पश्चिम बंगाल में माओवादी नेता कोटेश्वर राव उर्फ किशनजी पश्चिमी मेदिनीपुर के जामबोनी में पुरीसौल जंगल में सुरक्षा बलों के साथ एक मुठभेड़ में मारा गया। अतिरिक्त पुलिस अधीक्षक आलोक राजोरिया ने बताया कि किशनजी का शव कल तीसरे पहर जंगल के पास से बरामद हुआ और शव की पहचान कर ली गई है। पुलिस ने शव के पास से ही एक एके-४७ राइफल भी बरामद की है। सुरक्षा बलों ने कोबरा जवान के साथ कुसबनी जंगल में किशनजी और उसके अन्य साथी कुख्यात माओवादी नेता सुचित्रा महतो के होने की खबर के बाद जंगलमहल में व्यापक कार्रवाई शुरु की थी। हमारे सुरक्षा बलों ने सुचित्रा महतो को पकड़ने के लिए आज सुबह फिर कार्रवाई शुरु की थी लेकिन वह बच कर निकल गया। किशनजी का शव झरग्राम अस्पताल  लाया गया है। किशनजी की मौत के बाद राज्यभर में सुरक्षा कड़ी कर दी गई है।

केंद्रीय मंत्रिमंडल ने कंपनी विधेयक को मंजूरी दे दी है। सरकारी सूत्रों ने बताया कि इस विधेयक को संसद के चालू सत्र में पेश किये जाने की संभावना है। इसमें कंपनियों के संचालन के लिए कड़े मानदंडों की व्यवस्था है। संसद से मंजूरी मिलने के बाद यह विधेयक १९५६ के कंपनी अधिनियम का स्थान लेगा।  विधेयक में कंपनी के निदेशकों या प्रमुख प्रबंधकों द्वारा अन्तरंगी ट्रेडिंग पर रोक रहेगी और इस तरह की गतिविधियों को अपराध माना जायेगा। इसके अलावा कंपनियों को अपनी तीन वर्ष के मुनाफे की औसतन दो प्रतिशत राशि सामाजिक दायित्वों पर खर्च करनी होगी और प्रक्रिया में अपनाई जाने वाली नीति के बारे में शेयर धारकों को जानकारी देनी होगी। केन्द्रीय मंत्रिमंडल ने रायबरेली में राष्ट्रीय फैशन प्रौद्योगिकी संस्थान निट का स्थायी केन्द्र स्थापित करने की भी मंजूरी दे दी। इस फैसले से निट उत्तर प्रदेश और पड़ोसी राज्यों के उन छात्रों को फायदा होगा, जो निट का कोर्स करना चाहते हैं। मंत्रिमंडल ने जैव प्रोद्यौगिकी उद्योग अनुसंधान सहयोग परिषद बीआईआरएसी स्थापित करने की भी मंजूरी दे दी, ताकि भारतीय जैव प्रोद्यौगिकी उद्योग में रणनीतिक अनुसंधान और नयी परिवर्तन क्षमताओं को बढ़ाया जा सके। इसके अलावां छह अतिरिक्त कस्तूरबा गांधी बालिका विद्यालयों की स्थापना को मंजूरी देने के लिए निर्धारित मानदंडों में छूट के प्रस्ताव को भी मंजूरी दे दी गई।

संसद के दोनों सदनों में कल तीसरे दिन भी मूल्य वृद्धि और तेलंगाना मुद्दे पर भारी शोर शराबा हुआ। कार्यवाही के बार बार  स्थगित होने के बाद संसद के दोनों सदनों की कार्यवाही दिन भर के लिए स्थगित कर दी गयी। सुबह जैसे ही कार्यवाही शुरू हुई, टी आर एस के सदस्यों के साथ तेलंगाना क्षेत्र से कांगे्रसी सदस्य,  तथा बी एस पी और आर जे डी  सांसद अपनी अपनी मांगों के समर्थन में नारे लगाने लगे जिसके चलते कार्यवाही स्थगित करनी पड़ी। लोकसभा में बैठक दोबारा शुरू होने पर टीआरएस के सदस्य तेलंगाना राज्य के मुद्दे को लेकर सदन के बीचोबीच आ गए। दूसरी तरफ बहुजन समाज पार्टी और राष्ट्रीय जनता दल के सदस्य मूल्यवृद्धि पर चर्चा की मांग करते हुए नारे लगा रहे थे। राज्यसभा में भी ऐसी ही स्थिति बनी रही।

कांगे्रस ने संसद की कार्यवाही नहीं चलने देने के लिए विपक्ष की कड़ी आलोचना की है। पार्टी प्रवक्ता मनीष तिवारी ने नई दिल्ली में पत्रकारों से बातचीत में कहा कि सरकार ने संबद्ध मुद्दों पर चर्चा कराने की स्वीकृति देकर आगे बढ़कर काम किया है।

सरकार विपक्ष के जो दोनों मुद्दे थे मंहगाई का मुद्दा और काले धन का मुद्दा दोनों के उपर बहस करवाने के लिए तैयार थी, पर विपक्ष में आपस में ही विरोधा भाष है कि कौन-सा मुद्दा किसके लिए ज्यादा जरूरी है।''
भारतीय जनता पार्टी ने आरोप लगाया है कि कांगेस, संसद की कार्यवाही को सुचारू रूप से चलाने में पूरी तरह विफल रही है, जिसके कारण दोनों सदनों की कार्यवाही बार-बार स्थगित करनी पड़ी है। पार्टी प्रवक्ता प्रकाश जावड़ेकर ने कहा कि उनकी पार्टी मूल्य वृद्धि और काले धन के मुद्दों पर ठोस चर्चा चाहती है।

भारतीय जनता पार्टी और समूचा विपक्ष काले धन और मेहंगाई के मुद्दे पर सरकार के ठोस आश्वासन और कार्यक्रम भी चाहता है और इसलिए इन दोनों विषयों पर सार्थक चर्चा हो। एडजनमेंट हो या १६८ हो जिसमें गवर्नमेंट एक तरफ से सेंसर भी करते हो और मतदान भी होता है, इस तरह की चर्चा चाहतें हैं।''
मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी सरकार पर दबाव बनाने के लिए मत विभाजन पर अंतर्गत विस्तृत चर्चा चाहते हैं, ताकि वह कीमतों पर अंकुश लगाने के लिए ठोस उपाय करें।

इराक में दक्षिणी शहर बसरा में सिलसिलेवार हुए तीन बम धमाकों में १९ लोग मारे गए और ६५ घायल हो गए। सूत्रों के अनुसार पहले दो बम विस्फोट शहर के बीचोंबीच एक भीड़भाड़ वाले  बाजार में मोटरसाइकिलों पर हुए। तीसरा विस्फोट उस समय हुआ जब इराकी सेना और पुलिस के अधिकारी वहां पहुंचे ही थे। अधिकारियों ने बताया कि हताहतों में ज्यादातर सैनिक और पुलिसकर्मी हैं। इन विस्फोटों की अभी तक किसी गुट ने जिम्मेदारी नहीं ली है।

अरब लीग ने सीरिया से कहा है कि वह आज आधी रात तक देश में पर्यवेक्षकों के शिष्टमंडल को आने की इजाजत दे अन्यथा उसे आर्थिक प्रतिबंधों का सामना करना पड़ेगा। हमारे संवाददाता ने बताया है कि अरब लीग ने यह फैसला सीरिया में नागरिकों पर दमन रोकने के लिए बढ़ रहे अन्तर्राष्ट्रीय दबाव के बाद उठाया है।

महिलाओं के खिलाफ हिंसा समाप्त करने के लिए आज अंतर्राष्ट्रीय दिवस मनाया जा रहा है। यह दिन महिलाओं के खिलाफ हर तरह की हिंसा को रोकने की जरूरत के बारे में जागरूगता फैलाने के लिए आयोजित होता है। हमारे संवाददाता ने बताया है कि १९९९ में संयुक्त राष्ट्र महासभा की एक घोषणा जारी होने के बाद से यह दिन मनाया जाता है।

मुम्बई में वेस्टइंडीज के साथ तीसरे और अंतिम क्रिकेट टेस्ट मैच के चौथे दिन आज भारत पहली पारी में तीन विकेट पर २८१ रन से आगे बल्लेबाजी करेगा। कल का खेल खत्म होने तक सचिन तेंदुलकर ६७ और वी.वी. एस. लक्ष्मण ३२ रन बनाकर क्रीज पर थे। इस मैच में राहुल द्रविड़ टेस्ट इतिहास में सचिन तेंदुलकर के बाद १३ हजार रन बनाने वाले दूसरे बल्लेबाज बन गए। वेस्टइंडीज ने पहली पारी में ५९० रन बनाए थे।

In West Bengal, top Maoists leader Koteswar Rao alias Kisanji was killed in an encounter with security forces at Purisole forest in Jamboni of West Midnapore district. Additional Superintendent of Police of the District, Alok Rajoria told AIR Kolkata correspondent Arijit Chakraborty that the body of the Maoist leader was recovered from a place near the forest yesterday and that it has been identified. Police recovered one AK-47 rifle from near his body. The security forces launched a massive operation in Kushbani forest. Our correspondent reports that the security forces have again started the operation this morning to nab Suchitra Mehato, who managed to flee from the area. The body of Kisanji has been brought to the Jhargram hospital. Security measures have been beefed up throughout the State after the death of Kisanji.
Talking to reporters in New Delhi yesterday, Home Secretary R K Singh described Kishenji's killing as a huge set back for the Naxals as he was number three in the hierarchy of the CPI(Maoists). Mr. Singh said, the West Bengal and Central forces were following Kishenji for quite some time after getting information about him and the encounter was the result of that effort. The Home Secretary said, the joint operations against the Maoists will continue in West Bengal and in other Naxal-affected states.

The Union Cabinet has approved the Companies Bill. Top official sources said that the bill is likely to be tabled in the current session of Parliament. The Bill provides for stricter corporate governance norms. Once approved by Parliament, it will replace the Companies Act of 1956. Among other things, the bill also proposes to tighten laws for raising money from the public. Further, it proposes that companies should earmark 2 per cent of the average profit of the preceding three years for Companies Social Responsibility activities and make a disclosure to shareholders about the policy adopted in the process.
The Cabinet also approved the setting up of a full fledged permanent centre of the National Institute of Fashion Technology, NIFT at Rai Bareily in Uttar Pradesh.
The Cabinet gave its nod for the setting up of Biotechnology Industry Research Assistance Council, with a vision to stimulate, foster and enhance the strategic research and innovation capabilities of the Indian biotech industry.

Price rise and the Telangana issues created turmoil in both Houses of Parliament for the third day yesterday. As the two Houses met in the morning, BSP, RJD and Congress members from the Telangana region along with TRS raised slogans pressing for their varied demands. This led to adjournment of both Houses. The Speaker announced in the House that as per rules the adjournment motion on price rise cannot be accepted. In the Rajya Sabha, the BSP insisted on discussion on price rise under a rule which provides for voting. This led to uproarious scenes leading to the adjournment of the House.

The Congress strongly criticised the opposition for not letting Parliament function properly. Briefing reporters in New Delhi party spokesman Manish Tewari said that the government walked the extra-mile by accepting discussion on relevant issues.
"The government was ready to discuss both the issues of price rise and black money which were raised by opposition but there was contradiction in opposition that which issue was more important for whom. "
The BJP has accused the Congress of total failure in the floor management of Parliament resulting in repeated adjournments in both Houses. Party spokesman Prakash Javdekar said that his party wants constructive discussion on price rise and on black money issues.
"The BJP and whole opposition wanted assurance and programme from the government over the issues of black money and price rise and that is why there should be a constructive discussion over these issues. Whether it is adjournment or 168 we want a discussion in which government is censured and there is voting also."
CPIM leader Sitaram Yechuri wanted detailed discussion under the rule providing for voting.
"They have said that there will be a discussion in 193, which is a discussion without voting. We want a discussion under voting in order to put the pressure on the government, through the vote, for it to announce something tangible in what can be done to contain the price rise."

In Iraq, at least 19 people have been killed and 65 injured in three serial bombings in the southern city of Basra. Iraqi security and medical officials said that the first two bombs placed on motorcycles, exploded simultaneously in a busy market located in the city centre. A third blast went off as the Iraqi army authorities and police arrived at the scene. The officials said most of the casualties were soldiers and policemen. There was no immediate claim of responsibility for the bombings.

The Arab League has asked Syria to agree to allow the observers mission in the country by midnight tonight or face economic sanctions. Our correspondent reports that the decision comes close on the heels of mounting international pressure on Damascus to end the crackdown on civilians in the country.
"A final call on sanctions against Syria has been taken by the Arab League. The Foreign Ministers of the 22 member regional bloc met in Cairo on Thursday and set a deadline of 24 hours for Damascus to allow an observer mission into the country or face sanctions. The sanctions range from stopping flights to Syria, ending financial dealings with Damascus and freezing Syrian assets. In case Syria refuses , the League will meet on Saturday to decide on sanctions. The League had earlier rejected Syrian request to bring changes in the observers mission to Syria and suspended it from the membership of the organization. Atul Tiwary, AIR News."

"Blow to Maoists: Kishanji killed in jungle encounter", is the Asian Age headline. "Killing machine Kishanji killed at last, headlines the Pioneer. The Asian Age reports that the country's most wanted Maoist leader was killed by joint forces in the biggest operation launched since the new West Bengal government of Mamata Bannerji assumed office.
Parliament remains paralysed for the third day in a row - reports the Tribune. The Asian Age writes that Parliament stays on the boil on the issue of price rise and Telangana, despite reports of an understanding reached between the governments and the BJP-led opposition, on the black money adjournment motion issue.

  सरकार ने मल्टी ब्रांड खुदरा कारोबार में ५१ प्रतिशत प्रत्यक्ष विदेशी निवेश के औद्योगिक नीति तथा प्रोत्साहन विभाग के प्रस्ताव को मंजूरी दे दी है।  सिंगल ब्रांड खुदरा व्यापार में शत-प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति देने का फैसला किया गया है। वाणिज्य तथा उद्योगमंत्री आनंद शर्मा ने आज संसद के दोनों सदनों में रखे गए अपने लिखित बयान में कहा है कि फल-सब्जियां, फूल, अनाज, दाले, ताजा मांस-मछली, जैसे कृषि उत्पाद बिना ब्रांड के हो सकते हैं।
 विदेशी कंपनियों को कम से कम दस करोड़ डॉलर का पूंजी निवेश करना होगा।  कुल निवेश की कम से कम पचास प्रतिशत, पूंजी वस्तुओं के निर्माण, वितरण, प्रसंस्करण, भंडार तथा गुणवत्ता नियंत्रण में लगानी होगी। कम से कम तीस प्रतिशत निवेश विनिर्मित तथा प्रसस्कृत उत्पादों में करना होगा। ये उत्पाद उन छोटे उद्योगों से खरीदने होंगे जिनके प्लांट और मशीनरी में कुल निवेश दस लाख डॉलर से अधिक न हो।
 सिंगल ब्रांड खुदरा व्यापार के बारे में वक्तव्य में कहा गया है कि कंपनी के उत्पाद उसी ब्रांड के नाम से भारत के अलावा किसी एक या अधिक देशों में बेचे जाते हों।
 इस विदेशी निवेशक को इस ब्रांड का मालिक होना चाहिए। सिंगल ब्रांड खुदरा व्यापार में केवल वही उत्पाद शामिल होंगे जो अपने ब्रांड के नाम से बनाये जाते हों।

 सरकार ने कहा है कि विभिन्न ब्रांडों के कारोबार में प्रत्यक्ष विदेशी निवेश की अनुमति देने से बड़े पैमाने पर रोजगार के अवसर पैदा होंगे। संसद के बाहर संवाददाताओं से बातचीत में संसदीय कार्य राज्य मंत्री राजीव शुक्ला ने कहा कि मंत्रिमंडल ने फैसला लेने से पहले सभी सम्बद्ध पक्षों से इस बारे में व्यापक सलाह-मश्विरा किया था। खुदरा कारोबार करने वालों पर इस क्षेत्र में प्रत्यक्ष विदेशी निवेश का प्रतिकूल असर पड़ने के विपक्ष के आरोपों को खारिज करते हुए श्री शुक्ला ने कहा कि ऐसे कारोबारियों के हितों की रक्षा करने के लिए पर्याप्त व्यवस्थाएं की गई हैं।
 कानून मंत्री सलमान खुर्शीद ने कहा है कि प्रत्यक्ष विदेशी निवेश के बारे में मंत्रिमंडल का फैसला केवल एक नीति है और जो पार्टियां इसके खिलाफ हैं, उन्हें अपने शासन वाले राज्यों में इसे न लागू करने का अधिकार है। श्री खुर्शीद आज संसद के बाहर पत्रकारों से बातचीत कर रहे थे। उन्होंने कहा कि विश्व की अर्थव्यवस्थाओं को भारत में निवेश करने में दिलचस्पी है और खुदरा कारोबार उनकी पसंद का क्षेत्र है। श्री खुर्शीद ने बताया कि जो पार्टियां इसके विरोध में हैं, उनके साथ वाणिज्य मंत्री आनन्द शर्मा सलाह-मश्विरा करेंगे।

 तृणमूल कांग्रेस खुदरा कारोबार में प्रत्यक्ष विदेशी निवेश-एफ डी आई को मंजूरी देने के मंत्रिमंडल के फैसले का संसद में विरोध करेगी। पार्टी के वरिष्ठ नेता और रेल मंत्री दिनेश त्रिवेदी ने आज संसद के बाहर संवाददाताओं के सामने यह विचार व्यक्त किये।

तृणमूल कांग्रेस उसके खिलाफ है जो घटक दल है उनको कॉन्फीडेंश में लेना चाहिए क्योंकि यह बहुत बड़ी बात है। इसमें सबसे ज्यादा असर पड़ेगा किसानों को, इसमें सबसे ज्यादा असर पड़ेगा रिटेल ट्रेडर्स को।
 डीएमके नेता टी. शिवा ने खुदरा कारोबार में ५१ प्रतिशत  एफ डी आई की अनुमति देने के मंत्रिमंडल के फैसले पर अपनी पार्टी की ओर से आपत्ति प्रकट की।
       संसद के बाहर संवाददाताओं से बातचीत में भाजपा के वरिष्ठ नेता एस. एस. अहलूवालिया ने कहा कि खुदरा कारोबार में एफ डी आई की वजह से बड़े पैमाने पर बेरोजगारी फैलेगी।

खुदरा व्यापार में फॉरेन डायरेक्ट इंवेस्टमेंट को लाकर राष्ट्र के करोड़ों खुदरा व्यापारियों को बेरोजगार बनाने की यह कोशिश है सरकार की। हम चाहते हैं कि पहले सरकार अपना निर्णय वापस लें उसके बाद इस पर चर्चा हो।
 समाजवादी पार्टी के नेता मोहन सिंह ने कहा कि इस निर्णय से छोटे कारोबारियों और व्यापारियों पर प्रतिकूल असर पड़ेगा।
 मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी ने कहा कि वाम  दल इस फैसले का संसद के भीतर और बाहर विरोध करेंगे।

रिटेल ट्रेड में फॉरेन कैपिटल आने का मतलब यह है कि देश के अंदर जितने बड़े तादाद में लोग आज जिसको रोजगार है आज रिटेल में उनकी नौकरियां खतरे में रहेगी।

   संसद के दोनों सदनों की कार्यवाही आज प्रत्यक्ष विदेशी निवेश के मुददे पर दिन भर के लिए स्थगित कर दी गई। लोकसभा और राज्यसभा को पहले एक घंटे के लिए स्थगित किया गया था।
         लोकसभा में समूचे विपक्ष ने खुदरा कारोबार के क्षेत्र में ५१ प्रतिशत विदेशी प्रत्यक्ष निवेश की अनुमति देने के केन्द्रीय मंत्रिमंडल के फैसले पर विरोध प्रकट किया। इनमें से कुछ सदस्यों ने हाथों में तख्तियां लेकर इस फैसले की निंदा करते हुए नारे लगाए। शोरगुल के बीच तेलंगाना राष्ट्र समिति के अध्यक्ष के० चन्द्रशेखर राव के नेतृत्व में आन्ध्रप्रदेश के कुछ सांसद अलग तेलंगाना राज्य की मांग को लेकर सदन के बीचों बीच आ गये।
 राज्यसभा में भी  समूचा विपक्ष मंत्रिमंडल के इस फैसले के खिलाफ नारे लगाते हुए सदन के बीचों बीच आ गया। कुछ उत्तेजित सदस्यों ने वाणिज्य और उद्योग मंत्री आनन्द शर्मा का इस बारे में वक्तव्य भी फाड़ कर फेंक दिया। बाद में यह वक्तव्य सदन के पटल पर रखा गया। इससे पहले इसी मुद्दे पर सदन की कार्यवाही एक घंटे के लिए स्थगित की गई थी। बाद में उपसभापति के० रहमान खान ने शोरशराबे के बीच कार्यवाही दिनभर के लिए स्थगित कर दी।

 इस साल अप्रैल और सितंबर के बीच पिछले वर्ष की इसी अवधि के मुकाबले प्रत्यक्ष विदेशी निवेश-एफ डी आई में ७० फीसदी से अधिक की वृद्धि हुई है। लोकसभा में आज एक लिखित उत्तर में वित्त राज्य मंत्री नमो नारायण मीणा ने यह जानकारी दी। उन्होंने कहा कि इस वर्ष अप्रैल से सितंबर के दौरान कुल एफ डी आई राशि ८६ हजार दो सौ ७१ करोड़ रुपये थी, जबकि पिछले वर्ष की इसी अवधि में यह पचास हजार पांच सौ ७० करोड़ थी।

  आज संसद के दोनों सदनों में कृषिमंत्री शरद पवार के साथ एक समारोह में हुई घटना की कड़ी निंदा की गई।
 लोकसभा अध्यक्ष मीरा कुमार ने इसे हिंसक और अलोकतांत्रिक बताया। उनका कहना था कि अपना असंतोष जाहिर करने के लिए हिंसक और अलोकतांत्रिक रास्ता नहीं अपनाया जाना चाहिए।
 लोकसभा के नेता और वित्तमंत्री प्रणव मुखर्जी ने कहा कि लोकतंत्र में ऐसी घटनाएं स्वीकार नहीं की जा सकतीं। विपक्ष की नेता सुषमा स्वराज ने कहा कि लोकतंत्र में हिंसा के लिए कोई जगह नहीं है और विरोध व्यक्त करने का यह कोई तरीका नहीं है। भारी उद्योग मंत्री और राष्ट्रवादी कांग्रेस के नेता प्रफुल पटेल तथा स्वास्थ्य राज्यमंत्री और तृणमूल कांग्रेस के नेता सुदीप बंदोपाध्याय ने भी इस घटना की निंदा की। जनता दल यूनाईटेड के नेता शरद यादव ने इस घटना की निंदा करते हुए कहा कि ऐसी घटनाओं का जोरशोर से बखान नहीं किया जाना चाहिए। मार्क्सवादी पार्टी के वासुदेव आचार्य, कम्युनिस्ट पार्टी के गुरूदास दासगुप्ता, समाजवादी पार्टी के रेवती रमन सिंह, जनता दल सेक्यूलर के एच डी देवेगौड़ा, राष्ट्रीय जनता दल के रघुवंश प्रसाद सिंह, तेलंगाना राष्ट्र समिति के सदस्य के० चन्द्रशेखर, शिवसेना के अनंत गीते, बहुजन समाज पार्टी के धनंजय सिंह तथा अन्य सांसदों ने भी इस घटना की निंदा की है।
 राज्यसभा मे ंसभापति मोहम्मद हामिद अंसारी ने इसकी भर्त्सना की।

  सरकार ने बुनकर क्षेत्र के सुधार के लिए एक केन्द्रीय योजना को मंजूरी दी है। इसके लिए तीन हजार ८८४ करोड़ रूपये रखे गए हैं। वाणिज्य और उद्योगमंत्री आनंद शर्मा ने आज संसद के दोनों सदनों में इस बारे में एक वक्तव्य रखा। इसके अनुसार कुल प्रावधान में से तीन हजार १३७ करोड़ रूपये केन्द्र सरकार देगी। राज्य सरकारें सात सौ ४७ करोड़ रूपये खर्च करेंगी। इस योजना के अन्तर्गत अच्छी हालत वाली, प्राथमिक और शीर्ष स्तर की बुनकर सहकारी समितियों को, ३१ मार्च २०१० तक बकाया शत-प्रतिशत मूलधन और ब्याज की २५ प्रतिशत की अदायगी के लिए पैसा दिया जायेगा।

सहकारी समितियों के साथ-साथ निजी बुनकरों को राहत मिलेगी कर्जा माफी की। हमें एक और नीति के तहत बुनकरों को क्रेडिट कार्ड देना और जो कर्जा बुनकर लेंगे उसकी मार्जिंग मनी सरकार देगी और उसकी गारंटी मनी क्रेडिट गांरटी वह भी केन्द्र की सरकार की तरफ से किया जा रहा है।
 इस योजना के तहत इन समितियों को बैंकों से मिलने वाले नये कर्जों के लिए सरकार से तीन साल के लिए तीन प्रतिशत की ऋण सहायता मिलेगी। जिस तारीख से कर्ज डूब गया हो उस तारीख से यह सहायता बंद हो जायेगी। इस योजना को लागू करने के लिए जिला, राज्य और राष्ट्रीय स्तर पर समितियां बनाई जायेंगी। राज्य सरकारों और नाबार्ड के साथ सहमति ज्ञापन पर हस्ताक्षर के बाद केन्द्र की ओर से अस्सी प्रतिशत राशि जारी करने को भी सरकार ने मंजूरी दे दी है।

 सरकार ने आज लोकसभा में २०११-२०१२ के लिए दूसरी पूरक अनुदान मांगे पेश कीं। इसके अंतर्गत संसद से मौजूदा वित्त वर्ष के शेष महीने में रेलवे को छोड़कर बाकी सभी मंत्रालयों और विभागों के लिए ६३ हजार एक सौ ८० करोड़ रुपये से अधिक के सकल अतिरिक्त खर्च की मंजूरी देने के लिए कहा गया है।

 मिस्र की राजधानी काहिरा के तहरीर चौक पर आज दस लाख लोगों द्वारा प्रदर्शन का आह्‌वान किया गया और बड़ी संख्या में प्रदर्शनकारी वहां एकत्रित हो गए हैं। उनकी मांग है कि सैन्य शासन तत्काल खत्म किया जाए और सत्ता अंतरिम नागरिक व्यवस्था को सौंपी जाए। उधर, सैन्य परिषद ने सत्ता छोड़ने की प्रदर्शनकारियों की मांग को ठुकरा दिया है। खबरों के अनुसार प्रदर्शनकारियों ने नयी सरकार के गठन के लिए कमाल गंज+ोरी को नया अंतरिम प्रधानमंत्री मनोनित किया जाना नामंजूर कर दिया है, लेकिन गंजोरी को नया प्रधानमंत्री बनाने के बारे में सरकारी तौर पर कोई पुष्टि नहीं हुई है।
 इस बीच, पुलिस और प्रदर्शनकारियों के बीच झडपों में मरने वालों की संख्या ४१ तक पहुंच गई है। मिस्र में शासन कर रही सैन्य परिषद ने पिछले पांच दिनों में तहरीर चौक में प्रदर्शनकारियों के मारे जाने पर माफी मांगी है और इसके लिए जिम्मेदार लोगों के खिलाफ तत्काल कार्रवाई करने का वायदा किया है। सैन्य शासकों ने यह भी वचन दिया है कि निर्धारित कार्यक्रम के अनुसार चुनाव कराए जाएंगे।

 अरब लीग ने सीरिया से कहा है कि वह आज आधी रात तक देश में पर्यवेक्षकों के शिष्टमंडल को आने की इजाजत दे या आर्थिक प्रतिबंधों का सामना करे। ये फैसला सीरिया में नागरिकों पर दमन रोकने के लिए बढ़ रहे अन्तर्राष्ट्रीय दबाव के बाद उठाया गया है। हमारे संवाददाता ने बताया है कि इन प्रतिबंधों में सीरिया से हवाई यातायात सम्पर्क तोड़ने, आर्थिक कारोबार बंद करने और अरब देशों में सीरिया की सम्पत्ति को जब्त करने का प्रावधान है।
 इससे पहले अरब लीग ने प्रेक्षकों के दल के बारे में सीरिया की आपत्ति को खारिज करते हुए उसे अपनी सदस्यता से मुअत्तिल कर दिया था।

 भारत और उक्रेन अपने आर्थिक संबंध और बढ़ायेंगे। भारत की तीन दिन की यात्रा पर आये उक्रेन के विदेशमंत्री कोस्तियानतिन ग्रिशचेंको आज तीसरे पहर नई दिल्ली में भारत के विदेशमंत्री एस एम कृष्णा के साथ भेंट करेंगे। बातचीत के बाद कई समझौतों पर हस्ताक्षर होने की संभावना है। दोनों देश वैज्ञानिक सहयोग बढ़ाने के बारे में पहले ही एक समझौता कर चुके हैं।
 श्री ग्रिशचेंको कल नई दिल्ली पहुंचे थे। उन्होंने कल शाम लोकसभा अध्यक्ष मीरा कुमार के साथ आपसी हित के कई मुद्दों पर बातचीत की। कल स्वदेश रवाना होने से पहले वे वाणिज्य मंत्री आनंद शर्मा से भी मिलेंगे।

 प्रधानमंत्री ने देश की निजी विमान कंपनियों की आर्थिक कठिनाइयों तथा अन्य मुद्दों पर विचार करने के लिए कल इनके प्रमुख अधिकारियों की बैठक बुलाई है। नागरिक उड्डयन मंत्री वायलार रवि ने नई दिल्ली में एक समारोह से अलग पत्रकारों को बताया कि इन कंपनियों ने प्रधानमंत्री से इन मामलों पर बात करने का अनुरोध किया था। श्री रवि ने बताया कि नागरिक उड्डयन क्षेत्र घाटे का शिकार है और प्रधानमंत्री इस पर चिंतित हैं।
 उड्डयन क्षेत्र में प्रत्यक्ष विदेशी निवेश के बारे में एक सवाल के जवाब में उन्होंने कहा कि वे इस बारे में कोई टिप्पणी नहीं करेंगे क्योंकि संसद का अधिेवेशन चल रहा है। लेकिन उन्होंने बताया कि इस मुद्दे पर सरकार में चर्चा हुई है। उद्योग मंत्रालय ने भारत की घरेलू विमानन कंपनियों में विदेशी कंपनियों के २६ प्रतिशत प्रत्यक्ष निवेश के बारे में एक कैबिनेट नोट चलाया है।

 उच्चतम न्यायालय ने कोलकाता उच्च न्यायालय के पूर्व न्यायाधीश सौमित्र सेन पर हुई महाभियोग की कार्रवाई को असंवैधानिक घोषित करने से इंकार कर दिया है। न्यायमूर्ति आफताब आलम की अध्यक्षता वाली पीठ ने एक वकील द्वारा दायर जनहित याचिका कों रद्द कर दिया। यह वकील सौमित्र सेन का जूनियर था जब श्री सेन वकालत करते थे। इस याचिका को अस्वीकार करते हुए पीठ ने कहा कि वह संसद की कार्यवाही में हस्तक्षेप नहीं कर सकती।
 महाभियोग की कार्रवाई पूरी नहीं हो सकी थी क्योंकि सौमित्र सेन ने लोकसभा में यह मामला शुरू होने से पांच दिन पहले त्यागपत्र दे दिया था। सौमित्र सेन पर महाभियोग की कार्रवाई उनकी कथित अनियमितताओं और गलत आचरण के कारण शुरू की गई थी।

 दिल्ली उच्च न्यायालय ने पूर्व दूरसंचार मंत्री सुखराम की एक अपील पर सीबीआई से जवाब मांगा है। निचली अदालत ने १९९६ में एक दूरसंचार कंपनी को अनुबंध देने के मामले में रिश्वत लेने के कारण सुखराम को जेल की सजा सुनाई थी। इसी के खिलाफ सुखराम ने दिल्ली उच्च न्यायालय में अपील दायर की है। उच्च न्यायालय ने स्वास्थ्य के आधार पर और वृद्धावस्था को देखते हुए सजा स्थगित करने के ८६ वर्षीय सुखराम के अनुरोध के संबंध में भी उनकी मेडिकल रिपोर्ट मांगी है। न्यायमूर्ति सुरेश कैट ने सीबीआई को नोटिस जारी किया है और उससे इस महीने की २८ तारीख तक जवाब मांगा है।

 देश का जो धन गैर-कानूनी तौर पर विदेशों में जमा है, उसे वापस लाने की सरकार की नीति से कर चोरी से सम्बन्धित सूचनाए मिलने लगी हैं। पिछले दो वर्षों में ६६ हजार करोड़ रुपये से अधिक की ऐसी राशि का पता चला है। सीमा के आर-पार धन के लेन देन के मामलों में अन्तर्राष्ट्रीय कराधान निदेशालय ने ३३ हजार सात सौ ८४ करोड़ रुपये का टैक्स इकट्ठा किया है। वित्त मंत्री प्रणब मुखर्जी ने आज लोकसभा में यह सूचना दी। उन्होंने कहा कि सरकार ने गैर-कानूनी तौर पर विदेशों में जमा पैसे को वापस लाने के लिए पांच सूत्री व्यापक नीति तैयार की है। कालेधन के खिलाफ दुनियाभर में चल रहे अभियान में शामिल होना, समुचित विधायी व्यवस्था कायम करना और गैर-कानूनी धनराशि के मामलों से निपटने के लिए संस्थागत व्यवस्था करना इस नीति के अंग हैं। इसके अलावा सम्बद्ध अधिकारियों को प्रभावशाली कार्रवाई करने के लिए प्रशिक्षण दिया जा रहा है। श्री मुखर्जी ने कहा है कि दोहरे कराधान से बचने के समझौते के तहत कई देश चुने हुए मामलों में भारत के साथ बैंक सम्बन्धी जानकारी में हिस्सेदारी निभाने को तैयार हैं। उन्होंने कहा कि भारत ने ८१ देशों के साथ ऐसे समझौते किये हैं।

 प्रवासी भारतीयों ने पिछले साल लगभग ५६ अरब डॉलर स्वदेश भेजे। प्रवासी भारतीय मामलों के मंत्री वायलार रवि ने आज नई दिल्ली में भारतीय राजदूतों कें छठे वार्षिक सम्मेलन में कहा कि विदेशों में रह रहे भारतीयों का देश के विकास में योगदान बहुत महत्वपूर्ण है। सरकार ने भी  उनकी मदद के लिए अनेक उपाय किये हैं। उन्होंने कहा कि विदेशों में जरूरतमंद भारतीयों की मदद के लिए सभी भारतीय दूतावासों में सामुदायिक कल्याण कोष बनाया गया है। किसी देश में मांग होने पर वहां भारतीय कामगारों को भेजने के बारे में एक समझौता भी किया गया है। कई देशों के साथ इस समझौते पर हस्ताक्षर हो चुके हैं और फ्रांस, आस्ट्रेलिया तथा यूरोपीय संघ के देशों के साथ इस समझौते के बारे में बातचीत चल रही है।
 श्री रवि ने लीबिया और यमन में हाल के संकट कें समय भारतीयों को स्वदेश भेजने के बारे में भारतीय दूतों की भूमिका की सराहना की। उन्होंने भारतीय दूतों से इसं वर्ष जयपुर में होने वाले प्रवासी भारतीय दिवस सम्मेलन में प्रवासी भारतीयों की समुचित भागीदारी सुनिश्चित करने को भी कहा।
 हमारे संवाददाता ने बताया है कि दो दिन के इस सम्मेलन में विदेशों में रह रहे भारतीयों की विभिन्न समस्याएं हल करने के उपायों पर विचार किया जा रहा है।

 आज अन्तर्राष्ट्रीय महिला हिंसा-निरोध दिवस है। यह दिन महिलाओं के खिलाफ हर तरह की हिंसा को रोकने की जरूरत के बारे में जागरूकता फैलाने के लिए मनाया जाता है।
 राष्ट्रीय महिला अधिकार आयोग की अध्यक्ष ममता शर्मा ने कहा है कि समुचित शिक्षा और कौशल विकास से ही महिलाओं के खिलाफ हिंसा रोकी जा सकती है। उन्होंने सरकार से अनुरोध किया कि वह इस समस्या से निपटने के लिए प्रभावी उपाय करे।

आज भी हम यह समझते हैं कि औरत सिर्फ घर का काम करे और कुछ न करे जबकि हम एक तरफ इंपावर की बात करते हैं, ग्रोथ एंड डेवलपमेंट की बात करते हैं तो मैं समझती हूं कि हमे सबसे पहले तो एजुकेशन और एजुकेशन के बाद उनको ये ट्रेनिंग देनी चाहिए और इस तरह के प्रोग्राम्स ऑर्गेनाइज करने चाहिए ताकि उनको यह पता हो कि वो इसे परेशान न हो के और अपने पैरों पर खड़ा होने की कोशिश करें।

The government has approved the proposal of the Department of Industrial Policy and Promotion for allowing 51 per cent Foreign Direct Investment (FDI) in Multi-Brand Retail Trading. It also decided to allow 100 per cent FDI in Single-Brand Retail Trading. In his written statement laid in both the Houses today, the Commerce and Industry Minister, Mr Anand Sharma said fresh agricultural produce including fruits, vegetable, flowers, grains, pulses, fresh poultry, fishery and meat products may be unbranded. The Minimum amount to be brought in by a foreign investor would be one hundred million US Dollars. The statement said that at least 50 per cent of the total FDI shall be invested in backend infrastructure like investment in processing, manufacturing, distribution, design improvement, quality control, packaging, logistics and storage. It further said that at least 30 per cent of the procurement of the manufactured and processed products shall be sourced from small industries which have a total investment in plant and machinery not exceeding one million US Dollars. Referring to Single-Brand Retail Trading, the statement said the product should be sold under the same brand in one or more countries other than India. Also the foreign investor should be the owner of the brand. Single-Brand product-retailing would cover only products which are branded during the manufacturing.

Both the Houses of Parliament were adjourned for the day today on the FDI issue with the opposition expressing strong resentment against the government's decision. The Lok Sabha and the Rajya Sabha were earlier adjourned for one hour till noon. In the Lok Sabha, the entire opposition shouted slogans against the government's decision allowing 51 per cent Foreign Direct Investment, FDI in the Multi-Brand Retail Sector with some of them waving banners and placards. Amidst noisy scenes, some of the MPs belonging to Andhra Pradesh, led by Telangana Rashtra Samiti Chief, Mr. K Chandrasekhara Rao, trooped into the well of the House in support of their demand for a separate state of Telangana. In the Rajya Sabha, the entire opposition trooped into the well of the House raising slogans against the government's decision allowing FDI in the multi-brand retail sector. Some of the agitating members were seen tearing the statement on FDI by the Commerce and Industry minister, Mr. Anand Sharma, which was earlier laid in the House. The House was earlier adjourned for one hour till noon on the same issue. The Deputy Chairman, Mr K Rehman Khan adjourned the House amidst noisy scenes.

`The Delhi High Court today sought CBI's response on former Telecom Minister Sukh Ram's appeal challenging his conviction and sentencing by a trial court for taking bribe to award a contract to a telecom firm in 1996. The court also sought 86-year-old Sukh Ram's medical report on his plea for suspension of sentence on health grounds and old age. Justice Suresh Kait issued notice to CBI and sought its response by the 28th of this month.

Mumbai police today arrested a senior city-based woman journalist in connection with investigation of the murder of senior journalist Jyotirmoy Dey, who was working for the tabloid Mid Day. Jigna Vora who is the deputy bureau chief of English daily Asian Age was arrested as she is alleged to be in touch with fugitive gangster Chota Rajan who is one of the main accused in the case. She had allegedly provided the gangster with the registration number of Dey’s bike along with his office and residence addresses. Police said that they have arrested Jigna Vora as they suspect she played a role in the conspiracy hatched to murder J Dey. Ten persons allegedly from Chhota Rajan gang have so far been arrested in connection with the case. Dey was shot dead in suburban Mumbai on June 11.

A security alert has been issued by the Union Government all along the Western coast following the tracking of two illegal satellite phones by the security agencies. The western coast spans from Gujarat to Kerala. Security agencies are trying to identify a possible terror link. Seventy more districts across the country are to be covered under the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke or NPCDCS before March, 2012. Presently the scheme covers 30 districts. Giving this information in the Lok Sabha today, the Health Minister, Mr. Ghulam Nabi Azad said the programme aims at screening of all persons above 30 years of age including pregnant women for diabetes and hypertension. It envisages awareness generation on healthy life style and management of non-communicable diseases by setting up specialized clinics. The Centre has also initiated a health check-up programme on a pilot basis for slum dwellers in Delhi, Kolkata, Bengaluru, Mumbai, Chennai, Hyderabad and Ahmedabad. In reply to another question, the Minister said as per an estimate of the International Diabetes Federation or IDF, the number of people with diabetes in India is over five crore which is expected to go up to nearly nine crore by 2030.

Information relating to tax evasion has started flowing in as a result of the government’s strategy to bring back national money illegally stashed abroad. Over sixty-six thousand crore rupees has been detected in the last two years. The Directorate of International Taxation has collected taxes of thirty three thousand seven hundred eighty four crore rupees from cross-border transactions. Giving this information in the Lok Sabha today, the Finance Minister, Mr. Pranab Mukherjee said the government has framed a comprehensive five-pronged strategy to bring back the country’s money illegally stashed abroad. The strategy includes joining the global crusade against black money, creating an appropriate legislative framework and setting up institutions for dealing with illicit funds. In addition, the officials concerned are being trained to take effective action. Mr. Mukherjee said many countries are willing to share banking information in specific cases with India under the Double Taxation Avoidance Agreement. He said, India has such an agreement with 81 countries.

Prime Minister Manmohan Singh will hold a meeting with chiefs of all private airlines tomorrow to discuss the situation being faced by the cash-strapped carriers and other related issues. Civil Aviation Minister Vayalar Ravi told reporters on the side lines of a function that the air carriers had sought a meeting with the Prime Minister. Mr. Ravi noted that the airline sector in the country is running at a loss posing a problem and the Prime Minister is concerned about it. The Minister said that it is the major institution of connectivity, supporting the development of the country. Mr. Ravi declined to take questions about any special package for the airline indsutry. To a query about moves to go for FDI in the aviation sector, the minister said he cannot make any comments since Parliament is in session. He howver said that the issue has been discussed in the government. The Industry Ministry has moved a draft Cabinet note on allowing 26 per cent FDI by foreign airlines in the domestic carriers.

The Supreme Court today refused to declare as unconstitutional the impeachment proceedings that had been initiated against former Calcutta High Court judge Soumitra Sen. A bench headed by Justice Aftab Alam dismissed a PIL filed by an advocate who was junior to Sen when he was a practicing lawyer. Refusing to entertain the petition the bench said that it cannot interfere with Parliament's proceedings. The impreachment process, however, could not be concluded as the high court judge had resigned five days before the matter was to be taken up in Lok Sabha. The Impeachment process against Sen was initiated for his alleged irregularities and misconduct.

The top maoist leader Koteswar Rao alias Kishanji was killed in the encounter with the security force at the Burisole forest yesterday. In Egypt thousands of protesters have gathered around Cairo's Tehrir Square amidst call for a million march. They are demanding the immediate exit of the military rulers and handing over power to a civilian transitional authority. The army council has rejected their demands to step down. According to reports the protesters have rejected the nomination of Kamal Ganzouri as the new interim Prime Minister to form a new Government. There has not been any official confirmation regarding Ganzouri's appointment as the new Prime Minister. Meanwhile, the death toll in the clashes between police and protesters has gone up to 41. The military council ruling Egypt apologized on Thursday for the killing of protesters in Tahrir Square over the past five days and promised quick and swift action against those responsible. India and Ukraine are poised to further boost bilateral partnership to realise the full potential of economic relations. National Women Right Commission Chairman Mamta Sharma has said that proper education and skill development are the vital tools to curb violence against women. In an exclusive interview to All India Radio on the International Day for Elimination of Violence against Women, Mrs. Sharma said males have to change their mentality to stop violence against women. She also urged the government to take effective measures to deal with this problem.

Commerce Minister Mr.Anand Sharma charged opposition parties for disrupting the two Houses. He said he wanted to explain the rationale behind the decision. He said the government took the decision after discussing the issue with all stake-holders and later the recommendation was made by the committee of Secretaries headed by the Cabinet Secretary. Mr. Anand Sharma said the decision will create more employment, have better storage chain and ensure remunerative prices to the farmers. The Minister said, the package of 3884 crore rupees for weavers will benefit 13 lakh weavers including three lakh from Uttar Pradesh. He added that credit card facility for weavers was also approved in the CCEA.

The Government today said that overseas Indians are contributing significantly to the country's development with their remittances reaching about 56 billion US dollars last year. Mr. Ravi said that his ministry is pursuing a frame work agreement to facilitate migration of Indian workers to countries where they are in demand. The minister said that the frame work is known as human resource mobility partnership (HRMP). He added this is important to cater to the requirements of other economies of the world with aging population and require workers and professionals in large numbers. He elaborated that the agreements with several countries in this area have been signed and human resource mobility partnership pacts is being negotiated with France, Australia and European Union. Hailing the role of heads of Indian missions in evacuating Indians from Libya and Yemen, Mr. Ravi said it is important to be sensitive to the needs and concerns of overseas Indians. He urged the heads of the missions that they have a very significant role in building a strong partnership between India and the overseas Indian community. He also urged the Indian missions heads to ensure participation of overseas Indians in the Parvasi Bhartiya Divas being held in Jaipur this year. Our correspondent reports, that the two day conference will discuss various problems faced by Indians abroad, apart from implementation of the initiatives in place for their welfare.

संसद के दोनों सदनों की कार्यवाही आज प्रत्यक्ष विदेशी निवेश के मुददे पर दिन भर के लिए स्थगित कर दी गई।
लोकसभा में समूचे विपक्ष ने खुदरा कारोबार के क्षेत्र में ५१ प्रतिशत विदेशी प्रत्यक्ष निवेश की अनुमति देने के केन्द्रीय मंत्रिमंडल के फैसले पर विरोध प्रकट किया। शोरगुल के बीच तेलंगाना राष्ट्र समिति के अध्यक्ष के० चन्द्रशेखर राव के नेतृत्व में आन्ध्रप्रदेश के कुछ सांसद अलग तेलंगाना राज्य की मांग को लेकर सदन के बीचों बीच आ गये।
राज्यसभा में भी समूचा विपक्ष मंत्रिमंडल के इस फैसले के खिलाफ नारे लगाते हुए सदन के बीचों बीच आ गया। शोरगुल के बीच उपसभापति के० रहमान खान ने कार्यवाही दिनभर के लिए स्थगित कर दी।

सरकार ने संसद को बताया कि मल्टी ब्रांड खुदरा कारोबार में ५१ प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति दी गई है। लोकसभा और राज्यसभा दोनों में बयान देते हुए वाणिज्य मंत्री आनंद शर्मा ने कहा कि सरकार ने सिंगल ब्रांड खुदरा कारोबार में सौ प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति देने का भी फैसला किया है।
संसद में बयान देने के बाद एक संवाददाता सम्मेलन में श्री आनंद शर्मा ने बताया कि कम से कम ५० प्रतिशत निवेश कोल्ड स्टोरेज, पैकेजिंग और अन्य सुविधाओं में होगा। वैश्विक स्तर पर काम करने वाली खुदरा बिक्री कंपनियो को अपनी जरूरत के कम से कम ३० प्रतिशत सामान लघु उद्योगों से खरीदना होगा।
विपक्ष की आलोचनाओं को खारिज करते हुए उन्होंने कहा कि इस फैसले से देश में तीन साल के भीतर एक करोड़ रोजगार के अवसर पैदा होंगे। इससे किसानों को भी फायदा पहुंचेगा, क्योंकि उन्हें अच्छा दाम मिलेगा, खाद्यान्नों की बर्बादी कम होगी और खाद, बीज इत्यादि सस्ते दाम पर मिलेंगे।

''इससे छोटे व्यापारी को जो मनुफ्‌चरिंग में है उनको लाभ मिलेगा, रोजगार उससे होगा और पूरी एक इंटीग्रेटिव वैल्यू चैन कायम होगी। इसमें चार मिलियन नौकरी या रोजगार पैदा होंगे और जो लॉजिस्टिक सैक्टर कहा जाता है जिससे जुड़ा होगा उसमें पांच से छह मिलियन के बीच में करीब ५० से ६० लाख होगा।''

भारतीय जनता पार्टी ने खुदरा क्षेत्र में विदेशी प्रत्यक्ष निवेश के बारे में सरकार के फैसले को तुरंत वापस लेने की मांग की है। पार्टी नेता मुरली मनोहर जोशी ने कहा कि इससे देश में बेरोज+गारी बढ़ेगी।

ये खुदरा बाजार देश में खेती के बाद सबसे बड़ा रोजगार देने वाला क्षेत्र है और जो आज इस खुद्रा बाजार में काम करने वाले लोग है वे मॉल्स के बिजनेस कल्चर से अछूते हैं, इसलिए वो वहां अनइन्वायबल है उनको रोजगार नहीं मिल सकता, इसलिए वो बेरोजगार हो जायेंगे और कुछ जो आईटी और कम्प्यूटर से परिचित लोग है उनको रोजगार मिल जायेगा तो ऑन बैलेंस बेराजगारी बढ़ेगी।

मार्क्सवादी कम्युनिस्ट पार्टी ने कहा कि इस फैसले से करोड़ों छोटे दुकानदारों की रोजी-रोटी पर बुरा असर पड़ेगा। पार्टी नेता सीताराम येचुरी ने कहा कि इस नीति से खुदरा क्षेत्र में बहुराष्ट्रीय कंपनियों का एकाधिकार बढ़ेगा।

सरकार ने विश्वास व्यक्त किया है कि संसद सोमवार से सुचारू रूप से चलेगी। शीर्ष सरकारी सूत्रों ने बताया है कि सोमवार को संसद के दोनों सदनों में मूल्य वृद्धि पर चर्चा होने की संभावना है। यह चर्चा ऐसे नियम के तहत होगी, जिसमें मतदान का प्रावधान नहीं है। सूत्रों ने बताया कि सरकार ने कालेधन पर स्थगन प्रस्ताव की विपक्ष की मांग भी चर्चा के लिए स्वीकार कर ली है। संसदीय कार्यमंत्री पवन कुमार बंसल ने कहा कि सरकार सभी विषयों पर चर्चा करने को तैयार है, बशर्ते विपक्ष सदन की कार्यवाही में बाधा न डाले। श्री बंसल ने कहा कि लोकतंत्र में केवल चर्चा के जरिए ही समस्या का समाधान निकल सकता है।

सरकार ने देश के बुनकरों की मदद के लिए ३८ अरब चौरासी करोड़ रुपये के पैकेज की घोषणा की है। वाणिज्य मंत्री आनंद शर्मा ने नई दिल्ली में संवाददाताओं को बताया कि केंद्रीय मंत्रिमंडल की आर्थिक मामलों की समिति ने कल शाम इस बारे में फैसला लिया। उन्होंने कहा कि इससे देश के तेरह लाख बुनकरों को लाभ होगा। इनमें उत्तरप्रदेश के तीन लाख बुनकर भी शामिल हैं। श्री शर्मा ने कहा कि मंत्रिमंडल की आर्थिक समिति ने बुनकरों को क्रेडिट कार्ड देने और उन्हें कर्ज देने के लिए सरकारी गारंटी देने की मंजूरी भी दे दी है।

स्वास्थ्य और परिवार कल्याण राज्यमंत्री संदीप बंदोपाध्याय ने कहा है कि उत्तरप्रदेश को छोड़कर समूचे देश में राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के कार्यान्वयन में कोई अनियमितता देखने में नहीं आई है। लोकसभा में एक लिखित उत्तर में उन्होंने बताया कि इस मिशन की समीक्षा बैठक में कुछ सुधार के बारे में परामर्श मिले हैं और इसमें उनको लागू करने के प्रयास किये जा रहे हैं।

केन्द्र ने असम के एक प्रमुख उग्रवादी गुट- युनाइटेड पीपुल्स डेमोक्रेटिक सॉलिडैरिटी के साथ शांति समझौते पर हस्ताक्षर किए हैं। इसके तहत कार्बी-आंगलोंग पर्वतीय जिले को ज्यादा अधिकार और साढ़े तीन अरब रुपए का विशेष वित्तीय पैकेज मिलेगा। समझौते को ऐतिहासिक बताते हुए गृहमंत्री पी चिदम्बरम ने कहा कि सरकार हिंसा छोड़ने वाले और संविधान के दायरे में अपनी मांग रखने वाले किसी भी गुट के साथ वार्ता के लिए तैयार है। श्री चिदम्बरम ने कहा कि समझौते से कार्बी-आंगलोंग जिले में सभी क्षेत्रों में व्यापक बदलाव आएगा। लगभग दो साल चली शांतिवार्ता के बाद आज नई दिल्ली में समझौते पर हस्ताक्षर किए गए।

दिल्ली की एक अदालत ने केन्द्रीय कृषि मंत्री शरद पवार पर हमला करने वाले व्यक्ति को नौ दिसम्बर तक न्यायिक हिरासत में भेज दिया हैं। २७ वर्षीय कारोबारी हरबिंदर सिंह को दिल्ली पुलिस ने आज कड़ी सुरक्षा के बीच मेट्रोपोलिटन मजिस्ट्रेट की अदालत में पेश किया। हरबिंदर सिंह पर कल श्री शरद पवार पर हमला करने और उन्हें धमकी देने के अलावा एक छोटी कृपाण से अपनी कलाई की नस काट कर आत्म हत्या करने के प्रयास का आरोप है।

दिल्ली उच्च न्यायालय टू जी-स्पैक्ट्रम आवंटन मामले में डी एम के सांसद कनीमोई और पांच अन्य आरोपियों की जमानत की अर्जी पर सोमवार को सुनवाई जारी रखेगा। न्यायमूर्ति वी के शाली ने आज कनीमोई और पांच अन्य लोगों की जमानत अर्जियों पर दिन भर दलीलें सुनीं। इन आरोपियों ने उच्चतम न्यायालय द्वारा इस मामले में पांच अन्य आरोपियों को जमानत देने के बाद बुधवार को अर्जी दायर कर अपनी जमानत अर्जियों पर जल्द सुनवाई करने की अपील की थी।

दिल्ली पुलिस ने आज उच्चतम न्यायालय में दलील दी कि रामलीला मैदान में भ्रष्टाचार के खिलाफ योग गुरू रामदेव और उनके समर्थकों ने अव्यवस्था फैलाई। जिससे उन पर आधी रात को कार्रवाई करनी पड़ी। इसकी जिम्मेदारी बाबा रामदेव को लेनी चाहिए। पुलिस ने घटनास्थल पर कानून व्यवस्था बनाए रखने में गृहमंत्री पी चिदम्बरम की भूमिका को सही ठहराया।
दिल्ली पुलिस उच्चतम न्यायालय के उस नोटिस का जवाब दे रही थी जिसमें न्यायालय ने पूछा था कि कार्रवाई करने के लिए पांच जून की सुबह तक इंतजार क्यों नहीं किया जा सका।

पश्चिम बंगाल में कल एक मुठभेड़ में प्रमुख माओवादी कोटेश्वर राव उर्फ किशनजी के मारे जाने के बावजूद पश्चिम मेदिनीपुर जिले में जामबोनी के बुडीशोल इलाके में केन्द्र और राज्य सरकार के संयुक्त बलों का तलाशी अभियान जारी है। पुलिस सूत्रों ने आकाशवाणी को बताया है कि घटनास्थल पर एक महिला सहित तीन लोगों के शव पड़े हुए हैं, जिन्हें पहचानने की कोशिश की जा रही है।
इस बीच, माओवादियों के प्रवक्ता आकाश और तेलगु कवि वारवरा राव ने आरोप लगाया कि किशनजी की मौत फर्जी मुठभेड़ में हुई है। एसोसिएशन ऑफ पीपुल्स डेमोक्रेटिक राइट्स ने किशनजी की मृत्यु पर श्वेतपत्र की मांग की है।

बिहार में पटना उच्च न्यायालय ने झंझारपुर लोकसभा क्षेत्र से निर्वाचित जनता दल (यूनाइटेड) के सांसद मंगनीलाल मंडल के चुनाव को अवैध घोषित कर दिया है। श्री मंडल पर आरोप था कि उन्होंने २००९ में हुए चुनाव के दौरान शपथ-पत्र पर नियमों के अनुसार आवश्यक जानकारी नहीं दी थी।

पाकिस्तान में खुर्रम कबाइली इलाके में सेना और आतंकवादियों के बीच झड़पों में चार सैनिक और ३५ आतंकवादी मारे गए हैं। स्थानीय मीडिया के अनुसार अफगानिस्तान की सीमा से लगे खुर्रम के मौज+ाई इलाके में हुई झड़पों में पंद्रह आतंकवादी घायल भी हुए। आतंकवादियों द्वारा सुरक्षाबलों की चौकी पर हमला किए जाने के बाद ये झड़पें हुईं। दोनों पक्षों ने रॉकेट और मोर्टार जैसे भारी हथियारों का उपयोग किया। प्राप्त खबरों के अनुसार कल खुर्रम इलाके में सुरक्षाबलों के काफिले पर किए गए हमले और जवाबी कार्रवाई में पांच सैनिक और १८ आतंकवादी मारे गए।

विदेश सचिव रंजन मथाई दो दिन की नेपाल यात्रा पर कल काठमांडू जाएंगे। श्री मथाई की यह यात्रा रविवार को वित्तमंत्री प्रणब मुखर्जी की नेपाल यात्रा के एक दिन पहले शुरू हो रही है। श्री मुखर्जी की यात्रा के दौरान दोनों देशों के बीच दोहरी कराधान निवारण प्रणाली की संधि पर हस्ताक्षर किए जाएंगे। इस संधि पर नेपाल के प्रधानमंत्री बाबूराम भट्टराई की पिछली भारत यात्रा के दौरान हस्ताक्षर होने थे, लेकिन कुछ तकनीकी कारणों से इसे रोक दिया गया था।

Both the Houses of Parliament were adjourned for the day today on the FDI issue with the opposition expressing strong resentment against the government's decision. The Lok Sabha and the Rajya Sabha were earlier adjourned for one hour till noon. In the Lok Sabha, the entire opposition vehemently protested against the government's decision allowing 51 per cent Foreign Direct Investment, FDI in the Multi-Brand Retail Sector. Amid noisy scenes, some of the MPs from Andhra Pradesh,trooped into the well of the House clamouring for a separate state of Telangana. In the Rajya Sabha, the entire opposition trooped into the well of the House on the FDI issue. Some of the agitating members were seen tearing the statement on FDI by the Commerce and Industry minister, Mr. Anand Sharma, which was earlier laid in the House. The House was earlier adjourned for one hour till noon on the same issue. The Deputy Chairman, Mr K Rehman Khan adjourned the House amidst noisy scenes.

The Government today informed Parliament that it has allowed 51 per cent FDI in multi-brand retail. In a statement, Commerce and Industry Minister Anand Sharma said both in the Lok Sabha and Rajya Sabha that the government has also decided to allow 100 percent investment in single brand retail. Addressing a press Confrence after tabling the statement in the two houses the Commerce Minister said that FDI in multi-brand retail will be subject to riders including a minimum investment of 5,200 crore rupees.
"We have mandated the threshold for FDI that is 100 million US dollars that is a minimum not maximum. 50% of this will be in the rural infrastructure and 50% in the forward linkage which we call the front end. 30% of the entire sourcing by the retailers will be from small and medium enterprises."
The Minister dismissed the criticism by the opposition parties and asserted that the decision will create millions of jobs over three years.
"By initial estimate we hope that four million jobs will be created and in the logistic anywhere between 5 to 6 million jobs will be created over a period of three years. We also made it very clear the kirana stores are taken in the embrace of this policy framework. Multibrand retail will be permitted only in cities with the populatiuon of one million and above."
Mr. Anand Sharma said the decision will create more employment, have a better storage chain and ensure remunerative prices to the farmers.

The BJP today demanded the immediate roll back of the Government decisions on FDI in the retail sector. Addressing a Press Conference in New Delhi, senior party leader Dr. Murli Manohar Joshi said that this will create far more unemployment than creating new jobs.

In a statement, the party Polit Bureau said the decision will adversely affect the livelihoods of crores of small retailers. The Government today announced a package of 3884 crore rupees for weavers across the country. Addressing a press conference in New Delhi today, Commerce Minister Anand Sharma said that a decision to this effect was taken in the Cabinet Committee on Economic Affairs, CCEA, last evening. He said it will benefit 13 lakh weavers across the country. They include 3 lakh weavers from Uttar Pradesh. The Minister said, CCEA also approved Credit Card for Weavers and Government Credit Guarantee for them. This will go a long way in addressing the concerns of distressed weavers.

The Delhi High Court will continue the hearing the bail plea of DMK MP Kanimozhi and five other co-accused in the 2G case on Monday. Justice VK Shali heard the day-long arguments on the bail applications of Kanimozhi, Kalaignar TV chief Sharad Kumar, Cineyug Films' Karim Morani, Kusegaon Fruits and Vegetables Pvt Ltd directors Asif Balwa, Rajiv B Agarwal and former telecom secretary Siddharth Behura. The Patna High Court today set aside the election of Mangani Lal Mandal, suspended JD(U) MP, from Jhanjahrpur Lok Sabha constituency in Bihar . Justice V N Singh declared Mandal's election as void after hearing a writ petition filed by Vishnu Deo Bhandari. In his petition, Mr.Bhandari had claimed that Mandal had not made full disclosures in the affidavits filed while seeking election from Jhanjharpur in 2009 elections, required under the Representation of People's Act.

A small-time transporter, who assaulted Union Agriculture Minister Sharad Pawar was sent today to Tihar Jail by a Delhi court. Metropolitan Magistrate Jasjeet Kaur remanded 27-year-old Harvinder Singh to judicial custody till the 9th of next month after the Delhi Police produced him in the court amidst tight security. He has been charged with assaulting Pawar, a public servant, and threatening him yesterday, besides trying to kill himself by slashing his wrist with his small 'kirpan'.

The Centre today signed a peace pact with a prominent insurgent group in Assam. Under this pact, the Karbi Anglong hill district will get more powers and a 350 crore rupee special financial package. Describing it as a historic moment, Home Minister P Chidambaram said in a statement that the government is ready for dialogue with any group which shuns violence and puts its demands within the framework of the Indian Constitution. Mr. Chidambaram said that the Memorandum of Settlement will change the face of the Karbi Anglong district in all spheres. Today's agreement, signed by the representatives of the Central and Assam governments and the United People's Democratic Solidarity (UPDS), in New Delhi came at the end of two-year long peace negotiations. Mr. Chidambaram said after the signing of the peace pact that the government has always shown its willingness to enter into a dialogue with any group that is willing to abjure the path of violence and place demands within the framework of the Constitution of India. He also urged all groups in the country to give up violence and come forward to find a peaceful solution to all their perceived problems. Assam Chief Minister Tarun Gogoi, who was also present on the occasion, said it was a significant moment for Assam, particularly for Karbi Anglong, as the pact would bring peace and development.
