दिल्ली में सीएनजी के दामों में १५ रूपये प्रति किलोग्राम और पाइप से आपूर्ति की जाने वाली प्राकृतिक गैस पीएनजी में लगभग पांच रूपये प्रति घनमीटर की कमी की जाएगी। दिल्ली और अहमदाबाद जैसे शहरों में विक्रेताओं को सस्ती घरेलू गैस उपलब्ध कराने के सरकार के फैसले के बाद यह कमी की जा रही है। पेट्रोलियम तथा प्राकृतिक गैस मंत्री एम. वीरप्पा मोइली ने आज नई दिल्ली में संवाददाता सम्मेलन में कहा कि राजधानी की गैस कंपनियों को घरेलू प्राकृतिक गैस का आवंटन वर्तमान ८० प्रतिशत से बढ़ाकर १०० प्रतिशत किया जा रहा है। इसके लिए पेट्रोरसायन और इस्पात जैसे कम आवश्यक क्षेत्रों की आपूर्ति में कमी की जाएगी। उन्होंने कहा कि सरकार का यह फैसला केवल आर्थिक लाभ के उद्देश्य से नहीं, बल्कि प्रदूषण कम करने के उद्देश्य से भी किया गया है। श्री मोइली ने कहा कि इससे पूरे देश में स्वच्छ ऊर्जा की उपयोगिता मे तेजी से वृद्धि होगी।

सरकार ने राजनीतिक दलों से कहा है कि वे दलगत विचारों से ऊपर उठकर संसद में लंबित भ्रष्टाचार विरोधी विधेयक पास करने में मदद करें। संसदीय कार्यमंत्री कमलनाथ ने नई दिल्ली में सर्वदलीय बैठक के बाद संवाददाताओं को बताया कि राजनीतिक दलों को १५वीं लोकसभा को ऐतिहासिक बनाने के लिए भ्रष्टाचार विरोधी व्यवस्था को मजबूत करने के वास्ते छह विधेयकों को पारित कराने में सहयोग करना चाहिए। उन्होंने बताया कि लोकपाल, भूमि अधिग्रहण और खाद्य सुरक्षा विधेयक संसद द्वारा पारित किये जा चुके हैं। श्री कमलनाथ ने कहा कि विपक्षी दल दलगत राजनीति से ऊपर उठकर वित्तीय कार्यो पर ध्यान देने के पक्ष में थे और वे चाहते थे कि अन्य विधेयक आम चुनाव के बाद बनने वाली नई सरकार के लिए छोड़ दिये जाएं।
भारतीय जनता पार्टी नेता सुषमा स्वराज ने बताया कि उनकी पार्टी को तेलंगाना विधेयक को लेकर आंध्रप्रदेश के विधायकों द्वारा संसद की कार्यवाही में बाधा डालने की आशंका है, इसलिए सरकार को लेखानुदान पारित कराने पर जोर देना चाहिए। उन्होंने कहा कि सरकार इस लघु अवधि के सत्र में ३९ विधेयक लाना चाहती है, जो संभव नहीं है।
इस बैठक में सभी पार्टियों के बड़े नेता शामिल थे। ये बैठक सत्र के दौरान विभिन्न मुद्दों और विधेयकों पर राजनीतिक दलों के बीच सहमति बनाने की सरकार की रणनीति के तहत बुलाई गई थी। हमारे संवाददाता ने बताया है कि संसद का सत्र बुधवार से शुरू हो रहा है।

कांग्रेस ने कहा है कि गुजरात के मुख्यमंत्री नरेन्द्र मोदी को राज्य में गरीबी रेखा का आधार दस रूपये अस्सी पैसे प्रतिदिन आमदनी निर्धारित करने के लिए लोगों से माफी मांगनी चाहिए। पार्टी प्रवक्ता अजय माकन ने कहा कि श्री मोदी का ये फैसला गरीबों का मजाक उड़ाना है।

१६ दिसम्बर को गुजरात के उन्हीं के सिविल सप्लायर डिपार्टमेंट एक सर्कुलर निकालता है जिसके अंदर गरीबी रेखा की बीपीएल की परिभाषा दस रूपये ८० पैसा उसके अंदर रख दी जाती है, तो हम आज आपसे पूछना चाहते है कि जब ३२ रूपया गरीबों के साथ मजाक होता है, तो आपकी परिभाषा के अनुसार तो दस रूपया अस्सी पैसा गरीबों के साथ मजाक नहीं है।
श्री माकन ने स्पष्ट किया कि खाद्य सुरक्षा कानून लागू होने से लाभार्थियों के लिए गरीबी रेखा का मानदण्ड मान्य नहीं रह गया है। उन्होंने कहा कि राज्यों को सामाजिक, आर्थिक और जातिगत जनगणना के आधार पर लाभार्थियों की पहचान के बारे में फैसला करने की आजादी है।

आम आदमी पार्टी के विधायक मदनलाल ने दावा किया है कि उन्हें दिल्ली में आप पाटी की सरकार गिराने के लिए गुजरात के मुख्यमंत्री के एक घनिष्ठ सहयोगी ने बीस से तीस करोड़ रूपये की रिश्वत की पेशकश की थी। नई दिल्ली में आज एक संवाददाता सम्मेलन में उन्होंने यह खुलासा किया कि अगर ये नौ विधायकों का समर्थन हासिल कर लेते हैं तो उन्हें दिल्ली के मुख्यमंत्री का पद और इतनी बड़ी रिश्वत दी जायेगी। श्री लाल ने दावा किया कि इस आदमी ने अपने आपको गुजरात सरकार का करीबी बताया था।

दस दिन पहले दो लोग मेरे पास आये। उनमें से जो तीसरा आदमी था, वो मेरे जानकार का था, जिसने उसे भेजा था, उस आदमी ने अपने आपको गुजरात का बताकर सीएम का बहुत ही नजदीकी आदमी बताकर मुझे बात की और भरोसा दिलाया कि वो एक जिम्मेवार व्यक्ति है, जो कहेगा, वो करेगा। उसने मुझे कहा कि अगर मैं नौ आदमी अपने साथ जोड़ लूं, तो हम एक नया दल बनाकर आपको चीफ मिनिस्टर और आपके और साथियों को केबिनेट रैंक का मिनिस्टर और दूसरे मिनिस्टर बनवा सकते है और इसमें पूरा भारतीय जनता पार्टी मदद करेंगी।

प्रधानमंत्री ने ४५ अरब रूपये की लागत से, बेहतर निष्पादन वाले एक और राष्ट्रीय कम्प्युटिंग मिशन की घोषणा की है। जम्मू विश्वविद्यालय में १०१वीं भारतीय विज्ञान कांग्रेस का उद्घाटन करते हुए डॉ० मनमोहनसिंह ने कहा कि उत्तराखण्ड त्रासदी के मद्देनजर मॉनसून के पूर्वानुमान की क्षमता में लगातार सुधार होना चाहिए। उन्होंने कहा है कि यूपीए सरकार ने विज्ञान और टैक्नोलॉजी को विकास के एक प्रमुख वाहक के रूप में बढ़ावा देने के लिए कड़ी मेहनत की है।

२०१३ की विज्ञान, प्रौद्योगिकी और नवाचार नीति इस उद्देश्य को हासिल करने के लिए देश में अनुसंधान तथा शैक्षिक आधार को बढ़ावा देने के प्रति सरकार के रवैये को दर्शाती है।

आंध्रप्रदेश विधानमंडल ने राज्य पुनर्गठन विधेयक केन्द्र सरकार को वापस लौटा दिया है। खबर है कि केन्द्रीय गृह मंत्रालय को राज्य के मुख्य सचिव पी के मोहंती के माध्यम से विधानमंडल के विचारों से अवगत करा दिया गया है। विधानसभा और विधानमंडल ने पिछले महीने की ३० तारीख को लम्बी चर्चा के बाद विधेयक को नामंजूर कर दिया। आंध्र प्रदेश पुनर्गठन विधेयक के बारे में कल नई दिल्ली में मंत्रिसमूह की बैठक होने वाली है। इसे देखते हुए विधेयक का लौटाया जाना महत्वपूर्ण हो गया है।

पाकिस्तान के कब्जे वाले कश्मीर से नशीले पदार्थों की तस्करी के आरोप में एक ड्राइवर की गिरफ्‌तारी से उत्पन्न गतिरोध के कारण दो हफ्‌ते स्थगित रहने के बाद श्रीनगर और मुजफ्‌फराबाद के बीच बस सेवा आज फिर शुरू हो गई।
भारत की ओर से २८ यात्रियों को ले जा रही बस बारामूला जिले के उड़ी सेक्टर में नियंत्रण रेखा की कमान चौकी पर पहुंची।
१७ जनवरी को पाकिस्तान के कब्जे वाले कश्मीर से नियंत्रण रेखा पार कर आ रहे एक ट्रक से सौ करोड़ रूपये मूल्य की ब्राउन शुगर के ११० पैकेट बरामद होने के बाद ट्रक ड्राइवर को गिरफ्‌तार कर लिया गया था।
जवाबी कार्रवाई में पाकिस्तान के कब्जे वाले कश्मीर के अधिकारियों ने २७ भारतीय ड्राइवरों और उनके ट्रकों को हिरासत में ले लिया था। वे गिरफ्‌तार ड्राइवर की रिहाई की मांग कर रहे थे। गतिरोध समाप्त करने के लिए दोनों पक्षों के अधिकारियों की कई बार बैठक हुई और ३० जनवरी की बातचीत में बस सेवा बहाल करने का फैसला किया गया। व्यापार में गतिरोध समाप्त करने के लिए बातचीत जारी रखने का भी फैसला हुआ है।

दिल्ली उच्च न्यायालय ने आज अरूणाचल प्रदेश के उस छात्र की मृत्यु पर स्वतः संज्ञान लिया है जिसे कथित रूप से शहर के कुछ दुकानदारों ने पीट दिया था। न्यायालय ने इस संबंध में केन्द्र, दिल्ली सरकार और पुलिस से रिपोर्ट देने को कहा है। न्यायालय ने यह भी कहा है कि वे इस संबंध में भी ब्यौरा दें कि उन्होंने राजधानी में पूर्वोत्तर के लोगों की सुरक्षा के लिए क्या-क्या कदम उठाये हैं।

इस घटना के सिलसिले में पूर्वोत्तर से छात्र नेताओं ने अल्पसंख्यक मामलों के राज्यमंत्री निनोंग एरिंग के नेतृत्व में दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल से मुलाकात की। उन्होंने श्री केजरीवाल को एक ज्ञापन सौंपकर तानिया के लिए न्याय की मांग की। छात्र नेताओं ने न केवल पूर्वोत्तर के लोगों के साथ भेदभाव, बल्कि सभी प्रकार के नस्ल भेदभाव के मामलों की जांच के लिए एक समिति बनाने की मांग की।

दूरसंचार स्पैक्ट्रम नीलामी का तीसरा दौर आज शुरू हुआ। आठ कंपनियां नीलामी में भाग ले रही हैं। सरकार को इससे कम से कम ११ हजार तीन सौ करोड़ रूपये प्राप्त होने की उम्मीद है। दूरसंचार विभाग ने १८सौ मेगाहर्ट्‌ज बैण्ड में लगभग ३८५ मेगाहर्ट्‌ज और नौ सौ मेगाहर्ट्‌ज बैण्ड में ४६ मेगाहर्ट्‌ज स्पैक्ट्रम नीलामी के लिए रखा है।
सरकार टू जी मामले में उच्चतम न्यायालय के आदेश पर यह नीलामी करा रही है। न्यायालय ने फरवरी २०१२ में १२२ लाइसेंस रद्द होने के बाद मुक्त हुए स्पैक्ट्रम की नीलामी का आदेश दिया था। नौ सौ मेगाहर्ट्‌ज बैण्ड में कुछ स्पैक्ट्रम की भी नीलामी कराई जा रही है, क्योंकि इसका कुछ हिस्सा पुराने लाइसेंसो के तहत आवंटित है, जिनकी समय सीमा इस वर्ष नवम्बर में समाप्त हो रही है।

बम्बई शेयर बाजार के तीसरे पहर के कारोबार में सेन्सेक्स में दो सौ अंक से अधिक की गिरावट आयी है। अब से कुछ देर पहले सेंसेक्स १९९ अंक की गिरावट के साथ २० हजार ३१५ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ५६ अंक घटकर ६ हजार ३२ पर आ गया।
अंतरबैंक विदेशी मुद्राबाजार में आज डॉलर के मुकाबले रूपया सात पैसे मजबूत हुआ। एक डॉलर की कीमत ६२ रूपये ६१ पैसे बोली गई।

आज से जारी संघर्ष के चलते सीरिया में एक लाख ३० हजार से ज्यादा लोग मारे गये है और ९० लाख बेघर हो चुके है। एक अनुमान के मुताबिक अभी भी करीब ३० लाख लोग उन इलाकों में फंसे है, जहां दोनों पक्षों के बीच संघर्ष जारी है। इन लोगों की मुश्किलें गहराती जा रही है, क्योंकि खाने की चीजों, शरण स्थलों, फलों और दवाओं की भारी किल्लत है। सीरिया सरकार और विपक्ष के बीच जिनेवा में पिछले हफ्ते दमिश्क में फंसे पड़े लोगों में राहत की सामग्री जाने देने के बारे में समझौता तो हुआ। मगर अब तक उस पर अमल नहीं हुआ है। दमिश्क के बाहर यामुक शरणार्थी कैंप में संयुक्त राष्ट्र की राहत एजेंसी ने खाने की कमी में भूख के अलावा चिकित्सा के अभाव में गर्भवती महिला की मौत की पुष्टि की है। इसके बाद जाकर यामुक में मानवीय राहत और मदद के लिए दोनों पक्ष राजी हुये। अतुल तिवारी, आकाशवाणी समाचार।

Petroleum and Natural Gas Ministry has decided to raise the share of domestic gas to 100 percent of the requirement of CNG for transport and PNG for domestic consumers. The decision will lead to reduction in prices of CNG and PNG across the country. Addressing a press conference in New Delhi today, Petroleum and Natural Gas Minister Veerappa Moily said Indraprastha Gas Limited, IGL, and gas supplying companies in other cities will get the entire requirement of gas from domestic fields as against 80 per cent at present. He said prices of CNG will come down by fifteen rupees and PNG by five rupees in Delhi. Mr Moily said the share of domestic gas will be raised to 100 percent by cutting in supplies to sectors other than the priority sector. Mr Moily also said that the decision is not only guided by additional economic benefits but also by health benefits on account of significantly lower levels of air pollution. The minister said this will also facilitate rapid growth of the clean fuel across the country.

Aam Aadmi Party MLA Madan Lal today claimed that he was offered 20 to 30 crore rupees as bribe by a close confidant of Gujarat Chief Minister to topple the AAP government in Delhi. Addressing a press conference in New Delhi, he revealed that he was offered the post of Chief Minister in Delhi and the bribe, if he succeeded in securing the support of nine legislators. He said the offer was made by an unidentified person through an international call a month ago. Lal claimed the person introduced himself to be close to the Gujarat government.
Meanwhile, the Aam Aadmi Party, today accused both Congress and BJP of trying to topple the Delhi government. Addressing a press conference in New Delhi, party spokesperson Sanjay Singh said both the parties are scared of the AAP as it is taking decisions in people's favour one after another. Singh alleged that the BJP Prime Ministerial candidate Narendra Modi along with senior BJP leader Arun Jaitley is conspiring against the AAP government.

The government today asked political parties to rise above political considerations and help passing anti corruption bills pending before Parliament. Briefing reporters after an all party meeting in New Delhi, Parliamentary Affairs Minister Kamal Nath said that political parties should cooperate in passing the six bills to strengthen anti corruption framework to make the 15th Lok Sabha historic. Mr Nath said, Lokpal, Land Acquisition and Food Security bills were passed by Parliament. However, opposition parties cutting across party lines were in favour of focussing on transacting financial business and leaving other bills for the new government to be formed after upcoming general elections.
BJP leader Sushma Swaraj told reporters that her party is apprehensive of disruption by Andhra MPs over Telangana bill therefore government should concentrate on passing the vote on account. The Parliament session will resume on Wednesday.

The Supreme Court today asked the Centre to resolve within a week all disputes arising out of the issue of invoking anti-piracy law against two Italian marines. They are accused of killing two Indian fishermen off the Kerala coast in 2012.
A bench headed by Justice B S Chauhan directed the Centre to end the logjam in the issue in which Ministries of Law, Home Affairs and External Affairs are involved and make its stand clear during the hearing next Monday. Attorney General Goolam E Vahanvati told the bench that the Centre has almost resolved the issue and will respond on the next date of hearing.
The bench was hearing a petition filed by Italian government challenging invoking of anti-terrorism law.
During the last hearing on January 20, the apex court had adjourned the case after Atorney General Vahanvati had submitted that the Centre was trying to resolve all disputes with Italian government on the issue.

The third round of spectrum auction began today with eight telecom companies in the fray. The government expects to get about 11,300 crore rupees from the auction. The Department of Telecom has put on block around 385 MHz of radiowaves in the 1800 MHz band, and 46 MHz in the 900 MHz band.
As per the rules of the auction, every company has been given quota of 240 minutes to extend bid round. This means throughout the auction, each company can extend auction round by total of 4 hours. Normally 6-7 rounds take place in a day with each round of 60 minutes. There is a 20-minute break between the rounds.
The government is conducting the auction following a Supreme Court order in 2G case. The Apex court had directed that all the radiowaves freed from the cancellation of 122 licences in February 2012 should be auctioned. Besides, 900 Mhz has to be auctioned as some of the radiowaves in this band are held under old telecom licences which will start expiring from November 2014.

The Srinagar-Muzaffarabad bus service resumed today after remaining suspended for two weeks following a deadlock over the arrest of a driver from Pakistan-occupied Kashmir on drug trafficking charges.
The bus from the Indian side, carrying 28 passengers reached Kaman Post -- the zero point on Line of Control in Uri sector of Baramulla district. Officials said, the passengers included 10 PoK residents, and 18 Indian citizens.
PoK authorities suspended both travel and trade on the Srinagar-Muzaffarabad road after 110 packets of brown sugar worth 100 crore rupees were recovered from a truck coming from across the LoC on January 17. The driver of the vehicle was arrested.
The PoK authorities in retaliation detained 27 Indian drivers and their trucks demanding release of the arrested driver. They also refused to take back 48 other PoK drivers till their demand was met.
The officials from two sides held several meetings to break the deadlock and during the latest round of talks on January 30 decided to resume the bus service.
They also decided to continue the talks to work out a solution to the impasse in a the trade.

The Delhi High Court today took a suo motu cognisance of the killing of an Arunachal Pradesh student who was allegedly beaten by some shopkeepers in the city. The court asked the Centre, Delhi Government and police to file a report on the incident. The court also asked them to submit the details of the steps taken to ensure the safety of people from North East staying in the capital.

Andhra Pradesh Legislature has returned the State Reorganization Bill to the centre. The views of the State Legislature have been reportedly sent to the Union Home Ministry through State Chief Secretary P K Mohanthy. Both the Assembly and the Council have discussed and rejected the bill on 30th of last month after a prolonged discussion as it was referred by the president under article three of the Constitution. The members of the Assembly suggested 9,072 amendments while the upper House proposed over one thousand amendments to the Bills. The returning of the bill gains significance in the backdrop of the Group of Ministers holding a meeting tomorrow in Delhi over the Andhra Pradesh Reorganization Bill.

Congress today said Gujarat Chief Minister Narendra Modi should apologise to the people for fixing poverty line as low as ten rupees and 80 paise in the State. Addressing media in New Delhi, party spokesperson Ajay Maken said Modi has mocked the poor by the decision.
Our correspondent reports, Civil Supplies Department of Gujarat government issued a circular on the 16th of December last year fixing 10 rupees and 80 paise as poverty line.
Maken clarified that with Food Security Act coming into effect, the poverty line is no longer valid as criteria for entitlement to benefits.
"When the Chief Minister himself has critized and mocked the Central Government, mocked the Planning Commission for urban areas cut off at 32 rupees and rural at 26 rupees. Then also he has no right to again bring out circular of 10 rupees 80 paise for Gujarat to identify poor BPL people because, once this right to food act is functional, after that , there is no question of identification of BPL."

Rajasthan Government begins today a month long operation to check illegal mining. This joint operation will be conducted by police, forest, environment, mining and transport departments. Chief Minister Vasundhara Raje directed the officials to run the operation with full force and and to ascertain effective and solid action. The Chief Minister also instructed mining officials for quick disposal of investment proposals in this sector as it has vast opportunities of employment.

In Pakistan's city of Peshawar, at least five people were killed and nearly 40 others injured when two blasts ripped through a cinema hall last night. Some of the injured are in critical condition. According to initial reports, around 70 people were in the theatre when the blasts occurred. A Pashto film Ziddi Pakhtun was being screened at the hall located opposite a police station. No group has claimed responsibility for the attack.

United Nations has urged all the sides to help in ensuring a long term access to humanitarian aid for the civilians trapped in the besieged cities in Syria. At a press conference on the sidelines of Munich Security Conference, the UN Secretary General Ban Ki Moon said humanitarian access to civilians trapped by the fighting is a major concern. The United Nations Relief and Works Agency, has highlighted the dangers of malnutrition and lack of medical services at Yarmouk refugee camp and called for continuous, uninterrupted and substantial humanitarian access to the trapped civilians on a long-term basis, More from our West Asia Correspondent:
"Nearly three year long strife in Syria has resulted in killing of more than one lakh thirty thousand people and rendered over nine million homeless. More than 3 million people are trapped in areas where heavy fighting continues or that are besieged by Government or opposition forces. Their condition has gone from bad to worse with acute shortage of food, shelter and medical supplies. Syrian Government and the opposition agreed in Geneva on access to aid for the besieged families in the Old City of Homes; but there has been no progress. At the Yarmouk refugee camp on the outskirts of Damascus ,the UN Relief and Works Agency has reported deaths due to malnutrition and women dying in childbirth due to lack of medical services. Yarmouk camp has over 18,000 Palestinian refugees and is in control of rebels and under siege by the Syrian troops.
