आयोग ने इस नोटिस में कहा था कि वीडियो रिकार्डिंग देखने के बाद वह पहली नज+र में इस बात से संतुष्ट हैं कि श्री बेनी प्रसाद वर्मा ने आचार संहिता का उल्लंघन किया है और उनके बयान से इस बात का प्रमाण मिलता है कि वे अपने बयान से आचार संहिता का उल्लंघन होने के बारे में भलीभांति परिचित थे। फिर भी उन्होंने जानबूझकर ऐसा बयान दिया। निर्वाचन आयोग ने श्री वर्मा को यह स्पष्टीकरण देने के लिए कहा था कि उनके खिलाफ कार्रवाई क्यों न की जाए।
केन्द्रीय इस्पात मंत्री के बयान पर आज आयोग की बैठक में विचार-विमर्श होने की संभावना है। बैठक में मुख्य निर्वाचन आयुक्त एस वाई कुरैशी और दोनों निर्वाचन आयुक्त वी एस सम्पत तथा एच एस ब्रह्मा शामिल होंगे।

ईरान ने कहा है कि अगर यूरोपीय संघ के देश उसका विरोध जारी रखते हैं, तो वह कुछ और देशों को तेल के निर्यात में कटौती कर सकता है। ईरान के तेल उपमंत्री और सरकारी तेल कंपनी के प्रमुख अहमद क़लेबानी ने कहा कि स्पेन, ग्रीस, इटली, पुर्तगाल, जर्मनी और हॉलैंड को तेल का निर्यात बंद कर दिया जाएगा। उन्होंने यह भी कहा कि ईरान से तेल का आयात करने वाले देशों को दीर्घकालीन अनुबंधों पर हस्ताक्षर करने होंगे। यूरोप की कंपनियों को दो से पांच वर्ष का अनुबंध करना होगा, जिसमें कोई पूर्व शर्त नहीं होगी। फ्रांस और ब्रिटेन को तेल का निर्यात बंद कर दिया गया है। इसके बाद अंतर्राष्ट्रीय बाजार में कच्चे तेल की कीमत नौ महीने में सर्वाधिक हो गई है। कल यह एक सौ इक्कीस डॉलर प्रति बैरल तक चली गयी। पिछले साल मई के बाद यह सबसे ऊंची कीमत है।

इससे पहले, नागरिक उड्डयन मंत्री अजीत सिंह ने किंगफिशर को आर्थिक संकट से उबारने के लिए किसी तरह का सहायता पैकेज देने से इंकार किया था।हमारे संवाददाता ने खबर दी है कि किंगफिशर ने आज अपनी और उड़ानें रद्द की। मुम्बई से १३, कोलकाता से आठ और दिल्ली से चार उड़ाने रद्द की गई हैं, जिससे बहुत से यात्री वहां फंसे हुए हैं। मुम्बई-दिल्ली का मुख्य मार्ग सबसे अधिक प्रभावित है जिस पर सबसे अधिक उड़ानें रद्द की गई हैं या विभिन्न उड़ानों को मिलाया गया है। किंगफिशर ने कल तीस उड़ानें रद्द की थी जिनमें बैंकाक, सिंगापुर, काठमांडु और ढाका की उड़ानें शामिल थीं। इससे देश के विभिन्न हवाईअड्डों पर सैंकड़ों यात्री फंस गए थे। एयरलाइन्स को कल और समस्याओं का सामना करना पड़ा। उसके ३४ पायलट नौकरी छोड़कर चले गए और बड़ी संख्या में कर्मचारियों को नोटिस दिया जा रहा है।
इस सिलसिले में एक अन्य व्यक्ति जुनैद अकरम मलिक की तलाश में किश्तवाड़ के ऊपरी इलाकों में जबरदस्त तलाशी चल रही है। राष्ट्रीय जांच एजेंसी, जुनैद और उसके दो साथियों, शाकिर हुसैन उर्फ छोटा शकील और आमिर अली खान उर्फ आमिर के बारे में जानकारी देने के लिए दस-दस लाख रूपये के ईनाम की घोषणा पहले ही कर चुकी है। जुनैद का भाई वसीम अकरम इस समय न्यायिक हिरासत में है।

जनवरी में कुल खुदरा मुद्रास्फीति ग्रामीण क्षेत्रों में सात दशमलव तीन-आठ प्रतिशत और शहरी इलाकों में आठ दशमलव दो-पांच प्रतिशत रही। जनवरी में सब्जियों के दाम पिछले वर्ष की इसी अवधि के मुकाबले करीब २४ प्रतिशत कम हुए जबकि खाने पीने की अन्य चीजों के दाम बढ़े। खाद्य पदार्थों के मूल्यों में ग्रामीण क्षेत्रों में चार दशमलव एक-आठ प्रतिशत और शहरों में तीन दशमलव आठ-नौ प्रतिशत वृद्धि हुई।
वार्षिक आधार पर दूघ और दूध से बनी वस्तुएं १६ दशमलव पांच-तीन प्रतिशत मंहगी हुईं जबकि खाद्य तेलों और घी के दाम १३ दशमलव चार-सात प्रतिशत बढ़े। मसालों की कीमतों में ११ दशमलव आठ-तीन प्रतिशत और फलों के दामों में दस दशमलव छह-दो प्रतिशत वृद्धि हुई। नया राष्ट्रव्यापी उपभोक्ता मूल्य सूचकांक सांख्यिकी और कार्यक्रम क्रियान्वयन मंत्रालय ने तैयार किया है और यह थोक मूल्य सूचकांक के आधार पर मुद्रास्फीति का आकलन करने की व्यवस्था का स्थान लेगा।
नया सूचकांक श्रम मंत्रालय द्वारा तैयार तीन खुदरा मूल्य सूचकांकों के अतिरिक्त है। ये तीन खुदरा मूल्य सूचकांक कृषि मजदूरों, ग्रामीण श्रमिकों और औद्योगिक श्रमिकों के बारे है।
चालू वित्त वर्ष में आर्थिक विकास दर पिछले वर्ष की आठ दशमलव चार प्रतिशत की तुलना में तीन वर्षों के न्यूनतम छह दशमलव नौ प्रतिशत पर आ गई है।
वित्त मंत्री ने कहा कि पूंजी पर नियंत्रण में ढील के लिए हाल के महीनों में उठाए गए नीतिगत उपायों से बुनियादी ढांचा क्षेत्र के लिए अतिरिक्त संसाधन उपलब्ध होंगे।
विधेयक में नागरिकों को देश के बाहर अपने निवेश और उस पर मिलने वाले अन्य लाभों का ब्यौरा देना अनिवार्य होगा। ंएक करोड़ रूपये से अधिक की कुल सम्पत्ति पर एक प्रतिशत सम्पत्ति कर लगाने का भी प्रस्ताव है।
यह विधेयक अगस्त २०१० में लोकसभा में पेश किया गया था। इसका उद्देश्य पचास वर्ष पुराने आयकर कानून को बदलना है।
तमिलनाडु की मुख्यमंत्री को नोटिस जारी करते हुए न्यायमूर्ति अल्तमस कबीर और एस एस निज्जर की पीठ ने मद्रास उच्च न्यायालय के तीस सितम्बर २०११ के फैसले पर स्थगन आदेश नहीं दिया। मद्रास उच्च न्यायालय ने सुश्री जयललिता की अपील पर यह आदेश दिया था। उन्होंने अपने खिलाफ दायर एफआईआर खारिज कराने की अपील की थी।
सीबीआई का कहना है कि सुश्री जयललिता ने १९९२ में न्यूयार्क में एक बैंकर ट्रस्ट कंपनी से जारी तीन लाख डॉलर का डिमान्ड ड्राफ्ट प्राप्त किया था जो ए एन जेड ग्रिडलेज+ बैंक, सेंट हेलियर जर्सी में देय था। सीबीआई के अनुसार इतनी बड़ी रकम अवैध लेनदेन के तहत ली गई थी जिसकी जांच चल रही थी। कथित अपराध के समय सुश्री जयललिता तमिलनाडु की मुख्यमंत्री थीं।
आज नई दिल्ली में राष्ट्रीय पेयजल तथा स्वच्छता परिषद की दूसरी बैठक की अध्य+क्षता करते हुए श्री जयराम रमेश ने जिला और उप-जिला स्तर पर पानी की गुणवत्ता की जांच के लिए प्रयोगशाला स्थापित करने की आवश्यकता बताई।
श्री जयराम रमेश ने कहा कि सरकार व्यक्तिगत वित्तीय सहायता के स्थान पर अब सामुदायिक शौचालय बनाने और पीने के पानी की सुविधा उपलब्ध कराने पर ध्यान देगी। बैठक में अन्य मंत्रालयों के अधिकारी भी शामिल हुए।
जिग्ना पर महाराष्ट्र संगठित अपराध नियंत्रण कानून मकोका और हथियार कानून के कड़े प्रावधानों के अलावा भारतीय दंड संहिता की विभिन्न धाराओं के अन्तर्गत हत्या, आपराधिक षडयंत्र और सबूत मिटाने के आरोप लगाये गए हैं। विशेष मकोका अदालत ने आरोपपत्र का संज्ञान लेते हुए सभी आरोपितों की हिरासत १२ मार्च तक बढ़ा दी। जिग्ना मामले में ११वीं आरोपित हैं।पिछले वर्ष तीन दिसम्बर को १२ लोगों के खिलाफ पहला आरोपपत्र दाखिल किया गया था जिसमें भगोड़ा अंडरवर्ल्ड डॉन छोटा राजन शामिल है। लेकिन पिछले वर्ष २५ नवम्बर को गिरफ्तार जिग्ना का नाम पहले आरोपपत्र में नहीं था।
मुम्बई के एक प्रमुख दैनिक की उप ब्यूरो प्रमुख जिग्ना को मृत पत्रकार की मोटर साइकिल की नम्बर प्लेट और पता राजन को देने के आरोप में मकोका के तहत गिरफ्तार किया गया था।
पुलिस को शक है कि जे डे के साथ पेशेवर प्रतिद्वंद्विता के कारण इस हत्या में जिग्ना का हाथ हो सकता है। अपराध नियंत्रण शाखा के सूत्रों के अनुसार हत्या से पहले जिग्ना ने कई बार छोटा राजन से फोन पर बात की थी।
इसी तरह नेशनल स्टॉक एक्सचेंज का निफ्टी भी ३३ अंकों से अधिक की वृद्धि के साथ खुला और अब से कुछ देर पहले यह ४९ अंक बढ़करपांच हजार ६१४ पर था।
अंतरबैंक विदेशी मुद्रा बाजार में रूपया आज सुबह के कारोबार में डॉलर के मुकाबले १७ पैसे मजबूत हुआ। एक डॉलर की कीमत ४९ रूपये दस पैसे बोली गई।

The government has given an ultimatum of 24 Hours to the private airlines Kingfisher to come out with a revised schedule of flights to avoid any hardship to passengers. Speaking to reporters in New Delhi, Director General of Civil Aviation (DGCA) Bharat Bhusan said the airline has been asked to ensure passengers difficulties are minimised.
"We have directed kingfisher to come with a revised schedule for these 28 Aircraft which are airworthy. We have given them time till tomorrow to come to us with clear schedule of which are the schedule which they have been operate with these 28 aircraft. so far, refund are concern for flight which are cancelled, the refund there are guidelines which the DGCA has issued as to how these refund should be done".

A combative Congress today asserted that it will move the High Court seeking quashing of the FIR lodged against Rahul Gandhi for alleged violation of poll code, saying the action was taken at the behest of Chief Minister Mayawati. Congress general secretary Digvijay Singh told reporters in Kanpur that he wanted to clearify that the party has not received any notice regarding violation of Model Code of Conduct.The FIR was lodged against Rahul Gandhi by the district authorities which said his road show in Kanpur had breached the time limit and the route map set by them.

The Supreme Court today questioned the Gujarat government for initiating a probe against social activist Teesta Setalvad for her alleged role in a case of illegal exhumation of the bodies of the 2002 riot victims, saying it is a spurious case to victimise her. While criticising the state government for beginning the probe against Setalvad, it added, this type of case does no credit to the state of Gujarat in any way. Besides this case, the Gujarat government has also lodged criminal proceedings against her in other riot-related cases.

In China, the death toll from a blast at a state-owned steel plant last night has risen to 13. Ten people were found dead early today, while rescuers later also recovered the bodies of three workers who were previously reported as missing. Another 17 people were injured in the blast and they are receiving medical treatment in a local hospital. The mishap took place in China's north-eastern Liaoning Province. The cause of the accident is under investigation.

The rupee appreciated by 17 paise to 49.10 rupees against dollar in early trade today on increased foreign fund inflows, amid firm equity markets. The domestic currency had closed flat at 49.27 rupees against the US currency in the previous session on Friday.

उत्तर प्रदेश में विधानसभा चुनाव के पांचवे चरण का प्रचार आज शाम समाप्त हो रहा है। इस चरण में आगरा, अलीगढ़, कानपुर, झांसी और चित्रकूट धाम डिवीजनों के १३ जि+लों के ४९ निर्वाचन क्षेत्रों में बृहस्पतिवार को वोट डाले जाएंगे। इस चरण में ८४ महिलाओं समेत ८४० उम्मीदवार चुनाव मैदान है। सत्ताधारी बहुजन समाज पार्टी, समाजवादी पार्टी और भारतीय जनता पार्टी ने सभी सीटों पर अपने उम्मीदवार खड़े किये हैं जबकि कांग्रेस ने फिरोजाबाद जिले में टून्डला सीट अपनी सहयोगी राष्ट्रीय लोक दल के लिए छोड़ी है। हमारे संवाददाता की रिपोर्टसभी प्रमुख दलों ने मतदाताओं को आकर्षित करने के लिए अपनी पूरी ताकत लगा दी है। भारतीय जनता पार्टी के अध्यक्ष श्री नितिन गटकरी ने कानपुर और महोबा में जनसभाओं को संबोधित किया। कांग्रेस नेता राहुल गांधी ने कानपुर में लम्बा रोड शो किया है। समाजवादी पार्टी प्रमुख मुलायम सिंह यादव ने ओरैया, रमाबाई नगर और हमीरपुर में चुनावी रैलियों को संबोधित किया। बसपा अध्यक्ष मायावती इस चरण के लिए अपना अभियान पूरा कर चुकीं हैं। उन्होंने मथुरा और हाथरस में पार्टी उम्मीदवारों के लिए जनसभाएं कीं। मथुरा की एक जनसभा में पैसे के लेन-देन संबंधी खबरों का संज्ञान लेकर निर्वाचन आयोग ने राष्ट्रीय लोकदल के नेता और मांथ से पार्टी उम्मीदवार जैन चौधरी को आदर्श आचार संहिता के उल्लंघन के लिए नोटिस दिया है। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।

केन्द्रीय इस्पात मंत्री बेनी प्रसाद वर्मा ने निर्वाचन आयोग के नोटिस का जवाब दे दिया है। अल्पसंख्यकों को आरक्षण के बारे में श्री बेनी प्रसाद वर्मा के बयान के बाद आयोग ने आचार संहिता के उल्लंघन के मामले में शनिवार को उन्हें कारण बताओ नोटिस जारी किया था।आयोग ने इस नोटिस में कहा था कि वीडियो रिकार्डिंग देखने के बाद वह पहली नज+र में इस बात से संतुष्ट हैं कि श्री बेनी प्रसाद वर्मा ने आचार संहिता का उल्लंघन किया है और उनके बयान से इस बात का प्रमाण मिलता है कि वे अपने बयान से आचार संहिता का उल्लंघन होने के बारे में भलीभांति परिचित थे। फिर भी उन्होंने जानबूझकर ऐसा बयान दिया। निर्वाचन आयोग ने श्री वर्मा को यह स्पष्टीकरण देने के लिए कहा था कि उनके खिलाफ कार्रवाई क्यों न की जाए।
केन्द्रीय इस्पात मंत्री के बयान पर आज आयोग की बैठक में विचार-विमर्श होने की संभावना है। बैठक में मुख्य निर्वाचन आयुक्त एस वाई कुरैशी और दोनों निर्वाचन आयुक्त वी एस सम्पत तथा एच एस ब्रह्मा शामिल होंगे।

दो भारतीय मछुआरों की हत्या के आरोपी इटली के एनरिका लैक्सी जहाज के दो सुरक्षाकर्मियों को तीन दिन की पुलिस हिरासत में भेज दिया गया है। दोनों आरोपियों को कल कड़ी सुरक्षा के बीच कोल्लम जिले में करूणागापल्ली में न्यायिक मजिस्ट्रेट के सामने पेश किया गया। न्यायिक मजिस्ट्रेट के. पी. जॉय ने दोनों आरोपियों को अगले महीने की पांच तारीख तक न्यायिक हिरासत में भेज दिया, लेकिन और जांच के लिए पुलिस की अपील को मानते हुए दोनों को जांच अधिकारियों को सौंप दिया।भारत और इटली के बीच कई दिनों की राजनीतिक गतिविधियों के बाद दोनों आरोपियों को रविवार को कोच्चि से गिरफ्तार किया गया था। केरल पुलिस ने दोनों के खिलाफ आई पी सी की धारा तीन सौ दो के तहत मुकदमा दर्ज किया है।
इस बीच, जहाजरानी मंत्री जी के वासन ने कहा है कि इटली के जहाज के सुरक्षाकर्मियों द्वारा दो भारतीय मछुआरों की हत्या माफ करने योग्य अपराध नहीं है।

सरकार, आज राष्ट्रव्यापी उपभोक्ता मूल्य सूचकांक जारी करेगी। इसे अब मासिक आधार पर जारी किया जाएगा। नए सूचकांक से, खुदरा मूल्यों के उतार-चढ़ाव की बेहतर तस्वीर सामने आ सकेगी। इससे रिजर्व बैंक को बढ़ती मुद्रास्फीति से निपटने के कारगर मौद्रिक नीति संबंधी फैसले लेने में सहायता मिलेगी। उपभोक्ता मूल्य सूचकांक, थोक मूल्य सूचकांक का स्थान लेगा। विशेषज्ञों के अनुसार थोक मूल्य सूचकांक से खर्चों की सही अभिव्यक्ति नहीं होती थी, क्योंकि उपभोक्ता जिस कीमत पर वस्तुएं खरीदता है उसे नहीं दिखाया जाता था।नए आंकडें, सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय तैयार करेगा। इसके अलावा कृषि, ग्रामीण तथा औद्योगिक श्रमिको के लिए खुदरा मूल्य संकेतक भी तैयार किये जाएंगे। इन्हें श्रम मंत्रालय तैयार करेगा।

केंद्र ने अरूणाचल प्रदेश में बुनियादी ढांचे के विकास और रोजगार के अवसर पैदा करने के उद्देश्य से कई परियोजनाओं की घोषणा की है। कल ईटानगर में २५वें अरूणाचल प्रदेश दिवस पर आयोजित पांच दिन के समारोह का उद्घाटन करते हुए रक्षामंत्री ए के एंटनी ने कहा कि अरूणाचल स्काउट्स की दूसरी बटालियन का गठन किया जाएगा। उन्होंने दिरांग में राष्ट्रीय पर्वतारोहण और साहसिक खेल संस्थान की स्थापना की भी घोषणा की। उन्होंने बताया कि राज्य में बुनियादी ढांचे में सुधार और विकास के लिए सीमा सड़क संगठन ने पिछले छह वर्षों में २९ अरब रूपये खर्च किए हैं। श्री एंटनी ने कहा कि देश की सुरक्षा व्यवस्था को मज+बूत करने के लिए हर संभव प्रयास किए जा रहें हैं।हम अपनी सुरक्षा व्यवस्था को मज+बूत कर रहे हैं। कुल मिलाकर सीमा पर शांतिपूर्ण माहैल है। साथ ही हर तरह की चुनौती से राष्ट्रीय हितों की सुरक्षा के लिए भारत अपनी क्षमताओं को सुदृढ़ बनाने की कोशिश कर रहा है।

ईरान ने कहा है कि अगर यूरोपीय संघ के देश उसका विरोध जारी रखते हैं, तो वह कुछ और देशों को तेल के निर्यात में कटौती कर सकता है। ईरान के तेल उपमंत्री और सरकारी तेल कंपनी के प्रमुख अहमद क़लेबानी ने कहा कि स्पेन, ग्रीस, इटली, पुर्तगाल, जर्मनी और हॉलैंड को तेल का निर्यात बंद कर दिया जाएगा। उन्होंने यह भी कहा कि ईरान से तेल का आयात करने वाले देशों को दीर्घकालीन अनुबंधों पर हस्ताक्षर करने होंगे। यूरोप की कंपनियों को दो से पांच वर्ष का अनुबंध करना होगा, जिसमें कोई पूर्व शर्त नहीं होगी। फ्रांस और ब्रिटेन को तेल का निर्यात बंद कर दिया गया है। इसके बाद अंतर्राष्ट्रीय बाजार में कच्चे तेल की कीमत नौ महीने में सर्वाधिक हो गई है। कल यह एक सौ इक्कीस डॉलर प्रति बैरल तक चली गयी। पिछले साल मई के बाद यह सबसे ऊंची कीमत है।

Campaigning for the fifth phase of Assembly elections in Uttar Pradesh will end today. 49 constituencies spread over central, western and Bundelkhand regions will go to polls in this phase on Thursday. 894 candidates including 87 women are in the fray for this phase. In Kerela, the two Italian naval guards of Vessel Enrica Lexie charged with the killing of two Indian fishermen off Kerala coast were remanded to three-day police custody. The Naval guards - Latore Massimiliano and Salvatore Girone - were produced before Judicial Magistrate at his residence at Karunagapally in Kollam District amidst tight security yesterday.
First Class Judicial Magistrate K P Joy remanded the two accused to judicial custody till March 5, but handed them over to investigators accepting a police plea for further questioning. Both the accused have been taken back to Kochi. More from our correspondent:

In Maharashtra, five women workers were killed and nine others injured in a major blast at a firecracker factory in Bhalwani village in Solapur district. Police said the toll is likely to go up as some workers are feared trapped under the debris of the structure which caved in under the impact of the explosion. They said that the blast took place at Sagar firecracker factory after the gun powder used in making crackers caught fire yesterday. Police said, the intensity of the explosion was so high that eight rooms of the factory collapsed.

Two Naxals including a women suspected to have been involved in various offences in North Gadchiroli and Gondia district of Maharashtra were arrested from the forest area near Etapalli yesterday. The Centre has announced several projects for infrastructure development and job opportunities in Arunachal Pradesh. Inaugurating the five- day long celebration of the completion of 25 years of statehood of Arunachal Pradesh at a function in Itanagar yesterday, Defence Minister AK Antony announced raising of 2nd Battalion of Arunachal Scouts. He also announced the decision to set up the National Institute of Mountaineering and Adventure Sports at Dirang. Describing Arunachal Pradesh as the future power house of the country, Antony said when various power projects become operational over the decade next, the revenue earnings of the State would be to the extent of 10,000 crore rupees annually.
This will make Arunachal Pradesh, the richest State in the country in terms of per capita income. He cautioned that the people of the State must remain vigilant against letting vested interests take over.

Beginning today, the government will release the nation-wide Consumer Price Index on a monthly basis. It will better reflect the retail price movement and will help the RBI take effective monetary policy steps to deal with inflation.
The new Consumer Price Index, according to experts, will eventually replace the Wholesale Price Index, WPI for policy actions to deal with the price situation. As of now, Inflation is calculated on the basis of Wholesale Price Index as the bench mark. But experts said, the Consumer Price Index uses defined basket of goods and services that represents purchasing pattern of a particular household. Since this is driven from the consumption side, it provides a relatively realistic view on how consumers are affected.

Iran will cut oil exports to six more European Union nations if they remain hostile. Deputy Oil Minister Ahmad Qalebani, who heads Iran's state oil company, said that the exports to Spain, Greece, Italy, Portugal, Germany and the Netherlands would be stopped. Qalebani also said that any country wanting Iranian oil will be required to sign long term contracts. The oil ministry announced it had halted exports to France and Britain. Meanwhile, crude oil prices hit nine-month high in the international market yesterday after Iran halted sales to France and Britain.

The European Union has shrugged off Iran's threat to cut oil to hostile EU nations, saying the bloc was capable of coping with any halt in supplies. The International Committee of the Red Cross, ICRC, says it is in talks with all those concerned in Syria's conflict to negotiate a ceasefire. The group says it wants to negotiate a brief truce in the most affected areas to allow it to deliver aid packages. Thousands have died there in an 11-month uprising against the government. ICRC spokesman Bijan Farnoudi said the group is discussing several possibilities to enable humanitarian aid to be delivered. Jordan has invited the captains of industry from India for investment and trade with the country. राष्ट्रीय जांच एजेंसी ने दिल्ली उच्च न्यायालय में पिछले वर्ष हुए बम विस्फोट के सिलसिले में एक व्यक्ति को हिरासत में लिया है। पिछले वर्ष सात सितम्बर को हुए इस विस्फोट में कम से कम १५ लोग मारे गए थे। मोहम्मद अयूब नाम के इस व्यक्ति को जम्मू कश्मीर के किश्तवाड़ में गिरफ्तार किया गया। इस मामले में गिरफ्तार मेडिकल छात्र वसीम अकरम से पूछताछ के दौरान इस व्यक्ति का नाम आया था। राष्ट्रीय जांच एजेंसी इस मामले में वसीम अकरम को मुख्य आरोपी मान रही है। अयूब पर कथित रूप से हिजबुल मुजाहिदीन के कमान्डर जहांगीर के लिए सिम कार्ड खरीदने का आरोप है। राष्ट्रीय जांच एजेंसी इस विस्फोट की साजिश के सिलसिले में जिन आतंकवादियों की तलाश कर रही है उनमें जहांगीर शामिल है।इस सिलसिले में एक अन्य व्यक्ति जुनैद अकरम मलिक की तलाश में किश्तवाड़ के ऊपरी इलाकों में जबरदस्त तलाशी चल रही है। राष्ट्रीय जांच एजेंसी, जुनैद और उसके दो साथियों, शाकिर हुसैन उर्फ छोटा शकील और आमिर अली खान उर्फ आमिर के बारे में जानकारी देने के लिए दस-दस लाख रूपये के ईनाम की घोषणा पहले ही कर चुकी है। जुनैद का भाई वसीम अकरम इस समय न्यायिक हिरासत में है।

अखिल भारतीय उपभोक्ता मूल्य सूचकांक पर आधारित मुद्रास्फीति की दर जनवरी में सात दशमलव छह-पांच प्रतिशत थी। सरकार ने आज पहली बार राष्ट्रव्यापी खुदरा मुद्रास्फीति आंकड़े जारी किये। खाने पीने की चीजों के दामों में वार्षिक आधार पर जनवरी में चार दशमलव एक-एक प्रतिशत की वृद्धि हुई। ईधन, कपड़े, बिस्तर और जूतों की मुद्रास्फीति की दर दहाई में रही।जनवरी में कुल खुदरा मुद्रास्फीति ग्रामीण क्षेत्रों में सात दशमलव तीन-आठ प्रतिशत और शहरी इलाकों में आठ दशमलव दो-पांच प्रतिशत रही। जनवरी में सब्जियों के दाम पिछले वर्ष की इसी अवधि के मुकाबले करीब २४ प्रतिशत कम हुए जबकि खाने पीने की अन्य चीजों के दाम बढ़े। खाद्य पदार्थों के मूल्यों में ग्रामीण क्षेत्रों में चार दशमलव एक-आठ प्रतिशत और शहरों में तीन दशमलव आठ-नौ प्रतिशत वृद्धि हुई।
वार्षिक आधार पर दूघ और दूध से बनी वस्तुएं १६ दशमलव पांच-तीन प्रतिशत मंहगी हुईं जबकि खाद्य तेलों और घी के दाम १३ दशमलव चार-सात प्रतिशत बढ़े। मसालों की कीमतों में ११ दशमलव आठ-तीन प्रतिशत और फलों के दामों में दस दशमलव छह-दो प्रतिशत वृद्धि हुई। नया राष्ट्रव्यापी उपभोक्ता मूल्य सूचकांक सांख्यिकी और कार्यक्रम क्रियान्वयन मंत्रालय ने तैयार किया है और यह थोक मूल्य सूचकांक के आधार पर मुद्रास्फीति का आकलन करने की व्यवस्था का स्थान लेगा।
नया सूचकांक श्रम मंत्रालय द्वारा तैयार तीन खुदरा मूल्य सूचकांकों के अतिरिक्त है। ये तीन खुदरा मूल्य सूचकांक कृषि मजदूरों, ग्रामीण श्रमिकों और औद्योगिक श्रमिकों के बारे है।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि देश को दहाई अंकों में विकास दर हासिल करने का लक्ष्य रखने की जरूरत है। आज नई दिल्ली में औद्योगिक परिसंघ एसोचैम के सम्मेलन को संबोधित करते हुए उन्होंने कहा कि रिजर्व बैंक की कठोर मौद्रिक नीति और वैश्विक वित्तीय समस्याओं के चलते अर्थव्यवस्था की गति धीमी है। उन्होंने आशा व्यक्त की कि अर्थव्यवस्था की धीमी गति एक अस्थाई घटना और देश आने वाले वर्षों में उच्च विकास दर हासिल करने में सक्षम हो जाएगा।चालू वित्त वर्ष में आर्थिक विकास दर पिछले वर्ष की आठ दशमलव चार प्रतिशत की तुलना में तीन वर्षों के न्यूनतम छह दशमलव नौ प्रतिशत पर आ गई है।
वित्त मंत्री ने कहा कि पूंजी पर नियंत्रण में ढील के लिए हाल के महीनों में उठाए गए नीतिगत उपायों से बुनियादी ढांचा क्षेत्र के लिए अतिरिक्त संसाधन उपलब्ध होंगे।

विदेशी बैंकों में जमा धन पर सम्पत्ति कर लगाया जा सकता है। काले धन का पता लगाने के सरकार के प्रयासों के तहत यह प्रस्ताव प्रत्यक्ष कर संहिता विधेयक का हिस्सा है। इस विधेयक के मसौदे पर संसदीय समिति विचार कर रही है। वित्तमंत्रालय के अनुसार यह काले धन का पता लगाने के नये ठोस उपायों में से एक है।विधेयक में नागरिकों को देश के बाहर अपने निवेश और उस पर मिलने वाले अन्य लाभों का ब्यौरा देना अनिवार्य होगा। ंएक करोड़ रूपये से अधिक की कुल सम्पत्ति पर एक प्रतिशत सम्पत्ति कर लगाने का भी प्रस्ताव है।
यह विधेयक अगस्त २०१० में लोकसभा में पेश किया गया था। इसका उद्देश्य पचास वर्ष पुराने आयकर कानून को बदलना है।

उच्चतम न्यायालय ने सीबीआई की अपील पर तमिलनाडु की मुख्यमंत्री जे जयललिता को नोटिस जारी किया है। सीबीआई ने मद्रास उच्च न्यायालय के उस आदेश को चुनौती दी है जिसके तहत १९९२ में अमरीका से कथित रूप से तीन लाख डॉलर की रकम अवैध रूप से प्राप्त करने के लिए सुश्री जयललिता के खिलाफ दर्ज मामला खारिज कर दिया गया था।तमिलनाडु की मुख्यमंत्री को नोटिस जारी करते हुए न्यायमूर्ति अल्तमस कबीर और एस एस निज्जर की पीठ ने मद्रास उच्च न्यायालय के तीस सितम्बर २०११ के फैसले पर स्थगन आदेश नहीं दिया। मद्रास उच्च न्यायालय ने सुश्री जयललिता की अपील पर यह आदेश दिया था। उन्होंने अपने खिलाफ दायर एफआईआर खारिज कराने की अपील की थी।
सीबीआई का कहना है कि सुश्री जयललिता ने १९९२ में न्यूयार्क में एक बैंकर ट्रस्ट कंपनी से जारी तीन लाख डॉलर का डिमान्ड ड्राफ्ट प्राप्त किया था जो ए एन जेड ग्रिडलेज+ बैंक, सेंट हेलियर जर्सी में देय था। सीबीआई के अनुसार इतनी बड़ी रकम अवैध लेनदेन के तहत ली गई थी जिसकी जांच चल रही थी। कथित अपराध के समय सुश्री जयललिता तमिलनाडु की मुख्यमंत्री थीं।

उच्च्तम न्यायालय ने २००२ में हुए दंगों के मृतकों के शव अवैध रूप से कब्र से निकालने में सामाजिक कार्यकर्ता तीस्ता सीतलवाड़ की कथित भूमिका की जांच के गुजरात सरकार के फैसले पर सवाल उठाया है। न्यायालय का कहना है कि उन्हें तंग करने के लिए ये फर्जी मामला बनाया गया है। सुश्री सीतलवाड़ की जांच कराने के लिए राज्य सरकार की आलोचना करते हुए न्यायालय ने कहा कि इससे किसी भी तरह से गुजरात की साख नहीं बढ़ती। इसके अलावा गुजरात सरकार ने दंगो से जुड़े अन्य मामलों में भी तीस्ता सीतलवाड़ पर आपराधिक मुकदमे लगा रखे हैं।---

सरकार देश में ग्रामीण और शहरी दोनों क्षेत्रों में पीने के पानी की गुणवत्ता सुनिश्चित करने पर ध्यान देगी। पेयजल तथा स्वच्छता मंत्री जयराम रमेश ने आज कहा कि सरकार अगले वित्त वर्ष में पेयजल से जुड़े स्वास्थ्य मुद्दों का हल प्राथमिकता के तौर पर करने के लिए अपने प्रयासों में परिवर्तन लाएगी।आज नई दिल्ली में राष्ट्रीय पेयजल तथा स्वच्छता परिषद की दूसरी बैठक की अध्य+क्षता करते हुए श्री जयराम रमेश ने जिला और उप-जिला स्तर पर पानी की गुणवत्ता की जांच के लिए प्रयोगशाला स्थापित करने की आवश्यकता बताई।
श्री जयराम रमेश ने कहा कि सरकार व्यक्तिगत वित्तीय सहायता के स्थान पर अब सामुदायिक शौचालय बनाने और पीने के पानी की सुविधा उपलब्ध कराने पर ध्यान देगी। बैठक में अन्य मंत्रालयों के अधिकारी भी शामिल हुए।

राज्यों के शिक्षा मंत्रियों की कल नई दिल्ली में बैठक होगी जिसमें देशभर में विज्ञान और इंजीनियरिंग के स्नातक पाठ्यक्रमों के लिए एक प्रवेश परीक्षा कराने के केन्द्र के प्रस्ताव पर फैसला किया जायेगा। मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा है कि देश के ११ शिक्षा बोर्डों ने इस प्रस्ताव का सर्वसम्मति से समर्थन किया है और सरकार अब अन्य बोर्डों के विचार भी जानना चाहती है। एक ही प्रवेश परीक्षा की व्यवस्था २०१३ में लागू किए जाने के बारे में श्री सिब्बल ने कहा कि सरकार अन्य बोर्डों को उनके विचार जानने के लिए पत्र लिखेगी। उनसे यह भी पूछा जायेगा कि क्या एक ही प्रवेश परीक्षा कराने में उन्हें कोई समस्या है। श्री सिब्बल ने कहा कि सभी बोर्डों के १२वीं कक्षा के अंकों को एक समान लाने का मुख्य मुद्दा हल कर लिया गया है। यह मुद्दा भारतीय सांख्यिकी संस्थान द्वारा तैयार फार्मूले के अनुसार हल किया गया गया है और इससे आईआईटी व्यवस्था में राज्यों को और प्रतिनिधित्व मिलेगा।---
गृह मंत्रालय ने नक्सल प्रभावित राज्यों में स्थिति का जायजा लेने और इस समस्या से निपटने की रणनीति बनाने के लिए वहां के पुलिस और प्रशासन के बड़े अधिकारियों की कल बैठक बुलाई है। छत्तीसगढ़, झारखंड, बिहार, ओड़िशा, पश्चिम बंगाल , महाराष्ट्र, आंध्र प्रदेश और मध्य प्रदेश के मुख्य सचिव और पुलिस महानिदेशक इस बैठक में भाग लेंगे। इसमें केन्द्र तथा राज्य पुलिस के बीच तालमेल और नक्सलियों के खिलाफ रणनीति मजबूत करने जैसे मुद्दों पर विचार किया जा सकता है। बैठक में नक्सल प्रभावित इलाकों में चलाए जा रहे विकास कार्यक्रमों की समीक्षा भी की जाएगी और इन कार्यक्रमों को तेजी से लागू करने के तथा इन्हें अधिकतम लोगों तक पहुंचाने के उपायों पर विचार किया जाएगा।---

मुम्बई पुलिस की अपराध नियंत्रण शाखा ने वरिष्ठ पत्रकार जे डे की हत्या के सिलसिले में एक महिला पत्रकार जिग्ना वोहरा के खिलाफ पूरक आरोपपत्र दाखिल किया है। मुम्बई के एक प्रमुख दैनिक के वरिष्ठ क्राइम रिपोर्टर जे डे को पिछले वर्ष ११ जून को गोली मार दी गई थी।जिग्ना पर महाराष्ट्र संगठित अपराध नियंत्रण कानून मकोका और हथियार कानून के कड़े प्रावधानों के अलावा भारतीय दंड संहिता की विभिन्न धाराओं के अन्तर्गत हत्या, आपराधिक षडयंत्र और सबूत मिटाने के आरोप लगाये गए हैं। विशेष मकोका अदालत ने आरोपपत्र का संज्ञान लेते हुए सभी आरोपितों की हिरासत १२ मार्च तक बढ़ा दी। जिग्ना मामले में ११वीं आरोपित हैं।पिछले वर्ष तीन दिसम्बर को १२ लोगों के खिलाफ पहला आरोपपत्र दाखिल किया गया था जिसमें भगोड़ा अंडरवर्ल्ड डॉन छोटा राजन शामिल है। लेकिन पिछले वर्ष २५ नवम्बर को गिरफ्तार जिग्ना का नाम पहले आरोपपत्र में नहीं था।
मुम्बई के एक प्रमुख दैनिक की उप ब्यूरो प्रमुख जिग्ना को मृत पत्रकार की मोटर साइकिल की नम्बर प्लेट और पता राजन को देने के आरोप में मकोका के तहत गिरफ्तार किया गया था।
पुलिस को शक है कि जे डे के साथ पेशेवर प्रतिद्वंद्विता के कारण इस हत्या में जिग्ना का हाथ हो सकता है। अपराध नियंत्रण शाखा के सूत्रों के अनुसार हत्या से पहले जिग्ना ने कई बार छोटा राजन से फोन पर बात की थी।

एयरपोर्ट मैट्रो बृहस्पतिवार से नई दिल्ली और शिवाजी स्टेशनों पर ही अंतर्राष्ट्रीय यात्रियों चैक इन की व्यवस्था कर रहा है। एयरपोर्ट मैट्रो के प्रवक्ता ने बताया कि इस सुविधा से अंतर्राष्ट्रीय विमान यात्री अपना सामान इंदिरा गांधी अंतर्राष्ट्रीय एयरपोर्ट के लिए मैट्रो गाड़ी पकड़ने से पहले इन दोनों स्टेशनों पर जमा करवा लेंगे। यात्रियों को स्टेशनों पर ही बोर्डिंग पास मिल जाएगा।प्रवक्ता ने बताया कि इस सुविधा की शुरूआत एयर इंडिया से हो रही है और निजी विमान कंपनियां बाद में इसे लागू करेंगी। हमारे संवाददाता ने बताया है कि निजी कंपनियों के साथ एयरपोर्ट मैट्रो स्टेशनों पर यात्रियों के चैकइन के लिए आवश्यक व्यवस्था करने के बारे में बातचीत चल रही है।

The government has given an ultimatum of 24 Hours to the private airlines Kingfisher to come out with a revised schedule of flights to avoid any hardship to passengers. Speaking to reporters in New Delhi, Director General of Civil Aviation (DGCA) Bharat Bhusan said the airline has been asked to ensure passengers difficulties are minimised.
"We have directed kingfisher to come with a revised schedule for these 28 Aircraft which are airworthy. We have given them time till tomorrow to come to us with clear schedule of which are the schedule which they have been operate with these 28 aircraft. so far, refund are concern for flight which are cancelled, the refund there are guidelines which the DGCA has issued as to how these refund should be done".
Kingfisher Airline's CEO Sanjay Aggarwal briefed the aviation regulator, about their plans to end the large-scale disruptions of flights and their financial troubles. Concerned over the sudden cancellations and passenger inconvenience, DGCA had summoned the airline's CEO and top officials to appear before them to explain the large-scale disruptions in the operations and the reasons. Earlier, Civil Aviation minister Mr Ajit Singh ruled out any bail out package for the private airline. Our correspondent reports, carrier cancelled more flights today. While 13 flights were cancelled from Mumbai, 8 were cancelled from Kolkata and four from Delhi leaving many passengers stranded. The major air route of Mumbai-Delhi was the worst-hit with maximum cancellations and clubbing of flights. The carrier had yesterday cancelled 30 flights including those to Bangkok, Singapore, Kathmandu and Dhaka, leaving hundreds of passengers stranded at various airports across the country. The Airlines faced fresh problems yesterday with 34 pilots quitting and a large number of staff being put on notice.

At least 15 people were killed in the blast outside the Delhi High Court on September seven last year. The person identified as Mohammed Ayub has been detained in Kishtwar in Jammu and Kashmir. His name had figured during the interrogation of Wasim Akram, a medical student who is being said to be the main accused in the case by the probe agency. Ayub is alleged to have purchased a SIM card for a known Hizbul Mujahideen commander - Jehangir -- one of the terrorists whom the NIA was looking for in connection with the conspiracy.
Meanwhile, a massive search operation is underway in the higher reaches of Kishtwar for Junaid Akram Malik, wanted in connection with the case.NIA has already announced a cash reward of 10 lakh rupees each for information leading to the arrest of Junaid and his two accomplices -- Shakir Hussain alias Chota Shakeel and Amir Ali Khan alias Amir. Junaid's brother Wasim Akram is at present in judicial custody.

Union Telecom and HRD Minister Kapil Sibal said each state is already represented in the central council of NCTC and if there was any misgiving, the Centre would remove it through dialogue. He was speaking to reporters in Lucknow.

The Home Ministry has convened a meeting of top police and civil officers of Maoist-affected states tomorrow to take stock of anti-Naxal operations and fine tune the strategy. Chief Secretaries and Directors General of Police of Chhattisgarh, Jharkhand, Bihar, Orisha, West Bengal, Maharashtra, Andhra Pradesh and Madhya Pradesh will take part in the meeting for in-depth deliberations on the security situation in the Maoist belt.
Coordination among state police and central police forces and firming up a strategy against the Naxals are some of the issues which are likely to be discussed during the meeting. The meeting will also review the development programmes being carried out in Naxal-affected districts and ways to speed them up to reach the maximum number of people.

The Human Resource Development Minister Mr. Kapil Sibal says 11 education boards in the country have unanimously supported the move and the government now intends to seek the views of other boards in this regard. Responding to a question whether the single entrance test would come into force by 2013 as planned he said in New Delhi that the government intends to write to other Boaards in the country asking them to give their views and explain whether they have any problem with regard to conduct of the single test. He said the main issue of bringing about equalisation of the Class XII marks across the boards has been sorted out by a formula designed by the Indian Statistical Institute that would give more representation to states in the IIT system.

This is the fifth phase of elections in the state in which 840 candidates are trying their political fortune. They include 84 women candidates. Over 16 thousand seven hundred polling booths are being set up for 1 Crore 53 Lakh eligible voters. Our correspondent reports, there is multi-cornered contest at every seat with ruling BSP and opposition SP and BJP fielding their candidates in all the constituencies. The Congress is contesting 48 seats, leaving one to its political ally Rashtriya Lok Dal. Our correspondent adds that star campaigners of political parties are addressing election rallies today to make a last bid to woo the voters. The elections will be held in two more phases to complete the voting process in all the 403 seats.

A combative Congress today asserted that it will move the High Court seeking quashing of the FIR lodged against Rahul Gandhi for alleged violation of poll code, saying the action was taken at the behest of Chief Minister Mayawati. Congress general secretary Digvijay Singh told reporters in Kanpur that he wanted to clearify that the party has not received any notice regarding violation of Model Code of Conduct.The FIR was lodged against Rahul Gandhi by the district authorities which said his road show in Kanpur had breached the time limit and the route map set by them.

Police sources said that the accident occurred when the ox tied to the cart was scared away from the narrow road by street dogs. The villagers were returning to their house after performing Shivaratri puja last night. The diseased belonged to Mugulihaala village. Hunt is on to fish out the remaining bodies, as the divers had not taken out four of them when reports last came in.

Inflation based on the all India Consumer Price Index stood at 7.65 per cent in January, as per the first nationwide retail inflation data released by the government today. While food and beverages reported a moderate rate of price rise of 4.11 per cent year-on-year in January, the inflation numbers for fuel and light, and clothing, bedding and footwear segments were in double-digits. Overall retail inflation in rural and urban areas stood at 7.38 per cent and 8.25 per cent respectively in the same month. Vegetables were cheaper by over 24 per cent on a nationwide basis in January over the same month last year. However, other food and beverages reported a rise in prices. In rural and urban areas, inflation in the category stood at 4.18 per cent and 3.98 per cent respectively. Milk and milk products became 16.53 per cent more expensive on an annual basis, while price of oils and fats went up by 13.47 per cent in January. Condiments and spices became dearer by 11.83 per cent and fruits by 10.62 per cent in the month.
The all India CPI will be in addition to the three retail price indices -- for agricultural labourers, rural labourers and industrial workers -- prepared by the Ministry of Labour. The new nationwide CPI is being prepared by the Ministry of Statistics and Programme Implementation (MOSPI) and is eventually expected to replace the Wholesale Price Index (WPI) as the benchmark inflation.

Tamil Nadu Chief Minister J Jayalalitha was today issued notice by the Supreme Court on a CBI appeal challenging the Madras High Court verdict, which had quashed a case, registered against her for allegedly receiving an illegal remittance of 3 lakh dollars in 1992. While issuing notice to the Tamil Nadu CM, a bench of justices Altmas Kabir and S S Nijjar, however, refrained from staying the September 30, 2011 judgement of the Madras High Court, delivered on a plea by Jayalalitha for quashing the FIR against her. The case of the CBI is that Jayalalitha had received a remittance of three lakh US dollars in 1992 through a demand draft issued by banker's trust company in New York, drawn on ANZ Grindlays bank. According to the CBI, the receipts of such a huge money was part of an illegal transaction, which was being probed. Jayalalitha was the chief minister of the state at the time of the alleged offence.

The Supreme Court today questioned the Gujarat government for initiating a probe against social activist Teesta Setalvad for her alleged role in a case of illegal exhumation of the bodies of the 2002 riot victims, saying it is a spurious case to victimise her. While criticising the state government for beginning the probe against Setalvad, it added, this type of case does no credit to the state of Gujarat in any way. Besides this case, the Gujarat government has also lodged criminal proceedings against her in other riot-related cases.

In China, the death toll from a blast at a state-owned steel plant last night has risen to 13. Ten people were found dead early today, while rescuers later also recovered the bodies of three workers who were previously reported as missing. Another 17 people were injured in the blast and they are receiving medical treatment in a local hospital. The mishap took place in China's north-eastern Liaoning Province. The cause of the accident is under investigation.
