 राज्यसभा ने कलकत्ता उच्च न्यायालय के न्यायाधीश न्यायमूर्ति सौमित्र सेन को उनके पद से हटाने संबंधी महाभियोग प्रस्ताव पारित कर दिया है। देश के इतिहास में ऐसा पहली बार हुआ है। सौमित्र सेन को धन के दुरूपयोग और गलत जानकारी देने के आरोप में यह प्रस्ताव लाया गया था। इसे मार्क्सवादी कम्युनिस्ट पार्टी के सीताराम येचुरी ने पेश किया था। सदन के सभापति मोहम्मद हामिद अंसारी ने महाभियोग पर मतदान के परिणाम की घोषणा की।

 प्रस्ताव के पक्ष में १८९ और विरोध में १७ मत पड़े हैं। यह प्रस्ताव सदन के कुल सदस्यों के बहुमत और उपस्थित सदस्यों के दो-तिहाई बहुमत से पारित किया गया है।
 इस प्रस्ताव पर दो दिन चली बहस में विभिन्न पार्टियों के सदस्यों ने न्यायिक सुधारों और न्याय प्रणाली के काम-काज में पारदर्शिता लाने के लिए एक न्यायिक आयोग के गठन की भी मांग की।
 न्यायाधीश सेन पर १९९० के दशक में करीब २४ लाख रूपये का दुरूपयोग का आरोप था।

 कांगे्रस ने कहा है कि न्यायाधीश सौमित्र सेन को पद से हटाने के महाभियोग प्रस्ताव पर राज्यसभा के सदस्यों द्वारा व्यक्त किये गये विभिन्न  विचारों से इस प्रस्ताव को भारी बहुमत से पारित करने में मदद मिली है। संसदीय कार्य राज्यमंत्री राजीव शुक्ल ने कहा कि अब यह प्रस्ताव लोकसभा में लाया जायेगा।
 भाजपा ने कहा है कि महाभियोग प्रस्ताव के पारित होने से कड़ा संदेश गया है। मार्क्सवादी कम्युनिस्ट पार्टी ने महाभियोग प्रस्ताव पारित किये जाने को राज्यसभा की गौरवपूर्ण उपलब्धि बताया है।

 लोकसभा ने भारतीय चिकित्सा परिषद संशोधन विधेयक २०११ पास कर दिया है। इसमें बेहतर चिकित्सा सुविधाएं प्रदान कराने का प्रावधान किया गया है।
  स्वास्थ्य मंत्री गुलाम नबी आजाद ने विधेयक पर चर्चा का जवाब देते हुए कहा कि सरकार अगले पांच वर्षों में मेडिकल पोस्ट गे्रजुएट के लिए पन्द्रह हजार सीटें बढ़ायेगी। उन्होंने कहा कि सरकार ने निजी क्षेत्रों को मेडिकल कालेजों की स्थापना के लिए प्रोत्साहन देने की नीतियां बनाई हैं। श्री आजाद ने कहा कि ग्रामीण क्षेत्रों में डॉक्टरों को काम करने के लिए प्रोत्साहित करने के वास्ते प्रभावी उपाय किये गये हैं।

 सरकार लोकपाल की नियुक्ति के बारे में कानून बनाने के प्रस्ताव पर गंभीरता से विचार कर रही है। इस विधेयक में उच्च पदों पर बैठे कुछ लोगों के खिलाफ भ्रष्टाचार की शिकायतों से निपटने के लिए लोकपाल की नियुक्ति के बारे में प्रावधान होंगे। यह विधेयक चार अगस्त को लोकसभा में पेश किया गया था।

 बेनामी लेनदेन पर कठोर नियंत्रण सुनिश्चित करने के लिए एक व्यापक विधेयक कल लोकसभा में पेश किया गया। बेनामी सम्पत्तियों की जब्ती और इसके लिए कारावास के प्रावधानों वाले बेनामी कारोबार (निषेध) विधेयक २०११ को कल वित्तमंत्री प्रणब मुखर्जी ने लोकसभा में पेश किया। यह बेनामी कारोबार (निषेध) अधिनियम १९८८ का स्थान लेगा।

 मध्यप्रदेश सरकार ने सूचना का अधिकार कार्यकर्ता शेहला मसूद की हत्या मामले की सीबीआई जांच की सिफारिश करने का फैसला किया है। मुख्यमंत्री शिवराज सिंह चौहान ने गृह विभाग के अधिकारियों को इस संबंध में आदेश जारी कर दिए हैं। मसूद, मंगलवार को अपनी कार में मृत पाई गई थीं। सामाजिक कार्यकर्ताओं, राजनीतिक दलों और अन्य लोगों ने भी इस हत्या की सीबीआई से जांच कराने की मांग की है।

 छह अगस्त को समाप्त के सप्ताह दौरान महंगाई दर नौ दशमलव शून्य तीन प्रतिशत रह गई। इसके पहले हफते में यह नौ दशमलव नौ शून्य प्रतिशत थी। वाणिज्य मंत्रालय के आंकड़ों के अनुसार सब्जियों और प्रोटीन युक्त खाद्य वस्तुओं के दामों में कमी के कारण महंगाई कम हुई।
 वित्तमंत्री प्रणब मुखर्जी ने आशा व्यक्त की है कि आने वाले महीनों में महंगाई सामान्य रहेगी और पांच दशमलव पांच प्रतिशत तक आ जाएगी।

 मुझे विश्वास है कि बेहतर मॉनसून और कृषि उत्पादों की आपूर्ति पर लगे प्रतिबंधों को खत्म करने के लिए उठाए गए कदमों से खाद्य पदार्थों की मुद्रास्फीति और नीचे आयेगी।

 गुजरात उच्च न्यायालय ने नरेन्द्र मोदी सरकार को एक नोटिस जारी कर इस बारे में स्पष्टीकरण मांगा है कि राज्य में लोकायुक्त की नियुक्ति क्यों नहीं की गई है। न्यायमूर्ति आकिल कुरैशी और न्यायमूर्ति सोनिया गोकानी की पीठ ने राज्य के मुख्य सचिव को नोटिस जारी किया है, जिसमें लोकायुक्त की नियुक्ति के बारे में ताजा स्थिति के ब्यौरे पर शपथ पत्र दाखिल करने को कहा गया है।

 अमरीका, फ्रांस, जर्मनी और ब्रिटेन के नेताओं ने मांग की है कि सीरिया के राष्ट्रपति बशर-अल-असद को विरोध प्रदर्शनों के हिंसक तरीके से दमन को देखते हुए पद छोड़ देना चाहिए। अमरीका और उसके सहयोगी देशों ने सीरिया के राष्ट्रपति से पद छोड़ने के लिए पहली बार खुले शब्दों में मांग की है।
 इस बीच, सीरिया सरकार के प्रवक्ता ने आरोप लगाया है कि पश्चिमी देशों की सरकारें सीरिया में तनाव बढ़ा रही है। प्रवक्ता ने कहा कि अचरज की बात यह है कि सीरिया को सुधार कार्यक्रम लागू करने में सहयोग देने की पेशकश के स्थान पर पश्चिमी देश और अमरीकी राष्ट्रपति बराक ओबामा सीरिया में हिंसा भड़का रहे हैं।
 संयुक्त राष्ट्र में सीरिया के राजदूत बशर जाफरी ने कहा है कि सीरिया के सुरक्षा बलों ने सभी अभियानों पर रोक लगा दी है।

 संयुक्त राष्ट्र सुरक्षा परिषद में आज सीरिया संकट पर चर्चा होगी। संयुक्तराष्ट्र में भारत के स्थायी प्रतिनिधि हरदीप सिंह पुरी ने कहा है कि सुरक्षा परिषद, सीरिया संकट के बारे में संयुक्त राष्ट्र मानवाधिकार प्रमुख से पूरी जानकारी लेने के बाद उपयुक्त निर्णय लेगी।  भारत १५ सदस्यीय सुरक्षा परिषद का अध्यक्ष है।

 अमरीकी सीनेटर जॉन मैककेन ने कहा है कि भारत , अमरीका का एक महत्वपूर्ण सामरिक साझेदार है और वह दक्षिण एशिया क्षेत्र में शांति और सुरक्षा बनाये रखने में एक बड़ी भूमिका अदा कर सकता है। कल नई दिल्ली में श्री मैककेन ने कहा कि वे कश्मीर में स्थिति में हुए सुधार से प्रभावित हुए हैं।

 कश्मीर में जो मैंने देखा है उससे मैं बहुत उत्साहित हूं। ऐसा माना जा रहा है कि दुनिया के सबसे सुन्दर स्थलों में शामिल कश्मीर में सुरक्षा बहाल हो रही है, जिससे बच्चे स्कूल जा रहे हैं, व्यवसाय और पर्यटन में बढ़ौत्तरी हो रही है, लोग सामान्य जीवन व्यतीत कर रहे हैं। मैं आशा करता हूं कि सकारात्मक विकास खासकर आर्थिक प्रगति तेजी से जारी रहेगी।
 उन्होंने आतंकवाद के खतरे से निपटने में अमरीका द्वारा मिलकर काम करने की प्रतिबद्धता दोहराई।

 उत्तर प्रदेश में मुरादाबाद जिले में बाढ़ की स्थिति गंभीर हो गई है। वहां रामगंगा नदी उफान पर है और इससे दिल्ली से लखनऊ को जोड़ने वाले राष्ट्रीय राजमार्ग संख्या २४ पर यातायात बाधित हुआ है। यह राजमार्ग मुरादाबाद और रामपुर के बीच पिछले तीन दिनों से बंद हैं।

 उत्तराखंड और नेपाल के बेराजों और बांधों से लगातार पानी छोड़े जाने के कारण राज्य के तमाम पश्चिमी और पूर्वी जिलों में बाढ़ के हालात और खराब हो गए हैं। गंगा और रामगंगा की बाढ़ के कारण मुरादाबाद और बिजनौर के कई इलाके जल मग्न हैं। वहीं पश्चमी उत्तर प्रदेश से होकर गुजरने वाले राष्ट्रीय राजमार्गों और अन्य कई संपर्क मागोर्ं पर यातायात रूका हुआ है। इस बीच राज्य के राहत आयुक्त के अनुसार बाढ़ प्रभावित इलाकों में बाढ़ चौकियां बना दी गई है और तेजी के साथ राहत कार्य चलाए जा रहे हैं। संजय प्रताप सिंह आकाशवाणी समाचार इलाहाबाद।

 राष्ट्रीय आपदा प्रबंधन प्राधिकरण ने देश के विभिन्न राज्यों में राष्ट्रीय आपदा कार्रवाई बल की टीमें तैनात की है। सरकारी विज्ञप्ति के अनुसार असम में बाढ़ या किसी अन्य आपदा के मामले में तत्काल कार्रवाई करने और बचाव के लिए बल की छह टीम तैनात की गई है। बिहार में पांच और उत्तर प्रदेश में तीन टीम भेजी गई हैं। पश्चिम बंगाल और आंध्र प्रदेश में दो- दो टीमें तैनात की गई हैं। हरियाणा और केरल में एक-एक टीम तैनात की गई है।

The Rajya Sabha yesterday adopted an impeachment motion to remove the Judge of Calcutta High Court, Justice Soumitra Sen from the post for misappropriation of funds and misrepresentation of facts. The motion moved by Sitaram Yechuri of the CPIM was adopted by more than two-third of the members present in the House. The Chairman of the House, Mohd. Hamid Ansari announced that 189 members voted in favour of the motion and 17 against.

"Subject to correction I's 189. No's 17, the I's have it the motion and the address are adopted by a majority of the total membership of the house and by a majority of not less than two-thirds of the members of the house present and voting."

Justice Sen is accused of misappropriating nearly 24 lakh rupees in the 1990s when he was a lawyer and was appointed receiver by the Calcutta High Court.

The Lok Sabha has passed the Indian Medical Council Amendment Bill 2011. The bill seeks to provide better health facilities in the country. Replying to the discussion yesterday, Health Minister Ghulam Nabhi Azad said the government will add 15 thousand Medical Post Graduation seats in the next five years. He said, the government has formulated policies to give incentives to the private sector to set up Medical colleges. Mr. Azad said, the government has taken effective measures to encourage medical practitioners to serve in rural areas.

The Madhya Pradesh government has decided to recommend a CBI inquiry into the death of Bhopal based RTI activist Shehla Masood. Chief Minister Shivraj Singh Chouhan issued directives to the Home department officials in this regard. Shehla Masood was found dead in her car on Tuesday. The district police are still clueless about the identity of killers and the motive behind the killing. Social activists, political parties and other sections have also demanded a CBI inquiry into the killing.

In an initiative to provide relief to Air India, the Petroleum Ministry has decided to grant two to three months credit to the national carrier for jet fuel instead of making daily payments. Civil Aviation Minister Vayalar Ravi said that the decision on providing fuel credit was taken by a Group of Ministers, headed by Finance Minister Pranab Mukherjee. He said, the latest financial and operational performance of the carrier was also reviewed in the meeting. The national carrier had been put on cash-and-carry mode by public sector oil companies since last December as it owes more than 2,000 crore rupees to them. Air India has been paying 16.5 crore rupees a day for lifting aviation turbine fuel -ATF for its day-to-day operations.

Finance Minister Pranab Mukherjee has expressed hope that the inflation will moderate in the coming months and will come down to 5.5 percent. Talking to reporters outside Parliament Mr. Mukherjee said that with good monsoon, the food inflation will also come down.

"Though food inflation has come down from February 2010 till 6th August 2011 substantially. In February 2010, it was 22% and it's 9%, but 9% food inflation is high and it will have to be further moderated and I do hope good monsoon and the steps taken to remove the supply constraints on agricultural product would help to moderate the food inflation."

The leaders of the United States, France, Germany and Britain have demanded that President Assad of Syria leave office following the violent suppression of street protests against his leadership. It is the first explicit call from the US and its allies for the Syrian leadership to step down. President Obama said, time has come for President Bashar al-Assad to step down. US Secretary of State Hillary Clinton also echoed similar sentiments.

"The transition to democracy in Syria has begun. It is time for Assad to get out of the way. As President Obama said no outside power can or should impose on its transition. It is up to the Syrian people to choose their own leaders."

In a joint statement, the leaders of Britain, France and Germany said, President Assad should leave power in the greater interests of Syria and the unity of the people. A Syrian Government spokesman accused the Western Governments of increasing tension in the country.

The 15-member Security Council, of which India is the current President, will hold a special session on Syria today to discuss the latest developments in the country.

Justice S.U. Khan of Allahabad High Court has been nominated as a new member of the three-Judge larger bench of Allahabad High Court. The larger bench was constituted recently to hear the land acquisition cases of Noida, Greater Noida and Noida Extension areas of Gautam Buddha Nagar district of Uttar Pradesh. Justice Khan's nomination comes after Justice R.K Agrawal on Wednesday, recused himself from the case.

The flood situation continued to remain grim in several parts of the country.

In Bihar, most of the rivers including Ganga are flowing above danger mark at several places. Central Water Commission says, Ganga is flowing above danger mark at Gandhi ghat in Patna, Hathidah, Bhagalpur and Kahalgaon.

In Assam, the overall flood situation in Dhemaji district has started to improve with no more rain in the catchment areas. According to official sources, the water level in most rivers in the district, originating from Arunachal Pradesh, is receding. More than one lakh, fifty thousand population in the district were affected in the current wave of the floods.

In Uttarakhand, normal life has been disrupted due to rain and landslide for the last five days. Meanwhile, rain continues in different parts of the state today. More from our Correspondent:

"Life in the entire Kumaon division particularly the hill district has been thrown out of gear on account of continuing incessant rains. As per reports most parts of the region has remained cut off on the 5th consecutive day today. The administration is trying to open alternative routes in the area. Meanwhile, in Nanital district two deaths have been reported inthe rain related incidents.

The Uttar Pradesh government has requisitioned the Centre for further deployment of National Disaster Relief Force at Moradabad and Gonda districts badly hit by flood. State Relief Commissioner K K Sinha has said that two columns each of NDRF would be deployed in these two districts along with boats for relief and rescue operations. More from our correspondent:

"Flood situation in different parts of western and eastern Uttar Pradesh is still grim. Continuous release of water from barrages and dams in Uttarakhand and Nepal led to rise water levels of Ganga, Ramganga and Ghghra rivers . Due to flood Delhi -Lucknow national highway and Delhi -Pauri are closed for traffic at Muradabad and in Bijnore .The state relief commissioner said that flood-relief outposts have been established in affected districts to carry out relief operations at war-footing. According to met department rain and thunder shower will continue in next forty hours across the state.

Yamuna continues to flow over the danger mark in Delhi with water level increasing to around 206 meters. According to the Flood Control department, the Haryana government has informed that it will not release additional water from its Hathinikund barrage. This will help stabilise the water level. According to Delhi government, people living in low lying areas have been shifted to safer places and provided with tented accommodation. They are also being provided free healthcare and essential items. A 24-hour flood control room has been set up in the Geeta Colony to keep a vigil on the water level.

The Gujarat High Court has issued a notice to the Narendra Modi government, asking it to explain why no Lokayukta had been appointed in the State. A Division Bench comprising Justices Akil Qureshi and Sonia Gokani, issued the notice to the Chief Secretary, asking him to file an affidavit detailing the latest status. The Court notice comes a day after the State Cabinet decided to set up a Judicial Enquiry Commission and named the retired Judge of the Supreme Court, M. B. Shah, to constitute the panel to probe charges of corruption levelled against Chief Minister and some of his Cabinet colleagues.

Major stock indexes in the United States dropped sharply yesterday echoing losses in Europe and Asia. Dow Jones industrial verge fell 3.7 per cent while Nasdaq composite index slid 5.2 per cent.

Stocks closed sharply lower in Europe. London's Financial Market index dropped 4.5 per cent while in Paris, CAC-40 fell 5.5 per cent and the DAX index in Frankfurt, Germany finished 5.8% down.

Hosts England will resume their first innings at their overnight score of 75 for no loss against India, on the second day of the fourth and final cricket Test at the Oval in London today. Skipper Andrew Strauss on 38 and Alistair Cook on 34 were at the crease when the stumps were drawn yesterday. After winning the toss and opting to bat, England looked totally in control, playing cautiously in the initial stages of the day. But their progress was halted as rain interrupted play at lunch and the match could not proceed any further. Only 26 overs were bowled on the opening day yesterday.

The front pages of major newspapers this morning have carried stories related to the Lokpal bill. "Judiciary out of Lokpal? Team Anna softens stand" reads a Times of India headline, adding that Anna Hazare agreed to end his fast in 15 days. Hindustan Times reports that Santosh Hegde, former Karnataka Lokayukta and a part of Team Anna signalled a possible softening of stand on the inclusion of Prime Minister and judiciary in the ambit of Lokpal if the government agreed on other issues.

The Indian Express writes that the Supreme Court has ruled that OBC students are eligible for admission under the 27% reservation quota if they have scored not less than 10% of the minimum eligibility marks prescribed for the general category.

Most newspapers have front paged the story of adoption of impeachment motion by the Rajya Sabha against Justice Soumitra Sen of the Calcutta High Court, accused of misappropriation of funds and misrepresentation of facts.

The Times of India says that 32 CBI teams launched raids across seven Indian cities at the homes and offices of YSR Congress Chief Jaganmohan Reddy and numerous individuals and firms linked to him.

Mail Today writes that West Bengal Chief Minister Mamata Bannerjee has rejected the proposed nuclear power plant project at Haripur in East Midnapore even after the Prime Minister signed a deal in Russia to set up the plant.
