केंद्र ने उच्चतम न्यायालय से कहा है कि वह नीलामी के जरिए २-जी स्पैक्ट्रम के आबंटन के बारे में उसके फैसले के अनुरूप कार्य करने के लिए प्रतिबद्ध है लेकिन वह यह महसूस करता है कि अन्य प्राकृतिक संसाधनों के लिए यह तरीका देश में एफ डी आई और अन्य निवेशों के मामले में रुकावट पैदा करेगा। केंन्द्र ने कहा है कि राष्ट्रपति का संदर्भ केवल अन्य प्राकृतिक संसाधनों के आबंटन के लिए अपनाई जाने वाली प्रक्रिया से संबंधित था। महाधिवक्ता जी ई वाहनवती ने कल प्रधान न्यायाधीश एस एच कपाड़िया की अध्यक्षता वाली पांच सदस्यों की संविधान पीठ के समक्ष यह बात कही। उन्होंने इस तर्क को गलत बताया कि मौजूदा संदर्भ के माध्यम से न्यायालय के दो फरवरी के फैसले को बदलने की अपेक्षा की गई थी। उन्होंने इस आरोप को खारिज कर दिया कि राष्ट्रपति का संदर्भ गलत इरादे से किया गया है और इसे वापस कर देना चाहिए।

गृहमंत्री पी चिदम्बरम की अध्यक्षता में अधिकार प्राप्त मंत्रियों के पुर्नगठित समूह ने स्पेक्ट्रम की नीलामी के बारे में लगभग तीन घंटे विचार किया लेकिन स्पेक्ट्रम के न्यूनतम या आधार मूल्य के बारे में कोई निर्णय न हो सका। बाद में दूरसंचार मंत्री कपिल सिब्बल ने बताया कि नीलामी के लिये अंतिम तारीख ३१ अगस्त को आगे बढ़ाने के लिये सरकार सर्वोच्च न्यायालय जा सकती है। श्री सिब्बल ने स्पैक्ट्रम को बैंकों के पास गिरवी रखे जाने के फैसले के बारे में भी बताया।

जहां तक स्पेक्ट्रम को गिरवी रखने का सवाल है तो इस बारे में हमने फैसला किया है कि किसी राशि के भुगतान न किये जाने की स्थिति में स्पेक्ट्रम को बैंकों के पास गिरवी रखा जाएगा और बैंक दूर संचार विभाग के साथ मिलकर स्पेक्ट्रम की नीलामी के बारे में तय करेंगे। वास्तव में केवल बैंक ही अपनी रकम की वसूली के लिये स्पेक्ट्रम की नीलामी करेंगे।

राष्ट्रीय पेंशन प्रणाली-एनपीएस को प्रोत्साहित करने के लिये पेंशन निधि विनियामक और विकास प्राधिकरण-पीएफआरडीए ने पेंशन निधि के प्रबंधकों के पंजीकरण के मानदंडों में ढील देते हुए कहा है कि पेंशन निधि प्रबंधकों की अधिकतम संख्या पर से पाबंदी हटाने से प्रबंधकों के बीच प्रतिस्पर्द्धा बढ़ेगी। प्राधिकरण ने गैरसरकारी और निजी क्षेत्र में पेंशन प्रणाली के प्रबंधन के लिये प्रबंधकों के पंजंीकरण के बारे में संशोधित मार्गदर्शन जारी किए हैं। नयी प्रणाली में प्रबंधकों के पंजीकरण के लिये पात्रता निर्धारित की गयी है। पेंशन उद्योग में आने के इच्छुक सभी उम्मीदवार पेशन प्रबंधकों के रूप में पंजीकरण के लिये आवेदन कर सकते हैं बशर्ते कि वे पात्रता की शर्तें पूरी करते हों। ये प्रबंधक अपनी फीस निर्धारित कर सकते हैं लेकिन यह फीस पीएफआरडीए द्वारा निर्धारित सीमा में होगी। उम्मीद है कि पेंशन उद्योग में आने वाले प्रबंधकों को इससे आर्थिक रूप से समुचित कारोबार मिल सकेगा।

योजना आयोग ने कहा है कि वह नई व्यवस्था के तहत सार्वजनिक निजी भागीदारी निगरानी रिपोर्ट सार्वजनिक करने के लिए प्रधानमंत्री से मंजूरी देने को कहेगा। इसका उद्देश्य ढांचागत परियोजनाओं का विकास कार्य जल्द पूरा करना है। योजना आयोग के उपाध्यक्ष मोन्टेक सिंह अहलूवालिया ने कल नई दिल्ली में यह बात कही। नई प्रणाली बनाने की आवश्यकता के बारे में उन्होंने कहा कि सार्वजनिक निजी भागीदारी को पूर्व निर्धारित मानकों के अनुसार काम करना होगा। सार्वजनिक निजी भागीदारी के तहत परियोजनाओं के समय से पूरा होने को सुनिश्चित करने के उद्देश्य से सरकार ने निगरानी करने के लिए संस्थागत व्यवस्था बनाने का फैसला किया है।

उत्तर प्रदेश के लोकायुक्त ने पूर्व मायावती सरकार के कार्यकाल के दौरान लखनऊ और नोएडा में पार्कों और स्मारकों के निर्माण में कथित अनियमितताओं को लेकर राज्य सरकार के चार अधिकारियों को नोटिस जारी किया है। हमारे इलाहाबाद संवाददाता ने खबर दी है कि निदेशक और संयुक्त निदेशक (खनन), राजकीय निर्माण  निगम के प्रबंध निदेशक और तत्कालीन निदेशक (खनन) को १९ से २६ जुलाई के बीच अलग - अलग दिनों में लोकायुक्त के समक्ष पेश होने का निर्देश दिया गया है।

पाकिस्तान की सुप्रीम कोर्ट ने प्रधानमंत्री राजा परवेज अशरफ को राष्ट्रपति आसिफ अली जरदारी के खिलाफ भ्रष्टाचार के मामले फिर खोलने की २५ जुलाई तक समय सीमा दी है। न्यायमूर्ति आसिफ सईद खान खोसा की अध्यक्षता में पांच न्यायाधीशों की पीठ ने कहा कि उसे उम्मीद है कि प्रधानमंत्री स्विट्जरलैंड के अधिकारियों को पत्र लिखेंगे और २५ जुलाई को अगली सुनवाई के समय अदालत के आदेश का पालन करते हुए एक रिपोर्ट प्रस्तुत करेंगे। पीठ ने चेतावनी दी कि अगर प्रधानमंत्री ऐसा नहीं कर पाते हैं तो अदालत उनके खिलाफ संविधान के तहत उचित कार्यवाही करेगी। न्यायालय का सरकार को यह निर्देश ऐसे समय में आया है जब राष्ट्रपति ने आज एक विधेयक पर हस्ताक्षर कर उसे कानूनी जामा पहनाया, जिसके तहत सरकार में उच्च पदों पर आसीन राजनेताओं को अदालत की अवमानना छूट मिल गई है।
राष्ट्रपति के प्रवक्ता फरहेतुल्ला बाबर ने बताया कि अदालत की अवमानना विधेयक-२०१२ को सिनेट और राष्ट्रीय असेंबली द्वारा पारित किए जाने के बाद श्री आसिफ अली जरदारी ने उसे मंजूरी दी।

भारत ने डेनमार्क के साथ अपने राजनयिक संबंधों का दर्जा घटाने का फैसला किया है। पुरूलिया हथियार मामले के मुख्य आरोपी किम डैवी के खिलाफ डेनमार्क द्वारा कोई कार्रवाई करने से इंकार के मद्देनजर यह फैसला किया गया है। किम डैवी को भारत भेजने के लिए डेनमार्क के उच्चतम न्यायालय में अपील किये जाने के भारत के बार-बार किये गये आग्रह को ठुकराए जाने से नाराज होकर भारत सरकार ने अपने वरिष्ठ अधिकारियों को  निर्देश जारी किया है कि भारत में नियुक्त डेनमार्क के किसी राजनयिक से ना मिला जाए।
डेनमार्क ने विदेश मंत्री एस एम कृष्णा के विशेष अनुरोध पर भी कोई ध्यान नहीं दिया है, जिसमें उन्होंने वहां के विदेश मंत्री से कहा था कि वे डेनमार्क के उच्चतम न्यायालय में अपील करें।
डेनमार्क के इस अड़ियल रवैये का कारण भारत को समझ में नहीं आया है, हालांकि भारत ने डेनमार्क से वायदा किया था कि डैवी को भारत लाये जाने पर उसे विशेष जेल में रखा जायेगा।

सऊदी अरब में हिरासत में लिए गए बेंगलूर और दिल्ली विस्फोटों के आरोपी फसीह मुहम्मद को अगले सप्ताह भारत प्रत्यर्पित किए जाने की संभावना है। भारत फसीह के प्रत्यर्पण को लेकर सऊदी अरब के साथ लगातार संपर्क में है और उम्मीद है कि जल्दी ही उसे भारतीय अधिकारियों को सौंप दिया जाएगा।
२८ वर्षीय फसीह बैंगलोर के चिन्नास्वामी स्टेडियम में हुए विस्फोट और दिल्ली में जामा मस्जिद के पास २०१० में हुई गोलीबारी का आरोपी है। दिल्ली और कर्नाटक पुलिस को उसकी तलाश है।

भारत और पेरू भूविज्ञान, खनिज संसाधनों और उत्कृष्ट सूचना प्रौद्योगिकी केंद्र स्थापित करने के बारे में दो सहमति पत्रों पर हस्ताक्षर करेंगे। विदेश मंत्रालय में पश्चिमी मामलों के सचिव एम गणपति भारत के दौरे पर आए पेरू के प्रतिनिधि मंडल के साथ आज चौथे दौर की बातचीत करेंगे। इससे पहले पेरू ने भारतीय कारोबारियों से पेरू में निवेश करने का आग्रह किया।

दक्षिण नाइजीरिया में एक तेल टैंकर के पलट जाने के बाद उससे रिस रहे तेल को लूटने पहुंचे लगभग २०० ग्रामीण उस समय मारे गये जब टैंकर में अचानक आग लग गयी। प्रत्यक्षदर्शियों ने बताया कि सामने से आ रही कार को बचाने के लिये तेल से लदा ट्रक सड़क से उतर गया और उससे तेल का रिसाव होने लगा। अधिकारियों का कहना है कि टैंकर में तत्काल आग नहीं लगी जिसके कारण लोग पेट्रोल भरने के लिए वहां पहुंच गये। लेकिन कुछ ही देर बाद टैंकर में विस्फोट हुआ।

भारत की महिला क्रिकेट की कप्तान मिताली राज आई सी सी की एक दिवसीय महिला क्रिकेट रैंकिग में शीर्ष पर पंहुच गयी है। हाल ही में इंग्लैंड के साथ हुई क्रिकेट श्रृंखला में मिताली राज ने सबसे अधिक २५१ रन बनाये। हालांकि भारत यह श्रृंखला ३ - २ से हार गया। लेकिन मिताली वेस्टइंडीज की स्टेफनी टेलर के स्थान पर सर्वश्रेष्ठ बल्लेबाज बन गई।
आई सी सी गेंदबाजों की एक दिवसीय क्रिकेट रैंकिग में कोई परिवर्तन नहीं हुआ है। इस समय वेस्टइंडीज की टेलर शीर्ष पर है। भारत की पूर्व कप्तान झूलन गोस्वामी चौथे स्थान पर बनी हुई है। उन्होंने इंग्लैंड के साथ हुई श्रृंखला में सात विकेट लिए थे।

The Centre has communicated to, Supreme Court that it is bound by its ruling on allocation of 2G spectrum through auction but felt a similar route for other natural resources will hamper FDI and other investments in the country. It said the Presidential reference was only pertaining to adoption of the process for allocation of other natural resources. Attorney General Vahanvati submitted this before a five-judge Constitution Bench headed by Chief Justice S H Kapadia yesterday. The Attorney General termed as incorrect the contention that the present reference seeks to overturn or overrule the judgment dated February 2. The Attorney General rejected the allegation that the Presidential reference is malafide and deserved to be returned.

A high powered ministerial panel yesterday discussed modalities of auction of telecom spectrum and some issues, including the price for sale of airwaves, could not be finalised.  The reconstituted Empowered Group of Ministers under Home Minister P Chidambaram deliberated upon the issue of auction of spectrum for nearly three hours but could not reach finality on the minimum or base price for auction of spectrum. Later Telecom Minister Kapil Sibal said that government may approach the Supreme court to extend the August 31 dead line for auction spectrum. He, however, said that it will try its best to adhere to timeline given by the Supreme Court. Mr Sibal said, in case of default, banks can auction spectrum for recovery of its money. 
One decision we took was, as far as the mortgage of spectrum is concerned, in the event there is default and spectrum is mortgage with the banks, it is the banks that will take care of the auction in close association with Dot. But of course, it is the banks which will auction the spectrum for the recovery of its money.

With a view to give a push to the National Pension System,  the Pension Fund Regulatory and Development Authority yesterday relaxed norms for registration of pension fund managers. This will ensure greater competition by removing cap on the number of Pension Fund Managers- PFMs. It has issued  a revised set of guidelines for registration of PFMs to manage the  Pension System  for the non-government and private sector.  According to the Finance Ministry, the  revised guidelines have done away with the earlier bidding process, wherein a pre-determined number of slots were bid for by the PFMs. The earlier process has now been replaced by a system which lays down the eligibility criteria for registration as PFMs.

The Government has decided to set up an institutional mechanism for speedy completion of Public - Private Partnership  projects. An official statement said adoption of a well defined institutional structure for overseeing contract performance effectively has become necessary. The proposal  approved by the cabinet yesterday says it will have a two tier mechanism. The project monitoring unit will oversee the performance of  public private partnership projects at the Project Authority Level and Performance Review Unit  will monitor its implementation at the Ministry or the state government levels.

Planning Commission has said that it will soon seek approval of the Prime Minister to make Public-Private Partnership, PPP monitoring reports public under the new mechanism which is aimed at expediting development of infrastructure projects. This was disclosed by Planning Commission Deputy Chairman Montek Singh Ahluwalia in New Delhi yesterday. On the need for setting up new mechanism, he said, PPPs have to perform according to predetermined standards rather than wait to see that there is a problem or an agitation. With an aim of ensuring timely completion of projects undertaken in the PPP mode, the government has decided to set up an institutional mechanism to oversee contract performance of the concessionaires.

The Centre has provided 42,476 merit-cum-means scholarships to students belonging to minority communities for studying in technical and professional courses during the last financial year. An official release says, 115 crore rupees were sanctioned for the scheme. The budgetary provision for the scheme has been increased to 220 crore rupees and the physical target has also been increased to 80,000 scholarships for the current financial year. More than one and half lakh scholarships have been provided to the students till the 31st of March this year.

The Uttar Pradesh Lokayukta has issued notices to four state government officials involved in construction of parks and memorials at Lucknow and NOIDA during previous Mayawati regime. Notices have been issued in connection with alleged irregularities in construction of memorials and parks to know the evidences of the irregularities. Quoting official sources Our Allahabad correspondent reports that the Director and Joint Director-Mining, managing director of Rajkiya Nirman Nigam, and the then Director-Mining have been asked to appear before the Lokayukta on different dates from July 19 to 26.

A moderate intensity earthquake measuring 6.1 on the Richter scale shook Kashmir valley last evening, causing panic among the residents but there is no reports of any damage due to it. The tremor was felt at 7.30 pm in most parts of Kashmir, triggering panic among the residents who rushed out of their homes . An official of the Meteorological Department said the epicentre of the earthquake was in Hindukush mountain range in Afghanistan. According the MeT department  tremors were also felt in Rajasthan, Punjab and Delhi.

Terror accused Fasih Mohammed is to be deported from Saudi Arabia soon. An accused in Bangalore and Delhi blasts and detained in Saudi Arabia, Fasih is likely to be deported to India next week. New Delhi has been in regular touch with Riyadh for Fasih's deportation. 28-year old Fasih from Bihar is allegedly involved in the Chinnaswamy Stadium blast in Bangalore and the shooting incident near Delhi Jama Masjid in 2010.

The Pakistan Supreme Court has set 25th  July as  deadline to Prime Minister Raja Pervez Ashraf to reopen graft cases against President  Zardari. The five-judge bench headed by Justice Asif Saeed Khan Khosa said it expected the Premier to write to the Swiss authorities and furnish a report on compliance with the court's order at the next hearing on July 25. If the Premier failed to do so, the court will take appropriate action under the Constitution against him, the bench warned. The bench  also rejected Ashraf's response that was submitted through Attorney General Irfan Qadir.

The Pakistan President yesterday signed into law a bill to give blanket immunity to top government leaders from contempt of court proceedings. Giving details, the Presidential spokesman Farhatullah Babar said President Zardari gave his assent to the Contempt of Court Bill of 2012 after it was passed by the Senate and the National Assembly.

In Nigeria, 200 villagers trying to scoop up fuel from an overturned tanker were killed yesterday, when the petrol carrying vehicle exploded in a horrific inferno. The incident occurred in a village of the southern Rivers state where people had rushed to collect petrol, that had spilled from a tanker. Eyewitnesses said the fuel-laden tanker skidded off the road, spilling its contents, while trying to avoid a head-on collision with a car. A spark led to a fire that engulfed the area, killing scores of villagers and injuring many others.

India captain Mithali Raj has returned to the top of the ICC Women's ODI Rankings for batters. She was the   top scorer  in the side's recent series against England with 251 runs. Despite India losing the series, Mithali's return to the top of the rankings has seen her displace ICC Women's Cricketer of the Year 2011, West Indies' Stafanie Taylor.
In the ICC Women's ODI Rankings for bowlers, former India captain Jhulan Goswami has maintained her fourth place after claiming seven wickets in the series.

राष्ट्रीय महिला आयोग ने असम में एक लड़की के साथ दुर्व्यवहार की घटना की जांच के लिए जल्द ही एक दल गुवाहाटी भेजने का फैसला किया है। राज्य के मुख्यमंत्री तरूण गोगोई ने घटना की कड़ी निंदा करते हुए कहा कि महिलाओं के साथ ऐसे अपराधों की रोकथाम के लिए कार्यबल गठित किया जायेगा। सोमवार की रात गुवाहाटी में एक बार से बाहर आ रही लड़की के साथ दुर्व्यवहार के आरोप में आज एक और व्यक्ति की गिरफ्‌तारी के साथ ही अब तक चार लोग गिरफ्‌तार किये जा चुके है। इस युवती को पुलिस दल और वहां मौजूद कुछ लोगों ने मुक्त कराया था। सरकारी सूत्रों के अनुसार लड़की के साथ दुर्व्यवहार करने वाले ११ लोगों की पहचान कर ली गई है। राज्य के पुलिस महानिदेशक श्री जे.एन. चौधरी ने बताया कि दोषियों को पकड़ना अभी बाकी है।

सात लोगों को अब भी गिरफ्तार करना बाकी है। हम उनकी खोज कर रहे है। हमें उनका पता लगाना है और उन्हें पकड़ना है। आज कामरूप जिले के उपायुक्त और वरिष्ठ पुलिस अधीक्षक ने बार के मालिकों को बुलाया है। मुख्यमंत्री पहले ही यह पता लगाने का निर्देश दे चुके हैं कि किस तरह उन्हें सुरक्षित बनाया जाए।

केंद्र ने कन्या भू्रण हत्या के खिलाफ अभियान में स्थानीय निकायों को सक्रिय भूमिका देने का फैसला किया है। जनजातीय मामलों और पंचायती राज मंत्री किशोर चंद्र देव ने नई दिल्ली में संवाददाताओं को बताया कि मंत्रालय ने ग्राम पंचायतों की सहायता से कन्या भू्रण हत्या की अमानवीय प्रथा रोकने के लिए एक कार्य योजना शुरू की है। इसका ब्यौरा देते हुए उन्होंने कहा कि पिछले एक वर्ष के दौरान चुने गए प्रतिनिधियों को इस बात का प्रशिक्षण दिया गया कि वे महिलाओं और बच्चों की समस्याओं के प्रति संवेदनशीलता बढ़ाने के साथ इन समस्याओं से निपटने के सामाजिक कार्यक्रमों की जानकारी लोगों तक पहुंचाये। श्री किशोर चंद्र देव ने कहा कि पंचायती राज मंत्रालय ने देश भर में सामाजिक समस्याओं के समाधान के लिए विशेष ग्राम सभाओं का आयोजन कराने की व्यवस्था शुरू की है और पारदर्शिता बढ़ाने के लिए राज्य सरकारों को ग्राम सभाओं की पूरी कार्यवाही की वीडियो रिकार्डिंग कराने की सलाह दी गई है।

विश्व भारती विश्वविद्यालय ने अपने छात्रावासों में कई वर्षों से जारी इंटरवॉर्डन मैट्रन व्यवस्था को पूरी तरह बदलने का फैसला किया है। इससे हॉस्टल में रहने वाले छात्रों की स्थिति बेहतर हो सकेगी। इस बीच विश्वविद्यालय प्रशासन ने बिस्तर गीला करने के लिए पांचवीं कक्षा की एक छात्रा को दंडित किये जाने के मामले पर खेद व्यक्त किया है। लड़कियों के हॉस्टल की एक वार्डन ने इस छात्रा को बिस्तर गीला करने पर सजा के तौर पर स्व मूत्र पीने के लिए मजबूर किया था। गिरफ्‌तारी के बाद वार्डन को विश्वविद्यालय प्रशासन ने भी  निलंबित कर दिया है।

प्रवर्तन निदेशालय ने कडप्पा से लोकसभा सांसद जगनमोहन रेड्डी से उनके खिलाफ आय से अधिक सम्पत्ति के मामले में पूछताछ शुरू कर दी है। दिल्ली और हैदराबाद से प्रवर्तन निदेशालय के अधिकारियों का एक दल उनका बयान दर्ज करने के लिए आज सुबह चंचलगुडा जेल पहुंचा। ये अधिकारी जगनमोहन रेड्डी से जेल परिसर में उनके वकील की मौजूदगी में पूछताछ कर रहे हैं। हैदराबाद में सी बी आई की विशेष अदालत ने प्रवर्तन निदेशालय को जगनमोहन रेड्डी से पूछताछ करने की अनुमति दी थी।  उनके कारोबार में कथित रूप से विदेशी पैसा आने के बारे में उनसे पूछताछ की जा रही है। अदालत ने प्रवर्तन निदेशालय को इस महीने की २१ तारीख तक सुबह १० बजे से शाम पॉंच बजे के बीच पूछताछ करने की अनुमति दी है।

केन्द्रीय गृहमंत्री पी० चिदम्बरम ने आज चंडीगढ़ में  उत्तरी क्षेत्र परिषद की २६वीं बैठक का उद्घाटन किया। यह बैठक राज्यों से सम्बन्धित और अन्तर्राज्यीय मुद्दों पर विचार करने के लिए बुलाई गई है। बैठक में  पंजाब, हरियाणा, हिमाचल प्रदेश, दिल्ली और राजस्थान के मुख्यमंत्री, पंजाब के राज्यपाल , चंडीगढ़ के प्रशासक, दिल्ली के उपराज्यपाल तथा जम्मू कश्मीर के उपमुख्यमंत्री भाग ले रहे हैं।

उत्तर प्रदेश में सत्तारूढ़ समाजवादी पार्टी के उम्मीदवार बुक्कल नवाब का राज्य विधान परिषद के उपचुनाव में निर्विरोध चुना जाना तय है। नाम वापस लेने का समय समाप्त होने के बाद आज दोपहर बाद उनके चुने जाने की घोषणा कर दी जायेगी। हमारे इलाहाबाद संवाददाता ने बताया है कि यह सीट बहुजन समाजवादी पार्टी प्रमुख मायावती के इस्तीफे से खाली हुई है।
बहराइच स्थानीय निकाय निर्वाचन क्षेत्र से एक अन्य सीट का उपचुनाव २७ जुलाई को कराया जायेगा। यह सीट सुश्री माधुरी वर्मा के विधानसभा के लिए चुने जाने के बाद उपरी सदन से इस्तीफा देने से खाली हुई है। आज नामांकन पत्रों की जांच के बाद दो उम्मीदवार चुनाव मैदान में रह गये हैं। इस बीच समाजवादी पार्टी के वरिष्ठ नेता बनवारी लाल यादव को विधान परिषद के लिए मनोनीत किया गया है।

उत्तर प्रदेश सरकार ने मथुरा जिले के दो खण्ड विकास अधिकारियों को निलम्बित कर दिया है। उन पर सामाजिक, आर्थिक और जाति आधारित जनगणना की ड्यूटी में कोताही बरतने और अन्य अनियमितताओं का आरोप है। ये दोनों अधिकारी ग्रामीण विकास आयुक्त के कार्यालय से सम्बद्ध थे।

इस मॉनसून में पहली बार पिछले सप्ताह सामान्य से अधिक वर्षा हुई। आकाशवाणी के साथ बातचीत में मौसम विभाग के निदेशक एल एस राठौड़ ने कहा कि ११ जुलाई को समाप्त हुए सप्ताह में सामान्य से एक प्रतिशत अधिक बारिश हुई जो इससे पिछले सप्ताह से बहुत बेहतर है, जब वर्षा सामान्य से ४९ प्रतिशत कम रही थी। इससे सूखे की आशंका काफी हद तक दूर हो गई है।

इस बीच, सरकार ने खरीफ मौसम के दौरान मॉनसून के देर से आने या बारिश कम होने की स्थिति में कई राज्यों में फसलों के लिए आपात उपायो का प्रावधान किया है। ये राज्य हैं - राजस्थान, गुजरात, महाराष्ट्र, आन्ध्रप्रदेश, मध्यप्रदेश, कनार्टक और तमिलनाडु। सरकारी विज्ञप्ति में कहा गया है कि कृषि मंत्रालय देश की कुल एक हजार ९७ लाख हेक्टेयर कृषि योग्य भूमि में से इन राज्यों की एक सौ ७५ लाख हेक्टेयर भूमि को प्राथमिकता के आधार पर आपात योजना के तहत लायेगी। सरकार ने धान, बाजरा, अरंडी, सूरजमुखी, उड़द, तिल, सोयाबीन और अन्य दलहनों के साठ लाख क्ंिवटल बीज इन राज्यों में वितरित करने के लिए रखे हैं। हमारे संवाददाता ने खबर दी है कि इस तरह की आपात योजनाएं आमतौर पर १५ जुलाई से लागू की जाती हैं और राज्य सरकारें स्थिति के अनुरूप उन्हें लागू करती हैं।

केन्द्र, अरूणाचल प्रदेश में हाल की बाढ़ से हुए नुकसान का जायजा लेने के लिए अधिकारियों का एक दल वहां भेजेगा। गृहमंत्री पी० चिदम्बरम ने राज्य के मुख्यमंत्री नाबाम तुकी से यह बात कही। श्री तुकी ने कल नई दिल्ली में उन्हें राज्य में हाल में अचानक आई बाढ़ से हुए व्यापक नुकसान के बारे में जानकारी दी थी। जून और जुलाई के शुरू में राज्य में लगातार भारी वर्षा के कारण अचानक जबर्दस्त बाढ़ आई थी। किसानों को बिजली और पानी की सप्लाई में बाधा आने तथा कृषि और बागवानी वाली जमीन का एक बड़ा हिस्सा पानी में डूब जाने के कारण भारी नुकसान हुआ है। श्री चिदम्बरम ने श्री तुकी को आश्वासन दिया कि केन्द्रीय दल की रिपोर्ट मिलने के बाद सहायता के बारे में अन्तिम फैसला लिया जायेगा।

असम के ग्वालपाड़ा जिले में कल रात एक मुठभेड़ में सुरक्षा बलों ने नेशनल डेमोक्रेटिक फ्रन्ट ऑफ बोडोलैण्ड के तीन उग्रवादियों को मार गिराया। पुलिस सूत्रों ने कहा है कि मुठभेड़ स्थल से भारी मात्रा में हथियार और गोलीबारूद भी बरामद किया गया है।

भारत ने आज देश में ही विकसित और परमाणु हथियार ले जाने में सक्षम बैलिस्टिक मिसाइल अग्नि-एक का सफल परीक्षण किया है। सतह से सतह पर सात सौ किलोमीटर दूरी तक मार करने वाली इस मिसाइल को ओड़िशा तट के निकट व्हीलर द्वीप के समन्वित परीक्षण रेंज से आज लगभग दस बजकर दस मिनट पर मोबाइल लांचर से छोड़ा गया। इसे भारतीय सेना का सामान्य परीक्षण बताते हुए रक्षा सूत्रों ने कहा कि इसका मुख्य उद्देश्य मिसाइल का इस्तेमाल करने वाली टीम को प्रशिक्षित करना है। अग्नि-एक मिसाइल में ऐसी विशिष्ट प्रणाली लगी हुई है जो इसका लक्ष्य तक पहुंचना सुनिश्चित करती है। अग्नि-एक का वजन १२ टन और लम्बाई १५ मीटर है और यह एक हजार किलोग्राम तक वजन ले जा सकती है। इसे पहले ही भारतीय सेना में शामिल किया जा चुका है।

भारतीय नौसेना में साइबर आतंकवाद से निपटने के लिए जल्द ही एक नया कैडर बनाया जायेगा। इसके साथ ही नौसेना, सेना की पहली ऐसी इकाई बन जायेगी जिसके पास साइबर सैनिकों का अलग कैडर होगा। नौसेना के सूत्रों ने नई दिल्ली में बताया कि सूचना प्रौद्योगिकी के लिए समर्पित अधिकारियों के पहले बैच की भर्ती प्रक्रिया शुरू हो गई है, जो नौसेना के लिए नेटवर्क तैयार करेंगे और उसका संचालन तथा रखरखाव भी करेंगे। नौसेना में अब इंजीनियरिंग, सूचना प्रौद्योगिकी और कम्प्यूटर स्नातकों की शॉर्ट सर्विस कमीशन्ड अधिकारियों के रूप में भर्ती की जा रही है। दिसम्बर से उनका प्रशिक्षण शुरू हो जायेगा। नौसेना ने संचार, अंतरिक्ष और नेटवर्क संबंधी कार्यों के लिए एक अलग सैल बनाया है, जिसके प्रमुख रियर एडमिरल स्तर के अधिकारी होंगे, जो नौसेना के उप प्रमुख के रूप में कार्य करेंगे।

हमारे संवाददाता ने खबर दी है कि हालांकि इस तरह का कैडर बनाने का यह सीधा कारण नहीं है, लेकिन भारतीय नौसेना ने हाल में अब तक के सबसे गंभीर साइबर हमले का सामना किया था। उसकी पूर्वी कमान के विशाखापत्तनम्‌ सहित मुख्यालय में इस्तेमाल की जा रही एक पैन ड्राइव के कारण गोपनीय और संवेदनशील सूचनाएं चीन के पास पहुंच गई थीं। नौसेना विशाखापत्तनम्‌ में साइबर सुरक्षा नियमों का उल्लंघन करने के सिलसिले में छह अधिकारियों की भूमिका की जांच करा रही है।

बिहार के कैमूर जिले में कल रात एक मालगाड़ी के २६ डिब्बे पटरी से उतर गये जिससे पटरियों को नुकसान पहुंचा है और रेल सेवा प्रभावित हुई। मुगलसराय के रेल मंडल प्रबंधक अनूप कुमार ने बताया कि किसी के हताहत होने की खबर नहीं है। हमारे संवाददाता ने बताया है कि कोयले से लदी यह मालगाड़ी धनबाद से मुगलसराय जंक्शन जा रही थी।

२६ डिब्बे पटरी से उतरने की वजह से रेलमार्ग पर करीब आधे किलोमीटर तक नुकसान पहुंचा है। रेलवे अधिकारियों के मुताबिक राहत कार्य शुरू कर दिया गया है और ट्रेक को पूरी तरह से पटरी पर लाने में ५० से ६० घंटे लग सकते है। इस रूट के बाधित होने की वजह से राजधानी एक्सप्रेस समेत करीब ३५ ट्रेनों का मार्ग बदला गया है। गया-पटना रूट से अपने-अपने स्टेशनों की तरफ भेजा जा रहा है। कई गाड़ियां काफी विलम्ब से चल रही है और कुछ लोकल सवारी गाड़ियों ं को रद्द भी किया गया है। इससे कई स्टेशनों पर यात्रियों को काफी परेशानियों का सामना करना पड़ रहा है। पटना रेलवे स्टेशनों पर लोगों की भीड़ को देखते हुए रेल प्रशासन ने यात्रियों की सुविधा के लिए अनेक उपाय किये है। आकाशवाणी समाचार के लिए पटना से मैं दिवाकर कुमार।
   
हमारे इलाहाबाद संवाददाता ने सरकारी सूत्रों के हवाले से खबर दी है कि मार्ग बदले जाने के कारण कम से कम पांच रेलगाड़ियां इलाहाबाद नहीं पहुंचेगी। इनमें हावड़ा और इंदौर जाने वाली शिप्रा एक्सप्रेस को बरास्ता सिंगरोली-कटनी भेजा गया है। भुवनेश्वर और नई दिल्ली से चलने वाली ओड़िशा सम्पर्क क्रान्ति एक्सप्रेस को माणिकपुर और कटनी होकर और नई दिल्ली और पुरी से चलने वाली नीलांचल एक्सप्रेस को मुगलसराय से पटना और गया की ओर भेजा गया है। इलाहाबाद से मुगलसराय जाने वाली पैसेन्जर गाड़ी को चुनार और मुगलसराय के बीच आंशिक रूप से रद्द कर दिया गया है।

उत्तर रेलवे के अधिकारियों ने कहा है कि लखनऊ डिवीजन के वाराणसी, काशी और व्यास नगर स्टेशनों पर रूकी गाड़ियों के यात्रियों के लिए पर्याप्त मात्रा में पानी और चाय- नाश्ते का प्रबंध किया गया है। बड़े रेलवे स्टेशनों पर यात्रियों के लिए सुविधा केन्द्र बनाये गए हैं जहां रेल अधिकारी खुद मौजूद हैं।

विश्व में जारी आर्थिक मंदी के कारण भारत के निर्यात में जून के महीने में वार्षिक आधार पर पॉंच दशमलव चार-पांच प्रतिशत की कमी हुई और यह २५ अरब, सात करोड़ डॉलर का रहा। विदेश व्यापार महानिदेशक ए० पुजारी के अनुसार भारत के आयात में भी १३ दशमलव चार-छह प्रतिशत की कमी हुई और यह ३५ अरब, ३७ करोड़ डॉलर का हुआ। इस तरह जून के महीने में व्यापार घाटा १० अरब, ३० करोड़ डॉलर का रहा।

वाणिज्य सचिव एस० आर० राव ने नई दिल्ली में संवाददाताओं को बताया कि निर्यात में कमी हुई है लेकिन व्यापार घाटा भी कम हो रहा है। चालू वित्त वर्ष की अप्रैल से जून तक की पहली तिमाही में पिछले वर्ष की इसी अवधि के मुकाबले निर्यात में एक दशमलव सात प्रतिशत की कमी हुई और यह ७५ अरब, २० करोड़ डॉलर का हुआ। आयात भी चालू वित्त वर्ष की पहली तिमाही में पिछले वर्ष की इसी तिमाही के मुकाबले छह दशमलव एक प्रतिशत कम होकर एक खरब, १५ अरब, २६ करोड़ डॉलर का हुआ। इस तिमाही में व्यापार घाटा कम होकर ४० अरब, छह करोड़ डॉलर का रहा, जो पिछले वित्त वर्ष ही पहली तिमाही में ४६ अरब, ३० करोड़ डॉलर का था।

बम्बई शेयर बाजार के संवेदी सूचकांक में आज शुरूआती कारोबार में १०६ अंकों की वृद्धि हुई। तीस शेयरों पर आधारित इस सूचकांक में पिछले दो सत्रों में ३८६ अंकों की गिरावट आई थी। आज फंडों और खुदरा निवेशकों की लिवाली के कारण सूचकांक में वृद्धि हुई। अब से कुछ देर पहले यह ३२ .अंक की गिरावट के साथ १७ हजार १९९ पर था। नेशनल स्टॉक एक्सचेंज का निफ्‌टी भी ६ अंक गिरकर ५ हजार २२९ पर था।

एशियाई बाजारों में भी आज वृद्धि का रूख है। जापान के निक्केई में सुबह के कारोबार में शून्य दशमलव दो-आठ प्रतिशत और हांगकांग के हेंगसेंग में शून्य दशमलव दो-छह प्रतिशत की वृद्धि हुई। उधर अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज ३१ पैसे मजबूत हुआ। एक डॉलर ५५ रूपये ६३ पैसे का हो गया।

एशियाई बाजारों में आज कच्चे तेल के भाव गिरे। अगस्त की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड २१ सेंट सस्ता होकर ८५ डॉलर ८७ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नार्थ सी क्रूड की कीमत में भी १२ सेंट की वृद्धि हुई और एक बैरल एक सौ डॉलर ९५ सेंट  का हो गया।

भारत ने ऊर्जा और खनन के क्षेत्रों में क्यूबा को अपनी विशेषज्ञता और सहायता देने की पेशकश की है। वाणिज्य और उद्योग राज्यमंत्री ज्योतिरादित्य सिंधिया ने क्यूबा के कार्यवाहक विदेशमंत्री मार्सलिनो मेदिनो से यह प्रस्ताव किया। उन्होंने कहा कि भारतीय कंपनियां क्यूबा में तेल की खोज, उत्पादन, शोधन और विपणन में निवेश के जरिये इसमें शामिल हो सकती हैं। श्री सिंधिया दोनों देशों के बीच व्यापार और निवेश संबंध बढ़ाने के सिलसिले में तीन दिन की यात्रा पर क्यूबा की राजधानी हवाना में हैं। सरकारी विज्ञप्ति के अनुसार दोनों पक्षों की बैठकों में भारत और क्यूबा के संबंधों के सभी पहलुओं की समीक्षा की गई। इसका उद्देश्य वर्तमान राजनीतिक सांस्कृतिक संबंधों में और अधिक आर्थिक पक्ष को जोड़ना है। श्री सिंधिया ने पश्चिमी देशों की आर्थिक मंदी के इस दौर में क्यूबा की अर्थव्यवस्था में लगभग पांच प्रतिशत की उल्लेखनीय वृद्धि की सराहना की। क्यूबा के विदेश मंत्री ने पचास लाख डॉलर की ऋण सुविधा के जरिये क्यूबा में दुग्ध प्रसंस्करण संयंत्र लगाने में भारत की सहायता के लिए आभार व्यक्त किया।

क्यूबा के विदेश व्यापार और निवेश मंत्री रोडरिगो मालमिएर्सा के साथ बैठक में दोनों पक्षों ने आपसी व्यापार के मात्र चार करोड़+ डॉलर तक सीमित रहने पर निराशा व्यक्त की। श्री सिंधिया ने कहा कि दोनों देशों के बीच व्यापार की अपार संभावनाएं हैं और अगर उनका सही इस्तेमाल किया जाए तो व्यापार तथा आर्थिक संबंधों में कई गुना वृद्धि हो सकती है।

भारत को अपने आस पड़ोस के चुनौती भरे माहौल को देखते हुए सकारात्मक परिणाम पाने के लिए और अधिक प्रयास करने होंगे। विदेश सचिव रंजन मथाई ने आज नई दिल्ली में एक पुस्तक का लोकार्पण करते हुए कहा कि अगले दो दशकों में भारत के आसपास की भौगोलिक और राजनीतिक स्थिति में बड़े बदलाव आने वाले हैं। इस पुस्तक का नाम है - ष्प्दकपंश्े दमपहीइवनतीववक बींससमदहमे पद जीम दमगज जूव कमबंकमेष्ए श्री मथाई ने कहा कि आतंकवादियों और एक देश से दूसरे देश में जाकर रहने वाले लोगों के बीच का अंतर मिटता जा रहा है। उन्होंने कहा है कि दक्षिण एशिया के नीति निर्माताओं को एक दूसरे के साझा हितों का ध्यान रखना चाहिए। श्री मथाई ने कहा कि भारत के आस-पड़ोस की स्थिति को इस सन्दर्भ में समझना होगा कि अरब देशों में असंतोष या तेल की कीमतों में वृद्धि जैसी घटनायें सत्ता के पारम्परिक या उभरते केन्द्रों पर असर डालती हैं या नहीं। उन्होंने कहा कि भारत विभिन्न मंचों और संगठनों के जरिये अपने पड़ोसी देशों के साथ लगातार संबंध बनाये हुए है।

पाकिस्तान में आज सुबह क्वेटा शहर के बाहर एक शक्तिशाली विस्फोट में अवामी नेशनल पार्टी के एक नेता सहित पॉंच लोग मारे गये और दस लोग घायल हो गये। अधिकारियों के अनुसार यह विस्फोट अवामी नेशनल पार्टी द्वारा आयोजित रैली के स्थान के निकट एक बाजार में हुआ। समाचार एजेन्सियों ने प्रत्यक्षदर्शियों के हवाले से खबर दी है कि विस्फोट के बाद गोलीबारी हुई। विस्फोट से कई वाहनों को नुकसान पहुंचा। किसी गुट ने अभी तक विस्फोट की जिम्मेदारी नहीं ली है। यह विस्फोट प्रधानमंत्री राजा परवेज+ अशरफ के क्वेटा दौरे से कुछ घंटे पहले हुआ है।

अफगानिस्तान में बम विस्फोट की दो अलग-अलग घटनाओं में तीन लोग मारे गये हैं। पुलिस सत्रों के अनुसार अफगानिस्तान के महिलाओं से संबंधित मामलों की लग़मान प्रांत की प्रमुख अनीफा साफी अपने पति के साथ प्रांतीय राजधानी मेहतरलाम में अपनी ही कार में हुए विस्फोट में मारी गयी। दूसरी घटना में नैटो के नेतृत्व वाली अंतर्राष्ट्रीय सेना का एक सैनिक दक्षिणी अफगानिस्तान में छिपा कर रखे गये बम के विस्फोट में मारा गया। काबुल में अंतर्राष्ट्रीय सेना मुख्यालय द्वारा जारी विज्ञप्ति में घटना के बारे में और कोई ब्यौरा नहीं दिया गया है।

रूस ने सीरिया पर प्रतिबंध की मांग को खारिज कर दिया है। उधर अमरीका ने चेतावनी दी है कि सीरिया में किसी नये उपाय के बगैर संयुक्त राष्ट्र मिशन को वापस बुला लिया जाना चाहिए। सुरक्षा परिषद ने सीरिया के बारे में रूस और पश्चिमी देशों के प्रस्तावों के मसौदे पर राजदूतों की पहली बैठक में विचार-विमर्श के दौरान इस पर बीस जुलाई तक मतदान की समय सीमा तय की थी। ब्रिटेन के राजदूत मार्क लाइल ग्रांट ने कहा कि किसी भी मसौदे पर प्रगति नहीं हुई है और इस सप्ताह इन पर कोई मतदान नहीं होगा। ब्रिटेन, फ्रांस, अमरीका,  जर्मनी और पुर्तगाल ने सीरिया में हिंसा जारी रहने और अंतर्राष्ट्रीय शांति योजना को लागू करने में राष्ट्रपति बशर-अल-असद की विफलता के कारण संयुक्त राष्ट्र चार्टर के चेपटर-७ के तहत उस पर प्रतिबंध लगाने की मांग की है। अमरीका और उसके सहयोगी देशों का कहना है कि मौजूदा स्थिति के लिए राष्ट्रपति असद जिम्मेदार हैं, लेकिन रूस चाहता है कि वहां विपक्ष पर दबाव बनाया जाये।

पाकिस्तान में राजधानी इस्लामाबाद सहित पंजाब सूबे और खैबर पखतूनख्वा के कई भागों में कल शाम भूकंप के जबर्दस्त झटके महसूस किए गए। रिक्टर पैमाने पर ६ दशमलव १ तीव्रता के इस भूकंप का केंद्र १९४ किलोमीटर दूर कोह-ए-हिंदुकुश में था। खबरों के अनुसार इस्लामाबाद, रावलपिंडी, लाहौर, झेलम, सरगोधा, ऐबटाबाद, हाफिजाबाद, कसूर, साहिवाल और जलालपुर भाटियान सहित कई शहरो में भूकंप के तेज झटके महसूस किए गए। पेशावर और आसपास के शहरों सहित खैबर पखतूनख्वा के कई हिस्सों में भी भूकंप महसूस किया गया। अब तक कहीं से भी जानमाल के नुकसान की  खबर नहीं है।

चीन में मौजूदा वित्त वर्ष की दूसरी तिमाही के दौरान पिछले तीन वर्षों में सबसे कम आर्थिक वृद्धि दर दजर्+ की गई है। दुनिया की दूसरी सबसे बड़ी अर्थव्यवस्था चीन ने इस साल की दूसरी तिमाही में सात दशमल छह प्रतिशत की दर से विकास किया है जबकि इससे पिछली तिमाही में ये दर आठ दशमलव एक प्रतिशत थी। आर्थिक वृद्धि दर में गिरावट की वजह निर्यात में कमी और उपभोक्ता व्यय में गिरावट बताया जा रहा है।

राष्ट्रमंडल खेल आयोजन समिति के बर्खास्त अध्यक्ष और खेलों से सम्बन्धित रिश्वत के मामले के आरोपी सुरेश कलमाडी को आज दिल्ली की एक अदालत ने  २०१२ के ओलम्पिक खेलों में भाग लेने के लिए लंदन जाने की अनुमति दे दी। सी बी आई के विशेष जज तलवंत सिंह ने कलमाडी को २६ जुलाई से १३ अगस्त तक लंदन जाने की अनुमति देते हुए, उन्हें १० लाख का बॉन्ड और इतनी ही राशि की जमानत भरने को कहा। अदालत ने यह भी स्पष्ट किया है कि कलमाडी को केवल ओलम्पिक खेलों के लिए लंदन जाने की अनुमति दी जा रही है।

उत्तरप्रदेश के बंदायूं जिले में मैला ढोने वाले लगभग तीन हजार सफाई कर्मचारियों का पुनर्वास किया गया है। केंद्र सरकार के एक महत्वपूर्ण कार्यक्रम पूर्ण स्वच्छता अभियान के तहत राज्य सरकार ने बर्न द बॉस्केट नाम की यह योजना शुरू की है।

इन दिनों डलिया जलाओ अभियान उत्तरप्रदेश में एक बड़े सामाजिक बदलाव का प्रतीक बनता जा रहा है। सदियों से चली आ रही सिर पर मैला ढ़ोने की अमानवीय प्रथा को वैसे तो प्रदेश में पहले से ही प्रतिबंधित किया जा चुका है। परन्तु अभी भी कुछ पॉकेट में इसके प्रचलन की खबरे आती रही है। जिनको पूरी तरह समाप्त करने और इन कामों में लगे परिवारों को पुनर्वासित करने के लिए प्रदेश सरकार  विशेष कार्यक्रम चला रही है, जिसके अन्तर्गत उन्हें रोजगार मुहैया कराने के साथ-साथ बनाई जा रही आदर्श कालोनियों में आवास दिये जा रहे है। केवल दो हजार दो सौ रूपये की लागत से अच्छा शौचालय न बन पाने के कारण पहले ग्रामीणों ने जल प्रवाहित शौचालय के प्रति उदासीनता दिखती थी। वहीं अब निर्मल भारत अभियान ने यह राशि बढ़कर दस हजार रूपये हो जाने से इसके प्रति उत्सुकतादिखती है। गांवों की बहू-बेटियां अब अपने घरों मे ही शौच सुविधा पाकर प्रसन्न है। मिराजुद्दीन खान, आकाशवाणी समाचार, लखनऊ।

The National Commission for Women has decided to rush a team to Guwahati  to investigate  the incident of molestation of a girl. Assam Chief Minister Tarun Gogoi has strongly condemned the incident and said  a task force would be formed to prevent such crimes against women. It may be recalled that some people attacked the girl after she came out of a  bar and molested her. The girl was later rescued by a police team and a few passers-by. Meanwhile, one more person has been arrested today in connection with the molestation case. With this, the total number of arrests has gone upto four. Official sources said that 11 persons involved in the incident have been identified. State DGP J N Choudhary says the hunt is on to apprehend the other culprits.

There are still 7 others whom we are trying to hunting. We have to hunt them out, locate them and apprehend them. Well, today, the Deputy Commissioner of Kamrup Metro and the senior SP, they have called the bar owners and the Chief Minister has already given directions that you figure out how to make it safer.

Meanwhile, the university authorities have regretted the traumatic experience faced by a girl student of class five for bed wetting. A warden of a girls hostel in Vishwa Bharti has been arrested by police and later suspended by the University for compelling a class five student to drink her own urine as a punishment for bed wetting.

The Centre has decided to give an active role to the local government bodies in its fight against female foeticide. Tribal Affairs and Panchayat Raj Minister Kishore Chandra Deo told reporters in New Delhi that his ministry has initiated an action plan for curbing the inhuman practice of female foeticide with the help of gram panchayats.  Explaining the nature of the plan, he said during the last one year, the elected representatives have been given training on two issues, sensitivity towards the problems faced by women and children and, awareness of the social programmes introduced to address these problems. Mr. Deo said the Panchayat Raj Ministry has also started organising special Gram Sabhas across the country to address social problems. The minister added,the states have also been advised to video record the proceedings of Gram Sabhas to enhance transparency.

The Enforcement Directorate has begun questioning Kadapa Lok Sabha Member Jaganmohan Reddy in connection with the Disproportionate assets case against him. A team of ED officials from Delhi and Hyderabad has reached Chanchalguda Jail this morning to record his statement in connection with the case registered against him under the provisions of the Prevention of Money Laundering Act. The officials are questioning Jaganomohan Reddy in the presence of his advocate at the Jail premises. A CBI special court in Hyderabad had recently granted permission to the central agency to question the Kadapa MP with for  alleged foreign fund flow into his business. The court granted permission to the ED to grill him between 10 Am and 5PM till 21st of this month.

The Navy will soon have an exclusive cadre of cyber warriors to combat cyber terrorism. With this the Navy will be the first among the armed forces in the country to have exclusive cadre of cyber warriors. Naval sources said in New Delhi, the process of recruiting its first batch of dedicated officers for information technology who would work at creating networks for the maritime force, man the networks and maintain the systems,has been set in motion.  It is now looking at recruiting engineering, information technology and computer science graduates as short service commissioned officers for whom the training will begin in December. The navy has also created a separate cell for communications, space and network centric operations under a rear admiral-rank officer, who would function as the assistant chief of naval staff. Our correspondent reports that, though not a direct reason for setting up this exclusive information technology cadre, the Indian Navy had faced one of its worst cyber attacks on its Eastern Command headquartered at Visakhapatnam when a pen drive used by some of its officers had led to sensitive, secret information being passed on to China due to a malware in the device. The navy had set up a probe into the role of six of its officers for breaching the cyber security protocol at Visakhapatnam.

The Centre will soon send a team of officials to Arunachal Pradesh to assess the damage caused by the recent spate of floods in the state. Union Home Minister P Chidambaram informed about this to the state Chief Minister Nabam Tuki who briefed him in New Delhi yesterday about the extensive damage caused by the recent spate of flash floods in the state. Heavy and continuous rainfall in June and early July had triggered an unprecedented spate of flash floods across the state.  Farmers have borne huge losses due to the disruption of power and water supplies and inundation of vast lands of agriculture and horticulture. Chidambaram assured Tuki that a final decision will be taken after submission of the report by the team.

He is the lone candidate in the fray and the announcement of result is expected this afternoon  after time for withdrawal of paper ends. Polling for another bye election for the House from Bahraich Local Authorities’ Constituency  will be held on July 27. The bye election is being held as Member of the Upper house Ms. Madhuri Verma had resigned after being elected to the Legislative Assembly. Two candidates have been left in the fray after scrutiny of appears and today is the last date for withdrawal. Meanwhile, senior Samajwadi Party leader Banwari Yadav has been nominated to the council.

India today successfully test-fired the indigenously developed nuclear capable Agni-I ballistic missile, with a strike range of 700 km, from the Integrated Test Range of Wheeler Island in Bhadra district off the Odisha coast. The surface-to-surface, single-stage missile, powered by solid propellants, was test-fired from a mobile launcher at about 10.10 today morning from launch pad-4 of the ITR. This is a routine user’s trial by the strategic force command of the Indian Army with the main objective of training the user team to launch the missile.   More from our correspondent:

Agni-I missile has a specialized navigation system which ensures it reaches the target with a high degree of accuracy and precision. The trajectory of the missile, which has an operational strike range of 700 km, was tracked by sophisticated radars and electro-optic telemetry stations located along the sea coast and ships positioned near the impact point in the downrange area. With 12 tonnes wight, 15-metre-long, Agni-I can carry payloads up to 1000 kilogram. It has already been inducted into the Indian Army. PRAKASH DASH/ AIR NEWS/ BHUBANESWAR

About  half a dozen trains including the Delhi - Howrah Janata Express, Howrah - Delhi Janata Express, Delhi -Kolkata Lal Quila Express, Kolkata - Delhi Lal Quila express, and Gaya New Delhi Mahabodhi express have been cancelled. Rail traffic on one of the busiest New Delhi Howrah route is badly affected since last night due to derailment of more than one dozen coaches of a Kanpur bound goods train under Mughalsarai rail division. Quoting official sources our Allahabad correspondent reports that due to the derailment, about five trains will not come to Allahabad station due to diversion of routes of the trains. Affected trains includes both Howrah and Indore bound Shipra Express diverted via Singrauli- Katni, Bhuvneshwar New Delhi Orissa Sampark Kranti Express diverted via Manikpur and Katni, New Delhi Puri Neealnchal Express diverted via Mughalsarai Patna and Gaya. The Allahabad Mughalsarai passenger train has been partially cancelled between Chunar and Mughalsarai. Our correspondent reports that coal loaded bogies were derailed near Bhabhua railway station in Kaimur District in Eastern Central Railway damaging both Up and Down tracks. 

A goods train derailed near Bhabhua railway station in Kaimur in Gaya-Mughalsarai section. Rail traffic on the busy Delhi-Howrah route is badly affected. Rescue operation will take 50 to 60 hours for normal functioning. Railway official said the derailment blocked tracks as a few wagons rolled down to the side track, resulting in change of route of trains including Rajdhani Express. Trains going from New Delhi to Howrah, Sealdah and Puri have also been asked to take Patna-Gaya routes. At lest 35 trains diverted to Gaya Patna route, some passengers trains also cancelled and many people hang on the railway station. A relief train has been sent to the accident spot from Mughalsarai. Releasing a book "India's neighborhood challenges in the next two decades", in New Delhi today, Foreign Secretary Ranjan Mathai said the geo-political situation in India's neighborhood is going to change drastically in the next two decades .He said the dividing line between terrorists and trans-nationals is disappearing.  He opined that common interests must factor in the policy making of South Asia. India has offered its expertise and assistance to Cuba in energy and mining sectors. Minister of State for Commerce and Industry Jyotiraditya Scindia gave this assurance to the  Cuban acting Minister of Foreign Relations Mr. Marcelino Medino. He said  Indian companies can participate in Cuba through investment in exploration, production, refining and marketing. Mr Scindia is on a three day visit to the Cuban capital Havana for strengthening trade and investment ties between the two countries. According to an official release, during the bilateral meetings, the entire spectrum of India- Cuba relations was reviewed with the objective of adding more economic content to existing strong political and cultural ties. Mr Scindia complimented the Cuban Minister for impressive growth of around 5 Per cent of the Cuban economy at a time when most of the western economies have shrunk. The Cuban Foreign Minister reciprocated by expressing gratitude for India’s assistance in setting up a milk processing plant in Cuba through a 5 million dollar Line of Credit.

In Pakistan, five persons including a leader of the Awami National Party have been killed in a powerful bomb blast on a the outskirts of Quetta city  early this morning. Ten others have sustained injuries. According to officials the bomb went off at Kuchlak Bazar near the venue of a rally organised by the Awami National Party. Agencies quoting eye-witnesses report that blast was followed by firing. Several vehicles were damaged in the blast.     No group has claimed responsibility for the blast, which occurred hours before an official visit to Quetta, the capital of Balochistan province, by Prime Minister Raja Pervez Ashraf.

Three persons have been killed in two separate bomb explosions in Afghanistan today. According to police sources provincial head of the Women’s Affairs ministry Anifa Safi and her husband were killed in a bomb blast inside their car in Mehtarlam, capital of eastern Laghman province. In another incident a NATO soldier was killed in a roadside bomb blast in southern Afghanistan. A press release issued in Kabul today by the NATO-lead International Security Assistance Force headquarters did not give any other detail of the incident.

In Pakistan, an earthquake measuring 6.1 on the Richter scale jolted Islamabad besides parts of Punjab and Khyber Pakhtunkhwa last evening.  The epicenter of the quake was located 194 kilometres deep under Koh-e-Hindukash. There are no reports of any casualties or damage so far.

All the District Magistrates  have launched a massive campaign to end manual scavenging with community support by conversion of dry toilets to water flushed toilet in each household. Monsoon rains in the country were above average in the past week for  the first time in the current season. Talking to All India radio, Director of the India Meteorological Department, LS Rathore said rains were one per cent above average for the week ended 11th of this month, a sharp improvement from 49 per cent below average in the previous week. It has allayed fears of a drought which would hit output of food crops. Meanwhile, the government has recommended contingency crop measures for several states in case of a delayed monsoon or less rainfall during Kharif season this year. The states are Rajasthan, Gujarat, Maharastra, Andhra Pradesh, Madhya Pradesh, Karnataka and Tamil Nadu. An official release says, the agriculture ministry has earmarked 175 lakh hectares of land in these states out of the country's total cultivable land of 1097 lakh hectares to be put under a contingency plan on a priority basis. It has also arranged around 60 lakh quintals of short-duration variety seeds of various crops like paddy, bajra, castor, sunflower, urad, til, soyabean and other pulses for distribution in these states. Our correspondent reports contingency plans usually come into effect after 15th July and the state governments implement it as per the prevailing situation.

India's exports contracted by 5.45 per cent, year-on-year basis, to  25.07 billion US Dollars in June due to the persisting global economic slowdown. According to the Director General of Foreign Trade A Pujari imports also declined by 13.46 per cent to 35.37 billion dollars, leaving a trade deficit of  10.30 billion Dollars.  Meanwhile, Commerce Secretary S R Rao told reporters, Exports have contracted but trade deficit is also coming down.

The Sensex at the Bombay Stock Exchange rose 106 points, or 0.6 per cent, to 17,338 in early trade, today, on fresh buying by funds and retail investors, after IT major, TCS reported better-than-expected quarterly results, and as regional markets rose. Later, the Sensex trimmed its gains,  and stood 63 points, or 0.4 percent in the green, at 17,296 in afternoon deals, a short while ago. The 30-share Sensex had lost 386 points in the previous two trading sessions. Key stock indices in Japan, Hong Kong, Indonesia,  South Korea and Singapore had gained between 0.2 percent and 1.5 percent, today. But the US Dow Jones Industrial Average had ended 0.3 per cent lower in yesterday's trade.

The rupee appreciated by 31 paise and was trading at 55 rupees 63 paise per Dollar on selling by banks and exporters amid persistent capital inflows. The rupee resumed higher at 55 rupees 65 paise a dollar against the last closing level of 55 rupees 94 paise at the Interbank Foreign Exchange market. Fresh selling of dollars by banks and exporters in view of sustained capital inflows from foreign funds into the equity market boosted the rupee value.

In Syria, the opposition Syrian National Council SNC has urged the U.N. Security Council to pass a binding resolution against Syria after the reports by activists that over 100 villagers were massacred in Al Tremsa village in the worst hit Hama province. In a statement the Syrian national Council called for action under Chapter VII of the UN Charter to protect the Syrian people. Chapter VII authorizes UN Security Council to take measures ranging from economic sanctions to military intervention. The Syrian Observatory for Human Rights reported that over 100 villagers were killed in firing by helicopter gunships and shelling by Syrian forces .It alleged that scores of dead bodies were scattered in houses and in farms in Al-Tremsa, while more than 100 dead bodies have been piled up in Al-Tremsa mosque. The SNC also urged the U.N. observers to head to the village to document the mass killings. Meanwhile the Syrian state news agency SANA quoting eyewitnesses from Al Tremsa in Hama said armed terrorist groups attacked and opened random fire on the inhabitants killing more than 50 persons and exploding houses. It said security forces rushed to the Al Tremsa village to rescue the residents and in the clashes huge losses were suffered by the terrorists while three security personnel were killed. It said scores of terrorists were captured and weapons were confiscated. It held the foreign media and the Syrian opposition responsible for the incident on the eve of UN security council meeting to make a pitch for foreign intervention in Syria under Chapter VII of the UN Charter.

Southwestern Japan is bracing for more torrential rain today after unprecedented downpours left at least 19 people dead and eight missing as whole neighborhoods were swamped. Television footage showed torrents of muddy water carrying uprooted trees and other debris, while rivers burst their banks and flooded towns and villages in the main southern island of Kyushu. The TV footage showed residential streets in the city of Kumamoto buried in mud, while battered cars that had been swept away by flood water were left dumped on hillsides in scenes reminiscent of the March 2011 tsunami in the northeast.  In the city of Aso, landslides buried 17 households, killing at least 17 people with five more still missing. Rescuers continue their search this morning, using heavy machinery to remove uprooted trees, boulders and debris as rain continued to fall. Japan's Meteorological Agency said it expected very heavy rain in Kyushu later today.

China's economy grew at its slowest pace in three years as investment slowed and demand fell in key export markets such as the US and Europe. Gross domestic product rose by 7. per cent in the second quarter, compared with the same period a year ago. That is down from 8.1 per cent in the previous three months. In March, Beijing cut its growth target for the whole of 2012 to 7.5 per cent. China accounts for about a fifth of the world's total economic output and any slowdown may hamper a global recovery.

केन्द्र ने कर वंचना विरोधी नियम- गार के बारे में एक विशेषज्ञ समिति बनाई है जो सम्बद्ध प+क्षों और आम लोगों से टिप्पणी मांगेगी तथा उसके लिए दिशानिर्देश तैयार करेगी। सरकारी विज्ञप्ति के अनुसार व्यापक विचार-विमर्श की जरूरत को देखते हुए प्रधानमंत्री  मनमोहन सिंह ने समिति के गठन को मंजूरी दी है। डाक्टर पार्थसार्थी शोम समिति के अध्यक्ष होंगे। इससे परामर्श प्रक्रिया में पारदर्शिता और उच्च तकनीक क्षमता आएगी। यह समिति जुलाई के अंत तक सम्बद्ध पक्षों और आम लोगों से टिप्पणियां प्राप्त करेंगी। इसके आधार पर दिशा निर्देशों को ३१ अगस्त तक अंतिम रूप दिया जाएगा। समिति इस साल ३० सितम्बर तक सरकार को दिशानिर्देश सौंपेगी।

असम के मुख्यमंत्री तरूण गोगोई ने सोमवार की रात गुवाहाटी में एक लड़की के साथ दुर्व्यवहार की घटना की जांच का आदेश दिया है। अतिरिक्त मुख्य सचिव श्रीमती इमली चौधरी घटना की जांच करेंगी और पन्द्रह दिन के भीतर उन्हें अपनी रिपोर्ट सौंपनी है।  मुख्यमंत्री ने पुलिस महानिदेशक को दोषियों को गिरफ्तार करने का भी आदेश दिया। अब तक इस मामले में चार लोग गिरफ्तार किए गए हैं। सरकारी सूत्रों ने बताया कि इस घटना में शामिल ११ लोगों की पहचान कर ली गई है। दोषियों को पकड़ने और मामले की छानबीन के लिए पांच विशेष पुलिस दल गठित किए गए हैं।
घटना की कड़ी आलोचना करते हुए केंद्रीय गृह मंत्री पी. चिदम्बरम ने कहा कि इस तरह की घटना को गंभीरता से लेना चाहिए। उन्होंने कहा कि महिलाओं के साथ दुर्व्यवहार की सभी घटनाएं निंदनीय हैं।

किसी भी महिला के साथ दुर्व्यवहार करना निदंनीय है। किसी को भी ऐसी घटनाओं को हल्के में नहीं लेना चाहिए। चाहे वो किसी महिला का उत्पीड़न हो या किसी बच्चे का।

राष्ट्रीय महिला आयोग ने मामले की जांच के लिए अपना एक दल गुवाहाटी भेजने का फैसला किया है।

राष्ट्रीय मानवाधिकार आयोग ने उत्तर प्रदेश सरकार को नोटिस जारी कर पिछले छह महीनों के दौरान गाजियाबाद जिले में कथित रूप से लापता ९० बच्चों के बारे में रिपोर्ट देने को कहा है। मीडिया की खबरों का संज्ञान लेते हुए, मानवाधिकार आयोग ने राज्य के मुख्य सचिव और गाजियाबाद के जिलाधिकारी को नोटिस जारी कर चार हफ्ते के अंदर जवाब देने को कहा है। आयोग ने कहा है कि जिले से पिछले साल दो सौ ५१ बच्चें कथित रूप से लापता हो गए थे, जिनमें से एक सौ १५ बच्चों का अभी तक कोई पता नहीं है।

केंद्र ने कन्या भू्रण हत्या के खिलाफ अभियान में स्थानीय निकायों को सक्रिय भूमिका देने का फैसला किया है। जनजातीय मामलों और पंचायती राज मंत्री किशोर चंद्र देव ने नई दिल्ली में बताया कि मंत्रालय ने ग्राम पंचायतों की सहायता से कन्या भू्रण हत्या की अमानवीय प्रथा को रोकने के लिए एक कार्य योजना शुरू की है। श्री किशोर चंद्र देव ने कहा कि पंचायती राज मंत्रालय ने देश भर में सामाजिक समस्याओं के समाधान के लिए विशेष ग्राम सभाओं के आयोजन कराने की व्यवस्था शुरू की है जिनकी पूरी कार्यवाही की वीडियो रिकार्डिंग कराने की सलाह दी गई है।

सरकार ने सेना के अधिकारियों और जवानों तथा पूर्व सैनिकों के वेतन और पेंशन से जुड़े मसलों पर विचार करने के लिए एक समिति गठित करने का फैसला किया है। सरकारी विज्ञप्ति के अनुसार, कैबिनेट सचिव की अध्यक्षता में यह समिति सशस्त्र बलों के अधिकारियों और सैनिकों के ग्रेड-पे, वेतन, एक समान वेतनमान और नॉन-फंक्शनल अपग्रेडेशन की समीक्षा तथा सुधार जैसे मुद्दों पर विचार करेगी। पूर्व सैनिकों के मामले में समिति एक रैंक-एक पेंशन, दोहरी परिवार पेंशन और विवाह करने पर सैनिकों के मानसिक और शारीरिक रूप से अपंग बच्चों को परिवार पेंशन जैसे मुद्दों पर विचार करेगी।
समिति को आठ अगस्त तक प्रधानमंत्री को अपनी रिपोर्ट सौंपनी है।

केन्द्र ने पश्चिम बंगाल के डूअर्स में पर्यटन को बढावा देने के लिए राज्य सरकार को ५० करोड़ रुपए आवंटित किए हैं। राज्य के पर्यटन मंत्री रछपाल सिंह ने आज कोलकाता में यात्रा और पर्यटन मेले का उद्घाटन करते हुए यह जानकारी दी। उन्होंने कहा कि सरकार ने उत्तर बंगाल में चाय बागान क्षेत्रों में पर्यटन को बढावा देने के लिए कदम उठाए हैं।

गृह मंत्री पी. चिदम्बरम ने कहा है कि देश को उच्च विकास दर पर लाने के लिए उपाय किए जा रहे हैं। उन्होंने कहा कि वित्त मंत्रालय का कार्यभार संभालने के बाद प्रधानमंत्री मनमोहन सिंह ने इस संबंध में राजकोषीय घाटे और चालू खाता घाटे जैसे कुछ समस्याओं की पहचान की है। आज चंडीगढ़ में संवाददाताओं से बातचीत में उन्होंने कहा कि पिछले वित्त वर्ष में भारत की विकास दर सात प्रतिशत थी, जो विश्व में कई देशों की विकास दर से अधिक है।
यू पी ए के शासनकाल की उपलब्धियों की चर्चा करते हुए, श्री चिदम्बरम ने कहा कि इस अवधि में सात सौ किलोमीटर से अधिक नई रेल लाइनें बिछाई गईं और साढ़े आठ सौ किलोमीटर से ज्यादा छोटी लाइनों को बड़ी लाइनों में बदला गया।  गृह मंत्री ने कहा कि यू पी ए के दूसरे कार्यकाल के तीसरे वर्ष में विकास दर में गिरावट आने के बावजूद समग्र विकास के लिए १५ महत्वाकांक्षी योजनाएं जारी रखी गई हैं।

केन्द्र, अरूणाचल प्रदेश में हाल की बाढ़ से हुए नुकसान का जायजा लेने के लिए अधिकारियों का एक दल वहां भेजेगा। गृहमंत्री पी० चिदम्बरम ने राज्य के मुख्यमंत्री नाबाम तुकी से यह बात कही। श्री तुकी ने कल नई दिल्ली में उन्हें राज्य में हाल में अचानक आई बाढ़ से हुए व्यापक नुकसान के बारे में जानकारी दी थी।  श्री चिदम्बरम ने श्री तुकी को आश्वासन दिया कि केन्द्रीय दल की रिपोर्ट मिलने के बाद सहायता के बारे में अन्तिम फैसला लिया जायेगा।

दिल्ली उच्च न्यायालय ने व्यक्तिगत संवाद के लिए प्रति व्यक्ति प्रतिदिन दो सौ तक एस एम एस की सीमा रखने के भारतीय दूरसंचार नियामक प्राधिकरण-ट्राई के आदेश को रद्द कर दिया है। हालांकि न्यायालय ने अनचाहे व्यावसायिक संवादों पर प्रतिबंध को सही ठहराया है। न्यायालय ने कहा है कि अनचाहे व्यावसायिक संवाद, एस एम एस पाने वाले की शांति भंग करता है, उसकी निजता में खलल डालता है तथा उसका समय बर्बाद करता है। न्यायालय ने यह फैसला दो सौ एस एम एस की अधिकतम सीमा के बारे में ट्राई के आदेश के खिलाफ एक गैर-सरकारी संगठन की याचिका पर सुनाया।

भारत ने आज देश में ही विकसित और परमाणु हथियार ले जाने में सक्षम बैलिस्टिक मिसाइल अग्नि-एक का सफल परीक्षण किया है। सतह से सतह पर सात सौ किलोमीटर दूरी तक मार करने वाली इस मिसाइल को ओड़िशा तट के निकट व्हीलर द्वीप के समन्वित परीक्षण रेंज से आज लगभग दस बजकर दस मिनट पर मोबाइल लांचर से छोड़ा गया। इसे भारतीय सेना का सामान्य परीक्षण बताते हुए रक्षा सूत्रों ने कहा कि इसका मुख्य उद्देश्य मिसाइल का इस्तेमाल करने वाली टीम को प्रशिक्षित करना है।

उत्तर प्रदेश में बागपत जिले के रामला पुलिस थाने के असरा गांव में स्थिति सामान्य हो गई है। पंचायत के जरिए महिलाओं के खिलाफ फरमान जारी करने के कारण पुलिस द्वारा दो व्यक्तियों को गिरफ्तार करने के बाद वहां तनाव पैदा हो गया था। पुलिस हस्तक्षेप के विरोध में स्थानीय लोगों ने सड़क जाम कर दी थी और एक पुलिस मोटरसाइकिल में आग लगा दी थी।
फरमान की आलोचना करते हुए, गृहमंत्री पी. चिदम्बरम ने कहा है कि लोकतांत्रिक समाज में इस तरह के फरमानों की कोई जगह नहीं है।

The Centre has constituted an expert committee on the General Anti Avoidance Rules, GAAR, to finalise the guidelines after receipt of comments from stakeholders and the general public. According to an official release, in view of the need for widespread consultations, the Prime Minister Dr Manmohan Singh has approved the constitution of the Committee.
It will be chaired by Dr. Parthasarathi Shome. It will also bring transparency and a high degree of technical expertise to the consultation process. The Committee  will receive comments from stakeholders and general public till the end of this month.
The Committee will submit the draft GAAR guidelines to the government by the 30th September this year. Others members of the Committee are former Chairman of  IRDA, N. Rangachary, Dr. Ajay Shah, Professor, NIPFP, and Mr Sunil Gupta, Joint Secretary in the Department of Revenue.

Assam Chief Minister Tarun Gogoi today ordered an inquiry into the incident of molestation of a girl in Guwahati on Monday night. Additional Chief Secretary of Assam, Mrs. Emily Chowdhary has been instructed to inquire into the matter and submit a report within 15 days. The Chief Minister also instructed the State DGP, J N Choudhary to nab all the culprits involved in the incident.
So far, four persons have been arrested in connection with the molestation case. Official sources said that 11 persons involved in the incident, have been identified. The DGP said that the hunt is on to apprehend the other culprits. He said that 5 special police teams have been formed to look into the matter.
The National Commission for Women has also decided to send a team to Guwahati to investigate the incident. Our correspondent reports  various organisations and political parties in the state have condemned the incident and demanded immediate arrest of the people involved.
Members of the Assam Public Works organization have put up hoardings across the city with photographs of the 11 culprits who molested the girl.  At least 16 organisations issued a joint statement in Guwahati and urged people to sensitize younger generation against such brutalities and keep a watchful eye so that slightest indication of incidents are reported to the police and action can be taken thereof. Chief minister Tarun Gogoi has also expressed concern over the incident and said that a separate task force would be set up to deal with such crimes against women in Guwahati and other places in the state. In Uttar Pradesh, normalcy returned to village Asara under Ramala police station in Baghpat district where police had detained two persons in connection with issuing diktats against women through Panchayat. Agitating over police intervention, the locals had blocked the road traffic and burnt a police motorcycle. Panchayat leaders have claimed that they had convened the meeting to discuss social evils like dowry and issued diktats against bad customs and traditions.
Adequate number of security persons have been deployed in the area to maintain law and order. The detained Panchayat leaders have been released by the police.
Condemning the directives, Home Minister P Chidambaram said, there is no place for such diktats in a democratic society.
I would expect the state government to instruct the police authorities to ensure that nobody comes to harm for  violating that diktat . That diktat has no legal authority.

The Centre has decided to give an active role to the local government bodies in its fight against female foeticide.  Tribal Affairs and Panchayat Raj Minister Kishore Chandra Deo told reporters  in New Delhi that his ministry has initiated an action plan for curbing the inhuman practice of female foeticide with the help of gram panchayats. 
Explaining the nature of the plan, he said that during the last one year, the elected representatives have been given training on two issues, Firstly, sensitivity towards the problems faced by women and children and secondly, awareness of the social programmes introduced to address these problems.
He said that the Panchayat Raj Ministry has also started organising special Gram Sabhas across the country to address social problems.  The minister added,the states have also been advised to video record the proceedings of Gram Sabhas to enhance transparency.

The National Human Rights Commission, NHRC, has issued notice to the Uttar Pradesh government and sought a detailed report on allegations that 90 children have gone missing from Ghaziabad in the last six months. Taking suo motu cognizance of a media report, the NHRC issued notices to the Chief Secretary and the District Magistrate of Ghaziabad and asked them to submit reports in four weeks on the issue. The Commission said that last year, about 251 children had allegedly gone missing from the district and out of them, 115 children have not been traced so far.

The Government has decided to constitute a Committee to look into pay and pension related issues of relevance to Defence services personnel and ex-servicemen. According to an official release, the Committee to be headed by the  Cabinet Secretary, will look into the issues like review and enhancement of grade pay, common pay scale and Grant of non-functional upgradation to armed forces personnel. For ex-servicemen, the Committee will look into the issues like one-rank one-pension, dual family pension and family pension to mentally or physically challenged children of armed forces personnel on marriage.
The Committee will finalize its recommendations and submit its report to the Prime Minister by the 8th of next month. The other members of the Committee will include the Principal Secretary to the Prime Minister and Defence Secretary.

 Prime Minister Dr. Manmohan Singh called on the President Mrs Pratibha Devisingh Patil at Rashtrapati Bhavan today. The meeting lasted for about half an hour. The two leaders discussed the upcoming Monsoon Session of Parliament and various other issues of national and international importance.
 According to a release, the President broadly discussed the recommendations of the Governors’ Committee on enhancing productivity, profitability and sustainability of rain-fed and dry-land farming and explained the need for an expeditious follow up action on them.

Union Minister of Information and Broadcasting, Ms. Ambika soni has said that the social indicators in Punjab and Haryana are not very encouraging. Addressing media personnel at Chandigarh today, she said that the situation has improved but a lot is still needed to be done. Ms. Soni said that as per estimates growth rate of the entertainment industry from 2011 to 2016, would remain 12 to 16 per cent.
She said that growth rate of radio is 18 per cent, print media 9 per cent and visual media 12 per cent. Ms. Soni said that 800 FM radio station will soon be auctioned in the country in the towns and cities having a minimum of one lakh population. She said that FM Radio stations have been allowed to broadcast AIR sports and entertainment news.

The Centre  today asked the security forces to take maximum precaution during offensives against ultras and abandon such plans, if women and children are found to be used as human shields. The Standard Operating Procedures, SOPs, to be followed by the forces in such a situation were discussed at a high-level meeting in New Delhi which was attended by senior officials of the Home Ministry and representatives of Maoist-affected states.
According to an official, the main emphasis of the SOPs is how to check Maoists' tactics of using human shields and to minimise collateral damage in action. The meeting also reviewed the security situation in the naxal-hit states. The Home Ministry officials advised the states to provide adequate personnel, arms and ammunition in police stations falling under Naxal areas. The states were asked to appoint officers with a younger profile in Maoist hot beds to get desired results.

Twenty-six wagons of a goods train derailed near Bhabua Road railway station in Bihar's Kaimur district, damaging tracks and disrupting the movement of more than 50 trains on the busy Howrah New Delhi route. Our Patna Correspondent files this report:
Rail traffic on the busy Delhi-Howrah route is badly affected. The derailment has caused damage to tracks and disrupted regular train services in the grand cord. Prime facie, it seems there was a technical fault in the rail line. But the real cause of the derailment would be ascertained after an inquiry, railway officer said. Rescue operation will take 40 hours for normal functioning more than 50 trains including Howrah Rajdhani, Bhubaneswar Rajdhani, Sealdah Rajdhani and Jammu Tawi Mail are being diverted to Gaya-Patna route. Senior railway officials have reached the site to supervise the rescue and restoration operation. A relief train has been sent to the accident spot from Mughalsarai. Meanwhile, about eight trains including the Delhi - Howrah Janata Express, Howrah - Delhi Janata Express, Delhi -Kolkata Lal Quila Express, Kolkata -Delhi Lal Quila express, Gaya New Delhi Mahabodhi express, Gaya New Delhi Mahabodhi, Anand Vihar Hatia express and Toofan Express have been cancelled due to derailment of goods train bogies near Bhabhua Road station under Mughalsarai rail division.
Quoting official sources our Allahabad correspondent reports that due to derailment about 20 trains are forced to run on diverted routs. About half a dozen trains will not come to Allahabad station due to diversion of routs of the trains.

The government has launched a portal to create a national register of the database of all vehicles and driving licences in the country. This was informed by the Road Transport and Highways Minister, C P Joshi, at a meeting with CEOs of automobile manufacturing companies and heads of vehicle testing agencies, in New Delhi today. Mr Joshi said, his Ministry is setting up fully automated vehicle inspection and certification centres in various parts of the country. It is also trying to evolve a better system for testing and issue of driving licenses.

The Delhi High Court today set aside the order of the Telecom sector regulator capping SMSes at 200 per day per person for personal communications. The court however, upheld the curb for unsolicited commercial communication (UCC) SMSes, saying that the UCC messages disturb the recipients, intrude into their privacy and impose a cost in terms of time and effort.
The court's direction came on a plea filed by NGO Telecom Watchdog against the Telecom Regulatory Authority of India -TRAI, challenging its imposition of a cap of 200 SMSes per day per person. TRAI had last year ordered telecom firms to limit the number of SMSes per day per SIM to a 100. However, acting on a number of representations, the TRAI later enhanced the cap to 200 per SIM.

The Nifty shed 8 points, to 5,227. But stock markets in Japan, Hong Kong, South Korea and Singapore rose between 0.1 percent and 1.5 percent.  The rupee surged 79 paise, to close at a one-week high of 55.15 against the dollar.  Gold declined 55 rupees, to 29,665 rupees per ten grams in Delhi. But silver gained 500 rupees, to 52,800 rupees per kilo. The International Olympic Committee ,IOC confirmed that Saudi Arabia will be sending two women athletes to compete at the London Olympic games. Sarah Attar will take part in the 800m race while Wodjan Ali Seraj Abdulrahim Shahrkhani will compete in Judo. IOC had been working closely with the Saudi Olympics Committee to ensure the women athletes participate at the Olympics. The Saudi authorities have allowed the two sportswomen at the games provided they respect the kingdom’s rules.
