The Centre has asked the states to play an effective role for completion of road infrastructure projects in the country. Briefing reporters at the end of the day-long conference on Public Private Partnership in National Highways in New Delhi yesterday, the Road Transport and Highways Minister Dr. C. P. Joshi said states will get 20 per cent of the budget grant fund for the projects for their involvement and timely completion of these projects.
We want more involvement of State Government because states are working with our agencies and we want that they should come out in large number because only few states are having this P.P. mode. But, we keen that entire country's state governments should come and join hands in constructing the NH.
Mr. Joshi said that 16,000 kilometers of highways have been completed so far and another 15,000 are in different stages of completion.
Earlier inaugurating the conference, the Prime Minister Dr. Manmohan Singh said investment in this sector will rise to about one trillion dollars. He said this is necessary to achieve the target of 9 per cent growth during the 12th five year plan. The Prime Minister also called for complete transparency in the awarding of highway projects to eliminate the possibility of favoritism or crony capitalism.
For a large road-building programme, efficiency, economy, competition and transparency are the vital touch-stones that should be used for judging our level of success. It is necessary to demonstrate that the award, construction and operation of these projects is based on a fair and transparent approach.

Rajya Sabha MP Amar Singh, arrested for his alleged role in 2008 cash-for-vote scam, was admitted to the All India Institute of Medical Sciences in New Delhi last night following a rise in the creatinine level in his body. Tihar jail spokesman Sunil Gupta said Singh was admitted in the private ward of AIIMS at around 8 pm. A panel of doctors at Tihar jail examined Singh, found his creatinine level high and decided to refer him for admission in AIIMS.
Singh is seeking interim bail from a Delhi court on medical ground. The Delhi court will decide about his bail plea today.

A special CBI court in Hyderabad will pass its order today on the bail petitions of former Karnataka minister and mining baron Janardhan Reddy and his brother-in-law B V Srinivas Reddy arrested on charges of illegal mining. Janardhan Reddy and Srinivasa Reddy, MD of Oblapuram Mining Corporation (OMC), were arrested by the CBI on September 5th at Bellery in Karnataka in an alleged illegal mining scam and remanded in judicial custody till September 19th. They are currently lodged at the Chanchalguda central jail in Hyderabad.

In Gujarat, Ahmedabad City Crime Branch sleuths arrested a 23-year-old youth from Patan in North Gujarat for sending a hoax mail, purportedly in the name of the Indian Mujahiddin. The hoax mail had claimed responsibility for the bomb blast in Delhi last week and threatened a terror attack in the city. Ahmedabad Police Commissioner Sudhir Sinha told the media persons that Monu Ojha was arrested after the terror-mail written to media was traced to a laptop of Patan-based businessman Raju Yadav. Our Ahmedabad Correspondent reports that Monu has studied up to class 11 and was working as a data entry operator. He used the name of Al Saiyad Al Huri, a terrorist in FBI’s wanted list in the mail.

Union Home Minister P. Chidambaram held a high-level meeting in Mumbai last night to review security in Maharashtra. State Chief Minister Prithviraj Chavan, Home Minister R.R. Patil, Additional Chief Secretary (Home) Umesh Chandra Sarangi, Anti Terrorism Squad Chief Rakesh Maria, State Intelligence Chief K L Prasad, Mumbai Police Commissioner Arup Patnaik and other senior officials were present at the meeting. Sources said, Mr Chidambaram was apprised about the course of investigations into the July 13th serial bomb blasts in Mumbai and the steps taken regarding the modernisation of the police force.

A national workshop begins in New Delhi today to devise an effective mechanism for the development of 60 naxal affected districts across the country. An amount of 30 crore rupees will be given to each district for holistic development of these areas. Previously 25 crore rupees were being allocated for the same. Home Minister P Chidambaram will inaugurate the first of its kind workshop. The Prime Minister Dr Manmohan Singh will also address the participants.

The Andhra Pradesh government has appealed its employees in Telengana region not to go ahead with their proposed indefinite strike from today on the statehood issue. The government said, it will invoke ESMA and the "No Work No Pay" rule against striking employees, if necessary. It urged the employees to give up their stir as the statehood demand is already being examined by the central government.

In Assam, the culling of birds will resume today at Agomoni in Dhubri district. So far, over 5,000 birds have been culled in the avian flu affected Agomoni area of the district. The administration has banned the sale of poultry and its products within a three kilometer radius of the area by imposing section 144 of the CrPC. Our correspondent reports that the State Veterinary and Health Department has taken all precautionary measures to prevent the spread of avian flu virus.
36 Rapid Action teams carried out the culling operation at 10 villages at Agomoni area bordering Bangladesh. The District Administration has set the target of culling 30 thousand birds in 14 villages of the area. The culling operation is likely to be continued for another two-three days. The movements of vehicles carrying poultry products have been kept under intense vigil at Sagolia check gate. Tamiflu tablets are made available in the district. No reports of bird flu infection in human have been received so far from any part of the district.

In Odisha, more than 20 lakh people in about 3,500 villages have been badly affected in the current wave of flood. As many as 19 of the 30 districts in the state have been hit by flood in Mahanadi river systems, Brahmani and Baitarni. As per official reports, 17 people have been killed in the flood so far. Inadequate supply of relief materials and damage of roads in many flood-affected areas have hit thousands of marooned people hard. Four helicopters have been pressed into service for air dropping food packets in affected areas of Kendrapara, Puri and Jagatsinghpur districts.

In Jammu and Kashmir, observing some movement on the Indo-Pak International border, security forces today resorted to firing in the Samba sector. The firing which started at 2 a.m. at the Nursery Border outpost of Ramgarh sub-sector lasted for half an hour. Senior BSF officials have reached the spot and a massive search operation has been launched in the area. Details are still awaited.

India and Pakistan are expected to sign a memorandum of understanding to check drug trafficking following talks between anti-narcotics officials of the two countries. A visiting seven-member Indian delegation headed by Narcotics Control Bureau Director General O P S Malik met Pakistan’s Anti-Narcotics Force, chief Maj Gen Syed Shakeel Hussain in Islamabad yesterday. The talks will conclude today with the signing of a memorandum of understanding on drug demand reduction and prevention of illicit trafficking in narcotic drugs, psychotropic substances and precursor chemicals.

In Kenya, at least 120 people burnt to death yesterday when a fuel pipeline burst into flames in a slum area in the capital Nairobi. A Nairobi city council official said that the death toll is likely to rise as bodies are being fished out from a nearby river. People jumped into the river to try to extinguish the flames they were engulfed in. The explosion took place when people were trying to scoop fuel from a leaking petrol pipeline in Nairobi's Lunga Lunga industrial area.

One person died and another was seriously injured in an explosion yesterday in a site that treats nuclear waste in southern France. The country's nuclear safety body said that no radioactive leaks have been detected. The Nuclear Safety Authority said three other people suffered lesser injuries in the blast at an oven in the Centraco nuclear site.

"July Industrial output hits a 21 months low" reports the Hindustan Times, adding that the 3.3 percent growth in India's factory output in July is the lowest in 2 years.
Papers also report on the explosion at a Nuclear waste Centre in France. "N-scare in France" writes the Mail Today. "France nuclear blast leaves one dead, four hurt" says the Pioneer while the Hindu adds that there is no confirmation on the exact blast site or manner in which it occurred.
"London cops rescue 24 slaves held for 15 years" writes the Statesman. The Pioneer adds that the British police are questioning 5 people after they swooped on a traveller's site in North London and rescued 24 slaves living in squalid conditions in dog kennel horse boxes, in one of the worst cases of modern day slavery ever discovered in the UK.
In a story titled "Final Matrix Emerging", "NIA links Delhi, Mumbai blasts", the Tribune writes. The links being pieced together could not only solve the Delhi High Court Blast case but also help in cracking the Mumbai Blasts case of July 13.

A team at the University of Bradford says the revolutionary drug ICT 2588 'detonates' and becomes active on reaching its target, circulates in the blood stream destroying cancers which have spread, while leaving healthy tissues unharmed.

The Indian Space Research Organisation (ISRO) is drawing plans to develop the Satish Dhawan Space Centre at Sriharikota in Andhra Pradesh into a Centre for assembling satellites and rockets in the near future. ISRO chairman K Radhakrishnan said that the space port Sriharikota should further develop into an area where the industries in India working for space research would come together, assemble satellites and rockets and move to the launch pad.

समन्वित कार्ययोजना के भीतर ही एक लचीलापन लाने की आवश्यकता पर बल देते हुए डॉ० मनमोहन सिंह ने कहा कि नक्सलवाद से ग्रस्त इलाकों में सरकारी कार्यक्रम लागू करने के लिए एक ही जैसी व्यवस्था नहीं हो सकती। उन्होंने कहा कि विभिन्न सरकारी कार्यक्रमों की सफलता के लिए उनकी योजना बनाते समय और उन्हें लागू करते हुए, लोगों की भागीदारी आवश्यक है। प्रधानमंत्री ने कहा कि इस अदृश्य दीवार को गिराने की तत्काल आवश्यकता है। डॉ० मनमोहन सिंह ने कहा कि विकास के लिए जितना भी पैसा खर्च कर दिया जाए, लोगों का विश्वास जीते बिना बात नहीं बनेगी। गृहमंत्री पी० चिदम्बरम ने अपने उद्घाटन भाषण में कहा कि नक्सलवाद से ग्रस्त जिलों में प्रशासनिक व्यवस्था कायम करना आज देश के सामने सबसे बड़ी चुनौती है।

जम्मू-कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने कारगिल की तीन दिन की यात्रा के दूसरे दिन आज बारू में एक उच्चस्तरीय बैठक में भाग लिया। बैठक में अन्य लोगों के अलावा राज्य के कुछ मंत्री और जिले के अधिकारी मौजूद थे। बैठक में लद्दाख स्वायत्तशासी पर्वतीय विकास परिषद के मुख्य कार्यकारी अधिकारी काचो अहमद अली खान ने विभिन्न समस्याओं की जानकारी दी, इनमें जोजिला सुरंग, सुरू नदी पर बांध, विश्वविद्यालय परिसर और प्रकाचिक परियोजना का निर्माण शामिल है।

मुम्बई के शेयर बाजार में आज लगातार तीसरे दिन भी गिरावट दर्ज की गई। सेंसेक्स ३४ अंक गिरकर १६ हजार ४६७ पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निटी छह अंक गिरकर चार हजार ९४१ पर जा पहुंचा। रुपये के ३७ पैसे कमजोर होने के बाद एक डॉलर का मूल्य ४७ रुपये ६० पैसे पर बंद हुआ। जो पिछले १६ महीने की सबसे नीची क्लोजिंग है।दिल्ली के सर्राफा बाजार में दस ग्राम सोना ५० रुपये सस्ता होकर २८ हजार २४० रुपये हो गया, जबकि चांदी दो सौ रुपये टूटकर ६४ हजार दो सौ रुपये प्रति किलोग्राम हो गई। उधर, अमरीका में कच्चे तेल का वायदा मूल्य ३४ सेंट बढ़कर ८८ डॉलर ५३ सेंट प्रति बैरल पर जा पहुंचा, जबकि ब्रेंट क्रुड का मूल्य ११२ डॉलर प्रति बैरल से ऊपर रहा।
उच्चतम न्यायालय में आज एक महिला न्यायाधीश सहित तीन न्यायाधीशों को शपथ दिलाई गई। प्रधान न्यायाधीश एस एच कापड़िया ने न्यायमूर्ति सुधांशु ज्योति मुखोपाध्याय, न्यायमूर्ति रंजना प्रकाश देसाई और न्यायमूर्ति जगदीश सिंह खेहर को न्यायाधीश के पद की शपथ दिलाई। इन्हें मिलाकर उच्चतम न्यायालय के न्यायाधीशों की संख्या २६ से बढ़कर २९ हो गई है।
समिति ने आज पूर्व दूरसंचार सचिव, श्यामल घोष का बयान रिकार्ड किया, जिनके कार्यकाल में पहले आओ, पहले पाओ की नीति अपनाई गई थी।

प्रधानमंत्री मनमोहन सिंह ने राष्ट्रपति प्रतिभा देवी सिंह पाटिल से आज राष्ट्रपति भवन में मुलाकात की। राष्ट्रपति भवन की विज्ञप्ति के अनुसार दोनों के बीच बैठक लगभग चालीस मिनट चली। प्रधानमंत्री ने राष्ट्रपति को हाल में सम्पन्न संसद के मॉनसून सत्र और अपनी बंगलादेश यात्रा के बारे में जानकारी दी। दोनों ने राष्ट्रीय-अन्तर्राष्ट्रीय महत्व के विभिन्न मुद्दों पर भी चर्चा की ।

जम्मू-कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने कारगिल की तीन दिन की यात्रा के दूसरे दिन आज बारू में एक उच्चस्तरीय बैठक में भाग लिया। बैठक में अन्य लोगों के अलावा राज्य के कुछ मंत्री और जिले के अधिकारी मौजूद थे। बैठक में लद्दाख स्वायत्तशासी पर्वतीय विकास परिषद के मुख्य कार्यकारी अधिकारी काचो अहमद अली खान ने विभिन्न समस्याओं की जानकारी दी, इनमें जोजिला सुरंग, सुरू नदी पर बांध, विश्वविद्यालय परिसर और प्रकाचिक परियोजना का निर्माण शामिल है।

अफगानिस्तान की राजधानी काबुल में आज दोपहर बाद नेटो मुख्यालय के पास सुरक्षाबलों और आतंकवादियों के बीच गोलीबारी शुरू हुई जो अभी जारी है। आतंकवादी अमरीकी दूतावास पर रॉकेटों से हमला कर रहे हैं। अपुष्ट खबरों के अनुसार हमले में अब तक एक पुलिसकर्मी मारा गया है और कम से कम चार नागरिक घायल हुए हैं।हमारे संवाददाता ने खबर दी है कि अनेक बंदूकधारी एक ऊंची निर्माणाधीन इमारत में छिपकर गोलियां चला रहे हैं।
काबुल में रूक-रूककर गोलीबारी और धमाकों की आवाज सुनाई दे रही है। जलते बारूद की गंध मुझे यहां अपने कमरे में महसूस हो रही है। यह काबूल का सबसे सुरक्षित इलाका माना जाता है। क्योंकि नेटो मुख्यालय के अलावा कई देशों के दूतावास यहां पर हैं और राष्ट्रपति का महल भी पास ही में है। गोलीबारी की बाद सारे इलाके को अफगान नेटो सुरक्षाबलों ने घेर लिया था और आने जाने के सारे रास्ते बंद कर दिए थे। उसके बाद नेटों के हेलीकॉप्टरों ने हवाई कार्रवाई शुरू की और उस इमारत को निशाना बनाया जिस पर आतंकवादियों ने कब्जा कर लिया था। कुछ बड़े धमाके सुनाई देने के बाद अब गोलीबारी की आवाज कभी कभार और रूक-रूककर आ रही है। लेकिन अभी यह नहीं कहा जा सकता है कि विद्राहियों के खिलाफ अभियान पूरा हो गया है। राजेन्द्र उपाध्याय आकाशवाणी समाचार, काबूल।

Prime Minister Dr. Manmohan Singh has emphasised the need for zero tolerance towards corruption while implementing public welfare programmes. Dr. Singh stressed this while announcing a new policy to deal with the menace of left wing extremism. He asserted that these policies will have to be in tune with the needs and aspirations of the local people. Addressing the concluding session of the day long national workshop on development strategies in naxal affected districts in New Delhi today, Dr Manmohan Singh unveiled the new policy which aims at dealing with Naxalism through a five year integrated plan. He said that grass root level development is a must to win the battle against Left wing Extremists.
This programme is aimed at bridging the development deficit in the extremely backward areas that are affected left wing extremism. Lack of development often leads to a serve of alienation among the inhabitants of these areas. Our programs and policies must ensure that the people of these areas have equitable share in the prosperity that the rapidly growing like ours in bound to bring in.
Stressing on the need for inbuilt flexibility in the integrated action Plan, Dr Singh said that there can not be a uniform structure for implementation of government programmes in these regions. He said that ground realities must be kept in view while implementing the programmes. The Prime Minister said that people's participation in planning and implementation of various programmes is necessary for their success.
It is essential to provide inbuilt flexibility in implementation of _IAP, so that the field officers are in a position, to overcome the challenges, _peculiar to a district. While implementing the programme, We must be sensitive to the aspirations of the common people voiced through the Panchayati Raj institutions.
Dr. Singh said that there is an urgent need to demolish this invisible wall. Prime Minister said that no amounts of development funds will do unless the trust of people is won. In his inaugural address Home Minister P Chidambaram said that establishing governance in the naxal affected districts is the greatest challenge the country faces today. He said that Left Wing Extremism poses a greater threat to the country than terrorism or insurgency. The Home Minister said, the Government is contemplating to bring 20 more naxal affected districts under the Integrated Action Plan. He also stated that a specialised battalion is being raised to ensure security and development in these districts.
We understand the extreme problems of left wing extremist districts we are now rising specialised battalion which will have a security and engineering component and the engineering components will i spouse like the sapres and mines of army undertake some words so that development can take place but it will take time to raise its battalion.

Karnataka former Minister Mr Gali Janardhan Reddy and Obulapuram Mining Corporation Managing Director Mr Srinivas Reddy were remanded to CBI custody after their bail petitions were rejected by CBI Special Court in Hyderabad today. Rejecting their bail pleas, the Special Court remanded them to CBI custody up to 19th of this month. Following Court orders, the CBI took both Janardhan Reddy and Srinivas Reddy into their custody from Chanchalguda Jail and shifted them to their office at Koti in Hyderabad. CBI Joint Director Lakshmi Narayana said the CBI will appeal to the court to extend the custody for interrogation, if necessary. He said both the accused will be interrogated for the next six days regarding illegal mining in Andhra Pradesh and Karnataka.

In Jammu and Kashmir, 22 persons lost their lives while 18 others were injured in a road accident that occurred on Jammu - Srinagar National Highway in Ramban district today. The accident took place when a local mini bus on its way from Ramban to Neel rolled down into a deep gorge near Digdol. The condition of some of the injured is said to be critical.

In the Kashmir valley, security forces achieved a major success when they killed self styled Commander-in-Chief of Lashkar-e-Toiba namely Abdullah Uni in an encounter at Bagat Mohallah of Sopore town of Baramullah district today. An official spokesman told our Srinagar correspondent Bashir Malik that the said militant was active in this area for a long time.
Abdullah Uni was reportedly involved in the killing of the president of a religious organisation Anjubnane- ahle- Habji, Maulana Shaukat, a few months back in Srinagar. He was also responsible for many attacks on security forces in which one commanding officer was killed. besides killing several civilians, he was responsible for subversive activities of the LeT outfir in the valley. Three judges, including a woman, were sworn in today as Supreme Court judges. Justices Sudhansu Jyoti Mukhopadhaya, Ranjana Prakash Desai and Jagdish Singh Khehar were administered the oath of office by Chief Justice S H Kapadia, taking the total strength of judges at the apex court to 29 from the present 26. The apex court at present has a sanctioned strength of 31 judges including the CJI.

In Afghanistan, fierce fighting is still going on near the International Security Assistance Force headquarters in Kabul in the embassy area. An Afghan interior ministry official said, at least six people were killed and 15 others, wounded in the Taliban attacks. Four policemen and two civilians are among the dead in attacks on four separate locations in Kabul, including NATO's heavily-guarded coalition headquarters next to the US embassy. The insurgents had launched an attack on central Kabul around 1 p.m. today with rocket propelled grenades and other sophisticated weapons. Some of them took control over an under construction multi-storey building near the diplomatic district and are firing in the direction of embassies and NATO compounds. NATO helicopters are encircling the building taken over by the insurgents. The Taliban has claimed responsibility for the attack. The U.S. Embassy in a statement issued in Kabul confirmed the attack. After four hours of fierce firing and blasts, intermittent firing is still going on. The NATO headquarter is just in front of me and I can see the multy-storied building which the terrorists took over and from where they targeted the NATO headquarter. This is the most secure area of Kabul as the NATO headquarters, several foreign embassies and the Presidential Palace is nearby. Soon after the attack Afghan security forces and the NATO troops cordoned off the area and barricaded all entry and exit points. Coalition helicopters also came in support of the forces. They attacked the building taken over by the insurgents. After a few explosions, now the sound of intermittent firing can be heard. In Iraq, the 25 bodies of the victims of a terrorist attack on a group of pilgrims on their way to Karbala have been brought to Karbala Hospital. The incident occurred when a terrorist group stopped two buses, carrying pilgrims on the main highway from Syria. The terrorists isolated women and children and shot dead 25 male passengers. The flood situation in Odisha continues to be grim as millions of marooned people are yet to be evacuated and get relief materials. A State Government report said, 17 people have died in the current flood and 3505 villages have been badly affected in 19 of the 30 districts in the State. The formation of another low pressure area over north Bay of Bengal and adjoining areas have created panic among the affected people. According to Bhubaneswar Met Office, rain and thundershower are likely to occur at many places in coastal Odisha.
