कांग्रेस और डीएमके पार्टी तमिलनाडु के आगामी विधानसभा चुनाव में सीटों के बंटवारें से संबंंिधत बातचीत जारी है। डीमके नेता एम के अलागिरी, दयानिधि मारन और एस एस पलानिमानिक्कम ने वित्तमंत्री प्रणब मुखर्जी से आज मुलाकात की। डीएमके के मंत्रियों दयानिधि मारन और एम के अलागिरि ने कल देर रात कांग्रेस अध्यक्ष से मुलाकात की और सीट बंटवारे के मुद्दे पर विचार-विमर्श किया। इन मंत्रियों ने कांग्रेस प्रमुख के साथ अपनी बातचीत से श्री एम करूणानिधि को अवगत कराया। जानकार सूत्रों ने बताया है कि बातचीत में प्रगति हुई है और बहुत जल्द सीट बंटवारे का फार्मूला तय कर दिया जाएगा। हालांकि दोनों पार्टियों ने इस बारे में स्पष्ट रूप से अभी कुछ नहीं कहा है।

बीजू जनता दल-बीजेडी अध्यक्ष और ओडिशा के मुख्यमंत्री नवीन पटनायक ने कहा है कि उनकी पार्टी केन्द्र में कांग्रेस के नेतृत्व वाली संयुक्त प्रगतिशील गठबंधन-यूपीए सरकार को समर्थन नहीं देगी। लोकसभा में १४ सदस्यों वाली बीजेडी ने यूपीए और राष्ट्रीय लोकतांत्रिक गठबंधन-एनडीए से एक समान दूरी बना रखी है। २००९ के आम चुनावों से ठीक पहले पार्टी ने एनडीए से संबंध तोड़ लिए थे और चुनाव के दौरान सीपीआई, सीपीएम और एनसीपी के साथ सीटों का तालमेल किया था।

मीडिया की रिपोर्टों में हाल के दौरान बीजेडी के वरिष्ठ नेता और राज्यसभा सदस्य प्यारे मोहन महापात्र के हवाले से कहा गया था कि डीएमके द्वारा केन्द्रीय मंत्रिमंडल से हट जाने के फैसले को देखते हुए यूपीए को समर्थन देने के प्रस्ताव पर पार्टी विचार कर सकती है। लेकिन श्री महापात्र ने स्पष्ट किया कि यूपीए से बीजेडी का समर्थन प्राप्त करने के लिए कोई प्रस्ताव नहीं आया है।

उच्चतम न्यायालय ने पुणे के घोड़ा व्यापारी हसन अली को आतंक और अन्य कठोर आरोपों के अंतर्गत सजा दिये जाने का विचार व्यक्त किया है। खान पर वित्तीय घोटाले और कर चोरी के आरोप हैं। उस पर कथित रूप से हथियार, व्यापारियों और आतंकवादी गतिविधियों में लिप्त लोगों के साथ संबंध रखने का भी आरोप है जिससे देश की सुरक्षा को खतरा है।
न्यायाधीश बी सुदर्शन रेड्डी और एस० एस० निज्जार की खंडपीठ ने केन्द्र सरकार से कहा है कि वह इस बात पर विचार करे कि खान के खिलाफ फर्जी पासपोर्ट रखने के मामले में क्या सीबीआई द्वारा जांच करायी जा सकती है? खंडपीठ ने इस बात पर नाराज+गी व्यक्त की कि फर्जी पासपोर्ट मामले में खान के खिलाफ सही ढंग से मुकदमा नहीं चलाया गया।
विदेशी बैंकों में रखे भारतीयों के अरबों रुपये के काले धन को स्वदेश वापस लाने के संबंध में विधि विशेषज्ञ राम जेठमलानी द्वारा जनहित याचिका की सुनवाई करते हुए न्यायालय ने ये व्यवस्था दी और निर्देश जारी किये।

प्रवर्तन निदेशालय को उच्चतम न्यायालय की ओर से अली के खिलाफ कार्रवाई करने के लिए आज तक की समयसीमा निर्धारित की गई थी। कल निदेशालय ने अली की गिरफ्तारी के लिए उन्हे और अन्य शहरों में स्थित उनके सहयोगियों के परिसरों में छापेमारी की। अली को कल पुणे में हिरासत में लिया गया। कल देर शाम उसे मुम्बई लाया गया। मध्यरात्री में उसे गिरफ्तार करने से पहले प्रवर्तन निदेशालय ने उससे लगभग छह घंटे तक पूछताछ की। प्रवर्तन निदेशालय के अधिकारियों ने इस दौरान कथित हवाला लेन-देन से संबंधित दस्तावेजों का निरीक्षण भी किया। अली पर धन शोधन निरोधक कानून की विभिन्न धाराओं के तहत आरोप लगाये गये।
अस्पताल से बाहर आते हुए हसन अली ने बताया कि वे निर्दोष हैं और उन्होंने इस बात से भी इन्कार किया कि उनका स्विस बैंक में कोई खाता है।

नई दिल्ली से ब्राजेलिया के लिए सीधी उड़ान शुरू करने के उद्देश्य से भारत और ब्राजील ने आज एक वायुसेवा समझौते पर हस्ताक्षर किए। नई दिल्ली में इस समझौते पर नागरिक उड्डयन मंत्री वायलार रवि और ब्राजील के विदेश मंत्री एंटोनियो द एगुआयर पैट्रियोटा ने दस्तखत किए। इस अवसर पर श्री वायलार रवि ने कहा कि इस कदम से दोनों देशों के आपसी संबंध और मजबूत होंगे। ऐसे ही विचार व्यक्त करते हुए श्री पैट्रियोटा ने कहा कि सीधी उड़ान शुरू करने का विस्तृत कार्यक्रम दोनों देशों की विमान कंपनियों द्वारा तैयार किया जाएगा।

नई दिल्ली में कल शाम भारत और दक्षिण अफ्रीका के संयुक्त मंत्रिमंडलीय आयोग के आठवें सत्र की बैठक में दोनों देशों ने अनेक पारस्परिक मुद्दों पर विचार विमर्श किया। विदेश मंत्रालय की एक प्रेस विज्ञप्ति के अनुसार दोनों पक्षों ने बैठक में विचार विमर्श के बाद आपसी सहमति के एक दस्तावेज पर हस्ताक्षर भी किए। भारतीय पक्ष की ओर से विदेश मंत्री एस एम कृष्णा और दक्षिण अफ्रीका की ओर से वहां के अंतर्राष्ट्रीय संबंधों के मंत्री एनकोआना मशाबाने ने इस दस्तावेज पर हस्ताक्षर किए।

लोकसभा में कांग्रेस, भारतीय जनता पार्टी और वांम दलों ने महिला आरक्षण विधेयक को जल्द से जल्द पारित करने की जोरदार अपील की है। अंतरराष्ट्रीय महिला दिवस के मौके पर संसद के प्रश्नकाल के बाद सदन के नेता श्री प्रणब मुखर्जी और विपक्ष की नेता श्रीमती सुषमा स्वराज तथा मार्क्सवादी नेता श्री बासुदेव आचार्य ने कहा कि इससे निर्णायक प्रक्रिया मे महिलाओं की सामान्य भागीदारी सुनिश्चित हो पाएगी। इन सदस्यों ने लोकसभा अध्यक्ष श्रीमती मीरा कुमार से ये भी आग्रह किया कि वे इस मुद्दे पर सर्वसम्मति प्राप्त करने की दिशा में पहल करते हुए आवश्यक कदम उठायें। श्री मुखर्जी ने सदन से आग्रह किया कि वह सदन में इस ऐतिहासिक विधेयक को पारित कराने का दृढ संकल्प करे। दूसरी ओर श्रीमती स्वराज ने सभाध्यक्ष से अपील की कि वे इस मुद्दे से संबंधित विधेयक के मद्देनजर बातचीत आगे बढ़ाने की दिशा में कदम उठायें। समाजवादी पार्टी नेता श्री मुलायम सिंह यादव, राष्ट्रीय जनता दल नेता डॉक्टर रघुवंश प्रसाद सिंह और जनता दल-यू प्रमुख श्री शरद यादव आरक्षित कोटा के भीतर कोटा की व्यवस्था के बारे में अपनी पार्टियों के रूख पर अडिग थे।
इससे पहले, दोनों सदनों ने महिलाओं को प्राथमिकता के आधार पर सशक्त बनाने की आवश्यकता पर बल दिया। सभाध्यक्ष श्रीमती कुमार ने कहा कि अंतरराष्ट्रीय महिला दिवस ऐसा अवसर है जिसमें हर व्यक्ति को महिलाओं को बराबर के अधिकार को सुनिश्चित करना चाहिए। उन्होंने बालिका भू्रण हत्या, ऑनर किलिंग दहेज के लिए हत्या और महिलाओं के खिलाफ अन्य अपराधों के प्रति चिंता व्यक्त की।
राज्यसभा में भी महिला आरक्षण के मुद्दे पर चर्चा हुई, जिसमें महिलाओं की दशा पर सदस्यों ने चिंता व्यक्त की। महिला सदस्यों ने महिलाओं के खिलाफ भेदभाव और अन्याय को दूर करने के लिए कठोर कदम उठाये जाने का आह्‌वान किया।
मार्क्सवादी कम्युनिस्ट पार्टी की नेता श्रीमती वृंदा करात ने संसद से बाहर बातचीत करते हुए आरोप लगाया कि महिला आरक्षण विधेयक पारित करने में सरकार की न कोई राजनीतिक इच्छा है और न ही वह इसके प्रति वचनबद्ध है। इस विधेयक के अंतर्गत लोकसभा और राज्य विधानसभाओं में महिलाओं को ३३ प्रतिशत आरक्षण के बारे में राज्यसभा ने मंजूरी दे दी है। लोकसभा के जारी सत्र में इस विधेयक पर चर्चा और उसे पारित करने पर बहस की जानी है।

राष्ट्रपति श्रीमती प्रतिभा देवीसिंह पाटील ने कहा है कि जब तक महिलाओं की पूरी क्षमता का प्रदर्शन नहीं होगा, देश की पूर्ण प्रगति नहीं होगी। आज नई दिल्ली में आयोजित सभा को संबोधित करते हुए उन्होंने कहा कि महिलाओं को सभी अवसर उपलब्ध कराये जाए ताकि वे देश और समाज की प्रगति में भरपूर योगदान कर सके। महिला दिवस के अवसर पर महिलाओं की सराहना करते हुए उन्होंने जोर दिया कि देश की प्रगति में पुरूष और महिलाएं एकजुट होकर योगदान करें। राष्ट्रपति ने केन्द्रीय रिजर्व पुलिस बल -सीआरपीएफ के महिला दस्ते की रजत जयंती समारोह को संबोधित करते हुुए महिलाओं के खिलाफ हिंसक घटनाओं पर चिंता व्यक्त करते हुए कहा कि केन्द्रीय अर्द्धसैनिक बलों में महिलाओं को ज्यादा से ज्यादा भर्ती किया जाए।

अंतर्राष्ट्रीय महिला दिवस के अवसर पर महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चव्हाण ने स्थानीय निकायों में जल्द ही महिलाओं को पचास प्रतिशत आरक्षण देने की घोषणा की है। मुम्बई में महिला पत्रकारों से बातचीत में श्री चव्हाण ने बताया कि सरकार विधानसभा के बजट अधिवेशन में इस आशय का विधेयक पेश करेगी। उन्होंने कहा कि केन्द्र सरकार पहले ही महिलाओं को पचास प्रतिशत आरक्षण देने का फैसला कर चुकी है। राज्य में सरकार के सहयोगी दल एनसीपी ने पहले ही कहा था कि स्थानीय निकायों में महिलाओं के लिए आरक्षण ३३ प्रतिशत से बढ़ाकर ५० प्रतिशत कर दिया जाए। पिछले सप्ताह पार्टी प्रमुख और केन्द्रीय कृषिमंत्री शरद पवार ने एक बैठक में महिलाओं को पचास प्रतिशत आरक्षण देने का विचार रखा था।

राजस्थान में जयपुर में आज से ही छह दिन का राष्ट्रीय अमृता कार्यक्रम शुरू हो रहा है, जिसमें महिला कारीगरों को अपने उत्पाद सीधे बेचने की सुविधा होगी। राजस्थान सरकार ने रोडवेज की सभी बसों में महिलाओं के लिए आज निःशुल्क यात्रा की घोषणा की है। मध्यप्रदेश में अंतर्राष्ट्रीय महिला दिवस के अवसर पर कई कार्यक्रमों का आयोजन किया जा रहा है। हमारे भोपाल संवाददाता ने खबर दी है कि महिलाओं के सशक्तिकरण के लिए चालू की गई योजनाओं का अच्छा लाभ मिल रहा है।

राजधानी भोपाल में आयोजित एक कार्यक्रम में मुख्यमंत्री शिवराज सिंह चौहान ने वीरता के लिए दो महिलाओं को रानी अवन्तीबाई वीरता पुरस्कार और राजमाता विजय राजसिंधिया पुरस्कार से सम्मानित किया। इस मौके पर उन्होंने कहा कि महिलाओं को मजबूत बनाने के लिए उनका राजनीतिक सशक्तिकरण जरूरी है। महिला दिवस पर विभिन्न संगठनों द्वारा सांस्कृतिक संध्या, नाईटवॉक, वादविवाद जैसे कार्यक्रमों का आयोजन किया जा रहा है। किशोरी बालिकाओं के लिए केन्द्र सरकार की सबला योजना मध्यप्रदेश के १५ जिलों में आगामी वित्तीय वर्ष से लागू की जा रही है। राज्य की लाडली लक्ष्मी योजना से ४ लाख से अधिक बालिकायें लाभान्वित हुई है, जबकि तेजस्वनी ग्रामीण महिलां सशक्तिकरण योजना के तहत छह जिलों में १२ हजार स्वयं सहायता समूहों का गठन किया है। इनसे डेढ़ लाख महिलाये लाभान्वित हुई है।

अमरीका के रक्षा मंत्री रॉबर्ट गेट्स ने पिछले सप्ताह नेटो के हवाई हमले में नौ अफगानी लड़कों की मृत्यु पर खेद व्यक्त किया है। इस घटना से अफगानिस्तान के लोगों में जबर्दस्त रोष है। श्री गेट्स की क्षमा याचना से एक दिन पूर्व अफगानिस्तान में विदेशी सेना के अमरीकी कमांडर जनरल डेविड पेट्रियस ने भी इस घटना पर खेद व्यक्त किया था जिसे राष्ट्रपति हामिद करजई ने नामंजूर कर दिया था। अमरीकी राष्ट्रपति बराक ओबामा भी, इन लड़कों की हत्या पर क्षमा मांग चुके हैं।
कल अचानक काबुल की यात्रा के दौरान श्री रॉबर्ट गेट्स ने कहा कि अमरीका जुलाई में अफगानिस्तान से अपने सैनिकों की वापसी की तैयारी में है। काबुल में प्रवास के दौरान श्री गेट्स ने भविष्य में अफगानिस्तान में अमरीकी सेनाओं की भूमिका के मुद्दे पर भी चर्चा की।

बहरीन में विरोध प्रदर्शनों को ध्यान में रखते हुए देश के आवास मंत्री ने अगले पांच वर्षों के दौरान ५० हजार घर बनाए जाने की घोषणा की है। इस काम पर पांच अरब डॉलर से अधिक की लागत आएगी।
उधर, ओमान में सोहार चौक पर आज शांतिपूर्ण धरने का दसवां दिन है। आंदोलनकारी भ्रष्टाचार खत्म करने की मांग कर रहे हैं। कुछ और लोग मस्कट में निर्वाचित सलाहकार परिषद की इमारत के बाहर धरना दे रहे हैं। उनकी मांग है कि परिषद को और ज्यादा अधिकार दिए जाएं।
इस बीच, मिस्र में मुबारक सरकार के पतन के बाद गोपनीय दस्तावेजों को जलाने के आरोप में ४७ वरिष्ठ पुलिस अधिकारियों को गिरफ्‌तार कर लिया गया है। कथित भेदभाव का आरोप लगाते हुए काहिरा में कल इसाईयों ने भी प्रदर्शन किया।
क्षेत्र की सरकारों ने प्रदर्शनों को शांत करने के लिए कई राजनीतिक और आर्थिक कदम उठाये है, लेकिन ये सभी अब तक क्षति को शांत करने में असफल रहे है। बहरीन में प्रदर्शनकारी आमूल चूल राजनीतिक सुधारों की मांग करते हुए लगातार प्रदर्शन कर रहे है, तो सरकार ने भी बातचीत शुरू करने के प्रयासों के तहत कई कदम उठाये है। ओमान में सुल्तान ने केबिनेट में तीन चक्को में भारी फेर-बदल किया है और नागरिकों को आर्थिक सहूलियतें की घोषणायें भी की है। यमनी लोग ३२ सालों से शासन राष्ट्रपति को हटाने की मांग को लेकर सड़कों पर है। इस बीच प्रदर्शनकारियों की मुख्य मांग के आगे झुकते हुए मिस्र में एक नये प्रधानमंत्री के नेतृत्व में नई केबिनेट को शपथ दिलाई।

मध्यवर्ती पाकिस्तान के शहर फैसलाबाद में एक गुप्तचर एजेंसी के कार्यालय के निकट एक जबरदस्त विस्फोट में बीस लोगों की मौत हो गई और लगभग एक सौ व्यक्ति घायल हो गए। इस घटना में फैसलाबाद के सिविल लाइंस इलाके में गुप्तचर एजेंसी के कार्यालय के नजदीक दर्जनों कारें नष्ट हो गई। इनके अलावा एक सीएनजी स्टेशन और कम से कम तीन इमारतें भी ध्वस्त हुईं। विस्फोट के कारण ध्वस्त हुईं इमारतों के मलबे में बहुत से लोगों के दबे होने की आशंका है। अधिकारियों के अनुसार वे पता लगाने की कोशिश कर रहे हैं कि यह विस्फोट सीएनजी स्टेशन पर सिलेंडरों के अचानक फट जाने से हुआ या यह बम के धमाके की वजह से हुआ।

चार प्रभावशाली अमरीकी सीनेटरों ने मांग की है कि देश में गैर कानूनी तौर पर प्रवेश करने वाले विदेशी नागरिकों को मदद देने वाले जाली विश्वविद्यालयों के खिलाफ कार्रवाई की जानी चाहिए। अमरीकी नागरिकता और आव्रजन सेवाओं के निदेशक को लिखे एक पत्र में इन सीनेटरों ने कहा है कि ऐसे जाली विश्वविद्यालय उच्च शिक्षा के वास्तविक संस्थान नहीं हैं बल्कि वे विदेशी नागरिकों के अमरीका में प्रवेश के लिए आव्रजन कानून में जोड़तोड़ के उद्देश्य से ही काम कर रहे हैं। अपने पत्र में इन चारों सीनेटरों ने कैलीफोर्निया के ट्राईवैली विश्वविद्यालय की हाल की घटना का जिक्र किया है। भारत सहित विदेशों के डेढ़ हजार से अधिक छात्रों ने वीजा हासिल करके इस विश्वविद्यालय के एक गैर मान्यता प्राप्त स्कूल में दाखिला लिया। यह स्कूल अमरीका के छात्र वीजा कानूनों के अंतर्गत अपेक्षित शिक्षा प्रदान करने में विफल रहा है।

गृह मंत्री पी चिदम्बरम ने कहा है कि उनके मंत्रालय ने देश में मानव तस्करी रोकने के लिए ११० यूनिटें कायम करने के उद्देश्य से सभी राज्य सरकारों को आठ करोड़ ७० लाख रूपए जारी किए हैं। लोकसभा में आज प्रश्नों का उत्तर देते हुए श्री चिदम्बरम ने कहा कि यह धन राशि इन यूनिटों की स्थापना के लिए पहली किस्त का हिस्सा है। उन्होंने सदन को बताया कि अधिकांश राज्यों ने महिला कक्ष स्थापित कर दिए हैं। कुछ राज्यों ने जिला स्तर पर संपूर्ण महिला पुलिस थाने बनाए हैं और थाना स्तर पर महिला तथा बाल सहायता डैस्क स्थापित की हैं। श्री चिदम्बरम ने यह भी कहा कि राष्ट्रीय मानवाधिकार आयोग मानव तस्करी सहित महिलाओं के खिलाफ अपराधों के मामलों के प्रति बहुत गंभीर हैं। आयोग ने अप्रैल २००७ से लेकर इस साल जनवरी तक २३ हजार से अधिक शिकायतें दर्ज की हैं।

सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा है कि देश में केबल नेटवर्क को पुनर्गठित करने के उद्देश्य से सरकार एक व्यापक केबल नियमन विधेयक लाएगी। श्रीमती अम्बिका सोनी संसद में प्रश्नों के उत्तर दे रही थीं। उन्होंने बताया कि देश के दूरसंचार नियामक प्राधिकरण-ट्राई ने स्थानीय केबल ऑपरेटरों के लिए लाइसेंस व्यवस्था और बेहतर सेवा सहित केबल टेलीविजन सेवाओं के पुनर्गठन के बारे में उनके मंत्रालय के पास सिफारिशें भेजी है। उन्होंने यह भी कहा कि ट्राई ने केबल टीवी ऑपरेटरों के पंजीकरण की मौजूदा व्यवस्था के स्थान पर लाइसेंसिंग व्यवस्था की सिफारिश की है। श्रीमती सोनी ने कहा कि स्थानीय केबल ऑपरेटरों और बहुप्रणाली ऑपरेटरों के लिए प्रस्तावित लाइसेंसिग व्यवस्था के अंतर्गत लाइसेंस प्राप्त करने की पात्रता कसौटी शामिल है। ट्राई ने केबल टीवी सेवाओं के पुनर्गठन की अपनी सिफारिशों के तहत केबल टेलीविजन नियमन नेटवर्क कानून १९९५ के कुछ प्रावधानों में संशोधन करने के सुझाव भी दिए हैं। पूरक प्रश्नों का उत्तर देते हुए श्रीमती सोनी ने कहा कि दूरदर्शन की विषय वस्तु और कार्यक्रमों में सुधार किया जा रहा है। उन्होंने कहा कि प्रसार भारती जनप्रसारक है। इसलिए उसे अपने प्रसारण में कुछ मानकों के अनुरूप चलना पड़ता है।

राष्ट्रीय स्तर या अन्तर्राष्ट्रीय स्तर की खेले है, जहां भारत खुद भाग ले रहा है, वो दूरदर्शन पर दिखाये जायेगे। और दूरदर्शन को दूसरी जगह पर विद् करते है वो चैनल केबल नेटवर्क पर दिखाये जायेगे। हर र्स्पोटिंग इवेंट में दूरदर्शन विद नहीं करता, लेकिन जहां तय किया जाये प्रसार भारती के द्वारा कि ये राष्ट्रीय खेल है और राष्ट्र उसमें भाग ले रहा है। तब ही दिखाये जाते है हर खेल उसपर।

उत्तर प्रदेश में मुरादाबाद रेल खंड पर काफूरपुर स्टेशन के निकट रेल पटरियों पर जाट महासभा के आंदोलनकारियों के धरने की वजह से लखनऊ दिल्ली मार्ग पर रेल गाड़ियों की आवाजाही आज चौथे दिन भी प्रभावित है। हमारे लखनऊ संवाददाता ने खबर दी है कि मेरठ डिविजन के आयुक्त और जाट आंदोलनकारियों तथा सामाजिक सशक्तिकरण मंत्रालय के अधिकारियों के बीच आज दिल्ली में बातचीत होने की संभावना है।

अस्थायी प्रशासनिक और रेलवे अधिकारी धरना समाप्त करके रेल सेवाये बहाल करने की लगातार कोशिश में लगे हुये है। लेकिन आंदोलनकारियों ने रेलवे लाइनों से हटने का कोई संकेत नहीं दिया है और यहां तक कि अपने पालतू जानवर भी रेलवे लाइनों पर लाकर बांध दिये है। जाट आरक्षण समिति के नेता यशपाल मलिक ने कहा कि यदि बातचीत विफल होती है, तो समिति सहारनपुर और गाजियाबाद में राष्ट्रीय राजमार्गो पर धरना शुरू कर देगी। इस आंदोलन के चलते लखनऊ दिल्ली मार्ग पर दो दर्जन से अधिक रेलगाड़ियां रद्द है और कई लम्बी दूरियों की गाड़ियों को परिवर्तित मार्ग से चलाया जा रहा है। आंदोलनकारी जाटों को केन्द्रीय सेवाओं में अन्य पिछड़े वर्ग के तहत आरक्षण देने की मांग कर रहे है।

मुख्य निर्वाचन आयुक्त एस वाई कुरैशी और दोनों चुनाव आयुक्तों ने गुवाहाटी में उच्च अधिकारियों के साथ असम विधानसभा चुनाव की तैयारी पर विचार-विमर्श किया और वहां चुनाव तैयारियों पर संतोष व्यक्त किया। आज गुवाहाटी में मुख्य चुनाव आयुक्त एस वाई कुरैशी ने असम के मुख्य सचिव, गृह आयुक्त और पुलिस महानिदेशक के साथ सुरक्षा प्रबंधों और मतदान की तैयारियों की समीक्षा की।

आयोग ने बताया कि सुरक्षाबलों की तैनाती, अवैध हथियारों की बरामदी और चलते ज्यादा समय से गृह जिलों में नियुक्त अधिकारियों के बारे में चर्चा हुई। चुनाव आयोग ने राज्य के वरिष्ठ अधिकारियों से भी मुलाकात की तथा अवैध हथियारों के जब्त करने के भी निर्देश दिये। राज्य के मुख्य सचिव ने बताया कि प्रदेश के १२६ ऐसे अधिकारियों की पहचान कर ली गई है, जो तीन साल से भी ज्यादा समय से अपने गृह जिले में नियुक्त है। आयोग ने बताया कि इन चुनाव में एक करोड़ ८५ लाख ५६ हजार से ज्यादा मतदाता अपने मतदान का प्रयोग करेगे।

The Congress and DMK continue talks over seat sharing for the upcoming assembly elections in Tamilnadu. DMK ministers Dayanidhi Maran and M.K. Alagiri met the Congress President late last night and discussed the seat sharing issue. They have informed Mr. M.Karunanidhi about the details of the talks held with the Congress Chief. Informed sources said that headway has been made in the talks and a formula for seat sharing will be finalized soon. However, nothing has been said on record by the two parties.
The talks resumed between the Congress and DMK after a stand off when senior Congress leader Pranab Mukherjee held telephonic conversation with DMK Chief yesterday. Later talking to newsmen senior DMK leader M.K. Stalin said in Chennai that the ministers of the party have deferred their decision to submit their resignations to the Prime Minister. He also said that the Congress party has informed the DMK leadership that it will get back to it on how many seats it wants if the two parties decide to contest Tamil Nadu assembly elections as alliance partners. The party had earlier announced the pulling away of its ministers from the Union Council following stalemate on the seat sharing issue.  Congress leader J M Haroon today said congress has the decisive votes in Tamil Nadu.  He added that no party can form the government in the state without the support of Congress in Tamil Nadu.  Mr. Haroon however expressed hope the party alliance with DMK would continue.NCP today favoured the early resolution of seat sharing issue between DMK and Congress in Tamil Nadu in the larger interests of UPA Government at the Centre.
Talking to reporters outside Parliament, NCP Leader and Union Minister Praful Patel said the differences do crop up in coalition politics but expressed hope that it will be resolved soon. He said that relations between DMK and Congress should not get strained on this issue.

The Supreme Court today mulled invoking terror and other stringent penal charges against Pune stud firm owner Hasan Ali Khan. Khan is accused of massive money laundering and tax evasion, for his alleged links with arm dealers and people linked to terror activities. A bench of justices B Sudershan Reddy and S S Nijjar also asked the Union government to examine if the case registered against him for possessing fake passports could be probed by the CBI. The bench expressed displeasure that the probe against Khan in the fake passport case had not proceeded in the right direction with right. The court made the observations and issued directions while hearing a public interest litigation filed by eminent jurist Ram Jethmalani, seeking repatriation of huge corpus of black money stashed in banks abroad by unscrupulous Indian citizens.
 Pune-based stud farm owner Hasan Ali Khan accused of massive money laundering and tax evasion was arrested late last night by the Enforcement Directorate. Enforcement Directorate had carried out multi-city searches at Ali’s Pune home and his associates' premises yesterday, cracking the whip to meet Supreme Court deadline. Ali who was detained in Pune was brought to Mumbai last evening. He was grilled by the ED for nearly six hours before they put him under arrest around midnight. The ED officials also inspected documents related to alleged hawala transactions. He was further questioned about his alleged money laundering. Ali has been charged under various sections of the Prevention of Money Laundering Act. 
The International Day for Women is being celebrated across the world today. Various programmes and functions have been organized to mark this occasion.  The day was set aside by German women because as on the same day in 1848, the Prussian King had promised reforms, including the right to vote for women. Later, the International Day was officially recognised by the United Nations in 1975. In India, the Government is promoting the weaker section in many ways including 33 per cent reservation for women in a bill in parliament. Addressing a seminar organised in Manav Rachna University in Faridabad, the National Commission of Women Chairperson Girija Vyas said though women have come a long way since independence, there are serious issues which still need to be braved by them in the country.

 As the country celebrates the International Women's Day today, statistics reveal that India lags behind many countries, including its neighbours Pakistan and Nepal, when it comes to women's participation in politics. According to the data released by the Inter-Parliamentary Union (IPU), an international group that works for promoting democracy, peace and co-operation in the world, with only 11 per cent of women representation in the Lok Sabha and 10.7 per cent in the Rajya Sabha, India ranks 98 in the world. India, the world's largest democracy, has now only 60 women representatives out of 544 members in Lok Sabha, while there are 26 female MPs in the 242-member Rajya Sabha.

More than four lac girls have been benefited from the Ladli Laxmi yojna of the state while about 12 thousand help groups have been formed in six districts of the state under Tejaswini Rural Women empowerment Scheme. One lac fifty thousand women have benefited by these groups.

The Home minister P Chidambaram today said his ministry has released 8.7 crore rupees to all the state governments for establishment of 110 anti human trafficking units in the country. Replying to questions in the Lok Sabha, Mr Chidambaram said the fund was part of the first instalment to set up these anti human trafficking units.  He also said the National human rights commission (NHRC) is taking crimes against women including trafficking very seriously. The minister said NHRC has registered over 23 thousand complaints during April 2007 to January this year.

The Minister for consumer affairs, food and distribution K V Thomas today said government is taking several measures to improve the offtake of allocations made under the targeted public distribution system (TPDS). Information and Broadcasting minister Ambika Soni today said government will bringn in a comprehensive cable regulatory Act in the country for restructuring cable networks. Replying to questions in the Lok Sabha, Ms Soni said the Telecom Regulatory Authority of India has recommended to the ministry the restructuring of cable TV services including licensing framework for local cable operators, and quality of service. She also said, TRAI has recommended that the present system of registration of cable TV operators should be replaced by a licensing framework. Ms Soni said the proposed licensing framework for local cable operators and multi system operators covers eligibility criteria for obtaining licenses. She said the TRAI in its recommendations on restructuring of cable TV services has also suggested amendments to certain provisions in the cable television regulation networks Act 1995. Replying to supplementaries the minister said the content and programming of Doordarshan is being improved. She said Prasar Bharati being a public broadcaster, has to maintain certain standards in its broadcast and is not expected to compete commercially with other channels.

Election Commission expressed satisfaction with the overall poll preparedness for the two phases Assembly election slated to be held on 4th and 11th of the next month. Talking to the media persons in Guwahati today Chief Election Commissioner,  Dr.SY Quarashi said that Election Commission reviewed the election process with the political parties and Chief Secretary,Home Secretary, Director General of Police, Deputy Commissioners, Superidents of Police besides election officer. Intensifying their agitation they have put their cattle on railway track.  More than two dozen trains are canceled and about 30 long distance trains have been diverted on different routes. The US Defence Secretary Robert Gates has apologised for the deaths of nine Afghan boys over the weekend in a NATO air strike.  The incident has triggered widespread public anger in Afghanistan.  Mr. Gates' apology comes just one day after Afghan President Hamid Karzai rejected an apology from Gen David Petraeus, the US commander of foreign troops in Afghanistan. US President Barack Obama also apologised for the killings of the boys, which he described as a tragic accident.

In Pakistan, at least 20 people have been killed and one hundred others injured in a car bomb explosion in the city of Faisalabad in eastern part of the country.  Police have described it as a terrorist attack.  The blast took place at a gas station close to Pakistan's security agency building.   Regional Police Officer of Faisalabad, Aftab Cheema said the blast set off gas cylinders at the station and the explosion destroyed and severely damaged nearby buildings and numerous vehicles. He told reporters that the explosive-laden car was parked at the CNG station.

In the government's latest response to protests, Bahrain's Housing Minister has announced plans to build 50 thousand homes over a five-year period at a cost of more than 5 billion dollars. In the ongoing Cricket World Cup, New Zealand have won the toss and elected to bat first  against  Pakistan in pool 'A' day night match at Kandy, Srilanka.  Both the teams have played three matches each in the tournament so far. While  Pakistan have won all the three games, the Kiwis are two points behind their rivals today at this stage of the championship. Earlier, the Sensex had opened 117 points in the positive zone, at 18,340 in morning trade, today. Buying by funds and retail investors after two days of decline, and firm regional bourses, lifted the market.

In a possible breakthrough in the fight against cancer, scientists claim to have discovered evidence that the body's immune cells often share information about foreign substances with each other to keep off invaders.
An international team, led by the Australian National University, has in fact found that immune cells responding to foreign substances, or pathogens, are able to rapidly transfer their ability to recognise the invader to other immune cells.
And, harnessing this process may lead to new ways to treat cancerous tumours as well as strengthen the immunity in patients with weaker immune systems, say the scientists. Team leader Prof Chris Parish said, the discovery revolutionises our understanding of how the immune system works. It indicates that there is much more communication and sharing of information between cells of the immune system than was previously thought.

 प्रधानमंत्री डॉ मनमोहन सिंह ने मुख्य सतर्कता आयुक्त के पद पर श्री पी जे थॉमस की नियुक्ति को निर्णय की चूक बताते हुए उसकी पूरी जिम्मेदारी ली। लोकसभा में वक्तव्य देते हुए प्रधानमंत्री ने कहा कि उच्चतम न्यायालय ने जनहित याचिका पर श्री थॉमस की नियुक्ति रद्द कर दी है और सरकार नये मुख्य सतर्कता आयुक्त की नियुक्ति करते समय न्यायालय के दिशा निर्देशों का पालन करेगी। उन्होंने श्री थॉमस की नियुक्ति का ब्यौरा सदन में दिया और स्पष्ट किया कि विपक्ष की नेता सुषमा स्वराज ने आपत्ति की थी।

 वित्त मंत्री प्रणब मुखर्जी ने आज डीएमके प्रमुख एम करूणानिधि से फोन पर आग्रह किया है कि वे यूपीए सरकार से अपने मंत्री हटाने के फैसले पर फिर विचार करें। कल रात डीएमके संसदीय दल के नेता टी आर बालू से बात करने के बाद श्री मुखर्जी ने आज तमिलनाडु के मुख्यमंत्री को फोन करके अनुरोध किया कि संसद के बजट सत्र के बीच में उनकी पार्टी को मंत्रिमंडल से नहीं हटना चाहिए।
 इससे पहले श्री मुखर्जी संसद भवन में कांग्रेस अध्यक्ष सोनिया गांधी से मिले थे। सूत्रों के अनुसार श्री करूणानिधि ने वित्त मंत्री से कहा कि कांग्रेस को सिर्फ ६० विधानसभा सीटों पर चुनाव लड़ने के समझौते का पालन करना चाहिए और इससे अधिक सीटें नहीं मांगनी चाहिए।
 श्री मुखर्जी ने डीएमके के मंत्री दयानिधि मारन के साथ भी बातचीत की थी उस समय कांग्रेस अध्यक्ष सोनिया गांधी के राजनीतिक सचिव अहमद पटेल और केन्द्रीय मंत्री गुलाम नबी आजाद भी मौजूद थे।
 डीएमके पार्टी के मंत्रियों ने मंत्रिमंडल से इस्तीफे देने का फैसला टाल दिया है।
 इस बीच, कांग्रेस के जानकार सूत्रों ने नई दिल्ली में बताया कि पार्टी के सभी विकल्प खुले हैं। तमिलनाडु के प्रभारी कांग्रेस महासचिव गुलाम नबी आजाद ने आशा व्यक्त की कि नतीजा अच्छा ही होगा।
 हमारे संवाददाता ने बताया है कि डीएमके ने सीट बटवारा वार्ता भंग होने के बाद शनिवार को केन्द्रीय मंत्रिमंडल से अपने मंत्री हटाने का फैसला किया था। पार्टी अध्यक्ष एम करूणानिधि ने कल अपने पार्टी नेताओं के साथ बातचीत के बाद संकेत दिया था कि वामपंथी दल उनके गठजोड़ में शामिल हो सकते हैं। श्री करूणानिधि ने कहा था कि ६० सीटों पर सहमति के बाद ६३ सीटों की कांग्रेस की मांग डीएमके के फैसले का एक कारण है। केन्द्रीय मंत्रिमंडल में पार्टी के छह मंत्री हैं। उसके कुल १८ सांसद हैं।

 उत्तरप्रदेश में कानून और व्यवस्था की स्थिति को लेकर समाजवादी पार्टी के सदस्यों ने आज लोकसभा की कार्यवाही में बाधा डाली। सदस्यों ने उत्तरप्रदेश सरकार के खिलाफ नारे लगाये और सदन के बीचोंबीच आ गये। ये सदस्य मायावती सरकार की बर्खास्तगी की मांग कर रहे थे। अध्यक्ष के बार बार अनुरोध के बावजूद इन सदस्यों ने सदन की कार्यवाही में बाधा डाली और इस कारण सदन की कार्यवाही तीन बार स्थगित करनी पड़ी।
 इससे पहले, सदन की कार्यवाही २० मिनट के लिए और बाद में १२ बजे तक स्थगित की गई थी। दिवंगत सांसद अर्जुन सिंह को श्रद्धांजलि अर्पित करने के बाद समाजवादी पार्टी के कुछ सदस्य सदन के बीचोंबीच आ गये और इस मामले में उत्तरप्रदेश सरकार के इस्तीफे की मांग करने लगे। इन सदस्यों ने नारे लगाते हुए उत्तरप्रदेश में कानून और व्यवस्था की स्थिति की शिकायत की। उन्होंने आरोप लगाया कि समाजवादी पार्टी के सदस्यों के आने जाने पर रोक लगाई जा रही है और राज्य में कर्फयू जैसी स्थिति उत्पन्न हो गई है।

   सरकार ने २०११-२०१२ के बजट में स्वास्थ्य के क्षेत्र के लिए आबंटन में २० प्रतिशत की वृद्धि का प्रस्ताव किया है। पिछले सोमवार को संसद में पेश किए गए बजट में आगामी वित्त वर्ष के दौरान इस क्षेत्र के लिए २६ हजार ७६० करोड़ रूपये देने का प्रस्ताव है। इसमें कहा गया है कि गरीबों और अधिक गरीबों के लिए राष्ट्रीय स्वास्थ्य बीमा योजना बुनियादी स्वास्थ्य सुविधाएं उपलब्ध कराने के मामले में प्रभावशाली रही है। यह योजना अब मनरेगा के लाभान्वितों, बीडी बनाने वालों और कुछ अन्य वर्गों को भी उपलब्ध कराने की व्यवस्था जा रही है। बजट के तहत खतरे वाले खनन कार्यों और सम्बद्ध उद्योगों के असंगठित श्रमिकों के लिए भी इस योजना को लागू करने का प्रस्ताव है।

 सरकार ने देश में इस वर्ष फरवरी तक राष्ट्रीय स्वास्थ्य बीमा योजना के तहत दो करोड़ ३१ लाख स्मार्ट कार्ड जारी किए हैं। श्रम और रोजगार मंत्री मल्लिकार्जुन खडगे ने एक प्रश्न के लिखित उत्तर में लोकसभा को बताया कि इस समय २५ राज्यों में यह योजना विभिन्न चरणों में चलाई जा रही है। २०१२-१३ तक गरीबी रेखा से नीचे के सभी श्रमिकों को इसका लाभ देने की कोशिश की जा रही है। इस योजना के तहत गरीबी रेखा से नीचे के परिवार को ३० हजार रूपए तक की स्वास्थ्य बीमा सुविधा का लाभ दिया जाता है। रोगी के परिवार को इतने खर्च तक कोई पैसा नहीं देना पड़ता है।

   सरकार ने कहा है कि हल्के वजन वाली १५५ एमएम होविट्जर तोपों का परीक्षण किया जा रहा है। इसके बाद ही अमरीका से इन तोपों को विदेशी सैन्य सामग्री की बिक्री व्यवस्था के जरिए खरीदा जाएगा। रक्षामंत्री ए के एंटनी ने आज लोकसभा में एक लिखित उत्तर में यह जानकारी दी। श्री एंटनी ने यह भी कहा कि फिलहाल हल्के वजन वाली होविट्जर तोपों और उनके सहायक उपकरणों को देश में ही बनाने का कोई प्रस्ताव नहीं है।

   उच्चतम न्यायालय ने आज इच्छा मृत्यु की अनुमति देने से इंकार कर दिया। न्यायालय ने ६० वर्षीय नर्स अरुणा रामचन्द्र शानबाग की ओर से दायर इच्छा मृत्यु याचिका खारिज कर दी। बलात्कार के बाद से सुश्री शानबाग पिछले ३७ वर्षों से मुम्बई के एक अस्पताल में कोमा में हैं।
 न्यायमूर्ति मारकंडेय काटजू और न्यायमूर्ति ज्ञानसुधा मिश्र की पीठ ने के.ई.एम. अस्पताल की नर्सों की ओर से किए गए अनुरोध को यह कहते हुए अस्वीकार कर दिया कि सचेतन इच्छामृत्यु गैर कानूनी है, लेकिन अति विशेष परिस्थितियों में अचेतन इच्छा मृत्यु की अनुमति दी जा सकती है।
 उच्चतम न्यायालय के अनुसार अरुणा के मामले में तथ्यों और परिस्थितियों को देखते हुए चिकित्सा संबंधी सबूत और अन्य सामग्री के आधार पर पीड़िता को इच्छा मृत्यु की इजाजत नहीं दी जा सकती, लेकिन पीठ ने यह भी कहा कि इस समय देश में इच्छा मृत्यु को लेकर कोई कानून नहीं है, इसलिए अचेतन इच्छा मृत्यु के सिद्धान्त के तहत अति विशेष परिस्थितियों में लाइलाज बीमार लोगों को इच्छा मृत्यु की अनुमति दी जा सकती है।
 पीठ ने स्पष्ट किया कि जब तक इस संबंध में संसद कोई कानून नहीं बनाती, तब तक सचेतन और अचेतन इच्छा मृत्यु के बारे में उसका फैसला लागू रहेगा।

 उच्चतम न्यायालय ने केन्द्र सरकार को निर्देश दिया है कि देश में एमबीबीएस और एमडी चिकित्सा पाठ्यक्रमों के लिए एक ही पात्रता और प्रवेश परीक्षा आयोजित की जाए। न्यायालय की पीठ ने इस आशय का आदेश जारी करते हुए कहा कि निजी चिकित्सा कॉलेजों को भी इसका पालन करना होगा। यह आदेश इसी शिक्षा सत्र से लागू किया जाएगा।

 स्टेट ट्रेडिंग कार्पोरेशन घरेलू बाजार में बिक्री के लिए छह हजार टन पामोलीन तेल आयात के लिए निविदा मगा रहा है। कार्पोरेशन के अनुसार पामोलीन तेल इंडोनेशिया और मलेशिया या दोनों देशों से आयात किया जाना चाहिए।

 उधर, सउदी अरब में सभी विरोध प्रदर्शनों और रैलियों पर पाबंदी लगा दी गई है। इससे पहले आंतरिक मामलों के मंत्रालय ने चेतावनी देते हुए आदेश जारी किया था कि प्रदर्शन करना इस्लामी कानून का उल्लंघन हैं।

 हालांकि ग्रुप ए की अंतिम दो टीम कनाडा और केन्या दोनों ही क्वार्टर फाइनल की दौड़ से बाहर हो चुकी है। फिर भी दोनों के बीच आज के मैच में यह देखना दिलचस्प होगा कि आपसी प्रतिष्ठा की लड़ाई में कौन बाजी मारता है। दोनों टूर्नामेंट में अब तक अपने तीन तीन मैच खेलकर भी कोई अंक नहीं जुटा पाए हैं। यहां तक कि दोनों को अब तक भारी पराजय का सामना करना पड़ा है। केन्या की टीम न्यूजीलैंड के हाथों १० विकेट से, पाकिस्तान के हाथों २०५ रन से और श्रीलंका के हाथों नौ विकेट से पराजय झेल चुकी हैं। वहीं कनाडा को अब तक श्रीलंका ने २१० रन से, जिम्बाब्वे ने १७५ रन से और पाकिस्तान ने ४६ रन से हराया है। दोनों ही टीम लचर बल्लेबाजी से परेशान है। कनाडा की टीम अब तक पूरे ५० ओवर नहीं खेल पाई हैं, जबकि केन्या तो किसी भी मैच में ३५ ओवर तक भी नहीं झेल पाई हैं। वैसे २००९ के बाद से इन दोनों के आपसी प्रदर्शन पर नजर दौड़ाए तो तब से आपस में खेले गए, तीनों मैच जीतकर कनाडा का पलड़ा भारी लगता है। हालांकि केन्या २००३ विश्व कप में सेमीफाइनल तक पहुंचा था। कनाडा का मनोबल इसलिए भी उंचा होगा, क्योंकि कोलम्बो में खेले गए अपने पिछले मैच में पाकिस्तान को १८४ रन पर समेट कर एक समय वह उलटफेर करने की स्थिति में लग रहा था। वैसे पिच क्यूरेटर राधेश्याम शर्मा के अनुसार कोटला की पिच में रन भरे है, जरूरत है तो इस बात की कि दोनों टीम के बल्लेबाज टिककर पूरे ५० ओवर खेल सके।
 इससे पहले, बंगलुरू में ग्रुप बी में, कल भारत ने आयरलैंड को पांच विकेट से हरा दिया। ग्रुप बी के ही एक अन्य मैच में चेन्नई में इंग्लैंड ने दक्षिण अफ्रीका को छह रन से हराया।

Prime Minister Dr Manmohan Singh today owned the responsibility for the appointment of P J Thomas as the Chief Vigilance Commissioner, CVC, describing it as an error of judgement. Making a statement in the Lok Sabha, Dr Singh said that the Supreme Court has quashed the appointment of Mr Thomas on public interest litigation and assured the House that government will adhere to the guidelines and directions given by the Apex Court in the appointment of the next CVC.
The Prime Minister gave the House the details of the appointment of Mr Thomas and made it clear that the Leader of the Opposition Ms Sushma Swaraj had given a dissenting note. Dissatisfied with the Prime Minister's statement's, member belonging to Left parties staged a protest walk out.

Samajwadi Party members today disrupted proceedings in the Lok Sabha on the alleged deterioration in law and order in Uttar Pradesh. The agitated members of the party continued to raised slogans against Uttar Pradesh government trooping into the well of the house. They sought dismissal of the Mayawati government. Despite repeated pleas by the Speaker to restore order in the house, they continued to disrupt the proceedings leading to the third disruption in the house. Earlier, the House was first adjourned for 20 minutes and later till 12. After making an obituary reference to Arjun Singh, some Samajbadi party members trooped into the well of the House demanding dismissal of the Uttar Pradesh government on the issue. Shouting slogans SP members complained against the law and order situation in Uttar Pradesh. They alleged the movement of the SP members is being restricted and a curfew-like situation prevails in the state. Responding to this the Leader of the House and Finance Minister, Mr. Pranab Mukherjee said that he has asked the Home Minister to ascertain the facts. Mr Mukherjee said the government will inform the house after getting the facts by this evening.

Both Houses of Parliament today paid tributes to sitting member of the Rajya Sabha and veteran congress leader Arjun Singh. He passed away in New Delhi on 4th of this month. In the Lok Sabha, members joined the Speaker Mrs. Meira Kumar in paying tributes to veteran leader and observed silence as a mark of respect to the departed soul. The government today said that over 2.31 crore smart cards have been issued under the Rashtriya Swasthya Bima Yojana in the country till February this year. In a written reply, in the Lok Sabha the Minister of Labour and Employment, Mr Mallikarjun Kharge informed the Lok Sabha that the scheme is presently being implemented in 25 states. He said that the scheme is being implemented in a phased manner and efforts are being made to cover all BPL workers by 2012-13. He said that the benefits under the scheme include smart card based cashless health insurance cover of 30 thousand rupees to a BPL family.

The government today said the hybrid electric vehicles are environmentally benign and provide an alternative to oil for transportation sector. In a written reply in the Lok Sabha, Commerce and Industry Minister Anand Sharma said the Ministry of New and Renewable energy has been implementing a broad based research, design and development and demonstration programme of battery operated vehicles. He said, hybrid cars have both an internal combustion engine with sufficient battery capacity to store the electricity generated from the engine.

State-owned trading firm State Trading Corporation ,STC, has invited bids to import 6,000 tonnes of Palmolein oil for sale in the domestic market. The bids will close on Thursday and a decision on awarding the contract would be taken on the same day. STC said on its website, the consignment is to be delivered at the Mumbai port and the import of palmolein should be from either Indonesia or Malaysia or both of them.
Finance Minister Pranab Mukherjee, while presenting the Union Budget 2011-12 had proposed an allocation of 300 crore rupees to bring 60,000 hectares land under palm plantation so as to increase palm oil production by about 3 lakh tonnes annually in five years.

Finance Minister Pranab Mukherjee today called DMK Chief M Karunanidhi over phone and urged him to reconsider the party's decision to withdraw its ministers from the UPA Government. Mr. Mukherjee, who had spoken to DMK Parliamentary Party Leader T R Baalu last night, called the Tamil Nadu Chief Minister and requested that his party should not pull out of the government when it is in the midst of the Budget Session.
Earlier, Mr. Mukherjee, who had a meeting with DMK Minister Dayanidhi Maran,  met Congress Chief Sonia Gandhi in Parliament House. Sources said Karunanidhi told Mukherjee that the Congress should abide by the agreement by which Congress will contest only 60 seats and not ask for more. During the meeting between Maran and Mukherjee, Political Secretary to Sonia Gandhi Ahmed Patel and Union Minister Ghulam Nabi Azad were also present.
Meanwhile, the DMK  ministers have postponed their resignations over seat sharing in the forthcoming Tamil Nadu Assembly elections.
Meanwhile, highly-placed Congress sources said in New Delhi that the party was keeping all options open. AIR correspondent reports, after seat-sharing talks between the two parties collapsed, the DMK announced on Saturday its decision to withdraw its ministers from the Manmohan Singh cabinet. The DMK yesterday seemingly hardened its stand even not ruling out Left parties joining its alliance. After an informal meeting with his party leaders, Karunanidhi had hinted about the possibility of Left parties joining the alliance. To a question, Karunanidhi had said the Congress' demand for 63 seats over the agreed number of 60 was one of the reasons for the DMK's decision. The DMK has six ministers and 18 MPs, allowing it to be an influential member of the coalition government at the Centre.

In Assam, the Chief Election Commissioner S.Y.Quraishi along-with two Election Commissioners  arrived in Guwahati this morning to review the poll preparedness. The State is going to poll on 4th and 11th of the next month in two phases. The notification for the first phase of polls will be issued on 10th of this month. Official sources said the full Election Commission is meeting the representatives of various political parties besides the district election officers and the Superintendents of Police. The Commission will also meet the Chief Secretary and the Director General of Police of the State to take overall stock of the situation and poll-related priority issues during their day-long deliberations.
In today’s deliberations, the three-member Election Commission will review the security matters in view of fresh threat of disturbance coming from the Paresh Baruah faction of the banned outfit ULFA and some newly-formed underground groups in the two hill districts of Karbi Anglong and North Cachar. Other issues like- seizure of illegal arms by surrendered militants and those staying in designated camps, and execution of non-bailable warrants are to be taken note of prominently. As of date, around 10,000 criminals with non-bailable warrants are roaming in the State without arrest by the police. The Commission will also monitor the implementation of election guidelines and review the steps taken for strict adherence to the model code of conduct and complaint monitoring and other arrangements for holding a free and fair election in the State. Meanwhile, hectic political activities are on in the State to finalize the list of candidates of different parties. This time, the ruling Congress has decided to offer around 40 per cent party tickets to the new faces. The party’s list of contesting candidates is likely to be released before 15th of this month. The Asom Gana Parishad is also releasing its second list of candidates this afternoon. On the other hand, in the State BJP camp, internal rift surfaced over allocation of tickets allegedly to some non-deserving candidates.

In Kerala, the two day crucial meeting of the CPIM state committee began today to decide about the possibility of Chief Minister S Achuthanandan leading the party in the forthcoming assembly election. Party General Secretary Prakash Karat, politburo member S Ramachandran Pillai are likely to join the meeting later today. Achuthanandan has already expressed willingness to be in the fray. However, final decision has to be taken by the state unit of CPIM which is quite likely by Thursday. Inner party meetings of LDF constituents are also underway. Meanwhile, Congress has also started discussions on seat sharing with other political parties in UDF fold. BJP state unit is likely to announce a list of 40 to 50 candidates in a day or two. The Supreme Court today dismissed the plea for mercy killing on behalf of a 60-year-old nurse, Aruna Ramachandra Shanbaug. The nurse has been living in a vegetative state for the last 37 years in a Mumbai hospital after a brutal sexual assault. A bench of justices Markandey Katju and Gyan Sudha Mishra dismissed the plea filed on behalf of the KEM hospital nurses , saying that while active euthanasia was illegal,  passive euthanasia can be permissible in exceptional circumstances. The apex court said that as per the facts and circumstances of Aruna's case, medical evidence and other material suggest that the victim need not be subjected to euthanasia. The bench, however, said since there is no law presently in the country on euthanasia, mercy killing of terminally ill patients under passive euthanasia doctrine can be resorted to in exceptional cases.  The bench clarified that until Parliament enacts a law, its judgement on active and passive euthanasia will be in force.

A bench of the apex court passed the order, saying that it will also be applicable for the private medical colleges in the country.The orders are to be implemented from this academic session.

Government is ensuring  all possible help in seeking safe release of the sailors held captive by Somali pirates for more than seven months. The External Affairs Minister Mr.S M Krishna met Egyptian Ambassador Khaled el Bakly in New Delhi and discussed the recent incident of Somali pirates hijacking a ship which had among others six Indian sailors on board. Mr. Bakly has agreed to coordinate with the ship owner who is an Egyptian. The Panama-flagged vessel, MV Suez, was captured by the pirates on August 2 last year. The ship's crew includes four Pakistanis, six Indians, four Sri Lankans and 11 Egyptians.  The Somali pirates have reportedly demanded 4 million US Dollars for release of the six Indians and given a week-long deadline for meeting their demand, which is to expire shortly. The families of captives have been demanding immediate and resolute action by the Centre in the matter.

In Libya, rebels are trying to hold back an intensified counter-offensive by forces loyal to Col Muammar Gaddafi.Rebels said they repelled government forces from Zawiya, west of Tripoli, after intense fighting. Further east, government troops fought their way into Misrata using tanks and artillery, before being forced back.Helicopter gunships strafed the coastal town of Bin Jawad, prompting a retreat by rebels who had captured it on Saturday.   Meanwhile, the UN says Col Gaddafi's government has agreed to allow a humanitarian assessment team to visit Tripoli. The UN has appointed former Jordanian foreign minister Abdelilah al-Khatib as its special envoy to Libya. The UN has also demanded immediate access to Misrata to help the injured. Some of Sunday's heaviest fighting was reported in Misrata, 200km east of Tripoli.  Reuters reports at least 18 people were killed before the pro-Gaddafi forces were pushed out of the city five hours later.

In Bahrain, protesters are camping at the capital's Pearl Square calling for sweeping political reforms in the country. Thousands of demonstrators formed human chain yesterday in front of Manama's Al-Qudaibiya Palace, where Bahrain's cabinet meets. AIR West Asia correspondent reports, protestors want 2002 constitution be scrapped, which they say gave too much power to the monarchy.

Demonstrations in Bahrain entered in to fourth week and there is no sign of talks between government and opposition despite several concessions announced by King, which include release of political prisoners, and financial concessions. Facing security forces and government supporters, Yemeni protestors are regularly demonstrating against their president who is in power for more than 32 years. Some other countries including Jordan and Oman, which faced protest movements, have taken political and economic steps to deal with the crisis. But these have been proved insufficient so far as protestors seem determined to compromise no less than sweeping political and economic reforms.

The Bombay Stock Exchange benchmark Sensex fell by over 262 points in the early trade today. It was trading at  18192, down by over 294 points a short while ago. Crude oil prices rose to a two-and-a-half year high amid concerns that the unrest in Libya could turn into a full-blown civil war. US crude rose by 1.81 dollar to 106.23 dollar per barrel, the highest price since September 2008.  Brent crude gained 1.17 dollar to 117.14 dollar per barrel.  There are concerns that the continuing unrest in Libya could send oil prices even higher, derailing the global economic recovery.

President Hamid Karzai has told the US commander of foreign troops in Afghanistan that his apology for the deaths of nine children in an air strike is not enough.  Mr Karzai said at a cabinet meeting attended by Gen David Petraeus that the people of Afghanistan want Mr. Petraeus to stop the killings of civilians. The children were killed in a NATO strike on Tuesday. Hundreds of people demonstrated yesterday to denounce the killing of civilians.

The US Defence Secretary Robert Gates has arrived in the Afghan capital, Kabul.  US officials said his trip will focus on preparations for the transfer of security responsibility to Afghan forces, which is due to start in July. Gates will visit several areas where authorities say Afghan troops are playing a larger role in military operations and new local police units are beginning to have an impact.  Gates will also meet Afghan President Hamid Karzai and senior US and NATO commanders.

The congressional hearings have been convened by Republican Congressman Peter King. An international team, led by the Australian National University, has found that people who are overweight or obese in midlife have a raised risk of developing the most common form of dementia later in life.
