संसदीय समिति ने सरकार से गेहूं और अच्छी किस्म के गैर बासमती चावल के निर्यात पर लगा प्रतिबंध हटाने की प्रक्रिया पर जल्दी फैसला लेने को कहा है। वाणिज्य मंत्रालय से संबद्ध संसद की स्थायी समिति की १९वीं रिपोर्ट में कहा गया है कि देश में भारी मात्रा में अनाज के भंडार को देखते हुए गेहूं और चावल के निर्यात पर लगा प्रतिबंध हटाने के मामले में मंत्रियो के अधिकार प्राप्त समूह को जल्दी फैसला करना चाहिए, क्योंकि भंडारों में उपलब्ध बफर स्टॉक के चलते सरकारी खरीद एजेंसियो को अनाज की, और खरीद, तथा भंडारण के लिए अतिरिक्त दबाव का सामना करना पड़ रहा है।
हमारे संवाददाता ने खबर दी है कि वर्ष २००७ से गेहूं के निर्यात पर रोक लगी हुई है जबकि कुछ अच्छे किस्म के गैर बासमती चावल के निर्यात पर २००८ से पाबंदी है।

वाणिज्य सचिव ने कहा है कि सरकार गैर बासमती चावल के निर्यात के लिए अनुमति दे सकती है। आज होने वाली मंत्रियों के समूह के बैठक में आशा की जाती है कि सरकार और पर सौ डालर प्रति टन के कीमत पर करीब बीस लाख टन गैर बासमती चावल के निर्यात की अनुमति दे देगी। पिछले महीने गैर बासमती चावल के निर्यात पर तीन वर्ष पुराने प्रतिबंध हटा लिया गया था और चार सौ डॉलर प्रति टन के हिसाब से दस लाख टन गैर बासमती चालव के निर्यात की अनुमति दी गई थी। आकाशवाणी समाचार के लिए दिल्ली से मणिकांत ठाकुर।

केन्द्रीय मंत्रिमंडल ने पूर्वोत्तर क्षेत्र विकास मंत्रालय की एक केन्द्रीय योजना को मंजूरी दे दी है। इस नई केन्द्रीय योजना का नाम केन्द्रीय अक्षय संसाधन पूल होगा। ये फैसला नई दिल्ली में प्रधानमंत्री मनमोहन सिंह की अध्यक्षता में केन्द्रीय मंत्रिमंडल की बैठक में किया गया। इससे पूर्वोत्तर क्षेत्र के विकास के लिए अत्यंत महत्वपूर्ण तथा राष्ट्रीय प्राथमिकताओं के अनुरूप परियोजनाओं के लिए पैसा दिया जा सकेगा। सरकार ने एग्री-इंडिया नाम से एक नई कंपनी बनाने के कृषि मंत्रालय के प्रस्ताव को भी मंजूरी दे दी है। ये कंपनी कृषि की पैदावार को बढ़ावा देने के लिए किसानों को विभिन्न वस्तुएं सप्लाई करेगी।

भ्रष्टाचार का पर्दाफाश करने वालों से संबंधित विधेयक के बारे में संसद की स्थायी समिति ने मंत्रिपरिषद, उच्च न्यायपालिका, नियामक अधिकारियों, सशस्त्र बलों और गुप्तचर एजेंसियों को विधेयक के दायरे में शामिल करने की सिफारिश की है। स्थायी समिति के अध्यक्ष अभिषेक मनु सिंघवी ने नई दिल्ली में कहा कि शिकायतकर्ता की पहचान जाहिर होने से रोकने की एक पुख्ता व्यवस्था का सुझाव दिया गया है।
पब्लिक सर्वेन्ट के विरूद्ध जो भी याचिकाएं हैं विशेष तौर से ऐसे रिसीव किया जाए जिससे कि याचक की आई डेन्टीटी मामूल न पड़े यहां गलत काम हो रहा है उसको स्पष्ट रूप से सामने ला सकें। इसके लिए कानूनी समर्थन कैसे मिले, ढांचा कैसे मिले ये उद्देश्य है इस बील का।
समिति ने सुझाव दिया है कि पांच साल से अधिक पुरानी घटनाओं की शिकायतों पर भी विचार किया जाना चाहिये।

उच्चतम न्यायालय ने कहा है कि भ्रष्टाचार से निपटने और प्रशासन में पारदर्शिता और जवाबदेही लाने के लिए नागरिकों को सूचना के अधिकार से संबंधित कानून का सहारा लेने का अधिकार है।
न्यायमूर्ति आर.वी. रवीन्द्रन और न्यायमूर्ति ए.के. पटनायक की पीठ ने कहा कि सूचना के अधिकार अधिनियम से संबंधित प्रावधान कड़ाई से लागू किये जाने चाहिए।
न्यायालय की पीठ ने केंद्रीय माध्यमिक शिक्षा बोर्ड-सीबीएसई की उस दलील को खारिज करते हुए यह बात कही कि छात्रों को जांची गई उत्तर पुस्तिकाओं को देखने का अधिकार नहीं है।

केन्द्रीय मानव संसाधन विकास मंत्री कपिल सिब्बल ने बच्चों के लिए शिक्षा के अधिकार के महत्व को रेखांकित किया है। उन्होंने शिक्षा को बढ़ावा देने पर बल दिया जिससे देश का तेज+ी से विकास हो सके। श्री सिब्बल ने कहा कि बच्चों को पढ़ाई के अलावा अच्छे नागरिक बनने पर भी ध्यान देना चाहिए। कल नई दिल्ली में नए केन्द्रीय विद्यालय की स्थापना के आधारशिला कार्यक्रम में श्री सिब्बल ने कहा कि बारहवीं पंचवर्षीय योजना में मानव संसाधन विकास मंत्रालय ने जम्मू-कश्मीर और नक्सल प्रभावित क्षेत्रों सहित देश में और केन्द्रीय विद्यालय स्थापित करने की योजना बनाई है।

कोच्चि में राष्ट्रीय जांच एजेंसी-एनआईए की अदालत कोझिकोड बम विस्फोट मामले में दोषी पाये गए दो व्यक्तियों को आज सजा सुनाएगी। अदालत ने थडियान्तेविदे नासिर और शफाज+ को कल सभी आरोपों का दोषी करार दिया था। अदालत ने इस मामले से जुड़े दो अन्य लोगों को बरी कर दिया।
केरल में किसी आतंकी मामले में राष्ट्रीय जांच एजेंसी की जांच के आधार पर सुनाई गई सजा का यह पहला मामला है। ये बम विस्फोट ३ मार्च २००६ को कोझिकोड में केरल राज्य सड़क परिवहन निगम के कार्यालय और बस अड्डे पर हुए थे।

ब्रिटेन के प्रधानमंत्री डेविड कैमरन ने देश में दंगों की स्थिति से निपटने के लिए कड़े उपायों की घोषणा की है। उन्होंने हिंसा पर रोक लगाने के लिए पुलिस बलों को और अधिकार देने का वायदा किया। श्री कैमरन ने दंगाइयों को कठोर शब्दों में चेतावनी देते हुए कहा कि उन्हें पकड़ा जाएगा और उनकी गतिविधियों के लिए आरोप तय किये जाने के बाद उन्हें दंडित किया जाएगा।

प्रधानमंत्री मनमोहन सिंह ऑस्ट्रेलिया में होने वाले राष्ट्रमंडल देशों के शासनाध्यक्षों के सम्मेलन में हिस्सा नहीं लेंगे। इस सम्मेलन में भारत का प्रतिनिधित्व उप राष्ट्रपति मोहम्मद हामिद अंसारी करेंगे। सूत्रों ने बताया कि श्री अंसारी २८ से ३० अक्तूबर तक पर्थ में होने वाले ५३ देशों के इस शिखर सम्मेलन में हिस्सा लेंगे। प्रधानमंत्री के इस सम्मेलन में शामिल न होने का कोई कारण नहीं बताया गया है।

सरकार ने लोगों कीे सलाह दी है कि वे इराक में किसी तरह की नौकरी का प्रस्ताव स्वीकार करते समय बेहद सावधानी बरतें। विदेश मंत्रालय के प्रवक्ता ने नयी दिल्ली में कहा कि यह आवयश्क है कि सचेत रहा जाय और नौकरी का प्रस्ताव स्वीकार करने से पहले भर्ती कराने वाले एजेंट के क्रिया कलाप की पुष्टि और नियोक्ता के साख की जांच कर ली जाए।

उत्तर प्रदेश के कई जिलों में भारी बारिश के कारण अनेक नदियां उफान पर हैं।

A Parliamentary panel has asked the government to expedite the decision on lifting the ban on export of wheat and premium quality non-basmati rice, while expressing displeasure over the wastage of foodgrain. AIR correspondent reports, the Parliamentary Standing Committee on Commerce in its 19th report said, the Empowered Group of Ministers should expedite the decision on the possibility of export of wheat and rice in view of the huge availability of stocks over and above the buffer stocks and increasing pressure on procuring agencies on account of storage.
The Commerce Secretary has said that the Government may allow exports of additional quantity of non-basmati rice. The Commerce Ministry is understood to have proposed export of an additional two million tonnes of non-basmati rice at a minimum export price of 500 dollars a tonne. An Empowered Group of Ministers is expected to consider this proposal today. Last month, the Centre had lifted an over three-year old ban on non-basmati rice exports and had permitted shipments of one million tonne of the item at a minimum export price of 400 dollars a tonne. In a bid to augment domestic supplies, the Government had in 2007 banned private companies from exporting wheat and non-basmati rice in 2008. Currently, the government godowns have bulging foodgrains stock of 61.27 million tonnes so far this year, as against the buffer and strategic requirement of 21.2 million tonnes. The government has covered facilities to store only 44 million tonnes and the rest is kept in open areas.

The Union Cabinet has approved a proposal of Ministry of Development of North Eastern Region for introduction of a new Central Sector Plan Scheme titled "Non-Lapsable Central Pool of Resources". The purpose of this proposal is to make funds available for projects which are critical to the development of the north eastern region and are in accordance with national priorities. The Cabinet met in New Delhi last evening under the chairmanship of Prime Minister Dr. Manmohan Singh.
The cabinet also approved the proposal of Agriculture Ministry for setting up of a new company called AGRINDIA for making various agricultural inputs available to the farmers for boosting agriculture. AGRINDIA will be a registered company fully owned by the government. The company will have a share capital of one hundred crore rupees and initial paid up capital of fifty crore rupees. The company would be made functional within four months. The Cabinet Committee on Economic Affairs (CCEA) gave its approval for the disinvestment of ten percent of total paid up equity of National Buildings Construction Corporation Limited out of its holding through Initial Public Offering in the domestic market. The Government holds hundred per cent of the equity in the company at the moment. The disinvestment will lead to NBCC listing its shares in the Stock Exchanges.

The Supreme Court has said citizens have a right to invoke the Right to Information Act to fight corruption and bring in transparency and accountability in the administration. A bench of justices R V Raveendran and A.K. Patnaik said that the provisions of RTI Act should be enforced strictly and all efforts should be made to bring to light the necessary information under clause(b)of section 4(1) of the Act which relates to securing transparency and accountability in the working of public authorities and in discouraging corruption. The bench made the remarks while dismissing the Central Board of Secondary Education's plea that students have no right to examine their evaluated answer s. The apex court however, said that the Act should not be misused for extracting impractical information in an indiscriminate manner.

Union Minister for Human Resource Development Kapil Sibal has underlined the importance of right to education for children. He called for expansion of education so that the country can grow faster. Mr. Sibal urged the children to think beyond studies and strive to become good citizens. Mr. Sibal was speaking at the foundation stone laying function for a new Kendriya Vidyalaya in New Delhi yesterday. The Minister further added that in the 12th Five-year plan the HRD Ministry is also planning to open more kendriya vidayalayas in the country including in the naxal and terrorist affected areas of Jammu and Kashmir.

In West Bengal, former CPI(M) Minister and MLA Sushanto Ghosh was arrested on charges of recovery of Skeleton of some Trinamul Congress workers at Garbeta in West Midnapur district. A local court of Midnapur district has remanded Ghosh for seven days CID custody last night. Seven skeletons of Trinamul Congress supporters were recovered from Ghosh's ancestral house at Garbeta.

The Indian Coast Guard's pollution control vessel, ICGS Samudra Prahari, along with two other vessels, ICGS Varuna and ICCS Kamla Devi, continued to combat the oil spill from the sunken ship MV Rak Carrier off the Mumbai coast. A press release issued by the Coast Guard said that the oil slick had reduced and remained localised to 3 sq km from the wreckage site. However, a Coast Guard helicopter and Dornier aircraft, which undertook an aerial assessment of the oil spill, found broken streaks and sheen of oil eight nautical miles away from the sunken vessel. According to Coast Guard estimate, as much as 150 tons of oil has leaked from the sunken ship. Our correspondent reports that the aerial surveillance also spotted a minor reduction in the rate of spillage.
Coast guard officials have said that the oil slick from sunken cargo vessel M V Rak off the Mumbai coast has reduced considerably. A press release issued by the defence wing of Coast guard yesterday said, while no fresh patches were observed near Madh Island, four shiny patches were seen around five nautical miles off Mahalaxmi Temple. Fresh patches of oil have also been observed near INS Kunjali at Colaba in South Mumbai. The Maharashtra Pollution Control Board (MPCB) also informed that no fresh oil spills were found on city beaches such as Juhu, Gorai and Marve. A press release issued by the DG Shipping said that ONGC Diving Support vessel is at the site with the divers. They have marked the wreck with three markers. The diving operations will take place when favorable weather and tide conditions are available.

In Uttar Pradesh, several rivers are still in spate due to heavy and incessant rain in many districts of the state. Our correspondent reports that while Ghaghra is receding in Barabanki, Gonda and Ayodhya, the level of Ganga and Yamuna has started rising at several places endangering nearby population.
The city life has been badly hit due to heavy rain in Varanasi, Ballia and Allahabad. According to Met office, three to five centimetres of rainfall has occurred in these places during past 24 hours. People had difficulty as knee deep water logged in various localities. The river Ganga has crossed the danger mark in Ghazipur while the river water has entered the city in Varanasi at Dasaswamedh Ghat. The Met office has predicted monsoon to remain fully active during next three four days.

British Premier David Cameron has unveiled vigorous measures to tackle the country's worst riots in decades. He promised extra powers to police to quell the violence. Cameron warned rioters that they will be tracked down, charged and punished for what they have done.
We are acting decisively to restore order on our streets, to support the victims of this terrible violence, and to look at the deeper problems that have led to such a hardcore young people to decide to carry out such appalling criminality. Good progress is being made in restoring order to the streets of London and other cities around our country.
The police have arrested 1,300 trouble-makers so far and prevented further chaos. Police raided houses to hunt down masked youths blamed for unrest. Meanwhile, calm prevailed in London and other affected areas in northeastern and southeastern England.

Government has advised people to be very careful while accepting any job offer from Iraq. An External Affairs Ministry spokesman said in New Delhi that it is important to exercise due diligence and verify the antecedents of the recruiting agents and the credentials of the employer before accepting any job offer. He reiterated that the External Affairs Ministry and the Embassy of India is doing everything possible to assist Indian nationals who have been lured to work in Iraq and are keen to return home.

 वित्त मंत्री प्रणव मुखर्जी ने कहा है कि देश में बैंकिंग क्षेत्र का विस्तार किया जा रहा है ताकि ज्यादा से ज्यादा ग्रामीण क्षेत्रों को इसके तहत लाया जा सके। आज लोकसभा में पूरक प्रश्नों का उत्तर देते हुए उन्होंने कहा कि दो हजार से अधिक की आबादी वाले सभी गांवों में चालू वित्त वर्ष के अंत तक बैंकिंग सुविधाएं उपलब्ध हो जायेंगी। उन्होंने कहा कि कम आबादी वाले गांवों में भी बाद में ये सुविधाएं उपलब्ध होंगी। श्री मुखर्जी ने कहा कि देश में सहकारी बैंकों को भी मजबूत किया जा रहा है। उन्होंने कहा कि हर वर्ष बैंकों की पांच हजार शाखाएं खोली जाती हैं। वित्त मंत्री ने कहा कि आयकर रिफन्ड के दावे नियमित रूप से निपटाये जा रहे हैं। उन्होंने स्वीकार किया कि कुछ मामलों में किसी कठिनाई के कारण समय पर रिफन्ड जारी नहीं किये जा सकते। उन्होंने कहा कि आयकर रिटर्न में सही पैन नम्बर दर्ज न किये जाने के कारण ऐसा होता है। श्री मुखर्जी ने सदन को सूचित किया कि आयकर विभाग इस पूरी प्रक्रिया पर लगातार नजर रखता है ताकि रिफन्ड जारी करने में देरी से बचा जा सके।

वित्तमंत्री ने आज लोकसभा में कहा कि ईरान से भारत को तेल आपूर्ति के भुगतान को लेकर जो समस्या थी, उसे हल कर लिया गया है। पूरक प्रश्नों के जवाब में श्री प्रणब मुखर्जी ने कहा कि कुछ समय के अंदर बकाया राशि का भुगतान कर दिया जाएगा। उन्होंने इस बात से इंकार किया कि ईरान ने भुगतान में देर होने पर तेल आपूर्ति रोकने की धमकी दी है। श्री मुखर्जी ने सदन को सूचित किया कि भारत का कुल विदेशी मुद्रा भंडार उसके विदेशी ऋण से ज्यादा है।

इस समय हमारा कुल विदेशी ऋण ३५० अरब ९० करोड़ डॉलर है जबकि हमारी विदेशी मुद्रा भण्डार ३१९ अरब डॉलर है। ऐसा कम होता है कि विदेशी मुद्रा भण्डार विदेशी ऋण से ज्यादा है।

 सरकार ने कहा है कि चालू वित्त वर्ष में कृषि और उससे सम्बद्ध क्षेत्रों की वृद्धि दर छह दशमलव छह प्रतिशत रहने का अनुमान है। आज राज्यसभा में कृषि मंत्री शरद पवार ने कहा कि पिछले छह वर्षों में यह सबसे अधिक वृद्धि दर होगी। उन्होंने कहा कि २००९-१० में देश में जबर्दस्त सूखे के बावजूद कृषि क्षेत्र में शून्य दशमलव चार प्रतिशत वृद्धि दर्ज की गई। उन्होंने कहा कि २००२-०३ में सूखे के कारण कृषि क्षेत्र में गिरावट आई थी। श्री पवार ने कहा कि कृषि विकास दर बढ़ाने के लिए उनके मंत्रालय ने कई योजनाएं शुरू की हैं। इनमें राष्ट्रीय खाद्य सुरक्षा मिशन और समन्वित तिलहन योजना शामिल है। उन्होंने कहा कि देश के पूर्वी हिस्सों में हरित क्रान्ति लाने के लिए दो नये कार्यक्रम भी शुरू किये गये हैं।

इस बीच, खाने पीने की वस्तुओं के बारे में अधिकार प्राप्त मंत्रिसमूह की आज नई दिल्ली में बैठक हो रही है, जिसमें चीनी के अधिक निर्यात की अनुमति देने और गेहूं के निर्यात से रोक हटाने पर फैसला किया जाएगा। सरकार ने इस वर्ष खुले सामान्य लाइसेंस के तहत अब तक दो बराबर खेपों में दस लाख टन चीनी के निर्यात की अनुमति दी है। देश में चीनी के बड़े भंडार और विश्व बाजार में उसकी अधिक कीमतों को देखते हुए चीनी उद्योग सरकार से दस लाख टन अतिरिक्त चीनी के निर्यात की अनुमति देने की मांग कर रहा है। महाराष्ट्र के लगभग सभी राजनीतिक दलों ने निर्यात को मंजूरी देने की मांग की है ताकि चीनी मिलें गन्ना किसानों को भुगतान कर सकें।
 इससे पहले, खाद्य मंत्री के वी थॉमस ने कहा था कि वर्तमान मौसम में १५ मई तक इन मिलों पर किसानों की २५ करोड़ ९० लाख रूपये से अधिक राशि बकाया है।
हमारे संवाददाता ने खबर दी है कि एक तरफ जहां कृषि मंत्रालय और अधिक निर्यात की अनुमति देने के पक्ष में है, वहीं खाद्य मंत्रालय  इसका फैसला सितम्बर तक टालना चाहता है, जब चीनी के भंडार की सही स्थिति का पता लग सकेगा और अगले मौसम के उत्पादन की संभावना भी स्पष्ट हो जाएगी। माना जा रहा है कि वित्तमंत्री प्रणब मुखर्जी की अध्यक्षता वाला मंत्रिसमूह इस पर विचार करेगा।

 सरकार ने आज बताया कि एक विशेषज्ञ समिति विभिन्न प्रकार के सॉफ्ट और एनर्जी डिं्रक्स में कैफीन होने की छानबीन कर रही है। स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने आज लोकसभा में बताया कि यह समिति एक साल में रिपोर्ट दे देगी। श्री आजाद ने कहा कि नियमों का उल्लंघन करने वालों के खिलाफ कार्रवाई की जाएगी। स्वास्थ्य मंत्री ने स्वीकार किया कि कैफीन की अधिक मात्रा वाले सॉफ्ट और एनर्जी डिं्रक्स पर पाबंदी लगाने के लिए इस समय कोई कानून नहीं है।
 इससे पहले कई सदस्यों ने सेहत को नुकसान पहुंचाने वाले सॉफ्ट और एनर्जी ड्रिंक्स बाजार में मिलने पर चिंता व्यक्त की।

सरकार ने कहा है कि देश के सभी राज्यों के शिक्षा बोर्डों के पाठ्यक्रमों में समानता लाना बहुत मुश्किल है। मानव संसाधन विकास मंत्री कपिल सिब्बल ने राज्यसभा में पूरक प्रश्नों के उत्तर मे कहा कि देश के सभी तीस शिक्षा बोर्ड विज्ञान तथा वाणिज्य के पाठ्यक्रमों को एक समान करने पर सहमत हो गए हैं। मानव संसाधन विकास राज्यमंत्री डी. पुरंदेश्वरी ने कहा कि सरकार यह सुनिश्चित करेगी कि देश का कोई भी बच्चा निरक्षर न रहे। लेकिन उन्होंने कहा कि सरकार ने माध्यमिक शिक्षा को निःशुल्क और अनिवार्य रूप से प्रदान करने के बारे में अभी कोई फैसला नहीं लिया है। उन्होंने सदन को बताया कि केन्द्रीय शिक्षा सलाहकार बोर्ड ने इस वर्ष जून में अपनी बैठक में माध्यमिक स्तर पर बच्चों को निःशुल्क और अनिवार्य शिक्षा देने का कानून लागू करने की सिफारिश की थी।

सरकार ने कहा है कि देश के शैक्षिक रूप से पिछड़े सभी ३७४ जिलों में आदर्श डिग्री कॉलेज स्थापित करने के लिए केन्द्रीय सहायता उपलब्ध कराने की एक नई योजना शुरू की गई है। आज राज्यसभा में एक प्रश्न के उत्तर में मानव संसाधन विकास राज्यमंत्री डी० पुरंदेश्वरी ने कहा कि ये कॉलेज ऐसे स्थानों पर स्थापित किये जायेंगे, जहां उच्च शिक्षा के लिए सकल दाखिला अनुपात, राष्ट्रीय सकल दाखिला अनुपात से कम है। उन्होंने सदन को सूचित किया कि सन्‌ २००९ में सरकार ने १६ नये केन्द्रीय विश्वविद्यालय स्थापित किये थे। इनमें ओडीशा, झारखंड, बिहार और राजस्थान में खोला गया एक-एक विश्वविद्यालय शामिल है। सुश्री पुरंदेश्वरी ने कहा कि सरकार ने बिहार, राजस्थान और ओडीशा में नये भारतीय प्रौद्योगिकी संस्थान भी खोले हैं। इनके अलावा १० नये राष्ट्रीय प्रौद्योगिकी संस्थान भी खोले गये हैं। इनमें अरूणाचल प्रदेश, सिक्किम, मेघालय, नागालैण्ड, मणिपुर और मिजोरम में खोला गया एक-एक संस्थान शामिल है।

सरकार ने कहा है कि नया कम्पनी विधेयक संसद के मौजूदा मॉनसून सत्र में पेश किया जा सकता है। आज नई दिल्ली में एक समारोह में कम्पनी मामलों के मंत्री एम० वीरप्पा मोइली ने कहा कि यह विधेयक केन्द्रीय मंत्रिमंडल के पास मंजूरी के लिए भेजा गया है। उन्होंने कहा कि कॉरपोरेट जगत का कामकाज सुचारू रूप से चलाने के लिए इस विधेयक में इस क्षेत्र से सम्बन्धित विभिन्न मुद्दे शामिल किये जायेंगे। उन्होंने कहा कि सरकार कॉरपोरेट क्षेत्र के लिए पूरा योगदान देना चाहती है। उन्होंने कहा कि कॉरपोरेट जगत और लोगों के बीच विश्वास की कमी को दूर करने की आवश्यकता है।

 देश में इस साल जून महीने में औद्योगिक विकास आठ दशमलव आठ प्रतिशत रहा है। औद्योगिक विकास में यह वृद्धि विनिर्माण क्षेत्र में तेजी के कारण हुई है। पिछले साल जून में औद्योगिक विकास, औद्योगिक उत्पादन सूचकांक के हिसाब से सात दशमलव चार प्रतिशत रहा था। मौजूदा वित्त वर्ष की पहली तिमाही में औद्योगिक उत्पादन सूचकांक छह दशमलव आठ प्रतिशत बढ़ा जबकि पिछले साल अप्रैल से जून महीने में यह नौ दशमलव छह प्रतिशत था। विनिर्माण क्षेत्र का हिस्सा इस सूचकांक में ७५ प्रतिशत से भी अधिक रहता है। सरकार द्वारा आज नई दिल्ली में जारी आंकड़ों के अनुसार  विनिर्माण क्षेत्र जून २०११ में दस प्रतिशत बढ़ा जबकि पिछले साल इसी महीने इसका विकास सात दशमलव नौ प्रतिशत रहा था।
 इस बीच इस साल मई के लिए औद्योगिक विकास के आंकड़े को संशोधित कर इसे  पांच दशमलव नौ प्रतिशत कर दिया गया है। अस्थायी आंकड़ा पांच दशमलव छह प्रतिशत था।

 सरकार ने कहा है कि दो सौ से अधिक संवेदनशील और महत्वपूर्ण रेलवे स्टेशनों पर समन्वित सुरक्षा प्रणाली लगाई जा रही है। आज राज्यसभा में एक प्रश्न के उत्तर में रेल मंत्री दिनेश त्रिवेदी ने कहा कि इसमें क्लोज+ सर्किट टेलीविजन कैमरों से निगरानी और तोड़फोड़ रोधी जांच शामिल है। उन्होंने कहा कि रेलवे सुरक्षा बल कानून में संशोधन पर विचार किया जा रहा है, जिससे रेलवे सुरक्षा बल यात्रियों से सम्बन्धित अपराधों से ज्यादा कारगर ढंग से निपट सकेगा। श्री त्रिवेदी ने कहा कि उनका मंत्रालय रेलवे सुरक्षा बल को मजबूत कर रहा है। इसके लिए कांस्टेबलों के करीब  १२ हजार और सब-इन्सपेक्टरों के पांच सौ पदों को भरने की प्रक्रिया शुरू की गई है। रेलगाड़ियों में रेल कर्मचारियों के व्यवहार से सम्बन्धित शिकायतों के बारे में उन्होंने कहा कि इस पर कड़ी नजर रखी जा रही है।

मध्यप्रदेश उच्च न्यायालय ने महाराष्ट्र प्रदूषण नियंत्रण बोर्ड को भोपाल में बंद पड़ी यूनियन कार्बइड फैक्टरी से अगले तीन दिन के अन्दर ज+हरीले कचरे के नमूने लेने का निर्देश दिया है। न्यायालय ने बोर्ड को १५ दिन के अन्दर इन नमूनों का विश्लेषण करने को कहा है।  न्यायालय ने नमूने एकत्र करने के लिए दो और महीने का समय दिये जाने के महाराष्ट्र सरकार और महाराष्ट्र प्रदूषण नियंत्रण बोर्ड के अनुरोध को नामंजूर कर दिया और बोर्ड को २९ अगस्त तक इस बारे में व्यापक रिपोर्ट देने को कहा। पिछले महीने न्यायालय ने मध्यप्रदेश सरकार को कार्बइड फैक्टरी का ज+हरीला कचरा नष्ट करने के लिए नागपुर के रक्षा अनुसंधान और विकास संगठन में भेजने पर अगले आदेश तक रोक दिया था। अदालत ने इस बारे में महाराष्ट्र सरकार और महाराष्ट्र प्रदूषण नियंत्रण बोर्ड की याचिकाएं भी स्वीकार कर ली थी। महाराष्ट्र सरकार ने इस आधार पर याचिका दायर की थी कि इस सिलसिले में महाराष्ट्र प्रदूषण बोर्ड से कोई पूर्व मंजूरी नहीं ली गई है।

 कोच्चि में राष्ट्रीय जांच एजेंसी एन.आई.ए. की विशेष अदालत ने कोजीकोड में दो विस्फोटों के  मामले में टी. नासिर और शफाज को उम्र कैद की सजा सुनाई है। अदालत ने नासिर पर एक लाख ६० हजार रूपये और शफाज पर एक लाख १० हजार रूपये का जुर्माना भी लगाया है।
 इन दोनों को अदालत ने कल इस मामले में दोषी पाया था। यह मामला तीन मार्च २००६ को कोजीकोड में केरल राज्य परिवहन के बस स्टैंड और मुफस्सिल बस स्टैंड पर हुए बम विस्फोटों से संबंधित है। वर्ष २००३ में मराड हिंसा के सिलसिले में गिरफ्‌तार लोगों की जमानत याचिका नामंजूर होने के विरोध में ये विस्फोट किए गए थे।
 देश में एनआईए द्वारा उठाया गया यह पहला मामला है, जिसमें अभियुक्तों को सजा सुनाई गई है।

महाराष्ट्र के गृहमंत्री आर० आर० पाटिल ने आज राज्य विधान परिषद को सूचित किया कि मावल फायरिंग मामले में इन्सपेक्टर अशोक पाटिल और सहायक इन्सपेक्टर गणेश माणे सहित दो पुलिस अधिकारियों को निलम्बित कर दिया गया है। इसके अलावा मुम्बई पुणे एक्सप्रैस मार्ग पर आन्दोलन के दौरान पथराव और लाठीचार्ज करके निजी वाहनों को नुकसान पहुंचाने के लिए तीन से चार पुलिस अधिकारियों को निलम्बित किया गया है।
 इस बीच, आज सुबह मुम्बई में महाराष्ट्र विधानमंडल के विपक्षी दलों के ७० सदस्यों के शिष्टमंडल ने राजभवन में राज्यपाल के० शंकर नारायण से मुलाकात की और मावल फायरिंग घटना को लेकर राज्य सरकार को    बर्खास्त करने की मांग की।
 महाराष्ट्र के मुख्यमंत्री पृथ्वी राज चव्हाण ने राज्यपाल से भेंट की और उन्हें मावल फायरिंग घटना के बारे में जानकारी दी। राज्य सरकार इस    घटना की न्यायिक जांच के आदेश पहले ही दे चुकी है। मंगलवार को पुणे के निकट मावल में पुलिस फायरिंग में तीन लोग मारे गये थे और कई लोग घायल हो गये थे। औद्योगिक शहर पिम्परी-चिन्चवाड़ा को पानी की आपूर्ति करने की बंद पड़ी पाइपलाइन परियोजना को लेकर विरोध प्रदर्शनों के बाद यह घटना हुई।

 राष्ट्रीय अनुसूचित जाति आयोग के अध्यक्ष पी० एल० पूनिया ने कहा है कि आरक्षण फिल्म से आपत्तिजनक संवाद हटाने के बाद ही इसका प्रदर्शन किया जाना चाहिए। संसद के बाहर संवाददाताओं से बातचीत में श्री पूनिया ने कहा कि आयोग की चिन्ताएं सही हैं और वे इस मुद्दे का राजनीतिकरण नहीं कर रहे हैं।

फिल्म देखने के बाद जो उचित समझा कि यह दलित के भावनाओं को ठेस पहुंचाएगा तो हमने सीधे सेंसर बोर्ड को ही लिखा कार्रवाई करने के लिए। हम बीच में कहीं नहीं आते कि सेंसर बोर्ड को ही कार्रवाई करनी है और जहां तक कह रहे हैं कि राजनीति कर रहे हैं, हम राजनीति बिल्कुल नहीं कर रहे हैं।
 भाजपा प्रवक्ता शाह नवाज हुसैन ने कहा है कि आरक्षण, महज+ एक फिल्म है और इस मुद्दे को बेवजह तूल नहीं देनी चाहिए।

जब सेंसर बोर्ड गर्वनमेंट बनाती है तो उस पर फिर पोलिटीशियन अलग से राय दें यह सही नहीं है, विचार की अभिव्यक्ति है। यहां जो कास्ट सिस्टम है वह एक सच्चाई है और उस पर अगर कोई कलाकार फिल्म बनाता है तो उस हाय तौबा मचाने की जरूरत नहीं है।
 जनता दल युनाइटेड के अध्यक्ष शरद यादव ने कहा है कि हर किसी को अपने विचार व्यक्त करने का अधिकार है और इस मुद्दे से केवल सैंसर बोर्ड को ही निपटना चाहिए।

मुरादाबाद शहर में अगले आदेशों तक शिक्षण संस्थाएं बंद रहेगी। पिछले मंगलवार को दो समुदायों के बीच भड़की हिंसा के सिलसिले में पूछताछ के लिए कई लोगों को हिरासत में लिया गया है। इस सिलसिले में पुलिस दल चार आपराधिक मुकदमों के सिलसिले में ५८ व्यक्तियों को अभी तक गिरफ्‌तार किया गया है। राज्य के अपर पुलिस महानिदेशक सुरक्षा स्थिति पर निगाह रखने के लिए वहां कैम्प कर रहे हैं। कर्फ्‌यू ग्रस्त इलाकों में शांति बनाए रखने के लिए केन्द्रीय अर्धसैनिक बलों की सात कंपनियों सहित सुरक्षा कर्मियों की २५ कंपनियां तैनात की गई हैं। बीती रात को कहीं से किसी अप्रिय घटना का समाचार नहीं है। अराजक तत्वों पर निगाह रखने के लिए एक हेलीकॉप्टर भी लगाया गया है और कर्फ्‌यू ग्रस्त इलाकों के साथ-साथ आसपास के इलाकों में सुरक्षा कर्मियों की गस्त बढ़ा दी गई है।

 उत्तर प्रदेश के पूर्वी और मध्य भागों में भारी वर्षा जारी है। गंगा और यमुना के जलग्रहण क्षेत्रों में भारी वर्षा के कारण इन नदियों का जल स्तर बढ़ रहा है। गाजीपुर और बलिया में गंगा खतरे के निशान से ऊपर बह रही है। गोंडा, बाराबंकी और अयोध्या में घाघरा नदी का पानी खतरे के निशान से नीचे आया है। इन जिलों में बाढ़ की स्थिति कुछ सुधरी है। दो हजार से अधिक गांवों में दो लाख से अधिक लोग बाढ़ से प्रभावित हुए हैं। हमारे संवाददाता ने खबर दी है कि कई जिलों में भारी वर्षा के कारण सामान्य जनजीवन बुरी तरह प्रभावित हुआ है।

भारी वर्षा के कारण वाराणसी, बलिया और इलाहाबाद में शहरी जन-जीवन अस्त-व्यस्त हो गया है। पिछले २४ घंटो के दौरान इन जिलों में तीन से पांच सेंटीमीटर वर्षा रिकार्ड की गई है। शहरी इलाकों में घूटने तक पानी जमा हो जाने से आने जाने में परेशानी का सामना करना पड़ा। गोंडा, बाराबंकी, पीलीभीत और दूसरे बाढ़ प्रभावित जिलों में प्रशासन प्रभावित लोगों को राहत प्रदान कर रहा है। मवेशियों का टीकाकरण भी बड़े पैमाने पर किया जा रहा है। मौसम विभाग ने प्रदेश में अगले तीन चार दिनों तक मॉनसून के पूरी तरह सक्रिय रहने की संभावना व्यक्त की है। सलमान हैदर आकाशवाणी समाचार गोरखपुर।

 उत्तराखंड में टिहरी जिले के मोलधार गांव में थटयुद के नजदीक बादल फटने से पांच लोगों की मौत हो गयी है। एक व्यक्ति घायल हुआ है। आपदा प्रबंधन केन्द्र के अनुसार ये लोग एक मकान के नीचे दब गए। बचाव कार्य जारी हैं। राज्यपाल माग्रेट अल्वा ने इस घटना पर दुःख व्यक्त किया है।

 असम में स्वतंत्रता दिवस समारोह की तैयारियों के बीच बाधा डालने के प्रतिबंधित संगठनों के इरादों को नाकाम करने के लिए सुरक्षा बलों को हाई अलर्ट पर रखा गया है। पूरे राज्य में खुफिया सूचनाओं के समन्वय और सुरक्षा जांच का काम तेज कर दिया गया है। उग्रवादी संगठनों की गतिविधियों पर नजर रखने के लिए अतिरिक्त सुरक्षाकर्मी तैनात किए गए हैं। उत्तर-पूर्व फ्रंटियर रेलवे ने १३ अगस्त की शाम छह बजे से १७ अगस्त को सुबह पांच बजे तक यात्री गाड़ियों का परिचालन बंद कर दिया है। इस दौरान ३६ रेलगाड़ियां रद्द की गयी हैं और १८ को गन्तव्य से पहले ही विभिन्न स्टेशनों पर रोकने के आदेश दिए गए हैं।

 सरकार ने आज लोकसभा में स्पष्ट किया कि वह एयरइंडिया की वित्तीय स्थिति सुधारने के लिए वचनबद्ध है और एयरइंडिया का निजीकरण करने का कोई प्रस्ताव नहीं है।  इस राष्ट्रीय विमान सेवा को पटरी पर लाने के लिए कदम उठाये जा रहे हैं। प्रधानमंत्री कार्यालय में राज्यमंत्री वी० नारायणसामी ने आज सदन में भारतीय कम्युनिस्ट पार्टी के गुरूदास दासगुप्त और चार अन्य सदस्यों के ध्यानाकर्षण प्रस्ताव के जवाब में यह बात कही। उन्होंने कहा कि एयर इंडिया की स्थिति सुधारने के लिए घाटे वाले मार्गों को बंद किया जायेगा, अनुबंध पर रखे गये कर्मचारियों की संख्या घटाई जायेगी और कर्मचारियों को विश्वास में लिया जायेगा। लेकिन उनके जवाब से संतुष्ट न होकर भारतीय जनता पार्टी और कुछ अन्य विपक्षी दल के सदस्यों ने सदन से वाकआउट किया।
 इससे पहले प्रस्ताव पेश करते हुए गुरूदास दासगुप्ता ने एयरइंडिया पर आरोप लगाया कि उसके कुप्रबन्धन के कारण यह समस्या आई है। उन्होंने सरकार की यह कह कर आलोचना कि उसने इस विमान सेवा के अध्यक्ष पद के लिए ऐसे व्यक्ति की नियुक्ति की है, जिसकी छवि साफ नहीं है। उन्होंने एयर इंडिया के पूरी तरह से पुनर्गठन की अपील की।

 सरकार ने आज कहा कि एयर इंडिया के नए अध्यक्ष तथा प्रबंध निदेशक की नियुक्ति एक दिन में कर दी जाएगी। विमानन मंत्री वयालार रवि ने संसद के बाहर पत्रकारों को बताया कि कम्पनी के सम्पूर्ण बोर्ड में तीन नए निदेशक शामिल किए जाएंगे और ये कार्मिक, विपणन तथा वित्त का काम देखेंगे। श्री रवि ने कहा कि सरकार एयर इंडिया का घाटा कम से कम करने के लिए प्रतिबद्ध है। उन्होंने एयर इंडिया के निजीकरण की किसी संभावना से इंकार किया।

 ब्रिटेन के प्रधानमंत्री डेविड कैमरन ने घोषणा की है कि वे अमरीका की तरह ब्रिटेन में भी दंगाइयों पर रोक लगाएंगे। उन्होंने कहा कि इस बात के स्पष्ट सबूत हैं कि हाल की हिंसा में इनका हाथ था। उनका यह भी मानना है कि पुलिस पर हमलों में गिरोहों की साठगांठ भी थी। प्रधानमंत्री ने कहा कि जनवरी में कुछ इलाकों में गिरोहों पर रोक लगाई गई थी और अब इसे देश के बाकी हिस्सों और किशोर अपराधियों पर भी लागू किया जाएगा। निषेधाज्ञा से लोगों को गिरोहों में शामिल होने, उनके निशान वाली पोशाकें पहनने या बैठकें आयोजित करने के लिए इंटरनैट का प्रयोग करने से रोका जा सकता है।
 श्री कैमरन ने कहा है कि इन गिरोहों में ज्यादातर टूटे हुए परिवारों के किशोर शामिल हैं। श्री कैमरन ने कहा कि वे अमरीका में बॉस्टन और लॉस एंजलिस तथा स्कॉटलैंड में स्ट्राथक्लाइड में इन गिरोहों के विरूद्ध की गई कार्रवाई से भी सबक लेना चाहेंगे।
 इस बीच, लंदन के पश्चिमी उपनगर ईलिंग में दंगों के दौरान घायल व्यक्ति की मौत हो गई है। स्कॉटलैंड यार्ड ने बताया कि इस ६८ वर्षीय व्यक्ति की कल रात अस्पताल में मृत्यु हो गई। पुलिस का कहना है कि चार अन्य लोगों के भी मारे जाने की खबर है, जिसका संबंध हाल के दंगों से हो सकता है।

 अंडर वर्ल्ड सरगना छोटा राजन के निकट सहयोगी रहे संतोष शेट्टी को थाईलैंड की राजधानी बैंकाक में गिरफ्तार करने के बाद भारत भेज दिया गया है। मुम्बई की एक अदालत ने उसे १७ अगस्त तक पुलिस हिरासत में दे दिया है। शेट्टी पर फरवरी २००९ में वकील शाहिद आजमी की हत्या करने का संदेह है। आजमी मुम्बई की रेलगाड़ियों में हुए विस्फोटों के आरोपियों की पैरवी कर रहे थे। छोटा राजन के आदमी फरीद तनाशा और बैंकाक के एक होटल में भारत नेपाली की हत्या में भी उसका हाथ होने का शक है। फरीद की हत्या नवम्बर २०१० और नेपाली की अक्तूबर २०१० में की गई थी।

The Finance Minister Mr. Pranab Mukherjee today said that the banking sector in the country is being expanded for better coverage of rural areas. Replying to supplementaries in the Lok Sabha today, he said that all those  villages where population is more than two thousand will have banking facilities by the end of this fiscal. He elaborated that places with smaller population will also be covered later. Mr. Mukherjee said that the cooperative banks in the country are also being strengthened. He said every year five thousand branches of the banks are opened. The Finance Minister said that income tax refund claims are regularly being processed. He, however, admitted that in some cases refund may not be issued in time due to difficulties in the processing. This, he said happens due to wrong quoting of PAN Number in the return. The Minister informed the House that the Income Tax Department is constantly monitoring the procedure so as to upgrade the existing system to avoid delays in the refund.

Industrial growth in the country revived to 8.8 per cent in June this year.  This revival is due to the smart recovery in the manufacturing sector and better offtake of capital goods. According to government data released in New Delhi today the growth in factory output, as measured in terms of the Index of Industrial Production (IIP), stood at 7.4 per cent in June last year.  Electricity production also improved, witnessing a growth of 7.9 per cent during the month under review. Meanwhile, the industrial growth number for May this year has been revised upward to 5.9 per cent from the provisional estimate of 5.6 per cent.

Terming the 8.8 per cent industrial growth recorded in June as encouraging, Finance Minister Pranab Mukherjee today said if the trend continues, it will boost economic growth. Commenting on the latest numbers, Planning Commission Deputy Chairman Montek Singh Ahluwalia said: he was glad that the latest figures show improvement. Montek said it is broadly along the lines that we have been talking about for the current year.

The government has said that growth rate in Agriculture and allied sector is estimated at 6.6 percent during the last fiscal year 2010-11. In a written reply in the Rajya Sabha, Agriculture Minister Sharad Pawar said it is the highest achieved growth rate during the last six years. He informed that despite severe drought in the country in 2009-10, the agriculture growth rate remained positive at 0.4 per cent. He said, the rate of agriculture growth has declined in the drought year 2002-03. Mr. Pawar said, to enhance agriculture growth, his ministry has initiated many schemes which include National Food Security Mission NFSN and Integrated Scheme of Oilseed. He said two new programmes for bringing green revolution to eastern India and integrated Development of sixty thousand pulses and Oilseeds Villages have also been initiated.

The government today said that an integrated Security System at over 200 sensitive and vulnerable Railway stations is being implemented. Replying to a question in Rajya Sabha, Railway Minister Dinesh Trivedi said it includes electronic surveillance through close circuit television cameras and anti- sabotage checks. He said an amendment in the Railway Protection Force Act to enable Railway Protection Force to deal with the passenger related offences more effectively is under consideration. Mr Trivedi said regular coordination meetings are held with state police at all levels to ensure proper registration and investigation of crime by government railway police (GRP).
He informed that his ministry is strengthening the Railway Protection Force and process has been started to fill up around 12 thousand vacancies of constables and over 500 of sub inspectors. Regarding the complaints of behaviour of the railway staff in trains, the minister said strict vigilance is being taken up.

The Finance Minister said in the Lok Sabha today that the payment problem with Iran on its oil supplies to India has been sorted out. Replying to supplimentaries, Mr. Pranab Mukherjee said that the dues will be cleared in due course of time. He denied the charge that Iran has threatened to stop its oil supplies to India for delay in payment.
Mr. Mukherrjee informed the House India's foreign exchange reserve is 319 billion US dollars. Replying to supplementaries, the Finance Minister admitted a slight increase in the country's debt liabilities but affirmed that India is in a comfortable position.

Air India has adopted a series of measures to improve its financial position. It includes rationalization of routes to cut losses, return of leased capacity, reduction of contractual employment and rationalization of man power and productivity linked incentives. Replying to a calling attention motion by Gurudas Dasgupta of the CPI and others, the Civil Aviation Minister Mr. Vayalar Ravi said that a Committee has been constituted for a turn around of the national carrier. He added that the management has taken on board , all unions and associations on the acute financial position of the airlines and sought their support in implementing the turn around and financial structure in plan. The Minister who tabled the reply in the House said over sight mechanism has been tightened and the board of airline has been reconstituted to put Air India back on track.
The Minister admitted that there has been delay in salaries of employees and the working capital borrowing from different banks is 22,165 crore rupees. Apart from this the airline has availed long term loans of 22 thousand crore rupees from financial institutions for financing their aircraft acquisition programme. He said the airline also suffered a loss of two hundred crore rupees due to the strike in May this year. Mr. Ravi informed that the financial situation of Air India is being monitored by the government at various levels and a Group of Ministers has been constituted to oversee the affairs of the national carrier.

The government today said it is very difficult to bring uniformity in all the state educational boards curriculum in the country. Replying to supplementaries in the Rajya Sabha, Human Resource Development minister Kapil Sibal said, all the 30 educational boards in the country have agreed to have uniform science and commerce curriculum. Minister of state for Human Resouce Development, Ms D Purnandeswari said government will see to it that there is not a single child left uneducated in the country. She, however, said the government has not taken a decision to extend free and compulsory education to the secondary stage of education. She informed the House that Central Advisory Board of Education in its meeting in June this year recommended the extension of the Right to Children to Free and Compulsory Education Act to the secondary stage of education. The minister said, her ministry has waived off the fees of SC and ST students studying in Kendriya Vidyalayas. She said government has provided free uniforms, text books and transportations to SC and ST students in Kendriya Vidyalayas.

The government today said it has introduced a new scheme to provide central assistance for setting up of model degree colleges in each of the identified 374 educationally backward districts. Replying to a question, minister of state for Human Resource Development D Purnandeswari said these colleges will be set up where Gross Enrolment Ratio (GER) for higher education is less than the national GER. She said a scheme sub mission on polytechnics under coordinated action for skill development has been launched for setting up of new polytechnics in the country. She informed the House that in 2009, the government has established 16 new central universities including one each in Odisha, Jharkhand, Bihar and Rajastahan. Ms Purnandeswari said the government has also established new Indian Institutes of Technology (IITs)  in Bihar, Rajasthan and Odisha. She also said the government has set up 10 new NITs including one each at Arunachal Pradesh, Skikim, Meghalaya, Nagaland, Manipur and Mizoram. She also informed that six new Indian Institutes of Management have also been set up. The minister said financial assistance is also being given to universities for promoting distance education system. Ms Purnandeswari said that in the last three years a total expenditure of over 61698 crore rupees has been made on all these initiatives.

The Chairman of the National Commission for Schedule Caste, NCSC, P L Punia today said that the objectionable dialogues in the film "Arakshan" should be deleted before it is screened. Talking to reporters outside Parliament, Punia said that the commission's concern is genuine and they are not politicising the issue. BJP spokesperson Shahnawaz Hussein meanwhile said that Arakashan is only a film and the issue should not be blown out of proportion.

The Andhra Pradesh Government has suspended for one week, the screening of Hindi Film, Aarakshan, in the state. The State Government has issued orders to this affect following representations from several organizations and the police against the screening of the film. The government also set up a committee to view the film and submit a report on the content of the film so that a final decision can be taken.

The Madhya Pradesh High Court has directed Maharashtra Pollution Control Board (MPCB) to collect samples of the toxic waste lying in the closed Union Carbide factory at Bhopal within the next three days. The court directed that MPCB would analyze the samples collected within 15 days. The court turned down the request of Maharashtra government and the MPCB for a reasonable time of two more months to collect samples. The court directed MPCB to furnish a detailed report by the 29th of August. Last month, the court had restrained the Madhya Pradesh government till further orders from transporting toxic waste of Carbide factory for incineration at the Defence Research and Development Organisation Nagpur. The court had also accepted intervening applications of the Maharashtra government and Maharashtra Pollution Control Board (MPCB) in this matter. The Maharashtra government had filed the application on the ground that no prior clearance was sought from MPCB in this connection.

 The National Investigation Agency, NIA court in Kochi today sentenced Thadiyantevida Nasir and Shafaz to life imprisonment in connection with the Kozhikkode twin blast case.  The court also imposed a fine of  one lakh 60 thousand rupees on Thadiyantevida Nasir  and one lakh 10 thousand rupees on  Shafaz.  The duo were found guilty by the NIA Special court yesterday in the case.  The case relates to the blasts that took place at the Kerala State Road Transport bus stand and the moffusil bus stand at Kozhikkode on March 3, 2006.  The blast was in protest against a court turning down the bail applications of those arrested in connection with the Maraad violence in 2003.  This is the first case taken up by the NIA in the country which resulted in the conviction of the accused.

Santosh Shetty, a former close aide of underworld don Chhota Rajan, was deported to India on today following his arrest in Bangkok. A Mumbai court sent the underworld don to police custody till the 17th of this month.  Shetty is suspected in the February 2009 killing of lawyer Shahid Azmi, who was representing suspects in the serial train blasts, the November 2010 killing of Rajan henchman Farid Tanasha and the October 2010 killing of gangster Bharat Nepali in a Bangkok hotel.  The arrest of Shetty, alias Anna, occurred on Thursday night in a beer bar after he got into a brawl with a few businessmen. Shetty gave the police a fake passport at the bar, before being booked for assault. The police later raided his home and found his real passport. After checking their records, they found that he was wanted by the Interpol for crimes committed in Mumbai.

In North Odisha,  Dengue has claimed at least seven lives in the first half of the current month. Angul is one among the worst hit districts where hundreds are suffering from the disease. People from Bolangir, Sundergarh, Jajpur and Mayurbanj districts are also reported of suffering from dengue. The state health minister Dr Prasana Acharya said that there is nothing to be frightened of dengue as the state government is taking all possible steps to check the outbreak of dengue into other districts. He said three medical teams from the Cuttack SCB medical college have dispatched to the affected areas.<<>>
In the  Maharashtra assembly, the opposition continue to stall the proceedings for the fourth consecutive day today over Maval firing incident near Pune.  Our correspondent reports that three people were killed and several others injured in the incident.
 The house was adjourned thrice over the issue after the opposition created a ruckus. Meanwhile, Maharashtra Home Minister R R Patil informed the state legislative council that two police officials including Police Inspector Ashok Patil and Assistant Police Inspector Ganesh Mane have been suspended in the Maval firing case. Six constables were suspended yesterday for damaging private vehicles by throwing stones and using lathis during the agitation on the Mumbai-Pune expressway. Earlier in the morning, a delegation of 70 Opposition members met Maharashtra Governor K Sankaranarayanan and demanded dismissal of the government in the same issue. The delegation presented a memorandum to the Governor and complained about the law and order situation in the state. Government says,  the new Companies Bill may be introduced in the current monsoon session of Parliament. Speaking at a function on Corporate Governance Conclave in New Delhi, the Union Minister for  Corporate Affairs Dr. M. Veerappa Moily said that this bill has been sent to Cabinet for approval and after that it will be introduced in Parliament. He said that the bill will take up the various issues related to the corporate sector for creating good corporate governance.  He said that the government wants to act as a facilitator for the progress of the  corporate sector. He said that there is a need to reduce trust deficit between corporate sectors and the public.

सरकार ने आज कहा कि वह लोकपाल विधेयक को पारित करने की दिशा में बढ़ रही है। गृहमंत्री पी चिदम्बरम ने कहा कि विधेयक पर गहराई से विचार विमर्श के लिए उसे कानून और न्याय मंत्रालय की संसदीय स्थायी समिति को भेज दिया गया है। 16 अगस्त से प्रस्तावित अन्ना हजारे के प्रस्तावित अनशन को अनुचित बताते हुए श्री चिदम्बरम ने कहा कि संसद सर्वोच्च संस्था है, अगर किसी व्यक्ति को किसी भी मुद्दे पर कोई एतराज है तो वह उससे सम्पर्क कर सकता है। उन्होंने कहा कि श्री हजारे को संसदीय प्रक्रिया और लोकतंत्र का सम्मान करना चाहिए। गृहमंत्री ने कहा कि सरकार लोकपाल विधेयक पर चर्चा करने को तैयार है लेकिन यह फैसला अन्ना हजारे को करना होगा। एक प्रश्न के उत्तर में श्री चिदम्बरम ने कहा कि श्री हजारे के अनशन की मंजूरी के बारे में दिल्ली के पुलिस आयुक्त फैसला करेंगे।

मैं नहीं समझता कि इस निर्णय में कोई असामान्य या गलत बात है, मुझे बताया गया कि उन्होंने कई स्थानों के बारे में चर्चा की और अंततः एक या दो स्थानों को तय किया। इस बारे में आवेदन आया था। इस आवेदन पर पुलिस आयुक्त द्वारा गुण-दोष के आधार पर विचार करके ही निर्णय लिया जायेगा।

एक अन्य प्रश्न के उत्तर में गृहमंत्री ने नौ अगस्त को दिल्ली में भाजपा के युवा कार्यकर्ताओं के प्रदर्शनकारियों पर लाठीचार्ज से स्पष्ट इंकार किया। उन्होंने कहा कि प्रदर्शनकारियों को रोकने के लिए केवल पानी की तेज बौछारों का इस्तेमाल किया गया था।गृहमंत्री ने कहा कि उल्फा नेताओं के साथ औपचारिक वार्ता शीध्र ही शुरू होगी।

खाद्य से सम्बद्ध मंत्रियों के अधिकार प्राप्त समूह ने आज ओपन जनरल लाइसेंस-ओ.जी.एल.-के तहत चीनी की पांच लाख मैट्रिक टन की अतिरिक्त मात्रा का निर्यात करने का फैसला लिया है। हमारे संवाददाता ने बताया है कि वित्त मंत्री प्रणब मुखर्जी के नेतृत्व में मंत्री समूह ने गैर-बासमती चावल का न्यूनतम निर्यात मूल्य आठ सौ पचास डॉलर प्रति मैट्रिक टन से घटाकर छह सौ डॉलर प्रति मैट्रिक टन कर देने का भी फैसला लिया। सरकार ने इसके तहत इस वर्ष अब तक दो समान किश्तों में कुल दस लाख टन चीनी के निर्यात को मंजूरी दी है। अतिरिक्त भंडार और उच्च अन्तर्राष्ट्रीय कीमतों को देखते हुए उद्योग जगत की यह मांग रही है कि सरकार दस लाख टन और चीनी के निर्यात को अपनी मंजूरी प्रदान करे। महाराष्ट्र के लगभग सभी राजनीतिक दलों की मांग है कि निर्यात की मात्रा बढ़ाई जाए, ताकि चीनी की मिलें गन्ना किसानों को अदायगी कर पाएं।

सरकार ने आज कहा कि एयर इंडिया में काम करने वाले कार्मिकों का तर्कसंगत उपयोग किया जाएगा। सरकार ने इसके निजीकरण की संभावना से भी इंकार किया है। लोकसभा में भारतीय कम्युनिस्ट पार्टी के गुरूदास दासगुप्ता और अन्य सदस्यों के यानाकर्षण प्रस्ताव को उत्तर देते हुए प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायाणसामी ने एयर इंडिया की स्थिति में सुधार के लिए उठाए जा रहे विभिन्न कदमों की जानकारी दी। उन्होंने कहा कि सरकार, एयर इंडिया को मजबूत बनाने के लिए हरसंभव सहायता देगी। उन्होंने बताया कि मंत्रियों का एक समूह एयर इंडिया की समस्यााओं पर विचार कर रहा है और उसमें सुधार लाने की वित्तीय योजना का शीघ्र ही खुलासा किया जाएगा। उन्होंने कहा कि एयर इंडिया को घााटे की स्थिति में पहुंचाने के लिए जिम्मेदार लोगों के खिलाफ कार्रवाई की जाएगी। श्री नारायणसामी ने कहा कि 2003 में एनडीए शासन के दौरान मुक्त आकाश नीति के अपनाए जाने के बाद निजी विमानन कंपनियों से खुली स्पर्धा के कारण एयर इंडिया में यात्रियों की संख्या घटने के कारण ही उसे नुकसान हो रहा है। उन्होंने कहा कि सरकारी विमानन कंपनी पर चार खरब 40 अरब रुपए का कर्ज है और इसके समाधान के लिए योजना बनाई जा रही है। श्री नारायणसामी ने कहा कि विमानन कंपनी के संचालक मंडल का पुनर्गठन किया जा रहा है और कार्यकारी निदेशकों के खाली पदों को शीघ्र ही भरा जाएगा। जवाब से असंतुष्ट होकर विपक्षी सदस्य सदन से उठकर चले गये। उनका आरोप था कि निजीकरण के इरादे से एयर इंडिया को दिवालिया बनाने की कोशिश की जा रही है।

राष्ट्रीय मानवाधिकार आयोग ने मंगलवार को प्रदर्शन कर रहे किसानों पर गोलीबारी के सिलसिले में पुणे के पुलिस आयुक्त को आज नोटिस जारी किया। आयोग ने पुलिस आयुक्त को प्रदर्शनकारीे किसानों पर कथित गोलीबारी के बारे में रिपोर्ट चार सप्ताह के भीतर देने को कहा है। इस गोलीबारी में चार लोग मारे गए थे।

भारतीय सेना ने आज ब्रह्मोस मिसाइल ब्लॉक-3 सुपरसोनिक क्रूज मिसाइल का सफल परीक्षण किया है। यह मिसाइल पहाड़ियों के बीच अभेद्य लक्ष्य को भी भेदने में सक्षम है। रक्षा सूत्रों ने बताया कि यह परीक्षण राजस्थान के पोखरण फायरिंग रेंज में सवेरे करीब 11 बजे किया गया और यह परीक्षण मिशन के मापदण्डों पर खरा उतरा। हमारे संवाददाता ने खबर दी है कि इस क्रूज मिसाइल का यह 25वां परीक्षण है, जो सेना और नौसेना में पहले ही शामिल किया जा चुका है।

दुर्गम पहाड़ियों में छिपे दुश्मन के ठिकानों को निस्तेनाबुद करने में कारगर ब्रह्‌मोस बिना किसी रडार के नजर में आये अपना काम कर गुजरती है। दुनिया की सबसे तीव्र गति वाला यह मिसाइल दो दशमलव आठ मेट की रफ्‌तार से वार करता है। इसे अपने गंतव्य तक सही सही और तेज रफ्‌तार से पहुंचाने के लिए इसमें दो रॉकेट लगे होते हैं। भारत और रूस के तकनीकी सहयोग से बना यह मिसाइल पंडुबी, जहाज, विमान या जमीन कहीं से भी दागा जा सकता है। पंडुबी या विमान से छोड़ा जाने वाला संस्करण विकसित किया जा रहा है जिसका एक दो वर्षों के अंदर परीक्षण संभव हो पायेगा। ब्रह्‌मोस को किसी भी परिस्थति में कहीं से भी और किसी भी कोने से सुविधानुसार छोड़ा जा सकता है। आकाशवाणी समाचार के लिए दिल्ली से मणिकांत ठाकुर।

लोकसभा ने आज मानव अंग प्रत्यारोपण संशोधन विधेयक 2009 पारित कर दिया। विधेयक का उद्देश्य मानव अंगों के निकालने, भंडारण और प्रत्यारोपण को नियमित करना तथा उनके अवैध व्यापार पर रोक लगाना है। विधेयक में ऊतकों के प्रत्यारोपण के लिए प्रावधान किया गया है जबकि पहले इस पर प्रतिबंध था। केवल पंजीकृत डाक्टरों को ही प्रत्यारोपण से संबंधित ऑपरेशन करने की अनुमति दी जाएगी।

विधेयक पर हुई बहस के जवाब में स्वास्थ्य मंत्री ्रगुलाम नबी आजाद ने कहा कि विधेयक में देश में होने वाले अंग प्रत्यारोपण के सभी मामलों पर कड़ी नजर रखने की व्यवस्था भी की गई है। हमारी संवाददाता ने बताया है कि इस विधेयक के लागू हो जाने से हजारों मरीजों को नया जीवन मिलेगा।

मानव अंग प्रत्यारोपण बिल का उद्देश्य गरीबों को सस्ते प्रत्यारोपित अंग उपलब्ध कराना है। ये बिल अंगों के व्यवसायिक व्यापार एवं इनके सही तरीके से संरक्षण पर ध्यान रखेगा। अंगों के दानकर्ताओं और पाने वालों का एक जरूरी नियामक तंत्र गठित करेगा। इसके साथ ही अस्पतालों पर कड़ी नजर रखी जाएगी ताकि अंगों के प्रत्यारोपण का अवैध व्यापार न हो सके।

पश्चिम बंगाल सरकार ने हिंसा का रास्ता छोडने वाले माओवादियों के लिए एक नये वित्तीय पैकेज की घोषणा की है। कोलकाता में आज यह घोषणा करते हुए मुख्यमंत्री ममता बैनर्जी ने कहा कि सरकार हथियार डालने वाले माओवादियों को तीन वर्ष के लिए दो हजार रुपए प्रति माह देगी। इसके अलावा उन्होंने हथियार डालने की राशि में बढ़ोतरी और डेढ़ लाख रुपए फिक्सड डिपाजिट करने की भी घोषणा की। मुख्यमंत्री ने माओवादियों से मुख्य धारा में लौटने की फिर अपील करते हुए कहा कि समर्पण करने के बाद सरकार उनके परिवारों की देखभाल करेगी। सुश्री बैनर्जी ने बताया कि सरकार पचास राजनीतिक कैदियों को रिहा करने का कदम पहले ही उठा चुकी है।

बम्बई उच्च न्यायालय ने पुणे के व्यापारी हसन अली खान को पांच लाख रूपये के मुचलके पर आज जमानत दे दी। न्यायालय ने हसन अली को मुम्बई में रहने और प्रवर्तन निदेशालय तथा आयकर विभाग द्वारा आगे की पूछताछ के लिए उपलब्ध रहने को कहा है। उसे अपना पासपोर्ट भी जमा करने को कहा गया है। हसन अली को इस वर्ष मार्च में गिरफ्‌तार किया गया था। प्रवर्तन निदेशालय द्वारा मई में दाखिल किए गए आरोप-प+त्र में कहा गया है कि हसन अली हथियारों के अन्तर्राष्ट्रीय व्यापारी अदनान खशोगी के लिए काम करता था।

Government today said that Anna Hazare's plan to go on fast from August 16 on the Lokpal issue is unjustified at this stage, when it is moving forward on the passage of the bill. Home Minister P Chidambaram today said this in response to a question that how the government views Hazare's proposed agitation at a time when the draft bill for Lokpal is being deliberated before the Standing Committee. Mr. Chidambaram noted that everybody has a right to protest and the context and circumstances will decide whether the protest was right or not. He  said Hazare team's earlier fast, when the Lokpal bill was not in place, was perhaps right but not now when a bill has already been introduced in Parliament and the government has moved forward on it. In reply to another question, the Home Minister categorically denied the  lathicharge on BJP youth workers' protest in Delhi on 9 th of this month. He said only water canon were used to stop the protesters.

The National Human Rights Commission, NHRC, today issued a notice to Pune Police Commissioner in connection with firing on agitating farmers on Tuesday. Acting on a complaint, the NHRC, asked the Police Commissioner to file a report within four weeks on the alleged police firing on agitating farmers, in which four persons were killed. Police, on August 9, opened fire on the farmers, who were protesting against the laying of a pipeline.

An Empowered Group of Ministers (EGoM) on food  today decided to export  an additional  5 lakh metric tonnes of sugar under the Open General Licence (OGL).   Our correspondent quoting official sources reports, the EGoM headed by Finance Minister Pranab Mukherjee also took a decision to reduce the minimum export price of non basmati rice from 850 dollar metric tonne to 600 dollar per metric tonne . The government has allowed exports of one million tonnes of sugar so far this year in two equal tranches under the OGL.  The industry has been demanding that the government allow another one million tonnes of sugar exports considering the huge surplus stock and higher global prices. Almost all political parties from Maharashtraare demanding more exports so that mills can make payments to sugarcane farmers.

The Lok Sabha today passed the Transplantation of Human Organs (Amendment) Bill, 2009. The bill aims to regulate the removal, storage and transplantation of human organs and check their illegal trade. The legislation facilitates transplantation of tissues which was prohibited earlier. Replying to the debate, the Health Minister, Mr. Ghulam Nabi Azad said the poor will largely benefit from the measure. More from our correspondent.
  
The bill aims at making human transplantation affordable for the poor. It will check commercial trading of human organs and also ensure their preservation in proper condition. It will also facilitate transplantation of organ tissues prohibited till now. A national registry of organ donors and recipients will be maintained and a strict vigil will be kept on the hospitals carrying out transplantation of organs. Santosh Shetty, a former close aide of underworld don Chhota Rajan, was deported to India today following his arrest ina bar in  Bangkok. A Mumbai court sent the underworld don to police custody till the 17th of this month.  Shetty is suspected in the February 2009 killing of lawyer Shahid Azmi,and a few  underworld killings.

In Rajasthan, ten people are feared killed and 36 injured after a Gujarat roadways bus fell into a deep gorge near Mount Abu.  The bus was on it's way to Ahmedabad from Mount Abu. The injured have been rescued by Police and the Army.

The Army today successfully conducted the user trial of BrahMos Block-III supersonic cruise missiles  which can hit inaccessible targets inside hillocks. Defence sources said,the test was carried out at a Pokhran  firing range in Rajasthan around 1100 hours and it met all the mission parameters.Our correspondent reports,this was the 25th test of the cruise missile which has already been inducted in the Army and Navy.
Best suited for mountain warfare,the missile has the capability to engage ground targets from a very low altitude with minimum radar signature and is considered best for surgical strikes. Considered one of the fastest cruise missiles in the world, BrahMos can gain a speed of Mach 2.8. Jointly developed by India and Russia, BrahMos is a stealth supersonic cruise missile that can be launched from submarines, ships, aircraft or land.The submarine and air launch version of the missile are under different stages of development and are scheduled for test-firing in next couple of years.MANIKANT THAKUR AIR NEWS DELHI

Government today ruled out any move to privatise Air India. Responding   to a calling attention motion by Gurudas Dasgupta of CPI and others, Minister of state in the Prime Minister's office Narayan Swamy who responded on behalf of Civil Aviation Minister Vayalar Ravi, said the government will provide all possible support to strengthen the carrier. Noting that a Group of Ministers (GoM) was looking into the problems of the carrier,  Narayanasamy said a turnaround plan with financial support would be unveiled soon. Contending that Air India had suffered due to declining passenger load and competition from private airlines after Open Skies Policy in 2003 during NDA rule, he said the state carrier was facing a debt of over 44,000 crore rupees and a scheme is being worked out to address it.

Hefty refunds pulled down net direct tax collections by 8.14 per cent to  78,679 crore rupees during the April-July period of this fiscal.  Net direct tax collections stood at  85,647 crore rupees in
the year-ago period. The latest data released shows  that  Tax refunds rose a robust 183.18 per cent during the April-July period of 2011-12, pulling down net direct tax collections.

The Income Tax raid on the residences and business establishments of Malayalam super stars Mammootty and Mohanlal recently has revealed undisclosed assets worth about 30 crore rupees.  The Director General ( Investigation ), Income Tax Mr E T Lukose said in a statement in Kochi that 2.8 crore rupees worth of cash and jewellery were also seized during the raid.

The Bombay High Court today granted bail to Pune’s stud farm owner, Hasan Ali Khan on the surety of 5 lakh rupees . The court  also asked Khan to stay in Mumbai and be available for further questioning by the Enforcement Directorate and the Income Tax Department. He has also been asked to submit his passport.

In Uttarakhand five people were killed and one injured in a cloud burst, near Thatyud in Mauldhar village of  Tehri district .  According to Disaster Management and Mitigation Centre  the death occured due to collapse of a house following cloud burst.  Rescue operations are going on.  State Governor, Mrs. Margret Alva expressed grief over the incident.

A high alert for flood has been sounded in some  districts of West Bengal  in view of fresh water being released from the Damodar Valley Corporation (DVC) Dams. Talking to news persons at Kolkata today the West Bengal Irrigation Minister Dr. Manas Bhuian said that a total of one lac six thousand cusec of water has been released from DVC, Mython and Panchet dams. He said high alerts have been sounded in Bardhaman, East-Midnapur, Howrah and Hooghly districts.

Syrian troops today  opened fire on opposition protesters in the eastern city of Deir el-Zour that has been under siege by government forces for several days. Activists and witnesses said  Syrian forces began firing live ammunition at protesters outside a mosque in the city following Friday prayers. It was not immediately clear if there were any casualties. Earlier today, Syrian security forces began carrying out raids in anticipation of the mass Friday protests.
