यूरोपीय संघ के नेता बैंकों में फिर से पूंजी डालने की योजना पर सहमत हो गये हैं, ताकि मौजूदा ऋण संकट का मुकाबला किया जा सके। हालांकि यूरो के संरक्षण के लिए पूरे पैकेज पर समझौते की उम्मीद कम नजर आ रही है। ब्रिटेन के प्रधानमंत्री डेविड कैमरन ने कल रात २७ देशों के संगठन यूरोपीय संघ की बैठक के बाद यह जानकारी दी। यह बैठक यूरोजोन के १७ नेताओं की बातचीत से पहले बुलाई गयी थी।
यूरोपीय संघ के नेताओं ने एक बयान में कहा कि यूरोप के बैंकों में विश्वास बहाली के लिए तत्काल उपाय किये जाने की जरूरत है। उन्होंने घोषणा की कि तीस जून २०१२ तक बैंक अपनी पहली श्रेणी की पूंजी के अनुपात को परिसम्पत्तियों के नौ प्रतिशत तक बढ़ाने पर आम तौर पर सहमत हो गए हैं।

ऑस्ट्रेलिया के पर्थ शहर में कल से शुरू हो रही राष्ट्रमंडल देशों के शासनाध्यक्षों की बैठक-चोगम में यूरोपीय और अमरीकी अर्थव्यवस्था में आर्थिक संकट के प्रभाव, जी-२० और राष्ट्रमंडल देशों के बीच सहयोग, जलवायु परिवर्तन और ऊर्जा क्षेत्र में सहयोग पर मुख्य रूप से चर्चा होगी। उपराष्ट्रपति मोहम्मद हामिद अंसारी इसमें भारतीय शिष्टमंडल का नेतृत्व करेंगे।
 श्री हामिद अंसारी कई शासनाध्यक्षों के साथ द्विपक्षीय बैठकें  भी करेंगे। इस दौरान आपसी महत्व के मसलों और पश्चिम एशिया, अफगानिस्तान तथा लीबिया सहित विभिन्न अंतरराष्ट्रीय घटनाओं पर चर्चा हो सकती है। शिखर बैठक को कवर कर रहे हमारे संवाददाता ने खबर दी है कि मेजबान देश ऑस्ट्रेलिया की ओर से बांटे गए विषय से संबंधित पत्र में राष्ट्रमंडल को सशक्त बनाने पर जोर दिया गया है, ताकि वह वैश्विक चुनौतियों से निपटने में अधिक प्रभावी भूमिका निभा सके। राष्ट्रमंडल के ५४ सदस्य देश, विकसित देशों से संरक्षणवाद को खत्म करने और उभरती  अर्थव्यवव्स्थाओं की चिंताओं पर विचार करने का दबाव बना सकते हैं।

इस सम्मेलन में विशेष रूप से भारत अधिक आकर्षण का कारण होगा क्योंकि वो वैश्विक आर्थिक विकास की अग्रणीय और विकास दर में चीन को टक्कर देने वाले देश के रूप में उभर रहा है। जहां आर्थिक रूप से शक्तिशाली अमरीका और यूरोपीय देशों में फिलहाल मंदी है वहीं राष्ट्रमंडल देश अपनी समस्याओं के समाधान के लिए भारत की ओर देख रहें हैॅ। अमरीका और यूरोपीय देश मंदी से उबरने के लिए संरक्षणवाद का सहारा ले रहे हैं, जिसका भारत कड़ा विरोधी है। चोगम बैठक के दौरान ३२ छोटे राष्ट्रों पर भी एक बैठक होगी जिनमें उनकी समस्याओं के समाधान के विभिन्न उपायों पर भी चर्चा होगी। आकाशवाणी समाचार के लिए मोहम्मद नसीम।

लीबिया ने नेटो से अनुरोध किया है कि वह उनके देश में अपना अभियान इस साल के आखिर तक जारी रखे। हमारे संवाददाता ने बताया है कि लीबिया की सत्तारूढ़ राष्ट्रीय अंतरिम परिषद एनटीसी के नेता मुस्तफा अब्दुल जलील ने पूर्व शासक कर्नल मुअम्मार गद्दाफी के वफादारों से खतरे का हवाला देते हुए नेटो से यह अनुरोध किया है।

लीबिया में नेटो की सैनिक कार्रवाई को कुछ समय तक जारी रखने की अपील एक ऐसे वक्त पर आई है जब नेटो अपने हवाई अभियान को समेटने में लगा है। अलग-अलग विद्रोही गुटों और कबीलों के सैनिकों को  मिलाकर एक राष्ट्रीय सेना अब तक नहीं बन पाई है। साथ ही बागियों ने अभी तक ढेर सारे हथियार बैरकों में वापस लौटाये नहीं है। इसलिए नेटो को अभी कम से कम साल के अंत तक रूकना चाहिए। मगर हवाई अभियान लंबे अर्से तक चला और इस पर काफी खर्च आया और वो भी एक ऐसे समय में जब यूरो जोन का आर्थिक संकट बरकरार है। ऐसे में कठिन फैसले लेना लाजमी लगता है। अतुल तिवारी आकशवाणी समाचार ।

अरब लीग के प्रमुख नबील अल-अरबी ने आशा व्यक्त की है कि सीरिया सरकार, खाड़ी शांति योजना पर राजी हो जायेगी और वास्तविक सुधारों की शुरूआत करेगी। कतर के प्रधानमंत्री के नेतृत्व में अरब लीग के छह सदस्यों के एक शिष्टमंडल ने सीरिया के राष्ट्रपति बशर अल असद से दमिश्क में मुलाकात कर इस दिशा में हुई प्रगति पर चर्चा की। इस पहल के तहत सीरिया सरकार और विपक्ष से हिंसा समाप्त करने के लिए राष्ट्रीय वार्ता शुरू करने को कहा गया है।

गोल्डमैन सैक्स के पूर्व निदेशक रजत गुप्ता ने खुद को बेकसूर बताया है। उन पर प्रतिभूतियों में घोटाले के आरोप हैं। भारतीय मूल के ६२ वर्ष के अमरीकी नागरिक गुप्ता ने कल अमरीकी खुफिया एजेंसी-एफबीआई के समक्ष समर्पण किया था। उन पर आरोप है कि उन्होंने गोल्डमैन सैक्स में निवेश के बारे में गोपनीय सूचना, गैलेन समूह के श्रीलंका में जन्मे राज राजारत्नम को दी थी। गुप्ता को साजिश रचने के जुर्म में अधिकतम पांच साल और प्रतिभूतियों में धोखाधड़ी के जुर्म में २० साल तक की सजा हो सकती है।

गुजरात में भारतीय तटरक्षक बल ने कल अरब सागर से छह पाकिस्तानी मछुआरों को गिरतार किया। हमारे संवाददाता ने बताया है कि इन मछुआरों को उनकी नौका सहित भारतीय जल सीमा में दाखिल हो जाने के बाद हिरासत में लिया गया।

भारतीय तटरक्षक बल के सूत्रों के अनुसार अल हासन नाम की पाकिस्तानी नौका को भारतीय जल सीमा में प्रवेश करने के लिए गिरतार किया गया है। ओखा बंदरगाह स्थित तटरक्षक बल के जहाज ने अपने सामान्य पेट्रोंलिंग के दौरान कल सुबह छह पाकिस्तानी नागरिकों को गिरतार किया। सभी पाकिस्तानियों को ओखा पुलिस के हवाले किया गया है, जहां से उन्हें भुज के संयुक्त पूछताछ केंद्र में ले जाया जाएगा, जहां केंद्र और राज्य सरकार की विभिन्न सुरक्षा एजेंसियां इन मछुआरों की और पूछताछ करेगी। योगेश पांडेया आकाशवाणी समाचार अहमदाबाद।

केन्द्र ने असम में ग्रामीण विकास योजनाओं के समुचित कार्यान्वयन के लिए पर्याप्त धन मुहैया कराने का आश्वासन दिया है। केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने मध्य असम के नागांव जिले में चल रही योजनाओं की समीक्षा के बाद यह बात कही। उन्होंने कहा कि प्रधानमंत्री राज्य के ग्रामीण क्षेत्रों में बुनियादी सुविधाओं को बेहतर बनाने को उच्च प्राथमिकता देते हैं। डॉ० मनमोहन सिंह असम से राज्यसभा के सदस्य भी हैं। श्री रमेश ने राज्य सरकार से कहा कि वह ग्रामीणों के लिए रोजगार बढ़ाने और अर्थव्यवस्था में सुधार के लिए समुचित योजनाएं बनाये। उन्होंने आश्वासन दिया कि इसके लिए राज्य को धन की कमी नहीं होने दी जाएगी।

बंगलुरू में लोकायुक्त अदालत ने पुलिस से कहा है वो पूर्व मुख्यमंत्री बी एस येदियुरप्पा द्वारा अपर भद्र सिंचाई परियोजना का काम एक निजी कम्पनी को दिये जाने के मामले में वित्तीय अनियमितताओं के आरोपों के बारे में एक महीने के अंदर अपनी रिपोर्ट पेश करे। इस मामले में न्यायालय के निर्देश के बाद पुलिस ने अगस्त में श्री येदियुरप्पा के खिलाफ एफ आई आर दर्ज की थी। जनता दल-एस के नेता वाई एस वी दत्ता ने अपनी शिकायत में उन पर आरोप लगाया था कि परियोजना के दूसरे चरण के कामकाज का ठेका आर एन एस ज्योति फर्म को दिया गया था। हालांकि इस कंपनी ने अधिक रकम लेने की बोली लगायी थी।

यह ठेका वर्ष २००८-०९ के दौरान दिया गया था। आरोप है कि बदले में इस कंपनी की ओर से यदियुरप्पा के परिवार के सदस्यों के स्वामित्व वाली कंपनियों को पैसा दिया गया था।
एक अन्य घटनाक्रम में राज्य की सीआईडी ने वर्ष १९९५ और १९९८ के बीच अपर कृष्णा परियोजना में कथित अनियमितताओं और वित्तीय धांधलियों की जांच के लिए मामला दर्ज किया है। पूर्व प्रधानमंत्री एच डी देवेगौड़ा उस समय राज्य के मुख्यमंत्री थे।

तमिलनाडु के तटीय इलाकों में लगातार बारिश हो रही है। राज्य में किसी भी अप्रिय स्थिति से निपटने के लिए जिला प्रशासन को सतर्क कर दिया गया है। चेन्नई के निकट महाबलिपुरम में कल १५ सेंटीमीटर बारिश हुई।

राज्य के कई भागों में मूसलाधार बारिश से किसान काफी उत्साहित हैं। पर लगातार बारिश से सड़कों को नुकसान पंहुचा है तथा कई क्षेत्रों में बिजली आपूर्ति में कटौती हुई है। चेन्नई थनाऊर कड्डालूर सहित राज्य के ५ जिलों के शैक्षिक संस्थानों में छुट्टी की घोषणा कर दी गई है। मौसम विभाग ने अगले २४ घंटे में भारी बारिश होने की संभावना व्यक्त की है। वर्षा के दौरान टूटी सड़कों पर पानी भरने की समस्या भी परेशानी का सबब बना हुआ है। चेन्नई से ज्वॉय की रिपोर्ट के साथ दिल्ली से मैं प्रियंका अरोड़ा आकाशवाणी समाचार।

European Union leaders have agreed on a plan to recapitalise banks so that they can withstand the debt crisis, but the deal is contingent on the eurozone adopting a full package to protect the euro. This was disclosed by British Prime Minister David Cameron last night after a meeting of the 27-nation EU, which preceded talks among the eurozone's 17 leaders. With fears growing that the eurozone debt drama will turn into a banking system meltdown, European leaders want the banks to boost their core capital buffers so they can absorb expected losses on their holdings of Greek debt. European Union President Herman Van Rompuy said that the short term recapitalisation is needed in the current exceptional circumstances to create a temporary buffer allowing the banking system to withstand shocks in a reliable manner.

Impact of economic crisis in European and US economy, role of Commonwealth in G-20 process, climate change and energy cooperation will be the focus of the discussions at the forthcoming Commonwealth Heads of Government meeting, CHOGM, beginning in Perth, Australia tomorrow. Vice President Mohammad Hamid Ansari will be leading the Indian delegation at the Summit. Among other issues sustainable development, food security and other pressing issues will also come up for deliberations in the meeting. Setting the tone for discussions, New Delhi has made it clear that it is not in favour of creating a panel to advise the Commonwealth Secretary General on Human Rights issues. Foreign Secretary Ranjan Mathai told reporters that there is a need to strengthen the existing mechanisms. Britain's Queen Elizabeth II arrived in Perth yesterday to officially open the meet tomorrow. Our Correspondent covering the summit reports that Australia, hosting the summit, has circulated a theme paper focusing on strengthening the Commonwealth to enable it to play a more effective role in dealing with global challenges.

In Gujarat, Indian Coast Guard has arrested six Pakistani fishermen from the Arabian Sea yesterday. Pakistani fisherman were detained for straying into Indian waters of Arabian Sea on Gujarat Coast. Quoting sources, our correspondent reports that Coast Guard has also detained a fishing boat belonging to the Pakistani fishermen.
"A Pakistani boat with six crew members on board was captured by the Indian Coast Guard off Jhakau coast in Gujarat. According to Coast Guard sources, a fishing boat -Al-Hasan, was detained with six crew members on board at Jhakau coast on Wednesday morning after they entered the Indian waters. They were apprehended during routine sea patrolling by the Okha-based Coast Guard ship. They were handed over to the Okha police and afterwards taken to the Joint Interrogation Centre at Bhuj, where they will be interrogated by various state and central intelligence agencies. The Centre has assured Assam to provide adequate funds for proper implementation of rural development schemes in the state. This was disclosed by the Union Rural Development Minister Jairam Ramesh after reviewing the on-going schemes in Nagaon district in central Assam yesterday. He said, Prime Minister Dr. Manmohan Singh, who is also a Rajya Sabha MP from Assam, has accorded highest priority for upgradation of infrastructural facilities in rural areas of the state. The Minister asked the state government to prepare appropriate schemes aimed at benefiting the rural needy people, employment generation and uplifting the economy.

Karnataka Lokayukta has directed Police to submit by November the 26th, the investigation report on irregularities in awarding contracts pertaining to Upper Bhadra Irrigation Project. After accepting the status report yesterday, the court in Bangalore directed the Deputy Superintendent of Police S Girish to submit his report within a month. The case filed by Jantha Dal (S) leader Y.S.V.Datta alleged that former Chief Minister of Karnataka B.S. Yeddyurappa favoured a particular company in awarding the contract, even though the price quoted by it was on the higher side. In another development, the State CID registered a case yesterday to investigate alleged irregularities and financial misappropriation in the Upper Krishna Project between 1995 and 1998.

In West Bengal, 11 babies have died at the B C Roy Children's Hospital in Kolkata since Tuesday. The hospital Superintendent Dilip Roy said that while five children died yesterday, six babies died on Tuesday. He said, delayed admission of the babies, who were already in a very critical condition, led to the deaths. Dr Roy said, most of the victims were premature born and under weight. Family members of a six-month-old baby boy Abir Mondal from Kaikhali in South 24-Parganas district who died at the hospital demonstrated and blocked the road yesterday.

Heavy rain has disrupted normal life in the Union Territory of Puducherry. Continuous down pour inundated several low lying areas. Puducherry recorded 11 centimetres of rain yesterday. With the MET office forecasting more rain during the next 48 hours, the district administration have declared a holiday for schools and colleges today.

Incessant rain lashed coastal areas of Tamil Nadu. Nine districts including Chennai, Cuddalore and Nilgiris have recorded excess rainfall since the onset of the North East Monsoon in the state. Our correspondent reports district administrations have been alerted to deal with any eventuality.
"The arrival of widespread rains in many parts of the State has brought cheer to the farmers. Incessant rains have damaged roads, uprooted trees and caused power shortages in many areas. Holiday has been declared for educational institutions in five districts including Chennai, Thanjavur and Cuddalore. Nilgiris district has been witnessing mud slides and the district administration is monitoring the situation in hilly areas. The Met department has predicted more rains for the next 24 hours. Libya has urged NATO to continue its campaign till the end of this year. Ruling NTC leader Mustafa Abdel Jalil called upon NATO to stay on citing threats to the country from escaped loyalists of slain leader Muammar Gaddafi. Addressing the military allies in Doha, the NTC Chairman said the move will ensure the security of Libyans from remnants of Gaddafi’s forces who have fled to nearby countries. Former Director of Goldman Sachs, Rajat Gupta has pleaded not guilty to charges of securities fraud. The 62-year-old Indian American entered his not guilty plea at his arraignment at a US District court in New York last night.  यूरोप के नेताओं ने यूरो ज+ोन के वित्तीय संकट पर काबू पाने की कोशिश में एक समझौता किया है, जिसके तहत ग्रीस के बॉण्ड्स में हुए नुकसान का ५० प्रतिशत बोझ बैंक उठाएंगे। यूरोपीय संघ के अध्यक्ष हरमन वैन रोमपुुई ने कहा कि इस सहमति से ग्रीस का ऋण घटकर २०२० में उसके सकल घरेलू उत्पाद का १२० प्रतिशत रह जायेगा। ग्रीस के प्रधानमंत्री जॉर्ज पापेन्ड्रयू ने कहा कि इस समझौते से उनके देश पर ऋण का बोझ बर्दाश्त करने लायक रह जायेगा। समझौते की घोषणा ग्रीस के ऋण संकट पर ब्रसेल्स में यूरो ज+ोन के नेताओं की लम्बी बैठक के बाद की गई। यूरोपीय संघ के अध्यक्ष वैन रोमपुई ने कहा कि यूरो ज+ोन के नेता तथा अन्तर्राष्ट्रीय मुद्राकोष ग्रीस को १४० अरब डॉलर का एक और ऋण देने पर सहमत हो गये हैं। यूरो ज+ोन के नेताओं ने यह भी बताया कि यूरोप के प्रमुख बैंकों को पूंजी आधार बढ़ाने के लिए १५० अरब डॉलर जुटाने होंगे। यूरो ज+ोन के नेता सहायता निधि को बढ़ाकर १४ खरब डॉलर भी करने वाले हैं। फिलहाल उनका सारा ध्यान कर्ज+ के बोझ से दबे ग्रीस पर है लेकिन जर्मनी की चांसलर एंगेला मार्केल और फ्रांस के राष्ट्र निकोला सरकोजी, नये आर्थिक सुधार तेजी से अपनाने के लिए प्रधानमंत्री सिलवियो बेर्लुस्कोनी पर दबाव डाल रहे हैं ताकि इटली के लिए ऋण सहायता योजना की जरूरत न पड़े।
  यूरोप के नेताओं ने यूरोजोन के ऋण संबंधी समझौते का स्वागत किया है। जर्मनी की चांसलर एंगेला मार्केल ने विश्वास व्यक्त किया है कि इससे ऋण संकट को बड़ी अर्थव्यवस्थाओं तक फैलने से रोका जा सकेगा॥ ग्रीस के प्रधानमंत्री जॉर्ज पापेन्ड्रयू ने कहा है कि इस समझौते से  उनके ऋणग्रस्त देश के लिए एक नया युग की शुरूआत होगी। यूरोपीय परिषद के अध्यक्ष ने समझौते को महत्वकांक्षी योजना बताते हुए कहा कि इसमें आर्थिक विकास के महत्व पर भी जोर दिया गया है,। लेकिन इन नेताओं ने स्वीकार किया है कि कुछ मुद्दों का हल अभी बाकी है तथा इस दिशा में और बहुत कुछ करने की आवश्यकता है।

 भारत ने ऑस्टे्रलिया में पर्थ में राष्ट्रमंडल देशों के शासनाध्यक्षों की बैठक चोगम के दौरान छोटे देशों की विशेष बैठक आयोजित करने के फैसले का स्वागत किया है। भारत ने कहा है कि सबसे कम विकसित माने जाने वाले इन देशों की अपनी अलग समस्याएं हैं, जिन पर तुरंत और पूरी गंभीरता से ध्यान दिए जाने की जरूरत है। उपराष्टपति मोहम्मद हामिद अंसारी ने चोगम में भाग लेने के लिए पर्थ जाते हुए विशेष विमान में संवाददाताओं से कहा कि राष्ट्रमंडल के ५४ सदस्यों में से ३४ छोटे देश हैं, इसलिए चोगम के लिए उनके मुद्दों पर विशेष ध्यान देना और उनके विकास के लिए खासतौर पर प्रयास करना ज+रूरी है।
 खाद्य सुरक्षा के मामले में भारत की अच्छी स्थिति पर संतोष व्यक्त करते हुए उपराष्ट्रपति ने कहा कि कई देशों में खाने-पीने के सामान की जबर्दस्त कमी है और इससे निपटने के लिए अन्तर्राष्ट्रीय व्यवस्था की जानी चाहिए। उन्होंने कहा कि राष्ट्रमंडल देशों के शासनाध्यक्षों की बैठक से इन देशों के नेताओं को अनौपचारिक माहौल में आपसी और बहुपक्षीय हितों के मुद्दों पर विचार-विमर्श करने का मौका मिलेगा।
 श्री अंसारी चोगम में भारत का प्रतिनिधित्व करने के लिए आज सुबह पर्थ पहुंचे। वे विश्व के नेताओं के साथ आतंकवाद के मुद्दे पर भी चर्चा करेंगे। उन्होंने कहा कि भारत लंबे अरसे से जो कहता आ रहा है दुनिया ने उसे अब महसूस किया है कि आतंकवाद की समस्या से निपटने के लिए सभी देशों को मिलजुलकर प्रयास करने चाहिए और इसके लिए कोई अन्तर्राष्ट्रीय व्यवस्था होनी चाहिए।
 ऑस्ट्रेलिया द्वारा अपने नागरिकों को यात्रा परामर्श जारी करने के मुद्दे पर श्री हामिद असांरी ने कहा कि विदेश मंत्री एस.एम. कृष्णा ने ऑस्टे्रलिया के अधिकारियों से यह मुद्दा उठाया है और अब देखना यह है कि इसका क्या परिणाम निकलेगा।

  गोल्डमैन सैक्स के पूर्व निदेशक रजत गुप्ता को एक करोड़ डॉलर के मुचलके पर आज छोड़ दिया गया। रजत गुप्ता ने अपने ऊपर लगे सभी आरोपों से इंकार किया है। उन्हें कंपनी में निवेश से संबंधित गोपनीय सूचनाएं हैज फंड के प्रबंधक राज राजारत्नम को देने के आरोप में गिरफ्‌तार किया गया था। गैलियन ग्रुप के संस्थापक श्रीलंका में जन्मे राजारत्नम ११ साल कैद की सजा काट रहे हैं। रजत गुप्ता पर प्रतिभूति धोखाधड़ी का षड़यंत्र रचने का एक और प्रतिभूति धोखाधड़ी करने के पांच आरोप लगाए गए हैं जिनके लिए दोषी पाए जाने पर उन्हें साजिश रचने के मामले में पांच वर्ष की सजा और प्रत्येक धोखाधड़ी के लिए बीस-बीस वर्ष की कैद हो सकती है। कुल मिलाकर उन्हें एक सौ पांच साल कैद की सजा सुनाई जा सकती है। गुप्ता ने कल एफबीआई के मेैनहट्टन कार्यालय में समर्पण किया था। गोल्डमैन सैक्स ग्रुप बैंकिंग और प्रतिभूति निवेश से जुड़ी एक अमरीकी बहुराष्ट्रीय कंपनी है।

  पाकिस्तान में पेशावर के किराना थोक बाजार रामपुरा में बम विस्फोट में कम से कम ११ लोग घायल हो गये, जिनमें तीन की हालत गम्भीर बताई जाती है। विस्फोट से कई दुकानें और वाहन भी क्षतिग्रस्त हो गये। विस्फोटक एक कनस्तर में रखे हुए थे। पुलिस ने पूरे इलाके को घेर लिया है और छानबीन शुरू कर दी है।

  पाकिस्तान में दक्षिणी वजीरिस्तान के कबाइली इलाके में संदिग्ध ड्रोन हमले में चार उग्रवादी मारे गए हैं। यह क्षेत्र अफगानिस्तान की सीमा से लगा हुआ है। खबर है कि ये उग्रवादी एक वाहन में सवार थे और अमरीकी ड्रोन ने उस पर मिसाइल से हमला किया। घटना का पूरा ब्यौरा अभी नहीं मिल सका है।

  अफगानिस्तान में कल एक तेल टैंकर में हुए विस्फोट में हताहतों की संख्या बढ़ गई है। पूर्वी परवान प्रांत के बगराम जिले में हुए इस हादसे में ११ लोग मारे गए और ४५ घायल हुए हैं। स्वास्थ्य मंत्रालय के अधिकारियों ने बताया है कि घायलों में २३ लोगों की हालत गंभीर है। तेल टैंकर नैटो सेनाओं के लिए ईंधन लेकर जा रहा था।

  अफगानिस्तान की सेना को अगले महीने १७ और प्रांतों की सुरक्षा जिम्मेदारी पूरी तरह या आंशिक तौर पर सौंप दी जाएगी। अफगानिस्तान के स्थानीय प्रशासन विभाग के एक वरिष्ठ अधिकारी ने काबुल में बताया कि सुरक्षा प्रबंधों की जिम्मेदारी स्थानीय सेना को सौंपे जाने के दूसरे चरण में यह हस्तांतरण होगा। राष्ट्रपति हामिद करजई अगले सप्ताह इस्ताबुल सम्मेलन के दौरान इन १७ स्थानों की सूची घोषित करेंगे। इनमें से अधिकतर क्षेत्र अफगानिस्तान के उत्तरी और पश्चिमी भाग में हैं जहां उग्रवादी हिंसा की घटनाएं अधिक होती हैं। पहले चरण में अफगानिस्तानी सेना को कुछ प्रांतों सहित सात स्थानों की सुरक्षा जिम्मेदारी सौंपी जा चुकी है।

  तुर्की में रविवार को आये विनाशकारी भूकम्प में मरने वालों की संख्या ५२३ हो गई है तथा तबाही से उबरने के लिए लोग अब भी कड़ा संघर्ष कर रहे हैं। टेलीविजन पर प्रसारण में तुर्की के प्रधानमंत्री रॅजैप तय्‌यप ऐर्दोआन ने स्वीकार किया कि भूकम्प के बाद शुरूआती चौबीस घंटों में राहत सामग्री ठीक से नहीं बांटी गई। भूकम्प की वजह से हजारों लोग बेघर हो गये हैं और शून्य डिग्री से कम तापमान में खुले आसमान के नीचे एक और रात बिताने के लिए विवश हैं।
 तुर्की सरकार ने इस्राइल सहित तीस देशों से सहायता की पेशकश स्वीकार कर ली है। तुर्की की रेड के्रसेन्ट ने बताया है कि राहत सामग्री ले जा रही १७ लॉरियों को लूट लिया गया है। वान शहर के स्थानीय अधिकारियों ने बताया है कि राहत सामग्री नहीं मिलने से गुस्साये लोगों ने खाद्यान्न और कम्बल के लिए लॉरियों पर हमला किया। बुरी तरह प्रभावित इरकिस शहर में चोरों ने टेन्ट ले जा रही एक लॉरी को लूट लिया।

  तमिलनाडु के तटवर्ती जिलों में पिछले तीन दिन से लगातार बारिश हो रही है। मौसम विभाग ने बताया है कि    दक्षिण पश्चिम बंगाल की खाड़ी से पश्चिम मध्य बंगाल की खाड़ी में हवा के कम दबाव का वृत्त बना हुआ है, जिस कारण अगले २४ घंटों में भारी वर्षा हो सकती है।

तटीय इलाकों के कुछ अंदरूनी हिस्सों में लगातार बारिश से जलाशय भर गये है। बारिश के कारण नौ जिलों में शिक्षा संस्थानों में छुट्टी   घोषित कर दी गई है। चेन्नई के निचले इलाकों में बाढ़ के कारण जनजीवन प्रभावित हुआ है। रामनाथपुरम जिले के कुड्डलूर में पिछले २४ घंटों के दौरान  ७८ और थोन्डी में ८९ मिलीमीटर वर्षा रिकार्ड की गई है। जिला प्रशासन से सतर्क रहने को कहा गया है। चेन्नई और आसपास के इलाकों में कल से ही लगातार बारिश हो रही है। चेन्नई से ज्वॉय की रिपोर्ट के साथ समाचार कक्ष से सौरभ अग्रवाल।

 पुड्डुचेरी में मूसलाधार बारिश की वजह से आम जनजीवन पर असर पड़ा है। बारिश के कारण कई निचले इलकों में पानी भर गया है। पुड््‌डुचेरी में कल ११ सेंटीमीटर बारिश दर्ज की गई। मौसम विभाग ने अगले ४८ घंटों में और बारिश होने का अनुमान व्यक्त किया है। इसे देखते हुए जिला प्रशासन ने स्कूल और कॉलेजों में आज अवकाश की घोषणा कर दी है।

  कोलकाता के बीसी रॉय अस्पताल में आज एक और नवजात शिशु की मृत्यु होने से मृतकों की संख्या बढ़कर १२ हो गई है। अस्पताल प्रमुख डॉ मृणाल कांति चटर्जी ने आकाशवाणी को बताया कि अस्पताल में आज सुबह एक और शिशु की मृत्यु हो गई। हमारे कोलकाता संवाददाता अरिजित चक्रवर्ती ने खबर दी है कि राज्य के स्वास्थ्य विभाग ने पिछले तीन दिनों में १२ नवजात शिशुओं की मौत के मामले की जांच के आदेश दिए हैं। हालांकि अस्पताल अधिकारियों का कहना है कि अस्पताल में एक दिन में पांच-छह शिशुओं की मृत्यु असामान्य बात नहीं है। डॉ चटर्जी ने कहा कि अधिकतर शिशु निमोनिया से पीड़ित थे और उन्हें बहुत नाजुक हालत में अस्पताल में भर्ती कराया गया था। इसके अलावा अधिकतर बच्चों का जन्म समय से पहले हुआ था और उनका वजन बहुत कम था।

 सेना प्रमुख वी के सिंह ने कहा है कि सशस्त्र सेना विशेषाधिकार कानून को हटाने के मुद्दे पर सेना अपनी राय पहले ही दे चुकी है। उन्होंने कहा कि यह मामला गृह मंत्रालय के दायरे में है। नई दिल्ली में आज इंफैंट्री दिवस समारोह के मौके पर संवाददाताओं से बातचीत में सेना प्रमुख ने कहा कि गृह मंत्रालय इस मुद्दे पर विस्तार से विचार विमर्श कर रहा है।
  इस बीच, जम्मू-कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने कहा है कि राज्य के कुछ भागों से सशस्त्र सेना विशेषाधिकार कानून को हटाने का उद्देश्य किसी भी तरह सेना के महत्व को कम करना नहीं है। मुख्यमंत्री ने कहा कि राज्य के कुछ भागों से सशस्त्र सेना विशेषाधिकार कानून को हटाने की प्रक्रिया भी सेना और अन्य अर्धसैनिक बलों के साथ विचार विमर्श और तालमेल से ही शुरू की गई है। श्री अब्दुल्ला ने कहा कि राज्य के कुछ इलाकें से सशत्र सेना विशेषाधिकार कानून हटाने का फैसला करते समय संबद्ध पक्षों के विचारों और सुरक्षा संबंधी चिंताओं पर पूरी तरह से गौर किया जाएगा।
 मुख्यमंत्री ने कहा कि ऐसा भ्रम फैलाने की कोशिश की जा रही है कि राज्य सरकार और सेना अलग दिशा में काम कर रही हैं। उन्होंने कहा कि यह बिल्कुल गलत है। श्री अब्दुल्ला ने कहा कि सेना के महत्व को कम आंकने का सवाल ही नहीं है क्योंकि सेना ने कई बार यह साबित किया है कि वह एक अनुशासित सेना है जिसका संचालन निर्धारित नियमों और प्रक्रियाओं के तहत किया जाता है।

 मणिपुर में कल रात इम्फाल में तीन बम विस्फोटों में छह लोग घायल हो गए। पहला विस्फोट रात आठ बजे इम्फाल के थंगाल बाजार में हुआ। दूसरा इसके कुछ मिनट बाद इस स्थान से करीब सौ मीटर की दूरी पर हुआ। इन विस्फोटों में एक छोटी बच्ची सहित चार लोग घायल हो गए।
 कांचीपुर में रात करीब दस बजे राज्य के सार्वजनिक निर्माण विभाग के मुख्य अभियंता के निवास पर हुए तीसरे विस्फोट में मणिपुर राइफल्स का एक जवान और चीफ इंजीनियर का ड्राईवर घायल हो गए।
 इस बीच, इम्फाल और उसके आसपास के इलाकों में सुरक्षा व्यवस्था कड़ी कर दी गई है।

  असम में कल रात उत्तरी कछार पर्वतीय जिले में माहुर और फैदिंग स्टेशनों के बीच रेल पटरी पर एक शक्तिशाली विस्फोट के बाद लुम्बिडंग-सिल्चर सेक्शन पर गाड़ियों के आने जाने में बाधा आई। सरकारी सूत्रों ने बताया है कि पटरी की मरम्मत कर दी गई है और आज सुबह से गाड़ियों का आना जाना फिर शुरू हो गया है। इस बीच उग्रवादियों द्वारा रेल प्रतिष्ठानों को निशाना बनाये जाने की आशंका को देखते हुए पूरे जिले में सुरक्षा व्यवस्था कड़ी कर दी गई है। इसी जिले में कुछ दिन पहले उग्रवादियों ने अंधाधुंध गोली चलाकर एक चलती हुई मालगाड़ी के दो ड्राइवरों को घायल कर दिया था।

 केन्द्र ने असम में ग्रामीण विकास योजनाओं के समुचित कार्यान्वयन के लिए पर्याप्त धन मुहैया कराने का आश्वासन दिया है। केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने मध्य असम के नागांव जिले में चल रही योजनाओं की समीक्षा के बाद यह बात कही। उन्होंने कहा कि प्रधानमंत्री राज्य के ग्रामीण क्षेत्रों में बुनियादी सुविधाओं को बेहतर बनाने को उच्च प्राथमिकता देते हैं। डॉ० मनमोहन सिंह असम से राज्यसभा के सदस्य  हैं। श्री रमेश ने राज्य सरकार से कहा कि वह ग्रामीणों के लिए रोजगार बढ़ाने और अर्थव्यवस्था में सुधार के लिए समुचित योजनाएं बनाये। उन्होंने आश्वासन दिया कि इसके लिए राज्य को धन की कमी नहीं होने दी जाएगी।

  केरल सरकार ने एक अरब, ८२ करोड़ रूपये की लागत की चालीस पेयजल परियोजनाओं को प्रशासनिक मंजूरी दे दी है। जल संसाधन मंत्री पी० जे० जोसेफ ने आज राज्य विधानसभा में बताया कि जल्द ही इन परियोजनाओं के लिए निविदाएं जारी की जायेंगी। इनके पूरा हो जाने पर लगभग साढ़े सत्रह लाख लोगों को पीने का साफ पानी मिल सकेगा। एक ध्यानाकर्षण प्रस्ताव का जवाब देते हुए श्री जोसेफ ने कहा कि संयुक्त लोकतांत्रिक फ्रन्ट सरकार पेयजल परियोजनाओं को समय पर पूरा करने को प्राथमिकता दे रही है।

  मध्य प्रदेश में राजीव आवास योजना के पहले चरण में भोपाल, इंदौर, ग्वालियर, जबलपुर, उज्जैन और सागर में तंग बस्तियों में रहने वाले लोगों के लिए सस्ते मकान बनाए जाएंगे। हमारे संवाददाता ने बताया है कि चुने गए इन छह शहरों को स्लम मुक्त बनाने की योजना तैयार की गई है और इस बारे में प्रस्ताव केन्द्रीय आवास और गरीबी उन्मूलन मंत्रालय को भेज दिया गया है।

केन्द्र सरकार की राजीव  आवास योजना का उद्देश्य झुग्गी बस्तियों में रहने वालों को बेहतर आवास मुहैया कराना है। योजना के तहत इंदौर, ग्वालियर, जबलपुर और सागर में साढ़े १२ हजार से अधिक मलिन बस्तियां चिन्हि्‌त की गई है, जिनमें करीब तीन लाख परिवार रहते है।  शुरू में इन चारों शहरों की १८ झुग्गी बस्तियों में करीब साढ़े तीन हजार आवास बनाये जाएंगे। इनके निर्माण पर दो सौ पंद्रह करोड़ रूपये खर्च होंगे। वहीं भोपाल और उज्जैन के लिए अभी स्लम प्री प्लान तैयार किये जाने है। झुग्गियों के पुनर्वास के लिए केन्द्र सरकार पचास प्रतिशत राशि देगी, जबकि शेष राशि राज्य सरकार स्थानीय निकायों और ग्राहियों द्वारा वहन की जाएगी। शारिक नूर, आकाशवाणी समाचार, भोपाल।

 खाद्य मुद्रास्फीति की दर १५ अक्तूबर को समाप्त हुए सप्ताह के दौरान  बढ़कर ११ दशमलव चार-तीन प्रतिशत हो गई। इससे पहले के हफ्ते में यह १० दशमलव छह-शून्य प्रतिशत थी। सब्जियों, फलों, दूध और प्रोटीनयुक्त अन्य वस्तुओं के दाम बढ़ने के कारण खाद्य मुद्रास्फीति में यह वृद्धि हुई है। आज जारी सरकारी आंकड़ों के अनुसार सब्जियां वार्षिक आधार पर २५ प्रतिशत महंगी हुईं। फलों के दाम ११ दशमलव नौ-छह प्रतिशत, दूध के मूल्य १० दशमलव आठ-पांच प्रतिशत तथा अंडे, मांस और मछली के दाम १२ दशमलव आठ-दो प्रतिशत बढ़े। दालें ९ दशमलव शून्य छह प्रतिशत और मोटा अन्नाज चार दशमलव छह-दो प्रतिशत महंगा हुआ। लेकिन प्याज की कीमत में १८ दशमलव नौ-तीन प्रतिशत की कमी हुई। गेहूं के दाम भी शून्य दशमलव नौ-पांच प्रतिशत और आलू के दाम शून्य दशमलव चार-पांच प्रतिशत कम हुए।
 फाइबर, तिलहन और खनिजों जैसी गैर खाद्य वस्तुओं की मुद्रास्फीति की दर सात दशमलव छह-सात प्रतिशत रही, जो आठ अक्तूबर को समाप्त सप्ताह के दौरान आठ दशमलव पांच-एक प्रतिशत थी।
 ईंधन और बिजली की मुद्रास्फीति १४ दशमलव सात-शून्य प्रतिशत रही जो इससे पहले के हफ्ते में १५ दशमलव एक-सात प्रतिशत थी।

 विदेश व्यापार महानिदेशालय ने इस वर्ष एक अक्टूबर से दवाओं की पैकिंग पर बारकोड अंकित करना अनिवार्य कर दिया है। उत्पाद की पहचान के साथ पैकिंग पर बैच नम्बर, तैयार करने की तारीख और इसके इस्तेमाल के लिए निर्धारित तारीख और सीरियल नम्बर अंकित करना अनिवार्य होगा। सरकार ने दवा कंपनियों से कहा है कि निर्यात की जाने वाली दवाओं की पैकिंग पर तीन स्तर की तकनीक अपनाकर बारकोडिंग की जाए।
 हमारे संवाददाता ने बताया है कि भारत हर साल करीब नौ अरब डॉलर मूल्य की दवाओं का निर्यात करता है और सरकार इस निर्यात को आने वाले वर्षों में और अधिक बढ़ाने के लिए प्रयत्न कर रही है।

The European leaders have reached an agreement with banks to take a 50 percent loss on Greek bonds as part of efforts to contain the eurozone crisis. European Union President Herman Van Rompuy said the deal will reduce Greece's debt to 120 per cent of its gross domestic product in 2020. Greek Prime Minister George Papandreou said the deal means his country's debt is now sustainable. The announcement comes after marathon talks in Brussels on the Greek debt crisis. EU President Van Rompuy said eurozone leaders and the International Monetary Fund have agreed to give Greece another 140 billion dollars in loans. Eurozone leaders also said major European banks will have to raise close to 150 billion dollar to recapitalize. EU leaders also plan to increase the eurozone bailout fund to 1.4 trillion dollar. While the immediate focus has been on debt-ridden Greece, German Chancellor Angela Merkel and French President Nicolas Sarkozy pressed Italian Prime Minister Silvio Berlusconi to move faster to adopt new economic reforms to stave off the need for an Italian bailout.
The European leaders have hailed the eurozone debt deal. The German Chancellor Angela Merkel said she believed the agreed measures will prevent debt crisis from spreading to bigger economies. The Greek Prime Minister George Papandreou has hailed the deal as a new era for his indebted country. The President of the European Council called it an ambitious overall plan which also stresses the importance of economic growth. The leaders, however, acknowledged that some details remain to be resolved and much more work was needed.

India today hailed the decision of the Commonwealth to hold a special meeting on small countries during the CHOGM at Perth in Australia. It said, the problems of such nations, which are also known as Least Developed countries are unique and need urgent and serious attention. Talking to media persons on board his special aircraft on the way to Perth, to attend the Commonwealth Heads of Government Meeting, Vice President Mr. Mohammad Hamid Ansari said, as 34 of the 54 members of the grouping are small states, it is important for the CHOGM to pay special attention to their issues and make special efforts for their development. Expressing satisfaction over India’s comfortable position in terms of food security, the Vice President said, many countries have acute food shortage and called for an international arrangement to address it. He said the Summit will provide an opportunity for the leaders to exchange views on the issues of bilateral and multilateral interest in an informal atmosphere. Mr. Ansari, who arrived in Perth this morning to represent India at the meeting, said he will also discuss the issue of terrorism with world leaders, He said, what India has been saying for a long time is now being realized by the world that the scourge of terrorism needs to be tackled through international mechanism and needs to be given a united response. On the issue of Australia issuing a travel advisory, Mr. Ansari said, the External Affairs Mr. S M Krishna has taken up the issue with the authorities and he would like to see what results the it brings. In response to a question on the objections to Sri Lanka hosting the next edition of CHOGM, the Vice President said, the decision was taken by the grouping in 2009 and for India that is the end of the matter. In Pakistan, four militants were killed in a suspected US drone attack in the volatile tribal region of south Waziristan, bordering Afghanistan today. The militants were travelling in a vehicle when it was struck by a missile.
Meanwhile, at least eleven people were injured, three of them critically, in a bomb blast in Peshawar's Rampura bazaar, a wholesale grocery market. Police said the explosive was kept in an oil canister that exploded damaging several shops and vehicles. The injured have been shifted to the Lady Reading Hospital. The police have cordoned off the area and further investigations are on.

Afghanistan’s security forces will take responsibility of defending 17 more provinces, entirely or partially in the second phase of security transition next month. This was announced by a senior officer of Afghanistan Local Governance Department in Kabul yesterday. President Hamid Karzai will formally announce the list of the 17 places during Istanbul conference next week. Most of the areas are in northern and western Afghanistan where insurgency related violence is very common. The list includes Badakshana, Parwan, Daikundi, Sar-e-Pul, Takhar, Samangan, Badhis, Balakh, Herat, Ghore, Nimruz, Helmand, Ghazni, Langhman, Nangarhar and Wardak. In the first phase of security transition in Afghanistan security responsibility of seve places including some provinces has been assumed by the Afghan forces.

In Thailand, thousands of people are leaving the capital Bangkok after the government warned that large parts of the city could soon be inundated by flood waters. Major roads connecting the worst affected areas to the north are clogged with traffic. There are long queues at the bus stations and the main airport. Residents have built cement walls to protect their homes and shops from advancing waters surging from the country's flooded north. Some neighborhoods on the city's fringes were already experiencing waist-high flooding. The government already declared a five-day holiday to cope with the situation.

Former Goldman Sachs director Rajat Gupta, was released today on a 10 million dollar bond after he pleaded not guilty to offences that carry a potential penalty of 105 years in prison. Rajat Gupta was arrested on charges of sharing confidential information about investments at Goldman Sachs with hedge fund manager Raj Rajaratnam, the Sri Lanka born founder of Galleon Group, who is already in jail for 11 years for an insider trading scam. He is charged with one count of conspiracy to commit securities fraud and five counts of securities fraud. He faces a maximum penalty of five years in prison on the conspiracy charge and 20 years in prison on each of the securities fraud charges. If found guilty, Gupta faces a cumulative jail term of 105 years. Gupta surrendered earlier before the FBI yesterday at its Manhattan office. The Goldman Sach Group is an American multinational investment banking and security firm.

The Army Chief General V K Singh today said the Army has already given its inputs on the Armed Forces Special Powers Act, AFSPA, withdrawal issue. He said, it is within the purview of the Ministry of Home Affairs. Talking to the reporters on the sidelines of Infantry Day celebrations in New Delhi, the Army Chief said that the Home Ministry are discussing the details of this issue. Jammu and Kashmir Chief Minister Omar Abdullah had yesterday said that the withdrawal of the Act from certain areas of the state was in no way an effort to undermine the role of the Army. He said, even the process of removal of AFSPA from certain areas of Jammu and Kashmir is being done in close consultation with the Army and other central paramilitary forces. Mr. Abdullah said, their inputs and security concerns will be evaluated and considered while removing the footprint of AFSPA from certain parts of the state. The Chief Minister had said that an attempt is being made to create an impression that the state government and the Army are working on divergent paths, which is not correct. Mr. Abdullah had said that it is nobody’s case to demonize the Army as the Army has proved time and again that it is a disciplined force which is governed by certain standard operating procedures.

Security arrangement has been beefed up in and around Imphal city in Manipur after three bomb blasts rocked the state capital last night. At least six persons were injured in the three incidents. We have more from our Correspondent.
Manipur Police has tightened security arrangement in the Imphal and its adjoining areas to trace the miscreants involved in the three bomb blasts in Imphal last night. Police patrolling and frisking operations along all the main routes in and around the city have been intensified. However, there is no report of any arrest in connection with the incidents. In Assam, train movement in Lumding-Silchar hill section was disrupted for around seven hours following a powerful bomb blast on the railway tracks between Mahur and Faiding stations in North Cachar Hill district last night. According to a top Railway official in Guwahati, the timer bomb planted by suspected militants near a tunnel went off at around 11.00 in the night. Meanwhile, security has been beefed up in the hill district apprehending more attempts on railway installations by the militants. Two train drivers were injured when militants fired indiscriminately on a moving goods train few days back in the same district.

The infant death toll at B.C. Roy Hospital in Kolkata has gone upto 12. The Principal of the Hospital, Dr. Mrinal Kanti Chatterjee told AIR that one baby died this morning. Our Kolkata Correspondent Arijit Chakraborty reports that the State Health Department has ordered an enquiry over the death of 12 new born babies in last three days. Though the hospital authorities opined that the death of five to six babies in a day in the hospital is not an unusual phenomenon, Dr. Chatterjee said that most of the babies were suffering from pneumonia with infection and referred to the hospital in a very critical condition.

Food inflation shot up to 11.43 per cent for the week ended October 15 on the back of costlier vegetables, fruits, milk and protein-based items. Food inflation, as measured by Wholesale Price Index (WPI), stood at 10.60 per cent in the previous week. As per data released by the government today, vegetables became 25 per cent costlier, year-on-year basis. Similarly, Fruits grew dearer by 11.96 per cent, milk by 10.85 per cent and eggs, meat and fish by 12.82 per cent. Pulses also became dearer by 9.06 per cent and cereal prices were up 4.62 per cent year-on-year. However, onions became 18.93 cheaper. Wheat prices were also down 0.95, and potatoes by 0.45 per cent during the week under review. Inflation in non-food articles, including fibres, oil seeds and minerals, was recorded at 7.67 per cent during the week under review, as against 8.51 per cent in the week ended October 8. Fuel and power inflation stood at 14.70 per cent during the week under review, compared to 15.17 per cent in the previous week.

New York's main contract, light sweet crude for delivery in December, gained 1.11 dollar to 91.31 dollar per barrel. Brent North Sea crude for December delivery added 70 cents to 109.61 dollar.

Kerala Government has given administrative approval for 40 drinking water projects with an outlay of 182 crore rupees. Water resources Minister P J Joseph informed the state assembly today that tender for these projects that will benefit about 17.5 lakh people will be invited shortly. Number of casualties in yesterday’s fuel tanker blast in Afghanistan has risen to 11 dead and 45 injured. The incident took place in Bagram district of eastern Parwan province yesterday. Meanwhile, the Health Ministry Officials has described the condition of 23 injured as critical. The tanker was carrying fuel for NATO forces at Bagram, the NATO coalition's main airbase and the logistical hub for military operations.

Libya has urged NATO to continue its campaign till the end of this year. Ruling NTC leader Mustafa Abdel Jalil called upon NATO to stay on citing threats to the country from escaped loyalists of slain leader Muammar Gaddafi. Addressing the military allies in Doha, the NTC Chairman said the move will ensure the security of Libyans from remnants of Gaddafi’s forces who have fled to nearby countries. In Turkey, the death toll in Sunday's powerful earthquake has touched 523 as the country struggles to cope with the aftermath of the quake. Speaking on Turkish television, the Turkish Prime Minister Recep Tayyip Erdogan acknowledged there have been failures in the distribution of supplies during the first 24 hours after the earthquake. Thousands of people have been left homeless and are facing another night in the open with temperatures falling below zero. The government has now accepted offers of help from 30 countries around the world, including Israel. The Turkish Red Crescent said that 17 lorries carrying aid for earthquake victims have been looted. Local officials in the city of Van said that survivors, furious at not receiving supplies, had raided the convoy for food and blankets. In the worst-hit town of Ercis, thieves stopped and looted a lorry carrying tents. Meanwhile, two more people were pulled alive from the rubble on Wednesday, but hopes are fading that more survivors will be found.

International Monetary Fund (IMF) has predicted a growth rate of 7 percent for the Gulf Co-operation Council (GCC) countries in 2011-12. Except for oil exporting countries, the region is likely to face fiscal and monetary challenges. Overall growth in the Middle East and North African region is projected at 3.9 per cent in 2011, down from 4.4 per cent in 2010. The Directorate General of Foreign Trade, DGFT has made barcodes mandatory on packing for pharmaceuticals and drugs manufactured on or after October 1 this year. In addition to the unique product identification code or barcodes, packs are to also mention the batch number, expiry date and serial number. According to a circular, the government has also asked pharmaceutical companies to build track and trace capability for their exported medicines using barcode technology at three levels of packaging - primary, secondary and tertiary. A barcode helps in tracking and tracing of origin of drugs, which in turn helps in minimising the chances of genuine drugs being considered spurious, sub-standard or counterfeit. Our correspondent reports that India exports over 9 billion dollars worth of drugs annually. There is a big market for generics in the developed world and the government wants to increase that figure manifold in the next few years.

In Madhya Pradesh, six cities Bhopal, Indore, Gwalior, Jabalpur, Ujjain and Sagar have been selected for the first phase of Rajiv Awas Yojna. Our correspondent reports that slum free plans for Indore, Gwalior, Jabalpur and Sagar have been prepared and are being sent to Union Housing and poverty alleviation ministry.
The aim of center’s Rajiv Awas Yojna is to facilitate affordable housing for slum dwellers under that scheme More than 1250 slum areas have been identified in Indore , Gwalior , Jabalpur and Sagar. About three lac families live in these slum areas. Initially around three thousand five hundred houses will be built in 18 slum areas of these four cities. Two hundred fifteen crore rupees will be spent on their construction. The slum free plans for Bhopal and Ujjain are yet to be prepared. जनजातीय लोगों की समस्याएं सुलझाने के लिए एक नई राष्ट्रीय नीति लाई जा रही है। आकाशवाणी से विशेष भेंट में केंद्रीय जनजातीय मंत्री वी.किशोर चंद्रदेव ने बताया कि आदिवासियों को उनके उत्पाद का उचित मूल्य सुनिश्चित करने के लिए कई उपाय किए जा रहे हैं।

राष्ट्रीय जनजातीय नीति आदिवासियों के मुद्दों पर केन्द्रित और व्यापक होनी चाहिए। इससे जनजातीय लोगों की समस्याओं का समाधान होना चाहिए। इससे यह पता चलना चाहिए कि इन आदिवासियों की समस्याओं से कैसे निपट। मैं इस मामले को देख रहा हूं। मुझे उम्मीद है कि मैं जल्दी ही एक ऐसी राष्ट्रीय जनजातीय नीति बना सकूंगा जिसे सभी स्वीकार करें।
श्री देव ने बताया कि देश के जनजातीय लोगों के हितों की रक्षा के लिए वन अधिकार कानून लागू किया गया। सरकार दस करोड़ से ज्यादा जनजातीय लोगों की जीविका में सुधार के प्रति वचनबद्ध है। यह भेंटवार्ता आकाशवाणी के कंट्रीवाइड कार्यक्रम में एफ.एम.गोल्ड और अतिरिक्ति चैनलों पर आज रात साढ़े नौ बजे से सुनी जा सकती है।

केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कहा है कि उनके मंत्रालय ने नियंत्रक और महालेखा परीक्षक-कैग से अनुरोध किया है कि वे वार्षिक आधार पर ग्रामीण विकास के सभी खर्चों की लेखा परीक्षा करे। गुवाहाटी में उन्होंने कहा कि इस प्रस्तावित लेखा परीक्षा का ब्यौरा अगले हते घोषित किया जाएगा। उन्होंने कहा कि कैग से कहा गया है कि वह असम सहित ग्यारह राज्यों की विशेष लेखा परीक्षा करे। उन्होंने कहा कि ग्रामीण विकास मंत्रालय विभिन्न कार्यक्रमों के लिए प्रतिवर्ष एक लाख करोड़ रुपये आबंटित करता है।

खाद्य मुद्रास्फीति की दर १५ अक्तूबर को समाप्त हुए सप्ताह के दौरान बढ़कर ११ दशमलव चार-तीन प्रतिशत हो गई। इससे पहले के हते में यह १० दशमलव छह-शून्य प्रतिशत थी। फल-सब्जियों, दूध और प्रोटीनयुक्त अन्य वस्तुओं के दाम बढ़ने के कारण खाद्य मुद्रास्फीति में यह वृद्धि हुई है। आज जारी सरकारी आंकड़ों के अनुसार सब्जियां वार्षिक आधार पर २५ प्रतिशत महंगी हुईं। फलों के दाम ११ दशमलव नौ-छह प्रतिशत, दूध के मूल्य १० दशमलव आठ-पांच प्रतिशत तथा अंडे, मांस और मछली के दाम १२ दशमलव आठ-दो प्रतिशत बढ़े।

२०१०-११ के खरीफ मौसम में चावल की खरीद ३४१ लाख मीट्रिक टन को पार कर गयी है। विज्ञप्ति के अनुसार विभिन्न सरकारी एजेंसियों ने आज तक ३४१ लाख मीट्रिक से अधिक चावल की खरीद की है। पिछले साल की इसी अवधि की तुलना में लगभग २३ लाख मीट्रिक टन की अधिक खरीद हुई है। आंध्र प्रदेश ने ९६ लाख मीट्रिक टन , पंजाब ने ८६ लाख मीट्रिक टन और छत्तीसगढ ने ३७ लाख मीट्रिक टन से अधिक की खरीद की है। उत्तर प्रदेश और ओडिशा में भी चावल की अच्छी खरीदारी हुई है।

कपड़ा उद्योग को विश्वस्तर का बुनियादी ढांचा प्रदान करने के लिए देशभर में २१ नए टैक्सटाइल पार्क स्थापित किए जाएंगे। यह परियोजना तीन साल में लागू हो जाएगी। इस पर २१ अरब रुपये की लागत आएगी। छह पार्क महाराष्ट्र में, चार राजस्थान में, दो-दो तमिलनाडु और आंध्रप्रदेश में और एक-एक पार्क उत्तरप्रदेश, गुजरात और कर्नाटक में स्थापित किया जाएगा। कपड़ा मंत्री आनंद शर्मा ने बताया कि ये पार्क इन्टेग्रेटिड टैक्सटाइल पार्क योजना के तहत मंजूर किए गए हैं।

यूरोप के नेताओं ने यूरो ज+ोन के वित्तीय संकट पर काबू पाने की कोशिश में एक समझौता किया है, जिसके तहत ग्रीस के बॉण्ड्स में हुए नुकसान का ५० प्रतिशत बोझ बैंक उठाएंगे। यूरोपीय संघ के अध्यक्ष हरमन वैन रोमपुुई ने कहा कि इस सहमति से ग्रीस का ऋण घटकर २०२० में उसके सकल घरेलू उत्पाद का १२० प्रतिशत रह जायेगा। ग्रीस के प्रधानमंत्री जॉर्ज पापेन्ड्रयू ने कहा कि इस समझौते से उनके देश पर ऋण का बोझ बर्दाश्त करने लायक रह जायेगा। समझौते की घोषणा ब्रसेल्ज+ में ग्रीस के ऋण संकट पर यूरो ज+ोन के नेताओं की लम्बी बैठक के बाद की गई।

पश्चिम बंगाल में स्वास्थ्य विभाग ने कहा है कि कोलकाता के बी सी रॉय अस्पताल में बच्चों की मृत्यु के मामले में डाक्टरों या चिकित्साकर्मियों द्वारा लापरवाही बरतने का कोई सबूत नहीं है। पिछले ४८ घंटों में एक और शिशु की मृत्यु के बाद मरने वालों की संख्या बढकर १३ हो गयी है। शिशु मृत्यु के बारे में विभागीय जांच की रिपोर्ट राज्य चिकित्सा परिषद को भी भेज दी गयी है।

In Manipur, the militant outfit United Tribal Liberation Army (UTLA) has entered into an understanding with the government for suspension of its operations. Our correspondent reports this follows the successful peace initiatives taken by the Red Shield Division of the Army. Altogether 43 cadres of the outfit led by its President Izeal and General Secretary Sehjao were given a warm welcome by Manipur Chief Minister Okram Ibobi Singh at a home coming ceremony held at Imphal today. The outfit also handed over a large quantity of arms and ammunition to the government after formally abjuring the path of violence. State Director General of Police Y Joykumar Singh and General Officer Commanding of the Red Shield Division Major General Binoy Poonen also attended the function.

Food inflation shot up to 11.43 per cent for the week ended October 15 on the back of costlier vegetables, fruits, milk and protein-based items. Food inflation, as measured by the Wholesale Price Index , stood at 10.60 per cent in the previous week. As per data released by the government today, vegetables, Fruits, milk and eggs, meat and fish, Pulses and cereal became dearer in varying degrees. However, onions, Wheat and potatoes became cheaper. Inflation in non-food articles, including fibres, oil seeds and minerals, was recorded at 7.67 per cent during the week under review, as against 8.51 per cent in the week ended October 8.

The Procurement of rice has crossed the mark of 341 lakh metric tonnes in the Kharif Marketing season 2010-11. According to an official release, various government agencies have procured 341.84 lakh metric tonnes of rice till today. The procurement is about 23 lakh metric tonnes more than last year by this date. Andhra Pradesh has procurred over 96 lakh metric tonnes followed by Punjab with more than 86 lakh metric tonnes while Chhatisgarh has procured over 37 lakh Metric tonness. Uttar Pradesh and Orissa have also contributed significantly in procuement.

21 new Textile Parks will be set up across the country with a view to provide world class infrastructure for the Textile Industry. The project is to be implemented over a period of three years at a cost of 2100 crore rupees. Out of these, 6 parks will come up in Maharashtra, 4 in Rajasthan, 2 each in Tamil Nadu and Andhra Pradesh and one park will each be set up in states including Uttar Pradesh, Gujrat and Karnataka. Textile Minister, Mr Anand Sharma said the Scheme seeks green field investments in the textiles sector on a public private partnership basis. The Minister said that the new Textile Parks would leverage an investment of over 9000 crore rupees and provide employment to 4 lakh textile workers.

In West Bengal ,with the death of one more child in the last 48 hours the death toll has risen to 13. A departmental enquiry had been carried out with three departmental members on the death of these children. The report on the deaths were also sent to the State Medical Council. The report said that such ill children were brought to the hospital in a critical condition. Meanwhile, a State health ministry communiqué said that none of the ailing children died due to medical negligence.

The Coastal districts of Tamilnadu have been experiencing intermittent showers today. Educational institutions in nine districts remained closed due to rains.The Met department has predicted rains for another 24 hours as there was no change in the existing trough of low pressure in the southwest Bay of Bengal. Water levels in Reservoirs in Tirunelveli, Theni and Cuddalore are also increasing due to rains in catchments areas. The district collector of Nilgiris, Ms. Archana Patnaik told AIR that the administration is geared up to meet any eventuality.

King of Bhutan Jigme Khesar Namgyal Wangchuk today arrived in Jaipur on a five day visit to Rajasthan. King Wangchuk arrived by a special train. The stage is set for the Commonwealth Heads of Government meeting (CHOGM) which begins in the Australian city of Perth tomorrow. Vice President Mohammad Hamid Ansari is already in Perth to represent India at the gathering of nations who look up to India as role model for growth and preserving democracy. External Affairs Minister S. M. Krishna and Foreign Secretary Ranjan Mathai will also be part of Indian Delegation. On the eve of the meet, Australian Prime Minister Julia Gillard has urged Commonwealth leaders to unite and work together on the world's's most pressing issues, like food security, economic stability and climate change. Ms Gillard said leaders should project a united voice on important issues such as climate change and sustainable development.

India has been unanimously elected as the Vice Chairman of the Association of Asian Election Authorities (AAEA) at its General Assembly held in Seoul today. The name of Chief Election Commissioner, Dr. S. Y. Quraishi was proposed as Vice Chairman by the Chief Election Commissioner of Bhutan. He received enthusiastic support from other member countries. India takes over this responsibility from the Republic of Korea. India is a founder member of this 17-member Association.

The European leaders have reached an agreement with banks to take a 50 percent loss on Greek bonds as part of efforts to contain the eurozone crisis. European Union President Herman Van Rompuy said the deal will reduce Greece's debt to 120 per cent of its gross domestic product in 2020. Greek Prime Minister George Papandreou said the deal means his country's debt is now sustainable. The announcement comes after marathon talks in Brussels on the Greek debt crisis. EU President Van Rompuy said eurozone leaders and the International Monetary Fund have agreed to give Greece another 140 billion dollars in loans. Eurozone leaders also said major European banks will have to raise close to 150 billion dollar to recapitalize. EU leaders also plan to increase the eurozone bailout fund to 1.4 trillion dollar.
