मणिपुर में ६० सदस्यों की विधानसभा के लिए मतदान शुरू हो गया है। वोट दोपहर तीन बजे तक डाले जा सकते है। हमारे संवाददाता ने खबर दी है कि स्वतंत्र और निष्पक्ष मतदान सुनिश्चित करने के लिए सभी मतदान केन्द्रों पर सशस्त्र सुरक्षा गार्ड तैनात किए गए हैं।

मणिपुर विधानसभा की ६० सीटों के लिए मतदान आज सुबह ७ बजे शुरू हो गया। इन दिनों पड़ रही तेज सर्दी के बावजूद मतदान केंद्रों पर मतदाताओं की कतारें देखी जा सकती हैं। चुनाव के दौरान किसी भी प्रकार की गड़बड़ी से निपटने के लिए सुरक्षा के कड़े बदांेबस्त किये गये हैं। कंद्रीय अर्धसैनिक बलों की ३५० कंपनियों किसी भी आपात स्थिति से निपटने के लिए तैयार हैं। प्रशासन ने इस बार सभी मतदान केंद्रों पर फोटोग्राफी की व्यवस्था भी की है। आज के मतदान में मणिपुर के १७ लाख ४० चालीस हजार मतदाता २७९ उम्मीदवारों की किस्मत का फैसला करेंगे।

पंजाब विधानसभा चुनाव के लिए प्रचार आज शाम समाप्त हो रहा है।  विधानसभा की ११७ सीटों के लिए सोमवार को मतदान होगा। निर्वाचन आयोग ने  स्वतंत्र और निष्पक्ष मतदान सुनिश्चित करने के लिए सभी आवश्यक प्रबंध किए हैं। हमारे संवाददाता का कहना है कि पार्टियों ने आज भी चुनाव रैलियां आयोजित की हैं।

चुनाव प्रचार के अंतिम दिन आज भी सभी दलों के प्रमुख नेताओं ने रैलियां रखी हुई हैं, ताकि अंतिम क्षणों का लाभ लिया जा सके। राजनीतिक दलों ने रैलियों, घर-घर जाकर लोगों से मिलने का सिलसिले के साथ-साथ मोबाइल मैसेज, इंटरनेट मीडिया का भी खुलकर प्रयोग किया। फेसबुक व ट्यूटर जैसी सामाजिक साइट पर अपने-अपने पक्ष रखे और लोगों के विचार भी जाने। सबसे बड़ी बात इस बार चुनाव प्रचार के दौरान कोई शोरगुल नहीं रहा और कुल मिलाकर चुनाव प्रचार शांति से चला।

उत्तराखण्ड में विधानसभा के ७० सदस्यों के चुनाव के लिए प्रचार भी आज शाम समाप्त हो जाएगा। वहां सोमवार को वोट डाले जाएंगे। राज्य के पर्वतीय क्षेत्रों में सुचारू मतदान के लिए दो हैलीकॉप्टरों को अलर्ट रखा गया है। हमारे संवाददाता का कहना है दुर्गम पहाड़ी क्षेत्रों के लिए मतदान कर्मियों के दल पहले ही रवाना हो चुके हैं।

मुख्य निर्वाचन अधिकारी राधा रतूड़ी के अनुसार राज्य में करीब १८०० मतदान केंद्र संवेदनशील और लगभग १२०० मतदान केंद्र अति संवेदनशील चिन्हित किये गये हैं। जहां शांतिपूर्ण, निष्पक्ष और स्वतंत्र मतदान सुनिश्चित करने के लिए सुरक्षा के कड़े उपाय किये गये हैं। उन्होंने बताया कि ७५ कंपनी के अर्धसैनिक बल के अलवा पड़ोसी राज्यों उत्तर प्रदेश और हिमाचल से करीब १२ हजार जवानों को राज्य के विभिन्न हिस्सों में तैनात किया गया है। इस बीच विभिन्न स्थानों पर वाहनों की चैकिंग के दौरान एक करोड़ इक्कीस लाख रुपये नकद जब्त किये गये हैं। इसके अलावा करीब १२ हजार लीटर शराब भी बरामद की गई है।

उत्तर प्रदेश में विधानसभा चुनाव के पांचवें चरण में आगरा, अलीगढ़, कानपुर, झांसी और चित्रकूट धाम मण्डलों के तेरह जिलों में ४९ सीटों के लिए नामांकन प्रक्रिया, आज राज्यपाल बी एल जोशी द्वारा अधिसूचना जारी किए जाने के साथ शुरू होगी। इस चरण में मतदान २३ फरवरी को होगा।
हमारे लखनऊ संवाददाता ने खबर दी है कि नाम वापस लेने की प्रक्रिया समाप्त होने के बाद दूसरे चरण के चुनाव प्रचार में तेजी आ गई है।

राज्य में दूसरे चरण के लिए ५९ विधानसभा क्षेत्रों में चुनावी संघर्ष की तस्वीर साफ हो गई है। इस चरण में बस्ती, गोरखपुर, आजमगढ़ और वाराणसी मंडलों के नौ जिलों में ११ फरवरी को वोट डाले जायेंगे। कुल १०९९ उम्मीदवार मैदान में हैं। तीसरे चरण के ५६ विधानसभा क्षेत्रों में नामांकन पत्र भरने का काम आज शाम पूरा हो रहा है। अभी तक ७२९ उम्मीदवार अपने पर्च दाखिल कर चुके हैं। इलाहाबाद में बहुजन पार्टी विधायक पूजापाल के खिलाफ आदर्श आचार संहिता के उल्लंघन को लेकर प्राथमिकी दर्ज कराई गई है। अब तक राज्य में चार हजार से अधिक प्राथमिकी दर्ज कराई जा चुकी हैं। सुनील शुक्ल, आकाशवाणी समाचार लखनऊ

उच्चतम न्यायालय ने विदेश मंत्री एस एम कृष्णा के खिलाफ कथित अवैध खनन मामले की जांच लोकायुक्त पुलिस से कराने के आदेश पर रोक लगा दी है। न्यायालय की पीठ ने कहा कि लोकायुक्त के समक्ष पूरक रिपोर्ट पेश न हो पाने से कार्रवाई पूरी नहीं हो पाई थी, इसलिए लोकायुक्त अदालत का जांच कराने का फैसला समय से पहले दिया गया लगता है। न्यायालय की पीठ ने नोटिस जारी कर कर्नाटक सरकार और शिकायतकर्ता से तीन सप्ताह के भीतर जवाब मांगा है।
न्यायालय ने यह आदेश विदेश मंत्री एस एम कृष्णा की याचिका पर दिया। श्री एस एम कृष्णा के खिलाफ यह आरोप कथित रूप से अवैध खनन के मामले से संबंधित है, जब वह १९९९ से २००४ के दौरान कर्नाटक के मुख्यमंत्री थे। श्री कृष्णा ने अपनी याचिका में तर्क दिया था कि इस बारे में निर्णय राज्य मंत्रिमंडल द्वारा सामूहिक रूप से लिया गया था और इसके लिए किसी एक व्यक्ति को जिम्मेदार नहीं ठहराया जा सकता।
इससे पहले कर्नाटक उच्च न्यायालय ने इस मामले में जांच रोकने से इन्कार कर दिया था।

सरकार ने चालीस करोड़ लोगों को आधार नम्बर जारी करने के लिए अतिरिक्त ५७ अरब ९१ करोड़ रुपये मंजूर किए हैं। गृहमंत्री पी. चिदम्बरम ने मंत्रिमंडल की बैठक के बाद संवाददाताओं को बताया कि बीस करोड़ लोगों को भारतीय विशिष्ट पहचान प्राधिकरण पहले ही आधार संख्या जारी कर चुका है। आशा है कि यह काम अगले वर्ष जून तक पूरा कर लिया जाएगा। उन्होंने कहा कि जिन राज्यों में प्राधिकरण ने आधार नम्बर देने की प्रक्रिया पूरी कर ली है, वहां ये मान्य होंगे और शेष १६ राज्यों और केन्द्रशासित प्रदेशों में राष्ट्रीय जनसंख्या रजिस्टर मान्य होगा।

अधिकतर मामलों में दोहराव और लागत की समस्या से निजात पा लिया गया है, फिर भी इस संभावना से इंकार नहीं किया जा सकता कि कुछ मामलों आधार पहचान और जनसंख्या रजिस्ट्रर में दोहराव हो सकता है। लेकिन इसके लाभ को देखते हुए यह जायज है। इससे एक व्यापक एनपीआर डाटा-बेस और आधार डाटा-बेस तैयार होगा।
श्री चिदम्बरम ने कहा कि देश में प्रत्येक व्यक्ति की बायो-मीट्रिक पहचान और आधार संख्या होगी।

बसंत पंचमी कें अवसर पर आज इलाहाबाद में पवित्र संगम पर बड़ी संख्या में लोग डुबकियां लगा रहे हैं और देवी सरस्वती की पूजा-अर्चना कर रहे हैं। हमारे संवाददाता का कहना है कि इस अवसर पर माघ मेले में कई सांस्कृतिक कार्यक्रम आयोजित किए गए हैं।

ऑस्टे्रलिया ने एडिलेड में चौथे और अंतिम क्रिकेट टैस्ट मैच में भारत को २९८ रन से हराकर चार मैचों की श्रृंखला ४-० से जीत ली है। विदेशी धरती पर भारत ने लगातार दूसरी श्रृंखला गंवाई है।
जीत के लिए भारत को पांच सौ रन बनाने थे। भारत ने आज दूसरी पारी में ६ विकेट पर १६६ रन से आगे खेलना शुरू किया और पूरी टीम २०१ रन बनाकर आउट हो गयी। तेज गेंदबाज पीटर सिडल को मैन ऑफ द मैच और ऑस्ट्रेलिया के कप्तान माइकल क्लार्क को मैन ऑफ द सीरीज घोषित किया गया।

संयुक्त राष्ट्र सुरक्षा परिषद् ने सीरिया में महीनों से चल रही हिंसा समाप्त करने के लिए एक मसौदा प्रस्ताव पर विचार किया है। प्रस्ताव में अरब लीग की शांति योजना का समर्थन किया गया है। इस योजना में राष्ट्रपति असद से उप राष्ट्रपति को सत्ता सौंपने की अपील की गई है।

In Manipur, brisk polling is being reported from several polling stations right from the start of polling at seven this morning for the 60-member State Assembly Elections. Polling will continue till three in the afternoon. More form our Imphal correspondent;

"Long queues are seen in front of several polling stations much before the polling began. I have visited several polling stations in and around Imphal and have seen much enthusiasm among the voters. Reports received from the hill districts also show similar turn out of voters. In Chandel District, braving the morning chill voters in large numbers came out from their houses and they are waiting their turn to cast votes. In Punjab, campaigning for the 117-member Assembly polls ends this evening.  Polling will take place on Monday. Central forces along with the state police have been deployed in cities and rural areas near polling centres. All polling material, including the electronic voting machines will reach the polling booths on Sunday and will be kept under tight security. Our correspondent brings us more;

"On the last day of open campaign, star campaigners of all political parties are addressing rallies during the day. Very little period was there this time for the campaign. Door to door contact, small meetings, mobile message, use of Internet remained main features this year. Candidates and parties used Internet, Facebook and Twitter to present their programme and to get feedback also. Parties also used electronic & print media. In Uttarakhand, active campaigning comes to end this evening for the 70-member assembly, for which polling will be held on Monday. 800 candidates are in the fray, including independents. Our correspondent reports that the Election Commission has made elaborate arrangements to ensure free and fair polls.

"According to Chief Electoral Officer of State Radha Raturi, about 1,800 polling stations have been declared as sensitive and 1,252 as hyper sensitive. She said that 25 companies of para-military force and about 12,000 home guard of Uttar Pradesh and Himachal have been deployed in the state. Meanwhile, a cash of nearly one crore thirty one lakh has, so far, been seized in various parts of the state. Apart from this, about 12,000 litre of liquor was also seized in last few days. In Uttar Pradesh, the nomination process for the fifth phase of Assembly elections in 49 seats, spread over 13 districts from Agra, Aligarh, Kanpur, Jhansi and Chitrakoot Dham divisions, begins today with the issuance of notification by Governor B L Joshi. Voting will take place on February the 23rd. Our correspondent reports polling in this phase would be held under the new delimitation, with 11 new seats replacing as many old seats.

"Battle lines for phase two elections in 59 constituencies spread over 9 districts from Basti, Gorakhpur, Varanasi and Azamgarh divisions have drawn with ending of withdrawal of nomination papers. 1,099 candidates are in the fray for polling on February 11. Nomination process for phase three elections comes to an end this evening. 729 candidates have filed their papers till now in 56 assembly constituencies. 66 nomination papers have been filed for phase four polling. February one is last date for nominations for this phase. More than four thousand FIRs have been lodged in connection with violation of model code of conduct across the state. The Government has cleared an additional amount of over 5,791 crore rupees for the 'Aadhaar' scheme to enroll another 40 crore people under the scheme. Home Minister P Chidambaram told reporters after a Cabinet Committee meeting yesterday on the Unique Identification Authority of India, UIDAI that 20 crore Aadhaar numbers have already been allocated. The Minister expressed hope that the entire exercise will be completed by June next year. He said, the Aadhaar Number would apply in the states where UIDAI had completed its exercise and in the remaining states and Union Territories, the National Population Register number would be applicable. Replying to a question, the Home Minister did not rule out a little duplication or overlapping, considering the huge population in the country.

"Most avoidable duplication and avoidable cost have been avoided. There will still be a small area of overlap, as I said, given the benefits that we expect to get out of the NPR and AADHAR. I think, the unavoidable minor duplication of unavoidable minor duplication in cost is well worth paying the price, in order to read the benefits that you will get out of a comprehensive NPR data base and an AADHAR data base."

The Supreme Court has stayed the Karnataka Lokayukta Police probe against External Affairs Minister S M Krishna in the alleged illegal mining case. A bench of the  Apex Court said, the probe ordered by the Lokayukta court was premature, as the proceedings before the ombudsman were incomplete on account of failure in submission of the supplementary report. The bench issued a notice and sought a response within three weeks from the Karnataka government and the complainant, on whose plea the FIR was registered. The Karnataka High Court had, earlier, declined to quash the probe in the case.

Finance Minister Pranab Mukherjee will share his views on Indian and global economic conditions with business leaders during his two-day visit to Chicago in the United States beginning today. Our correspondent reports that Mr Mukherjee will address the Chicago Council on Global Affairs, where many business leaders, including those from the Chicago-headquartered Boeing, Caterpillar, McDonalds, Kraft, Abbott Laboratories and Sara Lee, are likely to be present.

Four Indian fishermen were killed and eight injured in an attack by two groups of Bangladeshi pirates last night in the Bay of Bengal. They also hijacked a trawler carrying twelve fishermen. Eight pirates have been captured by the fishermen. Sub Divisional Officer of Kakdwip, in West Bengal, Rahul Majumdar said that a group of pirates fired at the fishermen travelling in a trawler at Kendua in the bay, resulting in four fishermen being killed. Another group of pirates hijacked a trawler carrying twelve fishermen and sailed away towards Bangladeshi waters. A group of Indian fishermen, who were nearby in the waters in the Bay of Bengal, confronted the pirates and managed to catch eight of the pirates.

In Jharkhand, police officer Sunesh Ram, allegedly abducted by Maoists after a landmine blast a week ago, is still untraced. Garhwa SP Michael S Raj told reporters that the police are looking into it. He said that three persons were being questioned in connection with the incident. On January 24, the Bargarh village head Ramdas Minz and his aide Fida Hussain were arrested on charges of conniving with the Maoists who triggered the landmine blast, killing 13 policemen in the jungles of Bariganwa of the district.

The National Commission for Protection of Child Rights has asked the police to conduct a detailed investigation into the case of the abandoned two-year-old battered child in AIIMS and to submit a factual report within a fortnight. The child, whose parents are untraced, is undergoing treatment at the neurosurgery ICU of the AIIMS trauma centre. She has suffered two cardiac arrests in the past few days.

On the occasion of Basant panchami today a large number of devotees are taking a holy dip at the Sangam in Allahabad and offering their obeisance to goddess Saraswati. Our correspondent reports that pilgrims have been reaching the Sangam and many other Ghats of the Ganga for a holy dip.

"Thousands of people reaching at Sangam for holy dip since early morning. Devotees are offering their special obeisance in different temples at nearby places. Since this day is also marked as the Saraswati puja, special worships for Goddess Saraswati are being organised in different religious camps at Sangam and other public places in Allahabad, Varanasi and other places in the state. The UN Security Council has discussed a draft resolution to end months long violence in Syria.  The resolution endorses an Arab League peace plan which calls upon President Assad to delegate power to his Deputy who would work with the Syrian National Unity government. Russia says it cannot support some parts of the resolution but it is ready to discuss it. Syria's ambassador to the United Nations Bashar al Ja'afari has strongly opposed the draft resolution.

मणिपुर में विधानसभा की ६० सीटों के लिए तेजी से मतदान चल रहा है। राज्यभर से मिली खबरों के अनुसार दिन में एक बजे तक लगभग पचास प्रतिशत वोट पड़ चुके थे। सेनापति जिले में हिंसा की छिटपुट घटनाओं को छोड़कर मतदान शान्तिपूर्वक चल रहा है।

मणिपुर में सभी मतदान केन्द्रों पर भारी मतदान जारी है। चुनावकर्मियों द्वारा चुनाव प्रक्रिया के सख्त पालन के कारण मतदाताओं की भारी तादाद के बावजूद मतदान की गति थोड़ी धीमी है। पर्वतीय सेनापति जिले के अन्तर्गत तदूबी आरक्षित विधानसभा क्षेत्र के दो मतदान केन्द्रों पर दो उम्मीदवारों के समर्थकों के बीच झड़प की वजह से मतदान स्थगित कर दिया गया है। इसी विधानसभा क्षेत्र के अन्तर्गत सुरक्षाकर्मियों को भीड़ द्वारा मतदान केन्द्रं पर कब्जा करने से रोकने के लिए हवा में गोली चलानी पड़ी। अभी इस मतदान केन्द्र पर मतदान सामान्य रूप से चल रहा है। चूडा चांदपुर जिले में राज्य सरकार के साथ सन्सपेंशन और ऑपरेशन से समझौता कर चुके उग्रवादियों ने भी पहली बार  डाक द्वारा अपना वोट डाला। इस बार चुनाव आयोग और राज्य प्रशासन ने मतदान केन्द्रों में फोटोग्राफी की भी व्यवस्था की है। आकाशवाणी समाचार के लिए इम्फाल से  इबोम्चा शर्मा के साथ राजीव रूस्तगी।

निर्वाचन आयोग ने उत्तर प्रदेश में एक स्टिंग ऑपरेशन पर संज्ञान लेते हुए मान्यता प्राप्त दलों को नोटिस जारी किए हैं। इस स्टिंग ऑपरेशन में उम्मीदवारों को अपने चुनाव खर्च पूरे करने के लिए कम्पनियों के अधिकारियों से कथित रूप से पैसा मांगते दिखाया गया था। निर्वाचन आयोग ने राज्य के मुख्य चुनाव अधिकारी और आयकर विभाग से भी कहा है कि वे एक निजी टीवी चैनल द्वारा दिखायें गए स्टिंग ऑपरेशन में शामिल कथित लोगों के खिलाफ शिकायत दर्ज करें और जांच करें। आयकर विभाग से कहा गया है कि इसमें लगाया गया धन कहां से आया है, इसकी जांच की जाए।
हमारे संवाददाता ने बताया है कि स्टिंग ऑपरेशन में संभावित उम्मीदवारों  ने यह स्वीकार किया कि उनका चुनाव खर्च एक से दो करोड़ रुपये तक रहेगा, जिसमें डमी उम्मीदवारों के नाम पर खर्च को दिखाया जाना शामिल है।
राज्य में विधानसभा चुनाव के पांचवे चरण के लिए नामांकन पत्र भरने का काम आज शुरू हुआ। इस चरण में २३ फरवरी को राज्य के मध्यवर्ती और बुंदेलखंड क्षेत्रों के १३ जिलों की ४९ सीटों के लिए एक करोड़ ५३ लाख से अधिक मतदाता वोट डाल सकेंगे।
इस बीच, मतदान के दूसरे चरण के लिए नामांकन प्रक्रिया पूरी हो गई है। इस चरण में ११ फरवरी को मतदान होगा। उन इलाकों में चुनाव प्रचार तेज हो गया है जहां पहले और दूसरे चरण में मतदान होना है। विभिन्न  दलों के कई बड़े नेता आज पूर्वी उत्तर प्रदेश में चुनाव रैलियों को संबोधित कर रहे हैं। निर्वाचन आयोग ने चुनाव तैयारियों का जायजा लेने के लिए कल गोरखपुर में चुनाव अधिकारियों के साथ बैठक की। हमारे संवाददाता ने बताया है कि निर्वाचन आयोग ने इस बार मतदाताओं को प्रोत्साहित करने के लिए कई उपाय किए हैं।

पंजाब विधानसभा चुनाव के लिए आज प्रचार का आखिरी दिन है। राज्य में सोमवार को वोट डाले जायेगे। कल केवल घर-घर जाकर ही प्रचार किया जा सकेगा। विधानसभा की ११७ सीटों के लिए कुल एक हजार ८० उम्मीदवार चुनाव मैदान में हैं। हमारे संवाददाता ने बताया है कि समूचे राज्य में पुलिस के साथ-साथ अर्धसैनिक बल और पंजाब सशस्त्र पुलिस के जवान तैनात किए गए हैं।

सीरिया में हिंसा में बहुत अधिक वृद्धि होने की खबर है। सीरिया में अरब लीग निगरानी मिशन के प्रमुख जनरल मोहम्मद अहमद मुस्तफा अल डाबी ने कहा है कि सीरिया में विशेष रूप से मध्यवर्ती शहरों होम्स और हामा तथा उत्तरी इदलीब क्षेत्र में हिंसा बहुत बढ़ गई है। सीरिया के मानवाधिकार संगठन का मानना है कि पिछले दो दिन में करीब एक सौ दस लोग मारे गए हैं। कल संयुक्त राष्ट्र सुरक्षा परिषद की बैठक हुई जिसमें अरब लीग द्वारा तैयार प्रस्ताव के मसौदे पर विचार किया गया। इसमें राष्ट्रपति बशर अल अशद से अपने सहयोगी को सत्ता सौंपने को कहा गया है जो दो महीने के अंदर विपक्ष के साथ मिलकर राष्ट्रीय एकता सरकार का गठन करेंगे। सुरक्षा परिषद ने आमतौर पर इस योजना का स्वागत किया लेकिन रूस और चीन ने श्री असद के खिलाफ किसी भी प्रस्ताव का विरोध किया। रूस का कहना है कि वह इस प्रस्ताव के कुछ हिस्सों का समर्थन नहीं करता लेकिन इस पर विचार करने के लिए तैयार है। फ्रांस ने संयुक्त राष्ट्र में सीरिया के बारे में राजनयिक प्रक्रिया को आगे बढ़ाने में प्रमुख भूमिका निभाई है।

पाकिस्तान में सिंध में आज प्रमुख राजनीतिक दल २०वें संशोधन के खिलाफ विरोध प्रकट कर रहे हैं। एक स्थानीय टीवी के अनुसार सार्वजनिक वाहन न चलने से लोगों को रोजमर्रा के कामों के लिए मुश्किलों का सामना करना पड़ रहा है। अधिकांश सामाजिक संगठनों ने इसका समर्थन किया है। सिंध बचाओं समिति ने पूर्ण बंद और चक्काजाम का आहवाहन किया है। आशंका व्यक्त की गई है कि २०वां संशोधन सिंध प्रांत को विभाजित करने के लिए किया गया है। मुत्तेहिदा कौमी मूवमेन्ट ने राष्ट्रीय असेम्बली में हाल ही में २०वां संशोधन पेश किया था जिसमें नये प्रांत के गठन का प्रारूप बनाया गया।

अफगानिस्तान के राष्ट्रपति हामिद करजई अफगानिस्तान से अपने सैनिक वापस बुलाने के फ्रांस के फैसले के बाद ब्रिटेन के प्रधानमंत्री डेविड कैमरून से बातचीत करने के लिए वहां गए हैं। राष्ट्रपति करजई और श्री कैमरून एक समझौते पर हस्ताक्षर करेंगे जिसमें यह फैसला किया जाएगा कि २०१४ में अफगानिस्तान से ब्रिटिश सैनिकों की वापसी के बाद दोनों देश किस तरह मिलकर काम करेंगे।

वित्त मंत्री प्रणब मुखर्जी अमरीका में शिकागो की दो दिन की यात्रा पर आज रवाना हुए। अपने इस यात्रा पर वे शिकागो की वैश्विक मामलों संबंधी परिषद को संबोधित करेंगे, जहां उद्योगजगत के बड़ी संख्या के प्रमुख कारोबारियों के भाग लेने की उम्मीद है। सरकारी विज्ञप्ति के अनुसार वित्त मंत्री भारतीय और वैश्विक अर्थव्यवस्था के बारे में अपने विचार व्यक्त करेंगे, ऐसे समय में जब विश्व अर्थव्यवस्था की स्थिति संकट के दौर से गुजर रही है।
श्री प्रणब मुखर्जी शिकागो कला संस्थान में स्वामी विवेकानंद स्मारक पट्टिका का अनावरण भी करेंगे। संग्रहालय संबंधी विवेकानंद स्मारक कार्यक्रम के एक समझौते पर भी हस्ताक्षर किए जाएंगे। यह कार्यक्रम शिकागो कला संस्थान, भारत सरकार के साथ मिलकर चलाएगा। श्री मुखर्जी शिकागो कला संस्थान में गुरूदेव रविन्द्रनाथ ठाकुर की चित्रकला प्रदर्शनी का उद्घाटन करेंगे। इस प्रदर्शनी में गुरूदेव के ६१ चित्रों को प्रदर्शित किया जाएगा।

प्रधानमंत्री ने युवाओं का आह्‌वान करते हुए कहा है कि देश में  विकास के लिए रचनात्मक और प्रतिभाशाली युवा नेताओं की आवश्यकता है। नई दिल्ली में आयोजित गणतंत्र दिवस के मौके पर एन.सी.सी शिविर में डॉक्टर मनमोहन सिंह ने देश के युवाओं को प्रशिक्षित करने के लिए एनसीसी को बधाई दी। उन्होंने कहा कि युवाओं को सही समय पर, उचित अवसर प्रदान करने से देश के सभी क्षेत्रों में विकास की पूरी संभावनाएं हैं।

भारतीय प्रतिभूति और विनिमय बोर्ड-सेबी द्वारा गठित अंतर्राष्ट्रीय सलाहकार बोर्ड ने देश में म्युचुअल फंड उद्योग की पहुच बढ़ाने का सुझाव दिया है। बोर्ड ने जोर देकर कहा है कि इस क्षेत्र में लोगों की भागीदारी    बढ़ाने के लिए म्युचुअल फंड उद्योग को निवेशकों को इसके फायदों के बारे में जागरूक करना होगा। पिछले वर्ष सितंबर में गठित अंतर्राष्ट्रीय सलाहकार बोर्ड ने नई दिल्ली में अपनी पहली बैठक में छोटे निवेशकों की भागीदारी   बढ़ाने के लिए सेबी द्वारा उठाए गए कदमों पर विचार किया। इस बैठक में देश के प्रमुख पूंजी बाजार की मौजूदा स्थिति पर भी चर्चा की गई और छोटी कंपनियों को सूचीबद्ध करने और उनके कारोबार के लिए मंच उपलब्ध कराने पर जोर दिया गया।

बिहार के मुख्यमंत्री नीतिश कुमार ने आज औरंगाबाद जिले के सिवानपुर गांव में नबीनगर ताप बिजली परियोजना की आधारशिला रखी।इस बिजलीघर में तीन हजार, तीन सौ मेगावाट बिजली का उत्पादन होगा और इससे बिहार को ७० प्रतिशत और शेष बिजली पूर्वी क्षेत्र के राज्यो को मिलेगी। हमारे पटना संवाददाता ने खबर दी है कि जिन किसानों की भूमि इस परियोजना के लिए अधिगृहीत की गई है, उन्हें प्रति एकड़ २१ लाख रूपये दिये जायेंगे।

इलाहाबाद में आज सुबह से संगम में बड़ी संख्या में लोग स्नान कर रहे हैं। मेला अधिकारियों के अनुसार अब तक २५ लाख लोग संगम में स्नान कर चुकें है। हमारे संवाददाता ने बताया है कि मेला क्षेत्र में विशेष धार्मिक अनुष्ठान और सांस्कृतिक कार्यक्रम आयोजित किए गए है।

In Manipur, peaceful polling is reported for the 60-member state assembly elections today.However, a few stray incidences of violence reported in the hill district of Senapati. Our correspondent reports that about 50 per cent voters exercised their franchise till 1 PM.

Heavy turnout of voters is reported from all the polling stations and brisk polling is still going on. Despite heavy turn out of voters polling process is slow. This is due to the strict compliance of the poll process by the polling officials. Meanwhile, polling has been suspended in two polling stations under Tadubi reserved Assembly Constituency of Senapati District following a clash between supporters of two rival candidates. In another polling station under the same constituency, security guards opened fire to foil an attempt to capture booth by an unruly mob. Normal polling in the station is continuing. The Election Commission has issued notices to recognised political parties in poll-bound Uttar Pradesh taking cognisance of a sting operation allegedly showing aspiring candidates seeking money from corporates to meet their election expenditure.

The EC also asked the Chief Electoral Officer of the state and the Income Tax department in Lucknow to file complaints and conduct probe against the people who were shown in the sting operation aired by a private TV channel. It has asked the I-T department to probe the source of any bribe funds entailed in the incident.

Our Correspondent reports, that in the sting operation, aspiring candidates had admitted that their election expenditure will be between one to three crore rupees which includes expenses in the name of dummy candidates.

The nomination process for fifth phase of Uttar Pradesh assembly elections began today.

Polling for 49 seats spread over 13 districts of central, and Bundelkhand regions will be held on the 23^{rd February. More than 1.53 crore voters are eligible to vote in this phase.}

The nomination process has been completed for the second phase polling on the 11th of next month. Our correspondent reports, that campaigning has picked up for the first and second phase election areas. Leaders of different political parties are addressing rallies in eastern Uttar Pradesh today.

The election commission had a review meeting of poll officials in Gorakhpur yesterday to take stock of poll preparedness. Chief Electoral Officer Umesh Sinha expressed satisfaction over the poll arrangements. Our correspondent reports that this time the commission has taken several measures to improve poll percentage.

Several measures are are being taken to increase polling percentage this time. Apart from launching intensive campaign on voters’ awareness, this time the commission is facilitating the access of women and physically impaired persons to polling booths. There will be preference of voting to women after two male voters. Wheel chairs and ramps will be arranged for disabled persons. Today is the last day for holding election rallies and open campaigning in Punjab that goes to polls on Monday. Tomorrow candidates will do door to door canvassing. In the border areas candidates are using LCD panels to run recorded speeches of their senior leaders to woo the voters.

There are a total of 1080 candidates in fray for 117 assembly segments of the state. One crore 77 lakh voters including more than 84 lakh females are eligible to exercise their franchise.

In Uttarakhand, campaigning comes to a close this evening and as political parties are making last ditch efforts to sway the voters in their favour. Polling parties on duty in far-flung areas have already left for their destinations to conduct the poll. Apart from state Police, personnel from paramilitary forces and home guards have been pressed into service to ensure a smooth polling. There are a total of 788 candidates for 70 assembly seats of Uttarakhand. This includes about 50 women candidates. According to political analysts, the ruling BJP is locked in a direct contest with Congress in most of the assembly constituencies whereas BSP is trying to make the contest triangular in some of the assembly seats. Prime Minister Dr Manmohan Singh today said that the country needs more youth leaders to infuse creativity and dynamism in various endevours for development. Addressing the Republic Day Camp of the National Cadet Corps, NCC in New Delhi, Dr Singh congratulated the NCC for grooming the youth of the country. He said that given the right opportunities, the youth of the country has the potential to rise to all occasion.

The Standing Committee looking into the Mines and Minerals Development and Regulation Bill has invited suggestions from the general public on the subject matter of the bill. Individuals, experts, institutions and other stakeholders and organisations can submit their suggestions within 15 days.

The legislation seeks to consolidate and amend the law relating to the scientific development and regulation of mines and minerals under the control of the Centre. The bill was introduced in the Lok Sabha in the Winter Session and then referred to the Standing Committee.

In Bihar, the conflict over the 3300 MW Super thermal power power plant at Nabinagar in Aurangabad district on land acquisition and rehabilitation has been settled. AIR Patna correspondent reports that the farmers of the area had been agitating over the issues for the last two years and stopped any work on the plant project since December 31st last year.

The state government has agreed to pay over 21 lakh rupees per acre compensation to the farmers instead of the earlier rate rupees 14.62 lakh per acre.

मणिपुर में आज के विधानसभा चुनाव में भारी से बहुत भारी मतदान होने की खबर है। प्रारंभिक खबरों के अनुसार ८० प्रतिशत से अधिक मतदान हुआ। एक मतदान केंद्र पर उग्रवादियों के हमले में चार मतदानकर्मियों सहित सात लोग मारे गए हैं।
नई दिल्ली में आज संवाददाता सम्मेलन को संबोधित करते हुए उपचुनाव आयुक्त आलोक शुक्ला ने कहा कि अन्य स्थानों पर मतदान शांतिपूर्ण रहा । केवल एक मतदान केंद्र पर गोलीबारी हुई और छह अन्य स्थानों पर इलेक्ट्रोनिक मतदान मशीन को तोड़ा गया।

चंदेल एसेम्बी कान्सेटूवेसी में तांपी पोलिंग स्टेशन पर एक व्यक्ति पोलिंग स्टेशन में अंदर आया वोटर के रूप में और अंदर आकर के उसने अपनी जेब से एक पिस्तौल निकालकर गोली दागना शुरू कर दिया, जिसमें एक सीआरपीएफ के जवान की मृत्यु हुई, तीन पोलिंग अधिकारियों की मृत्यु हुई और एक वोटर की मृत्यु वहीं ऑन द स्पोट हो गई। एक वोटर काफी गंभीर रूप से घायल हुए उनको हेलीकाप्टर के द्वारा इम्फाल तत्काल लाया गया और वहां पर अस्पताल में सभी प्रयासों के बावजूद उनको नहीं बचाया जा सका। जो व्यक्ति टेरेरिस्ट था उसको सीआरपीएफ के द्वारा मार गिराया गया है वहां पर।
श्री आलोक शुक्ला ने बताया कि मणिपुर में दुबारा मतदान रोकने के लिये मतदाताओं के फोटो लिये गये।

मणिपुर घाटी में कुछ मतदान केन्द्रों पर आज ९३ प्रतिशत तक मतदान की खबर है। मतदान खत्म होने के बाद सभी इलेक्ट्रानिक वोटिंग मशीन्स को जिला मुख्यालयों में वापस लाया जा रहा है। पहाड़ी जिलों तमेंगलोंग, उख्र्रुल और चूड़ाचान्दपुर के दूरदराज इलाकों से इलेक्ट्रानिक वोटिंग मशीन्स को हेलीकाप्टर के जरिए जिला मुख्यालयों तक लाया जा रहा है। मतदान खत्म होने के साथ ही २७९ उम्मीदवारों की किस्मत ईवीएम में कैद हो गई, जिसका फैसला छह मार्च को होगा।

पंजाब और उत्तराखंड में विधानसभा चुनाव के लिए प्रचार अभियान आज शाम शांतिपूर्वक समाप्त हो गया। इन राज्यों में सोमवार को वोट डाले जाएंगे। प्रचार के आखिरी दिन आज सभी दलों के राष्ट्रीय नेताओं ने चुनावी रैलियों को संबोधित किया।
हमारे संवाददाता ने बताया है कि पंजाब में स्वतंत्र और निष्पक्ष चुनाव कराने के लिए व्यापक प्रबंध किये गये हैं।

अब जब चुनाव में केवल एक दिन बाकी रह गया है, चुनाव अधिकारी मतदान के लिए प्रबंधों को अंतिम रूप देने में जुट गये हैं। शराब की सभी दुकानें बंद करवा दी गई है जो मतदान प्रक्रिया पूरी होने तक बंद रहेगी। चुनाव आयोग २०० मतदान केन्द्रों पर कड़ी नजर रखेगा जबकि ३५ संवेदनशील और ५ अतिसंवदेनशील मतदान केन्द्रों पर विशेष चौकसी रहेगी। चुनाव स्वतंत्र एवं निष्पक्ष हो इसलिए इन केन्द्रों पर अतिरिक्त सुरक्षा बल तैनात किये जा रहे हैं।

उत्तराखंड में भी चुनाव प्रचार आज समाप्त हो गया। हमारे संवाददाता ने बताया कि सभी दलों के नेता दिन भर चुनाव प्रचार जोर-शोर से जुटे रहे।

प्रचार के अंतिम घंटों में उम्मीदवारों ने स्कूटर-मोटर साइकिल रैली भी निकाली। उम्मीदवार अब घर-घर जाकर मतदाताओं से मिल रहे हैं। इस बीच, दूर-दराज के इलाकों में स्थित मतदान केंद्रों पर सुचारु मतदान के लिए ईवीएम और अन्य चुनावी सामग्रियों के साथ करीब दो हजार पोलिंग पार्टियां अपने गंतव्य को रवाना हो गई हैं। राज्य के पर्वतीय अंचल में करीब एक सौ उन्नीस ऐसे मतदान केंद्र हैं, जहां पहुंचने के लिए पोलिंग पार्टियों को सड़क से पन्द्रह से बीस किलोमीटर की दूरी पैदल ही तय करनी होगी।

उत्तर प्रदेश में विधानसभा चुनाव के लिए प्रचार अभियान चरम पर पहुंच गया है। विभिन्न दलों के नेता मतदाताओं को लुभाने के सभी प्रयास कर रहे हैं। कांगे्रस महासचिव राहुल गांधी ने आज उन्नाव में, भाजपा नेता कलराज मिश्र ने कोशांबी में, बहुजन समाज पार्टी नेता सतीश चंद्र मिश्रा और राष्ट्रीय लोकमंच पार्टी नेता अमर सिंह ने महू में जनसभाओं को संबोधित किया।
चुनाव आयोग के पर्यवेक्षकों ने आज इलाहाबाद में चुनाव तैयारियों की समीक्षा की।
इस बीच पांचवें चरण के मतदान के लिए अधिसूचना जारी कर दी गई है। तीसरे चरण के मतदान के लिए नामांकन भरने का काम आज खत्म हो गया है।

निर्वाचन आयोग ने उत्तर प्रदेश में एक स्टिंग ऑपरेशन पर संज्ञान लेते हुए मान्यता प्राप्त दलों को नोटिस जारी किए हैं। इस स्टिंग ऑपरेशन में उम्मीदवारों को अपने चुनाव खर्च पूरे करने के लिए कम्पनियों के अधिकारियों से कथित रूप से पैसा मांगते दिखाया गया था। निर्वाचन आयोग ने राज्य के मुख्य चुनाव अधिकारी और आयकर विभाग से भी कहा है कि वे एक निजी टीवी चैनल द्वारा दिखायें गए स्टिंग ऑपरेशन में शामिल कथित लोगों के खिलाफ शिकायत दर्ज करें और जांच करें। आयकर विभाग से कहा गया है कि इसमें लगाया गया धन कहां से आया है, इसकी जांच की जाए।

अंतरदेशीय जल मार्ग परिवहन में निजी क्षेत्र के निवेश में तेजी लाई जाएगी। इससे रेल और सड़क यातायात ढांचे पर दबाव कम करने में मदद मिलेगी। इस मामले में हुई एक बैठक के बाद प्रधानमंत्री के प्रधान सचिव पुलक चटर्जी ने पत्रकारों को बताया कि डाक्टर मनमोहन सिंह द्वारा उठाए गए इस कदम के तहत सार्वजनिक और निजी क्षेत्र दोनों शामिल होंगे। इससे अंतरदेशीय जल मार्ग यातायात की क्षमता में भारी इज+ाफा होगा और कोयला, अनाज, उर्वरक जैसी वस्तुओं की होने वाली भारी माल ढुलाई सस्ती दर पर हो सकेगी।
राष्ट्रीय ताप विद्युत निगम-एन टी पी सी बिहार में बाराह विद्युत परियोजना के लिए तीस लाख टन कोयला ढुलाई के लिए अंतरदेशीय जल मार्ग के इस्तेमाल करने पर सहमत हो गया है।

भारत और कनाडा ने व्यापक आर्थिक भागीदारी समझौते पर तेजी से काम करने पर सहमति व्यक्त की है। यह फैसला दावोस में विश्व आर्थिक मंच की बैठक के दौरान वाणिज्य मंत्री आनंद शर्मा की कनाडा के वाणिज्य मंत्री के साथ बातचीत में लिया गया। दोनों नेताओं ने आपसी संबंधों की समीक्षा की और बढ़ते आर्थिक रिश्तों पर संतोष व्यक्त किया। सरकारी विज्ञप्ति के अनुसार एक मुख्य कार्यकारी अधिकारी मंच बनाया जायेगा। इसकी पहली बैठक इस वर्ष मई-जून में श्री शर्मा की कनाडा यात्रा के दौरान होगी।

अरब लीग ने कहा है कि वह सीरिया में विवादास्पद निगरानी मिशन को स्थगित कर रही है क्योंकि वहां हिंसा बढ़ रही है। एक बयान में कहा गया है कि प्रेक्षक, सीरिया में बने रहेंगे लेकिन अस्थायी रूप से अपना काम रोक देंगे। इस मिशन की स्थापना सीरिया में खून-खराबा रोकने की अरब लीग की योजना की निगरानी के लिए की गई थी, लेकिन कई देशों ने अपने प्रेक्षक वापस बुला लिए हैं। इससे पहले अरब लीग के निगरानी मिशन के प्रमुख जनरल मोहम्मद अहमद मुस्तफा अल दाबी ने कहा कि देश में खासकर होम्स तथा हमा और उत्तरी क्षेत्र इदलिब में अशांति बढ़ी है। मानवाधिकार प्रेक्षकों का अनुमान है कि सीरिया में पिछले दो दिन में करीब एक सौ दस लोग मारे गये हैं।

अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी - आईएईए में संयुक्त राष्ट्र निरीक्षकों का दल ईरान के परमाणु कार्यक्रम के बारे में वहां के अधिकारियों से कल बातचीत करेगा। अपनी तीन दिन की ईरान की यात्रा के दौरान यह दल ईरान के परमाणु कार्यक्रम और इसके संभावित सैन्य पहलुओं से संबंधित मुद्दों पर वार्ता करेगा। आईएईए में ईरान के प्रतिनिधि अली असगर सुलतानिया ने कहा कि इससे गलतफहमियां दूर होंगी और ईरान की शांतिपूर्ण परमाणु गतिविधियों के बारे में स्थिति स्पष्ट हो जायेगी। उधर दावोस बैठक से अलग आईएईए के प्रमुख यूकिओ अमानों ने ईरान पर पूरा सहयोग नहीं करने का आरोप लगाया है, साथ ही उन्होंने आशा व्यक्त की कि यह स्थिति बदल सकती है। एक रिपोर्ट :

अंतर्राष्ट्रीय परमाणु ऊर्जा आयोग के निरीक्षणों की टीम का ईरान दौरा एक ऐसे समय में हो रहा है जब ईरान पर आर्थिक प्रतिबंधों का दबाव जोर पकड़ता जा रहा है। इस बीच ईरान ने फोटो संयंत्र में २० फीसदी यूरेनियम का संवर्द्धन शुरू कर दिया है। जानकारों की राय में यह स्तर परमाणु हथियारों के लिए ईंधन के तौर पर काम आ सकता है। अमरीका और यूरोपीय देश लगातार ईरान पर दबाव डालते रहे हैं कि वह यूरेनियम संवर्द्धन के कार्यक्रम को बंद करे जबकि ईरान का कहना है कि उसका परमाणु कार्यक्रम शांतिपूर्ण उद्देशयों के लिए है।

बांग्लादेश में एक बिजली संयंत्र की स्थापना के लिए वहां के बिजली विकास बोर्ड के साथ एक समझौते पर हस्ताक्षर के लिए केन्द्रीय बिजली मंत्रालय में सचिव पी उमाशंकर के नेतृत्व में नेशनल थर्मल पावर कॉपोरेशन के वरिष्ठ अधिकारियों के पांच सदस्यों का प्रतिनिधिमंडल, आज ढाका गया है। यह समझौता एक हजार तीन सौ बीस मेगावाट के कोयला आधारित बिजली संयंत्र की स्थापना के बारे में है। समझौते पर कल हस्ताक्षर किये जायेंगे।

झारखंड में तीन माओवादियों और पीपुल्स लिबरेशन फ्रंट ऑफ इंडिया के दो उग्रवादियों ने पुलिस के सामने समर्पण किया। उन्होंने आज खूंटी में पुलिस अधीक्षक एम. तमिलवानन के सामने हथियार डाले। इन उग्रवादियों ने चार देशी बन्दूकें, एक नौ एम एम पिस्टल और बीस किलोग्राम वजन के पांच बम पुलिस को सौंपे। राज्य में इस वर्ष के दौरान उग्रवादियों का यह पहला समर्पण है।

महाराष्ट्र में नक्सलवादियों ने आज नक्सल प्रभावित गढ़चिरौली जिले में भामरागढ़ में पंचायत समिति और ताल्लुका कांगे्रस कमेटी के अध्यक्ष बहादुरशाह आलम की गोली मारकर हत्या कर दी है।
पुलिस सूत्रों ने बताया कि बहादुर शाह आलम को पार्टी ने जिला परिषद चुनाव में आरेवाड़ा निर्वाचन क्षेत्र से उम्मीदवार बनाया था।

बसंत पंचमी का त्यौहार आज श्रद्धा और उल्लास के साथ मनाया गया। इलाहाबाद में पवित्र संगम पर लाखों लोगों ने स्नान किया और देवी सरस्वती की पूजा-अर्चना की।
वाराणसी और अयोध्या में भी लोगों ने पवित्र नदियों में स्नान किया। इस अवसर पर माघ मेला में कई सांस्कृतिक कार्यक्रम आयोजित किए गए हैं।

In Manipur, heavy to very heavy polling was reported in today’s state Assembly elections and seven people including four polling personnel were killed in militant attacks on a polling station. According to preliminary reports, over 80 per cent votes were cast in the polling today. Over 95 per cent polling was reported from Chandel reserved constituency in the hills.

Addressing a press conference in New Delhi today, the Deputy Election Commissioner Alok Shukla said, the polling passed off peacefully in other places except for a shootout in one of the polling stations and damaging of the electronic voting machines at six other places. Mr. Shukla said that voters were photographed in Manipur while casting their vote to avoid duplicate voting. He said that 197 insurgents who have been lodged in camps under the Suspension of Operations agreement, were also allowed to vote this time. We have a report from our Imphal Correspondent:

in Manipur valley, some of the polling stations registered as high as 93 per cent polling today. However, no voter turned up in two polling stations in the hill district of Tamenglong. In Chandel district, seven persons, including four polling personnel were killed when militants attacked a polling station under Chandel Assembly constituency this morning. One militant was also killed on retaliation by the security forces. The bodies have been brought to Imphal by helicopter. In another polling station under the same constituency, polling was suspended following attack by miscreants this morning. The miscreants destroyed all the polling materials including the Electronic Voting Machines.In the Indo-Myanmar border town of Moreh, polling was suspended in two polling booths following ransacking the polling stations by a group of women. Five women have been taken into custody by the security forces in connection with the incident. Barring these incidences, polling remained by and large peaceful. Campaighning for the Assembly elections in Punjab and Uttarakhand ended peacefully at 5 p.m. today. Polling will be held on Monday. On the last day of campaigning today, candidates and national leaders of various parties addressed several rallies. The Election Commission has made elaborate arrangements for free and fair polls. Our Correspondent reports that about two lakh Punjab police, Punjab Armed Police and para military forces personnel will be deployed all over the state.

Only one day has left in polling, the electoral officers are busy in giving final touch to the poll arrangements. As per direction of the commission, all the liquor vendors have closed their vends, which would remain closed till the polling was over.To ensure free and fair poll, election commission will keep eye on 200 polling booths and special security arrangements are being made on 33 sensitive and 5 hypersensitive polling booths. More than 33 crore rupees till now. More thsn one crore 77 lakh voters of the state are also seem to be ready to decide the fate of 1080 candidates contesting in the state. In Uttarakhand, active campaigning for 70 Assembly seats ended this evening. Elaborate arrangements have been made for free and fair polls in the state which is scheduled for Monday. According to State Election Office, 2000 polling parties have been despatched for remote polling stations.

There are over 9800 polling stations in the state out of which 1794 labelled as sensitive and 1252 as hyper-sensitive. Adequate Central para- military force and state police personnel have been pressed into service. There are a total of 788 candidates for 70 Assembly seats in the state. A report:

Candidates of different political parties and independents today made last ditch efforts to sway the voters in their favour. Now the candidates are resorting to door to door canvassing to woo the voters. Meanwhile about 2000 polling parties with EVMs and polling materials left today for their destinations for ensuring conduct the smooth polling in far-flung areas of the state. The Election Commission has issued notices to recognised political parties in poll-bound Uttar Pradesh, taking cognisance of a sting operation allegedly showing aspiring candidates seeking money from corporates to meet their election expenditure. The EC also asked the Chief Electoral Officer of the state and the Income Tax department in Lucknow to file complaints and conduct probe against the people who were shown in the sting operation aired by a private TV channel.

Meanwhile, on the last day of filing nominations for the third phase today, 261 candidates filed their nominations for 12 assembly seats in Allahabad district. The third phase election will be held on 15th of next month. The last date for withdrawal of nomination is next Wednesday.

Private sector investment in inland waterway transport is to be put on fast track. This will help reduce the pressure on Rail and Road transport infrastructure. Briefing newspersons after a meeting today, Principal Secretary to the Prime Minister, Pulok Chatterjee said, the initiative taken by Dr.Manmohan Singh, will invlove both the public and private sectors. 

It has huge potential of inland waterways in transporting bulk cargo like coal, food grains, fertilizers and fly ash at a cheaper rate. The National Thermal Power Corporation - NTPC - has agreed to use the inland waterways to transport three million metric tonnes of coal for Barh power project in Bihar.

A PMO statement said that a tripartite agreement has been signed between the NTPC, the Inland Waterways Authority of India and a private developer. This gives competitive transportation rates for the NTPC. The statement said, private sector investment of about 650 crore rupees has been committed for the Farakka Power Project in West Bengal.

A magisterial probe has begun into the violence by workers of a private factory in Yanam, an enclave of Puducherry in Andhra Pradesh. The violence led to lynching of a top official of the unit after a union leader allegedly died in police action. The management of the tile manufacturing unit, has however demanded a CBI probe. Prohibitory orders under section 144 CrPC has been clamped in the area.

The Attack took place over a report about Shiv Sena Member of Parliament Anand Adsul’s likely entry in the Nationalist Congress Party - NCP. The report was published in today’s edition of Maharashtra Times belonging to the Times of India group.

The Arab League says, it is suspending its controversial monitoring mission in Syria because of the upsurge in violence. A statement said, the observers would remain in Syria, but temporarily stop their work. The mission was set up in December to monitor Damascus' compliance with the League's plan to end bloodshed. But several countries withdrew monitors.

Earlier, the head of the Arab League monitoring mission in Syria, General Mohammed Ahmed Mustafa al-Dabi said, unrest has soared in the country, especially in the central cities of Homs and Hama and in the northern Idlib region. The Syrian Observatory of Human Rights backs up the assessment, saying it believes about 110 people have been killed in the past two days.

The Mission has been heavily criticized for having little effect on the deteriorating situation in Syria. The diplomatic focus now seems to be switching to the UN Security Council with speculation that it may vote on a draft resolution on Syria in the coming days although Russia still opposes the move.

A team of UN inspectors from the International Atomic Energy Agency, IAEA is scheduled to hold talks with its Iranian authorities on its nuclear program in Teheran on Sunday. During its three day visit, the IAEA team will discuss issues related to Iran’s nuclear program and its possible military dimensions.

Ahead of the visit, Iran's envoy to the IAEA, Ali Asghar Soltanieh said the visit will resolve any ambiguity and prove the peaceful nature of Iran’s nuclear activities. The INTERNATIONAL ATOMIC ENERGY AGENCY delegation led by Deputy Director General Herman Nackaerts will be the first such mission after the release of its report in November. The report found credible evidences to suggest that Teheran was engaged in researches leading to development of nuclear weapons. Meanwhile, Iran has begun enrichment of Uranium at a new underground site in Fordo to the level of 20 percent.This level is higher than the 3.5 percent level at Iran's main enrichment plant at Natanz. They defeated the top seeds Bob and Mike Bryan of the US in straight sets in Melbourne today. The unseeded Indo-Czech pair played tremendously to win 7-6, 6-2 in the summit clash, which lasted one hour and 24 minutes. Paes had reached the Australian open final thrice but lost on all ocassions, twice to the Bryan brothers.
