प्रधानमंत्री डॉ. मनमोहन सिंह ने कहा है कि सरकार, मजबूत लोकपाल विधेयक के पक्ष में है और इस बारे में चर्चा के लिए तैयार है। उन्होंने कल योजना आयोग की पूर्ण बैठक के बाद संवाददाताओं के प्रश्नों का उत्तर देते हुए इस बारे में व्यापक राष्ट्रीय आम सहमति बनाने का आह्‌वान किया।

हम सब ऐसे लोकपाल के पक्ष में हैं जो मजबूत हो और कारगर हो। इसलिए इसमें संशोधन की काफी गुंजाइश है। मुझे आशा है कि समाज के सभी वर्गों की राय लेकर कारगर लोकपाल कानून बनाया जा सकेगा।

डॉ. सिंह ने कहा कि सरकार ने सभी राजनीतिक दलों की मांग पर लोकपाल विधेयक पेश कर दिया है। संसद में इस विधेयक के पारित होने के बारे में डॉ. सिंह ने कहा कि विधायी प्रकिया में समय लगता है, इसके लिए कुछ स्तरों से गुजरना जरूरी है। इसलिए इस विधेयक का इस महीने के आखिर तक पारित हो पाना संभव नहीं लगता लेकिन उन्होंने कहा कि वह किसी और की बातों पर न तो कोई टिप्पणी करना चाहते हैं और न ही उसका विरोध करना चाहते हैं।
कांग्रेस ऐसे संकेत दे चुकी है कि अगर अन्ना हजारे और उनके साथी लोकपाल मुद्दे को लेकर सरकार से औपचारिक रूप से संपर्क करते हैं तो उसे उनसे बातचीत करने से एतराज नहीं है।

इसी बीच, सामाजिक कार्यकर्ता अण्णा हजारे मजबूत लोकपाल की मांग को लेकर रामलीला मैदान में अनशन जारी रखे हुए हैं। वह निर्वाचन प्रक्रिया में भी सुधारों की मांग कर रहे हैं।

प्रधानमंत्री ने कहा कि घरेलू और वैश्विक आर्थिक हालात में सुधार होने पर १२वीं पंचवर्षीय योजना के विकास लक्ष्य में संशोधन कर इसे ९ दशमलव २ प्रतिशत किया जा सकता है।

१२वीं योजना में नौ से साढे+ नौ प्रतिशत की विकासदर के लक्ष्य पर विचार की बात कही गई है। नौ प्रतिशत की विकासदर होनी चाहिए, लेकिन आयोग ने यह बताया कि वैश्विक अर्थव्यवस्था और घरेलू बाजार की तात्कालिक चुनौतियों के बीच कुछ कठिन फैसले लेने के बाद ही नौ प्रतिशत की विकासदर का लक्ष्य हासिल किया जा सकता है।
डॉ. सिंह ने कहा कि सरकार दूसरी पीढ़ी के सुधारों और बीमा के क्षेत्र के सुधारों तथा प्राथमिकता वाले क्षेत्रों पर वस्तु और सेवा कर लगाने की दिशा में तेजी से काम करने की इच्छुक है। उन्होंने १२वीं पंचवर्षीय योजना में कृषि की विकास दर चार फीसदी किए जाने की जरूरत पर जोर दिया।

प्रधानमंत्री डॉ. मनमोहन सिंह आज दो दिन की यात्रा पर पश्चिम बंगाल जा रहे हैं। वे कोलकाता में साहा परमाणु भौतिकी संस्थान के हीरक जयंती समारोह के समापन कार्यक्रम में शामिल होंगे। डॉ. सिंह कोलकाता में कल भारतीय प्रबंध संस्थान के स्वर्ण जयंती समारोह में भी भाग लेंगे। इसके बाद वे भारतीय प्रौद्योगिकी संस्थान खड़गपुर के हीरक जयंती समारोह का शुभारंभ करेंगे और संस्थान के ५७वें वार्षिक दीक्षांत समारोह में शामिल होंगे। हमारे कोलकाता संवाददाता ने खबर दी है कि मुख्यमंत्री ममता बनर्जी की प्रधानमंत्री से मिलने की संभावना है।

जम्मू-कश्मीर के पुंछ जिले में मदाना में कल एक बस के २५० फुट गहरी खाई में गिरने से १९ लोगों की मौत हो गई और २० घायल हो गये। घायलों में १७ की हालत नाजुक बनी हुई है। बस सूरनकोट से पुंछ की ओर जा रही थी हमारे संवाददाता ने ख़बर दी है कि पुलिस और प्रशासन ने स्थानीय लोगों की मदद से राहत कार्य  शुरू कर दिया।

दुर्घटनाग्रस्त गाड़ी में २२ व्यक्तियों के बैठने की बजाय ३९ व्यक्ति सफर कर रहे थे। बचाव टीमों को जख्मी को बाहर निकालने और अस्पतालों में पहुंचाने के लिए तीन घंटे का समय लगा जिस दौरान १८ व्यक्ति दम तोड़ गए। अन्य १८ व्यक्तिायों की गंभीर हालत को हुए आर्मी हेलीकॉप्टरों में उनको गर्वंमेन्ट मेडिकल कॉलेज लाए गए जहां एक और आदमी की मृत्यु हो गई। इस बीच राज्यपाल श्री एन एन वोरा और मुख्यमंत्री उमर अब्दुल्ला ने इस दुर्घटना पर खेद व्यक्त किया है। उमर अब्दुल्ला ने मारे गए व्यक्तियों के निकट संबंधियों को एक-एक लाख रुपये और घायलों को दस-दस हजार रुपय देने का एलान किया है। आकाशवाणी समाचार के लिए जम्मू से आर के रैना।

उत्तर प्रदेश में वाराणसी में एक व्यक्ति को २४ क्ंिवटल से अधिक सिक्कों के साथ गिरफ्तार किया गया है। इनका इस्तेमाल पिघलाकर शेविंग ब्लेड बनाने के लिए किया जाना था। पुलिस ने बताया कि बरेली निवासी रमेश शर्मा उस समय गिरफ्तार किया गया जब वह सिक्कों को पार्सल वैन से दिल्ली ला रहा था। इस बारे में सूचना मिलने पर पुलिस दल ने उसे दबोचा और उसके पास से सिक्कों के ६७ बोरे जब्त किए गए। पूछताछ के दौरान उसने बताया कि इन सिक्कों को दिल्ली के चांदनी चौक में पहुंचाया जाना था।

लीबिया की राजधानी त्रिपोली के मध्य हिस्सों से धमाकों और जबरदस्त गोलीबारी की आवाज+े सुनी गई हैं। प्रत्यक्षदर्शियों ने बताया कि त्रिपोली के आसपास के कुछ इलाकों में लड़ाई हो रही है। त्रिपोली के निवासियों ने बताया कि सोग जोमा और अरादा क्षेत्रों में घमासान शुरू हो गया है। ऐसी अटकलें लगाई जा रही है कि कर्नल मुअम्मार गद्दाफी के ४१ साल के शासन का अंत होने वाला है। उधर सरकार के प्रवकता मूसा इब्राहिम ने सरकारी टेलीविजन को बताया कि त्रिपोली सुरक्षित है और वहां स्थिरता कायम है।

नेपाल में आम सहमति की सरकार के गठन के लिए राष्ट्रपति राम बरन यादव की ओर से तय समय सीमा आज समाप्त हो रही है लेकिन राजनीतिक दलों में अब तक सरकार के गठन के बारे में कोई सहमति नहीं बन सकी है। यूसीपीएन और नेपाली कांग्रेस बारी-बारी से सरकार की अगुवाई करने पर सहमत हो गई हैं, लेकिन इस बात को लेकर गतिरोध बरकरार है कि सरकार की कमान पहले कौन संभालेगा। नेपाली कांग्रेस का कहना है कि माओवादियों ने अब तक खुद को लड़ाकों और हथियारों से अलग नहीं किया है और अगले कुछ दिनों तक ऐसा किया जाना संभव भी नहीं है। ऐसे में वह पहले सरकार की अगुवाई नहीं कर सकते। दूसरी ओर माओवादियों ने अपना रूख दोहराते हुए कहा है कि सरकार की पहले अगुवाई करने की बारी उनकी है क्योंकि संविधान सभा में उनका बहुमत है।

उत्तर प्रदेश में मूसलाधार वर्षा और उत्तराखंड और नेपाल से पानी छोडे+ जाने के कारण नदियां उफान पर है। गंगा, यमुना, रामगंगा, घाघरा, शारदा नदियां राज्य में विभिन्न हिस्सों में खतरे के निशान से ऊपर बह रही हैं।

नदियों में आये उफान के कारण प्रदेश के करीब सोलह जिलों के आठ लाख लोगों पर इसका सीधा असर पड़ा है। अब तक सौ से ज्यादा जाने जा चुकी है। वहीं खेती के साथ-साथ जानमाल को भी भारी नुकसान हुआ है। इस बीच शहजहांपुर में बाढ़ की स्थिति को देखते हुए वहां राष्ट्रीय आपदा राहत बल की टीम पहुंच गई है कानपुर देहात में भी गंगा खतरे के निशान के बिलकुल नजदीक पहुंच गई है। सरकारी सूत्रों के अनुसार पिछले दो दिनों में बाढ़ ग्रस्त इलाकों में दो सौ मकान भी नष्ट हो गए हैं। संजय प्रताप सिंह आकाशवाणी समाचार इलाहाबाद।

पंजाब में मूसलाधार बारिश और बाढ़ की वजह से हजारों एकड़ इलाके की फसले चौपट हो गई है। हमारे संवाददाता ने ख़बर दी है कि नदी के किनारे बसे गांवों में बाढ़ का  पानी घुस जाने की वजह से लोग सुरक्षित स्थानों पर चले गये है।

लगातार वर्षा होने से पोंग डेम, रंजीत सागर डेम और बाखरा डेम की जलाशयों में जलस्तर लगातार बढ़ रहा है। पोंग डेम से कल ६६ हजार सात सौ क्यूसीक पानी छोड़ा गया, जिस कारण पंजाब की कपूरथला फरिस्ता जिलों में हजारों एकड़ फसल पानी में डूब गई रंजीत सागर में जल स्तर पांच सौ अट्ठारह इंच से ऊपर है भाखड़ा डेम की झीम में भी पानी का स्तर एक हजार छह सौ छियासठ फूट तक पहुंच गया है। आकाशवाणी समाचार के लिए चण्डीगढ से जसविंदर सिंह रन्धावा।

बिहार में कटिहार, भागलपुर, पूर्णिया, और दरभंगा जिलों में पानी भर जाने से बाढ़ की स्थिति गंभीर हो गई है। केन्द्रीय जल आयोग के अनुसार कोसी, गंगा, महानंदा, बागमती और कमला बालान नदियां ख़तरे के निशान से ऊपर बह रही है जिसकी वजह से उनके बांधों को गंभीर ख़तरा उत्पन्न हो गया है। हमारे पटना संवाददाता ने ख़बर दी है कि बाढ़ की वजह से दो लाख लोगों का जनजीवन अस्त-व्यस्त हुआ है और हजारों को अपने घर बार छोड़कर राजमार्गों और बांधों पर शरण लेनी पड़ी है।

आज पोलियो रविवार है। पश्चिम बंगाल, उत्तर प्रदेश, बिहार, झारखंड, हरियाणा और दिल्ली के कुछ हिस्सों में पोलियो पूरी तरह समाप्त करने के लिए आज पल्स पोलियो टीकाकरण अभियान के अगले चरण की शुरूआत की जा रही है। हमारे संवाददाता ने बताया है कि इस दौरान पांच वर्ष की आयु तक के शिशुओं को पोलियो रोधी खुराक पिलाई जायेगी।

वर्ष उन्नीस सौ चौरानवे में शुरू किए गए पल्स पोलियो टीकाकारण अभियान के वज+ह से पोलियों के मामले में लगातार कमी आ रही है। वर्ष २०१० में पोलियों से संबंधित कुल ४२ मामले सामने आये, जिसमें दस उत्तर प्रदेश, नौ बिहार और आठ-आठ मामले झारखण्ड और पश्चिम बंगाल से है, लेकिन सबसे अच्छी खबर यह है कि इस वर्ष अब तक सिर्फ पोलियो का एक ही मामला प्रकाश में आया है, जो पश्चिम बंगाल से है। इस टीकाकरण अभियान को सफल बनाने के लिए व्यापक इंतजाम किए गए हैं। दिल्ली में लगभग पच्चीस लाख बच्चो को पोलियो रोधी दवा पिलाने का लक्ष्य रखा गया है। जिसके लिए शहर भर में आठ हजार से ज्यादा बूथ बनाने गए हैं, ताकि ज्यादा से ज्यादा बच्चों को पोलियों की दवा दी जा सके। दिल्ली से आकाशवाणी समाचार के लिए आनन्द कुमार।

समाज सेवी अन्ना हजारे अन्ना के अनशन से संबंधित खबरें आज भी अखबारों में विभिन्न शीर्षकों से हैं। दैनिक भास्कर को उम्मीद है - टूट सकता है गतिरोध और बन सकती है बात। दैनिक ट्रिब्यून का कहना है - तनातनी बरकरार, वार्ता के भी आसार। कुछ अखबारों के अनुसार सरकार ने लोकपाल पर मांगी राय। अखबारों में विज्ञापन प्रकाशित कर लोगों से १५ दिन में सलाह देने को कहा गया है।
प्रधानमंत्री का यह बयान कि बारहवीं पंचवर्षीय योजना का लक्ष्य नौ फीसदी से अधिक का है, को अमर उजाला ने प्रकाशित किया है। इसके साथ ही उनका यह बयान भी छपा है कि आर्थिक सुधारों को आगे बढ़ाना पहली प्राथमिकता है।

The Prime Minister Dr. Manmohan Singh says the Government is open to discussion on the Lok Pal issue and called for a broad national consensus. Dr. Singh said the government is for a strong Lok Pal Bill and  expressed the hope that with the cooperation of all thinking segments of  public opinion it can be ensured that the end product is a strong and effective Lokpal which all sections of the community want.  The Prime Minister was replying to questions from the media at the conclusion of the full meeting of the Planning Commission  to approve the Approach Paper of the 12th Five Year Plan.

"We are all in favour of the Lok Pal which is strong, which is effective and therefore, there is lot of scope for give and take and our hope is that we can enlist the cooperation of all thinking segments of Indian public opinion to ensure that the end product is a strong and effective Lok Pal which all sections of our community want today."

Dr. Singh said the government has presented a Lokpal Bill which was the demand of all political parties. On the passage of the Lok Pal bill in Parliament Dr. Singh hoped that the people would appreciate that the legislative process  takes time. Certain stages have to be crossed. He said, therefore it may not be possible to pass the bill by the end of this month. But, he said, he would not  like to say or oppose anything else that has been said by somebody else.

The Congress Party has  already indicated that it is not averse  to talks with Team Anna Hazare if it formally approaches the government over the Lokpal issue. 

Meanwhile, social activist Anna Hazare continues his fast at Ram Lila ground to press for his demand for a strong Lokpal.  He is also demanding reforms in the electoral process.

On the growth target for the 12th Five Year Plan, the Prime Minister said, it can be revised to 9.2 per cent if the domestic and global economic situation improves. Dr Singh told the Planning Commission Panel that 9 percent growth is feasible in the next plan, if the government takes tough decisions.

"We will be working on a growth rate of 9 per cent per annum but we will also keep open the possibility of raising the growth rate till the situation improves domestic and international situation improves to 9.2 per cent ."

Dr. Singh said, government is keen to fast track second generation reforms and the insurance sector reforms and implementation of the Goods and Services Tax are priority sectors.  He emphasized the need for stepping up growth rate in the agriculture sector to 4 percent during the 12th Plan period.

Briefing reporters about the deliberations in the meeting, the Deputy Chairman of the Planning Commission Montek Singh Ahluwalia said the plan panel is in favour of consolidation of centrally sponsored schemes. He said water conservation and energy efficiency remained the focus of discussions.

Minister of State for Planning Ashwani Kumar called for sustained research to enhance agricultural productivity.

Dr. Manmohan Singh will attend the closing ceremony of the Diamond Jubilee celebrations of the Saha Institute of Nuclear Physics in Kolkata this evening. Dr. Singh who will be on a two day visit to West Bengal will be present at the Golden Jubilee celebrations of the Indian Institute of Management in Kolkata tomorrow. Our Kolkata correspondent reports that the State Chief Minister Miss Mamata Banerjee is expected to meet the Prime Minister before his Bangladesh visit in the first week of next month. She is likely to accompany the Prime Minister during his visit to Dhaka.

In Jammu and Kashmir 19 persons were killed and 20 others sustained injuries, 17 of them critically, in a major road accident in the hilly district of Poonch yesterday. The incident occurred  when a badly overloaded Canter vehicle rolled down into the 250 feet deep gorge at Madana, about 19 kilometers from Poonch town. The vehicle was on its way from Surankote to Poonch when one of its front tyres burst at Madana at around 1.30 pm as a result of which the vehicle went out of control and rolled down the deep gorge. More from our correspondent.

"The accident has once again proved hollow the tall claims of the concerned authorities to check the menace of over-loading in the passenger vehicles particularly in the areas having hilly terrain. It took over three hours to the rescue teams to bring out all the occupants of the ill-fated vehicle from the gorge and shift them to the Surankote and Poonch hospitals where 18 of them were declared as brought dead. However, one of them succumbed to injuries as soon as his treatment started raising the toll in the accident to 19. Meanwhile, Chief Minister announced ex-gratia relief of Rs one lakh each in favour of the next of kin of those who have lost their lives in the accident and Rs 10000 in favour of injured.

In Libya, explosions and heavy gunfire has been reported from central parts of Tripoli. Eye witnesses said fighting is also on in some neighbourhoods of the Libyan capital.  Gunfire erupted in the besieged city after the break of the dawn-to-dusk fast of Ramadan. Tripoli residents said fighting had broken out in the eastern neighbourhoods of Soug Jomaa and Arada.  The scale of the unrest was unclear but speculation was rife that Gaddafi's 41-year rule was close to collapse.

In Nepal, the deadline set to form a consensus government by the President Dr. Ram Baran Yadav ends today but the parties have yet to agree on the formation of the government. The UCPN ( Maoist ) and the Nepali Congress have agreed to lead a rotational government but the deadlock remains on who will lead the government first.  More from our correspondent:

"The deadline to find a consensus candidate for Prime minister ends today but talks have proved inconclusive till now. While all parties agree that here should be consensus government as three majority governments have failed since the elections in 2008 however who should lead the government seems to be a sticking point. The President who had met with the caretaker Prime Minister Jhalanth Khanal showed his concern over the delay, while Khanal repeated the stand that can be no alternative to a consensus government . Reports suggest that the parties may ask for more time from the president to find a solution. Jane Namchu, AIR News, Kathmandu."

In Uttar Pradesh, rivers are in spate due to heavy rain and release of water from Uttarakhand and Nepal.  Ganga, Yamuna, Ramganga, Ghagra, Sharda are flowing above the danger mark in various parts of the state.  Quoting reports from various parts, our correspondent says at least five people lost their lives in last forty eight hours.

"A team of national disaster relief force has arrived in Shahjahanpur to speed up rescue and relief operation in flood affected areas. In Kanpur dehat Ganga is almost on the verge of danger mark and river water has entered in many low line areas. According to official sources more than two hundred houses have damaged in just two days in different flood affected areas. The state met department has said that 48 districts have received more than average rainfall in this season so far. Sanjay Pratap Singh, AIR News, Allahabad."

The flood situation has deteriorated in Bihar with new areas coming under water in Katihar, Bhagalpur, Purnia and Darbhanga districts.

In Punjab, standing crops in thousands of acres were damaged in heavy rains and floods.  All major rivers in the state are in spate. Our correspondent says people along the rivers are moving to safer places as water entered many villages.

"Due to continuous rain in the catchment areas of rivers Satluj, Beas and Ravi. Reservoirs of Bakra dam, Pong dam and Ranjit Sagar dams are getting heavy flow of water from the upper regions and the water level is increasing in the reservoir. Yesterday 67,700 cusecs of water was released from Pong dam in Beas river and flow of water increased in the river due to which crops in thousands of acres were damaged in Kapurthala and  Fazilka districts,

Another round of Pulse Polio Immunization Programme is  being launched today  to  eradicate polio  in parts of states including West Bengal, Uttar Pradesh, Bihar , Jharkhand, Haryana and Delhi. Children up to the age group of 5 years will be administered anti polio drops. According to the World Health Organisation report, the polio cases in the country have come down drastically which is a good sign. Our correspondent has filed this report

"Since the launch of the campaign beginning in 1994, the polio cases are coming down gradually. In 2010, 42 polio cases were reported through out the country comprising 10 from Uttar Pradesh followed by 9 from Bihar and 8 each from West Bengal and Jharkhand. But the good news is that this year only one case of polio has been reported so far  which is from West Bengal . Elaborate arrangements are in place to make the drive more successful. In Delhi,  about 25 lakh children are expected to be administered anti polio drops for which over 8000  booths have been set up.

In Varanasi, Uttar Pradesh a person was arrested with over 24 quintals of coins meant for melting and making shaving blades. City police said the alleged culprit Ramesh Sharma, a native of Bareli, was arrested along with the parcel van in which he was transporting the coins to Delhi.

• While all newspapers have predominantly covered the on going Anna Hazare agitation on the Lokpal Bill, in New Delhi, many have also given importance to the Prime Minister Dr. Manmohan Singh's statements of give and take on the issue and other social activists questioning the methodology and tactics of Hazare's civil society group. The other important story which has been noticed prominently is the government's determination to reach 9% growth in the course of the next five year plan after a full Planning Commission meeting in New Delhi.
• The Hindu headline story on the Lokpal agitation reads, "Manmohan says scope for give-and-take on Lokpal Bill - Centre is open to inputs from all sections". The Mail Today in a banner headline says, "PM flexible but Anna and Company are stubborn". The Indian Express lead story says, "Lot of scope for give and take: PM" with the report highlighting the Prime Minister's hope that people would appreciate the logic of the legislative processes involved. The Statesman has a cover page story reading, "Aruna Roy questions Anna's methods" with the report quoting the noted activist and National Advisory Council member as saying that no one should be allowed to hijack democratic institutions. • The Prime Minister statements on India's growth perspective after the full planning commission's approval of the 12th five year plan approach paper (2012-17) have also been covered prominently by dailies today. The Hindustan Times says, "Touch decisions needed for 9% growth: Singh". The Financial Express comments, Government's first priority is to push reforms, PM sets 9% growth target in 12 plan and the Statesman story reads, "Reforms will be pursued, says PM".
• Also some dailies have noticed the Indian Navy's commissioning its second indigenous stealth frigate INS Satpura the biggest in its class in the world. The Tribune story headlines, "Navy gets stealth frigate", with the report highlighting that the brand new Indian Naval ship can fire weapons, even before the enemy can detect it .

 लोकपाल विधेयक के बारे में संसद की स्थाई समिति, इस विधेयक के सिविल सोसायटी के मसौदे पर विचार कर रही है। समिति के अध्यक्ष अभिषेक मनु सिंघवी ने आज नई दिल्ली में बताया कि संसद को अपनी अन्तिम सिफारिशें देने से पहले, समिति इस विधेयक के सभी पहलुओं पर विस्तार से विचार करेगी। उन्होंने कहा कि समिति कल प्रकाशित किए गए विज्ञापन पर आम जनता के सुझावों पर भी विचार कर रही है।
 श्री सिंघवी ने कहा कि स्थाई समिति बातचीत करने का सबसे बढ़िया मंच है। उन्होंने कहा कि किसी को भी इसकी गरिमा को आंच पहुंचाने की कोशिश नहीं करनी चाहिए। उन्होंने बताया कि सरकार देश में उच्च पदों पर भ्रष्टाचार के बारे में आम जनता की चिंता से सहमत हैं। उनका कहना था कि इस समस्या का ठोस समाधान ढूंढने के लिए सामूहिक प्रयास किये जाने चाहिए। श्री सिंघवी ने कहा कि सरकार और सिविल सोसायटी का लक्ष्य एक ही है केवल इसे हासिल करने के तरीके में तालमेल की जरूरत है।

 प्रधानमंत्री ने कल कहा था कि सरकार एक मजबूत लोकपाल विधेयक और इस पर विचार विमर्श की पक्षधर है। इस बारे में व्यापक राष्ट्रीय सहमति पर जोर देते हुए डाक्टर मनमोहन सिंह ने आशा व्यक्त की थी कि सरकार सभी प्रबुद्ध वर्गों का सहयोग ले सकती है ताकि समाज के सभी वर्गों की इच्छा के अनुरूप एक मजबूत और कारगर लोकपाल की स्थापना हो सके, जो कि समाज के सभी वर्ग चाहते भी हैं।
 उधर, एक मजबूत लोकपाल की मांग करते हुए समाजसेवी अण्णा हजारे का अनशन दिल्ली के रामलीला मैदान में आज छठे दिन भी जारी है।
 उन्होंने अपने समर्थकों से कहा है कि उनके आन्दोलन से सरकार के साथ बातचीत के दरवाजे बंद नहीं हुए हैं। उन्होंने कहा कि वार्ता का विकल्प खुलाा है क्योंकि बातचीत के जरिये ही मामले सुलझाये जा सकते हैं।
 अण्णा हजारे के निकट सहयोगियों ने इस विषय पर विचार विमर्श के लिए प्रधानमंत्री की रजामंदी का जिक्र करते हुए कहा कि अभी तक सरकार की तरफ से कोई प्रस्ताव नहीं आया है।

 निर्वाचन आयोग ने पैसे लेकर समाचार देने की समस्या से निपटने के लिए सभी राज्यों और केन्द्र शासित प्रदेशों के मुख्य चुनाव अधिकारियों को दिशा निर्देश जारी किये हैं। नई दिल्ली में जारी एक बयान में आयोग ने कहा है कि चुनाव के दौरान राजनीतिक दलों या उनके कार्यकर्त्ताओं द्वारा मीडिया के दुरूपयोग को रोकने के लिए एक व्यवस्था की जरूरत है। निर्वाचन आयोग ने यह भी कहा है कि चुनाव के दौरान सभी उम्मीदवारों को एक समान अवसर देने के प्रभावी उपाय किये जा रहे हैं। हमारे संवाददाता ने बताया है कि पिछले महीने आयोग ने इस बारे में दिशा निर्देश भी जारी किये थे।

 प्रधानमंत्री ने कहा है कि आर्थिक सुधार, सरकार की उच्च प्राथमिकता हैं। नई दिल्ली में योजना आयोग की पूर्ण बैठक के बाद डाक्टर मनमोहन सिंह ने बताया कि वित्तीय क्षंेत्र में प्रमुख सुधारों के लिए एक व्यापक राजनीतिक सहमति की आवश्यकता होगी। डाक्टर मनमोहन सिंह ने कहा कि १२वीं योजना में नौ प्रतिशत विकास दर के लिए कुछ कठोर फैसले लेने होंगे।
 इससे पहले, योजना आयोग की पूर्ण बैठक में अपने उद्घाटन भाषण में डाक्टर मनमोहन सिंह ने अगली योजना में कृषि क्षेत्र की विकास दर बढ़ाकर चार प्रतिशत करने की आवश्यकता पर बल दिया। उन्होंने बताया कि वर्तमान योजना की अवधि में, कृषि क्षेत्र की विकास दर तीन दशमलव तीन प्रतिशत रहने का अनुमान है।
 बैठक के बाद योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहूलवालिया ने बताया कि मुद्रास्फीति लगभग पांच प्रतिशत रहने के अनुमान के चलते अगली योजना में, सकल घरेलू उत्पाद में नौ प्रतिशत की विकास दर हासिल करने का लक्ष्य रखा गया है। उन्होंने बताया कि १२वीं पंचवर्षीय योजना के दृष्टिकोण पत्र को योजना आयोग ने मंजूरी दे दी है और अब इसे देश की सर्वोच्च नीति निर्धारण संस्था राष्ट्रीय विकास परिषद के सामने सितम्बर के अंत या अक्तूबर के शुरू में रखा जायेगा।
 दृष्टिकोण पत्र में प्राकृतिक संसाधनों के उचित उपयोग की बात कही गई है। यह भी कहा गया है कि किसी कमी को, विकास के आड़े नहीं आना चाहिए।

 केन्द्र ने तटवर्ती राज्यों में समुद्री तूफान से नुकसान कम से कम करने की परियोजना के तहत १५ अरब+ रूपये मंजूर किये हैं। इस परियोजना का पहला चरण आंध्रप्रदेश और ओडिशा में शुरू किया जा रहा है। इसके तहत तूफान की चेतावनी देने और उसके रास्ते पर नजर रखने वाली प्रणाली को बेहतर करने के साथ साथ तूफान से निपटने के अधिक कारगर उपाय किये जाएंगे। गृहमंत्रालय ने इस महत्वपूर्ण परियोजना के लिए इस साल दो अरब ४६ करोड़ रूपये दे भी दिए हैं। हमारे संवाददाता ने बताया है कि इस परियोजना के अन्तर्गत तूफान से बचने के लिए जगहें बनाने और उनमें विभिन्न प्रकार की सहायता सामग्री रखने के अलावा नई सड़के, पुल तथा बांध तैयार करने और पुरानों को नया रूप देने की सरकार की योजना है।

 मानसून इस बार अब तक सामान्य से केवल एक प्रतिशत कम रहा है। मौसम विभाग के अनुसार, पिछले सप्ताह देश भर में हुई भारी वर्षा के कारण, मानसून के दौरान वर्षा की कमी काफी हद तक पूरी हुई है। देश में अब तक छह सौ मिलीमीटर से ज्यादा वर्षा हुई है जबकि औसत ६०६ मिलीमीटर का रहा है। मौसम विभाग का अनुमान है कि अगले सप्ताह देश के पश्चिमी, मध्य और उत्तर-पूर्वी हिस्सों में अच्छी वर्षा होगी।

 बिहार में कटिहार, भागलपुर, पूर्णिया, और दरभंगा जिलों में पानी भर जाने से बाढ़ से उत्पन्न स्थिति गंभीर हो गई है। केन्द्रीय जल आयोग के अनुसार कोसी, गंगा, महानंदा, बागमती और कमला बालान नदियां ख़तरे के निशान से ऊपर बह रही है जिससे उनके बांधों को गंभीर ख़तरा उत्पन्न हो गया है। मुख्यमंत्री नीतीश कुमार ने प्रशासन से बाढ़ की स्थिति पर नजर रखने और राहत तथा बचाव कार्यों की समीक्षा करने को कहा है।

 उत्तर प्रदेश में मूसलाधार वर्षा और उत्तराखंड तथा नेपाल से पानी छोडे+ जाने के कारण नदियां उफान पर है।

गंगा और राम गंगा नदियों में जल स्तर बढ़ने से बरेली, मुरादाबाद, रामपुर, साझापुर, बिजनौर और मुज्जफर नगर जिलों में स्थिति बहुत भयानक हो गई है। बरेली में दूरदर्शन और आकाशवाणी परिसरों में बाढ़ का पानी घुस जाने से प्रसारण ठप्प हो गया है। उन्नाव, कन्नौज और इलाहबाद में गंगा का जल स्तर बढ़ रहा है और इसके किनारों के निचले इलाकों में बाढ़ का पानी घुस गया है। बलिया और कानपुर में इसका जलस्तर खतरे के निशान से उपर है। यमुना नदी का जलस्तर मथुरा में खतरे के निशान से उपर है, जबकि आगरा, बांदा, इलाहबाद और इटावा में इसका जलस्तर बढ़ रहा है। राज्य में घाघरा, शारदा, राप्ती और फरीन नदियों के जलस्तर में हो रही वृद्धि से कई जिले प्रभावित है। राज्य सरकार ने बचाव और राहत कार्यों के लिए और छह करोड़ सौ रूपये जारी किए है। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।

 पंजाब में व्यास नदी में बाढ़ आ जाने से हजारों एकड़ इलाकें में फसलें चौपट हो गई है। हमारे संवाददाता ने बताया है कि नदी के आसपास के छह जिलों के गांव बाढ़ से बुरी तरह प्रभावित हैं।

जो पानी जलाशयों से छोड़ा जा रहा है वह दरिया के किनारे बसे लोगों में कहर मचा रहा है। व्यास प्रयाग के सात लाख के क्षेत्रों में  हजारों लोग घरों की छतों पर फंसे हैं और उनकी खड़ी फसलें बिल्कुल तबाह हो गई हैं। लोग फसलों और दूसरी जायजाद को हुए नुकसान के लिए मुआवजे की मांग कर रहे हैं। आकाशवाणी समाचार के लिए चंड़ीगढ़ से जसविंदर सिंह रंधावा।

 उधर, उत्तराखंड में अधिकांच्च स्थानों में आज मौसम खुला रहने से लोगों को बारिच्च से थोड़ी राहत मिली है।

 एक विश्लेषण के अनुसार, सोने से कारोबारियों और निवेशकों को ही नहीं, सरकार को भी भारी मुनाफा हो रहा है। समाचार एजेंसी पीटीआई द्वारा किये गये इस विश्लेषण के अनुसार इस महीने सोने की कीमत में बीस प्रतिशत से ज्यादा इजाफा हुआ है और रिजर्व बैंक के पास रखे सोने की कीमत २२ हजार करोड़ रूपए से ज्यादा बढ़ गई है।
 घरेलू बाजार में सोने की कीमत प्रति दस ग्राम २८ हजार २३० रूपए की रिकार्ड ऊंचाई पर पहुंच गई है। विशेषज्ञों का अनुमान है कि सोने में निवेशकों की दिलचस्पी को देखते हुए, इसके दाम अभी और बढेंगे और दीपावली से पहले सोने की कीमत तीस हजार प्रति दस ग्राम तक पहुंच सकती है।

 नेपाल में प्रधानमंत्री पद के उम्मीदवार पर सहमति बनाने की समय-सीमा समाप्त होने में कुछ ही घंटे रह गये हैं और राजनीतिक दलों ने इस बारे में प्रयास तेज कर दिए हैं। सभी दलों का मानना है कि राष्ट्रीय सरकार का कोई विकल्प नहीं है, लेकिन सीपीएन(माओवादी) और नेपाली कांग्रेस में इस बात पर सहमति नहीं है कि सरकार की कमान पहले कौन संभालेगा।
 नेपाली कांग्रेस ने राष्ट्रीय सरकार के लिए शेर बहादुर देउबा और माओवादियों ने बाबूराम भट्टराई को नामित किया है।

 लीबिया के नेता कर्नल गद्दाफी ने इन खबरों का खंडन किया है कि उन्होंने राजधानी त्रिपोली छोड़ दी है। गद्दाफी समर्थक अधिकारियों ने बताया कि त्रिपोली में हुए विद्रोह को कुछ ही घंटों में कुचल दिया गया। उधर, कर्नल गद्दाफी ने आज तड़के सरकारी टेलीविजन पर अपने ऑडियो संदेश में आरोप लगाया कि विद्रोहियों ने पूरे देश को तबाह कर दिया है जो रमजान की भावनाओं के एकदम खिलाफ है। श्री गद्दाफी ने भी अपने भाषण में कहा कि वे अब भी त्रिपोली में ही हैं। दूसरी तरफ, एक विद्रोही अधिकारी ने दावा किया कि कर्नल गद्दाफी राजधानी में नहीं हैं और उन्होंने सैटेलाइट फोन से टेलीविजन पर संदेश दिया है।

 प्रख्यात इतिहासविद प्रोफेसर आर एस शर्मा का कल पटना में देंहात हो गया। वे ९२ वर्ष के थे। वे कुछ समय से बीमार थे। प्रोफेसर शर्मा, नई दिल्ली की भारतीय इतिहास अनुसंधान परिषद के पहले अध्यक्ष थे। उन्होंने एक सौ दस से अधिक पुस्तकें लिखी।
 बिहार के मुख्यमंत्री नीतीश कुमार ने प्रोफेसर शर्मा के निधन पर गहरा दुख व्यक्त किया है।

The Parliamentary Standing Committee on the Lokpal Bill is studying the civil society's version of the bill. Talking to reporters in New Delhi today, Chairman of the Commitee Abhishek Manu Singhvi said that they will look into all aspects in detail before making their final recommendations to Parliament. He also said that the Committee is looking into the representations being sent by the general public in response to the advertisements issued by the Committee yesterday. 

Stating that the Standing Committee is the best platform to hold negotiations, Mr Singhvi said that no one should try to undermine its sanctity. He said that the Government shares the concern of people against the high level of corruption in the country. He however said that collective efforts must be made to find concrete solutions to the problem. Mr Singhvi said that the aim of the government and the civil society is the same, only the methodology needs to be synchronized.            

Prime Minister Manmohan Singh had yesterday said that the Government is for a strong Lok Pal Bill and open to discussion on the issue.

Meanwhile social activist Anna Hazare continued his fast at Ram Lila ground on the sixth day today to press for his demand for a strong Lokpal. He told his supporters that his campaign has not closed the door of dialogue with government. He said, the door is open as only through dialogue issues can be resolved.

His close associates referred to the Prime Minister's readiness to discuss the issue and said so far no proposal has come from the government.

The Centre has sanctioned a 1,500 crore rupee Cyclone risk mitigation project for coastal states. It will enable to put in place better cyclone forecasting, tracking and warning systems. The first phase of this National Cyclone Risk Mitigation Project  is being launched in Andhra Pradesh and Odisha.

The other major initiatives under this ambitious project are to have better, cyclone risk mitigation and capacity building in multi-hazard risk management. An amount of 246 crore rupees has already been provided in the budget of Ministry of Home Affairs for this year for this ambitious project. Our correspondent reports, the government also plans to construct multipurpose cyclone shelters, including shelter-cum-godown, approach roads, bridges to habitation and embankments, including construction and renovation of saline embankments.

The Election Commission has issued guidelines to the Chief Electoral Officers of all States and Union Territories to deal with Paid News phenomenon effectively. In a statement released in New Delhi, the Commission said that a mechanism is in place to deal with the misuse of media platforms owned by political parties or their functionaries during elections. The Election Commission has also stated that it is taking effective measures to provide level playing field to all candidates during elections. Our Correspondent reports, last month, the Commission had issued guidelines to bring uniformity in election campaigns.

India is planning to develop solar-powered unmanned flying machines with the capability of remaining airborne for at least a month in all weather conditions. According to DRDO spokesperson, the one-of-its-kind Unmaned Areal Vehicle UAV will have specially-designed solar panels to keep it airborne even in nights and cloudy weather conditions with the help of power generated and saved during the day.  Keeping in mind the payload that would be fitted on these UAVs and the nature of missions, special attention would be paid to keep their frame light but strong enough to endure different weather conditions. DRDO officials said, the UAV would be capable of providing real-time information and data of the area through a secure data link. The UAVs can carry a variety of cameras to look deep into the enemy territory for surveillance and reconnaissance purposes.

The bullion traders and investors are not alone in reaping rich benefits from the glittering gold prices. According to an analysis by PTI, the strategy of keeping a substantial holding of the yellow metal seems to be working well for the government too. A sharp rally of over 20 per cent in gold prices so far this month has led to a surge of about over 22 thousand crore rupees in the value of gold held by RBI, which acts as a custodian of the yellow metal for the government of India.   

The gold prices in domestic market have appreciated by 20.4 per cent since the beginning of this month to hit a record high of 28,230 rupees per 10 grams. The experts are anticipating further rise and believe that the gold prices might even touch 30,000 rupee level well before Diwali as investors are increasingly shifting funds to gold amid a free fall in equity markets.

The southwest monsoon has been just one percent below normal so far this season. According to the Indian Met department, heavy rainfall across the country last week has significantly reduced the deficiency in seasonal rainfall. The country has received a total of over 600 millimeters of rainfall as against the average 606 millimeters. The Met department predicts fairly widespread rainfall in western, central and north eastern parts of the country during the coming week.

The national capital, Delhi, also experienced heavy rainfall last week. Weatherman predicts thundery development in some areas with the mercury likely between 34 and 27 degrees today.

In Punjab, thousands of acres of land are inundated due to heavy flow of water into the Beas river. This flood-like situation is arising because the water level in the Pong Dam Reservoir is increasing due to heavy rain in the catchment areas of the Beas river. In Uttar Pradesh the flood situation is still grim affecting lakhs of people in hundreds of villages in 14 districts. Our Lucknow correspondent reports that heavy rain in neighboring states Uttarakhand and Haryana and in Nepal and release of heavy water from dams and barrages have worsened the situation. A report:

The increase in water level of the Ganga and Ramganga rivers has played havoc in Bareilly, Moradabad, Rampur, Shahjahanpur, Bijnor and Muzaffarnagar districts. Many villages in these five districts have been hit by floods. The highways’ connecting Lucknow-Delhi and Delhi with western districts of the state and Uttarakhand is remained disrupted. In Bareilly, flood water entered the building of Doordarshan and All India Radio stopping all operations. Yamuna was flowing above the red mark at Mathura and rising in Allahabad, Agra, Banda and Etawah. The rise in Ganga and Yamuna was mainly due to heavy rains in Uttarakhand. Units of the National Disaster Relief Force are deployed at Moradabad and Gonda districts. The state government has released more 6 crore rupees for relief and rescue operations. Another round of Pulse Polio Immunization Programme is  being launched today to eradicate polio  in parts of states including West Bengal, Uttar Pradesh, Bihar , Jharkhand, Haryana and Delhi. Children up to the age group of 5 years will be administered anti polio drops. According to the World Health Organisation report, polio cases in the country have come down drastically which is a good sign. Our correspondent has filed this report

"Since the launch of the campaign beginning in 1994, the polio cases are coming down gradually. In 2010, 42 polio cases were reported through out the country comprising 10 from Uttar Pradesh followed by 9 from Bihar and 8 each from West Bengal and Jharkhand. But the good news is that this year only one case of polio has been reported so far  which is from West Bengal . Elaborate arrangements are in place to make the drive more successful. In Uttar Pradesh, children below 5 years are being immunised today for the dreaded polio disease in selected western districts in yet another Special National Immunisation Drive (SNID). Our correspondent says a total of 10 cases were found in the State last year.

“Today’s drive has been launched in selected 25 districts of western UP like Jyotiba Phule Nagar and Muzaffarnagar where 10 cases of P3 polio virus were found last year. However, no case has been reported from any part of the state this year. Teams of health department along with voluntary agencies are making concerted efforts so that not a single child is spared from being immunized. Salman Haider/AIR news.”

In Nepal, hectic parleys are continuing among various political parties and within parties today with only hours left for the deadline to select the consensus candidate for Prime Minister's post. UCPN (Maoist) Chairman Puspha Kamal Dahal- Prachanda held separate meetings with UPN-UML Chairman, and caretaker Prime Minister JhalaNath Khanal and Congress President Sushil Koirala. The Samyukta Lok Madhesi Morcha an alliance of five parties is also meeting to decide on their course of ation. All the parties have said that there is no alternative to a national government, but the Nepali Congress and the UCPN (Maoist) the two main contenders have yet to agree on which party should lead the government. Our Kathmandu correspondent reports that Nepali Congress has nominated Sher Bahadur Deuba and Maoist have chosen Baburam Bhattarai to lead the national government.

"While all parties agree that here should be consensus government as three majority governments have failed since the elections in 2008 however who should lead the government seems to be a sticking point. The President who had met with the caretaker Prime Minister Jhalanth Khanal showed his concern over the delay, while Khanal repeated the stand that can be no alternative to a consensus government . Libyan leader Muammar Gaddafi has dismissed reports that he has left the besieged capital Tripoli. Gaddafi's officials insisted early today that the Tripoli revolt had been crushed, a few hours after it began. Gaddafi's spokesman, Moussa Ibrahim, told state press that a small number of rebel forces had infiltrated the capital, but had been dealt with. He said the city is safe. Though embattled, Gaddafi remained defiant as he delivered a speech on state television in the early hours today. In the audio message, he blamed the rebels for burning and destroying everything in the country, which was something unacceptable in the holy Ramadan month. During the speech, Gaddafi said he was now in Tripoli, rejecting reports that he had fled town. But a senior rebel official said Gaddafi made the speech via satellite phone and was not in the capital.

Syrian President Bashar al-Assad is to address the nation in a television interview today as his forces continued to kill anti-regime protesters. Assad will give an interview on Syrian television about the situation in the country and the continuing process of reforms. State news agency SANA said Assad will also talk about the repercussions of American and Western political and economic pressures and a vision of the future for Syria in the current regional and international context. This will be the first time Assad is to appear on television since June 20, and the fourth since pro-democracy demonstrations erupted in March

Earlier, activists said tanks rumbled into the central city of Homs, the day after 34 anti-regime protesters were killed. The death toll rose again yesterday when two more people were killed in Rastan, a town between Homs and Hama, as security forces opened fire to disperse a demonstration. Meanwhile, opponents of Syrian President Bashar al-Assad opened two days of talks in Istanbul to launch a national council to coordinate the fight against his regime.

Thousands of Egyptians rallied outside the Israeli embassy in Cairo for a second day over the deaths of five Egyptian policemen. They demanded an immediate expulsion of the Israeli envoy from the country. One demonstrator climbed the building, took down the Israeli flag and replaced it with an Egyptian flag. Military police stood outside the Israeli embassy, but did not intervene when the protester pulled down the Israeli flag. The violence began on Thursday when gunmen attacked Israeli civilian buses near the Red Sea resort of Eilat, killing eight people. The Cairo-based Arab League is to hold a meeting today to discuss the crisis.

British police have released dramatic footage of rioters shooting at unarmed officers and a police helicopter during an outbreak of violence in Birmingham earlier this month. West Midlands Police said they were treating the incident as attempted murder, and urged members of the public to help identify those responsible. The CCTV footage shows a group of 30-40 masked, hooded young men in Newtown in Birmingham - England's second largest city - late on August 9. They smashed up a pub and other shops, and threw petrol bombs at a passing police car. They also fired shots at unarmed riot police officers, and up at a police helicopter which was keeping a tab on the rampaging youths. In a statement, chief constable Chris Sims said eleven shots were fired at unarmed officers to enable disorder to continue, while petrol bombs were also thrown at officers who initially attended the scene. Birmingham was one of several English cities hit by unprecedented rioting over four consecutive  nights earlier this month, which began in the north London district of Tottenham following the police shooting of a local man. Five people died in the unrest, including three men from Birmingham who were run down by a car as they tried to protect homes and shops from looters. Eight people have so far been arrested over the deaths, four of whom have been charged.

Vietnamese police today detained at least 15 anti-China protesters who defied a government order to stop an unprecedented series of weekly gatherings over maritime tensions. Reports said just minutes after the protest began, burly plainclothes agents moved in to force the demonstrators onto a bus which had been on standby and drove them away. Other protesters, some still shouting, were then shoved onto a second bus. The demonstrations, the 11th since early June, have been held to protest against Chinese actions in the tense South China Sea, where the two nations have a longstanding territorial dispute.

प्रधानमंत्री डाक्टर मनमोहन सिंह ने वैज्ञानिकों से परमाणु ऊर्जा के इस्तेमाल के बारे में उच्च सुरक्षा मानक सुनिश्चित करने का आह्‌वाहन किया है। आज शाम कोलकाता में साहा परमाणु भौतिकी संस्थान के हीरक जयन्ती वर्ष के समापन समारोह को सम्बोधित करते हुए प्रधानमंत्री ने कहा कि विकास प्रक्रिया को आगे बढ़ाने के लिये स्वच्छ और पर्यावरण के अनुकूल ऊर्जा की हमारी खोज में परमाणु ऊर्जा की महत्वपूर्ण भूमिका होगी। डॉक्टर मनमोहन सिंह ने कहा कि सरकार असैन्य परमाणु ऊर्जा कार्यक्रम का विस्तार करने की प्रक्रिया में है। उन्होंने वैज्ञानिकों से परमाणु रिएक्टरों की सुरक्षा बढ़ाने को कहा। विज्ञान और प्रौद्योगिकी के क्षेत्र में सरकार की नीति का जिक्र करते हुए डॉक्टर मनमोहन सिंह ने कहा कि देश की समग्र अर्थव्यवस्था में अनुसंधान और विकास के क्षेत्र में अधिक निवेश को उच्च प्राथमिकता दी जानी चाहिए, ताकि विज्ञान और अनुसंधान की दिशा में और युवाओं को आकृष्ट किया जा सके।

संसदीय कार्य राज्यमंत्री हरीश रावत ने आज खुलासा किया कि केन्द्र ने लोकपाल मुद्दे पर गतिरोध समाप्त करने के लिये विभिन्न स्तरों पर अन्ना हजारे की टीम के साथ बातचीत की प्रक्रिया शुरू कर दी है। उन्होंने कहा कि शुभचिंतकों के जरिये विभिन्न स्तरों पर बातचीत की प्रक्रिया शुरू की गई है। श्री रावत ने देहरादून में पी टी आई को बताया कि बातचीत विभिन्न स्तरों पर चल रही है।
बातचीत के लिये सरकार के दरवाजे खुले होने के प्रधानमंत्री डा. मनमोहन सिंह के बयान के एक दिन बाद 73 वर्षीय श्री हजारे ने कहा कि भ्रष्टाचार के खिलाफ उनके अभियान ने लोकपाल विधेयक के मुद्दे पर मतभेद दूर करने के लिये सरकार के साथ बातचीत के दरवाजे बंद नहीं किये हैं।

लोकपाल विधेयक के बारे में संसद की स्थाई समिति के अध्यक्ष अभिषेक मनु सिंघवी ने कहा है कि समिति सिविल सोसायटी के मसौदे पर विचार कर रही है। श्री सिंघवी ने आज नई दिल्ली में पत्रकारों को बताया कि संसद को अपनी अन्तिम सिफारिश देने से पहले, समिति इस विधेयक के सभी पहलुओं पर विस्तार से विचार करेगी।
श्री सिंघवी ने कहा कि लोकपाल विधेयक पर बातचीत के लिए स्थाई समिति सबसे उपयुक्त मंच है। उन्होंने बताया कि सरकार देश में उच्च पदों पर भ्रष्टाचार के बारे में आम लोगों की चिंताओं से सहमत हैं। श्री सिंघवी ने कहा कि सरकार और सिविल सोसायटी का लक्ष्य एक ही है केवल इसे हासिल करने के तरीके में तालमेल की जरूरत है।

जब उद्देश्य और गनतव्य हम सबका एक ही है। थोड़ा बहुत अगर फर्क है तो वह यात्रा पर है कि कैसे उधर तक पहुंचे। मैं समझता हूं सबसे अच्छा औपचारिक वार्तालाप का संतुलित प्लेटफॉर्म अगर है इस देश में तो वह स्टेंडिंग समिति है। हमें उसकी संस्कृति संस्कार को बरकरार रखना चाहिए, न कि उस पर आक्षेप लगाना चाहिए एक मौका दीजिए क्या पता हम सबको आश्चर्यचकित कर दें।

नेपाल में राष्ट्रपति रामबरन यादव ने प्रधानमंत्री पद के लिए आम सहमति का उम्मीदवार तलाषने के वास्ते राजनीतिक दलों के लिए समय सीमा बढ़ा दी है। राष्ट्रपति के प्रेस सलाहकार राजेंद्र दहल ने कहा कि राजनीतिक दलों के अनुरोध पर यह समय सीमा बुधवार तक के लिए बढ़ाई गई है।
इससे पहले सभी राजनीतिक दलों की बैठक हुई, जिसमें आम सहमति की सरकार बनाने के लिए राष्ट्रपति से, समय सीमा तीन दिन और बढ़ाने का अनुरोध करने का निर्णय लिया गया। राष्ट्रपति ने प्रधानमंत्री पद के लिये सर्वसम्मति का उम्मीदवार तलाश करने के वास्ते आज शाम तक का समय दिया था।
नेपाल के प्रमुख राजनीतिक दलों - यू सी पी एन -माओवादी, नेपाली कांग्रेस और सी पी एन - यू एम एल तथा संयुक्त लोकतांत्रिक मधेसी मोर्चा के बीच द्विपक्षीय और बहुपक्षीय बातचीत के कई दौर आयोजित किये जाने के बावजूद आम सहमति बनाने में विफल रहने के बाद यह निर्णय लिया गया।

अफगानिस्तान के चुनाव आयोग ने पिछले साल हुए चुनावों में कथित धांधली के आरोप में नौ सांसदों को पद से हटा दिया है। आयोग के अध्यक्ष फजल अहमद मनावी ने आज काबुल में संवाददाता सम्मेलन में यह घोषणा की। श्री मनावी ने कहा कि अयोग्य करार दिये गये सांसदों से खाली हुई सीटें उन नौ व्यक्तियों से भरी जायेंगी जिन्हें उनके स्थान पर निर्वाचित घोषित किया गया है।
विशेष चुनाव न्यायाधिकरण की रिपोर्ट की समीक्षा के बाद चुनाव आयोग ने यह निर्णय लिया है। न्यायाधिकरण ने चुनाव के दौरान अनियमितताओं के दोषी पाये गये 62 सांसदों को हटाने की सिफारिश की थी।

लीबिया के नेता मुअम्मर गद्दाफी ने इन खबरों का खंडन किया है कि उन्होंने राजधानी त्रिपोली छोड़ दी है। गद्दाफी के सरकारी अधिकारियों ने आज बताया कि त्रिपोली में हुए विद्रोह को कुछ ही घंटों में कुचल दिया गया। मूसा इब्राहिम ने सरकारी प्रेस से कहा कि कुछ विद्रोही ताकतें राजधानी में घुस आई थीं, मगर उनसे निपट लिया गया है। उधर, गद्दाफी ने आज तड़के सरकारी टेलीविजन पर अपने ऑडियो संदेश में आरोप लगाया कि विद्रोहियों ने पूरे देश को तबाह कर दिया है जो रमजान के महीने की भावनाओं के एकदम खिलाफ है। श्री गद्दाफी ने अपने भाषण में कहा कि उन्होंने त्रिपोली नहीं छोड़ी है और वे अब भी राजधानी में ही हैं। दूसरी तरफ, एक विद्रोही अधिकारी ने दावा किया कि गद्दाफी राजधानी में नहीं हैं और उन्होंने सैटेलाइट फोन से टेलीविजन पर संदेश दिया है।

कनाडा में एक चार्टर्ड विमान के एक बड़ी पहाड़ी से टकराकर दुर्घटनाग्रस्त हो जाने से 12 लोग मारे गये और तीन घायल हो गये। यह विमान रनवे पर उतरने की कोशिश कर रहा था। दुर्घटनास्थल से अधिकारियों ने विमान के दो ब्लैक बाक्स बरामद कर लिये हैं। कनाडा के प्रधानमंत्री स्टीफन हार्पर ने इस दुर्घटना पर शोक व्यक्त किया है।

पंजाब में पोंग बांध से चौसठ हजार क्यूसेक पानी छोड़े जाने से सतलुज और व्यास नदियों में जलस्तर बढ़ रहा है। सरकारी प्रवक्ता के अनुसार पोंग बांध में जलस्तर एक हजार तीन सौ सत्तासी दशमलव चार-आठ फुट तक पहुंच गया है जो इसकी क्षमता से लगभग सिर्फ साढ़े बारह फुट कम है। भारी वर्षा के कारण भाखड़ा बांध में भी जलस्तर बढ़ रहा है। रणजीत सागर बांध में भी जलस्तर इसकी क्षमता पांच सौ बीस दशमलव नौ-चार फुट के करीब पहुंच रहा है।
व्यास नदी में पानी का स्तर बढ़ जाने की वजह से गुरदासपुर, पठानकोट, तरणतारन, कपूरथला, होशियारपुर और फजिल्का जिलों में हजारों एकड़ जमीन पर फसलें बर्बाद हो गई हैं। कई गांवों में पानी घरों में घुस गया है और लोग छतों पर शरण लिए हुए हैं।

बिहार में गंगा, कोसी बागमती और महानंदा नदियां खतरे के निशान से ऊपर बह रही हैं। तीन लाख लोग बाढ़ से प्रभावित हुए हैं और हजारों लोगों को राजमार्गों और तटबंधों पर शरण लेनी पड़ी है। मुख्यमंत्री नीतीश कुमार ने आज बाढ़ग्रस्त क्षेत्रों का हवाई सर्वेक्षण किया। सर्वेक्षण के बाद मुख्यमंत्री ने मुख्य सचिव को बाढ़ की स्थिति पर कड़ी नजर रखने के निर्देश दिए हैं।

उत्तर प्रदेश में बाढ़ की स्थिति चिंताजनक बनी हुई है। बाढ़ से 14 जिलों में सैंकड़ों गांवों के लाखों लोग प्रभावित हैं। हमारे संवाददाता ने खबर दी है कि नेपाल और पड़ोसी राज्यों, उत्तराखंड और हरियाणा में भारी वर्षा होने और बांधों तथा बैराजों से बड़ी मात्रा में पानी छोडे+ जाने से स्थिति बिगड़ गई है। गंगा और रामगंगा नदियों का जलस्तर बढ़ने से बरेली, मुरादाबाद, रामपुर, शाहजहांपुर, बिजनौर और मुजफ्‌फरनगर में बाढ़ की स्थिति गंभीर हो गई है।

उत्तराखंड में अधिकांष स्थानों में आज मौसम खुला रहने से लोगों को बारिष से थोड़ी राहत मिली है। मौसम अनुकूल हो जाने के कारण कुमाऊं डिवीजन में कुछ राष्ट्रीय राजमार्ग फिर खोल दिये गये हैं।

मॉनसून इस बार अब तक सामान्य से केवल एक प्रतिशत कम रहा है। मौसम विभाग के अनुसार, पिछले सप्ताह देश भर में हुई भारी वर्षा के कारण, मानसून के दौरान वर्षा की कमी काफी हद तक पूरी हुई है। देश में अब तक छह सौ मिलीमीटर से ज्यादा वर्षा हुई है जबकि औसत 606 मिलीमीटर का रहा है। मौसम विभाग का अनुमान है कि अगले सप्ताह देश के पश्चिमी, मध्य और उत्तर-पूर्वी हिस्सों में अच्छी वर्षा होगी।

मणिपुर में सदर हिल्स जिला मांग समिति-एस एच डी डी सी की इस महीने की पहली तारीख से चल रही आर्थिक नाकेबंदी और संयुक्त नगा परिषद द्वारा आज से अनिश्चितकालीन बंद से राष्ट्रीय राजमार्ग संख्या -39, 53 और एक सौ पचास पर यातायात प्रभावित हुआ है। एस एच डी डी सी की मांग है कि सेनापति जिले से अलग करके सदर हिल्स को पूर्ण रूप से अलग जिला बनाया जाए। दूसरी तरफ संयुक्त नागा परिषद मांग कर रही है कि मणिपुर के नगा इलाकों में किसी भी क्षेत्र का विभाजन करके अलग नए जिले न बनाए जाएं।

महाराष्ट्र में नक्सल प्रभावित गढ़चिरौली जिले में पुलिस ने दावा किया है कि उन्होंने कम से कम चार नक्सलवादियों को मार गिराया है। पुलिस को उस स्थान से एक महिला का शव मिला है जहां कल एक मुठभेड़ में तीन सुरक्षाकर्मी शहीद हो गए थे और दो घायल हुए थे। पुलिस सूत्रों ने आज बताया कि मृतक महिला की पहचान एक डलाम कमाण्डर प्रणीता के रूप में की गई। शव के पास से पुलिस को एक थी्र नॉट थी्र की राइफल और चौदह कारतूस भी मिले।
कल केन्द्रीय रिजर्व पुलिस बल की कोबरा बटालियन के दो, और पुलिस का एक जवान नक्सली हमले में शहीद हो गये थे।

जम्मू-कष्मीर में पुंछ जिले में नियंत्रण रेखा पर कल रात सेना ने घुसपैठ की एक और कोषिष को नाकाम कर दिया। इस कार्रवाई में एक आतंकवादी मारा गया और एक घायल हुआ। रक्षा प्रवक्ता ने बताया कि सेना ने पुंछ जिले के कृष्णागति उपखंड के बल्नोई में नियंत्रण रेखा के पास कल रात चार आतंकवादियों के एक गुट की गतिविधियों को देखा।

देश के कई भागों में आज श्रीकृष्ण जन्माष्टमी का पर्व श्रद्धा और उल्लास के साथ मनाया जा रहा है। इस अवसर पर मन्दिरों में सजावट की गई है और श्रीकृष्ण जन्म पर आधारित झांकियां भी सजाई गई हैं। देश के अधिकांश भागों में जन्माष्टमी कल मनाई जाएगी।
उत्तर प्रदेष में श्रीकृष्ण जन्माष्टमी उत्सव के लिए मथुरा और ब्रज के अनेक इलाकों में तैयारियां जोरों से चल रही हैं। उत्सव में भाग लेने के लिए बड़ी संख्या में श्रद्धालु मथुरा-वृन्दावन पहुंच रहे हैं। मथुरा के प्राचीन केशवदेव मंदिर में जन्माष्टमी आज मनाई जा रही है। उत्तराखंड में भी जन्माष्टमी का पर्व आज श्रद्धा और उल्लास के मनाया जा रहा है।

Minister of State for Parliamentary Affairs, Harish Rawat today revealed that the Centre has initiated a dialogue process with Team Anna at various levels to break the deadlock. He said, the dialogue process has already been initiated at various levels through well-wishers. Mr. Rawat told PTI in Dehradun that the dialogue is at various levels which is not parallel to each other but complementary to each other. A day after Prime Minister, Dr. Manmohan Singh stated that the Government was open for discussion, 73-year-old Hazare said, his campaign against corruption has not closed the door of dialogue with the government to resolve the differences on the Lokpal Bill. Anna told thousands of his supporters at Ramlila Ground on the sixth day of his fast that the issue can be resolved through dialogue only. Meanwhile, a PTI report says that Anna Hazare today expressed his willingness to have a dialogue on the Lokpal issue with the Government which has opened a back channel with him through a top Maharashtra bureaucrat and a spiritual leader.

The Parliamentary Standing Committee on the Lokpal Bill is studying the civil society's version of the bill. The Chairman of the Commitee Abhishek Manu Singhvi told reporters in New Delhi today that all aspects will be looked into in detail before making final recommendations to Parliament. He also said that the Committee is looking into the representations being sent by the general public in response to the advertisements issued by the Committee yesterday. He also said that collective efforts must be made to find concrete solutions to the problem. Mr Singhvi said that the aim of the government and the civil society is the same, only the methodology needs to be synchronized.

The Prime Minister has called upon the scientific community to ensure highest safety standards on the use of nuclear energy. Dr. Manmohan Singh was addressing the closing ceremony of the Diamond Jubilee year of the Saha Institute of Nuclear Physics in Kolkata this evening.

Dr. Singh said that nuclear energy will play an important role in our quest for clean and environment friendly energy to push forward the development process. The Prime Minister said that his government is in the process to expand the civil nuclear energy programme and also asked the scientific community to enhance the safety of our nuclear reactors.

In Jammu and Kashmir, yet another infiltration bid was foiled by the Army along the Line of Control, LoC, in Poonch district late last night, killing a militant and injuring another. A Defence Spokesman told AIR that Army troops noticed the movement of a group of four armed militants near the LoC in Balnoie forward belt in Krishnagati sub-sector of Poonch district last night. The alert troops challenged the militants who opened fire which was retaliated by the troops. In the ensuing gun battle, one militant was killed and another injured while two others fled back. The militants dragged the body of the slain ultra to the Pakistan side.

In Manipur, vehicular traffic along the three National Highways-39, 53 and 150 has been hampered badly due to the ongoing economic blockade called by the Sadar Hills District Demand Committee, SHDDC, from the first of this month and the indefinite bandh along the three National Highways by the United Naga Council, UNC, from today. While the SHDDC is demanding a full-fledged Sadar Hills District to be carved out from Senapati District, the UNC is demanding that no attempt should be made to bifurcate Naga areas in Manipur to create new districts.

In Nepal, President Dr. Ram Baran Yadav today extended the deadline for political parties to find a consensus candidate for the Prime Minister's post. Earlier, an all party meeting had decided to request the President to extend the time by three days to form a consensus government. More from our correspondent

During the last five days political parties have been engaged in discussions and talks to form a consensus government, but however failed to reach an understanding as the two main parties the Maoists and Nepali Congress have stuck to their stands of leading the government. Afghanistan's Election Commission has removed nine Members of Parliament from their posts on the allegations of fraud in last year’s elections. This was announced by the Election Commission's Chairman Fazel Ahmad Manawi in a press conference in Kabul today. Mr. Manawi said that seats vacated by the disqualification will be filled by nine persons who have been declared elected in their place. Afghan President Hamid Karzai appointed the special tribunal to investigate widespread allegations of electoral irregularities in the elections. The tribunal after its investigation disqualified 62 Members of Parliament on charges of election malpractice. Subsequently, President Karzai asked the country's Election Commission to review and implement the tribunal's findings.

Hundreds of rebels fighting in Libya are reportedly advancing towards Tripoli from a town they have just taken in the west of the capital. BBC reports that the rebel's aim is to reach the capital by nightfall. The rebels also continue to advance from the East. Meanwhile explosions and gunfire rocked Tripoli today with rebels claiming to have seized three key towns and insisting they were near to ending Muammar Gaddafi's 42-year regime. However, Libyan leader Muammar Gaddafi dismissed reports that he has left the besieged capital Tripoli. Gaddafi's officials insisted early today that the Tripoli revolt had been crushed, a few hours after it began. Gaddafi's spokesman, Moussa Ibrahim, told the state press that a small number of rebel forces had infiltrated the capital, but had been dealt with. He said the city is safe. Though embattled, Gaddafi remained defiant as he delivered a speech on state television in the early hours today.Gaddafi said he was very much in Tripoli; rejecting reports that he had fled the capital.

Syrian President Bashar al-Assad is to address the nation on television today amid accusations that his forces continue to kill anti-regime protesters. Assad will give an interview on Syrian television about the situation in the country and the continuing process of reforms. This will be the first time Assad is to appear on television since June 20, and the fourth since pro-democracy demonstrations erupted in March Earlier, activists said tanks rumbled into the central city of Homs, the day after 34 anti-regime protesters were killed. Meanwhile, opponents of Syrian President Bashar al-Assad opened two days of talks in Istanbul to launch a national council to coordinate the fight against his regime.

In Canada, at least 12 people were killed and three others injured when a chartered plane crashed into a large hill while approaching the runway of a remote Arctic hamlet. The Air flight went down in Resolute Bay of Nunavut late yesterday night. Officials were able to locate two black boxes from the widespread crash site. Canadian Prime Minister Stephen Harper has expressed grief over the accident.

In Bihar the overall flood situation worsened today with fresh areas in Patna, Katihar, Bhagalpur, Purnia and Darbhanga being inundated. The Ganga, Kosi Bagamati and Mahanada are flowing above the danger level, posing threat to their embankments at many places. Three lakh people have been affected by floods and thousands of them have been forced to take shelter on the highways and embankments.Chief Minister Nitish Kumar today made an aerial survey of the flood affected areas of the state. In Uttar Pradesh the flood situation is still grim, affecting lakhs of people in hundreds of villages in 14 districts.Our Lucknow correspondent reports that heavy rain in the neighboring states of Uttarakhand and Haryana and in Nepal and release of heavy water from dams and barrages have worsened the situation. The increase in water level of the Ganga and Ramganga rivers has created havoc in Bareilly, Moradabad, Rampur, Shahjahanpur, Bijnor and Muzaffarnagar. Our correspondent says, the highways connecting Delhi with western districts of the state and Uttarakhand remained disrupted. In Punjab, water level of the Satluj and Beas rivers is rising as over 64,000 cusecs water was discharged from the Pong Dam. Due to continuous heavy rainfall in the upper areas, the level in Bhakhra Dam has been increasing.Due to heavy flow of water in the river Beas, crops in thousands of acres in Gurdaspur, Pathankot, Tarn Taran, Kapurthala, Hoshiarpur and Fazilka districts, have been damaged. In Uttarakhand, clear weather conditions at most of places in the State have provided the much-desired respite from rain. Due to favourable weather conditions, some national highways have been re-opened for light vehicles in Kumaon Division.Meanwhile,the MET office says that the southwest monsoon has been just one percent below normal so far this season. According to the Indian Met department, heavy rainfall across the country last week has significantly reduced the deficiency in seasonal rainfall.

On the penultimate day, the visitors, resuming at their overnight 103 for five, were all out for 300 runs in the post-lunch session. India were 291 runs behind England's first innings score of 591 for six declared. The highlight of the day was Rahul Dravid's 35th Test century. Dravid who opened the innings remained unbeaten on 146. Dravid also surpassed Sunil Gavaskar and became the second highest century maker for India in Test Cricket.
