उर्वरकों से संबद्ध मंत्री समूह ने यूरिया के दामों को नियंत्रण मुक्त करने को मंजूरी दे दी है। सरकारी सूत्रों ने कल नई दिल्ली में बताया कि मंत्री समूह की बैठक में कंपनियों को मौजूदा वित्त वर्ष में उर्वरकों के दाम दस प्रतिशत तक बढ़ाने की अनुमति देने का भी फैसला किया गया। यूरिया ही केवल ऐसा उर्वरक है जो सरकार के नियंत्रण में है। सरकार ने पिछले वित्त वर्ष में अन्य उर्वरकों को आंशिक रूप से नियंत्रणमुक्त कर दिया था। यूरिया देश में सबसे सस्ता और सबसे ज्यादा इस्तेमाल होने वाला उर्वरक है। हमारे संवाददाता ने बताया है कि सरकार यूरिया पर करीब ७५ हजार करोड़ रुपये की सब्सिडी देती है, जो दामों के नियंत्रणमुक्त हो जाने के बाद काफी हद तक कम हो जाएगी।
इस बीच, नियंत्रक और महालेखा परीक्षक की रिपोर्ट में कहा गया है कि सरकार ने वर्ष २००३ से २०१० के बीच उर्वरक सब्सिडी पर दो लाख ७१ हजार करोड़ रुपये खर्च किये लेकिन वर्ष २००४ से पांच वर्षो में उर्वरक के वार्षिक उत्पादन में मात्र पांच करोड़ टन की वृद्धि हुई। कल संसद में रखी गई रिपोर्ट में कहा गया है कि सब्सिडी देने की प्रणाली में बदलाव से भी देश में उर्वरक उत्पादन में कोई खास बढ़ोत्तरी नहीं हुई। २००३-०४ में उर्वरक का उत्पादन २४ करोड़ ८० लाख टन था जो कि २००८-०९ में बढ़कर केवल २९ करोड़ ८० लाख टन तक ही पंहुच सका।

राष्ट्रमंडल खेलों के बारे में, नियंत्रक एवं महालेखा परीक्षक-सी ए जी की रिपोर्ट कल लोकसभा में पेश की गई। रिपोर्ट में दिल्ली की मुख्यमंत्री तथा दिल्ली विकास प्राधिकरण, दिल्ली नगर निगम, नई दिल्ली नगर पालिका परिषद और लोक निर्माण विभाग समेत अनेक एजेंसियों पर खेलों के आयोजन के दौरान अनियमितताओं के आरोप लगाये गये हैं। रिपोर्ट में कहा गया है कि दिल्ली सरकार तथा विभिन्न एजेंसियों ने सड़कों को सुंदर बनाने में करीब एक सौ करोड़ रूपये से अधिक का फालतू खर्चा किया। सड़कों पर रोशनी की व्यवस्था के लिए ३१ करोड़ रुपये से अधिक का अतिरिक्त खर्चा किया। उप नियंत्रक और महालेखा परीक्षक रेखा गुप्ता ने बताया कि ठेके देने की व्यवस्था काफी अनियमित थी, कई मामलों में केवल एक ही निविदा आमंत्रित की गई और अयोग्य ठेंकेदारों को ठेके देने के भी कई उदाहरण हैं।
सुरेश कलमाड़ी की अगुवाई वाली खेल आयोजन समिति पर भी संदेह की उंगली उठाई गई है। रिपोर्ट में कहा गया है कि कलमाड़ी ने कई कंपनियों को फायदा पहुंचाया। रिपोर्ट के अनुसार तत्कालीन खेल मंत्री स्वर्गीय सुनील दत्त की आपत्तियों के बावजूद प्रधानमंत्री कार्यालय ने कलमाड़ी को खेल आयोजन समिति का प्रमुख नियुक्त करवाया। रिपोर्ट पर प्रतिक्रिया व्यक्त करते हुए दिल्ली की मुख्यमंत्री शीला दीक्षित ने कहा कि जब भी रिपोर्ट लोक लेखा समिति के पास जाएगी दिल्ली सरकार समिति के साथ पूरा सहयोग करेगी। रिपोर्ट में लगाये गए आरोपों के बारे में उन्होंने संवाददाताओं को बताया कि अभी उनकी सरकार को रिपोर्ट की प्रति नहीं मिली है।
केंद्र सरकार का कहना है कि खेल घोटाले में शामिल किसी भी व्यक्ति को बख्शा नहीं जाएगा। संसद के बाहर संवाददाताओं से बातचीत में केंद्रीय खेल मंत्री अजय माकन ने कहा कि जरूरत हुई तो सीबीआई और अन्य जांच एजेंसियां सीएजी की रिपोर्ट में दोषी ठहराए गए लोगों के खिलाफ ताजा मामला दर्ज करेंगी।
सरकार की तरफ से मैं यह दोबारा कहना चाहूंगा कि किसी भी दोषी को बख्शा नहीं जाएगा अगर जरूरत पड़ी तो सीबीआई और अन्य एजेंसियां अपराध और भ्रष्टाचार के नजरिये से इसकी जांच करेगी और भविष्य में जो भी कदम जरूरी होगा उठाया जाएगा।
भारतीय जनता पार्टी ने राष्ट्रमंडल खेल घोटाले में दिल्ली की मुख्यमंत्री शीला दीक्षित की कथित भूमिका को लेकर उनके इस्तीफे की मांग की है।
इस बीच, दिल्ली उच्च न्यायालय ने राष्ट्रमंडल खेल आयोजन घोटाले के सिलसिले में तिहाड जेल में बंद सुरेश कलमाड़ी को संसद के चालू सत्र में भाग लेने की अनुमति देने से इंकार कर दिया है।

लोकसभा ने २५ हजार ७०७ करोड़ रुपए की पूरक अनुदान मांगे और इनसे संबंधित विनियोग विधेयक कल ध्वनिमत से पारित कर दिया। वित्तमंत्री प्रणब मुखर्जी ने चर्चा उत्तर देते हुए कहा कि सांसद क्षेत्र विकास योजनाओं पर खर्च बढ़ने और आंगनबाड़ी कार्यकर्ताओं के वेतन तथा भोपाल गैस त्रासदी पीड़ितों के मुआवजे में बढ़ोतरी किए जाने से अतिरिक्त अनुदान की जरूरत पड़ी। वित्तमंत्री ने कहा कि इस साल वित्तीय घाटा सकल घरेलू उत्पाद (जीडीपी) का चार दशमलव छह प्रतिशत रहने का अनुमान है। उन्होंने रोजगार के अवसर बढ़ाने तथा मुद्रास्फीति पर अंकुश लगाकर विकास की गति बनाए रखने के वास्ते मजबूत वित्तीय स्थिति की आवश्यकता पर जोर दिया।

खाद्य सुरक्षा और मानक कानून २००६ देश भर में लागू हो गया है। इस कानून के लागू होने से उपभोक्ताओं को अंतर्राष्ट्रीय मानकों के अनुरूप अच्छे स्तर के खाद्य पदार्थ सुनिश्चित किये जा सकेंगे। हमारे संवाददाता से विशेष भेंट में खाद्य सुरक्षा और मानक प्राधिकरण के मुख्य कार्यकारी अधिकारी वी एन गौड़ ने कहा कि इस अधिनियम में लोगों को खाद्य सुरक्षा की व्यवस्था है। अधिनियम में, खाद्य तथा मिलावट से जुडे विभिन्न केन्द्रीय कानूनों को शामिल किया गया है।

बिहार में दो अलग-अलग घटनाओं में १५ लोगों की मौत हो गई और २५ घायल हो गए। औरंगाबाद और नवादा जिलों में बिजली गिरने से नौ लोग मारे गए और पांच घायल हो गए। दूसरी घटना सीतामढ़ी जिले में हुई जहां एक यात्री बस के खड्ड में गिरने से ६ लोगों की मौत हो गई। हमारे संवाददाता ने बताया है कि यह दुर्घटना बथनाहा पुलिस थाने के अंतर्गत कुंवारी चौक के पास ड्राईवर के नियंत्रण खो देने से हुई। बस में ७० से अधिक यात्री सवार थे और वह सोनबरसा से सीतामढ़ी जा रही थी।

मुख्य निर्वाचन आयुक्त डॉक्टर एस वाई कुरैशी ने कहा है कि चुनाव में धन बल का इस्तेमाल रोकने के लिए कड़े कदम उठाए जाएंगे। कल इम्फाल में मणिपुर विधानसभा के आगामी चुनाव की तैयारियों की समीक्षा के बाद डाक्टर कुरैशी ने कहा कि निर्वाचन आयोग ने अलग से एक महा निदेशक के तहत खर्च निगरानी विभाग बनाया है। उन्होंने कहा कि हर उम्मीदवार के लिए अलग से एक खाता खोला जाएगा ताकि उम्मीदवार द्वारा किए गए वास्तविक चुनाव खर्च का पता चल सके।

सेना ने जम्मू कश्मीर के कुपवाड़ा जि+ले में नियत्रंण रेखा के पास भारी गोला बारूद से लैस आतंकवादियों की घुसपैठ की दो कोशिशें नाकाम कर दीं। सेना के प्रवक्ता ने श्रीनगर में बताया कि बंगस घाटी और केरन सैक्टर में आतंकवादियों ने सीमा पार कर कश्मीर धाटी में घुसने की कोशिश की जिसे सुरक्षा बलों ने नाकाम कर दिया। सेना ने घुसपैठ करने वाले आतंकवादियों की गोलीबारी का मुहतोड़ जवाब दिया।
कुपवाड़ा जिले के केनन सेक्टर में नियंत्रण रेखा के निकट मुठभेड़ की जगह अभी भी तलाशी अभियान जारी है। इस क्षेत्र में चार दिन तक चली मुठभेड में उस समय चार आतंकवादी मारे गये जब कुछ आतंकियों ने घुसपेठ की कोशिश की। एक सूबेदार सहित तीन सैनिकों ने भी अपने प्राण न्यौछावर किये। इसी बीच पुलवामा में लश्कर ए तैयबा के एक जिला कमांडर और किश्तवाड में दो अन्य आतंकवादी भी सुरक्षा बलों के साथ झडप में मारे गये। स्वतंत्रता दिवस के अवसर पर किसी भी तरह की गड़बडी की कोशिशों को रोकने के लिए सुरक्षा बलों ने सतर्कता बढ़ा दी है। बशीर मलिक आकाशवाणी समाचार श्रीनगर।

पाकिस्तान के प्रमुख शहर कराची में इस वर्ष जातीय संघर्ष और राजनीतिक हिंसा में कम से कम ८०० लोगों की मौत हो चुकी है। पाकिस्तान मानवाधिकार आयोग की प्रमुख जोहरा यूसुफ ने कल कराची में बताया कि पिछले सात महीनों के दौरान ८०० लोग सुनियोजित हिंसा और गोलीबारी का शिकार बने हैं। सुश्री यूसुफ के अनुसार अकेले जुलाई माह में ही लगभग तीन सौ लोग मारे गए हैं। मानवाधिकार संस्था के अनुसार वर्ष १९९५ के बाद कराची में हुई यह सबसे बड़ी हिंसा है। मुत्ताहिदा कौमी मूवमेंट ने हिंसा की न्यायिक जांच की मांग की है।

The Group of Ministers on fertilizers has approved decontrol of urea prices. Official soucres said in New Delhi that a meeting of the GoM also decided to allow the companies to raise the rates of fertilizer upto 10 per cent this fiscal. Urea is the only fertilizer which is under government control till now. The government had partially decontrolled other fertilizers in the last financial year. Urea is the cheapest and the most used fertiliser in the country. The move will help government reduce its subsidy bill which is around 75,000 crore rupees at present.

Meanwhile, the Comptroller and Auditor General report on fertilizers has alleged that despite government spending of 2 lakh 71 thousand crore rupees on fertiliser subsidy during 2003-10, annual production of fertilisers increased only 50 million tonnes in fives years from 2004. The report tabled in Parliament said changes in the subsidy regime have failed to boost domestic production of fertiliser. Fertilser production went up to 298 Million Tonnes in 2008-09 from 248 million tones in 2003-04.

The Comptroller and Auditor General of India Report on the Common Wealth Games has accused Delhi Chief Minister Sheila Dikshit and various civic agencies including the DDA, MCD, NDMC and the PWD of irregularities and overspending. The CAG report, which was tabled in the Lok Sabha yesterday, said the Delhi government committed lapses and irregularities in the bidding process. Addressing the media, Deputy CAG Rekha Gupta said the contract management was highly irregular with numerous instances of single tendering and contracts awarded to ineligible vendors.

The report, also points a finger of suspicion at the Organizing Committee of the Games headed by Suresh Kalmadi, now in jail. It alleged that Kalmadi favoured many companies.

Reacting to the CAG report about the Common Wealth Games, Delhi Chief Minister Sheela Dixit said, her government will fully co-operate with the Public Accounts Committee, when the report comes before it.

Meanwhile, the Government says all those involved in the Commonwealth Games Scam will not be spared. Briefing reporters outside Parliament, Union Sports Minister Ajay Makan said, the CBI and other investigating agencies will register fresh cases against those indicted in the CAG report if required.

Anyone found guilty would not be spared. The CBI and the other agencies if required, will look at the aspect of criminality and corruption and take whatever action is required in future.

The BJP has demanded Delhi Chief Minister Sheila Dikshit's resignation. Party Spokesman Ravi Shankar Prasad said the CAG has indicted her for financial irregularities in organizing the games.

The Delhi High Court has refused permission to Suresh Kalmadi lodged in Tihar Jail in connection with the CWG scam, to attend Parliament session. Justice Rajiv Sahai Endlaw dismissed Kalmadi's plea and imposed a cost of one lakh rupees on him to be deposited in the Prime Minister's Relief Fund.

The Lok Sabha has passed the Supplementary demands for Grants of 25,707 crore rupees and the relevant Appropriation bill by a voice vote. Replying to the discussion, Finance Minister Pranab Mukherjee said additional grants were needed because of increased expenditure on various counts including the MPLAD scheme, the hike in stipend for Anganwadi workers and Compensation paid to the Bhopal Gas tragedy victims. He said, the fiscal deficit this year is estimated to be 4.6 per cent of the GDP, and called for fiscal consolidation to maintain the momentum of growth, creation of jobs and to moderate inflation.

In Bihar, 15 persons were killed and 25 others injured in two separate incident. In Aurangabad and Nawada districts, nine persons were killed and five injured due to lightening. Six persons were killed in a bus accident in Sitamarhi district. Our Patna correspondent reports that the bus carrying more than 70 passengers fell into a ditch after the driver lost control near Kunwari Chowk under the Bathnaha police station. The ill-fated bus was on its way to Sonbarsa from Sitamarhi.

In the Kashmir valley, the Army foiled two infiltration bids by militants along the Line of Control in the frontier district of Kupwara. The attempt by militants to sneek into the Kashmir valley were plugged by soldiers statined at Bangus valley and Keran sector. This is the 8th infiltration bid foiled by the forces in Kupwara district during the last 10 days.

Our correspondent says the forces across the Line of Control are desperate that to push more and more militants into Jammu and Kashmir and that the security forces have increased their vigil.

The search and combing operations near Line of Control in Keran sector of District Kupwara are still going on. Four militants and three Army Jawans including a Subedar were killed in four-day long encounter in this area after the alert troops foiled an infiltration attempt by a group of militants. Meanwhile, one District Commander of Lashkar-e-Toiba was killed in Pulwama and two other militants in Kistwar in different encounters. The vigil of the security forces to thwart any sabotage attempt on Independence Day has been increased across the valley. Basir Malik, AIR News, Srinagar.

An eight member ULFA team led by Arabinda Rajkhowa met Home Minister P. Chidambaram in New Delhi yesterday. Talking to media persons, Rajkhowa said, they presented a charter of demands to find an honourable solution to Assam's 3-decade old insurgency problem. He said, they have demanded Constitutional and political arrangements and reforms, including protection of the identity and material resources of the indigenous population of Assam. Rajkhowa said, Anup Chetia should be released from the Bangladesh jail so that he can take part in the talks. Assam Chief Minister Tarun Gogoi also attended the meeting.

Heavy showers drenched most parts of north India. In Delhi, the downpour for the second consecutive day yesterday led to water logging and traffic jams in several parts. In Punjab and Haryana, moderate to heavy rainfall lashed several parts of the plains, bringing down the temperature in the region. The Met Department has predicted light to moderate rainfall at several places in the two states during the next 24 hours. In Uttar Pradesh, the flood situation in Gonda and Barabanki continues to ramain grim. More than 70 villages in Gonda district and over a dozen settlements have been submerged by the overflowing Ghaghara river. In Uttarakhand, intermittent rain has affected normal life, especially in the border district of Chamoli. The Met Department has predicted moderate to heavy rain at different places over the next 24 hours. Our correspondent has filed this report:

In Pakistan, at least 800 people were killed in ethnic clashes and politically linked violence in Karachi this year. The Pakistan Human Rights Commission chief Zohra Yousuf said that around 300 people were killed in July itself.

महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना- मनरेगा के लिए नए दिशा निर्देश जारी किए जाने की उम्मीद है। इनके तहत सरकार की इस प्रमुख योजना में नक्सल प्रभावित क्षेत्रों पर विशेष ध्यान देना और कौशल विकास पर जोर देना शामिल है। केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कहा कि नए दिशा-निर्देशों के अंतर्गत इस योजना को लागू करने में अधिकारियों को पहले से अधिक लचीला रवैया अपनाने का अधिकार होगा।
श्री जयराम रमेश मनरेगा के बारे में नई दिल्ली में संसदीय सलाहकार समिति की बैठक में बोल रहे थे। उन्होंने कहा कि मुख्य रूप से छत्तीसगढ़ और झारखंड जैसे राज्यों से ऐसी शिकायतें आई हैं कि कुछ इलाकों में नौ महीने से एक साल तक मजदूरी की राशि नहीं दी गई है। उन्होंने बताया कि मुख्यमंत्रियों सहित सभी सम्बद्ध पक्षों से व्यापक सलाह मशविरा चल रहा है और जल्दी ही नए दिशा निर्देश जारी किए जाएंगे। श्री रमेश ने कहा कि मनरेगा से संबंधित कानून में अभी परिवर्तन नहीं किया जाएगा, लेकिन नए दिशा निर्देश सरल होंगे। जहां तक पारदर्शिता का सवाल है, उन्होंने सदस्यों को नई पहल की जानकारी दी। इसके अंतर्गत मंत्रालय द्वारा लेखा परीक्षा की व्यवस्था को मजबूत करने और समर्पित कर्मचारियों को ड्यूटी पर लगाने जैसे उपाय शामिल हैं।

बिहार सरकार ने पहली बार शहरी क्षेत्रों के लिए महिला होमगार्ड्‌स की भर्ती की प्रक्रिया शुरू की है। हमारे पटना संवाददाता ने खबर दी है कि कुल १५ हजार ८२० होमगार्डस भर्ती किए जाएंगे। महिलाओं के लिए दस प्रतिशत आरक्षण के तहत एक हजार पांच सौ ८२ महिला होमगार्डस भर्ती की जाएंगी। महिला होमगार्ड्‌स को अतिरिक्त सुविधाएं भी दी जाएंगी।
पुलिस महानिदेशक नीलमणि ने हमारे संवाददाता को बताया कि इस भर्ती से महिलाओं को रोजगार मिलेगा। उन्होंने कहा कि बिहार पहला राज्य है जहां पर कई थानों में सभी महिला पुलिसकर्मी हैं। बिहार मिलिट्री पुलिस की महिला बटालियन पहले ही बनायी जा चुकी है जो इस समय सासाराम में तैनात है।

छत्तीसगढ़ में दंतेवाड़ा जिले के सुकमा थाना क्षेत्र के अन्तर्गत नीलवरम के पास हुई नक्सलियों के साथ सुरक्षा बलों की मुठभेड़ में एक नक्सली मारा गया और सी आर पी एफ के दो जवान घायल हो गये। नक्सलियों ने गश्त कर रहे सी आर पी एफ के जवानों पर पैट्रोल बमों से हमला कर दिया। दोनों ओर से गोलीबारी हुई। पुलिस ने मुठभेड़ स्थल से दो हथियार बरामद किए हैं। घायल जवानों को स्थानीय अस्पताल में भर्ती करा दिया गया है।

गोरखपुर के एक अस्पताल में मस्तिष्क ज्वर से एक और बच्चे की मृत्यु होने से इस वर्ष पूर्वी उत्तर प्रदेश में इस रोग से मरने वालों की संख्या १२८ हो गई है। वरिष्ठ बाल रोग विशेषज्ञ के पी कुशवाहा ने बताया कि कल से अस्पताल में १३ नए मामले दर्ज हुए हैं। इस बीमारी से पीड़ित १२४ लोगों का इलाज चल रहा है। हमारे गोरखपुर संवाददाता ने बताया कि पूर्वी उत्तरप्रदेश में जापानी बुखार या इन्सेफेलाइटिस के अलावा जल-जनित बीमारियॉं भी फैल रही हैं।

पूर्वी उत्तर प्रदेश के लोगों के लिए यह राज की बात है कि इस वर्ष जापानी इंसेफलाइटिस के मामलों में काफी कमी आई है। लेकिन चिंता की बात यह है कि लगभग उतनी ही खतरनाक जनजनित दिमागी बुखार
के मरीजों की संख्या में कोई कमी नहीं आ रही है। इस वर्ष दिमागी बुखार के कुूल मरीजों में से केवल १५ प्रतिशत में ही जापानी इंसेफलाइटिस के लक्षण पाए गए। यानी जापानी इंसेफलाइटिस के लिए ३२ जिलों में में कराया गया टीकाकरण अब अपना असर दिखा रहा है। जनजनित दिमागी बुखार गंदे पानी में पाए जाने वाले वायरस के कारण होता है। प्रभावित क्षेत्रों में सरकारी और गैर-सरकारी एजेंसियां सुरक्षित पेय जल के इस्तेमाल और साफ-सफाई पर अभियान पहले से ही चला रही हैं। सलमान हैदर, आकाशवाणी समाचार, गोरखपुर

जम्मू-कश्मीर में सतर्क सुरक्षा बलों ने बंगस घाटी के नौगाम और केरन सैक्टर में घुसपैठ की दो कोशिश नाकाम कर दी। पिछले एक सप्ताह में घुसपैठ का तीसरा प्रयास था। और ब्यौरा हमारे संवाददाता से :

राष्ट्रपति श्रीमती प्रतिभा देवी सिंह पाटील ने देश में दूसरी हरित क्रान्ति लाने के लिए मौजूदा संस्थागत ढांचे को मजबूत करने की आवश्यकता पर जोर दिया है। वे आज बंगलौर में कृषि विज्ञान विश्वविद्यालय के ४५वें दीक्षांत समारोह में बोल रही थीं। उन्होंने शुष्क भूमि में खेती करने पर जोर दिया। उनका कहना है कि इससे दूसरी हरित क्रांति का आधार बन सकता है। श्रीमती पाटील ने खेती के प्रति समन्वित दृष्टिकोण अपनाने को कहा। उन्होंने यह भी कहा कि कृषि कार्यों के लिए बड़े पैमाने पर टैक्नोलाजी का इस्तेमाल किया जाना चाहिए। श्रीमती पाटील ने विश्वविद्यालयों से आह्‌वान किया कि वे फसलों के नियोजन, भंडारण, खाद्य टैक्नोलाजी और उनके विभिन्न आयामों के सिलसिले में नए वैज्ञानिक उपायों का पता लगाएं। कृषि विश्वविद्यालय के स्नातकोत्तर और स्नातक छात्रों को ४१ स्वर्ण पदक प्रदान करने के बाद राष्ट्रपति ने कहा कि अर्थव्यवस्था में संतुलन के लिए कृषि और उद्योग दोनों के ही विकास के सिद्धांत पर चलने की जरुरत है। उन्होंने आशा व्यक्त की कि कृषि विश्वविद्यालयों और संस्थानों द्वारा कॉरपोरेट जगत के साथ मिलकर काम किया जाएगा ताकि खेती के लिए बुआई से लेकर कृषि उत्पादों की बिक्री तक के बारे में व्यावहारिक कार्यस्थिति सामने आ सके।

इस साल अब तक २६० लाख हेक्टयेर से अधिक क्षेत्र में धान की खेती होने की खबर है। इस प्रकार धान की खेती के क्षेत्र में छह प्रतिशत से अधिक की बढोतरी हो गई है। कपास, गन्ना, तिलहनों और मोटे अनाजों की खेती भी पहले से अधिक भूमि में होने लगी है। पिछले साल पांच अगस्त तक खरीफ की मुख्य फसल के रूप में धान की खेती २४४ लाख हेक्टेयर से कुछ अधिक भूमि में की गयी थी। एक सरकारी वक्तव्य में कहा गया है कि जिन इलाकों में इसकी पहले से अधिक फसल उगाई जा रही है, वे मध्यप्रदेश, उत्तरप्रदेश, तमिलनाडु, पश्चिम बंगाल और असम में हैं।

कांग्रेस अध्यक्ष श्रीमती सोनिया गांधी को अब आई सी यू से बाहर लाया गया है। डॉक्टरों ने चार अगस्त को हुए उनके ऑपरेशन को सफल बताया है। नई दिल्ली में जारी बयान में कांग्रेस के मीडिया प्रभारी जर्नादन द्विवेदी ने कहा है कि श्रीमती गांधी चौबीस घंटे तक आई सी यू में रहीं। उनके परिवार ने श्रीमती गांधी के स्वास्थ्य लाभ के लिए भेजे गए संदेशों और शुभकामनाओं के प्रति आभार प्रकट किया है।

केरल के मुख्यमंत्री उम्मन चांडी ने कहा है कि भारतीय अंतरिक्ष अनुसंधान संगठन के अध्ययन के अनुसार भारत में पिछले कुछ वर्षों में प्रदूषण पांच गुना बढ़ गया है। तिरूवनन्तपुरम में जलवायु परिवर्तन और भविष्य विषय पर एक संगोष्ठी का उद्घाटन करते हुए उन्होंने यह बात कही। यह सेमिनार भारतीय विज्ञान संस्थान बैंगलोर और अन्य संगठनों के सहयोग से आयोजित किया जा रहा है। इसमें जलवायु परिवर्तन से जुड़े पहलुओं पर अनुसंधानकर्ता और छात्रों के बीच चर्चा होगी। श्री चांडी ने कहा कि केरल में पर्यावरण संरक्षण के लिए कूड़ा निस्तारण की बड़ी चुनौती है।

जम्मू-कश्मीर के लद्दाख इलाके में पिछले साल हुई बादल फटने की घटना की आज पहली बरसी है। इस प्राकृतिक आपदा में २५७ लोगों की मौत हो गयी थी। जिसमें ६ विदेशी पर्यटक भी थे, साथ ही काफी सम्पत्ति को नुकसान पहुंचा था। हमारे लेह संवाददाता के अनुसार आज बौद्धिक, धार्मिक रीति रिवाज से इस हादसे में मारे गए लोगों को श्रद्धांजलि दी जा रही है और पूंजा अर्चना की जा रही है।
आज लेह में सुबह से ही धार्मिक अनुष्ठान किए जा रहे हैं जिसमें हजारों की संख्या में लामा और स्थानीय लोग जुटे हुए हैं। धार्मिक गुरू शांति और पूजा अर्चना में जुटे हुए हैं ताकि भविष्य में इस तरह के हादसे दोबारा न हो। और प्रभावित लोगों को श्रद्धांजलि भी दे रहे हैं। आज शाम में लाखों मोमबत्तियां जलाकर पीड़ितों को याद किया जाएगा। दरअसल आज ही के दिन हुई इस आपदा में काफी जान और माल का नुकसान हुआ था। २५७ लोगों ने अपनी जान गंवाई थी और करीब १४ सौ घरों को नुकसान पहुंचा था। आज साल भर बाद जिन्दगी की रफ्तार लेह में पुराने ढर्रे पर लौट आयी है। प्रभावित लोगों को नए घरों में ठिकाना दिया गया है और साथ ही प्रधानमंत्री राहत कोष से लगभग सभी प्रभावितों को मुआवजा दिया जा चुका है।आकावाणी समाचार के लिए लेह से दिवाकर कुमार ।

क्रेडिट रेटिंग एजेंसी-स्टेंडर्स एण्ड पुअर्स द्वारा अमरीकी अर्थव्यवस्था को ट्रिपल-ए से डबल ए-प्लस कर देने से पूरे अमरीका को झटका लगा है। इससे विश्व की वित्तीय व्यवस्था के डगमगाने का खतरा भी पैदा हो गया है। अमरीकी सीनेट में डेमोक्रेटिक पार्टी के नेता हैरी रीड ने कहा है कि रेटिंग से इस बात की पुष्टि होती है कि बजट घाटे को कम करने की आवश्यकता है। ऐसा खर्च में कमी और बड़ी कम्पनियों को आर्थिक सहायता रोकने से हो सकता है। वॉल स्ट्रीट जर्नल का कहना है कि इससे विश्व की अर्थव्यवस्था प्रभावित होगी। उसने कहा है कि इस गिरावट से व्यवसायियों और निवेशकों को दोबारा सोचने पर विवश होना पड़ेगा। वाशिंगटन पोस्ट का कहना है कि अमरीकी अर्थव्यवस्था की रेटिंग में गिरावट से विश्व बाजारों में हलचल पैदा हो सकती है, जो पहले ही यूरोपीय देशों के ऋण संकट और अमरीकी अर्थव्यवस्था में गिरावट से आशंकित है।

वित्त मंत्री प्रणब मुखर्जी ने अमरीकी अर्थव्यवस्था पर क्रेडिट रेटिंग एजेंसी की टिप्पणी को गंभीर बताया है। नई दिल्ली में एक समारोह में उन्होंने कहा कि इस पर विश्लेषण की आवश्यकता है।
शेयर बाजार नियामक, भारतीय प्रतिभूति और विनिमय बोर्ड -सेबी ने कहा है कि वह स्थिति पर बारीकी से नजर रख रहा है। सेबी के अध्यक्ष यू.के. सिन्हा ने कहा है कि देश के शेयर बाजार व्यवस्थित हैं और लोगों को चितां करने की जरूरत नहीं है। उन्होंने कहा कि हमारी जोखिम प्रबंधन व्यवस्था ठीक ढंग से काम कर रही है और सभी कारोबार हो रहे हैं।

चीन में पूर्वी तटवर्ती इलाकों में जबर्दस्त तूफान मुईफा के कारण लोगों को सतर्क कर दिया गया है। दो लाख से अधिक लोगों को सुरक्षित स्थानों पर पहुंचा दिया गया है और जहाजों को बंदरगाहों में बुला लिया गया है। शंघाई के मौसम विभाग केन्द्र का कहना है कि यह तूफान आज चेचियांग प्रांत तक पहुंच जाएगा। मुईफा इस वर्ष का नौवां तूफान है। स्थानीय समय के अनुसार यह सुबह सात बजे शंघाई से छह सौ ३० किलोमीटर दूर था। तूफान १८ किलोमीटर प्रति घन्टे की रफ्तार से उत्तर-पश्चिम की दिशा की ओर बढ़ रहा है। शंघाई में रेल अधिकारियों ने आपात योजना तैयार कर ली है। चीन की राष्ट्रीय मौसम एजेंसी ने समुद्र में ऊंची लहरें उठने की चेतावनी दी है।

आज जापान में हिरोशिमा पर परमाणु बम गिराए जाने की ६६वीं बरसी है। आज ही के दिन १९४५ में यह बम गिराया गया था। इस अवसर पर एक कार्यक्रम में जापान के प्रधानमंत्री नाओतो कान ने देशवासियों को परमाणु ऊर्जा पर कम निर्भर रहने का संकल्प दोहराया। यह कार्यक्रम हिरोशिमा के शांति स्मारक पार्क में आयोजित किया गया। श्री कान ने कहा कि फुकुशिमा परमाणु बिजलीघर में इस साल हुई दुर्घटना के कारणों की जांच की जाएगी और समाज के लिए यह लक्ष्य तय किया जाएगा कि किस तरह से परमाणु बिजली पर निर्भर न रहा जाए। हिरोशिमा के महापौर काजुमी मात्सुई ने सरकार से अपनी परमाणु नीतियों की समीक्षा करने का अनुरोध किया। उन्होंने कहा कि विकिरण धर्मिता बने रहने की आशंका से बहुत से लोग डरे हुए हैं। उन्होंने यह भी कहा कि परमाणु बिजली पर से लोगों का भरोसा उठ गया है। अमरीका सहित ६० से अधिक देशों के प्रतिनिधि आज के कार्यक्रम में उपस्थित थे। अमरीका ने हिरोशिमा पर जो बम गिराया था, उससे लगभग एक लाख ४० हजार लोगों की मौत हो गई थी। वे या तो तत्काल मारे गए थे या विकिरण की वजह से बाद में उनकी मृत्यु हो गई थी। अमरीका ने इस घटना के तीन दिन बाद बंदरगाह नगर नागासाकी पर एक और परमाणु बम गिराया था जिससे लगभग ७० हजार लोगों की मौत हुई। दूसरे विश्व युद्ध में इसके छह दिन बाद जापान ने आत्म समर्पण कर दिया था।

अमरीका, फ्रांस और जर्मनी के नेताओं ने प्रदर्शनकारियों के खिलाफ मनमाने ढंग से हिंसात्मक कार्रवाई करने के लिए सीरिया के राष्ट्रपति बशर अल असद की निन्दा की है। अमरीकी राष्ट्रपति बराक ओबामा ने सीरिया के खिलाफ नए उपायों के बारे में फ्रांस के राष्ट्रपति निकोला सारकोज+ी और जर्मन चांसलर एंगेला मार्केल से विचार विमर्श किया। लेकिन नए उपायों के बारे में तत्काल कोई जानकारी नहीं मिली है। इससे पहले सीरिया के आंदोलनकारियों ने बताया कि कल सुरक्षा बलों ने कम से कम १६ लोगों को गोलियों से उड़ा दिया। सरकारी दमन के बावजूद सीरिया में विरोध प्रदर्शन थम नहीं रहे हैं।

इंगलैंड के साथ एक ट्वेंटी-ट्वेंटी और पांच एक दिवसीय क्रिकेट मैचों के लिए घोषित भारतीय टीम में राहुल द्रविड़ को फिर शामिल कर लिया गया है और हरभजन सिंह को हटा दिया है। इन मैचों में राहुल द्रविड़ की लगभग दो साल बाद वापसी हुई है, क्योंकि मौजूदा टैस्ट श्रृंखला में वे अच्छे फार्म में हैं। हरभजन सिंह को टीम में न रखने का कारण उनकी अस्वस्थता है। चेन्नई में चयन समिति की बैठक के बाद १६ सदस्यों की टीम का ऐलान बीसीसीआई के सचिव एन श्रीनिवासन ने किया। टीम में कर्नाटक के पेस बॉलर विनय कुमार और विकेट कीपर तथा बल्लेबाज पार्थिव पटेल को भी फिर से शामिल कर लिया गया है।
टीम के कप्तान महेन्द्र सिंह धोनी और उप कप्तान वीरेन्द्र सहवाग होंगे। अन्य सदस्य हैं- गौतम गंभीर, राहुल द्रविड़, सचिन तेंदुलकर, विराट कोहली, सुरेश रैना, रोहित शर्मा, जहीर खान, आर अश्विन, प्रवीण कुमार, मुनाफ पटेल, ईशांत शर्मा, विनय कुमार, अमित मिश्रा और पार्थिव पटेल।
एकमात्र ट्वेंटी-ट्वेंटी मैच ३१ अगस्त को मेनचेस्टर में खेला जाएगा। इसके बाद पांच एकदिवसीय मैचों की श्रृंखला सितम्बर में होगी।

देश में जून से जुलाई तक की अवधि में सामान्य से छह प्रतिशत कम वर्षा हुई है। मौसम विभाग के अनुसार मॉनसून के उत्तरार्द्ध अगस्त से सितम्बर में भी सामान्य से कम वर्षा हो सकती है। कुल वर्षा सामान्य से ९० प्रतिशत रहने का अनुमान व्यक्त किया गया है। राष्ट्रीय राजधानी दिल्ली में भी इस साल असामान्य मौसम रहा। हमारे संवाददाता ने खबर दी है कि दिल्ली में अब तक सामान्य से ३२ प्रतिशत कम वर्षा रिकॉर्ड की गई।

सामान्य से नीचे कम हो रही वर्षा से देश के कृषि उत्पादन विशेष रूप से चावल, गन्ना, मक्का, कपास और सोयाबीन प्रभावित हो सकता है। देश के लगभग ६० प्रतिशत खेत सिंचाई के लिए मॉनसून पर निर्भर हैं। और मौसम वैज्ञानिकों के अनुसार बारिश के पानी से फसल पर नाकारात्मक प्रभाव हो सकता है। फसल वर्ष २०११-१२ में चावल रिकॉर्ड १०२ लाख टन के उत्पाद पर कम बारिश होने की आशंका है। हालांकि मौसम विभाग का कहना है कि स्थिति इतनी खराब नहीं है और आने वाले हफ्‌तों में मॉनसून की वर्षा में तेजी की संभावना है। आकाशवाणी समाचार के लिए दिल्ली में मैं मैं सुमिता यादव

पंजाब और हरियाणा में जुलाई महीने में सामान्य से कम वर्षा हुई। हमारे संवाददाता ने बताया है कि दोनों राज्यों मे ५५ प्रतिशत कम वर्षा हुई है।

The government is expected to unveil new guidelines for its flagship rural employment scheme, which will have a special focus on naxal-affected areas and stress on skill development. Rural Development Minister Jairam Ramesh said the new guidelines will give authorities greater flexibility in the implementation of the Mahatma Gandhi National Rural Employment Guarantee scheme. Addressing a meeting of Parliamentary Consultative Committee on MGNREGA in New Delhi, Mr Ramesh said complaints have come mainly from states like Chhattisgarh and Jharkhand, where wages were not paid in some areas, ranging from nine months to a year. He said widespread consultations including with the Chief ministers of the states were on, and soon the new guidelines will be issued. The minister, however, said though the Act will not be changed as of now, the new guidelines will be simplified. On the issues of transparency, the minister apprised the members of the new initiatives like strengthening of the audit mechanism and effective deployment of dedicated staff and other initiatives of ministry.

President President Pratibha Devisingh Patil has stressed on the need to strengthen existing institutional support to bring about second Green revolution. Speaking at the 45^{th Convocation of University of Agricultural Sciences in}^Bangalore^{today, the President stressed that focus should be on dryland farming as this can be the cradle of a second Green Revolution. She emphasized that integrated approach should be adopted towards agriculture. She said technology should be used as an effective tool in a wide array of agriculture operations. In a glittering function at the agricultural University, President gave away gold medals with words of encouragement to each of the medalists. She called upon Universities and institutions in the country to use biotechnology to evolve plant varieties that are resistant to pests and diseases and tolerant to adverse weather conditions. She said there is a need to develop varieties that have better nutritional value and enhanced durability. The area under paddy cultivation has increased by six per cent to over 260 lakh hectares this year so far. The acreage of cotton, sugarcane, oilseeds and coarse cereals has also gone up. Paddy, the main kharif crop was grown in over 244 lakh hectares area till August 5 last year. An official statement said, higher area coverage has been reported from Madhya Pradesh, Uttar Pradesh, Tamil Nadu, Bihar, West Bengal and Assam. Area under cotton rose by five per cent to over 109 lakh hectares till August 5 as against 104 lakh hectares in the year-ago period. The sowing area under sugarcane rose by six per cent to 51 lakh hectares so far this season compared to over 48 lakh hectares in the same period of the previous year. Oilseeds acerage has also gone up by three per cent to 157 lakh hectares compared to 153 lakh hectares in the period under review.

For the first time, the Bihar Government has started the process to recruit women home guards for urban areas. AIR Patna Correspondent reports that a total of 15820 home guards jawans will be recruited. As many as 1582 women home guards are to be recruited as per ten per cent reservation for women. Extra facilities would be provided to the women home guards. The Director General of Police, Neelmani told AIR that the recruitment would help women empowerment. He said, Bihar is the first state which established all-women police stations at several places throughout the State. An all-women battalion of Bihar Military Police (BMP) has already been created which is stationed at Sasaram. It comprises 700 personnel, besides Commandant and Deputy Superintendent of Police.

In Chhattisgarh, two CRPF jawans were injured in an encounter with the Naxalites near Neelavaram under Sukma police station area of Dantewada district this morning. One Naxalite was also killed in the encounter. The incident took place when Naxalites attacked the CRPF jawans with petrol bombs followed by gunfire from both sides. Police have recovered two weapons from the site of the incident. The injured jawans have been admitted to the local hospital.

Congress President Ms Sonia Gandhi has been moved out of the ICU in a US hospital where she underwent a surgery. In a statement in New Delhi, Congress media department head Janardhan Dwivedi said Ms Gandhi remained in the ICU for 24 hours and has thereafter been moved out. Our correspondent reports, her family has expressed gratitude on her behalf for all the messages and good wishes that have been sent to her. 64-year-old Ms Gandhi underwent a surgery on 4th of this month for an ailment and the surgeon had indicated that the operation has been successful. In Ms Gandhi's absence, party general secretary Rahul Gandhi, along with Mr Dwivedi, political secretary to her Ahmed Patel and Defence Minister A K Antony have been given the responsibility of handling party affairs.

Finance Minister Pranab Mukherjee has described the downgrading of the US government by credit rating agency as a "grave situation". Speaking to reporters on the sidelines of a function in New Delhi, he said, it has to be analysed. Market regulator Sebi said it was watching the situation closely. Sebi Chairman U K Sinha said, everything is perfect and right in our market and there is nothing for the people to worry. He said, our risk management system is working perfectly and all the settlements are taking place.

The downgrading of US' credit rating by Standard & Poor’s from 'AAA' to 'AA+' has sent shock waves across America, with many fearing this could affect the financial system worldwide. US Senate Majority Leader Harry Reid said, the action by S&P reaffirms the need for a balanced approach to deficit reduction that combines spending cuts with revenue-raising measures like closing taxpayer-funded giveaways to billionaires, oil companies and corporate jet owners. The Wall Street Journal termed it as shaking of the global financial system. It said, the downgrade will force traders and investors to reconsider in real time what has been an elemental assumption of modern finance. The journal said, policy makers are also anxious about the hidden icebergs the move could suddenly reveal. It feared that the move could lead to the prompt downgrades of numerous companies and states, driving up their costs for borrowing. The Washington Post said, the downgrade will push the global financial markets into unchartered territory after a volatile week fueled by concerns over the European debt crisis and the slowdown in the US economy. It said,the downgrade could also have a cascading series of effects on states and localities, including nearly all of those in the Washington metro area.

US President Barack Obama has asked the leaders of both the Republican and Democratic parties to work together to grow the economy and get Americans back to work. In his weekly address to the nation, Obama said the Congress can take number of measures right now to spur growth and create jobs. In China, more than two lakh residents have been moved to safer places and ships recalled to ports as Typhoon Muifa is approaching coastal areas in the eastern parts of the country. Shanghai's meteorological station said, typhoon Muifa is likely to make a landfall in Zhejiang province today. Muifa, the ninth typhoon to hit China this year, was located about 630 km from Shanghai at 7 a.m. (local time). It is moving north-westward at a speed of 18 km per hour. Shanghai railway authorities have drawn an emergency response plan and stepped up inspection of high-speed railways. China's National Marine Environmental Forecasting Center has issued a red alert for high sea waves.

A NATO military helicopter crashed in eastern Afghanistan's Wardak province late last evening. An Afghan official said a joint unit of Afghan and NATO-led forces was conducting a search operation against Taliban insurgents in Sayed Abad district when the copter went down. He did not give any further details but added that there might be some casualties.

The Japanese Prime Minister Naoto Kan has repeated his pledge to make the country less reliant on nuclear energy. He was speaking at a ceremony to mark the 66th anniversary of the dropping of the nuclear bomb on Hiroshima. The function was held at the Hiroshima peace memorial park. In his speech during the service to commemorate the 1945 bombing, Mr. Kan said Japan will examine the causes of this year's nuclear accident at the Fukushima nuclear power plant and aim for a society that will not depend on nuclear power generation. Hiroshima mayor Kazumi Matsui also called on the government to review its nuclear policies and said the continuing radiation scare has made many people live in fear and undermined people's confidence in nuclear power. Representatives from more than 60 countries, including the United States, attended today's memorial service. The bomb that the US dropped on Hiroshima killed around 140,000 people, either instantly or from radiation burns days later. Another bomb dropped on the port city of Nagasaki three days later killed an estimated 70,000 residents. Japan surrendered six days later.

The US, French and German leaders have condemned Syrian President Bashar al-Assad over the use of indiscriminate violence against protesters. President Barack Obama called French President Nicolas Sarkozy and German leader Angela Merkel to discuss new measures against Damascus. It was not immediately clear what the new measures could be. A White House statement said the leaders condemned the Assad regime's continued use of indiscriminate violence against the Syrian people. Earlier, Syrian activists said security forces shot dead at least 16 people in unrest across the country yesterday.

In Eastern Uttar Pradesh, one more child succumbed to encephalitis at a Gorakhpur hospital, taking the death toll due to the deadly disease to 128 this year. Senior Paediatrician K.P Kushwaha said, thirteen new cases have been reported to the state-run BRD Medical College Hospital since yesterday. 124 patients suffering from the disease are undergoing treatment in the hospital. As many as 731 encephalitis cases were reported in hospitals in the region this year. Gorakhpur and Kushinagar are the worst affected districts. The fever is caused by a virus found in pigs and is transferred to humans by mosquito bite. Our Gorakhpur correspondent reports that the cases of Japanese Encephalitis have reduced due to repeated vaccination in about 32 affected districts.

"It is a much relief that the toll due to Japanese Encephalitis has come down but still, the deaths due to water-borne encephalitis are still a matter of worry for the region. This year, only 15% cases of encephalitis have been tested positive for Japanese encephalitis. The water borne encephalitis occurs mainly due to contaminated water and unhygienic conditions. The Uttar Pradesh government has allocated over seven crore rupees for rescue and relief work in the flood-affected areas of the state. Relief Commission K K Sinha said in Lucknow, the allocated amount would be given to the affected nine districts. He said, to distribute relief materials and edibles to people, flood outpost have been setup in all flood-affected districts and areas. Mr. Sinha said, teams of senior doctors of health departments with ambulances have been deployed to check spread of water borne diseases in the affected areas.

The rainfall in the first half of the monsoon season from June to July has been six percent below normal. According to the Met department, the rainfall in the second half of the season from August to September is also likely to be below normal. An official release stated that the overall rainfall might be ninety percent of the long range average. The national capital Delhi, has also experienced an erratic monsoon season this year. The below normal monsoon rainfall might affect the country's agricultural production especially rice, sugar cane, corn, cotton and soyabean. The country might miss the target of record 102 million tonnes rice production in the 2011-12 crop year because of the scanty rains. सरकार देश में डीजल के लिए दोहरी मूल्य व्यवस्था लागू करने पर विचार नहीं कर रही है। वित्त मंत्री प्रणब मुखर्जी ने आज नई दिल्ली में पत्रकारों से कहा कि कर राजस्व प्राप्ति में कमी को पूरा करने के लिए किसी शुल्क में वृद्धि करने का कोई प्रस्ताव नहीं है।
दो दिन पहले श्री मुखर्जी ने लोकसभा में कृषि क्षेत्र के लिए सस्ती दर पर डीजल देने को उचित ठहराया था और कहा था कि कारों में इस्तेमाल किये जाने वाले 15 प्रतिशत डीजल को सब्सिडी नहीं देने पर विचार किया जा सकता है। लेकिन उन्होंने मुद्रा स्फीति में वृद्धि पर चिंता व्यक्त की और कहा कि इससे अर्थव्यवस्था के विकास की रफतार को बनाये रखने में रूकावट पड़ सकती है।
श्री मुखर्जी ने अमरीकी अर्थव्यवस्था की क्रेडिट रेटिंग में गिरावट के बारे में कहा कि इसका नकारात्मक प्रभाव पड़ सकता है, लेकिन चिंता की कोई बात नहीं है। उन्होंने कहा कि भारतीय अर्थव्यवस्था के आधारभूत ढांचे मजबूत हैं और उसके बाजारों में बाहरी नकारात्मक प्रभाव से निपटने की क्षमता है। जवाहर लाल नेहरु विश्वविद्यालय के पूर्व कुलपति प्रोफेसर बी0 बी0 भट्टाचार्य का मानना है कि इससे भारत पर कोई खास असर नहीं पडे+गा।

अमरीकी अर्थव्यवस्था को ट्रिपल-ए से डबल ए-प्लस की श्रेणी देने की क्रेडिट रेटिंग एजेंसी-स्टेंडर्स एण्ड पुअर्स के कदम से पूरे अमरीका को झटका लगा है। इससे विश्व की वित्तीय व्यवस्था के डगमगाने का खतरा भी पैदा हो गया है। वाशिंगटन में अधिकारियों ने अमरीकी मीडिया को बताया कि एजेंसी की रेटिंग पूरी तरह गलत है। अज्ञात सूत्रों के हवाले से कहा गया है कि एजेंसी के विश्लेषण में बीस खरब डालर की गलती पकड़ी गई है।
अमरीका की क्रेडिट रेटिंग को कम करने के बारे में अंतर्राष्ट्रीय प्रतिक्रिया मिली-जुली रही है। चीन ने अमरीका को अपनी ढांचागत ऋण समस्याओं पर ध्यान देने को कहा है। तो जापान, दक्षिण कोरिया और आस्ट्रेलिया ने इस मुद्दे पर शांत रहने का आग्रह किया है।

कांग्रेस ने राष्ट्रमण्डल खेलों के बारे में नियंत्रक और महालेखा परीक्षक - सी ए जी रिपोर्ट के मुद्दे पर दिल्ली की मुख्यमंत्री शीला दीक्षित का बचाव करते हुए कहा है कि उनसे इस्तीफा नहीं मांगा जाएगा।
यू पी ए अध्यक्ष सोनिया गांधी के ऑपरेशन के लिए विदेश जाने के बाद प्रधानमंत्री मनमोहन सिंह की अध्यक्षता में पार्टी के उच्च नेताओं की आज पहली बार एक बैठक हुई। बैठक में वित्त मंत्री प्रणब मुखर्जी, रक्षा मंत्री ए.के. एंटनी, पार्टी महासचिव जनार्दन द्विवेदी और अहमद पटेल मौजूद थे। बाद में पार्टी सूत्रों ने बताया कि श्रीमती शीला दीक्षित के मामले की कर्नाटक के पूर्व मुख्यमंत्री बी. एस. येदियुरप्पा के मामले से तुलना नहीं की जा सकती। दिल्ली की मुख्यमंत्री का समर्थन करते हुए सूत्रों ने बताया कि सी ए जी की रिपोर्ट में उनके खिलाफ कोई गंभीर आरोप नहीं है।

रक्षा मंत्री ए. के. एंटनी की अध्यक्षता में एक मंत्री समूह पिछले साल नई दिल्ली में हुए राष्ट्रमण्डल खेलों के आयोजन में कथित अनियमितताओं के बारे में शुंगुलू समिति की रिपोर्ट की जांच करेगा। पिछले सप्ताह प्रधानमंत्री मनमोहन सिंह ने इसका गठन किया था। इसे पूर्व नियंत्रक तथा महालेखा परीक्षक वी. के. शुंगुलू की उच्चस्तरीय समिति की प्रत्येक सिफारिश पर कार्रवाई सुझाने को कहा गया था। मंत्री समूह से भविष्य में इस प्रकार के आयोजनों के लिए नीतियों और दिशा-निर्देशों की सिफारिश करने को भी गया था। समिति ने अब तक सरकार को राष्ट्रमण्डल खेलों के बारे में छह रिपोर्ट सौंप दी हैं।

कर्नाटक में सदानन्द गौड़ा के मुख्यमंत्री बनने के बाद मंत्रिमंडल के विस्तार के लिए बातचीत जारी है। हमारे संवाददाता का कहना है कि जगदीश शेट्टार के नेतृत्व वाले गुट ने दो उप मुख्यमंत्री पद और बीस कैबिनेट स्तर के मंत्री रखने की मांग की है। भाजपा के उच्च स्तरीय सूत्रों ने बताया कि बातचीत कल भी जारी रहेगी जिसमें मुख्यमंत्री सदानन्द गौड़ा और वरिष्ठ नेता वी एस आचार्य, आर. अशोक और पार्टी प्रदेश अध्यक्ष के. एस. ईश्वरप्पा भाग लेंगे।

कर्नाटक मंत्री परिषद के सदस्यों की अधिकतम संख्या 34 हो सकती है। इन स्थानों को भरने और मुख्य विभाग के बंटवारे को लेकर भाजपा के दोनों गुटों के बीच बातचीत जारी है। पार्टी के राज्यध्यक्ष के एस येदुरप्पा ने बताया कि मंत्रियों के चयन के बारे में दो दिनों में फैसला ले लिया जायेगा। उन्होंने स्वीकार किया कि मंत्री परिषद के गठन में मुश्किलें आई हैं। पार्टी सूत्रों के अनुसार उपमुख्यमंत्री की नियुक्ति के बारे में अभी कुछ तय नहीं हुआ है। सुधीन्द्र आकाशवाणी समाचार बैंगलूरू।

केन्द्र ने पश्चिम बंगाल सरकार को वित्तीय समस्याओं से निपटने के लिए 21 हजार करोड़ रूपये से अधिक की विशेष सहायता देने का फैसला किया है। कोलकाता में आज यह घोषणा करते हुए मुख्यमंत्री ममता बनर्जी ने कहा कि इसमें से नौ हजार दो सौ चालीस करोड़ रूपये अनुदान सहायता के रूप में होंगे और यह पैसा विकास कार्यों पर खर्च किया जाएगा। उन्होंने कहा कि इस वित्तीय सहायता से राज्य सरकार को फिलहाल राज्य की खराब आर्थिक स्थिति से निपटने में मदद मिलेगी।

राष्ट्रपति ने देश में दूसरी हरित क्रान्ति लाने के लिए मौजूदा संस्थागत ढांचे को मजबूत करने की आवश्यकता पर जोर दिया है। श्रीमती प्रतिभा देवी सिंह पाटील ने आज बंगलौर में कृषि विज्ञान विश्वविद्यालय के 45वें दीक्षांत समारोह में शुष्क भूमि में खेती करने पर जोर दिया और कहा कि इससे दूसरी हरित क्रांति का आधार बन सकता है। श्रीमती पाटील ने खेती के प्रति समन्वित दृष्टिकोण अपनाने को कहा। उन्होंने यह भी कहा कि कृषि कार्यों के लिए बड़े पैमाने पर टैक्नोलाजी का इस्तेमाल किया जाना चाहिए। श्रीमती पाटील ने विश्वविद्यालयों से आह्‌वान किया कि वे फसलों के नियोजन, भंडारण, खाद्य टैक्नोलाजी और उनके विभिन्न आयामों के सिलसिले में नए वैज्ञानिक उपायों का पता लगाएं।

मुंबई पुलिस ने पनामा के व्यापारिक जहाज रैक कैरियर के कप्तान और मुख्य इंजीनियर को आज गिरफ्‌तार कर लिया है। यह जहाज बृहस्पतिवार को मुंबई तट के पास समुद्र में डूब गया था। संवाददाताओं से पुलिस के उपायुक्त तानाजी घड़गे ने कहा कि जहाज का मालिक, कप्तान तथा चालक दल के सदस्यों के खिलाफ भारतीय दण्ड संहिता की धारा-336 के तहत एफ आई आर दर्ज की गई है।

तटरक्षक दल के अधिकारियों के अनुसार एमवी रैक जहाज जहां डूबा है उस जगह के आसपास तेल की परत दिखाई दी है। लेकिन वह मामूली है। अधिकारियों का कहना है कि किसी भी जहाज के डूबने के बाद इस तरह की परत दिखाई देती है। जिससे आमतौर पर पर्यावरण का नुकसान नहीं होता है। अधिकारियों ने यह भी स्पष्ट किया है कि फिलहाल एमवी रैक से तेल का रिसाव नहीं हो रहा है और वहां पर लगातार निगरानी रखी जा रही है। इसी बीच जहाज पर लदा हुआ कुछ सामान समुद्री पृष्ठ पर तैरता दिखाई देने के बाद तटरक्षक दल और नौसेना ने उस मार्ग पर जहाजों को सावधानी बरतने को कहा है। उमेश उजगरे आकाशवाणी समाचार मुंबई।

उत्तर प्रदेश के पूर्व मंत्री और राष्ट्रीय लोकदल नेता बाबूलाल चौधरी तथा 37 अन्य लोगों को जेल से रिहा कर दिया गया है। उनकी रिहाई 66 दिन बाद हुई है। सार्वजनिक संपत्ति को कथित रूप से नुकसान पहुंचाने के मामले में उन्हें उस समय गिरफ्‌तार किया गया, जब वे हत्या के एक मामले में दोषियों को पकड़ने की मांग कर रहे थे। पुलिस ने बताया कि इन लोगों को बीस-बीस हजार रूपये के व्यक्तिगत मुचलके पर रिहा किया गया।

अफगानिस्तान में मैदान वारदाक प्रांत में आज तड़के एक सैन्य ऑपरेशन के दौरान एक नाटो हेलीकॉप्टर पर सवार 38 सैनिक मारे गए। अभी यह स्पष्ट नहीं हो पाया है कि इस हेलीकॉप्टर को उग्रवादियों ने मार गिराया था या ऑपरेशन के दौरान यह दुर्घटनाग्रस्त हो गया।

उत्तर प्रदेश में कई इलाकों में मॉनसून की तेज वर्षा हो रही है। घाघरा, शारदा, गंगा और राप्ती नदियां उफान पर हैं। राज्य राहत आयुक्त के अनुसार नौ जिलों के करीब तीन लाख लोग बाढ़ से प्रभावित हुए हैं। राहत कार्य तेज कर दिए गए हैं।

The Government does not propose to introduce a dual pricing mechanism for diesel in the country. Talking to reporters in New Delhi today, Finance Minister Pranab Mukherjee said, the government is also not looking at raising any duties to bridge the short fall in tax revenue. Mukherjee's comment comes two days after defending subsidized diesel to farm sector in the Lok Sabha, while observing that a mechanism can be worked out for not subsidizing 15 percent Diesel supply used by passenger cars. He, however, expressed concern on soaring inflation and said it may come in the way of sustaining our growth momentum. The Downgrading of US' credit rating by Standard & Poor’s from 'AAA' to 'AA+' for the first time in the history has sent shock waves across America, with many fearing this could affect the financial system worldwide. Officials in Washington, however, told US media that the agency's calculations are deeply flawed. Unnamed sources were quoted as saying that a treasury official had spotted a 2 trillion Dollar mistake in the agency's analysis. International reaction to the Downgrading of US credit rating has been mixed. China, the world's largest holder of US debt, had "every right now to demand the United States address its structural debt problems and ensure the safety of China's dollar assets," said a commentary in the official Xinhua news agency. However, officials in Japan, South Korea and Australia have urged a calm response to the downgrade. US President Barack Obama has asked the leaders of both the Republican and Democratic parties to work together to grow the economy and get Americans back to work. US Senate Majority Leader Harry Reid said, the down grading reaffirms the need for a balanced approach to deficit reduction that combines spending cuts with revenue-raising measures.

Congress has defended Delhi Chief Minister Sheila Dikshit on the issue of CAG Report on CWG and said she will not be asked to resign. Party's top brass led by the Prime Minister, Dr. Manmohan Singh today met for the first time after UPA Chairperson Sonia Gandhi went abroad to undergo a surgery. A Group of Ministers headed by Defence Minister A K Antony will examine the Shunglu Committee report on alleged irregularities in the conduct of the Commonwealth Games in New Delhi last year. The GoM was set up by Prime Minister Manmohan Singh last week. It has been asked to recommend the course of action on each of the recommendations of the high-level committee headed by former Comptroller and Auditor General V K Shunglu. The ministerial panel has also been asked to recommend policies and guidelines for future conduct of similar events.

In Karnataka, negotiations continue for expansion of the Cabinet after Sadanand Gowda took over as the Chief Minister. Highly placed sources in BJP said that the faction led by MLA Jagadish Shetter has demanded for two Deputy Chief Minister’s post and 20 cabinet rank ministerial berths. The negotiation will continue tomorrow where Chief Minister Sadanand Gowda and senior leaders - V S Acharya, R. Ashoka and State Party President K S Eeshwarappa - will participate. The new Government in Karnataka can have maximum of 34 ministers in the cabinet. It is understood that two factions within the party are negotiating on the portfolios and number of berths that each side must get. Party President Eeshwarppa has said that this exercise will be completed within a couple of days. He admitted that some problems have emerged in the process of formulating the new Cabinet. The Captain and the chief engineer of Panama flagged vessel MV RAK CARRIER which sank off near Mumbai coast on Thursday, were arrested today in Mumbai and later released on bail by the local court. Officials stated that some drums and light materials have been found floating in the sea which may cause problems to ships passing through the navigational channel. The Defence authorities have issued navigational warning to mariners about this. The 225 metre-long vessel, which was on a voyage from Indonesia to Gujarat was carrying 60,000 tonnes of coal and about 290 tons of fuel oil and 50 tons of diesel. More from our correspondent:

According to coast guard, oil layers were found at the place in the sea where ship MV RAK sank off. However, described the oil layers as very negligible and not capable of causing ecological problems. The officials said that whenever any ship sinks in the sea such oil layers are found however, these are not hazardous to marine life. In Afghanistan, 38 soldiers onboard a NATO helicopter were killed in Maidan Wardak province during a military operation early this morning. The International Joint Command in its press release issued in Kabul today has confirmed the incident but did not specify the number of casualties. Media reports say 31 NATO troops and 7 Afghan soldiers were killed in the incident involving the US Chinook helicopter. However, the Taliban have claimed responsibility for the incident. Though the actual reasons behind this incident will be known after the completion of the ongoing enquiry, yet it is the highest number of the UScasualties recorded in a single incident in a decade long war. The crash site is located in Tangi valley of Maidan Wardak province, known for insurgent activities. In China, Typhoon Muifa is likely to make landfall over Zhejiang Province orShanghai city tonight or tomorrow morning. Shanghai's meteorological station today said there is also a chance that Muifa may brush Shanghai and continue moving northward. Muifa, the ninth typhoon to hit China this year, was located about 630 kilometres from Shanghai at 7 a.m. today and was moving northwestward at a speed of 18 kilometre per hour. Congress president and UPA Chairperson Sonia Gandhi is recovering fast after her surgery in a New York hospital on Thursday. Monsoon maintained its grip over most parts of north India today. In Uttar Pradesh, monsoon rain continues to lash several areas. Ghaghra, Sharda, Ganga and Rapti rivers are in spate. According to state relief commissioner, about 3 lakh population of nine districts has been hit by floods. Rain-related incidents claimed five more lives in Uttar Pradesh. Relief operations have been speeded up. A report:

The people living near the river banks have been shifted to higher places. The river Ghaghra is still playing havoc in Gonda and Barabanki districts. In Uttarakhand, roads leading to Pithouragarh from Tanakpur and Almora hit by landslides were opened this afternoon. Indian archers have settled for three silver medals in the Ogden USA Archery World Cup Stage 3. On the penultimate day yesterday, the Indians figured in three finals and one bronze medal play-off in the recurve section events. But they lost all their matches, due to inconsistency coupled with some sloppy finishes. The country's gold medal hope now rests on women's trio of Jhano Hansdah, Gagandeep Kaur and Manjudha Soy, who have made it to a World Cup final in the compound section for the first time. They will take on the hosts trio of Erika Anschutz, Christie Colin and Jamie van Natta in the summit clash, scheduled later tonight.

Former UP minister and RLD leader Babulal Chaudhary and 37 others have been released after 66 days of custody. They were arrested for allegedly causing damage to public property while demanding arrest of the culprits in a murder case. The arrest took place when they indulged in a clash with police and caused damage to railway tracks on Agra-Jaipur route. Police said they were released on a personal bond of 20,000 rupees.
