ईरान ने फ्रांस और ब्रिटेन के लिए तेल की बिक्री तत्काल रोक दी है। ईरान के तेल मंत्रालय ने कहा है कि उसे नये ग्राहक मिल गए हैं और वह अपने कच्चे तेल की बिक्री और निर्यात उन्हीं को करेगा। ये कदम यूरोपीय संघ की ओर से ईरान के तेल निर्यात पर प्रतिबंध के जवाब में उठाया गया है। ब्रिटेन के विदेश मंत्रालय ने इस पर टिप्पणी करने से इन्कार कर दिया है और फ्रांसीसी अधिकारियों ने भी कोई प्रतिक्रिया व्यक्त नहीं की है।इस बीच, ईरान के परमाणु कार्यक्रम पर उपजे विवाद के कूटनीतिक समाधान के लिए अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी की टीम महीने में दूसरी बार ईरान की राजधानी तेहरान पहुंची है। हमारे संवाददाता ने खबर दी है कि अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी के प्रमुख निरीक्षक हरमन नेकार्ट्स की अगुवाई में ये टीम ईरान परमाणु ऊर्जा संगठन के अधिकारियों तथा अन्य ईरानी अधिकारियों से बातचीत करेगी।
ईरान के तेल मंत्रालय के प्रवक्ता अली रजा निकज+द रहबर ने वेबसाइट पर जारी एक बयान में कहा कि फ्रांस और ब्रिटेन को कच्चे तेल का निर्यात फौरन रोक दिया गया है। साथ ही नये ग्राहक मिल गए हैं जिन्हें कच्चा तेल बेचा जाएगा। लेकिन जानकारों की राय में यह कदम यूरोपीय संघ द्वारा ईरान पर तेल निर्यात पर प्रतिबंध के जवाब में है। इसका असर इटली, ग्रीस और स्पेन सरीखे यूरोपीयन देशों पर पड़ सकता है। इटली अपनी जरूरत का १३ प्रतिशत जबकि स्पेन १२ प्रतिशत और ग्रीस ३० प्रतिशत तेल के लिए ईरान पर निर्भर है। अतुल तिवारी, आकाशवाणी समाचार

अमरीका के राष्ट्रपति बराक ओबामा ने ईरान के परमाणु कार्यक्रम की वजह से उसके साथ बढ़ते तनाव के बीच अपने विशेष दूत को इस्राइल भेजा है। ईरान के परमाणु प्रतिष्ठानों पर इस्राइल द्वारा हमले की योजना से चिंतित अमरीका के राष्ट्रीय सुरक्षा सलाहकार टॉम डोनिलॉन ने इस्राइली नेताओं से मुलाक़ात की है।-----

इस बीच, रूस में ईरान के राजदूत ने ईरान की परमाणु गतिविधियों के शांतिपूर्ण होने पर बल देते हुए कहा है कि ईरान परमाणु शस्त्र बनाने का इच्छुक नहीं है। महमूद रजा सज्जादी ने मास्को में कहा कि परमाणु शस्त्रों के निर्माण के लिए ईरान की रक्षा नीति में कोई स्थान नहीं है। उन्होंने पत्रकारों से कहा कि बैंकाक और नई दिल्ली में हुए विस्फोटों में ईरान का कोई हाथ नहीं है।-----

मैक्सिको के उत्तरी शहर मोन्टेरी की एक जेल में भड़के दंगे में ३८ कैदियों की मौत हो गई है। सरकारी प्रवक्ता के अनुसार अपोडोका जेल में रात को विरोधी गुटों के बीच दंगा भड़क उठा।मैक्सिको की जेलों में क्षमता से अधिक कैदी हैं और वहां आए दिन दंगे होते रहते है। मैक्सिको का तीसरा बड़ा शहर मोन्टेरी औद्योगिक केन्द्र है। कुछ दिन पहले ही होन्डुरॉस की जेल में आग लगने से ३५९ कैदियों की मौत हो गई थी।

इराक की राजधानी बगदाद में कल एक आत्मघाती हमले में बीस रंगरूट और पुलिसकर्मी मारे गए, जबकि २६ घायल हो गए। सुरक्षा अधिकारियों ने बताया कि बगदाद के पूर्वोत्तर हिस्से में रंगरूटों का एक दल सुरक्षा बेरियर से बाहर निकल रहा था, तभी एक आत्मघाती हमलावर ने कार में रखे बम से धमाका कर दिया।अब तक किसी भी संगठन ने इस हमले की जिम्मेदारी नहीं ली है।

केरल पुलिस ने इटली के जहाज एनरिका लेक्सी से जिन दो नौसैनिक कर्मचारियों लाटोर मासीनिलियानो और साल्वाटोर गिरोन को हिरासत में लिया है उन्हें आज कोलम में मुख्य न्यायिक मजिस्ट्रेट की अदालत में पेश किया जाएगा। पिछले बुधवार को दो भारतीय मछुवारों की हत्या के सिलसिले में उन पर हत्या का मामला दर्ज किया गया है।इटली के दूतावास और इटली के अधिकारियों के एक दल ने नई दिल्ली में विदेश मंत्रालय के वरिष्ठ अधिकारियों से इस मामले को सुलझाने के लिए बात की है।
भारतीय नौसेना के प्रवक्ता सैयद अकबरूद्दीन ने आशा प्रकट की, कि इटली इस मामले में पूरा सहयोग करेगा।

देश में परमाणु ऊर्जा संयंत्रों की सुरक्षा के बारे में आशंकाओं को खारिज करते हुए परमाणु ऊर्जा आयोग के अध्यक्ष श्रीकुमार बनर्जी ने कहा है कि सभी परमाणु संयंत्र अंतर्राष्ट्रीय मापदंडों के अनुसार सुरक्षित हैं और त्सुनामी या भूकंप जैसी प्राकृतिक आपदाओं से निपटने में भी सक्षम हैं। श्री बनर्जी ने इंदौर में राजा रमन्ना अत्याधुनिक प्रौद्योगिकी केन्द्र के २८ वें स्थापना दिवस समारोह में कहा कि जापान में फुकुशिमा की घटना के बाद परमाणु संयंत्रों के बारे में चिंता प्रकट किए जाने के बाद सभी संयंत्रों की सुरक्षा की समीक्षा की गई थी।-----
उत्तर प्रदेश विधानसभा चुनाव में कल चौथे चरण में ११ जिलों के ५६ निर्वाचन क्षेत्रों में ५७ प्रतिशत से अधिक मतदान हुआ। राज्य के मुख्य निर्वाचन अधिकारी उमेश सिन्हा ने बताया कि मतदान शांति से हुआ और कहीं से भी किसी अप्रिय घटना की खबर नहीं है।फर्रूखाबाद, हरदोई और फतेहपुर जिलों में सबसे अधिक ६० प्रतिशत, उन्नाव में ५९ प्रतिशत और रायबरेली तथा बांदा जिलों में ५७-५७ प्रतिशत वोट डाले गये। सबसे कम ५२ प्रतिशत मतदान प्रतापगढ़ जिले में हुआ। हमारे संवाददाता ने खबर दी है कि लखनऊ के सभी नौ निर्वाचन क्षेत्रों में करीब ५६ प्रतिशत वोट डाले गये। सबसे अधिक ६३ प्रतिशत मतदान उन्नाव जिले की मोहन आरक्षित सीट पर हुआ।

महाशिवरात्रि का पर्व आज देशभर में श्रद्धा और उल्लास के साथ मनाया जा रहा है। जम्मू कश्मीर में कल से ही धूमधाम शुरू हो गई थी। अनेक लोग शिव मंदिरों में पूजा अर्चना कर रहे हैं।गुजरात में कल रात जूनागढ़ के पास भवनाथ में महाशिवरात्रि मेले के दौरान भगदड़ मचने से छह व्यक्तियों की मौत हो गई और १५ घायल हो गये। मृतकों में तीन महिलाएं और दो बच्चे हैं। हमारे संवाददाता ने बताया कि पंचनाका और दामोदर कुंड के बीच की संकरी सड़क पर श्रद्धालुओं की भीड़ बढ़ जाने से भगदड़ मची।

Iran has stopped all oil sales to France and Britain with immediate effect. The Iranian Oil Ministry has said it has found new customers and will sell and export its crude oil to them. The move has come in retaliation to European Union ban on Iranian oil exports. Britain’s foreign office declined to comment and there is no response from French officials. The decision is not expected to have a big impact. France last year bought only three percent of its oil, around 58,000 barrels per day from Iran while Britain is believed to be no longer importing Iranian oil. Analysts say it is a veiled warning to other EU nations that are heavily dependent on Iranian oil such as Italy, Spain and Greece. The move is being seen as a pre-emptive blow to the EU which slapped oil embargo on Iran set to begin fully in July. The 27 nation EU accounts for 18 percent of Iran’s Oil exports. British Foreign Secretary William Hague says Iran acquiring nuclear weapons will plunge West Asia into a new Cold War. In an interview to a British Daily, he said other nations in the region will also want to develop nuclear weapons if Iran developed these. The two Italian naval personnel who were arrested yesterday by the Kerala Police in Kochi will be taken to Kollam and produced before the Chief Judicial Magistate's court this morning. A murder case has been registered against them at the Neendakara Coastal Police Station. Both were interrogated by the police at the CISF Guest House at Wellington Island in Kochi last evening. The Italian vessel Enrica Lexie, which is berthed at one of the oil tanker jetties at the Cochin Port will be taken to the outer harbour later in the day. More than 57 percent voting was recorded in the fourth phase of Assembly elections in Uttar Pradesh. 56 constituencies spread over 11 districts of central UP went to the polls yesterday. More from our correspondent:
Above 13 percent increase in polling has been recorded in this election as only about 44 percent voting had taken place in these constituencies in 2007 assembly elections. Maximum 64 percent polling has been recorded at Shahabad constituency in Hardoi district. While minimum 53 percent polling was recorded in Pratapgarh district. 13 constituencies have witnessed 60 percent or above it polling while in 27 constituencies more than 50 percent polling has taken place. Dismissing apprehensions regarding safety of nuclear power plants in the country, Atomic Energy Commission Chairman Srikumar Banerjee has said all reactors are secure as per international standards and these are also capable of dealing with natural calamities like tsunami and earthquakes. Addressing the 28th Foundation Day function of the Raja Ramanna Centre for Advanced Technology in Indore, he said security of all nuclear plants was reviewed in the aftermath of the Fukushima incident in Japan as concerns were raised. He stressed the need for increasing the pace of setting up of atomic energy-based power plants in the country, as at present their total contribution in overall power production is just three per cent.

Maha Shivratri festival is being celebrated today with religious fervour and gaiety in different parts of the country. The celebrations for the most popular festival of the Kashmiri pundits however began yesterday. Security has been tightened at all major temples of Lord Shiva in Jammu. In Uttar Pradesh, people are flocking to Sangam, the confluence of Ganga and Yamuna rivers, and other Ghats in Allahabad for a holy dip. Kashivishwanath temple in Varanasi and Nageshwarnath temple in Ayodhya are also witnessing a huge rush of pilgrims. In Gujarat, six people were killed and 15 injured in a stampede during Bhavnath temple's annual Mahashivratri fair in the foothills of Mount Girnar in Junagadh district last night. In Nepal, thousand of devotees are worshipping at the world famous Pashupatinath temple located on the banks of the Bagmati River in Kathmandu. The 5th century shrine is regarded as the most sacred temple of Lord Shiva and the oldest Hindu shrine in Nepal. The temple doors on all four sides at 3.30 am today to facilitate devotees to worship at the temple. The Chief of the Pashupati Area Development Trust, Sushil Nahata said about seven to eight lakh visitors, including more than two lakh from India, are expected to offer prayers in the temple.

The Kerala government is all set to launch an innovative health care programme to benefit lakhs of patients suffering from cancer, kidney ailments and cardiac problems. Families having annual income of up to two and a half lakh rupees will benefit from this programme. More from our correspondent:
Through Karunnyalottery scheme the state has already mobilized 15 crore rupee for this path-breaking health care programme. Chief Minister Oommen Chandy will launch the scheme on 26th of this month. German Chancellor Angela Merkel has favoured Joachim Gauck, a pastor and former East German rights activist, to be the country's next president. Mr Gauck was proposed by the opposition Social Democrats and Greens after Christian Wulff quit as President on Friday over corruption charges. Security officials say a suicide bomber detonated the bomb kept in his car as the recruits came out of the security barriers in northeastern Baghdad yesterday. In Mexico, at least 38 inmates of a prison have been killed in a riot near the northern city of Monterey. A spokesman for the state corrections' system said, the clashes broke out overnight between rival gangs at Apodoca prison. Riots are common in Mexico's overcrowded prisons. प्रधानमंत्री मनमोहन सिंह ने कहा है कि ११वीं पंचवर्षीय योजना में कृषि क्षेत्र में वृद्धि दर बढ़कर करीब साढ़े तीन प्रतिशत वार्षिक हो सकती है। प्रधानमंत्री आज नई दिल्ली में भारतीय कृषि अनुसंधान संस्थान के स्वर्ण जयंती समारोह को संबोधित कर रहे थे।
११वीं पंचवर्षीय योजना के दौरान कृषि विकास दर करीब साढ़े तीन प्रतिशत रहने की संभावना है, जो १०वीं पंचवर्षीय योजना से कही बेहतर है। यह एक सराहनीय उपलब्धि है, लेकिन हमें १२वीं पंचवर्षीय योजना में इसे बढ़ाकर चार प्रतिशत या उससे अधिक करना होगा।
डॉक्टर मनमोहन सिंह ने कहा कि सरकार १२वीं योजना के अंत तक कृषि क्षेत्र में अनुसंधान और विकास पर व्यय सकल घरेलू उत्पाद का दो प्रतिशत करने के प्रति वचनबद्ध है जो इस समय एक प्रतिशत के आसपास है।
डॉ. सिंह ने कहा कि दसवीं पंचवर्षीय योजना के दौरान कृषि क्षेत्र में प्रगति धीमी रही और सिर्फ ढाई प्रतिशत रही, जो धीमी थी। उन्होंने जोर देकर कहा कि उच्च वृद्धि दर प्राप्त करने के लिए केन्द्र और राज्य सरकारों को मिलकर और दृढ़ता से काम करना होगा।
प्रधानमंत्री ने कहा कि कृषि के विस्तार के लिए अनुसंधान बहुत जरूरी है और आने वाले वषोर्ं की चुनौतियों से निपटने के लिए राष्ट्रीय कृषि अनुसंधान प्रणाली को और मजबूत बनाने की जरूरत है। डॉक्टर मनमोहन सिंह ने कहा है कि सरकार ने किसानों की आय बढ़ाने और गांव में बुनियादी सुविधाओं के विकास मे ज्यादा निवेश करने की बहुआयामी नीति अपनायी है।
हमारे प्रमुख कार्यक्रम भारत निर्माण में गांवों में सड़कों, विद्युतीकरण, सिंचाई, आवास और संचार में निवेश बढ़ाने पर ध्यान केन्द्रित किया गया है। सरकार ने पिछले सात सालों में फसलों के न्यूनतम खरीद मूल्यों में उल्लेखनीय वृद्धि करके व्यापार में कृषि को तरजीह दी है।

सरकार ने प्राइवेट एयरलाइन्स को कोई राहत पैकेज देने से इंकार कर दिया है। नागरिक उड्डयन मंत्री अजीत सिंह ने आज नई दिल्ली में संवाददाताओं को बताया कि प्राइवेट एयरलाइन्स को संीधे बैंको से बातचीत करके अपनी समस्या हल करनी चाहिए।
बहुत दिनों से सारी एविएशन इंडस्ट्री और किंगफिशर खासतौर पर बहुत फाइनेशनशल प्रोब्लम्स उनकी है। किंगफिशर बैंक से बात कर रहे है, उन्होंने अपना बिजनेस प्लान दिया है, जो गवर्नमेंट ने रिसेंट कुछ चेंजिज किये है बायलैर्ट्ल्स में, एविएशन युल के बारे में। इससे उनका बिजनेस प्लास वायब्ल हो सकता है। बैंक डिसाइड करेगे कि उनको पैसा कितना देना है, कब देना है।
श्री अजीत सिंह ने कहा कि हमारी सर्वोच्च प्राथमिकता यात्रियों को सुविधाएं देने की है। उन्होंने कहा कि सरकार ने हाल में कुछ बदलाव किये हैं जिनमें विमानन ईंधन नीति में किये परिवर्तन भी शामिल हैं। इनके तहत एयरलाइन्स, जैट ईंधन सीधे आयात कर सकतीं हैं। नागरिक उड्डयन मंत्री ने कहा कि हो सकता है इस मामले में किंगफिशर की व्यापार योजना व्यावहारिक हो, लेकिन बैंक ही तय करेंगे कि उसे कितना धन दिया जाए। इसी से जुड़ी एक घटना मे नागरिक उड्डयन महानिदेशालय ने किंगफिशर के मुख्य अधिकारी और अन्य उच्च अधिकारियों को बुलाकर यह स्पष्ट करने को कहा है कि सरकार द्वारा कोई राहत देने से इंकार के बाद भी धन की कमी से जूझ रही एयरलाइन्स की उड़ानें रद्द क्यों की गई और उनमें रूकावटें क्यों आईं,? हमारे संवाददाता ने खबर दी है कि आज २० से ज्यादा उड़ाने रद्द की गई और कल छह महानगरों से करीब ८० उड़ानें नहीं चलीं जिससे सैंकड़ों यात्री फंसे रह गये।
नागरिक उड्डयन महानिदेशालय के प्रमुख ई. के. भारतभूषण ने कहा कि उन्हें बड़ी संख्या में उड़ानें रद्द किये जाने की रिपोर्टे मिलीें हैं। निदेंशालय ने किंगफिशर की उड़ानें रद्द होने और उनमें ज्यादा देरी होने के बारे में देश के सभी केन्द्रों से जानकारी हासिल की है। इनके आधार पर कानून के मुताबिक कार्रवाई की जाएगी।

अन्तर्राष्ट्रीय परमाणु ऊर्जा एजेंसी का उच्च स्तरीय निरीक्षक दल आज तेहरान के परमाणु संगठन के अधिकारियों और अन्य ईरानी अधिकारियों के साथ बातचीत करेगा। हमारे संवाददाता ने बताया है कि अन्तर्राष्ट्रीय परमाणु ऊर्जा एजेंसी के मुख्य निरीक्षक हरमन नेकार्टस के नेतृत्व में यह दल ईरान के अधिकारियों से उसके परमाणु कार्यक्रम के स्वरूप और इसके संभावित सैनिक पहलुओं के बारे में बातचीत करेगा।
पिछली बैठक बिना किसी नतीजे के खत्म हो गई थी। आईएईए की टीम ईरान से इस बात की सफाई मांगेगी कि उसके परमाणु कार्यक्रम का उद्देश्य क्या है और कहीं यह सैनिक उद्देश्य के लिए तो नहीं है। अभी तक इस बात का खुलासा नहीं हुआ है कि क्या आईएईए की टीम को ईरान के सभी परमाणु संयंत्रों पर जाने और परमाणु वैज्ञानिकों से मिलने की इजाजत होगी या नहीं। आयोग ने पिछले साल अपनी रिपोर्ट में आशंका जताई थी कि तेहरान शायद परमाणु बम बनाने की तकनीक पर काम कर रहा है। मगर ईरान ने इस बात पर साफ इंकार करते हुए कहा है कि उसका पूरा कार्यक्रम पूरी तरह से नागरिक उद्देश्यों के लिए है। वहीं पश्चिमी देशों और अमरीका का मानना है कि ईरान परमाणु हथियार बनाने की क्षमता पर कार्य कर रहा है। अतुल तिवारी, आकाशवाणी समाचार।
एक अन्य घटनाक्रम में ईरान ने ब्रिटेन और फ्रांस की कम्पनियों को खनिज तेल का निर्यात बन्द कर दिया है। यह फैसला रविवार से लागू हो गया है। ईरान का कहना है कि वह अपना तेल नए उपभोक्ताओं को बेचेगा। विश्लेषकों का मानना है कि यह इटली, स्पेन, ग्रीस जैसे यूरोपीय संघ के अन्य देशों के लिए एक चेतावनी है जो ईरान के तेल पर बहुत अधिक निर्भर हैं।
अन्तर्राष्ट्रीय ऊर्जा एजेंसी के अनुसार इटली अपने तेल की १३ प्रतिशत सप्लाई ईरान से प्राप्त करता है, जबकि स्पेन की तेल की १२ प्रतिशत जरूरत ईरान से आयातित तेल पर निर्भर है। ग्रीस अपना तीस प्रतिशत तेल ईरान से प्राप्त करता है। ईरान ने यह कदम यूरोपीय संघ की ओर से ईरान के तेल निर्यात पर प्रतिबंध के जवाब में उठाया है।

इस्राइल की सेना, तेल अवीव में अपनी अत्याधुनिक आयरन डोम प्रणाली से रॉकेट इंटरसैप्टर बैटरी लगायेगी। सैन्य प्रवक्ता ने बताया कि यह फैसला क्षेत्र में बढ़ते तनाव और ईरान के परमाणु ठिकानों पर इस्राइल द्वारा संभावित हमले की अटकलों के बीच लिया गया है। इस्राइल ने इस बात का खंडन किया है कि उसने ईरान के परमाणु ठिकानों पर हमले करने का निर्णय लिया है।

इस बीच, एशियाई बाजारों में आज कच्चे तेल के भाव आठ महीने के सबसे ऊंचे स्तर पर पहुंच गए। विश्लेषकों का कहना है कि ब्रिटेन और फ्रांस को तेल निर्यात न करने के ईरान के फैसले के बाद कच्चे तेल की कीमतों में यह वृद्धि हुई । अप्रैल की डिलीवरी के लिए न्यूयॉर्क का ब्रेंट नार्थ सी क्रूड एक डॉलर ५२ सेंट महंगा होकर १२१ डॉलर १० सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नाथ सी क्रूड की कीमत में भी एक डॉलर ७० सेंट की वृद्धि हुई और एक बैरल १०४ डॉलर ९४ सेंट का हो गया।

परमाणु ऊर्जा आयोग के अध्यक्ष श्रीकुमार बैनर्जी ने कहा है कि भारत के परमाणु ऊर्जा संयंत्र पूरी तरह से सुरक्षित हैं और किसी भी तरह के भूकम्प या त्सुनामी का सामना करने के लिए इनमें आवश्यक सुरक्षा व्यवस्था की गई है। वे आज इन्दौर में राजा रमन्ना सेंटर फॉर एडवांस्ड टेक्नोलॉजी के स्थापना दिवस समारोह में बोल रहे थे। उन्होंने कहा कि भारत दुनिया में एकमात्र ऐसा देश है जो सबसे कम लागत में परमाणु ऊर्जा का उत्पादन करने में सक्षम है।----
उत्तरप्रदेश में विधानसभा चुनाव के पांचवें चरण के लिए प्रचार तेज हो गया है। जिन क्षेत्रों में इस चरण में मतदान होना हैं वहां सभी प्रमुख दलों के बड़े नेता अपने उम्मीदवारों के लिए प्रचार में जुट हैं। इस चरण में आगरा, अलीगढ़, कानपुर, झांसी और चित्रकूट धाम डिवीजनों के तेरह जिलों के उन्नचास निर्वाचन क्षेत्रों में बृहस्पतिवार को वोट डाले जाएंगे। कुल मिलाकर आठ सौ उन्नतीस उम्मीदवार चुनाव मैदान में हैं, जिनमें सत्तासी महिलाएं और एक किन्नर शामिल है।
पांचवें चरण में जिन जिलों में मतदान हो रहा है वहां २००७ के विधानसभा चुनावों में बहुजन समाज पार्टी ने १८ और समाजवादी पार्टी ने दस सीटें जीती थीं। इन इलाकों में २००८ में निर्वाचन क्षेत्रों का पुनःपरिसीमन किए जाने के बाद दस नए निर्वाचन क्षेत्र बनाए गए हैं, जबकि राज्य सरकार ने हाल में एक नए जिले, कांशीराम नगर का गठन किया था।
हमारे संवाददाता ने खबर दी है कि पहले चार चरणों में मतदान का प्रतिशत अधिक रहना, आम लोगों और राजनीतिक विश्लेषकों के बीच चर्चा का विषय बना हुआ है।

निर्वाचन आयोग ने पांच राज्यों में विधानसभा चुनाव के दौरान, पैसे देकर समाचारों के प्रकाशन और प्रसारण के लिए उम्मीदवारों को अब तक एक सौ ६७ नोटिस जारी किये हैं। ऐसे १२९ नोटिस, पंजाब में उम्मीदवारों को जारी किये गए हैं। वहां पिछले महीने की तीस तारीख को वोट डाले गए थे। उत्तरप्रदेश में उम्मीदवारों को ३८ नोटिस जारी किये गए हैं। राज्य में सात चरणों में मतदान कराया जा रहा है। मणिपुर और उत्तराखंड में पैसे देकर समाचारों के प्रकाशन और प्रसारण की कोई शिकायत नहीं मिली है। मणिपुर में पिछले महीने की २८ और उत्तराखंड में तीस तारीख को वोट डाले गये थे। हमारे संवाददाता ने बताया है कि इस प्रकार की ज्यादातर शिकायतें देशी और क्षेत्रीय भाषाओं के प्रकाशनों के बारे में मिली हैं।

केरल तट के पास पिछले बुधवार को दो मछुआरों को गोली मारने की घटना में शामिल इटली के जहाज एनरिका लैक्सी को कोच्चि बन्दरगाह से हटाकर समुद्र में ले जाया गया है। जहाज को शुक्रवार को कोच्चि बन्दरगाह लाया गया था। हमारे संवाददाता ने बताया है कि इस जहाज को वहां से जाने की अनुमति नहीं दी गई है।
इटली के इस जहाज को आज सवेरे कोच्चि बंदरगाह से बाहर लाया गया। एक तटरक्षक जहाज इस पर नजर रख रहा है। इस समय यह कोच्चि तट के पास समुद्र में खड़ा है। कानूनी प्रक्रिया पूरी होने के बाद इसे यहां से जाने की अनुमति दी जायेगी। दो भारतीय मछुआरों की हत्या के सिलसिले में कल गिरतार किये गए इस पोत के दो सुरक्षाकर्मियों को आज कोल्लम ले जाया जा रहा है। इन्हें वहां मुख्य न्यायिक मजिस्ट्रेट के सामने पेश किया जायेगा। पुलिस इनके खिलाफ हत्या का मामला दर्ज कर चुकी है। कोच्चि से राजमोहन की रिपोर्ट के साथ मैं अंजु सेठिया, आकाशवाणी समाचार।

उत्तरप्रदेश में महाशिवरात्रि धूमधाम से मनाई जा रही है। हमारे संवाददाता ने बताया है कि वाराणसी के काशी विश्वनाथ मन्दिर में विशेष पूजा और जलाभिषेक के लिए भारी संख्या में श्रद्धालुओं पहुंचे है।
पूरे राज्य मे आज ंशिव मन्दिरों में भक्तों की भारी भीड़ दिखाई दे रही है। हजारों लोगों ने आज सुबह इलाहाबाद में संगम सहित प्रदेश में दूसरी कई और नदियों मे पवित्र स्नान किया। ंवाराणसी के काशी विश्वनाथ मंदिर में आज सुबह से ही लोग हजारों की संख्या में जलाभिषेक और विशेष पूजा के लिए पहुंच रहे है। मंदिर जाने वाले रास्ते पर लोगों की कतारें लगी हुई है। वहीं आयोध्या के नागेश्वर नाथ मंदिर में भी भक्तों का हुजुम दिखाई पड़ रहा है। मेरठ के बाबा ओगड़नाथ मंदिर में भी पूजा अर्चना के लिए लोगों का आने का क्रम लगातार जारी है। शिवालयों को फूलों से आकर्षक ढंग से सजाया गया है। वहीं भक्ति संगीत से वातावरण आध्यत्मिक बना हुआ है। वाराणसी से राहुल यादव के साथ संजय प्रताप सिंह, आकाशवाणी समाचार, इलाहाबाद।

नेपाल की राजधानी काठमांडु में विश्वप्रसिद्ध पशुपतिनाथ मंदिर में हजारों लोग पूजा कर रहे हैं। पांचवी शताब्दी का यह मंदिर भगवान शिव का सबसे पवित्र मंदिर माना जाता है। मंदिर में श्रद्धालुओं की लंबी कतारें लगी हैं।

उच्चतम न्यायालय द्वारा नियुक्त उच्चस्तरीय विशेषज्ञ जांच दल ने केरल में, तिरूअनन्तपुरम के श्री पद्मनाभ स्वामी मंदिर से पिछले साल मिले विशाल खजाने का आंकलन शुरू कर दिया है। सोने, चांदी और हीरों के विशाल ढेरों का मूल्यांकन करने के लिए आधुनिक मशीनें इस्तेमाल की जा रही हैं। इनकी कुल कीमत डेढ़ लाख करोड़ रूपये से ज्यादा बतायी जा रही है। मंदिर के भीतर और आसपास सुरक्षा व्यवस्था और कड़ी कर दी गई है।
आंकलन की समूची प्रक्रिया सीसीटीवी कैमरों से मॉनिटर की जा रही है और आंकड़े एक स्पेशल सर्वर में स्टोर कर लिये जाएंगे। उम्मीद है कि आंकलन के इस पूरे काम में एक साल का समय लग जाएगा। मंदिर के अधिकारियों ने यह सुनिश्चित करने के उपाय कर लिये हैं कि श्रद्धालुओं को इस कारण किसी प्रकार की असुविधा न हों।

मद्रास उच्च न्यायालय ने पिछले वर्ष नवम्बर में तमिलनाडु के वेल्लुपुरम जिले में चार जनजातीय महिलाओं को अवैध रूप से हिरासत में रखने और उनके साथ कथित रूप से छेड़छाड़ करने में शामिल पुलिसकर्मियों के खिलाफ कार्रवाई में सरकार की देरी को लेकर कड़ी आपत्ति की है। इस मामले से संबंधित एक याचिका पर आगे सुनवाई करते हुए मुख्य न्यायाधीश एम.वाई इकबाल और न्यायमूर्ति टी.एस शिवज्ञानम की खण्डपीठ ने सरकार के इस दावे की आलोचना की कि थाने में इस तरह की कोई घटना नहीं हुई थी। राज्य सरकार ने अपने हलफनामें कहा था कि सरकार का इस कथित घटना में शामिल किसी भी व्यक्ति को बचाने का कोई इरादा नहीं है। न्यायधीशों ने कहा कि अगर सरकार का रूख ऐसा ही रहा तो न्यायालय को अन्य विकल्पों पर सोचना पड़ेगा।

मद्रास उच्च न्यायालय ने पुलिस को निर्देश दिया है कि वह बस दिवस समारोहों के दौरान हिंसा की घटनाओं की वीडियो फिल्म देखें और दोषी छात्रों पर कड़ी कार्रवाई करे। न्यायालय ने इस बारे में दो जनहित याचिकाओं की सुनवाई के दौरान राज्य सरकार को निर्देश दिया कि वह बस दिवस समारोहों पर न्यायालय द्वारा लगाया गया प्रतिबंध सख्ती से लागू करे। राज्य सरकार ने इस मामले में अपने शपथ पत्र में कहा है कि समारोहों के दौरान सरकारी सम्पत्ति को नुकसान पहुंचाने और हिंसा के आरोप में १४ छात्रों को गिरतार कर जेल भेजा गया है। हमारे संवाददाता ने बताया है कि इस महीने की नौ तारीख को बस दिवस समारोहों के दौरान एक कॉलेज के छात्रों द्वारा हिंसा पर उतरने के बाद कई यात्री घायल हो गए थे। इसके बाद यह जन हित याचिका दायर की गई थी।

असम में कूड़े के निपटान के लिए घरों और दुकानों के बाहर कूड़ेदान रखना अनिवार्य किया जा रहा है। इस बारे में राज्य में जल्द कानून बनाया जायेगा। मुख्यमंत्री तरूण गोगोई ने कल गुवाहाटी में सफाई अभियान की शुरूआत करते हुए यह जानकारी दी। उन्होंने बताया कि इस कानून का उल्लंघन करने वालों पर जुर्माना लगाया जायेगा । मुख्यमंत्री ने मॉनसून से पहले गुवाहाटी में सभी नाले नालियों की सफाई के निर्देश दियें। उन्होंने प्रशासन से राज्य के अन्य शहरों में भी इसी प्रकार का सफाई अभियान चलाने को कहा।

अरूणाचल-प्रदेश आज अपना २५वाँ स्थापना दिवस मना रहा है। ईटानगर के इंदिरा गांधी पार्क में आयोजित रजत जयन्ती समारोह को सम्बोधित करते हुए केन्द्रीय रक्षा मंत्री ए.के एंटनी ने कहा कि यह राज्य देश के लिए बहुत महत्व का है। उन्होंने कहा कि केन्द्र सरकार चीन, भूटान और म्यामां की सीमा से लगे इलाकों के लोगों के सामने आ रही चुनौतियों को समझती है और सीमावर्ती क्षेत्रों के विकास के लिए हरसंभव कदम उठाया जाएगा। मुख्यमंत्री नाबाम तुकी ने कहा कि राज्य ने पनबिजली, शिक्षा, स्वास्थ्य, कृषि और पर्यटन जैसे कई क्षेत्रों में उल्लेखनीय सफलता प्राप्त की है। हमारे संवाददाता ने बताया है कि इस अवसर पर कई सांस्कृतिक कार्यक्रम आयोजित किये गये।

दुनिया के सबसे किफायती टेबलेट कम्प्यूटर आकाश का सुधरा हुआ रूप जल्दी ही उपलब्ध होने लगेगा। मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा है कि नया टेबलेट कम्प्यूटर पूरी तरह देश में ही तैयार किया जाएगा। उन्होंने कहा कि इसके आगे विकास के लिए सरकार ने सी-डेक और आईटीआई से बातचीत की है।

ओड़िशा में आज पारादीप में इफको के संयंत्र में छत गिरने के कारण कम से कम बीस कर्मी घायल हो गए। इनमें आठ की हालत गंभीर है। अतिरिक्त पुलिस अधीक्षक विजय साहू ने बताया कि अग्निशमन गाड़ियां, एम्बुलेंस ओर आपात सेवा कर्मियों को दुर्घटनास्थल पर भेजा गया है। उन्होंने बताया कि कई लोगों के मलबे में फसे होने की आशंका है। घायलों का नजदीक के अस्प्ताल में इलाज किया जा रहा है। गंभीर रूप से घायलों को कटक के अस्पतालो में ले जाया गया है।

नई दिल्ली के मेजर ध्यानचन्द नेशनल स्टेडियम में कल रात भारत की पुरुषों की टीम ने ओलम्पिक क्वालीफाइंग हॉकी मैच में इटली को एक के मुकाबले आठ गोल से हराया। भारत की तरफ से संदीप सिंह ने पैनल्टी कॉर्नर से तीन गोल किए। शनिवार को अपने पहले मैच में भारत ने सिंगापुर को एक के मुकाबले १५ गोल से हराया था।

The Prime Minister Dr. Manmohan Singh today said, the agriculture sector is likely to achieve about 3.5 per cent annual growth in the 11th Five-Year Plan, but stressed on scaling it up to 4 per cent or more in the next Plan, 2012-2017.
Addressing the Golden Jubilee Convocation of the Indian Agricultural Research Institute, IARI, in New Delhi, Dr Singh said, the government is committed to at least double the spending on research and development in the farm sector by the end of the 12th Five Year Plan from the existing level of about one per cent of gross domestic product, GDP.
"We also need much greater private sector investment and involvement in agriculture, particularly in Research & Developmental activity. Indeed, it is unlikely that the goal of 2% of GDP in research can be achieved unless a significant part of this is financed by the private sector."
Dr. Manmohan Singh said, the agriculture sector remained sluggish during the 10th Plan period achieving merely 2.5 per cent expansion. He emphasized that a determined effort is needed by both Central and State governments to achieve the higher growth.
Stating that farm research is the key element to achieve higher expansion, the Prime Minister said, the agricultural research system needs to be strengthened to meet the future challenges. He also said, the government has adopted a multi-pronged strategy to improve returns to farming and step up investment in rural infrastructure. Dr Singh said, over the last seven years, the government has engineered a shift in terms of trade in favour of agriculture by raising significantly, the support and procurement prices.
"We need to develop varieties which can ensure high yields while economizing on water and are also capable of withstanding water stress. This is as true of crop production as for livestock. We need to develop improved breeds which can flourish in our agro climatic conditions and do not require high value inputs which our farmers cannot afford."
Dr Singh said, food production at the end of the 11th plan will exceed 250 million tonnes, an all time record. Stating that both land and water resources are limited, Dr Singh called for developing agricultural technology, which can ensure high yield while commissioning on water and are also capable of withstanding water stress. The Prime Minister said, the National Agricultural Research System needs to be further strengthened to meet the challenges of the years ahead.
The Prime minister said, there is a need to deal with the threat of climate change. He said, climate change and rising demand for commercial energy are expected to have a significant impact on agriculture in the country.

The government today ruled out any bailout package to private airlines. Talking to reporters in New Delhi, Civil Aviation Minister Ajit Singh said, private airlines should take the matter to Banks and solve their problems.
"Air India is government responsibility. It's a PSU so we have Ministry as already, a GOM has already approved a financial reconstruction plan. As far as private Airlines are concerned they, are talking to the Banks and the Banks will loan them money, only if they are confident, their business plan will succeed, only if it is within RBI guidelines."
Mr. Singh said, passengers convenience is the top priority. He said, the government has made some changes recently including in respect of aviation fuel policy whereby airlines could directly import jet fuel.
The Minister said, Kingfisher's business plan may be viable in this respect but it was for the banks to decide how much money should be given. In a related development, Kingfisher's CEO and top officials were summoned today by the DGCA to explain the large-scale disruptions in the operations of the cash-strapped carrier even as the government ruled out any bailout.
The Directorate General of Civil Aviation (DGCA) has asked senior officials of the airlines, including CEO Sanjay Aggarwal, to appear before it tomorrow to explain the cancellations. Our Correspondent reports, more than 20 flights were cancelled today and about 80 flights of the carrier from six metro cities did not operate yesterday, leaving hundreds of passengers stranded.
DGCA Chief E K Bharat Bhushan said, they have received reports about large-scale cancellations. The DGCA has gathered information from all centres across the country of the cancellation and major delays of Kingfisher services. Mr. Bhushan said, based on this information, the aviation regulator has decided to take action under the rules. Mr. Bhushan also said that messages have been sent by the DGCA to all other airlines to accommodate all passengers stranded due to these cancellations by Kingfisher.

Enrica Lexie, the Italian vessel which was involved in the killing of the two fishermen off the Kerala coast last Wednesday, has been moved out of Kochi harbour to the outer sea. The ship has not been allowed to leave and is being guarded by a Coast Guard vessel. It will be allowed to leave only after legal procedures are over. The vessel was brought to the Cochin port on Friday.
Our correspondent reports that according to police the two Italian Naval personnel, who were arrested yesterday in connection with the killing of the fishermen, will be produced before the Chief Judicial Magistrate at Kollam.
"The Italian vessel has been moved out of Cochin harbour this morning, but not allowed to leave. A Coast Guard vessel is keeping a watch on the ship, which is now anchored on the outer seas off Kochi. It will be allowed to leave the Kochi coast, only after the legal procedures are completed. The two Italian naval personnel who were arrested yesterday in connection with the killing of the fishermen will be taken to Kollam this afternoon. They will be produced before the Kollam Chief Judicial Magistrate later in the day. In Uttar Pradesh, campaigning has intensified in the fifth phase areas. Several political heavyweights from all major political parties are in the area, campaigning for their party candidates. The election for 49 Assembly constituencies spread over 13 districts of Agra, Aligarh, Kanpur, Jhansi and Chitrakoot Dham divisions will be held on Thursday. A total of 829 candidates including 87 females and one eunuch are in the fray in this phase.
Our Correspondent says that this phase also includes five districts of Bundelkhand region where both the ruling BSP and Congress would stake their claims on development issue. All the major parties including BSP, Samajwadi Party, BJP and Congress have fielded their candidates while newly emerged Bundelkhand Congress is also staking its claim in Bundelkhand Districts.
Its President, actor turned politician Raja Bundela is contesting from Jhansi-Nagar constituency of Jhansi district.
The BSP had won 18 seats followed by Samajwadi Party with 10 seats in 2007 Assembly election in the districts undergoing election in the fifth phase. As many as 10 new constituencies have been carved out in 2008 delimitation of constituencies in the areas whereas a new district Kanshi Ram Nagar was recently created by the state government.
Our Correspondent reports that the high voting percentage during the first four phases, is a matter of discussion among the common people and political analysts.
“While each one of four major political parties is claiming that the high vote percentage will be in their favour and they would be able to form a majority government, the political observers are yet to analyse the outcome. They are finding it difficult to read the mind of new voters. The fifth phase election is nearing and no change in the campaigning pattern is noticed. The campaigners are promising speedy development, but the area specific real issues remain in the backdrop. The election commission has started gearing up for fifth phase elections with more emphasis on voters’ turn out. It has intensified its voters awareness campaign in fifth phase areas. Meanwhile, the electioneering for the sixth phase is also picking up pace. 68 Assembly segments in thirteen districts of western UP will undergo polling in this phase on the 28th February. The seventh and final phase of elections will be held on the 3rd of March. The counting of votes for entire 403 seats will be held on the 6th of March.

In the ongoing Assembly elections for five states, the Election Commission has so far issued 167 notices to candidates who allegedly paid for the publication of news in their favour in various media outlets. The maximum number of 129 notices have been issued to candidates in Punjab, where polling was held on the 30th January. Thirty eight notices have been issued to candidates in Uttar Pradesh, where the elections are being held in seven-phases.
There had been no complaints about candidates resorting to paid news in Manipur and Uttarakhand, which went to polls on January 28th and 30th respectively. Our Correspondent reports, a major chunk of complaints on paid news were against vernacular and regional publications.

In Madhya Pradesh, the budget session of the state legislative assembly will begin in capital Bhopal from tomorrow. Our correspondent reports that the 44 day session will have 25 sittings. The session will begin with the address of Governor Ramnaresh Yadav. The state government will table its budget for the financial year 2012-13 during the session.

In Kerala, the high level expert and monitoring team appointed by the Supreme Court, has started assessment of the huge treasure unearthed from Sree Padmanabha Swami temple in Thiruvananthpuram last year. Most modern machines are to be used to evaluate heaps of precious metals and diamonds, said to be worth more than 1.5 lakh crore rupees. Security has been further tightened in and around the temple.
The entire process of audit is being monitored with CCTV cameras and data of the assessment process is to be stored in a special server. The assessment is likely to take an year to complete. Temple authorities have taken measures to ensure that devotees are not facing inconvenience due to the ongoing treasure audit.

Atomic Energy Commission of India's Chairman Shrikumar Banerjee has said that Indian nuclear power plants were safe for operation and were equipped with the necessary safety measures to withstand seismic and tsunami threats. He was addressing the gathering as the chief guest at the foundation day function organised at Raja Ramanna Centre for Advanced technology in Indore. He praised the Centre's efforts for round-the-clock operation of Indus 2, the synchro radiation source, which was drawing researchers from all over the country. The Madras High Court has directed the police to view the video clippings and photographs of the violent incidents during the Bus day celebrations and take stringent action against the college students involved in it. Resuming hearing on two public interest petitions, the first Bench, comprising Chief Justice M Y Eqbal and Justice T S Sivagnanam, directed the state government to strictly enforce the Court’s ban on Bus day celebrations.
The state government in its affidavit said that 14 students were arrested and have been jailed in connection with the violence and damage to public property during the celebrations. The Bench directed the petitioners to file a counter and adjourned the case for three weeks. A high level IAEA inspection team will hold talks with the officials from the Iranian Atomic Organisation and other Iranian authorities in Teheran today. However, the expectations are not so high given the outcome of the earlier round of talks. More from our West Asia Correspondent -

The Israeli military will deploy a battery of rocket interceptors from its Iron Dome system in the Tel Aviv region. A military spokesman said in a statement today, this deployment is a part of the annual training plan for this system. He said, the decision to site an Iron Dome battery at Tel Aviv, comes amid heightened regional tensions and speculation about a possible Israeli attack targeting Iran's controversial nuclear programme.

Jordan's King Abdullah II said, he will continue with the reforms in the country. During his meeting with the members of the lower House of Parliament in Amman, he said, the reforms are irreversible. नागरिक विमानन महानिदेशालय-डी जी सी ए ने किंगफिशर विमानन कंपनी से अपनी कई उड़ानों को रद्द करने का कारण बताने को कहा है। उड़ानों के रद्द होने तथा अन्य उड़ानों में देरी के कारण विभिन्न हवाई अड्डों पर बड़ी संख्या में यात्री फंसे हुए हैं। निदेशालय ने अन्य विमानन कंपनियों से फंसे यात्रियों को अपनी उड़ानों में किराए में वृद्धि किए बिना जगह देने को कहा है। डी जी सी ए ने कंपनी के मुख्य कार्यकारी अधिकारी संजय अग्रवाल को कल मिलने को कहा है। विमानन कंपनी ने आज तीस उड़ानें रद्द कीं तथा कई अन्य उड़ानों में देरी हुई। चार महीने के अंदर कंपनी ने यात्रियों या डी जी सी ए को सूचित किए बिना दूसरी बार इतने बड़े पैमाने पर अपनी उड़ानें रद्द की हैं।इस बीच, नागरिक उड्डयन मंत्री अजीत सिंह ने कहा है कि किंगफिशर को इस संकट से उबरने के लिए पैकेज नहीं मिलेगा। उन्होंने कहा कि अपनी समस्याओं के समाधान के लिए कंपनी को बैंकों से बातचीत करनी चाहिए।

इस बीच, गोवा में आज कांग्रेस पार्टी ने अपना चुनाव घोषणा-पत्र जारी किया। पणजी में पार्टी महासचिव आस्कर फर्नांडीज द्वारा जारी घोषणा-पत्र में दयानन्द निराधार योजना के तहत वरिष्ठ नागरिकों के मासिक भत्ते को एक हजार रूपए से बढ़ाकर ढाई हजार रूपये करने का वायदा किया गया है।पार्टी के अन्य वायदों में नए पोंडा जिले के गठन, सात लाख रूपये तक का चिकित्सा दावा और सभी बीमारियों के लिए बीमा योजना शामिल है।

दो भारतीय मछुआरों की हत्या के आरोपी एनरिका लैक्सी जहाज के दो इतालवी सुरक्षाकर्मियों को आज तीन दिन की पुलिस हिरासत में भेज दिया गया। दोनों आरोपियों को कड़ी सुरक्षा व्यवस्था की बीच कोल्लम जिले में करूणागापल्ली में न्यायिक मजिस्ट्रेट के के आवास पर उनके सामने पेश किया गया।जहाजरानी मंत्री जी. के. वासन ने कहा है कि इटली के जहाज के सुरक्षाकर्मियों द्वारा दो भारतीय मछुआरों की हत्या माफ करने योग्य अपराध नहीं है। आज चेन्नई में उन्होंने कहा कि दोषी व्यक्तियों को सजा मिलेगी।

The Prime Minister Dr Manmohan Singh today said, the agriculture sector is likely to achieve about 3.5 per cent annual growth in the 11th Five-Year Plan, but stressed on scaling it up to 4 per cent or more in the next Plan, 2012 to 2017.
Addressing the Golden Jubilee Convocation of the Indian Agricultural Research Institute, in New Delhi, Dr Singh said, the government is committed to at least double the spending on research and development in the farm sector by the end of the 12th Five Year Plan from the existing level of about one per cent of gross domestic product GDP.
"We also need much greater private sector investment and involvement in agriculture, particularly in Research & Development activity. Indeed, it is unlikely that the goal of 2% of GDP in research can be achieved unless a significant part of this, is financed by the private sector."
Dr. Manmohan Singh said, the agriculture sector remained sluggish during the 10th Plan period achieving merely 2.5 per cent expansion. He emphasised that a determined effort is needed by both the Central and State governments to achieve the higher growth. We spoke to Agriculture Expert Surendra Sood:
"This growth is for agriculture and allied sectors as a whole. Much of the growth is accounted for agriculture and allied sectors including livestock and fisheries. Where foodgrain production is concerned the growth in the 11th Plan is also likely to be around two and 2.5 per cent. We really need to step it up further considering that Food Security Law is coming which will increase the requirement of food."

Civil Aviation Minister Ajit Singh has said there will be no bailout for Kingfisher. Singh said, the government is not going to ask banks to bail out any private carrier. The minister said that the airline should talk to banks to sort out the issue.
"Air India is government's responsibility. It's a PSU so GoM has already approved a financial reconstruction plan. As far as private airlines are concerned, they are talking to the Banks and the Banks will loan them money, only if they are confident, their business plan will succeed, only if it is within RBI guidelines."
Directorate General of Civil Aviation, DGCA, has asked Kingfisher Airlines to explain the reasons for cancellation of several flights that has led to stranded passengers at various airports. Kingfisher CEO Sanjay Aggarwal has been asked to meet the DGCA tomorrow.
The airline cancelled 30 flights today and delayed many other flights across the country. The regulator has asked other airlines to accommodate stranded passengers without hiking prices. The passengers are stranded at all major airports including Delhi, Mumbai, Kolkata, Chennai, Bangalore, Lucknow and Chandigarh. Kingfisher has completely stopped its operations in Kolkata and the number of flights to the northeast has been cut down.
The DGCA has decided to take action against the airline as the aviation rules demands operators to take prior approval from the DGCA before curtailing flight schedules.

In Kerela, the two Italian naval guards of Vessel Enrica Lexie charged with the killing of two Indian fishermen off the Kerala coast were today remanded to a three-day police custody. The Naval guards - Latore Massimiliano and Salvatore Girone - were produced before the Judicial Magistrate at his residence at Karunagapally in Kollam District amidst tight security. The First Class Judicial Magistrate K P Joy remanded the two accused to judicial custody till March 5, but handed them over to investigators accepting a police plea for futher questioning. Both the accused have been taken back to Kochi.
The Italian duo allegedly involved in murdering two fishermen last week off the Kerala coast were arrested yesterday at Kochi after days of diplomatic activity between India and Italy. Kerala police have already charged a case for murder under section 302 of the IPC . The two Italian marines have been charged with murder under Section 302 of the IPC.

The Congress leader Rahul Gandhi held a road show in Kanpur as he travelled in a bus through the city and its outskirts. But authorities there, lodged a case against Rahul Gandhi, President of the City Unit and others saying they have violated Model Code of Conduct by conducting a road show at Kanpur. The case has been file at Cantonment Police Station for alleged disobeying of prohibitory orders. State Congress President Dr Rita Bahuguna Joshi rejected the allegation that Gandhi violated model code of conduct.
A case of violation of model code of conduct has been registered against Rashtriya Lok Dal leader and Member of Parliament from Mathura Jayant Chaudhari and his party assembly candidate Meghshyam. According to reports Chaudhari allegedly handed over money to Meghshyam during a public meeting yesterday.

The Congress today released its election manifesto for the Goa assembly polls slated for the 3rd of next month. The Party General Secretary and senior leader Oscar Fernandes released the manifesto at Panaji in Goa. The manifesto promises an increase in monthly allowance to senior citizens from 1000 rupees to 2500 under Dayanand Niradhar Yojana. Other promises made by the party include a new Ponda District, medical claims up to 7 lakh rupees and insurance schemes to cover all illnesses.
A new employment linked education policy, free water and electricity supply up to 150 Units to houses of Scheduled Casts and Scheduled tribes and other backward classes and economically weaker families with income below 1 Lakh rupees are the other highlights of the Gongress manifesto for Goa.

A high-ranking delegation from the International Atomic Energy Agency - IAEA- arrived in Tehran today for talks on the relevant issues of Iran's nuclear programme. According to local satellite Press TV, the delegation, is headed by IAEA's chief inspector Herman Nackaerts for the two-day talks. In January, the IAEA sent a high-level team to Iran for the first round of talks with the country's officials over the nuclear issues. Iran's media reported that the delegation, headed by Nackaerts, did not visit or inspect any nuclear site in the country. However, it said the spirit dominating the three-day talks was positive and constructive.

Brent crude hit an eight-month high in Asian trade today after Iran halted its limited oil sales to France and Britain in what analysts said, was a game of political brinkmanship. Brent North Sea crude for April delivery, gained 1.52 dollars to 121.10 dollars in morning trade. New York's main contract, West Texas Intermediate light sweet crude for March delivery, rose 1.70 dollars to 104.94 dollars per barrel.

Centre is not in favour of hiking oil prices, though international crude prises have gone up due to dollar-rupee fluctuations and the latest stand-off between Iran-US and other European countries.
