 भारत और पाकिस्तान के रक्षा सचिवों के बीच सियाचिन मुद्दे पर बातचीत का बारहवां दौर आज  से नई दिल्ली में शुरू हो रहा है।  इस मुद्दे पर तीन साल के अंतराल के बाद बातचीत शुरू हो रही है। दो दिन की इस  बातचीत के लिए पाकिस्तान के रक्षा सचिव सेवानिवृत्त लेफ्टिनेंट जनरल सैयद अतहर अली नई दिल्ली पहुंच चुके हैं।  भारतीय शिष्टमंडल  का नेतृत्व रक्षा सचिव प्रदीप कुमार करेंगे।
 सूत्रों के अनुसार दोनों रक्षा सचिवों के बीच बातचीत में अब तक हुई वार्ता की प्रगति की समीक्षा की जाएगी। हमारे संवाददाता के अनुसार सियाचिन मुद्दे के समाधान के लिए दोनों देशों के बीच रक्षा सचिव स्तर की वार्ता १९८५ से चली आ रही है।

सियाचिन दुनिया की सबसे ऊंची जगह है जहां भारत और पाकिस्तान की फौजें तैनात हैं। दोनों देशों के बीच यह मसला काफी पुराना है, जिसकी वजह से ११० किलोमीटर लंबी वास्तविक स्थिति  रेखा है, जो सलतोरो रिज और सियाचिन ग्लेशियर के मध्य से गुजरती है। ग्रिड संख्या एन जे ९ ८ ४ २ के बाद इस रेखा की स्थिति साफ नहीं है। भारत चाहता है कि पाकिस्तान स्थिति को स्पष्ट करे ताकि फौजें वहां से हटाई जा सके परन्तु पाकिस्तान के विचार अलग हैं। १९८४ में पाकिस्तान द्वारा वास्तविक स्थिति रेखा के अतिक्रमण के बाद भारत को अपनी फौजें लगानी पड़ी थीं। सूत्रों के मुताबिक रक्षा सचिवों के बीच हो रही वार्ता में इस मसले को सुलझाने का प्रयास किया जाएगा।

 विदेश मंत्री एस एम कृष्णा आज नई दिल्ली में जर्मनी के विदेश मंत्री गुइडो वेस्टरविले से मुलाकात करेंगे। इस बैठक से दोनों देशों की सरकारों के बीच विचार-विमर्श की पहली संयुक्त बैठक की तैयारियों मे मदद मिलेगी। जर्मनी की चांसलर एंजिला मार्केल कल इस बैठक में शामिल होंगी। डॉ० वेस्टरविले ने कहा कि भारत में अपार आर्थिक संभावनाएं है।

 नियंत्रक और महालेखा परीक्षक विनोद राय आज, टू जी स्पैक्ट्रम घोटाले की जांच कर रही संयुक्त संसदीय समिति को मांगी गई जानकारी देंगे। कांग्रेस के नेता पी सी चाको की अध्यक्षता में संयुक्त संसदीय समिति ने कल श्री विनोद राय से जानकारी मांगी थी कि उन्होंने पिछले वर्ष संसद में पेश अपनी रिपोर्ट में स्पैक्ट्रम आवंटन घोटाले में पौने दो लाख करोड़ रूपये का जो नुकसान दिखाया है उसका आधार क्या है।
  इस मामले में सीबीआई द्वारा दाखिल किये गए आरोप पत्र में नुकसान की इस रकम को तीस हजार दो सौ चौरासी करोड़ रूपये बताया गया है। संयुक्त संसदीय समिति ने सात जून की बैठक में सीबीआई के निदेशक ए पी सिंह को इस बारे में जानकारी देने के लिए बुलाने का फैसला किया है ।

 राष्ट्रमंडल खेल आयोजन समिति ने शुंगलू समिति के निष्कर्षों के बारे में अपना बिंदुवार उत्तर खेल मंत्रालय को भेज दिया है। शुंगलू समिति ने प्रधानमंत्री कार्यालय को सौंपी अपनी रिपोर्ट में दस्तावेज और टेंडर प्रक्रिया में हेराफेरी का खुलासा किया था और करोड़ों रूपए की विभिन्न परियोजनाओं के अमल में आयोजन समिति के कुछ अधिकारियों की भूमिका पर सवाल उठाए थे। शुंगलू समिति ने इन गड़बड़ियों के लिए आयोजन समिति के जेल में बंद पूर्व अध्यक्ष सुरेश कलमाडी और कुछ अन्य अधिकारियों को जिम्मेदार ठहराया है।

 केन्द्रीय वित्त मंत्री प्रणब मुखर्जी ने पश्चिम बंगाल को तत्काल अल्पकालिक और दीर्घकालिक सहायता देने को कहा है। कोलकाता में राज्य की मुख्यमंत्री ममता बनर्जी और वित्त मंत्री डाक्टर अमित मित्रा से मुलाकात के बाद श्री मुखर्जी ने कल पत्रकारों से कहा कि राज्य के विभिन्न विभागों के सचिव शीघ्र ही केन्द्रीय सचिवों से मिलकर यह निर्णय लेंगे कि राज्य को कितनी मदद की जरूरत है।

 मार्क्सवादी कम्युनिस्ट पार्टी के छह बार के विधायक और राज्यसभा के पूर्व उपसभापति मुस्तफा बिन कासिम ने कल कोलकाता में विधायक हॉस्टल की चौथी मंजिल से छलांग लागाकर आत्महत्या कर ली। पुलिस ने बताया है कि ७० वर्षीय कासिम से एक नोट मिला है जिसमे कहा गया है कि उन्होंने यह कदम कुछ समय से अत्यधिक दबाव में रहने  और गुर्दे से जुड़ी परेशानियो सहित अन्य बीमारियों की वज+ह से उठाया है। पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी तथा उद्योग और वाणिज्य मंत्री पार्था चटर्जी ने हॉस्टल का दौरा किया और बाद में अस्पताल भी गए जहां उनका शव रखा हुआ था।
 श्री कासिम हाल में हुए विधानसभा चुनाव में बसीरहट उत्तर निर्वाचन क्षेत्र से चुने गए थे। वे १९८४ से १९९० तक राज्य सभा के सदस्य थे और १९८७ से १९८८ तक राज्यसभा के उपसभापति भी रहे।

 सरकार ने देश के भीतर और बाहर की बेनामी आय और संपत्ति का   नए सिरे से  और गहराई से आकलन शुरू किया है। यह काम देश के  तीन बड़े संस्थान-राष्ट्रीय लोकवित्त और नीति संस्थान, राष्ट्रीय वित्तीय प्रबंधन संस्थान और राष्ट्रीय अनुप्रयुक्त आर्थिक अनुसंधान परिषद कर रहे है। इस वर्ष मार्च में शुरू हुआ यह अध्ययन डेढ़ वर्ष में पूरा हो जायेगा। वित्त मंत्रालय की विज्ञप्ति के अनुसार, इस अध्ययन से काले धन के कारोबार को बढ़ावा देने वाली गतिविधियों और राष्ट्रीय सुरक्षा पर इसके असर  का पता चल सकेगा। हमारे संवाददाता ने बताया है कि इस अध्ययन में, बेनामी धन की पहचान और उसकी रोकथाम तथा उसे अर्थव्यवस्था की मुख्यधारा में लाने के उपाय भी सुझाए जायेंगे और अर्थव्यवस्था के उन क्षेत्रों की पहचान की जा सकेगी जिनमें बेनामी धन पैदा होता है।

 जाने-माने अभिनेता रजनीकांत को सिंगापुर स्थित माउंट एलिजाबेथ अस्पताल के गहन चिकित्सा कक्ष में भर्ती कराया गया है जहां उनकी हालत स्थिर बताई गई है। चेन्नई छोड़ने से पहले उन्होंने अपने प्रशंसकों को अपनी आवाज में संदेश दिया है कि वह जल्द वापस आएंगे।

 दक्षिण-पश्चिम मानसून केरल के तटीय क्षेत्रो में पहुंच गया है जिससे राज्य में व्यापक वर्षा हुई है। मौसम विभाग ने नई दिल्ली में बताया कि मानसून दक्षिणी अरब सागर के ज्यादातर भागों, केरल, तमिलनाडु के कुछ हिस्सों, बंगाल की दक्षिणी खाड़ी और दक्षिण अंडमान सागर में पहुंच गया है। मौसम विभाग के अनुसार मानसून अमीनीदीवी, कोझीकोड, कोडईकनाल और नांकोरी से उत्तर की  ओर बढ़ रहा है। अरब सागर, केरल के बाकी हिस्सों, तमिलनाडु के कुछ और क्षेत्रों, बंगाल की दक्षिणी खाड़ी और कर्नाटक के कुछ हिस्सों से मानसून के अगले दो-तीन दिनों में आगे बढ़ने की अनुकूल परिस्थितियां है।

मौसम विभाग ने सूचित किया है कि तेज हवा और बादलों के बनने सहित मॉनसून के आगे बढ़ने की सभी अनुकूल परिस्थितियां है। अरब सागर में कम दबाव से अंडमान सागर में बारिश जल्दी आ गई है, अन्यथा केरल के तटीय क्षेत्रों में इसके पहुंचने में एक सप्ताह लग जाता है। मॉनसून के दौरान केरल में ही २०४ सेंटीमीटर की सामान्य वर्षा होने की सम्भावना है। दक्षिण पश्चिम मॉनसून से देश में करीब ८० प्रतिशत वर्षा होती है और कृषि क्षेत्र मुख्यरूप से इसी पर निर्भर है। तिरूअनन्तपुरम से रामकृष्ण पिल्लई की रिपोर्ट के साथ में अंजुम आलम आकाशवाणी समाचार दिल्ली।

 इधर, देश के उत्तरी हिस्सों में अधिकांश स्थानों पर कल  तापमान सामान्य से ऊपर रहा। राजधानी दिल्ली में कल रात आंधी आने और उसके बाद ठंडी हवा चलने से गर्मी से कुछ राहत मिली।
 पंजाब और हरियाणा में अधिकतर स्थानों पर तापमान कुछ ज्यादा रहा, लेकिन शाम में हुई बारिश से मौसम ख्ुाशगवार हो गया।

पंजाब हरियाणा और चंडीगढ़ में कल शाम कई जगह ठंडी हवाएं चलने, बारिश और ओलावृष्टि होने से लोगों को तपती गर्मी से राहत मिली है। बारिश होने से मौसम सुहावना हो गया है और अभी भी कई जगह पर बादल छाए हुए है। मौसम विभाग का कहना है कि  यह बारिश स्थानीय पश्चिमी विक्षोभ का परिणाम है और मॉनसून जो अभी देर से आएगी इसका इस बारिश से कोई लेना-देना नहीं है।

 राजस्थान में श्रीगंगानगर ४४ दशमलव ४ डिग्री सैल्सियस के साथ सबसे गर्म स्थान रहा। उत्तर प्रदेश में मुख्य रूप से मौसम शुष्क रहा।

 अफगानिस्तान में तालिबान आतंकवादियों को निशाना बनाकर किए गए नैटो के दो हवाई हमलों में ५२ लोगों की मौत हो गई। शनिवार को हेलमंड सूबे में नैटो के हवाई हमले में १४ लोगों की मौत हुई थी। राष्ट्रपति हामिद करजाई ने विदेशी सुरक्षा बलों से हवाई हमलों के दौरान सावधानी बरतने को कहा है, ताकि बेगुनाह लोगों की मौत न हो।

 उत्तरी नाइजीरिया में सेना के बैरकों में एक बम विस्फोट में करीब दस लोग मारे गए हैं और लगभग २० घायल हुए हैं। नाइजीरिया के उत्तरी शहर बाउची में बैरकों के अन्दर बाजार में यह विस्फोट हुआ। श्री गुडलक जोनाथन के राष्ट्रपति पद की शपथ लेने के कुछ घंटो बाद ही यह घटना हुई।

The 12th round of Defence Secretary-level talks between India and Pakistan on the Siachen issue will begin in New Delhi today. Pakistan's Defence Secretary Lt General (Retd) Syed Ather Ali has already reached New Delhi for the two-day talks. Defence Ministry officials said that Defence Secretary Pradeep Kumar will lead the Indian delegation.
AIR correspondent reports, India and Pakistan decided to resume the talks last year after both Prime Ministers met in Thimpu.
The world's highest militarised zone Siachen has been a long pending issue between India and Pakistan over differences on the location of the 110-km long Actual Ground Position Line (AGPL) which passes through the Soltoro Ridge and Siachen glacier. The AGPL is not clearly marked beyond the grid reference point of NJ-9842. The two countries have decided to de-militarise the Siachen glacier, but the matter is stuck as there are apprehensions on both sides. While India wants Pakistan to authenticate the AGPL, Pakistan has other views. According to sources, the talks between the two defence secretaries would focus on the pace of dialogues held so far including implementation of previous decisions on solving this issue.

The Comptroller and Auditor General of India Vinod Rai will today brief the Joint Parliamentary Committee probing the 2G scam. The JPC, headed by Congress leader PC Chacko, had yesterday sought to know from Mr Rai as to how he quantified the losses in the spectrum allocation to the tune of 1.76 lakh crore rupees. The CAG, in its report to Parliament last year, had pegged presumptive loss to the exchequer on 2G spectrum allocation. The findings created a political storm and subsequent events led to the resignation and arrest of the then Telecom Minister A Raja.
According to the CBI charge sheet in the 2G spectrum allocation case, the loss to the exchequer is pegged at 30,984 crore rupees.
The JPC has decided to call CBI Director A P Singh to brief on the 2G case at its meeting on 7th June.

In West Bengal, Six-time CPI(M) MLA and former Rajya Sabha Vice-Chairman Mostafa Bin Quasem has committed suicide by leaping to death from the fourth floor of the MLA hostel in Kolkata yesterday. Police said, a suicide note found on the 70-year-old MLA's body said he was taking the extreme step due to acute depression and a number of other ailments including kidney-related problems for some time. Chief Minister Mamata Banerjee visited the hostel and the hospital where the body has been kept.

The Union Finance Minister, Mr. Pranab Mukherjee has promised to give immediate financial help to the state of West Bengal on the short term as well as long term basis. Talking to newspersons in Kolkata yesterday after a meeting with the Chief Minister, Ms. Mamta Banerjee and state Finance Minster, Dr. Amit Mitra, Mr. Mukherjee said that state level secretaries will soon meet their central counterparts and decide on the quantum of the help needed.

In Orissa, a hardcore Maoist couple, allegedly involved in the 2008 attack on the police armoury in Nayagarh, surrendered before the police in Puri yesterday.The Maoists, Anirudh Behera and his wife Rajalaxmi Biswal, surrendered before Puri Superintendent of police Sanjay Kumar, saying they decided to leave the outfit because of harassment by higher ups in the rebel hierarchy. Police said, both admitted that they were involved in several offences including the attack on police establishments and loot of the armoury in Nayagarh in 2008 and worked in close association with top Maoist leader Sabyasachi Panda.

A two-day meeting of five eastern states convened by Planning Commission will begin in Patna today to draft an approach paper for the twelfth five year plan. Deputy Chairman of Planning Commission Montek Singh Ahluwalia will preside over the meeting.
Bihar Chief Minister, his Orissa counterpart, Deputy Chief Minister of Jharkhand and representatives of Chattisgarh and West Bengal will participate in the deliberations.
Our Patna correspondent reports that the approach paper of the Planning Commission will have the basic framework on three subjects - agriculture, social sector and inclusive growth.

The Centre has commissioned an in-depth and fresh study, engaging three top national level institutions for estimation of unaccounted income and wealth held within and outside India. The study which began in March this year will be completed within a period of 18 months. According to a Finance Ministry release, this study will bring out the nature of activities that encourage money laundering and its ramifications on national security.
As already reported, the Government has constituted a Committee to examine ways to strengthen laws to curb the generation of black money in the country, its illegal transfer abroad and its recovery.
The study is being undertaken by National Institute of Public Finance and Policy, National Institute of Financial Management and National Council of Applied Economic Research.

South-west monsoon has hit Kerala coast bringing widespread rain to the state. Met Department said in New Delhi that the monsoon has set-in over most parts of South Arabian Sea, some parts of Tamil Nadu, South Bay of Bengal and south Andaman Sea. It said, the northern limit of monsoon passes through Aminidivi, Kozhikode, Kodaikanal and Nancowrie. AIR correspondent reports that the onset of southwest monsoon over Kerala heralds the beginning of rainy season in the Indian sub-continent.
The met department which was on alert since 10th of this month has informed that including wind speed and cloud formation all conditions are favourable for further advancement of monsoon rainfall. Low pressure formation in Arabian sea has quickened the arrival of rainfall from Andaman sea which otherwise takes a week to touch Kerala coast. However, torrential rain associated with monsoon may take a few more days to set in. During monsoon season Kerala alone is likely to get normal rainfall of 204 cm . South-west monsoon accounts for about 80 per cent of rainfall in the country and our agrarian sector is heavily dependent on this.

In Punjab, Haryana and Chandigarh, the evening rainfall coupled with hail storm preceded by cold moist winds yesterday brought relief from the scorching heat and sweating. The weather become pleasant at most of the places in the region but in the evening at Talwara village of Nangal, a 23 year old boy was reported to be killed after he was struck by lightning. Expert of Meteorological department has attributed the sudden change in weather to western disturbances and said that it was not the monsoon rains which are still some time away.

A bomb blast has killed at least ten people at military barracks in Northern Nigeria. The explosion happened in the market inside the barracks in the Northern city of Bauchi. At least 20 other people were wounded.
The attack came just hours after the Nigerian President Goodluck Jonathan was sworn in for his first full term of office.

Reports quoting residents of Zinjibar town on the southern coast of Yemen have said that suspected members of al-Qaeda in the Arab Peninsula have taken the town largely unopposed after most government troops stationed there were withdrawn. A US university, the University of Utah, has selected nine villages of FatehGarh district of Punjab for development. A 22-member team, including senior professors and some students, from the US would land in Bassi Pathana near FatehGarh Sahib next week to start work on the Collaborative Community Development Project (CCDP) in the adjoining nine villages on the 2nd of next month. The focus of the project would be all round development of the villages and to deal with issues related to health, sanitation, drugs and socio-economic development of the region. भारत और पाकिस्तान के बीच सियाचिन मुद्दे पर १२वें दौर की रक्षा सचिव स्तर की बातचीत आज नई दिल्ली में शुरू हुई। इसमें रक्षा सचिव प्रदीप कुमार और पाकिस्तान के रक्षा सचिव रिटायर्ड लेफ्टिनेंट जनरल सैयद अतहर अली अपने-अपने देश के प्रतिनिधिमंडल का नेतृत्व कर रहे हैं। हमारे संवाददाता ने बताया है कि बातचीत में सियाचिन मुद्दे पर अब तक की बातचीत पर विशेष ध्यान दिया जाएगा। पिछले फैसलों को लागू करने की प्रगति पर भी चर्चा होगी। भारत और पाकिस्तान के बीच सियाचिन मुद्दे को हल करने के लिए रक्षा सचिव स्तर की बातचीत १९८५ में शुरू हुई थी।

१९८४ में पाकिस्तानी सेना के अतिक्रमण के बाद दुनिया का सबसे ऊंचा युद्धक्षेत्र सियाचिन विवादित हो गया। जून २००५ में प्रधानमंत्री डॉक्टर मनमोहन सिंह ने सियाचिन का दौरा करने के बाद कहा था कि वो इस हिम शिखर को शांति पर्वत में तब्दील करना चाहते हैं। प्रधानमंत्री पिछले वर्ष अप्रैल में भूटान की राजधानी थिम्पू में जब पाकिस्तान के प्रधानमंत्री से मिले तो उन्होंने अपनी इच्छा उन्हे बताई। आज दिल्ली में चल रही रक्षा सचिव स्तर की वार्ता इसी का परिणाम है। इस विषय पर दोनों देशों के विदेश और गृह सचिव के बीच वार्ता संपन्न हो चुकी है। इस महीने में यह दूसरा मौका है, जब दोनों देशों के मध्यस्थों के बीच बातचीत हो रही है। विशेषज्ञों के अनुसार इस वार्ता के दौरान भारत, पाकिस्तान को मनाने की कोशिश करेगा कि वो जम्मू कश्मीर के सियाचिन ग्लेशियर और सालटोरो शिखर के बीच ११० किलोमीटर लंबी वास्तविक स्थिति रेखा पर समझौते का मुहर लगा दे। आकाशवाणी समाचार के लिए मैं मणिकांत ठाकुर।

नियंत्रक और महा लेखापरीक्षक विनोद राय, टू-जी स्पैक्ट्रम घोटाले की जांच कर रही संयुक्त संसदीय समिति के समक्ष पेश हुए और बताया कि सरकारी लेखापरीक्षक ने किस आधार पर स्पैक्ट्रम आवंटन में घाटे का आकलन किया था। कांग्रेस नेता पीसी चाको की अध्यक्षता वाली समिति ने श्री राय से १९९८ से २००९ के दौरान टेलीकॉम लाइसेंसों के आवंटन और मूल्य निर्धारण के बारे में बताने को कहा था।
नियंत्रक और महा लेखापरीक्षक ने पिछले साल संसद को दी रिपोर्ट में टू-जी स्पैक्ट्रम आवंटन से सरकारी खजाने को एक लाख छिहत्तर हजार करोड़ रूपये का नुकसान होने का अनुमान जताया था। इस निष्कर्ष से राजनीतिक क्षेत्रों में हलचल मच गई और बाद की घटनाओं के कारण तत्कालीन दूरसंचार मंत्री ए. राजा को इस्तीफा देना पड़ा और उन्हें गिरफ्तार भी कर लिया गया।
सीबीआई के आरोप पत्र के अनुसार टू-जी स्पैक्ट्रम आवंटन मामले में सरकारी खजाने को तीस हजार नौ सौ चौरासी करोड़ रूपये का नुकसान हुआ। इस वर्ष के शुरू में श्री राय ने संसद की लोकलेखा समिति के समक्ष भी बताया था कि उन्होंने नुकसान का अनुमान किस तरह लगाया।

उच्चतम न्यायालय ने आज वह याचिका खारिज कर दी, जिसमें उत्तर प्रदेश के भट्टा परसौल में जबरन भूमि अधिग्रहण के खिलाफ प्रदर्शन कर रहे किसानों पर कथित ज्यादतियों और हिंसा की सीबीआई से जांच कराने का अनुरोध किया गया था। न्यायमूर्ति जी.एस सिंघवी और न्यायमूर्ति सी.के. प्रसाद की खंडपीठ ने याचिकाकर्ता से इलाहाबाद उच्चन्यायालय में आवेदन करने को कहा, क्योंकि उस न्यायालय ने इस मामले में संज्ञान लिया था और वही इसकी सुनवाई भी कर रहा है। वरिष्ठ अधिवक्ता यू.यू. ललित ने कहा था कि इस मामले की सीबीआई से जांच कराई जानी चाहिए, क्योंकि स्थानीय पुलिस और सरकारी तंत्र ने ही भूमि अधिग्रहण अधिनियम के अनुछेद-१७ के तहत जबरन भूमि अधिग्रहण के बाद कथित रूप से दहशत फैलाई थी।
न्यायालय की पीठ ने कहा कि उच्चतम न्यायालय में इस याचिका का सुनवाई के लिए स्वीकार करना इसलिए भी उचित नहीं होगा, क्योंकि राष्ट्रीय महिला आयोग और राष्ट्रीय अनुसूचित जाति तथा अनुसूचित जनजाति आयोग जैसे विभिन्न मानवाधिकार संगठन भी इन कथित ज्यादतियों की जांच कर रहे हैं।

भूमि अधिग्रहण विधेयक तैयार करते समय सरकार अनुसूचित जनजातियों के सभी हितों की रक्षा करेगी। महिला और बाल विकास राज्य मंत्री कृष्णा तीरथ ने आज नई दिल्ली में अनुसूचित जनजातियों की महिलाओं और बच्चों के बारे में दो दिन के सम्मेलन का उद्घाटन करते हुए यह बात कही। उन्होंने कहा कि विकास कार्यो के लिए भूमि का अधिग्रहण करते समय सरकार यह सुनिश्चित करेगी कि अनुसूचित जनजातियों, खासतौर पर उनकी महिलाओं की रोजी-रोटी की रक्षा की जाए।
श्रीमती कृष्णा तीरथ ने कहा कि ऐसे कदम उठाये जाएंगे जिनसे जनजातीय लोगों को सरकारी योजनाओं का फायदा मिल सके। उन्होंने बताया कि इन वर्गो की महिलाओं और बच्चों से संबंधित सभी मुद्दों पर सम्मेलन में विचार करने के साथ ही उनका विश्लेषण किया जाएगा ताकि बारहवीं योजना के लिए ठीक ढंग से कार्यक्रम बनाये जा सकें। श्रीमती तीरथ ने कहा कि महात्मा गांधाी राष्ट्रीय ग्रामीण रोज+गार गारंटी योजना, मनरेगा से जनजातीय लोगों के अपना स्थान छोड़+कर दूसरी जगह जाने पर रोक लगाने में काफी मदद मिली है क्योंकि इस योजना के तहत उन्हें अपने ही मूल स्थानों में काम मिल रहा है। उन्होंने कहा कि जनजातीय लोगों का शोषण और स्वास्थ्य तथा रोजी-रोटी की समस्या सरकार के लिए चिंता का विषय हैं और इन समस्याओं के समाधान के लिए सभी कदम उठाये जाएंगे।
सम्मेलन में राज्य सरकारों, स्वयंसेवी संगठनों और कल्याण विभागों के प्रतिनिधि तथा जमीन से जुड़े कार्यकर्ता भाग ले रहे हैं।

बिहार सरकार ने गोपालगंज जेल में एक डॉक्टर की कैदियों द्वारा हत्या किए जाने की जांच के आदेश दिए हैं। मुख्यमंत्री नीतिश कुमार ने गृह सचिव को तुरन्त मामले की विस्तृत रिपोर्ट देने को कहा है। उन्होंने पुलिस महानिदेशक को अपराधियों के खिलाफ जल्द कानूनी कार्रवाई शुरू करने को कहा है। रविवार की रात गोपालगंज जेल में कैदियों ने डॉक्टर भूदेव सिंह की बुरी तरह से पिटाई की जिससे उनकी मृत्यु हो गयी। वे चिकन पॉक्स से पीड़ित एक कैदी का ईलाज करने के लिए जेल में गए थे। हमारे संवाद्दाता ने खबर दी है कि घायल डॉक्टर को तत्काल अस्पताल में ले जाया गया लेकिन वे बच नहीं सके।

योजना आयोग और पांच पूर्वी राज्यों बिहार, ओडीशा, झारखंड, छत्तीसढ़ और पश्चिम बंगाल के प्रतिनिधियों की पटना में बैठक चल रही है। इसका उद्देश्य बारहवीं पंचवर्षीय योजना के लिए दृष्टिकोण पत्र का मसौदा तैयार करना है। बैठक की अध्यक्षता योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया कर रहे हैं। हमारे पटना संवाददाता ने खबर दी है कि दृष्टिकोण पत्र के अंतर्गत समग्र विकास सुनिश्चित करने के लिए कृषि और सामाजिक क्षेत्र के बुनियादी ढांचे को सुचारू रूप भी दिया जाएगा।

लोकपाल विधेयक की संयुक्त मसौदा समिति की आज नई दिल्ली में पांचवी बैठक हुई। बैठक के बाद मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि आज मुख्य रूप से उन मुद्दों पर चर्चा हुई जिन पर दोनों पक्षों के बीच कुछ मतभेद हैं। ये संसद, न्यायपालिका, लोक सेवा आयोग से जुड़े मुद्दे हैं। उन्होंने बताया कि राज्य सरकारों और राजनीतिक दलों को पत्र लिखकर उनसे भी इन मुद्दों पर उनकी राय जानी जाएगी। संयुक्त समिति की अगली अगली दो बैठकें छह और दस जून को होगी, जिनमें इन मुद्दों पर विस्तार से चर्चा होगी।
मीडिया से बात करते हुए समिति के सदस्य और जाने-माने वकील प्रशांत भूषण ने कहा कि सरकार का आज का प्रस्ताव मानने योग्य नहीं है, क्योंकि उसने इसमें प्रधानमंत्री और न्यायपालिका को लोकपाल के दायरे से बाहर रखने की बात कही है। साथ ही संयुक्त सचिव और उससे ऊपर के अधिकारियों को इसके दायरे से बाहर रखने की भी बात कही गई है। इसके अलावा ये भी कहा कि सांसदों पर ये विधेयक तब लागू होगा जब संसद के बाहर भ्रष्टाचार में लिप्त पाए जाएंगे।
सरकार ने यह भी स्पष्ट किया केन्द्रीय सतर्कता आयोग और सी बी आई का विलय नहीं किया जाएगा और लोकपाल के लिए अलग से जांच एजेंसी और उस पर कानूनी कार्रवाई करने वाली एजेंसी बनायी जाएगी।

केरल उच्च न्यायालय ने अदालत की अवमानना के मामले में मार्क्सवादी कम्युनिस्ट पार्टी के नेता एम वी जयराजन के खिलाफ आरोप तय करने का फैसला किया है। आज के इस फैसले के अनुसार अगले महीने की आठ तारीख को आरोप तय किये जाएंगे। श्री जयराजन ने अपने भाषण में न्यायाधीशों के खिलाफ विवादास्पद टिप्पणियां की थी,जिसके बाद न्यायालय ने इस मुद्दे का संज्ञान लेते हुए उनके विरूद्ध अवमानना की कार्रवाई के लिए पहल की। इसका संबंध न्यायालय के उस आदेश से था जिसके तहत राज्य में सड़कों के किनारे सभाएं आयोजित करने पर पाबंदी लगा दी गई थी।

मणिपुर में सेनापति जिला मुख्यालय में राज्य सरकार और यूनाइटेड नगा काउंसिल के बीच दूसरे दौर की बातचीत एजेंडे के अभाव में अनिश्चितकाल के लिए स्थगित कर दी गयी है। यह वार्ता केद्रीय गृहमंत्रालय की अधिकारियों की मौजूदगी में आज होने वाली थी। राज्य सरकार ने मणिपुर में नगाओं की शीर्ष संस्था यूनाइटेड नगा काउंसिल से बातचीत का एजेंडा पहले से ही बताने को कहा था। राज्य सरकार ने कहा है कि किसी ठोस एजेंडा के बिना सार्थक बातचीत करना मुश्किल होगा। केन्द्रीय गृह मंत्रालय भी राज्य सरकार की इस बात से सहमत है।
इससे पहले मुख्यमंत्री ओकरम इबोबी सिंह ने मणिपुर में नगाओं के लिए प्रशासन की वैकल्पिक व्यवस्था करने और हाल में गठित स्वायत्त्त जिला परिषद को भंग करने की मांग से स्पष्ट रूप से इंकार कर दिया था। राज्य के पर्वतीय क्षेत्रों में दो दशक के अन्तराल के बाद लोकतांत्रिक चुनावों के ज+रिये इस परिषद का गठन किया गया है।

अफगानिस्तान के राष्ट्रपति हामिद करजई ने नेटो के नेतृत्व वाली सेनाओं को चेतावनी देते हुए कहा है कि वे ऐसे हमले रोकें, जिनमें नागरिकों की मौत हो रही है। शनिवार को दक्षिणी हेलमंड सूबे में नेटो के हवाई हमले में १४ नागरिकों की मौत हो गई थी। श्री करजई ने इस घटना की निंदा की है। नेटो के नेतृत्व वाली संयुक्त सेनाओं ने इस घटना के लिए माफी है। हमारे संवाददाता के अनुसार नेटो ने कहा है कि जांच-पड़ताल अब भी जारी है लेकिन शुरूआती खबरों से संकेत मिलता है कि पांच आतंकवादियों ने एक घर में शरण ले रखी थी जिसके बाद ही हवाई हमलों में नौ नागरिक मारे गये।

आम नागरिकों के मारे जाने से अफगान सरकार और नाटो सेना के बीच पहले भी तनाव पैदा होता रहा है। नाटो द्वारा ऐसी क्षति सामान्यतः हवाई हमले और रात्रि अभियान के दौरान होते है। अफगान राष्ट्रपति ने दो दिन पहले विज्ञप्ति जारी कर नाटो को रात्रि अभियान रोकने को कहा था, जबकि वह पहले से कहते आये है कि आतंकवाद की जड़ें उनके देश में नही हैं। शनिवार को हुए आत्मघाती हमलों,जिसमें दो पुलिस अधिकारी मारे गये थे, के लिए भी अफगान सरकार ने विदेशी तत्वों को जिम्मेदार ठहराया है। +करजई के प्रवक्ता ने कहा कि ऐसे सुनियोजित हमलों की साजिश हमेशा बाहर की जाती रही है। उनका इशारा पाकिस्तान की ओर था, जहां से तालिबान और अन्य आतंकवादी संगठनों को शह मिलती रही है। इस बीच हिंसा की नवीनतम घटनाओं में चार पुलिसकर्मियों सहित छह लोग मारे गये हैं। आकाशवाणी समाचार के लिए काबुल से संतोष कुमार।
राष्ट्रपति के प्रवक्ता वहीद उमर ने संवाददाताओं से कहा कि अफगानिस्तान में कोई भी व्यक्ति ऐसे हमले नहीं कर सकता और सबूतों से पता चलता है कि इन कार्रवाईयों का षड्यंत्र देश के बाहर रचा गया था। अफगान सरकार लगातार आरोप लगाती रही है कि पाकिस्तानी सरकार के कुछ लोग आतंकवादियों को शरण दे रहे हैं।

इस बीच, अफगानिस्तान के पश्चिमी शहर हेरात में आज कई आत्मघाती बम हमलावरों ने नेटो के परिसर को निशाना बनाया जिसके बाद अफगान और विदेशी सैनिको के साथ उनकी झड़प शुरू हो गई। यह मुठभेड़ अब भी जारी है जिसमें विदेशी और अफगान सैनिकों के हताहत होने की आशंका है। शुरूआती खबरों के अनुसार एक आत्मघाती हमलावर ने शहर के बीच में नेटो के प्रांतीय पुनर्निर्माण दल के कार्यालय के बाहर अपने वाहन को उड़ा दिया, जबकि कई अन्य बम हमलावर परिसर में घुस गये, जहां से धुंआ निकलता हुआ देखा गया। विस्फोट में कम से कम दो वाहन नष्ट हो गये।

संयुक्त राष्ट्र महासचिव बान की मून ने नेपाल में नये संविधान के निर्माण का काम पूरा करने के उद्देश्य से संविधान सभा का कार्यकाल तीन महीने बढ़ाने के लिए राजनीतिक दलों के बीच हुए समझौते का स्वागत किया है। संयुक्त राष्ट्र ने शांति प्रक्रिया के बुनियादी कार्य को पूरा करने के उद्देश्य से अपनी वचनबद्धता फिर व्यक्त करने के लिए नेपाल की राजनीतिक पार्टियों की सराहना की है। शांति प्रक्रिया के बुनियादी कार्य में माओवादी सेना के सदस्यों का पुनर्वास और एकीकरण मुख्य मुद्दा है। संयुक्त राष्ट्र महाासचिव ने नेपाल के राजनीतिक दलों से अनुरोध किया है कि वे शांति प्रक्रिया को जल्द और सफलतापूर्वक संपन्न करें। उन्हें शांति प्रक्रिया में विश्व संस्था का लगातार समर्थन मिलेगा।

यमन में सुरक्षाबलों ने दक्षिणी शहर तेज में कम से कम सरकार विरोधी बीस प्रदर्शनकारियों को मार डाला है। खबरों में बताया गया है कि शहर में चार महीने से चले आ रहे धरने को खत्म करने के लिए सैनिकों ने आगे बढकर ये कार्रवाई की। इस बीच, जिन्जीबार शहर के नजदीक घात लगाकर किये गये एक हमले में यमन के चार सैनिक मारे गये हैं। खबर है कि इस शहर पर अलकायदा के लड़ाकों का कब्जा है। कई महीनों के विरोध प्रदर्शन और यमन के एक प्रमुख कबिले के कडे विरोध के बावजूद राष्ट्रपति अली अब्दुल्ला सालेह ने पद छोड़ने से इन्कार किया है।

अमरीकी अंतरिक्ष यान एंडेवर अंतर्राष्ट्रीय अंतरिक्ष केन्द्र में लगभग दो हफ्ते तक सफलतापूर्वक रूकने के बाद अब पृथ्वी पर वापस लौट रहा है। कल देर रात एंडेवर के छह सदस्यों ने ंअंतरिक्ष केन्द्र में मौजूद तीन अंतरिक्ष यात्रियों से विदाई ली और आशा है कि बुधवार को तड़के वे फ्लोरिडा के कैनेडी अंतरिक्ष केन्द्र में पहुंच जाएंगे।

कश्मीर घाटी में चेनाब नदी के उपर तीन सौ ५९ मीटर ऊंचा रेल पुल बनाया जाएगा, जो दुनिया में सबसे ऊंचा रेल पुल होगा। रेल विभाग ने पुल की सिगनलिंग प्रणाली का ऐसा डिजाइन बनाया है कि हवा की रफ्तार ९० किलोमीटर प्रतिघंटा से ज्यादा होने पर लालबत्ती अपने आप जल जाएगी। हमारे संवाददाता ने खबर दी है कि इस पुल पर विशेष पेंट किया जाएगा, जो करीब ३५ साल तक चलेगा।
तकरीबन डेढ़ किलोमीटर लम्बे पुल को बनाने में २५ सौ करोड़ टन स्टील का उपयोग किया जाएगा। कुतुबमीनार से चार गुणा लम्बा और आइफल टावर से भी ३५ मीटर ऊंचा यह पुल बनने के बाद भारतीय निर्माण कला का एक अद्भुत नमूना होगा। अभी तक विश्व का सबसे ऊंचा पुल फ्रांस की टार नदी पर है, जिसका सबसे ऊंचा खंभा ३४० मीटर है, जबकि रेल पुल की लम्बाई ३०० मीटर है। इस पुल के बनने के बाद भारत गर्व के साथ कह सकेगा कि जम्मू कश्मीर धरती का स्वर्ग ही नहीं है, बल्कि इसके पास ऊंची-ऊंची चोटियों को छूता तकनीक का एक बेजोड़ नमूना भी है। सौभाग्य कर के साथ नई दिल्ली से मैं विनायक दत्त।

दुनिया भर में फुटबॉल की नियामक संस्था - फीफा ने अपनी कार्यकारी समिति के दो सदस्यों को घूस लेने के आरोप में निलंबित कर दिया है।
फीफा की एथिक्स कमिटी ने ज्यूरिख में बैठक की और पाया कि एशियन फुटबॉल के प्रमुख मोहम्मद बिन हम्माम और कैरीबियाई फुटबॉल के प्रमुख जैक वार्नर की जवाबदेही बनती है।

उत्तरी नाइजीरिया में सेना के बैरकों में एक बम विस्फोट में करीब दस लोग मारे गए हैं और लगभग २० घायल हुए हैं। नाइजीरिया के उत्तरी शहर बाउची में बैरकों के अन्दर बाजार में यह विस्फोट हुआ। श्री गुडलक जोनाथन के राष्ट्रपति पद की शपथ लेने के कुछ घंटो बाद ही यह घटना हुई।

कर्नाटक के मुख्यमंत्री बी.एस येदियुरूप्पा ने अपने कार्यकाल के तीन वर्ष पूरे होने पर संतोष व्यक्त किया है। इस अवसर पर आज पत्रकारों से बातचीत में उन्होंने कहा कि उनकी सरकार को गिराने की कई कोशिशें हुई, लेकिन उन्होंने अभूतपूर्व प्रगति की है। उन्होंने बताया कि जब उन्होंने पदभार संभाला था, तो कृषि विकास दर सिर्फ डेढ़ प्रतिशत थी, जो पिछले साल छह प्रतिशत तक पहुंच गई थी। उन्होंने जोर देकर कहा कि कानून और व्यवस्था की स्थिति में सुधार हुआ है, और अभी तक सांप्रदायिक हिंसा की कोई घटना नहीं हुई है। श्री येदियुरूप्पा ने बताया कि गैर कानूनी खनन पर ९० प्रतिशत काबू पा लिया गया है और अगले दो साल में उनकी सर्वोच्च प्राथमिकता ग्रामीण बुनियादी सुविधाओं का विकास रहेगी। उन्होंने बताया कि उनकी सरकार की उपलब्धियों के बारे में एक पुस्तिका कल जारी की जाएगी। केंद्रीय गृह मंत्रालय से मिली सलाह के बारे में उन्होंने कहा कि यह एक गोपनीय पत्र है, जिसका गोपनीय जबाव आज शाम केंद्र सरकार को भेज दिया जाएगा।

दक्षिण-पश्चिम मानसून केरल के तटीय क्षेत्रो में पहुंच गया है जिससे राज्य में व्यापक वर्षा हुई है। मौसम विभाग ने नई दिल्ली में बताया कि मानसून दक्षिणी अरब सागर के ज्यादातर भागों, केरल, तमिलनाडु के कुछ हिस्सों, बंगाल की दक्षिणी खाड़ी और दक्षिण अंडमान सागर में पहुंच गया है। मौसम विभाग ने कहा है कि मानसून अमीनीदीवी, कोझीकोड, कोडईकनाल और नांकोरी से उत्तर की ओर बढ़ रहा है। विभाग ने बताया है कि अरब सागर, केरल के बाकी हिस्सों, तमिलनाडु के कुछ और क्षेत्रों, बंगाल की दक्षिणी खाड़ी और कर्नाटक के कुछ हिस्सों से मानसून के अगले दो-तीन दिनों में आगे बढ़ने की अनुकूल परिस्थितियां है। दक्षिण पश्चिम मानसून के केरल में पहुंचने से भारतीय उप-महाद्वीप में बारिश के मौसम की शुरूआत हो गई है।

The 12th round of Defence Secretary-level talks between India and Pakistan on the Siachen issue began in New Delhi today. It is being held after a gap of three years. Our correspondent reports, India and Pakistan decided to resume the talks last year after both Prime Ministers met in Thimpu, Bhutan.
World's highest battlefield Siachen, which became a bone of contention between India and Pakistan in 1984, was visited by Prime Minister Manmohan Singh in June 2005 and since then, he has been keen to convert the glacial heights into a mountain of peace. The two countries decided to resume their dialogue, which was put on hold after the November 2008 Mumbai terror attacks, following meetings between the two prime ministers in Thimpu in April last year. The foreign secretaries and home secretaries of the neighbours have met since February this year and now it is the turn of the defence secretaries. This is the second time in a month that service personnel from Pakistan will engage with interlocutors from India. The Pakistani delegation for the Sir Creek talks also included service personnel from the navy. According to experts,India is expected to convince Pakistan to authenticate the 110-km actual ground position line along the Siachen Glacier-Saltoro ridge in Jammu and Kashmir during the talks. Defence Secretary Pradeep Kumar is leading the Indian delegation while Pakistan's Defence Secretary Lt General (Retd) Syed Ather Ali is representing the neighbouring country. The defence secretary-level talks between India and Pakistan on Siachen began in 1985 following discussions between then Prime Minister Rajiv Gandhi and then Pakistani President Gen. Zia-ul-Haq in Oman and New Delhi. The talks became a part of the composite dialogue with Pakistan on all issues, including Kashmir, from the eighth round in August 2004 in New Delhi.

The Comptroller and Auditor General, Vinod Rai today deposed before the Joint Parliamentary Committee (JPC) probing the 2G spectrum scam to explain how the government auditor estimated the losses in the spectrum allocation at 1.76 lakh crore rupees. Mr Rai was asked to brief the Committee, chaired by Congress leader P C Chacko, on the allocation and pricing of
telecom licences and spectrum during 1998 to 2009. The CAG, in a report to Parliament last year, had pegged the presumptive loss to the exchequer on 2G spectrum allocation at 1.76 lakh crore rupees. The findings led to a political storm and subsequent events led to the resignation and arrest of the then Telecom Minister A Raja. According to the CBI charge sheet in the 2G spectrum
allocation case, the loss to the exchequer is pegged at 30,984 crore rupees.

The Supreme Court today rejected the petition seeking a CBI enquiry into the alleged excesses and violence against farmers protesting against forcible acquisition of land at Bhatta Parsaul in Uttar Pradesh. A bench of justices G S Singhvi and C K Prasad asked the petitioner to approach the Allahabad High Court since it had already taken cognizance and was dealing with the issue. Senior Counsel U U Lalit, had alleged that the matter needs to be probed by the CBI as it was the official machinery including the local police which had allegedly let loose a reign of terror after forcibly acquiring the land under section 17 of the Land Acquisition Act. The bench also pointed that it would not be proper for the Apex court to entertain the petition since various human rights organisations like the National Commission for Women and
the National Commission for Scheduled Castes / Scheduled Tribes were also investigating the alleged excesses.

The meeting between the Planning Commission and representatives of five eastern states of the country is underway at Patna to draft the approach paper for the 12th five year Plan. Our Patna correspondent reports, the approach paper would also streamline the basic frame work on agriculture, social sectors to ensure inclusive growth. The Planning Commission will record the views of the participating five states before finalising the approach papers. Bihar, Odisha, Jharkhand, Chattisgarh and West Bengal are participating in this meeting. Deputy Chairman of the Planning Commission Montek Singh Ahluwalia is presiding over the proceedings. Besides Bihar Chief Minister Nitish Kumar, Odisha Chief Minister Navin Patnaik, Deputy Chief Minister of Jharkhand Hemant Soren and Sudesh Mahto, representatives of Chattisgarh and West Bengal are participating in the deliberations.

In Assam, Chief Minister Tarun Gogoi will allocate today the portfolios of the newly inducted Ministers of the State Cabinet. 18 Ministers, comprising 14 Cabinet and four Ministers of State with independent charge were inducted into the Tarun Gogoi-led Congress Ministry on Friday. In Manipur, the second round of talks slated to be held today at Senapati District Headquarters between the state government and the United Naga Council (UNC) in the presence of Union Home Ministry officials as facilitator, has been postponed indefinitely. Official sources from the Chief Minister’s Secretariat said, the state government has sought from the UNC, the apex body of Nagas in Manipur to intimate the agenda of the talks well in advance for fruitful negotiations. The, state administration had requested the Union Ministry of Home Affairs to defer the talks as it won’t be meaningful to hold talks without having a concrete agenda and the Ministry has also agreed upon it. Earlier state Chief Minister Okram Ibobi Singh categorically denied the demands of alternative arrangement of administration for the Nagas in Manipur and annulling the recently constituted Autonomous District Councils in the hill areas of the state through democratic elections after a gap of two decades.

 The Kerala High Court today decided to frame charges against CPM leader M V Jayarajan in connection with a contempt of court case against him. The charges will be framed on the 8th of next month. The Court had suo motto initiated contempt of court proceedings against Jayarajan, following his controversial remarks against the judges, made in a speech. This was in the wake of a Court ruling, banning way side meetings across the state. In Arunachal Pradesh, Twenty Parliamentary Secretaries have been inducted in the Jarbom Gamlin led government this morning in a simple swearing in ceremony at the Banquet hall in capital Itanagar. Chief Minister Jarbom Gamlin administered the oath of office and secrecy to the new Parliamentary Secretaries. Likha Saaya was the only new face in the new parliamentary secretary team while the nineteen others were retained from the earlier team. The portfolios may be allocated to the new parliamentary secretaries later this evening. State Assembly Speaker Wangling Lowangdong, MLAs and top government officials were also present on the occasion. Police have recovered a cardboard box containing suspicious materials resembling a bomb near Gargi colleage in South Delhi this morning. Talking to All India Radio, Delhi Police spokesperson Rajan Bhagat said that the box contains Gun powder and batteries without a timer. He said that investigations are on. The fifth meeting of the Joint Drafting Committee of the Lokpal Bill is underway in New Delhi. In today's deliberations, the Civil society members will stress on stricter punishment for high-ranking corrupt officials. They are also likely to push for bringing the higher judiciary and the Prime Minister within the ambit of the Lokpal. Civil society members led by Anna Hazare are advocating for severe punishment including life imprisonment for corrupt government officials. The Government side has however argued that having different yardsticks for citizens will violate basic tenets of the Constitution. The civil society team also wants to bring under the purview of the Lokpal, the conduct of MPs inside Parliament, if it is an offence under the Prevention of Corruption Act. The Centre had made it clear that it is committed to introduce the bill in the Monsoon session of Parliament. The Committee will now hold weekly meetings to meet the June 30th deadline for finalising the draft Lokpal Bill.

The Bihar government today ordered an inquiry into the killing of a doctor by the inmates in Gopalganj jail. Chief Minister Nitish Kumar instructed the Home Secretary to submit a detailed report immediately. Mr. Kumar told, the Director General of Police to start a speedy investigation against those responsible for the alleged crime. In a horrific incident, the prisoners of the Gopalganj jail last night allegedly beat the jail doctor Bhudeb Singh to death when he went inside to treat an inmate. The deceased doctor was called inside the jail-ward to see an inmate who was allegedly suffering from chicken pox. As soon as the Doctor went inside a group of prisoners serving jail sentence in a kidnapping case attacked him. The prisoners hit the doctor mercilessly. He started bleeding from the mouth and fell unconscious. Our correspondent reports, the injured doctor was immediately shifted to the hospital but it was too late by then.

The government will protect every interest of Schedule Tribes while formulating the Land acquisition bill. After inaugurating a two day conference on Scheduled Tribe women and children in New Delhi today, the Minister of State for Women and Child Development Krishna Tirath said, the government will ensure that the livelihood of Scheduled Tribes, specially tribal women are protected while acquiring land for developmental works. The minister said, steps would be taken so that Tribal people get all benefits of the government schemes. Mrs. Tirath said that all issues related to tribal women and children will be analyzed and discussed in the conference so that proper planning may be done for the 12 th plan. She said MNREGA has helped a lot to contain migration of tribals as they are getting employment at their native places.

Germany will shut down all its nuclear power plants by 2022, becoming the first major industrial power to give up atomic power and rely entirely on other sources of energy. The decision, announced by Environment Minister Norbert Roettgen today, came after a meeting of leaders of the ruling coalition headed by Chancellor Angela Merkel. The meeting agreed on a plan to shut down most of Germany's 17 nuclear power stations by 2021, but leave three open for another year in case energy shortages develop. Environmentalists, including the Green Party wanted earlier closures, but business supporters had urged caution, warning that power shortages could cripple industry.

Afghanistan President Hamid Karzai has issued warning to NATO-led forces to stop raids which claim civilian lives. His statement came after 14 civilians were allegedly killed in a NATO air strike in southern Helmand province on Saturday. Mr. Karzai condemned the incident, saying he had warned U.S. and NATO troops that their arbitrary and unnecessary operations were killing innocent people every day. He said the incident was a big mistake and shows that attention is not being paid adequately. The NATO-led coalition has apologized for the incident saying any loss of life is a true tragedy for families and friends of those killed. Meanwhile, the Afghan government has accused Pakistan of harbouring the insurgents behind a suicide bombing that killed one of the most powerful men in northern Afghanistan. Civilian casualties have long been a cause of tension between Afghan government and its western counterparts. Most of such casualties by NATO forces are caused during air strikes and night raids. Afghan President issued directives two days ago to stop night raids by NATO while he has been maintaining that war against terror should not be fought in towns and villages on Afghanistan. NATO-led coalition has apologized for Helmand incident but maintained that insurgents had mixed with civilians resulting in casualties. The suicide attack in Takhar province on Saturday, which killed two top police officials, also invited strong criticism with Afghan government maintaining that it was planned outside the country.  Meanwhile, several suicide bombers targeted a NATO compound in the western city of Herat today, sparking a clash with Afghan and foreign forces. Fighting is still going on as casualties are feared among foreign and Afghan soldiers. Initial reports said a suicide bomber detonated his vehicle outside the office of NATO's Provincial Reconstruction Team in the centre of the city.

UN Secretary-General Ban Ki-moon has welcomed the agreement reached among political parties in Nepal to extend the Constituent Assembly, by three months to complete its work on a new constitution. Security forces in Yemen have shot dead at least 20 anti-government protesters in the southern city of Taiz. Reports say the soldiers moved in to end a four-month-old sit-in in the city. Meanwhile, four Yemeni soldiers have been killed in an apparent ambush near the city of Zinjibar, reportedly held by al-Qaeda fighters. President Ali Abdullah Saleh has refused to step down despite months of protests and strong opposition from a key tribe.

The World's highest railway bridge with a height of 359 metre will come up over the Chenab river in Jammu and Kashmir. The railways have designed the signalling system at the bridge in such a manner that it shows the stop light automatically when wind speed is over 90 kilometres per hour. Our correspondent reports, the bridge will get a special coat of paint with a life span of around 35 years to protect it from rough weather.
The construction of one kilometre three hundred fifteen metre long bridge will use 25,000 million tonnes of steel. The bridge after completion will be an engineering marvel, as it will be five times the height of Qutab Minar in Delhi and 35 metres taller than Eiffel tower in Paris. The bridge will rise 359 metres over the Chenab river, on the ambitious Udhampur-Srinagar-Baramulla rail link project. As of now, the world's tallest rail bridge is on France's Tarn river and its tallest pillar rises 340 metres while the actual height at which trains run on the bridge is 300 metres. After completion of the bridge, India can showcase to the world that Jammu and Kashmir is not only paradise on earth, but also has a landmark which touches its heavenly mountains.

सरकार ने वित्त से संबंधित आपराधिक मामलों की जांच के लिए आयकर का एक नया निदेशालय बनाया है। यह सीमापार, अंर्तराजीय और अंर्तराष्ट्रीय मामलों से संबंध रखने वाली ऐसी आपराधिक गतिविधियों और व्यक्तियों के बारे में सूचना एकत्रित करेगा जिनसे देश की सुरक्षा को खतरा पैदा होता है। वित्त मंत्रालय की विज्ञप्ति में कहा गया है कि ऐसे आपराधिक गतिविधियों में लगे धन के स्रोत और उसके इस्तेमाल की भी यह निदेशालय जांच करेगा। निदेशालय ने तुरंत काम करना शुरू कर दिया है और यह अदालत में दायर शिकायत पर मुकदमा चलाने के लिए वकीलों और अन्य विशेषज्ञों की सेवाएं लेगा। इस निदेशालय के प्रमुख आयकर आपराधिक जांच के महानिदेशक होंगे।

दिल्ली उच्च न्यायालय ने डी एम के सांसद कनीमोई और कलईग्नार टी वी के प्रबंध निदेशक शरद कुमार की जमानत की अर्जी पर अपना निर्णय सुरक्षित रखा है। दोनों टू-जी मामले में आरोपी हैं। न्यायमूर्ति अजीत भरिहोक ने जमानत अर्जी पर दलीलें सुनने के बाद कहा कि इस बारे में आदेश बाद में सुनाया जायेगा।

इलाहाबाद उच्च न्यायालय ने आज गे्रटर नोएडा के गुलस्तानपुर गांव की १७० हेक्टेयर भूमि के अधिग्रहण को रद्द कर दिया है। ग्रेटर नोएडा के नियोजित औद्योगिक विकास के तहत २००७-२००८ में ये भूमि अधिग्रहित की गई थी। न्यायमूर्ति सुनील अंबावानी और न्यायमूर्ति के.एन. पांडेय की खंडपीठ ने इस भूमि अधिग्रहण को निरस्त करते हुए उत्तरप्रदेश सरकार को आदेश दिया कि वह गुलिस्तानपुर के किसानों को अधिग्रहित भूमि वापस कर दे। उच्च न्यायालय की पीठ ने कहा है कि नियोजित औद्योगिक विकास मामले में जल्दी की कोई जरूरत नहीं थी और किसानों के विचार तथा आपत्तियां सुने बगैर भूमि का अधिग्रहण कर लिया गया। उच्च न्यायालय ने मुआवजे की रकम पा चुके किसानों को कुछ सहूलियत भी दी है। न्यायधीशों ने कहा कि मुआवजे की रकम वापस करने के बाद किसान अपनी भूमि वापस ले सकते हैं। हमारे इलाहाबाद संवाददाता ने खबर दी है कि ग्रेटर नोएडा के गुलस्तानपुर के ५८ किसानों ने इस भूमि अधिग्रहण के खिलाफ इलाहाबाद उच्च न्यायालय में अपील दायर की थी।

इलाहाबाद उच्च न्यायालय ने आज मैनपुरी जिले के बेसिक शिक्षा अधिकारी और उत्तर प्रदेश में दोपहर भोजन योजना के लिए कार्य कर रहे गाजियाबाद के एक गैर सरकारी संस्था के खिलाफ सीबीआई जांच कराये जाने का आदेश दिया है। जिला प्रशासन ने मेनपुरी जिले में केन्द्रीय प्रायोजित दोपहर भोजन योजना के तहत खाद्य आपूर्ति से संबंधित मामले में करीब २० करोड़ रूपये के घोटाले का पता लगाया था।

योजना आयोग ने कहा है कि १२वीं पंचवर्षीय योजना के दृष्टिकोण पत्र में तेज,व्यापक और सतत विकास को सुनिश्चित करने पर जोर दिया जायेगा। आयोग के उपाध्यक्ष मोंटेक सिंह आहलुवालिया ने कहा कि बिहार में नकदी सब्सिडी और सार्वजनिक-निजी भागीदारी के जो मुद्दे उठाये हैं उन पर भी ध्यान दिया जायेगा।

योजना आयोग के साथ हुई बैठक के दौरान बिहार, उड़ीसा, झारखंड, पश्चिम बंगाल और छत्तीसगढ़ ने कहा कि एक ही तरह की नीति सभी राज्यों के लिए कारगर साबित नहीं हो सकती। बिहार के मुख्यमंत्री नीतिश कुमार और उड़ीसा के मुख्यमंत्री नवीन पटनायक का कामना था कि हर एक राज्यों की आवश्यकतायें अलग-अलग होती हैं इसलिए योजना बनाते समय इस बात को ध्यान में रखना होगा। झारखण्ड, छत्तीसगढ़ और पश्चिम बंगाल के प्रतिनिधियों का कहना था कि नक्सल प्रभावित राज्यों के लिए विशेष योजना बनाई जानी चाहिए। राज्यों में निजी निवेश को किस तरह बढ़ावा दिया जाये। इसके ऊपर भी बैठक में गहन विचार विमर्श किया गया। आकाशवाणी समाचार के लिए पटना से कृष्ण कुमार लाल।

सरकारी तेल कंपनी इंडियन ऑयल कॉरपोरेशन-आई ओ सी ने कारोबार में तीन लाख करोड़ का महत्वपूर्ण आंकड़ा पार करके वित्त वर्ष २०१०-११ में तीन लाख २८ हजार सात सौ ४४ करोड़ रूपये का कारोबार किया। कंपनी के अध्यक्ष आर एस बुटोला ने नई दिल्ली में बताया कि ३१ मार्च को समाप्त चौथी तिमाही में कंपनी के मुनाफे में २९ दशमलव सात प्रतिशत की कमी आई।

रावलपिंडी की आतंकवाद विरोधी विशेष अदालत ने २००७ में पूर्व प्रधानमंत्री बेनजीर भुट्टो की हत्या की जांच में सहयोग न देने के लिए पाकिस्तान के पूर्व राष्ट्रपति परवेज+ मुशर्रफ को दोषी अथवा भगोड़ा घोषित किया है। न्यायधीश राणा निसार अहमद ने संघीय जांच एजेंसी के अनुरोध पर पाकिस्तान से बाहर रह रहे मुशर्रफ को भगोड़ा घोषित किया है।
अदयाला जेल में चल रही कार्यवाही के दौरान सरकारी वकील ने न्यायधीश को बताया कि कोर्ट द्वारा मुशर्रफ के गिरफ्तारी वारंट को अभी तक सौंपा नहीं जा सका है।

पाकिस्तान में कराची में २२ मई को नौसेना हवाई अड्डे पर आतंकवादी हमले में शामिल होने के आरोप में खुफिया एजेंसियों ने एक पूर्व नौसेना कमांडो और दो अन्य व्यक्तियों को गिरफ्तार कर लिया है। इस हमले में दस सुरक्षाकर्मी मारे गए थे।

जर्मनी की चांसलर अंगेला मर्केल भारत की दो दिन की यात्रा पर कल नई दिल्ली आ रही हैं। यात्रा के दौरान प्रथम भारत-जर्मनी अंतर राजकीय परामर्श बैठक आयोजित होगी। इसमें क्षेत्रीय मुद्दों के साथ पाकिस्तान और अफगानिस्तान की सुरक्षा स्थिति, संयुक्त राष्ट्र सुधारों और रक्षा, सुरक्षा तथा व्यापार के मामलों में द्विपक्षीय संबंध जैसे मुद्दों पर अधिक ध्यान दिया जायेगा। इस यात्रा में उन्हें वर्ष २००९ के लिए अंतराष्ट्रीय सूझबूझ के जवाहरलाल नेहरू पुरस्कार से सम्मानित किया जायेगा। हमारे संवाददाता ने खबर दी है कि दोनों देशों के बीच विज्ञान और प्रौद्योगिकी तथा व्यवसायिक प्रशिक्षण समेत अनेक क्षेत्रों से संबंधित समझौतों पर हस्ताक्षर किये जाने की भी संभावना है।

The government has created a new Directorate of Income Tax for Criminal Investigation, DCI to look into the criminal matters having any financial implication. The directorate will seek and collect information about persons and transactions suspected to be involved in criminal activities having cross-border, inter-state or international ramifications, that pose a threat to national security. An official press release by the finance ministry said, it will also    investigate the source and use of funds involved in such criminal activities. The Directorate which has come into force with immediate effect will have powers to hire the services of special prosecutors and other experts for pursuing a prosecution complaint filed in any court of competent jurisdiction.

Delhi High Court has reserved order on the bail plea of DMK MP Kanimozhi and Kalaignar TV MD Sharad Kumar. Both of them are accused in the 2G scam. Justice Ajit Bharihoke, after hearing detailed arguments on the bail applications of the accused, said the order on their pleas would be pronounced later.
Senior advocate Altaf Ahmed, appearing for Kanimozhi and Sharad Kumar, contended that the transaction of  200 crore rupees from DB Group to Kalaignar TV was a valid loan transaction and their was nothing dubious about it.
Senior advocate and Special Public Prosecutor U. U. Lalit opposed their bail pleas saying the accused have attempted to create smoke screen by projecting the bribe trail of  200 crores as a loan transaction.

Cineyug Films Director Karim Morani, an accused in the 2G pectrum case, was today arrested and taken into judicial custody after a Delhi court rejected his bail plea.
Special CBI Judge O P Saini refused the plea of Morani who is charged with facilitating the transaction of 200 crore rupees from DB Realty to Kalaignar TV, in which DMK MP Kanimozhi holds 20 per cent stake.
The CBI had alleged that Morani took six crore rupees for facilitating the 200 crore transaction.  The court did not accept the plea of the accused that he was entitled for bail as he was not arrested during the investigation of the case.
Morani had filed his regular bail plea on Tuesday after the court had denied anticipatory bail and directed him to appear before it.

The Comptroller and Auditor General, Vinod Rai today appeared before the Joint Parliamentary Committee, JPC probing the 2G spectrum scam to explain how the government auditor quantified the losses in the spectrum allocation at 1.76 lakh crore rupees. Mr. Rai briefed the Committee, chaired by Congress leader P C Chacko, on the allocation and pricing of telecom licences and spectrum during 1998 to 2009. Speaking to reporters, Mr. Chacko said CAG tabled four reports on 2G spectrum allocation. He said the committee will meet on 7th and 8th of next month.
The CAG, in a report to Parliament last year, had pegged the presumptive loss to the exchequer on 2G spectrum allocation at 1.76 lakh crore rupees.
According to the CBI charge sheet in the 2G spectrum allocation case, the loss to the exchequer is pegged at 30,984 crore rupees.

The Allahabad High Court today quashed the 170 hectare land acquisition of Gulistanpur village of greater Noida . About 170 hectare land was acquired in 2007-08 under planned industrial development of Greater Noida. The high court bench comprising Justice Sunil Ambavani and justice K. N. Pandy today quashed the land acquisition and ordered the Uttar Pradesh government to return the acquired land to the Gulistanpur farmers. the High court bench said that there were no urgency in this planned industrial development case and land was acquired without taking views and objection from farmers. The High Court also gives opportunity to those farmers who had already received their compensation. The Judges said that the farmers may take back their land after returning the compensation amount.
The 5th meeting of the Joint Drafting Committee of the Lokpal Bill took place in New Delhi today.  Wide ranging discussions took place in today's meeting of the Committee.   The next meeting to carry the deliberations forward has been scheduled for the 6th of next month.

The Governor of Karnataka H R Bharadwaj defended his action of sending report to Central Government recommending President rule, saying that as a constitutional head he has the responsibility of sending report to the President, Prime Minister and Home Minister every month. Speaking after a function in Raj Bhavan today, he told media persons that he is provided with men and machinery to carry on with the responsibility and it will not do good to the state if he remains quite without reporting the facts to the Central Government. He pointed out that illegal mining could be stopped in the state due to one of his reports, thereby giving the state an opportunity for introspection.

A Pakistani anti-terrorism court today declared former President Pervez Musharraf a proclaimed offender or fugitive for failing to cooperate with investigators probing the 2007 assassination of former premier Benazir Bhutto. Judge Rana Nisar Ahmed of the Rawalpindi-based court declared Musharraf, currently living in self-exile outside Pakistan, a fugitive on the request of the Federal Investigation Agency.
Prosecutors told the judge during proceedings held in Adiala Jail for security reasons that they had been unable to serve an arrest warrant issued by the court for Musharraf. The prosecutors told the judge that the authorities in Britain, where Musharraf has been living since 2009, had not provided help in serving the warrant as that country has no extradition treaty with Pakistan.

In Yemen, reports quoting medical official and other witnesses say that at least 20 people were killed when soldiers loyal to Yemen's president stormed a protest camp in southern city of Taiz today. Witnesses say that security forces first tried to clear the square in Taiz with water cannons, tear gas and loud stun grenades, sending thousands rushing for shelter.
Our West Asia correspondent reports that Yemeni warplanes carried out airstrikes on the southern town of Zinjibar seized by suspected militants belonging to al-Qaeda in the Arab Peninsula.

Planning Commission Deputy Chairman Montek Singh Ahluwalia today said that thrust will be given to ensuring faster and inclusive growth and sustainability  in the approach paper to 12th five year plan. He said, the issues like cash subsidy and Public Private Partnership, especially raised by Bihar, will be addressed prominently.
He was speaking to reporters along with Union Minister of State for Planning Ashwini Kumar on the sidelines of the Regional Consultation with five Eastern States on the Approach Paper to be finalised by the Planning Commission.

The country's apparel exports grew by about 13 per cent, to 1 billion dollars in April 2011, compared to the same month last year, due to strong demand from the US and European markets. According to data provided by the Apparel Export Promotion Council, garments exports had grown 4.4 per cent, to 11.1 billion dollars during 2010-11. The US and Europe together account for about 65 per cent of India's total garment exports.

State-owned Indian Oil Corp (IOC) has surpassed the 3 lakh crore rupees barrier by clocking  328,744 crore rupees turnover in 2010-11 fiscal. Speaking to reporters in New Delhi, IOC Chairman R S Butola said the company  posted 29.7 per cent drop in net profit for the fourth quarter ended March 31st. He said
net profit in the January-March quarter stood at 3,905.16 crore rupees from 5,556.77 crore rupees a year ago. Mr Butola informed  IOC had to absorb 4,845 crore rupees of loss on fuel sales during 2010-11 fiscal after accounting for cash subsidy from the government and assistance from upstream firms .
He said the company is still losing  4.58 rupees per day on petrol even after the steep  5 rupees a litre hike from 15th of this month. Our correspondent reports,  IOC now has a refining capacity of 65.7 million tons, higher than 62 million tons of Reliance Industries.

Sania Mirza and Elena Vesnina have reached the women's doubles semi-finals of the French Open Tennis Championships.  In Paris today, the seventh-seeded Indo-Russian pair defeated the top-seeded duo of Gisela Dulko of Argentina and Flavia Pennetta of Italy in straight sets 6-0, 7-5.
For Sania Mirza, it is her first ever French Open semi-finals.
