वित्त मंत्री प्रणब मुखर्जी ने स्पष्ट किया है कि टू-जी स्पैक्ट्रम आबंटन के बारे में जारी नोट उनके विचारों को नहीं दर्शाता। कल शाम नई दिल्ली में गृह मंत्री पी० चिदम्बरम के साथ संवाददाता सम्मेलन में श्री मुखर्जी ने कहा कि वह नोट एक अंतर-मंत्रालय दस्तावेज है, जिसे कुछ अधिकारियों ने तैयार किया। इसे २५ मार्च २०११ को प्रधानमंत्री कार्यालय भेजा गया था। वित्त मंत्री ने कहा कि उस दस्तावेज में तथ्यों के अलावा कुछ बातों की व्याख्या भी की गई है, जो उनके अपने विचार नहीं हैं।

तथ्यों की पृष्ठभूमि के अलावा नोट में कुछ संदर्भ और व्याख्या भी शामिल हैं, जो मेरे विचारों पर आधारित नहीं है। श्री मुखर्जी ने कहा कि २००७-०८ में सरकार की नीति अक्टूबर २००३ में अपनाई गई नीति को ही जारी रखना था। ट्राई ने भी यही बात कही थी। श्री मुखर्जी ने कहा कि इस साल जनवरी में टू-जी स्पैक्ट्रम को लेकर मीडिया में कई बातें छपी थीं। ऐसा सोचा गया था कि इस मामले पर सरकार के विभिन्न प्रतिनिधि तथ्यों पर आधारित एक नोट तैयार करें। श्री चिदम्बरम ने इस बात पर खुशी जाहिर की कि उनके सहयोगी श्री मुखर्जी ने उस नोट के साथ जुड़े विवाद पर स्पष्टीकरण दे दिया है। मैं अपने वरिष्ठ और सम्मानीय सहयोगी वित्तमंत्री श्री प्रणब मुखर्जी के वक्तव्य से खुश हूं। जहां तक सरकार का प्रश्न है मैं इस वक्तव्य को स्वीकारता हूं और अब यह मामला यहीं खत्म हो गया है।

केन्द्रीय जांच ब्यूरो ने टूजी स्पेक्ट्रम घोटाले में छानबीन की असरदार निगरानी के लिए विशेषज्ञ समिति के गठन की दलील का विरोध किया है।
सी बी आई के वकील के के वेणुगोपाल ने उच्चतम न्यायालय में न्यायमूर्ति जी एस सिंघवी और ए के गांगुली की पीठ को बताया कि एजेंसी काफी विश्वसनीय ढंग से काम कर रही है।
उन्होंने कहा कि बहुत बड़े-बड़े मामलों में छानबीन चल रही है और जांच करने वाले अधिकारी दिन रात काम में जुटे हैं। अलग-अलग +क्षेत्रों के बहुत से लोग इसमें मदद कर रहे हैं।
सेन्टर फॉर पब्लिक इन्टरेस्ट लिटिगेशन नाम के गैर सरकारी संगठन ने उच्चतम न्यायालय से अपील की है कि टू जी स्पेक्ट्रम घोटाले के मुकदमे में छानबीन की निगरानी के लिए विशेषज्ञ समिति बनाई जाए।

प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कल सिक्किम के भूकम्प प्रभावित इलाकों का हवाई सर्वेक्षण किया। उन्होंने भूकंप से प्रभावित सिक्किम में तुरंत राहत कार्यों और बुनियादी ढांचे को फिर से खड़ा करने के लिए दस अरब रूपए की सहायता की     घोषणा की है। डॉ० सिंह ने आश्वासन दिया कि राज्य में भूकंप-रोधी प्रौद्योगिकी के विशेषज्ञों का दल भेजा जाएगा, जो बुनियादी ढांचे के पुनर्निर्माण में सहायता देगा। प्रधानमंत्री ने सिक्किम में गंगटोक की लिबिंग सैनिक छावनी में एक उच्चस्तरीय समीक्षा बैठक को संबोधित करते हुए ये बात कही।

सिक्किम में भूकम्प के बाद नई खुदाई और निर्माण पर रोक लगा दी है। हमारे संवाददाता ने बताया है कि शहरी विकास और आवास विभाग के अनुसार यह फैसला जानमाल का नुकसान रोकने के लिए लिया गया है।

शहरी विकास एवं आवास विभाग का मानना है कि जमीन की ताजा खुदाईयों से पहले से ही कमजोर पड़ चुकी मिट्टी फिर से खिसक सकती है और जान-माल का नुकसान हो सकता है। राहत तथा बचाव कार्यों के बाद पुनर्वास तथा बुनियादी ढांचे बहाली का काम तेज होने के साथ ही एनडीआरएफ का काम भी करीब-करीब पूरा हो चुका है। उधर राज्य सरकार के करीब दर्जन भर मनोचिकित्सक हाल के भूकम्प से सदमे में आए लोगों के मन से चिंता और डर निकालने में लगे हैं। पिछले दो-तीन दिनों से उनके साथ निमहंस बंगलौर के चार डॉक्टरों की टीम भी इस काम में जुट गई है। विनयराज तिवारी आकाशवाणी समाचार, गंगतोक।

तमिलनाडु में धर्मपुरी जिला सत्र न्यायालय ने बलात्कार के एक मामले में २१५ लोगों को दोषी ठहराया है। वचाति गांव के लोगों पर वन, पुलिस और राजस्व विभाग के अधिकारियों की ज्यादतियों के करीब २० साल बाद ये फैसला आया है। भारतीय वन सेवा के चार अधिकारियों सहित एक सौ २६ वनकर्मियों, ८४ पुलिसकर्मियों और पांच अन्य कर्मचारियों को दोषी ठहराया गया है। बलात्कार के आरोपी १७ लोगों में से ११ को दस-दस साल की कठोर कारावास की सजा सुनाई गई है। बाकी छह आरोपियों को सात-सात साल की कैद की सजा सुनाई गई है। कुछ अन्य आरोपियों को तीन-तीन साल की जेल की सजा सुनायी गई है।

केन्द्र सरकार ने फिर कहा है कि राष्ट्रीय खाद्य सुरक्षा कानून बनाया जाएगा जिससे, खासकर समाज के कमजोर और असहाय वर्गों को खाद्यान्न उपलब्ध कराया जा सके। कल गुवाहाटी में केन्द्रीय उपभोक्ता कार्य, खाद्य और सार्वजनिक वितरण राज्यमंत्री प्रो० के वी थॉमस ने कहा कि सरकार संसद के शीतकालीन अधिवेशन में प्रस्तावित विधेयक रखेगी।

नई दिल्ली में एशिया प्रशांत क्षेत्र के लिए भ्रष्टाचार निरोधक पहल पर क्षेत्रीय सम्मेलन के समापन सत्र में वित्त मंत्री ने यह बात कही।
श्री मुखर्जी ने भ्रष्टाचार पर काबू पाने में लगे सरकारी विभागों के नाम गिनाते हुए कहा कि इसका अर्थ यह नहीं है कि समाज से भ्रष्टाचार मिट गया है।

आंध्र प्रदेश में तेलंगाना संयुक्त संघर्ष समिति के बंद के आयोजन को   देखते हुए हैदराबाद और इसके आसपास के इलाकों में सुरक्षा के व्यापक प्रबंध किये गए हैं। तेलंगाना के लिए अलग राज्य के दर्जे की मांग पर जोर देते हुए संघर्ष समिति ने आम हड़ताल के साथ आज हैदराबाद बंद का आयोजन किया है।

सभी परिवहन सेवाएं बंद पड़ने की वजह से हैदराबाद और सिकंदराबाद टिवन सिटीज में लोगों को कई मुश्किलों का सामना करना पड़ रहा है। सड़क परिवहन निगम की बसें पहले से ही बंद पड़ी हैं तो लोकल एमएमटीएस रेल सेवाओं को भी आज दोपहर तक रद्द किया गया है। हैदराबाद में पुलिस ने व्यापक सुरक्षा-व्यवस्था प्रबंध किया है। केन्द्रीय सुरक्षा बलों के साथ-साथ अतिरिक्त बलों को सभी मुख्य कार्यालयों और सार्वजनिक स्थानों पर तैनात किया गया है। आकाशवाणी समाचार के लिए हैदराबाद से लक्ष्मी।

Finance Minister Pranab Mukherjee has clarified that a note issued by his Ministry on the 2G spectrum allocation, did not reflect his views. In a joint press conference with Home Minister P. Chidambaram in New Delhi yesterday, Mr. Mukherjee said that the said note was part of an inter-ministerial background paper which was prepared by a group of officers. It was sent to the PMO on 25th March, 2011. The Finance Minister asserted that apart from the factual background, the paper contains certain inferences and interpretations which do not reflect his views. He said, the policy of the government in 2007-08 was a continuation of the policy adopted in October, 2003 and as reiterated by TRAI. Mr. Mukherjee said that a number of stories on 2G spectrum had appeared in the media in January this year. A view was taken that a harmonised note based on facts should be produced for use by various representatives of the government.
Apart from the factual background the paper contains certain inferences and interpretations which do not reflect my view.
Talking to media, Mr. Chidambaram expressed happiness that his colleague cleared the air on the controversy attached to the said note. He said that the matter is now closed.
I am happy with the statement read by my senior and distinguished colleague, the Finance Minister Shri Pranab Mukherjee. I accept this statement. As far as all of us in the Government are concerned, the matter is closed.
Earlier, Home Minister P. Chidambaram and Finance Minister Pranab Mukherjee met the Prime Minister at his residence last evening on the issue. Both the leaders had also met the UPA Chairperson and Congress President Mrs. Sonia Gandhi.

The Central Bureau of Investigation has opposed the plea for setting up a committee of experts for effective monitoring of the probe in the 2G spectrum scam case. Senior advocate K.K. Venugopal, appearing for the CBI in the Supreme Court, told a bench of justices G S Singhvi and A K Ganguly that the agency has done a fairly credible job. He said a very high-profile case is under investigation and the investigating officers are working day and night and a large number of persons from different spheres are assisting the probe. The CBI said no other organisation in the country has investigated the economic offence of such a high magnitude with such a speed. The NGO, Centre for Public Interest Litigation (CPIL), has appealed to the Apex court for setting up a committee of experts to monitor the probe in the 2G spectrum scam case.

In Tamil Nadu, Dharmapuri District Session Court has convicted 215 accused persons in a rape case. The District and Principal Sessions Judge, Justice S. Kumaraguru pronounced the judgement in the Vachathi case yesterday. The sentence comes nearly two decades after the forest, police and revenue officials allegedly committed atrocities on Vachathi villagers. The judge convicted 126 forest personnel including four India Forest Services officers, 84 policemen and five officials. Out of the seventeen who were convicted of rape charges, 11 of them were given 10 years rigorous imprisonment. The remaining were awarded seven years imprisonment. Some of the accused convicted of other charges, were awarded up to three years jail term. The Madras High Court had directed the Dharmapuri District Court to conduct the case on a day-to-day basis in June this year.

The Prime Minister Dr. Manmohan Singh has announced a financial relief of 1000 crore rupees for carrying out immediate relief works and restoration of infrastructure in the earthquake ravaged Sikkim. He assured that an Expert Team on Earthquake Resistant Technology will be sent to assist the state in rebuilding its infrastructure. The Prime Minister was addressing a high level review meeting at the Libing Army Cantonment in Gangtok yesterday, during his brief visit to the Himalayan State.
We will ensure that every possible assistance is given to the Sikkim Government to reconstruct, to rebuild their lives in the aftermath of this tragedy. I have announced a sum of one thousand crore from the Central Government to meet the requirements of the situation.
Earlier, the Prime Minister made an aerial survey of North Sikkim and other parts of the State. He drove straight to the STNM Hospital after landing at the Army Helipad at Libing where he saw those, injured, in the earthquake.

The Sikkim Government has put a ban on excavations and new constructions in the state in the wake of the devastating September 18th earthquake. Our correspondent reports that rehabilitation and restoration works are in full swing in the state.
Our Gangtok correspondent reports that about a dozen Psychiatrists of the State Government are engaged in counselling the traumatized people and pulling them out of their mental agony and fear psychosis, caused by the recent earthquake. A four member team from the National Institute of Mental Health and Neurological Science ‘ NIMAHANS’ Bangalore too has joined them.

The President leaves today on a two nation tour of Switzerland and Austria. Mrs. Pratibha Devisingh Patil will hold bilateral meetings with the President of Swiss confederation Mrs Micheline Calmy-Rey and President of Austria Mr. Heinz Fischer and other top leaders to discuss issues of mutual, regional and international importance. Minister of state for Parliamentary Affairs Rajeev Shukla and a 45-member business delegation will also accompany the President. Briefing the media, Secretary West in the Ministry of External Affairs M.Ganpaty said in New Delhi that the Mrs. Pratibha Devisingh Patil will also unveil the bust of Gurudev Rabindernath Tagore in the University of Lausanne in Switzerland.

Finance Minister Pranab Mukherjee has asked private players and civil society to shoulder some responsibilities in achieving zero tolerance on corruption.
The Finance Minister said this while addressing the concluding session of the three-day Regional Conference of the ADB-OECD Anti-Corruption Initiative for Asia and the Pacific Region in New Delhi yesterday. Mr Mukherjee listed out various departments of the government which are engaged in controlling corruption.
Given the pervasiveness of this phenomenon, it is a war that has to be fought on all fronts and in a concerted and coordinated manner by all stake holders. Symptomatic solutions to the problem only presents temporary results. To be effective, any framework against corruption has to be comprehensive.

With an aim to intensify the ongoing General Strike in Telangana region, the Telangana Joint Action Committee has called for Hyderabad Bandh today. The Osmania University Students have extended support for the Bandh. People in the twin cities of Hyderabad and Secunderabad are facing severe hardships due to the bandh as it hampered almost all the transport services. The road transport corporation buses continued to remain off the roads while all the MMTS local train services have been cancelled till this afternoon. Meanwhile, city police have made elaborate security arrangements to ensure law and order. Additional security forces including central forces have been deployed at all important offices, public places and Rapid Action forces have been kept ready. Employees who are attending duties during general strike are being brought to offices under security. Off-colour Harbhajan Singh was dropped yesterday from the 15-member squad for the first two cricket one-dayers in next month's ODI series against England. The team was announced by new BCCI secretary Sanjay Jagdale after a marathon meeting of the selection committee in Chennai. Most newspapers this morning have covered, on their front pages, the story of truce between Finance Minister Pranab Mukherjee and Home Minister P Chidambaram. "Cold war, temporary truce" reads a headline in The Indian Express. The paper adds that in an unprecedented spectacle, Pranab Mukherjee and P Chidambaram made a joint public appearance in a clear attempt to defuse the controversy over the note to the PMO, suggesting that Chidambaram could have forced A Raja to cancel the 2G licences.
In a related story, The Times of India writes that CBI expects the three senior Reliance ADAG executives, currently in jail in connection with the 2G scam, to turn approvers in what can have repercussions for people other than those charge sheeted in the case. Hindustan Times says that the 2G scam heat may now affect Reliance ADAG Chief Anil Ambani as the three executives of his company had distanced themselves from any wrongdoing. The Pioneer writes that CBI's report suggests no involvement of corporate majors Tata Tele services and Datacom in the 2G scam.

केन्द्रीय मंत्रिमंडल ने खान और खनिज विकास और नियमन विधेयक २०११ को मंजूरी दे दी है। इसका उद्देश्य लाइसेंस देने और लाभ के बंटवारे तथा परियोजना से प्रभावित लोगों को मुआवजा देने की प्रक्रिया में ज्यादा पारदर्शिता लाना है। केन्द्रीय मंत्रिमंडल की बैठक के बाद खनन और खनिज मंत्री दिनशा पटेल संवाददाताओं से कहा कि खनिजों में रॉयल्टी और कोयले में लाभ का २६ प्रतिशत परियोजना के विस्थापितो को दिया जायेगा। यह विधेयक संसद के शीतकालीन सत्र में लाया जायेगा।
मंत्रिमंडल के अन्य महत्वपूर्ण फैसलों के बारे में जानकारी देते हुए सूचना और प्रसारण मंत्री अम्बिका सोनी ने बताया कि मंत्रिमंडल ने रेलवे के १२ लाख ६१ हजार गैर राजपत्रित कर्मचारियो ंको ७८ दिन के वेतन के बराबर उत्पादकता से जुड़ा बोनस देने के रेल मंत्रालय के प्रस्ताव को भी मंजूरी दी। बोनस के भुगतान पर करीब ११ अरब रूपये खर्च होंगे।
केन्द्रीय मंत्रिमंडल ने स्वास्थ्य और परिवार कल्याण विभाग के लिए केन्द्रीय खरीद एजेंसी बनाने के प्रस्ताव को भी मंजूरी दी। यह एजेंसी विभिन्न रोग नियंत्रण कार्यक्रमों के लिए विभागीय तौर पर और खरीद एजेंटों के जरिये दवाइयां, वैक्सीन, गर्भ निरोधक और चिकित्सा उपकरण खरीदेगी।
मंत्रिमंडल ने अंतर्राष्ट्रीय श्रम संगठन द्वारा घरेलू नौकरों कें लिए स्वीकृत नये समझौते को संसद में रखने के प्रस्ताव को भी मंजूरी दी। उसके अलावा छह नये राष्ट्रीय औषधि शिक्षा और अनुसंधान संसथान बनाने को भी मंजूरी दी गईं। ये संस्थान गांधीनगर, हैदराबाद, कोलकाता, हाजीपुर, गुवाहाटी और रायबरेली में बनाये जायेंगे।

रक्षा मंत्री ए के एंटनी ने आज नई दिल्ली में अपने मंत्रालय के लेखा विभाग में ई-गवर्नेंस पहल के तहत दो स्वचालित व्यवस्थाओं का उद्घाटन किया। इन व्यवस्थाओं के नाम है- विश्वक परियोजना और भवन परियोजना। विश्वक परियोजना के अंतर्गत रक्षा निर्माण संबंधी खातों को एक केन्द्रीकृत डाटा बेस में सुरक्षित रखा जाएगा। इससे कामकाज की प्रगति और बजट के विश्लेषण तथा नियंत्रण की सुविधा मिलेगी, ताकि धन का बेहतर इस्तेमाल सुनिश्चित किया जा सके। इस परियोजना से देशभर में रक्षा खातों के कार्यालय परस्पर जुड़ जाएंगे। भवन परियोजना बहुद्देश्यीय है। रक्षा राजस्व पर प्रभाव डालने वाले सभी प्रकार के लेनदेन को रोज के कामकाज में इस केन्द्रीकृत डाटाबेस में शामिल कर लिया जाएगा। रक्षा राजस्व के लेनदेन का संबंध, हाल में बनाई गई आवासीय व्यवस्था, अलॉटमेंट, मकान लेने, उन्हें खाली करने और किराया निर्धारण आदि से है।
रक्षामंत्री ने लेखा विभाग के विभिन्न वर्गों में बेहतरीन काम करने के लिए रक्षा मंत्री पुरस्कार भी प्रदान किये। ये पुरस्कार सूचना टैक्नॉलोजी के इस्तेमाल के जरिए पेंशन और वेतन वितरण में नए तौर-तरीके अपनाने के लिए तीन टीमों को दिए गए।

अग्नि-२ प्रक्षेपास्त्र का आज एक और सफल परीक्षण किया गया। इसे ओड़ीशा के पास व्हीलर द्वीप से आज सवेरे साढ़े ९ बजे दागा गया। यह परीक्षण थल सेना की सामरिक बल कमान-एस एफ सी ने किया। इस अवसर पर रक्षा अनुसंधान और विकास संगठन-डी आर डी ओ- के वैज्ञानिक भी मौजूद थे। अग्नि-२ प्रक्षेपास्त्र, थल सेना में पहले ही शामिल किया जा चुका है। यह मिसाइल दो हजार किलोमीटर तक मार कर सकती है। इससे परमाणु बम भी ले जाया जा सकता है। कुछ दिन पहले शौर्य और पृथ्वी-२ प्रक्षेपास्त्रों का भी सफल परीक्षण किया जा चुका है।

उच्चतम न्यायालय ने पुणे के व्यापारी हसन अली खान को काले धन के मामले में दी गई जमानत आज रद्द कर दी। न्यायमूर्ति अल्तमश कबीर की अध्यक्षता वाली पीठ ने इस सिलसिले में प्रवर्तन निदेशालय की याचिका मंजूर कर ली। प्रवर्तन निदेशालय ने ५८ वर्षीय हसन अली को बम्बई उच्च न्यायालय द्वारा १२ अगस्त को दी गई जमानत के आदेश को उच्चतम न्यायालय में चुनौती दी थी। उच्चतम न्यायालय ने हसन अली को दी गई जमानत पर १६ अगस्त को रोक लगा दी थी। इससे पहले प्रवर्तन निदेशालय ने उच्च न्यायालय के आदेश को चुनौती देते हुए याचिका दायर की थी। प्रवर्तन निदेशालय ने यह भी कहा है कि सरकार के पास यह सिद्ध करने के पर्याप्त प्रमाण हैं कि हसन अली के विदेशों में अनेक खाते हैं और उसने इन खातों में नौ करोड़ ३० लाख डॉलर जमा किए हैं। निदेशालय ने यह भी कहा है कि हसन अली द्वारा गैर कानूनी तौर पर धन जमा करने के लिए खोले गए बैंक खातों के बारे में और अधिक सूचना एकत्र करने के उद्देश्य से कई देशों को पत्र भी लिखे गए हैं।

आन्ध्रप्रदेश में अलग तेलंगाना राज्य की मांग को लेकर बंद के कारण आज हैदराबाद और सिकन्दराबाद में जनजीवन बुरी तरह प्रभावित है। कड़े सुरक्षा प्रबंधों के बीच बंद अब तक शांतिपूर्ण है । परिवहन निगम की बसें नहीं चल रही हैं जिसके कारण सार्वजनिक परिवहन सेवा ठप्प है। लोकल रेल सेवा बाधित है।

तेलंगाना ज्वाइंट एक्शन कमेटी के एक दिन की बंद की वजह से हैदराबाद मेंजनजीवन अस्त व्यस्त हो गया है, जबकि क्षेत्र में पिछले १८ दिनों से हो रहा आम हड़ताल जारी है। बंद के कारण सार्वजनिक परिवहन पर बुरा असर पड़ा है। जबकि राज्य की परिवहन निगम बसें बंद पड़ी है और एमएमटीएस लोकल ट्रेन सेवाएं भी रद्द की गई है। हैदराबाद और सिकंदराबाद टिवन सिटीज में दुकानें और व्यापारिक प्रतिष्ठान बंद है। दूसरी तरफ घटनाओं को रोकने के लिए व्यापक सुरक्षा व्यवस्था की गई है। आकाशवाणी समाचार के लिए हैदराबाद से लक्ष्मी।

हमारे संवाददाता ने बताया है कि तेलंगाना राष्ट्र समिति के अध्यक्ष के० चन्द्रशेखर राव प्रधानमंत्री और केन्द्र के अन्य वरिष्ठ नेताओं से मिलने के लिए आज नई दिल्ली रवाना हो रहे हैं। वे इन नेताओं को अलग राज्य के मुद्दे पर उनके पक्ष मे फैसला करने के लिए राजी करने की कोशिश करेंगे। दूसरी तरफ तेलंगाना क्षेत्र से राज्य के कुछ मंत्रियों सहित कांग्रेस के कई नेता दिल्ली में डेरा डाले हुए हैं। वे कांग्रेस हाईकमान से फैसला करने की मांग कर रहे हैं।

जम्मू-कश्मीर में कुपवाड़ा जिले के शम्सबाड़ी जंगलों में चार दिन से चल रही मुठभेड़ खत्म हो गयी है। पांच आतंकवादियों के शव मिल गए हैं। आतंकवादियों से लड़ते हुए सेना का एक अधिकारी, एक जवान और दो पुलिसकर्मी शहीद हुए हैं। सेना और पुलिस ने घने जंगलों में संयुक्त कार्रवाई की थी।
हमारे संवाददाता ने बताया है कि मुठभेड़ के बाद की स्थिति का जायजा लेने के लिए १५वीं कोर के जनरल ऑफिसर कमांडिंग, जनरल हसनैन आज कुपवाड़ा का दौरा कर रहे हैं।

पुलिस सूत्रों का कहना है कि सलम्बी मुठभेड़ में मारे गये आतंकी लश्करे तैयबा के थे, हालांकि उनकी पहचान नहीं हुई है। नियंत्रण रेखा के नजदीक हुई इस भीड़त से इस बात की भी पुष्टि हुई है कि उस पार से घुसपैठों के प्रयास में कोई कमी नहीं हुई है। वरिष्ठ सुरक्षा अधिकारी मानते है कि इस तरह की मुठभेड़ से ये आवश्यकता उभर कर आई है कि सुरक्षा की दृष्टि से राज्य में चौंकसी में कमी की कोई गुंजाइश नहीं है। मुश्ताक अहमद तांत्रे, आकाशवाणी समाचार, श्रीनगर।

झारखंड के पुलिस महानिदेशक जी एस रथ ने कहा है कि प्रस्तावित साइबर पुलिस थाना राजधानी रांची में खोला जाएगा और सारा राज्य इसके कार्य क्षेत्र में होगा। वे आज धनबाद में संवाददाताओं से बातचीत कर रहे थे। श्री रथ ने कहा कि उनके धनबाद दौरे का नक्सलवादियों से हाल की मुठभेड़ से कोई संबंध नहीं है, बल्कि वे नवरात्रि के मौजूदा कार्यक्रम और आगामी दुर्गा पूजा के दौरान कानून और व्यवस्था की समीक्षा करने के लिए आए हैं। उन्होंने बताया कि त्यौहारों के दौरान सुरक्षा के पर्याप्त प्रबंध किए गए हैं।

गुजरात के मुख्यमंत्री नरेन्द्र मोदी और कर्नाटक के पूर्व मुख्यमंत्री बी.एस.येदियुरप्पा को छोड़कर पार्टी के सभी प्रमुख नेता दो दिन की इस बैठक में हिस्सा ले रहे हैं। भाजपा के वरिष्ठ नेता लालकृष्ण आडवाणी के साथ अपने मतभेदों के कारण श्री मोदी, पार्टी की इस महत्वपूर्ण बैठक में नहीं आए हैं।

राष्ट्रपति प्रतिभा देवीसिंह पाटील आज स्विट्जरलैंड और ऑस्ट्रिया की यात्रा पर रवाना हो गईं। नई दिल्ली से रवाना होने से पहले अपने वक्तव्य में श्रीमती पाटील ने कहा कि स्विट्जरलैंड और आस्ट्रिया, मध्य यूरोप में भारत के दो महत्वपूर्ण सहयोगी देश हैं, जहां भारत की तरह लोकतंत्र, कानून के शासन और मानवीय गरिमा का सम्मान किया जाता है।
श्रीमती पाटील ने कहा कि उनकी यह यात्रा, इन दोनों मित्र देशों के साथ उच्चस्तरीय संबंध बनाये रखने की प्रक्रिया का सिलसिला है। वे यूरोपीय परमाणु अनुसंधान संगठन जाएंगी जो दुनिया के सबसे बड़े और सबसे प्रतिष्ठित वैज्ञानिक अनुसंधान केन्द्रों में शामिल है। भारत इस संगठन सी ई आर एन का प्रेक्षक सदस्य है जहां करीब दो सौ भारतीय और भारतीय मूल के वैज्ञानिक काम कर रहे हैं।
बर्न में श्रीमती पाटील, स्विट्जरलैंड की राष्ट्रपति कैमी रे और संघीय परिषद के अन्य सदस्यों से विभिन्न मुद्दों पर बातचीत करेंगी। राष्ट्रपति कैमी रे की सन्‌ २००७ में भारत यात्रा के दौरान दोनों पक्षों ने आपसी संबंधों को महत्वपूर्ण भागीदारी के स्तर तक ले जाने की आवश्यकता पर बातचीत की थी।

भारत और बंग्लादेश के बीच सीमावर्ती क्षेत्रों के प्रबंधन की समन्वित योजना लागू करने के लिए अगले महीने से कदम उठाए जाएंगे। यह फैसला दोनो ंदेशों के सीमा सुरक्षा बलों के महानिदेशकों के छः दिन चले सम्मेलन में किया गया। सम्मेलन, आज ढाका में सम्पन्न हो गया। बी.एस.एफ के महानिदेशक रमन श्रीवास्तव ने बाद में संवाददाताओं को बताया कि इससे दोनों देशों को सीमा के आर-पार अपराधों से निपटने में मदद मिलेगी। उन्होंने यह भी बताया कि भारत के अपराधियों और उपद्रवियों तथा उनके छिपने के ठिकाने की सूची बंग्लादेश को सौंपी गई है। बी.जी.बी के महानिदेशक मेजर जनरल अनवर हुसैन ने फिर कहा कि बंग्लादेश की प्रधानमंत्री यह आश्वासन दे चुकी हैं कि किसी विदेशी उपद्रवी को बंग्लादेश की धरती से अपनी गतिविधियां चलाने नहीं दी जाएंगी। दोनों महानिदेशकों ने इस सम्मेलन में विभिन्न मुद्दों पर हुए विचार-विमर्श और इन पर किए गए फैसलों के दस्तावेज पर भी हस्ताक्षर किए।

भारत ने कहा है कि अफगानिस्तान से अंतर्राष्ट्रीय सेनाओं की वापसी से वहां शांति स्थिरता और सुरक्षा के प्रयासों को धक्का पहुंचेगा। संयुक्त राष्ट्र में भारत के स्थाई प्रतिनिधि हरदीप सिंह पुरी ने कहा कि अफगानिस्तान से अंतर्राष्ट्रीय सेना की वापसी वास्तविक परिस्थितियों के अनुसार होनी चाहिए, किसी समय सीमा के हिसाब से नहीं। उन्होंने कहा कि आतंकवादी गुट अब भी अत्यधिक सुरक्षा वाले स्थानों को निशाना बना रहे हैं और पूर्व राष्ट्रपति बुरहानुद्दीन रब्बानी जैसे बड़े राजनीतिक नेताओं की हत्या कर रहे हैं। श्री पुरी ने कहा कि जब तक अफगानिस्तान की सीमा से बाहर आतंकवादियों की शरणस्थलीं से सख्ती से नहीं निपटा जाता तब तक सुरक्षा की स्थिति मजबूत नहीं हो सकती। उन्होंने कहा कि अफगानिस्तान की स्थिरता के लिए अलकायदा, तालिबान, लश्करे तैयबा तथा अफगानिस्तान की सीमाओं के अंदर और बाहर से सक्रिय अन्य आतंकवादी गुटों का सफाया करना जरूरी है।
श्री पुरी ने अफगानिस्तान को शांतिपूर्ण, स्थिर और लोकतांत्रिक देश बनाने में वहां की सरकार और लोगों को पूरा सहयोग देने को भारत की वचनबद्धता दोहराई। हमारे संवाददाता ने बताया है कि भारत, अफगानिस्तान को आर्थिक और सामाजिक विकास योजनाओं के लिए दो अरब डॉलर की सहायता दे रहा है। भारतीय कंपनियों ने अफगानिस्तान के लौह अयस्क के भंडार निकालने में दिलचस्पी दिखाई है। इसके अलावा वह तुर्कमेनिस्तान, अफगानिस्तान, पाकिस्तान और भारत गैस पाइपलाइन की योजना में शामिल है।

लीबिया के अंतरिम प्रधानमंत्री मोहम्मद जिबरील ने लीबिया के नागरिकों को वित्तीय लाभ दिये है। श्री जिबरील ने कहा कि कर्नल गद्दाफी के खिलाफ संघर्ष में मारे गए लोगों के परिवारों को तीन सौ बीस डॉलर महीना राहत दी जायेगी। गद्दाफी विरोधी लड़ाको को इससे थोड़ा अधिक पैसा दिया जायेगा। उन्होंने बताया कि खाद्य वस्तुओं पर आयात कर छह महीने के लिए हटा दिया जायेगा। नागरिकों को पेंशन देते समय मुद्रास्फीति का ध्यान भी रखा जाएगा।

सीएनजी के दाम दो रूपये किलो बढ़ा दिए गए हैं। राष्ट्रीय राजधानी क्षेत्र दिल्ली में वाहनों के लिए सी एन जी और पाइप के ज+रिये खाना पकाने वाली गैस पी एन जी सप्लाई करने वाली कंपनी इन्द्रप्रस्थ गैस लिमिटेड ने बताया है कि आज आधी रात से सीएनजी ३० रूपये की बजाय ३२ रूपये किलोग्राम मिलेगी। नोएडा, ग्रेटर नोएडा, गाजियाबाद में सी एन जी के दाम दो रूपये ३० पैसे बढ़ाए गए हैं। अब इन इलाकों में यह गैस ३५ रूपये ९० पैसे प्रति किलोग्राम मिलेगी। कम्पनी की प्रेस विज्ञप्ति में बताया गया है कि रिलायंस इंडस्ट्रीज के के जी डी-६ गैस फील्ड से सप्लाई कम होने के कारण तरल प्राकृतिक गैस एल एन जी का महंगे दाम पर आयात करना पड़ रहा है। डॉलर के मुकाबले रूपये की कीमत कम होने से भी गैस पर लागत बढ़ गई है।

एशियाई बाजारों में आज कच्चे तेल के भाव बढ़े। न्यूयॉर्क का लाइट स्वीट क्रूड ५३ सेंट सस्ता होकर ८२ डॉलर ६७ सेंट प्रति बैरल हो गया। लंदन के बें्रट नॉर्थ सी क्रूड की कीमत में भी २८ सेंट की वृद्धि हुई और बैरल १०४ डॉलर २३ सेंट का हो गया।

बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में ही सैन्सैक्स में २०० अंकों की गिरावट आयी। फंडों और छोटे निवेशकों की मुनाफवाली वसूली के कारण सैंसैक्स गिरा। अब से कुछ देर पहले सेन्सेक्स २८५ अंक की गिरावट के साथ १६ हजार ४१२ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ८८ अंक गिरकर ४ हजार ९२६ पर था। एशियाई शेयर बाजारों में आज मिला जुला रूख रहा। हांगकांग के हैंगसैंग में एक दशमलव दो-आठ प्रतिशत की गिरावट आयी। जापान के निक्केई में शून्य दशमलव दो-पांच प्रतिशत की बढ़त रही। अमेरिका का औद्योगिक सूचकांक डाऊ जोंस भी कल एक दशमलव तीन-शून्य प्रतिशत की वृद्धि के साथ बंद हुआ।

खाद्य और सार्वजनिक वितरण मंत्रालय ने कहा है कि देश में ६४० लाख टन से भी अधिक अनाज का भंडार है। अनाज खरीदने वाली सरकारी एजेंसियों की कोशिशों से ऐसा संभव हुआ है। नई दिल्ली में आज जारी मंत्रालय के एक बयान में कहा गया है कि इसमें लगभग २७० लाख टन चावल और ३७० लाख टन से अधिक गेहूं शामिल है।
खाद्य और सार्वजनिक वितरण मंत्री के वी थॉमस ने कहा है कि देश की जरूरत पूरी करने के लिए पर्याप्त खाद्यान्न उपलब्ध है। उन्होंने कहा कि केन्द्र सरकार पूर्वोत्तर राज्यों की ओर विशेष ध्यान देगी ताकि वहां सार्वजनिक वितरण प्रणाली को बेहतर बनाया जा सके। श्री थॉमस ने फिर कहा कि सरकार जल्दी से जल्दी राष्ट्रीय खाद्य सुरक्षा कानून बनाने के प्रति वचनबद्ध है। इस कानून से सभी को उचित मूल्य पर अनाज मुहैया कराना सुनिश्चित हो सकेगा और इसके तहत समाज के कमजोर वर्गों पर विशेष ध्यान दिया जाएगा।

बिहार के उत्तरी हिस्सों में बाढ़ की स्थिति अब भी गंभीर बनी हुई है जबकि मध्य क्षेत्रों में मामूली सुधार हुआ है। अधवारा का पानी कई गांवों में पहुंच जाने से सीतामढ़ी और शिवहर में अब भी बाढ़ का खतरा बना हुआ है। इन दो जिलों के कई प्रखंडों का सम्पर्क उनके मुख्यालयों से कट गया गया है। बाढ़ से बाजपट्टी पर रेलवे पटरियों को नुकसान पहुंचने के कारण सीतामढ़ी और पुपरी के बीच रेल सेवाएं बाधित हुई हैं। इस क्षेत्र के हजारों ग्रामवासियों कों सुरक्षित स्थानों तक पहुचाया गया है। राष्ट्रीय आपदा राहत बल की टीम राहत और बचाव कार्यों में लगी हुई है। राज्य के जल संसाधन विभाग के अनुसार स्थिति नियंत्रण में है।
इस बीच, गंगा, सोन और अन्य नदियों के जलस्तर में कमी आई है, लेकिन यह अब भी पटना और आसपास के इलाकों में खतरे के निशान से ऊपर है। कोसी के जलस्तर में काफी गिरावट आई है।

सिक्किम के पूर्वी जिले में छांगू और नाथू ला के लिए सड़क कल फिर खोल दी गयी। ये दोनों बहुत लोकप्रिय पर्यटन स्थल हैं। हमारे संवाददाता के अनुसार इससे राज्य के पर्यटन उद्योग को बड़ी राहत मिली है, क्योंकि इस वर्ष का पर्यटन मौसम रविवार से शुरु होने जा रहा है।

भूकंप के चलते भारी भूस्खलनों की वजह से गंगटोक से नाथूला जाने वाला जवाहरलाल नेहरू मार्ग भी बंद हो गया था। रास्ते भर में २५ जगहों पर पत्थरों और मिट्टी का भारी मलबा जमा हो जाने और सड़क के कट जाने से छांगू-नाथूला बाबा मंदिर का सारा इलाका हर किसी के पहुंच से बिल्कुल बाहर हो गया था। अब जबकि अधिक ऊंचाई वाली गुरूदोंगमार झील और सुरंग में युमथांग घाटी जैसे उत्तर जिले में पड़ने वाले भारतीय पर्यटनस्थलों पर पहुंचना अब भी मुश्किल बना हुआ है। पर्यटन उद्योग राज्य के दूसरे हिस्सों में आने वाले पर्यटकों का स्वागत करने के लिए कमर कसने लगा है। राज्य में २ अक्टूबर से दशहरा यानी बड़ा देशाई की भी दस दिन की छुट्टियां शुरू हो रही है। राज्य सरकार ने विश्वास दिलाया है कि राज्य में चल रहे पुनर्वास तथा बुनियादी ढ़ांचा बहाली के कामों पर इन छुट्टियों का कोई असर नहीं पड़ने दिया जाएगा और त्यौहार के साथ इनका समुचित संतुलन कायम किया जाएगा। विनय राज तिवारी, आकाशवाणी समाचार, गंगटोक।

विज्ञान और टैक्नॉलोजी तथा भू-विज्ञान मंत्री विलास राव देशमुख ने कहा कि जलवायु परिवर्तन के पेचीदा मुद्दों से निपटने के लिए सम्बद्ध देशों के बीच आपसी सहयोग जरूरी है। उन्होंने समारोह की अध्यक्षता करते हुए कहा कि भारत ने जलवायु परिवर्तन की चुनौतियों से निपटने के लिए एक राष्ट्रीय कार्य योजना तैयार की है।

The Union Cabinet has approved the Mines and Minerals (Development and Regulation) Bill, 2011 aimed at bringing more transparency in the process of allocations for licenses and sharing of profits and royalty with project-affected people. Briefing newsmen after the Cabinet meeting, the Mines and Minerals Minister, Mr Dindsha Patel said the bill will be introduced in the winter session of Parliament. Briefing on other important decisions, Information and Broadcasting Minister Ms.Ambika Soni said that the Cabinet also accepted the Railway Ministry's proposal for payment of productivity-linked bonus equivalent to 78 days for all eligible 12.61 lakh non-gazetted railway employees. The financial implication of bonus payment will be around 1100 crore rupees.

Bonus has been estimated to be 1098.58 crore rupees. The wage calculation ceiling prescribed for payment of this bonus is 3500 rupees per month. Approximately 12.61 lakh non-gazetted Railway employees are likely to benefit from the decision.
The Union Cabinet also approved the proposal for setting up of Central Procurement Agency, for the Department of health and Family Welfare. This agency will procure drugs, vaccines, contraceptives and medical equipment for its various disease control programmes departmentally and through Procurement Agents. The Cabinet also approved the proposal for placing the new instrument adopted by the International Labour Organization (ILO) for domestic workers before Parliament. The Cabinet also gave its sanction for the establishment of six new National Institutes of Pharmaceutical Education and Research. These institutes will be established in Gandhinagar, hyderabad, Kolkata, Hajipur, Guwahati and Rae Bareli.

The Supreme Court today quashed the bail granted by the Bombay High Court to Pune-based stud farm owner Hasan Ali Khan, in a money laundering case. A bench headed by Justice Altamas Kabir allowed the plea of the Enforcement Directorate (ED) which had approached the apex court challenging the August 12 High Court order granting bail to 58-year-old Hasan Ali. The apex court had on August 16 stayed the bail granted to Hasan Ali after the ED moved a petition challenging the High Court order. The ED had also submitted that the government had sufficient evidence to prove that Khan had several foreign accounts and illegal money to the tune of over 93 million dollars had been stashed away abroad. It had said a Letters Rogatory had been sent to several countries for obtaining more information on his bank accounts having illegal money.

The BJP national executive committee meeting began today in New Delhi to take stock stock of the political situation in the country and to formulate a strategy to take on the ruling Congress on the issue of corruption. India today successfully test-fired ballistic missile, Agni-II, from Wheeler Island in Dharma village off the Odisha coast. The missile was fired at 9.30 this morning from the launch complex number 4 on Wheeler Island. Our correspondent reports that Agni-II has been test-fired after two consecutive successful test-firing of Shourya and Prithivi-II missiles a couple of days ago.
India today added one more feather to its cap in the missile technology programme after successful firing of nuclear-capable ballistic missile, Agni-II from Wheeler Island in Dhamra off Odisha coast. The special unit of Army and Strategic Force Command (SFC) conducted the launch with the association of scientists of the Defence Research and Development Organisation (DRDO) and support of Integrated Test Range, Chandipur in Balsore district of Odisha. The missile picked up at random from a clutch of missiles of SFC unit was flight-tested to test its effectiveness. The Army has already deployed Agni-II in its arsenal. Agni-II, can carry nuclear warheads over a distance of 2,000 km. Designed and developed by the Advanced Systems Laboratory, a unit of the DRDO, in Hyderabad, Agni-II, the 20-metre long missile is a two-stage surface-to-surface missile, powered by solid propellants. In Jammu and Kashmir, the four day long encounter in Shamsbari forests of frontier Kupwara district has concluded with the retrieval of all the five dead bodies of the slain militants. The death toll in the encounter has gone to nine as an army officer and a jawan and two police men laid down their lives while fighting the militants. The joint operation in the dense forest area was launched by the army and the police. In Kerala, the CBI Special Court in Kochi today sentenced two sisters to three years imprisonment in connection with the leakage of the SSLC question paper in 2005. The court also imposed a fine of 30,000 rupees each on them. Our correspondent reports that the prosecution case was that the sisters, colluded with an employee of a private printing press in Chennai to steal the question papers to help the child of one of the sisters, who was to appear in the 2005 SSLC examination.

The Flood situation in North Bihar is still critical, while it has slightly improved in the central part of the state. Sitamarhi and Sheohar are still facing serious flood threats as the gushing water spilling over from the Adhwara river has entered several villages of both the districts. Many of the blocks in these two districts are fully cut off from their headquarters. Rail movement between Sitamarhi and Pupri is disrupted due to the damages caused to the railway tracks at Bajpatti by flood waters. Thousands of villagers in this area have moved to safer places. Teams of National Disaster Relief Force are continuing rescue and relief operations. The state Water Resources Department reports that the situation is under control. Meanwhile, the Ganga, alongwith Sone and other rivers, have registered a significant fall in their water level but are still flowing over the danger mark at Patna and adjoining areas. The River Kosi is also calm owing to a sharp fall in water level.

The President Pratibha Devisingh Patil left New Delhi today on a two nation tour of Switzerland and Austria. In her departure statement, Mrs. Patil said the Swiss Confederation and the Republic of Austria are two important partners of India in Central Europe with whom India share core values of democracy, the rule of law, and respect for human dignity. Mrs. Patil said her visit is part of the process of maintaining high level engagement with these friendly countries. In her first engagement the President Patil would visit the European Council for Nuclear Research, one of the world's largest and most reputed centre for scientific research. India is an observer Member State to CERN, in which about 200 Indian /Indian origin scientists are working.
In Berne Mrs. Patil would have wide-ranging discussions with President Calmy-Rey and other members of the Federal Council of Switzerland. During President Calmy-Rey's visit in 2007, the two sides had discussed the need to elevate the bilateral relationship to the level of a Privileged Partnership. The President will also unveil the bust of Gurudev Rabindranath Tagore at the University of Lausanne on October 4, 2011 where a "Tagore Chair" on Indian Studies is also being set up. In Vienna, the President's engagements include delegation-level discussions with the Austrian President Mr. Heinz Fischer and meetings with the Austrian Chancellor Mr. Werner Faymann and the Speaker of the Austrian Parliament, Ms. Barbara Prammer. India has said that the withdrawal of international forces from Afghanistan will go against the efforts of establishing peace, stability and security in the war ravaged country. India's Permanent Representative to the UN Hardeep Singh Puri said that the ongoing transition must be linked to the ground realities rather than rigid timetables. Pointing out that extremist groups continue to attack high-security targets and assassinate important political figures such as former president Burhanudin Rabbani, Puri said gains on the security front cannot be consolidated unless the international community is able to firmly deal with safe havens for terrorist groups outside Afghanistan's borders. He said the syndicate of terrorism including Al Qaida, Taliban, Laskar-e-Taiba and other terrorist and extremist groups operating from within and outside Afghan borders must be rooted out for stability in the country. He reiterated India's commitment to partnering with the government and people of Afghanistan in building a peaceful, stable, democratic and pluralistic nation. He said India supports further strengthening of the Afghan National Security Forces and an Afghan-led inclusive and transparent process of reconciliation. The Border Security Force of India and the Border Guards of Bangladesh have decided to take steps for implementation of the coordinated border management plan by October this year. This was one of the key decisions taken during the 6 day Director General level conference between the BSF and the BGB, which concluded in Dhaka today. Addressing the joint press conference at the end of the talks, BSF Director General Raman Srivastava said that a coordinated Border Management Plan will help both sides tackle trans-border crime. The six day Director General Conference between the BSF and BGB has helped both sides review and put in place institutional mechanisms to strengthen co-operation in border management. Expressing concern about Bangladesh being used as a transit route to smuggle counterfeit Indian currency to destabilize the country’s economy, the BSF Chief appreciated the steps being taken by Bangladesh to stop this menace. The BSF Chief also said that non lethal weapons have been provided to the jawans in certain sectors to minimize casualties during operations to nab any person involved illegally crossing the border. In Greece, the Prime Minister, George Papandreou, is to hold further talks with European leaders as negotiations continue in Athens on a new instalment of bailout loans. He will holds talks with European Council President Herman Van Rompuy in Warsaw before travelling to Paris to meet French President Nicolas Sarkozy. International inspectors are in Athens to decide whether Greece should receive another bailout of 8 billion euros. The talks have triggered angry protests on the streets of the Greek capital. Compressed Natural Gas (CNG) rates were hiked by Rs 2 per kg today, mainly on account of a fall in the rupee value against the US dollar, pushing up the cost of inputs. Indraprastha Gas Ltd (IGL), the sole supplier of CNG to automobiles and piped cooking gas to households in the national capital region, said CNG will cost 32 rupee per kg in Delhi from midnight tonight, as against 30 rupee per kg at present. The company said in a press statement that in neighbouring Noida, Greater Noida and Ghaziabad, CNG will cost 2.30 rupee per kg more at 35.90 rupee/kg. The statement said, the hike was necessitated because IGL is being forced to buy expensive imported LNG due to a drop in supplies from Reliance Industries' eastern offshore KG-D6 gas field. Also, the rupee depreciation has made the raw material natural gas from Reliance, state-owned GAIL and imported LNG even costlier.

The Food and Public Distribution Ministry has said that food grain stocks with the government procurement agencies are well above 640 lakh tonnes. In a statement released in New Delhi, the ministry today said that food grain stocks comprise about 270 lakh tonnes of rice and over 370 lakh tonnes of wheat. The Food and Public Distribution Minister K V Thomas has said that there is enough food grains to meet the needs of the country. Mr. Thomas said the centre will give special attention towards the North Eastern states to improve the Public Distribution System in the region.

India is committed to promoting trans-border cooperation with countries which share Himalayan ecology to address the challenges of climate change. This was stated by the Minister of State for Environment Mrs Jayanthi Natarajan while addressing a workshop in New Delhi today. She called for a strong information sharing mechanism among member countries. The workshop was organized to observe International Centre for Integrated Mountain Development (ICIMOD). Mrs Natarajan said New Delhi has always supported ICIMOD programmes and is in favour of enhanced regional ownership of regional member countries.

The Defence Minister A.K. Antony today launched two automation systems as part of e-governance initiative in the Defence Accounts Department in New Delhi. Under Project Vishwak, Defence construction accounts will be stored into a Centralised Data Base. This will provide for analysis and control over progress of works and Budget so as to ensure a better value for money. The Project links hundreds of Defence Accounts Offices across the country. Another project, Bhawan, is a multipurpose project.

The Government will soon introduce the new and improved National Policy for Senior Citizens. This was revealed by Social Justice and Empowerment Minister Mukul Wasnik while addressing a function to commemorate the International Day of Older Persons to be celebrated tomorrow. He said that the new policy will better address the issues related to senior citizens and will overcome all shortcomings of the previous policy. The Minister also called upon voluntary organisations and NGOs to sensitize people about the provisions of the Maintenance and Welfare of Parents and Senior Citizens Act. Mr Wasnik said the Act introduced in 2007 provides every senior citizen who is unable to maintain himself from his own income to claim maintenance from his children. He however expressed dissatisfaction over the the negligible number of claims under the Act.

केन्द्रीय मंत्रिमंडल ने खान और खनिज विकास तथा नियमन विधेयक २०११ को मंजूरी दे दी है। इसका उद्देश्य अवैध खनन पर रोक लगाना और खनन के लाइसेंस देने के काम में और पारदर्शिता लाना है। बैठक के बाद सूचना और प्रसारण मंत्री अंबिका सोनी ने बताया कि विधेयक में कोयला खान मालिकों के मुनाफे में २६ प्रतिशत हिस्सेदारी का प्रावधान किया गया है।
मंत्रिमंडल ने स्वास्थ्य और परिवार कल्याण विभाग के लिए दवाओं, वैक्सीन, गर्भ निरोधक सामग्री, चिकित्सा उपकरण और अन्य वस्तुओं की खरीद के लिए एक केन्द्रीय एजेंसी बनाने के प्रस्ताव को भी मंजूरी दी है।
मंत्रिमंडल के अन्य महत्वपूर्ण फैसलों के बारे में श्रीमती अम्बिका सोनी ने बताया कि रेलवे के १२ लाख ६१ हजार गैर राजपत्रित कर्मचारियो ंको ७८ दिन के वेतन के बराबर उत्पादकता से जुड़ा बोनस देने के रेल मंत्रालय के प्रस्ताव को भी स्वीकृति दी गई।
बोनस की कुल अनुमानित राशि १० अरब ९८ करोड़ ५८ लाख रूपये की होगी। बोनस के भुगतान के लिए पारिश्रमिक की अधिकतम सीमा साढ़े तीन हजार रूपये तक की गई है। लगभग १२ लाख ६१ हजार रेल कर्मचारियों को इस फैसले का लाभ मिलेगा।
अंतर्राष्ट्रीय श्रम संगठन द्वारा घरेलू नौकरों के लिए स्वीकृत नये समझौते को संसद में रखने के प्रस्ताव को भी मंत्रिमंडल ने मंजूरी दे दी।

बुनियादी ढांचे पर केन्द्रीय मंत्रिमंडल की समिति ने उत्तरप्रदेश में राष्ट्रीय राजमार्ग-५६ के लखनऊ-सुल्तानपुर खण्ड को चार लेन में बदलने की परियोजना को मंजूरी दे दी है।
आर्थिक मामलों की मंत्रिमंडलीय समिति ने मलाजखंड तांबा परियोजना के विस्तार को मंजूरी दे दी है। इसका विस्तार होने से सालाना पचास लाख मीट्रिक टन तांबे का उत्पादन होगा, जो अभी दो लाख मीट्रिक टन है।

ओडिशा के मुख्यमंत्री नवीन पटनायक ने प्रस्तावित खान और खनिज विकास तथा नियमन विधेयक को बहुत देर से उठाया गया कदम बताया है। आज भुवनेश्वर में उन्होंने कहा कि उन्होंने प्रधानमंत्री को सुझाव दिया था कि निजी खान मालिकों द्वारा कमाये जा रहे भारी मुनाफे का ५० प्रतिशत सरकार को मिलना चाहिए।

आंध्रप्रदेश के प्रभारी कांगे्रस महासचिव गुलाम नबी आजाद ने आज पार्टी अध्यक्ष सोनिया गांधी को तेलंगाना मुद्दे पर राज्य के पार्टी प्रतिनिधियों के विचारों के बारे में एक रिपोर्ट सौंपी। पार्टी सूत्रों ने बताया कि श्री आजाद ने अलग राज्य के गठन के समर्थन में करीब एक पखवाड़े से चल रहे आंदोलन से तेलंगाना क्षेत्र में उत्पन्न स्थिति के बारे में श्रीमती गांधी को जानकारी दी। श्री आजाद ने रिपोर्ट सौंपने से पहले तेलंगाना, रायलसीमा और तटीय आंध्र क्षेत्र के सांसदों, विधायकों और विधान परिषद सदस्यों से व्यापक विचार-विमर्श किया था। पार्टी हाईकमान ने श्री आजाद को इस मुद्दे पर सभी स्थानीय संबंधित पक्षों की भावनाओं का पता लगाने को कहा था।

इस बीच, गृह मंत्री पी. चिदम्बरम ने कहा है कि तेलंगाना मुद्दे पर विचार करने के लिए वे जल्द सर्वदलीय बैठक बुलाएंगे। राज्य में १८ दिनों से चले आ रहे आंदोलन पर चिन्ता व्यक्त करते हुए गृहमंत्री ने आंदोलनकारियों से हड़ताल समाप्त करने की अपील की।

मेरी अपील है कि जब आंदोलनकारियों ने अपनी बात निश्चित रूप से कह दी है, रेल रोको, रास्ता रोको जैसी हड़ताल से राज्य की अर्थव्यवस्था को नुकसान पहुंचता है और इससे लोगों को भारी दिक्कतों का सामना करना पड़ता है। सरकार केवल आंदोलनकारियों से यह अपील करती है कि अपना पक्ष रख देने के बाद उन्हें इस विरोध को अनिश्चितकाल तक जारी रखने कोई आवश्यकता नहीं है।

संचार और सूचना प्रौद्योगिकी मंत्री कपिल सिब्बल ने रेडियो स्पेक्ट्रम का प्रभावी प्रबंधन सुनिश्चित करने के लिए आज राष्ट्रीय आवृत्ति आवंटन योजना यानी नेशनल फ्रीक्वेंसी एलोकेशन प्लान जारी किया। यह योजना कल से लागू होगी। इस अवसर पर श्री सिब्बल ने कहा कि रेडियो स्पेक्ट्रम जीवन के सभी हिस्सों के लिए बहुत महत्वपूर्ण होता जा रहा है, इसलिए इसका तर्कसंगत ढंग से प्रबंधन जरूरी हो गया है। उन्होंने बताया कि राष्ट्रीय आवृत्ति आवंटन योजना एक ऐसा नीतिगत दस्तावेज है जिसमें विभिन्न आवृत्तियों में संचार सेवाओं के लिए स्पेक्ट्रम आवंटन का ब्यौरा दिया गया है। इसमें सरकारी और निजी क्षेत्रों में स्पेक्ट्रम के उपयोग से सम्बन्धित गतिविधियों के विकास को बढ़ावा मिलेगा।

सरकार ने कहा है कि देश में जनगणना के बाद सर्वेक्षण का प्रथम चरण पूरा हो गया है। आज नई दिल्ली में अपने मंत्रालय की रिपोर्ट पेश करते हुए गृह मंत्री पी० चिदम्बरम ने बताया कि राष्ट्रीय जनसंख्या रजिस्टर के लिए जैविक आंकड़े तैयार करने का काम प्रगति पर है और अभी तक ४७ लाख लोगों के आंकड़े तैयार किए गए हैं।
श्री चिदंबरम ने यह भी बताया कि सितंबर महीने के दौरान देश के विभिन्न भागों में आपदा राहत के व्यापक उपाय किए गए।
बाढ़ वाले अनेक राज्यों में आपात कार्रवाई और बचाव कार्यों के लिए १६ सौ कर्मचारियों और एक सौ ९७ नौकाओं को तैनात किया गया। इसके अलावा सिक्किम में भूकंप के बाद राष्ट्रीय आपदा कार्रवाई बल के ४२० कर्मचारियों की दस टीमों को आवश्यक उपकरणों के साथ तैनात किया गया।

गुजरात में निलंबित आईपीएस अधिकारी संजीव भट्ट को एक सिपाही द्वारा उनके खिलाफ दायर एफआईआर के सिलसिले में आज हिरासत में ले लिया गया। संजीव भट्ट पर डराने-धमकाने, झूठे सबूत गढ़ने और गलत तरीके से जेल भेजने जैसे आरोप लगाए गए हैं। संजीव भट्ट ने उच्चतम न्यायालय में एक हलफनामा दायर करके गुजरात दंगों में मुख्यमंत्री नरेन्द्र मोदी द्वारा कार्रवाई न करने का आरोप लगाया है। राज्य पुलिस ने कहा कि भट्ट को गिरतार नहीं किया गया है, बल्कि पूछताछ के लिए हिरासत में लिया गया है।

दिल्ली पुलिस ने २००८ के वोट के बदले नोट मामले में पूरक आरोप-पत्र आज एक अदालत में दाखिल किया। सरकारी वकील ने अदालत को बताया कि मामले के कुछ पहलुओं की जांच दिल्ली पुलिस ने पूरी कर ली है, लेकिन जांच अभी चल रही है। सरकारी वकील ने बताया कि भाजपा सांसद अशोक अर्गल पर मुकदमा चलाने के लिए लोकसभा अध्यक्ष की मंजूरी अभी तक नहीं मिली है। पूरक आरोप-पत्र में कोई नए नाम नहीं जोड़े गए हैं। इसमें कुछ आरोपियों के बैंक खातों का ब्यौरा दिया गया है।

उच्चतम न्यायालय ने आज देश में उत्पादित कीटनाशक दवा एंडोसल्फान के पड़े हुए भंडार के निर्यात की अनुमति दे दी, लेकिन न्यायालय ने यह भी कहा कि विवादित कीटनाशक दवा के इस्तेमाल और उत्पादन पर प्रतिबंध जारी रहेगा।

उच्चतम न्यायालय ने पुणे के व्यापारी हसन अली खान को काले धन के मामले में दी गई जमानत आज रद्द कर दी। न्यायमूर्ति अल्तमश कबीर की अध्यक्षता वाली खंडपीठ ने इस सिलसिले में प्रवर्तन निदेशालय की याचिका मंजूर कर ली। प्रवर्तन निदेशालय ने हसन अली को बम्बई उच्च न्यायालय द्वारा १२ अगस्त को दी गई जमानत के आदेश को उच्चतम न्यायालय में चुनौती दी थी।

The Union Cabinet has approved the Mines and Mineral Development and Regulation Bill, 2011 aimed at curbing illegal mining and bringing more transparency in the allocation of licences for mining. Breifing News persons in New Delhi, Information and Broadcasting Minister Ambika Soni said the bill has provisions for 26 per cent profit-sharing by coal miners and an amount equivalent to royalty by non coal miners with project- affected people.
Mines and Mineral Minister Dinsha Patel said the Bill is likely to be tabled in Parliament in the Winter Session. Eloborating about the provisions of the bill, Mines Secretary S Vijay Kumar said, a Mineral Development Fund will be created in every district, in which profit and royalty shared by miners will be deposited and spent on the local population and area development. The new Bill also obligates mining firms to pay a 10 per cent cess to State governments and 2.5 per cent to the Centre on the total royalty paid. Odisha Chief Minister Naveen Patnaik termed the Bill as 'too little too late'. Speaking to media persons in Bhubaneswar, he said the Odisha government had asked for much more than what has been approved by the Union Cabinet.

A proposal for setting up of a Central Procurement Agency, CPA, for the Department of Health and Family Welfare has also been approved. The fully autonomous agency will procure drugs, vaccines, contraceptives and medical equipment for its various disease control programmes departmentally and through Procurement Agents.

Congress General Secretary Ghulam Nabi Azad today met Congress President Sonia Gandhi and submitted a report on his consultations with party lawmakers from Andhra Pradesh on the Telangana issue. He is in-charge of party affairs in the state. The party sources said, Mr. Azad, briefed Mrs. Gandhi about the situation in the Telangana region in the wake of the fortnight-long strike in support of the creation of a separate state. Mr. Azad, had interacted with party ministers, MPs, MLAs and MLCs from Telangana, Rayalaseema and coastal Andhra regions of the state on the statehood demand before submitting the report.

Communications and Information Technology Minister Kapil Sibal today released National Frequency Allocation Plan, NAFP-2011 to ensure efficient management of radio spectrum. This Plan will come into effect from tomorrow. Releasing the plan, Mr. Sibal said that radio spectrum is becoming very important for all walks of life and needs to be managed rationally. He said NFAP-2011 is a policy document which contains spectrum allocation for various radio communication services and applications in different frequency bands.

In Gujarat, suspended IPS officer Sanjiv Bhatt was detained in connection with an FIR filed by a police constable against him. Police constable K.D. Pant, who worked under Sanjiv Bhatt during the 2002 Gujarat riots, had registered an FIR accusing Bhatt of threatening him, fabricating false evidence and wrongful confinement. Police said, Sanjiv Bhatt has not been arrested but detained for questioning.

The BJP has expressed concern over the rising food prices and government's inaction in tackling corruption. Briefing reporters after the first day of the meeting of the BJP national executive committee in New Delhi today, party spokesperson Ravi Shankar Prasad criticized the planning commission's latest poverty bench mark and described it as a cruel joke on the poor. Mr. Prasad said that the party will not form any alliance with the Samajwadi Party or ruling Bahujan Samaj Party for the Uttar Pradesh Assembly elections scheduled early next year. The meeting is being held to take stock of the political situation in the country. The Delhi police today submitted to a city court a supplementary charge sheet in the 2008 cash-for-vote scam case. The public pr osecutor told the court that though the Delhi police has completed their investigations in some aspects of the case, their overall probe into the scam is not yet complete. In Jammu and Kashmir, four day long encounter at Awatkhol Miliai, Kupwara near the Line of Control has concluded. Five militants, one army lieutenant Susheel Khajuria, one army Havaldar Ravi Kumar and two jawans of the J&K police Gulzar Ahmed and Sheeraz Ahmed were killed in the encounter. Lt. Gen. The Border Security Force and Border Guards of Bangladesh have decided to take steps for implementation of the coordinated border management plan by the end of October this year. The six day Director General level Conference between the BSF and BGB is the first high level meeting between India and Bangladesh barely a few weeks after the visit of Prime Minister Manmohan Singh to Dhaka. Following the discussions the Chief’s of the border forces of India and Bangladesh expressed confidence that border crimes related to insurgency, militancy, smuggling of counterfeit currency, drugs and human trafficking will be tackled more effectively with the co-ordinated Border management plan from the end of October this year. The BSF Chief said that non lethal weapons have been provided to the jawans in certain sectors to minimize casualties during operations to nab any person trying to illegally cross the border. Finance Minister Pranab Mukherjee has said that the decision to borrow an additional 53,000 crore rupees from the market during the current financial year may not have a bearing on the fiscal deficit.
