राष्ट्रमंडल खेलों से संबंधित नियंत्रक और महालेखा परीक्षक की रिपोर्ट आज लोकसभा में पेश की गई। इसमें खेलों के आयोजन में कथित रूप से अनियमितताएं होने और अधिक खर्च करने के लिए दिल्ली की मुख्यमंत्री के खिलाफ आरोप लगाये गये हैं। रिपोर्ट लोक लेखा समिति को आगे जांच के लिए भेजी जाएगी। रिपोर्ट में कहा गया है कि खेलों से संबंधित विभिन्न वस्तुओं की खरीद के लिए ठेके देने की प्रक्रिया में दिल्ली सरकार ने गंभीर अनियमितताएं कीं तथा इसमें अनावश्यक खर्चो के कई उदाहरण दिये गये हैं। रिपोर्ट में खेलों के आयोजन में गड़बड़ी के लिए दिल्ली विकास प्राधिकरण, दिल्ली नगर निगम, नई दिल्ली नगर पालिका परिषद और लोक निर्माण विभाग समेत अनेक एजेंसियों पर आरोप लगाया गया है।----
राष्ट्रमंडल खेलों के बारे में नियंत्रक और महालेखा परीक्षक - की रिपोर्ट पर दिल्ली की मुख्यमंत्री शीला दीक्षित ने कहा कि उनकी सरकार लोक लेखा समिति में रिपोर्ट पर चर्चा के दौरान पूरा सहयोग करेगी। केबिनेट की बैठक के बाद संवाददाताओं से बात करते हुए रिपोर्ट में लगाये गये आरोपों पर उन्होंने कहा कि उनकी सरकार को रिपोर्ट की प्रति अभी तक नहीं मिली है।सीएजी की रिपोर्ट अभी सदन पटल पर रखी गई है। हमें अभी इसकी प्रति मिलनी है। मैं आप सबको आश्वासन देती हूं जैसे ही सीएजी रिपोर्ट पीएसी के पास स्थापित प्रक्रिया के तहत जाएगी, जो भी विभाग पीएसी के सामने आएंगे और पीएसी के माननीय किसी सदस्य का कोई सवाल होगा तो हम उन्हें पूरी तरह सहयोग देंगे।

सरकार ने कहा है कि राष्ठ्रमंडल खेल घोटाले में शामिल लोगों को बख्शा नहीं जाएगा। केन्द्रीय खेलमंत्री अजय मांकन ने पत्रकारों से कहा कि नियंत्रक और महालेखा परीक्षक की रिपोर्ट में दोषी पाए गए लोगों के खिलाफ जरूरत पड़ने पर सी बी आई और दूसरी जांच एजेंसियां फिर से मामले दर्ज करेगी।----
भारतीय जनता पार्टी ने राष्ट्रमंडल खेल घोटाले में दिल्ली की मुख्यमंत्री शीला दीक्षित के कथित रूप से शामिल होने को देखते हुए त्यागपत्र की मांग की है। पार्टी प्रवक्ता रवि शंकर प्रसाद ने आज नई दिल्ली में मीडिया से कहा कि राष्ट्रमंडल खेलों के आयोजन में वित्तीय अनियमितताओं के बारे में कैग की रिपोर्ट में श्रीमती दीक्षित पर आरोप लगने के बाद उन्हें अपने पद से तत्काल त्यागपत्र दे देना चाहिए।इन सभी जानकारी के परिप्रेश्य में भारतीय जनता पार्टी की मांग है, श्रीमती शीला दीक्षित और अन्य लोगों समेत सभी आला अधिकारियों की भूमिका की जांच होनी चाहिए।

उर्वरक पर नियंत्रक और महालेखा परीक्षक की रिपोर्ट में कहा गया है कि 2003 से 2010 के बीच उर्वरक सब्सिडी पर दो लाख 71 हजार करोड़ रुपये खर्च किये जाने के बावजूद 2004 से पांच वर्षो में उर्वरक के वार्षिक उत्पादन में मात्र पांच करोड़ टन की वृद्धि हुई। आज संसद में रखी गई रिपोर्ट में कहा गया है कि सब्सिडी देने की प्रणाली में बदलाव से भी देश में उर्वरक उत्पादन को कोई खास प्रोत्साहन नहीं मिला।----
देश भर में इस समय 80 हजार मेगावाट बिजली के उत्पादन के लिए काम चल रहा है। पिछले सात साल में 57 हजार मेगावाट बिजली उत्पादन की क्षमता और प्राप्त की गई है। बिजली मंत्री सुशील कुमार शिंदे ने आज लोकसभा में प्रश्नकाल के दौरान ये जानकारी दी।आज देश में इस वक्त 40 हजार, 131 मेगावाट का कैपेसटी एडीशन हो गया है। जो दसवीं पंचवर्षीय योजना में 21 हजार हो गया था, उससे डबल हो गया है। और इसे सदन में बताने में मुझे खुशी है कि साढ़े पांच साल में 57 थाउज+ेन्ड मेगावाट की बिजली निर्माण हो गई है।
उन्होंने कहा कि राजीव गांधी ग्रमाीण विद्युतीकरण योजना के तहत अब तक 98 हजार गांवों में बिजली पहुंचाई गई है।

लोकसभा ने आज 25 हजार 707 करोड़ रुपए की पूरक अनुदान मांगों और इससे संबंधित विनियोग विधेयक वनिमत से पारित कर दिया। वित्तमंत्री प्रणब मुखर्जी ने बहस का उत्तर देते हुए कहा कि अतिरिक्त अनुदान की इसलिए जरूरत पड़ी है, क्योंकि सांसद क्षेत्र विकास योजनाओं पर खर्च बढ़ गए हैं। इसके अलावा आंगनबाड़ी कार्यकर्ताओं को मिलने वाले वेतन तथा भोपाल गैस त्रासदी पीड़ितों को दिए गए मुआवजे में बढ़ोतरी की गई है। वित्तमंत्री ने कहा कि इस साल वित्तीय घाटा सकल घरेलू उत्पाद(जीडीपी) का चार दशमलव छह प्रतिशत होने का अनुमान है।----
अल्फा प्रमुख अरविंद राजखोवा के नेतृत्व में संगठन के आठ सदस्यीय दल ने आज नई दिल्ली में गृहमंत्री पी. चिदम्बरम से मुलाकात की। बाद में श्री राजखोवा ने कहा कि उन्होंने असम की तीन दशक पुरानी उपद्रव की समस्या के सम्मानजनक समाधान खोजने के लिए मांगों की सूची गृहमंत्री को दी है। उन्होंने कहा कि उनके संगठन ने अपनी मांगों में असम के मूल निवासियों की पहचान और भौतिक संसाधनों की सुरक्षा सहित संवैधानिक तथा राजनीतिक व्यवस्था और सुधारों की मांग की है।लगभग चालीस मिनट चली मुलाकात में असम के मुख्यमंत्री तरुण गोगोई भी शामिल थे। बैठक के बाद मुख्यमंत्री ने संवाददाताओं को बताया कि बैठक सद्भावपूर्ण रही और इससे असम में शांति बहाल करने में मदद मिलेगी।
हर कोई असम की भलाई के प्रति चिंतित है तो निश्चित रूप से कानून में या कहीं भी असम के आर्थिक व अन्य विकास के लिए किसी भी परिवर्तन की जरूरत होगी वो होनी चाहिए।

खाद्य सुरक्षा और मानक कानून 2006 आज से देश भर में लागू हो गया है। इस कानून के लागू होने से उपभोक्ताओं को अंतर्राष्ट्रीय मानकों के अनुरूप अच्छे स्तर के खाद्य पदार्थ सुनिश्चित किये जा सकेंगे। आकाशवाणी से विशेष भेंट में भारतीय खाद्य सुरक्षा और मानक प्राधिकरण के मुख्यकार्यकारी अधिकारी वी एन गौड़ ने कहा कि इस अधिनियम में लोगों को खाद्य सुरक्षा की व्यवस्था है।अब इतना काम्पलेक्स सिस्टम हो गया है, प्रोसेस फूड का कन्वेंशम बढ़ गया है, तरह-तरह के नये फूड मार्केट में आते जा रहे हैं। साथ ही साथ नये तरह के पेसिसाइड, इन्सेक्टीवसाइड, कन्टेबिनेशन्स ये सब चीजे भी आती जा रही है। इन सब चीजों को देखते हुए सरकार ने यह व्यवस्था बदल दी है और नया एक्ट पार्लियामेंट ने जो पास किया 2006 में वो आज के दिन लागू हो गया है। इसके अंतर्गत अब सारी जो व्यवस्था है वो फूड सेफ्टी एंड स्टेंडर्ड आथारिटी ऑफ इंडिया एक संस्था जो ऑटोनोमोस संस्थ्ज्ञा बनाई गई है। मिनिस्ट्री ऑफ हैल्थ के अंतर्गत ये सारी व्यवस्था देखेगी।

उच्चतम न्यायालय ने सार्वजनिक क्षेत्र की कंपनी राष्ट्रीय खनिज विकास निगम, को कर्नाटक के बेल्लारी जिले में दो खानों से लौह अयस्क निकालने की अनुमति दे दी है, लेकिन न्यायालय ने ये भी आदेश दिया है कि इन खानों से निकाले गये कच्चे लोहे का निर्यात नहीं किया जाए। कर्नाटक सरकार को लौह अयस्क के बाजार मूल्य के दस प्रतिशत की दर पर रायल्टी मिलेगी।न्यायालय ने लोकायुक्त की रिपोर्ट में खनन के मामले में पूर्व मुख्यमंत्री बी. एस. येडियुरप्पा द्वारा भ्रष्ट तरीके अपनाने के आरोप के बाद इस पर रोक लगा दी थी।

ताजा जनगणना के आंकड़ों के अनुसार नगालैंड में शहरीकरण का विस्तार हुआ है और शहरों की संख्या 9 से बढ़कर 26 हो गई है। राज्य की लगभग 71 प्रतिशत आबादी गांवों में और 29 प्रतिशत शहरों में रहती है। आज जारी आंकड़ों के अनुसार ग्रामीण और शहरी दोनों इलाकों में महिलाओं की सारक्षता दर में 15 प्रतिशत की बढ़ोतरी हुई है।----

अरूणाचल प्रदेश में रातभर हुई भारी वर्षा के कारण चट्टान खिसकने से राष्ट्रीय राजमार्ग 52-ए पर यातायात आज सुबह से बाधित है। हमारे संवाददाता ने बताया है कि ईटानगर को देश के अन्य भागों से जोड़ने वाली एक अन्य सड़क गोहपुर रोड़ पर केवल हल्के वाहन चल रहे हैं।राज्य का लोकनिर्माण विभाग राजमार्ग के मरम्मत के काम में युद्धस्तर पर जुट गया है। राजधानी क्षेत्र के उपायुक्त मुक्तर वासन ने आकाशवाणी को बताया कि मरम्मत के काम में चार से भी ज्यादा दिन लग सकते हैं। उन्होंने कहा कि भारी बारिश के साथ-साथ नागरिकों द्वारा लगातार जमीन का कटाव इन भूस्खलन की बड़ी वजह है। उपायुक्त ने बताया कि राजधानी क्षेत्र में अवैध रूप से मिट्टी के कटाव में संलिप्त पाये जाने वाले लोगों को प्रशासन नोटिंग जारी करेगा। यदि भारी बारिश का यह दौर जारी रहा तो राजधानी क्षेत्र में हालात और मुश्किल हो सकते है।

मुम्बई शेयर बाजार का सेंसेक्स आज 387 अंक से औंधे मुंह गिरा और 14 महीने के निचले स्तर 17 हजार 306 पर पहुच गया। इसे अंतर्राष्ट्रीय बाजारों में आई गिरावट के असर के तौर पर देखा जा रहा है। नेशनल स्टाक एक्सचेज का निफटी भी 121 अंक लुढक कर पांच हजार दो सौ ग्यारह पर पहुंच गया। अमरीकी बाजारों में भारी गिरावट रही है।एशियाई बाजारों में आज कच्चे तेल के भाव गिरे। सितम्बर की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड 92 सेंट सस्ता होकर 85 डॉलर 71 सेंट प्रति बैरल हो गया।
दिल्ली सर्राफा बाजार में आज सोना 70 रूपये मजबूत हुआ, प्रति दस ग्राम सोने की कीमत 24 हजार 350 रूपये रही। चांदी की कीमतों में हालांकि प्रति किलो तीन हजार एक सौ रूपये की गिरावट आई । इसकी कीमत 58 हजार 600 रूपये रही।

The report by the Comptroller and Auditor General of India - CAG - on Common Wealth Games was tabled in the Lok Sabha today. It leveled allegations against the Delhi Chief Minister accusing her of irregularities and overspending in the games.
The report says Delhi government committed lapses and irregularities in the bidding process and blamed several ministries and various agencies including the DDA, MCD, NDMC and PWD for the entire mess. It observed several instances of wasteful expenditure by the Delhi government and civic agencies amounting to the tune of over 100 crores rupees over street scapping and an excess expenditure of over 31 crores rupees on street lighting by MCD, NDMC and PWD. Addressing the media, CAG's Deputy Rekha Gupta said contract management was highly irregular with numerous instances of single tendering, with contracts awarded to ineligible vendors.
The report, also points a finger of suspicion at Organizing Committee of the Games headed by Suresh Kalmadi, now in jail. It alleged that Kalmadi had favoured many companies. The report said the Prime Minister's Office named Kalmadi for appointing as Committee's chief despite objections from the then sports Minister the Late Sunil Dutt.
Reacting to the CAG report about Common Wealth Games, Delhi Chief Minister Sheela Dixit said that her government will fully co operate with Public Accounts Committee, when the report goes to it. On the charges leveled in the report, Dixit told reporters that her government has not got the copy of the report yet, adding that her government will give positive response in this regard.
Dixit was speaking to the media after an unscheduled meeting of the her cabinet.
The government says, all those involved in Commonwealth Games Scam will not be spared. Briefing reporters outside Parliament, Union Sports Minister Ajay Makan CBI and other investigating agencies will register fresh cases against those indicted in the CAG report if required.
The opposition BJP lost no time in training its guns on the Shiela Dixit government. Party spokesman Ravi Shankar Prasad demanded strictest action on the CAG report.

The Delhi High Court today refused permission to the Congress MP,Suresh Kalmadi lodged in Tihar Jail in connection with CWG scam, to attend the ongoing Parliament session. Justice Rajiv Sahai Endlaw dismissed Kalmadi's plea and imposed a cost of one lakh on him to be deposited with the Prime Minister's Relief Fund.

An eight member ULFA team led by Arbind Rajkhowa today met Home Minister P. Chidambaram in New Delhi today. ULFA Chairman Rajkhowa later said that they met the Home Minister and presented a charter of demands to find an honourable solution to Assam's three-decade- old insurgency problem. He said they have demanded Constitutional and political arrangements and reforms, including protection of the identity and material resources of the indigenous population of Assam in their charter of demands.
Assam Chief Minister Tarun Gogoi also attended the meeting, which lasted nearly 40 minutes. Soon after the meeting Gogoi told reporters that it was a cordial meeting aimed at giving fresh impetus to peace in Assam.
Ahead of talks, the leader of pro talk ULFA faction Rajkhowa said they have come with a positive approach and are hopeful about the talks. Yesterday, he had said in Guwahati that they want release of Anup Chetia now held in Bangladesh so that he is able to take part in the talks.

The Supreme Court has allowed State PSU NMDC to operate two of its iron ore mines in Bellary district of Karnataka.The apex court, however, said no part of iron ore extracted by NMDC will be exported. Karnataka will charge royalty at the rate of 10 per cent of the current market value of iron ore. The court had banned mining in the area following Lokayuktha report indicting former Karnatak Chief Minister Yedyurappa of corrupt practices involving the mining firms.

The Act will ensure improved quality of food for the consumers making it at par with the international standards. Speaking exclusively to AIR, Food Safety and Standards Authority of India CEO V N Gaur said, the Act will ensure safe food for people. Mr.Gaur said Food Safety and Standard Act subsumes various central Acts related to Food and Adulteration.

Massive landslides triggered by heavy rainfall overnight has cut off Arunachal from the rest of the country. Movement of vehicles on the main lifeline, National Highway 52-A, popularly known as Banderdewa road has come to a standstill since this morning after a major portion of the highway caved in , around 15 kms from Itanagar. Inter-state passenger bus services have been cancelled and several passengers have been stranded on both sides. We have a report from Itanagar.
Authorities have now restricted flow of traffic on other sections of the National Highway 52-A as smaller but equally devastating slides have occurred at 4-5 other locations. The state PWD is taking up restoration work in full swing. DC Bokar Basar said restoration of the road for plying of light traffic may take 2 days and more than 4 days for heavy vehicles. Banking operations were disrupted across the country today with the employees of public sector and some private sector banks going on a day-long strike. They were protesting against the banking sector reforms. The strike was called by the United Forum of the Bank Union.

Finance Minister Pranab Mukherjee says, the stock market crash is due to factors like poor US economic recovery and Euro Zone debt crisis. Libyan leader Muammar Gaddafi's son, Khamis has been killed in a NATO airstrike in the western town of Zlitan. A spokesman of Libya's rebel forces today said the airstrke also led to the death of some 30 others. Khamis commanded Libya's 32nd Brigade, one of the most reliable Gaddafi forces. The brigade has been deployed in Zlitan, the biggest urban area between Misrata and the capital Tripoli.

Syrian state television has broadcast images from inside the besieged city of Hama. It showed troops and tanks firmly in control of the city center after a five day military offensive. But some residents say shooting and shelling continues in some areas. State TV said 20 soldiers were killed recapturing Hama while activists said dozens of civilians also died. Meanwhile, activists have called for more protests after Friday prayers.

The Supreme Court today asked Delhi Police for to take the investigations into the cash-for-vote scam to its logical conclusion and submit a final report within three weeks. A bench of justices Aftab Alam and R M Lodha regretted that a middleman of the cheapest kind was allowed to derail Parliamentary proceedings. The bench perused the preliminary report of Delhi Police which had claimed that no political leader was involved in the 2008 scam.
Declining to grant 40 days time sought by Delhi Police, the court asked it to submit a final report within three weeks.

A group of ministers on fertilizers today approved decontrol of urea prices. Official soucres said the meeting also allowed the companies to raise rates of the fertilizer upto 10 per cent this fiscal. Urea, the only fertilizer which is till now under government control. The government had partially freed other fertilizers from its control in the last financial year. Urea is the cheapest and the most used fertiliser in the country. Our correspondent reports, the move will help government reduce its subsidy bill. The government spends around 75,000 crore rupees on fertilizer subsidy at present.

The Lok Sabha today passed the Supplementary demands for Grants of 25,707 crore rupees and the relevant Appropriation bill by a voice vote. Replying to the discussion, Finance Minister Pranab Mukherjee said the additional grants were needed because of the increased expenditure on the various counts MPLAD schemes besides the hike in stipend for Anganwadi workers and Compensation paid to Bhopal Gas tragedy victims.

The American space agency NASA is planning to launch a new mission to Jupiter in a few hours time. The un-manned solar powered spacecraft called Juno will take five years to reach the planet, the largest in the solar system. The project's chief scientist said the probe was just part of NASA's exploration programme. Juno is the second in Nasa's so called New Frontiers class missions. The first, New Horizons, was launched towards dwarf planet Pluto in 2006 and should arrive at its target in 2015.

President Pratibha Devisingh Patil today released a commemorative postage stamp on Rashtrapati Bhavan. The postage stamp marks the 80th Anniversary of the commissioning of the building, when the then Governor General of India, Lord Irwin became its first occupant.
