वित्त मंत्री प्रणब मुखर्जी की अध्यक्षता में मंत्रियों के अधिकार प्राप्त समूह ने टू जी स्पैक्ट्रम की नए सिरे से नीलामी का संचालन करने वाले के चयन की प्रक्रिया को मंजूरी दे दी है। ये नीलामी उच्चतम न्यायालय के आदेश के अनुसार होगी। नई दिल्ली में मंत्री समूह की बैठक के बाद दूरसंचार सचिव आर. चंद्रशेखर ने बताया कि यह प्रक्रिया तुरंत शुरू की जाएगी और नीलामीकर्ता की नियुक्ति के लिए निविदाएं मंगाई जाएंगी। अगले कुछ दिनों में इस के लिए अनुरोध जारी कर दिया जाएगा।
इस वर्ष फरवरी में उच्चतम न्यायालय ने पूर्व दूरसंचार मंत्री ए. राजा के कार्यकाल में जारी टू जी स्पेक्ट्रम के १२२ लाइसेंस रद्द कर दिए थे। न्यायालय ने सरकार से कहा है कि अब वह ३१ अगस्त २०१२ तक स्पेस्ट्रम की नीलामी की प्रक्रिया पूरी कर ले। सरकार ने ये काम पूरा करने के लिए चार सौ दिन का समय मांगा था, जिसे न्यायालय ने नहीं माना।

उच्चतम न्यायालय ने व्यवस्था दी है कि मुठभेड़ में हुई हत्याओं में शामिल सैनिक अधिकारियों पर केंद्र सरकार की अनुमति के बिना मुकदमा नहीं चलाया जा सकता, क्योंकि उन्हें सशस्त्र सेना विशेष अधिकार कानून के अंतर्गत अदालती कार्रवाई से छूट है।
न्यायालय ने जम्मू-कश्मीर में बारह वर्ष पहले पथरीबल में हुई फर्जी मुठभेड़ के मामले में सीबीआई की दलील को ठुकराते हुए सैनिक अधिकारियों की अपील को सही ठहराया है। इस मुठभेड़ में सात व्यक्ति मारे गए थे, जिसके लिए सैनिक अधिकारियों पर मुकदमा चलाया गया था। अधिकारियों ने इस मुकदमे को चुनौती दी है।
उच्चतम न्यायालय की पीठ ने सैनिक अधिकारियों को यह विकल्प दिया है कि वे इन अधिकारियों का कोर्ट मार्शल करें या फौजदारी अदालत में इन पर मुकदमा चलाएं।
पीठ ने यह भी स्पष्ट किया कि अगर इन सैन्य अधिकारियों का कोर्ट मार्शल किया जाता है तो किसी अनुमति की जरूरत नहीं होगी।

छत्तीसगढ़ में सुकमा जि+ले के अपहृत कलेक्टर एलेक्स पॉल मेनन को कल छोड़ा जाएगा। सीपीआई माओवादी दक्षिण बस्तर मंडलीय समिति द्वारा कल रात मीडिया को भेजे एसएमएस से यह पता चला है। सरकार और माओवादियों के प्रतिनिधियों के बीच समझौता होने के बाद भेजे संदेश में माओवादियों ने कहा है कि वे दक्षिण बस्तर क्षेत्र में ताड़मेतला के लोगों के सामने कल श्री मेनन को छोड़ेंगे। मुख्यमंत्री के प्रधान सचिव एन. बैजेन्द्र कुमार ने कल रात आकाशवाणी को बताया कि सरकार को इसके बारे में मीडिया से पता चला है। उन्होंने इस बारे में ज्यादा कुछ नहीं बताया।
इससे पहले, समझौते के अनुसार माओवादियों के दोनों मध्यस्थों ने उनसे श्री मेनन को आज तक छोड़ने की अपील की थी।

असम में ब्रहमपुत्र नदी में हुई दुर्घटना के बाद शव निकालने का काम आज फिर शुरू होगा। सोमवार को धुबरी जिले में बुढ़ा-बुढी चार में चक्रवाती तूफान में फंस कर एक नाव डूब गई थी। हमारी संवाददाता ने बताया है कि इस नाव में करीब साढ़े तीन सौ यात्री सवार थे।

ब्रह्मपुत्र नदी से और अधिक शवों को बाहर निकालने के लिए हेलीकॉप्टरों को बचाव कार्य में लगाया गया है। पिछले तीन दिनों से लगातार हो रही जबर्दस्त बारिश के कारण नदी की धारा के साथ में कुछ शवों के बह जाने की सूचनाओं के मद्देनज+र पड़ोसी बांग्लादेश में स्थानीय प्रशासन को सतर्क कर दिया गया है। सोमवार को डूबी नाव का मलबा कल राष्ट्रीय आपदा कार्रवाई बल के गोताखोरों ने निकाल लिया। लगभग २४० लोग अब भी लापता हैं। एनडीआरएफ, सेना, बीएसएफ और सीआरपीएफ के गोताखोरों ने अब तक ५० शवों को नदी से बाहर निकाल लिया है। राज्य के मुख्यमंत्री श्री तरूण गोगोई ने अधिकारियों को पूर जोर-शोर से बचाव कार्य चलाने के निर्देश दिए हैं ताकि इस आपदा का शिकार बने लोगों का पता लगाया जा सके। गुवाहाटी से रमणीकांत शर्मा की रिपोर्ट के साथ दिल्ली से विजयलक्ष्मी।

मृतकों के आश्रितों के लिए प्रधानमंत्री ने दो-दो लाख रूपये और राज्य सरकार ने डेढ़-डेढ़ लाख रूपये की अनुग्रह राशि देने की घोषणा की है। राज्य सरकार ने घायलों को पचास-पचास हजार रूपये की सहायता और अस्पताल में भर्ती लोगों का मुफ्‌त इलाज कराने की घोषणा की है।
सीमा सुरक्षा बल ने दुर्घटना में हताहतों के परिवारजनों को सूचना प्रदान करने के लिए २४ घंटे काम करने वाली हेल्पलाइन बनाई है। इसका नम्बर ० ३ ६ १- २ ८ ४ २ ९ ७ २ है।

भारत और जापान बुनियादी ढांचागत सुविधाओं के विकास, विशेषकर सड़कों के निर्माण में सहयोग बढ़ाने पर सहमत हुए हैं। जापान के भूमि, बुनियादी ढांचा, परिवहन और पर्यटन राज्य मंत्री मी केन ओकुदा ने इस सिलसिले में कल नई दिल्ली में सड़क परिवहन और राजमार्ग राज्य मंत्री जतिन प्रसाद से मुलाकात की। दोनों मंत्री पिछले वर्ष प्रधानमंत्री स्तर की वार्ता में हुए फैसले के अनुसार सहयोग बढ़ाने पर सहमत हुए।
श्री जतिन प्रसाद ने एक्सप्रेस वे गलियारे सहित विभिन्न प्रमुख क्षेत्रों की पहचान, और इलेक्ट्रोनिक टोल संग्रह सहित आधुनिक टेक्नोलॉजी के इस्तेमाल जैसे उद्देश्यों के बारे में बताया। जापान के मंत्री ने भी बुनियादी ढांचागत सुविधाओं के विकास में जापान सरकार के विभिन्न प्रयासों की जानकारी दी।

प्रधानमंत्री डाक्टर मनमोहन सिंह ने फिर कहा है कि भारत अफगानिस्तान को शांतिपूर्ण, लोकतांत्रिक और संपन्न देश बनाने के काम में पूरी सहायता देगा। उन्होंने आशा व्यक्त की कि आने वाले महत्वपूर्ण समय में दोनों देशों की आपसी साझेदारी और मजबूत होगी। प्रधानमंत्री ने ये आश्वासन कल नई दिल्ली में अफगानिस्तान के विदेश मंत्री जलमई रसूल के साथ मुलाकात के दौरान दिया।  अफगान विदेश मंत्री ने भारत की मैत्री, उदार सहायता और अफगानिस्तान में स्थिरता, पुनर्निर्माण और आर्थिक विकास की प्रक्रिया में महत्वपूर्ण योगदान की सराहना की। इससे पहले श्री जलमई रसूल के साथ संवाददाता सम्मेलन में विदेशमंत्री एस एम कृष्णा ने भरोसा दिलाया कि भारत, अफगानिस्तान की राष्ट्रीय विकासनीति के अनुरूप पुनर्निर्माण और पुनर्वास के काम में सहयोग देता रहेगा।

राष्ट्रपति प्रतिभा देवीसिंह पाटील नौ दिन की यात्रा के दूसरे चरण में कल दक्षिण अफ्रीका पहुंची। उनकी यात्रा से दक्षिण अफ्रीका के साथ भारत के घनिष्ठ तथा मैत्रीपूर्ण संबंधों को और मजबूती मिलने की उम्मीद है। हमारे संवाददाता ने बताया कि राष्ट्रपति दक्षिण अफ्रीका के राष्ट्रपति जाकोब ज+ुमा से मुलाकात कर आपसी हितों के द्विपक्षीय, क्षेत्रीय और अंतरराष्ट्रीय मुद्दों पर बातचीत करेंगी।

संयुक्त राष्ट्र के शांति रक्षा अभियान प्रमुख भ्मतअम स्ंकेवने ने कहा कि संयुक्त राष्ट्र के ३०० पर्यवेक्षकों के दल के इस महीने के अंत तक सीरिया पहुंच जाने की उम्मीद है। ब्यौरा हमारे संवाददाता से-

न्यूयॉर्क में पत्रकारों से बातचीत के दौरान संयुक्त राष्ट्र शांति सेना प्रमुख हर्व लॉडसॉस ने कहा कि रिपोर्टस के मुताबिक सीरियाई सैनिको और विपक्षी गुटों ने संघर्ष विराम का उल्लंघन किया है। उन्होंने सभी पक्षों से हिंसा फौरन रोकने और संघर्ष विराम का उल्लंघन न करने को कहा। साथ ही संयुक्त राष्ट्र और शांति सेना के प्रमुख ने यह भी बताया कि जहां-जहां पर्यवेक्षक तैनात हुए हैं, वहां हालात में सुधार हुआ है। अभी तक करीब चौबीस देशों ने एक सौ पचास पर्यवेक्षक भेजने को मंजूरी दी है, जबकि सुरक्षा परिषद ने तीन सौ पर्यवेक्षक तैनात करने को कहा है। अतुल तिवारी आकाशवाणी समाचार।    
इस बीच अमरीका के राष्ट्रपति बराक ओबामा ने वित्त विभाग को अधिकार दिया है कि वह ईरान और सीरिया पर लगे प्रतिबंधों का उल्लंघन करने का प्रयास करने वाली विदेशी कंपनियों, बैंकों और व्यक्तियों के खिलाफ कार्रवाई करे।

आई पी एल ट्वेंटी-२० क्रिकेट प्रतियोगिता में कल जयपुर में डेल्ही डेयर डेविल्स ने राजस्थान रॉयल्स को छह विकेट से हरा दिया। पहले बल्लेबाजी करते हुए राजस्थान रॉयल्स की टीम ने छह विकेट पर १४१ रन बनाए। डेयर डेविल्स के बांये हाथ के युवा स्पिनर पवन नेगी ने १८ रन देकर चार खिलाड़ियों को आउट किया। डेयर डेविल्स ने २८ गेंद बाकी रहते १४२ रन का लक्ष्य हासिल कर लिया। डेयर डेविल्स के कप्तान और सलामी बल्लेबाज वीरेन्द्र सहवाग ने ३८ गेंदों में ७३ रन बनाए।

रेल विभाग को भारतीय अंतरिक्ष अनुसंधान संगठन - इसरो से डाटा कार्ड के इस्तेमाल के बिना रेलगाड़ियों में इंटरनेट सुविधा के वास्ते उपग्रह के इस्तेमाल की बहुप्रतीक्षित मंजूरी मिल गई है। रेल मंत्रालय के एक वरिष्ठ अधिकारी ने बताया कि इसरो ने के. यू. बैंड से फ्रीक्वेन्सी के इस्तेमाल से इंटरनेट चलाने के लिए मंजूरी दे दी है। पहली बार रेलगाड़ियों में उपग्रह के माध्यम से इंटरनेट चलाया जा सकेगा।
अब रेल के इंजन पर इसका एंटीना लगाया जाएगा जिसे वाई फाई के माध्यम से डिब्बों में जोड़ा जाएगा।

पंजाब केसरी का कहना है-राजीव गांधी के हत्यारों पर खुद फैसला सुनाएगा सुप्रीम कोर्ट। उत्तरप्रदेश की पूर्व मुख्यमंत्री मायावती की याचिका पर फैसला सुरक्षित रहने और नूपुर तलवार की ज+मानत अजर्+ी पर आज फैसला आने की ख्+ाबर लगभग सभी अखबारों के पहले पन्ने पर है।

The Empowered Group of Ministers, EGoM, headed by Finance Minister Pranab Mukherjee gave approval to the process of selecting an auctioneer who will conduct a fresh round of bidding for 2G  spectrum as mandated by the Supreme Court. The spectrum would be freed in the wake of cancellation of 122 licenses by the Supreme Court. After the meeting of EGoM in New Delhi, Telecom Secretary R. Chandrashekhar said that the process will be started immediately and bids invited for appointment of the auctioneer and a Request for Proposal will be issued within the next few days.
In February this year, the Supreme Court had cancelled 122 2G telecom licenses issued during the tenure of former Telecom Minister A. Raja. It asked the government to complete spectrum auction by August the 31st, 2012. The government had sought a 400 day period from the Supreme Court but the request had been rejected.

The Supreme Court has ruled that accused army personnel in encounter killings can be tried either by court martial or in criminal courts. The bench has granted the option to the army authorities. The court gave this ruling while rejecting CBI's contention and upholding the appeal filed by army officers challenging their prosecution over fake  encounters in Pathribal, J&K, 12 years ago in which 7 persons were killed. The apex Court also ruled that army personnel involved in encounter killings cannot be prosecuted without prior sanction of the Central Government as they enjoy immunity under the Armed Forces Special Powers Act.       
A bench of justices B S Chauhan and Swatanter Kumar, however, said if the accused army officials are to be tried under the court martial proceedings then no such sanction was required.

In Chhattisgarh, the abducted collector of Sukma district Alex Paul Menon will be released tomorrow. This is evident from an SMS sent to the media last night from the CPI (Maoist) south Bastar divisional committee. The message has come in response to the agreement reached between the negotiators of the government and the Maoists on the release of Mr. Menon. The message says among other things that Maoists are ready to handover Mr. Menon to their mediators tomorrow in front of the people of Tadmetla in South Bastar region of Chhattisgarh. Talking to AIR last night Principal secretary to the chief minister N.Baijendra Kumar said that the government also came to know about this welcome development from the media. He however did not elaborate further on the matter.
Earlier, as per the agreement the two maoist’s mediators had appealed to the ultras to release Mr. Menon by today. In return the government is to constitute a high powered standing committee, within one hour of Mr. Menon’s release.

In Assam, the operation to recover more bodies from the river Brahmaputra has resumed this morning. The tragedy occurred when a ferryboat capsized due to cyclonic storm at Bura Buri Char in Dhubri district on Monday.  Our Correspondent reports that  the rescue operation was hampered yesterday due to heavy rain accompanied by storm and the high speed water current in the river.

Helicopters have been pressed into the rescue operation to trace out more bodies from river bed of mighty Brahmaputra. The local administration of neighbouring Bangladesh has been alerted following reports of floating some bodies in the downstream of the river which is in spate following heavy downpour since last three days. Divers of the National Disaster Response Force yesterday recovered the wreckage of the ill-fated ferry boat . Around 240 people are still reported to be missing. Post-mortem of 17 bodies have been completed till yesterday at Dhubri Civil Hospital. Ramani Kanta Sharma, AIR News, Guwahati.
Meanwhile, the AICC general secretary and MP Rahul Gandhi and Chief Minister Tarun Gogoi will be arriving at the incident spot in Dhubri district this afternoon to supervise the operation and take stock of the situation after the tragedy.

In Uttar Pradesh, Additional District and Session Judge Ghaziabad is likely to pronounce his order today on the bail application of dentist Dr. Nupur Talwar. She is lodged in Dasna jail under judicial custody. Nupur is the co accused in the high profile double murder case of her teenaged daughter Aarushi and domestic help Hemraj. Our Lucknow correspondent reports that Judge S Lal has reserved his order till today after hearing arguments of the CBI and the defence counsel. Nupur has moved her regular bail application to the lower court of the district as her bail application was rejected by the special CBI court. She had surrendered to the CBI court on Monday on direction of the Supreme Court. The apex court on April 27 had refused to stay the non-bailable warrant issued against her by the Ghaziabad CBI court.

India and Japan have agreed to enhance cooperation in the field of infrastructural development, specially in the roads sector. The Japanese Senior Vice Minister of Land, Infrastructure, Transport and Tourism, Me Ken Okuda met the Union Minister of State for Road Transport and Highways, Jitin Prasad in New Delhi yesterday in this regard. During the meeting, both Ministers agreed to enhance cooperation in pursuance of the decisions taken in the Prime Minister level meeting held last year. Both leaders agreed upon enhancing cooperation on infrastructure development, especially in road sector. During the meeting Mr Jitin Prasad spoke about the various objectives and the focus areas which have been identified including development of high speed expressway corridors and use of modern technology for intelligent transport system. The Japanese Minister also shared various initiatives taken by the Japanese government for infrastructural development.

The President Mrs. Pratibha Devisingh Patil is in South Africa on the second leg of her nine-day tour. This visit is expected to give a further impetus to India's close and friendly ties with the rainbow nation. She arrived in Pretoria yesterday after concluding her three-day visit to Seychelles. Our Correspondent covering the President’s visit, reports that Mrs. Patil will meet her South African counterpart Jacob Zuma and hold talks with him on bilateral, regional and international issues of mutual interests.

Mrs. Patil’s visit to the rainbow nation -- a term coined by Archbishop Desmond Tutu to describe post-apartheid South Africa after this country's first fully democratic election in 1994 -- is another indication of New Delhi's growing ties with Pretoria. A business delegation is also accompanying Patil that will address the India-South Africa Business Forum meet. Main items of exports from India to South Africa are mineral fuel, mineral oil, engineering goods, textiles, gems and jewellery, chemicals and drugs and pharmaceuticals. The UN Peacekeeping operations Chief Mr. Herve Ladsous has said that the full contingent of 300 unarmed UN Observers is likely to be in place in Syria by the end of this month. Our West Asia Correspondent reports that Herve Ladsous called upon all the sides to shun violence in any form.

At a Press Conference in New York, the UN Peacekeeping Chief Herve Ladsous said there are reports that Syrian troops as well as opposition are violating the ceasefire. He said that 34 unarmed military observers now in Syria have seen Howitzer guns, armored personnel carriers and other weaponry in cities. Syria has claimed that the armored carriers have been disarmed, a fact which has not been verified by UNSMIS. Herve Ladsosu asked both the sides to ensure that there is no violation of the ceasefire which came into effect on 12th April. The US President Barak Obama arrived in the Afghanistan capital Kabul, on a surprise visit early this morning. It is believed that he is to sign a strategic partnership agreement with Afghanistan meant to mark the beginning of the end of a war that has lasted for more than a decade.
President. Obama, arrived at the Bagram Air Base north of Kabul in the wee hours this moring and flew by helicopter to the presidential palace, where he will meet President Hamid Karzai before both leaders sign the pact.

In Andhra Pradesh, the Election Commission authorities have sought 139 companies of central forces to ensure free and fair poll during the upcoming bye-elections. Addressing a press conference after reviewing the arrangements with the 12 district authorities going for by-poll in Hyderabad last evening, State Chief Electoral Officer Bhanwarlal said the Commission is writing to the Home Ministry to allot the central forces. He said it is in addition to the Andhra Pradesh Special Police and State Police forces. Bye-poll are being held on the 12th of next month in one Lok Sabha and 18 Assembly constituencies in the state following the resignation of the sitting MP and disqualification of sitting MLAs.

केन्द्रीय अन्वेषण ब्यूरो-सीबीआई ने २०१० के राष्ट्रमंडल खेलों के लिए पांच स्टेडियमों में सिंथेटिक ट्रैक बिछाने में कथित अनियमितताओं का आज एक नया मामला दर्ज किया और २० स्थानों पर छापे मारे। सीबीआई प्रवक्ता ने आकाशवाणी को बताया कि राष्ट्रीय राजधानी क्षेत्र, कोलकाता और सिलीगुड़ी में ये छापे मारे गए। केन्द्रीय सार्वजनिक निर्माण विभाग और दिल्ली विकास प्राधिकरण के अधिकारियों और खेल उपकरण बनाने वाली एक प्राइवेट कंपनी के मालिक के आवास सहित विभिन्न परिसरों पर ये छापे मारे गए। इन कथित अनियमितताओं के कारण सरकार को करीब ३० करोड़ रूपये का नुकसान होने का अनुमान है।

रक्षा मंत्रालय ने दो भारतीय और चार विदेशी फर्मो के अनियमितताओं में शामिल होने के कारण उनके साथ कोई सौदा करने पर दस साल का प्रतिबंध लगा दिया है। आज राज्यसभा में प्रश्नकाल के दौरान पूरक प्रश्नों का उत्तर देते हुए रक्षामंत्री ए के एंटनी ने कहा कि प्रतिबंधित विदेशी फर्मे सिंगापुर, इस्राइल, स्वीटजरलैण्ड और रूस की हैं, जबकि भारतीय कंपनियां नई दिल्ली और लुधियाना की है।
श्री एंटनी ने सदन को सूचित किया कि उनका मंत्रालय इस्राइल की एक कम्पनी को एडवासं के रूप में दिए गए दो सौ करोड़ रूपये पहले ही बरामद कर चुका है। इस प्रश्न के उत्तर में कि क्या सेना के अधिकारियों पर रिटायर होने के पांच वर्ष बाद तक किसी भारतीय और विदेशी कंपनियों में नौकरी करने पर पाबंदी लगाई जा रही है, रक्षामंत्री ने कहा कि रक्षा संबंधी स्थायी समिति ने इसकी सिफारिश की है। उन्होंने कहा कि सरकार जल्दी ही इस बारे में कोई फैसला करेगी। रक्षा मंत्रालय द्वारा टाट्रा ट्रकों की खरीद के बारे में श्री एंटनी ने कहा कि सीबीआई इस मामले की जांच कर रही है। उन्होंने आशा व्यक्त की कि सीबीआई जल्दी ही अपनी रिपोर्ट दे देगी।

उच्चतम न्यायालय ने इटली के जहाज एनरिका लेक्सी को भारतीय जल क्षेत्र से बाहर जाने की अनुमति दे दी है, लेकिन जहाज के मालिक को केरल उच्च न्यायालय के रजिस्ट्रार के सामने तीन करोड़ रूपये का बांॅंड भरना होगा। उच्चतम न्यायालय ने इस जहाज के साथ इसमें सवार चार सुरक्षाकर्मियों और चालक दल के छह सदस्यों को भी भारतीय क्षेत्र से जाने की अनुमति दे दी है। इटली की सरकार और जहाज के मालिक ने न्यायालय को आश्वासन दिया है कि भारतीय न्यायिक अधिकारियों को जब भी जरूरत होगी, ये सुरक्षाकर्मी और चालकदल के सदस्य उपलब्ध होंगे। न्यायालय ने कहा कि उनके आदेश से दो भारतीय मछुआरों की हत्या के मामले की जांच और मुकदमें पर कोई असर नहीं पड़ेगा।

सरकार बाल सुधार गृहों में बच्चों की बेहतर देखभाल और उनके शोषण को रोकने के लिए जल्दी ही बाल अपराध न्याय कानून में संशोधन करेगी। महिला और बाल विकास मंत्रालय के एक वक्तव्य में कहा गया है कि बाल अपराध न्याय बच्चों की देखभाल और संरक्षण कानून २००० में संशोधन करके बाल सुधार गृहों को पंजीकृत न कराए जाने को दंडनीय अपराध बनाया जाएगा। इस कानून के तहत सभी बाल सुधार गृहों की कड़ी छानबीन और सुरक्षा की जाएगी और उन पर सख्ती से नजर रखी जाएगी। महिला और बाल विकास मंत्री कृष्णा तीरथ ने गृह, स्वास्थ्य और परिवार कल्याण, श्रम और रोजगार तथा मानव संसाधन विकास मंत्रालयों के अधिकारियों के साथ एक बैठक में बाल शोषण को रोकने के उपायों के बारे में विचार विमर्श किया। श्रीमती तीरथ ने हाल में बच्चों के शोषण और उनसे दुर्व्यवहार संबंधी मीडिया की खबरों को लेकर गंभीर चिंता व्यक्त की। उन्होंने इस तरह की घटनाओं को रोकने के लिए विभिन्न विभागों, मंत्रालयों, राज्य सरकारों और नागरिक संगठनों के बीच तालमेल बढ़ाने की आवश्यकता पर जोर दिया। श्रीमती तीरथ ने अधिकारियों को यह भी सूचित किया कि बच्चों को यौन शोषण से बचाने संबंधी विधेयक राज्यसभा में जल्दी ही पेश किया जाएगा। केन्द्रीय मंत्रिमंडल इसे मंजूर कर चुका है। श्रीमती तीरथ ने बताया कि मुसीबत में फंसे बच्चों के लिए चौबीसों घंटे चलने वाली टेलीफोन हेल्पलाइन सेवा का अब २०० से अधिक इलाकों में विस्तार किया गया है।
इस बैठक में राष्ट्रीय बाल अधिकार सुरक्षा आयोग, राष्ट्रीय महिला आयोग और कई अन्य स्वयंसेवी संगठनों के अधिकारी भी मौजूद थे।

राज्यसभा में विवाह कानून संशोधन विधेयक २०१० पर आगे चर्चा हो रही है। इस विधेयक का स्वागत करते हुए कांग्रेस के शांताराम नायक ने तलाक के मामलों में महिलाओं को सम्पत्ति में हिस्सा दिये जाने के अधिकार का समर्थन किया। उन्होंने कहा कि तलाक के मामले में दम्पत्ति के बच्चों को भी सम्पत्ति में हिस्सा मिलना चाहिए। बहुजन समाज पार्टी के ब्रजेश पाठक ने विधेयक का विरोध किया और मांग की कि यह विधेयक संसद की प्रवर समिति में भेजा जाना चाहिए।
इस संशोधन विधेयक का उद्देश्य तलाक के मामले में पत्नी को होने वाली वित्तीय कठिनाइयों को कम करना है।

सरकार ने कहा है कि सेना में महिलाओं को आरक्षण देने का कोई प्रस्ताव नहीं है। प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायण सामी ने एक प्रश्न के जवाब में यह जानकारी दी। लोकसभा में प्रश्न पूछा गया था कि क्या सरकार महिलाओं को सेना में उचित प्रतिनिधित्व देने के लिए उनके लिए कोई कोटा तय करने जा रही है।

सरकार ने दस लाख टन चीनी के निर्यात की अनुमति देने का फैसला किया है। वाणिज्य और उद्योग मंत्री आनंद शर्मा ने आज राज्यसभा में पूरक प्रश्नों का उत्तर देते हुए यह जानकारी दी। मुख्य प्रश्न के उत्तर में श्री आनंद शर्मा ने कहा कि वैश्विक आर्थिक संकट यूरोप के +ऋण संकट और विकसित देशों की आर्थिक मंदी का भारतीय निर्यात पर प्रतिकूल असर पड़ा है। उन्होंने कहा कि नवम्बर २०११ में मासिक निर्यात वृद्धि दर नैगेटिव रही। बाद में इसमें कुछ सुधार हुआ लेकिन मार्च २०१२ में यह फिर नैगेटिव हो गयी। उन्होंने कहा कि २०११-१२ में व्यापार घाटा ५५ दशमलव आठ प्रतिशत बढ़कर एक खरब ८४ अरब ९० करोड़ डॉलर का हो गया, जो २०१०-११ में एक खरब १८ अरब ७० करोड़ डॉलर था। उन्होंने कहा कि चालू वित्त वर्ष में व्यापार घाटा बढ़ रहा है, क्योंकि आयातित वस्तुओं के दाम और मांग बढ़ रही है। श्री शर्मा ने कहा कि पेट्रोलियम उर्वरकों, सोने और खाद्य तेलों के अंतर्राष्ट्रीय मूल्य बढ़ने के साथ-साथ उनकी मांग भी बढ़ रही है, जिससे आयात पर खर्च ज्यादा हो रहा है।

देश में विभिन्न क्षेत्रों में रोजगार के अवसरों में अक्तूबर २०११ से दिसम्बर २०११ तक की अवधि में दो लाख २६ हजार की वृद्धि हुई। आज राज्यसभा में एक लिखित उत्तर में श्रम और रोजगार मंत्री मल्लिकार्जुन खडगे ने कहा कि १३वें तिमाही त्वरित रोजगार सर्वेक्षण की हाल में जारी रिपोर्ट में पता चलता है कि जिन क्षेत्रों में रोजगार के अवसर बढ़े, उनमें सूचना-टैक्नोलोजी और बीपीओ तथा ठेके पर काम करने की श्रेणियां शामिल हैं। उन्होंने कहा कि सरकार वर्ष २००८ से वैश्विक आर्थिक संकट के भारत में रोजगार की स्थिति पर पड़ने पर वाले प्रभाव का लगातार आकलन कर रही है। श्रम ब्यूरो ऐसे क्षेत्रों में तिमाही त्वरित रोजगार सर्वेक्षण कर रही है, जहां रोजगार के ज्यादा अवसर हैं और जो निर्यात पर आधारित हैं। इनमें कपड़ा, वस्त्र, धातु, हीरे जवाहरात, मोटर वाहन, परिवहन, सूचना-टैक्नोलोजी, बीपीओ, चमड़ा और बिजली करघा क्षेत्र शामिल है।

भारत ने बाडमेर सेक्टर में मुन्नाबाव के पास अंतर्राष्ट्रीय सीमा के पार पाकिस्तान की तरफ मौजूदा रेलवे प्लेटफार्म का विस्तार करने के लिए चल रहे निर्माण कार्य में चीन के शामिल होने पर गौर किया है। आज लोकसभा में एक लिखित प्रश्न के उत्तर में विदेश राज्यमंत्री परणीत कौर ने कहा कि जीरों प्वाइंट नामक यह रेलवे स्टेशन २००६ में बना था और यह भारत और पाकिस्तान के बीच अंतर्राष्ट्रीय सीमा से करीब २० मीटर दूरी पर है। उन्होंने कहा कि सीमा सुरक्षा बल ने विभिन्न स्तरों पर पाकिस्तान रेंजर्स के साथ होने वाली बैठकों में यह मुद्दा उठाया है। श्रीमती परणीत कौर ने कहा कि पिछले वर्ष नवम्बर में तिमाही बैठक में भी यह मुद्दा उठाया गया था। इस बैठक में पाकिस्तान ने कहा था कि मौजूदा प्लेटफार्म और आव्रजन कार्यालय को बढ़ाने के लिए निर्माण कार्य किया जा रहा है ताकि यात्रियों को बेहतर सुविधाएं उपलब्ध हो सकें।

संसद के दोनों सदनों ने असम में आंधी-तूफान के कारण ब्रह्मपुत्र नदी में नौका डूबने से सौ से अधिक लोगों की मौत पर शोक प्रकट किया है। लोकसभा अध्यक्ष मीरा कुमार ने दुर्घटना का जि+क्र करते हुए कहा कि नौका में सवार दो सौ से अधिक लोग अभी भी लापता हैं।

अमरीकी राष्ट्रपति बराक ओबामा और अफगान राष्ट्रपति हामिद करज+ई ने आज तड़के काबुल में ऐतिहासिक सामरिक साझेदारी समझौते पर दस्तखत कर दिये हैं जिससे अफगानिस्तान से २०१४ में सभी अंतर्राष्ट्रीय सेनाओं की वापसी के बाद दोनों देच्चों के बीच सहयोग का रास्ता साफ हो गया है। अमरीकी राष्ट्रपति कल रात काबुल के उत्तर में बगराम हवाई अड्डे पहुंचे जहां से वे हैलीकाप्टर से अफगान राष्ट्रपति के महल के लिए रवाना हुए और दोनों राष्ट्रपतियों ने ऐतिहासिक समझौते पर दस्तखत किये। यह समझौता अफगानिस्तान में आतंकवाद के खिलाफ एक दच्चक से भी पहले छेड़े गये युद्ध के अंत की शुरुआत है। बगराम हवाई अड्डे पर अपने भाषण में राष्ट्रपति ओबामा ने कहा कि उनका देच्च अफगानिस्तान में शुरू किये गये अपने काम को जिम्मेदारी के साथ पूरा करना चाहता है। उन्होंने अफगानिस्तान से अमरीकी सैनिकों की वापसी की रणनीति पर भी चर्चा की। इस साल गर्मियों के अंत तक २३ हजार अमरीकी सैनिकों की वापसी के प्रति वचनबद्धता दोहराते हुए श्री ओबामा ने यह भी कहा कि अफगान सुरक्षा बलों को समूचे देच्च की हिफाजत की ंिजम्मेदारी २०१४ के अंत तक सौंपने के लिए निर्धारित कार्यक्रम पर अमल किया जाएगा। उन्होंने कहा कि नैटो सेनाएं इसी महीने के अंत तक वह कार्यक्रम तय कर देंगी जिसके अनुसार अफगान सुरक्षा बल अगले साल से सभी युद्ध अभियानों में अग्रणी भूमिका निभाने लगेंगे। हमारे संवाददाता ने बताया है कि राष्ट्रपति ओबामा अपनी अफगानिस्तान यात्रा पूरी कर आज सुबह स्वदेच्च रवाना हो गये।
   
काबुल में आज सुबह अमरीका और अफगानिस्तान के बीच हुए सामरिक साझेदारी समझौते और उसके बाद आतंकवादी हमलों में से कुछ भी अप्रत्याशित नहीं है। शिकागो में इसी महीने के अंत में होने वाले नेटो शिखर सम्मेलन से पहले दोनों देशों के बीच इस समझौते पर हस्ताक्षर करने की बात पहले से कही जा रही थी। अलबत्ता राष्ट्रपति ओबामा का कल रात अचानक काबुल पहुंचना और इस एतिहासिक समझौते पर हस्ताक्षर करना निश्चय ही एक अप्रत्याशित घटना है। अमरीकी राष्ट्रपति की वापसी के बाद काबुल में कुछ विदेशी ठिकानों पर आत्मघाती हमले भी अप्रत्याशित नहीं कहे जा सकते, क्योंकि इस समझौते का विद्रोहियों की ओर से विरोध होना स्वभाविक है। बहरहाल ये हमला अफगान सुरक्षाबलों के लिए इस बात की चेतावनी है कि आगे उन्हें बेहद चौंकस रहना होगा, क्योंकि देश की हिफाजत की सारी जिम्मेदारी उन्हीं के कंधों पर आने वाली है। राजेन्द्र उपाध्याय, आकाशवाणी समाचार, काबुल।

म्यामां में लोकतंत्र समर्थक नेता आंग सान सू ची को आज संसद सदस्य के रूप में शपथ दिलायी गई। एक महीने पहले हुए उपचुनावों में उनकी पार्टी को भारी विजय मिली थी। सू ची और उनकी पार्टी नेशनल लीग फॉर डेमोक्रेसी ने शुरू में शपथ-पत्र की भाषा को लेकर शपथ ग्रहण समारोह में भाग लेने से इंकार कर दिया था। लेकिन सोमवार को संयुक्त राष्ट्र महासचिव की म्यामां यात्रा  के बाद वे शपथ लेने के लिए राजी हो गई।

कराची और सिंध के विभिन्न शहरों में आज सुबह लगभग १६ विस्फोट हुुए। इनमें कई लोगों के घायल होने की खबर है। हैदराबाद सिंध के विभिन्न इलाकों में तड़के बैंकों के एटीएम को निशाना बनाकर किए गए विस्फोट में चार लोग घायल हुए हैं। अधिकारियों के अनुसार ये सभी विस्फोट नेशनल बैंक की शाखाओं के बाहर हुए। लरकाना के एक बैंक के पास भी विस्फोट हुआ।ं कराची के गुलिस्तान-ए-जौहर इलाके में भी विस्फोट होने की खबर है।

अमरीका में ब्रुकलीन की एक अदालत ने अलकायदा शिविरों में प्रशिक्षण लेने वाले एक अमरीकी नागरिक को आतंकवाद से जुड़े मामलों में दोषी ठहराया है। २८ वर्ष के अदीस मेदुनजानिन को अपने दो साथियों के साथ मिलकर न्यूयार्क में आत्मघाती हमलों की साजिश रचने सहित कई आरोपों का दोषी पाया गया है। ब्रुकलीन संघीय जिला अदालत में चार सप्ताह चले मुकदमे के बाद यह फैसला सुनाया गया। उसे सात सितम्बर को जिला न्यायाधीश जॉन ग्लीसन सजा सुनायेंगे। अदीस को इस मामले में आजीवन कारावास की सजा दी जा सकती है।

भारत दुनिया में पर्यटन का एक बड़ा केन्द्र बनता जा रहा है। पिछले वर्ष के मुकाबले २०११ में ८ दशमलव नौ प्रतिशत अधिक विदेशी पर्यटक भारत आए, जबकि दुनिया भर के मुकाबले पर्यटकों की संख्या में चार दशमलव ४ प्रतिशत की वृद्धि हुई। पश्चिम एशिया में यह वृद्धि १७ प्रतिशत रही। दुबई में अरब पर्यटन मेले के दौरान आकाशवाणी से बातचीत में केन्द्रीय पर्यटन राज्यमंत्री सुलतान अहमद ने कहा कि पर्यटन को बढ़ावा देने के लिए सुविधाओं और बुनियादी ढांचे में सुधार किया जा रहा है। एक रिपोर्ट-

२७ देशों  के यूरोपीय सघ के वित्तमंत्रियों की आज ब्र्रसल्स में बैठक हो रही है जिसमें इस बात पर सहमति बनाने की कोशिश की जायेगी कि महाद्वीपों के बैंकों के पास कितनी पूंजी होना जरूरी है। यूरोपीय आयोग चाहता है कि बैंकों की पूंजी का स्तर निर्धारित और नियंत्रित हो। लेकिन ब्रिटेन और स्वीडन सहित कई सदस्य देश चाहते हैं कि सदस्य देशों को इसके लिए अपने कानून लागू करने का अधिकार हो।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में १०५ अंक का उछाल रहा। फंडों और छोटे निवेशकों की लिवाली तथा एशियाई बाजारों में मजबूती के रूख के कारण लगातार चौथे सत्र में भी सेन्सेक्स में तेज+ी रही। अब से कुछ देर पहले यह २३ अंक की वृद्धि के साथ१७ हजार ३४२ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी २ अंक बढ़कर ५ हजार २५० पर था।
एशिया के प्रमुख शेयर बाजारों में आज वृद्धि का रूख है। हांगकांग के हैंगसैंग में एक दशमलव शून्य छह प्रतिशत और जापान के निक्केई में शून्य दशमलव पांच शून्य प्रतिशत की वृद्धि दर्ज हुई। अमेरिका का औद्योगिक सूचकांक डाऊ जोंस कल शून्य दशमलव पांच-शून्य प्रतिशत की बढ़त के साथ बन्द हुआ।

त्रिपुरा के कई भागों में आए चक्रवाती तूफान में एक व्यक्ति की मृत्यु हो गई्र और लगभग दो सौ लोग घायल हो गए हैं। भीषण तूफान में कल करीब एक हजार मकान ढह गए। तूफान का सबसे अधिक असर सिपाहीजाला जिले के बिशलगढ़ सब-डिवीजन में हुआ। अधिकारियों के अनुसार करीब दस मिनट तक रहे चक्रवाती तूफान से भारी तबाही हुई है। घायलों को बिशलगढ़ और अगरतला के सरकारी अस्पतालों में भर्ती कराया गया है। राज्य सरकार ने तीन राहत शिविर शुरू किए हैं। राहत कार्यों के लिए सेना और सिविल डिफेंस की सेवा ली जा रही है।

असम में धुबरी जिले में बूढह+ा-बूढह+ी-चार के आसपास ब्रह्‌मपुत्र नदी में बचाव तथा और शवों को ढूंढने का काम आज सुबह फिर शुरू हुआ। आधिकारिक खबरों के अनुसार ब्रह्‌मपुत्र नदी में नौका दुर्घटना के बाद २४० लोग अब भी लापता हैं। सोमवार को चक्रवात में फंसकर यह नौका नदी में डूब गयी थी। अब तक ५० शव निकाले गए हैं। कुछ शवों के ब्रह्‌मपुत्र नदी में आगे बह जाने की खबरों को देखते हुए पड़ोसी बंगलादेश के स्थानीय प्रशासन को सतर्क कर दिया गया है।

सरकार भारतीय और विदेशी फिल्म निर्माताओं को फिल्म निर्माण संबंधी सभी सुविधाएं एक ही जगह देने की व्यवस्था कायम करने के लिए एक वर्ष के भीतर फिल्म आयोग बनाने की योजना बना रही है। आकाशवाणी के साथ विशेष भेंटवार्ता में सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा कि ऐसा इसलिए किया जा रहा है कि बड़ी संख्या में भारतीय फिल्म निर्माता विदेशों में और विदेशी फिल्म निर्माता भारत में फिल्में बनाना चाहते हैं और इससे संबंधित प्रक्रिया में कई तरह की परेशानियां आती हैं।
श्रीमती अम्बिका सोनी ने कहा कि सरकार भारतीय सिनेमा के सौ वर्ष पूरे होने के उपलक्ष्य में भारतीय फिल्म उद्योग के लिए संग्रहालय भी बना रही है। उन्होंने कहा कि योजना आयोग ने अभिलेखागारों में पड़ी सभी फिल्मों और वृत्तचित्रों को डिजिटल और सुरक्षित करने के लिए ५०० करोड़ रूपये से अधिक के प्रस्ताव को मंजूरी दी है और यह काम अगले पांच वर्ष में पूरा कर लिया जाएगा।

मध्यप्रदेश में सभी नगर निगमों में केन्द्र की राजीव आवास योजना  लागू की जाएगी। हमारे संवाददाता ने बताया है कि इस योजना को लागू करने का उद्देश्य शहरों को झुग्गी-झोंपड़ियों से मुक्त करना है।
     

केन्द्रीय आवास और शहरीय गरीबी उन्मूलन मंत्री सुश्री शैलेजा ने मध्यप्रदेश में सभी नगर निगमों में राजीव आवास योजना लागू करने के लिए सहमति दे दी है। योजना के तहत छह शहरों को पहले ही चुना जा सका है। ये शहर हैं-इंद्रौर, जबलपुर, सागर और ग्वालियर के लिए २१३ करोड़ ५४ लाख रूपये की पायलट परियोजनाए मंजूर की जा चुकी है। योजना के तहत इंद्रौर में छह, जबलपुर में चार, ग्वालियर में ५ और सागर में ३ झुग्गी बस्तियों का पुनर्उदार किया जाएगा। केन्द्रीय अंश की एक तिहाई राशि जोकि ३१ करोड़ ४३ लाख रूपये है, जारी कर दी गई है। शारिक नूर, आकाशवाणी समाचार, भोपाल।

The CBI today registered a fresh case of alleged irregularities in laying down of synthetic tracks in five stadia for the 2010 Commonwealth Games and carried out searches at 20 locations. CBI Spokesperson told AIR that the searches were going on at 20 locations across the National Capital Region, Kolkata and Siliguri. The search locations include residential premises of officials of CPWD, DDA and a private sports equipment manufacturer. The alleged irregularities have caused a loss of about 30 crore rupees to the exchequer.

Supreme Court today allowed Italian ship Enrica Lexie to leave Indian waters but the owner of the vessel has to execute a bond of 3 crore rupees before Registrar General of Kerala High Court. The apex court also allowed four marines and six crew members on board to leave Indian shores along with the vessel. The Italian government and the vessel owner assured the Court that the marines and crew members will be available when required by Indian legal authorities. The apex court said, its order will not affect investigations and prosecution in the case of the  killing of two Indian fishermen.

In
Assam, rescue operation to recover more bodies from the river Brahmaputra around Bura Buri Char in Dhubri district, has resumed this morning. According to official reports, as many as 240 people are still missing after the ferry-boat capsized in the midst of the river due to a strong cyclonic storm on Monday. 50 bodies have so far been recovered. Reports reaching Guwahati said, no dead body has been recovered since yesterday although the divers of the National Disaster Response Force, Army, BSF and Police have continued joint efforts. Helicopters have also been pressed into the service for assistance in rescue operation. Meanwhile, the All India Congress Committee General Secretary and MP, Rahul Gandhi and Assam Chief Minister Tarun Gogoi are arriving at the incident spot in Dhubri district this afternoon to take stock of the situation.

Both the Houses of Parliament today condoled the death of more than 100 persons in the boat tragedy due to  cyclonic storm over the river
Brahmaputra in Assam. Making a reference in the Lok Sabha, Speaker Meira Kumar said, over 200 others are missing in the tragedy that involved a double-decker ferry. In the Rajya Sabha, Chairman Mohammed Hamid Ansari observed that the loss of so many innocent lives is indeed tragic and unfortunate.

Samajwadi party leader Shailender Kumar today moved the Privilege Motion against the persons who have been attacking on the dignity of Parliament and its members. The government today ruled out any proposal for giving reservation to women in services. The response came in reply to a question in the Lok Sabha whether the government proposed to fix quota for women in services to ensure their proper representation. The Defence Ministry has blacklisted four foreign and two Indian firms for ten years from all business dealings for their involvement in the corrupt practices. Replying to supplementaries during the question hour in the Rajya Sabha today, the Defence Minister A K Antony said, the four foreign vendors belong to
Israel, Russia, Germany and Singapore and the two Indian vendors are from New Delhi and Ludhiana. Mr Antony informed the House that his Ministry has already recovered the 200 crore rupees paid as advance to the Israeli vendor. Replying to a specific question, whether the government is considering to raise the cooling period for retired defence personnel working for Indian and foreign companies for lobbying, Mr Antony said, the Standing Committee on Defence has recommended to raise the cooling period for upto five years. He said, the government will take a decision in this regard soon. On the procurement of Tatra trucks by Defence Ministry, Mr Antony said, the CBI is inquiring into it at present. He hoped the agency will submit the report very quickly.

India’s share in world merchandise exports has been continuously increasing since 2007 as per the data compiled by World Trade Organisation. This was informed by Commerce and Industry Minister Anand Sharma in a written reply in the Rajya Sabha today. He said, India’s merchandise exports in 2007 was over 145 billion dollar which increased to 220 billion dollars in 2010. The Minister said that the share has also been increased from one percent to 1.4 percent. Mr. Sharma said that export is a highly competitive endeavour, India has to compete with exports from all around the globe. He said Indian exports face varying challenges from time to time. Some are general and affect all exports, others are unique to a product. The Minister added that exchange rate volatility, economic crisis in the developed world, changes in technology, logistical reasons, domestic inflation and market sentiments are some of the important factors which can affect the competitiveness of a particular product.

The Government has decided to allow export of one million tonnes of Sugar. This was stated by the Commerce and Industry Minister, Anand Sharma while replying to supplementaries during the Question Hour in the Rajya Sabha today. Replying to the main question, the Minister said, the global economic crisis, the sovereign debt crisis in
Europe and the economic slowdown in developed economies have adversely impacted demand for Indian exports. He said the monthly exports growth rate became negative in November 2011, it subsequently recovered but again became negative during March 2012. He said trade deficit increased by 55.8 per cent to 184.9 billion US dollars in 2011-12 from 118.7 billion US dollars in 2010-11. He said trade deficit during the current year has widened as imports have been growing both because of higher prices of importables and increased demand.

Employment in various sectors have been increased by two lakh twenty six thousand during the period of October to December 2011. In a written reply in the Rajya Sabha today, Labour and Employment Minister Mallikarjun Kharge said that recently released report of 13th quarterly quick employment survey revealed that the various sectors in which increase has been registered, include IT, BPO and contract category of workers. He said that the government has been continuously assessing the effect of global economic slowdown on employment situation in
India since the year 2008. Labour bureau has been conducting quarterly quick employment surveys in the selected labour-intensive and export-oriented sectors like textiles including apparels, metals gems and jewellery, automobiles, transport, IT/BPO, leather and powerloom.

The Rajya Sabha has resumed discussion on the Marriage Laws (Amendment) Bill 2010. Welcoming the Bill, Mr Shantaram Naik of the Congress favoured that women respondents in the divorce case, should have the right to get the share in the property. The Children of the parents, who will be granted decree of divorce, should also have the right to the properties. Mr Brijesh Pathak of the BSP opposed the Bill and demanded that it should be sent to the Select Committee of Parliament. The amendment Bill aims at mitigating the financial hardship of the wife if she happens to be respondent in respect of a petition for grant of decree of divorce on the ground of irretrievable breakdown of marriage.

The composition of the Technical Group and its terms of reference are being finalized which will revisit the methodology for estimation of poverty and identification of poor taking into account multiple dimensions. This will ensure that the poor and deprived households get the benefit of different government programmes and schemes. In a written reply in the Lok Sabha today, Minister of State for Planning Ashwani Kumar said that the methodology for estimation of poverty followed by the Planning Commission has been based on the recommendations made by the experts in the field from time to time. New Delhi has taken note of the Chinese involvement in a construction to extend the existing railway platform on Pakistan side of international border opposite Munabao in Barmer sector. US President Barack Obama and
Afghanistan President Hamid Karzai have signed historic Strategic Partnership Agreement early this morning outlining cooperation between the two countries after withdrawal of all international forces in 2014. The US President met Hamid Karzai at the presidential palace in Kabul this morning, where the two leaders signed the pact. Obama  arrived at Bagram Air Base north of Kabul early this morning. The agreement marks the beginning of the end of a war against terror in Afghanistan that has lasted for more than a decade. During a speech at Bagram Air Base President Obama said that the US wants to finish the job it started in Afghanistan and end this war responsibly.
"I am here to affirm the bonds between our countries to thank American and Afghans, who have sacrificed so much over these last 10 years. And to look forward to a future of peace and security and greater prosperity for our nations. Neither Americans, nor the Afghan people asked for this war and for decade, we have stood together to drive Al-Qaeda from its camps to battle an insurgency and to give the people of Afghanistan the possibility to live in peace and in dignity."

The
US President also discussed the exit strategy from Afghanistan and promised a steady drawdown of U.S. troops. The US President reiterated his commitment to pull out 23,000 troops from Afghanistan by the end of summer and sticking to the 2014 deadline to hand over security responsibility to the Afghan forces. He also said that NATO will set a goal this month for Afghan forces to be in the lead for combat operations next year. Later President Obama left Afghanistan for his country.
Meanwhile, just after the departure of US President, Afghanistan capital Kabul was rocked by explosions. Afghan Interior Ministry said that a car bomb exploded in Green Village area on Kabul-Jalalabad highway, the main road out of the capital heading east, where several U.S. military bases and compounds are located. The explosion was followed by an exchange of gunfire. Five civilians and one security guard have been killed and over a dozen injured. The area has been cordoned off. Reports of explosions have also come from some other parts of the city. The US embassy and the International Security Assistance Force (ISAF) Headquarter in Kabul have also alerted their staff. Pakistan is in a state of high alert today over fears that terrorists could mark the first anniversary of Osama bin Laden's killing by American Navy SEALs with revenge attacks. Pak officials said the security agencies have been ordered to be extra vigilant . Western embassies in
Islamabad have issued warnings, advising citizens to avoid public places for fear of attack. The US embassy in Islamabad has restricted its staff from going to restaurants and markets until Saturday.
Meanwhile, in Pakistan several people were injured this morning when more than sixteen blasts rocked various parts of the country. Four persons were injured when blasts targeted the ATMs of National Bank in Anaj Mandi, Fatima Jinnah Road, Naseem Nagar and Latifabad in Hyderabad early this morning. Officials said, all the blasts took place outside the National Bank branches in Hyderabad. Blasts also rocked Kotri, Dadu, Badin, Sukkur, Nawabshah, Qazi Ahmed Shahdadkot, Thatta, Ranipur, Khairpur Nathan Shah and Tando Mohammad Khan areas of Sindh.

Myanmar, pro-democracy leader Aung San Suu Kyi has been sworn in as a member of Parliament, a month after her party's sweeping victory in by-elections. Suu Kyi and members of her National League for Democracy had initially refused to take part in a swearing-in ceremony due to the wording of an oath.  But on Monday, they agreed to compromise, as UN Secretary General Ban Ki-moon visited Myanmar. Ms. Suu Kyi said that the reason her party accepted the oath was the desire of the people, who had voted for her party. She also said that flexibility is not a new concept for the NLD party.

"I do not think flexibility is going to be a new concept for us, that newly acquired because we are going into the National Assembly. It has been part of the political equipment with which we have been working for the last 23 odd years."

Finance Ministers from 27 countries that make up the European Union, are meeting in Brussels today to try to agree on how much capital the continent's banks should be required to hold. The European Commission believes that capital levels should be set and controlled centrally. Nepal, normal life has been affected in various districts due to bandh called by various groups with separate demands as the deadline of the promulgation of the Constitution draws near. In the far-west and mid west regions, normal life was affected on the sixth day of bandh in protest against the UCPN(maoist) proposal for dividing the region in the state restructuring. In United states, a federal district court in Brooklyn today convicted an American, who received training at Al-Qaeda camps in Pakistan, on multiple terrorism charges. Adis Medunjanin, 28, was found guilty of multiple terrorism charges including plotting with two of his friends to carry out suicide attacks in the New York subways in one of the most serious terrorist plots since 9/11. A jury announced the verdict after a four-week trial in federal district court in Brooklyn.

India is emerging as a major tourist destination. The percentage of foreign tourist arrivals in India went up by 8.9 per cent in 2011 over the previous year as compared to 4.4 per cent worldwide. The West Asia region in the same year registered growth of 17 per cent which shows the potential of the region. Talking to AIR on the sidelines of the Arabian travel mart in Dubai, the Union Minister of State for Tourism, Sultan Ahmad said, efforts are on to improve the facilities and infrastructure to give a boost to the tourism sector in the country. "The number of foreign tourists arriving in
India in 2011 was 6.7 million and the Government has now set a target of 10 million foreign tourists arrival over the next three years. This requires infrastructure support and investment for which several measures have been undertaken. The Union Minister of State for Tourism, Sultan Ahmad said 100 percent foreign direct investment has been allowed in the tourism and hotel industry. The Sensex at the Bombay Stock Exchange rose 105 points, or 0.6 per cent, to 17,424 in early trade, today, on sustained buying by funds and retail investors, amid some encouraging fourth quarter corporate results, and firm regional bourses. But the Sensex later gave up almost all its initial gains, and stood just 10 points in the green, at 17,329 in afternoon deals, a short while ago. The 30-share Sensex had gained almost 190 points in the previous three trading sessions.

 The rupee today strengthened by six paise to 52 rupees 67 paise against the US dollar in early trade on the Interbank Foreign Exchange. It strengthened largely on the back of a higher opening on the stock market amid selling of the American currency by exporters. The rupee had lost 19 paise to close at a nearly four-month low of 52.73 rupees against the US currency on Monday. The forex market remained closed yesterday for Maharashtra Day.

The Minority Affairs Minister Salman Khurshid today presented the Maulana Abul Kalam Azad Literacy Award for the year 2005 to three educational societies at a function in New Delhi. The winners are Hamdard Education Society, New Delhi, Muslim Education Society, Kerala and F.D Education Society, Gujarat. The recipients were given a cheque of one lakh rupees and a commendation certificate each in recognition of their performance towards educational development of minorities.

  The government is planning to set up a Film Commission in a year's time which will be a single window mechanism to facilitate film making by both Indian and Foreign film makers. In an exclusive interview to All India Radio, the Information and Broadcasting Minister Ms. Ambika Soni said, this is being done because a large number of Indians want to make films abroad and vice-versa and there are a lot of difficulties in the processes  involved.

"We are also thinking of opening a Film Commission. A large number of people want to come in films and a large number of Indian film makers are going abroad to make films. But there are lot of difficulties in organising these processes. So, we are hoping to set up in this year the Film Commission, which will be single window mechanism."

Ms. Soni said that the government is also setting up a museum for the Indian film industry to commemorate 100 years of Indian cinema. Ms. Soni said, the Planning Commission has sanctioned the proposal of over 500 crore rupees to restore and digitalise all films and documentaries which have been in the archives and this will be completed in the next five years.

"The Ministry is setting up a museum for the Indian Film industry in Mumbai and that should be ready by next year. We are hoping to have a flot on Republic Day, depicting the long journey of Indian Film Industry in our Republic Day celebrations. The Planning Commission has sanctioned proposal of over 500 crores of rupees to restore digitalisation of all films, documentaries etc., which have been in the archives of the Indian Film Industry. And this would be done in the next five years."

A statement from the Women and Child Development, WCD Ministry said, the Juvenile Justice (Care and Protection of Children) Act, 2000 will be amended to make non-registration of Children's Homes, a punishable offence.

दक्षिण-पूर्व एशियाई देशों के संगठन-सार्क ने स्वतंत्र और निष्पक्ष चुनाव कराने में आपसी सहयोग बढ़ाने के लिए एक चार्टर स्वीकार किया है। नई दिल्ली में आज इस बारे में एक संयुक्त मंच गठित करने का फैसला किया गया। भारत अगले वर्ष म्यामां में पहले संयुक्त मंच की अध्यक्षता करेगा। दो दिन के विचार-विमर्श के बाद सार्क देशों के निर्वाचन आयोगों ने सर्वसम्मति से आपसी सहयोग बढ़ाने के लिए स्थायी संयुक्त मंच के गठन का प्रस्ताव पारित किया। मुख्य निर्वाचन आयुक्त एस.वाई कुरेशी ने भारत की तरफ से इस चार्टर पर हस्ताक्षर किये।

सरकार ने कहा है कि टाट्रा ट्रक सौदे में अनियामितता के आरोपों पर कार्रवाई की जाएगी। इस मामले में संसद में चर्चा के बाद सीबीआई जांच के आदेश दिए जा चुके हैं। सरकार ने यह भी स्पष्ट किया है कि टाट्रा ट्रकों की खरीद हमेशा सेना को जरूरत पड़ने पर की गई और सरकार ने इसके लिए रक्षाबलों पर कभी कोई दबाव नहीं डाला। रक्षामंत्री ए. के. एंटनी ने राज्यसभा में प्रश्नकाल के दौरान बताया कि इस बारे में सरकार के पास कुछ भी छिपाने को नहीं है और न ही उसे किसी बात का डर है। उन्होंने बताया कि सरकार ने इस मामले की व्यापक सीबीआई जांच के आदेश दे दिए हैं और उम्मीद है कि जांच एजेंसी जल्द यह काम पूरा कर लेगी। उन्होंने बताया कि सरकार राज्यसभा में इस मुद्दे पर चर्चा के दौरान सभी तथ्य पेश करेगी। श्री एंटनी ने कहा कि वे सदन में चर्चा के दौरान विस्तार से सभी आरोपों का जवाब देंगे और इसी के आधार पर आवश्यक कार्रवाई की जाएगी।

टाट्रा ट्रक रिश्वत मामले में सेना प्रमुख जनरल वी.के. सिंह की शिकायत के सिलसिले में सीबीआई ने रिटायर्ड लेफ्टिनेंट जनरल तेजिन्दर सिंह से आज पूछताछ की। इस मामले में उनसे पहली बार पूछताछ की गई है। तेजिन्दर सिंह को आज सवेरे सीबीआई के मुख्यालय बुलाया गया और काफी देर तक पूछताछ की गई। हमारे संवाददाता ने बताया है कि तेजिन्दर सिंह से सेना प्रमुख वी.के. सिंह के आरोपों के बारे में पूछताछ की गई। जनरल वी.के. सिंह ने एक बयान में आरोप लगाया था कि एक पूर्व लेफ्टिनेंट जनरल ने वर्ष २०१० में छह सौ टाट्रा ट्रकों की मंजूरी के लिए १४ करोड़ रुपये की रिश्वत की पेशकश की थी। तेजिन्दर सिंह ने इन आरोपों का खण्डन किया है । उन्होंने सेना प्रमुख के खिलाफ मानहानि का मुकदमा भी दायर किया है।
सीबीआई ने सेना को टाट्रा ट्रकों की खरीद के मामले में ३० मार्च को मामला दायर किया था।

केन्द्रीय अन्वेषण ब्यूरो-सीबीआई ने दिल्ली में पिछले वर्ष हुए राष्ट्रमण्डल खेलों के लिए कथित सिन्थेटिक ट्रैक के घोटाले के सिलसिले में आज पश्चिम बंगाल में तीन स्थानों पर छापे मारे। जांच एजेंसी ने कोलकाता के निजाम महल तथा उत्तर बंगाल में सिलीगुड़ी स्थित सीपीडब्ल्यूडी के कार्यालय और कोलकाता के थियेटर रोड में एक कार्यालय की तलाशी ली। सीबीआई ने छापों के दौरान अधिकारियों से पूछताछ भी की।

राज्यसभा में कई सदस्यों ने विवाह कानून संशोधन विधेयक-२०१० को  विचार के लिए प्रवर समिति में भेजने का सुझाव दिया है। राष्ट्रवादी कांग्रेस पार्टी, बहुजन समाज पार्टी, तेलुगुदेशम पार्टी और बीजू जनता दल तथा अन्य सदस्यों ने इसे प्रवर समिति में भेजे जाने की मांग की, जबकि कांग्रेस और डी.एम.के. के कुछ सदस्यों ने इसमें संशोधन के सुझाव दिये। बहस पूरी होने के बाद पीठासीन अधिकारी प्रोफेसर पी.जी. कुरियन ने कहा कि सदस्यों के सुझावों पर विचार करने के बाद विधि और न्याय मंत्री सलमान खुर्शीद इसका जवाब देंगे।

सीबीआई ने, तमिलनाडु कैडर के वरिष्ठ आईपीएस अधिकारी प्रमोद कुमार को आज रिश्वत के एक मामले में नई दिल्ली में गिरफ्तार किया। उन्हें लोगों के आठ अरब २९ करोड़ रुपये की धोखाधड़ी के लिए आरोपी एक प्राइवेट  कम्पनी से लगभग १० करोड़ रुपये की रिश्वत के सिलसिले में गिरफ्तार किया गया है। उसे ट्रांजिट रिमांड पर भेज दिया गया है। उसे कल चेन्नई की अदालत में पेश किया जाएगा।

अफगानिस्तान में पिछले चौबीस घंटों के दौरान सैन्य कार्रवाई में पच्चीस तालीबान विद्रोही मारे गए और उनतीस अन्य को हिरासत में ले लिया गया। आंतरिक मंत्रालय ने आज एक बयान में कहा कि अफगान पुलिस, सेना और नाटो के नेतृत्व वाली गठबंधन सेनाओं ने लाघमन, कुंदुज+, हेलमंड, ज+ाबुल, वर्डक, लोगार, पख्+तिका और बाडघिस प्रांतों में विद्रोहियों के खिलाफ अभियान चलाया, जिसमें तालिबान के ये सशस्त्र विद्रोही मारे गए।

अफगानिस्तान और अमरीका ने २०१४ में अफगानिस्तान से सभी अंतर्राष्ट्रीय सेनाओं की वापसी के बाद दोनों देच्चों के बीच सहयोग के लिए ऐतिहासिक सामरिक साझेदारी समझौते पर दस्तखत कर दिये हैं। अमरीकी राष्ट्रपति ओबामा और अफगान राष्ट्रपति हामिद करजई ने आज काबुल में इस पर हस्ताक्षर किये। समझौते का प्रारूप पिछले महीने काबुल में दोनों देच्चों के वार्ताकारों ने तैयार किया था। हमारे संवाददाता ने खबर दी है कि  २०१४ में सभी नाटो सैनिकों की अफगानिस्तान से वापसी के बाद अगले दस साल तक अफगानिस्तान को अमरीकी मदद का वादा किया गया है।

अफगानिस्तान और अमरीका के बीच सामरिक सांझेदारी समझौता देश में आतंक के खिलाफ एक दशक से अधिक समय से चले आ रहे युद्ध के अंत की शुरूआत है। अफगान लोग एक अर्से से जारी लड़ाईयों से तंग आ चुके हैं और देश में अमन, चैन और खुशहाली देखना चाहते हैं। मगर आतंकवाद का साया अब भी उनपर मंडरा रहा है और लोग अपने भविष्य को लेकर चिंतित है। ये एक ऐसा समय है जब उन्हें विश्व समुदाय की ओर से आश्वासन की जरूरत है। इसी बात को ध्यान में रखकर अफगानिस्तान ने कई देशों के साथ सामरिक सांझेदारी समझौते किये हैं। अमरीका के साथ आज हुआ समझौता इन्हीं की अगली कड़ी है।

तीन दिनों से जारी तेजी का सिलसिला तोड़ते हुए मुंबई शेयर बाजार का सेंसेक्स १७ अंकों की मामूली गिरावट से १७ हजार ३०२ पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निफ्‌टी ९ अंक गिरकर ५ हजार २३९ पर बंद हुआ।
रूपया डॉलर के मुकाबले २३ पैसे कमजोर हुआ और एक डॉलर की कीमत ५२ रूपये ९६ पैसे दर्ज हुई जो लगभग चार महीनों का न्यूनतम स्तर है।
दिल्ली के सर्राफा बाजार में सोने में १० दिनों से जारी तेजी का सिलसिला टूट गया और १० ग्राम सोने की कीमत ३० रूपये गिरकर २९ हजार ६६० रूपये हो गई। चांदी भी २०० रूपये सस्ती होकर ५६ हजार ६०० रूपये प्रति किलो दर्ज हुई।

उच्चतम न्यायालय ने निर्वाचन आयोग से कहा है कि वह २००९ में महाराष्ट्र विधानसभा चुनाव में पेड न्यूज के मामले में राज्य के तत्कालीन मुख्यमंत्री अशोक चव्हाण के चुनावी खर्च की प्रमाणिकता की जांच करे। न्यायमूर्ति अल्तमश कबीर और जे. चलमेश्वर की पीठ ने निर्वाचन आयोग से यह सुनिश्चित करने को कहा कि जांच के निष्कर्षों को बंद लिफाफे में रखा जाए।

The Election Commissions of SAARC countries have adopted a charter to set up a joint forum to promote mutual cooperation for enhancing their capabilities in conducting free and fair elections. The Charter was adopted at the 3rd Conference of Heads of Election Management Bodies, EMBs, of the countries which concluded in New Delhi today. After two days of discussions, the EMBs unanimously adopted a resolution to foster cooperation and share electoral experiences through this permanent forum. The Chief Election Commissioner S Y Quraishi signed the charter on behalf of the Election Commission of India.

Replying to a debate on the Demands for Grants of his Ministry in the Lok Sabha this evening he asked  them to share their responsibilities in countering the threat to national security. Mr. Chidambaram strongly advocated the need for collective efforts by all concerned against the threat to national security. Spelling out the measures taken by the Home Ministry, Mr. Chidambaram said, it has sanctioned 800 crore rupees for setting up 400 model police stations across the country at a cost of 2 crore rupees each. He said that 21 counter - insurgency schools have been approved out of which 17 are operational. Mr. Chidambaram said, as a result of the Centre's efforts, Jammu and Kashmir and the North Eastern States except Nagaland and Manipur have remained largely peaceful in the last few years. He said the Centre is now focussing its attention on resolving the problems in these two states. A number of insurgent groups have laid down their arms in the North Estern States. This is an indication of their desire to join the national mainstream. Referring to naxalism, the Home Minister said the government is willing to talk to them if they give up their violent ways. Carrying forward its probe on the bribery allegation made by Army Chief Gen. V K Singh, the CBI today questioned retired Lt. Gen. Tejinder Singh for the first time for his alleged role in the Tatra case. Lt. Gen. Singh arrived at the CBI headquarters this morning and was questioned at length in connection with the Tatra case. Our correspondent reports, Lt. Gen. Singh was also asked to reply to the allegations levelled against him by the Army Chief who claimed in his statement that the former Lt. Gen. had approached him in 2010 with a bribe offer of 14 crore Rupees to clear a tranche of 600 Tatra trucks for the Army. Lt. Gen. Singh has denied all the allegations and also filed a contempt case against the Army Chief. The CBI has registered a case in the purchase of Tatra Trucks to the Army on March 30.

The Government today promised in the Rajya Sabha that action will be taken on allegations regarding the Tatra trucks deal, on which a CBI inquiry has been ordered, after a debate in Parliament. It also made clear that Tatra trucks were always purchased on the requirement of army and the government did not impose it on the defence forces. Replying to supplementaries during question hour, Defence Minister A K Antony said, the government is clean and has nothing to hide nor there anything to fear. He said the government would place full facts about the Tatra issue during the discussion in the Rajya Sabha. Regarding the allegations,
Antony said he would give a detailed reply during the discussion in the Rajya Sabha and on the basis of the Parliamentary debate necessary action will be taken.

The CBI has registered a case in connection with alleged irregularities in laying down of synthetic tracks for Commonwealth Games against senior officials of CPWD, DDA and a private sports mechandise manufacturer and carried out searches at 20 locations.The agency has booked V K Gupta, the then Chief Executive Engineer now ADG CPWD Delhi, N L Singh the then Chief Executive Engineer now with CPWD Eastern Region Kolkata, A K Pandit the then Senior Engineer PWD now Chief Engineer DDA, B B Bhatia, the then Chief Executive Engineer, Delhi now ADG  Eastern Region Kolkata, Suraja   Ram Executive Engineer CPWD Delhi, Janeshwar Tyagi (retd), Ombeer Saini Senior Engineer Siliguri and owner of Shiv Naresh sports pvt Limited, Shiv Pratap Singh. The CBI has alleged that these officers allegedly colluded with the owner of Shiv Naresh sports pvt Limited to grab the contract worth 60.37 crore rupees.The agency carried out searches across 20 places in NCR, Delhi, Lucknow, West Bengal and other places. Commonwealth Games took place in October 2010 and at least 14 cases have been registered by the agency.

The Supreme Court today asked the Election Commission to proceed with its probe into the authenticity of former Maharashtra Chief Minister Ashok Chavan's spendings during the 2009 state assembly polls allegedly involving expenses on paid news.A bench of justices Altamas Kabir and J Chelameshwar, however, asked the Commission's counsel Meenakshi Arora to ensure that findings of the probe if completed are kept in a sealed cover. The bench passed the order on an application moved by former state minister Madhav Kinhalkar seeking direction to the Commission to complete the probe before June 10 as the present Chief Election Commissioner S Y Quraishi is due to demit office by that date.

Senior IPS officer of Tamil Nadu cadre, Pramod Kumar, was today arrested in New Delhi by the CBI for allegedly entering into a criminal conspiracy to get a bribe of nearly 10 crore rupees from a private firm accused of duping general public of of 829 crore rupees. He has been sent to transit remand by a
Delhi court and would be produced before a designated court in Chennai tomorrow.

A special CBI court in Ghaziabad today denied bail to dentist Nupur Talwar in the sensational 2008 double murder of her daughter Aarushi and domestic help Hemraj. As she prepared for her third day of stay in the Dasna jail, Nupur's lawyers immediately moved for bail in the Supreme Court where she has already sought a review of the court decision giving a go ahead to the criminal prosecution of her and her dentist husband Rajesh Talwar. Their counsel said review petition is likely to be listed for hearing on Friday.

The government is planning to set up a Film Commission in a year's time which will be a single window mechanism to facilitate film making by both Indian and Foreign film makers. In an exclusive interview to All
India Radio, the Information and Broadcasting Minister Mrs. Ambika Soni said, this is being done because a large number of Indians want to make films abroad and vice-versa and there are a lot of difficulties in the processes  involved.

We are also thinking of opening a Film Commission. A large number of people want to come in films and a large number of Indian film makers are going abroad to make films. But there are lot of difficulties in organising these processes. So, we are hoping to set up in this year the Film Commission, which will be single window mechanism.

Afghanistan, 25 Taliban insurgents have been killed and 29 others detained during a series of military operations across the country over the last 24 hours. In a statement, the Interior Ministry today said Afghan police, army and NATO-led coalition forces launched cleanup operations in Laghman, Kunduz, Helmand, Zabul, Wardak, Logar, Paktika and Badghis provinces, killing 25 armed Taliban insurgents and detaining 29 suspects during the last 24 hours.

Snapping a three-day rally, the Sensex at the Bombay Stock Exchange ended with a small loss of 17 points, or 0.1 percent, at 17,302, on profit-booking by investors, today. The Nifty fell 9 points, or 0.2 percent, to 5,239. But stock markets in
Japan, China, Hong Kong, Singapore and South Korea rose between 0.3 percent and 1.8 percent. The rupee dropped 23 paise, to close at a nearly four-month low of 52.96 against the dollar. Snapping a ten-day rally, gold declined 30 rupees, to 29,660 rupees per ten grams in Delhi. Silver declined 200 rupees, to 56,600 rupees per kilo.
