वित्तमंत्री प्रणब मुखर्जी ने कहा है कि भारतीय अर्थव्यवस्था कठिनाई के दौर से गुजर रही है इसलिए कड़े फैसले लेने में अब और देरी नहीं की जा सकती। कल नई दिल्ली में एक पुरस्कार वितरण समारोह में श्री मुखर्जी ने कहा कि ये कहना आसान है लेकिन करना मुश्किल है क्योंकि सरकार को फैसला लेते समय बहुत सारे मसलों पर विचार करना होता है और कई दिक्कतों का सामना करना पड़ता है। वित्तमंत्री ने कहा कि सरकार का कर्ज जहां बढ़ रहा है वहीं औद्योगिक उत्पादन में कमी आई है जिसका असर राजस्व संग्रह पर पड़ा है। उन्होंने कहा कि वित्तीय घाटा बढ़कर सकल घरेलू उत्पाद के पांच दशमलव नौ प्रतिशत के चिंताजनक स्तर पर पहुंच गया है। श्री मुखर्जी ने कहा कि मंहगे तेल आयात ने समस्या और बढ़ा दी है।

सूचना और प्रसारण मंत्रालय ने मीडिया से कहा है कि वो भारतीय सेना की आवाजाही से सम्बद्ध किसी भी रिपोर्ट का प्रसारण या प्रकाशन न करे। मंत्रालय की ओर से कल रात जारी परामर्श में कहा गया है कि इस आदेश का उल्लंघन करने पर न्यायालय की अवमानना और केबल टेलीविजन नेटवर्क्स नियमन अधिनियम १९९५ के तहत कड़ी कार्रवाई होगी।
इलाहाबाद उच्च न्यायालय की लखनऊ पीठ ने मंगलवार को केन्द्र और उत्तर प्रदेश सरकार को यह सुनिश्चित करने का निर्देश दिया था कि प्रिंट या इलैक्ट्रोनिक मीडिया सेना की आवाजाही से सम्बद्ध कोई भी खबर न दे।

ओड़ीशा में माओवादियों ने बीजू जनता दल के विधायक झिना हिकाका को तब तक छोड़ने से मना कर दिया है जब तक उनके ३० साथियों को रिहा नहीं किया जाता। सी पी आई-माओवादी की आन्ध्र-ओड़ीशा सीमा विशेष क्षेत्रीय समिति ने कहा है कि अपहृत विधायक झिना हिकाका को तब तक नहीं छोड़ा जाएगा जब तक हिंसा की ४१ बड़ी घटनाओं में शामिल चेंडा भूषणम उर्फ घासी सहित ३० माओवादियों को रिहा नहीं किया जाता। तेलगू में लिखे तीन पन्ने के पत्र में चेतावनी दी गई है कि अगर ओड़ीशा सरकार ने तीस माओवादियों की रिहाई में और देरी की तो ३७ वर्षीय जनजातीय विधायक को प्रजा कोर्ट में पेश किया जायेगा।
लेकिन ओड़ीशा के गृह सचिव यू एन बेहरा ने कहा है कि राज्य सरकार को सीपीआई-माओवादी की आन्ध्र ओड़ीशा सीमा विशेष क्षेत्रीय समिति से कोई नया पत्र नहीं मिला है।
इस बीच, इटली के नागरिक पाउलो बोसस्को का अपहरण करने वाली सीपीआई-माओवादी ओड़ीशा राज्य संगठन समिति से कोई संदेश नहीं मिला है।

असम के कारबी ओंगलोंग जिले से पिछले सप्ताह अगवा किये गए सभी आठ श्रमिकों को संदिग्ध कारबी पीपल्स लिबरेशन टाइगर के उग्रवादियों ने कल शाम मुक्त कर दिया। इन सभी को पांच अप्रैल को रोंगबोंग घाट के एक निर्माण स्थल से अगवा किया गया था। अधिकारियों ने बताया कि श्रमिकों को पन्जान के निकट दूरदराज के पर्वतीय इलाके में छोड़ा गया।

सरकार ने कहा है कि एच-१ एन-१ इंफ्लूएंजा या स्वाइन फ्लू संक्रमण की स्थिति नियंत्रण में है और उस पर नजर रखी जा रही है। मीडिया की खबरों का खंडन करते हुए स्वास्थ्य और परिवार कल्याण मंत्रालय ने कहा है कि यह वायरस न तो ज्यादा खतरनाक हुआ है और न ही इसने अपना स्वरूप  बदला है। बयान में सुझाव दिया गया है कि रोग की शुरूआत में ही नजदीकी अस्पताल में जांच कराना जरूरी है ताकि उससे जुड़े खतरों और अस्पताल में भर्ती होने की जरूरत का समय पर पता चल सके। ओसेल्टामिविर दवा सरकार की ओर से मुफ्त मुहैया करवाई जा रही है।

केन्द्रीय अन्वेषण ब्यूरो-सीबीआई ने लखनऊ में चौधरी चरण सिंह हवाई अड्डे पर वर्ष २००७-०८ के दौरान विभिन्न परियोजनाओं की लागत कथित तौर पर बहुत ज्यादा रखने के मामले में लखनऊ, गाजियाबाद और आगरा में छापेमारी कीं है। सीबीआई ने इस सिलसिले में चार व्यक्तियों पर मामला दर्ज किया है। इनमें लखनऊ हवाई अड्डे के तत्कालीन वरिष्ठ प्रबंधक पवन कुमार जैन और आलोकेश बिस्वास शामिल हैं।

आन्ध्र प्रदेश में पुलिस ने हैदराबाद के मदनापेट और सैदाबाद क्षेत्रों में स्थिति में सुधार को देखते हुए कर्फ्‌यू में आठ घंटे की ढ़ील देने का फैसला किया है। आज सुबह नौ बजे से शाम पांच बजे तक कर्फ्‌यू में ढील के दौरान लोग जरूरत की चीजें खरीद सकेंगे। पुलिस का कहना है कि कर्फयू वाले इलाकों में स्थिति शान्त और नियंत्रण में रही। पुराने हैदराबाद शहर के गडबड़ी की आशंका वाले इलाकों में कड़ी चौकसी रखी जा रही है।

इंडोनेिशया के पास समुद्र में एक के बाद एक भूकंप के जबरदस्त झटकों का असर भारत के कई हिस्सों में भी महसूस किया गया और त्सुनामी की आशंका पैदा हो गई। कल भारतीय समय के अनुसार दिन में दो बजकर आठ मिनट पर सुमात्रा के उत्तरी तट से चार सौ किलोमीटर दूर समुद्र के नीचे केन्द्रित आठ दशमलव पांच तीव्रता का भूकंप आया। चेन्नई, बंगलूरू, तिरूअनन्तपुरम, कोच्चि, कोलकाता, भुवनेश्वर और गुवाहाटी जैसे शहरों में लोग अपने घरों और ऊंची इमारतों में दफ्‌तरों से बाहर निकल आए।
भारतीय त्सुनामी पूर्व चेतावनी तंत्र ने आठ मिनट के भीतर निकोबार द्वीपों के लिए चेतावनी जारी कर दी। हमारे संवाददाता ने खबर दी है कि इस इलाके में कल आधी रात से चेतावनी वापस ले ली गई।

पूरे द्वीप समूह में कल देर रात तक लोग दहशत में रहे। आधी रात के बाद त्सुनामी की चेतावनी वापस ले ली गई। उसके बाद द्वीप वासियों ने राहत की सांस ली। लोग सुरक्षित स्थानों से अब अपने-अपने घरों में पहुंच चुके हैं। अंडमान निकोबार कमान और स्थानीय प्रशासन का आपदा प्रबंधन विभाग अब भी स्थिति पर नज+र रखे हुए है। दुर्ग विजय सिंह दीप, आकाशवाणी पोर्टब्लेयर।
केन्द्र और राज्य सरकारों ने तुरन्त किसी भी आपदा से निपटने के लिए कार्रवाई शुरू कर दी। भारतीय वायु सेना के दो विमान राष्ट्रीय आपदा कार्रवाई बल को किसी भी प्रभावित क्षेत्र में पहुंचाने के लिए तैयार रखे गए। लेकिन त्सुनामी का कोई संकेत न मिलने पर करीब तीन घंटे बाद चेतावनी वापस ले ली गई।
उधर मैक्सिको के पश्चिमी हिस्से के पहाड़ों में सात की तीव्रता का भूकंप आया। इस इलाके में आबादी बहुत कम है। भूकंप के झटकों से कल रात वहां से ३२० किलोमीटर से भी दूर मैक्सिको सिटी में ऊंची इमारतें झूलने लगीं। कुछ इमारतों से लोगों को निकाल लिया गया। नगर प्रशासन का कहना है कि हेलीकॉप्टर से देखने पर नुकसान के कोई संकेत नहीं मिले।

भारत और रूस ने अंतर्राष्ट्रीय आतंकवाद से निपटने के तरीकों पर व्यापक विचार विमर्श किया है और इसका मुकाबला करने के लिए आपसी सम्पर्क बढ़ाने की प्रतिबद्धता दोहराई है। भारत रूस संयुक्त कार्य दल की सातवीं बैठक में दोनों देशों ने इस बात पर जोर दिया कि नई चुनौतियों और खतरों से निपटने में सहयोग, भारत और रूस की विशेष और विशिष्ट सामरिक भागीदारी का अभिन्न अंग है। दोनों पक्षों ने आतंकवाद की रोकथाम और उसका खत्मा करने के लिए संयुक्त राष्ट्र वैश्विक आतंकवाद निरोधक नीति और संयुक्त राष्ट्र सुरक्षा परिषद के अन्य प्रस्तावों को लागू करने सहित अंतर्राष्ट्रीय प्रयासों के महत्व पर बल दिया।

संयुक्त राष्ट्र सुरक्षा परिषद ने सीरिया में सरकार और विपक्ष के लिए संघर्ष समाप्त करने की समय सीमा का समर्थन किया है। सरकार ने घोषणा की थी कि विद्रोहियों के खिलाफ सैन्य कार्रवाई स्थानीय समय के अनुसार आज सुबह तक रोक दी जाएगी लेकिन नागरिकों और सुरक्षा बलों पर हथियारबंद गुटों के किसी भी तरह के हमले को नाकाम करने के लिए सेनाएं चौकस रहेंगी। संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान ने कहा है कि सीरिया सरकार ने उन्हें सूचित किया है कि वह समय सीमा पूरी होने तक देशभर में सैन्य कार्रवाई रोक देगी। हमारे संवाददाता की ये रिपोर्ट-

सीरियाई टेलीविज+न ने रक्षामंत्रालय के हवाले से इस खबर की पुष्टि की कि गुरूवार के सुबह छह बजे से संघर्ष विराम लागू हो जाएगा। बयान में कहा गया कि सीरियाई सेना ने हथियार बंद आतंकी गुटों पर काबू पा लिया है और इस कारण लड़ाई बंद कर दी जाएगी। साथ ही सीरिया के विदेशमंत्री ने अन्नान को एक पत्र भेजा है जिसमें कहा गया है कि सीरिया आतंकियों के नागरिकों, सैनिको या सरकारी संपत्ति का नुकसान पहुंचाने की कार्रवाई का उचित जवाब देने को स्वतंत्र है। कोफी अन्नान के प्रवक्ता अहमद फौजी ने एक बयान में कहा कि वे सीरिया संकट के हल के लिए वहां की सरकार के साथ कोशिशें जारी रखेंगे। अतुल तिवारी आकाशवाणी समाचार।

भारतीय मुक्केबाजों ने अभूतपूर्व प्रर्दशन करते हुए सात खिलाड़ियों ने लंदन ओलिम्पिक के लिए क्वालीफाई कर लिया है। हमारे संवाददाता ने बताया है कि कल कजाकिस्तान में अस्ताना में एशियाई ओलिम्पिक क्वालीफायर में युवा शिवथापा और सुमित सागवान ने फाइनल में प्रवेश करते हुए लंदन का टिकट बुक किया।

Finance Minister Pranab Mukherjee has said that hard decisions cannot be delayed anymore as the Indian economy is facing tough times. Addressing an award function in New Delhi yesterday, Mr Mukherjee said, it is easier said than done as the government needs to consider so many issues, so many constraints in the process of decision making. The Finance Minister said, while government borrowing is rising, industrial activity has slowed down, impacting revenue collection. He said, fiscal deficit has widened to a worrying 5.9 per cent of the GDP and that a shooting oil import bill is compounding the problem.

India's handicrafts exports jumped to 2.7 billion US Dollars in the 2011-12 fiscal, despite the slowdown in major importing markets like the US and Europe. In 2010-11, exports stood at 2.3 billion US dollars. Growth in the last fiscal was mainly driven by growing demand in new markets like China and Latin America. Executive Director Export Promotion Council for Handicrafts Mr. Rakesh Kumar said in New Delhi that the council expects exports to touch the 300 billion US Dollar mark.

The Information and Broadcasting Ministry has asked the media not to carry any report pertaining to the movement of Indian troops. In an advisory issued last night, the ministry said, violations will invite strict action as per the law governing Contempt of Court and also as per the Cable Television Networks (Regulation) Act, 1995. The Lucknow Bench of the Allahabad High Court had on Tuesday directed the Centre and the Uttar Pradesh government to ensure that there is no reporting on movement of troops by the print or electronic media.

A string of high intensity earthquakes off Indonesia yesterday led to tremors in various parts of India and triggered fears of tsunami. The 8.5 magnitude undersea earthquake, with epicentre at over 400 km off the northern Sumatra coast, struck around 2 PM Indian time sending tremors as far as Guwahati and Bangalore. Within eight minutes, the Indian Tsunami Early Warning System issued an alert for the Nicobar islands which prompted evacuation of people from India's southernmost islands. As panic struck the coastal regions, the central and state governments immediately initiated operations to meet any exigency. Our Andaman and Nicobar Island correspondent reports that the Tsunami warnings were later withdrawn and the people, who moved to safer places, returned to their homes.
”The impact of the powerful earthquakes in Indonesia triggered panic among the people all over the islands. The people stayed in safer places till the tsunami alert has been withdrawn late midnight. However, The Disaster Management Authority keeps constant watch all along the coastal areas. The Andaman and Nicobar Command is fully prepared to meet  out any eventuality. Earlier, the Airforce helicopters already evacuated 15 employees posted in the  southern most tip of the country, Indra Point to safer place in Campbell bay. Meanwhile in Mexico, a 7 magnitude earthquake struck the sparsely populated mountains in the western part of the country last night. People evacuated some buildings in the capital, but the city government said helicopter flights detected no signs of damage.

In Odisha, Maoists have refused to release abducted BJD MLA Jhina Hikaka unless 30 ultras are released. The Andhra - Odisha Border Special Zonal Committee of CPI (Maoists) said, Hikaka will not be released unless 30 ultras, including Chenda Bhusanam alias Ghasi involved in 41 major incidents of violence, are freed. Our correspondent has filed this report;
"The three-page letter in Telugu warned that the 37-year old tribal MLA will be produced before a 'Praja Court' to decide his fate if the Odisha government further delays the release of 30 ultras. Odisha Home Secretary Upendra Nath Behera, however, said that the state government has not received any fresh letter from the Andhra Odisha Border Special Zonal Committee of CPI (Maoists). He said the government had already agreed to facilitate release of 23 people, including 15 from the Chasi Mulia Adivasi Sangh in exchange of the BJD MLA. On the demand for release of more prisoners, Behera said the matter is being examined and police and legal opinion are being sought. PRAKASH DASH,AIR NEWS,Bhubaneshwar."

In Assam, all eight laborers who were abducted by suspected Karbi People’s Liberation Tiger, KPLT militants in the Karbi Anglong hills district last week were released by their kidnappers last evening. They were kidnapped by the militants at gun-point from a construction site at Rongbong Ghat in the Karbi Anglong hills district on the 5th of this month.

The Syrian government has declared that it will halt military operations against rebels by this morning but that the troops would remain on alert to foil any attack by armed groups against civilians and the security forces. UN Special Envoy Kofi Annan said he has been informed by the Syrian regime that it would cease all military fighting throughout Syrian territory by the deadline. More from our West Asia correspondent;
"Syrian state television broke the news about the ceasefire last evening quoting defence ministry sources. It said the armed forces have successfully countered the terrorist groups and the Government has decided to stop military operations from starting Thursday morning. The statement made no specific mention of Kofi Annan's 6 a.m. Thursday deadline for ceasefire. But the UN Special envoy said in Teheran that he has been informed of the move and is hopeful of a positive outcome. Syrian Foreign Minister has sent a letter to Kofi Annan saying the Syrian Government reserves the right to respond to any attacks by armed terrorist groups against civilians, government forces or public and private property.  Atul Tiwary, AIR News."

In Afghanistan, 26 insurgents yesterday laid down their arms and surrendered before the authorities in the Borka district of northern Baghlan province. Baghlan Deputy Provincial Governor Abdul Qadim told newspersons that the joining of these former militants to the peace process will help improve the security situation in the district. Afghan and NATO troops have recently increased their military operations in northern Afghanistan resulting in the arrest of some insurgents and surrender by many others.

India and Russia held comprehensive discussions on combating international terrorism and reaffirmed their commitment to consolidate bilateral interaction in the fight against this menace. At the seventh meeting of the India-Russia Joint Working Group in New Delhi yesterday, the two countries emphasised that co-operation in countering new challenges and threats is an integral part of the Indian-Russian special and privileged strategic partnership. An official statement said, the sides underlined the role of international efforts in preventing and suppressing terrorism including consistent implementation of the UN Global Counter-terrorism Strategy and the relevant resolutions of the UN Security Council.

The CBI has conducted raids at Lucknow, Ghaziabad and Agra in connection with the alleged overpricing of projects undertaken at the Chaudhary Charan Singh Airport in Lucknow in 2007-08. The CBI has registered criminal cases against four persons including the then Senior Managers of Lucknow of the Airport Pawan Kumar Jain and Alokesh Biswas. A Delhi based Senior Manager of the Airport Authority of India and an officer from the concerned construction company have also been named in the FIR. The CBI has also conducted searches at New Delhi, Kolkata and Hyderabad in this regard.

The government has said the situation with respect to instances of H1N1 influenza or Swine Flu is well under control and is being monitored. Refuting media reports, the Health and Family Welfare Ministry said the virus has not mutated to a more virulent form nor has it changed its character.     उच्चतम न्यायालय ने शिक्षा का अधिकार अधिनियम - २००९ की संवैधानिक वैधता बरकरार रखी है। इसके अनुसार देशभर के सरकारी और गैर सहायता प्राप्त निजी स्कूलों में गरीब छात्रों के लिए २५ प्रतिशत सीटें आरक्षित रखने की व्यवस्था है। न्यायालय ने स्पष्ट किया कि यह फैसला आज से लागू होगा।
      मुख्य न्यायाधीश एच० एस० कापड़िया, न्यायमूर्ति के० एस० राधाकृष्णन और न्यायमूर्ति स्वतंत्र कुमार की पीठ ने कहा कि यह कानून गैर सहायता प्राप्त निजी अल्पसंख्यक स्कूलों को छोड़कर सभी सरकारी और गैर सहायता प्राप्त निजी स्कूलों पर समान रूप से लागू होगा।
    मानव संसाधन विकास मंत्री कपिल सिब्बल ने उच्चतम न्यायालय के फैसले पर प्रसन्नता व्यक्त करते हुए कहा है कि इससे स्थिति स्पष्ट हो गई है और सभी विवाद समाप्त हो गये हैं। श्री सिब्बल ने कहा कि अदालत में मुकदमे को किसी की हार या जीत के रूप में नहीं देखा जाना चाहिए।

    गुजरात में आणंद जिले की एक विशेष अदालत ने गोधरा कांड के बाद के दंगों के एक मामले में १८ लोगों को आजीवन कारावास की सजा सुनाई है और प्रत्येक पर पांच हजार आठ सौ रूपये का जुर्माना लगाया है। इस मामले के पांच अन्य दोषियों को सात वर्ष की कड़ी कैद और तीन हजार आठ सौ रूपये का जुर्माना लगाया गया है। सोमवार को अदालत ने इस मामले में ४७ में से तेईस लोगों को दोषी करार दिया था। तेईस लोगों को बरी कर दिया गया था, जबकि एक आरोपी की मुकदमा चलने की अवधि के दौरान मृत्यु हो गई थी।
गोधराकांड के बाद गुजरात में २००२ में भड़के दंगों के दौरान ओड गांव में २३ व्यक्तियों को जिंदा जलाया गया था, जिसमें ९ महिला और ९ बच्चें शामिल थे। यह सभी ने हिंसक भीड़ से बचने के लिए एक मकान में आश्रय लिया था। सरकारी वकील ने यह केस को रारेस्ट ऑफ द रेअर बताकर दोषियों को मौत की सजा की मांग की थी, लेकिन विशेष अदालत ने मौत की सजा की मांग नहीं मानी है। कोर्ट द्वारा सजा सुनाये जाने के बाद एक तरफ दंगा पीड़ित परिवारों में न्याय मिलने की खुशी थी, तो दूसरी ओर आजीवन केस की सजा पाने वाले कुछ बुजुर्ग कैदी और उनके परिवार परिजनों की आंखों में आंसू भर आये थे। योगेश पांड्या, आकाशवाणी समाचार, अहमदाबाद।

    आरूषि हत्या मामले में नुपुर तलवार ने निचली अदालत द्वारा उसके खिलाफ जारी गैर-जमानती वारंट पर रोक लगाने के लिए उच्चतम न्यायालय में आज याचिका दायर की। न्यायमूर्ति ए.के पटनायक और न्यायमूर्ति स्वतंत्र कुमार की पीठ ने आज उनकी याचिका पर सुनवाई करने से इंकार कर दिया और कहा कि इस पर कल सुनवाई होगी।
    सी बी आई ने कल नुपुर के खिलाफ गैर-जमानती वारंट जारी होने के बाद उसे गिरतार करने के लिए कई जगह छापे मारे, लेकिन उसे गिरतार नहीं किया जा सका।

    ओड़ीशा में माओवादियों ने इटली के नागरिक पाओलो बासुस्को को आज रिहा कर दिया। पाओलो का २९ दिन पहले ओड़ीशा के कंधमाल जिले में नक्सलवादियों ने इटली के एक अन्य नागरिक क्लोडियो कोलेन्जलो के साथ अपहरण कर लिया था। माओवादियों ने पाओलो को कंधमाल जिले के जंगल में, मध्यस्थ दण्डपाणि मोहन्ती और कुछ पत्रकारों को सौंपा। क्लोडियो कोलेन्जलो को पहले ही रिहा किया जा चुका है।
    पाओलो की रिहाई, ओड़ीशा राज्य आयोजन समिति के शीर्ष माओवादी नेता सब्यसाची पांडा की पत्नी शुभाश्री पांडा उर्फ मिली पांडा की जेल से रिहाई के दो दिन के बाद हुई है। शुभाश्री पांडा को २००४ के मुठभेड़ के एक मामले में गुनुपुर अदालत द्वारा बरी किए जाने के बाद जेल से छोड़ा गया है।

आखिरकार माओवादियों ने इटली के नागरिक पाओलो बासुस्को को लगभग एक महीने तक अपने कब्जे में रखने के बाद आज रिहा कर दिया है। अपनी रिहाई के बाद वे राजधानी भुवनेश्वर पहुंचे॥ पाओलो बासुस्को ने कहा कि वे आजाद होकर बहुत खुश है। वह बहुत थके हुये है और आराम चाहते है। ओडीशा सरकार अगवा किये गये बासुस्को और बीजु जनता दल के विधायक झिना हिकाका की रिहाई के लिए चार अप्रैल को २७ कैदियों को छोड़ने पर सहमत हो गई थी, जिनमें आठ माओवादी है। माओवादियों ने कहा है कि ५५ पुलिसकर्मियों की हत्या के आरोपी एक माओवादी सहित ३० अन्य माओवादियों को जब तक छोड़ा नहीं जाता, तब तक वह हिकाका को नहीं छोड़ेगे। भुवनेश्वर से प्रकाश दास के साथ दिल्ली से मैं कनकलता।

    राष्ट्रपति प्रतिभा देवी सिंह पाटील ने टू जी स्पैक्ट्रम लाइसेंस मुद्दे पर उच्चतम न्यायालय के फैसले पर राष्ट्रपति के राय मांगने को आज मंजूरी दे दी। उच्चतम न्यायालय ने दो फरवरी के अपने आदेश में टू जी स्पैक्ट्रम आवंटन के सभी एक सौ बाईस लाइसेंसों का रद्द कर दिया था। सूचना और प्रसारण मंत्री अम्बिका सोनी ने आज नई दिल्ली में केन्द्रीय मंत्रिमंडल की बैठक के बाद संवाददाताओं को यह जानकारी दी। प्रधानमंत्री डॉक्टर मनमोहन सिंह और दूरसंचार मंत्री कपिल सिब्बल ने आज सुबह इस मुद्दे पर राष्ट्रपति से मुलाकात की थी। हमारे संवाददाता ने खबर दी है कि सरकार जिन प्रश्नों पर उच्चतम न्यायालय से स्पष्टीकरण चाहती है, उनमें ये प्रश्न भी शामिल है कि क्या प्राकृतिक संसाधनों की नीलामी एकमात्र सही रास्ता है। राष्ट्रपति की राय मांगने का यह फायदा है कि राष्ट्रपति द्वारा प्रधान न्यायाधीश को लिखे जाने के बाद प्रधान न्यायाधीश कम से कम पांच जजों की विशेष संविधान पीठ का गठन करेंगे जो सरकार द्वारा उठाए गए प्रश्नों पर फैसला करेगी। उच्चतम न्यायालय अपने फैसले के बारे में सरकार की पुनर्विचार याचिका को सुनवाई के लिए पहले ही स्वीकार कर चुका है, जबकि निजी दूरसंचार कम्पनियों की पुनर्विचार याचिका को उसने नामंजूर कर दिया था।

    केन्द्रीय मंत्रिमंडल ने एयर इंडिया की स्थिति में सुधार करने और उसका पुर्नगठन करने की योजना को मंजूरी दे दी है। आज नई दिल्ली में केन्द्रीय मंत्रिमंडल की बैठक के बाद नागरिक उड्डयन मंत्री अजित सिंह ने यह जानकारी दी। मंत्रिमंडल ने पारदर्शी, नीलामी प्रक्रिया के ज+रिये पचास लाख रूपये से अधिक की सरकारी खरीद को नियमित करने संबंधी एक विधेयक को भी मंजूरी दी। प्रधानमंत्री डॉक्टर मनमोहन सिंह की अध्यक्षता में हुई मंत्रिमंडल की बैठक में सरकारी खरीद विधेयक को मंजूरी दी गई, जिसमें तहत भ्रष्टाचार में लिप्त लोगों को बोलियों की प्रक्रिया से प्रतिबंधित करने की व्यवस्था है।
    सूचना और प्रसारण मंत्री अम्बिका सोनी ने संवाददाताओ से बातचीत में कहा कि केन्द्र सरकार और सार्वजनिक क्षेत्र के उपक्रमों द्वारा सार्वजनिक खरीद पर निगरानी रखने वाला कोई महत्वपूर्ण कानून नहीं है। इस विधेयक में सरकारी ठेकों के लिए निविदाएं भेजने वाले लोगों से घूस मांगने या लेने के दोषी पाए जाने वाले लोक सेवकों के लिए छह महीने से पांच वर्ष तक की जेल की सजा की व्यवस्था है। वित्त मंत्री प्रणब मुखर्जी की अध्यक्षता वाले मंत्री समूह ने केन्द्रीय मंत्रिमंडल की मंजूरी के लिए यह विधेयक भेजा था।
    मंत्रिमंडल ने उत्तर प्रदेश में दस हजार करोड़ रूपये की ताप बिजली परियोजना स्थापित करने के लिए नेवेली लिग्नाइट कार्पोरेशन के प्रस्तावित संयुक्त उद्यम को भी मंजूरी दी। उत्तर प्रदेश सरकार इस परियोजना के लिए ढ़ाई हजार एकड़ ज+मीन और ८० क्युसेक पानी देने पर सिद्धान्त रूप से पहले सहमत  हो चुकी है।

    केरल में यूडीएफ सरकार में दो और मंत्रियों को शामिल करके, उसका विस्तार किया गया है। राज्यपाल एच आर भारद्वाज ने आज राजभवन में आयोजित समारोह में केरल कांग्रेस-जे, के अनूप जेकब और इंडियन यूनियन मुस्लिम लीग के मंजालमकुज+ी अली को पद और गोपनीयता की शपथ दिलाई। लम्बे राजनीतिक विचार विमर्श के बाद अली को राज्य मंत्रिमंडल में शामिल किया गया है। उन्हें मिलाकर अब राज्य में इंडियन यूनियन मुस्लिम लीग के मंत्रियों की संख्या पांच हो गई है।

    नेपाल को संयुक्त राष्ट्र केन्द्रीय आपात राहत कोष से ५० लाख डॉलर मिलेंगे। नेपाल में संयुक्त राष्ट्र के आवासीय तथा मानवीय संयोजक रॉबर्ट पाइपर ने कहा कि केन्द्रीय आपात कोष से समय पर दी गई इस राशि से देश में सबसे अधिक वंचित समुदायों तक आपात मानवीय सहायता पहुंचाने में मदद मिलेगी।
    यह राशि विश्व में वंचित लोगों को मानवीय सहायता पहुंचाने के उद्देश्य से बनाये गये दस करोड़ चालीस लाख डॉलर के आपात कोष का एक हिस्सा है। यह राशि नेपाल में संयुक्त राष्ट्र बाल कोष, विश्व स्वास्थ्य संगठन, संयुक्त राष्ट्र पुनर्वास कार्यक्रम, विश्व खाद्य कार्यक्रम और खाद्य तथा कृषि संगठन द्वारा चलाई जा रही, तीन बड़ी परियोजनाओं पर खर्च की जाएगी।
    एक विज्ञप्ति में बताया गया है कि नेपाल को २००६ से अब तक संयुक्त राष्ट्र केन्द्रीय आपात कार्रवाई कोष से दो करोड़ ८६ लाख डॉलर मिले हैं।

    नेपाल में माओवादी लड़ाकुओं के सेना में शामिल करने तथा उनके पुनर्वास के बारे में प्रधानमंत्री की अध्यक्षता में गठित विशेष समिति ने सेना में शामिल किये जाने के तकनीकी मुद्दों का हल खोजने के लिए चार सदस्यों का एक कार्यबल बनाया है। कार्यबल  अपनी रिपोर्ट कल विशेष समिति को सौंपेगा।
    मंगलवार को माओवादियों के शिविरों को सेना को सौंपने के फैसले के बाद विभिन्न राजनीतिक दलों के बीच सेना में माओवादी लड़ाकुओं के रैंक, प्रशिक्षण अवधि, चयन समिति के गठन और इसके लिए निदेशालय की संरचना पर सहमति बनना अभी बाकी है।
    इस बीच, माओवादी पार्टी के उपाध्यक्ष मोहन वैेद्य के नेतृत्व वाले कट्टरपंथी गुट ने शिविरों में सेना को तैनात करने के फैसले के खिलाफ कल शाम काठमांडु में मशाल रैली निकाली। नेपाली सेना ने १५ माओवादी शिविरों और हथियारों को अपने चार्ज में ले लिया है।

    सीरिया में, संयुक्त राष्ट्र समर्थित युद्धविराम आज सुबह से लागू हो गया है। खबरों से संकेत मिलता है कि युद्धविराम छिटपुट घटनाओं को छोड़कर पूरे देश में लागू है। संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान ने लड़ाई रोकने के लिए सीरिया सरकार और विद्रोहियों, दोनों के लिए आज सुबह की समयसीमा निर्धारित की थी। युद्धविराम का उद्देश्य साल भर से चले आ रहे संघर्ष को रोकना है जिसमें नौ हजार से अधिक लोग मारे गये हैं। श्री कोफी अन्नान ने कहा कि उन्हें सीरिया से पत्र प्राप्त हुआ है कि पूरे देश में सैन्य कार्रवाई रोक दी जाएगी। लेकिन पत्र में यह भी कहा गया है कि सीरिया की सेना सशस्त्र आतंकवादी गुटों द्वारा नागरिकों, सैनिकों या निजी तथा सार्वजनिक संपत्ति पर किसी भी हमले को विफल करने के लिए हमेशा तैयार रहेगी, हालांकि विपक्ष ने कहा है कि जमीनी हकीकत यह है कि युद्धविराम का कहीं कोई निशान नहीं है, क्योंकि सरकारी सैनिक विद्रोहियों के ठिकानों पर गोले बरसाए हैं।

मिस्र में काहिरा की एक अदालत के फैसले से  राष्ट्रपति के चुनाव में कट्टरपंथी इस्लामी उम्मीदवार हाजेम अबू इस्माइल के चुनाव लड़ने का रास्ता साफ हो गया है। अदालत ने फैसला सुनाया है कि उनकी मां अमरीकी पासपोर्ट धारक नहीं हैं। निर्वाचन आयोग ने पिछले सप्ताह कहा था कि उसे दस्तावेज मिलें हैं जिससे पुष्टि होती है कि इस्माइल की मां अमरीकी नागरिक हैं। लेकिन काहिरा के प्रशासनिक अदालत ने कहा कि अधिकारियों के पास इसे साबित करने के लिए पर्याप्त दस्तावेज नहीं हैं। मिस्र के चुनाव कानून के अनुसार राष्ट्रपति पद के सभी उम्मीदवारों के माता-पिता तथा पत्नियों को मिस्र का नागरिक होना अनिवार्य है।

    पाकिस्तान के राष्ट्रपति आसिफ अली जरदारी के करीबी सहयोगी फारूक एच नाइक को मौला बख्श चांदियो की जगह कानून मंत्री नियुक्त किया गया है। श्री जरदारी ने कल उन्हें शपथ दिलाई। श्री नाइक पिछले रविवार राष्ट्रपति जरदारी के साथ भारत यात्रा पर आये थे। वे हाल ही में सीनेट के अध्यक्ष पद से मुक्त हुए हैं। वर्ष २००८ में सीनेट का अध्यक्ष बनने से पहले भी वे पाकिस्तान के कानून मंत्री रह चुके हैं।

    अफगानिस्तान के उत्तरी बगलान प्रांत के बोरका जिले में आज २६ विद्रोहियों ने अपने हथियार अधिकारियों को सौंपकर समर्पण कर दिया। बगलान के डिप्टी गवर्नर अब्दुल कदीम ने संवाददाताओं को बताया कि इन लोगों के शांति प्रक्रिया में शामिल होने से जिले में सुरक्षा स्थिति में सुधार होगा. अफगान और नैटो सेनाओं ने हाल में अफगानिस्तान के उत्तरी प्रांतों में सैन्य गतिविधियां तेज कर दी है जिसके बाद कई विद्रोही पकड़े गये हैं और कई ने आत्मसमर्पण कर दिया है।

    बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में एक सौ बत्तीस अंक की बढ़त रही। फंडों और छोटे निवेशकों की लिवाली तथा एशियाई बाजारों में मजबूती के रूख के कारण बाजार में यह तेज+ी आई। अब से कुछ देर पहले सेन्सेक्स १३८ अंक की वृद्धि के साथ १७  हजार ३३८  पर था।
    नेशनल स्टॉक एक्सचेंज का निटी भी ४७ अंक बढ़कर पांच हजार २७४ पर था।
    एशिया के प्रमुख शेयर बाजारों में मजबूती का रूख है। हांगकांग के हैंगसैंग में शून्य दशमलव एक-सात प्रतिशत और जापान के निक्केई में शून्य दशमलव एक-आठ प्रतिशत की वृद्धि दर्ज हुई। अमेरिका का औद्योगिक सूचकांक डाऊ जोंस कल शून्य दशमलव सात-शून्य प्रतिशत की वृद्धि के साथ बंद हुआ।
    अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज १७ पैसे मजबूत हुआ। एक डॉलर की कीमत ५१ रूपये २५ पैसे हो गई।

    औद्योगिक उत्पादन की वृद्धि दर इस वर्ष फरवरी में कम होकर चार दशमलव एक प्रतिशत रह गई। ऐसा मुख्य रूप से विनिर्माण क्षेत्र और उपभोक्ता वस्तुओं के उत्पादन में कमी के कारण हुआ। पिछले वर्ष फरवरी में औद्योगिक उत्पादन की वृद्धि दर छह दशमलव सात प्रतिशत थी। आज जारी सरकारी आँकड़ों के अनुसार जनवरी की औद्योगिक उत्पादन वृद्धि दर में संशोधन किया गया है और इसमें छह दशमलव आठ प्रतिशत के प्रारंभिक अनुमान में एक दशमलव एक-चार प्रतिशत की कमी की गई है।
    फरवरी में विनिर्माण क्षेत्र की वृद्धि दर मात्र चार प्रतिशत रही जो एक वर्ष पहले इसी अवधि में साढ़े सात प्रतिशत थी। उपभोक्ता वस्तुओं के उत्पादन में भी पिछले वर्ष की इसी अवधि के मुकाबले शून्य दशमलव दो प्रतिशत की कमी हुई।

    पंजाब, हरियाणा और चंडीगढ़ में रूक-रूक कर हुई बारिश और ओलावृष्टि के कारण तापमान में कमी आई है। कल शाम आंधी-तूफान और धूलभरी हवा चलने से चंडीगढ़, मोहाली और पंचकुला में अंधेरा छा गया। कई इलाकों में तेज हवाओं के कारण पेड़ों के उखड़ने से सड़क यातायात बाधित हुआ। कई स्थानों पर बिजली के खम्भे गिरने से इसकी आपूर्ति में बाधा आई। मौसम कार्यालय का अनुमान है कि अगले २४ घंटों में गरज के साथ छींटें पड़ेगे है। तेज हवायें भी चल सकती हैं। हमारे संवाददाता ने बताया है कि बारिश ओलावृष्टि से गेंहू की फसल को नुकसान हुआ है।

पंजाब, हरियाणा में तेज आंधी, ओलावृष्टि और बारिश होने से किसान गेंहू की फसल को लेकर चिंता में हैं। मौसम के मिजाज को चलते कहीं गेंहू की कटी फसल भीग गई है, तो कहीं खेतों में खड़ी फसल को तेज आंधी और वर्षा से नुकसान पहुंचा है। करनाल स्थित गेंहू अनुसंधान निदेशालय की प्रोजेक्ट निर्देशक इंदु शर्मा का कहना है कि बार-बार बारिश होने से गेंहू के दाने की गुणवत्ता प्रभावित हो सकती है। करनाल, कुरूक्षेत्र और पानीपत की अनाज मंडियों में गेंहू के भींगने की सूचना मिली है।  सभी एजेंसियों को गेंहू सुखाने के आदेश भी दिये गये है। अश्विनी कुमार शर्मा, आकाशवाणी समाचार, चंडीगढ़।

    मध्यप्रदेश में राजगढ़ जिले मे जिला गरीबी उन्मूलन परियोजना के तहत ४७ गांव सौर ऊर्जा से रोशन होंगे। हमारे संवाददाता ने बताया है कि  योजना के तहत राजगढ़ जिले के सौ गांवों में सौर ऊर्जा उपलब्ध कराने का लक्ष्य रखा गया है।

जिला गरीबी उन्मूलन कार्यक्रम के तहत राजगढ़ जिले में अब तक ४७ गांवों के २२ परिवार लाभांवित हुये है। ग्र्रामीणों को सोलर चार्जिंग स्टेशनों के माध्यम से अपनी सोलर लालटेन चार्ज करने की सुविधा दी गई है। ये सोलर चार्जिंग स्टेशन सौर ऊर्जा उत्पन्न करते है। इनका संचालन ग्राम उत्थान समितियों को सौंपा गया है। योजना के तहत एक गांव को सौर ऊर्जा से जगमग करने में करीब दो लाख रूपये का खर्चा आता है। शारिक नूर, आकाशवाणी समाचार, भोपाल।

The Supreme Court today upheld the constitutional validity of the Right to Education Act, 2009, which mandates 25 per cent free seats to the poor in government and private unaided schools uniformly across the country. The apex court clarified that its judgement will come into force from today. The apex court said the judgement will only have a prospective affect and not retrospective affect.
By a majority view, a three-judge bench of Chief Justice S H Kapadia and justices K S Radhakrishnan and Swantanter Kumar said the act will apply uniformly to government and unaided private schools except unaided private minority schools. Upholding the provisions of the law, the apex court said the impugned act should be construed as child specific.

Union Human Resource Development Minister Kapil Sibal today expressed happiness at the Supreme Court verdict upholding the constitutional validity of the Right to Education Act of 2009 saying it has brought clarity and put all controversies to rest.
Mr. Sibal said litigation in court should never be looked at as a victory or defeat. He elaborated that what  government is looking for from this litigation was clarity because it has an impact on millions of people. On the Apex court agreeing with the provision of 25 per cent free seats to the poor in government and private unaided schools uniformly across the country, the Minister said it was one of the biggest issues involved in the matter.

The Human Resources Development ministry has formed an inter-Ministerial task force to check the mushroom growth of unregulated media institutes which charge exorbitant fees but provide sub standard education. According to officials, the task force would examine and identify the issues related to the standards of education in media institutes and suggest measures to strengthen the regulatory framework. The task force will also explore the possibility of an accreditation mechanism for media-related education and other such issues. The task force would devise its own methodology for functioning and may select a chairperson from among its members who are  senior journalists.

In Gujarat, a special court in Anand district has sentenced 18 persons to life imprisonment and imposed a fine of 5800 rupees on each convict in a post Godhra riot case. Five others convicted in the case have been given seven years rigorous imprisonment and imposed a fine of 3800 rupees on each person. The court on Monday convicted 23 out of the 47 people accused in the case. 23 accused were acquitted while one accused had died during the trial period. 
At least 23 people belonging to minority community taking shelter in a house at Ode village in Anand district were killed on March 1, 2002 when a mob set it on fire during the post-Godhra riots in Gujarat. A report from our Correspondent:- 
23 people were burnt alive in ode village of Anand district during the 2002 post Godhara riots. Victims were burnt alive, while they were taking shelter to escape from the violent mob. Deceased include nine women and nine children.  After the pronouncement of punishment, the families of victims have feeling of getting justice, while some old age convicts and their families have tears in their eyes. Nupur Talwar, facing arrest in the twin murder case of her daughter Aarushi and domestic help Hemraj, today moved the Supreme Court seeking stay on the non- bailable warrant issued against her by the trial court. A bench of justices A K Patnaik and Swatanter Kumar, however, refused to hear her plea and said that it would be taken up tomorrow. Nupur is facing arrest as the CBI is looking for her and conducted raids yesterday pursuant to the warrant issued against her by a Ghaziabad court.

In Odisha, Italian hostage Paolo Bosusco has been released by the Maoists today. He was abducted along with his countryman Claudio Colangelo by the Naxals in Odisha's Kandhamal district 29 days ago.
Bosusco was handed over by the Maoists to their mediator Dandapani Mohanty and some journalists in the forest of tribal-dominated Kandhamal district bordering Gajapati and Ganjam.
Bosusco, a Puri-based Italian tour operator, had been abducted along with tourist Colangelo from Italy on March 14 while trekking in the forests of Daringbadi area in Kandhamal district.
The Italian national was brought to the state capital in the company of media persons and Mohanty who, along with B D Sharma, negotiated with three Odisha government representatives for his release.
His release came two days after top Maoist leader of the Odisha State Organising Committee Sabyasachi Panda's wife Subhashree Panda alias Mili Panda was released from jail following her acquittal by a Gunupur court in an encounter case of 2004. We have a report from our Correspondent:-
Maoists have finally released Italian national Paolo Bosusco after keeping him in their captivity for about a month. On his arrival in Odisha's capital Bhubaneswar after being released by the ultras, Paolo said he is happy for being a free man and wanted some rest as he is tired. The Government of Odisha had on April 4last agreed to release 27 prisoners, eight of whom are Maoists for the release of the Bosusco and Biju Janata Dal MLA Jhina Hikaka. Hikaka was abducted by Maoists in Koraput district of Odisha on March 24. He continues to remain in Maoist custody until their demand for release of 30 rebels, including one accused of killing 55 policemen is met. Prakash Dash,AIR News,Bhubaneswar

President Pratibha Devisingh Patil today approved the Presidential reference seeking clarification on the judgement of the Supreme Court on the 2G telecom licences issue. The apex court in its  2nd February order had cancelled all the 122 licences for 2G spectrum. Information and Broadcasting minister Ms Ambika Soni informed this to reporters after a cabinet meeting in New Delhi.  The Prime minister Dr Manmohan Singh and Telecom minister Kapil Sibal met President on the issue this morning. Our correspondent reports, questions on which the government wants clarity from the apex court include whether auctioning of natural resources is the only correct way.  The advantage of seeking a presidential reference is that once the President writes to the Chief Justice of India, he will set-up a special constitution bench comprising at least five judges to decide upon questions raised by the government. The Supreme Court has already admitted the government's petition for review of its judgement while canceling review petition by private telecom companies.

The Cabinet has approved turnaround and restructuring plans for Air India. This information was given by Civil Aviation Minister Ajit Singh after a cabinet meeting. It also  approved a bill that seeks to regulate government purchases of above 50 lakh rupees through a Transparent bidding process. The Cabinet meeting, chaired by Prime Minister Dr. Manmohan Singh, approved the public procurement bill that has a provision to debar bidders found engaged in corrupt practices. Speaking to reporters Information and Broadcasting Minister Ambika Soni said that there is no overarching legislation governing public procurement by the central government and central public sector enterprises.
The bill provides for a jail term ranging from six months to five years for public servants found guilty of demanding and accepting bribes from bidders of government contracts.  The GoM headed by Finance Minister Pranab Mukherjee had sent the bill for the approval of the Union Cabinet. The cabinet also gave its node to state owned Neyveli Lignite Corporation's proposed joint venture to set up a ten thousand crore rupees Thermal power project in Uttar Pradesh.  The UP government has already given in principle approval to allocate 2500 acres of land and 80 cusecs of water for the project.

In Syria, a UN backed ceasefire has come into effect this morning. Reports indicate the ceasefire is holding on across the country barring stray incidents. UN Special envoy Kofi Annan had set the deadline  for this morning for the Syrian Government and the rebels to halt fighting. US President Barack Obama and German Chancellor Angela Merkel agree that more resolute UN Security Council action is needed in Syria. The White House said the the two leaders had telephonic conversation  hours before a ceasefire deadline set by Kofi Annan for that country. The statement said the President and Chancellor shared the concern that the Assad government is not complying with the terms of the agreement negotiated by Kofi Annan and continued to engage in unacceptable brutality against his own people. 
Obama and Merkel also expressed hopes that Iran would take advantage of talks in Turkey with world powers starting on Saturday to address concerns about its nuclear program.  The two leaders also reiterated their common resolve to increase the pressure on the Iranian regime through sanctions and other measures if it remained unresponsive.

The northeastern U.S. state of Connecticut has become the latest  nation to abolish the death penalty. The Democratic-majority state House of Representatives voted to repeal the law yesterday by a vote of 88-62, a week after it was approved by the state Senate. It replaces the death penalty with a sentence of life in prison without the possibility of parole. The bill now goes to Governor Dannel Malloy for his signature.

In Egypt, a court in Cairo has cleared the way for hardline Islamist candidate Hazem Abu Ismail to run in the Presidential elections. The court ruled that his mother was not a US passport holder. Egypt’s electoral commission last week said it received documents confirming that Ismail's mother was an American citizen. But the Cairo Administrative Court said authorities did not have sufficient documents to prove she was a U.S. citizen. Under the country’s electoral law, all candidates for the presidency, their parents and their wives must have only Egyptian citizenship. 50 year old Hazem Abu Ismail is a lawyer-turned-preacher backed by hardline Salafists.

The Sensex at the Bombay Stock Exchange rose 132 points, or 0.8 per cent, to 17,332 in opening trade, today, on fresh buying by funds and retail investors, ahead of industrial output data, and amid positive regional bourses. Later, after climbing almost 200 points at one stage, the Sensex pared its gains, to stand 123 points, or 0.7 per cent in positive territory, at 17,322, in afternoon deals, a short while ago.

The rupee gained by 17 paise to 51.25 against dollar in the noon trade due to sustained selling of American currency by banks and exporters amid firm trend in the equity markets. The domestic currency moved between 51.25 rupees and 51.50 rupees per dollar in the morning deals. Persistent selling of dollars by banks and exporters because of weakness in the currency in the overseas markets and a firm trend in the local equity market boosted the rupee value against the dollar.

In Punjab, Haryana and chandigarh the intermittent rain and hailstorm has brought mercury down in the region. Last evening, rain accompanied by thunderstorm and dusty winds led to chaos on the roads and tri-city Chandigarh, Mohali and Panchkula plunged into darkness. The strong winds uprooted trees at many places and branches of tree fell on roads leading to traffic jams in several parts of the tri-city. The electricity poles were also uprooted at several places leading to disruption of power supply.
The intermittent rains, strong winds accompanied by hailstorm in Punjab and Haryana have left the farmers worried about their wheat crop. The Project Director of Directorate of wheat Research, Karnal Indu Sharma said that continuation of rains might affect the quality of grains. As per reports from Karnal, Kurukshetra and Panipat wheat stock in mandis has drenched due to sudden rains and procuring agencies have been directed to dry the grains. The Agricultural Scientist, who are also worried due to sudden change in climate, are hoping that it would not affect the prosperous of bumper crop this season. In Madhya Pradesh, forty-seven villages of Rajgarh district have been lit up with solar energy under District Poverty Initiative Project. Our correspondent reports that a target has been fixed to energise 100 villages of Rajgarh district with solar energy under the scheme.
Under District Poverty Initiative Project, 2200 families of 47 villages have been benefited so far. Villagers have been provided facility of recharging their solar lanterns through solar charging stations. These solar charging stations generate solar energy. Gram Uthhan Samitis will run them. The Rajasthan Government will provide 10436 houses to poor and weaker sections this financial year. The Chief Minister Ashok Gehlot released folders of these schemes at Jaipur today. उच्चतम न्यायालय ने शिक्षा का अधिकार अधिनियम - २००९ की संवैधानिक वैधता बरकरार रखी है। इसके अनुसार देशभर के सरकारी और गैर सहायता प्राप्त निजी स्कूलों में गरीब छात्रों के लिए २५ प्रतिशत सीटें आरक्षित रखने की व्यवस्था है। न्यायालय ने स्पष्ट किया कि यह फैसला आज से लागू होगा। मुख्य न्यायाधीश एच० एस० कापड़िया, न्यायमूर्ति के० एस० राधाकृष्णन और न्यायमूर्ति स्वतंत्र कुमार की पीठ ने कहा कि यह कानून गैर सहायता प्राप्त निजी अल्पसंख्यक स्कूलों को छोड़कर सभी सरकारी और गैर सहायता प्राप्त निजी स्कूलों पर समान रूप से लागू होगा। मानव संसाधन विकास मंत्री कपिल सिब्बल ने उच्चतम न्यायालय के फैसले पर प्रसन्नता व्यक्त करते हुए कहा है कि इससे स्थिति स्पष्ट हो गई है और सभी विवाद समाप्त हो गये हैं।

अब सुप्रीम कोर्ट ने पूरी तरह से तय कर दिया है कि जो २५ प्रतिशत का जो रिजर्ववेशन है वो हर एडिड इंस्टिट्यूशन को लागू होगा, प्राईवेट एडिड इंस्टिट्यूशन को लागू होगा, मानियोरिटी एडिड इंस्टिट्यूशन को लागू होगा। केवल एक इंस्टिट्यूशन को नहीं लागू होगा प्राईवेट, मानियोरिटी, अन एडिड इंस्टिट्यूशन को ये क्लेरिटी लाना बहुत जरूरी था क्योंकि इसमें बड़ी चर्चा भी हो रही थी और लोग परेशान भी थे।

केन्द्रीय मंत्रिमडल ने नकदी संकट से जूझती एयर इंडिया के लिए नौ साल की अवधि में ३० हजार करोड़ के निवेश से कंपनी की स्थिति सुधारने और उसके वित्तीय पुनर्गठन की योजनाओं को मंजूरी दी है। इससे इस एयर लाइन को अपने +ऋणों के पुनर्गठन और अपनी परिचालन कुशलता बढ़ाने में मदद मिलेगी। नई दिल्ली में आज मीडिया से बातचीत में नागरिक उड्डयन मंत्री अजीत सिंह ने कहा कि आर्थिक मामलों की मंत्रिमंडलीय समिति ने एयर इंडिया को छह हजार सात सौ पचास करोड़ रुपए की पूंजीगत सहायता की मंजूरी दी है। उन्होंने कहा कि एयर इंडिया को वर्ष २०२१ तक नकदी की कमी के लिए चार हजार पांच सौ बावन करोड़ रुपए की पूंजीगत सहायता भी मिल सकेगी। उसे सात हजार चार सौ करोड़ रुपए के प्रस्तावित अपरिवर्तनीय ऋण पत्रों की मूल राशि लौटाने और ब्याज के भुगतान के लिए सरकार की गारंटी भी मिल सकेगी। अभी एयर इंडिया पर ६७ हजार ५२० करोड़ रुपए के ऋण और दूसरे बकाया हैं।

केन्द्रीय मंत्रिमंडल ने नई पेंशन प्रणाली के तहत स्वावलंबन योजना लागू करने के वास्ते सभी अंशदाताओं के लिए धन उपलब्ध कराने की अवधि वर्तमान तीन साल से बढा कर पांच साल करने की भी मंजूरी दी है।  मंत्रिमंडल की बैठक के बाद संवाददाताओं से बातचीत में मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि इसके तहत अंशदाताओं को साठ साल की आयु के स्थान पर ५० साल की आयु में या बीस साल की न्यूनतम अवधि पर योजना की सदस्यता छोड़ने के लिए योजना में ढील भी दी है।

नई पेंशन प्रणाली के तहत अंशदाताओं को ६० साल की आयु के स्थान पर ५० वर्ष की आयु में या २० वर्ष की न्यूनतम अवधि पर योजना की सदस्यता छोड़ने के लिए योजना में ढील भी दी है।
केन्द्रीय मंत्रिमंडल ने सार्वजनिक खरीद विधेयक २०१२ का भी अनुमोदन किया है, जिसमें पचास लाख रुपए से अधिक की सरकारी खरीद को नियमित करने और बोली लगाने वालों के साथ उचित व्यवहार करने में मदद मिलेगी। एक अन्य फैसले में मंत्रिमंडल ने संसद के बजट सत्र के दौरान जन्म तथा मृत्यु पंजीकरण अधिनियम १९६९ को संशोधित करने वाले एक विधेयक को भी मंजूरी दी। इसमें विवाह का पंजीकरण भी शामिल होगा। मंत्रिमंडल ने आनंद विवाह अधिनियम १९०९ को भी अनुमोदित किया, जिसके तहत सिखों के विवाह के पंजीकरण का प्रावधान है। हमारे संवाददाता ने बताया है कि प्रस्तावित विधेयक से महिलाओं को वैवाहिक  तथा भरण-पोषण के मामलों में अनावश्यक परेशानियों से बचने में मदद मिलेगी। श्री सिब्बल ने बताया कि मंत्रिमंडल संसद में एक विधेयक को पेश किए जाने वाले प्रस्ताव को भी मंजूरी दी, जिससे पांच राज्यों की ग्यारह जातियों और समुदायों को अनुसूचित जातियों की सूची में शामिल किया जा सकेगा या निकाला जा सकेगा।

ओडिशा में माओवादियों ने इटली के अपहृत नागरिक पाओलो बोसुस्को को आज छोड़ दिया ।  माओवादियों ने उसे कंधमाल जिले में राइकिया के वन क्षेत्र में मध्यस्थ - दंडपाणी मोहन्ती और कुछ पत्रकारों को सौंप दिया।  इन्ही के साथ पाओलो को राजधानी भुवनेश्वर लाया गया।  मोहन्ती ने पाओलो को छोड़ने के लिए बी डी शर्मा के साथ मिलकर ओड़ीशा सरकार के तीन प्रतिनिधियों से बातचीत की थी। बाद में, भारत में इटली के राजदूत और महा-वाणिज्य दूत ने पाओलो से मुलाकात की।  पुरी में टूर ऑपरेटर पाओलो को माओवादियों ने पिछले २९ दिन से बंधक बना रखा था।

गुजरात में आणंद जिले की एक विशेष अदालत ने गोधरा कांड के बाद के दंगों के एक मामले में १८ लोगों को आजीवन कारावास की सजा सुनाई है और प्रत्येक पर पांच हजार आठ सौ रूपये का जुर्माना लगाया है। इस मामले के पांच अन्य दोषियों को सात वर्ष की कड़ी कैद और तीन हजार आठ सौ रूपये का जुर्माना लगाया गया है। सोमवार को अदालत ने इस मामले में ४७ में से तेईस लोगों को दोषी करार दिया था। तेईस लोगों को बरी कर दिया गया था, जबकि एक आरोपी की मुकदमा चलने की अवधि के दौरान मृत्यु हो गई थी।

मुम्बई की एक विशेष अदालत ने आदर्श हाउसिंग सोसायटी घोटाले में महाराष्ट्र के शहरी विकास विभाग के पूर्व प्रधान सचिव रामानंद तिवारी और मुम्बई नगर निगम के पूर्व आयुक्त जयराज फाटक की सी बी आई हिरासत आज १७ अप्रैल तक बढा दी । सी बी आई ने इन दोनों को तीन अप्रैल को गिरफ्‌तार किया था।

प्रधानमंत्री कार्यालय ने आज प्रमुख बंदरगाहों में सार्वजनिक निजी भागीदारी परियोजनाओं पर अमल और गाद निकालने के काम में प्रगति की समीक्षा की। एक सरकारी विज्ञप्ति में बताया गया है कि तीन महीने पहले मंत्रालय को सार्वजनिक निजी भागीदारी परियोजनाओं पर अमल में तेजी लाने को कहा गया था ताकि बंदरगाह की क्षमता पर पड़ रहा दबाव कम हो सके। मुंबई, कांडला और विशाखापत्तनम में तीन बड़ी परियोजनाओं के लिए करीब आठ हजार करोड़ रुपए निर्धारित किए गए हैं जिनसे हर साल सात करोड ९० लाख की अतिरिक्त क्षमता उत्पन्न हो सकेगी।

The Supreme Court today upheld the constitutional validity of the Right to Education Act, 2009, which mandates 25 per cent free seats to the poor in government and private unaided schools uniformly across the country. The apex court clarified that its judgement will come into force from today but will only have a prospective affect and not retrospective affect.
A three-judge bench of Chief Justice S H Kapadia and justices K S Radhakrishnan and Swantanter Kumar said by a majority view that the act will apply uniformly to government and unaided private schools except unaided private minority schools.
The   bench had reserved its verdict on August 3, last year on a batch of petitions by private unaided institutions which had contended that the Act violates the rights of private educational institutions under Article 19(1) (g) which provided autonomy to private managements to run their institutions without governmental interference.

The government today said that it is obligatory for all the schools including the private ones to give 25 per cent reservation to children from poor section. In an exclusive interview to All India Radio, the Minister of State for Human Resources Development Mrs D. Purandeswari said that penal action will be taken against the erring schools.

Government today filed presidential reference in Supreme Court asking if its judgement in 2G case makes auctioning of natural resources compulsory.
Earlier in the day, President Pratibha Devisingh Patil   approved the Presidential reference seeking clarification on the judgement of the Supreme Court on the 2G telecom license issue. The apex court in its  2nd February order had cancelled all the 122 licenses for 2G spectrum. Information and Broadcasting Minister Ms Ambika Soni informed this to reporters after a cabinet meeting in New Delhi.  The Prime minister Dr Manmohan Singh and Telecom minister Kapil Sibal  met the President on the issue this morning.
Our correspondent reports, questions on which the government wants a clarity from the apex court include whether auctioning of natural resources is the only correct way.

Government today approved a Turn Around Plan, TAP and Financial Restructuring Package, FRP with a thirty thousand crore rupee infusion over a nine year period for cash trapped Air India.  The plan envisages a massive fund infusion into the Airline, debt restructuring and higher operational efficiency.  Briefing the media in New Delhi today, Civil Aviation Minister Ajit Singh said the Cabinet Committee on Economic Affairs has approved an upfront equity support of 6,750 crore rupees to Air India.
Mr. Singh said, Air India will also be able to gain further equity for cash deficit support of 4,552 crore rupees till 2021. He said the Airline will also be able to raise equity for the already guaranteed aircraft loan of 18,929 crore rupees till 2021. Mr. Singh said that Air India has been allowed to raise government guaranteed non-convertible debentures of 7,400 crore rupees.
Finally the cabinet has approved the turn around plan, for Air India and also the financial restructuring package.  Under the turn around plan, the Air India will hive of two subsidiaries, one is for the transport that is basically passenger related and the other would be MRO, Maintenance, Repair, Overhaul.  They will become independent companies fully on subsidiary.
Air India Engineering Services Limited (AIESL) and Air India Air Transport Services Limited (AIATSL) will be operationalised as new Subsidiary companies of Air India. Mr. Ajit Singh said this would help hive off Maintenance, Repair and Overhaul MRO business of AIESL and also to tap the potential of 1.5 billion US dollars MRO business in the Asia Pacific Region. About 7000 employees of Air India will migrate to this new MRO subsidiary company.  Government also approved induction of 27 Boeing Dreamliners into Air India.

To check corruption among public and civil servants, the Rajasthan Assembly has today passed a bill for constitution of special courts. These courts will have the rights to seize the disproportionate properties. The bill was passed after a long debate before it was presented by the Minister of Parliamentary affairs Mr.Shanti Dhariwal. The bill has the provision of time bound hearings of cases handed over to these courts. Initially two special courts will be constituted.

The Prime Minister's Office (PMO) today reviewed the progress made in the implementation of Public Private Partnership projects in major ports and the progress of dredging activities. An official statement said the follow-up meeting examined the progress of instructions given to the Shipping Ministry three months ago to speed up the implementation of PPP projects so that the constraints in port capacity would be removed.
Three major PPP projects in Mumbai(JNPT), Kandla and
Visakhapatnam totaling nearly Rs.8000 crore have been awarded, creating an additional capacity of more than 79 million tons per annum.

In Gujarat,  a special court in Anand district has sentenced 18 persons to life imprisonment and imposed a fine of 5800 rupees on each convict in a post Godhra riot case. Five others convicted in the case have been given seven years rigorous imprisonment and imposed a fine of 3800 rupees on each person. The court on Monday  convicted 23 out of the 47 people accused in the case. 23 accused were acquitted while one accused had died during the trial period. 
At least 23 people belonging to minority community  taking shelter in a house at Ode village in Anand district were killed on March 1, 2002 when a mob set it on fire during the post-Godhra riots in Gujarat.

In Odisha, Italian hostage Paolo Bosusco has been released today by Maoists. Bosusco, was handed over by the Maoists to their mediator Dandapani Mohanty and some journalists in a forest area of Raikia in tribal-dominated Kandhamal district.  Paolo, a Puri-based Italian tour operator remained in the captivity of the ultras for 29 days after he was abducted along with his countryman Claudio Colangelo by the Maoists on 14th of last month  in the forest of Daringbadi area in Kandhamal district. After being freed from the clutches of Maoists, Italian national Paolo Bosusco today told media persons at Bhubaneswar that it was time to bid farewell to India. He also thanked the people of Odisha for all the love and friendship they have given to him during his association with them for 22 years.  The 54-year-old Italian, who has been operating as a tourist guide from the seaside town of Puri all these years, also said he loves Odisha very much. Bosusco denied allegations that he along with compatriot Claudio Colangelo had taken objectionable photographs of tribals before being kidnapped. Meanwhile, another hostage BJD MLA Jhina Hikaka was yet to be released by the Andra Odisha Border Special Zonal Committee of CPI (Maoists).

The Union Cabinet has approved the extension of funding support for implementing the Swavalamban scheme under the New Pension System (NPS)from present three years to five years for all subscribers. Speaking to reporters after the Cabinet meeting, HRD minister Kapil Sibal said the exit norms of the scheme have been relaxed to enable subscribers under Swavalamban to exit  at the age of 50 years instead of 60 years, or a minimum tenure of 20 years which ever is later.
"For that the Cabinet has approved an additional funding of 2065 crores to the Swavalamban scheme upto 2016-17 as government's co-contribution to the subscribers and also for promotional and developmental activities.  Now this will benefit 70 lakh workers in the unorganised sector till 2016-17."         
The cabinet has approved Public Procurement Bill 2012 that seeks to regulate public procurement of above 50 lakh rupees and provide fair treatment to bidders.  The bill provides for a jail term ranging from six months to five years for public servants found guilty of demanding and accepting bribes from bidders of government contracts.  
In another decision, the Cabinet  approved introduction of the bill in the ongoing Budget Session to amend the Registration of Births and Deaths Act, 1969 to include registration of marriages as well.
"The existing administrative mechanism will be able to carry out such registration in marriage in accordance with the specified procedures and to be able to maintain necessary records and statistics registration in marriages also."         
Cabinet also approved introduction of the Anand Marriage Act, 1909 to provide for registration of marriages of Sikhs under the act, fulfilling a long standing demand of the community.

Stock markets in Japan, China, Hong Kong, and Singapore advanced between 0.7 percent and 1.8 percent. The rupee weakened 16 paise, to 51.58 against the dollar. Gold declined 20 rupees, to 28,880 rupees per ten grams in Delhi. Silver remained steady at 56,100 rupees per kilo. A 6.9-magnitude earthquake today struck off Mexico's Pacific coast, the second to hit the area in the last 24 hours. According to the US Geological Survey,  the quake struck in the Gulf of California, 78 miles    northeast of the town of Guerrero Negro in Baja California at a depth of 6.2 miles.  However,  no immediate damage was reported and no tsunami warning has been issued.

Teenage boxers Shiva Thapa and Sumit Sangwan struck gold today to round off a brilliant performance by India in the Asian Olympic Qualifiers in Astana, Kazakhastan. With this, India bagged three London tickets to make it an unprecedented seven strong contingent for the quadrennial extravaganza. 
Shiva Thapa defeated Syria's Wessam Salamana 18-11 in the 56 kilogram category and Sumit Sangwan beat Tajikistan's Dzhakon Qurbanov 14-9 in the 81 kilogram category.

In the first IPL match this evening, Chennai Super Kings beat the Royal Challengers Bangalore by five wickets in thrilling clash in Chennai. Electing to bat first after winning the toss, Royal Challengers Bangalore scored 205 runs in the stipulated 20 overs for the loss of 8 wickets.  Chennai Super Kings replied with 208 runs in 20 overs with five wickets in hand.  The second IPL match of the day between Pune Warriors and Kings Eleven Punjab is in progress in Mohali near Chandigarh.  Pune Warriors were 90 for 5 in 14.1 overs when reports last came in.
