केंद्र ने सरकारी विभागों में खर्च पर अंकुश लगाने का अभियान शुरू किया है। वित्त मंत्रालय ने सभी मंत्रालयों और विभागों से मौजूदा वित्तवर्ष के दौरान गैर-योजना खर्च में दस प्रतिशत कटौती करने को कहा है। वित्त मंत्रालय ने सरकारी विभागों में नए पदों के सृजन, पांच सितारा होटलों में बैठकों और सम्मेलनों के आयोजन और नए वाहनों की खरीद पर रोक लगा दी है। अधिकारियों की विदेश यात्राओं में भी कमी करने को कहा गया है। खर्च प्रबंधन-किफायती उपाय और खर्च को तर्कसंगत बनाने के बारे में जारी किए गए कार्यालय ज्ञापन में कहा गया है कि विदेश में प्रदर्शनियों, सेमिनारों और सम्मेलनों के आयोजन न किए जाएं।
वित्त मंत्रालय के आदेश में ये भी कहा गया है कि वित्त वर्ष की अंतिम तिमाही के दौरान खरीद-फरोख्त पर भारी खर्च से बचा जाना चाहिए और ऐसा वित्त वर्ष के अंतिम महीने में बिल्कुल नहीं किया जाना चाहिए। ज्ञापन में यह भी कहा गया है कि मंत्रालयों और विभागों के सचिवों को खर्च में कटौती के उपाय सुनिश्चित करने की पूरी जिम्मेदारी सौंपी गई है।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि सरकार आर्थिक विकास में सुधार लाने के लिए जरूरी कदम उठाएगी। श्री मुखर्जी ने वर्ष २०११-१२ के दौरान विकास दर के घटकर छह दशमलव पांच प्रतिशत के पिछले नौ साल के निचले स्तर पर आने को निराशाजनक बताया है। कल एक बयान में उन्होंने कहा कि आर्थिक मोर्चे पर और चालू खाते के मामले में असंतुलन को दूर करने के लिए सरकार सभी आवश्यक उपाय करेगी। वित्त मंत्री ने कहा कि इससे मुद्रास्फीति बढ़ने की संभावनाएं कम होंगी और पूंजी के प्रवाह में वृद्धि के साथ-साथ घरेलू निवेश बढ़ने के बारे में विश्वास पैदा होगा।

केन्द्रीय युवा मामले और खेल मंत्री अजय माकन ने राष्ट्रीय युवा नीति-२०१२ का मसौदा जारी किया। नई दिल्ली में मीडिया से बातचीत में कल श्री माकन ने कहा कि इस नीति का उद्देश्य कौशल विकास के जरिये नौजवानों को सशक्त बनाना है, ताकि रोजगार प्राप्त करने की उनकी क्षमता बढ़ सके और दूसरे मंत्रालय तथा विभागों के साथ तालमेल से उन्हें उद्यम के अवसर उपलब्ध कराए जा सकें। उन्होंने कहा कि इस नीति में राष्ट्रीय मूल्यों, सामाजिक समरसता, राष्ट्रीय एकता, शिक्षा, स्वास्थ्य, खेल-कूद और मनोरंजन पर बल दिया गया है। श्री माकन ने बताया कि मसौदा नीति में १५ से ३५ वर्ष के मौजूदा लक्षित आयु वर्ग को बदलकर १६ से ३० वर्ष करने का भी प्रस्ताव किया गया है।

हम लोगों ने यूनाइटेड नेशन के डेफिनेशन को युवाओं की और कॉमनवेल्थ कंट्री के युवाओं की डेफिनेशन को लिया है। एक जगह के ऊपर १६ से २५ हैं दूसरी जगह पर १५ से २९ तक हैं। इसको ध्यान में रखते हुए हम लोगों ने अपने युवाओं का डेफिनेशन इसको दोनों तरफ से दोनों सिरो को कम करके १६ से ३० वर्ष का प्रपोज+ किया है। और साथ में इसको हमने तीन अलग-अलग सब-गु्रप्स में हमने इसको बांटा है।

गृहमंत्री पी चिदम्बरम ने जम्मू कश्मीर के बारे में वार्ताकारों की रिपोर्ट पर विस्तृत चर्चा का स्वागत किया है। हाल ही में यह रिपोर्ट सार्वजनिक की गयी थी। नई दिल्ली में कल संवाददाताओं से बातचीत में उन्होंने बताया कि सरकार ने वार्ताकारों के सुझाव पर संवैधानिक समिति बनाने पर अभी तक कोई फैसला नहीं किया है। रिपोर्ट को महत्वपूर्ण बताते हुए गृह मंत्री ने कहा कि इसके बारे में कोई भी फैसला लेने के लिए सर्वदलीय बैठक सबसे उपयुक्त मंच होगा।

ओडिशा के मुख्यमंत्री और बीजू जनता दल अध्यक्ष नवीन पटनायक ने पार्टी के मंत्रियों, सांसदों और विधायकों की भुवनेश्वर में बैठक बुलाई है। इसमें पार्टी के सामने मौजूदा राजनीतिक संकट पर चर्चा की जाएगी। इस बैठक में उन विद्रोही नेताओं के बारे में निर्णय लिया जा सकता है, जिन्होंने उनकी ब्रिटेन यात्रा के दौरान राज्य में सरकार गिराने की कोशिश की थी।

उत्तर प्रदेश में जौनपुर में राहत और बचाव कार्य अब भी जारी है, यहां कल दून एक्सप्रेस रेलगाड़ी के सात डिब्बे पटरी से उतर गए थे। इस दुर्घटना में पांच लोग मारे गए और बीस से अधिक घायल हुए हैं। हमारे संवाददाता ने खबर दी है कि जौनपुर शाहगंज रेल मार्ग पर आज शाम से रेल यातायात फिर शुरू होने की संभावना है।

दुर्घटनास्थल पर बचाव और राहत कार्य आज तड़के फिर से शुरू किया गया है। कल अंधेरा हो जाने के कारण बचाव कार्य रोकना पड़ा था। पटरी उखड़ जाने के कारण वहां क्रेन के पहुंचने में भी कठिनाई हुई। रेलमंत्री मुकुल रॉय ने कल रात घटनास्थल का दौरा किया और घायलों को देखा। मुख्य रेल संरक्षा आयुक्त राजकुमार कदम को दुर्घटना की जांच का काम सौंपा गया है। वे मौके पर पहुंच गए हैं। रेलवे ने मृतकों के परिजनों को पांच लाख रुपए, घायलों को एक लाख रुपए और सामान्य घायलों को २५-२५ हजार रुपए मुआवजा देने की घोषणा पहले ही कर दी है। जौनपुर में लोलारक दुबे के साथ सलमान हैदर, आकाशवाणी समाचार गोरखपुर।

बीमा नियामक और विकास प्राधिकरण-इरडा ने स्वास्थ्य बीमा से जुड़ी कंपनियों के लिए यह अनिवार्य बनाने का प्रस्ताव किया है कि ६५ साल तक की उम्र के लोगों को पॉलिसी में शामिल किया जाए और सभी दावों का निपटारा एक महीने के भीतर किया जाए। स्वास्थ्य बीमा कंपनियों के लिए तैयार मसौदा दिशानिर्देशों में बीमा नियामक और विकास प्राधिकरण ने कहा है कि इन बीमा कंपनियों को सेवा प्रदाताओं की प्राथमिकता सूची से हटा दिए जाने के बाद भी किसी विशेष अस्पताल में इलाज करा रहे पॉलिसी धारकों को कैशलेस सुविधा उपलब्ध करानी होगी।मसौदे में बीमा कंपनी बदलने की सुविधा का भी जिक्र किया गया है। इसके तहत कोई भी पॉलिसी धारक अपने किसी हित का नुकसान किए बगैर बीमा कंपनी बदल सकेगा।

देश के कई भागों में गर्मी और लू का प्रकोप जारी है। राष्ट्रीय राजधानी दिल्ली में कल तापमान ४५ दशमलव ४ डिग्री सेल्सियस तक पहुंच गया जो इस मौसम का सबसे अधिक तापमान है।
पंजाब, हरियाणा, राजस्थान और उत्तर प्रदेश में भयंकर गर्मी ने लोगों का जीना मुहाल कर दिया है।
जस्थान के चुरू में तापमान ४८ दशमलव ७ डिग्री सेल्सियस दर्ज किया गया, जो इस मौसम का सबसे अधिक तापमान है। हमारे संवाददाता ने खबर दी है कि राज्य सरकार ने भीषण गर्मी के कारण महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना के कार्यों के समय में आज से बदलाव किया है।

आज से ये कार्य सुबह ६ से १० बजे तक संचालित किए जाएंगे।  इससे उन लाखों श्रमिकों को काफी राहत मिलेगी जो भीषण गर्मी के बावजूद खुले में कार्य कर रहे हैं। प्रदेश में तेज गर्मी के बीच बिजली और पानी की समस्या भी बढ़ने लगी है। मुख्यमंत्री श्री अशोक गहलौत ने बिजली और पानी से जुड़े विभागों के अधिकाारियों को निर्देश दिये हैं कि शहरों, गांवों और कस्बों में पीने के पानी और बिजली की आपूर्ति बहाल रखने के सभी पुख्ता प्रबंध किये जायें। अनुराग वाजपेयी आकाशवाणी समाचार जयपुर।
हिमाचल प्रदेश में निचले इलाकों में भी गर्मी का प्रकोप बढ़ गया है। जहां तापमान सामान्य से ६ से ७ डिग्री अधिक बना हुआ है। ऊना इस मौसम का सबसे गर्म स्थान रहा जहां अधिकतम तापमान ४५ दशमलव २ डिग्री सेल्सियस तक पहुंच गया।
मौसम विभाग के अनुसार गर्मी से फिलहाल राहत मिलने की कोई उम्मीद नहीं है।देश के पूर्वी भाग में भी गर्मी बढ़ गई है।
बिहार में भीषण गर्मी पड़ रही है। हमारे पटना संवाददाता ने बताया है कि गर्मी के कारण लोग घरों से बाहर नहीं निकल रहे हैं।

बिजली आपूर्ति बाधित होने के कारण घरों में रहने वाले लोगों को भी काफी परेशनियों का सामना करना पड़ रहा है। बाजार में कूलर और एसी की मांग बढ़ गई है। मौसम वैज्ञानिकों का कहना है कि फिलहाल तापमान में कोई खस फर्क नहीं होगा। मौसम इसी तरह का रहेगा। आकाशवाणी समाचार के लिए मैं पटना से कृष्ण कुमार लाल।

भारत ने करों की चोरी और अदायगी से बचने के मामलों से निपटने के लिए बहरीन के साथ एक समझौते पर हस्ताक्षर किये हैं। कर संबंधी सूचनाओं के आदान-प्रदान के समझौते पर वित्त राज्य मंत्री नमो नारायण मीणा और बहरीन के परिवहन मंत्री तथा आर्थिक विकास बोर्ड के कार्यकारी प्रमुख कमाल अहमद ने कल नई दिल्ली में हस्ताक्षर किये।दोनों देशों ने सूचना और प्रौद्योगिकी के क्षेत्र में सहयोग के बारे में सहमति ज्ञापन पर भी हस्ताक्षर किये।

बंगलादेश की प्रधानमंत्री शेख हसीना ने कहा है कि उनकी सरकार पूर्वोत्तर भारत में बिजली क्षेत्र में निवेश की संभावनाएं तलाश रही है। बंगलादेश की प्रधानमंत्री ने मेघालय के मुख्यमंत्री मुकुल संगमा और अरूणाचल प्रदेश के मुख्यमंत्री नाबाम तुकी के नेतृत्व में १६ सदस्यीय शिष्टमंडल के साथ चर्चा के दौरान ये बात कही। इस शिष्टमंडल ने कल ढाका में प्रधानमंत्री के सरकारी निवास पर उनसे मुलाकात की।

बंग्लादेश के वित्त मंत्री अबुल माल अब्दुल मुहिथ ने कल ढाका में तीसरे भारत-बंगलादेश व्यापार मेले का उद्घाटन किया। इस मेले में भारतीय और बंग्लादेशी कंपनियों के उत्पादों की प्रदर्शनी लगाई गई है। व्यापार मेले के उद्घाटन के अवसर पर श्री मुहिथ ने आशा व्यक्त की कि इससे बंग्लादेश और भारत के बीच द्विपक्षीय व्यापार बढ़ाने में मदद मिलेगी।

मिस्र में ३१ वर्ष से लागू आपातकाल कानून, इतिहास का हिस्सा बन गया है। कल आधी रात से यह कानून समाप्त कर दिया गया। १९८१ में राष्ट्रपति अनवर सादात की हत्या के बाद लागू हुए इस कानून के तहत देश के सुरक्षा बलों के पास किसी भी संदिग्ध व्यक्ति को हिरासत में लेने और उस पर विशेष अदालत में मुकदमा चलाने का असीमित अधिकार था। पिछले साल होस्नी मुबारक को सत्ता से हटाने के लिए आंदोलन में शामिल लोगों की मुख्य मांग यही थी कि ये कानून तुरंत हटाया जाए।

The Centre has announced austerity measures to contain expenditure in Government Departments. The Finance Ministry has asked all ministries and departments to reduce non-Plan expenditure by 10 per cent in the current financial year. It has banned creation of new posts in government departments, holding of meetings and conferences in five-star hotels, purchase of vehicles besides imposing curbs on foreign travel by the officials. The office memorandum on 'Expenditure Management -Economy Measures and Rationalisation of Expenditure' also said that holding of exhibitions, seminars and conferences abroad is strongly discouraged. It said, foreign visits should be so regulated so as to ensure that each ministry remains within the allocated budget, after the 10 per cent cut. Re-appropriation proposals on this would not be approved.
AIR correspondent reports, the austerity measures have been announced in the context of current fiscal situation where there is a tremendous pressure on government's resources. The government's fiscal deficit during 2011-12 was 5.7 per cent of the
GDP. The Centre is aiming to bring it down to 5.1 per cent in the current fiscal.

The Minister of State Youth Affairs & Sports, Ajay Maken has unveiled the draft of the National Youth Policy, 2012. Addressing the media in New Delhi yesterday, Mr. Makan said, the policy aims at empowering youth through skill development for enhancing employability and providing entrepreneurship opportunities through convergence with other Ministries and Departments.
The Minister said, the thrust areas include promotion of National values, social harmony, national unity, and empowering youth through employable skills, education, health, sports and recreation. The Draft Policy proposes to change the target age group from the existing 13-35 years to 16-30 years. Mr Ajay Maken said that the Youth Development Index would serve as the baseline and ready reckoner for evaluators and policy makers, has also been incorporated as part of the policy.
The most important thing this youth policy proposes is to have the youth development index. For the first time we have put in youth development indices, which will measure the impact of youth policy and programme.

Insurance Regulatory and Development Authority, IRDA has proposed to make it mandatory for health insurers to provide policy cover to people up to 65 years and settle all claims within a month. In its draft guidelines for health insurance companies, the IRDA said that insurers will have to provide cashless facility to policy holders undergoing treatment in a particular hospital even after it is removed from the list of preferred service providers. The draft also talks about portability, under which a policy holder can migrate to another health insurance providing company, without losing any benefit.

The CBI has accused former Family Welfare Minister Babu Singh Kushwaha of abusing his official position to favour private companies while allotting contract for upgradation of 134 hospitals in Uttar Pradesh under NRHM. In a supplementary charge sheet filed before Special CBI court in Ghaziabad, the investigating agency has accused Kushwaha and his close aide RP Jaiswal, the then MLA, of misusing their official position to benefit a local company. Both Kushwaha and Jaiswal are already under judicial custody in Dasna Jail.

In Uttar Pradesh, the rescue and relief operation is still going on in Jaunpur where 7 coaches of Doon Express Train derailed yesterday. Five people were killed and more than 20 injured in the accident. Our Gorakhpur correspondent reports that the rail traffic is expected to resume on Jaunpur-Shahganj rail-route by this evening.

 “The rescue work on the accident site has been resumed early this morning. It was abandoned last night due to darkness. The rail minister Mukul Rai visited the accident site and the district hospital where injured have been admitted. The Chief Railway Safety Commissioner Rajkumar Kardam will enquire into the incident and has reached the site. The railway has already announced ex-gratia of 5 lakh rupees to the kins of deceased. At least 20 people were killed and more than a dozen injured in two separate road accidents in Karnataka and Chhattisgarh yesterday. Ten persons were killed when their car hit a lorry parked on Pune-Bangalore National highway. Two persons were injured in the accident that took place near Nippani close to Karnataka-Maharashtra border. In Chhattisgarh, atleast ten people were killed when a truck carrying some villagers fell into a ditch near Garca under Keskal police station area of Konda gaon district. About a dozen people were injured in the incident.

An emergency law giving Egyptian security forces almost unlimited power to detain suspects and try them in special courts has ended after 31 years. It has been in place without interruption since the assassination of President Anwar Sadat in 1981. Lifting the law was a key demand of activists in last year's uprising against President Hosni Mubarak. The Supreme Council of the Armed Forces issued a statement to reassure the country that it will continue to carry its national responsibility in protecting the country until the transfer of power is over.

The third Indo-Bangla trade fair is being organized by the India-Bangladesh Chamber of Commerce and Industry in association with the Indian Chamber of Commerce and supported by the High Commission of

Around thirty five Indian and Bangladesh companies and a high level delegation of ministers and officials from the Northeastern states of India are participating in the three day trade fair. The trade fair is showcasing products and companies from both the countries in the transport, construction, garments, and consumer goods sector. The delegation also called on Bangladesh Prime Minister Sheikh Hasina during which she expressed her country's interest to invest in joint venture hydropower project in Arunachal Pradesh in addition to emphasising the need to strengthen trade ties between the North eastern states of India and Bangladesh. India has signed an agreement with Bahrain to curb tax evasion and avoidance. The Agreement for Exchange of Information with respect to Taxes was signed by Minister of State for Finance Namo Narain Meena and Bahrain's Minister of Transportation and Acting Chief Executive of Economic Development Board Kamal Ahmed in New Delhi yesterday. The pact, signed during the visit of Bahrain's Crown Prince Salman bin Hamad Al Khalifa, assumes significance considering Indian government's efforts to track black money stashed abroad.

There is no let up in heat wave sweeping several parts of the country. National capital Delhi recorded the season's highest temperature of 45.4 degrees Celsius yesterday.
Punjab, Haryana, Rajasthan and Uttar Pradesh sizzled as mercury kept on soaring, making peoples life miserable. Our correspondent reports that Amritsar in Punjab saw the maximum temperatures touching 47.6 degrees.

Scorching heat due to minimum five degrees above normal temperatures in many cities of
Punjab and Haryana is making the life miserable. Two wheelers and rickshaw pullers are the most affected lot. Animals can also be seen finding wet places under some shadow to pass the day comfortably. Amritsar was the hottest in the region with minimum of 47.6 degree Celcius, 8 degrees above normal and Ludhiana with a maximum of 46.3 degrees experienced the hottest day in the last more than fifty years. Entire Rajasthan is facing severe heatwave condition. Mercury touched 48.7 degree Celsius at Churu yesterday. Sriganganagar recorded a maximum temperature of 47 degree Celsius. Our correspondent reports that keeping in view the severe heat wave condition, the state government has decided to change the timings of MGNREGA works. Now the works will be carried out from 6 am to 10 am from today.

The decision will give relief to the workers who are facing tremendous heat during work at open sites. Problem of electricity and drinking water is also increasing in the state. The Chief Minister Ashok Gehlot instructed officials to provide adequate power and water in villages and towns. The govt has provided two hundred crore rupees also to power companies for this work.     प्रधानमंत्री डॉ० मनमोहनसिंह ने निवेश निगरानी प्रणाली स्थापित करने को मंजूरी दी है। इससे ऐसी प्रमुख निवेश परियोजनाओं को तेजी से लागू किया जा सकेगा, जिनमें विभिन्न कारणों से देरी हो रही है। पिछले दिसम्बर में प्रधानमंत्री की व्यापार और उद्योग परिषद की बैठक में ये मामला उठा था, जिसमें प्रधानमंत्री ने कहा था कि अर्थव्यवस्था को नई गति देने के लिए ऐसी प्रमुख परियोजनाओं पर विशेष रूप से नजर रखी जाएगी, ताकि उनके बारे में जल्दी फैसला किया जा सके। इन परियोजनाओं में सुरक्षा, पर्यावरण और भूमि से संबंधित मामलों की मंजूरी मिलने के कारण देरी हो रही है। हमारे संवाददाता ने खबर दी है कि निवेश निगरानी व्यवस्था से राष्ट्रीय विनिर्माण स्पर्धा परिषद सार्वजनिक क्षेत्र की एक हजार करोड़ रूपये या उससे अधिक की निवेश वाली सभी परियोजनाओं पर नजर रख सकेगी। ये परिषद इन सभी परियोजनाओं के बारे में तिमाही रिपोर्ट पेश करेगी और अगर किसी समस्या का पता लगा तो उसे दूर करेगी। इस व्यवस्था के तहत वित्त सेवा विभाग निजी क्षेत्र की एक हजार करोड़ रूपये या इससे अधिक के निवेश वाली परियोजनाओं पर निगरानी करेगा। ये विभाग इस काम के लिए बैंको में उपलब्ध डाटा का इस्तेमाल करेगा।

नागर विमानन मंत्री अजीत सिंह ने कहा है कि धर्माधिकारी समिति ने यह सिफारिश की है कि एयइंडिया के कर्मचारियों के वेतनमान कम्पनी द्वारा अर्जित मुनाफे से जोड़े जायें।

धर्माधिकार समिति ने एयर इंडिया के कर्मचारियों के लिए नये वेतनमानों को लागू करने के उददेश्य से कट आफ तिथि एक अप्रैल, २००७ रखने की सिफारिश की है। पूर्ववर्ती एयर इंडिया तथा  इंंडियन एयरलाइन्स के सभी कर्मचारियों के वेतनमानों में एकरूपता होगी। कार्यपालक समवर्ग के लिए वेतनमान डीपीई के मालिको ंके अनुसार होंगे तथा गैर कार्यपालक समवर्ग के मेजबान औद्योगिक मानकों के अनुसार होंगे।

समिति की रिपोर्ट मिलने के बाद आज नई दिल्ली में उन्होंने घोषणा की कि कर्मचारियों की वरीयता और वेतनमान के मुद्दे पर ४५ दिन में फैसला कर लिया जायेगा। उन्होंने कहा कि रिपोर्ट के अनुसार इंडियन एयरलाइंस और एयर इंडिया के कर्मचारियों के लिए एकसमान वेतन नीति होगी। नागर विमानन मंत्री ने बताया कि रिपोर्ट की सिफारिशों को लागू करने के लिए चार सदस्यों की एक समिति बनाई जायेगी।

समिति ने यह भी सिफारिश की है कि कुछ अपवादों को छोड़कर सभी कर्मचारियों के वेतन को संरक्षित रखा जाएगा तथा भत्ते डीपीई के दिशा-निर्देशो ंके अनुसार लागू होंगे।

एयरइंडिया के पायलटों की हड़ताल से जुड़े एक सवाल के जवाब में श्री अजीत सिंह ने फिर कहा कि उनकी मांगों पर विचार किया जायेगा लेकिन पहले उन्हें बिना किसी शर्त अपनी हड़ताल समाप्त करनी होगी।

केन्द्रीय सतर्कता आयोग- सी वी सी ने निजी और सार्वजनिक क्षेत्र की कम्पनियों को कोयला खंडों के आवंटन में कथित अनियमितताओं का मामला सीबीआई को भेज दिया है। सीवीसी ने केन्द्र सरकार द्वारा अपनाई गई आवंटन प्रक्रिया और इससे जुड़े मुद्दों की जांच सी बी आई को सौंप दी है। मीडिया में लीक हुई नियंत्रक और महालेखा परीक्षक-कैग की रिपोर्ट के मसौदे के अनुसार २००४ से २००९ के बीच सरकार द्वारा १५५ कोयला खंडों की नीलामी न कराने के कारण बिजली कम्पनियों को दस लाख करोड़ से अधिक का फायदा हुआ। इनमें कुछ सार्वजनिक क्षेत्र की कम्पनियाँ शामिल हैं।
    सरकार ने मीडिया में लीक हुई रिपोर्ट में दिये गये आंकड़ों से इंकार करते हुए कहा है कि यह कैग की अंतिम रिपोर्ट नहीं है। लेकिन विपक्ष और टीम अन्ना ने इस मामले की जांच की मांग की है। भाजपा नेता प्रकाश जावड़ेकर ने कोयला खण्डों के आवंटन की केन्द्रीय सर्तकता आयोग में शिकायत की है।

भारत अर्थ मूवर्स लिमिटेड- बी.ई.एम.एल. के अध्यक्ष और प्रबंध निदेशक वी.आर.एस. नटराजन ने, कम्पनी को सेना के लिए घटिया किस्म के टाट्रा और ए.आर.वी. वाहन सप्लाई करने का दोषी बताने के कारण पूर्व सेना प्रमुख वी के सिंह के खिलाफ अवमानना का मामला दर्ज करने की धमकी दी है। आज बंगलौर में संवाददाताओं से बातचीत में उन्होंने कहा कि पूर्व सेनाध्यक्ष ने बीईएमएल के खिलाफ झूठा आरोप लगाया है और कम्पनी, जनरल वी के सिंह के खिलाफ अवमानना का कानूनी नोटिस भेजेगी। श्री नटराजन ने ट्रक की गुणवत्ता  और कीमत को सही बताया। उन्होंने कहा कि श्री सिंह को माफी मांगनी चाहिए वरना उनके खिलाफ कानूनी कार्रवाई की जाएगी। मार्च में जनरल वी के सिंह ने आरोप लगाया था कि सेवा निवृत्त लेफि्‌टनेंट जनरल तेजेन्दर सिंह ने घटिया किस्म के ६०० टाट्रा ट्रकों की खरीदारी की मंजूरी के लिए उन्हें १४ करोड़ रूपये रिश्वत देने की पेशकश की थी। इस आरोप के बाद से बीईएमएल- टाट्रा ट्रक सौदे की जांच पड़ताल की जा रहीं है। इस सिलसिले में सीबीआई ने बीईएमएल के अधिकारियों से कई बार पूछताछ की है।

उत्तरप्रदेश के जौनपुर जिले में दून एक्सप्रैस के दुर्घटनास्थल पर राहत और बचाव कार्य जारी हैं। हमारे गोरखपुर संवाददाता ने बताया है कि  रेल पटरियों को साफ किया जा रहा है और नई पटरियॉं बिछाई जा रही हैं ताकि पटरी से उतरे डिब्बों को हटाने के लिए क्रेन पहुंचाई जा सके। राज्य सरकार ने जिला प्रशासन को, पीड़ित लोगों की हरसम्भव सहायता का निर्देश दिया है।
इस बीच रेल मंत्री मुकुल रॉय ने इस दुर्घटना की जांच रेल सुरक्षा आयुक्त से कराने की घोषणा की है। रेल मंत्री ने वरिष्ठ अधिकारियों के साथ वाराणसी से सत्तर किलोमीटर दूर महरवां रेलवे स्टेशन के निकट    घटनास्थल का दौरा किया। दून एक्सप्रैस रेलगाड़ी के कई डिब्बे कल पटरी से उतर जाने के कारण पाँच लोगों की मृत्यु हो गई थी और पचास घायल हो गये थे। श्री मुकुल रॉय आज तड़के जिला अस्पताल गये और वहां भर्ती घायलों के स्वास्थ्य की जानकारी ली। उन्होंने कहा कि गम्भीर रूप से घायल लोगों के इलाज का खर्चा रेल मंत्रालय उठायेगा। रेल सुरक्षा आयुक्त  सात दिन में अपनी रिपोर्ट देंगे। और दोषी लोगों के खिलाफ कड़ी कार्रवाई की जायेगी।
रेल मंत्री ने कहा कि दुर्घटना में मारे गये लोगों के निकट परिजन को पॉंच-पॉंच लाख रूपये की अनुग्रह राशि दी जायेगी। गम्भीर रूप से घायल लोगों को एक लाख रूपये की वित्तीय सहायता और मामूली रूप से घायलों को पचास हजार रूपये दिये जायेंगे। वाराणसी से ७० किलोमीटर दूर महरवां स्टेशन के पास हावड़ा-देहरादून एक्सप्रैस के पॉंच स्लीपर कोच और सामान्य श्रेणी के दो डिब्बे कल दोपहर पटरी से उतर गये थे।

आंध्रप्रदेश उच्च न्यायालय ने कडप्पा से सांसद जगन मोहन रेड्डी को हिरासत में लेने संबंधी सीबीआई की याचिका पर आज आगे सुनवाई शुरू की। जगन मोहन रेड्डी को आय से अधिक सम्पत्ति के मामले में गिरफ्‌तार किया गया है। उन्होंने अपनी गिरफ्‌तारी को चुनौती देते हुए याचिका दायर की है, जबकि सीबीआई ने उन्हें न्यायिक हिरासत में रखने के खिलाफ एक और याचिका दायर की है। सीबीआई की दलील है कि जगन मोहन ने सबूतों से छेड़छाड़ करने की कोशिश की और उन्हे सीबीआई  हिरासत में दिया जाना चाहिए, ताकि मामले की जांच के लिए उनसे और पूछताछ की जा सके।
इस बीच, हैदराबाद में सीबीआई की विशेष अदालत आज जगन मोहन की अंतरिम जमानत याचिका पर अपने निर्देश देगी। जगन मोहन रेड्डी इस महीने की ११ तारीख तक न्यायिक हिरासत में, हैदराबाद की चंचलगुड़ा सैन्ट्रल जेल में हैं।

भारत ने वायुसेना के उपयोग में आने वाली दो आकाश मिसाइलों का आज सफल परीक्षण किया। इन्हें देश में ही विकसित किया गया है।  ओडीशा में चांदीपुर स्थित समन्वित परीक्षण रेंज से छोड़ी गई ये मिसाइल जमीन से हवा में २५ किलोमीटर तक मार कर सकती है। रेंज के निदेशक एम० वी० के० वी० प्रसाद ने बताया कि ये दोनों  मिसाइल एक के बाद एक छोड़ी गई। उन्होंने कहा कि दोनों ही परीक्षण सफल रहे। यह विमानभेदी मिसाइल २५ किलोमीटर तक मार कर सकती है और ६० किलोग्राम वजन के हथियार ले जाने में सक्षम है।

सेनाध्यक्ष जनरल विक्रम सिंह ने स्पष्ट किया है कि सेना में किसी भी विवाद को छुपाया नहीं जाएगा। देश के तेरह लाख सैनिकों को अपने संदेश में जनरल सिंह ने कहा कि वे सेना की धर्म निरपेक्ष और गैर राजनीतिक छवि कायम रखने की पूरी कोशिश करेंगे। सेना के वरिष्ठ अधिकारियों के बीच आपसी मतभेदों, सेना तथा सरकार के आपसी सम्बन्धों में गिरावट और भ्रष्टाचार के आरोपों के संदर्भ में  कल उन्होंने यह बात कही। पूर्वोत्तर में फर्जी मुठभेड़ के आरोप, लद्दाख में जवानों और अधिकारियों के बीच हाल की झड़प और कांगो में संयुक्त राष्ट्र मिशन में जवानों के कथित गलत आचरण के आरोपों पर जनरल सिंह ने कहा कि इन सभी मामलों में नियमानुसार कार्यवाही की जायेगी। सेवानिवृत्त हुए जनरल वी० के० सिंह से सेनाध्यक्ष का पद सम्भालने के बाद कल जनरल विक्रम सिंह को साउथ ब्लॉक में गार्ड ऑफ ऑनर पेश किया गया। वे आज से अपना नया कार्यभार शुरू कर रहे हैं।

दिल्ली की एक अदालत ने राष्ट्रीय जांच एजेन्सी-एन आई ए से फिर कहा है कि अमरीका की जेल में बंद लश्करे तैयबा के आतंकवादी डेविड कॉलमैन हेडली को मुम्बई हमलों के सिलसिले में पूछताछ के लिए ६ अगस्त को पेश किया जाये। अदालत ने अल-कायदा से जुड़े इल्यास कश्मीरी और आई एस आई के दो एजेन्टों सहित चार लोगों के नाम नये सिरे से गैर जमानती वारंट भी जारी किये हैं। नये सम्मन जारी करते हुए अदालत ने जांच एजेन्सी से कहा कि हेडली को ६ अगस्त को अदालत में पेश किया जाये। इससे पहले १३ मार्च को भी इसी तरह के सम्मन जारी किये गये थे।
आरोपपत्र में लश्करे तैयबा के संस्थापक हाफिज सईद का नाम भी शामिल है। राष्ट्रीय जांच एजेन्सी, मुम्बई हमलों में लश्कर और आई एस आई की भूमिका की पड़+ताल कर रही है। शिकागो हवाई अड्डे पर अमरीकी अधिकारियों द्वारा हेडली को गिरफ्‌तार किये जाने के बाद एजेन्सी ने ११ नवम्बर २००९ को एफ आई आर दर्ज की थी।

आंध्रप्रदेश उच्च न्यायालय ने सीबीआई मामलों से संबंधित अतिरिक्त विशेष जज टी पट्टाभिराम राव के खिलाफ कुछ जानकारी मिलने के बाद उन्हें निलंबित कर दिया है। इस जज ने पिछले महीने ओएमसी अवैध खनन मामले में कर्नाटक के पूर्व मंत्री गली जनार्दन रेड्डी की जमानत मंजूर की थी और इस मामले की एक अन्य अभियुक्त आईएएस अधिकारी वाई श्रीलक्ष्मी की जमानत याचिका खारिज कर दी थी। सीबीआई की अपील पर उच्च न्यायालय ने गली जर्नादन रेड्डी की जमानत के आदेश पर पांच जून तक रोक लगा दी थी।
न्यायालय के सतर्कता महापंजीयक ने कल रात इस आशय के आदेश जारी किये। उन्होंने कहा कि जज के खिलाफ मिली जानकारी पर विचार करने के बाद उच्च न्यायालय ने फैसला किया कि जनहित में जज को तुरन्त प्रभाव से निलंबित किया जाना जरूरी है।

केरल उच्च न्यायालय ने आज मार्क्सवादी कम्युनिस्ट पार्टी के कोजीकोड जिला सचिव टी पी रामकृष्ण द्वारा दायर अदालत की अवमानना संबंधी याचिका के सिलसिले में १४ मीडियाकर्मियों, राज्य के पुलिस महानिदेशक जैकब पुन्नूज+ और अतिरिक्त पुलिस महानिदेशक विनसन एम पॉल को नोटिस जारी किये हैं।
क्रांतिकारी मार्क्सवादी पार्टी के नेता टी पी चन्द्रशेखरन की हत्या के मामले की जांच के बारे में मीडिया कवरेज पर यह याचिका दायर की गई है। चन्द्रशेखरन की पिछले महीने के शुरु में हत्या कर दी गई थी। इसी सिलसिले में मार्क्सवादी कम्युनिस्ट पार्टी के अनेक स्थानीय नेताओं को हिरासत में लिया गया था।
याचिकाकर्ता का आरोप है कि मार्क्सवादी कम्युनिस्ट पार्टी और उसके नेताओं के बारे में मीडिया पुलिस अधिकारियों के इशारे पर मनगढंत समाचार दे रहा है।

कर्नाटक में कांग्रेस के वरिष्ठ नेता सिद्धरमैया ने राज्य विधानसभा में विपक्ष के नेता पद से त्यागपत्र दे दिया है। बंगलूर में संवाददाताओं से बातचीत में श्री सिद्ध रमैया ने कहा कि पार्टी ने विधान परिषद चुनावों के लिए उम्मीदवारों का चयन करते समय उनसे विचार विमर्श नहीं किया। उन्होंने कहा कि उनका त्यागपत्र कांग्रेस अध्यक्ष सोनिया गांधी और कर्नाटक प्रदेश कांग्रेस अध्यक्ष डॉ० जी परमेश्वर को भेज दिया गया है। यह पूछे जाने पर कि क्या वे विपक्ष के नेता पद से अपने त्यागपत्र के फैसले पर फिर से विचार करेंगे, श्री सिद्ध रमैया ने कहा कि उन्होंने पार्टी से उनका त्यागपत्र विधानसभा अध्यक्ष को भेज देने के लिए कह दिया है।

बिहार में प्रतिबंधित रणबीर सेना के संस्थापक ब्रह्‌मेश्वर मुखिया की आज सुबह भोजपुर जिले के आरा में कुछ अज्ञात लोगों ने गोली मारकर हत्या कर दी। मुखिया सुबह की सैर कर रहे थे, जब उन पर गोली चलाई गई। ये घटना नवादा थाने के तहत कटीरा मोहल्ले में हुई। ब्रह्‌मेश्वर मुखिया को बथानी टोला नरसंहार मामले में आजीवन कारावास की सजा सुनाई  थी। बाद में उन्हें बरी कर दिया गया और वे इस वर्ष अप्रैल में जेल से रिहा हुए थे। हमारे संवाददाता ने बताया कि ब्रह्‌मेश्वर मुखिया की हत्या की खबर फैलते ही उनके सैंकड़ो समर्थकों ने जिले के सदर ब्लॉक कार्यालय और सर्किट हाउस में आग लगा दी।

प्रदर्शनकारियों ने आरा स्टेशन पर भी तोड़ फोड की। इसके चलते पटना आरा रेल खंड पर ट्रेनों का प्रचालन ठप्प है।नाजुक हालात को देखते हुए आरा में कर्फ्यू लगा दिया गया है। भोजपुर से सटे जिले औरंगाबाद, रोहतांग, गया   और अलवर में हाई अर्ल्ट घोषित कर दिया गया है। इन जिलों में अतिरिक्त सुरक्षाबलों की तैनाती की गई है और पुलिस गश्त तेज कर दी गई है। इस बीच मुख्यमंत्री नीतीश कुमार ने राज्य की जनता से शांति बनाये रखने की अपील की है। आकाशवाणी समाचार के लिए  पटना से कृष्ण कुमार लाल।

उत्तर प्रदेश के मुख्यमंत्री अखिलेश यादव ने आज विधानसभा में बहुजन समाज पार्टी के भारी हंगामे और वाकआउट के बीच वर्ष २०१२-१३ के लिये राज्य का बजट पेश किया। दो लाख एक सौ दस करोड़ रूपए के इस बजट में किसी नये कर का प्रस्ताव नहीं है और किसानों के पाँच सौ करोड़ रूपये के कर्ज+ की माफी का प्रावधान किया गया है।
बजट में बेरोजगारी भत्ता और स्कूली छात्रों को लेपटॉप देने की व्यवस्था भी की गई है। उत्तरप्रदेश में पहली बार दो लाख करोड़ रूपये से अधिक का बजट पेश किया गया है। इसमें २१ हजार ५७० करोड़ रुपये का घाटा दिखाया गया है।

 उत्तरप्रदेश सरकार ने पूर्व ऊर्जा मंत्री रामबीर उपाध्याय के खिलाफ पैसे की कथित हेराफेरी के मामले में अलग-अलग जांच के आदेश दिये हैं। लोकायुक्त न्यायमूर्ति मेहरोत्रा ने कहा कि राज्य सरकार ने उनके कार्यालय की सिफारिशों को स्वीकार कर लिया है और उन्हें इस बारे में आधिकारिक रूप से जानकारी मिली है। उन्होंने कहा कि मायावती सरकार में ऊर्जा मंत्री रामबीर उपाध्याय के खिलाफ चार शिकायतों की जांच की मांग की गई। उन्होंने कहा कि सरकार ने रामबीर उपाध्याय के खिलाफ आय से अधिक सम्पत्ति के मामले में सतर्कता जांच की मांग मान ली है।

बीमा नियामक और विकास प्राधिकरण- इरडा ने स्वास्थ्य बीमा से जुड़ी कंपनियों के लिए यह अनिवार्य बनाने का प्रस्ताव किया है कि ६५ साल तक की उम्र के लोगों को बीमा लाभ दिया जाए और सभी दावों का निपटारा एक महीने के भीतर किया जाए। स्वास्थ्य बीमा कंपनियों के लिए तैयार मसौदा दिशानिर्देशों में बीमा नियामक और विकास प्राधिकरण ने कहा है कि इन बीमा कंपनियों को सेवा प्रदाताओं की प्राथमिकता सूची से हटा दिए जाने के बाद भी किसी विशेष अस्पताल में इलाज करा रहे पॉलिसी धारकों को कैश लेस सुविधा उपलब्ध करानी होगी।
मसौदे में बीमा कंपनी बदलने की सुविधा का भी जिक्र किया गया है। इसके तहत कोई भी पॉलिसी धारक बिना किसी नुकसान के बीमा कंपनी बदल सकेगा। इसके अलावा दिशा-निर्देशों में वरिष्ठ नागरिकों के लिए विशेष व्यवस्थाओं का प्रस्ताव किया गया है।
प्रस्तावित नियमों के तहत बीमा कंपनी को एक ही पृष्ठ में साधारण भाषा में उपभोक्ताओं को सभी सूचना उपलब्ध करानी होगी। बीमा कंपनी के लिए यह भी जरूरी होगा कि वह बीमाधारकों के दावों को नामंजूर करने के कारण भी बताएगा।

पाकिस्तान भी भारत की तर्ज पर अपने देश से पोलियो को पूरी तरह मिटाने का इच्छुक है। भारत की यात्रा पर आये नौ सदस्यों के पाकिस्तानी शिष्टमंडल ने कल नई दिल्ली में स्वास्थ्य मंत्री गुलाम नबी आजाद और उनके मंत्रालय के वरिष्ठ अधिकारियों के साथ मुलाकात की और पोलियो उन्मूलन कार्यक्रम के बारे में सलाह-मश्विरा किया। बाद में पािकस्तानी शिष्टमंडल की नेता शहनाज+ वज+ीर अली ने कहा कि पाकिस्तान, भारत के अनुभव से सीख रहा है। उन्होंने आशा व्यक्त की कि इससे दोनों देश और निकट आयेंगे। सुश्री अली सामाजिक क्षेत्र से जुड़े मामलों पर पाकिस्तान के प्रधानमंत्री की विशेष सहायक हैं। उन्होंने कहा कि भारत ने इस वर्ष जनवरी में पोलियो उन्मूलन का लक्ष्य सफलता से हासिल कर लिया है जबकि पाकिस्तान इस सिलसिले में कोशिश कर रहा है।

अफगानिस्तान में ६० लाख से अधिक बच्चे गरीबी और बेहद खराब स्थितियों में जी रहे हैं और इनमें बेघर बच्चे और बाल मजदूर भी शामिल हैं. अफगानिस्तान के श्रम और सामाजिक मामलों के मंत्रालय के प्रवक्ता मोहम्मद अली इफ्तखारी ने कहा है कि सरकार और गैर-सरकारी संगठनों द्वारा पिछले एक दच्चक में शुरू किये गये विभिन्न कार्यक्रमों और परियोजनाओं के बावजूद इन अफगान बच्चों का भविष्य खतरे में हैं. उन्होंने कहा कि देच्च में बहुत से बच्चे बेघर हैं और बहुत से अन्य बच्चे गरीबी की वजह से च्चिक्षा हासिल नहीं कर पाते. श्री इफ्तखारी ने कहा कि अफगान सरकार गरीब परिवारों के वयस्क सदस्यों को रोजगार के अवसर उपलब्ध कराने के प्रयास कर रही है ताकि वे अपने बच्चों को स्कूल भेज सकें. उन्होंने यह भी कहा कि अफगानिस्तान सरकार देच्च के उपेक्षित बच्चों की जीवन-स्थितियों में सुधार लाने के लिए गैर सरकारी अंतर्राष्ट्रीय संगठनों के सहयोग से एक रणनीति बना रही है।

नेपाल में विभिन्न राजनीतिक दलों और मानवाधिकार संगठनों ने सुप्रीमकोर्ट के न्यायाधीश राणा बहादुर बाम की हत्या की कड़ी निन्दा की है। न्यायमूर्ति बाम काठमाण्डु में कल जानलेवा हमले में गम्भीर रूप से घायल हो गये थे और बाद में उनकी मृत्यु हो गई। नेपाल के मुख्य न्यायाधीश खिल राज रेगमी ने इसकी निन्दा करते हुए कहा कि यह घटना न्यायिक प्रशासन के लिए चुनौती है लेकिन इससे न्यायपालिका का मनोबल नहीं टूटेगा।
नेपाली कांग्रेस ने एक वक्तव्य में न्यायमूर्ति बाम की हत्या पर शोक व्यक्त करते हुए कहा कि यह बर्बर हमला सुरक्षा खामियों का प्रमाण है और इसने स्वतंत्र न्यायपालिका को चुनौती दी है। सी पी एन - यू एम एल और राष्ट्रीय प्रजातंत्र पार्टी ने भी इस हत्या की कड़ी निन्दा करते हुए श्री बाम के शोक संतप्त परिवार के प्रति सम्वेदना व्यक्त की है। राष्ट्रीय मानवाधिकार आयोग ने इस घटना पर गम्भीर चिन्ता व्यक्त करते हुए सरकार से नागरिकों की सुरक्षा के लिए उचित कदम उठाने को कहा।

 म्यामां की विपक्षी नेता आंग सान सू ची ने कहा है कि देश में सुधारों के बारे में बहुत ज्यादा आशावान होने की जरूरत नहीं है। आज बैंकाक में विश्व आर्थिक मंच को सम्बोधित करते हुए उन्होंने कहा कि सुधारों की प्रक्रिया अब भी जटिल है। बीस साल से अधिक समय के बाद अपनी पहली विदेश यात्रा पर गईं  सुश्री सू ची ने कहा कि हाल में जिस संसद की वे सदस्य बनी हैं, वह अब भी लोकतंत्र से कोसों दूर है। उन्होंने निवेशकों का आह्‌वान किया कि वे देश की आवश्यकता के अनुसार ज्यादा से ज्यादा निवेश करें, क्योंकि इस समय म्यामां के युवकों को रोजगार और प्रशिक्षण की बहुत जरूरत है।

भारत ने कर चोरी और कर अदायगी से बचने के मामलों से निपटने के लिए बहरीन के साथ एक समझौते पर हस्ताक्षर किये हैं। कर संबंधी सूचनाओं के आदान-प्रदान के समझौते पर वित्त राज्य मंत्री नमो नारायण मीणा और बहरीन के परिवहन मंत्री तथा आर्थिक विकास बोर्ड के कार्यकारी प्रमुख कमाल अहमद ने कल नई दिल्ली में हस्ताक्षर किये। बहरीन के शहजादे सलमान बिन हमद अल खलीफा की भारत यात्रा के दौरान इस समझौते पर हस्ताक्षर किये गए। समझौते से काले धन पर लगाम कसने के भारत सरकार के प्रयासों का पता चलता है।
दोनों देशों ने सूचना और प्रौद्योगिकी के क्षेत्र में सहयोग के बारे में सहमति ज्ञापन पर भी हस्ताक्षर किये।
एक बड़े व्यावसायिक शिष्टमंडल के साथ अल खलीफा ने उप-राष्ट्रपति हामिद अंसारी के साथ चर्चा की। समझा जाता है कि इस दौरान दोनों पक्षों ने द्विपक्षीय व्यापार और निवेश को प्रोत्साहन देने के उपायों पर चर्चा की।

देश के उत्तरी हिस्सों में गर्मी का प्रकोप जारी है। हमारे चंडीगढ संवाददाता ने बताया कि पंजाब, हरियाणा और चंडीगढ में गर्मी ने अब तक के कई रिकॉर्ड तोड दिए हैं।   
पंजाब, हरियाणा और चंडीगढ में झुलसा देने वाली गर्मी में लोग घरों से नहीं निकल रहे। सड़कें और बाजार सुनसान पड़े हैं। इस बार दोनों राज्यांें चंडीगढ में पांरे ने  पिछले कई रिकॉर्ड तोड दिये हैं। लुधियाना में आजादी के बाद बृहस्पतिवार अब तक का सबसे गर्म दिन रहा। तापमान ४५ डिग्री सेल्सियस को भी पार कर गया है। अश्विनी कुमार शर्मा आकाशवाणी समाचार चंडीगढ़।

दिल्ली में आज इस मौसम की सबसे गर्म सुबह रही। सुबह न्यूनतम तापमान ३४ दशमलव तीन डिग्री सेल्सियस था, जो सामान्य से सात डिग्री ज्यादा है। कल अधिकतम तापमान ४५ दशमलव चार डिग्री सेल्सियस रिकॉर्ड किया गया, जो सामान्य से पांच डिग्री ऊपर है। आज शाम और रात को आंधी चलने की भी संभावना है। तापमान ४५ डिग्री और ३४ डिग्री सेल्सियस के बीच रहने का अनुमान है।

The Prime Minister Dr Manmohan Singh has approved the setting up of an Investment Tracking System to ensure speedy implementation of major investment projects being delayed for a variety of reasons. This issue had come up at the last meeting of the Prime Minister’s Council on Trade and Industry held in December in which the Prime Minister had stated that major projects will be specially tracked to take them forward on a fast track in order to provide a fresh impetus to the economy. This was in the context of delays faced by projects on multiple fronts - security clearances, environmental clearances, other clearances and land related matters. Our correspondent reports, in this Investment Tracking System, the National Manufacturing Competitiveness Council shall track all Public Sector projects with an investment of 1000 crore rupees and above. The National Manufacturing Competitiveness Council shall submit a quarterly statement of all projects monitored and any issues identified that need resolution, either systemically or individually. In this system, the Department of Financial Services shall monitor projects with an investment of 1000 crore rupees and above in the private sector. The department will use data available with the banking sector for this purpose.

Civil Aviation minister Ajit Singh today announced that the Dharhmadhkari Committee has recommended that the pay scales of the employees in Air India will be related to profit earned by the Company. Making an announcement after receiving the report in New Delhi, he said, the issue of seniority and pay levels is to be decided in 45 days.

"The committee has now recommended a fair and comprehensive promotion policy through the constitution of departmental promotion committee, DPC. Each DPC will have a fair representation from erstwhile Air
India and Indian Air lines and would also include an outside expert. The process of  promotion will soon start after the fixation of inter-see seniority which will be done maximum within  a period of 45 days."

Mr. Singh said the report recommends a uniform pay policy for the employees of Indian Airlines and Air
India.
 
"There will be uniform pay scale for all employees for erstwhile AIR
India and Indian Airlines. For the executive carder recommended pay scales are as per the department of public enterprise norms and non-executive cadre pay scales are as per the industry norms."

The Minister said, a four-member committee will be formed to implement the recommendations of the Report. In response to a question about the ongoing strike of Air India Pilots, the Civil Aviation Minister reiterated that their demands will be looked into only after they end their strike unconditionally.

The New Army Chief, Gen. Bikram Singh has made it clear that no controversy in the force will be brushed under the carpet. Sending a firm message to his 1.3 million strong force, Gen. Singh said, he will strive to maintain its secular and apolitical outlook. Gen. Singh said he will ensure that the army remains operationally ready and fulfill its role in a correct manner.

"It's going to be my endeavour to ensure that Army remains operationally ready and worthy of the expectations of our people. It's able to fulfill its role in the correct manner and I would work towards this. Let me takes stock of the situation."
Gen. Bikram Singh was asked to spell out his message to the army, amid reports suggesting factional feuds at senior levels, a new low in civil military relationship and corruption allegations. On allegations of a fake encounter in the northeast, recent clash between officers and jawans in Ladakh and alleged misconduct of jawans in the UN mission in Congo, Gen. Singh said all these cases would be  dealt with as per the rule book.

"All this cases will be dealt with as per the rule book. As there was a letter, which was sent by my chief of staff to three corps to investigate those allegations and let me tell you, there will be nothing which will be brushed under the carpet. I wish to assure you this."

Gen. Singh said this in his first public comments after taking charge of the force from Gen V K Singh yesterday. The new Army Chief was given a guard of honour at South Block as he assumed charge of office today.

BEML Chairman and Managing Director V.R.S. Natarajan has threatened to lodge defamation case against retired Chief of Army Staff General V K Singh for blaming BEML to supply sub-standard Tatra and ARV vehicle to the army. Speaking to media persons in Bangalore today, he said the former army chief has made false allegation against BEML and they will issue legal notice for defamation against General VK Singh. He defended the quality of the truck and its cost price. He demanded the apology of the General and said he will proceed legally otherwise. In March, General V K Singh had alleged that a retired lieutenant-general, Tejinder Singh, had offered him a bribe of 14 crore rupees to clear the purchase of 600 substandard-quality Tatra trucks. Since then, the BEML-Tatra Trucks deal has come under intense scrutiny. The CBI has already quizzed BEML officials on several occasions in connection with the deal.

The Central Vigilance Commission has referred to the CBI the case of alleged irregularities in allocation of coal blocks to public and private companies. The CVC has forwarded the case to the CBI for probing the alleged irregularities in coal block allocation process adopted by the Centre and related issues. According to the leaked draft CAG report appearing in the media, the government's failure to auction 155 coal blocks between 2004-09 may have resulted in windfall gains to the tune of 10.7 lakh crore rupees  to power companies, some of them PSUs. The government has denied figures quoted in the leaked report and said there was no final report from the auditor. However, the opposition and Team Anna had demanded a probe in the case. BJP leader Prakash Javadekar has also made a complaint to the Central Vigilance Commission seeking a probe in the allocation of coal blocks by the government.

The Andhra Pradesh High Court has placed First Additional Special Judge for CBI cases - T Pattabhirama Rao under suspension after considering some information it received against the judge. Incidentally, the judge had granted bail to former Karnataka Minister Gali Janardhan Reddy in the OMC illegal mining case last month, while he had rejected bail to IAS officer Y Srilakshmi, another accused in the OMC scam. Though, following an appeal by the CBI, the High Court had kept under suspension till June 5 the orders on granting bail to Gali. Registrar General (Vigilance), who issued the order in this regard last night, said after considering the information received against the judge, that the High Court decided that it was necessary to place him under suspension in public interest, with immediate effect.

The Andhra Pradesh High Court has continued hearing today over the CBI petition seeking custody of the Kadapa Lok Sabha Member Jaganmohan Reddy who was arrested in disproportionate assets case. While Jaganmohan Reddy filed a quash petition challenging his arrest, the CBI filed another petition against granting him judicial remand. The CBI argued that the accused tried to tamper with the evidence and he may be given for custody to get more details for the ongoing investigation. The arguments are still on. Meanwhile, the CBI special Court in Hyderabad is to give today its directions on his interim bail petition. Jaganmohan Reddy is on judicial remand till 11th of this month is in Chanchalguda Central jail in Hyderabad.

The Uttar Pradesh government has ordered separate inquiries against former energy minister Ramveer Upadhyaya for allegedly misappropriating funds. Lokayukta Justice Mehrotra said that the state government has accepted recommendations made by his office and an official intimation has been received in this regard. He said that the four recommendations were made in complaints against Mr Upadhyaya, the then Energy Minister in the Mayawati government, in which inquiries were sought. He said that the government has accepted vigilance inquiry into disproportionate assets case against Upadhyaya.

In Karnataka, the senior Congress leader Siddaramaiah has tendered his resignation from the post of leader of the opposition in the legislative Assembly. Speaking to media persons in Bangalore today, Siddaramaiah said that the party did not consult him while selecting candidates for the Council election. He said, his resignation has been forwarded to the AICC President Ms Sonia Gandhi and KPCC President Dr G Parameshwar. When asked whether he will reconsider his decision to resign as Opposition leader, Siddaramaiah said that he has already asked the party to forward his resignation letter to the Assembly Speaker.

In Bihar unidentified miscreants gunned down Brahmeshwar Mukhiya founder of the erstwhile outlawed Ranveer Sena at Ara in Bhopur district of the state this morning. The miscreants attacked him ,when he was taking his morning walk. The incident occured at Katira Mohalla under Nawada police station of the district. Brahameswar Mukhiya, who was earlier facing life imprisonment in Bathani Tola massacre cases, was acquitted and released from jail in April this year. As the news of the killing spread, hundreds of his followers torched the circuit house and Sadar Block office of the district. As violence spread to other areas, the district administration has clamped curfew to control the situation. An alert has been sounded in adjoining districts of Aurangabad, Rohtash Gaya and Arawal.

Railway Minister Mukul Roy today said that the inquiry into the derailment of the Howrah-Dehradun Doon Express incident will be conducted by Commissioner Railway Safety and stern action would be taken against the guilty. The Minister, along with the senior officials visited the accident site in Jaunpur in Uttar Pradesh, where the Doon Express derailed near Mahrawa station yesterday killing five persons and injuring 50 others. Mr Roy visited the district hospital in the wee hours and inquired about the well-being of the passengers injured in the accident. He said that expenses for the treatment of those seriously injured would be borne by the Railway Ministry. Mr Roy said effective steps would be taken to check such incidents in future. The minister said that while an ex-gratia of five lakh rupees each will be given to kin of passengers killed in the accident, financial assistance of one lakh rupees each will be given to the seriously injured and 50,000 rupees to those with minor injuries. Meanwhile, rescue and relief work is still going on at the accident site. Our Gorakhpur correspondent reports that the path is being cleared and fresh track is being laid so that the crane can move towards the upturned bogies. The state government has also instructed the administration to provide all possible help to the victims on a priority basis.

India today successfully test fired its two indigenously-developed surface-to-air missile 'Akash' of Air Force version with a strike range of 25 km from the Integrated Test Range (ITR) at Chandipur in Odisha. ITR Director M V K V Prasad said two Air Force version Akash missiles were test-fired from the ITR in quick succession. He said both the trials were successful and met all the mission objectives. The anti-aircraft missiles, with a strike range of 25 km and capable of carrying a warhead of 60 kgs, were test fired from a mobile launcher at launch complex-III of the ITR.

Severe heat wave conditions continue unabated in the northern and central parts of the country. Delhiites experienced the hottest morning of the season today with minimum temperature rising to 34.3 degree celsius, seven notches above normal. The maximum temperature yesterday settled at 45.4 degree celsius, five degrees above normal. The maximum and minimum humidity oscillated between 40 and 16 per cent. According to the Met department, the city will a partly cloudy sky during the day. It said, dust storms accompanied by squall may occur in some places towards the evening and night. Amidst uproar and walkout by the BSP, Uttar Pradesh Chief Minister Akhilesh Yadav today presented his maiden state Budget for 2012-13 with no new tax and a provision of 500 crore rupees for waving farm loans. It also provides for unemployment allowance and giving laptops to school students. For the first time, the state's Budget size has crossed the figure of 2 lakh crore rupees. It has projected a deficit of over 21,570 crore rupees in the Budget. The total Budget size is 2 lakh 110 crore rupees.

In Nepal, various political parties and human rights organization have condemned the killing of Supreme Court Judge, Justice Rana Bahhadur Bam. Justice Bam, who was fatally wounded in an attack in Kathmandu yesterday, succumbed to his injuries later. Chief Justice Khil Raj Regmi has condemned the fatal attack. He said that the incident has presented a challenge to the judicial administration, but the judiciary will remain unperturbed. The Nepali Congress in a statement has said it was shocked by the murder of justice Bam saying that the barbaric attack is a direct indication of lax security system and has threatened the independent judiciary. The CPN-UML and the Rashtriya Prajatantra party have also condemned the attack and expressed condolences to the bereaved family. The National Human Rights Commission has asked the government to be serious about the security of its citizens. The NHRC has condemned the killing of the judge.

Myanmar's opposition leader Aung Sang Suu Kyi has warned against reckless optimism over reforms in the country. Speaking at the World Economic Forum in Bangkok today, Suu Kyi said, the process was not yet irreversible. In her first major foreign speech in more than 20 years, Suu Kyi said the parliament of which she recently became a member was still far from democratic. She also called on investors to meet the country's needs, saying that job creation and training was vital for Myanmar's young population.

An emergency law giving Egyptian security forces almost unlimited power to detain suspects and try them in a special courts, has ended after 31 years. It has been in place without interruption since the assassination of President Anwar Sadat in 1981. Lifting the law was a key demand of activists in last year's uprising against President Hosni Mubarak. Egypt's military rulers, who took charge after the ousting of Mubarak, indicated that they would not renew the law. The Supreme Council of the Armed Forces issued a statement to reassure the country that it will continue to carry its national responsibility in protecting the country until the transfer of power is over.

Indian-Americans have swept this year's prestigious spelling bee competition, with the top three spots being bagged by them. Snigdha Nandipati, 14, an eighth-grade student from San Diego, California, correctly spelled the French word 'Guetapens' and was declared the national champion for the year 2012. Beating eight other finalists in the competition, Snigdha became the fifth American of south Asian origin to win the venerable competition in as many consecutive years. As the winner, Snigdha will take home 30,000 dollars in cash, a trophy, a 2,500 dollar savings bond, a 5,000 dollars scholarship and 2,600 dollars in reference works from the Encyclopedia Britannica and an online language course. The second spot went to 14-year-old Stuti Mishra from Orlando, Florida while 12-year-old Arvind Mahamkali from New York bagged the third position in this nationally televised competition last night. The three were among the nine finalists from the 278 national contestants.

The rupee appreciated by 16 paise to 55 rupees 92 paise against the US dollar in early trade today, due to mild selling of the American currency by banks, as it weakened against other currencies in the overseas market. The domestic currency had recovered 16 paise to close at 56 rupees 08 paise against the dollar, in yesterday's trade.

The Sensex at the Bombay Stock Exchange fell 41 points, or 0.3 per cent, to 16,178 in opening trade, today, on sustained selling by foreign funds, amid weak Asian bourses. Later, the Sensex lost some more ground, and stood 145 points, or 0.9 percent in the red, at 16,073 in afternoon deals, a short while ago. The 30-share Sensex had lost over 220 points in the previous two trading sessions. Other Asian markets in Japan, Indonesia, Singapore, Hong Kong, Taiwan, and South Korea were down by between 0.2 percent and 1.7 percent, today, after data indicated that growth momentum is slowing in the Chinese economy. The US Dow Jones Industrial Average had ended 0.2 per cent lower in yesterday's trade.

Former England skipper Kevin Pietersen has announced retirement from international limited-overs cricket. In a statement in London yesterday, Pietersen said that he wished to step aside in order to give the next generation of players a chance to consolidate their position in the team before the 2015 World Cup. However, he said that he will continue to be available for Test selection. The 32-year-old Pietersen has played 127 One-Day Internationals and 36 International T-20s for England. He has scored 4,184 runs at an average of 42 in ODIs and averages 38 in International T-20 cricket.

Representatives from 54 countries gathered in Istanbul to help Somalia look to the future. Leaders said yesterday at a meeting that Somalia needs the backing of other countries to overcome its more than two decades of instability. Addressing the opening of the two-day Istanbul conference, Somali Prime Minister, Abdiweli Mohamed Ali, outlined a new vision for his country and called for the international community to look at Somalia in a new light. Somalia has not had an effective central government since the 1991 ouster of President Mohamed Siad Barre. Since then, Somalis have endured 21 years of war and lawlessness, as warlords and militia groups competed for power. Business leaders, civic society groups and political representatives from both Somalia and other countries are discussing ways to rebuild the country, focusing on reconstruction, energy and water. The Istanbul gathering comes as government forces, supported by the African Union and anti-Islamist militia, continue to fight the militant group Al-Shabab.

Over six million children including street children and child labour in Afghanistan are currently facing poverty and are living under critical conditions. A spokesman for the Afghan Ministry of Work and Social Affairs, Mohmmad Ali Eftekhari has said that despite various programmes and projects launched by Afghan government and non-governmental organizations during the last decade the future of these Afghan children is threatened. He said many children in the country are without shelter and many have no access to education due to poverty. Mr Eftekhari said, the Afghan government is trying to provide employment opportunities to the adult members of such families so that children are not deprived of education due to poverty.

केन्द्रीय मंत्रिमंडल ने नई राष्ट्रीय दूरसंचार नीति २०१२ को मंजूरी दे दी है। इसमें मोबाइल फोन सेवा पर रोमिंग शुल्क खत्म करने और देशभर में एक ही नम्बर रखने की सुविधा देने का प्रस्ताव है। संचार मंत्री कपिल सिब्बल ने संवाददाताओं से कहा कि स्पैक्ट्रम आवंटन को लाइसेंसिंग प्रक्रिया से अलग किया जाएगा।

एक अन्य महत्वपूर्ण फैसले में सरकार ने एक अध्यादेश के जरिये अंडमान और निकोबार द्वीप समूह के आदिम जनजातियों का शोषण करने पर सात साल तक की कैद का प्रावधान किया है। मंत्रिमंडल ने अंडमान तथा निकोबार द्वीप समूह आदिम जनजातियों के संरक्षण संशोधन नियमन-२०१२ को भी मंजूरी दी।
इसके तहत जारवा जनजातीय सुरक्षित इलाके के पांच किलोमीटर के दायरे में अनधिकृत प्रवेश, फोटोग्राफी और अन्य आपत्तिजनक गतिविधियों पर कड़े दंड का प्रावधान है।
सूचना और प्रसारण मंत्री अंबिका सोनी ने बताया कि नया नियमन पूरे अंडमान और निकोबार द्वीप समूह में लागू होगा।

बफर जोन में पर्यटन प्रतिष्ठानों का प्रवेश प्रतिबंधित होगा और अन्य वाणिज्यिक प्रतिष्ठानों को विनियमित किया जायेगा। ताकि जन-जातीय लोगों को अवांछित बाहरी प्रभाव से बचाया जा सके।
बुनियादी ढांचे पर मंत्रिमंडलीय समिति ने पूर्वोत्तर राज्यों और जम्मू कश्मीर में चलाई जा रही परियोजनाओं की दूसरी किस्त की धनराशि को जारी करने को सुधार कार्यक्रमों पर अमल से अलग करने को मंजूरी दे दी है।

उत्तर प्रदेश में जौनपुर जिले में महरवां स्टेशन के पास हावड़ा-देहरादून एक्सप्रेस रेलगाड़ी के पांच डिब्बे पटरी से उतर जाने से पांच लोग मारे गए और बीस घायल हो गए। हमारे संवाददाता ने बताया है कि दुर्घटना स्थल पर राहत और बचाव कार्य युद्ध स्तर पर चल रहे हैं।

दुर्घटना स्थल पर दो राहत ट्रेने पहुंच गईं हैं और राहत कार्य चल रहा है। अंधेरा होने के कारण राहत कार्य में थोड़ी बाधा आई है बोगियों को सीधा किया जा रहा है और अधिकारियों का कहना है कि बोगियों की तलाशी के बाद ही मृतकों और घायलों की सही संख्या का पता चल सकेगा। जौनपुर में लोलारक दुबे के साथ गोरखपुर से मैं सलमान हैदर।
रेलमंत्री मुकुल राय ने प्रत्येक मृतक के परिजनों को पांच-पांच लाख रूपये, गंभीर रूप से घायलों को एक-एक लाख रूपये और मामूली रूप से घायलों को २५-२५ हजार रूपये का मुआवजा देने की घोषणा की है।

राज्य में एक अन्य दुर्घटना में बुलंदशहर जिले के लकूटी इलाके में आज एक सड़क दुर्घटना में १८ लोगों की मौत हो गई और २४ से अधिक लोग घायल हो गए। पुलिस सूत्रों के अनुसार दुर्घटना उत्तराखण्ड रोड़वेज की बस के, एक मिनी ट्रक से टकरा जाने से हुई। बस हलद्वानी जा रही थी और इसमें सवार यात्री गढ़मुक्तेश्वर में गंगा में अस्थि विसर्जन के बाद लौट रहे थे। घायलों को सरकारी अस्पताल में भर्ती कराया गया है।

केंद्र ने सरकारी विभागों में खर्च घटाने का अभियान शुरू किया है। वित्त मंत्रालय ने सभी मंत्रालय और विभागों से चालू वित्त वर्ष के दौरान गैर-योजना खर्च में दस प्रतिशत कटौती करने को कहा है। वित्त मंत्रालय ने सरकारी विभागों में नये पदों के सृजन, पांच सितारा होटलों में बैठकों और सम्मेलनों के आयोजन और नये वाहनों की खरीद पर रोक लगा दी है तथा अधिकारियों की विदेश यात्राओं में भी कमी करने को कहा गया है। विदेशों में प्रदर्शनियों, सेमिनारों और गोष्ठियों के आयोजन को भी कम करने का निर्देश दिया गया है।
वित्त मंत्रालय ने केंद्र सरकार द्वारा जारी अनुदान सहायता के लिए उपयोग सर्टिफिकेट नहीं देने वाली राज्य सरकारों सहित सभी निकायों, को मंत्रालय की पूर्व अनुमति के बिना और राशि जारी न करने को कहा है।

वर्ष २०११-१२ में संशोधित राजकोषीय घाटा सकल घरेलू उत्पाद का पांच दशमलव सात प्रतिशत रहा। यह बजट अनुमान पांच दशमलव नौ प्रतिशत से कम है। लेखा महानियंत्रक के अनुसार इस अवधि में कुल राजस्व की प्राप्ति सात लाख ८८ हजार करोड़ रूपये से अधिक रही जबकि खर्च बारह लाख ९८ करोड़ रूपये से ज्यादा था। उल्लेखनीय है कि राजकोषीय घाटा सरकार की कुल प्राप्ति और कुल खर्च का अंतर होता है।
आर्थिक मामलों के विशेषज्ञ अंशुमान तिवारी ने आकाशवाणी के साथ बातचीत में बताया कि राजकोषीय घाटे के ताजा आंकड़े काफी संतोषजनक हैं।

काफी समय बाद हम ये देख रहे हैं कि जो बजट में आई फिगर घाटे की फिगर है वो संशोधित आकंड़ों में कुछ कम दिखाई दे रही है। राजकोषीय घाटा पिछले वित्तवर्ष में बहुत कम ५ दशमलव सात फीसदी है हम अगर याद करने की कोशिश करें तो भारतीय वित्तीय की सबसे बड़ी समस्या राजकोषीय घाटे से शुरू हुई थी और पिछले दो साल से सबसे बड़ा चैलेंज बना हुआ है। यदि इस साल बजट के फिगर और राजकोषीय घाटे के लक्ष्य अपनी जगह मौजूद रहे तो हम अगले वित्तवर्ष कुछ बेहतर ढंग से समाप्त करेंगे और शायद एक बड़ा तनाव और चिंता का विषय अर्थव्यवस्था से दूर हो जायेगा।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि सरकार आर्थिक विकास में सुधार लाने के लिए जरूरी कदम उठाएगी। श्री मुखर्जी ने २०११-१२ में पिछले नौ साल के दौरान विकास दर के घटकर साढे+ छह प्रतिशत के निचले स्तर पर आने पर चिंता व्यक्त की है। एक बयान में उन्होंने कहा कि राजकोषीय घाटा और चालू खाते घाटे के असंतुलन को दूर करने के लिए सरकार सभी आवश्यक उपाय करेगी। वित्त मंत्री ने कहा कि इससे महंगाई की आशंकाएं कम होंगी और पूंजी के प्रवाह में वृद्धि के साथ-साथ घरेलू निवेश बढ़ने के बारे में विश्वास पैदा होगा।

गृहमंत्री पी चिदम्बरम ने जम्मू कश्मीर पर वार्ताकारों की जारी रिपोर्ट पर अनौपचारिक चर्चा का स्वागत किया है। नई दिल्ली में उन्होंने बताया कि सरकार ने वार्ताकारों के सुझाव पर संवैधानिक समिति बनाने पर अभी तक कोई फैसला नहीं किया है। रिपोर्ट को महत्वपूर्ण बताते हुए गृह मंत्री ने कहा कि इसके बारे में कोई भी फैसला लेने के लिए सर्वदलीय बैठक सबसे उपयुक्त मंच होगा।
जम्मू-कश्मीर पर वार्ताकारों की अंतिम रिपोर्ट सार्वजनिक कर दी गई है। रिपोर्ट को गृहमंत्रालय की वेबसाइट पर अपलोड कर दिया गया है और इसकी प्रति संसद भवन के लाइब्रेरी में रखी गई है। मैं सभी सम्बन्धित लोगों से अनुरोध करूंगा कि जो जम्मू-कश्मीर का शांतिपूर्ण समाधान चाहते हैं वे रिपोर्ट को पूरा पढ़ें और चर्चा में भाग लें।

जनरल बिक्रम सिंह ने सेनाध्यक्ष का पदभार संभाल लिया है। वे भारतीय सेना के २५वें अध्यक्ष हैं। उन्होंने जनरल वी के सिंह से कार्यभार संभाला, जो आज सेवानिवृत्त हो गए। उनसठ वर्षीय जनरल बिक्रम सिंह सेना के सर्वोच्च पद पर सवा दो साल तक रहेंगे। इस पद पर नियुक्ति से पहले वे ईस्टर्न आर्मी कमान के जनरल आफिसर कमांडिंग इन चीफ थे।

पेट्रोल के दाम में वृद्धि के खिलाफ आज कुछ विपक्षी दलों के राष्ट्रव्यापी बंद का मिलाजुला असर पड़ा। देश के कुछ भागों में बंद समर्थकों के रेल पटरियों पर धरना देने से रेलगाड़ियों के परिचालन में बाधा आई, हालांकि विमानों की उड़ान में व्यवधान की कोई खबर नहीं है।
पंजाब और हरियाणा के कई शहरों में बंद का प्रभाव रहा, लेकिन सरकारी कार्यालयों में आमदिनों की तरह कामकाज हुआ। मध्य प्रदेश में बंद का आंशिक असर पड़ा, वहीं गुजरात के सभी प्रमुख शहरों में बाजार बंद रहे लेकिन यातायात सामान्य था। राजस्थान में नगर बस सेवा और रेल यातायात सामान्य रहा। ओडिशा में रेल पटरियों पर धरने के कारण रेल सेवा बाधित रही। बिहार में भी हावड़ा-मुगलसराय रेल सेक्शन प्रभावित था, पश्चिम बंगाल में बंद का कोई प्रभाव नहीं था। कार्यालय और शिक्षण संस्थान खुले हुए थे। मुम्बई के विभिन्न इलाकों में दुकानें बंद थीं, लेकिन यातायात आमदिनों की तरह सामान्य था। मुम्बई शेयर बाजार और अन्य कमोडिटी मार्केट खुले हुए थे। कर्नाटक में दुकानें और व्यावसायिक प्रतिष्ठान बंद थे।
असम में रेल यातायात बाधित करनेवाले आंदोलनकारियों को गिरफ्‌तार किया गया।
राजधानी दिल्ली में भारतीय जनता पार्टी समर्थकों ने कई जगहों पर सड़क जाम किया।
भारतीय जनता पार्टी ने बंद को सफल और ऐतिहासिक बताया है। वामपंथी दलों ने एक संयुक्त वक्तव्य में भारत बंद को पेट्रोल की कीमतों में वृद्धि के खिलाफ लोगों का गुस्सा बताते हुए बढोतरी वापस लेने की मांग की हैं।

भारत ने ईरान को आश्वासन दिया है कि उसके खिलाफ लगाये गए एकतरफा प्रतिंबंधों का भारत के साथ उसके व्यापारिक हितों पर कोई असर नहीं पड़ेगा। नई दिल्ली में ईरान के विदेश मंत्री अली अकबर सालेही के साथ वार्ता के बाद विदेश मंत्री एस.एम. कृष्णा ने स्पष्ट किया कि कच्चे तेल की बढ़ती घरेलू मांग को देखते हुए ईरान, भारत के लिए तेल का महत्वपूर्ण स्रोत बना हुआ है। श्री सालेही ने कहा कि ऊर्जा सुरक्षा के मामलों में ईरान, भारत का एक भरोसेमंद साझेदार रहा है और भविष्य में भी रहेगा।
हमारे संवाददाता ने बताया है कि श्री सालेही ईरान के राष्ट्रपति महमूद अहमदीनेजाद की ओर से प्रधानमंत्री मनमोहन सिंह को अगस्त में तेहरान में होने वाले गुट निरपेक्ष आंदोलन शिखर सम्मेलन में भाग लेने के लिए निमंत्रण देने एक विशेष दूत के रूप में भारत आए हैं। कल उनका डॉ० मनमोहन सिंह से मिलने का कार्यक्रम है।

मुंबई शेयर बाजार में आज लगातार दूसरे दिन गिरावट दर्ज की गई और एशिया के बाजारों में कमजोरी के बीच सेंसेक्स ९४ अंक की गिरावट के साथ १६ हजार २१९ अंकों पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निफ्‌टी २७ अंक की गिरावट के साथ चार हजार ९२४ अंकों पर पहुंच गया। रूपया १६ पैसे मजबूत हुआ। एक डॉलर की कीमत ५६ रूपये आठ पैसे रही। और अमरीका में, कच्चे तेल का फ्‌यूचर मूल्य ३५ सेंट बढ़कर, ८८ दशमलव एक सात डालर प्रति बैरल पर जा पहुंचा।

The government today approved a new telecom policy, NTP 2012, that proposes to abolish roaming charges on mobile phones and allow users to retain the same number across the country. Briefing the media the Telecom Minister Mr. Kapil Sibal that the spectrum allocation will be delinked from licensing.
"As far as spectrum is concerned there must be a market related process, through which the spectrum should be alloted and allocated. But the core of the policy is affordability for effective communication. So the affordability of the consumer is the core of our policy."
The Minister said that the new Telecom Policy aims at increasing tele density in rural areas. The NTP 2012 aims to provide free roaming to telecom users and allow them to retain the mobile number even outside their circles without having to pay any extra charge.
In another important decision the government today approved promulgation of a legislation that provides for imprisonment upto seven years for exploiting tribes in Andaman and Nicobar Islands. Briefing newsmen following the cabinet decision in New Delhi, the Information and Broadcasting Minister Ambika Soni said, the zone would comprise of an area upto 5 km radius around the Jarwa tribal reserve.
The offenders can be imprisoned from 3 to 7 years and fined upto 10,000 rupees.
"That tourist establishments would be prohibited and other commercial establishments would be regulated in the buffer zone, which would protect the tribes from undesirable outside influences . They would be a stringent penal provisions now and they would act as deterrent to check the menaces of unauthorised entry in reserved areas.

In UP the rescue and relief work is in full swing at the site where 7 bogies of Howrah - Dehradoon Express derailed this afternoon. Five people were killed while more than 20 people injured in the accident which occurred near Mehrawan Railway Station in Jaunpur district. The railway sources said that an Accident Relief Train from Varanasi along with doctors and equipment has reached the spot. Another relief train from Lucknow is soon to reach the accident site.
The member, Railway Board, A P Mishra said that the cause of accident seems to be the expansion of rail tracks due to extreme heatwave condition. He however, did not deny the act of sabotage.
Meanwhile the Railway Minister Mukul Roy has announced ex-gratia payment of five lakh rupees to the next of kins of those deceased. One lakh rupees will be provided to seriously injured people while 25 thousand rupees will be given to the persons with minor injuries. The Railway Minister has left for the accident site.
The Railway has released telephone helpline numbers to provide information regarding the rail accident near Mehrawan in Jaunpur district of Uttar Pradesh. In another accident, eighteen people were killed and over two dozen injured when an Uttarakhand Roadways bus collided with a mini-truck in Bulandshahar today. According to the police, the accident occurred when the bus, on its way to Haldwani town of Uttarakhand, collided head-on with the mini-truck, carrying people back from Garhmukteshwar after performing last rites of a deceased at river Ganga.The injured have been admitted in a government hospital.

The nation - wide bandh called by some opposition parties against the recent petrol price hike evoked mixed response. Train services in some parts of the country were affected as people sat on tracks. However, there were no reports of disruption of flights.
In Punjab and Haryana bandh had affected normal life in some of the cities but government offices remained open.
In Madhya Pradesh, the bandh evoked partial response.
In Gujarat, most of the main markets were closed in all major cities including Ahmedabad, Vadodara, Surat and Rajkot however vehicular traffic movement was normal.
In Rajasthan, city bus service of roadways and rail services were normal. The bandh in Chhattisgarh remained peaceful .
In Odisha and Bihar protesters disrupted railway services. However, in West Bengal, the bandh evoked little response.
In Mumbai, municipal buses, trains, autos and taxis were plying as usual but shop -keeper in some areas kept their establishment closed.
In the National Capital, the BJP supporters blocked traffic at some places putting commuters to hardship. Office establishments reported normal attendance.

Home minister P. Chidambaram today welcomed an informed debate on the interlocutors report on Jammu and Kashmir that has been put on the public domain. Briefing newsmen in New Dehi, he said, the Government has not taken a view on the appointment of Constitutional Committee as recommended by the JK interlocutors. He said, workshops would be organised to debate the issue and the interlocutors have offered to act as resource persons. Terming it as an important issue to be addressed seriously, the Home minister said, an All party meeting would be an ideal forum for taking a decision.
"The final report - ‘A New Compact with The People of Jammu and Kashmir’ of the Group of Interlocutors was released. The report has been uploaded on the website of MHA and copies have been placed in the library of Parliament." I would urge all stakeholders and all those were interested in finding a peaceful and durable solution to the issues concerning J&K to read the report in full and participate in informed debate."
On NCTC, the Home minister said, the Centre has taken on board the issues raised by the States and will address them suitably.

General Bikram Singh, a veteran infantry officer, today took over as the 25th Chief of the Indian Army succeeding General V K Singh who retires today. Prior to his appointment as Army Chief, General Bikram Singh was commanding the Kolkata-based Eastern Army Command. He has held several important appointments,one of them,was the face of the Army during the Kargil war when he was serving in the Military Operations Directorate in New Delhi.

The government's fiscal deficit during 2011-12 worked out to be 5.7 per cent of the GDP, lower than 5.9 per cent projected in the revised estimates in the Budget. As per the provisional data released by Controller General of Accounts (CGA) today, the total receipt stood at 7,88,713 crore and the expenditure was 12,98,444 crore in 2011-12 which is 4.3 per cent of the GDP. Fiscal deficit is the difference between the government's total receipts and expenditure.
The Centre is aiming to bring it down to 5.1 per cent in the current fiscal. It is targeting to cut the subsidy bill to below 2 per cent of the GDP this fiscal and 1.75 per cent in the subsequent years.

Meanwhile, as per the Gross Domestic Product (GDP) data released by the CSO today, the country's GDP growth rate was 6.5 per cent in 2011-12, as against the earlier estimate of 6.9 per cent.

Heat wave sweeps the northern plains,making life miserable for people in the plains. Entire Rajasthan is facing severe heatwave condition. Today mercury touched 48.7 degree Celsius at Churu. Jammu is also in the grip of severe and blistering heat wave which has badly affected the normal life. The day temperature in Jammu from the last couple of days is hovering around 44 degrees Celsius which is 2 to 3 degees above normal .
In Madhya Pradesh Khajuraho, Guna, Gwalior and several other places recorded temperatures over 45 degrees celsius. In Punjab, Haryana and Chandigarh mercury is hovering in the range of 41 to 46 degrees Celsius at many places.

India has reassured Iran that unilateral sanctions against the Persian nation is not going to impact upon its legitimate trade-interests with it. Talking to media after talks with the visiting Iranian Foreign Minister Ali Akbar Salehi in New Delhi today, External Affairs Minister S M Krishna made it clear that Iran remained India's important source for oil given the growing domestic demand for the crude.
Both the leaders also discussed threats the two nations faced from terrorism and extremism.
Mr.Salehi is in India as a Special Envoy of Iranian President Mahmoud Ahmedinijad to extend an invitation to Prime Minister Manmohan Singh to attend the Non-Aligned Movement Summit to be held in Tehran in August. He is scheduled to meet Dr.Singh tomorrow.

In Egypt, state of emergency is due to expire at midnight today, after 31 years in force. It has been in place without interruption since the assassination of President Anwar Sadat in 1981. The law gave authorities extensive powers including the right to detain people indefinitely without charge, prohibit protests and censor the media. Campaigners have long argued for it to be lifted, but some fear Egypt will be left in a vacuum without it.
