प्रधानमंत्री डॉ० मनमोहन सिंह ने जोर देकर कहा है कि कांग्रेस के नेतृत्व में यूपीए सरकार पांच वर्ष का कार्यकाल पूरा करेगी। फ्रेंकफर्ट से नई दिल्ली लौटते समय कल विशेष विमान में पत्रकारों से बात करते हुए उन्होंने कहा कि जबरन जल्दी चुनाव कराने की विपक्ष की कोशिश नाकाम रहेगी।

विपक्ष को ढाई साल तक और इंतजार करना चाहिए। विपक्ष को लगता है कि इसमें सरकार की कुछ कमजोरियां हैं और वे जल्द से जल्द चुनाव चाहते हैं, जो होने नहीं जा रहा है। सरकार के पास पांच साल का बहुमत है और वह अपना कार्यकाल पूरा करेगी।

अपने वरिष्ठ मंत्रियों के बीच कथित मतभेद का जिक्र करते हुए प्रधानमंत्री ने इसे मीडिया के दिमाग की उपज बताया। उन्होंने कहा कि केंद्रीय मंत्रिमंडल में किसी तरह का असंतोष या मतभेद नहीं है और सब मिलकर काम कर रहे हैं। एक प्रश्न के उत्तर में उन्होंने कहा कि श्री प्रणब मुखर्जी और श्री पी० चिदम्बरम सहित सभी मंत्रियों पर उन्हें पूरा विश्वास है।

जहां तक श्री चिदम्बरम का सवाल है, वे जब वित्त मंत्री थे, तब भी मुझे उन पर पूरा भरोसा था और अब गृहमंत्री के रूप में भी वे मेरे विश्वास-पात्र हैं। ये बात उन पर और श्री मुखर्जी पर भी लागू होती है। मुद्रास्फीति की ऊंची दर पर चिंता व्यक्त करते हुए प्रधानमंत्री ने कहा कि ऐसा दुनियाभर में हो रहा है और सरकार उस पर काबू पाने की भरपूर कोशिश कर रही है।

विभिन्न देशों में आर्थिक मंदी के संदर्भ में डॉ० मनमोहन सिंह ने कहा कि ऊंची बचत और निवेश दर से भारत वृद्धि की ऊंची दर कायम रख सकेगा।हमने पहले भी प्रयास किये थे और हम भविष्य में भी प्रयास करते रहेंगे, लेकिन विपरीत परिस्थियों के बावजूद भारतीय अर्थव्यवस्था की विकास दर साढ़े सात से आठ प्रतिशत से कम नहीं रहेगी।

प्रधानमंत्री ने बताया कि सुरक्षा परिषद में स्थायी सदस्यता के भारत के दावे के लिए समर्थन बढ़ रहा है।
चीन के साथ सीमा को लेकर समस्या के बारे में डॉ० सिंह का कहना था कि उन्होंने इस बारे में वहां के राष्ट्रपति और प्रधानमंत्री से बात की है।

मैंने इस मुद्दे को चीन के राष्ट्रपति और प्रधानमंत्री दोनों के साथ कई बार उठाया है। उन्होंने हमें भरोसा दिया है कि वे ऐसा कोई कार्य नहीं करेंगे जिससे भारत के साथ उनके हितों पर कोई प्रभाव पड़े और हमारे पास जो सबूत उपलब्ध हैं उनसे इन बातों का समर्थन मिलता है कि जमीनी स्तर पर ऐसा कुछ नहीं हो रहा है जिससे हम चिंतित हों।

डॉ० मनमोहन सिंह संयुक्त राष्ट्र महासभा के ६६वें अधिवेशन में हिस्सा लेने के लिए पांच दिन के न्यूयॉर्क प्रवास के बाद कल रात स्वदेश लौट आए।

टू-जी स्पेक्ट्रम आवंटन घोटाले की जांच कर रही संयुक्त संसदीय समिति-जेपीसी ने आंतरिक नोट पेश करने में वित्त मंत्रालय की देरी को गंभीरता से लिया है। समझा जाता है कि समिति के अध्यक्ष पी० सी० चाको ने वित्त मंत्रालय के इस कदम पर नाराजगी व्यक्त की है और वित्त सचिव को अगले महीने की १३ तारीख को बुलाने का फैसला किया है।
तीन घंटे की चर्चा के बाद जेपीसी ने फरवरी २००४ से मार्च २००५ के बीच दूरसंचार सचिव रहे नृपेन्द्र मिश्रा को सबूतों की रिकार्डिंग के लिए बुलाया, लेकिन जल्द ही दिनभर के लिए बैठक स्थगित कर दी। समिति ने आज होने वाली बैठक भी रद्द कर दी है।

आंध्र प्रदेश में तेलंगाना राज्य की मांग को लेकर जारी आम हड़ताल के कारण तेलंगाना क्षेत्र में जनजीवन पर असर पड़ा है। हड़ताल का आह्‌वान तेलंगाना संयुक्त कार्रवाई समिति ने किया है।
हड़ताल का सबसे ज्यादा असर बस सेवाओं और बिजली की आपूर्ति पर पड़ा है, क्योंकि सरकारी कर्मचारी, सिंगरैनी कोयला कर्मचारी और अध्यापक भी इस आंदोलन में भाग ले रहे हैं।
इस बीच, मुख्यमंत्री किरण कुमार रेड्डी ने पुलिस अधिकारियों को निर्देश दिए हैं कि वे सभी महत्वपूर्ण सरकारी कार्यालयों में सुरक्षा बढ़ा दें और उन कर्मचारियों को सुरक्षा प्रदान करें जो काम पर जाना चाहते हैं।

पश्चिम बंगाल में विधानसभा की भवानीपुर और बशीरहाट उत्तरी सीटों के उपचुनाव के परिणाम आज घोषित होंगे। मुख्यमंत्री ममता बैनर्जी भवानीपुर से तृणमूल कांगे्रस की उम्मीदवार हैं। मार्क्सवादी कम्युनिस्ट पार्टी की प्रोफेसर नंदिनी मुखर्जी इस सीट पर उनकी प्रतिद्वंद्वी हैं। बशीरहाट उत्तरी सीट पर तृणमूल कांगे्रस के ए टी एम अब्दुला और मार्क्सवादी कम्युनिस्ट पार्टी के सुबिद अली गाजी उम्मीदवार हैं। इन सीटों के लिए रविवार को वोट डाले गए थे।

गुजरात में कांग्रेस पार्टी आगामी चुनाव के लिए प्रचार आज सीमावर्ती कच्छ जिले से शुरू करेगी। भुज में पत्रकारों से बातचीत करते हुए पूर्व मुख्यमंत्री और राज्य के चुनाव प्रभारी शंकर सिंह वाघेला ने कहा कि सत्तारूढ़ भारतीय जनता पार्टी के एक दशक से जारी भ्रष्टाचार के बाद गुजरात की जनता गांधीनगर में बदलाव चाहती है।

पुर्तगाल के उच्च न्यायालय ने माफिया डॉन अबू सलेम का भारत को प्रत्यर्पण रद्द कर दिया है। उसका कहना है कि भारत ने अबू सलेम पर ऐसे आरोप लगाकर समझौते का उल्लंघन किया है, जिनके लिए उसे मौत की सजा हो सकती है। अदालत का कहना है कि इन नए आरोपों को देखते हुए उसके प्रत्यर्पण की अनुमति रद्द की जाती है।
सलेम पर १९९३ में मुम्बई बम विस्फोटों सहित आठ आपराधिक मामलों में मुकदमा चला है। उस पर दिल्ली के एक कारोबारी को कथित तौर पर जबरन वसूली का फोन करने के लिए मकोका के तहत भी आरोप लगाया गया है।
आधिकारिक सूत्रों का कहना है कि भारत सरकार इस मामले पर गौर कर रही है और जल्दी ही इस आदेश को पुर्तगाल के सुप्रीम कोर्ट में चुनौती देगी।

दिल्ली के दरियागंज इलाके में कल शाम एक तीन मंजिला इमारत ढह जाने से पांच लोगों की मौत हो गई और १९ घायल हो गए। पुलिस ने बताया कि घायलों को लोकनायक जयप्रकाश नारायण अस्पताल पहुंचाया गया लेकिन चार महिलाओं सहित पांच लोग अस्पताल पहुंचने से पहले ही दम तोड़ चुके थे। १९ लोगों का अस्पताल में इलाज चल रहा है। एक प्रत्यक्षदर्शी ने बताया कि इमारत गिरने के बाद लोग मलबे में दबे लोगों को निकालने के काम में जुट गए।

मार्केट में जाना था। मैं निकल कर जा रहे थे, एकदम थोड़ा सा एकदम पत्थर सा गिरा। पत्थर गिरने के बाद जो लोग पब्लिक बैठी थी सभी इसके अंदर नीचे दब गए। इस दौरान गिरने लगा और दूसरे पब्लिक भागी दूर तक जब ये सारा गिर गया तो पब्लिक आई आने के बाद सब हटाने चले आये दो चार लोग तो तभी निकाले थे फिर चार-पांच उन्होंने अपने हाथों से निकाले।

दिल्ली की मुख्यमंत्री शीला दीक्षित ने प्रशासन के वरिष्ठ अधिकारियों को निर्देश दिया कि वे राहत कार्यों में पूरी मदद करें।

सरकार ने कहा है कि ओडीशा के बाढ़ प्रभावित इलाकों में राहत और बचाव कार्य जोरों पर है। दिल्ली में जारी एक सरकारी विज्ञप्ति में बताया गया कि राष्ट्रीय आपदा प्रतिक्रिया बल-एनडीआरएफ की तेरह टीमें राहत और बचाव कार्यों में लगी हुई है। एनडीआरएफ अब तक तीन हजार आठ सौ चौंतीस लोगों को सुरक्षित स्थानों पर पहुुंचा चुका है। खाने के पैकेट गिराने और बचाव कार्यों के लिए चार एमआई-१७ हेलीकॉप्टर लगाए गए हैं। ओडीशा के दस जिलों के बाढ़ प्रभावित लोगों के लिए खाने के तेइस हजार पैकेट गिराए जा चुके हैं। इन जिलों में पांच सौ बयालीस राहत शिविर लगाए गए हैं जिनमें एक लाख तिहतर हजार लोगों को रखा गया है।

नेपाल में रविवार को हुई विमान दुर्घटना में मारे गए आठ बिल्डरों के शवों को आज सुबह उनके गृहनगर तिरुचिरापल्ली लाया गया। इन शवों को कल रात विमान से चेन्नई लाया गया था और उसके बाद सड़क के रास्ते त्रिची ले जाया गया। सभी वर्गों के लोगों ने मृतकों को श्रद्धांजलि अर्पित की। इस घटना से तिरुची में बिल्डरों की बिरादरी सदमें में है।

आज विश्व रैबीज दिवस है। रैबीज की रोकथाम के बारे में लोगों को जागरूक करने के लिए यह दिन मनाया जाता है।
विश्व स्वास्थ्य संगठन ने कहा है कि दक्षिण-पूर्व एशिया क्षेत्र में एक अरब चालीस करोड़ से ज्यादा लोगों में रैबीज होने का खतरा है।
विश्व स्वास्थ्य संगठन ने अपने सदस्य देशों से कहा है कि वे आधुनिक रैबीज के टिश्यू कल्चर टीके उपलब्ध कराएं।

The Prime Minister, Dr. Manmohan Singh asserted that the Congress led UPA government will complete its full five year term. Dr. Singh was speaking to newsmen on board the special aircraft from Frankfurt to New Delhi yesterday. He said the opposition would not succeed in its attempt to force early election.  The Prime Minister also criticised certain "forces" of trying to destabilise polity. 
The Opposition should wait for two-and-a half years. The Opposition feels they have got hold of some weak points of our Government and therefore by focusing attention on that they can force an early election.  It is not going to happen.  This Government has a mandate for five years which will stay its course.

On the reported rift between senior Ministers, Dr. Singh said it was a creation of the media. He said there was no division in the Union Cabinet which is working cohesively. Replying to a question, he said that all ministers including Mr. Pranab Mukherjee and Mr. P. Chidambaram enjoyed his full confidence.  He made it clear that he was not thinking about Cabinet expansion.

As far as Mr. Chidambaram is concerned he continued to enjoy my full confidence when he was Finance Minister.  He continues to enjoy my full confidence as Home Minister and that applies to him and that applies to Mr. Mukherjee also.

Expressing concern over high inflation, the Prime Minister said it was a global phenomenon and the Government is doing its best to contain it. Referring to the economic slowdown in different countries, Dr. Singh said the high savings and investment rate will ensure that India will maintain a high growth momentum.
We have made efforts in the past.  We will continue to make efforts in the future.  But, even under the most adverse conditions, the growth rate of Indian economy will not fall below seven-and-a-half to eight per cent. That's my analysis shows.
The Prime Minister said there was growing support for India's inclusion as permanent member in the UN Security Council.
I am not predicting that permanent membership of the Security Council falling to our lap tomorrow or day-after.  But, I think the climate of global opinion is certainly in favour of a country like India being made permanent member of a reformed Security Council.
On Libya, the Prime Minister said despite claims by the western forces, there are signs of a civil war like situation prevailing in that country. When asked on the border problems with China, Dr. Singh said he had taken up the matter with the President and Prime Minister of the country. He said they had assured him that nothing will be done that is detrimental to New Delhi's interest.
I have, myself raised this issue with both the President as well as Prime Minister of China.  They have assured us that they are not doing anything which will be detrimental to the interest of India and so far the evidence we have support their statement that nothing is happening on the ground which we should be worried about.
Dr. Manmohan Singh returned home late last evening after a 5-day visit to New York, where he participated in the 66th UN General Assembly session.

The Portugese High Court ordered termination of extradition of underworld don Abu Salem for breach of agreement by India for slapping offences which attract death penalty. The Portugese court said that in view of the new charges against Salem which entail death penalty, the authorisation granted for his extradition has been terminated. Salem tried in eight criminal cases including the 1993 Mumbai serial blasts was also charged with MCOCA for allegedly making extortion calls to a Delhi-based businessman. Salem and accomplice Monica Bedi, were extradited to India on November 11, 2005, after a tortuous legal process in Portugal lasting three years.

In Delhi, five people were killed and 19 others injured when a three storey building collapsed last evening in Dariyaganj area.  Police said five persons including four women were brought dead to Lok Nayak Jai Prakash Narain Hospital while 19 others who suffered injuries are undergoing treatment. Delhi police and fire officials are engaged in carrying out rescue and relief operation to evacuate people who are still trapped under the debris. Chairman of the civic body's Standing Committee, Yogender Chandolia said MCD Commissioner K S Mehra has been asked to enquire into the incident and submit a report before a Standing Committee meeting today.

The result of by-election to the Bhawanipur and Bashirhat (North) constituency in West Bengal are to be declared today. In the Bhawanipur constituency the West Bengal Chief Minister Miss Mamata Banerjee of Trinamool Congress is contesting against the CPI(M) candidate Miss Nandini Mukherjee. In Bashirhat (North) constituency, Mr. A.T.M Abdullyah is contesting against Mr. Subed Ali Gazi of the CPI(M) and Mr. Subodh Kanth Chakraborty of the BJP. The by polls were held on Sunday.

In Andhra Pradesh, normal life in Telangana region continued to be hit following the ongoing general strike called by Telangana Joint Action Committee.  Bus services and power supply are worst affected as Government employees, Singareni Coal Workers and teachers are taking part in the agitation for statehood. Meanwhile, the Chief Minister N Kiran Kumar Reddy has directed the police authorities to step up security at all important government offices and provide security to the employees attending duties.

Uttar Pradesh government has sought immediate release of funds from the centre for repairing of the damaged national highways due to heavy rain and flood. The Chief Minister Mayawati has written a letter yesterday to the Prime Minister Dr. Manmohan Singh seeking his intervention in getting required funds released. She has also sent a DVD with footage of pot holed roads with her letter describing the conditions of the highways. She has said that 900 crore rupees were sanctioned for the repair and construction of national highways in the last financial year however, only 50 crore 50 lakh rupees have been released so far.

The Government has said that rescue and relief operations are continuing in the flood affected areas in Odisha. An official release in Delhi said that 13 teams of National Disaster Response Force, NDRF, with 393 men and 78 boats are carrying out the operations.  NDRF has rescued or evacuated 3,834 persons till date. Four MI-17 helicopters were deployed for air dropping of food packets and rescue operations. The government has air dropped more than 23,000 food packets for flood-affected people in 10 districts of Odisha where 542 relief camps have been set up to accommodate 1,73,000 people. The release said, so far 27 people lost their lives and three are missing due to flood.

In Sikkim, a Central team headed by a Joint Secretary in the Ministry of Home Affairs, started its assessment of the losses and damages caused by the recent earthquake yesterday.  The Home Minister Mr. P. Chidambaram had announced in Gangtok recently that the Centre will not wait for a formal memorandum from the State Government on assessment of losses and damages and will send its own team for assessment.

In Jharkhand, two policemen were killed and five injured in an encounter with the Maoists. The encounter with the ultras started yesterday evening at Jhumra hills near Bokaro. The injured have been airlifted to a private hospital in Ranchi.

In Gujarat, an amendment bill seeking a seven-year jail term for cow slaughter or even transporting the animal for that purpose was passed unopposed in the Assembly. As per the provisions of the Gujarat Animal Preservation Act (GAPA) 1954, which prohibits cow slaughter, there is no provision to prevent transportation of the animal for slaughter. The bill was passed on Tuesday evening with opposition Congress extending support to it.

The dead bodies of eight builders who died in the Nepal plane crash on Sunday were brought to their hometown Tiruchirapalli today morning. The bodies were brought to Chennai by flight last night and then to Trichy by road. People from all walks of life paid homage to the mortal remains of the crash victims. The builders’ fraternity of Trichy is still in a state of shock as they have lost eight of their prominent members.

The Indian team continued its winning spree at the 2011 AIBA World Boxing Championship in Baku, Azerbaijan as veteran boxers Akhil Kumar and Suranjoy Mayengbam Singh steamrolled their Ist round opponents registering easy victories. Both the Indian boxers have now advanced to the second round in the championship. In the next round Akhil will lock horns with world number 4 and seeded 4th in the tournament, John Nevin of Ireland on the 3rd of October.

A row between FIFA, the governing body of football, and Brazil over arrangements for the World Cup in 2014 appears to have worsened.  The Brazilian President has asked to meet the head of FIFA.  Brazil wants FIFA to relent rules for TV broadcasting rights and discounted tickets. FIFA has repeatedly warned the Brazilian orgnisers of the World Cup about delays  in work on stadia and infrastructure regarding the tournament.

  • Mail Today, under the headline, "'Lifeless' note gives Congress the shivers" writes that the document, which links P. Chidambaram to the spectrum allocation when he was finance minister, has been described by experts as being "just short of a gazette notification."

 कलकत्ता उच्च न्यायालय ने सिंगूर भूमि पुनर्वास और विकास अधिनियम २०११ को संवैधानिक और वैध करार दिया है, जिसके तहत
पश्चिम बंगाल सरकार ने टाटा मोटर्स लिमिटेड को पट्टे पर दी गई जमीन वापिस ली है। न्यायमूर्ति आई.पी. मुखर्जी ने इस कानून को वैध ठहराते हुए निर्देश दिया कि अगर टाटा मोटर्स लिमिटेड मुआवजे के लिए आवेदन करे, तो उसे मुआवजा दिया जाए। न्यायाधीश ने कहा कि हुगली के जिला जज को मुआवजे की राशि तय करनी चाहिए।
 न्यायमूर्ति मुखर्जी ने इस आदेश के अमल पर २ नवम्बर, तक रोक लगा दी है, ताकि सम्बद्ध पक्ष अगर इस आदेश से संतुष्ट नहीं हैं, तो उन्हें ऊपरी अदालत में जाने का पूरा मौका मिल सके।
 न्यायालय ने हुगली के जिला मजिस्टे्रट और पुलिस अधीक्षक को टाटा मोटर्स लिमिटेड से, राज्य को इस भूमि का दो महीने के अंदर सुचारू रूप से हस्तांतरण कराने के लिए विशेष अधिकारी नियुक्त किया है।  टाटा मोटर्स लिमिटेड ने २२ जून को उच्च न्यायालय में इस अधिनियम को चुनौती दी थी। उसका कहना था कि यह अधिनियम असंवैधानिक है और उसे पट्टे पर दी गई छह सौ एकड़ जमीन को वापिस लेना अवैध होगा।

 पश्चिम बंगाल में तृणमूल कांग्रेस उम्मीदवार और मुख्यमंत्री सुश्री ममता बैनर्जी ने भवानीपुर विधानसभा सीट का उपचुनाव जीत लिया है। उन्होंने अपनी निकटतम प्रतिद्वंद्वी मार्क्सवादी कम्युनिस्ट पार्टी की प्रोफेसर नंदिनी मुखर्जी को ५४ हजार से अधिक वोटों से हराया। तृणमूल कांग्रेस ने बशीरहाट-उत्तरी सीट भी जीत ली है। पार्टी प्रत्याशी ए.टी.एम अब्दुल्ला ने अपने निकटतम प्रतिद्वंद्वी मार्क्सवादी कम्युनिस्ट पार्टी के सुबिद अली गाज+ी को तीस हजार से अधिक मतों से पराजित किया। भवानीपुर की सीट लोक निर्माण मंत्री सुब्रतो बक्शी  के त्यागपत्र देने से और बशीरहाट उत्तरी विधानसभा सीट मार्क्सवादी कम्युनिस्ट पार्टी के विधायक मुस्तफा बिन काशिम की मृत्यु के कारण खाली हुई थी।

 सुश्री ममता बैनर्जी ने कहा है कि उपचुनाव में लोगों ने जो उन्हें समर्थन दिया है उससे पता लगता है कि राज्य की जनता उनकी सरकार के सौ दिन के कामकाज से पूरी तरह संतुष्ट है। अपनी विजय पर संतोष व्यक्त करते हुए उन्होंने कहा कि इससे सरकार को जनता की कल्याण योजनाओं को पूरा करने में मदद मिलेगी। सिंगूर मुद्दे पर कलकत्ता उच्च न्यायालय के निर्णय का हवाला देते हुए सुश्री बैनर्जी ने कहा कि छः सौ एकड़ भूमि पर उद्योग लगाया जाएगा। जबकि पिछली वाममोर्चा सरकार द्वारा अधिग्रहित चार सौ एकड़ भूमि को किसानों को वापिस कर दिया जाएगा। मुख्यमंत्री ने कहा कि भूमि वापसी का काम अदालत के फैसले के प्रभावी होने के बाद शुरू किया जाएगा।

 सिक्किम में गृह मंत्रालय के संयुक्त सचिव के नेतृत्व में एक केंद्रीय दल ने भूकंप से हुए नुकसान का जायजा लेना शुरू कर दिया है। १८ सितम्बर के भूकंप के बाद गृह मंत्री पी० चिदम्बरम ने गंगटोक यात्रा के दौरान घोषणा की थी कि सरकार नुकसान के आंकलन के लिए राज्य सरकार के औपचारिक आवेदन का इंतजार नहीं करेगी और अपना दल भेजेगी। इसी घोषणा के तहत केंद्रीय दल ने कल से ये काम शुरू कर दिया है।

 जम्मू-कश्मीर विधानसभा की कार्यवाही आज नारेबाजी और शोरशराबे के कारण तीन बार स्थगित करना पड़ी। आज सदन में संसद पर हमले के अभियुक्त अफ़जल गुरू की माफी का प्रस्ताव रखा जाना था। जैसे ही सदन की कार्यवाही शुरू हुई भाजपा के विधायक खड़े हो गए और अध्यक्ष से इस प्रस्ताव को रद्द करने के लिए कहा। उन्होंने नारेबाजी की। कांग्रेस के सदस्य भी भाजपा के सदस्यों के खिलाफ नारे लगाते हुए सदन के बीचों बीच आ गए और अध्यक्ष से अनुरोध किया कि वे इन भाजपा सदस्यों के खिलाफ कार्रवाई करें। हंगामें के कारण सदन की कार्यवाही पहले आधे घंटे के लिए और फिर एक घंटे के लिए स्थगित की गई। सदन की कार्यवाही १२ बजे फिर शुरू हुई तो हंगामा जारी रहा। इस पर अध्यक्ष ने सदन की कार्यवाही दिनभर के लिए स्थगित कर दी।

 असम सरकार, राज्य में भवन और अन्य निर्माण कामगार कल्याण शुल्क अधिनियम के तहत निर्माण कार्यों में लगे श्रमिकों के लाभ के लिए कई कदम उठा रही है। राज्य के श्रमायुक्त ने बताया कि उनके विभाग को इस योजना के तहत २०१५ तक पांच सौ करोड़ रुपये का शुल्क प्राप्त करने की उम्मीद है, जिससे असंगठित क्षेत्र के कामगारों को भविष्य निधि, स्वास्थ्य, शिक्षा और दुर्घटना में मौत होने पर लाभ मिल सकेगा। हमारे संवाददाता ने बताया है कि अब तक राज्य सरकार ने निर्माण एजेंसियों से करीब ९० करोड़ रुपये का शुल्क प्राप्त किया है। इस कानून के तहत विभिन्न निजी कंपनियों, विभागों और सरकारी उपक्रमों के जरिए निर्माण कंपनियों द्वारा किये जा रहे निर्माण कार्यों पर एक प्रतिशत शुल्क लिया जाता है।

 इस योजना के तहत अभी तक सात हजार समितियों को पंजीकृत किया गया है। प्रदेश के श्रम और रोजगार विभाग ने दस लाख निर्माण समितियों के पंजीकरण के लक्ष्य निर्धारित किये हैं। नियम के अनुसार किसी भी समिति के पंजीकरण के एक साल बाद लाभ प्राप्त कर सकते हैं। लक्ष्य को पूरा करने के लिए विभाग ने प्रदेश भर में बड़े पैमाने पर जागरूकता अभियान चलाने का फैसला किया है। इसके तहत ग्रामीण क्षेत्रों में बैठक आयोजित किया गया है। इसके साथ ही पोस्टर और पत्र के विचारण भी किया जा रहा है। मानस प्रतिम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

 केरल उच्च न्यायालय की एक खण्डपीठ ने राज्य के स्वास्थ्य मंत्री अदूर प्रकाश के खिलाफ फिर से जांच कराने के राज्य सतर्कता निदेशक के आदेश पर रोक लगा दी है। उन पर, राज्य में पूर्व यू डी एफ सरकार के समय खाद्य मंत्री के पद पर रहते हुए घूंस लेने का आरोप है।
 मुख्य न्यायाधीश जे० चेलामेशवर और न्यायमूर्ति पी० आर० रामचन्द्र मेनन की खण्डपीठ ने त्रिशूर के एक व्यक्ति की याचिका पर सुनवाई करते हुए अदूर प्रकाश के खिलाफ दोबारा जांच पर रोक लगा दी।

 मध्यप्रदेश सरकार ने २३ हजार पंचायत सचिवों के स्थानान्तरण की नई नीति की घोषणा की है। इस नीति के अनुसार पंचायत सचिवो का स्थानान्तरण उनके आवेदन, उनके खिलाफ शिकायत या प्रशासनिक आवश्यकता के आधार पर किया जा सकता है। राज्य के ग्रामीण विकास और सामाजिक न्याय मंत्री गोपाल भार्गव ने आशा व्यक्त की है कि नई नीति से ग्रामीण क्षेत्रों में विकास कार्यों में सुधार हो सकेगा।

 उत्तरप्रदेश में दो नये जिलों के गठन की घोषणा के साथ ही कुल जिलों की संख्या ७४ हो गई है। ये दो नये जिले मुजफ्‌फरनगर और गाजियाबाद जिलों से निकाल कर बनाये गये हैं। गाजियाबाद में हापुड़ में एक जनसभा को सम्बोधित करते हुए मुख्यमंत्री मायावती ने एक नई तहसील धौलाना के गठन की भी घोषणा की। इसे नये जिले पंचशील नगर में शामिल किया जायेगा। गाजियाबाद की दो तहसीलें गढ़ मुक्तेश्वर और हापुड़ भी नये जिले में शामिल की जायेंगी और हापुड़ इसका मुख्यालय होगा।
 हमारे लखनउ संवाददाता ने बताया है कि नये जिले का मुख्यालय शामली होगा और इसके नाम में परिवर्तन नहीं किया जायेगा। नये जिले में कुल १२ लाख, ५१ हजार की आबादी होगी।

 सरकार ने १२वीं पंचवर्षीय योजना में अध्यापकों के शिक्षण के लिए एक राष्ट्रीय आयोग लाने का प्रस्ताव किया है। इसका उद्देश्य शिक्षण के स्तर में सुधार लाने के लिए अध्यापकों को उच्च गुणवत्ता का प्रशिक्षण देना है। मानव संसाधन विकास मंत्री कपिल सिब्बल ने आज नई दिल्ली में एक समारोह में यह जानकारी देते हुए बताया कि यह आयोग देश में अच्छे अध्यापकों की मांग और पूर्ति के बीच के बड़े अन्तर को खत्म करने में मदद करेगा। उन्होंने बताया कि बच्चों को उच्च गुणवत्ता की शिक्षा देने और  शिक्षा का अधिकार कानून सफलता पूर्वक लागू करने के लिए अध्यापकों का अच्छी तरह प्रशिक्षित होना जरूरी है।
 श्री सिब्बल ने शिक्षण व्यवस्था में सूचना और प्रौद्योगिकी के अधिक इस्तेमाल की जरूरत पर जोर दिया। उन्होंने घोषणा की कि सरकार अगले महीने से स्कूल और कॉलेजों के सभी विद्यार्थियों को सिर्फ ३५ अमरीकी डॉलर में कम्पयूटर टेबलेट उपलब्ध करायेगी। इससे पहले श्री सिब्बल ने शिक्षा और विकास में तकनीकी के इस्तेमाल के लिए अज+ीम प्रेमजी फाउन्डेशन को पहला राजीव गांधी अन्तर्राष्ट्रीय पुरस्कार प्रदान किया।

 प्रधानमंत्री ने कहा है कि अमरीका के इस कथन से कि आईएसआई हक्कानी आतंकवादी नेटवर्क की सहायता कर रहा है, इस मुद्दे पर भारत के रवैये की पुष्टि होती है। कल फ्रेंकफर्ट से नई दिल्ली लौटते हुए विशेष विमान में संवाददाताओं से डॉ० मनमोहन सिंह ने कहा कि दुनिया को अब वह बात समझ आएगी, जो भारत बरसों से कह रहा है। उन्होंने कहा कि इस बारे में अब लोग समझने लगे है कि इन ताकतों को काबू में करने के लिए उपाय करने होंगे।
 डॉ० मनमोहन सिंह अमरीकी सेना के प्रमुख जनरल माइक मूलेन के उस वक्तव्य पर एक प्रश्न का उत्तर दे रहे थे, कि पाकिस्तान की खुफिया एजेंसी आईएसआई अफगानिस्तान में हमले करने में हक्कानी आतंकी गुट की सहायता कर रही है।
 कुडनकुलम परमाणु ऊर्जा परियोजना के बारे में प्रधानमंत्री ने कहा कि वे तमिलनाडु के नेताओं से बातचीत करेंगे और इस परियोजना को लेकर चल रहे विवाद का समाधान करेंगे। उन्होंने कहा कि परमाणु ऊर्जा भविष्य के लिए बहुत जरूरी है और इसके महत्व को कम नहीं समझा जा सकता।
 प्रधानमंत्री ने कहा कि यूपीए सरकार अपना पांच साल का कार्यकाल पूरा करेगी। उन्होंने आरोप लगाया कि विपक्ष बेवजह बेचैन हो रहा है और जबरन जल्दी चुनाव कराने की कोशिश कर रहा है। केन्द्रीय मंत्रिमंडल में कथित मतभेदों की मीडिया की खबरों को खारिज करते हुए उन्होंने कहा कि मंत्रिमंडल में किसी तरह का असंतोष या मतभेद नहीं है और सब मिलकर काम कर रहे हैं।

विपक्ष को ढाई साल तक और इंतजार करना चाहिए। विपक्ष को लगता है कि इसमें सरकार की कुछ कमजोरियां हैं और वे जल्द से जल्द चुनाव चाहते हैं, जो होने नहीं जा रहा है। सरकार के पास पांच साल का बहुमत है और वह अपना कार्यकाल पूरा करेगी।
 प्रधानमंत्री ने कहा कि प्रणब मुखर्जी और पी. चिदम्बरम सहित सभी मंत्रियों पर उन्हें पूरा विश्वास है।

जहां तक श्री चिदम्बरम का सवाल है, वे जब वित्त मंत्री थे, तब भी मुझे उन पर पूरा भरोसा था और अब गृहमंत्री के रूप में भी वे मेरे विश्वास-पात्र हैं। ये बात उन पर और श्री मुखर्जी पर भी लागू होती है।
 मुद्रास्फीति की ऊंची दर पर चिंता व्यक्त करते हुए डॉ० मनमोहन सिंह ने कहा कि सरकार इस पर काबू पाने के भरपूर प्रयास कर रही है। दुनिया भर में बढ़ रही महंगाई की चर्चा करते हुए उन्होंने कहा कि देश में खाद्य पदार्थों की कीमतें स्थिर हैं। सब्जियों और पोल्ट्री उत्पादों के दामों में मांग और आपूर्ति के बीच अंतर के कारण वृद्धि हुई है।
 लीबिया की स्थिति की चर्चा करते हुए प्रधानमंत्री ने कहा कि वहां सोमालिया जैसी स्थिति पैदा होने की संभावना है।
 चीन के साथ सीमा विवाद के बारे में डॉ० मनमोहन सिंह ने कहा कि उन्हें चीन के नेताओं ने भरोसा दिलाया है कि ऐसा कुछ नहीं किया जाएगा, जिससे भारत के हितों को नुकसान पहुंचे।

 अमरीका, पाकिस्तान स्थित हक्कानी नेटवर्क को विदेशी आतंकवादी गुट घोषित करने के बारे में विचार कर रहा है। अमरीका के विदेश विभाग के प्रवक्ता विक्टोरिया नुलैंड ने संवाददाताओं को बताया कि अमरीका हक्कानी नेटवर्क के बदरूद्दीन हक्कानी सहित सात शीर्ष नेताओं पर पहले ही पाबंदी लगा चुका है। इस वर्ष मई में अमरीका के विदेश विभाग ने बदरूद्दीन हक्कानी को वैश्विक आतंकवादी घोषित किया था।

 केन्द्र ने आज कहा है कि वह देश में बच्चों के लिंग अनुपात में संतुलन लाने के लिए बहुपक्षीय रणनीति अपनाने जा रहा है। नई दिल्ली में राज्यों के स्वास्थ्य मंत्रियों के एक सम्मेलन को सम्बोधित करते हुए स्वास्थ्य मंत्री गुलाम नबी आजाद ने कहा कि केन्द्र ने कन्या भ्रूण हत्या के खिलाफ अभियान को तेज करने के लिए राज्य सरकारों की मांग पर धनराशि आवंटित की है। उन्होंने कहा कि इस सम्बन्ध में केन्द्र की विभिन्न योजनाओं के क्रियान्वयन पर निगरानी रखने के लिए सशक्त समितियों का गठन किया गया है।
 श्री आजाद ने कहा कि केन्द्र के कड़े कदमों का असर दिखना शुरू हो गया है। केन्द्रीय जांच दलों ने  पिछले कुछ महीनों में प्रसव पूर्व लिंग परीक्षण अधिनियम - पी सी एण्ड पी एन डी टी एक्ट का उल्लंघन कर, अवैध लिंग परीक्षण करने वाले कई क्लीनिकों पर प्रतिबंध लगा दिया है। स्वास्थ्य मंत्री ने सभी राज्य सरकारों पर कहा है कि वे बालिकाओं वाले परिवारों को आर्थिक रूप से मदद दें ताकि कन्या भू्रण हत्या की समस्या को समाप्त किया जा सके। उन्होंने कहा कि सरकार इस सम्बन्ध में लोगों में जागरूकता फैलाने पर भी जोर दे रही है।

 सरकार प्रशासन में ज्यादा पारदर्शिता और जवाबदेही लाने तथा भ्रष्टाचार को बिल्कुल भी सहन न करने की नीति के प्रति वचनबद्ध है। आज नई दिल्ली में एशिया और प्रशांत में भ्रष्टाचार रोधी प्रयासों पर क्षेत्रीय सम्मेलन का उद्घाटन करते हुए राष्ट्रपति प्रतिभा देवी सिंह पाटील ने भ्रष्टाचार से निपटने के लिए बहुपक्षीय दृष्टिकोण अपनाए जाने पर जोर दिया। उन्होंने कहा कि सरकारों को मौजूदा कानूनों, व्यवस्थाओं और प्रक्रियाओं की लगातार समीक्षा करनी चाहिए, ताकि ये कारगर रूप से काम करते रहें। उन्होंने संस्थाओं को मजबूत करने, व्यवस्था की खामियों को दूर करने, कानूनों को सख्ती से लागू करने और हर संस्थान के कामकाज में ज्यादा पारदर्शिता लाने की आवश्यकता पर जोर दिया।
 श्रीमती पाटील ने कहा कि भ्रष्टाचार किसी भी देश के सामाजिक, आर्थिक विकास में एक बड़ी बाधा है। उन्होंने विश्वास व्यक्त किया कि भारतीय अर्थव्यवस्था अपने मजबूत आधार और किसी भी परिस्थिति से उभरने की अपनी क्षमता के कारण समग्र विकास की नीति के साथ आगे बढ़ती रहेगी।
 राष्ट्रपति ने कहा कि भ्रष्टाचार से कारगर ढंग से निपटने के उद्देश्य से एक महत्वपूर्ण कदम उठाते हुए भारत इस वर्ष मई में संयुक्त राष्ट्र भ्रष्टाचार निरोधक समझौते की पहली ही पुष्टि कर चुका है। श्रीमती पाटील ने कहा कि भ्रष्टाचार से निपटने के लिए भारतीय संसद एक कारगर और मजबूत लोकपाल विधेयक तथा न्यायिक जवाबदेही विधेयक लाने पर विचार कर रही है।

 उत्तरी बिहार में बाढ़ की स्थिति अब भी गम्भीर बनी हुई है। लेकिन राज्य के मध्य भागों में इसमें सुधार हो रहा है। दरभंगा में बागमती और कमलाबालान नदियों में जलस्तर बढ़ रहा है। पूर्वी चम्पारन और शिवहर जिले के अनेक गांवों में बाढ़ का पानी भर गया है। बाढ़ से मुजफ्‌फरपुर-सीतामढ़ी और मोतिहारी-शिवहर सड़क मार्ग सहित कई मुख्य सड़कों पर पानी भर गया है। मुजफ्‌फरपुर में लाखनदेई नदी पर बने बांध में नौ स्थानों पर दरार आ गई है। जिससे औरई, कटरा और गईघाट खण्डों से लोगों को सुरक्षित स्थानों पर ले जाया जा रहा है। राहत और बचाव कार्य जारी हैं। राज्य के जल संसाधन विभाग ने बताया है कि स्थिति नियंत्रण में है।
  इस बीच, सोन नदी में जलस्तर घटने से मध्य बिहार में बाढ़ की स्थिति में सुधार हो रहा है।

 ओड़ीशा में जाजपुर और केन्द्रापड़ा जिलों के बड़े हिस्से में बाढ़ की स्थिति गम्भीर बनी हुई है। पिछले सात दिनों से राहत सामग्री न मिलने के कारण सैकड़ों गांवों के हजारों लोग दयनीय अवस्था में रह रहे हैं। इन इलाकों के लोग तटबंधों और दूसरे ऊंचे स्थानों पर शरण लिये हुए हैं। ओडीशा के जल संसाधन विभाग के सचिव सुरेश चन्द्र महापात्रा के अनुसार ब्राह्‌मणी, वैतरणी, स्वर्णरेखा और बुद्धबलंगा में पानी घटना शुरू हो गया है और बाढ़ प्रभावित ज्यादातर जिलों में स्थिति सुधर रही है। बाढ़ प्रभावित जाजपुर जिले में बारी और जयपुर शहर तथा केन्द्रापड़ा जिले में ऑल, राजकनिका और राजनगर में सड़क सम्पर्क कल शाम तक बहाल हो जाने की उम्मीद है। ओड़ीशा सरकार के अनुसार बाढ़ के दूसरे चरण में अब तक २७ लोगों की मौत हो गई है और तीन लोग अब भी लापता हैं। दस जिलों के १२ शहरों और तीन हजार चार सौ ५९ गावों के लगभग २३ लाख लोग बाढ़ से प्रभावित हैं।

 दिल्ली के चांदनी महल इलाके में कल रात एक तीन मंजिला इमारत ढह जाने से सात लोगों की मौत हो गई और २५ अन्य घायल हुए हैं। आज दूसरे दिन भी बचाव कार्य जारी हैं। मलबे में कुछ और लोगों के दबे होने की आशंका है। हमारी संवाददाता ने खबर दी है कि इलाके में गलियां संकरी होने के कारण बचाव कार्यों में दिक्कत आ रही है।

The Calcutta High Court today ruled that the West Bengal Government's Singur Land Rehabilitation and Development Act, 2011 under which the State government acquired the land leased to Tata Motors Ltd (TML) is constitutional and valid. Justice I P Mukerji, while upholding the validity of the Act, directed that compensation be paid to TML if it makes an application for it. The court noted that the district judge of Hooghly should determine the amount of compensation to be paid. Justice Mukerji stayed the application of the order till November two to give the parties a fair chance to appeal before a higher court, if aggrieved with the order. The court also appointed the district magistrate and SP of Hooghly district, within which Singur falls, as special officers to ensure smooth transfer of land from TML to the state with in two months. The court also upheld the vesting of the land given to vendors, who had also challenged the Act in a separate application. TML had challenged the Act before the High Court on June 22, claiming that it was unconstitutional and as such acquiring of the 600 acres of land leased to it was invalid.

In West Bengal, the Trinamool Congress nominee and Chief Minister, Ms. Mamta Banerjee has won in Bhawanipur Assembly constituency by- election by more than 54 thousand votes over her nearest CPIM rival Prof. Nandni Mukherjee. The Trinamool Congress also snatched the Bashirhat north Assembly seat from the CPIM. Trinamool Congress candidate Mr. A.T.M.Abdullah defeated his nearest CPIM rival Mr. Subid Ali Gazi by over 30,000 votes in the bye-election in this seat. The two seats had fallen vacant following the resignation of Mr. Subrato Bakshi of Trinamool Congress and PWD Minister from the Bhawanipur seat and the death of Mustafa bin-Kasim of CPIM in Bashirhat north constituency. West Bengal Chief Minister Mamta Banerjee has said that the people have showed confidence over the 100 days of work of the new government in the state through their verdict in the bye-election. Expressing satisfaction over the verdict she said that this will inspire the government to work more for the welfare of the people. Referring to the Calcutta High Court judgement on the Singur issue Ms. Banerjee said that industry will be set up in 600 acres of land while 400 acres of land acquired by the previous Left Front Government will be returned to the unwilling farmers.

Prime Minister Dr Manmohan Singh has said that America's assertion that the ISI is helping the Haqqani terror network, has vindicated India's stand on this issue. Talking to reporters on board the special aircraft from Frankfurt to New Delhi yesterday , the prime minister said that the world would wake up to the realisation about which India had been talking about for long. He said there is a growing awareness that measures have to be taken to check these forces. Dr Singh was replying to a question on, the Chairman of US Joint Chiefs Gen. Mike Mullen's statement that Pakistan intelligence agency ISI was helping Haqqani network terror group in launching attacks in Afghanistan.

Indian Ambassador to the United States, Ms. Nirupama Rao said in Washington, that India's view on terrorism in the region is increasingly being believed and subscribed to. A team of National Investigation Agency (NIA) is likely to visit the United States soon to question 26/11 Mumbai terror attack accused Tahawur Hussain Rana. Rana is accused of helping Lashkar-e-Taiba operative David Headley. Center today said that it is adopting multi pronged strategy to strike a balance in the child sex ratio in the country. Addressing a conference of state health ministers in New Delhi, Union Health Minister Ghulam Nabi Azad said that center has allotted funds as demanded by the state governments to strengthen their campaigns against female foeticides. He added that the center has constituted empowered committees to monitor the implementation of various schemes initiated by the center in this regard. Mr. Azad said that aggressive attitude adopted by the center is showing results. Two more persons, who were injured in last night's building collapse in Old Delhi, died today, taking the toll to seven. Rescue operations continue at the spot of the tragedy for the second day. Over 25 people were injured in the incident and some more people are still feared trapped inside the debris after adjacent buildings collapsed in Chandni Mahal area at around 8 pm yesterday. The building collapse took place in the narrow lane of the Daryaganj area in the walled city where it is impossible for any ambulane or rescue vehicles to reach. Local residents and members of the civil defence team are helping the police and authorities to clear the debris. The police has barricaded the entire area and is not allowing anyone including the media to go near the site of the incident. The government is committed to greater transparency and accountability in governance and to a policy of zero tolerance towards corruption. Inaugurating the regional conference of Anti Corruption initiative on Asia and the Pacific in New Delhi today, President Pratibha Devisingh Patil called for a multifaceted approach to combat corruption. She said, governments have to constantly review existing laws, systems and procedures for ensuring their effectiveness. She emphasised the need for strengthening institutions, removing loopholes, stringently implementing laws and making every institution more transparent in its functioning.

A Division Bench of the Kerala High Court today stayed re-investigation ordered by the state Vigilance Director against state Health Minister Adoor Prakash. This was in connection with a bribery charge against him when he was Food Minister during the previous UDF government rule in the state. A Division Bench comprising Chief Justice J Chelameshwar and Justice P R Ramachandra Menon stayed the re-investigation, on a petition moved by a person belonging to Thrissur. Mr Prakash, one of the six accused in the case, allegedly asked for a bribe for allotting ration wholesale depots during his previous tenure as Food Minister.

The flood situation in north Bihar continued to remain grim while it has improved in the central parts of the state. The Sudden increase in the discharge of water in river Kosi yesterday caused heavy pressure at many places on the eastern embankment in Supaul district. In Odisha, the flood situation continues to be alarming in large parts of Jajpur and Kendrapada districts. Hundreds of villages are still marooned by flood water with thousands of people living in pitiable conditions without relief since seven days. According to Water Resources Department Secretary of Odisha, Suresh Chandra Mohapatra, water has started receding in major rivers like Brahmani, Baitarani, Subarnarekha and Budhabalanga and flood situation is improving in a majority of affected-districts of Odisha.

Government has proposed to bring a National Mission on Teachers' Education in the 12th Five Year Plan. The Mission is aimed to impart high quality training to teachers to improve teaching standards in the country. The rupee reversed initial losses and was being quoted 13 paise higher at 48.94 rupees per dollar in early trade today on fresh selling of the American currency by banks and exporters in view of dollar weakness overseas. The rupee resumed lower at 49.14 rupees per dollar on the Interbank Foreign Exchange, as against its previous close of 49.07 rupees per dollar. However, it recovered almost immediately to 48.94 rupees per dollar before quoting at 48.96 rupees per dollar at 1030 hours.

The festival of Navratra began today with traditional fervour and gaiety in several parts of the country. In Jammu and Kashmir, people are celebrating Navratra at the holy cave shrine of Mata Vaishno Devi at the Trikuta hillock. Assam Government has launched an initiative to benefit workers engaged with the construction sector in the State. The State Labour Commissioner said that the government has a target of raising 500 crore rupees as cess by 2015 under the scheme. More from our Correspondent: 
Around 7000 workers in the state have been registered so far to avail the benefit of the scheme. The state labour and employment department has set the target of registering 10 lakh building and construction workers. As per rule, a worker can avail the benefit after one year of registration. The United States is reviewing whether to designate the dreaded Haqqani network based in Pakistan, as a foreign terrorist organisation. The State Department spokesperson, Victoria Nuland, told reporters that quite a sizeable number of the Haqqani kingpins have been individually designated, which includes financiers, leaders as well as some of its most dangerous operatives.

सीबीआई ने टूजी स्पेक्ट्रम मामले म,ें पूर्व केंद्रीय मंत्री दयानिधि मारन की कथित भूमिका के बारे में स्थिति रिपोर्ट उच्चतम न्यायालय में दाखिल कर दी है। सूत्रों के अनुसार सी बी आई ने उच्चतम न्यायालय को बताया है कि इसी मामले में एस्सार -लूप कंपनी और दयानिधि मारन के खिलाफ जांच अभी जारी है। श्री मारन के खिलाफ एफ आई आर इस महीने के अंत तक दर्ज कर दी जायेगी।

दिल्ली की एक अदालत ने २००८ के वोट के बदले नोट मामले में राज्यसभा सदस्य अमरसिंह की नियमित और अंतरिम जमानत याचिकाएं आज खारिज कर दी। विशेष न्यायाधीश संगीता ढींगरा सहगल ने मेडिकल रिपोर्ट के आधार पर उनकी दोनों याचिकाएं रद्द कर दीं। अमरसिंह गुर्दे की बीमारी के इलाज के सिलसिले में फिलहाल अखिल भारतीय आयुर्विज्ञान संस्थान -एम्स में भर्ती हैं। उन्हें इस महीने की छह तारीख को गिरफतार किया गया था। लेकिन लगातार उल्टियां होने और अतिसार के कारण उन्हें १२ तारीख को एम्स में भर्ती कराया गया था। बाद में अदालत ने १५ तारीख को उनकी अंतरिम जमानत की याचिका मंजूर कर ली थी।

प्रवर्तन निदेशालय ने पुणे के व्यापारी हसन अली की संपत्ति और निवेश के बारे में जानकारी प्राप्त करने के लिए जांचकर्ताओं का दल स्विटजरलैंड, सिंगापुर, संयुक्त अरब अमारात और ब्रिटेन भेजने का फैसला किया है। हसन अली के खिलाफ पचास हजार करोड़ रूपये की आयकर चोरी के मामले की जांच चल रही है। प्रवर्तन निदेशालय ने उच्चतम न्यायालय में अपनी जांच रिपोर्ट दाखिल करने से पहले अपना पक्ष पूरी तरह से मजबूत करने के इरादे से यह कदम उठाया है। निदेशालय की दो सदस्यों की टीम इन देशों का दौरा करेगी। हैदराबाद पुलिस की अपराध शाखा ने हाल ही में हसन अली को अवैध रूप से पासपोर्ट हासिल करने के आरोप में गिरफतार किया है।

राष्ष्ट्रपति ने भ्रष्टाचार का मुकाबला करने के लिये बहुआयामी दृष्टिकोण अपनाने का आह्‌वान किया है। श्रीमती प्रतिभा देवी सिंह पाटील ने नई दिल्ली में एशिया और प्रशांत क्षेत्र में भ्रष्टाचार रोधी प्रयासों पर क्षेत्रीय सम्मेलन का उद्घाटन करते हुए यह बात कही।

सरकार को मौजूदा कानूनों, व्यवस्थाओं और प्रक्रियाओं की लगातार समीक्षा करनी चाहिए, ताकि ये कारगर रूप से काम करती रहे। संस्थाओं को मजबूत करने, व्यवस्था की खामियों को दूर करने, कानूनों को प्रभावी तरीके से लागू करने और हर संस्थान के कामकाज में ज्यादा पारदर्शिता लाने की आवश्यकता है।

राष्ट्रपति ने कहा कि भारत प्रशासन में अधिक पारदर्शिता और जवाबदेही लाने तथा भ्रष्टाचार को कतई बर्दाश्त नहीं करने की नीति के प्रति वचनबद्ध है। उन्होंने कहा कि भ्रष्टाचार से कारगर ढंग से निपटने के उद्देश्य से भारत ने इस वर्ष मई में संयुक्त राष्ट्र भ्रष्टाचार निरोधक समझौते की पुष्टि की है।

कलकत्ता उच्च न्यायालय ने सिंगूर भूमि पुनर्वास और विकास अधिनियम २०११ को संवैधानिक और वैध करार दिया है, इसके तहत पश्चिम बंगाल सरकार ने टाटा मोटर्स लिमिटेड को पट्टे पर दी गई जमीन वापस ली है। न्यायालय ने इस कानून को वैध ठहराते हुए निर्देश दिया कि अगर टाटा मोटर्स लिमिटेड मुआवजे के लिए आवेदन करे, तो उसे मुआवजा दिया जाए। न्यायालय ने कहा कि हुगली के जिला जज को मुआवजे की राशि तय करनी चाहिए।
अदालत ने इस आदेश के अमल पर २ नवम्बर, तक रोक लगा दी है, ताकि सम्बद्ध पक्ष अगर इस आदेश से संतुष्ट नहीं हैं, तो वह ऊपरी अदालत में जा सके।
न्यायालय ने हुगली के जिला मजिस्टे्रट और पुलिस अधीक्षक को टाटा मोटर्स लिमिटेड से, राज्य को इस भूमि का दो महीने के अंदर सुचारू रूप से हस्तांतरण कराने के लिए विशेष अधिकारी नियुक्त किया है।

पश्चिम बंगाल में तृणमूल कांग्रेस उम्मीदवार और मुख्यमंत्री ममता बैनर्जी ने भवानीपुर विधानसभा सीट जीत ली है। इस उपचुनाव में उन्होंने अपनी निकटतम प्रतिद्वंद्वी मार्क्सवादी कम्युनिस्ट पार्टी की प्रोफेसर नंदिनी मुखर्जी को ५४ हजार से अधिक वोटों से हराया। तृणमूल कांग्रेस ने बशीरहाट-उत्तरी सीट भी जीत ली है। पार्टी के ए.टी.एम अब्दुल्ला ने अपने निकटतम प्रतिद्वंद्वी मार्क्सवादी कम्युनिस्ट पार्टी के सुबिद अली गाज+ी को तीस हजार से अधिक मतों से पराजित किया।

आंध्र प्रदेश में तेलंगाना क्षेत्र के विपक्षी तेलगुदेशम विधायकों ने अलग राज्य के गठन पर जोर देने के इरादे से एक बार फिर अपना इस्तीफा विधानसभा के सचिव राजा सदाराम को सौंप दिया है। इन विधायकों ने पहले भी इस्तीफा दिया था, लेकिन अध्यक्ष एन मनोहर ने उन्हें नामंजूर कर दिया था।
इस बीच, तेलंगाना क्षेत्र के कांगे्रस नेताओं ने पार्टी के राज्य प्रभारी गुलाम नबी आजाद से मुलाकात की और क्षेत्र में पिछले सोलह दिनों से जारी आम हड़ताल से उत्पन्न राजनीतिक घटनाक्रम पर विचार विमर्श किया।

उत्तर प्रदेश में तीन नये जिले बनाये गये हैं। इनके नाम हैं-प्रबुद्ध नगर, पंचशील नगर और भीम नगर । इन्हें मिलाकर उत्तर प्रदेश में जिलों की कुल संख्या ७५ हो गयी है। राज्य के पश्चिमी जिलों के दौरे पर आई मुख्यमंत्री सुश्री मायावती ने ंनये जिलों के गठन की घोषणा की। उन्होंने कहा कि बहुजन समाज पार्टी की सरकार प्रशासनिक दृष्टि से हमेशा से ही छोटे राज्यों और छोटे जिलों के पक्ष में रही है।

कांगे्रस ने भारतीय जनता पार्टी की आलोचना करते हुए कहा है कि उसके हाल के बयानों से स्पष्ट है कि वह २००४ में सत्ता से बेदखली को अभी तक हजम नहीं कर सकी है। पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने टू-जी मामले पर भाजपा नेताओं की टिप्पणियों को हताशा से उत्पन्न बचकाना कोशिश बताया।

यह अत्यन्त दुर्भाग्य की बात है कि बीजेपी ऐसी पार्टी है जिसने शुरूआत से कभी अपने सपनों के मायाजाल से निकलकर इस बात को ग्रहण नहीं किया है आज तक कि ये सत्ता से बाहर है। जबसे सत्ता उनके हाथ से निकली है २००४ में तबसे उन्होंने प्रयत्न किया है कि अस्थिरता पैदा हो, सरकार गैर कानूनी तरीकों से गिरे, सत्ता वापिस गलत तरीकों से उनके हाथ में आये।
श्री सिंघवी ने कहा कि सरकार पर विपक्ष के हाल के हमले एक व्यक्ति की प्रधानमंत्री बनने की कभी समाप्त न होने वाली महत्वाकांक्षा का परिणाम है। उन्होंने कहा कि संवैधानिक मर्यादा के प्रति भाजपा के मन में कोई सम्मान नहीं है।

उच्चतम न्यायालय ने सरकार से आतंकवादी देवेन्द्रपाल सिंह भुल्लर की दया याचिका पर निर्णय लेने में आठ साल से अधिक समय लगने का कारण स्पष्ट करने को कहा है। न्यायालय ने केंद्र से अगले महीने की दस तारीख तक शपथ-पत्र दाखिल करने को कहा है। भुल्लर को युवक कांगे्रस के तत्कालीन अध्यक्ष मनिन्दरजीत सिंह बिट्टा के काफिले पर बम विस्फोट करने के आरोप में फांसी की सजा सुनाई गयी थी। इस घटना में नौ लोग मारे गये थे। राष्ट्रपति ने इस वर्ष मई में भुल्लर की दया याचिका नामंजूर कर दी थी।

ओड़ीसा में विनाशकारी बाढ़ के बाद अब स्थिति धीरे-धीरे सुधर रही है। ब्राह्‌मणी, वैतरणी, बुद्धबलंगा और सुवर्णरेखा नदियों में बाढ़ का पानी अब उतर रहा है। हालांकि जाजपुर और केंद्रपाड़ा जिलों के कई क्षेत्र अब भी बाढ़ के पानी से धिरे हुए हैं। हजारों प्रभावितों तक राहत सामग्री नहीं पहुंच पाई है।

उधर, उत्तरी बिहार में बाढ़ की स्थिति अब भी गम्भीर बनी हुई है। लेकिन राज्य के मध्य भागों में इसमें सुधार हो रहा है। राहत और बचाव कार्य जारी हैं। राज्य के जल संसाधन विभाग ने बताया है कि स्थिति नियंत्रण में है।

राष्ट्रीय आपदा प्रबंधन प्राधिकरण ने कहा है कि इस क्षेत्र में प्रशिक्षित लोगों की भारी कमी है, इसलिए अनेक चुनौतियों से भलीभांति नहीं निपटा जा सकता। प्राधिकरण के उपाध्यक्ष एम शशिधर रेड्डी ने प्राधिकरण के सातवें स्थापना दिवस पर कहा कि आपदा प्रबंधन की योजना तैयार करने और उस पर पूरी तरह से अमल करने के लिए जो दिशा-निर्देश दिये गये हैं, उन्हें कार्यरूप में बदलना एक बड़ी चुनौती है।

सरकार ने १२वीं पंचवर्षीय योजना में अध्यापकों के शिक्षण के लिए एक राष्ट्रीय मिशन बनाने का प्रस्ताव किया है। मानव संसाधन विकास मंत्री कपिल सिब्बल ने आज नई दिल्ली में एक समारोह में बताया कि इस मिशन का उद्देश्य शिक्षण स्तर में सुधार के लिए अध्यापकों को प्रशिक्षण देना है।

हमने इस मिशन को मजबूत बनाने के लिए १२वीं योजना में सरकार को प्रस्ताव भेजा है और कई सारे मिशन में से यह बहुत जरूरी मिशन है। लेकिन यह तभी संभव होगा जब विद्यालय स्तर पर उच्च गुणवत्ता की शिक्षा और पाठयक्रम लाया जाये।
श्री सिब्बल ने घोषणा की कि सरकार अगले महीने से स्कूल और कॉलेजों के सभी विद्यार्थियों को सिर्फ ३५ डॉलर में कम्पयूटर टेबलेट उपलब्ध करायेगी।

The CBI today submitted its status report on Dayanidhi Maran's alleged role in the 2G spectrum scam in the Supreme Court. According to the CBI sources, the agency told the Supreme Court that the probe against Essar-Loop company and DMK leader Dayanidhi Maran in the 2G case, is still on and FIR against Maran would be filed within a couple of days.

A Delhi court today rejected Rajya Sabha MP Amar Singh's regular as well as interim bail pleas in the 2008 cash-for-vote scam. Special Judge Sangita Dhingra Sehgal relied on the medical reports to reject both the bail applications of the former Samajwadi Party leader who is undergoing treatment for his kidney ailments at the AIIMS. Mr. Amar Singh was arrested on the 6th of this month after he appeared before the court. He, however, had to be rushed to the AIIMS from Tihar jail after a bout of vomitting and diarrhoea on the 12th and later the court granted him interim bail on the 15th of this month.

The Supreme Court today asked the Centre to explain the delay of over eight years in deciding the mercy plea of terrorist Devender Pal Singh Bhullar. Bhullar was awarded death penalty for triggering a bomb blast in Delhi in September 1993, targeting the cavalcade of then Youth Congress President Maninderjit Singh Bitta, killing nine people. A Bench headed by Justice G S Singhvi asked the Centre to file an affidavit by the 10th of next month, explaining the delay in deciding Bhullar's mercy plea of 2003 which was rejected by the President on May 25 this year after a lapse of over eight years.

In Andhra Pradesh, the opposition Telugu Desam legislators from Telangana region have once again submitted their resignations, pressing their demand for statehood. According to PTI, 32 MLAs from the region belonging to TDP, today resigned from the state assembly. The TDP MLAs submitted their resignations to Assembly Secretary Rajasadaram this evening. These MLAs had tendered their resignations earlier also on the issue but Speaker N Manohar had rejected them. In another development, the Congress leaders from Telangana region called on Mr. Gulam Nabi Azad, incharge of party affairs in the state, to discuss fresh political developments in the wake of General Strike underway for the past 16 days in the region. Meanwhile, normal life in Telangana region continued to hit following ongoing general strike called by Telangana Joint Action Committee. The bus services and power supply are worst affected as the Government employees, Singareni Coal Workers and teachers are taking part in the agitation for statehood.

Launching a scathing attack on BJP, Congress today said that opposition's recent statement shows that it has not been able to digest its ouster from power in 2004. Briefing the reporters in New Delhi, party spokesperson Abhishek Manu Singhvi said that BJP's recent attempts reflect its ulterior motives to grab power through improper means. Saying that BJP has no respect for the Constitutional propriety, Mr. Singhvi described BJP leaders comments on 2G issue as childish pranks out of festering frustration.

The Enforcement Directorate has decided to send a team of its investigators to Switzerland, Singapore, UAE and the UK, to gather data on investments and assets of stud farm owner Hasan Ali Khan. Khan is being probed for allegedly evading income tax of over 50,000 crore rupees. The move has come as the Directorate is looking to build a watertight case against Khan after it booked him on money laundering charges earlier this year and submitted its probe report to the Supreme Court. The two-member team from the Mumbai unit of the ED will tour these countries with Letters Rogatories, LRs, which were issued earlier to these nations after it arrested Khan in March this year. Khan has recently been booked by the Hyderabad Police Crime Unit for allegedly obtaining a passport by illegal means. A probe report will also be submitted to the apex court in this regard once investigations are complete.

The Government has proposed to bring a National Mission on Teachers' Education in the 12th Five Year Plan. The Mission is aimed to impart high quality training to teachers to improve teaching standards in the country. This was revealed by Human Resource Development Minister Kapil Sibal at a function in New Delhi today. Mr Sibal said that the mission will help in bridging the huge gap between the demand and supply of quality teachers in the country.
Mr Sibal also announced that the Government's initiative of providing a computer tablet costing only 35 US Dollars to all students in schools and colleges will come into effect from next month.

The Calcutta High Court today ruled that the West Bengal Government's Singur Land Rehabilitation and Development Act, 2011 under which the State government acquired the land leased to Tata Motors Ltd (TML) is constitutional and valid. Justice I P Mukerji, while upholding the validity of the Act, directed that compensation be paid to TML if it makes an application for it. The court noted that the district judge of Hooghly should determine the amount of compensation to be paid. Justice Mukerji stayed the application of the order till November two to give the parties a fair chance to appeal before a higher court, if aggrieved with the order. The court also appointed the district magistrate and SP of Hooghly district, within which Singur falls, as special officers to ensure smooth transfer of land from TML to the state with in two months.

In West Bengal, the Trinamool Congress leader and Chief Minister, Ms. Mamta Banerjee has won the Bhawanipur Assembly constituency by- election by more than 54 thousand votes over her nearest CPIM rival Prof. Nandni Mukherjee. The Trinamool Congress also snatched the Bashirhat north Assembly seat from the CPIM. Trinamool Congress candidate Mr. A.T.M.Abdullah defeated his nearest CPIM rival Mr. Subid Ali Gazi by over 30,000 votes in the bye-election in this seat.

The President has called for multi-faceted approach to combat corruption. Inaugurating the regional conference of Anti Corruption initiative on Asia and the Pacific in New Delhi today, Mrs. Pratibha Devisingh Patil said, governments have to constantly review existing laws, systems and procedures for ensuring their effectiveness.
The President said that India is committed to greater transparency and accountability in governance and to a policy of zero tolerance towards corruption. She said India has an elaborate legal and institutional framework for preventing and combating corruption in public services. She informed that in a significant step to fight against corruption effectively, India has already ratified the United Nations Convention Against Corruption in May this year. It will help New Delhi in tackling trans- border corruption. Hailing the Asian Development Bank, ADB- Organisation for Economic Cooperation and Development, OECD initiative against corruption, she emphasised on bilateral arrangements for mutual assistance to build international cooperation.

Stock markets in China, Hong Kong, South Korea and Singapore dropped between 0.7 percent and 1 percent. The rupee appreciated 32 paise, to 48.75 against the the dollar. Gold fell 75 rupees, to 26,940 rupees per ten grams in Delhi. But silver rose 200 rupees, to 55,200 rupees per kilo. The flood situation in areas like Bari and Jajpur town in Jajpur district and Aul, Rajkanika and Rajnagar of Kendrapada continues to be grim with thousands of people crying for food for post a number of days of the flood. As many as 1,362 villages are still marooned, with 3,569 and 12 cities in 10 of the 30 districts badly affected in the flood. Many people in the marooned villages are living in river embankments and other high lands as flood water has either entered or damaged their houses. The state government has cancelled Durga puja holidays of all its officials who are engaged in relief, rescue and assessement work of the flood. In Afghanistan, eight policemen have been killed in an insurgent attack on a checkpoint in the south of the country. Local officials said, the attack took place early this morning near Lashkar Gah in Helmand province. They said, three other policemen were wounded and another policeman, who was part of the group of attacked officers, was also missing.

Dinesh defeated Deepak Mahajan of Nepal, 20-8, in the opening round. He joins Akhil Kumar and Suranjoy Mayengbam Singh who advanced to the second round yesterday.

In Uttar Pradesh, three new districts including Prabuddha Nagar, Panchsheel Nagar and Bhim Nagar were set up today in the western region of the state. With these new districts, the total number of districts has gone up to 75 in the state. Our Lucknow Correspondent reports that Chief Minister Mayawati announced today the formation of new districts during her one-day visit to the western districts of the state.
