प्रधानमंत्री डॉ. मनमोहन सिंह ने कहा है कि सरकार मजबूत लोकपाल विधेयक के पक्ष में है और वह इस मुद्दे पर विचार विमर्श के लिए तैयार है। प्रधानमंत्री 12वीं पंचवर्षीय योजना के दृष्टिकोण पत्र को मंजूरी के लिए आयोजित योजना आयोग की पूर्ण बैठक के बाद संवाददाताओं के सवालों का जवाब दे रहे थे।
हम सब ऐसे लोकपाल के पक्ष में हैं जो मजबूत हो और कारगर हो। इसलिए इसमें संशोधन की काफी गुंजाइश है। मुझे आशा है कि समाज के सभी वर्गों की राय लेकर कारगर लोकपाल कानून बनाया जा सकेगा।
डॉ. मनमोहन सिंह ने कहा कि सरकार ने सभी राजनीतिक दलों की मांग के अनुसार लोकपाल विधेयक संसद में पेश कर दिया है। विधेयक को पारित किये जाने के बारे में उन्होंने कहा कि एक विधायी प्रक्रिया है जिसमें समय लगता है। उन्होंने कहा इसे कई स्तरों से गुजरना होता है इसलिए इस महीने के अंत तक इसे पास कराना संभव नहीं लगता। डॉक्टर सिंह ने कहा कि इस बारे में किसी और व्यक्ति ने जो बात कही है उस पर वे कुछ नहीं कहना चाहेंगे और न ही उसका विरोध करेंगे।
कांग्रेस पार्टी ऐसे संकेत दे चुकी है कि अगर अन्ना हजारे और उनके साथी लोकपाल मुद्दे को लेकर सरकार से औपचारिक रूप से संपर्क करते हैं तो उसे उनसे बातचीत करने से एतराज नहीं है।
इस बीच, एक संसदीय समिति ने लोकपाल विधेयक पर लोगों की राय मांगी है। समिति ने आम लोगों और संगठनों को इस पर अपने विचार देने के लिए 15 दिन का समय दिया है। संसद की विधि, न्याय तथा कार्मिक मामलो से संबद्ध समिति ने इस विधेयक की प्रमुख बातों का जिक्र करते हुए एक विज्ञापन जारी किया है। सशक्त लोकपाल की मांग को लेकर समाजिक कार्यकर्त्ता अन्ना हजारे का अनशन आज पांचवें दिन भी जारी है। वे चुनाव प्रक्रिया में सुधारों की भी मांग कर रहे हैं।
प्रधानमंत्री कार्यालय में राज्यमंत्री वी. नारायणसामी ने कहा है कि अण्णा की टीम द्वारा संसदीय स्थायी समिति की आलोचना करना विशेषाधिकार उल्लंघन का मामला है।

सूचना और प्रसारण मंत्री अंबिका सोनी ने कहा है कि सरकार हमेशा से संसद में मजबूत लोकपाल विधेयक पास कराने के पक्ष में रही है। आज चंडीगढ़ में संवाददाताओं से बातचीत में उन्होंने कहा कि सभी गणमान्य व्यक्ति सशक्त लोकपाल चाहते हैं। उन्होंने कहा कि लोगों के प्रतिनिधि इस विधेयक पर अपने सुझाव देंगे और संसदीय प्रक्रिया के तहत इसे पास किया जायेगा।

प्रधानमंत्री ने कहा है कि अगर, घरेलू और वैश्विक आर्थिक स्थिति में सुधार होता है तो 12वीं पंचवर्षीय योजना के विकास लक्ष्य में संशोधन कर इसे नौ दशमलव दो प्रतिशत किया जा सकता है। डॉक्टर मनमोहन सिंह ने कहा है कि अगर सरकार कड़े फैसले लेती है तो अगली पंचवर्षीय योजना में नौ प्रतिशत विकास दर हासिल करना सम्भव है। आज नई दिल्ली में पूर्ण योजना आयोग की बैठक के बाद संवाददाताओं से बातचीत में प्रधानमंत्री ने कहा कि सरकार दूसरी पीढ़ी के सुधार तेजी से लागू करने की इच्छुक है।
प्रधानमंत्री ने बताया कि वस्तु और सेवा कर लागू करना और बीमा क्षेत्र. में सुधार सरकार की प्राथमिकताएं हैं। उन्होंने अगली पंचवर्षीय योजना में कृषि क्षेत्र की विकास दर बढ़ाकर चार प्रतिशत करने पर जोर दिया। उन्होंने कहा कि चालू योजना के दौरान कृषि क्षेत्र की विकास दर तीन दशमलव तीन प्रतिशत रहने की उम्मीद है।
दृष्टिपत्र में बताया गया है कि कृषि विकास का लक्ष्य हासिल करने के लिए हमें बहु-आयामी प्रयास की आवश्यकता है। 11वीं योजना की दृष्टिपत्र में कृषि विकास की दर तीन प्रतिशत है। आयोग के उपाध्यक्ष ने बताया है कि इस समय कृषि की विकास दर तीन दशमलव तीन प्रतिशत के आसपास है।
प्रधानमंत्री ने कहा कि स्वास्थ्य, शिक्षा और कौशल-विकास, मौजूदा योजना में समग्र विकास की नीति के प्रमुख क्षेत्र हैं।
डाक्टर सिंह ने बताया कि योजना आयोग द्वारा तैयार किए गए दृष्टिकोण पत्र में भूमि अधिग्रहण के मुद्दे से निपटने के लिए नया विधेयक लाने की जरूरत बताई गई है। हमारे संवाददाता ने बताया है कि बैठक में इस दृष्टिकोण पत्र में चहुंमुखी विकास के लिए पंचवर्षीय योजना में अपनाई जाने वाली सरकार की नीति का व्यापक प्रारूप दिया गया है।
अर्थव्यवस्था के दूसरी पीढ़ी के सुधारों में देर को इस वित्त वर्ष में तय किए गए आर्थिक विकास दर के लक्ष्य से कम रहने का मूल कारण माना जा रहा है। इसका असर भविष्य में भी पड़ सकता है।

विदेशी पूंजी निवेश में पहले ही सुस्ती आ गई है और आर्थिक विकास दर 8 दशमलव 2 प्रतिशत तक की ही रही। इन्हीं कारणों के मद्देनजर दूसरी पीढ़ी के सुधारों पर राजनैतिक सर्वसम्मति बनाए जाने पर प्रधानमंत्री द्वारा जोर दिया जाना महत्वपूर्ण है। 12वीं पंचवर्षीय योजना में 9 दशमलव 2 प्रतिशत आर्थिक विकास दर का लक्ष्य हासिल करने के लिए सुधारों की गति में भी तेजी लानी होगी। समन्वित विकास का लक्ष्य प्राप्त करने के लिए अगली यानी 12वीं पंचवर्षीय योजना में भी इन मुद्दों पर जोर रहेगा। वीकेरैना के साथ कुलश्रेष्ठ कमल, आकाशवाणी समाचार दिल्ली।

कश्मीर घाटी में गुरेज सेक्टर में नियंत्रण रेखा पर एक मुठभेड़ में बारह घुसपैठिए मारे गए हैं। सरकारी प्रवक्ता ने बताया कि छह शव बरामद कर लिए गए हैं और अन्य छह के शव किशन गंगा नदी में बह गए। उन्होंने बताया कि इस मुठभेड़ में लेफि्‌टनेंट नवदीप सिंह शहीद हो गए जबकि दो जवान घायल हुए हैं। प्रवक्ता ने बताया कि मुठभेड़ स्थल से पांच ए के-47 राइफल्स, एक पिस्तौल, दो वायरलैस सेट, पचास हथगोले सहित बड़ी संख्या में हथियार और विस्फोटक बरामद किए गए हैं। आतंकवादियों से दो नौकाएं भी बरामद हुई हैं, जिसे वे किशन गंगा नदी पार करने में इस्तेमाल करते थे।

जम्मू कश्मीर में आज एक सड़क दुर्घटना में अट्ठारह लोगों की मौत हो गई और अन्य अट्ठारह घायल हो गए। हमारे संवाददाता ने बताया है कि सीमावर्ती पुंछ जिले के मदाना क्षेत्र में एक यात्री वाहन के खाई में गिर जाने से यह हादसा हुआ।

यह दुघर्टना उस समय हुई जब गाड़ी का टायर फटने से चालक अपनी गाड़ी पर नियंत्रण खो बैठा और गाड़ी सड़क से लुढ़कर एक गहरी खाई में गई जिससे 10 व्यक्ति मौके पर ही दम तोड़ गए। जबकि आठ अन्य व्यक्ति अस्पताल ले जाते हुए रास्ते में मर गए। गंभीर रूप से घायल हुए 14 व्यक्तियों को हेलीकाप्टर के जरिए जम्मू के मेडिकल कॉलेज में लाया गया है जहां उनकी हालत नाजुक बताई जाती है। इस बीच राज्य के मुख्यमंत्री उमर अब्दुला ने दुघर्टना पर शोक प्रकट किया है। आकाशवाणी समाचार के लिए जम्मू से आर के रैना।

महाराष्ट्र में गढ़चिरौली जिले में आज नक्सलियों के एक हमले में सी.आर.पी.एफ. की कोबरा बटालियन के दो जवानों सहित तीन पुलिसकर्मियों की मौत हो गई। एक अन्य पुलिसकर्मी और सी.आर.पी.एफ. का एक जवान घायल भी हो गया। पुलिस के अनुसार यह मुठभेड़ पोतेगांव के मकदचुआ में हुई।

उधर, छत्तीसगढ में बीजापुर जिले में कल नक्सलियों के साथ मुठभेड़ में ग्यारह पुलिसकर्मी मारे गये। इनके अलावा वाहन का चालक भी मारा गया। नौ पुलिसकर्मियों और चालक की घटना स्थल पर ही मृत्यु हो गयी जबकि दो पुलिसकर्मियों की बाद में मृत्यु हुई।

भारत और बांग्लादेश ने सीमा संबंधी मानचित्रों पर हस्ताक्षर करने की ऐतिहासिक प्रक्रिया शुरू कर दी है। बांग्लादेश में भारत के उच्चायुक्त रजीत मित्तर और भारत में बांग्लादेश के उच्चायुक्त तारीक अहमद करीम ने आज ढाका में एक समारोह में मानचित्रों पर हस्ताक्षर किये। इस अवसर पर बांग्लादेश की गृहमंत्री सारा खातून और विदेश मंत्री दीपू मोनी तथा भूमि मंत्री रजाउल करीम हीरा भी उपस्थित थे। दोनों देशों के उच्चायुक्तों ने मानचित्रों के एक हजार 129 पट्टियों पर हस्ताक्षर की प्रक्रिया शुरू की है। भारत-बांग्लादेश ने 1974 में भूमि सीमा संबंधी समझौता किया था।

ओमान के समुद्री इलाके में इक्कीस भारतीय चालक दल के सदस्यों के साथ एक तेलवाहक जहाज का अपहरण कर लिया गया है। मुंबई में जहाजरानी महानिदेशालय द्वारा जारी बयान के अनुसार एम वी फेयरचेम बोगे नामक जहाज का आज उस समय अपहरण कर लिया गया जब वह अदन की खाड़ी के पास सलाला बंदरगाह पर लंगर डाले हुए था। हालांकि यह नहीं बताया गया है कि अपहरणकर्ता कौन थे।

अफगानिस्तान के दक्षिण कंधार प्रांत में एक सड़क दुर्घटना में 35 लोगों की मौत हो गई और 27 घायल हो गये हैं। आधिकारिक सूत्रों ने बताया कि दुर्घटना बस चालक के नियंत्रण खो देने से हुई। बस कंधार से काबुल जा रही थी। राष्ट्रपति हामिद करजई ने इस दुर्घटना पर गहरा शोक व्यक्त किया है।

आईएनएस सतपुडा युद्धपोत को आज भारतीय नौसेना में शामिल किया गया। नौसेना प्रमुख एडमिरल निर्मल वर्मा ने मुम्बई में इसका जलावतरण किया। हमारे संवाददाता ने खबर दी है कि मझगांव डॉक लिमिटेड द्वारा निर्मित यह दूसरा स्वदेशी युद्धपोत है।

भारतीय नौ सेना द्वारा पी17 कार्यक्रम के अंतर्गत निर्मित होने वाले 7 युद्धपोतों पर आठ हजार एक सौ एक करोड़ रूपये की लागत आएगी। सिवालक से लेकर तीसरा युद्धपोत...............अगले वर्ष नव सेना में शामिल हो जाएगा। इस श्रेणी का युद्धपोत ही 21वीं शताब्दी के पूर्वाद्ध में भारतीय नौ सेना का प्रमुख बेरा होगा। सरकार पी17 ए कार्यक्रम को भी मंजूरी दे दी है जिसके अंतर्गत अगली पीढ़ी के सात अन्य युद्धपोत बनाए जाएंगे जिसकी उन्नत तकनीक के लिए अभी से प्रयास किए जा रहे हैं। आकाशवाणी समाचार के लिए मझगांव डॉक से मैं मणिकांत ठाकुर।

Prime Minister says, the Government is for a strong Lok Pal Bill and open to discussion on the issue. Calling for a broad national consensus, Dr.Manmohan Singh expressed the hope that the government can enlist the cooperation of all thinking segments of public opinion to ensure that the end product is a strong and effective Lokpal which all sections of our community want. The Prime Minister was replying questions from the media at the conclusion of the full meeting of the Planning Commission to approve the Approach Paper of the 12th Five Year Plan.

Dr.Singh said the government has presented a Lokpal Bill which was the demand of all political parties.

On the growth target for the 12th Five Year Plan, the Prime Minister said, it can be revised to 9.2 per cent if the domestic and global economic situation improves. Earlier, Dr Manmohan Singh told the Planning Commission Panel that 9 percent growth is feasible in the next plan, if the government takes tough decisions.

Talking to reporters after the meeting of the full Planning Commission in New Delhi today, Dr Singh said that government is keen to fast track the second generation reforms by uniting all political parties to push forward this agenda.

Earlier in his opening remarks, Dr Singh emphasised the need for stepping up growth rate in the agriculture sector to 4 per cent during the next Plan. He said it is necessary to avoid inflationary pressure and improve rural income.

The Prime Minister said that health, education and skill development are the key areas of the strategy of inclusive development in the current Plan and they will continue to be the focus areas in the next plan as well. The Prime Minister also underlined the need to focus on implementation and governance to improve the effectiveness of the flagship programmes aimed at promoting inclusive growth.

Our Correspondent reports that the Approach Paper provides for a broad framework to be pursued in the five-year period to achieve all round development.

Delay in 2nd generation economic reforms is said to be the root cause of below target economic growth this fiscal and may cast its shadow in future as well. The FDI has already slowed down and growth rate has come down to 8.2 percent. That is why Prime Minister's assertion of building a political concensus on the reforms assumes importance. These reforms will have to be fast tracked for achieving 9.2 percent growth in the next plan. That will generate enough money for social sector spending. Meanwhile, briefing reporters about the deliberations in the meeting, Deputy Chairman of the Planning Commission Montek Singh Ahluwalia said that the panel is in favour of consolidation of centrally sponsored schemes.

In a historic move, India and Bangladesh have begun the process of signing of boundary strip maps to demarcate their 4,000-kilometre international boundary. The maps were signed by Indian High Commissioner to Bangladesh Rajeet Mitter and his Bangladesh counterpart Tariq Ahmad Karim. Bangladesh Land Minister Rezaul Karim Hira said the signing of the strip maps will end an outstanding issue which has remained unresolved for the past 65 years. A strip map is an unscaled drawing of a route to include critical points along the border, roadside features and town facilities. More from our correspondent:

The beginning of the process of signing border strip maps marks a milestone in the efforts of Bangladesh and India in reaching a comprehensive solution to outstanding land boundary matters. The High Commissioners of the two sides will sign a total of 1129 strip maps of the already demarcated areas of the 4096 kilometre boundary shared between India and Bangladesh. Apart from this the two sides have already completed joint surveys of land under adverse possession and a joint census in the 162 enclave areas. Both sides are confident that a historic final agreement resolving all these issues in the spirit of the 1974 land boundary agreement will be signed during Prime Minister Manmohan Singh’s visit to Dhaka in the first week of September this year.

In the Kashmir Valley, 12 infiltrators were killed in a fierce encounter at the line of control in Gurez Sector. An official spokesman told our Srinagar Correspondent Bashir Malik that six bodies have been recovered as the other six were drowned in the river Kishan Ganga. He said that one Lieutenant Nawdeep Singh also laid down his life while two jawans were injured. Two boats have been recovered from the militants which they used to cross the Kishan Ganga river.

An oil tanker with 21 Indian crew members on board has been hijacked off the coast of Oman. According to a statement issued by the Directorate General of Shipping in Mumbai, the vessel MV Fairchem Bogey was hijacked today while it was at the port of Salalah anchorage near the Gulf of Aden. He, however, did not say who the hijackers were.

The Gulf of Aden close to the port of Salalah has been witnessing repeated hijacking of ships by Somali pirates in the past one year.

In Afghanistan, 35 people were killed and 27 injured in a major bus accident in the southern Kandahar province today. Official sources said, the mishap occurred when the bus overturned and rolled down the mountainous road after the driver lost control. The overcrowded bus was on its way to Kabul from Kandhar.

In Pakistan, five people were killed in the metropolis today as violence continued unabated. In four days of violence at least 77 people lost their lives. Violence erupted in Karachi after the kidnapping and killing of five people belonging to Lyari. Violence was reported in North Karachi, F.B. Area, Orangi, Pak Colony and other areas of the city.

Rebels in Libya have consolidated their advance towards the capital Tripoli. Having recaptured the centre of Zawiya to the west of Tripoli the rebels now say they have also taken control of the strategic eastern port city of Brega a major oil refining centre. One week after the advance on Zawiya, rebel forces now appear to be in full control of the western city. That puts them just 50 kilometers outside the capital Tripoli and in a stronger position than ever.

In Jammu and Kashmir, eighteen persons were killed and eighteen others injured in a road accident today in the border district of Poonch. The vehicle was on its way to Mandi. More from our correspondent:

The accident took place due to sudden bursting of the tyre of the vehicle as a result of which driver lost control and the vehicle fell into a 150 meter deep gorge. Ten persons were killed on the spot while eight others succumbed to injuries while being shifted to the nearby hospitals. Of the eighteen injured persons, fourteen seriously injured have been referred to Government Medical College, Jammu for specialized treatment. Meanwhile, Chief Minister, Mr. Omar Abdullah has expressed grief over the loss of precious lives and has sanctioned an ex-gratia relief of one lakh rupees each in favour of the next of kin of those who have lost their lives in the accident and ten thousand rupees each in favour of injured who have been hospitalized. Navy's strike capabilities received a boost today as the second indigenously-built stealth warship, INS Satpura, was commissioned in to the Indian Navy by the Chief of Naval Staff Admiral Nirmal Verma in Mumbai. Addressing the ceremony, Admiral Nirmal Verma said that the Indian Navy remains committed to ensuring the security of sea-farers in the region.

Our correspondent reports, Satpura is the second of the indigenously designed and constructed stealth frigates of the Shivalik Class, built by Mazagon Dock Ltd, Mumbai.

INS Satpura is armed with a formidable array of surface, sub-surface and air-defence weapons. These include long range anti-ship missiles, anti-aircraft missiles and anti-missile defence systems, which can detect and engage the enemy at extended ranges, thereby giving her significant combat power. The weapon-sensor fit of the Satpura is controlled through a Combat Management System. The two multi-role helicopters that are embarked on Satpura provide enhanced surveillance and attack capability. In Maharashtra, three policemen, including two personnel of the Cobra battalion of the CRPF, were killed in a naxal attack in Gadchiroli district today. Another policeman and one CRPF jawan were injured. According to the police, the encounter took place at Makadchua village of Potegaon. The injured have been airlifted to district headquarters for treatment.
