 मुंबई तट के पास पनामा के जहाज एम वी रैक के तीन दिन पहले डूबने के बाद अब उससे तेल रिसाव शुरू हो गया है। तटरक्षक अधिकारियों का कहना है कि हर घंटे डेढ़ से दो टन तेल का रिसाव हो रहा है। राज्य प्रदूषण नियंत्रण बोर्ड के अनुसार कल गेटवे ऑफ इंडिया, गोराई, अक्सा, जुहू और वरसोवा में समुद्र तटों के पास तेल की परतें देखी गईं। इन स्थानों से समुद्र जल के नमूने लिये गए हैं और उन्हें विश्लेषण के लिए भेजा गया है।
 हमारी संवाददाता के अनुसार जहाज से तेल रिसाव की पुष्टि होने के बाद, स्थिति की समीक्षा के लिए मुंबई में जहाजरानी महानिदेशक ने कल बैठक की। इसमें पर्यावरण प्रदूषण के खतरों से निपटने के उपायों पर विचार किया गया।

पिछले गुरूवार मुम्बई के पास अरब सागर में डूबे पनामा के माल वाहक जहाज एम वी रेक से तेल का रिसाव होने से पर्यावरण पर खतरा बना हुआ है। रक्षा विभाग की ओर से जारी विज्ञप्ति के अनुसार शनिवार रात के बाद से रेक केरियर में से डेढ़ से दो टन प्रति घंटे की औसत दर से तेल रिस रहा है। यह तेल जहाज के आस-पास के करीब सात नोटिकल माईल इलाके में फैल गया है। पर्यावरण सुरक्षा अभियान के तहत कोस्टगार्ड के गस्ती जहाज, समुद्र प्रहारी और संकल्प को तेल रिसाव को रोकने और इसके फैलाव को नियंत्रित करने के काम में लगाया गया है। पर्यावरण विशेषज्ञो के अनुसार अगर ये काला तेल और ज्यादा समुद्र में फैलता है तो इससे मेंग्रोस को नुक्सान पहुंच सकता है। बहरहाल कमीश्नर ऑफ फिशरीज ने मछुआरों के लिए अलर्ट जारी किया है और उन्हें प्रभावित क्षेत्रों में नहीं जाने की हिदायत दी है। स्विटी कोठारी आकाशवाणी समाचार मुम्बई।

 सरकार ने देश में काले धन का पता लगाने और कर चोरी रोकने के प्रयास तेज कर दिये हैं। इन प्रयासों में कर रिटर्न की जांच, सर्वेक्षण, जुर्माना लगाना और कुछ मामलों में मुकदमा चलाना शामिल है। सरकारी सूत्रों ने बताया कि करदाताओं के बारे में सूचना इकट्ठी करने, उसका मिलान करने और उसे जारी करने के बारे में सूचना प्रौद्योगिकी का इस्तेमाल किया जा रहा है। आयकर विभाग ने विभिन्न स्रोतों से प्राप्त सूचना का इलैक्ट्रॉनिक मशीनों की सहायता से मिलान करने के लिये एक समेकित करदाता आंकड़ा प्रबंधन प्रणाली भी कायम की है।

 कांग्रेस ने डाक्टर मुरली मनोहर जोशी पर लोक लेखा समिति की विवादास्पद रिपोर्ट को दोबारा जारी करने का आरोप लगाया। डाक्टर जोशी टू-जी घोटाले की जांच कर रही लोक लेखा समिति के अध्यक्ष हैं। कांग्रेस के वरिष्ठ नेता राशिद अल्वी ने कहा कि भाजपा लोकलेखा समिति पर राजनीति कर रही है।

 भाजपा ने डॉक्टर जोशी का समर्थन किया है और कहा कि दोबारा रिपोर्ट जारी करने में कुछ भी गलत नहीं है। पार्टी प्रवक्ता एस एस आहलूवालिया ने कहा है कि अभी तक रिपोर्ट को स्वीकृति नहीं दी गई है। लोकसभा अध्यक्ष मीरा कुमार ने ये कहते हुए रिपोर्ट डाक्टर जोशी को वापिस कर दी थी कि इसे पूरी समिति का समर्थन प्राप्त नहीं है।

 सामाजिक कार्यकर्ता अन्ना हजारे ने संकेत दिया है कि वह प्रधानमंत्री को लोकपाल बिल के दायरे से बाहर रखने के बारे में उसी शर्त पर विचार कर सकते हैं जब सरकार सिविल सोसायटी की अन्य मांगों को मानने के लिए तैयार हो जाती है। श्री हजारे ने कल औरंगाबाद में संवाददाताओं से कहा कि वह इस मुद्दे पर सरकार के साथ बातचीत के लिए तैयार हैं।

  राष्ट्रमंडल खेलों के दौरान दिल्ली सरकार पर नियंत्रक और महालेखा परीक्षक-सी ए जी रिपोर्ट में लगाए अनियमितताओं के आरोपों के बारे में दिल्ली सरकार ने संबंधित विभागों से अपना विस्तृत जवाब तैयार करने को कहा है। दिल्ली सरकार के प्रवक्ता ने बताया कि नियंत्रक और महालेखा परीक्षक ने जिन विभागों और एजेंसियों की परियोजनाओं पर गड़बड़ी का आरोप लगाया है, उनसे कहा गया है कि वे खर्च के ब्यौरे सहित इन परियोजनाओं की पूरी जानकारी तैयार रखें ताकि सी ए जी रिपोर्ट का स्पष्टीकरण तुरंत दिया जा सके।

 राजीव गांधी ग्रामीण विद्युतीकरण योजना के तहत, गरीबी की रेखा के नीचे जीवन यापन करने वाले एक सौ सड़सठ लाख परिवारों को पिछले महीने की १५ तारीख तक निशुल्क बिजली कनेक्शन दिए गए हैं। योजना के तहत देशभर में ९८ लाख गांवों को मुफ्‌त बिजली दी गई है। सरकारी सूत्रों ने बताया कि सरकार ने देश में इस योजना को प्रभावी तरीके से लागू करने के लिए कई प्रभावी कदम उठाए हैं।

 उत्तराखंड में भारी वर्षा और भूस्खलन के कारण बद्रीनाथ, केदारनाथ और गंगोत्री जाने वाले राष्ट्रीय राजमार्ग बंद हो गए हैं। राज्य के विभिन्न भागों में पिछले २४ घंटों के दौरान बारिश हुई है।

बद्रीनाथ राजमार्ग छिन्नका और पागल नाला के पास भू-स्खलन से आज सुबह एक बार फिर बंद हो गया। उधर केदार नाथ मार्ग नाला पानी में मलवा आने से अवरूद्ध है। जबकि गंगोत्री मार्ग कल से ही बंद है। रास्ते बंद होने से सैकड़ों तीर्थ यात्री जगह-जगह फंसे हुए है। प्रशासन सड़कों को दुरूस्त करने में लगा है। इस बीच रास्ते बंद होने से सुदूर वर्ती क्षेत्रों में ग्रामीणो की मुसीबतें बढ़ गई है। राघवेश पाण्डे आकाशवाणी समाचार देहरादून।

 उधर मध्यप्रदेश में वर्षा के बाद कई नदियां उफान पर हैं।

पिछले चौबीस घण्टों के दौरान बुंदेलखण्ड विंध्य महा कौशल ग्वालियर और चंबल क्षेत्रो में अच्छी बारिश हुई। जल स्तर बढ़ने के चलते जबलपुर बर्गी बांध के १९ गेट खोल दिए गए। वर्षा जनित हादसों में विदिशा मंडला और शिवपुर में नौ लोगों की मौत हो गई। मौसम केन्द्र के अनुसार अगले २४ घंटों के राज्य के सभी हिस्सों में बारिश होने का अनुमान है। कुछ इलाकों भारी वर्षा होने की चेतावनी दी गई है। शारिक नूर आकाशवाणी समाचार भोपाल।

 सीरिया में विपक्षी कार्यकर्ताओं का कहना है कि सरकारी सैनिकों ने दीर-अल-ज+ोर और सूला में प्रदर्शनकारियों पर हमला किया है, जिसमें ७५ से ज्यादा लोग मारे गए हैं। कार्यकर्ताओं ने बताया कि दीर-अल-ज+ोर में कम से कम ५० लोग उस वक्त मारे गए जब सैनिकों ने प्रदर्शनकारियों पर अचानक हमला बोल दिया। भारी बमबारी के बाद शहर के अनेक इलाकों में टैंकों और बख्तरबंद गाडियों ने प्रवेश किया। होम्स प्रांत में कम से कम २६ और इदलिब में छह लोग मारे गए।
 राष्ट्रपति बशर अल असद ने सुरक्षा बलों की इस कार्रवाई को उचित बताया है।

 अरब लीग ने सीरिया सरकार से कहा है कि वह उन प्रदर्शनकारियों के खिलाफ हिंसक तरीके अपनाना बंद करे जो सुधारों की मांग को लेकर मार्च से प्रदर्शन कर रहे हैं। अरब लीग ने कहा कि वह सुरक्षा की स्थिति से चिंतित है। अल अरबिया चैनल से प्रसारण में इस आशय का एक बयान जारी किया।
 इस बीच, सउदी अरब ने विचार विमर्श के लिए दमिश्क से अपने राजदूत को वापस बुला लिया है।

 पाकिस्तान के कराची में पिछले २४ घंटों में १३ लोगों की गोली मार कर हत्या कर दी गई। पुलिस के अनुसार जातीय और राजनीतिक दुश्मनी के कारण उन्हें निशाना बनाया गया। कई शवों पर प्रताड़ना के गहरे निशान हैं। कराची में पिछले कई दिनों से साम्प्रदायिक हिंसा की घटनाएं हो रही हैें।
 जुलाई में हिंसक घटनाओं में दो सौ से ज्यादा लोग मारे जा चुके हैं।

 यूरोपियन सेन्ट्रल बैंक ने कल एक आपात बैठक के बाद घोषणा की कि वह उन यूरोपीय देशों में सरकारी बॉन्ड खरीदेगा, जो गंभीर ऋण संकट का सामना कर रहे हैं। विशलेषकों का मानना है कि इटली और स्पेन के बॉन्ड खरीदे जा सकते हैं। यूरोजोन और अमरीका में कर्ज संकट के कारण पिछले हफ्ते दुनियाभर के बाजारों में गिरावट आई थी।

The sunken Panamian Ship MV Rak has started spilling oil that has reached the Gateway of India, Juhu beach, Versova, Gorai and Aksa yesterday threatening Mumbai's shores. The Coast Guard has launched an operation to neutralise the adverse effect of the spill. Our correspondent has filed this report:
As feared by ecologists, oil has started leaking from MV RAK, the ship that sank at the entrance of Mumbai harbour on 4th of this month. According to officials, the spill was noticed yesterday and is taking place at a rate of 1.5 tonnes per hour. The Indian coast guard ship Samudra Prahari, which was patrolling the seas, immediately responded and used an oil spill dispersant to neutralise the spill. A helicopter was also pressed into service. Operation "Pariyavaran Suraksha" has now been launched by the coast guard. People on Juhu beach noticed tar balls and patches of oil at the beach. Environmentalists fear that if more oil reaches the shores, mangroves could be affected.

Environment and Forests Minister Jayanthi Natarajan has denied any delay in issuing environmental clearance for projects and said they were given within the specified period. She said in Chennai that while around 75 per cent of the projects are cleared by state governments, the rest are cleared by regional offices of the Environment and Forests Ministry.

Government has stepped up efforts to unearth black money in the country and prevent tax evasion. This includes scrutiny of tax returns, surveys, imposition of penalty and launching of prosecution in appropriate cases. Official sources said, Information Technology is also being used in collection, collation and dissemination of taxpayer information. The Income Tax Department has also set up an Integrated Taxpayer Data Management System to electronically collate Information collected from various sources. The sources said, information received from Financial Intelligence Unit about suspicious transactions are being investigated by the Department. It has also set up two specialized wings to investigate the cases relating to foreign companies, expatriates and non-residents indians.

Delhi Government has directed concerned agencies to prepare detailed replies to all allegations made by the Comptroller and Auditor General of India, CAG. A Delhi government Spokesman told AIR that all departments and agencies whose projects figure in the CAG report for any sort of irregularities, wrong-doings and procedural lapses have been asked to be ready with their replies at the earliest. Delhi Chief Minister Sheila Dikshit had said on Saturday that action will be taken if any wrongdoing is found by the Public Accounts Committee looking into the issue.

The Congress has charged Public Accounts Committee chairman MM Joshi with re-circulating the controversial report on the 2G scam. Party spokesman Abhishek Singhvi said in New Delhi that it amounted to making the committee partisan and motivated. Congress MP Sanjay Nirupam said, the PAC Chairman is not maintaining decorum and should be replaced.
Without circulating the opinion of the experts, our chairman has started circulating the same report which deserves to be thrown in the garbage. So my point is that Mr. Chairman is not at all maintaining decorum and he is basically playing politics, that's why I am demanding from BJP that to protect the dignity of PAC Mr. Chairman should be replaced and some body else should come.

President Pratibha Devi Singh Patil has asked law schools to incorporate international law in their curriculum. Addressing the 19th convocation of National Law School of India University in Bangaluru yesterday, Mrs Patil asked the faculty members to keep pace with time especially in the context of globalisation. She said the legal systems must be able to cope with the impact of 21st century in the field of IT, biotechnology, medicine and intellectual property. Mrs Patil has concluded her 3 day visit to the city.

The Opposition activists in Syria say that government forces have attacked civilians in Deir al-Zour and Sula, killing more than 75 people. They say, at least 50 people died when soldiers stormed Deir al-Zour, the largest city in the east and a scene of frequent protests. Scores of tanks and armoured vehicles are reported to have entered several areas of the city after a heavy bombardment that began before dawn.

The Arab League has called on the Syrian Government for immediate stopping of violence against the protesters who have been demanding reforms since the middle of March. It said, it was increasingly concerned about the security situation in the region.
Meanwhile, Saudi Arabia has recalled its Ambassador from Damascus for consultations. Saudi King Abdullah said this in a statement, appealing to Syria's leaders to stop the "killing machine" and the bloodshed. He also said that the happenings in Syria are not acceptable to Saudi Arabia.

Separate bomb blasts in southern Afghanistan have killed 10 policemen and wounded nine civilians. The policemen were killed yesterday when their vehicle hit an improvised explosive device in Kandahar province. In the city of Lashkar Gah, in Helmand province, another improvised bomb wounded nine people.

In Britain, police in Tottenham in north London, have appealed for calm after Saturday night's riots which left shops looted, buildings burnt out and vehicles overturned. The rioting erupted at the end of a protest against the police after they shot dead a young man on Thursday. Fifty-five people arrested during the disorder are being questioned.

The European Central Bank, ECB yesterday said, it would make major purchases of Eurozone bonds in the latest move to stem a debt crisis that has world leaders scrambling for a global response.

Bundelkhand, Vindhya, Mahakaushal, Gwalior and Chambal regions of the state have received considerable rainfall during the last 24 hours. Rivers and streams are in spate at several places. In Jabalpur , nineteen gates of Bargi dam were opened yesterday. Nine people have been killed in Vidisha, Mandla and Sheopur in rain related incidents. According to Met department all the parts of state might receive rains or thundershowers during the next 24 hours. Heavy rains have been predicted at isolated places.

Bandrinath national highway has been blocked once again due to landslide near Chinkara and Pagalnala whereas road leading to Kedarnath shrine in Garhwal region has been closed near Naulapani. As per reports, villagers and pilgrims are facing difficulties due to road blockage in Garhwal region.

The death anniversary of Gurudev Rabindranath Tagore is being observed throughout West Bengal today. The Nobel laureate Poet died on this day in 1941. The State Government has declared a holiday under Negotiable Instrument act in all government offices to pay homage to Gurudev Tagore. According to the Economic Times, however, the world is unlikely to plunge into double dip recession, despite the loss of US credit rating as the fall looks more like a buying opportunity rather than the start of another recession. The global economy however is slowing down writes the paper and the trend is likely to continue for a few years.
The government braces for BJP onslaught writes The Hindu in a front page story. The opposition plans a privilege motion against Minister of State for Sports Ajay Maken for misleading the house by saying that the decision on how the CWG committee would be constituted was done during the NDA tenure. The opposition also plans to take up the matter on the just released CAG report on last year's controversial CWG games. In a related story The Times of India writes that the PMO played a key role in appointing Kalmadi to head the Organising Committee of the CWG.
