केरल उच्च न्यायालय ने इटली के जहाज के मालिक से कहा है कि वह २५ लाख रूपये की बैंक गारंटी जमा करे। अदालत ने कहा है कि जब तक यह राशि नही दी जाएगी तब तक जहाज को नहीं छोड़ा जाएगा। इटली के जहाज के सुरक्षाकर्मियों की गोलीबारी में मारे गए दो मछुआरों में से एक की पत्नी की याचिका पर अदालत ने यह आदेश दिया। मछुआरे की पत्नी ने एक करोड़ रूपये मुआवजे की मांग की है।
इस बीच, इटली ने अदालत से मांग की है कि उसके दो सुरक्षाकर्मियों पर हत्या के आरोप समाप्त किए जाएं। उसने प्राथमिकी रद्द करने के लिए केरल उच्च न्यायालय में अर्जी दी है। विदेश राज्य मंत्री प्रणीत कौर ने इटली की विदेश उप मंत्री स्टाफन डी मिस्तूरा से विदेश मंत्रालय में बातचीत की। उन्होंने बताया कि गिरतार किए गए इटली के जहाज के दो सुरक्षाकर्मी भारत में हैं और अदालत इस मामले में अगली कार्रवाई के बारे में कल फैसला करेगी।

उन्होंने अपना जो था हमें बताया और मैंने उनको बोला कि जैसे पहले भी हमारे मिनिस्टर्स रक्षा मंत्री जी और फॉरन मनिस्टर ने बोला है हमारा जो कानून है वो बिल्कुल एक निष्पक्ष होकर फैसला लेता है उसके ऊपर हमारा पूरा भरोसा है और वो ही आगे काम करेगा।
सुश्री मिस्तूरा ने दो मछुआरों के मारे जाने की घटना पर दुख प्रकट किया। उन्होंने कहा कि यह घटना अंतर्राष्ट्रीय जल-क्षेत्र में हुई। जांच के बाद ही जहाज के सही स्थान का पता चल सकेगा।

भ्रष्टाचार से निपटने के लिए गठित मंत्रिसमूह ने सरकारी खरीद विधेयक के मसौदे को मंजूरी दे दी है। यह विधेयक पारदर्शी प्रक्रिया के जरिए सरकारी खरीद को नियमित करने के लिए लाया जा रहा है। कार्मिक राज्य मंत्री वी नारायणसामी  ने आज मंत्रिसमूह की बैठक के बाद बताया कि विधेयक के मसौदे को लोगों के विचार शामिल करने के बाद मंजूरी दी गयी है। श्री नारायणसामी ने कहा कि मंत्रिसमूह ने आदर्श आचार संहिता पर चर्चा नहीं की, क्योंकि यह उसके अधिकार क्षेत्र में नहीं है।

प्रधानमंत्री की आर्थिक सलाहकार परिषद ने अगले वित्त वर्ष में आर्थिक विकास दर साढे सात से आठ प्रतिशत रहने का अनुमान व्यक्त किया है। आज नई दिल्ली में २०११-१२ के लिए अर्थव्यवस्था की समीक्षा जारी करते हुए परिषद के अध्यक्ष सी रंगराजन ने कहा कि इस वर्ष अर्थव्यवस्था की वृद्धि दर सात दशमलव एक प्रतिशत रही। उन्होंने कहा कि अगर वैश्विक आर्थिक स्थिति में सुधार हुआ तो भारत नौ प्रतिशत वृद्धि दर हासिल कर सकता है। उन्होंने कहा कि बजट घाटे का अधिक होना चिंताजनक है। श्री रंगराजन ने वित्तीय मजबूती, मुद्रास्फीति पर काबू पाने के और उपाय करने तथा बुनियादी ढांचे, कोयला और रेलवे जैसे प्रमुख क्षेत्रों में निवेश आकर्षित करने के लिए दिशा निर्देश तैयार करने का सुझाव दिया।

श्री रंगराजन ने बताया कि कृषि और निर्माण क्षेत्र में विकास अग्रिम अनुमान से थोड़ा अधिक रहेगा।

गर्वमेंट किसी भी प्राइवेट इंडस्ट्री को पैसा देने के लिए न बैंक से  दबाव डालेगी न पैसा अपने आप से देगी। अनुमानों में कृषि क्षेत्र में २.५ प्रतिशत की दर से विकास की बात थी। हमारा मानना है कि यह ३ प्रतिशत रहेगा। निर्माण क्षेत्र में ४.८ प्रतिशत का अनुमान था, हमें लगता है कि इस क्षेत्र में विकास ६.२ प्रतिशत रहेगा।

वित्त मंत्री प्रणब मुखर्जी ने आशा व्यक्त की है कि आर्थिक मंदी के बावजूद इस वर्ष तीन लाख ९२ हजार करोड़ रूपये के अप्रत्यक्ष कर संग्रह का लक्ष्य हासिल कर लिया जाएगा। नई दिल्ली में एक समारोह में सीमा तथा उत्पाद शुल्क अधिकारियों को राष्ट्रपति पुरस्कार वितरण के अवसर पर उन्होंने कहा कि चुनौतियों के बावजूद अभी तक अप्रत्यक्ष कर संग्रह ठीक रहा है।

चालू वित्तवर्ष की समाप्ति पर वित्तीय मोर्चो पर चुनौतियों के बावजूद अभी तक अप्रत्यक्ष कर संग्रह ठीक रहा है। हमने जनवरी २०१२ तक जो अप्रत्यक्ष कर संग्रह अर्जित किया है उसमें पिछले वर्ष के मुकाबले कुछ लाभ दिखाई पड़ता है।

महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना-मनरेगा को उत्पादकता, विशेष रूप से कृषि क्षेत्र की उत्पादकता से जोड़ने के नए दिशा-निर्देश जारी किए गए हैं। इन्हें ग्रामीण विकास मंत्री जयराम रमेश ने जारी किया। उन्होंने बताया कि मनरेगा-दो का नए सिरे से कार्यान्वयन इस वर्ष अप्रैल से लागू होगा। उन्होंने बताया कि नए दिशा-निर्देश राज्य सरकारों की सलाह से जारी किए गए हैं।

कानून में हम बदलाव नहीं ला रहे हैं परन्तु जो गाइडलाइंस हैं जो रूल्स हैं जो शेड्यूल ऑफ वर्क्स दिये गये हैं उसमें हम बदलाव लायेंगे। कई राज्यों ने कहा है कि हमें शौचालयों का भी जो भारी मात्रा में आज ग्रामीण इलाकों में शौचालय की जरूरत है ग्रामीण इलाकों में वो हमें मनरेगा का इस्तेमाल करना चाहिए।

किंगफिशर एयरलाइन्स ने नागर विमानन महानिदेशालय को अपनी उड़ानों की नई सारणी पेश की है। उसने २८ विमानों के साथ उड़ानों की   संख्या घटाकर प्रतिदिन लगभग एक सौ ७० कर दी है। यह सारणी मार्च   तक लागू रहेगी। महानिदेशालय इस उड़ान-सारणी का अध्ययन कर रहा है। महानिदेशायल के प्रमुख ई. के. भारत भूषण ने नागरिक उड्डयन मंत्री   अजीत सिंह को किंगफिशर विमानन कंपनी की वित्तीय हालत की जानकारी दी। खबर है कि बैंक एयरलाइन्स की सहायता के लिए तैयार है। उधर, श्री अजीत सिंह ने फिर स्पष्ट किया है कि सरकार निजी विमानन कंपनियों को वित्तीय संकट से उबारने के लिए कोई पैकेज नहीं देगी।

इस बीच, किंगफिशर एयरलाइन्स की उड़ानें आज छठे दिन भी बाधित रहीं।

सरकार ने देश के इंजीनियरिंग संस्थानों में प्रवेश के लिए वर्ष २०१३ से सम्मिलित प्रवेश परीक्षा कराने का फैसला किया है। केंद्रीय मानव संसाधन विकास मंत्री कपिल सिब्बल ने नई दिल्ली में राज्यों के शिक्षा मंत्रियों की बैठक के बाद यह जानकारी दी।

यह प्रस्ताव जो है आज सर्वसहमति के साथ पास हुआ जहां २०१३ में एक इम्तिहान जो केन्द्रीय संस्थायें हैं शिक्षा की इंजीनियरिंग के संदर्भ में वहां एडमिशन किया जायेगा। और यह तय हुआ कि स्टेट बोर्ड जो बोर्ड का एग्जामिनेशन है उसमें ४० प्रतिशत विटेक दिया जायेगा फॉर एडमिशन टू सेंट्रल एंजीनियरिंग इंस्टीट्यूशन।

राष्ट्रीय सम्मिलित प्रवेश परीक्षा में राज्य शिक्षा बोर्डों की परीक्षाओं में अर्जित अंकों को भी तरज+ीह दी जाएगी। श्री सिब्बल ने कहा कि प्रवेश परीक्षा की प्रक्रिया के बारे में फैसला अगले दो महीनों में कर लिया जाएगा।

उच्चतम न्यायालय ने मौत की सज+ा पाये कैदियों की क्षमा याचिकाओं पर केंद्र और राज्य सरकारों द्वारा फैसला करने में देरी पर चिंता व्यक्त करते हुए ऐसे मामलों का रिकार्ड मांगा है। खंडपीठ ने कहा है कि सभी राज्यों के गृह सचिवों को यह रिकार्ड केंद्र सरकार को तीन दिन के अन्दर भेज देना चाहिये। केंद्र इसे न्यायालय में पेश करेगा। न्यायालय ने केन्द्र के इस तर्क को दरकिनार कर दिया कि यह देरी न्यायालयों में बार-बार याचिकाएं दाखिल करने के कारण हो रही है। उच्चतम न्यायालय ने यह व्यवस्था, पंजाब के आतंकवादी देवेन्द्र पाल सिंह भुल्लर द्वारा दायर याचिका पर सुनवाई करते हुई दी।

प्रसार भारती के नए मुख्य कार्यकारी अधिकारी जवाहर सरकार ने कहा है कि आकाशवाणी और दूरदर्शन में प्रमुख पदों पर भर्ती उनकी पहली प्राथमिकता है। नई दिल्ली में आज कार्यभार संभालने के बाद उन्होंने कहा कि आकाशवाणी और दूरदर्शन के पास अच्छी प्रसारण सामग्री है, लेकिन प्रस्तुतिकरण में सुधार की आवश्यकता है।

प्रसार भारती के विस्तार के सवाल पर उन्होंने कहा कि आकाशवाणी और दूरदर्शन के विस्तार के लिए आंतरिक संसाधनों से धन जुटाने को प्राथमिकता दी जाएगी।

उत्तरप्रदेश विधानसभा चुनाव के पांचवें चरण के मतदान के लिए सभी तैयारियां पूरी कर ली गई हैं। हमारे संवाददाता ने बताया है कि मध्य उत्तरप्रदेश, बुंदेलखंड और पश्चिमी उत्तरप्रदेश के कुछ भाग के तेरह जिलों में कल वोट डाले जाएंगे। मतदान कल सेवेरे सात बजे से शुरू होगा।

पांचवे चरण में राज्य के ४९ विधानसभा सीटों पर कल के मतदान के शुरू होने में अब १२ घंटे से भी कम का समय बचा है। इस दौर में कुल ८२९ उम्मीदवार चुनाव मैदान में है जिसमें १६७ उम्मीदवार राष्ट्रीय पार्टियों के हैं। जबकि ८७ महिला उम्मीदवार भी अपनी किस्मत आजमा रही हैं। पहले के चार चरणों के चुनाव की तरह ही उम्मीद है कि इस बार भी भारी तादात में मतदाता अपना अपना वोट डालने पोलिंग बूथों पर पहुंचेंगे। पांचवा चरण भी सभी प्रमुख पार्टियों के लिए कड़ी चुनौती पेश कर रहा है। बहुजन समाज पार्टी अपने पिछले प्रदर्शन को दोहराने के लिए संघर्ष कर रही है पिछली बार केन्द्रीय और पश्चिमी क्षेत्रों सहित बुंदेलखण्ड के इन इलाकों में सबसे ज्यादा सीटें बीएसपी को मिली थीं। जबकि समाजवादी पार्टी के लिए भी यह परीक्षा की घड़ी है। क्योंकि इनमें से कई इलाकों को समाजवादी पार्टी के गढ़ के रूप में जाना जाता है। वहीं कांग्रेस और बीजेपी ने इन पार्टियों से ज्यादा से ज्यादा सीटें छीन लेने के लिए कड़ी मेहनत की है। कल के मतदान के लिए १७ हजार से ज्यादा पोलिंग स्टेशन बनाये गये हैं वहीं राज्य पुलिस के साथ केन्द्रीय अर्द्धसैनिक बलों ने सुरक्षा की कमान संभाल ली है। इस बीच चुनाव आयोग के फ्‌लाईं स्कॉड ने आज बिना हिसाब किताब के ५१ लाख रुपये जब्त किये हैं। संजय प्रताप सिंह आकाशवाणी समाचार इलाहाबाद।

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने कहा है कि राष्ट्रीय आतंकवाद निरोधक केंद्र बनने से देश के संघीय ढांचे को नुकसान पहुंचेगा। उन्होंने आज नई दिल्ली में प्रधानमंत्री डाक्टर मनमोहन सिंह से मुलाकात की। उन्होंने बताया कि प्रधानमंत्री के साथ गोरखालैंड क्षेत्रीय प्रशासन और फरक्का बांध से बंगलादेश को पानी के अत्यधिक प्रवाह के मुद्दों पर भी चर्चा हुई।

२ दिन से जारी तेजी का सिलसिला तोड़ते हुए मुंबई शेयर बाजार का सेंसेक्स २८३ अंक गिरकर १८ हजार १४५ पर बंद हुआ। यूरोपीय बाजारों में मंदी के बीच और निवेशकों द्वारा की गई मुनाफा वसूली के चलते बाजार में ये गिरावट आई। नेशनल स्टॉक एक्सजेंच का निफ्‌टी ५ हजार ५०५ पर आ गया।
रुपया डालर के मुकाबले ८ पैसे मजबूत हुआ सोना दिल्ली में साढे तीन सौ रूपए के उछाल से २८ हजार ७४० रूपए प्रति दस ग्राम पर जा पहुंचा। चांदी ८ सौ रूपए के उछाल से ५७ हजार ४०० रूपए प्रति किलो पर जा पहुंची।

नई दिल्ली के मेजर ध्यानचंद स्टेडियम में लंदन ओलंपिक के लिए हॉकी क्वालीफायर मैच में पुरूष वर्ग में भारत का मुकाबला कनाडा से हो रहा है। पहले हाफ में भारत एक-शून्य से आगे है।
इस बीच, महिला वर्ग में दक्षिण अफ्रीका ने भारत को दो के मुकाबले पांच गोल से हरा दिया है। इस जीत के बाद दक्षिण अफ्रीका का फाइनल में स्थान लगभग सुनिश्चित हो गया है, जबकि भारत हार के बाद तीसरे स्थान पर खिसक गया है।

The Kerala High Court today asked the owner of the Italian vessel involved in the killing of two Indian fishermen to furnish a bank guarantee of 25 lakh rupees to get the vessel released. The direction came in this case filed by the wife of one of the dead fishermen seeking a compensation of one crore rupees.  The Court in its interim order said that the vessel will continue to be detained till the guarantee is produced separately.  More from our Correspondent:
"The petition claimed that the arrest, detention and judicial remand of the Italian marines as well as the registration of the FIR and all other proceedings, are without jurisdiction, illegal, null and void. The petition sought to quash the FIR arguing that the incident took place in India's Exclusive Economic Zone and not in its territorial waters. Hence Indian courts do not have jurisdiction to deal with the case under the principles of international law and conventions. Besides, the petition pointed out that as the Italian naval personnel were acting in their official capacity, they are liable to be tried and prosecuted only in Italian courts. The Minister of State for External Affairs Ms. Preneet Kaur said that the two Italian marines arrested are on Indian soil and the issue will be handled according to the law of of the land.
 " They expressed their regret and their sorrow and condolences on the incident that took place. They put their point of view forward. We have taken note of what he said and I assured him that our Judiciary is very fair and free and they will take the right decision in this incident."

Earlier, Ms. Kaur held talks with Italian Deputy Foreign Minister Staffan de Mistura in New Delhi. Mr. Mistura voiced terrible sadness over the February 15 killing of the fishermen off the Kerala coast. He reiterated that the deaths took place in international waters and an investigation will ascertain the exact position of the Italian ship.

The draft Public Procurement Bill was today approved by the panel of Ministers set up to tackle corruption.  The bill is being brought to regulate government purchases using a transparent bidding process.  Minister of State for Personnel, V.Narayanasamy said this to reporters after the meeting of the Group of Ministers, (GoM).  The draft bill was cleared after incorporating the views of public.  Mr. Narayanasamy said that the GoM did not discuss the model code of conduct as it is not in its terms of reference.  He was asked this question after reporters referred to some media reports to this effect.

Kingfisher Airlines today filed a fresh flight schedule with the Directorate General of Civil Aviation, DGCA, scaling down its operations to about 170 daily flights with 28 functional aircraft. The regulator had given the airline a deadline till today to come up with a realistic fresh flight schedule .The airline submitted a revised winter schedule of flights it would operate till March. The schedule is being examined by the DGCA. DGCA Chief E K Bharat Bhushan also briefed Civil Aviation Minister Ajit Singh on the tough financial situation faced by the carrier.
Meanwhile services remained affected for the sixth day. Over 30 flights were cancelled by Kingfisher. As per the revised schedule, the airline would operate about 170 flights daily, instead of the over 400 it had sought permission for last October when the winter schedule for the airlines came into operation.
Civil Aviation Minister Ajit Singh today ruled out any bail out package  by the government. He however maintained that if banks are willing to to give them loans, they can do it it as per RBI guidelines.  
 "I don't want that airline should be shut down. Our priority now is that whatever flights they are still operating, the passenger safety should not be compromised. The government is not going to bail out, but we hope Kingfisher can mobilize resources from somewhere, because if they don't then there will be more problem for passengers."

The government has decided to hold a common entrance test   for engineering institutions in the country from 2013. Briefing reporters in New Delhi after a State Education Ministers meet, the Human Resource Development Minister Mr. Kapil Sibal said that the proposal for a common national examination with effect from 2013 with weightage to State Board results  has been endorsed in principle by States.
 " we agree in principle that there should be one test in 2013 for all students who want to seek admission in central engineering institutions. This is perhaps a very historic moment but this is only one step forward, now we have to get the endorsement of the CAPE committee on it and the counsel for Boards of Secondary Education, who met a week ago. Eleven of them who were present, unanimously also supported this proposal."

West Bengal Chief Minister Mamata Banerjee today said that the National Counter Terrorism Centre, NCTC, will disturb the federal structure of the country. She was talking to reporters after her meeting with the Prime Minister Dr Manmohan Singh in New Delhi.

"Because of the executive order of this NCTC, It will disturb the federal structure I told Hon'ble Prime Minister Sir  in 2001. There is a recommendation what was the need to implement it right now."

Union Minister for New and Renewable Energy, Dr. Farooq Abdullah today said the Prime Minister, Dr. Manmohan Singh and Union Home Minister, P Chidambaran have no intention of curtailing the powers or eroding the authority of states by forming an anti-terror body. While talking to reporters in Jammu today, Dr. Abdullah, however, said that Chief Ministers of various states should have been called and talks should have been held with them on the issue of setting up the NCTC.

The stage is set for the fifth phase of polls tomorrow. About One crore 56 lakh voters will decide the fate of 829 candidates in 49 constituencies spread over 13 districts of central U.P, Bundelkhand and parts of western U.P. Polling parties have reached their destinations and security forces have already been deployed in the election areas. Polling will start at 7 a.m. tomorrow. Our Correspondent has filed this report:

The election campaign is gradually picking up in the tiny coastal state of Goa which is going to State Assembly polls on March 3. The election rallies of the prominent leaders  would be held in the later part of the nearly two-week long campaign.

The Prime minister's Economic Advisory Council (PMEAC), has pegged India's rate of economic growth for the next fiscal between 7.5 percent and 8 percent. Releasing the Review of the Economy for 2011-12 in New Delhi, PMEAC Chairman C. Rangarajan said the economy grew at 7.1 percent in 2011-12 and India might be able to achieve 9 per cent growth in due course if ideal economic conditions prevail globally.
  "We should say that, we might be able to achieve a growth rate close to 8 per cent on our own scheme but for us to achieve and get back to the 9 per cent rate of growth of the economy, We also need more hospitable world environment and therefore, I believe that for next one or two years until the world situation clears, we should be able to grow at 8 per cent provided we take some of the corrective actions."
Mr. Rangarajan however  cautioned against excessive appreciation of the Rupee saying it is not good for the economy.

"Snapping two days of gains, the Sensex at the Bombay Stock Exchange plunged 283 points, or 1.5 percent, to 18,145 today, on profit booking by investors and amid weak European markets. The Nifty at the National Stock Exchange lost 102 points, or 1.8 percent, to 5,505.  Stock markets in Japan, China, Hong Kong and South Korea gained between 0.2 and 0.9 percent. The rupee appreciated 8 paise, to 49.22 against the dollar. Gold rose 350 rupees, to 28,740 rupees per ten grams in Delhi. Silver gained 800 rupees, to 57,400 rupees per kilo. The Finance Minister Pranab Mukherjee today expressed the hope that the indirect tax collection target of  3.92 lakh crore rupees for the current fiscal will be met despite the economic slowdown. He was speaking at a ceremony to hand over the Presidential Awards to the officers of Customs and Central Excise in New Delhi.

 "To the end of the current financial year there are certain fiscal challenges that have to be addressed.  The indirect tax collection figures upto the January 2012 indicate that there have been some gains over the last year.  However further efforts are required to ensure that the targeted collection for the current fiscal year are met."

Improving presentation qualities of Doordarshan and All India Radio and filling up of key vacancies are the top priorities of the new Prasar Bharati CEO Jawhar Sircar, who assumed office today. Talking to newsmen in New Delhi , Sircar said, both AIR and Doordarshan are  good in terms of content but presentation needs improvement.

"Sircar succeeds B S Lalli, whose tenure ended in December 2010 amidst  allegations of irregularities. In the interim period, Rajiv Takru, Additional Secretary in the Information  and Broadcasting Ministry, was officiating CEO.

South African women beat Indian women 5-2 in the Hockey qualifier match for the London Olympics  at the Major Dhyanchand Stadium in New Delhi this evening. With 7 points on the table, Indian women have to defeat Italy in their last league match on Friday, to ensure a berth in the final. The match between India and Canada in the men's category is now in progress. When reports last came in, both the teams were locked 2-2. Earlier in the day Italian women defeated Ukraine 2-1 and Canadian women beat  Poland 1-0.  In the men's category, Poland  defeated Singapore 11-3 and France beat Italy 3-0.
