पंजाब और उत्तराखंड में विधानसभा चुनाव के लिए मतदान अभी-अभी शुरू हुआ है। शाम पांच बजे तक वोट डाले जा सकते हैं। स्वतंत्र और निष्पक्ष चुनाव कराने के लिए व्यापक सुरक्षा  प्रबंध किये गए हैं।
मतदान प्रक्रिया पर निगरानी रखने के लिए क्षेत्रीय स्तर  पर मजिस्ट्रेट नियुक्त किये गए हैं।  ७० सदस्यों की उत्तराखंड विधानसभा के लिए ७८८ उम्मीदवार मैदान में हैं। मतदान की ताजा स्थिति की जानकारी के लिए चलते हैं देहरादून जहां हमारे संवाददाता राघवेश पांडे मौजूद हैं।

प्रश्न २. सर्दी के इस मौसम में पहाड़ी क्षेत्रों से मतदान की क्या सूचना मिल रही है।
पंजाब में ११७ विधानसभा सीटों के लिए एक हजार ७८ उम्मीदवार मैदान में हैं, जिनमें ९३ महिलाएं हैं। पांच निर्वाचन क्षेत्रों पटियाला, गिदड़बाहा, लाम्बी, भोलात और मजीठा को अति संवेदनशील घोषित किया गया है जबकि ३२ निर्वाचन क्षेत्रों की संवेदनशील क्षेत्रों के रूप में पहचान की गई है। मतदान पर गुरूदासपुर से हमारे संवाददाता की रिपोर्ट-

प्रदेश सीमा क्षेत्र गुरदासपुर में मतदान केंद्रों पर कड़ी सुरक्षा के बीच मतदान शुरू हो गया है। सर्दी के बावजूद लोग अपना वोट देने के लिए  मतदान केंद्रों पर पंहुच रहे हैं। हालांकि अभी मतदाताओं में अधिकतर संख्या पुरूषों की है लेकिन जैसे-जैसे दिन निकलेगा महिलाएं भी बड़ी संख्या में पंहुचने लगेंगी। यहां मतदाताओं को किसी भी दिक्कत का सामना नहीं करना पड़ रहा। अश्वनी शर्मा आकाशवाणी समाचार गुरदासपुर।''

उत्तर प्रदेश में विधानसभा चुनाव के लिए कंपनियों से पैसा मांगने के आरोप में  विभिन्न राजनीतिक दलों के ग्यारह नेताओं के खिलाफ एफआईआर दर्ज की गई है । गाजियाबाद, प्रबुद्ध नगर , बिजनौर, पीलीभीत, मुरादाबाद, सहारनपुर और ज्योतिबाफुले नगर जिलों के चुनाव अधिकारियों ने ये मामले दर्ज किये हैं। हमारे लखनऊ संवाददाता ने खबर दी हैं कि तीसरे चरण के चुनाव के लिए नामांकन पत्रों की आज जांच की जा रही है।
 
इस चरण में फैजाबाद, वाराणसी इलाहाबाद, विंध्याचल धाम मंडलों दस जिलों के ५६ ग्राम सभा क्षेत्रों में कुल एक हजार एक सौ पैंतीस नामांकन पत्र भरे गए हैं। आज चौथे और पांचवे चरण के चुनाव के लिए नामांकन पत्र भरने का काम शुरू हो रहा है। निर्वाचन आयोग ने प्रदेश के पुलिस अधिकारियों के भारी विरोध स्वरूप देवी पाठक मंडल के मंडल आयुक्त को हटा दिया है।  आयोग ने उन्हें नोटिस जारी कर कल शाम तक अपना जबाव देने को कहा है। राजनैतिक दलों ने पहले तीन चरणों वाले क्षेत्रों में अपने प्रचार अभियान को तेज कर दिया है। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।''

निर्वाचन आयोग ने गोवा के मुख्य सचिव को पशुपालन विभाग के निदेशक सिद्धिविनायक नायक को निलम्बित करने और इस बारे में मंगलवार तक कार्रवाई रिपोर्ट सौंपने का निर्देश दिया है। आधिकारिक सूत्रों ने बताया कि श्री नायक को आदर्श चुनाव आचार संहिता लागू होने के बाद १४० लोगों  को नौकरी के नियुक्ति पत्र जारी करने का दोषी पाया गया है। गोवा में तीन मार्च को विधानसभा चुनाव के लिए मतदान होना है।

पाकिस्तान की समुद्री सुरक्षा एजेंसी ने अरब सागर के सर क्रीक क्षेत्र से शनिवार रात २२ भारतीय मछुआरों को गिरतार कर लिया। हमारे अहमदाबाद संवाददाता ने खबर दी है कि इन मछुआरों पर अंतर्राष्ट्रीय समुद्री सीमा के उल्लंघन का आरोप है।
 
पाकिस्तान द्वारा भारतीय मछुआरों को अगवा करने का एक सप्ताह में दूसरा मामला है। इससे पहले पिछले सप्ताह पाकिस्तान द्वारा ३१ भारतीय मछुआरों को हिरासत में लिया गया था। शनिवार रात पकड़े गए सभी २२ भारतीय मछुआरे गुजरात के पोरबंदर और मांगरोल बंदर इन लोगों को सरक्रीक क्षेत्र से कथित रूप से अंतर्राष्ट्रीय समुद्री सीमा के उल्लंघन के लिए हिरासत में लिया गया है। इन मछुआरों की चार नौकाएं भी पाकिस्तान द्वारा जब्त की गई है। सभी मछुआरों को करांची बंदरगाह ले जाया गया है। योगेश पांडया आकाशवाणी समाचार अहमदाबाद।''

पाकिस्तान के प्रधानमंत्री यूसुफ रजा गिलानी ने कहा है कि भारत और पाकिस्तान के सम्बन्धों का सामान्य होना एक लाज+मी जरूरत है। दावोस में विश्व आर्थिक सम्मेलन में भाग लेने गए विज्ञान और प्रौद्योगिकी राज्यमंत्री अश्विनी कुमार के साथ बातचीत में श्री गिलानी ने बताया कि पाकिस्तान के गृह सचिव दोनों देशों के बीच बातचीत के लिए जल्दी ही भारत का दौरा करेंगे। श्री गिलानी ने प्रधानमंत्री डाक्टर मनमोहन सिंह की सराहना करते हुए कहा कि वे ऐसे व्यक्ति हैं जो आपसी मुद्दों का समाधान चाहते हैं।

केन्द्रीय वित्तमंत्री प्रणब मुखर्जी ने कहा है कि मल्टी ब्राण्ड रिटेल के लिए प्रत्यक्ष विदेशी निवेश-एफडीआई को अनुमति देने के बारे में सहमति बनाने के प्रयास जारी हैं। शिकागो में र्फोचून ५०० कम्पनियों सहित शीर्ष उद्योगपतियों को संबोधित करते हुए उन्होंने कहा कि हमने सिंगल ब्राण्ड रिटेल में और अधिक छूट दे दी है लेकिन मल्टी ब्राण्ड रिटेल में एफडीआई लाने के लिए सरकार के प्रयासों को अभी सफलता नहीं मिली है। श्री मुखर्जी ने कहा कि सरकार इस बारे में अगले कदम उठाने के लिए विभिन्न भागीदारों के बीच सहमति बनाने में लगी है।
वैश्विक वृद्धि के परिप्रेक्ष्य में श्री मुखर्जी ने कहा कि इस समय पूरा विश्व कठिन दौर से गुजर रहा है और आर्थिक संकट को हल करने के लिए प्रयास कर रहा है।
भारतीय अर्थव्यवस्था के बारे में वित्तमंत्री ने कहा कि वर्तमान आर्थिक संकट के दौर में भी भारत अन्य देशों के मुकाबले बेहतर स्थिति में है।

पश्चिम बंगाल सरकार ने किसानों से धान की खरीद में प्रगति की समीक्षा के लिए आज कोलकाता में उच्चस्तरीय बैठक बुलाई है। राज्य के खाद्य मंत्री ज्योतिप्रिय मलिक ने बताया कि सरकार ने इस साल सितम्बर तक बीस लाख मीट्रिक टन धान की खरीद का लक्ष्य
रखा है और अब तक चार लाख चौदह हजार मीट्रिक टन धान खरीदा जा चुका है। श्री मलिक ने बताया कि राज्य सरकार ने इस खरीद के लिए हर जिले को दस करोड़ रुपये जारी किये हैं। उन्होंने बताया कि किसानों से सीधे धान और चावल खरीदने के लिए राज्य सरकार अगले महीने से  हर जिले में शिविर लगाएगी।

शीर्ष वरीयता प्राप्त सर्बिया के नोवाक जोकोविच ने लगातार दूसरी बार ऑस्ट्रेलियन ओपन टेनिस टूर्नामेंट का पुरूष के सिंगल्स का खिताब जीत लिया है। पांच घण्टे ५३ मिनट तक चले मैराथन फाइनल में जोकोविच ने स्पेन के राफेल नडाल को ५-७, ६-४, ६-२, ६-७, ७-५ से हराया। जोकोविच का ऑस्ट्रेलियन ओपन में यह तीसरा तथा कुल मिलाकर पांचवा ग्रैंड स्लैम  खिताब है। इससे पहले जोकोविच ने वर्ष २००८ और २०११ में ये खिताब जीता था।

ईरान की संसद ने यूरोपीय संघ को तेल की बिक्री पर रोक लगाने से संबधित विधेयक पर चर्चा टाल दी है। ये विधेयक ईरान के तेल निर्यात पर रोक लगाने की जवाबी कार्रवाई के लिये लाया गया है । संसद के ऊर्जा आयोग के प्रवक्ता इमद हुसैनी ने बताया कि इस मुद्दे पर अभी सरकार के साथ और विचार-विमर्श जरूरी है इसलिये फिलहाल विधेयक पर चर्चा टाल दी गई है । विधेयक संसद के ऊर्जा आयोग ने तैयार किया था और सांसद इस पर कल ही चर्चा और मतदान चाहते थे। विधेयक के मसौदे के अनुसार ईरान यूरोपीय संघ के देशों को तेल का निर्यात तब तक नहीं करेगा, जब तक वे ईरान से तेल आयात पर घोषित प्रतिबंध नहीं हटाते ।

बांग्लादेश में कल चांदपुर और लक्ष्मीपुर में बांग्लादेश नेशनल पार्टी-बीएनपी के कार्यकर्त्तओं और सुरक्षा बलों के बीच हिंसक    झड़पों तथा पुलिस गोलीबारी में चार लोग मारे गये और सौ से अधिक घायल हो गये। यह झड़पें कल सुबह उस समय हुई जब बीएनपी के कार्यकर्त्ता एक जुलूस निकालने की कोशिश कर रहे थे।

Polling has begun for Assembly elections in Uttarakhand and Punjab. Polling, which began at 8 AM, will end at 5 PM. Elaborate security arrangements have been made to ensure free and fair polls.
In Uttarakhand, 75 companies of para-military forces, ten thousand Home Guards and State Police personnel have been deployed to ensure smooth conduct of polling. Sector and Zonal magistrates have also been deployed to keep an eye on the poll process. 788 candidates are in the fray for 70 member Uttarakhand Assembly. More than 63 lakh electorates are expected to exercise their franchise. Our correspondent has filed this report:
I am in front of the Hindu National Inter college polling station which is under the Rajpur Road Assembly Seats in the state capital Dehradun. Few voters can be seen in a queue nhere. A voter who is standing in the queue, told this correspondent that they are regular morning walker, so after finishing their routine exercise, they have come to cast their vote on priority. Meanwhile, in hill district of Chamoli, Uttarkashi, Tehri, Pauri, Pithoragarh and Nainital, voters turnout is very slow following the chilly cold conditions, however, weather is clear in major parts of the state. In Punjab, 1,078 candidates including 93 women are in the fray for 117 assembly seats. While five constituencies - Patiala, Gidderbaha, Lambi, Bholath and Majitha have been declared super-sensitive, 32 constituencies have been identified as sensitive. A report from our correspondent:
Polling started in a peacful atmosphere in the state under tight security and it will continue till 5 pm. Weather is quiet cold and only few voters are there in the queue in the morning. Some people are in their night gown because they have came to the polling booth from the morning walk. On the village polling booth only one or two persons are there in the queue as fog is there at some places. Jasvinder Singh Randhawa from Zerikhpur, Dehra Wasi Constituency.
In poll-bound Goa, the Election Commission has directed the Chief Secretary to suspend State's Director of Animal Husbandry, Siddhivinayak Naik and submit an action taken report to the commission by Tuesday. Official sources said Mr. Naik has been found guilty of offering job letters to 140 candidates, after election code of conduct came into force. Goa will go to polls on March 3 to elect a new assembly.

In Uttar Pradesh, FIRs have been lodged against 11 aspiring candidates belonging to different political parties for seeking money from the corporate houses for elections. The cases have been filed by the District Returning Officers of Ghaziabad, Prabuddha Nagar, Bijnore, Pilibhit, Moradabad, Saharanpur and Jyotiba Phule Nagar. Scrutiny of nomination papers filed for phase three Assembly elections takes place today in 56 constituencies spread over 10 districts from Faizabad, Allahabad , Varanasi and Vindhyachal Dham divisions. A total of 1135 candidates have filed their nominations for this phase. Nomination process resumes today for phase four and five after Sunday holiday. The Election Commission has removed Divisional Commissioner Devipatan Division following strong protest against him by the Police officers. The Commission has also said that he will be not be assigned any election related responsibility. The Commission has issued a notice to him seeking his reply by tomorrow evening. Pakistan Marine Security Agency arrested 22 Indian fishermen from the Sir Creek area in Arabian Sea on Saturday night for allegedly violating international maritime boundary. Quoting sources, our correspondent reports that the fishermen informed about their arrest to Indian authorities in Gujarat after they were taken to Karachi.
This is the second such incident in a week- after Pakistan Maritime Security had abducted 31 Indian fishermen last week. All 22 Indian fishermen belong to Porbandar and Mangrol port of Gujarat. According to sources, they had been arrested from the Sir Creek area of Arabian sea for allegedly violating the international water territory. Four fishing boats of the arrested 22 fishermen have also been seized by the Pakistan marine security. All the arrested fishermen have been taken to Karachi. YOGESH PANDYA, AIR NEWS, AHMEDABAD.

The 65th Martyrdom Day of the Father of the Nation Mahatma Gandhi is being observed today. A number of functions are being organised throughout the country to mark the occasion. A two-day All India Gandhian Summit will begin at Guwahati in Assam today. Union Health Minister Ghulam Nabi Azad and the State Chief Minister Tarun Gogoi will attend the summit along with delegates from across the country.

The curtains come down on this year's Republic Day celebrations with Beating the Retreat ceremony in New Delhi last evening.
A 'jugalbandi' of tabla and shehnai along with military bands rendering 'Vandemataram' mesmerised the audience at the historic Vijay Chowk. This was for the first time that tabla and shehnai were included in the hour-long show. The ceremony saw 35 bands from three armed services in their colourful ensembles playing tunes like 'Sare Jahan se Achha' penned by Iqbal and 'Abide with Me', the eternally enchanting hymn which was a favourite of Mahatma Gandhi.
President Mrs Pratibha Devisingh Patil was the chief guest at the function which was attended by the Vice President Mohd. Hamid Ansari and the Prime Minister Dr Manmohan Singh among others.

The Union Finance Minister Pranab Mukherjee has said that efforts are on to evolve consensus on the decision to open up multi-brand retail to Foreign Direct Investment (FDI).
Addressing a gathering of top business leaders, including those from Fortune 500 firms in Chicago, he said we have further liberalised FDI in single brand retail, but the Government's effort to open up the FDI in multi-brand retail trading has not been operationalised yet. Mr. Mukherjee said that the Government is in the process of building up consensus among various stakeholders to take the next steps in this regard.
Talking about the Indian economy, the Finance Minister asserted that it is, in some ways, better placed than many other nations to withstand a fresh round of global economic turmoil.

In Odissa, as many as 555 Odissi dancers had presented a spectacular dance event at Bhubaneswar on 24th of last month creating a Guinness world record. The Records Manager for Fast Track of Guinness World Records Limited, Kristian Teufel, has confirmed the approval of the current world record. Our correspondent has filed this report:
In the biggest congregation of Odissi dancers, 555 dancers from across India and abroad matched steps to perform the complete five-phase repertoire of classical Odissi for 28 minutes for the feat on December 24. The dancers started with "Mangalacharan," followed by "Batu," "Pallavi," "Abhinay" and "Mokshya." The event was organised as per the terms and conditions set by the Guinness World Records and recordings of the attempt were sent to the authorities concerned for approval. पंजाब विधानसभा के सभी एक सौ सत्रह निर्वाचन क्षेत्रों में क़ड़ी सुरक्षा के बीच मतदान चल रहा है। अब से कुछ देर पहले तक करीब पैंतालीस प्रतिशत वोट डाले जा चुके थे। हमारे संवाददाता के अनुसार आज के मतदान से तिरानवें महिलाओं सहित एक हजार से अधिक उम्मीदवारों के चुनावी भाग्य का फैसला होगा।

पंजाब में आज खूब धूप खिली है और ठंड कम होने के कारण अभी पोलिंग बहुत ही तेज चल रही है और मौसम के हिसाब से ये चलता है कि अभी पांच बजे तक ऐसे ही तेजी से पोलिंग होती रहेगी। बहुत से स्थानों पर उम्मीदवार और कुछ राजनीतिक नेता लोगों का धन्यवाद करते हुए देखे गये। उनका कहना है कि लोगों ने इस चुनाव को शांतिपूर्वक रखा है। राज्य के विभिन्न स्थानों से प्राप्त समाचारों के अनुसार तकरीबन सभी उम्मीदवारों ने अपने अपने चुनाव क्षेत्रों में अपने वोट डाले हैं। आज राज्य में सभी बाजार और व्यापारिक संस्थान बंद हैं। जसविन्दर सिंह रंधावा, खरड विधानसभा चुनाव क्षेत्र।

दोनों क्षेत्र में चुनाव प्रक्रिया शांतिपूर्वक चल रही है। इस वक्त मैं जालंधर केन्द्रीय हलके में मौजूद हूॅं। सुबह ज्यों ही यह प्रक्रिया थोड़ी धीमी थी परन्तु अब पूरे जोर पर है। बहुत से वोटर तो अपने पूरे परिवार के साथ वोट डालने के लिए आ रहे हैं। नौजवान और वह वोटर जो पहली दफा वोट डाल रहे हैं, इस प्रक्रिया का हिस्सा बनकर रोमांचित महसूस कर रहे हैं। महिला वोटरों की संख्या भी कम नहीं है। पंजाब गर्वनमेंट दौ सौ ऐसे पोलिंग बूथ हैं, जहां कमीशन की तरफ से कैमरे लगाये गये हैं। इन बूथों पर मतदान करने पर वेबकास्टिंग के जरिये नजर रखी जा रही है, ताकि किसी भी तरह की स्थिति से निपटने के लिए तुरन्त कार्रवाई की जाए। पोलिंग स्टाफ द्वारा एसएमएस के जरिये भी संबंधित जिला चुनाव अधिकारी को पल पल की सूचना दी जा रही है। राजेश बाली आकाशवाणी समाचार जालंधर।
   
गुरूदासपुर से भी अच्छा मतदान होने की खबर है।

    उत्तरप्रदेश में तराई और पूर्वी क्षेत्र के एक सौ चौदह विधानसभा निर्वाचन क्षेत्रों में चुनाव प्रचार जोरों पर है। इन निर्वाचन क्षेत्रों में विधानसभा चुनाव के पहले और दूसरे चरण में आठ और ग्यारह फरवरी को वोट डाले जाएंगे। हमारे संवाददाता ने बताया है कि प्रचार के दौरान पार्टियों के बीच आरोप-प्रत्यारोप का दौर जारी है।

नेताओं और पार्टियों के बीच शब्द संग्राम जारी है। दावों और वायदों के बीच सूक्ष्म स्तर पर प्रत्याशी और नेता समुदायों के नेताओं और लोगों से व्यक्तिगत सम्पर्क में लगे हुए हैं। कांग्रेस सांसद और अभिनेता राज बब्बर ने अम्बेडकरनगर के जलालपुर में जनसभाओं को संबोधित करते हुए विकास के नाम पर वोट मांगा, तो समाजवादी पार्टी के मुखिया मुलायमसिंह यादव के भाषणों में सत्तारूढ़ बहुजन समाज पार्टी आलोचना का मुख्य निशाना रही। कल उन्होंने प्रथम चरण वाले सिद्धार्थनगर, स्रावस्ती और बहराइच जिलों में कई जनसभाओं को संबोधित किया। जनता दल युनाइटेड के शरद यादव ने गोरखपुर से लगे इलाकों में जनसभाओं को संबोधित किया। पंजाब और उत्तराखण्ड के चुनावों के खत्म होने के बाद उत्तरप्रदेश में प्रचार अभियान की सरगर्मी और बढ़ सकती है। सलमान हैदर आकाशवाणी समाचार, गोरखपुर।

    उधर, पांचवें चरण के मतदान के लिए नामांकन-पत्र भरने की प्रक्रिया भी चल रही है। इस चरण में मध्यवर्ती क्षेत्र और बुन्देलखण्ड के तेरह जिलों के ४९ मतदान केन्द्रों पर वोट पड़ेंगे। राज्य विधानसभा के चुनाव के लिए आठ फरवरी से तीन मार्च तक सात चरणों में वोट डाले जाएंगे।
इस बीच निर्वाचन आयोग ने औद्योगिक घरानों से कथित रूप से पैसे मांगने के आरोप में ग्यारह उम्मीदवारों के खिलाफ एफ आई आर दर्ज करने के निर्देश दिए हैं। कुछ दिन पहले एक निजी टीवी चैनल ने इस बारे में स्टिंग ऑपरेशन किया था। निर्वाचन आयोग ने फर्जी मतदान रोकने के लिए व्यापक निर्देश भी जारी किए हैं। आयोग के प्रवक्ता ने कल लखनऊ में बताया कि अंतिम मतदाता सूचियों में कोई परिवर्तन नहीं किया जाएगा और मतदान अधिकारी संदिग्ध मतदाताओं के दस्तावेजों की जांच करेंगे। ऐसे मतदाताओं के फोटोग्राफ भी लिए जाएंगे।

आइए अब डालते हैं बाराबंकी विधानसभा क्षेत्र पर एक नजर, जहां पहले चरण में मतदान होना है।

बाराबंकी जिले में अपने असर को बनाए रखने के लिए बहुजन समाज पार्टी ने कुछ क्षेत्रों में अपने प्रत्याशी बदल दिये हैं और एक वर्तमान विधायक को भी टिकट नहीं दिया है। परिसीमन की वजह से भी जिले के अधिकांश क्षेत्र प्रभावित हुए हैं। दो पुराने क्षेत्र समाप्त हो गये हैं, जबकि दो नये गठित किये गये हैं इस वजह से भी समाजवादी पार्टी, कांग्रेस और भारतीय जनता पार्टी के कतिपय नेताओं ने अपने चुनाव क्षेत्र बदल दिये हैं। बहुजन समाज पार्टी, समाजवादी पार्टी, कांग्रेस और भारतीय जनता पार्टी ने सभी छह क्षेंत्रों में अपने उम्मीदवार खड़े किये हैं। इसके अलावा राष्ट्रवादी कांग्रेस पार्टी, जनता दल युनाइटेड, वामपंथी दल, लोक जनशक्ति पार्टी और तृणमूल कांग्रेस ने भी कुछ क्षेत्रों में अपने प्रत्याशी खड़े किये हैं। पिछले विधानसभा चुनाव में बहुजन समाज पार्टी ने पांच, जबकि समाजवादी पार्टी ने तीन सीटें जीती थी। सभी महत्वपूर्ण दलों ने इस जिले में पूरी ताकत लगा रखी है। समाजवादी पार्टी प्रमुख मुलायमसिंह यादव ने विधानसभा चुनाव के लिए अपना प्रचार अभियान इसी जिले से शुरू किया था। कांग्रेस नेता राहुल गांधी ने भी पूर्वी और तराई क्षेत्रों के लिए जनसम्पर्क अभियान की शुरूआत इसी जिले से की थी। कांग्रेस ने पिछले लोकसभा चुनाव के दौरान भी अपनी उपलब्धियों को दोहराने के लिए अपने वरिष्ठ नेता बेनीप्रसाद वर्मा और पी एल पुनिया को लगा रखा है। सुनील शुक्ल, आकाशवाणी समाचार, बाराबंकी।

  भारत ने विदेशों में जमा काले धन की सूचना प्राप्त करने की अंतर्राष्ट्रीय कर संधि पर हस्ताक्षर कर दिये हैं। बहुपक्षीय संधि में कर संबंधी मामलों में आपसी प्रशासनिक सहायता की व्यवस्था है। हमारे संवाददाता ने खबर दी है कि दोहरी कर व्यवस्था से बचने वाले समझौते केवल दो देशों के बीच होते हैं लेकिन यह व्यवस्था अनेक देशों के बीच सहयोग का कानूनी आधार है।

इस बहुद्देश्यीय संधि पर हस्ताक्षर होने से भारत को विदेशों में छुपाये गये काले धन को वापस लाने में काफी मदद मिलेगी। अब न सिर्फ सूचनाओं का आदान प्रदान होगा, बल्कि बकाये कर की रकम को वसूलने में भी दूसरे देश सहायता करेंगे। भारत और ३१ अन्य देशों ने इस संधि पर हस्ताक्षर कर इस बात के मजबूत संकेत दिये हैं कि कई देश ये सुनिश्चित करना चाहते हैं कि कोई व्यक्ति हो या फिर अंतर्राष्ट्रीय कंपनी, उन्हें कर की पूरी रकम सही वक्त और सही जगह पर चुकानी होगी। इस संधि के मुताबिक अधिकारी किसी अन्य देश में जाकर भी करों से संबंधित बहीखाता जांच सकते हैं। प्राप्त सूचनाओं का इस्तेमाल हवाला जैसे मामलों को भी रोकने के लिए किया जा सकता है। ३१ में से १२ देशों ने इस संधि को मान्यता दे दी है। भारत के अलावा इस संधि में शामिल मुख्य देश हैं-ब्राजील, फ्रांस, जर्मनी, इण्डोनेशिया, जापान, रूस, तुर्की, ब्रिटेन और अमरीका। आकाशवाणी समाचार के लिए दिल्ली से मणिकांत ठाकुर।

सरकार ने कहा है कि वह उन चार अन्तरिक्ष वैज्ञानिकों के विचार भी सुनने को तैयार है जिन पर एन्ट्रिक्स देवास सौदे के सिलसिले में कोई भी सरकारी पद लेने पर रोक लगाई गयी है। प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायण सामी ने एक समाचार एजेंसी से बातचीत में कहा कि सरकार इन वैज्ञानिकों का पक्ष भी सुनेगी और उस पर गौर करेगी।
सरकार ने इस महीने के शुरू में भारतीय अन्तरिक्ष अनुसंधान संगठन-इसरो के पूर्व अध्यक्ष माधवन नायर और तीन अन्य वरिष्ठ अन्तरिक्ष वैज्ञानिकों पर कोई भी मौजूदा या भविष्य में सरकारी पद लेने पर प्रतिबंध लगा दिया था। उन पर डिजिटल मल्टी मीडिया सेवाएं शुरू करने के लिए उपग्रहों के ट्रांसपोंडर लीज पर देने में कथित रूप से हाथ होने का आरोप है। यह अनुबंध प्राइवेट कम्पनी देवास को दुर्लभ एस-बैंड सैगमेंट आवंटित करने से संबंधित था। सरकार ने देवास सौदे की जांच के लिए गठित उच्चाधिकार प्राप्त समिति की रिपोर्ट पर विचार के बाद कार्रवाई की थी। उसने उच्चाधिकार प्राप्त समिति की रिपोर्ट की जांच करने वाले पैनल की रिपोर्ट भी देखी थी।
प्रधानमंत्री ने एन्ट्रिक्स और देवास के बीच समझौते के विभिन्न पहलुओं की जांच के लिए पिछले साल ३१ मई को पूर्व केन्द्रीय सतर्कता आयुक्त प्रत्युष सिन्हा की अध्यक्षता में पांच सदस्यों के उच्च स्तरीय दल का गठन किया था।
इस आदेश के बाद माधवन नायर, आई आई टी पटना के संचालक मंडल के अध्यक्ष पद से हट गए थे।

दिल्ली उच्च न्यायालय ने जनता पार्टी के अध्यक्ष सुब्रमण्यम स्वामी को आज अग्रिम जमानत दे दी। उन पर मुम्बई के एक दैनिक पत्र में भड़काने वाला लेख लिखने का आरोप है। न्यायमूर्ति एम.एल मेहता ने कहा कि अगर सुब्रमण्यम स्वामी गिरतार होते हैं तो वे पच्चीस हजार रूपये का ज+ाती मुचलका और इतनी ही राशि की जमानत देने पर रिहा हो सकेंगे। न्यायालय ने श्री स्वामी द्वारा बिना शर्त यह आश्वासन देने की भी सराहना की कि वे, उन पर लगाई गई पाबंदियों का पालन करेंगे।  सुब्रमण्यम स्वामी ने अदालत में यह आश्वासन भी दिया था कि वे भविष्य में इस तरह के लेख नहीं लिखेंगे।
इससे पहले दिल्ली पुलिस ने सुब्रमण्यम स्वामी की अग्रिम जमानत की याचिका का यह कहकर विरोध किया था कि उन्हें जमानत नहीं दी जानी चाहिए क्योंकि यह मामला बहुत गंभीर है।

कर्नाटक में पूर्व मुख्यमंत्री येदियुरप्पा, भूमि अधिग्रहण अधिसूचना वापिस लेने के मामले में आज विशेष लोकायुक्त अदालत में पेश हुए। उनके और उनके परिवार के खिलाफ भूमि संबंधी अधिसूचना वापिस लेने की पांच शिकायतों में से दो मामलों में वे आज अदालत में पेश हुए। अदालत ने इनकी अगली सुनवाई के लिए १८ फरवरी का तारीख निर्धारित की है। येदियुरप्पा के खिलाफ ऊपरी भद्रा नदी परियोजना में ठेके देने रिश्वत लेने की एक अन्य शिकायत पर लोकायुक्त पुलिस द्वारा आज अदालत में रिपोर्ट दायर किए जाने की संभावना है।

कृतज्ञ राष्ट्र ने महात्मा गांधी को आज उनकी ६५ वीं पुण्यतिथि पर  भावभीनी श्रद्धांजलि अर्पित की। नई दिल्ली में राजघाट में आज सवेरे  आयोजित पर एक कार्यक्रम में राष्ट्रपति श्रीमती प्रतिभा देवीसिंह पाटील, उपराष्ट्रपति मोहम्मद हामिद अंसारी और प्रधानमंत्री डॉक्टर मनमोहन सिंह ने गांधी जी की समाधि पर पुष्प अर्पित किये। राष्ट्रपिता की स्मृति में दो मिनट का मौन भी रखा गया। देश के प्रति गांधी जी के योगदान को ध्यान में रखते हुए तोपों की सलामी दी गई।

शिखर सम्मेलन में केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने कहा कि देश के सभी नागरिकों के लिए गांधी जी की विचारधारा और सिद्धान्त अब भी प्रासंगिक हैं। श्री आजाद गांधी ग्लोबल फैमिली के अध्यक्ष हैं। उन्होंने कहा कि यूपीए सरकार ग्रामीण क्षेत्रों के सम्पूर्ण विकास के महात्मा गांधी के सपनों को पूरा करने के प्रति वचनबद्ध है।

गर्भवती महिला के स्वास्थ्य सुधार के लिए असम सरकार और राष्ट्रीय ग्रामीण स्वास्थ्य मिशन ने आज तीन नये कार्यक्रम की शुरूआत की। मुख्यमंत्री तरूण गोगोई और केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने जननी शिशु सुरक्षा कार्यक्रम अदरानी और मोकुमा क्षेत्रों के लिए रायनुमान चिकित्सा समूह के    उद्घाटन किये। जननी शिशु सुरक्षा के तहत गर्भवती महिला और नवजात को मुफ्‌त चिकित्सा सुविधाएं दिया जाएगा। अदरोनी सेवा के तहत प्रसव के बाद मॉं और बच्चे को सरकारी खर्चे पर अस्पताल से घर तक छोड़ा जाएगा। इसके अलावा मोकुमा में मोबाइल मेडिकल समूह के जरिये स्वास्थ्य सेवाएं भी मुहैया किया जाएगा। मानस प्रतिम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

    जापान सरकार ने राजस्थान वानिकी और जैव विविधता परियोजना के दूसरे चरण को मंजूरी दे दी है। इस महत्वाकांक्षी परियोजना के तहत अगले आठ वर्षो में व्यापक स्तर पर वृक्षारोपण किया जाएगा। हमारे संवाददाता ने बताया है कि जापान सरकार इस परियोजना के लिए वित्तीय मदद के रूप में एक हजार १५२ करोड़ रूपये देगी।

राजस्थान वानिकी और जैव विविधता परियोजना रेगिस्तानी जिलों-सीकर, झुंझुनू, चूरू, जालौर, बाड़मेर, जोधपुर, पाली, नागौर और जैसलमेर में चलाई जाएगी। ये सभी रेगिस्तानी जिले हैं, जहां काफी कम पेड़ पौधे हैं और जलवायु विषम है। इन इलाकों में वृक्षारोपण, मिट्टी के संरक्षण और जैव विविधता को बचाये रखना इस परियोजना का मुख्य उद्देश्य है। इसके तहत ८३ हजार ६५० हैक्टेयर क्षेत्र में तीन करोड़ ७५ लाख पौधे लगाये जाएंगे। इसके साथ ही सज्जनगढ़, नाहरगढ़ और माछिया बॉयलॉजिकल पार्को में विकास कार्य भी होंगे। ये सभी काम जन सहभागिता से करवाये जाएंगे, जिससे न केवल रेगिस्तानी इलाकों में हरियाली आएगी, बल्कि स्थानीय लोगों को रोजगार के मौके भी मिल सकेंगे। अनुराग वाजपेयी, आकाशवाणी समाचार, जयपुर।

असम के मुख्यमंत्री तरूण गोगोई ने कहा है कि सेना ने उपद्रव से प्रभावित पूर्वोत्तर क्षेत्र में स्थिरता लाने में उल्लेखनीय सफलता प्राप्त की है। उन्होंने कहा कि पिछले तीन महीनों में सेना के अथक प्रयास से विभिन्न उपद्रवी गुटों के बड़ी संख्या में सदस्य मुख्यधारा में लौट आए हैं। मुख्यमंत्री ने राज्य की युवा पीढ़ी से भारतीय सेना में शामिल होने और राष्ट्र सेवा में समर्पित होने की अपील की। श्री गोगोई कल तेज+पुर में पहले फौजी मेला में जवानों और लोगों को सम्बोधित कर रहे थे। एक दिन के इस कार्यक्रम का आयोजन विशेष रूप से भारतीय सेना की ताकत, संगठन और क्षमताओं को प्रदर्शित करने के लिए किया गया था।

 तमिलनाडु विधानसभा का सत्र आज राज्यपाल डाक्टर के रोसैया  के अभिभाषण के साथ शुरू हो गया। राज्यपाल ने अपने अभिभाषण में मुख्य रूप से राज्य सरकार द्वारा लागू की गई विभिन्न कल्याण योजनाओं का उल्लेख किया। मुल्लपेरियार बांध के मुददे पर राज्यपाल ने कहा कि तमिलनाडु ने बांघ की सुरक्षा सुनिश्चित कर ली है। श्रीलंका की नौसेना द्वारा तमिल मछुआरों को परेशान किये जाने के मुद्दे पर राज्यपाल ने कहा कि केन्द्र को श्रीलंका के साथ ये मुद्दा सख्ती से उठाया जाना चाहिए।

पूर्वोत्तर क्षेत्र विकास मत्रंी पवन सिंह घटोवार ने आज नई दिल्ली में आयोजित समारोह में युवाओं के लिए एक प्रायोजिक परियोजना का शुभारंभ किया। इस प्रायोजिक परियोजना के तहत पूर्वोत्तर क्षेत्र के दूरदराज वाले इलाकों में साहसिक गतिविधियां आयोजित की जायेंगी जिनमें करीब दो हजार युवा भाग लेंगे। श्री घटोवार ने बताया कि इस कार्यक्रम के अन्तर्गत राष्ट्रीय सेवा योजना एनएसएस और नेहरू युवा केन्द्र  के स्वयं सेवकों के लिए ट्रैकिंग अभियान चलाये जायेंगे।

खबर है कि सीरिया के सरकारी सैनिकों ने राजधानी दमिश्क के पूर्वी किनारे के उपनगरीय क्षेत्रों पर  फिर से नियंत्रण कर लिया है। उसने कल इस इलाके में कार्रवाई शुरू की थी। समाचारों में कहा गया है कि साकबा के उपनगरीय इलाकों में फिर विस्फोट हुए हैं। आन्दोलनकारियों के अनुसार साकबा शहर में टैंकों से बड़े पैमाने पर हमला किया गया। दमिश्क के पूर्वी किनारे पर साकबा ऐसा उपनगरीय इलाका है, जहां हाल में काफी हिंसा हुई है।
उधर सीरिया सरकार का कहना है कि सशस्त्र विद्रोहियों के दो हमलों में कम से कम १६ सैनिक मारे गये हैं।

About 45 percent votes had been cast for the Punjab Assembly elections when the reports last came in. Brisk Polling is going on peacefully in all 117 constituencies under tight security. Our Correspondent report that todays voting will decide the political fate of over 1000 candidates including 93 women.
Polling has picked up in the state and peaceful voting is going on under tight security. Now bright day is favourable for brisk polling. Some senior leaders of political parties and contesting candidates have been seen in the field thanking people for maintaining peace and participation in the democratic process. The polling is going on smoothly in Doaba region. At present I am at Jalandhar central constituency In the morning the polling process was a bit slow but now it is at its peak as long queues can be seen outside almost every polling station. Voters are patiently waiting for their turn to vote. Young voters or those who are using their right to vote for the first time are thrilled to be counted. Women are also voting in big numbers. There are 200 such locations in Punjab where close circuit cameras have been put up Election Commission. These locations are being monitored through webcasting by poll officials at every district to take immediate action during any disturbance in polling process. In Uttarakhand, 40 percent voters have cast their votes till now. Polling is going on smoothly for the 70 Assembly seats. A total of 788 candidates are in the fray. Our correspondent reports that a large number of youth and women have turned up to cast their votes.
The polling was brisk in plain district of Udhamsingh Nagar, Haridwar and Dehradun. As per reports the polling percentage was less in hilly district of Chamoli, Uttarkashi, Pithoragarh and Nainital due to cold in forenoon, but gradually it picked up as the temperature rose and women finished their house hold work. Seven NRIs have also cast their votes in Udhamsingh Nagar and Tehri district. There were some reports of malfunctioning of EVMs which were shortly rectified. During the visit to some polling booths in Dehradun, this correspondent received complaints of few people not having their name in the voter list despite having voter identity card. Election commission has made special arrangement for visually handicapped and EVMs with brail have been installed at the National Institute of Visually Handicapped polling station in Dehradun. In Uttar Pradesh, intense campaigning is on in 114 constituencies of the Central Terai and Eastern regions, where polling is to be held on 8th and 11th February in first and second phases of assembly elections. The nomination process for fifth phase is also going on.
Election for this phase will be held in 49 constituencies spread over 13 districts of central region and Bundelkhand. The election for Uttar Pradesh assembly is being held in seven phases between 8th February and 3rd March.
Meanwhile, the election commission has directed to lodge FIR against 11 candidates for allegedly seeking financial support from corporate houses. This action comes in the wake of sting operation by a private TV News Channel last week.
It has also issued detailed instructions to curb fake voting. The Commission's spokesperson said in Lucknow yesterday that there will be no alteration in the final voters' list and the polling officials will verify the documents of suspicious voters. In Barabanki the ruling Bahujan Samaj Party has changed its some candidates and a sitting MLA has been denied renomination for Assembly elections. Delimitation process has affected most of constituencies and two old one has been vanished and two new has come up. Due to it some leaders from other political parties including SP, BJP and Congress have also changed their constituencies. Congress, BJP, SP and BSP have fielded their candidates in all 6 constituencies of the district. CPI, CPM, JDU, NCP, LJP and Trinamool Congress have also fielded their nominees from few of them. In poll-bound Goa, the Election Commission has directed the Chief Secretary to suspend the State's Director of Animal Husbandry, Siddhivinayak Naik and submit an action taken report to the commission by Tuesday. Official sources said that Mr. Naik has been found guilty of offering job letters to 140 candidates, after the election code of conduct came into force.
Goa will go to polls on March 3 to elect a new assembly.

India has signed an international tax treaty for getting information on black money stashed abroad. The country has become the latest signatory to the multilateral convention on mutual administrative assistance in Tax Matters. Our correspondent reports, the multilateral instrument is the single legal basis for multi-country cooperation, as against other treaties including the Double Taxation Avoidance Agreement, which are bilateral.
The convention not only facilitates the exchange of information, but also provides for assistance in the recovery of taxes. This will give a fillip to the efforts of the government in bringing money illegally stashed abroad. By signing the convention, India and the other 31 signatories send a strong signal that countries are acting together to ensure that individuals and multinational enterprises pay the right amount of tax, at the right time and in the right place. Many more countries are expected to sign the convention in future. The convention allows tax officials to enter into the territory of the other country to interview individuals and examine records. The information received under the convention can also be used for other purposes besides those related to tax co-operation, including the countering of money laundering with the approval of the supplying state. Out of the 31 signatories, 12 have ratified the convention so far. The signatories to the convention include Brazil, France, Germany, Indonesia, Japan, Russia, Turkey, the UK and the US. The instrument was earlier available only for members of the Organisation for Economic Cooperation and Development and the Council of Europe. It was amended in 2010 and thrown open to all countries from last June.

Government has said, it is ready to hear the points of view of four Space scientists, who have been barred from occupying any government posts in connection with the Antrix- Devas deal. Talking to a news agency Minister of State in the Prime Minister's Office, Mr. V.Narayanswamy said that the Government would consider the version of the scientists also.
The Government had earlier this month barred former ISRO Chairman Madhavan Nair and three other senior space scientists from all current and future government jobs for their alleged role in Antrix Corporation's deal with Devas Multimedia for leasing out bulk transponders on two satellites for launch of digital multimedia services.
The Prime Minister had on May 31st, last year constituted a 5-member high-level team under the chairmanship of former Central Vigilance Commissioner Pratyush Sinha to examine aspects of the agreement between Antrix and Devas.

In Karnataka, former Chief Minister Yeddyurappa attended the Lokayuktha special court today in a land denotification case. The Delhi High Court today granted anticipatory bail to Janata Party president Subramanian Swamy, who was accused of writing an "inflammatory" article in a Mumbai daily. Justice M L Mehta said, while taking on record Swamy's undertaking that he would refrain from writing such articles in future, that in the event of arrest, he shall be released on furnishing of a personal bond and a surety of Rs 25,000 each. The court also appreciated Swamy for giving an unequivocal
undertaking that he will obey the restrictions imposed on him.The Delhi Police had earlier opposed Swamy's anticipatory bail plea, saying he should not be granted bail as the matter was serious.

A Sharjah Court has deferred till 15th February, the hearing in a 20 lakhs rupees civil compensation suit against 17 Indians who had earlier won a reprieve from death sentence. The civil case against the 17 men, who were convicted of killing Pakistani national Misri Nazir Khan during a fight between two bootlegging gangs in Sharjah, was registered by two brothers who were allegedly injured in the same brawl. The civil case was taken up since the Sharjah Court of Appeals, which revoked the death sentence for the convicts, did not tackle the charge of assault in the same case.

Pakistan's Supreme Court today granted two more months to the judicial commission probing the memo issue to complete its investigation. The apex court said the panel would decide on American businessman Mansoor Ijaz's request to record his statement outside the country. A nine-judge bench headed by Chief Justice Iftikhar Chaudhry also lifted a foreign travel ban on Pakistan's former ambassador to the US, Husain Haqqani, who had resigned after the scandal became public.
The Supreme Court had formed the commission on December 30 and given it four weeks to complete its investigation. The term of the commission would have ended today.

In Nepal, a high level probe Committee has recommended action against twenty-six persons who are alleged to be involved in the disappearance spare parts of the Nepal Airlines Corporation. Minister for tourism and Civil Aviation Lokendra Bista Magar said in Kathmandu that he has directed the concerned authority to book them.
The national flag carrier has lost a fly away kit and the spare wheels of its Boeing 757 and the landing gear of its Twin Otter aircraft within a span of less than a year. The missing equipments are estimated to be worth 150 million Nepali rupees.

The Finance Minister Pranab Mukherjee has said that India will not take steps to cut petroleum imports from Iran despite US and European sanctions against Tehran. During his visit to Chicago on Sunday, he told India, which imports 12 percent of its oil from Teheran, cannot do without Iranian oil.

Minister for development of North East region Paban Singh Ghatowar today launched a pilot project - Youth to the Edge at a function in New Delhi today. Under the pilot project adventure activities in remote areas of the North East region, will be organised in these activities.
Around two thousand youth will participate. The Minister said that under the programme three trekking trials have been planned for volunteers from the National Service Scheme, and Nehru Yuva Kendra.
Mr. Ghatowar said that under the capacity building of north east regions youth, they will be trained through the National Mountaineering Institutes and other adventure training organisations. He said it will also help in developing self confidence in the youth.

The largest gurdwara of the Gulf region has been opened for the public in Dubai. Gurdwara Guru Nanak Darbar has been constructed at a cost of 20 million US dollars. Bangladesh Prime Minister Sheikh Hasina today emphasized the need for concerted action by SAARC member countries to cope with the world economic crisis as well as the problems of climate change and environmental degradation.
Addressing the inaugural session of the Fifth Meeting of SAARC Finance Ministers in Dhaka, Sheikh Hasina said that regional economies are facing strain due to the current crisis in Northern America and Europe, strong global inflationary pressure and volatility in foreign exchange rates.
She underscored the need for SAARC member states to adjust policies collectively to ensure that economic growth and social progress of member countries are not compromised.

Taliban officials say Afghan Taliban negotiators are meeting with U.S. officials in Qatar for a series of discussions aimed at building trust between the two sides ahead of the upcoming peace talks.

पंजाब विधानसभा के लिए ६५ से ७० प्रतिशत मतदान होने की खबर है। उप चुनाव आयुक्त आलोक शुक्ला ने बताया कि मतदान शत-प्रतिशत शांति पूर्ण रहा है।

चुनाव बिल्कुल कम्पलिटली इंसीटेंडटली हंडरेड परसेंट पीसफुल परफेक्ट होपेबल कलेक्शन हुआ है। ५ बजे तक ७० प्रतिशत के लगभग तक मतदान हुआ था ऐसी उम्मीद है कि ७७ प्रतिशत से अधिक मतदान पंजाब में होगी।
मुख्य चुनाव अधिकारी कुसुमजीत सिद्धू ने चंडीगढ में पत्रकारों को बताया कि मतदान ंके अंतिम आंकडें अभी नहीं मिले हैं। उन्होंने कहा कि मतदान का आंकडा ७६ प्रतिशत से अधिक होने की संभावना है। उन्होंने बताया कि कुछ निर्वाचन क्षेत्रों में ८० प्रतिशत से अधिक मतदान हुआ।
सुश्री सिद्धू ने कहा कि हालांकि नौ एफ आई आर दर्ज करायीं गईं लेकिन कहीं से हिंसा की किसी घटना का समाचार नहीं है। रूपनगर में मतदान करते समय एक वृद्ध महिला का बीमारी के कारण देहांत हो गया। कुछ जगहों पर कुछ मतदान मशीनो को खराबी के कारण बदलना पड़ा।

उत्तराखंड में विधानसभा चुनाव के लिए लगभग ७० प्रतिशत मतदान होने की खबर है। मतदान शांतिपूर्ण रहा। हमारे संवाददाता के अनुसार मुख्यमंत्री बी.सी खंडूरी, विपक्ष के नेता हरक सिंह रावत और विभिन्न पार्टियों के नेताओं सहित सात सौ ८८ उम्मीदवारों का भविष्य इलेक्ट्रोनिक वोटिंग मशीन में बंद हो गया है।


राज्य के मुख्य निर्वाचन अधिकारी राधा रतूड़ी ने आकाशवाणी को बताया कि प्रदेश के विभिन्न हिस्सों में हालांकि सुबह मतदान की गति धीमी थी लेकिन दिन चढ़ने के साथ ही मतदान में तेजी आ गई। उन्होंने बताया कि कड़ी सुरक्षा व्यवस्था के बीच हुए मतदान के दौरान कहीं से किसी अप्रिय वारदात की सूचना नहीं है। श्रीमती रतूड़ी के अनुसार प्रदेश के विभिन्न हिस्सों में बड़ी संख्या में युवाओं और महिलाओं ने मतदान किया है। राज्य में मतगणना आगमी ६ मार्च को होगी। राघवेश पाण्डेय आकाशवाणी समाचार देहरादून।

उत्तर प्रदेश के पूर्वी, मध्य और तराई इलाकों के एक सौ १४ निर्वाचन क्षेत्रों में चुनाव प्रचार और तेज हो गया है। विभिन्न राष्ट्रीय दलों के वरिष्ठ नेताओ ंने आज इन इलाकों में कई रैलियां कीं। यहां दो चरणों में आठ और ११ फरवरी को वोट डाले जाएंगे।

निर्वाचन आयोग ने जाने माने पॉप सिंगर रेमो फनार्ंडीज को गोआ राज्य के लिए इलैक्शन आइकॉन चुना है। राज्य के संयुक्त मुख्य चुनाव अधिकारी नारायण नवती ने आज पणजी में पत्रकारों को बताया कि रेमो फर्नांडीज नागरिकों को वोट डालने के लिए प्रेरित करेंगे ताकि ज्यादा से ज्यादा लोग मतदान करने आएं।

झारखंड में केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने आज सारंडा कार्रवाई योजना के लिए ढाई सौ करोड़ रुपये जारी किये। ये योजना पिछले वर्ष माओवादियों से मुक्त कराये गए इलाकों के लिए बनाई गई थी। राज्य के पश्चिमी सिंहभूम जिले के सारांडा जंगल के नौ सौ वर्ग किलोमीटर इलाके में यह योजना लागू की जानी है। श्री रमेश आज दीघा क्षेत्र में गए और इंदिरा आवास योजना की आधारशिला रखी। उन्होंने प्रधानमंत्री ग्रामीण सड़क योजना के अंतर्गत दो सड़कों का निर्माण कार्य भी शुरू किया। वे स्थानीय आदिवासी नेताओं से मिले और उनसे सार्वजनिक जीवन में सक्रिय भागीदारी करने को कहा।

उत्तर प्रदेश के लोकायुक्त न्यायमूर्ति एन के मेहरोत्रा ने राज्य के पूर्व परिवार कल्याण मंत्री और बहुजन समाज पार्टी से निकाले गये नेता बाबू सिंह कुशवाहा के खिलाफ सी बी आई से जांच कराने की सिफारिश की है। न्यायमूर्ति मेहरोत्रा ने एक समाचार एंजेसी को बताया कि श्री कुशवाहा के खिलाफ भ्रष्टाचार और हेराफेरी की तीन शिकायतें है। उन्होंने बताया कि इस बारे में कार्रवाई के लिए रिपोर्ट मुख्यमंत्री मायावती को भेज दी गई है।
न्यायमूर्ति मेहरोत्रा ने यह भी बताया कि बाबू सिंह कुशवाहा पर केन्द्रीय पर्यावरण मंत्रालय की मंजूरी लिये बिना खनन के लिए पट्टा देने का भी आरोप है।
लोकायुक्त ने ऊर्जा मंत्री रामवीर उपाध्याय के खिलाफ भी एक मामला दर्ज कर उन्हें नोटिस भेजा है। उनसे इस नोटिस का जवाब दस दिन के अन्दर देने को कहा गया है।

सीबीआई ने आज आंध्र प्रदेश के प्रधान गृह सचिव बी.पी. आचार्य को भूमि हस्तांतरित करने के मामले में कथित अनियमितताएं बरतने के आरोप में गिरतार कर लिया। आचार्य को सीबीआई की विशेष अदालत में पेश किया गया और अदालत ने उसे सीबीआई को दो दिन की रिमांड में दे दिया। सीबीआई ने आज सुबह आचार्य को पूछताछ के लिए अपने कार्यालय में बुलाया और बाद में हिरासत में ले लिया। सीबीआई ने आचार्य को हैदराबाद में वर्ष २००५ में एक टाउनशिप के लिए भूमि हस्तांतरण में कथित अनियमितताओं के आरोप में पहला आरोपी बनाया है। इस मामले में आचार्य से पिछले साल अगस्त से कई बार पूछताछ की जा चुकी है।
श्री आचार्य आंध्र प्रदेश इंडस्ट्रियल इंफ्रास्टे्रक्चर कार्पोरेशन-ए पी आई आई सी में प्रबंध निदेशक थे। इस निगम ने दुबई की एक कंपनी के साथ मिलकर ये टाउनशिप बनाया था।
इस मामले में कुडप्पा से लोकसभा सांसद वाई.एस. जगन मोहन रेड्डी के एक निकट सहयोगी सुनील रेड्डी और उद्योगपति कोनेरू प्रसाद और दुबई की कंपनी के एक वरिष्ठ अधिकारी वीर राघवन को भी गिरतार किया जा चुका है।

भारत ने विदेशों में जमा काले धन की सूचना प्राप्त करने की अंतर्राष्ट्रीय कर संधि पर हस्ताक्षर कर दिये हैं।  कर संबंधी मामलों में आपसी प्रशासनिक सहायता पर बहुपक्षीय संधि पर हस्ताक्षर करने वाले देशों में अब भारत भी शामिल हो गया है। हमारे संवाददाता ने खबर दी है कि यह बहुपक्षीय व्यवस्था अनेक देशों के बीच सहयोग का एक मात्र कानूनी आधार है, जबकि दोहरे कराधान बचाव समझौते समेत अन्य समझौते केवल दो देशों के बीच होते हैं।

भारत और जापान समुद्री सुरक्षा से जुड़े अनेक क्षेत्रों में सहयोग बढ़ाने पर सहमत हो गए हैं। यह फैसला भारत और जापान के तटरक्षक बलों की ११वीं बैठक और संयुक्त अभ्यासों के बारे में उच्चस्तरीय विचार-विमर्श के दौरान किया गया। ये बैठक नई दिल्ली में आज संपन्न हुई।
दोनों देशों के तटरक्षक बलों के बीच सहयोग के ज्ञापन में समुद्र में तलाशी अभियान, बचाव और राहत कार्यों, प्रदूषण नियंत्रण और प्राकृतिक आपदा के समय सहयोग के साथ-साथ माल और मानव तस्करी की रोकथाम के संयुक्त कार्रवाई की बात कही गई है।

सरकार ने कहा है कि वह उन चार अन्तरिक्ष वैज्ञानिकों के विचार भी सुनने को तैयार है जिन पर एन्ट्रिक्स देवास सौदे के सिलसिले में कोई भी सरकारी पद लेने पर रोक लगाई गयी है। प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायण सामी ने एक समाचार एजेंसी से बातचीत में कहा कि सरकार इन वैज्ञानिकों का पक्ष भी सुनेगी ।
सरकार ने इस महीने के शुरू में भारतीय अन्तरिक्ष अनुसंधान संगठन-इसरो के पूर्व अध्यक्ष माधव नायर और तीन अन्य वरिष्ठ अन्तरिक्ष वैज्ञानिकों पर कोई भी मौजूदा या भविष्य में सरकारी पद लेने पर प्रतिबंध लगा दिया था। डिजिटल मल्टी मीडिया सेवाएं शुरू करने के लिए उपग्रहों के ट्रांसपोंडर लीज पर देने में कथित रूप से उनके शामिल होने का आरोप है। सरकार ने देवास सौदे की जांच के लिए गठित उच्चाधिकार प्राप्त समिति की रिपोर्ट पर विचार के बाद कार्रवाई की थी।

दिल्ली से राज्यसभा के लिए दोबारा चुने गए जानेमाने कांग्रेस नेता करन सिंह, जनार्दन द्विवेदी और परवेज हाशमी ने आज संसद सदस्य के रूप में शपथ ली। इन तीनों सांसदों ने राज्यसभा सभापति हामिद अंसारी के चैम्बर में शपथ ली। इनका शुक्रवार को कार्यकाल समाप्त हो गया था और ये तीनों सांसद हाल  में राज्यसभा के लिए निर्विरोध सदस्य चुने गए। श्री द्विवेदी और श्री हाशमी राज्यसभा के लिए दूसरी बार चुने गए हैं।

भारत मुंबई में २६ नवम्बर २००८ को हुए आतंकी हमले में शामिल नौ लोगों के प्रत्यर्पण के लिए जल्दी ही अमरीका और पाकिस्तान से कहेगा। इनमें डेविड हेडली, लश्करे तैयबा के संस्थापक हाफिज सईद और पाकिस्तानी सेना की खुफिया एजेंसी आई एस आई के दो अधिकारी भी शामिल हैं। इन लोगों का इस हमले में सीधा हाथ था।
एन आई ए ने सईद और लखवी समेत सात आरोपियों के खिलाफ इंटरपोल का रेड कार्नर नोटिस भी जारी करवाया है। बताया जाता है कि लखवी इस समय पाकिस्तान की जेल में है और उस पर मुंबई आतंकी हमले के मामले में ही मुकदमा चल रहा है। बाकी सात लोग भी पाकिस्तान में ही हैं। भारत की पाकिस्तान के साथ प्रत्यर्पण संधि नहीं है।

In Punjab, polling ended peacefully. As per the initial reports, 65 to 70 per cent polling has been reported in the State. Chief Electoral Officer of Punjab, Ms. Kusumjit Sidhu said in Chandigarh that polling figure may reach more than 76 per cent as final figures are yet to come in.
"Voting was very slow in the morning but brisk voting was there everywhere during the day . No incident of violence is reported from anywhere, only small scuffles are reported. Chief Electoral Officer said, in Chandigarh at some places polling was up to 90 percent and it will polling will be around 75 per cent in the state.Youngsters participated in polling in a big way as 4 lakh voters were there in the age group of 18 to 19. The Election Commission today said that more voters came out to exercise their franchise in Assembly polls in Punjab and Uttarakhand this time as compared to the last Assembly and Lok Sabha polls and polling in the two states was "peaceful and incident-free".
Deputy Election Commissioner Alok Shukla said, this increase was a result of the poll panel's campaign "greater participation for a better democracy". He said, polling in both states was by and large peaceful and the run-up to the polls saw seizure of large amounts of cash, liquor and drugs meant for influencing the voters.
"It was a very peaceful, completely incident free poll in Punjab today. In Punjab, the cash seizure was 12.13 crore, 32 ,758 litres of illicit liquor and 7,18,181 bottles of IMFL."

In Uttarakhand, around 70 per cent polling was recorded in the State Assembly elections, which sealed the fate of 788 candidates including Chief Minister B C Khanduri and leader of Opposition, Harak Singh Rawat and other prominent leaders of various political parties. Our correspondent reports that voting percentage in Uttarakhand, has broken the record.
"As per provisional figure, about 70 per cent of the voters in the state exercised their franchise till the end of polling at 5 this evening. State Chief Electoral Officer Radha Raturi told AIR that polling, which began on a dull note in the morning, picked up momentum as the day progressed. She said that tight security arrangements were made for the election, which largely remained incident-free. In Jharkhand, Union Rural Development Minister Jairam Ramesh today released funds for 250 crore rupees ‘Saranda Action Plan’. The Action Plan which was prepared after recovering the area from the Maoists last year, targets 900 square Kilometres of the Saranda forest range in West Singhbhum district of Jharkhand. Mr. Ramesh today visited Deegha area of the range and laid foundation of Indira Awas Yojna and two roads under ‘Pradhan Mantri Gramin Sadak Yojna’. Mr. Ramesh interacted with the local tribals there and urged them to participate in political affairs of the country. The Minister later returned to Ranchi to hold discussions with the Chief Minister.  Speaking to the media, Mr Ramesh said that Maoists will be defeated with development, security and political participation of the people.

Uttar Pradesh Lokayukta Justice N K Mehrotra today recommended a CBI probe against former state Family Welfare and Mining Minister and expelled BSP leader Babu Sigh Kushwaha. Lokayukta Justice Mehrotra told a news agency that there were three complaints against Kushwaha regarding Corruption and Money Laundering. He said that the report has been sent to Chief Minister Mayawati for action.
Justice Mehrotra said, the Minister was also accused of issuing mining lease without taking permission of the Union Environment Ministry and allowing use of machines, which was prohibited. The second complaint pertained to parking money in five societies and partnership firms registered in Lucknow, Kanpur and Jhansi with jurisdiction in these three districts, besides Banda. Meanwhile, the Lokayukta has also registered a case against Energy Minister Ramveer Upadhyaya and issued a notice asking him to reply within 10 days. Justice Mehrotra said that there was a complaint against Upadhyaya of benami assets, receiving property as charity and managing PWD contracts in favour of his relatives.

The Central Bureau of Investigation, CBI today arrested Principal Home Secretary of Andhra Pradesh Government, B P Acharya in a case relating to alleged irregularities in land transfers. 
"A senior IAS officer has been remanded for two days on the charges of criminal conspiracy, cheating and corruption. He has been named by the Central Investigating Agency-CBI as the first accused in the alleged irregularities of land transfer to a 535 acre township in Hyderabad . The high-end villas and apartments were bought by politicians, film personalities and industrialists and reportedly under valued benefiting the Dubai base company to a tune of 2500 crore rupees. The land development project was taken up by the state owned Industrial Infrastructure Corporation-APIIC for which Acharya was the managing director in 2005. The CBI has filed a case following the State High Court’s direction in the month of August last year. As per the high court’s directions, the CBI is to file its charge sheet in two days in the case. The Planning Commission has suggested that the government cut subsidies and focus on bridging the revenue-expenditure gap in the upcoming Budget.  IN an interview to a private news channel, Planning Commission Deputy Chairman Montek Singh Ahluwalia said the broad focus of the Budget will be on cutting down the fiscal deficit and containing subsidies, but it will not be an easy task. Mr. Ahluwalia also said that reducing the subsidy numbers will not have any impact on inflation. He, however, added that food inflation is likely to cool off and stabilise at 5-6 per cent.

The Nifty fell 117 points, or 2.3 percent, to 5,087. Stock markets in Japan, China, Hong Kong, South Korea and Singapore lost between 0.5 percent and 1.7 percent. The rupee depreciated 48 paise, to 49.80 against the dollar. Gold gained 55 rupees, to 28,465 rupees per ten grams in Delhi. But silver fell 500 rupees, to 56,000 ruppes per kilo. India has signed an international tax treaty for getting information on black money stashed abroad. The country has become the latest signatory to the multilateral convention on mutual administrative assistance in Tax Matters. Our correspondent reports:
"The convention not only facilitates the exchange of information, but also provides for assistance in  recovery of taxes. By signing the convention, India and the other 31 signatories send a strong signal that countries are acting together to ensure that individuals and multinational enterprises pay the right amount of tax, at the right time and in the right place.  The convention allows tax officials to enter into the territory of the other country to interview individuals and examine records. The information received under the convention can also be used for other purposes besides those related to tax co-operation, including the countering of money laundering with the approval of the supplying state. Peru's central coastline has been hit by an earthquake with a preliminary magnitude of 6.3. Media reports from Peru say that more than a dozen people have been injured.

South Sudanese authorities say, at least 40 people have been killed by armed gunmen in a cattle raid in the country. Interior Minister accused the Sudanese government in Khartoum of arming the attackers, a militia group from neighboring Unity State. Speaker of the state assembly Madot Dut Deng said he had been told by officials that more than 76 people had been killed, with several unaccounted for.

Hockey India today announced an 18-member Indian team that will play in the London Olympic Qualifiers to be held at the Major Dhyan Chand National Stadium in New Delhi from the 18th of next month. The team will be led by goalkeeper Bharat Chetri. The participating teams in the event are Canada, France, Italy, Poland and Singapore, besides India. Former captain Rajpal Singh got the axe and veteran midfielders Vikram Pillay and Arjun Halappa also failed to find a place in the team. Halappa, however, has been kept as standby along with Manjeet Kullu (Defender), VS Vinaya (Midfielder) and Chinglensana Singh (Forward).
