिखर सम्मेलन में मुक्त व्यापार समझौते के अंतर्गत व्यापार में उदारता की दिशा में प्रगति होने के अलावा क्षेत्रीय मानक लागू करने, प्राकृतिक आपदाओं के समय तुरन्त कार्रवाई करने और सार्क बीज बैंक स्थापित करने के समझौतों पर हस्ताक्षर होने की संभावना है।
प्रधानमंत्री ने कल भूटान के प्रधानमंत्री जिग्मे थिनले और मालदीव के राष्ट्रपति मोहम्मद नशीद के साथ आपसी मुद्दों पर चर्चा की। डॉक्टर मनमोहन सिंह आज श्रीलंका के राष्ट्रपति महिन्दा राजपक्से और बांग्लादेश की प्रधानमंत्री शेख हसीना के साथ द्विपक्षीय चर्चा करने वाले हैं।
शिखर सम्मेलन के बाद प्रधानमंत्री मालदीव की राजधानी माले जायेंगे। पिछले नौ वर्षो में किसी भारतीय प्रधानमंत्री की यह पहली माले यात्रा होगी।

पाकिस्तान के आंतरिक मामलों के मंत्री रहमान मलिक ने कहा है कि २६ नवंबर के मुंबई हमलों के दोषी कसाब को अवश्य फांसी दी जानी चाहिए। एक कड़े वक्तव्य में उन्होंने कहा कि जिस मामले से पाकिस्तान सरकार का कोई लेना-देना नहीं है उसमें देश को क्यों परेशान होना चाहिए। श्री मलिक मालदीव में अद्दू के शंगरिला विलिंग्ली पर्यटन स्थल में आज मीडिया से बातचीत कर रहे थे। उन्होंने कहा कि चाहे समझौता एक्सप्रेस को जलाए जाने की घटना हो या २६ नवंबर के मुंबई हमलों का मामला हो, आतंकवादी कार्रवाइयों के बारे में हमारे एक जैसे विचार हैं। श्री मलिक ने दोनों देशों के लोगों की सोच में परिवर्तन की जरूरत पर जोर दिया। उन्होंने अंतर्राष्ट्रीय समुदाय से यह समझने का अनुरोध किया कि पाकिस्तान भी आतंकवाद के खिलाफ लड़ाई में निर्दोष लोगों को खो रहा है। श्री मलिक ने आतंकवाद के खिलाफ साझा, और समाधान निकालने वाले रवैये की जरूरत पर भी जोर दिया।
उन्होंने बताया कि पाकिस्तान का एक न्यायिक आयोग जल्द ही भारत के दौरे पर जाएगा। श्री मलिक ने कहा कि आयोग के सदस्य तीन-चार दिन भारत में रूकेंगे और मुंबई आतंकी हमलों के अपराधियों के खिलाफ सबूत इकट्ठे करेंगे।

केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कहा है कि केंद्र जल्द ही एक नया खान तथा खनिज विकास नियमन विधेयक संसद में पेश करेगा। उन्होंने कहा कि विधेयक में जिला खनिज कोष गठित करने का प्रावधान होगा और यह राशि सम्बद्ध जिलों के विकास कार्यक्रमों पर खर्च की जाएगी। उन्होंने बताया कि यह विधेयक वर्तमान विधेयक का स्थान लेगा जिसके तहत फिलहाल खनन गतिविधियों पर रायल्टी लेने की व्यवस्था है और यह राशि सीधे राज्य सरकारों के खजाने में जाती है।
केंद्रीय ग्रामीण विकास मंत्री ने कल रायपुर में कहा कि ग्रामीण विकास कार्यक्रमों को नियंत्रक तथा महालेखा परीक्षक-सीएजी के दायरे में लाया जायेगा। ग्रामीण विकास के लिए दिए जा रहे धन की सीएजी ऑडिट के महत्व पर जोर देते हुए श्री रमेश ने कहा कि पारदर्शिता और जवाबदेही बनाये रखने के लिए यह जरूरी है। उन्होंने जोर देकर कहा कि भारत जैसे गरीब देश के लोगों को ये जानने का पूरा अधिकार है कि धन का सही ढंग से उपयोग हो रहा है या नही।
नक्सल प्रभावित जिलों में ग्रामीण विकास कार्यक्रमों के महत्व पर जोर देते हुए श्री रमेश ने बताया कि १२वीं पंचवर्षीय योजना के दौरान जिलों के स्थान पर सहायता प्राप्त करने के लिए प्रखण्डों को इकाई माना जाएगा।

राष्ट्रीय खेल विकास विधेयक का संशोधित मसौदा मंजूरी के लिए इस महीने की २० तारीख को मंत्रिमंडल के सामने पेश किया जा सकता है। खेलमंत्री अजय माकन ने आज नई दिल्ली में संवाददाताओं को यह जानकारी दी। उन्होंने कहा कि विभिन्न खेल परिसंघों के विचारों और आपत्तियों पर गौर करने के बाद उनके मंत्रालय ने मसौदा तैयार किया है।

सी बी आई ने भंवर देवी मामले में राजस्थान के पूर्व जल संसाधन मंत्री महिपाल मदेरणा की कथित भूमिका की जोधपुर में जांच शुरू कर दी है। सी बी आई की टीम मदेरणा से पूछताछ कर रही है। मदेरणा इस मामले में आरोपी हैं और हाल ही में उन्हें राज्य मंत्रिमंडल से हटा दिया गया था। सी बी आई की विशेष अदालत ने सही राम विश्नोई को इस मामले में दूसरा आरोपी घोषित किया था, जो फरार हैं। नर्स भंवरी देवी पिछले दो महीने से अधिक समय से लापता हैं।

तमिलनाडु पुलिस ने दसवीं की परीक्षा में अपने स्थान पर अन्य व्यक्ति को बैठाने से जुड़े मामले में पुद्दूचेरी के शिक्षा मंत्री कल्याण सुंदरम को गिरफ्‌तार करने के लिए विशेष दल बनाया है। विलुपुरम के पुलिस अधीक्षक ने बताया है कि फरार कल्याण सुंदरम की गतिविधियों का पता लगाने के लिए चार सदस्यों का दल गठित किया गया है। हमारे संवाददाता ने खबर दी है कि पुलिस ने यह दल मद्रास उच्च न्यायालय द्वारा कल्याण सुंदरम की अग्रिम जमानत की अर्जी को खारिज कर देने के बाद गठित किया है।

भारतीय बैंकिंग व्यवस्था के सामने कोई खतरा नहीं है। भारतीय बैंकों का दर्जा कम करना इस समय उचित नहीं है। अभी से इस मुद्दे पर कोई अटकल लगाना गलत होगा। यह विचार एचडीएफसी के अध्यक्ष दीपक पारेख ने व्यक्त किए हैं। वे मुंबई में संवाददाताओं के सामने अमरीका की रेटिंग कंपनी मूडी के फैसले पर बोल रहे थे। मूडी ने भारतीय बैंकिंग व्यवस्था की स्थिति को स्थिर से हटाकर नकारात्मक दिखाया है। श्री दीपक के अनुसार नकारात्मक का मतलब उथल-पुथल और अनिश्चय की स्थितियां है और इससे विदेशी बाजारों में कर्ज की लागत बढ़ेगी। पंजाब नेशनल बैंक के मुख्य प्रबंध निदेशक के आर कामथ ने कहा कि भारतीय बैंकिंग व्यवस्था का दर्जा गिराने का कोई औचित्य नहीं है। स्टेट बैंक ऑफ इंडिया के मुख्य प्रबंध निदेशक प्रतीप चौधरी ने भी मूडी के फैसले की आलोचना की। उन्होंने कहा कि स्टेट बैंक की हालत ऋण देने वाले दुनिया के अन्य बैंकों की तुलना में कहीं ज्यादा अच्छी है।

नेपाल में सुनसारी जिले के बरहा में आज सवेरे एक टै्रक्टर के नहर में गिर जाने से १६ महिलाओं सहित १८ लोगों की मौत हो गई और एक दर्जन लोग घायल हुए हैं। पुलिस सूत्रों के अनुसार ट्रैक्टर जनकपुर जा रहा था और इसमें सवार चालीस लोग धार्मिक मेले में जा रहे थे।

चीन के दक्षिण-पश्चिम प्रांत युन्नान में आज ४३ श्रमिक कोयले की खान में फंस गए। सरकारी मीडिया और अधिकारियों ने बताया है कि श्रमिकों को बचाने के लिए बचाव दल रवाना हो गया है। दुर्घटना के कारण का अभी पता नहीं चला है। चीन की समाचार एजेंसी शिन्हुआ ने दुर्घटना का कारण गैस लीक होना बताया है जबकि स्थानीय खान सुरक्षा अधिकारियों ने समाचार एजेंसी ए.एफ.पी को बताया है कि हो सकता है कि खान में कोयले और गैस का विस्फोट हुआ हो।

प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायणसामी ने विश्वास व्यक्त किया है कि कुडनकुलम मुद्दे पर राज्य सरकार और परियोजना का विरोध कर रहे लोगों के बीच जल्द ही बातचीत शुरू होगी। उन्होंने आज चेन्नई में कहा कि पूर्व राष्ट्रपति अब्दुल कलाम के कुडनकुलम दौरे से परमाणु संयंत्र को लेकर लोगों के मन में उत्पन्न शंकाओं को दूर करने में सकारात्मक प्रभाव पड़ा है।

गुरूनानक देव जी का प्रकाश पर्व आज देशभर में मनाया जा रहा है। आज ही के दिन १४६९ ईस्वी में पाकिस्तान के ननकाणा साहब में गुरूनानक जी का जन्म हुआ था। भारत सहित दुनिया के अनेक देशों से श्रद्धालु ननकाणा साहब पहुंच रहे हैं। हमारे संवाददाता ने बताया है कि पंजाब और हरियाणा में गुरूद्वारों को सजाया गया है और वहां शबद-कीर्तन के साथ लंगर चल रहे हैं।
पंजाब, हरियाणा के ऐतिहासिक गुरूद्वारों में लाखों ही श्रद्धालुओं ने आज सुबह से माथा टेका। सभी छोटे बड़े गुरूद्वारों में गांव और शहरों के सभी गुरूद्वारों में संगत इक्ट्ठी हुई हैं और गुरूनानक देव जी का वाणी का पाठ सुन रहे हैं। सिख बुद्धिजीवियों ने इस मौके पर गुरूनानक देव जी के कृत करो नाम जपो और वंड के छको की शिक्षा के उपर लोगों को लेक्चर भी दिए। बहुत से स्थानों पर बच्चों को ऐसी फिल्में दिखाई गई, जिनसे गुरूनानक देव जी की शिक्षाओं की जानकारी मिलती थी। हरियाणा में यमुना नगर जिले के कपाल मोचन में कोई पांच लाख श्रद्धालु इकट्ठे हुए हैं और वहां पर एक ही प्लेटफॉर्म पर गुरूनानक जी का प्रकाश उत्सव और कार्तिक पूर्णिमा इकट्ठे ही मनाए जा रहे हैं। आकाशवाणी समाचार के लिए चंडीगढ़ से जसविंदर सिंह रंधावा।

The Prime Minister Dr. Manmohan Singh has said that the bilateral talks between India and Pakistan which had started at Thimpu, have yielded positive results and the two countries will continue the process. He said that we have lost a lot of time in acrimonious debates and the time has come to move forward.
Making a statement after meeting his Pakistan counterpart Yusuf Raza Gilani on the sidelines of the SAARC summit at the Shangrila Villingli Resort at Addu city in Maldives, Dr. Singh expressed confidence that the next round of talks will be far more productive and result-yeilding in bringing the two countries together.

We have today had a very extensive discursion of relations of our tow countries. We started a now process in Thimpu last year that dialogue process has yield some positive results but more needs to be done and therefore we have decided that we will resume this dialogue with the expectation that all issue which have developed the relation between the two country will be discussed with all the sincerity that the two country can bear on this task.
The Pakistan Prime Minister Yousuf Raza Gilani also agreed that the next round of talks will be far more constructive and will open a new chapter in the Indo-Pak history. He thanked the Prime Minister Dr. Manmohan Singh for his support in getting Pakistan a seat in the United Nation’s Security Council and also in getting it an access to the European Union Market.

"Talks began with a customary handshake by Prime Minister Manmohan Singh and the Pakistani Prime Minister Yousuf Raza Gilani. The bilateral discussions including one to one of the two Prime Minister lasted for more than an hour. Pakistan Interior Minister Rehman Malik today said that the 26/11 Mumbai attack accused Kasab should be hanged. In a strong statement, he has asked, why Pakistan should suffer for the acts of a non-state actor. Mr. Malik was interacting with the media waiting outside the venue of the India-Pak bilateral meeting at Shangrila Villingli Resort at Addu City in Maldives. He said we have the same feelings about acts of terror whether it was the Samjhauta Express burning or the 26/11 Mumbai attacks. Mr Malik emphasized on a change of mindset of the people of both the countries. He urged the international community to understand that Pakistan too is loosing innocent people in the war on terror. He underscored the need for evolving a common and result oriented approach against terror.
The Pakistan Interior Minister informed that a Judicial Commission from Pakistan will visit India soon. He said the Commission will stay in India for three or four days and will collect evidence against the culprits of the Mumbai terror attacks.

Rural Development Minister Jairam Ramesh has said that the Centre will soon bring a fresh Mines and Mineral Development Regulation Bill during the forth coming winter session of Parliament. He said that for the first time, the Bill will have the provision of setting up of ‘District Mineral Fund’ which will be utilized for developmental works in those districts where the mines are located. This Act will replace the existing system where royalties which accrue from mining activities, go straight to the coffers of the state government.
Speaking to reporters in Raipur last evening, Mr. Ramesh said that all the Rural development schemes will be brought under the purview of audit by the Comptroller and Auditor General, CAG. He revealed that in the first phase, the CAG will conduct performance audit of the expenditure under the Mahatma Gandhi National Rural Employment Gurantee scheme in 12 states. Underlining the importance of the CAG audit of rural development funds, Mr. Ramesh said this is essential for maintaining transparency and accountability. He emphasized that the people in a poor country like India, have every right to know about the utilisation of funds.
Underlining the importance of the rural development programmes in the naxal affected districts, the minister disclosed that during the 12th Five Year Plan, blocks instead of districts will be considered as units for receiving funds.
The Rural Development Minister is on a two day visit to Chhattisgarh to review the implementation of the Rural Development schemes in the naxal affected areas of the state.

The Insurance Regulatory Development Authority, IRDA has directed all the insurance agents to disclose the policy maturity benefits at the time of sale to make it easier for constomers to opt for the best policy as per their needs. Issuing guidelines for pension products, IRDA said that all pension products must explicitly define assured benefits applicable on death, surrender and vesting.
The new guidelines by the Insurance Regulatory and Development Authority, will come into force from next month. Existing pension products, which do not comply with the guidelines, will have to be withdrawn from January next year. The guidelines have also done away with the earlier requirement of providing a minimum guaranteed return of 4.5 per cent on all pension products.

The revised draft of the National Sports Development Bill may come up for cabinet approval by 20th of this month. Talking to reporters in New Delhi, Sports Minister Ajay Makan said the ministry has compiled the draft after considering the observations and objections from various sports federations. He added that the anti-doping clause, age and tenure norms and players participation in administration clauses have been retained. Mr. Makan reiterated that all the sports federations should be brought under the Right to information Act.

Referring to the grilling of film stars and former cricketers by the Enforcement Directorate in matters related to the Indian Premier League, the sports Minister said the incident shows the lack of transparency in the multi billion dollar cricket tournament. Mr. Makan said the Parliamentary Committee examining IPL, has also given an the adverse report.
Replying to a question on the World Series Hockey, Mr. Makan said that government is providing best infrastructure for the development of national sport. The sports Minister said it is upto the players and coaches to resolve the issues related to the much awaited tournament and the government has nothing to do with it.

"Indian banking system is not at risk. The downgrade is not justified at this point of time because it is premature," HDFC Chairman Deepak Parekh told reporters in Mumbai.He was responding to the decision of the US based ratings firm Moody's to lower the outlook of the Indian banking system to "negative" from "stable".A "negative" outlook reflects volatility and uncertain conditions and would increase the cost of borrowing in overseas markets."The Indian banking system does not warrant a downgrade in outlook. There is nothing happening as such to change the outlook," Punjab National Bank CMD K R Kamath said.He said the 18% credit growth projection for the current fiscal is quite healthy for the Indian banking system.Moody's has said that slow growth, both in domestic and foreign economies, is putting stress on banks' asset quality, capitalisation and profitability.Critical of the decision of Moody's, State Bank of India (SBI) CMD Pratip Chaudhuri said state of Indian banks is much better as compared to global lenders."Perhaps they are stung by experience elsewhere. But otherwise I feel Indian banks are well regulated, we don't deal in exotic products. Also the amount of leveraging is low, we do 12-14 times while the best of European banks leverage up to 20 times," Chaudhuri told reporters in Mumbai.
According to Parekh, "there are concerns related to restructured loans, but restructured loans as a percentage is not alarming. Profitability of Indian banks is still robust."Non-performing assets of state-owned banks have increased to 2.31% of their assets at the end of March 2011, from 2.27% in the year-ago period.As at the end of September quarter, the Gross NPA of country's largest lender SBI stood at 4.19%, higher than 3.38% in the year-ago period.

Asian stock markets opened sharply lower today after Italy's record-high cost of borrowing renewed fears over the eurozone crisis. Japan's Nikkei index fell 2.8 per cent. The cost of borrowing on Italian government bonds jumped to 7 per cent yesterday, a level considered unsustainable by economists. Shares of banks in both Japan and Australia, were hit particularly hard. In Tokyo, Sumitomo Mitsui Financial Group tumbled 5.3 per cent, while Mizuho Financial group fell 3.8 per cent. In Sydney, Westpac Banking Corporation dropped 3.6 per cent, to its lowest level in a month.

In Nepal, 18 people have been killed including 16 women and two men when the tractor in which they were travelling, fell into an irrigation canal at Baraha in Sunsari district early this morning. According to Police, a dozen persons have been injured. The tractor was going from Janakpur in Dhanush district and carrying about forty people to attend a religious fair.

In China, at least 43 workers were trapped insida a coal mine in an accident in the south-western province of Yunnan today. The state media and officials said, rescuers had rushed to save the workers. The cause of the accident was not immediately clear. Xinhua said, there had been a gas leak, indicating a possible explosion, while a local mine safety official told AFP that the mine may have been hit by a coal and gas outburst.
Coal mine accidents are common in China, where work safety is often neglected by bosses seeking a quick profit. Last year, 2,433 people died in coal mining accidents in that country.

In Turkey, rescue teams are searching for dozens of people trapped in rubble after an earthquake measuring 5.6-magnitude on the Richter Scale struck yesterday. At least seven people have been killed and 25 buildings collapsed, including a six-storey hotel in the city of Van, where journalists and aid workers were staying. Emergency workers said, 23 people have been rescued alive but many more remain unaccounted for. Last month, a 7.2-magnitude quake in the same area, killed about 600 people.

CBI has started an inquiry about former water resources minister of Rajasthan, Mahipal Maderna at Jodhpur in Bhanwari Devi case. Maderna was called by CBI and a team of investigation agency for questioning. Maderna is an accused in this case and was recently sacked from the state Cabinet. Yesterday Special court of CBI declared another accused in this case, Sahi Ram Vishnoi as absconding. Bhanwari Devi, a nurse is missing since last more than 2 months.

भारत ने व्यापार उदारीकरण की एक बड़ी पहल के तहत, दक्षिण एशिया मुक्त व्यापार क्षेत्र समझौता-साटा, के अंतर्गत कम विकसित देशों के लिए कुछ वस्तुओं को शुल्क मुक्त करने की घोषणा की है।
प्रधानमंत्री मनमोहन सिंह ने उन्होंने कहा कि अन्य प्रतिबंध चिन्ता का विषय है और भारत मुक्त व्यापार तथा दक्षिण एशिया के संतुलित विकास के लिए प्रतिबद्ध है। सार्क देशों के बीच अधिक आर्थिक एकजुटता पर जोर देते हुए उन्होंने कहा कि क्षेत्र के एक बड़े देश और बड़ी अर्थव्यवस्था तथा बाजार होने के नाते भारत की विशेष जिम्मेदारी है।
प्रधानमंत्री ने कुछ और पहलों की भी घोषणा की। इनमें - दक्षिण एशिया विश्वविद्यालय के विद्यार्थियों के लिए स्कॉलरशिप की संख्या ५० से बढ़ा कर सौ करना, देहरादून में वन्य अनुसंधान संस्थान में पर्यावरण संरक्षण के लिए काम करने वालों के वास्ते दस और स्कॉलरशिप देना तथा पर्यटन को बढ़ावा देना शामिल है।
प्रधानमंत्री ने कहा कि इस क्षेत्र में विशेषकर पन बिजली और समुद्री स्रोतों जैसे प्राकृतिक संसाधन उपलब्ध है। हमारे संवाददाता ने बताया है कि डॉ० ंिसह ने ऐसा वातावरण बनाने पर जोर दिया जिससें इन देशों के संसाधनों का इस्तेमाल इनके विकास के लिए हो सके।
प्रधानमंत्री ने मौजूदा वैश्विक आर्थिक संकट का जिक्र करते हुए सार्क देशों के नेताओं से आग्रह किया कि वे इसके असर से बचने के लिए मिलकर काम करें और कुछ कारगर विकल्पों की तलाश करें। प्रधानमंत्री ने कहा कि सार्क को अधिक सार्थक बनाने के लिए इन देशों के नेताओं के बीच सामूहिक प्रतिबद्धता और इच्छा शक्ति है, लेकिन इसे कार्यरूप देने की जरूरत है।
प्रधानमंत्री ने सूचना की कमी को दूर करने के लिए सार्क देशों में प्रसारण, टेलीवीजन और फिल्मों के आदान-प्रदान को बढ़+ावा देने का आग्रह किया।
शिखर सम्मेलन की बैठक के बाद प्रधानमंत्री ने मराधू द्वीप पर भारत देश स्मारक का अनावरण किया। यह चार शेरों और अशोक चक्र के भारत के राष्ट्रीय प्रतीक चिन्ह की प्रतिकृति है। बाद में प्रधानमंत्री ने अफगानिस्तान के राष्ट्रपति हामिद करजई के साथ विचार-विमर्श किया।

पाकिस्तान के आंतरिक मामलों के मंत्री रहमान मलिक ने आज कहा कि २६ नवंबर को मुंबई हमलों के दोषी कसाब को अवश्य फांसी दी जानी चाहिए। एक कड़े वक्तव्य में उन्होंने कहा कि जिस मामले से पाकिस्तान सरकार का कोई लेना-देना नहीं है उसमें देश को भला क्यों परेशान होना चाहिए।
उन्होंने बताया कि पाकिस्तान का एक न्यायिक आयोग जल्द ही भारत के दौरे पर जाएगा। श्री मलिक ने कहा कि आयोग के सदस्य तीन-चार दिन भारत में रूकेंगे और मुंबई के आतंकी हमलों के अपराधियों के खिलाफ सबूत इकट्ठे करेंगे।

जम्मू कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने फिर कहा है कि राज्य के कुछ इलाकों से सशस्त्र बल विशेषाधिकार कानून हटाने की प्रक्रिया को आगे बढ़ाने का समय आ गया है। उन्होंने कहा कि राज्य के जिन इलाकों में शांति का माहौल बन रहा है और सेना कुछ समय से अपने अभियान नहीं चला रही है वहां से यह कानून हटाया जा सकता है। श्री अब्दुल्ला आज श्रीनगर में एक समारोह से अलग संवाददाताओं से बातचीत कर रहे थे।

केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने कहा है कि जम्मू कश्मीर से सशस्त्र बल विशेषाधिकार कानून हटाने के मुद्दे का राजनीतिकरण नहीं किया जाना चाहिए। जम्मू में संवाददाताओं से उन्होंने कहा कि यह बहुत ही संवेदनशील मुद्दा है और वे सभी राजनीतिक दलों से आग्रह करेंगे कि वे इसे मुख्यमंत्री और केन्द्रीय गृहमंत्री पर छोड़ दें।

बिहार में रोहतास जिले के सुएरमनवा जंगल में सुरक्षा बलों और उग्रवादियों के बीच हुई मुठभेड़ में पांच कट्टर माओवादी पकड़े गए हैं। आकाशवाणी के पटना संवाददाता ने बताया है कि यह मुठभेड़ लगभग दो घंटे चली। पुलिस अधीक्षक मनु महाराज ने बताया कि पुलिस और सीआरपीएफ की कोबरा यूनिट के संयुक्त दल ने खुफिया जानकारी के आधार पर यह कार्रवाई की शुरू की। माओवादियों से २५ डेटोनेटर, २५ कारतूस और तीन मेगजीन तथा दूसरे हथियार भी जब्त किए गए हैं।

कर्नाटक उच्च न्यायालय ने भ्रष्टाचार के मामलों में पूर्व मुख्यमंत्री बी. एस. येडियुरप्पा के दो बेटों और दामाद की जमानत रद्द करने सम्बन्धी याचिकाओं पर सुनवाई १८ नवम्बर तक स्थगित कर दी है। न्यायमूर्ति बी वी पिन्टो ने दो मामलों में जमानत रद्द करने की याचिकाओं पर सुनवाई अपनी आपत्तियां और दलीलें दर्ज कराने के लिए समय देने के वास्ते स्थगित कर दी। न्यायालय ने जमानत की शर्तो में ढील देने की इनकी याचिकाओं पर सुनवाई भी दो सप्ताह के लिए स्थगित कर दी है।

राजस्थान के पूर्व मंत्री महिपाल मदेरणा से आज केंद्रीय जांच ब्यूरो-सीबीआई ने लापता नर्स भंवरी देवी के मामले में पूछताछ की। सीबीआई सूत्रों के अनुसार उन्होंने कुछ महत्वपूर्ण जानकारी दी है और वे जांच एजेंसी के साथ सहयोग कर रहे हैं। भंवरी देवी पहली सितम्बर को लापता हो गई थी। सीबीआई ने अजमेर में भंवरी देवी के बैंक लॉकर होने की खबरों और उसमें सीडी के छुपाए जाने की संभावना को देखते हुए, अपना एक दल राजस्थान के अजमेर शहर भेजा है।

In a major trade liberalisation move, India today announced the reduction of the sensitive list for least developed countries under the South Asian Free Trade Area Agreement (SAFTA) from the existing 480 tariff lines to 25 tariff lines. Prime Minister Manmohan Singh, in his address at the South Asian Association for Regional Cooperation (SAARC) summit at Shangrila Island in the Maldives, said that New Delhi will give zero basic customs duty access to all items removed from the list immediately. Dr. Singh said that non-tariff barriers are an area of concern.
"I recognize that non-tariff barriers are an area of concern. India is committed to the idea of free and balanced growth of trade in South Asia. Competition begins at home. Our industries have to learn to compete if our economies are to have a future in this globalised world that we live in."
Emphasizing on greater economic integration among the SAARC member nations, the Prime Minister said India has special responsibilities that flow from the geography of the region and the size of its economy and market. Dr. Manmohan Singh also announced some more initiatives. They include increase in the scholarships from 50 to 100 for the students in the South Asian University and ten new scholarships for those who work in the area of environmental protection at the Forest Research Institute in Dehradun apart from promoting tourism. The Prime Minister asserted that huge opportunities are available in the region particularly the natural resources like hydro-power and marine resources. Dr. Singh advocated for creating such an atmosphere in which the wealth created in the region is used for its development.
"We should seek imaginative ways to create new avenues and sources of growth and investment in South Asia, and this is indeed an imperative necessity. I believe, if we can create favourable conditions for development at home, there is no reason why our investors should seek greener pastures elsewhere."
The Prime Minister strongly advocated for concluding the air service agreement besides strengthening the rail and road communication. He also proposed to have greater sea-links and referred to the ferry service being started between India, Maldives and Sri Lanka. Dr. Singh referred to the present global economic crisis and urged the SAARC leaders to work in unison to offset its impact. Dr. Manmohan Singh said that imaginative and innovative ways have to be created to maintain the tempo of growth. He said that the economic crisis will have its impact on the global scenario and that is why it is all the more important to look for other alternatives. The Prime Minister said, there is a collective commitment and political will among the SAARC leaders to give greater meaning to the SAARC grouping.
"We have to learn to trust each other and to learn from each other. The security and stability of our countries are closely interlinked. None of us can prosper in isolation to each other. We cannot afford to allow the many problems we face to stand in the way of our ambitions and our dreams."
To overcome the information deficit, the Prime Minister called for encouraging greater broadcasting, television and film exchanges among SAARC countries.  The 17th SAARC Summit was formally inaugurated at the Equatorial convention centre at the Addu City this afternoon. It was attended by all Heads of States. President Mohd Nasheed of the Republic of Maldives formally took over the chairmanship today from Bhutan. After the Summit meeting the Prime Minister unveiled the India country monument at Maraadhoo island. It is a replica of the national emblem of India, the four lions with the Ashok Chakra. The Prime Minister will also hold bilateral talks with the President of Afghanistan Hamid Karzai.

Earlier, making a statement after meeting his Pakistan counterpart, Yusuf Raza Gilani on the sidelines of the SAARC Summit, Prime Minister, Dr. Manmohan Singh said that the bilateral talks between India and Pakistan which had started at Thimpu, have yielded positive results and the two countries will continue the process. He said that a lot of time has been lost in acrimonious debates and the time has come to move forward. The Pakistan Prime Minister Yousuf Raza Gilani also agreed that the next round of talks will be far more constructive and will open a new chapter in Indo-Pak history. Pakistan Interior Minister Rehman Malik today said that the 26/11 Mumbai attack accused Kasab should be hanged. In a strong statement, he has asked, why Pakistan should suffer for the acts of a non-state actor.    Mr. Malik was interacting with the media waiting outside the venue of the India-Pak bilateral meeting at Shangrila Villingli Resort at Addu City in Maldives. In Greece, former European Central Bank Vice-President Lucas Papademos has been named as the country's new Prime Minister.  In a statement, the Greek President's Office said, after recommendations by political parties, the President has instructed Mr. Papademos to form a new government. Leaders of the three main parties making up a new government of national unity had been meeting the Greek president to try to reach a deal. A presidency official said the new government will be sworn in tomorrow.

In China, at least twenty miners were killed in a coal mine gas leak accident in southwest Yunnan province today. Rescue operations are on to save the 24 workers trapped underground. In a statement the Yunnan Provincial Emergency Response Office announced that the accident occurred this morning at the Sizhuang Coal Mine in Shizong country. The local government said earlier that a gas explosion had ripped through the mine. The exact number of miners working underground at the time of the accident is still uncertain.

The News International Chief James Murdoch today said he had no knowledge of widespread phone-hacking at the now-defunct News of the World tabloid as he made a second appearance before angry British lawmakers in London. Murdoch's previous testimony before the Culture, Media and Sport Committee of the House of Commons has been disputed by former senior News International staff and lawmakers are keen to find out if he misled the Parliament. Questioned about an e-mail that included trans of 35 hacked conversations and was believed to have been intended for a reporter at the News of the World, Murdoch denied again having seen it in 2008.

Former Rajasthan Minister Mahipal Maderna was today questioned in Jodhpur for about six hours by the Central Bureau of Investigation (CBI) over his alleged involvement in the case of a missing nurse Bhanwari Devi. According to CBI sources he has given some important information and is cooperating with the investigation agency. The CBI had summoned Maderna for interrogation over his alleged role in Bhanwari's kidnapping. She had gone missing on September 1st.

In Bihar five hardcore Maoists were arrested today following an encounter between security forces and rebels at suermanawa forest in Rohtash district. Our Patna correspondent reports that the encounter lasted for about two hours. Superintendent of Police Manu Maharaj said a joint team of police and CRPF’s CoBRA unit launched an operation based on specific intelligence input. Three rifles, 25 detonators, 25 live cartridges and three magazines and other weapons were seized from the ultras.  He said combing and search operation is continuing in Suarmanwa forest to nab more Maoists.

Jammu and Kashmir Chief Minister Omer Abdullah today reiterated his stand that the time has come to move ahead in the process of withdrawing the Armed Forces Special Powers Act from some areas in the state where peace is prevailing and the Army has not been operating for quite sometime. Taking to the media on the sidelines of a function in Srinagar today Omer Abdullah said he made his point of view clear to all participants in Yesterdays Unified command meeting in Jammu and asked senior Police and army officers to work out ways and means to initiate the withdrawal process. Union Health Minister Ghulam Nabi Azad said the issue of withdrawal of Armed Forces Special Powers Act from Jammu and Kashmir should not be politicized. Azad told reporters in Jammu that it is a very sensitive issue and he would request all political parties of Jammu and Kashmir and outside J & K to leave this issue to the Chief Minister and the Union Home Minister of India.

In Haridwar, over 12 lakh pilgrims today took a holy dip in the river Ganga on the auspicious occasion of Kartik Purnima.  A huge surge of pilgrims was seen at all the ghats including the main bathing ghat of Har-Ki-Pauri since early this morning. Tight security arrangements were in place especially in view of the stampede which left 20 people dead two days ago.

India has reserved its berth in the semi-finals of the 2nd World Cup Kabaddi Tournament by defeating Canada 51-24 in a close contest played at Muktsar, today. With this win India has become the first team to win all its five matches in Pool-A. In the other two matches of the day, England and Germany have also won their respective league matches. England defeated Australia 45-32 and Germany thrashed Afghanistan 62-26.
