पूर्वी उत्तर प्रदेश, पंजाब, हरियाणा, जम्मू-कश्मीर, राजस्थान के कुछ हिस्सों, दिल्ली और आसपास के इलाकों सहित उत्तर भारत के लगभग सभी भागों में लम्बे इंतजार के बाद कल बारिश हुई। एक महीने से अधिक समय से भीषण गर्मी झेल रहे लोगों को बारिश से राहत मिली है।हमारे संवाददाता ने बताया कि उत्तर प्रदेश में गोरखपुर, बस्ती,लखीमपुर खीरी, इलाहाबाद, जौनपुर और वाराणसी में कल मॉनसून की बारिश हुई।

पूर्वी उत्तर प्रदेश के किसान अब दलहनी, तिलहनी और धान की फसलों की बुवाई और रोपाई में जुट गये हैं। इन इलाकों में पिछले ४८ घंटों के दौरान भारी बारिश हुई है। मानसून प्रदेश के बाकी बचे हिस्सों में भी पहुंच गया है। प्रदेश के दक्षिणी हिस्से और इससे लगे मध्य प्रदेश पर चक्रवाती दबाव का क्षेत्र बना हुआ है, जिससे मध्य और पूर्वी क्षेत्रों में भारी बारिश होने की संभावना है।

सलमान हैदर, आकाशवाणी समाचार, गोरखपुरमॉनसून हालांकि कमजोर है, लेकिन गुजरात, उत्तर प्रदेश, उत्तराखंड, हिमाचल प्रदेश, जम्मू-कश्मीर और हरियाणा, पंजाब तथा पूर्वी राजस्थान के कुछ हिस्सों में पहुंच गया है।मध्यप्रदेश के पूर्वी क्षेत्र में जोरदार उपस्थिति वर्षा हुई है। हमारे संवाददाता ने बताया है कि इस क्षेत्र में जबलपुर संभाग में कल सबसे अधिक २० सेंटीमीटर वर्षा हुई।

मध्यप्रदेश के रीवा, सागर, शहडोल और जबलपुर संभागों में अच्छी वर्षा हो रही है। मौसम विभाग के अनुसार इस क्षेत्र में ऊपरी दबाव बना हुआ है जिसके चलते अभी यहां दो तीन दिन तक वर्षा का क्रम जारी रहेगा। इस क्षेत्र के बीस जिलों में अब तक ७० दशमलव तीन मिलीमीटर वर्षा दर्ज की गई है जो उमीद से सौ सेंटीमीटर कम है। मौसम विभाग का मानना है कि इन सबके बावजूद राज्य में वर्षा सामान्य ही रहेगी।

राजधानी दिल्ली के अधिकांश हिस्सों में कल मध्यम से भारी वर्षा के कारण कई इलाकों मे सड़कें जाम हो गईं। सैकड़ों कामकाजी लोग जाम में फंस गए। आज सुबह भी हल्की बारिश हुई।उत्तर प्रदेश, उत्तराखंड, हरियाणा, दिल्ली तथा चंडीगढ़ में कुछ जगहों पर बारिश हो सकती है।असम में बाढ़ और जमीन खिसकने से मरने वालों की संख्या एक सौ २१ तक पहुंच गई है और १६ लोग अब भी लापता है। मुख्यमंत्री तरूण गोगोई ने स्थिति का जायजा लेने के लिए कल बाढ़ प्रभावित नलबाड़ी और बारपेटा जिलों का दौरा किया। उन्होंने राहत शिविरों का दौरा करने के बाद कहा कि राहत और बचाव कार्यों के लिए धनराशि की कोई कमी नहीं रहेगी। हमारे संवाददाता ने बताया है कि इस बीच, काजीरंगा राष्ट्रीय उद्यान में बाढ़ के कारण लगभग पांच सौ पचास पशु मारे गए हैं।

दुनिया में सबसे ज्यादा एक सींग वाले गैंडे पाये जाने वाले काजीरंगा में इस बार में १५ गैंडों की मौत हो चुकी है। सरकारी सूत्रों के अनुसार ४६५ स्वर्ण हिरन, १६ सांभर और दलदल हिरन के शव बरामद हुए हैं। बाढ़ ने उद्यान के सड़क और दूसरी बुनियादी सुविधाओं को भी नुकसान पहुंचाया है। स्थानीय लोगों ने वनकर्मी और एनजीओ के साथ मिलकर सौ स्वर्ण हिरन का बचाव किया। असम सरकार ने पार्कों की मरम्मत के लिये केंद्र सरकार से बीस करोड़ रुपयों की मांग की है।मानस प्रतिम शर्मा, आकाशवाणी समाचार गुवाहाटी

केंद्रीय कृषि मंत्री शरद पवार ने कहा है कि मॉनसून में देरी के बावजूद इस समय देश में खेती की स्थिति चिंताजनक नहीं है। उन्होंने मुंबई में संवाददाताओं से कहा कि वर्षा की कमी से महाराष्ट्र और कर्नाटक में दलहन और तिलहन की बुआई पर असर पड़ा है, लेकिन आंध्रप्रदेश, छत्तीसगढ़, ओड़ीशा, पश्चिम बंगाल और असम में धान की बुआई पर कोई असर नहीं पड़ा है। श्री पवार ने कहा कि केंद्र और राज्य सरकारों ने मॉनसूनी वर्षा की कमी से निपटने के लिए आपात योजनाएं तैयार की है।

दिल्ली और इसके आसपास के इलाकों में सी एन जी की कीमतों में बढोतरी हो गई है। दिल्ली में सी एन जी की कीमत में दो रूपये ९० पैसे प्रति किलोग्राम की वृद्धि की गई है, जबकि नोएडा, ग्रेटर नोएडा और गाजियाबाद में इसकी कीमत तीन रूपये तीस पैसे प्रति किलोग्राम बढ़ाई गई है। दिल्ली में अब इसकी कीमत ३८ रूपये ३५ पैसे प्रति किलोग्राम हो गई। बढ़ी हुई कीमतें कल आधी रात से लागू हो गई हैं।

उत्तर प्रदेश में ७१ जिलों के १२ नगर निगमों, एक सौ ८६ नगर पालिका परिषदों और तीन सौ ८८ नगर पंचायतों के लिए वोटों की गिनती  आज जिला और तहसील मुख्यालयों में शुरू हो गई है। सभी केंद्रों में शांतिपूर्ण मतगणना के लिए सुरक्षा के व्यापक प्रबंध किए गए हैं। राज्य निर्वाचन आयोग ने विजेता उम्मीदवारों को  जुलूस निकालने पर प्रतिबंध लगाया है।हमारे  संवाददाता ने खबर दी है कि मतगणना केंद्रों और अन्य संवेदनशील क्षेत्रों में पुलिस बल तैनात किए गए हैं।इस बीच, राज्य निर्वाचन आयोग ने कहा है कि उच्चतम न्यायालय के अनुसार ही परिणामों की घोषणा की जाएगी। एक याचिकाकर्ता ने राज्य सरकार द्वारा वार्डों के अध्यक्ष और महापौर पद के लिए होने वाले चुनाव में आरक्षण प्रक्रिया को चुनौती दी है। जिसे अदालत ने सुनवाई के लिए मंजूर कर लिया है।शेष चार जिलों- मथुरा, कन्नौज, रमाबाई नगर और औरैया में चुनाव प्रक्रिया जारी है। मथुरा जिले में मतदान १९ जुलाई को होगा, जबकि अन्य तीन जिलों में १८ जुलाई को मतदान होगा।

सरकार ने आश्वासन दिया है कि इंटरनेट और सोशल मीडिया पर सेंसर लगाने का उसका कोई इरादा नहीं है। विधि मंत्री सलमान खुर्शीद ने कहा कि इस संदर्भ में पर्याप्त प्रावधान मौजूद हैं और सूचना प्रौद्योगिकी मंत्रालय आपत्तिजनक सामग्री के मामले पर सभी संबद्ध पक्षों से विचार-विमर्श कर रहा है। कल नई दिल्ली में एडीटर्स गिल्ड ऑफ इंडिया को संबोधित करते हुए उन्होंने कहा कि उनके सहयोगी और सूचना प्रोद्योगिकी मंत्री कपिल सिब्बल ने देश में इंटरनेट पर सेंसर का समर्थन नहीं किया है और सभी सम्बद्ध पक्ष आपत्तिजनक सामग्री को हटाने के मुद्दे पर बातचीत के लिए तैयार हैं।

पाकिस्तान में उत्तरी वजीरिस्तान के अशांत कबाइली इलाके में एक परिसर को निशाना बनाकर किए गए अमरीकी ड्रोन हमले में कल २१ संदिग्ध उग्रवादी मारे गये। रेडियो-पाकिस्तान और पाकिस्तान के टीवी चैनलों ने बताया कि सी आई ए के जासूसी विमान से अफगान सीमा के निकट दत्ताखेल इलाके में दागी गई दो मिसाइलों से २१ लोग मारे गए और तीन अन्य घायल हुए हैं।दत्ताखेल, तालिबानी गुट के एक कमांडर हाफिज गुल बहादुर का गढ़ माना जाता है। हाफिज गुल बहादुर पर सीमापार अफगानिस्तान में विदेशी टुकड़ियों से टक्कर  के लिये लड़ाके भेजने का आरोप है।अफगानिस्तान में नैटो सेना को रसद भेजने के लिए मंगलवार को रास्ते खोले जाने के बाद अमरीकी ड्रोन विमान का यह पहला हमला है।

लीबिया में जनरल नेशनल कांग्रेस के २०० सदस्यों के चुनाव के लिए आज मतदान हो रहा है। ये मौजूदा राष्ट्रीय अंतरिम परिषद का स्थान लेगी। पिछले वर्ष मुअम्मर गद्दाफी के तख्तापलट और मारे जाने के बाद देश में पहले आम चुनाव के दौरान तनाव का माहौल है। बंदूकधारियों ने कल लीबिया के पूर्वी शहर बेंगाजी के पास मतदान सामग्री ले जा रहे एक हेलीकाप्टर को मार गिराया। इस घटना में एक चुनाव कर्मचारी की मृत्यु हो गई।जनरल नेशनल कांग्रेस की २०० सीटों के लिए तीन हजार से ज्यादा उम्मीदवार मैदान में हैं, जिनमें छह सौ से अधिक महिलाएं हैं। हमारे संवाददाता ने बताया है कि इन चुनावों के बाद निर्वाचित सांसद नया संविधान तैयार करने के लिये ६० सदस्यीय संविधान सभा का चयन करेंगे।

भारत और मारीशस के वस्त्र और परिधान उद्योग के बीच सहयोग की संयुक्त समिति की पहली बैठक इस महीने की २३ तारीख को होगी। भारत यात्रा पर आए मारीशस के विदेश मंत्री अरविन बुल्लेल की कल नई दिल्ली में वाणिज्य और उद्योग मंत्री आनंद शर्मा के साथ बैठक के दौरान यह घोषणा की गई। दोनों मंत्री व्यापार में तरजीह लेने के समझौते पर बातचीत तेज करने पर भी सहमत हुए। उन्होंने दोनों देशों के बीच आर्थिक आदान-प्रदान बढ़ाने पर भी सहमति व्यक्त की। इस अवसर पर श्री आनंद शर्मा ने कहा कि भारत और मारीशस के बीच आर्थिक और वाणिज्यिक संबंधों में काफी बढ़ोतरी हुई है, लेकिन अब भी कई क्षेत्रों में आदान-प्रदान बढ़ाने की बहुत संभावना है।

सरकार देश में पासपोर्ट की बढ़ती मांग को पूरा करने के लिए पासपोर्ट मेले लगा रही है। इसी योजना के तहत जयपुर, कोलकाता, पटना ,कोच्चि, कोझिकोड, तिरूवनंतपुरम और अम्बाला में पासपोर्ट सेवा केन्द्र सहित क्षेत्रीय पासपोर्ट कार्यालय आज खुले रहेंगे।विदेश मंत्रालय की विज्ञप्ति में कहा गया है कि आवेदक पासपोर्ट के लिए मंत्रालय की वेबसाइट ूूूण्चेंचवतजपदकपंण्हवअण्पद पर उपलब्ध नए आवेदन फार्म भर सकते हैं। आवेदक जरूरी दस्तावेजों की प्रति के साथ आज दस बजे से दोपहर दो बजे तक संबंधित पासपोर्ट सेवा केंद्र जा सकते हैं। पासपोर्ट मेले के दौरान आवेदन जमा करने के लिए ऑनलाइन समय मांगने की जरूरत नहीं है। आवेदन व्यक्तिगत रूप से ही स्वीकार किये जायेंगे और किसी अन्य व्यक्ति के हाथों नहंीं भेजा जा सकता। पासपोर्ट मेले के दौरान तत्काल को छोड़कर सभी पासपोर्ट सेवाओं से जुड़े आवेदन स्वीकार किये जायेंगे।

केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कहा है कि २०२२ तक पूरे देश में निर्मल भारत योजना लागू कर दी जाएगी। चंडीगढ़ में संवाददाता सम्मेलन में उन्होंने कहा कि सिक्किम देश का ऐसा पहला राज्य है, जिसे निर्मल राज्य का दर्जा मिला है और केरल अगले वर्ष तक ऐसा दूसरा राज्य हो जाएगा। उन्होंने पंजाब, हरियाणा, उत्तराखंड, हिमाचलप्रदेश और सिक्किम के प्रतिनिधियों से पेयजल सुविधा और स्वच्छता योजनाओं के बारे में विचार-विमर्श किया।

हैदराबाद में सी बी आई की विशेष अदालत ने प्रवर्तन निदेशालय को कडप्पा सांसद जगनमोहन रेड्डी से पूछताछ करने की मंजूरी दे दी है। श्री रेड्डी को आय से अधिक सम्पत्ति मामले में गिरफ्तार किया गया है।इससे जुड़े एक अन्य घटनाक्रम में सी बी आई की विशेष अदालत ने अवैध खनन और आय से अधिक सम्पत्ति मामलों के आरोपियों- कर्नाटक के पूर्व मंत्री जी. जनार्दन रेड्डी, श्रीनिवास रेड्डी, श्रीलक्ष्मी, राजगोपाल और ब्रह्मानंद रेड्डी, एन. प्रसाद तथा पूर्व राज्य मंत्री एम. वैकटरमन्ना की न्यायिक हिरासत १८ जुलाई तक बढ़ा दी है।

आय से अधिक संपत्ति के मामले में उत्तर प्रदेश की पूर्व मुख्यमंत्री मायावती पर मुकदमा खारिज करने के उच्चतम न्यायालय के आदेश को नवभारत टाइम्स ने लिखा है- धुल गया आरोप। दैनिक भास्कर ने इसे माया की जीत बताया है। अमर उजाला लिखता है -माया को सुप्रीम सुकून। जनसत्ता का विशलेषण कहता है - मायावती को राजनीतिक संजीवनी मिलने से बसपा में जश्न।
योजना आयोग के उपाध्यक्ष मोन्टेक सिंह अहलुवालिया का यह बयान बिजनेस भास्कर सहित कई अखबरों के पहले पन्ने पर है कि आठ प्रतिशत की वृद्धि दर जन्म सिद्ध अधिकार नहीं है।

दैनिक भास्कर ने एक दिलचस्प खोज का जिक्र किया है। पत्र के अनुसार चीन के बाओजी शहर के शिगूशांग पहाड़ों में खुदाई के दौरान एक मकबरे से कांसे के कलश में तीन हजार साल पुरानी शराब मिली है। साथ में ऐसा यंत्र भी मिला है जिसे आज की भाषा में वाइन डिस्पेंसर कह सकते हैं।

Much awaited rain lashed most parts of northern India, including the Eastern Uttar Pradesh, Punjab, Haryana, Jammu and Kashmir, Parts of Rajasthan, Delhi and adjoining areas in national capital region. Rain brought relief to the people from the scorching heat continuing for over a month.

Monsoon showers lashed Gorakhpur Basti, Lakhimpur Kheri, Allahabad, Jaunpur and Varanasi districts yesterday. Our Gorakhpur correspondent reports that the day temperature was recorded two to three degrees below normal and weather remained pleasant.

"The farmers have started sowing of pulses, oilseeds and paddy in the eastern area where the substantial rain has occurred. The monsoon has further advanced in the state while there is a cyclonic pressure above southern parts of the state and adjoining Madhya Pradesh. The met office has predicted heavy to very heavy rainfall in Central and Eastern UP during next 24 hours. Salman Haider/AIR news/

"A good rain is continuing in Riwa, Sagar, Sehdol, Jabalpur, districts of Madhya PRadesh. Accroding to Metrological department, rain will continue in next two three days in these division due to upper air circulation in this area. 70.3 mm rainfall has been recorded in 20 districts of Western Madhya Pradesh which is 100mm less than the expected rain. On the other side, in the 30 districts of the eastern part of Madhya Pradesh only 61mm rain fall has been recorded till now. Satyendra Saran. Air news/Bhopal."

Medium to heavy rain lashed most parts of the national capital region yesterday leading to traffic jams at major intersections. Hundreds of office-goers were stranded across the capital.
The weatherman predicts generally cloudy sky with one or two spells of rain or thunder showers today. Rain or thunder showers are likely to occur at many places in Uttar Pradesh, Uttarakhand and at a few places in Haryana, Delhi and Chandigarh. More from our  correspondent.

After a long dry spell, this pre monsoon rain in
Chandigarh and some part of Punjab and Haryana has given a relief to the people from scorching heat. A rain is beneficial  in on going paddy transplantation in both the states. In Assam, the death toll in floods and landslides has gone up to 121 while 16 people are still missing. Chief Minister Tarun Gogoi yesterday  visited flood affected Nalbari and Barpeta district to take stock of the situation. About 550 animals have been killed in floods at Kaziranga National Park. Our Correspondent has more:

"Kaziranga which is the home of highest number of one horned rhinoceros in the world, lost its 15 inmates due to flood. Official sources said that carcasses of 465 hog deer, 16 Sambar and10 swamp deer, among others have been recovered. The Park authority, local people and NGOs rescued more than 100 hog deer.

In Uttar Pradesh counting of votes for 12 Municipal Corporations 186 Nagar Palika Parishad and 388 Nagar Panchayats from 71 districts is being held today at district and Tehsil headquarters. Our Allahabad correspondent reports that all arrangements for smooth conduct of counting are in place and adequate police forces have been deployed at the counting centres and other sensitive areas. The State Election Commission has banned victory processions by the winning candidates. Results of Municipal Corporations polling are likely to be completed early as for the first time EVM have been used for the voting for Mayors and ward members elections. The political fate of over 65,000 candidates, including more than 24 thousand women will be decided in today`s counting of votes. Elections in the remaining four districts of Mathura, Kannauj, Ramabai Nagar and Auriya are underway. Polling in Mathura district will be held on July the 19th while in other three districts it will be held a day earlier on July 18th.

The Supreme Court has quashed a 'nine-year-long' disproportionate assets case against BSP Chief and former Uttar Pradesh Chief Minister Mayawati. The apex court also pulled up the CBI for initiating the probe against her without specific directions from it. A Bench headed by Justice P Sathasivam clarified that the Supreme Court order pertained to initiating a probe against state government officials in the Taj Corridor  scam and there was no such direction to lodge another FIR exclusively against Mayawati for allegedly amassing assets disproportionate to her known sources of income.

Giving the assurance that government does not plan to censor internet and social media,   Law Minister Salman Khurshid  said adequate provisions are already in place and the IT Ministry is also holding consultations with various  stakeholders to address concerns on objectionable content.
Addressing a gathering of 'Editors Guild of India' in New Delhi yesterday Mr Khurshid said his colleague and IT Minister Kapil Sibal does not endorse the view of internet censorship in the country and stakeholders have shown willingness to discuss all issues, including how any  viral material  can be removed.

Regional passport offices, including Passport Seva Kendras, at several places across the country, will remain open today as a part of the government's passport mela programme to meet the high demand for passport services. The places are Jaipur, Kolkata, Patna, Cochin, Kozhikode, Thiruvananthapuram and Ambala. An External Affairs Ministry release said, an applicant can fill up  a new application form available on the website - www.passportindia.gov.in -  for passport services and can visit the concerned Kendra between 10 AM and 2 PM along with self-attested copy of each of the requisite documents.

Delhi Airport Metro Express to close down from tomorrow for an unspecified period . Delhi Metro spokesman Anuj Dayal said in New Delhi that a communication from the Reliance Infrastructure was received  yesterday evening saying that they intend to stop services from tomorrow.
However, he did not give any reason why the Reliance Infrastructure took the extreme step of closing down the Metro
services for an unspecified period.

CNG prices in Delhi have been hiked by two rupees 90 paise per kilogram. In Noida, Greater Noida and Ghaziabad, CNG prices will go up by three rupees 30 paise per kilogram from today. The announcement was made by the Indraprastha Gas Limited, IGI. This is the second hike in CNG prices this year in Delhi where it will now cost 38 rupees 35 paise per kilogram. Apart from public transport, Auto rickshaws and taxis, about 3.5 lakh vehicles run on CNG in the national capital. The IGI said, the hike has been due to increase in input costs.

In Pakistan at least 21 suspected militants were killed when a US drone targeted a compound in the restive North Waziristan tribal region yesterday.  State-run Radio Pakistan and television channels reported that 21 persons were killed and three others injured when the CIA-operated spy plane fired two missiles at a compound in the "Datta Khel" area near the Afghan border. Eye witnesses said the strike destroyed a house.

भारतीय जनता पार्टी के कोर ग्रुप की आज नई दिल्ली में बैठक हो रही है, जिसमें कर्नाटक के मुख्यमंत्री सदानन्द गौड़ा के स्थान पर लिंगायत नेता जगदीश शेट्टर को नया मुख्यमंत्री बनाए जाने के मुद्दे और उपराष्ट्रपति पद के चुनाव में पार्टी की रणनीति पर विचार होने की संभावना है। श्री जगदीश शेट्टर को कर्नाटक के नए मुख्यमंत्री बनाने के मुद्दे पर अंतिम निर्णय लेने के लिए भाजपा अध्यक्ष नितिन गडकरी ने यह बैठक बुलायी है। राज्य में विभिन्न समुदायों का प्रतिनिधित्व करने वाले पार्टी के अन्य वरिष्ठ नेताओं को जगह देने के लिए राज्य में उपमुख्यमंत्री के पद के प्रस्ताव पर भी चर्चा हो सकती है। श्री आर अशोक और प्रदेश पार्टी प्रमुख के.एस. ईश्वरप्पा उपमुख्यमंत्री पद की दौड़ में हैं। उपराष्ट्रपति पद के चुनाव के बारे में भी पार्टी का कोर ग्रुप विचार करेगा। सूत्रों का कहना है कि विपक्षी दल के सदस्यों की संख्या कम है इसलिए भाजपा अपने उम्मीदवार को मैदान में उतारने के बदले सहयोगी दल या गैर-कांग्रेसी दल के उम्मीदवार को समर्थन देने का फैसला कर सकती है।

दिल्ली की एक अदालत ने मेडिकल कॉलेज में अपर्याप्त संसाधनों के बावजूद दाखिले की अनुमति दिये जाने से सम्बन्धित मामले में न्यायालय के समक्ष हाजिर न होने के लिए पूर्व स्वास्थ्य मंत्री अम्बुमणि रामदॉस के खिलाफ जमानती वारंट जारी किये हैं। सी बी आई द्वारा न्यायालय को यह बताने के बाद कि श्री रामदॉस इलाज के लिए चेन्नई से बंगलौर गये हुए थे इसलिए उन्हें सम्मन नहीं दिया गया,। सी बी आई के विशेष जज तलवंत सिंह ने उनके खिलाफ १० हजार रूपये के जमानती वारंट जारी किये। अदालत ने सी.बी.आई को निर्देश दिया कि वह यह सुनिश्त करे कि श्री रामदास २० जुलाई को उसके समक्ष हाजिर हों। मई २००४ से अप्रैल २००९ तक श्री रामदॉस केन्द्रीय स्वास्थ्य और परिवार कल्याण मंत्री थे। इनके अलावा सी बी आई ने केबिनेट सचिवालय के निदेशक के० वी० एस० राव और मंत्रालय के अनुभाग अधिकारी सुदर्शन कुमार तथा सफदरजंग अस्पताल के डॉक्टर जे० एस० धूपिया और डॉक्टर दीपेन्द्र कुमार गुप्ता के खिेलाफ भी आरोपपत्र दाखिल किये हैं।

विदेश मंत्री एस० एम० कृष्णा ने शान्तिपूर्ण, आपसी भाईचारे पर आधारित तथा लोकतांत्रिक और खुशहाल अफगानिस्तान के निर्माण में भारत की लम्बी अवधि के सहयोग पर जोर  दिया है।  तोक्यो में कल अफगानिस्तान के बारे में सम्मेलन आयोजित किया जा रहा है जिसमें श्री एस० एम०. कृष्णा भारत का नेतृत्व करेंगे। जापान और अफगानिस्तान की सरकारें सम्मेलन की संयुक्त अध्यक्ष होंगी। सम्मेलन में ७० देश और अन्तर्राष्ट्रीय संगठन  भाग ले रहे हैं। सम्मेलन के दौरान भविष्य में अफगानिस्तान के विकास, २०१४ और उसके बाद के वर्षों में अन्तर्राष्ट्रीय समुदाय और अफगान सरकार के बीच भागीदारी की पुष्टि जैसे अहम मुद्दों पर चर्चा होगी।

अफगानिस्तान से अंतर्राष्ट्रीय सेनाओं की वापसी से पहले अमरीका ने अफगानिस्तान को प्रमुख गैर-नैटो सहयोगी देच्च का दर्जा दे दिया है। अमरीकी विदेच्च मंत्री हिलरी क्लिंटन ने आज सुबह काबुल में अफगान राष्ट्रपति हामिद करज+ई के साथ एक संयुक्त संवाददाता सम्मेलन में इसकी घोषणा की। श्रीमती क्लिंटन बिना किसी पूर्वनिर्धारित कार्यक्रम के आज काबुल पहुंचीं और उन्होंने अफगानिस्तान के राष्ट्रपति के साथ बातचीत की। प्रमुख गैर-नैटो सहयोगी देच्च का दर्जा मिलने से अफगानिस्तान से अंतर्राष्ट्रीय सेनाओं की वापसी के बाद अमरीका और अफगानिस्तान के बीच दीर्घकालीन सुरक्षा और प्रतिरक्षा सहयोग संभव हो पायेगा। हमारे काबुल संवाददाता के अनुसार अफगान राष्ट्रपति और अमरीकी विदेच्चमंत्री अफगानिस्तान पर कल तोक्यो में हो रहे सम्मेलन में भाग लेने के लिए काबुल से जापान रवाना हो गये हैं।

लीबिया मेंकर्नल मुअम्मर गद्दाफी के  ४२ साल के शासनकाल की समाप्ति के बाद पहली बार स्वतंत्र चुनाव के लिए आज मतदान हो रहा है। जनरल नेशनल कांग्रेस के दो सौ सदस्यों के लिए तीन सौ से अधिक उम्मीदवार चुनाव मैदान में हैं। पार्टी आधार पर अस्सी तथा व्यक्तिगत तौर पर एक सौ बीस सीटों के लिए चुनाव कराया जा रहा है।  आज देर रात तक परिणाम आने की संभावना है।

संयुक्त राष्ट्र सुरक्षा परिषद ने कांगो में शांति सैनिकों पर विद्रोही गुटों के हमले में एक भारतीय सैनिक के मारे जाने की कड़ी निंदा की है। सुरक्षा परिषद ने कांगो की सरकार से कहा है कि दोषियों को कानून के दायरे में लाया जाए। १५ देशों की परिषद ने अपनी प्रैस विज्ञप्ति में भारतीय सैनिक के परिवार, कांगो स्थित संयुक्त राष्ट्र स्थिरता मिशन के कर्मचारियों और भारत सरकार के प्रति संवेदना व्यक्त की है।

पंजाब में मॉनसून आ गया है। लोगों, विशेषकर किसानों ने इससे काफी राहत महसूस की है। हमारे संवाददाता ने खबर दी है कि धान की रोपाई का काम शुरू हो गया है।

पंजाब के दोआबा और मालबा क्षेत्रों में माझा क्षेत्र की तुलना में ५० मिलीमीटर वर्षा दर्ज की गई है। राजधानी चंडीगढ में सबसे अधिक ११८ दशलमव पांच मिलीमीटर वर्षा दर्ज हुई है। जो किसाना धान की बुआई के लिए वर्षा होने का बेसब्री से इंतजार कर रहे थे उनके चेहरे खिल गये हैं। यह वर्षा न सिर्फ फसलों बल्कि दूधारू मवेशियों के लिए भी लाभदायक है। भाखड़ा और पोंग  डेम के पानी के स्तर में भी बीते हफ्ते के मुकाबले इजाफा हुआ है। राजेश बाली आकाशवाणी समाचार जालंधर।

असम के धेमाजी जिले में बाढ़ की स्थिति गंभीर बनी हुई है। करीब तीन सौ पच्चीस गांवों पर असर पड़ा है। नौ सौ से अधिक मकान बाढ़ में बह गए हैं। जियाढाल नदी के तटबंध में कल सैंतीस जगह दरारें आ गइर्ं, जिससे राहत और बचाव कार्य में बाधा आई। पानी तटबंध से ऊपर बह रहा है। हमारे संवाददाता ने बताया है कि लोगों ने सुरक्षित स्थानों पर शरण ले रखी है।
 
असम सरकार बाढ़ में मरने वालों के परिवार को डेढ़ लाख रूपये का मुआवजा दे रहे हैं। प्रधानमंत्री डाक्टर मनमोहन सिंह और मुख्यमंत्री तरूण गोगोई ने भी एक एक लाख रूपये की अनुग्रह राशि की भी घोषणा की है। अब तक पहाड़ और जमीनें खिसकने से एक सौ २१ लोगों की मौत हुई है। गोगोई ने मुख्यमंत्री के राहत कोष में योगदान देने के लिए सभी लोगों से आग्रह किया है। इस बीच दो लाख ७५ हजार लोग ५१२ राहत शिविरो ंमें रह रहे हैं। बाढ पीडित जगहों पर १२० चिकित्सा दल भी तैनात किया जा रहा है। पशु चिकित्सा विभाग ने कल तीस शिविरों का आयोजन किया। मानस प्रतिम शर्मा आकाशवाणी समाचार गुवाहाटी।

उत्तरप्रदेश में ७१ जिलों के १२ नगर निगम, १८६ नगरपालिका परिषद, ३८८ नगर पंचायतों की मतगणना कड़ी सुरक्षा के बीच जिला और तहसील मुख्यालय में हो रही है। हमारे संवाददाता ने बताया है कि राज्य निर्वाचन आयोग ने विजयी उम्मीदवारों के जुलूस पर प्रतिबंध लगा दिया है।

मध्य प्रदेश के पन्द्रह जिलों में अधिसूचित नगरीय निकायों के दूसरे और अंतिम चरण के चुनाव में वोट डाले जा रहे हैं। हमारे संवाददाता ने बताया है कि अब तक चालीस प्रतिशत से अधिक मतदान होने की खबर है।

केन्द्रीय उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्री प्रो० के वी थॉमस ने देश से खाद्य पदार्थो के निर्यात की सुदृढ़ नीति बनाने को कहा है। वे आज कोच्चि में भारतीय निर्यात संगठनों के परिसंघ के केरल चैप्टर के उद्घाटन  अवसर पर बोल रहे थे। मुख्यमंत्री ओमन चांडी ने इसका उद्घाटन किया। प्रो० थॉमस ने कहा कि निर्यात के बारे में नीति बनाते समय वोट बैंक की राजनीति को भुलाकर व्यावहारिकता को ध्यान में रखा जाना चाहिए। उन्होंने कहा कि किसानों को अच्छे दाम दिलाने के लिए कुछ मात्रा में अनाज का निर्यात करना जरूरी है। प्रो० थॉमस ने कहा कि देश के भण्डारों में इस समय आठ करोड़ बीस लाख टन अनाज है, जिसमें से सात करोड़ टन गेंहू है।

राष्ट्रीय विकलांग वित्त और विकास निगम-एनएचएफडीसी ने वर्ष २०१२-१३ के लिए विकलांग छात्रों के वास्ते दो छात्रवृति योजनाओं की घोषणा की है। सरकारी विज्ञप्ति के अनुसार न्यास कोष के अंतर्गत एक हजार छात्रवृतियां स्नातक और स्नातकोत्तर स्तर के व्यावसायिक पाठ्यक्रमों के उन छात्रों को दी जाएंगी, जिनकी कुल पारिवारिक आय तीन लाख रूपये सालाना से कम है। राष्ट्रीय कोष के अंतर्गत पांच सौ और छात्रवृतियां शैक्षिक, व्यावसायिक या तकनीकी पाठ्यक्रमों के लिए उन छात्रों को दी जाएगी, जिनकी कुल पारिवारिक आय लगभग दो लाख रूपये प्रतिवर्ष तक होगी। इस योजना के तहत पत्राचार पाठ्यक्रमों के छात्र भी आवेदन कर सकते हैं।

हैदराबाद में अक्टूबर में नगोया प्रोटोकोल की बैठक होगी। इसमें गरीब देशों के मंत्रिस्तरीय प्रतिनिधियों की भागीदारी के लिए भारत, दस लाख अमरीकी डॉलर की सहायता उपलब्ध करा रहा है। कल नई दिल्ली में सम्पन्न नगोया प्रोटोकोल,  की अन्तर्सरकारी समिति की दूसरी बैठक में इसकी घोषणा की गई। बैठक के दौरान विभिन्न मुद्दों पर की गई चर्चा की प्रगति पर भारत ने संतोष व्यक्त किया है।

भारत और मॉरिशस के बीच कपड़ा और वस्त्र उद्योग सहयोग संयुक्त समिति की पहली बैठक इस महीने की २३ तारीख को होगी। भारत की यात्रा पर आये मॉरिशस के विदेश मंत्री अरविन बोलेल और भारत के वाणिज्य और उद्योग मंत्री आनन्द शर्मा के बीच कल नई दिल्ली में हुई बैठक के दौरान यह घोषणा की गई। बैठक में दोनों ही मंत्री इस बात पर सहमत थे कि तरजीह व्यापार समझौते से सम्बन्धित वार्ता में तेजी लाई जाये। वे इस बात पर भी सहमत थे कि दोनों देशों के बीच आर्थिक आदान-प्रदान की गति तेज की जाये। इस अवसर पर श्री शर्मा ने कहा कि दोनों देशों के बीच आर्थिक और वाणिज्यिक सम्बन्ध बढ़े हैं और आगे भी बढ़ने की प्रबल संभावना है।

जम्मू कश्मीर में अमरनाथ की वार्षिक यात्रा बालताल और पहलगाम दोनों ही रास्तों से सुचारू रूप से चल रही है। हमारे संवाददाता ने खबर दी है कि २५ जून को यात्रा शुरू होने क बाद से अब तक दो लाख तीस हजार यात्री पवित्र हिमलिंग के दर्शन कर चुके हैं।

The BJP core group is meeting in New Delhi today to take a decision on replacing Karnataka Chief Minister Sadananda Gowda with Lingayat leader Jagadish Shettar and finalise the strategy for the Vice Presidential election. BJP president Nitin Gadkari has convened the meeting of the party's core group to take a final decision on making Shettar  the new Chief Minister of Karnataka.
The party is also likely to appoint a Deputy Chief Minister to placate other senior party leaders representing different communities of Karnataka. The names of Minister R Ashok and Karnataka BJP Chief K S Eshwarappa are doing the rounds for the post of Deputy Chief Minister. The Vice-Presidential election will also be discussed by the core group.
Sources said since the opposition lacks the numbers, the party may decide not to field a candidate and instead support a candidate put up by one of its allies or a non-Congress party. The issues related to the Presidential poll, including the office of profit issue involving UPA candidate Pranab Mukherjee, will also be discussed at the meeting.

A Delhi court today issued a bailable warrant against former Health Minister Anbumani Ramadoss after he failed to appear before it in a case of allegedly allowing a medical college to go ahead with admissions without having sufficient resources. Special CBI Judge Talwant Singh issued bailable warrant of 10,000 rupees against PMK leader Ramadoss after the probe agency told the court that summons have not been served to him as he has gone to Bangalore from Chennai for medical treatment.
Besides Ramadoss, who was the Union Minister of Health and Family Welfare from May, 2004 till April, 2009 in UPA-I, CBI has filed chargesheet against K V S Rao, Director in Cabinet Secretariat, Sudershan Kumar, Section Officer of Ministry of Health and Family Welfare and Dr J S Dhupia and Dr Dipendra Kumar Gupta of Safdarjung Hospital. Courts also directed CBI to ensure the former health minister's presence before it on July 20th.

In Jharkhand, Maoists stopped a goods train at Hehegara in Latehar district, disrupting train services for six hours in the early morning today. According to police, some trains, including Ranchi-Banaras Inter-city Express, were held up at various stations following the incident. Superintendent of Police Kranti Kumar said in Latehar that after getting information, the security forces rushed to the spot, but the Maoists had left the place. The train services were restored later.

The first meeting of the Joint Committee for Cooperation on the textile and clothing industry between India and Mauritius, will be held on the 23rd of this month. The announcement was made during a meeting between Commerce and Industry Minister Anand Sharma and visiting Mauritian Minister of Foreign Affairs, Arvin Bollel in New Delhi yesterday. During the meeting, the two Ministers agreed to hasten the Preferential Trade Agreement negotiations.
They also agreed to deepen the economic engagement between the two countries. Speaking on the occasion, Mr Sharma said, the bilateral economic and commercial ties between the two sides have shown a healthy upward trajectory. He, however said, there is still a lot of untapped potential in diversifying commercial exchanges. The Minister said, there is scope to further deepen the ties in sectors including agro-processing, manufacturing, drugs and pharmaceuticals, medical equipment, automobile parts, tourism and hospitality.

External Affairs Minister S.M. Krishna will emphasise India’s long-term commitment to assist the Afghan Government and its people in their efforts to build a peaceful, pluralistic, democratic and prosperous future. Mr. Krishna is leading an Indian delegation to the Conference on Afghanistan taking place in Tokyo tomorrow.
The Tokyo Conference follows the series of Conferences organized on Afghanistan during the last one year. The Conference will be co-chaired by the Government of Japan and the Government of Afghanistan and will be attended by around 70 countries and international organizations.
Ensuring sustainable development of Afghanistan beyond 2012 and reaffirming partnership between the international community and the Afghan Government until 2014 and during the transformation decade are among the main objectives of the Conference. The agenda of the Conference also includes, aid coordination among international community members, improvement on governance of the Afghan Government and regional economic cooperation.

Monsoon has finally arrived in Punjab,  giving much respite to people,  especially farmers. Parts of Doaba and Malwa regions received about 50 milli-metre rainfall since this morning. The state capital of Chandigarh recorded the maximum 118.5 milli-metre of rain today.  Farmers who were anxiously waiting for the Monsoon to transplant paddy, are the happiest lot. This rain is not only good for crop but also for milch cattle.  Our Correspondent reports that the water level at Bhakra and Pong Dams has also increased as compared to last week.         
"Chandigarh MeT Department has said that parts of Doaba and Malwa region have received about 50 mm rainfall since today morning, as compared to Majha region of the state. The State Capital Chandigarh has recorded the maximum 118.5 mm rains, today. Farmers who were tirelessly waiting for the Monsoon to transplant Paddy are the happiest lot. In Uttar Pradesh, widespread rain lashed most of the eastern districts as the monsoon advanced towards the western part of the state. Our Gorakhpur correspondent quoting Met office says,  light to heavy rainfall  occurred in Gorakhpur, Allahabad and Varanasi divisions.
“The low lying areas in Varanasi, Jaunpur, and Allahabad have been waterlogged due to incessant rains. The counting of votes in local bodies’ elections was also affected as water was logged in counting halls in Varanasi and Gorakhpur. However, the sowing process of Kharif crops is in full swing as at some places the fields are filled with rain water fulfilling the farmers’ need.  Delhi recorded over 40 mm of rain in the first few hours of the monsoon, bringing the mercury down and providing much needed relief to the people reeling under scorching heat. However, no major traffic snarl ups or waterlogging were reported from the city as it was only drizzling in the morning hours. The showers also brought down the minimum temperature to 23.2 degree Celsius, four degrees below normal. This is the first time in the past over one month that the minimum temperature has come below normal levels.
Meanwhile, the East, North and South Delhi municipal corporations have set up a common control room to tackle complaints related to civic services in the capital. Citizens can lodge any complaint related to water logging, sanitation, repair, fallen trees and uncovered manholes at the control room. The control room numbers are - 1266, 23212700, and 23220010. "After enduring one of the hottest summers in recent memory, Delhiites woke up to monsoon showers this morning. The first monsoon showers have brought down the temperatures bringing respite to the national capital which has been reeling under a severe heat wave for the last one month. Until 8.30 am this morning, the city had received 40.1 milimeter of rainfall. The rain immediately brought down the temperatures in the city. The flood situation continues to be grim in Dhemaji district of Assam. Around 325 villages are affected. More than 900 houses have been completely washed away. The surging water of Jiadhal breached its embankment yesterday. Rescue and relief operations are hampered as flood water breached roads at 37 points. Our correspondent reports that people have taken shelter at relief camps and high embankments.
"Assam government has distributed 1 lakh 50 thousand rupees to the family of those killed in flood and landslides. Prime Minister Dr. Manmohan Singh and Chief Minister Tarun Gogoi also announced an ex-gratia of 1 lakh rupees each. 121 people have died so far in flood and landslides. Mr. Gogoi also urged the people to contribute to the Chief Minister’s relief fund. Meanwhile, 2 lakh 75 thousand people have taken shelter at 512 relief camps. 120 medical teams are being deployed at affected areas. Veterinary department yesterday also organised 30 cattle camps. In Libya, the voting has begun for the first free elections after the ouster of 42 year old long reign of Muammar Gaddafi. The voting which began at 8 am local time  will be on for 12 hours. Over 300 candidates are in the fray for 200 member General National Congress.
A total of 80 seats are reserved for party candidates while 120 seats are earmarked for individuals. Partial results are expected later tonight. The run up to elections has been marred by clashes between armed militia groups, intimidation and sabotage which has raised tensions especially in the east of the country.
On the eve of polls, rebel shot down a helicopter in eastern Libya killing an election worker. Five oil facilities have been down forcibly by armed protesters who want greater representation for the eastern region in the 200-member congress. Armed protesters ransacked the office of the electoral commission in Benghazi. Although nationwide emergency has been clamped, security is a major cause of concern as the country takes another step on the long road to democracy.

East Timor is holding its general elections today, in a key contest that will decide whether UN peacekeepers leave by the end of the year.  The UN said that it will withdraw its troops if the parliamentary polls go smoothly following peaceful presidential polls in April. After casting his vote in the capital, Dili, Prime Minister Xanana Gusmao said his centre-left National Congress for Timorese Reconstruction has done a good job and was hoping for backing from voters. The other major party contesting the elections is the left-wing Fretilin.

The United States has given Afghanistan a Major Non-NATO Ally (MNNA) status in the wake of drawdown of the international forces from the country. US Secretary of State Hillary Clinton announced this in a joint press conference with Afghan President Hamid Karzai in Kabul this morning. Ms Clinton arrived on an unscheduled visit to Kabul and held talks with Afghan President Hamid Karzai.
The major non-NATO ally status will provide for a long term security and defense cooperation between the two countries after the departure of international forces from Afghanistan. The two leaders have left for Tokyo today to attend the donor’s conference on Afghanistan tomorrow.   
The Major Non-NATO Ally status symbolizes deepening strategic partnership between Afghanistan and the United States. The two countries had signed a long term strategic partnership agreement in May this year which also includes commitments on promoting democracy, good governance, advancing long-term security with the provision of foreign funds for the Afghan forces.

In Iraq, ten people were killed and 38 wounded when a suicide bomber blew up himself in Ramadi, a city some 100 kilometres west of Iraqi capital, Baghdad, late yesterday. The incident took place at the wedding party of a local police officer in the centre of the city of Ramadi, capital of the central Anbar province. No one has claimed responsibility for the attack so far. The death toll could rise further as many of the injured are serious.

The UN Security Council has strongly condemned the killing of an Indian soldier in the attack by rebel groups on UN peacekeepers in Congo. It asked the government in Congo to bring the perpetrators to justice.     In a press statement, the 15-nation Council expressed its sympathy to the family of the victim and UN Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) staff, as well as to the government of India. The Security Council reiterated its demands that the M23 and all armed groups immediately cease all forms of violence.

In his first major speech in the Parliament, new Prime Minister of Greece, Antonis Samaras has promised to focus on reforms and measures to restore economic growth in the country. His coalition government faces a vote of confidence in Parliament tomorrow. Mr Samaras vowed to fast-track the sale of state assets, such as the railways in order to raise much-needed money. He acknowledged that Greece had missed its targets to reduce debt but said he would work to ensure that the country remained in the Euro-zone.

Union Minister of Consumer Affairs, Food and Public Distribution Prof K V Thomas has called for evolving a firm policy for exporting food commodities from the country. Addressing a function to mark the inaugural of the Kerala Chapter of Federation of Indian Export Organisations in Kochi today, Prof Thomas said, a practical approach is needed for this purpose, regardless of vote bank politics. He said a certain quantity of food grains will have to be exported to ensure good price for the farmers. The Union Minister noted that the country has a bumper storage of 82 million tonnes of food grains, of which wheat alone constitutes 70 million tonnes.

The National Handicapped Finance & Development Corporation, NHFDC, has announced two scholarship schemes  for students with disabilities for the year 2012-2013. According to an official release, 1000 scholarships under Trust Fund can be availed by students whose total family income is less than three lakh rupees per annum for professional courses at Graduate and Post Graduate level.
Another 500 scholarships under National Fund are allotted to students for higher academic, professional or technical courses to students with a total family income upto nearly two lakh rupees per annum. भारतीय जनता पार्टी की कोर समिति की बैठक आज नई दिल्ली में हुई जिसमें कर्नाटक में नेतृत्व परिवर्तन के बारे में चर्चा की गई। इस संबंध में निर्णय कल हो सकता है। पी.टी.आई. ने पार्टी सूत्रों के हवाले से बताया है कि कोर समिति ने श्री सदानन्द गौड़ा के स्थान पर श्री जगदीश शेट्टर को कर्नाटक का मुख्यमंत्री बनाने का निर्णय लिया है। यह निर्णय आज नई दिल्ली में पार्टी की कोर समिति की बैठक में लिया गया। कोर समिति की बैठक के बाद पार्टी प्रवक्ता रविशंकर प्रसाद ने कहा कि श्री गौड़ा की पार्टी नेताओं से मुलाकात के बाद फैसले की घोषणा की जाएगी। श्री सदानंद गौड़ा इस समय दिल्ली में हैं और वे श्री लालकृष्ण आडवाणी से मुलाकात कर चुके हैं।
इससे पहले, श्री गौड़ा ने कहा कि पार्टी का केन्द्रीय नेतृत्व जो भी फैसला करेगा वह उन्हें स्वीकार होगा। उन्होंने कहा कि फैसले में देरी नहीं होनी चाहिए क्योंकि राज्य के एक सौ २३ ताल्लुकों में भीषण सूखे की स्थिति है और लोगों को यह नहीं लगना चाहिए कि राज्य की राजनीतिक उथल-पुथल से सरकार का कामकाज प्रभावित हो रहा है।
समझा जाता है कि राज्य के नेतृत्व में यह परिवर्तन पूर्व मुख्यमंत्री येदियुरप्पा के दबाव में किया जा रहा है।

इस बीच, कांग्रेस ने कहा है कि कर्नाटक समस्या के समाधान का एकमात्र उपाय फिर से चुनाव कराना है। पार्टी महासचिव बी के हरिप्रसाद ने नई दिल्ली में कहा कि मुख्यमंत्री बदलने से इस संकट का समाधान नहीं हो सकता। उन्होंने कहा कि भाजपाशासित इस राज्य में लगातार इस समस्या के बने रहने से कामकाज में रूकावट आती रही हैं। उन्होंने कहा कि राज्य के १२९ ताल्लुक गंभीर सूखे का सामना कर रहे हैं और सरकार ने इसके लिए कुछ नहीं किया है। श्री हरि प्रसाद ने यह भी कहा कि कर्नाटक सरकार बंगलौर और राज्य के अन्य भागों में कानून तथा व्यवस्था की स्थिति बनाए  रखने में विफल रही है।

सीबीआई ने आज कर्नाटक के पूर्व मुख्यमंत्री बी एस येदियुरप्पा और अन्य को अवैध खनन और भूमि अधिसूचना रद्द करने के मामले में पूछताछ के लिए बुलाया। श्री येदियुरप्पा के पुत्र राघवेंद्र और पूर्व मंत्री कृष्णैया शेट्टी भी बंगलौर में सीबीआई कार्यालय में उपस्थित हुए। सीबीआई ने १५ मई को एफआईआर दर्ज की थी जिसमें कहा गया था कि श्री येदियुरप्पा ने अपने पद का गलत इस्तेमाल किया और बंगलौर में अधिसूचित भूमि हासिल करने में अपने परिवार के सदस्यों की मदद की। उन पर अपने बेटों द्वारा संचालित न्यासों की सहायता करने का भी आरोप है। हमारे संवाददाता ने बताया है कि इस मामले में श्री येदियुरप्पा और अन्य को कर्नाटक उच्च न्यायालय से अग्रिम जमानत मिल चुकी है।

तमिलनाडु की मुख्यमंत्री जयललिता पर आय से अधिक सम्पत्ति मामले की सुनवाई कर रही विशेष अदालत ने अगली सुनवाई के लिए मंगलवार का दिन निर्धारित किया है। याचिकाकर्ताओं के वकीलों द्वारा अपनी दलीलें पूरी करने के बाद सहायक विशेष सरकारी वकील संदेश चौवटा ने विशेष सरकारी वकील बी वी आचार्य के बीमार होने के कारण सोमवार तक का समय मांगा। मामले की एक अन्य आरोपी शशिकला के वकील ने इसका विरोध किया।

कश्मीर घाटी में आज पुलवामा जिले में पम्पोर में राष्ट्रीय राजमार्ग पर सेना के गश्ती दल पर आतंकवादियों की गोलीबारी में सेना का एक जवान शहीद हो गया और एक जख्मी हो गया। रक्षा सूत्रों ने आकाशवाणी को बताया कि आतंकवादियों ने सैनिकों पर नजदीक से गोलियां चलाई। गंभीर रूप से घायल दो जवानों को अस्पताल ले जाया गया जिनमें से एक ने दम तोड़ दिया। आतंकवादियों को पकड़ने के लिए इलाके में तलाशी अभियान शुरू किया गया है।

शहरी विकास सचिव सुधीर कृष्ण ने कहा है कि जरूरी मरम्मत के बाद दो महीनों के भीतर दिल्ली एयरपोर्ट मैट्रो तेज रफ्‌तार गलियारा सेवा बहाल हो जायेंगी। नई दिल्ली में संवाददाताओं से बातचीत में उन्होंने कहा कि रिलायन्स इन्फ्रास्ट्रक्चर ने इस ट्रैक के निर्माण ढांचे में खराबी की खबर दी थी। रिलायन्स इन्फ्रा ही इस लाइन को चलाता है। उसका कहना है कि यात्रियों की सुरक्षा के मद्देनजर मरम्मत कार्य पूरा होने तक इस लाइन पर मैट्रो रेल की आवाजाही स्थगित रखी जाये। रिलायन्स इन्फ्रा के अनुसार अगस्त के अंत तक सेवायें बहाल हो जायेंगी।

राष्ट्रपति चुनाव के लिए यू पी ए उम्मीदवार श्री प्रणब मुखर्जी ने कहा है कि वैसे तो राष्ट्रपति पद संवैधानिक है लेकिन जटिल राजनीतिक परिस्थितियों में वह महत्वपूर्ण भूमिका अदा करता है। आज अगरतला में उन्होंने कहा कि पांच दशक की सक्रिय राजनीति के बाद वे अब एक नई पारी शुरू करने जा रहे हैं। श्री मुखर्जी ने कहा कि पूर्वोत्तर राज्यों से मिल रहे समर्थन से वे काफी संतुष्ट हैं। उन्होंने कहा कि राष्ट्रपति चुने जाने पर उनका प्रमुख उद्देश्य भारत के संविधान की मर्यादा को बनाए रखना होगा।

पूर्वोत्तर भारत देश का अभिन्न हिस्सा है। इस क्षेत्र का विकास राष्ट्रीय एवं अंतर्राष्ट्रीय दृष्टि से महत्वपूर्ण है क्योंकि सरकार की ÷लूक ईस्ट÷ नीति के परिणामस्वरूप पूर्वोत्तर क्षेत्र के माध्यम से पड़ोसी देशों के साथ संपर्क बढ़ेगा।

उत्तरी भारत में आज लगभग सभी स्थानों में वर्षा होने की खबर है। हिमाचल प्रदेश में अचानक आई बाढ़ में आठ लोगों के बह जाने की खबर है। ये घटना सिरमौर जिले के पोंटा साहिब इलाके में हुई जहां बारात ले जा रहे चार वाहन एक खाई में फंस गए। वाहनों में सवार अधिकतर लोग सुरक्षित बचकर निकल गए लेकिन आठ व्यक्तियों को नहीं बचाया जा सका। वे अभी भी लापता हैं और उनकी तलाश जारी है।
असम में धेमाजी जिले में बाढ़ की स्थिति गंभीर बनी हुई है। करीब सवा तीन सौ गांव प्रभावित हुए हैं। नौ सौ से अधिक घर पानी में बह गए हैं। हमारे संवाददाता ने बताया है कि २७ जिलो के लगभग ६० लाख लोग बाढ़ से प्रभावित हुए हैं।


सरकारी सूत्रों के अनुसार १२ जिलों के ५१२ राहत शिविरों पर २ लाख ७५ हजार लोग अब भी रह रहे हैं। जिला प्रशासन द्वारा राहत सामग्री और दवाईयां देने के साथ ही चिकित्सा दल भी तैनात किए गए हैं। बाढ़ और जमीने खिसकने से मरने वालों की संख्या १२२ तक पहुंच गई है। आज गवर्नर जे.पी. पटनायक ने कांगरू, दौरम और सैनिक पुर और नवगांव जिले का हवाई सर्वेक्षण करके स्थिति का जायजा लिया। श्री पटनायक ने नवगांव के कुछ राहत शिविरों में जाकर राहत सामग्री भी वितरित किया। मानस पटेल शर्मा, आकाशवाणी समाचार, गुवाहाटी।
इधर, राजधानी दिल्ली में कल मॉनसून के दस्तक देने के बाद पहले कुछ घंटों में करीब चालीस मिलीमीटर वर्षा दर्ज की गई। बौछारों के कारण तापमान में गिरावट आई है।

राजधानी दिल्ली में मानसून की पहली बारिश आते ही मौसम सुहावना हो गया है। आज दिन भर शहर में कई स्थानों पर हल्की बौछारे आती रही जिससे आज का अधिकतम और न्यूनतम तापमान सामान्य से कम दर्ज किया गया। आज का अधिकतम तापमान सामान्य से ६ डिग्री कम रहते हुए ३० दशमलव तीन डिग्री सेल्सियस दर्ज किया गया। जबकि आज का न्यूनतम तापमान २३ दशमलव २ डिग्री रहा जो कि सामान्य से ४ डिग्री कम था। मौसम विभाग के अनुसार आने वाले २४ घंटों में बादल छाए रहने की संभावना है। दिल्ली से मैं शीला।

सरकार ने सेट टॉप बॉक्स लगाने के बारे में सही और समय पर डाटा प्राप्त करने के लिए नये केबल नियम बनाने का फैसला किया है। मौजूदा नियमों के अनुसार स्थानीय केबल ऑपरेटर और अन्य के लिए सरकार द्वारा मांगे गए डाटा सेट टॉप बॉक्स पर उपलब्ध कराना अनिवार्य है। इसके तहत सरकार को यह अधिकार है कि वह जानकारी उपलब्ध नहीं कराने वाले ऑपरेटरों का पंजीकरण रद्द कर सकती है। हमारे संवाददाता ने बताया है कि महानगरों- दिल्ली, कोलकाता, चेन्नई और मुम्बई में इस महीने की पहली तारीख से केबल टेलीविजन सेवाओं का डिजिटलीकरण किया जाना था लेकिन सेट टॉप बॉक्स पूरी तरह स्थापित न किए जाने के कारण इसे नवम्बर तक स्थगित कर दिया गया है। सरकार ने ३१ दिसम्बर, २०१४ तक देशभर में यह व्यवस्था लागू करने का लक्ष्य रखा है।

रूस के दक्षिणी क्रांसनोदार क्षेत्र में मूसलाधार बारिश के बाद अचानक आई बाढ़ में कम से कम ९९ लोग मारे गए हैं। क्रिम्स्क कस्बे में लोगों ने कहा कि उन्हें रात के समय अचानक बाढ़ के पानी ने घेर लिया। बाढ़ की विभीषिका से बचने के लिए लोग मकानों की छतों पर डेरा डाले हुए हैं। इलाके में राहत और बचाव कर्मी भेजे गए हैं। खबरों के मुताबिक बाढ़ से काला सागर पर बसे पोत नगर नोवोरोसिस्क से कच्चे तेल की शिपमेंट भी प्रभावित हुई है। अधिकारियों का कहना है कि आपातकाल टीमों को मास्को से हवाई जहाजों और हेलीकाप्टरों द्वारा भेजा गया है।

जापान की राजधानी में कल हो रहे अफगानिस्तान को मदद देने वाले देच्चों और अंतर्राष्ट्रीय संगठनों के सम्मेलन में भाग लेने के लिए अफगान राष्ट्रपति आज तोक्यो रवाना हुए। हमारे संवाददाता ने बताया है कि इस सम्मेलन में भाग ले रहे करीब ७० देश वर्ष २०१४ में  विदेशी सेनाओं की वापसी के बाद अफगानिस्तान को असैन्य सहायता देने का वायदा करेंगे।

The decision on change of leadership in Karnataka is likely to be announced tomorrow. BJP leader Arun Jaitley said that party Chief Nitin Gadkari will arrive in New Delhi on Sunday. State Chief Minister Sadananda Gowda will have a meeting with him and the decision will announced only after that.
Gowda, who is in New Delhi, already met L. K. Advani and others. Jaitley said the political situation was discussed.
Earlier, today BJP Core committee meeting was held in New Delhi to discuss the change of leadership in Karnataka. PTI quoting sources in the party says the committee has decided  to replace Sadananda Gowda with Jagdish Shettar as Chief Minister of Karnataka.  No official announcement was made after the meeting. BJP spokesperson Ravi Shankar Prasad said that the decision will be announced after Gowda meets party leaders.
Earlier, Sadananda Gowda said he is prepared to accept whatever decision is taken by BJP central leadership. He said the decision should not be delayed as 123 talukas in the state are under severe drought and people should not feel that political disturbance in the state is affecting the functioning of the government.This marks the third change in leadership in the state in 11 months.

Congress today said that only fresh poll can solve the problem of Karnataka and not a change of guard. AICC General Secretary B K Hariprasad told reporters in New Delhi that there is a continuous governance paralysis in the BJP ruled state. He said 129 talukas are suffering from severe drought and the State Government has not taken any action to ameliorate the lot of the common people. Hariprasad said the government has failed on the law and order front in Bangalore and other parts of the state.

CBI today summoned former Karnataka Chief Minister B S Yeddyurappa and others for interrogation in the land denotification and illegal mining case. Yeddyurappa’s son Raghavendra and former Minister Krishnaiah Shetty were also present in the CBI office in Bangalore. CBI had registered an FIR on 15th May alleging that Yeddyurappa misused his offcial position as public servant and helped his family members to acquire notified land in Bangalore. He is also accused of helping Trusts run by his sons and Son in law to get donations from mining companies in return for favours in mining lease. The CBI is probing the charges on the apex court directive, based on recommendations of the CEC set up by it to look into illegal mining.

The Special Court trying the disproportionate asset case against Tamil Nadu Chief Minister J Jayalalithaa, today adjourned hearing to Tuesday. After counsels for the petitioners concluded their arguments in the court in Bangalore, Assistant Special Public Prosecutor Sandesh Chowta sought time till Monday as Special Public Prosecutor B.V. Acharya is unwell. But this was objected to by counsel for Sasikala, one of the accused in the case.

In Kashmir valley, one Army jawan was killed and another injured when militants fired on Army jawans patrolling at National Highway in Pampore town in Pulwama district. Defence sources told AIR that the incident occurred this afternoon. The Army jawans were fired at from close range and they were taken to hospital in critical condition. One of them succumbed to the injuries. A search operation has been launched in the area to nab the culprits.

He said in Agartala today that he is going to begin a new innings after ending five decade old political career and as a senior most parliamentarian. In Kerala, a  Special Investigating Team , SIT has said that CPIM's senior leaders were involved in the conspiracy to kill Marxist rebel  T P Chandrasekharan. The SIT - probing the murder of Chandrasekharan has told a local court at Vatakara that  'A wider conspiracy' had taken place to kill Chandrasekharan, who formed the Revolutionary Marxist Party after quitting CPI(M). The SIT said this in its report, submitted before the Judicial First Class Magistrate Court yesterday.
Chandrasekharan was murdered while returning home on his motorcycle at Vallikkode near Vatakara in Kozhikode district.

DMK Chief M Karunanidhi says that the Centre should come forward to explain a series of questions posed by Madras High Court on the Right to Education Act. He said this alone will satisfy the purpose of enacting the legislation.
He was referring to a recent observation by the High Court. The court sought clarification on issues like which institute the parent can have a choice for admission if there are more school  than one in the neighbourhood. Karunanidhi was replying to a set of questions in party mouthpiece Murasoli.

Rain lashed almost all parts of Northern region today with eight persons  washed away in a flash flood in Himachal Pradesh. The incident occurred in  Paonta Sahib area of Sirmaur district. Four vehicles  carrying  a marriage party were trapped in a khud and several persons travelling in the vehicles managed to escape. But eight persons could not do so and are missing. A massive search operations has been launched.
The flood situation continues to be grim in Dhemaji district of Assam. Around 325 villages are affected. Our Guwhati correspondent reports that more than 900 houses have been completely washed away. 
Around 60 lakh population affected in the recent wave of flood in 27 districts. Official sources said that 512 relief camps have been set up in 12 districts where 2 lakh 75 thousand people are being sheltered. District administrations distributed relief materials and medicines and also deployed medical teams. The death toll has gone up to 122 in flood and landslides. Governor J B Patnaik today made an aerial survey of the situation in Kamrup, Darrang , Sonitpur and Nagaon district and took stoke of the situation. In Russia, at least 99 people have been killed after torrential rains leading to flash floods swept through parts of the south Krasnodar region.  At least 67 people including a 10-year-old boy died in the town of Krymsk and  at least nine died in Gelendzhik and two in Novorossiisk.  Crude oil shipments from the Black Sea port of Novorossiisk have been suspended.
Reports said the floods came at night without warning, catching local residents by surprise. Television pictures showed people scrambling onto their rooftops to escape. Up to 1,000 rescuers are involved in searching for victims and evacuating survivors.

In Turkey, the  number of people  died in the flood-hit  northern Samsun city has increased to 12 with one more  death reported in the Canik town of Samsun. The downpour caused Mert River to overflow late Tuesday, inundating nearby homes and shops and stranding cars in the Canik district.  An apartment building complex built by the Housing Development Administration of Turkey was greatly affected by the deluge, and the ground and first floors in many of the buildings were flooded.

In Libya, voting has begun for the first free elections after the ouster of 42 year long reign of Muammar Gaddafi. The voting which began at 10.30 am will be on for 12 hours. Over 3000 candidates are in the fray for the 200 member General National Congress. A total of 80 seats are reserved for party candidates while 120 seats are earmarked for individuals. Voting has been peaceful in the capital, Tripoli with Libyans coming out to vote draping themselves in the red and black flag colours of revolution. However,reports of sabotage, arson, tearing of ballot slips and looting of ballot boxes have come from the eastern parts of the country. In Benghazi, protesters ransacked a polling station soon after the voting began and burnt hundreds of ballot slips. Muslim Brotherhood’s Justice and Construction Party and Islamist insurgent Abdel Hakim Belhadj’s Al-Watan party are considered to be the front runners in these elections. Ahead of the polls and amidst widespread protests, the ruling Transitional National Council issued a decree saying the new parliament won't name the constitution drafting panel. The United States has given Afghanistan the  Major Non-NATO Ally status in the wake of the drawdown of the international forces from the country. The US Secretary of State Hillary Clinton announced this in a joint conference with Afghan President Hamid Karzai in Kabul this morning. She described this move as a powerful symbol of the commitment of the United States towards Afghanistan’s future. Our Correspondent reports that, Afghanistan is the 15th country to be given this status. 
The Major Non-NATO Ally status symbolizes deepening strategic partnership between Afghanistan and the United States. The two countries had already signed long term strategic partnership agreement in May this year. The US President Barak Obama signed a Presidential order yesterday designating Afghanistan a Major Non-NATO Ally .This is the first such designation by Obama Administration to any country. The MNNA status provides a range of privileges, such as eligibility to participate in cooperative research and development programmes, expanded bilateral training opportunities and priority in the delivery of defense articles. . India-UAE bilateral trade ties are on the upswing and likely to cross 70 billion dollars in the current financial year. India’s Ambassador to UAE M.K.Lokesh said the trade volume was worth 67 billion dollars in 2010-11. A high level delegation are accompanying the Afghan President for the conference.  Representatives from nearly 70 countries and international organisations are likely participate in the conference.
