अफगानिस्तान के राष्ट्रपति हामिद करजई ने कहा है कि भारत के साथ सामरिक भागीदारी के समझौते पर हस्ताक्षर करना किसी अन्य देश के ख़िलाफ नहीं है। अपनी दो दिन की यात्रा की समाप्ति पर उन्होंने कहा कि दोनों देशों के बीच सामरिक भागीदारी के समझौते से उन बातों को लिखित रूप दे दिया गया है, जो पिछले कुछ सालों से चल रही थीं। नई दिल्ली में अपने तीसरे आर.के. मिश्रा स्मारक व्याख्यान में श्री करजई ने कहा कि भारत और अफगानिस्तान के बीच पिछले कुछ सालों से अच्छे संबंध हैं। श्री करजई ने कहा कि अफगानिस्तान ने जो कुछ भी मांगा है भारत ने कभी इंकार नहीं किया।

मैं भारत के लोगों को हमारे देश के पुननिर्माण कार्य में सहयोग के लिए धन्यवाद देता हूं। भारत ने लोकतंत्र से लेकर संस्थागत निर्माण शिक्षा, राजमार्ग, और बिजली उत्पादन एवं पारेषण तथा हजारों छात्रवृत्तियां देने तक हर क्षेत्र में सहयोग किया है।''

श्री करज+ई ने बताया कि सामरिक समझौते के तहत भारत, अफगानिस्तान की थलसेना और अन्य सुरक्षाकर्मियों को प्रशिक्षण देगा। श्री करजई ने कहा कि उनकी सरकार युद्धग्रस्त अफगानिस्तान में शांति लाने के लिए तालिबान से बातचीत को स्थगित करने के फैसले को लोया जि+रगा के सामने रखेगी।

विदेश मंत्री एस.एम. कृष्णा ने कहा कि भारत पुनर्निर्माण के कार्यों में अफगानिस्तान की सहायता करता रहेगा। श्री करजई ने दो दिन के भारत दौरे के दौरान देश को आतंकवाद से हुए नुकसान और दोनों देशों के बीच सामरिक सहयोग सहित विभिन्न विषयों पर प्रधानमंत्री डॉ० मनमोहन सिंह से व्यापक बातचीत की।

अफगानिस्तान के अधिकारियों ने राष्ट्रपति हामिद करजई की हत्या की साजिश विफल करने का दावा किया है। श्री करजई की हत्या की साजिश रचने के आरोप में छह संदिग्ध व्यक्तियों को गिरतार किया गया है। अफगानिस्तान की सुरक्षा एजेंसी-राष्ट्रीय सुरक्षा निदेशालय के प्रवक्ता लुत्फुल्लाह मशाल ने काबुल में एक संवाददाता सम्मेलन में बताया कि गिरतार किए गए लोगों में राष्ट्रपति महल का एक कर्मचारी, कॉलेज के तीन छात्र और विश्वविद्यालय का एक प्रोफेसर शामिल है। वर्ष २००२ में अफगानिस्तान के नेता बनने के बाद से श्री करजई की हत्या की कई कोशिशे की जा चुकी हैं।

राष्ट्रपति करजई की हत्या की सबसे ताजा कोशिश अप्रैल २००८ में हुई थी जब वे काबुल में एक सैनिक परेड में हिस्सा ले रहे थे। यही नहीं हाल में राष्ट्रपति के कई घनिष्ठ सहयोगियों की हत्या हुई है। लेकिन इस बार सबसे ज्यादा दुर्भाग्यपूर्ण और चिंताजनक बात ये है कि हत्या की साजिश रचने वालों ने राष्ट्रपति की सुरक्षाप्रणाली को भेदने के लिए एक अंगरक्षक को मोहरा बना लिया था। मगर अफगान सुरक्षा एजेंसियों ने अपनी सतर्कता से इस साजिश को विफल कर दिया। इससे यह भी पता चलता अफगान सुरक्षा एजेंसियां नैटो सेनाओं के अफगानिस्तान से जाने के बाद अपने देश की हिफाजत की जिम्मेदारी निभाने के लिए तैयार हैं। राजेन्द्र उपाध्याय आकाशवाणी समाचार, काबुल''

पंजाब विधानसभा ने पंजाब सेवा का अधिकार विधेयक-२०११ सर्वसम्मति से पारित कर दिया है। इससे ६७ नागरिक सेवाओं को समयबद्ध आधार पर उपलब्ध कराया जा सकेगा।

सेवा का आधिकार कानून पास हो जाने से नागरिकों को सार्थक सेवाएं जिनमें पानी व सीवरेज का कनेक्शन और मकानों के नक्शे आदि शामिल हैं,  लोगों को निर्धारित समय पर मिल सकेंगी। सेवाएं मुहैया कराने और शिकायतें सुनने के लिए एक आयोग का गठन किया जाएगा जिसके अध्यक्ष की नियुक्ति विपक्ष के नेता की सलाह से की जाएगी। यह आयोग अपने आप से भी शिकायतें दर्ज कर सकेगा। जो अधिकारी समय पर सेवाएं उपलब्ध नहीं करवाएंगे उनके लिए जुर्माने का भी प्रावधान किया गया है। आकाशवाणी समाचार के लिए चंडीगढ़ से जसविंदर सिंह रंधावा।''

महाराष्ट्र सरकार ने राज्य में जलपान गृहों में हुक्का और अन्य तम्बाकू उत्पादों पर पूरी तरह रोक लगाने का निर्णय लिया है। सरकार ने बम्बई उच्च न्यायालय को बताया कि राज्य में सभी नगर निगमों से कहा गया है कि वे जलपान गृहों और भोजनालयों को दिये जाने वाले लाइसेंस से संबंधित समझौतों में सिगरेट और अन्य तम्बाकू उत्पाद (निषेध) अधिनियम के प्रावधान शामिल करें। इससे जलपान गृहों और भोजनालयों में हुक्का और अन्य तम्बाकू उत्पादों पर पूर्ण प्रतिबंध लग जाएगा।

दुनिया के सबसे कम मूल्य वाले कम्प्यूटर आकाश का कल नई दिल्ली में शुभारम्भ किया गया। इसकी कीमत दो हजार दो सौ छिहत्तर रुपये है। सूचना प्रौद्योगिकी के जरिए शिक्षा के विस्तार से जुड़े सरकार के कार्यक्रम के एक अंग के रूप में यह कम्प्यूटर छात्रों को लगभग आधी कीमत पर उपलब्ध कराया जायेगा। सात इंच की टच स्क्रीन वाले इस उपकरण का लोकार्पण करते हुए मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि सरकार ने इस तरह के कम्प्यूटर की कीमत दस डॉलर यानी लगभग पांच सौ रुपये तक नीचे लाने का महत्त्वाकांक्षी लक्ष्य निर्धारित किया है। श्री सिब्बल ने कहा कि बारहवीं पंचवर्षीय योजना के दौरान सरकार ये कम्प्यूटर कक्षा नौ से बारह तक के छात्रों को उपलब्ध करायेगी।

हमारी कोशिश यह रहेगी कि बारहवीं पंचवर्षीय योजना में जो हमारे बच्चे नौवीं कक्षा से लेकर बारहवीं कक्षा तक पढ़ रहे हैं उनको हम यह डिवाइस देंगे। ''

उत्तर प्रदेश में मुख्यमंत्री मायावती ने माध्यमिक शिक्षा मंत्री रंगनाथ मिश्र और श्रम मंत्री बादशाह सिंह को मंत्रिमंडल से हटा दिया है। इन दोनों पर भ्रष्टाचार के आरोप हैं। एक सरकारी प्रवक्ता ने हमारे लखनऊ संवाददाता को बताया कि मुख्यमंत्री ने रंगनाथ मिश्र, बादशाह सिंह और पूर्व पशुपालन मंत्री अवधपाल सिंह यादव के खिलाफ भ्रष्टाचार के आरोपों की जांच, राज्य के सतर्कता आयुक्त को सौंप दी है। इन तीनों मंत्रियों को लोकायुक्त ने दोषी पाया है।

दैनिक भास्कर और राष्ट्रीय सहारा ने चिंतित करने वाली खबर दी है कि यमुना नदी के प्रदूषित पानी से ताज की नींव कमजोर हो रही है, अगर जल्दी कार्रवाई शुरू नहीं की गई तो अगले दो से पांच साल में ताज मिट्टी में मिल जाएगा।

Afghanistan's President Hamid Karzai has said that the signing of the strategic partnership agreement with India is not directed against any country. Winding up his two-day visit to India, he said, the strategic partnership between the two countries only puts into words the realities of the relationship. Delivering the R K Mishra third Memorial lecture in New Delhi yesterday, he said, India and Afghanistan have been engaged for the past few years during which India has built roads and the Zaranj-Delaram Highway, raised power transmission lines from North Afghanistan to Kabul and built the Parliament building.
"We signed a strategic partnership agreement. It is nothing new, by the way. We have been engaged in strategic partnership cooperation for the last many years. When you give us 2000 scholarships that's strategic."
Mr. Karzai elaborated that under the strategic pact, India will train the Afghan army and other security personnel. Afghanistan President said that the reconciliation process has not brought the desired results, adding that his government is suspending talks with the Taliban.
"By launching a peace process with the Taliban and by engaging very seriously and very brotherly with our brothers in Pakistan, we have not unfortunately yet received the result that we wanted the peace process with the Taliban, and the messasnger who came in the name of peace killed Professor Burhanuddin Rabbani. We have now decided to not talk to the Taliban."
External Affairs Minister S M Krishna said that India will continue to assist Afghanistan in its reconstruction process and pledged New Delhi's full support to the war torn country in its rebuilding and reconstruction process.

Officials in Afghanistan claimed that they have foiled a plot to assassinate President Hamid Karzai. A group of six suspects were arrested on charges of plotting to assassinate the Afghanistan President. The National Directorate of Security Spokesman Lutfullah Mashal told media persons that those arrested include an employee of the Presidential Palace, three college students and a university professor. The group was recruited by two Arab nationals based in Pakistan and one of the suspects was allegedly receiving training in Pakistan's North Waziristan tribal region. The group has ties with Al-Qaida and the Al-Qaida linked Haqqani network. The group was able to recruit one of President Karzai's bodyguards. Our correspondent has filed this report:
"President Karzai has been the target of at least three assassination attempts since becoming leader in 2002. Most recently in April 2008, insurgents fired guns and rockets when he was attending a military parade near the presidential palace in Kabul. The most disturbing and unfortunate thing this time is that conspirators infiltrated the presidential protection system and recruited one of the bodyguards of the President. But Afghan security agencies with their alertness foiled the plot in time. It shows that Afghan security agencies are prepared to take over responsibility of their countrie’s security after the withdrawl of foreign troops from the country. --Rajendra Upadhyay, Kabul."

The Punjab Legislative Assembly unanimously passed the Punjab Right to Service Bill-2011 ensuring time bound delivery of 67 services to the people. Introducing the bill in the assembly yesterday, Deputy Chief Minister, Sukhbir Singh Badal sought cooperation from opposition for the success of this legislation. He said, this act will provide a service in a stipulated time to the person which is a right of every citizen. Here is more from our correspondent:
"These services include municipal services like water and sewerage connections and sanction of building plans to the public. Police services like passport verification, issuing of driving licences and verification of certificates also fall within its ambit. A commission will be set up to provide services and to listen complaints. Commission will be an independent statutory body having powers to initiate complaints in suo-moto also. The Maharashtra government yesterday decided to put a complete ban on the sale and use of tobacco products at restaurants and eating joints in the state. The government informed the Bombay High Court that all municipal corporations in the state have been asked to incorporate the provisions of the Cigarette and Other Tobacco Products (Prohibition) Act in the license agreements of restaurants and eating outlets implicating a complete ban on the sale of hookah and other tobacco products at such places. The action of the state government comes in the backdrop of a public interest litigation filed by an NGO which alleged that minors were allowed to purchase hookahs in hookah parlors and eating outlets serving hookahs.

The world's cheapest tablet Personal Computer, Askash costing 2,276 rupees was launched in New Delhi yesterday. It will be available at around half this price to students as part of the government's programme to expand education through information technology. Unveiling the 7-inch touch screen device, HRD Minister Kapil Sibal said the government has set an ambitious target of bringing down the cost of such devices to as low as 10 dollars or approximately 500 rupees. For institutes, it will cost around 1,100 to 1,200 rupees. He said, the price includes taxes and the cost of transportation.

The President Mrs. Pratibha Devisingh Patil has said that an economically resurgent India offers a variety of investment opportunities both in the traditional and new sectors.  केंद्र ने प्रशासन में पारदर्शिता रखने और भ्रष्टाचार से कारगर ढंग से निपटने के लिए अनेक उपायों की घोषणा की है।  कानून मंत्री सलमान खुर्शीद ने नई दिल्ली में बताया कि भ्रष्टाचार से जुड़े मामले तेजी से निपटाने के लिए ७१ सीबीआई अदालतें गठित की जाएंगी। हमारे संवाददाता के अनुसार दस साल से ज्यादा समय से लंबित भ्रष्टाचार के मामलों का अध्ययन करके उन्हें तेजी से निपटाने या वापस लेने के सुझाव देने के वास्ते एक समिति बनाई जाएगी। इसके अध्यक्ष उच्चतम न्यायालय के एक न्यायाधीश होंगे। इस समय ऐसे दस हजार मामले लंबित है। श्री खुर्शीद ने मंत्रियों के समूह की सिफारिशों को स्वीकार करते हुए कहा कि दागी अधिकारियों पर मुकदमा चलाने की अनुमति देने के लिए तीन महीने की समय सीमा तय की गई हैं। कार्मिक राज्य मंत्री नारायणसामी ने कहा कि संबद्ध प्रभारी मंत्री इसकी अनुमति दे सकेंगे। उन्होंने स्पष्ट किया कि ऐसे में मुकदमे की अनुमति से इंकार की सूचना सात दिन के भीतर प्रधानमंत्री को भेजनी होगी।
 श्री खुर्शिद ने कहा कि माओवादी हिंसा के शिकार या युद्ध में शहीद हुए सैनिकों की विधवाओं के मामलों को छोड़कर मंत्रियों को जमीन, पेट्रोल पम्प और टेलिफोन आबंटन का विवेकाधीन अधिकारी नहीं रहेगा।

 केन्द्र ने, देश के नक्सल प्रभावित क्षेत्रों में चार सौ थानों की व्यवस्था मजबूत करने के लिए एक अरब २० करोड़ रुपये मंजूर किये हैं। सरकारी सूत्रों के अनुसार तीस-तीस लाख रुपये की पहली किस्त नयी इमारतें, आवासीय परिसर और बंकरों के निर्माण पर तथा हथियार और संचार उपकरण खरीदने पर खर्च की जाएगी।
 गृह मंत्रालय ने इन सभी थानों की व्यवस्था मजबूत बनाने पर दो-दो करोड़ रुपये खर्च करने का फैसला किया है। इसमें से एक करोड़ ६० लाख रुपये केन्द्र सरकार देगी और ४० लाख राज्य सरकार खर्च करेगी।
 हमारे संवाददाता ने बताया है कि आठ राज्यों के ६४ जिलों के दो सौ ७० थानों के तहत आने वाले इलाकों से नक्सली हिंसा की ख़बरे मिली हैं। इस वर्ष अगस्त से अब तक करीब साढ़े आठ सौ घटनाओं की रिपोर्ट मिली, जिनमें करीब तीन सौ लोगों की मौत हुई है।

 सीमा सुरक्षा बल ने भारत-पाकिस्तान सीमा पर अटारी में तस्करों से हेरोइन बरामद कर एक बड़ी सफलता हासिल की है। अन्तर्राष्ट्रीय बाजार में इसकी कीमत एक अरब ३५ करोड़ रूपये बतायी जा रही है। सीमा सुरक्षा बल के मुस्तैद जवानों ने भारतीय सीमा में घुसने का पाकिस्तानी तस्करों का प्रयास विफल कर दिया।
 सीमा सुरक्षा बल के इंस्पेक्टर पवन चौधरी ने बताया कि पाकिस्तानी तस्करों के भारतीय सीमा में घुसने के प्रयास को देखते हुए सीमा सुरक्षा बल के गश्ती दल ने उन पर गोलियां चलायंीं। इसके बाद तस्कर हेरोइन छोड़ कर भाग गए, जिसे बी.एस.एफ ने अपने कब्जे में ले लिया।

 सरकार देश में गेंहू और मक्के की गुणवत्ता तथा उत्पादकता में सुधार के लिए तीन अनुसंधान संस्थानों की स्थापना करेगी। कृषि मंत्री शरद पवार ने नई दिल्ली में बताया कि यह संस्थान पंजाब में लुधियाना, मध्यप्रदेश में जबलपुर और बिहार में पूसा में खोले जाएंगे। श्री पवार ने भारतीय कृषि अनुसंधान परिषद और अंतर्राष्ट्रीय मक्का तथा गेंहू सुधार केंद्र के बीच इस आशय के एक समझौता-ज्ञापन पर हस्ताक्षर के बाद यह जानकारी दी।
 कृषि मंत्री ने बताया कि इन संस्थानों का नाम देश में हरित क्रांति के जनक नोरमैन अर्नेस्ट बोरलॉग के नाम पर रखा जाएगा।

 अल्पसंख्यक मामलों के मंत्रालय ने चालू वित्त वर्ष में अल्पसंख्यक समुदाय के छात्रों के लिए मैट्रिक पूर्व छात्रवृति योजना के तहत सात लाख अतिरिक्त छात्रवृत्तियां देने की घोषणा की है। पहले २७ लाख नये वजीफे देने का लक्ष्य रखा गया था, जिसे बढ़ाकर ३४ लाख कर दिया गया है। सरकारी विज्ञप्ति के अनुसार सरकार ने २२५ करोड़ रूपये और आवंटित किए हैं, जिन्हें मिलाकर यह राशि ६०० करोड़ रूपये हो जाएगी। सरकार ने समुदायों के हिसाब से ये छात्रवृत्तियां तय की हैं।
 मुस्लिम समुदाय के छात्रों के लिए करीब २४ लाख ८० हजार नये वजीफे दिये जाएंगे, जबकि इसाइयों के लिए इनकी संख्या करीब चार लाख ३१ हजार होगी। सिखों के लिए ३ लाख ४४ हजार, बौद्धों के लिए एक लाख ४२ हजार और पारसियों के लिए एक हजार १७६ नये वजीफे दिये जाएंगे।

 महाराष्ट्र सरकार ने राज्य में जलपान गृहों में हुक्का और अन्य तम्बाकू उत्पादों पर पूरी तरह रोक लगाने का निर्णय लिया है। सरकार ने बम्बई उच्च न्यायालय को बताया कि राज्य में सभी नगर निगमों से कहा गया है कि वे जलपान गृहों और भोजनालयों को दिये जाने वाले लाइसेंस से संबंधित समझौतों में सिगरेट और अन्य तम्बाकू उत्पाद (निषेध) अधिनियम के प्रावधान शामिल करें। इससे जलपान गृहों और भोजनालयों में हुक्का और अन्य तम्बाकू उत्पादों पर पूर्ण प्रतिबंध लग जाएगा। सरकार ने यह निर्णय एक गैर सरकारी संगठन द्वारा दाखिल  जनहित याचिका को देखते हुए लिया है जिसमें आरोप लगाया गया है कि हुक्का पार्लरों और जलपान गृहों में नाबालिगों को भी हुक्का खरीदने दिया जाता है।

 दिल्ली सरकार ने राजधानी में सुपरबग के मामले पर संबंधित वरिष्ठ अधिकारियों की आज बैठक बुलाई है। गंगाराम अस्पताल के एक शोध में दिल्ली में बड़ी संख्या में मरीजों के नमूनों में सुपरबग का वायरस पाये जाने की खबरों के बाद यह बैठक बुलाई गई है। दिल्ली के स्वास्थ्य मंत्री अशोक वालिया ने बताया कि यह एक गंभीर मुद्दा है और कहा कि उन्हें सम्बन्धित अस्पताल से कोई भी रिपोर्ट नहीं मिली है।

 असम में, सुरक्षा बलों ने कल दीमा हसाओ पर्वतीय जिले में एक मालगाड़ी पर किए गए हमले में शामिल उग्रवादियों की धर-पकड़ के लिए व्यापक अभियान शुरू किया है। यह हमला लोअर हाफलॉन्ग और मैगरेनदीसा स्टेशनों के बीच एक दूरदराज इलाके में हुआ था। पुलिस को संदेह है कि  इस हमले में उग्रवादी गुट हिल्स टाइगर फोर्स का हाथ है। आकाशवाणी के संवाददाता का कहना है कि इस जिले में लगभग छह महीने की शांति के बाद उग्रवादियों की यह एक बड़ी वारदाता है।

 हिमाचल प्रदेश में कंगहन जिले के कंगहन क्षेत्र के लिए आज से बड़ी जल आपूर्ति योजना का शुभारंभ हो गया है। हमारी संवाददाता ने खबर दी है कि इस पेय जल योजना से एक लाख ३० हजार से अधिक लोगों को लाभ होगा

 भारत और ईरान कच्चे तेल के लिए भुगतान की व्यवस्था कायम करने और आपसी व्यापार बढ़ाने पर सहमत हो गए हैं। वित्त मंत्रालय के अनुसार दोनों पक्षों ने इस मुद्दे पर  आपसी बातचीत जारी रखने पर भी सहमति व्यक्त की।
 इससे पहले ईरान ने धमकी दी थी कि उसके यहां से आयात के भुगतान की अगर जल्दी व्यवस्था न की गई, तो वह भारत को कच्चे तेल की सप्लाई रोक देगा। हमारे संवाददाता ने बताया है कि सऊदी अरब के बाद ईरान ही एकमात्र देश है, जो भारत को तेल सप्लाई करता है और भारत चीन के बाद ईरान के कच्चे तेल का दूसरा सबसे बड़ा खरीदार है। ईरान के कुल निर्यात का २० प्रतिशत भारत खरीदता है। ईरान के विवादास्पद परमाणु शक्ति कार्यक्रम के कारण उस पर लगे अंतर्राष्ट्रीय प्रतिबंधों की वजह से भारतीय कंपनियों को ईरान को भुगतान करने में मुश्किले आ रही हैं। इन प्रतिबंधों में बैंकिंग प्रतिबंध शामिल है।

 भारत अपने तटों से दूर समुद्री सुरक्षा के लिए सेना के इस्तेमाल की नीति विकसित कर रहा है। राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मेनन ने कहा है कि भारत समुद्री सुरक्षा जैसे क्षेत्रों में बड़ा योगदान कर सकता है। नई दिल्ली में १६वीं फील्ड मार्शल के.एम. करियप्पा स्मारक व्याख्यान माला में उन्होंने कहा कि भारत को अपनी समुद्री सुरक्षा व्यवस्था विकसित करते रहनी होगी और हिन्द महासागर की सुरक्षा में योगदान देने की जिम्मेदारी निभानी होगी।
 राष्ट्रीय सुरक्षा सलाहकार ने कहा कि राष्ट्रीय सुरक्षा की समीक्षा के लिए राष्ट्रीय कार्यदल गठित किया गया है, जिसकी रिपोर्ट जल्दी ही मिलने की उम्मीद है। उन्होंने कहा कि इस क्षेत्र की सुरक्षा बढ़ाने के लिए भारत अपने एशियाई सहयोगियों के साथ मिलकर काम करने को तैयार है, बशर्ते कि वे भी ऐसा चाहें।

 अफगानिस्तान के राष्ट्रपति हामिद करजई ने कहा है कि भारत के साथ सामरिक भागीदारी समझौता किसी देश के खिलाफ नहीं है। अपनी दो दिन की यात्रा की समाप्ति पर कल उन्होंने कहा कि इस समझौते के तहत भारत, अफगानिस्तान की थलसेना और अन्य सुरक्षाकर्मियों को प्रशिक्षण देगा। नई दिल्ली में तीसरे आर. के. मिश्रा स्मारक व्याख्यान में श्री करजई ने कहा कि भारत ने अफगानिस्तान के छात्रों को दो हजार छात्रवृत्तियां दी हैं, सड़कें बनाई हैं जरांज - डेलाराम राजमार्ग बनाया है, उत्तरी अफगानिस्तान से काबुल तक बिजली की तारें लगाई हैं और पार्लियामेंट की इमारत बनाई है। उन्होंने कहा कि अफगानिस्तान इस मदद के लिए भारत के प्रति हमेशा आभारी रहेगा।

 अफगानिस्तान सरकार ने राष्ट्रपति हामिद करजई की हत्या की साजिश के आरोप में छः लोगों को गिरफ्तार किया है। राष्ट्रीय सुरक्षा निदेशालय के प्रवक्ता ने काबुल में बताया कि गिरफ्तार लोगों में राष्ट्रपति महल का एक कर्मचारी, तीन कॉलेज छात्र और एक प्रोफेसर है।

 जॉब्स ने जिस गेजेट का अविष्कार किया गया था, उसने पर्सनल कम्प्यूटर, आईपोड और आईफोन की टेक्नोलॉजी में व्यापक बदलाव किया।

 पश्चिम बंगाल में आज दुर्गापूजा समारोह के अंतिम दिन विजयदशमी की धूम है। हमारे संवाददाता ने बताया है कि चार दिन तक चले उत्सव के बाद देवी दुर्गा की प्रतिमाओं का नदियों और सरोवरों में विसर्जन किया  जा रहा है।

 भारत ने अंतर्राष्ट्रीय आतंकवाद समग्र संधि - सी.सी.आई.टी. को पारित किए जाने पर जोर दिया है। भारत ने विश्व समुदाय से आतंकवाद निरोधक कानूनी ढांचे को और मजबूत करने तथा वैश्विक आतंकवाद निरोधी रणनीति को एकजुटता से लागू करने का आह्‌वान किया है। राज्यसभा के उपसभापति रहमान खान ने संयुक्त राष्ट्र में अपने भाषण के दौरान कहा कि वैश्विक आतंकवाद निरोधी रणनीति तब तक पूरी नहीं होगी जब तक सी.सी.आई.टी. को पारित नहीं किया जाता। यह संधि संयुक्त राष्ट्र के विचाराधीन है।
  श्री रहमान ने आतंकवाद को शांति, लोकतंत्र और स्वतंत्रता के लिए घातक बताते हुए कहा कि यह लोकतांत्रिक समाज  के अस्तित्व के लिए खतरा बन गया है। उन्होंने कहा कि आतंकवादी पूरी दुनिया में फैल गए हैं। अपने नापाक इरादों को पूरा करने के लिए वे एक देश में लोगों की भर्ती करते हैं, दूसरे देश में धन की व्यवस्था करते हैं और तीसरे देश में अपनी कार्रवाई को अंजाम देते हैं।
श्री खान ने कहा कि आतंकवादी अपने सिद्धांतों का प्रचार करते हैं। उन्होंने अपनी सप्लाई व्यवस्था कायम कर ली है और विभिन्न देशों से उन्हें वित्तीय समर्थन मिलता है।

The Centre has unveiled a series of measures to ensure transparency in governance and to effectively deal with the menace of corruption. The Law Minister, Mr. Salman Khurshid said in New Delhi that 71 CBI courts will be set up to fast-track anti-corruption cases. Our Correspondent adds that a committee headed by a sitting Supreme Court Judge will be set up to study the pending anti-corruption cases for more than 10 years and make recommendations for their speedy disposal or withdrawal. Ten thousand such cases are pending at present. Accepting the Group of Ministers recommendations, he said a time-limit of three months has also been set to grant sanction for prosecution against tainted officials. The Minister of State for Personnel, Mr. Narayanswamy said any Minister in charge is the competent authority to sanction the prosecution. He made it cleat that it will be incumbent on the Minister to report the denial of sanction of prosecution to the Prime Minister within seven days. Mr. Khurshid said the Ministers will no longer have discretionary powers in allotment of land, petrol pumps and telephones barring the cases of compensation to victims of Maoist violence or war widows.

India is developing a doctrine for use of force in maritime security beyond its shores. National Security Advisor Shivshankar Menon said that New Delhi is in a position to make greater contribution in areas like maritime security. Delivering the 16th Field Marshal K M Cariappa memorial lecture in New Delhi yesterday he said India should continue developing its maritime capabilities and fulfill its responsibilities in contributing to security in the Indian Ocean littoral. This he said will be critical for India to ensure its security. The NSA said a National Task Force has been constituted to review national security and its report is expected soon. He expressed the hope that it will enable the government to move towards holistic integration of all instruments of state power to meet the challenges. Observing that the country is willing to work with its Asian partners for enhancing security of the region if they have a similar desire. Mr. Menon said India should shape its military power in line with political objectives that are feasible in the conditions of nuclear overhang in our neighbourhood.

India and Iran have agreed to set up a mechanism for payment of crude oil and ensure bilateral trade .A Finance Ministry statement said both sides agreed that the mechanism will cover the payment to Indian exporters and some other areas. The two countries have decided to continue their dialogue on the issue. Earlier, Iran had threatened to stop crude oil supplies to India if a mechanism to pay for imports is not found quickly. Our correspondent adds that Iran is second only to Saudi Arabia as an oil supplier to India, while India is Iran's second-biggest crude buyer after China, accounting for about 20 per cent of its exports. Indian firms have been struggling to pay Tehran because of international sanctions imposed over Iran's controversial nuclear programme. The sanctions include banking restrictions.

India has strongly pitched for early adoption of the Comprehensive Convention on International Terrorism, CCIT. It has called upon the global community to focus on further strengthening the anti-terror legal framework and implement the Global Counter Terrorism Strategy in an integrated manner. Rajya Sabha Deputy Chairman Rahman Khan said in an address at the UN yesterday that the comprehensiveness of the Global Counter Terrorism Strategy will not be completed without the conclusion of the CCIT. This convention is at an advance stage of consideration before the UN. Describing terrorism as a scourge that undermines peace, democracy and freedom, Mr. Khan said, it has endangered the very foundations of the continued existence of democratic societies. Pointing out that terrorists had become truly globalize, he said, to give effect to their sinister plans, they recruited in one country, raised funds in another and operated in others. He said terrorists advocated their own ideologies and had developed global logistical supply chains and trans-national financial support systems. Saying that all these complexities pose enormous challenges in countering terrorism. The asserted that the international community had no option but to confront these challenges unshakably and decisively. Pointing out that India is party to 13 global conventions and protocols on terrorism, Mr. Khan expressed India's full commitment to its obligations under these conventions. He also said, India fully endorsed the two consensus benchmarks that had been reflected in the outcome document that the international community supported zero tolerance towards terrorism, and that no cause or grievance whatsoever, could justify terrorism.

Afghanistan's President Hamid Karzai has said that the signing of the strategic partnership agreement with India is not directed against any country. Winding up his two-day visit to India, he said, the strategic partnership agreement between the two countries had only put in words what they have been doing all these years. In his third R K Mishra Memorial lecture in New Delhi, he said, India and Afghanistan have been engaged talks for past few years during which India has offered over 2000 scholarships for Afghan students, built roads and the Zaranj-Delaram Highway, raised power transmission lines from North Afghanistan to Kabul and built the Parliament building. He said under the strategic pact, India will train the Afghan army and other security personnel. Noting that India has never said no to anything that his country wanted, Karzai said, Afghanistan will not only not forget this but also remain grateful to India forever. He said his government will put before the Loya Jirga the decision to suspend holding talks with the Taliban for bringing peace to the war-torn country. Afghanistan President said that the reconciliation process has not brought the desired results. He said the issue of suspension of talks with Taliban will be put before the Loya Jirga to decide the future course of action. Mr. Karzai dealt at length about the damage caused by terrorism in the country and the region and urged the leadership to rise to the occasion to deal with this menace. He advocated a free South Asian region where there is no restriction on the movement of people, goods and services. The External Affairs Minister S M Krishna said that India will continue to assist Afghanistan in its reconstruction process and pledged New Delhi's full support to the war torn country in its rebuilding and reconstruction process. The Afghanistan President held comprehensive talks with the Prime Minister Dr. Manmohan Singh on a host of issues including damage caused by terror in the region besides intensifying strategic cooperation between the two countries during his two-day stay in India.

Meanwhile, the Afghan Government have arrested six people for their involvement in the latest assassination bid on President Hamid Karzai. A spoksman of the National Directorate of Security in Kabul said those arrested include an employee of the Presidential Palace, three college students and a university Professor. The spokesman said the group had links with terror outfit Haqqani group of Al Qaeda network and was able to recruit one of the President's bodyguards. Earlier, the Afghan Government claimed that they had foiled the assassination bid on President Hamid Karzai.

India today proposed to set up a Indo-Japan science centre. Minister of State for Science and Technology Ashwani Kumar made the suggestion during his discussions with Japanese Foreign Minister Koichiro Gemba in Tokyo. He also apprised Gemba of steps taken by India to strengthen safety measures at all its nuclear power plants in the aftermath of the Fukushima accident. Gemba informed the minister that Japan has an ambitious five year plan for re-construction after the Fukushima disaster. He also stated that Japan supports the call for reform of the UN and multilateral institutions so as to reflect the new realities.

In the biggest catch of the year, heroin worth 135 crore rupees in the international market has been seized on the Indo-Pak border at Attari by BSF personnel. The alert Jawans of the force foiled the attempt of Pakistani smugglers to cross over to India.BSF Inspector Pawan Chowdry said that Pakistani smugglers had trespassed into Indian territory after which the BSF patrolling party opened fire. As a result, the Pakistani smugglers returned to their territory. He said the smugglers left the consignment of heroin which they were carrying to deliver in India on this side of the border, which was recovered by the BSF.

In Assam, security forces have launched a massive manhunt to capture the militants involved in yesterday’s dastardly attack on a goods train in Dima Hasao hill district. Security along the Railway line from Lumding to Silchar has also been beefed up. Police suspects involvement of the Hills Tiger Force- out fit in the attack on the train at a remote location between Lower Haflong and Maigrendisa railway stations. The driver of the train suffered a bullet injury in his leg. Our Correspondent reports, this was major attempt by the militants after a lull of around six months in the hill district.

Flood situation is gradually improving in Bihar. Relief work has been stepped up following the decrease of water-level in North Bihar rivers including Adhwara. Many villages of Madhubani, Sheohar, Sitamarhi, Darbhanga, and Muzaffarpur districts are still inundated. Our correspondent reports that food grains, polythene sheets and 250 rupees per family are being distributed in the flood-hit districts and disrupted road links are being restored.
"All the circle officers of the flood-affected districts have been asked to submit reports regarding losses caused to the damaged crops due to flood by the 10th of October. Foreign Secretary Ranjan Mathai is leaving on a two day visit to Sri Lanka on Saturday. A host of global, regional and bilateral issues are expected to be discussed during the visit. He will hold discussions with his Sri Lankan counterpart Karunatillake Amunugama on global issues. He will also review developmental projects being taken up in various parts of Northern Sri Lanka under Government of India's assistance. According to an official press release, Mr. Mathai is scheduled to call on President Mahinda Rajapaksa and other senior leaders, including Leader of the Opposition Ranil Wickremasinghe and representatives of the Tamil National Alliance. The Foreign Secretary will also review the progress made during the meeting of the 4th India-Sri Lanka Joint Working Group on Fisheries scheduled on 7th October in Colombo.

The largest ever water supply scheme in Himachal Pradesh was inaugurated today in Kangehan area of Kangra district. Constructed at a cost of 70 crore rupees, the scheme will benefit a population of one lakh 31 thousand people. This will cater to Changer area which was facing water scarcity. "Kangehan area in Kangra district which was facing water scarcity shall be having ample water from today. The chief minister Mr. Prem kumar Dhumal inaugurated the ambitious Lift Water Supply Scheme constructed at a cost of Rs. 70 crore at Kangehan in district Kangra. This lift water supply scheme to be operated in full automation will cover a population of more than 1.311 lakh scattered over 35 panchayats of Changar area of Tehsils Jaisinghpur, Dehra, Khundian and Palampur. A provision of storing 91 lakh liters water has been made under the scheme by constructing 15 storage tanks. Himachal Pradesh Government has accorded priority to provide safe drinking water to the people of the State and all out efforts are being made to construct new water supply schemes in the remotest areas of the State, besides augmenting the existing ones. The Delhi Government has called a meeting with all stake holders today to discuss the issue of prevalence of Super bug in the city. The meeting has been called following reports that a study by Gangaram hospital has found prevalence of such a virus. Our correspondent reports that effigies of Ravana, Kumbhakarna and Meghnath will be burnt across the city in the evening.
Vijaya Dashami is being celebrated across the city bringing an end to the ten-day long festivities. Huge effigies of evil king Ravana, Kumbhakarna and Meghnad have been erected across the city which will be burnt in the evening marking the victory of good over evil. Some effigies as high as 100 feet symbolising the contempary issues of corruption, inflation and terrorism will also be burnt along with the main effigies. This year some of the effigies to be burnt will also be eco friendly made of recycled and waste paper and stuffed with noise free crackers to spread awareness about the need to minimize environmental pollution. Today is also Vijaya Dasami, the last day of Durga Puja celebration in west Bengal. The idols of Goddess Durga will formally be immersed into the rivers and other water bodies in the State after four days of festivities. Our correspondent reports that the Durga images will be carried to these water bodies by revellers and organisers of community Durga Pujas.
Durga Puja comes to an end for the year with Vijay Dashmi. The images of Goddess Durga are immersed in the river and water bodies. While married women slear vermillion of sindur on each other praying for the long life of their spouses. It is believes that on Vijay Dashmi mother Goddess Durga pays back to her abode in mount Kailash. The Maharashtra government yesterday decided to put a complete ban on sale of hookah and other tobacco products at restaurants and eating joints in the state. The government informed the Bombay High Court that all municipal corporations in the state have been asked to incorporate the provisions of the Cigarette and Other Tobacco Products (Prohibition) Act in the license agreements of restaurants and eating outlets signifying a complete ban on sale of hookah and other tobacco products at such places. The action of the state government comes in the backdrop of a public interest litigation filed by an NGO which alleged that minors were allowed to purchase hookahs in hookah parlors and eating outlets serving hookahs.

7 lakh additional fresh Pre-Metric scholarships for minority communities’ students have been announced for the current fiscal. The target has been revised to 34 lakh. According to an official release, the government has allocated 225 crore rupees rupees more for the purpose taking the total amount to 600 crores. The scholarships have been distributed community wise. Muslims will get about 24 lakh, 80 thousand fresh scholarships while for Christians, the number would be about four lakh, thirty one thousand. Three lakh, 44 thousand fresh scholarships will be given to Sikhs and one lakh 42 thousand to Buddhists. Parses will get one thousand, 176 scholarships.

The Centre has sanctioned 120 crore rupees to fortify 400 police stations located in Naxal affected areas across the country. According to official sources the first instalment of 30 lakh rupees each will be utilized for construction of new buildings, residential complex, bunkers and to procure arms and communication equipment. The Home Ministry has decided to fortify all the 400 police stations situated in these districts at a cost of two crore rupees each. The Central government will provide 1 crore 60 lakh rupees while the remaining 40 lakh rupees will be paid by the state governments.

In Kerala, opposition LDF today met State Governor MOH Farooq at Raj Bhawan and submitted a memorandum seeking a judicial probe against former Minister R Balakrishna Pillai who is undergoing imprisonment in the Idamalayar graft case. The eight-member delegation led by Opposition leader VS Achuthanandan informed the Governor that by engaging in telephonic conversation with Chief Minister Oommen Chandy, Mr Pillai has influenced the State Government decisions and violated prison rules.
