अमरीका के राष्ट्रपति बराक ओबामा, अलकायदा की धमकियों को देखते हुए राष्ट्रीय सुरक्षा और खुफिया अधिकारियों के साथ विचार कर रहे हैं। अमरीका, वाशिंगटन या न्यूयार्क को निशाना बनाने की धमकियों को बड़ी गम्भीरता से ले रहा है। व्हाइट हाउस के आतंकवाद निरोधी अधिकारी जॉन ब्रेनान ने एक इंटरव्यू में कहा कि अमरीका को वाशिंगटन और न्यूयार्क में हमले की आशंका की जानकारी विश्वसनीय स्रोतों से मिली है।अमरीका में दस साल पहले हुए ११ सितम्बर को हुए आतंकवादी हमलों की बरसी पर कल न्यूयार्क, पेन्टागन और पेन्सिल्वेनिया में स्मृति सभाएं आयोजित की गईं। हमले में ध्वस्त वर्ल्ड टे्रड सेंटर के स्थान पर स्थापित स्मारक पर कल अमरीकी राष्ट्रपति बराक ओबामा और पूर्व राष्ट्रपति जॉर्ज डब्ल्यू बुश ने इन हमलों में मारे गए करीब तीन हजार लोगों को श्रद्धांजलि अर्पित की। इस अवसर पर दोनों नेताओं की पत्नियां भी उनके साथ थीं। इस स्मारक पर उन दो हजार ९८३ लोगों के नाम खुदे हुए हैं, जो आतंकवादी संगठन अलकायदा के हमलों में मारे गए थे। कड़ी सुरक्षा के बीच हुए इस आयोजन का दुनियाभर में सीधा प्रसारण किया गया।
इस अवसर पर श्री ओबामा ने कोई भाषण नहीं दिया, बल्कि बाइबल का एक अंश पढ़कर सुनाया।
न्यूयार्क के वर्ल्ड ट्रेड सेंटर के दोनों टॉवरों पर हुए इस हमले में मृत प्रियजनों के फोटो और अमरीकी ध्वज हाथों में थामे लोग खामोशी से खड़े रहे। बहुत गमगीन माहौल में लोगों ने हमलों में मारे गए अपने प्रियजनों के नाम पढ़े और सितम्बर के उस दुर्भाग्यपूर्ण घटना को कभी न भुलाने के संकल्प के साथ दूसरों की जान बचाने की खातिर कुर्बान होने वालों को भी याद किया। इस अवसर पर दुनियाभर में सभाएं भी हुईं, जिनमें दिवंगत लोगों को श्रद्धाजंलि दी गई। इटली में पोप बेनेडिक्ट १६वें ने भी सामूहिक प्रार्थना सभा में हिस्सा लिया।

केन्द्रीय रिजर्व पुलिस बल ने उग्रवादी और नक्सली गतिविधियों से निपटने के लिए ७० विशेष बटालियन गठित की है। ये बटालियन कानून और व्यवस्था बनाए रखने के कार्य से मुक्त होंगी। नई दिल्ली में केन्द्रीय रिजर्व पुलिस बल के महानिदेशक के० विजय कुमार ने बताया कि दो अलग-अलग इकाईयां बनाई गई हैं जिनमें से एक कार्रवाई करने तथा दूसरी इकाई चुनाव संपन्न कराने जैसे कामों में लगाई जाएगी। ये विशेष बटालियन अब नक्सल और उग्रवादी विरोधी कार्रवाई वाले प्रमुख स्थानों और जम्मू-कश्मीर में तैनात की जाएंगी। उन्होंने कहा कि इन बटालियनों के जवानों को कुछ समय के लिए तनाव मुक्त होने के लिए कानून और व्यवस्था की निगरानी से सम्बद्ध दूसरी बटालियनों में भी भेजा जा सकता है लेकिन पूरी बटालियन को किसी और काम में नही लगाया जायेगा।केन्द्रीय रिजर्व पुलिस बल के ७१ वर्ष के इतिहास में यह पहला अवसर है कि दो अलग अलग कार्यों के लिए विशेष बटालियनों का गठन किया गया है।

केंद्रीय कानून मंत्री सलमान खुर्शीद ने कहा है कि आपराधिक पृष्ठभूमि वाले लोगों को चुनाव लड़ने से रोकने के लिये सरकार संसद के अगले सत्र में विधेयक लाएगी। कल उत्तर प्रदेश के फरूखाबाद में संवाददाताओं से बातचीत में श्री खुर्शीद ने कहा कि इस बारे में राजनीतिक दलों से बातचीत पहले ही हो चुकी है और अन्य संबद्ध पक्षों से विचार विमर्श जारी है। निर्वाचित प्रतिनिधियों को संसद और राज्य विधानसभाओं से वापस बुलाने के अधिकार से संबद्ध सामाजिक कार्यकर्ता अन्ना हजारे की मांग के बारे में उन्होंने कहा कि राजनीतिक दलों को विश्वास में लिये बगैर ऐसा करना संभव नहीं है। उन्होंने कहा कि सरकार इस मामले में कोई एक तरफा फैसला नहीं लेगी। ------------------

गुजरात के जूनागढ़ सिविल अस्पताल में थॅलैसीमिया से पीड़ित २३ बच्चे एचआईवी से संक्रमित पाए गए हैं। ये बच्चे इस अस्पताल में खून चढ़वाने आये थे। सरकार ने इन बच्चों के एचआईवी वायरस से संक्रमित होने की घटना की जांच के आदेश दिये हैं।जूनागढ़ के सिविल हॉस्पिटल में तेइस बच्चों को एचआईवी ग्रस्त लहू देने के मामले में जांच के लिए राज्य सरकार का एक दल जूनागढ भेजा गया है। जूनागढ़ अस्पताल में थैलेसिनिया ग्रस्त करीब सौ बच्चों को मुत में लहू दिया जा रहा है। यह बच्चे जिलें के दूर-दूर के गांव से नियमित अंतराल में लहू चढ़ाने आते हैं। राज्य के स्वास्थ्य मंत्री श्री जयनारायण व्यास ने इन बच्चों द्वारा एक से ज्यादा जगहों से लहू लेने के कारण सिविल हॉस्पिटल से एचआईवी का इंफेक्सशन लगने से इंकार किया है। योगेश पंडया आकाशवाणी समाचार अहमदाबाद।

ओड़िशा में करीब तीन हजार गांवों के बाढ़ की चपेट में आने से १४ लाख से ज्यादा लोग प्रभावित हुए हैं। आधिकारिक सूत्रों ने बताया कि बाढ़ के कारण अब तक १६ लोगों की मौत हो चुकी है। ६ लोग बाढ़ में बह गए। महानदी, ब्राह्यणी और बैतरणी में आई बाढ़ से ३० में से १९ जिले प्रभावित हुए हैं। निचले इलाकों में रहने वाले ९७ हजार से ज्यादा लोगों को सुरक्षित स्थानों पर ले जाया गया है। ------------------
उत्तराखंड में एक मकान की छत गिरने से छह व्यक्ति दब गए। टिहरी जिले के नरेन्द्र नगर इलाके के दाउर गांव में यह घटना हुई। बचाव कार्य जारी है। दो लोगों को बचा लिया गया है।प्राप्त सूचना के अनुसार सड़+क से नीचे स्थित दौर गांव के चार मकान मलबे में दब गए हैं, जिसमें दो बच्चों समेत छह की मौत हो गई है। मलबे में अभी और कुछ लोंगों के दबे होने की आंशका है। इस बीच राहत और बचाव कार्य क्षेत्र के विषम भौगोलिक परिस्थिति और रह-रह कर गिर रहे पत्थरों की वजह से ज+ोर नहीं पकड़ पा रहा है। राघवेश पांडे आकाशवाणी समाचार देहरादून।

बिहार सरकार ने मध्य प्रदेश के बाण सागर बांध से पांच लाख क्यूसेक से ज्यादा पानी छोड़े जाने के बाद राज्य के मध्य और उत्तरी हिस्से के नौ जिलों में बाढ़ का अलर्ट जारी किया है। बिहार के मुख्यमंत्री नीतीश कुमार ने सोन और गंगा नदी के आसपास के इलाकों का हवाई सर्वेक्षण किया। इन स्थानों पर बाढ़ जैसी स्थिति उत्पन्न हो गई है। ------------------

राजस्थान सरकार, मातृ और शिशु मृत्यु दर कम करने के लिए 'जननी शिशु सुरक्षा योजना' की आज शुरूआत कर रही है। मुख्यमंत्री, अशोक गहलोत जयपुर के पास दुदु में इसका शुभारम्भ करेंगे।राज्य में इस योजना के तहत सभी गर्भवती महिलाओं और तीस दिन तक के बीमार नवजात शिुशुओं को सरकारी अस्पतालों में मुत इलाज और भोजन की सुविधा मिलेगी। इस दौरान सभी जरूरी जांचे भी मुत की जाएंगी। यह सुविधा गर्भवती महिलाओं को प्रसव के छह महीने बाद तक मिलेगी। महत्त्वपूर्ण बात यह भी है कि महिलाओं और नवजात शिशुओं को घर से अस्पताल तक लाने ले जाने के लिए भी सरकार मुत परिवहन सुविधा उपलब्ध करवायेगी। इससे प्रदेश की रेगिस्तानी और दूर-दराज के इलाकों से आपात स्थिति में महिलाओं और नवजात शिशुओं को अस्पताल तक लाया जा सकेगा। अनुराग वाजपेयी आकाशवाणी समाचार जयपुर।

देश में बुनियादी ढांचे के विकास में तेजी लाने के लिए सरकार अगले पांच वर्षों में दोगुना निवेश करेगी। राष्ट्रीय राजमार्गों के लिए सार्वजनिक और निजी भागीदारी के बारे में आयोजित सम्मेलन का उद्घाटन करते हुए नई दिल्ली में आज प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा कि इस क्षेत्र में निवेश बढ़कर लगभग दस खरब डॉलर तक पहुंच जाएगा। उन्होंने कहा कि बारहवीं पंचवर्षीय योजना के दौरान नौ प्रतिशत की वृद्धि के लक्ष्य को प्राप्त के लिए यह आवश्यक है। डॉक्टर सिंह ने कहा कि गांवों के बुनियादी ढांचे के विकास के लिए निजी क्षेत्र के पास महत्वपूर्ण भूमिका निभाने की क्षमता है और इससे लागत वृद्धि में बचत होगी। उन्होंने कहा कि निजी पूंजी लगाये जाने से सीमित साधनों पर दबाव कम होगा और सेवाओं की उपलब्घता के मामले में स्थिति बेहतर होगी।डॉक्टर सिंह ने कहा कि राज्य सरकारों को सड़कों के बुनियादी ढांचे के विकास और ढांचागत विकास के लक्ष्य को प्राप्त करने में महत्वपूर्ण भूमिका निभानी होगी। उनकी हिस्सेदारी के बिना विकास के लक्ष्य को प्राप्त नहीं किया जा सकता।
सभी राज्य अपने राजमार्ग विकास कार्यक्रम तैयार करते समय ध्यान रखें कि सभी सड़कों का समन्वित ढंग से और निर्धारित समय में विकास हो। राज्य सरकारों से अनुरोध है कि वो केंद्र सरकार के साथ तालमेल रखें, जिससे उन्नत सड़क नेटवर्क बनाया जा सके।
प्रधानमंत्री ने कहा कि एक ढांचागत ऋण कोष स्थापित किया जा रहा है ताकि दीर्घकालीन परियोजनाओं पर काम में तेजी लाई जा सके। उन्होंने कहा कि एक उच्चस्तरीय समिति ऐसी महत्वाकांक्षी परियोजनाओं के लिए धन देने के उपायों पर विचार कर रही है।
हमारे संवाददाता ने खबर दी है कि सरकार ने हर दिन राजमार्गों में बीस किलोमीटर तक सुधार करने का लक्ष्य रखा है। राष्ट्रीय राजमार्ग विकास कार्यक्रम के अंतर्गत अगले तीन वषर् में सार्वजनिक और निजी भागीदारी के जरिये लगभग २५ हजार किलोमीटर सड़कें बनाने का प्रस्ताव है।

इस अवसर पर सड़क, परिवहन और राजमार्ग मंत्री डॉक्टर सी पी जोशी ने कहा कि मौजूदा वित्तवर्ष के अंत तक सात हजार तीन सौ किलोमीटर से अधिक सड़कों के निर्माण के लिए ठेके दिये जाएंगे। उन्होंने कहा कि इस काम पर ५० हजार करोड़ रूपये से अधिक का निजी निवेश होगा। श्री जोशी ने कहा कि देश में ७१ हजार किलोमीटर राष्ट्रीय राजमार्ग हैं। इनमें से लगभग १६ हजार किलोमीटर राजमार्गों को सुधारने का काम पूरा कर लिया गया है और करीब १५ हजार किलोमीटर ऐसे मार्गों को सुधारने पर काम चल रहा है।-------
इस वर्ष जुलाई में औद्योगिक वृद्धि दर केवल तीन दशमलव तीन प्रतिशत रही, जबकि पिछले वर्ष जुलाई में यह नौ दशमलव नौ प्रतिशत थी।सांख्यिकी और कार्यक्रम क्रियान्वयन मंत्रालय की ओर से जारी आंकड़ों के अनुसार इसका मुख्य कारण पूंजीगत वस्तुओं तथा विनिर्माण और खनन क्षेत्र का खराब प्रदर्शन रहा। चालू वित्त वर्ष में अपै्रल से जुलाई के बीच चार महीने की अवधि में औद्योगिक उत्पादन सूचकांक पांच दशमलव आठ प्रतिशत बढ़ा, जबकि पिछले वर्ष इसी अवधि में यह नौ दशमलव सात प्रतिशत बढ़ा था। सरकारी विज्ञप्ति के अनुसार जुलाई में पूंजीगत वस्तुओं के उत्पादन में १५ दशमलव दो प्रतिशत की कमी आई और विनिर्माण क्षेत्र में सिर्फ दो दशमलव तीन प्रंितशत की वृद्धि दर्ज की गई। टिकाऊ उपभोक्ता वस्तुओं के उत्पादन में इस अवधि में आठ दशमलव छह प्रतिशत की बढोतरी हुई, जबकि पिछले साल की इसी अवधि में यह वृद्धि १४ दशमलव आठ प्रतिशत थी। उद्योगों के हिसाब से विनिर्माण क्षेत्र के २२ उद्योग समूहों में से १५ में इस वर्ष जुलाई के दौरान पिछले साल की जुलाई के मुकाबले सकारात्मक वृद्धि दिखाई दी।

प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष डॉक्टर सी रंगराजन ने कहा है कि औद्योगिक उत्पादन वृद्धि की निराशाजनक दर को देखते हुए चालू वित्त के दौरान औद्योगिक वृद्धि की संभावित दर पर फिर से विचार करना होगा। उन्होंने कहा कि जहां तक समूचे वर्ष के औद्योगिक उत्पादन के अनुमान का सवाल है, परिषद को एक या दो महीने बाद इसकी फिर से समीक्षा करनी होगी, लेकिन उन्होंने आशा व्यक्त की कि वर्ष की दूसरी छमाही में उद्योगों का प्रदर्शन बेहतर रहेगा। परिषद ने अपने आर्थिक दृष्टिकोण में चालू वित्त वर्ष में औद्योगिक वृद्धि दर सात दशमलव एक प्रतिशत रहने का अनुमान लगाया था। सरकार ने फरवरी में इसके आठ दशमलव छह प्रतिशत रहने की उम्मीद जतायी थी। २०११०-११ में औद्योगिक वृद्धि दर सात दशमलव आठ प्रतिशत रही थी। परिषद ने चालू वित्त वर्ष के सकल घरेलु उत्पाद में आठ दशमलव दो प्रतिशत की वृद्धि होने का अनुमान व्यक्त किया है।-------
उच्चतम न्यायालय ने २००२ में गुजरात में गोधरा कांड के बाद हुए दंगे रोकने में राज्य के मुख्यमंत्री नरेन्द्र मोदी की कथित निष्क्रियता से संबंधित याचिका पर कोई भी आदेश जारी करने से आज इंकार कर दिया। न्यायालय ने इस मामले को फैसले के लिए अमदाबाद के सम्बद्ध मजिस्ट्रेट को भेज दिया है। न्यायमूर्ति डी के जैन की अध्यक्षता वाली तीन न्यायाधीशों की पीठ ने दंगों के मामलों की पड़ताल कर रहे विशेष जांच दल को अपनी अंतिम रिपोर्ट मजिस्ट्रेट को देने का निर्देश दिया। मजिस्ट्रेट से कहा गया है कि वे फैसला करे कि नरेन्द्र मोदी और वरिष्ठ सरकारी अधिकारियों सहित ६३ अन्य लोगों के खिलाफ आगे कार्रवाई की जाए या नहीं। पीठ ने स्पष्ट किया कि दंगों के मामलों पर उसे और मॉनिटरिंग की जरूरत नहीं है। पीठ के दो अन्य सदस्य हैं - न्यायमूर्ति पी सदाशिवम् और न्यायमूर्ति आफताब आलम। पीठ ने कहा कि अगर सम्बद्ध मजिस्ट्रेट श्री मोदी और अन्य लोगों के खिलाफ कार्रवाई खत्म करने का फैसला करते हैं तो उन्हें मारे गये सांसद अहसान जाफरी की पत्नी जाकिया जाफरी की याचिका को सुनना होगा जिन्होंने गुजरात के मुख्यमंत्री के खिलाफ शिकायत दर्ज की थी।-------
उच्चतम न्यायालय ने तमिलनाडु की मुख्यमंत्री जयललिता से आय के ज्ञात स्रोतों से ज्यादा संपत्तिं के मामले में कर्नाटक की सुनवाई अदालत के सामने २० अक्टूबर को पेश होने को कहा है। न्यायमूर्ति दलबीर भंडारी और न्यायमूर्ति दीपक वर्मा की खंडपीठ ने यह फैसला सुनवाई अदालत के न्यायाधीश पर छोड दिया कि सुरक्षा की दृष्टि से सुश्री जयललिता की सुनवाई नियमित अदालत भवन के बजाय किसी अलग भवन में करायी जाए। उच्चतम न्यायालय ने पहले निर्देश जारी किया था कि सुश्री जयललिता आज अदालत के समक्ष पेश होना हो, लेकिन वरिष्ठ वकील हरीश साल्वे के इस अनुरोध को स्वीकार कर लिया कि वे कर्नाटक की सुनवाई अदालत के न्यायाधीश के समक्ष पेश हो जाएंगीं।-------
केन्द्रीय रिजर्व पुलिस बल ने उग्रवादी और नक्सली गतिविधियों से निपटने के लिए ७० विशेष बटालियन गठित की है। ये बटालियन कानून और व्यवस्था बनाए रखने के कार्य से मुक्त होंगी। नई दिल्ली में केन्द्रीय रिजर्व पुलिस बल के महानिदेशक के० विजय कुमार ने बताया कि दो अलग-अलग इकाईयां बनाई गई हैं जिनमें से एक कार्रवाई करने तथा दूसरी इकाई चुनाव संपन्न कराने जैसे कामों में लगाई जाएगी। ये विशेष बटालियन अब नक्सल और उग्रवादी विरोधी कार्रवाई वाले प्रमुख स्थानों और जम्मू-कश्मीर में तैनात की जाएंगी। उन्होंने कहा कि इन बटालियनों के जवानों को कुछ समय के लिए तनाव मुक्त होने के लिए कानून और व्यवस्था की निगरानी से सम्बद्ध दूसरी बटालियनों में भी भेजा जा सकता है लेकिन पूरी बटालियन को किसी और काम में नही लगाया जायेगा।केन्द्रीय रिजर्व पुलिस बल के ७१ वर्ष के इतिहास में यह पहला अवसर है कि दो अलग अलग कार्यों के लिए विशेष बटालियनों का गठन किया गया है।

ओड़िशा में करीब तीन हजार गांवों के बाढ़ की चपेट में आने से १६ लाख से ज्यादा लोग प्रभावित हुए हैं। आधिकारिक सूत्रों ने बताया कि महानदी और उसकी सहायक नदियों के तटबंधों में पानी तेजी से घट रहा है और अब हीराकुड बांध के केवल २३ गेट ही खुले रखे गये हैं। आज स्थिति में और सुधार होने के बाद सात और गेट बंद कर दिये जाएंगे। बाढ़ के कारण अब तक १६ लोगों की मौत हो चुकी है। ६ लोग बाढ़ के पानी में बह गए। महानदी, ब्राह्यणी और बैतरणी में आई बाढ़ से ३० में से १९ जिले प्रभावित हुए हैं। निचले इलाकों में रहने वाले एक लाख से ज्यादा लोगों को सुरक्षित स्थानों पर ले जाया गया है। पूर्णिमा के कारण ज्वार उठने से बंगाल की खाड़ी में पानी जाने की गति धीमी हो गई है, जिसकी वजह से बाढ़ की स्थिति कल तक गंभीर बनी रहने की आशंका है। इस बीच, राहत कार्यों में तेजी लाने के लिए हेलीकॉप्टरों की उड़ाने बढ़ाई जा रही हैं। कुछ तटवर्ती जिलों में बारिश के कारण बाढ़ की स्थिति और बिगड़ गई है। हमारे संवाददाता ने खबर दी है कि मुख्यमंत्री नवीन पटनायक ने सम्बलपुर, सोनपुर और बोलांगीर जिलों के बाढ़ प्रभावित इलाकों का हवाई सर्वेक्षण किया।

राजस्थान सरकार ने आज राज्य के सभी ३३ जिलों में जननी शिशु सुरक्षा योजना शुरू की। मुख्यमंत्री अशोक गहलोत ने जयपुर जिले में दूधू से इस महत्वाकांक्षी योजना की शुरूआत की। इस योजना का उद्देश्य राज्य में मातृ और बाल मृत्युदर में कमी लाना है। हमारे संवाददाता ने खबर दी है कि दूर दराज के गांवों से अस्पतालों तक के लिए सभी जिलों के सम्बद्ध इलाकों में एक लाख १८ हजार निजी एम्बुलैंसों, टैक्सियों तथा अन्य वाहनों के जरिये भी इस सुविधा को उपलब्ध कराया जाएगा।राज्य में इस योजना के तहत सभी गर्भवती महिलाओं और तीस दिन तक के बीमार नवजात शिुशुओं को सरकारी अस्पतालों में मुफ्त इलाज और भोजन की सुविधा मिलेगी। इस दौरान सभी जरूरी जांचे भी मुफ्त की जाएंगी। यह सुविधा गर्भवती महिलाओं को प्रसव के छह महीने बाद तक मिलेगी। महत्त्वपूर्ण बात यह भी है कि महिलाओं और नवजात शिशुओं को घर से अस्पताल तक लाने ले जाने के लिए भी सरकार मुफ्त परिवहन सुविधा उपलब्ध करवायेगी। इससे प्रदेश की रेगिस्तानी और दूर-दराज के इलाकों से आपात स्थिति में महिलाओं और नवजात शिशुओं को अस्पताल तक लाया जा सकेगा। अनुराग वाजपेयी आकाशवाणी समाचार जयपुर।

असम सरकार शिक्षा के क्षेत्र में २४ घंटे की टॉल फ्री हेल्पलाइन शुरू करेगी। प्रस्तावित हेल्पलाइन सुविधा से शुरू में चार दिसम्बर को होने वाली शिक्षक पात्रता परीक्षा देने वाले उम्मीदवारों को सहायता उपलब्ध करायी जाएगी। हमारे संवाददाता ने खबर दी है कि इस व्यवस्था से शिक्षा के अधिकार कानून के तहत दिये अधिकारों के उल्लंघन संबंधी शिकायतें भी दर्ज करायी जा सकेंगी।चार नंबर के टॉलफ्री हेल्पलाइन डेवर्सा शुरू करने वाला असम देश का शायद पहला प्रोजेक्ट होगा। यह राज्यभर में सभी छह उम्मीदवारों को सभी प्रश्नों और किसी भी प्रकार की शिकायत को संबोधित करने में सहायता प्रदान करेगा। इसके अलावा शिक्षा अधिनियम एक्ट के तहत यदि अधिकारों का उल्लंघन होता है, तो यह भी इस व्यवस्था में दर्ज किया जाएगा। कॉल सेंटर चलाने का काम पहले छह महीनों के लिए स्वास्थ्य प्रबंधन और अनुसंधान संस्था को सौंपा गया है। प्रदेश में अगले माह तक ३५ हजार १२० की नियुक्ति होगी। मानस, आकाशवाणी समाचार, गुवाहाटी।

उत्तर प्रदेश में पिछले तीन दिनों में दिमागी बुखार में तीन और लोगों की मृत्यु हो जाने से राज्य में इस बीमारी से मरने वालों की संख्या २५९ हो गई है। मृतकों में अधिकतर १४ वर्ष से कम उम्र के हैं। हमारे संवाददाता ने अधिकारिक सूत्रों के हवाले से खबर दी है कि इस साल एक हजार ७८८ मरीजों को गोरखपुर और बस्ती डिवीजन के विभिन्न सरकारी अस्पतालों में भर्ती कराया गया है।जापानी एन्सेफैलाइटिस उन्नमूलन के लिए तीन चरणों में चलाए गए टीकाकरण के बावजूद हिमालय की तराई वाले इलाकों में जापानी और जन जनित दिमागी बुखार का प्रकोप जारी है। इस साल अब तक पाए गए दो हजार मामलों में से दस प्रतिशत में जापानी एन्सेफैलाइटिस के लक्षण पाए गए हैं। बीआरडी मेडिकल कॉलेज अस्पताल में संसाधन कम पड़ गए है। इसकी वजह से दो-तीन मरीजों का ईलाज एक ही बिस्तर पर करना पड़ा रहा है। प्रदेश के स्वास्थ्य महानिदेशक ने कल सर्वाधिक प्रभावित गौरखपुर और कुशीनगर के अस्पतालों का दौरा करके स्थिति की समीक्षा की है। विशेषज्ञों के अनुसार ज्यादातर मामले गंदे पानी के प्रयोग से पैदा होने वाले दिमागी के है। कई स्वयंसेवी संगठन प्रभावित क्षेत्रों में साफ-सफाई के प्रति लोगों में जागरूकता लाने के लगे हुए है। सलमान हैदर, आकाशवाणी समाचार, गौरखपुर।

असम में बर्ड्स फ्लू से प्रभावित धुबरी जिले में मुर्गियों को मारने का काम तेज कर दिया गया है। बंगलादेश से लगे अंगामी इलाके के १४ गांवों में त्वरित कार्रवाई बलों की १८ टीमें इस काम पर लगाई गई हैं। प्रशासन ने मुर्गियों और उनके उत्पादों की बिक्री पर पाबन्दी लगा दी है। हमारे संवाददाता के अनुसार बर्ड फ्लू से लोगों में संक्रमण फैलने की अब तक कोई खबर नहीं मिली है।-------
उत्तराखंड में टिहरी जिले में दो अलग अलग दुर्घटनाओं में पिछले २४ घंटों के दौरान १२ लोगों की मृत्यु हो गई। पहली दुर्घटना में धनोल्टी सब डिवीजन के बंगारगांव में गहरी खाई में एक वाहन के गिर जाने से छह लोगों की मृत्यु हो गई, नौ घायलों को अस्पताल में भर्ती कराया गया है।एक अन्य दुर्घटना में कल शाम टिहरी जिले के नरेन्द्र नगर इलाके के दाउर गांव में एक मकान की छत गिरने से छह व्यक्ति दब गए।
प्रदेश में लगातार हो रही बारिश से राज्य के विभिन्न हिस्सों में हो रहे भूस्खलन से ग्रामीणों में दहशत है। खराब मौसम से कई संपर्क मार्ग क्षतिग्रस्त हो गए हैं और सैकड़ों गांवों का जिला मुख्यालयों से संपर्क कट गया है। इस बीच पहाड़ियों से आ रहे मलबे के कारण राज्य में विभिन्न स्थानों पर दर्जनों मकान क्षतिग्रस्त हो गए हैं और मजबूरी में लोगों को सुरक्षित स्थानों पर शरण लेनी पड़ रही है। उधर ऋषिकेश गंगोत्री राजमार्ग और नेनीताल अलमोड़ा मार्ग पर मलबा आने से यातायात बहाल हो गया है। पिछले कई दिनों से रूक-रूक कर हो रही बारिश से सड़के खराब होने के कारण राज्य में सड़क दुर्घटनाएं भी बढ़ गई हैं। मौसम विभाग ने अगले २४ घंटों में कुछ स्थानों पर बारिश की संभावना व्यक्त की है। राघवेश पांडे, आकाशवाणी समाचार, देहरादून।

मुंबई शेयर बाजार के संवेदी सूचकांक में आज शुरूआती कारोबार में तीन सौ से ज्यादा अंकों की गिरावट आई। अब से कुछ देर पहले यह ३३७ .अंक घटकर १६ .हजार ५२१ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ४ अंक गिरकर. .१०३ हजार ९५५ पर था।अन्य एशियाई बाजारों में भी आज गिरावट का रूख है। सुबह के कारोबार के जापान का निक्केई में दो प्रतिशत और हांगकांग के हेंगसेंग में तीन दशमलव दो सात प्रतिशत की गिरावट आई। शुक्रवार को अमरीका का डाउजोन्स सूचकांक दो दशमलव छह नौ प्रतिशत की गिरावट के साथ बंद हुआ था।
विदेशी मुद्रा विनिमय बाजार में आज डॉलर के मुकाबले रुपया ३८ पैसे कमजोर हुआ और इसकी कीमत पिछले एक वर्ष में सबसे कम ४६ रूपये ९४ पैसे प्रति डालर बोली गई।
एशिया के बाजारों में आज कच्चे तेल की कीमतें गिरी। अक्तूबर की डिलीवरी वाले न्यूयॉर्क के लाइट स्वीट क्रूड की कीमत एक डॉलर २३ सेंट घटकर ८६ डॉलर एक सैंट प्रति बैरल रह गई। अक्तूबर में डिलीवरी वाले ब्रेंट नॉर्थ सी क्रूड का मूल्य भी एक डॉलर दो सैंट घटकर १११ डॉलर ७५ सेंट प्रति बैरल हो गया।

नेपाल की एकीकृत कम्युनिस्ट पार्टी माओवादी ने नेपाल सरकार और अपने सांसदों से अनुरोध किया है कि वे अपनी पार्टी के कार्यकर्ताओं के बारे में पटना उच्च न्यायालय में दायर मामले को वापस लेने की दिशा में कदम उठायें। काठमांडू में संसद की एक बैठक में आज माओवादियों की स्थायी समिति के सदस्य गिरिराज मणि पोखरेल ने कहा कि बदले हुए राजनीतिक परिदृश्य में यह मामला वापिस लिया जाना चाहिए।पटना उच्च न्यायालय ने ग्यारह नेपाली माओवादियों को उनकी गैर मौजूदगी में जेल की सजा सुनाई और उनपर जुर्माना भी लगाया। इन माओवादी नेताओं पर भारत और नेपाल की प्रभुसत्ता के खिलाफ गतिविधियों में शामिल होने के आरोप थे। स्थानीय दैनिक पत्रों में खबर छपने के बाद यह मामला सामने आया। श्री पोखरेल ने कहा कि शांति प्रक्रिया के बारे में हुई सहमति के अनुसार सरकार को उनकी पार्टी के कार्यकर्ताओं के खिलाफ सभी मामले वापस लेने चाहिए।

छह देशों की खाड़ी सहयोग परिषद -जी सी सी ने सीरिया सरकार से कहा है कि वह गंभीरता से और तत्काल ऐसे सुधार करे जिनसे देश की जनता की आकांक्षाओं का सम्मान हो सके।परिषद के सदस्य देशों के विदेशमंत्रियों की जेद्दाह में हुई बैठक के बाद जारी किये गए एक वक्तव्य में यह बात कही गई है। परिषद ने सीरिया में हिंसक कार्रवाईयों पर बहुत अधिक खेद व्यक्त किया है। इन कार्रवाइयों में बड़ी संख्या में नागरिक मारे गए और घायल हुए। कुवैत की सरकारी समाचार एजेंसी कूना के अनुसार विदेश मंत्रियों ने सीरिया की स्थिरता, सुरक्षा और एकता को बनाये रखने की आवश्यकता पर जोर दिया। उन्होंने सीरिया के अधिकारियों से अनुरोध किया कि वे अरब देशों की पहल का पालन करें।
इस बीच, सीरियाई विपक्ष ने युद्धविराम के लिए अरब लीग की ओर से पेश की गई योजना को नामंजूर कर दिया है। विपक्ष का कहना है कि यह पहल सीरिया की वास्तविक स्थिति के अनुरूप नहीं है क्योंकि इसमें राष्ट्रपति को जून २०१४ तक पद से हटने का समय दिया गया है।

अफगानिस्तान में पिछले दो दिनों में १२ सशस्त्र आतंकवादी मारे गए। काबुल में अफगानिस्तान के आंतरिक मामलों के मंत्रालय ने कहा है कि पुलिस ने सेना और नेटो के सैनिकों के साथ मिलकर की गई कार्रवाई में इन आतंकवादियों को मार गिराया। अफगान पुलिस ने उनके पास से बड़ी मात्रा में हथियार और गोला बारूद भी बरामद किया।-------

भारतीय वायुसेना की पूर्व फ्लाइंग अफसर अंजलि गुप्ता ने कल भोपाल में आत्महत्या कर ली। अंजलि, पहली महिला अधिकारी थी जिनका कोर्ट मार्शल किया गया था। अंजलि ने अपने वरिष्ठ अधिकारियों पर यौन-उत्पीड़न का आरोप लगाया था।अंजलि को वर्ष २००६ में अनुशासनहीनता, अवज्ञा और वित्तीय अनियमितताओं का दोषी पाया गया था।

अमरीका में दस साल पहले ११ सितम्बर को हुए आतंकवादी हमलों की बरसी पर कल न्यूयार्क, पेन्टागन और पेन्सिल्वेनिया में स्मृति सभाएं आयोजित की गईं। हमले में ध्वस्त वर्ल्ड टे्रड सेंटर के स्थान पर स्थापित स्मारक पर कल अमरीकी राष्ट्रपति बराक ओबामा और पूर्व राष्ट्रपति जॉर्ज डब्ल्यू बुश ने इन हमलों में मारे गए करीब तीन हजार लोगों को श्रद्धांजलि अर्पित की। इस स्मारक पर उन दो हजार ९८३ लोगों के नाम खुदे हुए हैं, जो आतंकवादी संगठन अलकायदा के हमलों में मारे गए थे।-------

The government will double investment in the next five years to speed up development of infrastructure in the country. Inaugurating a conference on Public Private Partnership, PPP on National Highways in New Delhi today, Prime Minister Dr. Manmohan Singh said the investment in this sector will rise to about one trillion dollars. He said this is necessary to achieve the target of 9 per cent growth during the 12th five year plan. Dr. Singh said the private sector has a potential to play an important role in the development of rural infrastructure and will save cost overruns. He said that infusion of private capital will also ease the pressure on limited resources and improve the efficiency of service delivery. The Prime Minister assured that contracts to private players will be awarded in a fair and transparent manner.
Dr. Singh said State Governments have to play a crucial role in developing road infrastructure and the objective of infrastructure development to push growth can not be achieved without their participation.
“The Prime Minister said an Infrastructure Debt Fund is being set up to enhance the work on the long term projects. He added, a high level committee is already examining measures for financing such ambitious projects.”
AIR correspondent reports the government has set a target of upgrading 20 Kilometers of National Highways per day. Under the National Highway Development Programme, about 25 thousand Kilometers of roads are proposed to built through PPP mode during the next three years.

Chairman of Prime Minister's Economic Advisory Council (PMEAC), Dr. C Rangarajan today said that Industrial growth projections for the current fiscal will have to be revisited in the wake of disappointing pace of expansion in the factory output. He said as regards the estimate of industrial production for the year as a whole, the council will have to revisit the area after one or two months .He, however, hoped that the industry would put up a better show in the second half of the year. In its Economic Outlook, the PMEAC had projected industry to grow by 7.1 per cent in the current fiscal. The government, in February had pegged it at 8.6 per cent. The IIP had grown by 7.8 per cent in 2010-11. The PMEAC has projected GDP to grow by 8.2 per cent this fiscal.

The Supreme Court today refused to pass any order on Gujarat Chief Minister Narendra Modi's alleged inaction to contain the 2002 Gujarat riots after the Godhra carnage and referred the matter to the concerned magistrate in Ahmedabad for a decision. A three-judge bench headed by Justice D K Jain directed the SIT, which is probing the riot cases, to submit its final report before the magistrate who was asked to decide whether to proceed against Modi and 63 others, including senior government officials. The bench made it clear that there was no need for it to further monitor the riot cases. The bench also comprising justices P Sathasivam and Aftab Alam said in case the magistrate decides to drop proceedings against Modi and others, he has to hear the plea of slain MP Ehsan Jafri's widow Zakia Jafri, who had filed a complaint against the Gujarat Chief Minister.

In Uttar Pradesh, the death toll due to encephalitis or brain fever has mounted to 259 this year as four more patients have succumbed to the virus-borne disease during the past 3 days. The dead include mostly children below 14 years of age. Official sources say that this year, 1788 patients of brain fever have been admitted to different government hospitals of Gorakhpur and Basti division. Our correspondent reports that as many as 267 patients are still undergoing treatment in these hospitals.
“Despite three rounds of vaccination for Japanese Encephalitis the disease continues unabated in the Himalayan foothills of Uttar Pradesh. Of total 2000 patients of encephalitis detected this year around ten percent have been tested positive for Japanese Encephalitis. In BRD Medical College hospital here, two-three children are being treated on a single bed due to resource crunch. The Director General Health has reviewed the situation in Gorakhpur and Kushinagar yesterday where the number of patients is higher. Experts say that the cases are mostly of water-borne encephalitis that occurs due to use of contaminated water. Several voluntary organisations are working to create awareness among the masses about the clealiness and hygiene.”

In Odisha, more than 14 lakh people of about 3,000 villages have been affected by the current wave of flood. Official sources said, 16 people have lost their lives so far due to the deluge. Six people have been swept away in flood water. As many as 19 of the 30 districts have been hit by flood in Mahanadi river systems, Brahmani and Baitarani. More than 97,000 persons have been evacuated from low lying areas to safer places. The grim flood situation is likely to remain till tomorrow as water evacuation into the Bay of Bengal has slowed down because of tidal conditions owing to full moon. More helicopter sorties are likely to be made today to expedite the relief operation. Rain in some of the coastal districts has worsened the situation of flood-affected people.
Meanwhile, weather continues to remain pleasant in the national capital Delhi. The city witnessed an overcast morning which later gave way to a bright sunny day. The maximum temperature yesterday was a notch above normal at 34.6 degrees Celsius.

In Rajasthan, the state government today launched the ambitious Janni Shishu Suraksha Yojna in all the 33 districts. State Chief Minister Ashok Gehlot launched the scheme from Dudu in Jaipur district. The Scheme aims to bring down maternal and child mortality rate in the state. Under the scheme, the government will provide free treatment and transport facility to pregnant women and sick infants. One lakh 18 thousand private ambulances, taxies and other vehicles have also been listed in the concerned areas of all the districts to provide transport facility from the remote villages to the hospitals.

In Assam, culling of birds in avian flu affected Dhubri district has been intensified. 18 Rapid Action teams have been engaged in the culling operation in 14 villages of Agamani area bordering Bangladesh. The administration has banned the sale of poultry and its products in the area by imposing section 144 of Cr PC. All India Radio FM Stations would soon be extended to cover Three hundred thirty cities across the country to meet the Information and Communication Technology Challenges in the coming years. The Chief Executive Officer of Prasar Bharati Mr. Rajeev Takroo has said that the expansion is on the anvil to cater to the information needs of the people. Elaborating on the challenges before Radio news, Mr. Takroo said that the radio has to reach to the bottom of the pyramid to remain relevant. He was addressing the inaugural ceremony of a three day Workshop on challenges before radio news organised by the News Services Division of All India Radio in New Delhi today.
Director General, News, Mr. G. Mohanty said that the Radio is facing challenges from television channels as well as new media. Recalling the come back of Radio as a potent information tool in recent times due to FM stations, he said the challenges have to be met through the combination of better technology and innovative content.

In Sikkim, the festival of Pang-Lhab-Sol is being celebrated today with traditional gaiety and religious fervour. On this day, people worship the Mount Kanchenjungha they revere as their guardian deity. The Industrial growth in July this year fell to 3.3 percent compared to 9.9 percent in the corresponding month last year. According to the data released by the Ministry of Statistics and Programme Implementation, the marginal growth was mainly on account of poor performance in capital goods, manufacturing and mining sectors. The Index of Industrial production, IIP, during the April to July period of this fiscal grew by 5.8 per cent, as against 9.7 per cent in the corresponding four-month period last year. According to an official release, production of capital goods declined by 15.2 per cent in July, while the manufacturing sector, which constitutes over 75 per cent of the index, grew by only 2.3 per cent. Consumer durables grew by 8.6 per cent this July as against 14.8 per cent in the corresponding month of last year. In terms of industries, fifteen out of the twenty two industry groups in the manufacturing sector have shown positive growth during the month of July this fiscal as compared to the corresponding month of the previous year.

The Sensex at the Bombay Stock Exchange dropped 287 points, or 1.7 per cent, to 16,580 in the first few minutes of trade, this morning, on continued selling by investors, ahead of industrial production data for July, and amid tumbling overseas markets. One of the sons of the fugitive Libyan leader, Col Muammar Gaddafi, has arrived in neighbouring Niger. Niger's Justice Minister said Saadi Gaddafi had been in a convoy which was heading towards the capital, Niamey. Col Gaddafi's whereabouts are unknown. He has said he will die in Libya. Anti-Gaddafi troops now control most of Libyan territory, including the capital Tripoli. In a separate development, Mahmoud Jibril, the head of cabinet on the National Transitional Council, said yesterday that an interim government will be formed within 10 days. He also announced that Libya had resumed producing oil, saying more would be on stream in the near future.

The six-nation Gulf Cooperation Council (GCC) has called on the Syrian regime to implement serious and immediate reforms that honour aspirations of the Syrian people. Iran is to formally inaugurate its new nuclear power plant today. The opening ceremony of the Bushehr plant would be attended by Russian Energy Minister Sergei Shmatko and head of Russian state atomic agency Rosatom Sergei Kiriyenko. The Iranian side will be represented by its energy minister and head of the Atomic Energy Organization. Construction of the Bushehr plant was started in 1975 by several German companies. In Afghanistan 12 armed insurgents were killed, in past two days. The Afghan Interior Ministry in Kabul said that 11 joint operations were launched by Afghan Police with the assistance of the Army and NATO Coalition troops to apprehend insurgents. The Afghan Police had seized four 82 mm artillery shells yesterday which were placed by insurgents in Dah Sabz district of Kabul province.

Some More News, In Uttarakhand, twelve people were killed in two separate incidents in Tehri district during the last 24 hours. Six persons were killed in a road accident when a vehicle in which they were travelling fell into a deep gorge in Bangargaon of Dhanolti sub division today. Nine other injured have been hospitalised. In another incident, six persons were buried alive under the roofs of their houses that caved in due to land slides at Daur village in Narendra Nagar area last evening.
Normal life in hilly areas of the state has been affected due to landslides following the rains. Besides this, dozen of houses were damaged and people are forced to shift to safer places. Tamil Nadu Chief Minister J Jayalalitha was today asked by the Supreme Court to appear personally on October 20 before a Karnataka trial court, adjudicating a disproportionate assets case against her. A bench of justices Dalveer Bhandari and Deepak Verma, however, left it to the trial court judge to decide her plea for being examined at a separate building, other than the regular court, in view of security considerations. The apex court passed the order after Jayalalitha, in response to the earlier directions that she must appear today, agreed through senior counsel Harish Salve that she would present herself before the trial court judge in Karnataka.

देश में बुनियादी ढांचे के विकास में तेजी लाने के लिए अगले पांच वर्षो में निवेश को दोगुना किया जायेगा। नई दिल्ली में आज राष्ट्रीय राजमार्गों के लिए सार्वजनिक और निजी भागीदारी के बारे में आयोजित सम्मेलन का उद्घाटन करते हुए प्रधानमंत्री मनमोहन सिंह ने कहा कि इस क्षेत्र में निवेश बढकर करीब दस खरब डालर तक पहुंच जायेगा। उन्होंने कहा कि १२वीं पंचवर्षीय योजना के दौरान नौ प्रतिशत आर्थिक विकास दर का ल+क्ष्य प्राप्त करने के लिये बुनियादी ढांचे क्षेत्र में अधिक निवेश करना जरूरी है।प्रधानमंत्री ने राजमार्ग परियोजनाओं का ठेके देने में पूर्ण पारदर्शिता अपनाने को कहा है, ताकि पक्षपात की संभावना न रह सके।
यह आवश्यक है कि इन परियोजनाओं के ठेके, निर्माण और परिचालन साफ सुथरा और पारदर्शी। प्रणाली पर आधारित हो जिसमें किसी भी तरह के पक्षपात का संदेह न रहें।
डॉक्टर मनमोहन सिंह ने कहा कि राजमार्ग मंत्रालय इस साल सात हजार तीन सौ किलोमीटर सड़क बनाने के लिए ठेके देने की तैयारी में है, ताकि प्रतिदिन २० किलोमीटर सड़क बनाने का सरकार का वादा पूरा हो सके।
बुनियादी ढांचे परियोजनाओं में होने वाली वित्तीय कठिनाईयों के बारे में डॉक्टर मनमोहन सिंह ने कहा कि वित्त मंत्रालय ढांचागत ऋण कोष स्थापित करने के लिये कदम उठा रहा है, ताकि लंबी अवधि की बुनियादी ढांचागत परियोजनाओं के लिये धन उपलब्ध कराया जा सके।

केंद्र ने राज्यों से देश में सड़क बुनियादी ढांचा परियोजनाओं को पूरा करने में कारगर भूमिका निभाने के लिये कहा है। नई दिल्ली में आज राष्ट्रीय राजमागोर्ं के बारे सार्वजनिक और निजी भागीदारी पर आयोजित सम्मेलन के समापन पर सड़क परिवहन और राजमार्ग मंत्री सी पी जोशी ने कहा कि इन परियोजनाओं में भागीदारी और समय पर पूरा करने के लिये राज्यों को बजट आबंटन का बीस प्रतिशत दिया जायेगा।हमने एक एजेंसी ऐडेन्टीफाई की हैं कि स्टेट गर्वमेंट भी हमारे बिहाफ पर एजेंसी के रूप में उस काम को करने के लिए आगे आती है तो उनको २० प्रतिशत वीजीएफ का पैसा मिलता है। ये स्टेट भी आगे-आगे काम करेगी तो ज्यादा काम अच्छे ढंग से कर सकेगा। आपके पास ज्यादा आर्म एविलेबल है। तो ज्यादा एजिवेशन का काम पूरा हो सकेगा। जो प्रतिकिलोमीटर की रोड एडरेस कर रहे हैं। उनका भी कंट्रीब्यूशन होगा...।

उच्चतम न्यायालय ने आज उस याचिका पर कोई भी आदेश जारी करने से इंकार किया जिसमें गोधरा कांड के बाद २००२ में गुजरात में हुए दंगों को रोकने में राज्य के मुख्यमंत्री नरेन्द्र मोदी पर निष्क्रियता बरतने का आरोप लगाया गया था। उसने इस मामले को फैसले के लिए अमदाबाद में सम्बद्ध मजिस्ट्रेट के सुपुर्द कर दिया है। न्यायमूर्ति डी के जैन की अध्यक्षता में तीन न्यायाधीशों की एक पीठ ने दंगों के मामलों की पड़ताल कर रहे विशेष जांच दल को आज निर्देश दिया कि वह अपनी अन्तिम रिपोर्ट मजिस्ट्रेट के सुपुर्द करे। मजिस्ट्रेट से कहा गया है कि वे फैसला करें कि नरेन्द्र मोदी और वरिष्ठ सरकारी अधिकारियों सहित ६३ अन्य लोगों के खिलाफ आगे कार्रवाई की जाए या नहीं।खंडपीठ ने स्पष्ट किया कि दंगों के मामलों पर और आगे नजर रखने की कोई जरूरत नहीं है।

तमिलनाडु की मुख्यमंत्री जयललिता ने रामनाथपुरम जिले के परमाकुड़ी में कल की पुलिस फायरिंग में छह लोगों के मारे जाने की घटना की न्यायिक जांच के आदेश दिये हैं। आज विधानसभा में इस मुद्दे पर ध्यानाकर्षण प्रस्ताव का उत्तर देते हुए उन्होंने कहा कि एक सेवा निवृत्त न्यायाधीश की अध्यक्षता में गठित आयोग इसकी जांच करेगा। उन्होंने कहा कि मृतकों के परिवारों को पर्याप्त मुआवजा दिया जाएगा। मुख्यमंत्री ने लोगों से शांति बनाए रखने की भी अपील की।
इस बीच, पुलिस ने बताया है कि स्थिति नियंत्रण में है। रामनाथपुरम जिले के आसपास सुरक्षा प्रबंध कड़े कर दिए गए हैं।

छत्तीसगढ़ के बाढ़ प्रभावित क्षेत्रों में राहत कार्य जोर-शोर से जारी है। केंद्रीय कृषि और खाद्य प्रसंसकरण उद्योग मंत्री चरणदास महंत ने आज रायपुर में संवाददाताओं को बताया कि उन्होंने राज्य सरकार से कहा है कि वह बाढ़ से हुए नुकसान के अनुमान के बाद सात दिन के भीतर प्रभावित परिवारों को मुआवजा उपलब्ध करा दे। उन्होंने बताया कि राज्य सरकार, आपदा कोष के लिए अब तक एक सौ ५८ करोड़ रूपए की रकम मंजूर कर चुकी है और बाढ़ प्रभावितों के नुकसान की भरपाई के लिए धन की कमी होने नहीं दी जाएगी। इस बीच, बाढ़ से सबसे अधिक प्रभावित जिले रायगढ़ में करीब पचास राहत शिविरों में लगभग १५ हजार लोग शरण लिए हुए हैं। आठ जलमग्न गांवों के लोगों को सेना के हैलीकॉप्टरों की मदद से सुरक्षित स्थानों पर पहुंचा दिया गया है।---

The government will double investment in the next five years to speed up development of infrastructure in the country. Inaugurating a conference on Public Private Parternership, PPP on National Highways in New Delhi today, Prime Minister Dr. Manmohan Singh said the investment in this sector will rise to about one trillion dollars. He said this is necessary to achieve the target of 9 per cent growth during the 12th five year plan The Prime Minister also called for complete transparency in awarding of contracts for the highway projects in public-private partnership mode.
Dr. Singh said that contract awards exceeded about 4,800 kilometers in 2010-11, and the Road Transport and Highways Ministry is well poised to award of 7,300 kilometer this year, to fulfil government's resolve to build 20 kilometer a day. The Prime Minister asked the Ministry to accelerate this programme to increase the reach of the National Highway Development Projects across the country.

Joshi said states will get 20 per cent of the budget grant fund for the projects for their involvement and time completion of these projects. The Supreme Court today refused to pass any order on the petition alleging inaction on the part of Gujarat Chief Minister Narendra Modi to contain the 2002 riots after the Godhra carnage. The Apex court referred the matter to the concerned court in Ahmedabad for a decision. A three-judge bench headed by Justice D K Jain directed the SIT, which is probing the riot cases, to submit its final report before the magistrate who was asked to decide whether to proceed against Modi and 63 others, including senior government officials. The bench made it clear that there was no need for it to further monitor the riot cases. BJP leader Arun Jaitley said that Supreme Court's verdict substantiates that there is no evidence against Chief Minister Narendra Modi in 2002 Gujarat riots. Congress spokesman Abhishek Manu Singhvi on the other hand said that Supreme court has not given any clean chit to Modi but has kept the Gujarat riot case open. He said that the apex court has neither indicted nor acquitted Modi. The CPI(M) in a statement said, the case should be expedited so that justice is not delayed further ,adding that the Supreme Court's decision is in no means exoneration of Narender Modi.

In Tamil Nadu, Chief Minister Ms Jayalalitha ordered a Judicial probe into the killing of 6 people during the police firing at Paramakudi in Ramanthapuram district yesterday. Replying to the Calling Attention Motion on this issue in the Assembly today, she said that a commission under a retired judge will probe this incident. Meanwhile, the police said that the situation is now under control. The security arrangement in and around Ramanthapuram district has been tightened. Our correspondent adds that the district is under prohibitory order for the second consecutive day, which will continue till further orders. The violence broke out yesterday afternoon.

The Supreme Court today directed the CBI to probe the alleged rape of a girl by Banda BSP MLA in December last year. A two judge bench stayed the court proceedings in the case in Banda and directed the Uttar Pradesh Police to hand over the investigation to CBI. Special Judge Sangita Dhingra Sehgal today reserved her order after hearing senior advocate Ram Jethmalani, who argued the case of the 55-year-old former Samajwadi Party General Secretary. The Tihar Jail authorities earlier submitted to the court the medical report on Singh's health, saying the results of some of the tests were still awaited and that they would be available only by tomorrow.
