संसद के शीतकालीन सत्र के दूसरे दिन आज लोकसभा में मूल्य वृद्धि के बारे में वित्त मंत्री प्रणब मुखर्जी के बयान पर चर्चा होगी। संसदीय कार्य मंत्री पवन कुमार बंसल ने बताया कि चर्चा उस नियम के तहत होगी, जिसमें मतदान की व्यवस्था नहीं है।
इससे पहले वित्त मंत्री प्रणब मुखर्जी ने अपने बयान में कहा था कि मुद्रास्फीति को नियंत्रित करने के लिए और उपायों की जरूरत है। वित्त मंत्री ने आशा व्यक्त की थी कि मार्च के अंत तक मुद्रास्फीति घट कर छह से सात फीसदी पर आ जाएगी। श्री मुखर्जी ने लोकसभा को बताया कि मंहगाई की वजह वैश्विक मूल्य वृद्धि, कुछ देशों द्वारा अपनाई जा रही मुद्रानीति और रुपये के मूल्य में कमी के अलावा मांग और आपूर्ति का अंतर भी है।

उपभोक्ता वस्तुओं में उतार चढ़ाव पूरे विश्व में है, विशेष रूप से इर्ंधन, उर्वरक, धातू और यहां तक कि खाद्य वस्तुओं में भी आज विश्व में कोई भी ऐसा देश नहीं है जो पूरी तरह से अलग-थलग है। इसलिए विश्व के अन्य भागों में स्थिति में गिरावट का हम पर विपरीत असर पड़ेगा। हमें इस मुद्दे का समाधान मिलकर करना होगा।''
संसद के दोनों सदनों की कार्रवाई कल पहले दिन, दिन भर के लिए स्थगित कर दी गई थी। लोकसभा में सदस्यों द्वारा कपास की कीमतों में बढ़ोतरी और अलग तेलंगाना राज्य बनाने सहित कई मुददों को उठाने के बाद सदन की कार्यवाही पहले दोपहर तक और बाद में दिनभर के लिए स्थगित कर दी गई। राज्यसभा की कार्यवाही दो सदस्यों डा० रामदयाल मुंडा, सिल्वियस कोंडापन और दो पूर्व सदस्यों को श्रद्धांजलि देने के तुरन्त बाद स्थगित कर दी गई।

सरकार ने चालू मौसम में खुले लाइसेंस के तहत दस लाख टन चीनी के निर्यात की मंजूरी दे दी है। कल नई दिल्ली में कृषि से संबद्ध मंत्रियों के अधिकार प्राप्त समूह की बैठक में यह फैसला किया गया। बैठक की अध्यक्षता वित्त मंत्री प्रणब मुखर्जी ने की। बैठक के बाद संवाददाताओं से बातचीत में उपभोक्ता मामलों के मंत्री के.वी. थॉमस ने कहा कि समिति ने सार्वजनिक वितरण प्रणाली के तहत २३ लाख ६८ हजार टन चावल और गेहूं जारी करने का भी फैसला किया है। इसमें से १६ लाख आठ हजार टन अनाज ग़रीबी रेखा से नीचे के लोगों के लिए होगा। उन्होंने कहा कि चीनी की भंडारण की सीमा हटा ली गई है। उन्होंने स्पष्ट किया कि चावल की भंडारण सीमा भी हटा ली गई है केवल उन राज्यों को छोड़कर जिन्होंने इसे न हटाने का अनुरोध किया था।

टू-जी स्पैक्ट्रम आवंटन मामले की सुनवाई अब तिहाड़ जेल में होगी। पहले  यह सुनवाई नई दिल्ली की पटियाला हाउस अदालत में चल रही थी। सी बी आई के विशेष जज ओ पी सैनी ने निर्देश दिया कि दिल्ली उच्च न्यायालय की अधिसूचना के अनुसार सुनवाई का स्थान बदला जा रहा है। लेकिन आज की सुनवाई पटियाला हाउस परिसर में ही होगी।
 न्यायाधीश के इस निर्देश का पूर्व दूर संचार मंत्री ए राजा और डी एम के सांसद कन्नीमोई और अन्य आरोपियों ने विरोध किया है बचाव पक्ष के वकील ने अधिसूचना का यह कहते हुए विरोध किया कि मुकदमे का स्थान बदलने से लोगों को कठिनाई होगी, क्योंकि उन्हें सुनवाई में भाग लेने के लिए तिहाड़ जेल का प्रवेश पत्र बनवाना होगा। उन्होंने कहा कि वे इस अधिसूचना का उच्च न्यायालय में विरोध करेंगे।

भारत और संयुक्त अरब अमारात सुरक्षा सहयोग बढ़ाने तथा सजा याता लोगों के स्थानांतरण के बारे में आज दो महत्वपूर्ण समझौतों पर हस्ताक्षर करेंगे। भारत की यात्रा पर आये संयुक्त अरब अमारात के उप प्रधानमंत्री और गृह मंत्री लेटिनेन्ट जनरल शेख सैफ बिन जायदाल नाहयान और गृहमंत्री पी. चिदम्बरम नई दिल्ली में इन समझौतों पर हस्ताक्षर करेंगे। कैदियों के स्थानांतरण से संबंधित समझौते से अमारात की जेलों में बंद भारतीय कैदियों की स्वदेश वापसी का रास्ता खुलेगा। सुरक्षा सहयोग समझौते से आतंकवाद के खिलाफ संघर्ष, अवैध धन के लेनदेन पर रोक और साइबर सुरक्षा के क्षेत्र में सहयोग बढ़ने की संभावना है।

गुजरात उच्च न्यायालय में तीसरे न्यायाधीश राज्य के लोकायुक्त की विवादित नियुक्ति के बारे में आज सुनवाई करेंगे। इससे पहले एक खण्डपीठ ने इस बारे में खण्डित आदेश दिया था।
पिछले महीने न्यायमूर्ति आकिल कुरैशी और न्यायमूर्ति सोनिया गोकानी की खण्डपीठ में राज्यपाल कमला बेनीवाल द्वारा नरेन्द्र मोदी सरकार को नज+रअंदाज करते हुए न्यायमूर्ति सेवानिवृत्त आर ए मेहता की गुजरात के लोकायुक्त पद पर नियुक्ति को लेकर मतभेद थे।
खण्डित आदेश के बाद मुख्य न्यायाधीश ने यह मामला तीसरे न्यायाधीश के हवाले किया। न्यायमूर्ति वी एम सहाय आज इसकी सुनवाई करेंगे।

प्रवर्तन निदेशालय ने आंध्र प्रदेश के पूर्व मुख्यमंत्री और तेलगुदेशम पार्टी अध्यक्ष चन्द्रबाबू नायडू और पार्टी के कुछ अन्य सदस्यों को निवेश और वित्तीय लेन-देन के बारे में विस्तृत ब्यौरा उपलब्ध कराने के नोटिस जारी किये हैं। इससे पहले आंध्रप्रदेश उच्च न्यायालय ने सीबीआई और प्रवर्तन निदेशालय को तेलगुदेशम पार्टी प्रमुख की सम्पतियों की जांच करने को कहा था।

मिस्र के सैन्य शासकों ने घोषणा की है कि वे अगले वर्ष जुलाई में  असैनिक राष्ट्रपति को सत्ता सौंप देंगे। सेना प्रमुख फील्ड मार्शल तंतावी ने टेलीविजन पर अपने सम्बोधन में कहा कि संसदीय चुनाव निर्धारित कार्यक्रम के अनुसार सोमवार को ही होंगे और अगले वर्ष जून में राष्ट्रपति पद के लिए मतदान होगा। इससे पहले ऐसी खबरें मिल रही थीं, कि सेना २०१२ के अंत तक या फिर २०१३ के शुरू तक सत्ता में रहेगी। सैन्य शासकों और राजनीतिक दलों के बीच बातचीत के कई दौर के बाद यह घोषणा की गई।
इस बीच प्रदर्शनकारियों ने तहरीर स्क्वायर से हटने से इन्कार कर दिया है। वे मांग कर रहे हैं कि सेना तत्काल, सत्ता असैन्य सरकार को सौंप दें।

लीबिया के अंतरिम प्रधानमंत्री अब्दुल रहीम अल-किब ने अपने पांच सदस्यीय कैबिनेट की घोषणा की है।  इससे पहले सत्तारूढ़ राष्ट्रीय अंतरिम परिषद् ने इसे मंजूरी दी।

लीबिया में चौबिस सदस्यों वाले नये कैबिनेट में वे लोग शामिल हैं, जिन्होंने सैनिक बगावत में अहम भूमिका निभाई। साथ में टेक्नॉक्रेकस और सुधारवादी नेताओं को प्रधानमंत्री अब्दुल रहमान अल किब ने तरजीह दी है। जिन्होंने सैनिक कमांडर ओसामा अल जुआली नये रक्षा मंत्री बने हैं। उनकी टोली सेफ अल इस्लाम गद्दाफी को पकड़ा था। मिस्राता के सैनिक कमाण्डर फौजी अब्देलाली नये गृहमंत्री होंगे। उनकी फौजों ने मुअम्मर गद्दाफी को पकड़ा था। कनाडा में लीबिया के पूर्व राजदूत रहे राजनयिक वहां के नये विदेश मंत्री होंगे। जबकि इटली की एक बड़ी कम्पनी इएनआई के पूर्व मुखिया रहे हसन जिग्लांग तेल और गैस मंत्रालय का काम देखेंगे। प्रधानमंत्री ने कहा कि उन्होंने सभी वर्गों को मंत्रिमंडल में जगह दी है। अतुल तिवारी आकाशवाणी समाचार।''

अमरीका में पाकिस्तान के राजदूत हुसैन हक्कानी को पद से हटा दिया गया है। पाकिस्तान में संभावित विद्रोह को रोकने के लिए अमरीका से मदद मांगने वाले एक गुप्त पत्र के मामले में उनकी संदिग्ध भूमिका को देखते हुए यह कदम उठाया गया है। हक्कानी ने ट्विटर पर दो संदेशों में अपने इस्तीफे की घोषणा की।
कुछ दिनों पहले हक्कानी को स्वदेश बुलाया गया था और उन्होंने इस मुद्दे पर देश के शीर्ष असैन्य और सैन्य नेतृत्व को अपनी स्थिति स्पष्ट की थी।

भारत ने संयुक्त राष्ट्र की संयुक्त निरीक्षण इकाई का चुनाव जीत लिया है। यह संस्था वैश्विक तंत्र के प्रशासनिक और वित्तीय काम-काज की निगरानी करती है। भारत के ए. गोपीनाथ को १०६ वोट मिले जबकि चीन के उम्मीदवार ने ७७ मत हासिल किये।
संयुक्त राष्ट्र महासभा में मिस्र, रूस, तेरू, क्यूबा, चीन और अमरीका के प्रतिनिधियों का कार्यकाल समाप्त होने के बाद रिक्त पदों के लिए चुनाव कराए गए।

४२वां भारतीय अंतर्राष्ट्रीय फिल्म महोत्सव आज से गोवा में शुरू हो रहा है। इस वर्ष का विषय है वसुधैव कुटम्बकम यानी पूरा विश्व एक परिवार। केन्द्रीय सूचना और प्रसारण मंत्री अम्बिका सोनी और गोवा के मुख्य मंत्री दिगम्बर कामत उद्घाटन अवसर पर मौजूद रहेंगे। अभिनेता शाहरुख खान दस दिन तक चलने वाले इस समारोह का उद्घाटन करेंगे।

The Lok Sabha will take up a discussion today on Finance Minister Pranab Mukherjee's suo moto statement on price rise tabled in the House. This was said by Parliamentary Affairs Minister Pawan Kumar Bansal. The discussion will take place under a rule that does not entail voting. Earlier, making a suo moto statement, Mr Mukherjee admitted that more needs to be done to get the desired outcome on inflation control. The Finance Minister hoped that it will come down to 6-7 per cent by March end. Mr. Mukherjee informed the Lok Sabha that rising prices are due to demand-supply mismatch apart from the depreciating rupee, global commodity prices and easy monetary policy followed by some countries. He said, India is undergoing growth and structural changes and this tends to increase inflation. The Finance Minister added that in a globalised economy, where the Indian economy is dependent on commodity imports like fuel oils, movement in international prices have a direct bearing on the level of domestic inflation and its management.
"Volatility of the commodity prices all over the world, particularly fuel, fertilizer, metal and even food items, no country in the world today is totally isolated. Therefore, the deterioration of the situation in other parts of the world will have some adverse impact. Collectively we shall have to address these issues."
Both the Houses of Parliament were adjourned for the day yesterday. The Lok Sabha was first adjourned till noon and later for the day after members raised a host of issues including the hike in the cotton prices and the demand for a separate Telangana State.

The ongoing trial of the 2G spectrum allocation case is to be shifted to Tihar jail from tomorrow from its present venue of the Patiala House court premises in New Delhi. Special CBI Judge O P Saini, trying the case, announced that the trial venue of the case is to be shifted as per a Delhi High Court notification received by him yesterday. Today's hearing, however, will continue in the Patiala House court complex itself.

The Government has approved export of 10 lakh tonnes of sugar for the current season in the Open General License category. A decision to this effect was taken by the EGOM on agriculture in New Delhi yesterday. The meeting was presided over by the Finance Minister Pranab Mukherjee. Talking to reporters after the meeting, the Consumer Affairs Minister K V Thomas said that the Committee also decided to release 23.68 lakh tonnes of rice and wheat under the Public Distribution System. Out of this 16.08 lakh tonnes are for those Below the Poverty Line and the remaining for those above the poverty line.

The Supreme Court has ruled that the government cannot indefinitely delay its decision on the representations made by detenues under the preventive detention law as it violates the precious right to liberty of every citizen and foreigners residing in the country. A bench of justices A K Ganguly and J S Khehar said in a judgement that courts are duty-bound to protect the fundamental right of liberty of the people by issuing a writ of habeas corpus for production of the detenues even if there are technical flaws in the petitions filed on their behalf. The apex court passed the ruling quashing the detention of four women under the Conservation of Foreign Exchange and Prevention of Smuggling Activities Act, 1974.

A third judge of the Gujarat High Court is likely to hear today the dispute over appointment of the Lokayukta of the state following the split verdict of a division bench. A division bench of Justices Akil Kureshi and Justice Sonia Gokani had last month differed on the appointment of Retired Justice R A Mehta as the Lokayukta of Gujarat by Governor Kamla Beniwal, bypassing the Narendra Modi government. Following the split verdict, the matter was referred to the third judge by the Chief Justice.

The Enforcement Directorate has issued notices to former Chief Minister of Andhra Pradesh and Telugu Desam Party President Chandrababu Naidu and a few others in his party to provide details about investments and financial transactions. Earlier, the Andhra Pradesh High Court had asked the CBI and Enforcement Directorate to investigate into the assets of the TDP Chief.

In Egypt the military rulers, the Supreme Council Of Armed Forces, has announced that they will hand over power to a Civilian President by July next year. In a televised address, the embattled Army Chief Field Marshal Tantawi said Parliamentary elections would begin as per the schedule and a presidential vote would take place in June next year. Earlier reports suggested that the military would remain in power until late 2012 or early 2013. The announcement came after a series of talks between the military rulers and the political parties in Cairo yesterday. However, the protestors have refused to vacate the Tahrir Square. They are demanding that the military rulers should hand over the reigns to a civilian government immediately. Crowds continued to swell in the night at Tahrir Square.

Libya's Interim Prime Minister Abdul Rahman-el-Keib announced his five member new cabinet line-up after it was approved by the ruling National Transitional Council. Keib unveiled the new line-up in a news conference in Tripoli. Our correspondent has filed this report;
"The new 24-member Libyan Cabinet comprises of Military Commanders, who made significant gains for the ruling Transitional National Council, the Technocrats and the Liberals. The Zintan Military Commander Osama al-Juwali, whose forces captured Saif el Islam Gaddafi, is the new Defence Minister. Misrata Military Commander Fawzi Abdelali, whose forces captured Muammar Gaddafi, is the new Interior Minister. Among the technocrats, a former envoy to Canada has been named as the Foreign Minister. The New Oil & Gas Minister is Hassan Ziglan, who was earlier heading Italy's energy major, ENI. Prime Minster Abdul Rahman-el-Keib reassured Libyans that everyone is represented in his Cabinet. Pakistan's ambassador to the United States Husain Haqqani was forced out of office over his suspected role in a secret memo seeking American help to prevent a possible coup in Pakistan. The move had angered the powerful army. Haqqani also announced his resignation in two messages posted on Twitter. Summoned home few days back, Haqqani was asked by Prime Minister Yousuf Raza Gilani to quit when the envoy met the country's top civilian and military leadership to explain his position on what the media is describing as the Memogate controversy. The US in the meantime refused to make any comment on the removal of Husain Haqqani.

India and the United Arab Emirates will sign two landmark agreements today on enhancing security co-operation and transfer of sentenced persons. The agreements will be signed between the visiting Deputy Prime Minister of UAE and the Interior Minister Lt. Gen. Sheikh Saif Bin Zayedal Nahyan and the Union Home Minster P. Chidambaram in New Delhi. The agreement on transfer of sentenced persons will pave the way for Indian prisoners in Jails in the UAE to serve the rest of their terms back home.

The stage is set for the inauguration of the 42nd International Film Festival of India (IFFI) at Ravindra Bhavan auditorium in Margaon, Goa, this evening. The much acclaimed cine star, Shahrukh Khan will inaugurate the festival with much fan fare. The Minister of Information and Broadcasting, Ambika Soni will present the Lifetime Achievement Award to the eminent French Film Maker, Bertrand Tavernier. "West Indies batsmen optimally utilised the favorable batting conditions at Mumbai's Wankhede stadium yesterday. The start of the Winter Session of Parliament yesterday dominates the front pages of most dailies today. "Day 1 washed out, Govt looks to save session", reports the Hindustan Times. Elaborating on what happened, the Tribune says "Day 1 : Interruptions over Inflation, P Chidambram's alleged role in Spectrum scam". The Hindu highlights the Prime Minister's assertion, "There is no case for a boycott" in response to the BJP deciding to boycott Home Minister P Chidambaram in Parliament. Ascribing political motives to BJP's boycott decision, the Economic Times says, "NDA's 'boycott PC' to woo Jaya".
The death of seven persons in a fire that engulfed two air-conditioned coaches of the Howrah-Dehradoon Express is prominently covered in the papers. The Indian Express reports railway officials as saying, "Alarms missing but fire-retardant material averted disaster". The Times of India and the Hindustan Times say that the Railways are not ruling out sabotage.
The Supreme Court indicating that it will order the setting up of special courts for disposal of cases involving damage to public properties in violent agitations is highlighted in many papers. All papers prominently notice the decline in the value of the rupee which closed at an all-time low of 52 rupees 32 paise a dollar yesterday.  संसद के दोनों सदनों की कार्यवाही बढती कीमतों और कई अन्य मुद्दों पर शोर शराबे के कारण आज लगातार दूसरे दिन स्थगित कर दी गई।
 लोकसभा में महंगाई पर चर्चा नहीं हो सकी क्योंकि विपक्षी दल अपनी इस मांग पर अड़े हुए थे कि इस मुद्दे पर मतविभाजन के प्रावधान वाले नियम के तहत बहस कराई जाये। जैसे ही सदन की बैठक शुरू हुई, मार्क्सवादी कम्युनिस्ट पार्टी के सदस्य अपनी इस मांग को लेकर सदन के बीचोंबीच आ गये।  इस पर सदन की कार्यवाही दिन में १२ बजे तक स्थगित कर दी गई। बैठक फिर शुरू होने पर स्थिति में कोई परिवर्तन न देखते हुए पीठासीन अधिकारी ने कार्यवाही दिनभर के लिए स्थगित कर दी। कई अन्य सदस्यों ने प्याज का न्यूनतम समर्थन मूल्य समाप्त करने की मांग की और अलग तेलंगाना राज्य के गठन जैसे कई अन्य मुद्दे भी उठाये।
 राज्यसभा में भी कार्यवाही पहले १२ बजे तक और फिर दिनभर के लिए स्थगित कर दी गई। वामदलों के उत्तेजित सदस्यों ने मूल्य वृद्धि पर बहस की मांग को लेकर शोर शराबा किया। बहुजन समाज पार्टी के सदस्यों ने भी उनका समर्थन किया। सदन मे तेलंगाना का मुद्दा भी उठाया गया।

 वामदलों ने कहा है कि वे तब तक संसद की कार्यवाही नहीं चलने देंगे, जब तक सरकार मत विभाजन के प्रावधान वाले नियम के तहत महंगाई पर चर्चा के लिए सहमत नहीं होती। संसद के बाहर संवाददाताओं से बातचीत में मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी ने कहा कि पिछले दो सत्रों में इस बारे में बहस हो चुकी है, लेकिन सरकार ने महंगाई से निपटने के लिए कोई ठोस कदम नहीं उठाये हैं। उन्होंने कहा कि मत विभाजन की व्यवस्था वाले नियम के तहत बहस कराने से ही सरकार को बढ़ती महंगाई पर काबू पाने के लिए बाध्य किया जा सकेगा।

जब तक सरकार कुछ ठोस रूप से करने के लिए दावा नहीं करेगी संसद में। वो दावा करवाने के लिए जो दबाव है वो दबाव तभी हो पायेगी जब ऐसे रूल के तहत चर्चा हो जहां पर वोटिंग हो। और उस वोटिंग के दबाव के चलते वो सरकार कुछ ठोस कदम डिक्लेयर करे कि क्या कदम उठायेगी।
 मार्क्सवादी कम्युनिस्ट पार्टी के वरिष्ठ पार्टी नेता बासुदेव आचार्य ने कहा कि सरकार को स्थगन प्रस्ताव के तहत बहस के लिए सहमत होना चाहिए।

हम लोगों ने काम रोको प्रस्ताव का नोटिस दिये थे। कल भी दिये थे। आज भी हमने दिया। जिस तरह से महंगा बढ रहा है। मुद्रास्फीति बढ रहा है, हम कल से मांग कर रहे हैं कि सरकार काम रोको प्रस्ताव के तहत यह महंगाई के उपर चर्चा करे और हम खाली चर्चा ही नहीं हम चाहते हैं कि काम रोको प्रस्ताव के तहत चर्चा करे।

 भारतीय जनता पार्टी ने कहा है कि वह संसद को सुचारू रूप से चलने देने के पक्ष में है, बशर्ते सरकार उचित नियमों के तहत चर्चाएं करे। संसद के बाहर संवाददाताओं से बातचीत में भाजपा प्रवक्ता शाह नवाज हुसैन ने कांग्रेस पर अड़ियल रूख अपनाने और विपक्ष की मांग पर कोई ध्यान न देने का आरोप लगाया। उन्होंने कहा कि कांग्रेस के अपने सहयोगी दल सदन में बाधा डाल रहे हैं।

भारतीय जनता पार्टी चाहती कि संसद चले और नियमों के तहत चर्चा हो। कांग्रेस इस सत्र को भी अपनी जिद के हवाले न करे। विपक्ष को विश्वास में लेकर संसद को चलाने की कोशिश करे।लेकिन मुझे लगता है कि कांग्रेस ही नहीं चाहती  कि संसद चले इसलिए उसके ही सदस्य और उसके सहयोगी दल के नेता आकर संसद में व्यवधान पैदा कर रहे हैं।

 सरकार ने कहा है कि मूल्य वृद्धि पर स्थगन प्रस्ताव के तहत चर्चा नहीं हो सकती, जिसकी वामदल मांग कर रहे हैं। संसद के बाहर संवाददाताओं से बातचीत में संसदीय मामलों के मंत्री हरीश रावत ने कहा कि स्थगन प्रस्ताव की नियमों के अनुसार ताजा घटनाओं से सम्बन्धित मुद्दों पर ही मत विभाजन हो सकता है। उन्होंने कहा कि मुद्रास्फीति लगातार चलने वाला मुद्दा है, हाल का नहीं।

जो प्रोसिजर है पार्लियामेंट का वो है एडजरमेंट मोशन के विषय में वो बिलकुल साफ तौर में कहता है कि एडजरमेंट मोशन केवल उसी इशू पर एक तो इशू क्लियर हो और दूसरा जो है रिसेंट अकरिंग का इशू हो। उसपर ही एडजरमेंट मोशन रेस किया जा सकता है।
 संसदीय मामलों के एक अन्य राज्य मंत्री राजीव शुक्ला ने कहा कि वाम दलों को मूल्य वृद्धि के मुद्दे का इस्तेमाल राजनीतिक लाभ के लिए नहीं करना चाहिए। उन्होंने विपक्षी सदस्यों से इस बारे में चर्चा में भाग लेने और महंगाई पर काबू पाने के उपाय सुझाने का अनुरोध किया।

 भारतीय जनता पार्टी ने कालेधन के मुद्दे पर चर्चा के लिए लोकसभा में स्थगन प्रस्ताव का नोटिस दिया है। यह नोटिस सदन में मूल्य वृद्धि पर स्थगन प्रस्ताव लाने के वामपंथी दलों के दबाव के ठीक बाद दिया गया है। सरकारी सूत्रों ने कहा है कि सरकार इस मुद्दे का हल ढूंढने के लिए इन दलों के साथ बातचीत कर रही है। सूत्रों ने कहा है कि उम्मीद है कि भारतीय जनता पार्टी सरकार के आश्वासन के बाद कल अपने स्थगन प्रस्ताव पर चर्चा के लिए शायद जोर न दे। सूत्रों ने कहा है कि वाम दल भी शायद बिना वोटिंग के प्रावधान के तहत मूल्य वृद्धि पर बहस के लिए तैयार हो सकते हैं। महंगाई, सभी लोगों के लिए चिन्ता का मुद्दा है और इस पर संसद में कई बार चर्चा हो चुकी है।

 कांग्रेस नेता सुश्री गिरिजा व्यास ने जोर देकर कहा है कि संसद की कार्यवाही सुचारू रूप से चलाने की जिम्मेदारी सभी राजनीतिक दलों की है। संसद के बाहर पत्रकारों से बातचीत में उन्होंने कहा कि जनहित के कई विधेयक पारित किए जाने हैं। उन्होंने कहा कि लोकपाल विधेयक सहित कई महत्वपूर्ण विधेयकों को पारित कराने के लिए विपक्ष को सहयोग करना चाहिए। उन्होंने आरोप लगाया कि जब भी विपक्ष को चर्चा के लिए आमंत्रित किया जाता है वे इसका फायदा नहीं उठाते।

 सामरिक दृष्टि से महत्वपूर्ण ७३ सीमा सड़कों में से १५ सड़कें बनाई जा चुकी हैं। राज्यसभा में एक लिखित प्रश्न के जवाब में रक्षा मंत्री ए.के. एंटनी ने आज बताया कि ३९ सड़कें २०१३ तक बन कर तैयार हो जाएंगी और १९ का निर्माण कार्य २०१६ तक पूरा हो जाएगा।  श्री एंटनी ने बताया कि वन और वन्य जीव संरक्षण संबंधी मंजूरी मिलने में देरी, दुर्गम इलाके और अनुकूल मौसम न होने के कारण इस कार्य की गति धीमी रही।

 खाद्य और उपभोक्ता मामलों के मंत्री के.वी थॉमस ने कहा कि राष्ट्रीय खाद्य सुरक्षा विधेयक संसद के शीतकालीन सत्र में लाए जाने की संभावना है। आज संसद के बाहर पत्रकारों से बातचीत में उन्होंने कहा कि अगले महीने के दूसरे सप्ताह में विधेयक को केन्द्रीय मंत्रिमंडल  की मंजूरी के लिए भेजा जाएगा। प्रोफेसर थॉमस ने बताया कि विधेयक के मसौदे पर सभी राज्य सरकारों के सुझाव मिल गए हैं। उन्होंने यह भी बताया कि उनका मंत्रालय विभिन्न विभागों से इस मसले पर विचार-विमर्श कर रहा है।

सरकार ने पाकिस्तान या चीन के साथ सीमा के मुद्दे को हल करने में किसी तीसरे पक्ष की भूमिका से इंकार किया है। आज लोकसभा में एक लिखित उत्तर में विदेश मंत्री एस. एम० कृष्णा ने कहा कि ये मुद्दे पूरी तरह से आपसी हैं और किसी तीसरे पक्ष के हस्तक्षेप की कोई गुंजाइश नहीं है।उन्होंने सदन को सूचित किया कि पाकिस्तान ने १९४८ से जम्मू कश्मीर में करीब ७८ हजार वर्ग किलोमीटर भारतीय जमीन पर जबर्दस्ती और अवैध रूप से कब्जा कर रखा है। राज्य के करीब ३८ हजार वर्ग किलोमीटर क्षेत्र पर १९६२ से चीन का कब्जा है। श्री कृष्णा ने कहा कि चीन और पाकिस्तान के १९६३ के तथाकथित सीमा समझौते के तहत पाकिस्तान ने अपने कब्जे वाले कश्मीर में पांच हजार, एक सौ ८० वर्ग किलोमीटर भारतीय जमीन अवैध रूप से चीन को दे दी थी। श्री एस० एम० कृष्णा ने कहा कि भारत की  किसी भी जमीन पर बंगलादेश का कोई अवैध कब्जा नहीं है। उन्होंने कहा कि भारत-बंगलादेश सीमा पर कुछ इलाके ऐसे हैं जिनपर बरसों से एक देश के लोग दूसरे देश की जमीन पर रह रहे है।

 सरकार विभिन्न समाज कल्याण कार्यक्रमों को ५९ कार्यक्रमों में विलय करने का विचार कर रही है। लोकसभा में एक लिखित उत्तर में योजना राज्य मंत्री अश्विनी कुमार ने कहा कि आयोग ने समाज कल्याण कार्यक्रमों के अध्ययन के लिए उपसमिति बनाई थी, जिसने १४७ केन्द्रीय प्रायोजित  कार्यक्रमों को ५९ कार्यक्रमों में विलय कर देने की सलाह दी है। उन्होंने कहा कि इससे इन कार्यक्रमों को प्रभावशाली ढंग से लागू किया जा सकेगा। श्री कुमार ने सदन को सूचित किया कि समिति की रिपोर्ट सभी मुख्यमंत्रियों को भेज दी गई है, ताकि वे इस बारे में अपने विचार प्रस्तुत कर सकें।                               
 लोक जनशक्ति पार्टी के श्री साबीर अली ने राज्यसभा की सदस्यता से इस्तीफा दे दिया है। उपसभापति के.रहमान खान ने आज घोषणा की कि सभापति ने १५ नवम्बर से श्री अली का इस्तीफा स्वीकार कर लिया है। हमारे संवाददाता ने बताया है कि श्री अली का कार्यकाल अप्रैल २०१४ में पूरा होना था।

 सरकार ने कहा है कि देश में मौजूदा परमाणु संयंत्रों से रेडियोधर्मिता फैलने का कोई खतरा नहीं है। आज लोकसभा में एक वक्तव्य में प्रधानमंत्री कार्यालय में राज्यमंत्री वी० नारायणसामी ने कहा कि इन संयंत्रों में पर्यात एहतियाती उपाय किये गये हैं ताकि विकिरण का कोई बड़ा रिसाव न हो सके। एक प्रश्न के उत्तर में उन्होंने कहा कि राजस्थान के रावतभाटा में केवल एक परमाणु रिएक्टर को नियमों के अनुसार एहतियाती सुरक्षा जरूरतें पूरी न करने के कारण बंद किया गया है। अन्य सभी १९ चालू रिएक्टरों को उनके निर्धारित समय तक चलाया जायेगा। परमाणु ऊर्जा नियामक बोर्ड समय समय परामाणु ऊर्जा रिएक्टरों के काम काज की सक्षीमा करता है और उन्हें निर्धारित समय तक चलाने के लिए लाइसेंस देता है।
 श्री नारायण सामी ने कहा कि परमाणु बिजली संयंत्रों के आसपास के जलाशयों, जमीनी जल संसाधनों, दूध, अंडे मांस मछली, सब्जियों और फलों पर रेडियोधर्मिता के असर पर लगातार नजर रखी जाती है।

 संसद के दोनों सदनों में सदस्यों ने हावड़ा-देहरादून एक्सप्रेस में कल लगी आग में सात यात्रियों की मौत पर दुःख व्यक्त किया है। दुर्घटना में मारे गए यात्रियों के सम्मान में दो मिनट का मौन रखा गया। हमारे संवाददाता ने बताया है कि कल सवेरे झारखंड में गिरडीह के पास रेलगाड़ी के दो वातानुकूलित डिब्बों में आग लग गई थी। दुर्घटना की जांच के आदेश दिए गए हैं।

 ओड़ीशा में आज तड़के झारसुगुडा में कोरापुट-हावडा समलेश्वरी एक्सप्रैस और मालगाड़ी की टक्कर में नौ लोग घायल हो गये। समलेश्वरी एक्सप्रैस के नौ डिब्बों को कुछ नुकसान हुआ है। सम्बलपुर-झारसुगुडा मार्ग पर चार घंटे तक रेल यातायात बाधित रहने के बाद सवेरे साढ़े सात बजे फिर से चालू हो गया।  घायलों को झारसुगुडा अस्पताल में भर्ती कराया गया है।

 कश्मीर घाटी में आज पहली रेल दुर्घटना में २० लोग घायल हो गए। अधिकारियों ने बताया है कि काजीगुंड के पास बारामूला जा रही रेलगाड़ी के दो डिब्बे पटरी से उतर गए। घायलों को काजीगुंड के अस्पताल में भर्ती कराया गया है।

 उच्चतम न्यायालय ने आज टू-जी स्पेक्ट्रम मामले में पांच बड़े कॉरपोरेट अधिकारियों की जमानत मंजूर कर ली है। न्यायमूर्ति जी० एस० सिंघवी और न्यायमूर्ति एच० एल० दातु की पीठ ने युनिटेक लिमिटेड के प्रबन्ध निदेशक संजय चन्द्रा, स्वान टेलीकॉम के निदेशक विनोद गोयंका और रिलायन्स अनिल धीरूभाई अम्बानी ग्रुप के वरिष्ठ अधिकारियों हरि नायर, गौतम दोशी और सुरेन्द्र पीपारा को तिहाड़ जेल से छोड़ने के निर्देश दिये। इन सभी को पॉच-पॉंच लाख रूपये के दो मुचलके भरने को कहा गया है।
 इन आरोपियों ने उनकी जमानत की अर्जिया खारिज करने के दिल्ली उच्च न्यायालय और निचली अदालत के फैसलों को उच्चतम न्यायालय में चुनौती दी थी। इन पांचों को जमानत मिलने से मामले के अन्य आरोपियों की उम्मीदें बढ़ गई हैं, इनमें पूर्व दूरसंचार मंत्री ए० राजा और डी एम के सांसद कनिमोढ़ी शामिल हैं जो छह महीने से अधिक समय से जेल में हैं।
 कनिमोढ़ी और चार अन्य लोगों की जमानत की अर्जियों पर दिल्ली उच्च न्यायालय में पहली दिसम्बर को सुनवाई होनी है।

आज नई दिल्ली में भारत और संयुक्त अरब अमीरात में सुरक्षा सहयोग और सजायाफ्ता लोगों के आदान-प्रदान से संबंधित समझौतों पर हस्ताक्षर किये गये। सजायाफ्ता लोगों के आदान-प्रदान के समझौते पर संयुक्त अरब अमीरात के गृहमंत्री लेफ्टिनेंट जनरल शेख सैफ बिन जायद अल-नहियान और भारत की ओर से गृहमंत्री पी चिदंबरम ने हस्ताक्षर किये। इस समझौते से संयुक्त अरब अमीरात और भारत में सजायाफ्ता लोगों को सजा की शेष अवधि अपने-अपने देश में गुजारने का मौका मिल जाएगा।
 भारत की यात्रा पर आये संयुक्त अरब अमीरात के मंत्री ने आपसी सुरक्षा समझौते पर भी हस्ताक्षर किये। हमारे संवाददाता ने खबर दी है कि इस समझौते से सुरक्षा संबंधित सूचनाओं का आदान-प्रदान होगा और प्रशिक्षण की सुविधा भी उपलब्ध होगी। इससे आतंकवाद, रूपये की हेराफेरी और साइबर सुरक्षा सहित विभिन्न प्रकार के अंतर्राष्ट्रीय अपराधों से निपटने में  मदद मिलेगी।
   
अभी तक तकरीबन बारह सौ भारतीय संयुक्त अरब अमीरात के विभिन्न जेलों में सजा काट रहे हैं। इन कैदियों में से ज्यादातर ऐसे हैं जिन्होंने कोई आर्थिक अपराध किया है या फिर संयुक्त अरब अमीरात में अवैध रूप से रह रहे थे। इस संधि के बाद यह कैदी अपने परिवार के नजदीक वाले जगहों पर बाकि सजा काट पायेंगे।  हालांकि इस सुविधा का लाभ तभी मिल पायेगा जब अस्थानांतरण में कैदियों की रजामंदी हो और कम से कम छह महीने की सजा बच रही हो। सुरक्षा सहयोग संधि के अंतर्गत दोनों देशों के बीच सूचना का आदान-प्रदा, प्रशिक्षण, तकनीक और  विशेषज्ञों की सेवाएं संभव हो पायेंगी।  आकाशवाणी समाचार के लिए दिल्ली से मैं मणिकांत ठाकुर।

 तमिलनाडु की मुख्यमंत्री जयललिता आय से अधिक सम्पत्ति के मामले के सिलसिले में बयान देने के लिए आज बंगलौर में विशेष अदालत के सामने पेश हुई। विशेष अदालत के जज बी० एम० मल्लिकार्जुनैया ने एक हजार, १४५ से अधिक प्रश्नों के उनके उत्तर रिकॉर्ड करने के बाद बाकी प्रश्नों के उत्तर के लिए सुनवाई आज तक के लिए स्थगित कर दी थी।  ६६ करोड़ रूपये से अधिक की सम्पत्ति के इस मामले में सुश्री जयललिता विशेष अदालत के सामने चौथी बार पेश हुई है। इससे पहले उच्चतम न्यायालय ने इन प्रश्नों का जवाब लिखित रूप से देने के उनके अनुरोध को खारिज कर दिया था। सूत्रों ने कहा है कि सुनवाई आज पूरी हो जाने की उम्मीद है।

 उत्तरप्रदेश में कांग्रेस नेता राहुल गांधी ने आज मायावती सरकार की भूमि अधिग्रहण मुद्दे को लेकर कड़ी आलोचना की और उन पर किसानों की जमीन निजी बिल्डरों को देने का आरोप लगाया। बहराइच जिले में विभिन्न सभाओं को सम्बोधित करते हुए राहुल गांधी ने आरोप लगाया कि बहुजन समाज पार्टी को लाभ पहुंचाने के लिए किसानों से जबर्दस्ती जमीन ली गई। उन्होंने कहा कि उनकी पार्टी ने यह मुद्दा उठाया है और संसद में एक ऐसा भूमि अधिग्रहण विधेयक पेश किया है जो किसानों के हित में हैं।
 उत्तरप्रदेश के पिछड़ेपन के लिए राज्य की गैर कांगे्रसी सरकारों को जिम्मेदार ठहराते हुए श्री गांधी ने आरोप लगाया कि मुख्यमंत्री मायावती और पूर्व मुख्यमंत्री तथा  समाजवादी पार्टी के नेता मुलायम सिंह यादव जमीनी वास्तविकताओं से अनभिज्ञ हैं। उन्होंने आरोप लगाया कि इन नेताओं का आम लोगों के साथ कोई सम्पर्क नहीं है। केन्द्र में यूपीए सरकार की उपलब्धियों पर प्रकाश डालते हुए श्री गांधी ने आरोप लगाया कि उत्तरप्रदेश की बहुजन समाज पार्टी सरकार के कुशासन और भ्रष्टाचार के कारण राज्य के लोगों को कांग्रेस के नेतृत्व वाली केन्द्र सरकार द्वारा शुरू किये गये कल्याण कार्यक्रमों और योजनाओं का लाभ नहीं मिल रहा है।

आप हमारे सब प्रोग्राम देख लीजिये चाहे वो मनरेगा हो, सर्व शिक्षा अभियान हो, प्रधानमंत्री ग्राम सड़क योजना हो, कर्जा माफी हो, इन सब प्रोग्रामों का लक्ष्य आम आदमी को, गरीब आदमी को फायदा पहुंचाने का। मनरेगा दुनियामें सबसे बड़ा रोजगार का प्रोग्राम है। हमने हर एक गरीब व्यक्ति को रोजगार का अधिकार दिया। मतलब जो भी यूपीए सरकार से रोजगार  मांगता है कानून कहता है कि उसको रोजगार दिया जाये।
हमारे संवाददाता ने खबर दी है कि राहुल गांधी ने लोगों से सम्पर्क करने का अपना पांच दिन का कार्यक्रम कल बाराबंकी जिले में तीन सभाओं को सम्बोधित करके शुरू किया था। उन्होंने आरोप लगाया कि राज्य के लोगों के कल्याण के लिए केन्द्र द्वारा उपलब्ध कराई जा रही राशि से केवल सत्तारूढ़ दल के नेताओं और बिचौलियों को ही लाभ हुआ है। उन्होंने कहा कि पिछले अनुभवों को देखते हुए केन्द्र ने बुनकरों को सीधे आर्थिक सहायता उपलब्ध कराने का फैसला किया है और यह राशिं उनके खातों में जमा करा दी जायेगी। राज्य में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारन्टी कानून-मनरेगा को लागू करने में अनियिमितताओं के अपने आरोप को दोहराते हुए श्री गांधी ने कहा कि इस कार्यक्रम का पैसा बिचौलियों और सत्तारूढ़ दल के एजेन्टों के हाथों में जा रहा है।

राष्ट्रीय महिला आयोग की अध्यक्ष ममता शर्मा ने मानव तस्करी के बारे में आम लोगों में जागरूकता पैदा करने की आवश्यकता पर जोर दिया है। आज नई दिल्ली में मानव तस्करी के बारे में राष्ट्रीय सम्मेलन का उद्घाटन करते हुए उन्होंने मानव तस्करी, विशेषकर महिलाओं और बच्चों के यौन शोषण पर चिंता व्यक्त की। उन्होंने यह भी कहा कि सैक्स पर्यटन के नाम पर सीमा के आर-पार मानव तस्करी की जाती है। श्रीमती शर्मा ने कहा कि इस कुरीति के समाधान के लिए सभी स्तर पर अल्प और दीर्घकालिक उपाय किये जाने की जरूरत है। इस सिलसिले में समाचार माध्यम प्रभावशाली भूमिका निभा सकते हैं। उन्होंने कहा कि गरीबी उन्मूलन के उपायों से भी मानव तस्करी से निपटा जा सकता है। श्रीमती शर्मा ने कहा कि केन्द्रीय मंत्रालय, राज्य सरकारों और संबंधित संस्थाओं तथा व्यक्तियों के सलाह-मश्विरे से एक संबंधित योजना बनाई गई है। अगर इस योजना पर पूरी तरह अमल किया गया तो यह कुरीति रोकी जा सकती है।
 सम्मेलन के सह-प्रबंधक, राष्ट्रीय मानव अधिकार आयोग के महासचिव राजीव शर्मा ने कहा कि महिलाएं और बच्चे जनसंख्या के ५० प्रतिशत हैं और इसमें से भी ४० प्रतिशत को मानव तस्करी का खतरा बना रहता है। उन्होंने इससे निपटने के लिए राष्ट्रीय मानव अधिकार के विचारों और सुझावों को लागू करने की जरूरत पर बल दिया।

 नेशनल स्टॉक एक्सचेंज का निफ्टी भी १२३ अंक गिरकर ४ हजार-६८९ पर था।

  रिज+र्व बैंक ने कहा है कि वह जल्दी ही रूपये के चिन्ह वाले सौ रूपये के नोट जारी करेगा। ये नए नोट महात्मा गांधी सीरीज २००५ के अन्तर्गत जारी किए जाएंगे। इस पर रिज+र्व बैंक के गर्वनर डॉक्टर डी.सुब्बाराव के हस्ताक्षर होंगे। नोट के पिछले हिस्से में २०११ लिखा होगा। पहले जारी सौ रूपये के नोट भी चलते रहेंगे।

Price rise and several other issues have led to the adjournment of both the Houses of Parliament. The two Houses were adjourned for the second day today amidst uproarious scenes. The Lok Sabha could not take up the discussion on price rise as opposition continued to press for its demand to take it up under a rule which entails voting. As the house met for the day, the CPIM members trooped into the well in support of their demand. The House was adjourned till noon. After it met at 12 noon, there was no change in the situation forcing the Presiding Officer to adjourn the House for the day. Several other members raised issues including the demand of scrapping the minimum support price for onions and carving out a separate Telangana State. The Rajya Sabha was adjourned first till noon and later for the day after agitating Left members were joined by the BSP to seek a discussion on price rise. Telangana issue was also raised in the House.

The Left parties also said that they will not allow Parliament to function till the government agrees to take up discussion on price rise under a rule which entails voting. Talking to reporters outside Parliament, CPI(M) leader Sitaram Yechury said that there have been discussions in the previous two sessions as well but the government did not take up any concrete step to deal with inflation. He said that only a discussion under the rule which provides for voting will force the government to take tangible steps to curb rising prices.
Senior Party leader Basudev Acharya said that the government should agree to hold discussion under the adjournment motion.

The BJP has given an adjournment notice to discuss the black money issue in the Lok Sabha. The notice has come close on the heels of left parties pressing for an adjournment motion on the price rise in the House. Official sources said that the government is in discussion with these parties to work out a solution to the issue. Sources said it is expected that BJP may not press for the adjournment to be taken up tomorrow after assurance by the government. Sources further said that Left parties may also agree to discuss the price rise under a rule which does not entail voting. The price rise is a issue of common concern and it has been discussed in the two Houses of Parliament several times.

The BJP today said that it is in favour of smooth functioning of Parliament provided the government takes up discussions under proper rules. Talking to reporters outside Parliament, party spokesman Shahnawaz Hussein accused the Congress of being adamant and not paying any heed to the Opposition's demand. He added that Congress own allies are creating disruption in the House.

The Government today said that discussion on price rise can not take place under the adjournment motion as being demanded by the Left parties. Talking to reporters outside Parliament, Minister of State for Parliamentary Affairs Harish Rawat said that rules of adjournment motion entail that voting can be done only on issues of recent occurrence. He added that inflation is a continuing issue and not a recent one.
Another Minister of State for Parliamentary Affairs Rajiv Shukla said that the Left parties should not use the issue of price rise as a platform for political advantage. He urged them to participate in discussion and suggest possible measures to control it.

The government has not taken a final view on the dilution of the Armed Forces (Special Powers) Act (AFSPA) now in force in Jammu and Kashmir. Giving this information in a written reply in the Rajya Sabha today, the Minister of State for Home Affairs, Mr Jitendra Singh said, decision on matters affecting security are taken after evaluation of the situation on the ground and detailed consultations among the Centre, State Governments concerned and the Security forces.

The government today said there is no proposal, at present, to permit Foreign Direct Investment (FDI) in the farm sector. This information was given in a written reply in the Rajya Sabha, by the Minister of State for Commerce and Industry, Mr Jyotiraditya M. Scindia. He said, as per extant policy, FDI is not permitted in the agriculture sector except floriculture, horticulture, apiculture and cultivation of vegetables and mushrooms under controlled conditions, development and production of seeds and planting material, services related to agro and allied sector and tea sector including tea plantations.

The government is planning to merge various social welfare schemes into 59 schemes. In a written reply to the Lok Sabha, minister of state for planning Ashwani Kumar said that Planning Commission had constituted a sub committee to study the social welfare schemes. The committee has recommended rationalisation of 147 centrally sponsored schemes into 59 schemes. He said the merger of these schemes will enable more effective implementation. Mr Kumar informed the House that the report of the committee has been circulated to all chief ministers for their views.

Fifteen out of 73 roads identified as strategic border roads have been completed. Giving this information in a written reply in the Rajya Sabha today, the Minister for Defence, Mr A K Antony said 39 roads are scheduled for completion by 2013 and the remaining 19 by 2016. Mr Antony said delay in forest and wildlife clearances, hard rock stretches and limited working season, are among the main reasons for slow progress.

The Food and Consumers Affairs Minister K V Thomas today said that National Food security bill is likely to be introduced in the Winter session. Talking to reporters outside Parliament, he said the bill will be sent for the cabinet approval by the second week of next month. Professor Thomas said that all the state governments have already submitted their replies on the draft bill. He added that his ministry is in discussion with the various departments of the centre government on the issue.

The Supreme Court today ordered the release of five top corporate executives in 2G spectrum allocation case from Tihar Jail in New Delhi on bail. A bench comprising justices G S Singhvi and H L Dattu directed the release of the Unitech Limited MD Sanjay Chandra, Swan Telecom Director Vinod Goenka and Reliance Anil Dhirubhai Ambani group executives Hari Nair, Gautam Doshi and Surrendra Pipara. They were asked to furnish two sureties of 5 lakh rupees each to the satisfaction of the special judge holding the trial of the case as bail condition. The accused had moved the apex court challenging the Delhi High Court and trial court orders turning down their bail pleas. CBI had opposed their release on bail saying they could approach the trial court for relief. This has raised the hopes of other accused in the case including former Telecom Minister A Raja and DMK MP Kanimozhi who have been in prison for over six months. The bail plea of Kanimozhi and four others is due to come up for hearing before the Delhi High Court on first December.

Tamil Nadu Chief Minister J. Jayalalitha appeared before the special court in Bangalore for the fourth day today to depose in connection with disproportionate assets case. The special Court Judge B.M. Mallikarjunaiah, after recording her reply to more than 1,145 questions had adjourned the hearing for today to complete the remaining questions to be answered by Jayalalitha in connection with 66 crore rupee disproportionate assets case. This is Jayalalitha’s fourth appearance before the special court after her plea for replying the questions in writing was rejected by the Supreme court. The sources said, the hearing is likely to be completed today.

The Reserve Bank of India (RBI) has stated in a press release issued in Mumbai that it will shortly issue new 100 rupees denomination currency notes incorporating the ‘Rupee’ symbol. The RBI has stated that the new notes will be issued in the Mahatma Gandhi Series - 2005 and will bear the signature of the RBI governor, Dr. D Subbarao. The year of printing ‘2011’ will be printed on the back of the bank note. The release further stated that the design of the new notes will be similar in all respects to the Bank notes of 100 rupees in Mahatma Gandhi Series -2005 issued earlier, except that the new notes will bear the Rupee symbol. All the Bank notes in the denomination of 100 rupees issued by the Central Bank in the past will continue to remain legal tender.

In Uttar Pradesh Congress leader Rahul Gandhi today sharply criticised the Mayawati government over the land acquisition issue accusing her for providing land of farmers to private builders. Addressing different meetings in Baharaich district he alleged that the BSP government has taken land from farmer forcibly to oblige private builders. He said his party has raised this issue and brought a farmers friendly Land Acquisition Bill in parliament. Holding the non congress governments in Uttar Pradesh responsible for its backwardness, he accused both Chief Minister Mayawati and former Chief Minister and Samajwadi Party leader Mulayam Singh Yadav of being unaware of the ground realities.

Addressing a rally in New Delhi, party General Secretary C.K Saji Narayan said the decision will affect the common people adversely. India and United Arab Emirates,UAE, signed agreements in New Delhi today on security cooperation and transfer of sentenced persons. The Indo-UAE Agreement on Transfer of Sentenced Persons was signed by the UAE Interior Minister Lieutenant General Sheikh Saif Bin Zayed Al Nahyan and Home Minister P.Chidambaram. The long-awaited agreement will give sentenced prisoners in the UAE and India an option to spend remaining part of their sentence in their home country. The visiting minister also signed a bilateral agreement on security issues. Our correspondent reports the Indo-UAE Agreement on Security Cooperation will facilitate collaboration to fight international crimes including terrorism, money-laundering and cyber security by sharing intelligence and training facilities.

At present about 1,200 Indians are lodged in various UAE prisons, most of them are behind bars either for financial irregularities or for violation of the UAE residency law. Most of the prisoners would take this opportunity as it would allow them to remain close to their family and friends for the rest of their sentence period. However, the transfer of the prisoner will be subject of his approval and that the prisoner should have at least six months left to serve in his sentence. The security cooperation agreement will cover sharing of information, training, technology and experts between the two countries. The Government today ruled out any threat of spread of radio activity from the existing nuclear plants in the country. In a statement in the Lok Sabha today, the Minister of State in the Prime Minister’s Office, Mr. V. Narayanasamy said these plants have sufficient safeguards and regulatory controls against any major leakage of radiation. In reply to a question, he said there is only one nuclear reactor at Rawatbhata in Rajasthan which has remained closed to meet the regulatory requirements. All other 19 operating reactors have life spans upto their stipulated period. The Atomic Energy Regulatory Board, AERB, reviews the functioning of the nuclear power reactors from to time and grants them Licence for operation for a stipulated period. The Minister informed the House that radioactivity around the nuclear power plants is monitored in the water bodies, ground water, food chain including milk, animal products, fruits, vegetables and fish to keep its levels under check.

The government has constituted an inter-ministerial group to consider the demand of special status to Bihar. In a written reply to the Lok Sabha, minister of state for planning Ashwani Kumar said a delegation from Bihar has presented a memorandum to the Prime minister in July this year. He said the inter-ministerial group will examine the memorandum. Mr Kumar informed the House there are 11 special category states namely Arunachal Pradesh, Assam, Himachal Pradesh, Jammu and Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and Uttarakhand. He, however, informed that Odisha, Goa and Rajastan's request for special category status has not been found feasible.

Members in both the Houses of Parliament today condoled the death of seven passengers, who lost their lives in a fire incident in the Howrah-Dehradun Express. The members stood in silence as a mark of respect to those who lost their lives in the tragedy. Our Correspondent adds that two of the AC coaches caught fire in early hours yesterday near Giridih in Jharkhand. An enquiry has been ordered into the incident.

The government today ruled out any third party role in resolving the boundary issue either with Pakistan or with China. In a written reply in the Lok Sabha today, External Affairs Minister S.M. Krishna said that these issues are purely bilateral with no scope of any third party intervention. He informed the House that Pakistan is in illegal and forcible occupation of about 78 thousand sq. kms. of Indian territory in Jammu and Kashmir since 1948. Indian territory under Chinese occupation in the State since 1962 is nearly 38 thousand sq. kms. Mr. Krishna said under the so-called China-Pakistan Boundary Agreement of 1963, Pakistan illegally ceded five thousand one hundred eighty sq. kms. of Indian territory in Pakistan-Occupied Kashmir to China. Denying any Indian land under Bangladesh's illegal occupation, he said some pockets along the India-Bangladesh border have traditionally been under the possession of people of one country in the territory of another. These are known as Adverse Possessions, he said.

Four persons were injured in a collision between the Koraput-Howrah Samaleswari Express and a goods train at Jharsuguda Railway Station, about 110 kms. from Rourkela, in Odisha early today. Railway police said the incident occurred due to signal overshooting as both the trains started moving in the same direction. The injured were taken to a hospital at Jharsuguda.

The Sensex at the Bombay Stock Exchange plunged 221 points, or 1.4 per cent, to again slip below the 16,000 mark, at 15,845, in early trade, this morning. The market fell on across-the-board selling by investors, as weak global markets, and global growth jitters weighed on investor sentiment. Later, selling pressure intensified, and at one stage the Sensex had lost a massive 587 points. Thereafter, the Sensex trimmed its losses only very slightly, and still stood a hefty 440 points, or 2.7 percent in negative territory, at 15,625 in afternoon deals, a short while ago.

The Indo-Tibetan Border Police, ITBP, wins overall team championship in the 12th All India Police lawn tennis championship in Bhubaneswar .According to a press release issued in New Delhi today, ITBP team defeated the Border Security force team in the finals of the championship. The championship was Organized by the Railway Protection Force and witnessed participation of 19 team from states and Central Police forces.

Amnesty International has welcomed the U.N. committee vote.

A joint Indo-Arabic project on translating major Indian works into Arabic would be undertaken by the Indian Embassy to UAE with the Abu Dhabi Authority for Culture and Heritage (ADACH) and related organisations. Indian Ambassador to UAE M.K. Lokesh said in Abu Dhabi that the idea is to translate modern and ancient Indian written works, including historical Sanskrit books, into Arabic. The books include "The Argumentative Indian" by Amartya Sen, "The Shade of Swords: Jihad and the Conflict between Islam and Christianity" by M. J. Akbar, "Moderate or Militant: Images of India’s Muslims" by Mushirul Hasan, "Being Indian" by Pavan Varma and "Nehru: The Invention of India" by Shashi Tharoor.

उत्तेजित विपक्षी दलों ने आज लगातार दूसरे दिन संसद के दोनों सदनों की कार्यवाही चलने नहीं दी। विपक्षी दल मूल्य वृद्धि और कालेधन पर स्थगन प्रस्ताव लाने पर जोर दे रहे थे। हंगामे के बीच दोनों सदनों की कार्यवाही पहले दोपहर तक और बाद में दिनभर के लिए स्थगित कर दी गई।
राज्यसभा में बहुजन समाज पार्टी के सदस्यों ने वामदलों की इस मांग का समर्थन किया कि महंगाई के मुद्दे पर उस नियम के तहत चर्चा कराई जानी चाहिए, जिसमें मत विभाजन का प्रावधान है।
महंगाई के मुद्दे पर संसद में गतिरोध के मद्देनजर वित्त मंत्री प्रणब मुखर्जी ने आज समाजवादी पार्टी के नेता मुलायम सिंह यादव से विचार-विमर्श किया। श्री मुखर्जी ने कल इसी मुद्दे पर वामदलों के नेताओं से बातचीत की थी। इस बीच, संसदीय कार्य मंत्री पवन कुमार बंसल ने कहा है कि सरकार, विपक्षी दलों से बातचीत के सारे प्रयास कर रही है, ताकि संसद की कार्यवाही सुचारू रूप से चल सके। संसदीय कार्य राज्य मंत्री राजीव शुक्ला ने कहा कि सरकार संसद में किसी भी मुद्दे पर चर्चा के लिए तैयार है।
एक अन्य संसदीय कार्य राज्य मंत्री हरीश रावत ने कहा कि सरकार चाहती है कि संसद की कार्यवाही सुचारू रूप से चले, ताकि महत्वपूर्ण विधायी कार्य निपटाए जा सकें।

जो प्रोसिजर है पार्लियामेंट का द एडजोनमोंशन के विषय में वो बहुत साफ तौर पर कहता है कि एडजोनमोंशन केवल उसी इसु पर एक तो इसु क्लीयर हो और दूसरा जो है रिसेंट का इसु हो उस पर ही एडजोनमोशन रेज+ किया जा सके।
मार्क्सवादी कम्युनिस्ट पार्टी ने कहा कि मत विभाजन के बिना महंगाई के मुद्दे पर चर्चा कराना बेकार है। पार्टी नेता सीताराम येचुरी ने पेट्रोलियम पदार्थों के मूल्य कम करने, आवश्यक वस्तुओं के वायदा कारोबार पर रोक लगाने तथा सार्वजनिक वितरण प्रणाली को मजबूत बनाने का सुझाव दिया है।

एक और चर्चा का हम समझते हैं कोई मतलब नहीं है। जब तक सरकार कुछ ठोस रूप से करने के लिए दावा नहीं करेगी संसद में। वो दावा करवाने के लिए जो दबाव है वो दबाव तभी हो पायेगी जब ऐसे रूल के तहत चर्चा हो जहां पर वोटिंग हो और उस वोटिंग के दबाव के चलते वो सरकार कुछ ठोस कदम डिक्लेयर करे कि क्या कदम उठायेगी।
भारतीय जनता पार्टी ने सरकार पर महंगाई और भ्रष्टाचार रोकने में विफल रहने का आरोप लगाया है। पार्टी नेता एस.एस अहलूवालिया ने कहा कि पार्टी महंगाई के मुद्दे पर वामदलों के स्थगन प्रस्ताव का समर्थन करेगी।

महंगाई का जो मुद्दा वाम दलों ने रखा है सामने जब वो चर्चा में आयेगा हम उसमें भाग लेंगे और जिस विधा में वो मांग रहे हैं उसी विधा में भाग लेंगे और उसके बाद फिर काले धन का आयेगा और काले धन का मुद्दा हमारा एडजोनमोंशन के माध्यम से हमने मांगा हुआ है।
लोकसभा में भाजपा के उपनेता गोपीनाथ मुंडे ने कहा कि पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी ने स्थगन प्रस्ताव का नोटिस दिया है। स्थगन प्रस्ताव लाने का फैसला आज सुबह पार्टी संसदीय पार्टी की बैठक में किया गया।

कांग्रेस ने कहा है कि यह दुर्भाग्य की बात है कि विपक्ष संसद को चलने नहीं दे रहा है। पार्टी प्रवक्ता राशिद अल्वी ने आज नई दिल्ली में पत्रकारों से कहा कि प्रधानमंत्री पहले ही आश्वासन दे चुके हैं कि सरकार सभी मुद्दों पर चर्चा के लिए तैयार है। उन्होंने कहा कि कई महत्वपूर्ण विधेयकों को पारित करने की जरूरत है और विपक्ष को संसद की कार्यवाही में बाधा नहीं डालनी चाहिए। उन्होंने कहा कि भारतीय जनता पार्टी का गृह मंत्री पी. चिदम्बरम के बहिष्कार का फैसला अनुचित है, क्योंकि किसी मामले में, किसी जांच एजेंसी ने उनके खिलाफ कोई रिपोर्ट नहीं दी है।

उच्चतम न्यायालय ने टू-जी स्पेक्ट्रम मामले में पांच बड़े कॉरपोरेट अधिकारियों को जमानत पर दिल्ली की तिहाड़ जेल से रिहा करने का आदेश दिया। न्यायमूर्ति जी० एस० सिंघवी और न्यायमूर्ति एच० एल० दातु की पीठ ने युनिटेक लिमिटेड के प्रबन्ध निदेशक संजय चन्द्रा, स्वान टेलीकॉम के निदेशक विनोद गोयंका और रिलायन्स अनिल धीरूभाई अम्बानी ग्रुप के वरिष्ठ अधिकारियों हरि नायर, गौतम दोशी और सुरेन्द्र पीपारा को रिहा करने के निर्देश दिये। इन सभी को पॉच-पॉंच लाख रूपये के दो मुचलके भरने को कहा गया है।
इन आरोपियों ने उनकी जमानत की अर्जियों को खारिज करने के दिल्ली उच्च न्यायालय और निचली अदालत के फैसलों को उच्चतम न्यायालय में चुनौती दी थी।

The agitated Opposition stalled proceedings in both the Houses of Parliament on the second consecutive day today. They were pressing for adjournment motions on Price Rise and Black Money disrupting the proceedings in the Lok Sabha and the Rajya Sabha. Amidst uproarious scenes, the two Houses were first adjourned till noon and later for the day. In the Rajya Sabha, the BSP members joined the Left in their demand of a discussion on Price Rise under a rule which entails voting and trooped into the well of the House. Issues like labour policies and Telengana were also raised by the members in the two houses. Amidst stalemate in Parliament on price rise issue, Finance Minister Pranab Mukherjee today held consultations with the Samajwadi party leader Mulayam Singh Yadav. Parliamentary Affairs Minister Pawan Kumar Bansal has said that government is making all efforts to take on board the Opposition to ensure smooth functioning of Parliament. The Minister of State for Parliamentary Affairs Rajiv Shukla said that the government is talking to leaders of all political parties to ensure that the House functions smoothly. He said that the government is ready to discuss any issue in Parliament.
The CPI(M) on the other hand maintained that it is useless to hold any discussion on price rise unless there is voting. Party leader Sitaram Yechury suggested measures like reducing petrol prices, banning of forward trading of essential commodities and stregthening the Public Distribution System to bring down prices.
"We think there is no use of another debate.Until the govenment does not come up with any tangible action in the parliament on the issue. The govenment can only be put under pressure to do so if there is voing."
The BJP has alleged that the government has failed in curbing price rise and corruption. Party leader S S Ahluwalia said that BJP will support the Left adjournment motion on price rise. He clarified that Left parties have agreed to support the adjournment motion by the BJP on corruption and Black Money.
"To avoid any difference in the opposition, BJP and NDA to avoid We will participate accordingly in the price rise issue brought by the left parties, after that we have adjournment motion on the issue of black money in the parliament."
Meanwhile, the BJP has given a notice for an adjournment motion on the Black Money issue. The Party demanded suspension of Question Hour in the Rajya Sabha.

The Congress today said that it is unfortunate that the opposition is not allowing the Parliament to function. Briefing reporters in New Delhi, party spokesperson Rashid Alvi said that the Prime Minister has already assured that the government is ready to discuss all issues. He said that important legislations need to be passed and the Opposition must not disrupt the proceedings.
"It is very important session there are very important bills, which are going to be discussed and going to be introduced. Lokpal bill which is very important bill,judicial accountability bill, petrolium and minerals pipe lines unbill, seats bill, woman bill and even the National Food Security will be introduced in this session. So opposition allow the parliament to be functioned to all these bills."
Mr. Alvi added that the BJP's decision to boycott Home Minister P. Chidambaram is uncalled for as there is no report against him in any case by any investigating agency.

The government today said nearly 2,000 cases related to alleged corruption were registered by the Central Bureau of Investigation in the last three years. In a written reply to the Lok Sabha, minister of state for Personnel, Public Grievances and Pensions V Narayanasamy said the CBI has registered 1,962 cases under various sections of the Prevention of Corruption Act between 2009 and October 2011. He informed the House that out of these cases, the highest number of cases (795) were filed in 2009.

The Supreme Court today ordered the release of five top corporate executives in 2G spectrum allocation case from Tihar Jail in New Delhi on bail. A bench comprising justices G S Singhvi and H L Dattu directed the release of the Unitech Limited MD Sanjay Chandra, Swan Telecom Director Vinod Goenka and Reliance Anil Dhirubhai Ambani group executives Hari Nair, Gautam Doshi and Surrendra Pipara. They were asked to furnish two sureties of 5 lakh rupees each to the satisfaction of the special judge holding the trial of the case as bail condition. The accused had moved the apex court challenging the Delhi High Court and trial court orders turning down their bail pleas. The CBI had opposed their release on bail saying they could approach the trial court for relief. This has raised the hopes of other accused in the case including former Telecom Minister A Raja and DMK MP Kanimozhi who have been in prison for over six months. The bail plea of Kanimozhi and four others is due to come up for hearing before the Delhi High Court on the first December.

In a related development, the Delhi High Court today stayed its order to shift the trial of the 2G spectrum case accused to the high-security Tihar Jail from Patiala House court in the heart of the Capital. The stay came after the accused in the 2G case, their relatives and lawyers had expressed their unhappiness over yesterday's announcement of shifting of the trial. Former Telecom Minister A Raja and DMK MP Kanimozhi are among the accused in the case. The seven-judge administrative committee headed by Acting Chief Justice A K Sikri said the court's administrative notification yesterday to shift the trial will not come into effect and that the hearing will continue in the Patiala House court complex itself till an alternative arrangement is made. The administrative committee also said a group of high court judges, lawyers and the judge-in-charge of the Patiala House courts will inspect the lower court premises again to explore the possibility of shifting the trial to a more spacious courtroom inside the court complex itself.

The Gujarat High Court today reserved its order till 1st of next month on which agency should investigate the 2004 fake police encounter of Mumbai college girl Ishrat Jahan and three others. The court is also to decide whether a fresh FIR should be filed in the matter. A Division Bench of Justices Jayant Patel and Abhilasha Kumari concluded the hearing to finalise the agency that would investigate the encounter. The encounter was found to be fake by the High Court appointed Special Investigation Team (SIT). After the SIT concluded that the four were killed in a staged gunfight and their deaths had occurred prior to the time and place mentioned in the police FIR of June 15, 2004, the High Court had sought opinion of the petitioners, Gujarat and Central Governments on which agency should probe the case.

Former Telecom Minister Sukh Ram today moved the Delhi High Court challenging his conviction and sentencing by a trial court for taking three lakh rupees as bribe to award a lucrative contract to a telecom firm in 1996. 86-year-old Sukh Ram, who had held the Telecom portfolio in P V Narasimha Rao's cabinet, was convicted last Thursday in a cable contract case. He was handed out five years jail term by Special CBI judge R.P. Pandey on Saturday.

Congress leader Rahul Gandhi has sharply criticised the Mayawati government in Uttar Pradesh over land acquisition issue accusing her of providing land of farmers to the private builders. He alleged that the BSP leaders have taken money from builders for providing land to them. Addressing different meetings today at Beharaich and Shrawasti districts today Rahul said the BSP government has taken land from farmers forcibly to oblige private builders. The Congress leader said the Congres has raised this issue and brought a farmer friendly Land Acquisition Bill in parliament. The Centre today hoped for a breakthrough in the 99-day anti-Kudankulam nuclear project agitation, saying the atmosphere in the coastal Tamil Nadu town was changing slowly. The Minister of State in the Prime Minister's Office, V. Narayanasamy said at the 11th Sustainable Energy Summit organised by the India Energy Forum in New Delhi that a pro-nuclear agitation has started in Kudankulam and the atmosphere was changing slowly. He said, he was in regular touch with the Tamil Nadu government, which was cooperating with the Centre on the issue.

India and the United Arab Emirates, UAE, signed agreements on security cooperation and transfer of prisoners in New Delhi today. The Indo-UAE Agreement on Transfer of Sentenced Persons was signed by the UAE Interior Minister Lt. Gen. Sheikh Saif Bin Zayed Al Nahyan and Home Minister Mr. P. Chidambaram. The long-awaited agreement will give sentenced prisoners in the UAE and India an option to spend remaining part of their jail term in their home country. The visiting minister also signed a bilateral agreement on security issues. The Indo-UAE Agreement on Security Cooperation will facilitate collaboration to fight international crimes including terrorism, money-laundering and cyber security by sharing intelligence information and training facilities.

Finance Minister Pranab Mukherjee today attributed the stock market crash to withdrawal of funds by foreign investors and depreciation of the rupee. Mr. Mukherjee told reporters in Delhi that, Markets have crashed because of continuous withdrawal of funds by Foreign Institutional Investors. He said, there is still uncertainty prevailing in the Eurozone. The Finance Minister said, the Rupee depreciation has also had an adverse impact and all cumulative effects are there.

The National Food security bill is likely to be introduced in the Winter session of Parliament. This was disclosed by the Food and Public Distribution Minister K V Thomas while talking to reporters outside Parliament today. Prof. Thomas said that the cabinet is likely to take up the bill by the second week of next month. He said that all the state governments have already submitted their replies on the draft bill and the Food and Public Distribution ministry is in discussion with the various departments of the centre government. Meanwhile, the Government has decided to release over 23 lakh tones of rice and wheat under the Public Distribution System. Out of this 16.08 lakh tones is for Below Poverty Line people and the remaining for the above poverty line.

The 42nd International Film Festival of India (IFFI) has been inaugurated at Ravindra Bhavan auditorium in Margaon, Goa, this evening. The much acclaimed film actor, Shahrukh Khan along with the Union Minister of Information and Broadcasting, Ambika Soni and Goa Chief Minister, Digambar Kamat formally lighted the traditional lamp signaling the commencing of the 10 day long magnanimous extravaganza. Speaking on the occasion, Mrs. Ambika Soni said that with each passing year the festival is turning into more of an International People’s Festival as the participation of cine lovers is rising.
