प्रधानमंत्री डॉक्टर मनमोहन सिंह अब से कुछ देर बाद सिंगापुर में वहां के प्रधानमंत्री ली सियेन लूंग के साथ द्विपक्षीय बैठक करेंगे। दोनों नेता आर्थिक, व्यापारिक और सांस्कृतिक क्षेत्रों में संबंध और मजबूत बनाने पर चर्चा करेंगे। डॉक्टर सिंह का पारम्परिक स्वागत किया जाएगा और उन्हें गार्ड ऑफ ऑनर दिया जाएगा। डॉक्टर सिंह वहां के राष्ट्रपति  डॉक्टर टोनी तान कंग याम से भी मुलाकात करेंगे। स्वदेश रवाना होने से पहले प्रधानमंत्री एशियन सिविलाइजेशन म्यूजियम में भारत के प्रथम प्रधानमंत्री पंडित जवाहर लाल नेहरू की प्रतिमा का अनावरण करेंगे।
सिंगापुर में भारतीय उच्चायुक्त टी. सी. ए. राघवन ने पत्रकारों को बताया कि आसियान देशों में सिंगापुर, भारत का सबसे बड़ा व्यापारिक भागीदार है। पिछले पांच वर्ष में आपसी व्यापार बढ़कर लगभग दोगुना हो गया है। पिछले वर्ष यह व्यापार १७ अरब अमरीकी डॉलर का था और यह इस साल बढ़कर २० अरब अमरीकी डॉलर तक पहुंच जाने की उम्मीद है। उन्होंने यह भी बताया कि आसियान देशों में सिंगापुर, भारत में दूसरा सबसे बड़ा निवेशक है। उन्होंने कहा कि भारत के कई नगरों से सिंगापुर के लिए प्रतिदिन ४० उड़ानें भरी जाती हैं। हमारे संवाददाता ने खबर दी है कि भारत का सिंगापुर के साथ व्यापक आर्थिक सहयोग समझौता है। इसके अंतर्गत व्यापार और सेवा क्षेत्र के साथ-साथ निवेश संरक्षण और शिक्षा में सहयोग से संबंधित समझौते भी शामिल हैं।

भारतियों कंपनियों के लिए सिंगापुर में व्यापार के लिए बहुत संभावाना हैं। क्योंकि चीन और एशिया के दूसरे देशों के लिए यह एक गेटवे है। आज से २० साल पहले जब भारत में आर्थिक उदारिकरण का दौर शुरू हुआ। उस वक्त डॉ. मनमोहन सिंह ने वित्तमंत्री के रूप में सिंगापुर में व्यापार से जुड़ी असीम संभावनाओं को पहचाना। वे प्रधानमंत्री बने तो २००५ में भारत ने अपना पहला सम्पूर्ण आर्थिक समझौता सिंगापुर के साथ किया। तभी से सिंगापुर में भारतियों कंपनियों की पैठ बढ़ी है। यद्यपि डॉ. मनमोहन सिंह की यह सिंगापुर यात्रा छोटी थी। किन्तु इसमें संदेश प्रताप है मित्रों के साथ गर्म और मजबूत संबंध बनाए रखो''। रत्न प्रकाश आकाशवाणी समाचार सिंगापुर।
इससे पहले प्रधानमंत्री मनमोहन सिंह ने बाली में भारत आसियान शिखर सम्मेलन में आसियान देशों से अगले वर्ष मार्च तक सेवा और निवेश के क्षेत्र में मुक्त व्यापार समझौता पूरा करने का आग्रह किया।

केंद्र ने बुनकरों के लिए छह हजार दो सौ करोड़ रूपए की योजना की घोषणा की है। इससे १३ लाख बुनकरों को फायदा होगा। उत्तर प्रदेश के तीन लाख बुनकर भी इस योजना के अंतर्गत आएंगे। इस पैकेज में तीन हजार आठ सौ ८४ करोड़ रूपए की ऋण माफी भी शामिल है। बुनकरों के उत्थान के लिए १२वीं योजना में दो हजार तीन सौ पचास करोड़ रूपए का प्रावधान किया गया है। पैकेज आगामी जनवरी से लागू हो जाएगा। वाणिज्य और उद्योग मंत्री आनंद शर्मा ने कल वाराणसी में यह घोषणा की।
संवाददाता सम्मेलन में श्री शर्मा ने कहा कि सरकार के इस पैकेज से व्यक्तिगत तौर पर बुनकरों को पचास हजार रूपए तक का लाभ होगा।

निजी जो कर्जा है इडिंविजुवल जो लोन है। उसको अलग कर दिया कार्पोरेटिव सोसाइटी का। १५ हजार कार्पोरेटिव सोसाइटी का पूरे देश के अंदर कम से कम १४ लाख बुनकरों को इसमें से तीन लाख बुनकर उत्तर प्रदेश का है। इस पैकेज से सीधे उनको राहत मिलेगा।

उत्तर प्रदेश में केंद्रीय जांच ब्यूरो-सीबीआई ने राज्य में २००५-०६ से लागू राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के अब तक के अमल में कथित अनियमितताओं की जांच शुरू कर दी है। इस महीने की १५ तारीख को इलाहाबाद उच्च न्यायालय की लखनऊ पीठ द्वारा जारी आदेशों के बाद सीबीआई ने पांच प्रारंभिक जांच शुरू की हैं। अनुमान है कि राज्य में आम-आदमी को बेहतर चिकित्सा सुविधाएं मुहैया कराने के लिए एक खरब रूपए आबंटित किए गए थे।
हमारे संवाददाता ने खबर दी है कि न्यायालय ने सीबीआई को चार महीने के भीतर जांच पूरी करने और रिपोर्ट दायर करने के निर्देश दिए हैं।

इलाहाबाद उच्च न्यायालय एनआरएचएम इस कथित घोटाले की जांच चार माह में पूरी करने के निर्देश सीबीआई को दिये हैं। सीबीआई ने जांच के लिए एक अपर निदेशक की देख-रेख में पांच पुलिस अधिक्षक, दो पुलिस उपमहानिरीक्षक, संयुक्त निर्देशक सहित अपनी सदस्यीय टीम गठित की है। इसके अलावा सीबीआई एनएचआरएम के कामकाज से जुड़े रहे दो मुख्य चिकित्सा अधिकारियों की हत्या और एक उप मुख्य चिकित्सा अधिकारी की जेल में रहसयमय मृत्यु की भी जांच कर रही है। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

भारत और बंगलादेश के बीच जल्दी ही प्रत्यर्पण संधि के मसौदे को अंतिम रूप दिए जाने की संभावना है। इससे दोनों देशों को परस्पर आतंकवादियों और अपराधियों को एक-दूसरे को सौंपने में मदद मिलेगी।
हमारे संवाददाता के अनुसार अगर समझौतो को मंजूरी मिल जाती है तो इससे बंगलादेश से अल्फा महासचिव अनूप चेतिया का प्रत्यर्पण आसान हो जाएगा। कल शाम नयी दिल्ली में गृह सचिव स्तर की दो दिन की वार्ता के पहले दिन के समापन पर सरकारी सूत्रों ने ये जानकारी दी। बैठक में भूमि सीमांकन और दोनों देशों के बीच एक सौ ६२ भू-क्षेत्रों के आदान-प्रदान से संबंधित समझौते के अमल में तेजी लाने पर भी बातचीत हुई। वार्ता में भारत की ओर से गृह सचिव आर. के. सिंह और बंगलादेश की ओर से वहां के गृह सचिव मंजूर हुसैन अपने-अपने प्रतिनिधि मंडल का नेतृत्व कर रहे हैं।

केंद्रीय वित्तमंत्री प्रणब मुखर्जी ने सरकारी बैंकों को चालू वित्तवर्ष के दौरान पर्याप्त पूंजी उपलब्ध कराने का भरोसा दिलाया है। श्री मुखर्जी ने कल केनरा बैंक के एक सौ छठे स्थापना समारोह में मुंबई में कहा कि सरकारी बैंकों को पूंजी उपलब्ध कराने के बारे में कोई संदेह नहीं होना चाहिए। उन्होंने बताया कि मौजूदा वित्तवर्ष के बजट में सरकारी बैंकों को और पूंजी उपलब्ध कराने के लिए ६० अरब रुपये का प्रावधान किया गया है। श्री मुखर्जी ने बताया कि सरकारी बैंकों को आवश्यकता होने पर और पूंजी उपलब्ध कराई जाएगी।

केंद्र, विदेशी बैंकों में जमा काला धन वापस लाने और भ्रष्टाचार पर काबू पाने के सभी प्रयास कर रहा है। केंद्रीय संसदीय कार्य राज्यमंत्री हरीश रावत ने कल देहरादून में यह बात कही।
श्री रावत ने कहा कि केंद्र, भ्रष्टाचार विरोधी कानून को मज+बूत बनाने के लिए आगामी शीतकालीन सत्र में लोकपाल विधेयक, न्यायिक जवाबदेही विधेयक, संशोधित मनी लॉन्डरिंग विधेयक और जन शिकायत विधेयक सहित नौ विधेयक लायेगा।

सरकार ने कहा है कि देश में दूसरी हरित क्रांति के लिए एक खाका तैयार किया गया है। इसके अंतर्गत उत्तर प्रदेश, बिहार, ओड़िशा, झारखंड और असम के पूर्वी राज्यों को चार अरब रूपए की सहायता दी गई है।
लखनऊ में कल पत्रकारों से बातचीत में केंद्रीय कृषि मंत्री शरद पवार ने बताया कि अगले बजट में यह राशि और बढ़ायी जाएगी।

पूर्व दूरसंचार मंत्री सुखराम को १९९६  के एक दूरसंचार मामले में पांच साल की जेल की सजा सुनाई गयी है। सी बी आई के विशेष न्यायाधीश आर. पी. पांडे ने उन पर  चार लाख रूपये का जुर्माना भी लगाया है और उन्हें गिरफतार करने का आदेश दिया है। इससे पहले अदालत ने सुखराम को १५ वर्ष पूर्व तीन लाख रूपये की रिश्वत लेकर एक निजी कंपनी को भारी लाभ वाला ठेका देने का दोषी पाया था।

केंद्र ने स्कूली बच्चों में सांस्कृतिक चेतना को बढ़ावा देने और भारत की समृद्ध सांस्कृतिक विरासत के प्रति लगाव बढ़ाने के उद्देश्य से सांस्कृतिक विरासत युवा नेतृत्व योजना शुरू की है। कल नई दिल्ली में योजना की शुरूआत करते हुए संस्कृति मंत्री कुमारी शैलजा ने कहा कि इस योजना के तहत क्षेत्रीय भाषाओं के जरिए पिछड़े इलाकों के गरीब और कमजोर तबकों के बच्चों पर विशेष ध्यान दिया जायेगा।

दिल्ली सरकार ने राजधानी के सभी स्कूली बच्चों को मु+त इलाज और जांच सुविधा उपलब्ध कराने के लिए एक योजना शुरू की है। चाचा नेहरू सेहत योजना लागू करने के सिलसिले में आयोजित समारोह में मुख्यमंत्री शीला दीक्षित ने बताया कि योजना के पहले चरण में सरकारी स्कूलों में पढ़ने वाले लगभग १४ लाख बच्चों को यह सुविधा दी जाएगी।

अफगानिस्तान में लोया जिरगा ने अमरीका से कुछ शर्तों के साथ एक दीर्घकालीन सामरिक समझौते का समर्थन किया है। काबुल में लोया जिरगा की बैठक के बाद एक घोषणा में कल कहा गया कि अंतर्राष्ट्रीय सैनिकों को अफगानिस्तान के नागरिकों के घरों पर रात में छापे मारना तत्काल बंद करना चाहिए। अपने संक्षिप्त भाषण में राष्ट्रपति हामिद करजई ने लोया जिरगा की प्रस्तावित शर्तों और सुझावों को राष्ट्र हित में बताया। उन्होंने भरोसा दिलाया कि यह समझौता अफगानिस्तान के राष्ट्रीय हित में है। एक रिपोर्ट-

चार दिन के गहन विचार विमर्श के बाद लोया जिरगा ने अमरीका के साथ दीर्घकालीन सामरिक समझौते के पक्ष में अपना दो टूक फैसला सुनाया, लेकिन यह भी साफ कर दिया कि वह अफगानिस्तान में अमरीकी फौजों की स्थाई उपस्थिति के खिलाफ है। हालांकि लोया जिरगा सलाह देने वाली संस्था है और कानूनी तौर पर इसके फैसलों को मानने के लिए सरकार बाध्य नहीं है। लेकिन इस बैठक से जो बहस छिड़ी है और जनमत बना है उससे अफगान सरकार के लिए प्रस्तावित समझौते पर संसद की मंजूरी की मोहर लगवाना आसान हो जाएगा।  राजेन्द्र उपाध्याय, आकाशवाणी समाचार, काबुल।

इस्लामी सहयोग संगठन-ओआईसी ने २६ नवम्बर को सीरिया मुद्दे पर चर्चा के लिए जद्दा में आपात बैठक बुलाई है। ओआईसी की विज्ञप्ति में कहा गया है कि बैठक में सीरिया से हिंसा और नागरिकों पर दमन की कार्रवाई रोकने और राजनीतिक सुधार लागू करने के लिए कहा जाएगा। विज्ञप्ति में यह भी कहा गया है कि  यह संगठन सीरिया में विदेशी हस्तक्षेप के खिलाफ है।

Prime Minister Manmohan Singh will hold a bilateral meeting with Mr. Lee Hsien Loong, the Prime Minister of Singapore in a short while from now. Both leaders will hold discussion on further strengthening relations in economic, trade and cultural areas. Dr Singh will be given a ceremonial welcome and guard of honour. He will also meet the President of Singapore Dr Tony Tan Keng Yam. Before leaving for home, the Prime Minister will unveil the bust of Pandit Jawaharlal Nehru at the Asian Civilizations museum. So far, four personalities -- Polish-English writer Joseph Conrad, Father of modern Vietnam Ho Chih Min, Filipino revolutionary leader Jose Rizal, and former Chinese Communist party leader Deng Xiaoping have been given this honour.
Briefing media, the Indian High Commissioner of Singapore, TCA Raghavan, said that Singapore is the largest trading partner of India among ASEAN countries. Bilateral trade has almost doubled in the last five years. Singapore is also the second largest investor in India among ASEAN countries. Our Correspondent covering the Prime Minister's visit reports that India has a Comprehensive Economic Cooperation Agreement, CECA with Singapore covering not only agreement in trade and services but also on investment protection and cooperation in education.
For Indian companies Singapore offers great opportunities to expend their business as it is gateway to China and rest of Asia. It was 20 year's back in 1991 when India was looking to publicise its new economic liberalisation policies and Dr Manmohan Singh as then Finance Minister visualized significance of Singapore in that process. When he became Prime Minister, the first ever comprehensive economic treaty signed by India with any country was with Singapore in 2005. Since then Indian corporate presence in Singapore grew significantly. However Dr Singh's one day short visit signals its intensions, keep the friendly relations warm and strong. Addressing the 9th India-ASEAN Summit yesterday, Dr. Singh urged ASEAN countries to conclude the Free Trade Agreement in Services and Investment sectors by March 2012. The Prime Minister also held bilateral meeting with Australian Prime Minister Julia Gillard. She assured Dr Singh that her Government was taking all steps to see that the ban on the sale of uranium to India was lifted.

The Centre has announced a 6,234-crore rupee package for weavers 13 lakh weavers, including 3 lakhs in Uttar Pradesh will benefit from this. This includes a 3,884 crore debt waiver and 2,350 crore rupees for a six-fold strategy to uplift weavers during the 12th Plan. The package will be implemented from next January. This was announced by the Commerce and Industry Minister Anand Sharma, who also holds the additional charge of Textiles, at Varanasi yesterday. Addressing a press conference Sharma said an individual weaver will benefit upto 50,000. The scheme will also help 15,000 weavers' cooperative societies.

In Uttar Pradesh, the Central Bureau of Investigation has started a probe into alleged irregularities in implementation of the National Rural Health Mission, NRHM since its inception in the year 2005-06 till date. The Probe agency has registered five preliminary enquiries following orders of the Lucknow bench of the Allahabad High Court on the 15th of this month.
AIR correspondent reports that about 10,000 crore rupees were allocated to the state under the NRHM for providing better medical facilities to the common man.
In Uttar Pradesh the Allahabad High Court has directed the CBI to complete the NRHM scam probe within 4 months. The agency has constituted a big special investigating team comprising 25 officers, including five Superintendents of Police, two DIGs, Joint Director and under the overall supervision of an Additional Director. Probe agency has also sought help from experts in banking, accountancy, engineering works and computer forensics field to complete the probe within stipulated time. The probe pertains to civil works' contracts and medicine procurement of different wings of the state health department and others besides funds allocated to Chief Medical Officers of then all 72 districts of the state. Former Telecom Minister Sukhram has been sentenced to five years imprisonment by a Delhi Court in the 1996 telecom scam case. Special CBI Judge R P Pandey also imposed a fine of four lakh rupees on him and ordered his arrest. The sentence followed the court convicting him on charges of taking a three lakh rupee bribe to grant a lucrative contract to a private firm, 15 years ago.

The Delhi government has launched a scheme under which all school children in the city will be provided free medical treatment and check-ups.
Launching the Chacha Nehru Sehat Yojna , Chief Minister Sheila Dikshit said health check-ups and free treatment will be provided to nearly 14 lakh students studying in government-run schools in the first phase of the scheme.
She said Children studying in schools run by MCD, NDMC and private entities would also be covered under it at a later stage.

Union Finance Minister Pranab Mukherjee gave a reassurance that the government will provide adequate capital to state owned banks during the current fiscal. Mr. Mukherjee was addressing the 106th Foundation Day function of Canara Bank, in Mumbai yesterday. Speaking on the fund provision for recapitalization of PSU banks, Mr. Mukherjee said that there should be no apprehension about the recapitalisation of Banks. He said that a provision of 6000 crore rupees has already been made for recapitalisation of PSU banks in the budget 2011-12.

The government has said that a blue print has been prepared for second green revolution in the country for which eastern districts of Uttar Pradesh, Bihar, Orissa, Jharkhand and Assam will be given help of 400 crore rupees. Talking to media persons yesterday at Lucknow Union Agriculture Minister Sharad Pawar said that it would be further enhanced in the next budget. The agriculture minister said that there was a need to ensure adequate remuneration to farmers for their produce in order to overcome the food grains crisis in the country.

The Afghan traditional Grand Assembly - the Loya Jirga has overwhelmingly supported a long term strategic agreement with the United States with some conditions.     भारत ने सिंगापुर से और निवेश करने तथा आधुनिक टैक्नोलॉजी देने का अनुरोध किया है। प्रधानमंत्री डॉ० मनमोहनसिंह ने आज सवेरे सिंगापुर के प्रधानमंत्री ली सेन लूंग से मुलाकात के दौरान कहा कि भारत अपने यहां बुनियादी सुविधाओं के विकास की बड़ी योजनाओं के लिए सिंगापुर को एक महत्वपूर्ण भागीदार मानता है। हमारे संवाददाता ने बताया कि प्रधानमंत्री ली द्वारा आयोजित दोपहर के भोज में डॉ० मनमोहनसिंह ने कहा कि सिंगापुर आसियान में व्यापार और निवेश के मामले में भारत का सबसे बड़ा साझेदार है।
    दोनों देशो के लोगों के बीच लगातार बढ़ते हुए आपसी सम्पर्क पर संतोष व्यक्त करते हुए प्रधानमंत्री डॉ० मनमोहन सिंह ने कहा कि भारत के ११ शहर सिंगापुर के साथ सीधी उड़ानों से जुड़े हैं और विभिन्न शहरों से चालीस से अधिक उड़ानें रोज सिंगापुर आती-जाती हैं। ये किसी भी देश के साथ भारत का सबसे बड़ा हवाई सम्पर्क है।
    प्रधानमंत्री ली ने कहा कि ंिसंगापुर संयुक्त राष्ट्र सुरक्षा परिषद में स्थाई सदस्यता के भारत के दावे का समर्थन करता है। उन्होंने डॉ० मनमोहनसिंह को आश्वासन दिया कि सिंगापुर बिहार में नालन्दा विश्वविद्यालय की परियोजना में अपना योगदान और बढ़ाएगा।
    डॉ० मनमोहनसिंह ने सिंगापुर के राष्ट्रपति डॉ० टोनी तान केंग याम से भी मुलाकात की। स्वदेश रवाना होने से पहले प्रधानमंत्री एशियाई सभ्यता संग्रहालय में पंडित जवाहरलाल नेहरू की प्रतिमा का अनावरण करेंगे।

    संसद के शीतकालीन सत्र के दौरान, उच्च शिक्षा क्षेत्र में सुधार से संबंधित  कई विधेयक पेश किये जाने की संभावना है। सूत्रों के अनुसार इनमें एक अहम विधेयक शैक्षिक, ट्राइब्यूनल विधेयक २०१० है।  संसदीय समिति की सिफारिशों के मद्देनजर  इसे पिछले वर्ष मानसून सत्र में टाल दिया गया था। इसमें शिक्षकों और अन्य संबद्ध पक्षों से जुड़े विवादों के जल्दी निपटारे के लिए शिक्षा ट्राइब्यूनल  बनाने की व्यवस्था की गई है।
    तकनीकी संस्थान संशोधन विधेयक २०११ भी इसी सत्र में पेश किया जायेगा।   बच्चों के लिए  निशुल्क अनिवार्य शिक्षा संशोधन विधेयक भी इस सूची में शामिल है। इसमें शारीरिक अक्षमता वाले बच्चे को उसकी योग्यता और क्षमता के अनुरूप विशेष लाभ देने का प्रयास किया जाएगा।                                     -------
    मध्य प्रदेश विधानसभा का शीतकालीन सत्र कल से भोपाल में शुरू हो रहा है।  १२ दिन के इस सत्र में दस बैठकें होंगी। राज्य सरकार लगभग एक दर्जन विधेयक प्रस्तुत करेगी। प्रमुख विपक्षी पार्टी कांगे्रस मुख्यमंत्री शिवराज सिंह चौहान की सरकार के प्रति अपना पहला अविश्वास प्रस्ताव लाएगी।

    भारतीय जनता पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी की जनचेतना यात्रा आज दिल्ली पहुंची। रामलीला मैदान में रैली के बाद इसका समापन होगा। दिल्ली पहुंचने से पहले श्री आडवाणी ने कहा कि उनकी यात्रा का सबसे बड़ा उद्देश्य भ्रष्टाचार रोकना है। हमारे संवाददाता ने बताया है कि  ११ अक्तूबर से, बिहार से शुरू हुई चालीस दिन की यह यात्रा, कई राज्यों और केन्द्रशासित प्रदेशों से गुजरी।

    पूर्वोत्तर क्षेत्र विकास और संसदीय कार्य राज्यमंत्री पवनसिंह   घटोवार ने देश की सबसे लंबी दूरी की रेलगाड़ी को कल डिब्रुगढ़  स्टेशन पर झण्डी दिखाकर रवाना किया। स्वामी विवेकानंद के नाम पर इस रेलगाड़ी का नाम विवेक एक्सप्रेस रखा गया है। इस अवसर पर असम के राजस्व मंत्री पृथ्वी माझी, पूर्वोत्तर रेलवे के महाप्रबंधक केशव चन्द्र, तिनसुखिया के डिवीजनल रेल मैनेजर धीरेन्द्र महापात्रा भी मौजूद थे।  डिब्रुगढ़ से कन्याकुमारी के बीच चलने वाली साप्ताहिक विवेक एक्सप्रेस रेलगाड़ी, पश्चिम बंगाल, ओडिशा, आंध्रप्रदेश, तमिलनाडु और केरल से होते हुए चार हजार २८६ किलोमीटर की दूरी, ८२ घंटे तीस मिनट में तय करेगी। यह रेलगाड़ी ५२ स्टेशनों पर रूकेगी। ये रेलगाड़ी बुधवार को केरल में तिरूअनंतपुरम पहुंचेगी। इससे पहले देश में जम्मूतवी से कन्याकुमारी के बीच चलने वाली हिमसागर एक्सप्रेस, सबसे लंबी दूरी की गाड़ी थी। यह ७१ घंटे में तीन हजार ७१५ किलोमीटर का सफर तय करती है।

    केन्द्रीय गृह मंत्रालय देश भर की एक हजार से अधिक जेलों में कैदियों की भीड़ कम करने के तरीके खोजने के लिए एक अध्ययन कर रहा है। राष्ट्रीय अपराध रिकॉर्ड ब्यूरो की रिपोर्ट के ताजा आंकड़ों के अनुसार देश की एक हजार तीन सौ ७४ जेलों में केवल तीन लाख कैदी रखे जा सकते हैं, जबकि वहां करीब चार लाख कैदी भरे हुए हैं।
     ब्यूरो ऑफ पुलिस रिसर्च एंड डवेलपमेंट के इस अध्ययन में इस समस्या को सुलझाने के लिए प्रशासनिक और कानूनी उपाय सुझाए जाएंगे।
    दिल्ली की तिहाड़ जेल, एशिया की सबसे बड़ी जेल है और इस में उसकी क्षमता से दुगुने कैदी हैं। साढ़े छह हजार कैदियों की जगह पर अभी इस में साढ़े १२ हजार से अधिक कैदी हैं।

     पूर्व राजनयिक माधुरी गुप्ता पर आरोप तय करने के बारे में सात दिसंबर को फैसला सुनाया जाएगा।  माधुरी गुप्ता पर, पाकिस्तान में, उनके कार्यकाल के दौरान, आई एस आई के एक एजेंट को संवेदनशील जानकारियां देने का आरोप है। अतिरिक्त सत्र न्यायाधीश पवन कुमार ने दिल्ली पुलिस की दलीलें सुनने के बाद कल अपना आदेश सुरक्षित रख लिया।  माधुरी गुप्ता ने आरोपों को गलत बताया और कहा कि ये जानकारियां संवेदनशील नहीं है और इन्टरनेट पर उपलब्ध हैं।

    इराक ने अपने हवाई अड्डों पर आज से तुर्की के विमानों के उतरने पर  प्रतिबंध लगा दिया है। इस से पहले तुर्की  ने भी, कर्ज को लेकर इराक से टकराव के बाद, ऐसा ही कदम उठाया था। इराक के परिवहन मंत्री करीम अल नूरी के मीडिया सलाहकार ने बताया कि उत्तरी इराक के स्वायत्त कुर्दिस्तान क्षेत्र सहित देश के सभी हवाई अड्डों पर तुर्की  के विमानों के उतरने पर रोक लगा दी गयी हैं। उन्होंने बताया कि ये फैसला इराक की सरकारी तेल कंपनी और तुर्की के बीच करोड़ों डॉलर के कर्ज के विवाद के बाद किया गया है।

    भारत ने फलस्तीन को संयुक्त राष्ट्र की सदस्यता के प्रस्ताव का समर्थन किया है। विदेश राज्यमंत्री ई अहमद ने रमल्ला में कहा कि भारत, इब्सा के सदस्य ब्राजील और दक्षिण अफ्रीका के साथ इस प्रस्ताव का समर्थन करेगा। उन्होंने कहा कि फलस्तीन को संयुक्त राष्ट्र की सदस्यता न देने का कोई औचित्य नहीं है। श्री अहमद के साथ ब्राजील और दक्षिण अफ्रीका के विदेशमंत्रियो ने भी कल रमल्ला में फलस्तीनी राष्ट्रपति महमूद अब्बास से मुलाकात की। श्री अब्बास ने फलस्तीन को संयुक्त राष्ट्र की सदस्यता दिलाने के  लिए इन देशों की कोशिशों की सराहना की। भारत ने हाल ही में फलस्तीन को यूनेस्को का सदस्य बनाने के प्रस्ताव के पक्ष में भी वोट दिया था। श्री अहमद ने कहा कि इस्राइल को, विश्व समुदाय की भावनाओं का सम्मान करते हुए, विवादित क्षेत्र से अपनी बस्तियां हटाकर फलस्तीनी नेताओं के साथ बातचीत के जरिये समस्या का समाधान करना चाहिए।
    विदेश राज्यमंत्री ई अहमद ने रमल्ला में एक खेल परिसर का उद्घाटन किया। इसे संयुक्त राष्ट्र विकास कार्यक्रम के तहत, इब्सा के सदस्य देशों के सहयोग और वित्तीय सहायता से तैयार किया गया है।  दस लाख डॉलर की लागत के इस परिसर में बॉस्केट बॉल, वॉलीबॉल, फुटबॉल, हैण्डबॉल और टेनिस कोर्ट बनाए गये हैं। यहां लगभग चार सौ दर्शक बैठ सकते हैं।

    ओमान में मजदूरों के कल्याण के लिए नये श्रम कानूनों में कई परिवर्तन किये गये हैं। सभी निजी कंपनियों में कर्मचारियों के लिए दो साप्ताहिक अवकाश आवश्यक कर दिये गये हैं।  काम के लिए भी एक दिन में अधिकतम ९ घंटे तय कर दिये गये हैं। किसी भी कर्मचारी से और घंटे काम लिया जा सकता है, लेकिन ये दिन में कुल १२ घंटे से ज्यादा नहीं हो सकता। किसी कर्मचारी की सेवाएं समाप्त करने या उसे बर्खास्त करने के बारे में भी बेहतर संशोधन किये गये हैं। जो कंपनी इन कानूनों का पालन नहीं करेगी, उसे दण्ड दिया जाएगा।

    मिस्र में, सत्तारूढ़ सैन्य परिषद से नागरिक सरकार को सत्ता सौंपने की मांग करते हुए प्रदर्शनकारियों की, पुलिस  के साथ झड़पें हुई हैं। रबड़ की गोलियों और आंसू गैस से दो लोगों की मौत हो गई और सैकड़ों घायल हो गए। राजधानी काहिरा में हजारों प्रदर्शनकारियों ने तहरीर चौक पर नियंत्रण के  लिए पुलिस के साथ    संघर्ष किया। एलेक्जेंड्रिया, स्वेज और आसवान में भी विरोध प्रदर्शन हो रहे हैं।

    अमरीका में पाकिस्तान के राजदूत हुसैन हक्कानी इस्लामाबाद पहुंच गये हैं। श्री हक्कानी, राष्ट्रपति आसिफ अली जरदारी के साथ आज बैठक कर गुप्त मेमो के मामले में  अपनी स्थिति स्पष्ट करेंगे। श्री हक्कानी के, पाकिस्तान पीपल्स पार्टी की कोर समिति के सदस्यों और वरिष्ठ सैनिक अधिकारियों से भी मिलने की संभावना है। वाशिंग्टन से रवाना होने से पहले श्री हक्कानी ने पाकिस्तान और अफगानिस्तान के लिए विशेष अमरीकी प्रतिनिधि मार्क ग्रॉसमेन से भी मुलाकात की। पाकिस्तानी-अमरीकी उद्यमी मंसूर इजाज ने दावा किया है कि उन्होंने  सैन्य हस्तक्षेप के सरकार  के डर के बारे में एक मेमो लिखा और इसे श्री हक्कानी के निर्देश पर अमरीकी ज्वाइंट चीफ आफ स्टॉफ कमेटी के अध्यक्ष माइक मूलन को भेजा था। श्री हक्कानी  इससे इनकार कर चुके हैं। इस्लामाबाद से एक मीडिया रिपोर्ट में कहा गया था कि आई एस आई प्रमुख लेफ्टिनेंट  जरनल अहमद शुजा पाशा गुप्त मेमो के सत्यापन के लिए लन्दन में मंसूर इजाज से मिले। मेमो में कहा गया था कि पाकिस्तानी सरकार सेना के संभावित तख्तापलट के बारे में अमरीका की मदद चाहती है।

    मध्यप्रदेश में जूनियर डॉक्टरों की हड़ताल का आज सातवां दिन है। हमारे भोपाल संवाददाता ने बताया है कि हड़ताल के कारण भोपाल, इंदौर, जबलपुर, ग्वालियर और रीवा में मेडिकल कॉलेज से संबद्ध सरकारी अस्पतालों में स्वास्थ्य सेवाएं प्रभावित हुई हैं।

India has sought greater investment and technology flows from Singapore. Prime Minister Dr. Manmohan Singh told Mr. Lee Hsien Loong, Prime Minister of Singapore, during the second leg of his two nation visit to Indonesia and Singapore that Singapore has emerged as a valued partner for India’s ambitious plans for infrastructure development. Speaking at the lunch hosted by Mr Loong, Dr Singh said that the Comprehensive Economic Cooperation Agreement, CECA signed between the two countries, has led to a qualitative upgradation of trade and investment relations.
Expressing satisfaction at the high people to people contact between the two countries, he said that eleven Indian cities are directly connected by air to Singapore. There are over 40 flights daily from various cities in India to Singapore, which is the highest air connectivity India has with any country.
Mr Loong supported India’s permanent membership in UN Security Council. He said that Singapore looks forward to India playing a more active role in global affairs. He assured Dr Singh that Singapore will work for further strengthening of relations between the two countries. He supported India’s initiative to revive the ancient Nalanda University as a new centre of learning.
Earlier, Dr. Manmohan Singh was given a ceremonial reception and guard of Honour. Dr Singh also met Dr Tony Tan Keng Yam, President of Singapore. Our Correspondent covering the Prime Minister's visit, reports that Dr. Singh will unveil the bust of Pandit Jawaharlal Nehru, the first Prime Minister of India, at Asian Civilizations museum, before returning back home.

India has reiterated its support for the Palestinian bid for UN membership. The Union Minister of State for External Affairs E. Ahmed said in Ramallah that New Delhi will work together with IBSA members Brazil and South Africa for its approval. He said there is no justification for stalling the Palestinian bid for membership at the United Nations. Mr. E.Ahmed and his IBSA counterparts from Brazil and South Africa called on the Palestinian Authority President Mahmoud Abbas in Ramallah yesterday. President Mahmoud Abbas thanked their efforts in mobilizing support for the Palestinian bid for UN membership. India had also voted for getting Palestine elected as a member at UNESCO recently. Mr. Ahmed also said that Israel should not ignore the world opinion on stopping settlement activities in disputed areas and should hold dialogue with the Palestinian leadership to resolve the issues.
The Minister inaugurated a sports center in Ramallah built by the joint financial assistance of IBSA countries through UNDP. Earlier, Mr. Ahmad handed over a check of one million dollars to UN Relief and Works Agency to provide daily supplement of food to thousands of Palestinian children in camps in Gaza Strip.

The Union Home Ministry is conducting a study to find out ways to minimise overcrowding in more than 1,000 prisons across the country. According to statistics in the latest report of the National Crime Records Bureau, nearly four lakh prisoners are lodged in 1,374 prisons across the country which have the capacity to keep only three lakh inmates.
Sources in the Ministry said, the study will be conducted by the Bureau of Police Research and Development to identify administrative and legal measures to tackle the problem and to suggest steps needed to be taken.
Asia's largest prison, Tihar Jail, at present houses inmates almost double its capacity. In a space meant for 6,500 prisoners, over 12,500 inmates are presently kept there. According to Tihar jail officials, they have organised 127 special courts in its premises in order to dispose of cases at a faster rate.

A Delhi court will pronounce on the 7th of next month its judgment on framing of charges against former diplomat Madhuri Gupta for allegedly supplying sensitive information to an ISI agent during her posting in Pakistan. Additional Sessions Judge Pawan Kumar yesterday reserved the order after hearing the arguments of Delhi Police which pleaded that she should be tried under provisions of Official Secrets Act which attract a maximum punishment of a 14-year jail term.
Gupta, however, refuted all the allegations levelled against her and submitted that the said information is not sensitive and is available on the Internet. She was posted as Second Secretary with the Press and Information wing of the Indian High Commission in Islamabad and was arrested by the Special Cell of Delhi Police on April 22 this year.

Senior BJP leader L K Advani's Jan Chetna Yatra entered the national capital Delhi today where it will conclude after a rally at Ramlila Ground. Before entering Delhi, Mr Advani said that deterring corruption is the single most aim of the Yatra.

A host of proposed legislations are listed for consideration during the Winter Session of Parliament to reform higher education sector. According to sources, one of the key Bills listed for consideration is the Educational Tribunals Bill, 2010. The Bill was deferred in the Monsoon session last year to accommodate Parliamentary Committee recommendations. The Bill seeks to provide for establishment of educational tribunals for effective and expeditious adjudication of disputes involving teachers and other stakeholders. It also seeks to adjudicate penalties for indulging in unfair practices in higher education.
Other Bills listed for consideration are the Central Educational Institutions Amendment Bill and the Institute of Technology (Amendment) Bill to bring the eight new IITs within the ambit of the Institute of Technology Act.
The Architects (Amendment) Bill, 2010, the Copyright (Amendment) Bill, 2010 and the Right of Children to Free and Compulsory Education (Amendment) Bill, 2010 are also listed for consideration.
Another crucial legislation is the Right of Children to Free and Compulsory Education (Amendment) Bill, 2010. It relates to specific inclusion of child with disability in the definition regarding child belonging to disadvantaged group and enlarge the scope of disabilities. It also seeks to amend provisions regarding school management committees in respect of aided minority schools.

Union Minister of State for Parliamentary Affairs and Development of North Eastern Region, Paban Singh Ghatowar flagged off India’s longest distance train, Dibrugarh-Kanyakumari Vivek Express at Dibrugarh Railway Station yesterday. More from our Correspondent:
"The weekly train will travel a distance of 4,286 kilometres from Dibrugarh railway station to Kanniyakumari through the states of West Bengal, Orissa, Andhra Pradesh, Tamil Nadu and Kerala. The train will reach its destination in about 82 hours and 30 minutes.Earlier, the longest distance travelling train was the Himsagar Express, which travels from Jammu Tawi to Kanniyakumari, covering a total distance of 3,715 kilometres in about 71 hours. The train has been named as Vivek Express after the name of the great saint Swami Vivekananda. It has altogether 52 stoppages throughout the journey. Ramani Kanta Sharma, AIR News, Guwahati."

The modified Tatkal scheme for booking of train tickets will come into effect from tomorrow. Under the new scheme announced by Railway Minister Dinesh Trivedi last week, reservation period has been reduced to one day from the earlier two days. The scheme also restricts the agents from booking the ticket under the tatkal quota from 8am to 10 am. Tatkal tickets will now only be issued on production of identity proof at the counter.

In Uttar Pradesh, four wagons of a goods train derailed at Dadri railway yard in the early hours today after two goods trains collided apparently due to fog in the area. The collision occurred when one of the goods train entering the yard hit the other moving train from the rear at around 2.45 AM. A North Central Railway spokesman said, both the drivers are safe and there were no injuries in the mishap. Both the trains were moving at a slow speed.
Rail movement on the the Delhi-Kanpur route, which was affected for a little over two hours due to the collision, was restored by 5 AM. Some passenger trains were affected due to the mishap and dense fog in the area.

Turkish aircraft are banned from landing at Iraqi airports from today after Ankara announced a similar move due to a row with Iraq over debts. Media Adviser to the Iraqi Transport Minister Karim al-Nuri, said, the Minister has ordered that Turkish airplanes be forbidden from landing at the country's airports including the autonomous Kurdistan region in north of Iraq. He said the Turkish decision to ban Iraqi flights comes from a dispute with Iraq's State Oil Marketing Organisation over millions of dollars of debt owed to Turkey.

Pakistan's Ambassador to the United States Husain Haqqani is in Islamabad and would hold a meeting with President Asif Ali Zardari today to present his point of view over secret memo. He is also expected to meet members of PPP core committee among government and military leadership. Prior to his departure from Washington, Haqqani met US special representative to Pakistan and Afghanistan Marc Grossman.

Pakistani-American businessman Mansoor Ijaz had claimed that he wrote a memo outlining the civilian government's fears of military intervention and sent it to the then US Chairman Joint Chiefs of Staff Committee Mike Mullen on the instructions of Haqqani. who has already denied any connection with the memo.
A media report from Islamabad said ISI chief Lt Gen Ahmed Shuja Pasha met Mansoor Ijaz in London to verify his claims about the secret memo in which Pakistani government is said to have sought American help to stave off a possible military takeover.

In Oman, many changes have been introduced in the new labour laws for the welfare of workers. Two weekly offs have been made mandatory for workers in all private firms. The holidays can be on any day mutually decided by the firms and workers. The maximum number of work hours a day has been fixed at nine hours a day. An employee can be asked to work extra hours, provided the total does not exceed 12 hours a day. The employer should give the employee the basic salary for the hour plus 25 per cent for the extra hours during day shifts and 50 per cent for the extra hours during night shifts.
The new Omani Law provides for 30 days of paid leave annually and an emergency leave of six days. It has also brought labour friendly amendments regarding dismissal or termination of service of an employee. The companies that do not comply with the prescribed Oman rules, would be penalized.

In Madhya Pradesh, the indefinite strike of junior doctors has entered the seventh day today. Our Bhopal correspondent reports that the strike has deteriorated health services in government hospitals affiliated with medical colleges in Bhopal, Indore, Jabalpur, Gwalior and Rewa. Although the state government has made some alternative arrangements but they are not proving sufficient enough to solve the problems of the patients. Our Correspondent reports that several deaths have been reported in these hospitals in the last seven days but the health authorities have claimed that they were routine deaths.

प्रधानमंत्री डाक्टर मनमोहन सिंह ने सिंगापुर से भारत की ढांचागत परियोजनाओं में और अधिक निवेश करने का अनुरोध किया है। अगले पांच वर्षों में इन योजनाओं के लिए दस खरब डॉलर की आवश्यकता होगी। डाक्टर सिंह ने आज सिंगापुर के प्रधानमंत्री ली सेन लूंग से बातचीत के दौरान सुरक्षा और रक्षा सहयोग सहित आपसी महत्व के विषयों पर चर्चा की। बातचीत में व्यापारिक संबंधों को बढ़ावा देने पर विशेष जोर दिया गया। प्रधानमंत्री ने देश की बुनियादी सुविधाओं के विकास की महत्वाकांक्षी योजनाओं में सिंगापुर को एक महत्वपूर्ण भागीदार बताते हुए कहा कि भारत सिंगापुर से तकनीक के आयात का भी स्वागत करता है।

वित्त मंत्री प्रणव मुखर्जी ने कहा है कि वैश्विक आर्थिक संकट से निपटने के लिए वर्तमान नीतियों को नया स्वरूप देने, व्यवस्था में सुधार और विभिन्न संस्थाओं के नियामक ढांचे को बेहतर करने की जरूरत है। आज कोलकाता में एक समारोह को सम्बोधित करते हुए उन्होंने सचेत किया कि उपलब्ध अवसरों का भरपूर इस्तेमाल करके ही भारत प्रतिकूल परिस्थितियों से भलीभांति निपट सकता है। उसे इस सम्बन्ध में सजग रहने की भी जरूरत है।
उन्होंने कहा कि अमरीका में बैंकिंग प्रणाली के कारण २००८-२००९ में वित्तीय संकट उत्पन्न हुआ था। लेकिन इस बार यह संकट ग्रीस, इटली और यूरो क्षेत्र के कुछ देशों की शासकीय अव्यवस्था के कारण उत्पन्न हुआ है। श्री मुखर्जी ने कहा कि भारत इससे अछूता नहीं रह सकता और इसका असर विदेश व्यापार और पूंजी प्रवाह पर पड़ सकता है। हालांकि उन्होंने यह भी कहा कि इन सब चिन्ताओं के बावजूद पश्चिमी देशों की तुलना में भारतीय बैंक अधिक सुरक्षित हैं।

मंगलवार से शुरू हो रहे संसद के शीतकालीन सत्र में ३१ विधेयक पेश किए जायेंगे। विपक्ष, सत्र के दौरान अन्य मुद्दों के साथ-साथ भ्रष्टाचार और मंहगाई को भी उठाने की तैयारी कर रहा है। सरकारी सूत्रों ने बताया है कि सत्र के दौरान जिन महत्वपूर्ण विधेयकों को पेश किए जाने की सम्भावना है उनमें लोकपाल विधेयक और न्यायिक जवाबदेही विधेयक प्रमुख हैं। लोकसेवा में बेहतरी लाने के बारे में कानून बनाये जाने पर भी सत्र में चर्चा की संभावना है। संसदीय कार्य मंत्री पवन कुमार बंसल ने इन महत्वपूर्ण विधेयकों पर चर्चा करने और उन्हें पारित कराने में विपक्ष से सहयोग मांगा है।

भारतीय जनता पार्टी के नेता लालकृष्ण आडवाणी ने कहा है कि उनकी पार्टी मजबूत लोकपाल विधेयक का समर्थन करती है। अपनी जनचेतना यात्रा के समापन के बाद आज नई दिल्ली में रामलीला मैदान में रैली को सम्बोधित करते हुए उन्होंने आरोप लगाया कि सरकार महंगाई रोकने में विफल रही है।

बंगलौर में वरिष्ठ कांग्रेस नेता और केन्द्रीय मंत्री वीरप्पा मोइली ने कहा कि श्री आडवाणी की यह यात्रा प्रधानमंत्री बनने की उनकी राजनीतिक महत्वाकांक्षा का हिस्सा थी।

मध्यप्रदेश में जूनियर डाक्टरों ने आज शाम अपनी हडताल समाप्त कर दी है। ये सोमवार से हड़ताल पर थे। भोपाल में डाक्टरों के प्रतिनिधियों और मुख्यमंत्री शिवराज सिंह चौहान के बीच हुई बैठक के बाद यह फैसला लिया गया। सरकारी सूत्रों ने बताया कि मुख्यमंत्री ने जूनियर डाक्टरों की सभी मांगें पूरी किये जाने का आश्वासन दिया है। हमारे संवाददाता ने बताया है कि मुख्यमंत्री ने गिरफ्‌तार डाक्टरों को रिहा करने का भी आश्वासन दिया।

मुख्यमंत्री शिवराज सिंह चौहान ने आश्वासन दिया है कि हड़ताल के दौरान गिरफ्‌तार सभी डॉक्टरों को रिहा कर दिया जाएगा और उनके खिलाफ कोई कार्रवाई नहीं की जाएगी। इंदौर, ग्वालियर, जबलपुर, भोपाल, रीवा के डॉक्टर सोमवार से बेमुद्दत हड़ताल पर थे, वो अपनी छात्रवृत्ति में बढ़ोत्तरी, ग्रामीण क्षेत्रों में कार्य करने संबंधी वांछनीय अवधि दो से एक साल करने और डॉक्टर्स प्रोटेक्शन एक्ट लागू करने की मांग कर रहे थे। इस हड़ताल से इन शहरों में सरकारी मेडिकल कॉलेजों से संबंद्ध अस्पतालों की व्यवस्था बुरी तरह प्रभावित हुई।

राजस्थान के मुख्यमंत्री अशोक गहलोत को ले जा रहे हेलीकॉप्टर को आज तकनीकी खराबी के कारण चुरू जिले में आपातकाल स्थिति में उतारना पड़ा। हमारे संवाददाता ने खबर दी है कि हेलीकॉप्टर में सवार दो पायलटों सहित सभी पांच व्यक्ति सुरक्षित हैं। यह हेलीकॉप्टर मुख्यमंत्री को लेकर चांदकोटी से ६० किलोमीटर दूर नांगलवाडी गांव जा रहा था। जहां मुख्यमंत्री को कार्यक्रमों में भाग लेना था। बाद में मुख्यमंत्री सड़क मार्ग से कार्यक्रम स्थल के लिये रवाना हुए।

अरब लीग ने सीरिया में हिंसा की घटनाओं पर नजर रखने के लिए पांच सौ सदस्यों का प्रतिनिधि मंडल भेजने के अपने प्रस्ताव में कोई संशोधन करने से इंकार कर दिया है। सीरिया ने प्रस्ताव में संशोधन की मांग की थी। अरब लीग ने कहा है कि संशोधन से उसके मिशन का पूरा मतलब ही बदल जाएगा। लीग ने एक बयान में कहा है कि उसने अपने मुखिया नवील-अल-अरबी को सीरिया सरकार के साथ ये बातचीत करने का काम सौेंपा था कि वो तीन दिनों के भीतर प्रेक्षकों के बारे में दस्तावेज पर उसके दस्तख़त ले सके। बयान में यह भी कहा गया है कि अरब लीग सीरिया में हिंसा को समाप्त करने के लिए वहां का संकट हल करने के लिए वचनबद्ध है।

लीबिया में अंतरिम सरकार के वकील आज एक गुप्त स्थान पर लीबिया के पूर्व राष्ट्रपति कर्नल गद्दाफी के बेटे सैफ-अल-इस्लाम से पूछताछ करेंगे। शनिवार को गिरफ्तार सैफ अल इस्लाम को इसी गुप्त स्थान पर रखा गया है। न्याय मंत्रालय के एक अधिकारी ने बताया कि अंतर्राष्ट्रीय आपराधिक न्यायालय के वकील लीबिया की अपनी यात्रा के दौरान सैफ से मिलेंगे।

बांग्लादेश की विदेश मंत्री डॉक्टर दीपू मोनी ने, १९७१ में पाकिस्तानी सेना द्वारा नरसंहार और लोगों को यातनाएं दिए जाने के लिए, पाकिस्तान से औपचारिक क्षमा मांगने की अपने देश की मांग को दोहराया है। आज ढाका में विदेश मंत्रालय में पाकिस्तान के नये उच्चायुक्त अफरासियाब मेंहदी हाशमी से मुलाकात के दौरान उन्होंने यह मांग की।

मुहम्मद अली सलेबीे निर्देशित ईरानी फिल्म मीडो को भारतीय अंतर्राष्ट्रीय फिल्म समारोह में विदेशी वर्ग में गोल्डन एलीफेंट का प्रतिष्ठित पुरस्कार दिया गया है। भारतीय श्रेणी में हिंदी फिल्म चिल्लर पार्टी को यही पुरस्कार प्रदान किया गया। लॉस्ट इन अफ्रीका के निर्देशक मुसाया को सर्वोत्तम निर्देशक के पुरस्कार से सम्मानित किया गया। आज हैदराबाद में संपन्न बाल फिल्मों के इस समारोह में विभिन्न श्रेणियों में १५ पुरस्कार प्रदान किए गए।

The Prime Minister, Dr. Manmohan Singh has invited greater investment from Singapore for India's ambitious infrastructure plans.  A whopping one trillion dollars are required for this in the next five years.  Dr. Singh who held talks with his Singapore counterpart, Lee Hsien Loong during his visit focussed on boosting trade ties apart from a wide range of other strategic areas including security and defence cooperation. 
"Singapore has emerged as a valued partner for our ambitious plans for infrastructure development. It is India’s largest trade and investment partner in ASEAN. We welcome greater investment and technology flows from Singapore."
Dr. Singh said people to people exchanges, tourism and revolution in connectivity have brought the two countries closer.  He recalled that it was the opening of India's relations with Singapore in 1990 which led to a strategic shift in its foreign and economic policies and evolved into India's look-east policy.  Dr. Singh described the signing of a comprehensive economic cooperation agreement between the two countries in 2005 important in pushing forward the bilateral relations and said it has led to upgradation of trade and investment relations with Singapore.  In his remarks, Mr. Loong supported India's permanent membership in the U.N. Security Council.  He said Singapore looks forward to India playing a more active role in global affairs.  He assured Dr. Singh that Singapore will work for further strengthening relations between the two countries and its initiative to revive the ancient Nalanda University as a new Centre of Learning.  More from our Correspondent:

The Prime Minister is now on way home after his two nation visit to Indonesia and Singapore.  He attended two summits and held talks with leaders from different countries.  The highlight of his bilateral engagements was his meeting with the US President, Mr. Barrack Obama and the Chinese Premier, Wen Jiabao besides his Australian counterpart Julia Gillard.  During his stay in Singapore, he held talks with his counterpart and unveiled a bust of India's first Prime Minister, Jawaharlal Nehru.

Finance Minister Pranab Mukherjee  today called for shaping up policy responses, reform systems, improve the regulatory framework of  institutions to deal with the golbal economic crises. Warning that India could face prolonged repercussions  , Mr. Mukherjee said in Kolkata that the opportunities coming in India's  way will have to be fully utilised and  for that the country will have to remain alert. Unlike the financial crisis in 2008-09, which was caused by the banking system in the US, he said, the current round of troubles emanate from fear of sovereign default in Greece, Italy and some other Euro-zone countries. India, he added, cannot remain unaffected by the developments and pressure would be felt on external trade and capital flows.

Thirty-one bills will come up for consideration and passage in the Winter Session of Parliament, beginning on Tuesday.  Opposition plans to take up  corruption and price rise apart from other issues during the month long session, which is expected to be a stormy affair. Official sources said among the key bills that are expected to be tabled during the session include Lokpal Bill and Judicial Accountability Bill besides the legislation which provides for an effective public delivery system.  The opposition BJP and the Left parties have already announced that they will move an adjournment motion on the price rise issue.

In Madhya Pradesh, junior doctors called off their strike this evening. The decision was taken after a meeting between Chief Minister Shivraj Singh Chouhan and representatives of junior doctors in Bhopal today. Our Correspondent gives the details:
"Chief minister Shivraj Singh Chouhan assured representatives of junior doctors that all their demands will be considered sympathetically. He also assured that all the doctors arrested during the strike would be released and no action would be taken against them. Junior doctors in Indore , Gwalior , Jabalpur , Bhopal and Rewa were on the indefinite strike since Monday. They were demanding increase in their stipend, reduction in their rural bond period from two years to one year and implemention of Doctors Protection Act. The health services were affected adversely due to the strike in government hospitals affiliated to the government medical colleges in these cities. Shariq Noor, AIR NEWS, Bhopal."

BJP leader L.K. Advani has said that his party supports a strong Lokpal Bill. Addressing a rally at Ramlila Ground in New Delhi after the conclusion of his Jan Chetna Yatra, he alleged that government has failed to curb inflation. He said the government should explain the measures taken by it to bring back  black money stashed abroad. BJP President Nitin Gadkari and other leaders including Sushma Swaraj and Arun Jaitley also addressed the meeting.

A helicopter, carrying Rajasthan Chief Minister Ashok Gehlot, today made an emergency landing in Churu district after it developed some technical problem. Our correspondent reports that all five persons,  on board,including two pilots are safe. Official sources said the twin-engined helicopter was flying to Nangalbadi village, 60-km from Chandkoti, where Gehlot was slated to attend two functions when the trouble arose. The Chief Minister later proceeded for the programmes by road.

The Arab League today rejected amendments proposed by Damascus to its proposal to send a 500-strong delegation to monitor the violence in Syria.It said the amendments would radically alter the mission. The Arab League said in a statement that it had tasked the pan-Arab bloc's chief Nabil al-Arabi to hold further talks with the Syrian government in a bid to have it sign the document on the observers within three days.

World powers have urged Libya to work with the International Criminal Court and ensure a fair trial for Seif al-Islam, son of slain leader Muammar Gaddafi. He was arrested after being on run for months. Seif, wanted by the ICC for crimes against humanity allegedly committed in crushing anti-regime protests, was captured in Libya's far-flung Saharan south early yesterday in a trap set by fighters of the Zintan brigade. Reports say British spy agency MI6 played a key role in the capture of Saif al-Islam, Gaddafi's heir apparent.

According to police Sunil Dewangan, the block president, had gone out with two to three persons yesterday but did not return home. Union Minister of State for Development of North Eastern Region and Parliamentary Affairs Paban Singh Ghatowar flagged off India’s longest distance train, Dibrugarh-Kanyakumari Vivek Express at Dibrugarh yesterday. The weekly train will travel a distance of 4,286 kilometres from Dibrugarh to Kanyakumari through the states of West Bengal, Orissa, Andhra Pradesh, Tamil Nadu and Kerala. It will reach its destination in 82 hours and 30 minutes. The train has altogether 52 stoppages throughout the journey. The train will reach Thiruvananthapuram in Kerala on Wednesday.

In Tamil Nadu, the total literacy according to the available status is 73.47 percent. The Sarva Shiksha Abhiyan program has given a significant improvement in the attendance rate of children in both primary and the Upper Primary sections. Four districts including Chennai have a 97 percentage in attendance because of the project. A report from our correspondent:
