प्रधानमंत्री डॉ. मनमोहन सिंह औद्योगिक और उभरती अर्थव्यवस्था वाले देशों के संगठन जी-२० के छठें शिखर सम्मेलन में हिस्सा लेने आज फ्रांस के कान शहर रवाना हो रहे हैं। दो दिन के इस सम्मेलन में प्रधानमंत्री भारतीय शिष्टमंडल का नेतृत्व करेंगे। योजना आयोग के उपाध्यक्ष डॉ. मोन्टेक सिंह अहलुवालिया भी उनके साथ जा रहे हैं। श्री अहलुवालिया, जी-२० प्रक्रिया के बारे में भारत के मुख्य प्रतिनिधि हैं। सम्मेलन की शुरूआत कल होगी। यूरो क्षेत्र में ऋण संकट का मुद्दा सम्मेलन की कार्यसूची में सबसे ऊपर होगा। जिन अन्य मुद्दों पर मुख्य रूप से बातचीत होने की संभावना है, उनमें अंतर्राष्ट्रीय मौद्रिक प्रणाली, वित्तीय विनियमों, वैश्विक प्रशासन और वित्तीय विकास में सुधार शामिल हैं। भ्रष्टाचार के खिलाफ लड़ाई, कर चोरी से निपटने की संधि, जलवायु, ऊर्जा और खाद्य सुरक्षा जैसे मुद्दों पर भी बातचीत होने की संभावना है।

ग्रीस के प्रधानमंत्री जॉर्ज पॉपेन्द्रू देश के मौजूदा ऋण संकट के हल के लिए यूरोपीय संघ के सहायता पैकेज पर जनमत संग्रह कराने के अपने फैसले पर कायम हैं। ग्रीस सरकार ने इस मुद्दे पर विचार विमर्श के लिए कल रात आपात बैठक बुलाई। इस बीच, एक सांसद के सत्तारूढ़ पासोक पार्टी छोड़कर दूसरी पार्टी में शामिल होने से राजनीतिक संकट पैदा हो गया है। जॉर्ज पॉपेन्द्रू से पद से इस्तीफा देने और जल्द चुनाव कराने की विपक्ष की मांग के बीच शुक्रवार को विश्वास प्रस्ताव पर भी मतदान होना है।
ग्रीस के प्रधानमंत्री के इस निर्णय से अन्य देशों के नेता भी आश्चर्य में  हैं। जर्मनी की चांसलर एंगेला मर्केल और फ्रांस के राष्ट्रपति निकोला सारकोजी ने घोषणा की है कि वे कल से कान में शुरू हो रहे जी-२० शिखर सम्मेलन में यूरोपीय संघ, अंतर्राष्ट्रीय मुद्राकोष और यूरो जोन के नेताओं के साथ ग्रीस के मुद्दे पर बातचीत करेंगे।
श्री पॉपेन्द्रू द्वारा यूरोपीय संघ के प्रस्तावित बेलआउट पैकेज पर जनमतसंग्रह कराने के फैसले के बाद यूरोप और अमरीका के शेयर बाजारों में तेजी से गिरावट आई।
यूरोपीय संघ के बेलआउट पैकेज के तहत खर्च में किफायत बरतने के उपायों पर ग्रीस में बड़े पैमाने पर विरोध होने की खबर है।

इस्ताम्बुल सम्मेलन आज तुर्की की राजधानी में शुरू हो रहा है। भारत, पाकिस्तान, ईरान, चीन, रूस, मध्य एशियाई देश और सउदी अरब समेत १४ क्षेत्रीय देश और अमरीका तथा यूरोपीय संघ के प्रतिनिधि इस सम्मेलन में हिस्सा लेने इस्ताम्बुल पहुंच गये हैं। सम्मेलन में अफगानिस्तान की सुरक्षा, स्थिरता और वर्ष २०१४ तक देश से सभी विदेशी सैनिकों की वापसी के बाद विकास से संबंधित एक कार्य योजना निर्धारित की जाएगी। विदेश मंत्री एस.एम. कृष्णा सम्मेलन में भारत का प्रतिनिधित्व कर रहे हैं।

सरकार ने सरकारी खरीद नीति को मंजूरी दे दी है जिसके तहत सरकारी विभाग और सार्वजनिक क्षेत्र के उपक्रम सामान की खरीदारी में लघु और छोटे उद्यमियों को तरजीह दी जाएगी। मंत्रिमंडल द्वारा मंजूर इस नीति ने इन क्षेत्रों से वार्षिक २० प्रतिशत सामान की खरीदारी करने का लक्ष्य रखा है। २० प्रतिशत में से चार प्रतिशत की खरीददारी अनुसूचित जाति और अनुसूचित जनजाति से संबंधित उद्यमियों से करनी होगी।
मंत्रिमंडल ने केन्द्र द्वारा प्रायोजित राष्ट्रीय शिक्षा मिशन योजना के तहत शिक्षा संस्थाओं के बीच तालमेल के एक प्रस्ताव को भी हरी झंडी दे दी है। सूचना और प्रसारण मंत्री अंबिका सोनी ने कहा कि इस योजना से निजी विश्वविद्यालयों सहित विश्वविद्यालय स्तर की ५७२ संस्थाएं ई-कनेक्टिविटी से जुड़ जायेंगी।

उत्तराखंड लोकायुक्त विधेयक २०११ को राज्य विधानसभा ने कल देर रात पारित कर दिया। लगभग पांच घंटे की लम्बी चर्चा के बाद सदन ने इसे सर्वसम्मति से मंजूरी दे दी। इससे पहले मुख्य विपक्षी दल कांग्रेस ने मांग की थी कि विधेयक चयन समिति के विचार के लिए भेजा जाना चाहिए। इस विधेयक के पास हो जाने से उत्तराखंड भ्रष्टाचार के खिलाफ एक मजबूत कानून बनाने वाला पहला पर्वतीय राज्य बन गया है। हमारे संवाददाता ने बताया है कि मुख्यमंत्री को भी इस विधेयक के दायरे में लाया गया है और मुख्यमंत्री के पद को इसके दायरे में लाने वाला उत्तराखंड पहला राज्य बन गया है।

भ्रष्टाचारियों के लिए कढ़े दंड के प्रावधान वाले विधेयक का पुरजोर समर्थन करते हुए कांगे्रस ने इसे जल्दबाजी में लाया जाने वाला विधेयक बताया और कुछ बिंदुओं पर आपत्ति करते हुए इसे प्रवर समिति को सौंपने की मांग की। जिस पर मुख्यमंत्री भुवनचंद्र खंडूरी ने भ्रष्टाचार के खिलाफ अपनी सरकार की प्रतिबद्धता दोहराते हुए कहा कि आगामी विधानसभा चुनाव में लोकप्रियता हासिल करने के उद्देश्य से यह विधेयक नहीं लाया गया है। उन्होंने बताया कि विधेयक के मसौदे पर विधि विशेषज्ञों से भी राय ली गई है। राघवेश पांडेय आकाशवाणी समाचार देहरादून।

बिहार में माओवादियों द्वारा अपहृत एक निजी निर्माण कंपनी के १५ कर्मचारियों का पता लगाने के लिए जमुई जिले के जंगलों में सघन अभियान  चलाया जा रहा है। पुलिस महानिरीक्षक इस कार्रवाई की व्यक्तिगत रूप से निगरानी कर रहे हैं। वरिष्ठ पुलिस अधिकारी माओवादियों के खिलाफ कार्रवाई पर नजर रखने के लिए जिले में ही डेरा डाले हुए हैं। जमुई जिले में बिहार-झारखंड सीमा सील कर दी गई है और माओवादियों की धरपकड़ के लिए व्यापक तलाशी अभियान चलाया जा हा रहा है। माओवादियों ने जमुई में सोमवार की रात बलथर घाट के निकट एक निजी निर्माण कंपनी के कर्मचारियों का अपहरण कर लिया था।

बिहार, झारखंड और देश के अन्य भागों में आज सुबह उगते सूर्य को अर्ध्य देने के साथ ही छठ पूजा संपन्न हो गई। इस दौरान श्रद्धालुओं ने ३६ घंटे का उपवास रखा।
आकाशवाणी के पटना संवाददाता ने खबर दी है कि पारंपरिक छठ गीतों के बीच श्रद्धालु नदियों, सरोवरों और जलाशयों पर सूर्य देवता को अर्य देने के लिए तड़के से ही जमा होने लगे थे।
भक्तिपूर्ण माहौल के बीच गंगा, गंडक और कोसी समेत अन्य नदियों, तालाबों और जलाशयों के किनारे कमर भर पानी में खडे+ होकर लाखों श्रद्धालुओं ने उगते हुए सूरज को अर्ध्य अर्पित किया। औरंगाबाद के देव, नालंदा के बरगांव और पटना के सूर्य मंदिरों में काफी संख्या में श्रद्धालुओं ने भगवान भास्कर की पूजा अर्चना की। राज्य के विभिन्न जेलों में कैदियों को छठ पर्व मनाने के लिए भी विशेष इंतजाम किए गए थे। छठ पर्व की आस्था का यह आलम है कि भागलपुर, दरभंगा, मधुबनी और सीतामढ़ी के कई मुस्लिम परिवारों ने भी भगवान सूर्य की उपासना की। पटना से मैं कृष्ण कुमार लाल।

उच्चतम न्यायालय ने २ जी स्पेक्ट्रम आवंटन घोटाले के मामले में कम्पनियों के पांच अधिकारियों की जमानत अर्जी पर कल अपना फैसला सुरक्षित रखा। ये अधिकारी छह महीने से ज्यादा समय से जेल में हैं। न्यायमूर्ति जी. एस. सिंघवी और न्यायमूर्ति एच एल दातू की खंडपीठ ने इन अधिकारियों की दलीलों को सुना। इन अधिकारियों ने दिल्ली उच्च न्यायालय और निचली अदालत के आदेशों को चुनौती दी थी जहां इनकी जमानत की अर्जी नामंजूर कर दी गई थी।

सीबीआई ने नर्स भंवरी देवी के बारे में जानकारी देने के लिए पांच लाख रूपये के इनाम की घोषणा की है। राजस्थान के बर्खास्त मंत्री महिपाल मदेरणा के कथित निर्देश पर भंवरी देवी का अपहरण होने के बाद वह लापता हो गई। सीबीआई ने फरार अभियुक्त सहीराम की गिरतारी के लिए सूचना देने वाले को भी एक लाख रूपये के इनाम देने की घोषणा की है।

नेपाल में एक महत्वपूर्ण घटनाक्रम में राजनीतिक दलों ने शांति प्रक्रिया लागू करने के ऐतिहासिक समझौते पर हस्ताक्षर किए हैं। माओवादी अध्यक्ष पुष्प कमल दहल, नेपाली कांग्रेस के अध्यक्ष सुशील कोइराला, सीपीएन-यूएमएल अध्यक्ष झालानाथ खनाल और संयुक्त लोकतांत्रिक मधेशी मोर्चे के प्रतिनिधि विजय कुमार गछाधर ने कल शाम काठमांडू में सात सूत्रीय समझौते पर हस्ताक्षर किए।
हमारी संवाददाता ने खबर दी है कि समझौते के अनुसार सेना में साढे+ छह हजार माओवादी लड़ाकों को शामिल किया जाएगा और इसके लिए एक नया निदेशालय बनाया जाएगा।

लगभग पांच वर्षों के बाद शांति प्रक्रिया के लिए राजनीतिक दलों के ऐतिहासिक सहमति व्यक्त किया है। १९ माओवादी ल+ड़ाकों के समायोजन और उन लोगों के पुर्नस्थापन बारे में दलों के बीच वाद-विवाद का विषय था। सहमति के अनुसार सभी हथियार सरकार के नियंत्रण में आ जायेंगे और सभी जब्त संपत्ति २३ नवम्बर तक वापस की जायेंगे। सभी राजनीतिक दलों के बीच आम सहमति से आशा की झलक दिखाई देती है। इससे नेपाल में स्थिरता आ जायेंगी। जेन नामचू आकाशवाणी समाचार के लिए काठमांडू।

पाकिस्तानी क्रिकेट खिलाड़ी सलमान बट्ट और मोहम्मद आसिफ को स्पॉट फिक्सिंग का दोषी पाया गया है। लंदन में मामले की सुनवाई कर रही बारह सदस्यीय ज्यूरी इस नतीजे पर पहुंची कि बट्ट ने सटोरिए से पैसे लेकर क्रिकेट प्रेमियों से धोखाधडी की और आसिफ ने भी ऐसी साजिश की है, लेकिन आसिफ को सटोरिए से धन लेने का दोषी नहीं साबित किया जा सका। बट्ट को सात साल तक की जेल का सामना करना पड़ सकता है।
अंतर्राष्ट्रीय क्रिकेट परिषद्-आई सी सी का कहना है कि यह फैसला भ्रष्ट गतिविधियों में लगे खिलाड़ियों के लिए चेतावनी है।

The Prime Minister Dr Manmohan Singh will be leaving today for Cannes in France to attend the 6th summit of the group of 20 industrialized and emerging economies, G-20. He will be heading the Indian delegation to the two-day Summit and will be assisted by Deputy-Chairman, Planning Commission, Montek Singh Ahluwalia. The summit will begin tomorrow. The agenda of the sovereign debt crisis in the Eurozone will dominate the summit. Other issues that are likely to be taken up during the summit are reforming the International Monetary system, Financial regulations, Global governance and financing Development.

The Prime Minister of Greece, George Papandreou has stuck to his stand to call for referendum on European Union aid package intended to resolve the country's debt crisis. The Greek Government held emergency talks to discuss the issue last night. The Country in the meantime plunged into political bickering with one Member of Parliament defecting from the ruling Pasok party to reduce the majority in parliament to 152 to out of 300 seats. Greece is also to vote on a confidence motion on Friday amidst calls from the opposition for Papandreou to resign and face early elections.
The decision by the Greek Prime Minister has also shocked the political leaders of other countries. German Chancellor Angela Merkel and French President Nicolas Sarkozy have announced that talks would be held on Greece with the European Union, the International Monetary Fund (IMF) and eurozone leaders at the G20 summit beginning in Cannes tomorrow. The Stock markets in Europe and the United States had fallen sharply after Greek Prime minister George Papandreou called for a referendum on the proposed EU bailout package. Papandreou's announcement followed wide spread protests in Greece against the austerity measures under the EU bail out package. In a related development the Greek government has reshuffled its military chiefs amid the political crisis.

In Nepal, in a major breakthrough in peace process, the political parties signed a historic deal last evening to implement the peace process. The seven point deal was signed by the UCPN (maoist ) chairman Pupsha Kamal Dahal, Nepali Congress president Sushil Koirla, CPN-UML Chairman Jhala Nath Khanal and Bijaya Kumar Ga-chha-dhar as the representative of the Samyukta Loktantrik Madhesi Morcha. According to the deal, there will be integration of 6500 maoist combatants and a separate directorate will be set up in the army. More from our correspondent:
After the signing of the Comprehensive Peace agreement in November 21 ,2006 the deal reached last evening has been a historic landmark in the peace process during the last five years. Under the deal, 6500 maoist combatants will be given a non-combatant role, in a separate directorate ,all weapons will be brought under government control, properties seized by Maoist will be returned by 23rd of this month. The Istanbul Conference begins in the Turkey capital today. Representatives from 14 regional countries including India, Pakistan, Iran, China, Russia, some central Asian countries, Saudi Arabia, along with the United Nations and the European Union have reached Istanbul to take part in the conference. The conference will set a road map for Afghanistan’s security, stability and development after the withdrawal of all combatant foreign troops from the country by 2014. Foreign Minister S. M. Krishna is representing India at the conference.

The Uttarakhand Lokayukta Bill 2011 was passed by the State Assembly late last night. The House passed the bill unanimously after a marathon debate. The main Opposition Congress earlier demanded that it be referred to the Select Committee. Our Correspondent says that the passage of the Bill makes the hill state the first to have a strong anti-corruption law and also have the Chief Minister and top bureaucrats under its ambit.
The bill was not opposed by any party but the congress leaders pointed out many lacunas in the bill. That day described as hurriedly compiled as a political gimmick with an eye to the assembly polls due early next year. Meanwhile, Chief Minister B C Khanduri stressed that the reason of hurry was due to the strong bill of his govt to curb the corruption and not to gain cheap political mileage. The Supreme Court reserved its order on the bail plea of five corporate honchos who have been in jail for over six months for their alleged involvement in the 2G spectrum allocation scam. A Bench of Justices G. S. Singhvi and H. L. Dattu heard the arguments on the plea of the corporate executives - Unitech Wireless' MD Sanjay Chandra, Swan Telecom's Director Vinod Goenka and Reliance Anil Dhirubhai Ambani group executives Hari Nair, Gautam Doshi and Surendra Pipara - who have approached the apex court for bail. The CBI opposed their bail plea saying that they can approach the trial court for relief.

The Union Minister for Information and Broadcasting, Ambika Soni has underlined the need for a robust TV rating and media measurement system which reflect the country's realities. Delivering her inaugural address at the 'Ad Asia 2011 Conference' in New Delhi yesterday, Mrs Soni said that the measurement process needs to be constantly assessed and upgraded. She said that Television is presently covering 140 million homes and the number of channels has risen from 10 to 800 at the national and regional levels. The Minister said that advertising is an integral part of freedom of expression.

The "National Commission for Protection of Child Rights" has expressed concern over reports of child labourers working under dismal conditions in Meghalaya's coal belts. The Commission has asked the state government to undertake mapping of schools in the area around the Jaintia Hills district. An official release in New Delhi said that the commission has also directed the concerned department to ensure that mapping of schools and survey of out-of-school children in the state is done within three months.

The CBI has announced a reward of 5 lakh rupees for information about whereabouts of the midwife Bhanwari Devi who has gone missing after being abducted allegedly at the instance of sacked Rajasthan minister Mahipal Maderna. The agency also announced another 1 lakh rupees for information leading to the arrest of absconding accused Sahiram who is suspected to be the mastermind behind Devi's disappearance.

The state government has made arrangements in different jails for inmates for observing Chhath puja. Pakistan cricketers Salman Butt and Mohammad Asif have been found guilty of their part in a "spot-fixing" scam. Former Pak cricket team captain Butt and bowler Asif had denied conspiracy to cheat and conspiracy to accept corrupt payments. But a jury at London's Crown Court found Butt guilty on both charges and Asif guilty of conspiring to cheat. The International Cricket Council, ICC said last night that the guilty verdicts in the spot-fixing case in England will have no impact on the length of the suspensions meted out to the two players at its own hearing in Doha early this year. Speaking at a press conference in Dubai, ICC chief Haroon Lorgat said that the verdict was a warning to players who might be tempted to engage in the corrupt activity.
