विमलेन्दु इस समय मैं झालुबाड़ी के मतदान केंद्र संख्या २०५ के पास खड़ा हूं। लोग उत्साहित होकर वोट डाल रहे हैं। मतदान शुरू होने के पहले ही जब मैंने कई मतदान केंद्रों का दौरा किया तो देखा की लोगों की लंबी-लंबी कतारें पहले से ही लगी हुई थी। बुजुर्ग और महिला मतदाताओं की संख्या काफी है उन युवाओं में विशेष उत्साह देखा जा रहा है। जो पहली बार वोट डालने के लिए आये हैं, विमलेन्दु।
सुरक्षा के क्या इंतजाम किए गए हैं ?

निर्वाचन आयोग ने तमिलनाडु में डी एम के नेता एम के स्टालिन को आल इंडिया अन्ना डी एम के प्रमुख जयललिता पर व्यक्तिगत आरोप से जुड़े चुनाव संहिता के उल्लंघन के मामले में नोटिस जारी किया है। आल इंडिया अन्ना डी एम के ने ८ अप्रैल को निर्वाचन आयोग में शिकायत दर्ज की थी जिसमें आरोप था कि स्टालिन ने जयललिता के खिलाफ कुछ व्यक्तिगत टिप्पणियां की हैं।इस बीच, चेन्नई में मुख्य निर्वाचन अधिकारी प्रवीन कुमार ने निर्वाचन क्षेत्र में उन वाहनों और व्यक्तियों की आवाजाही पर प्रतिबंध लगा दिया गया है जो चुनाव क्षेत्र से संबंधित नहीं है। प्रेस विज्ञप्ति में श्री कुमार ने कहा है कि आज शाम पांच बजे से १३ अप्रैल तक चुनाव पूर्व सर्वेक्षणों पर तथा १३ अप्रैल से १० मई तक मतदान के बाद होने वाले सर्वेक्षणों पर रोक लगी रहेगी।

सरकार ने टेलीफोन टैपिंग प्रावधानों की प्रभावशाली निगरानी और इसके सार्वजनिक होने से रोकने के संबंध में सुझाव देने के लिए १५ सदस्यीय अंतरमंत्रालय समूह का गठन किया है। कैबिनेट सचिव के पत्र के अनुसार रक्षा, दूरसंचार, सूचना प्रौद्योगिकी, राजस्व, कार्मिक और विधि विभागों के सचिव इस दल के सदस्य होंगे। केन्द्रीय गृह सचिव इस दल के अध्यक्ष होंगे। अंतरमंत्रालय दल में इंटेलीजेंस ब्यूरो, सी.बी.आई., मादक पदार्थ नियंत्रण ब्यूरो, राष्ट्रीय जांच एजेंसी, राजस्व गुप्तचर निदेशालय और प्रवर्तन निदेशालय के प्रमुख तथा केंद्रीय प्रत्यक्ष कर बोर्ड के सदस्य और रक्षा मंत्रालय के सिग्नल इंटेलीजेंस विभाग के अतिरिक्त महानिदेशक भी शामिल होंगे। यह दल फोन टैपिंग के बारे में समान प्रक्रिया और नियम बनाने का सुझाव देगा।प्रधानमंत्री की अध्यक्षता में हाल ही में हुई उच्चस्तरीय बैठक के बाद अंतरमंत्रालय दल गठित करने का निर्णय लिया गया था।

प्रवर्तन निदेशालय ने टू जी स्पेक्ट्रम आवंटन मामले में सीबीआई के आरोप पत्र में दर्ज सभी लोगों के खिलाफ काले धन की रोकथाम से संबंधित कानून के अंतर्गत सम्मन जारी किये हैं। एजेंसी ने सरकारी सूत्रों के हवाले से खबर दी है कि जेल में बंद पूर्व दूरसंचार मंत्री ए. राजा, डीबी रीयल्टी ग्रुप के प्रबंध निदेशक शाहिद बलवा और अन्य लोगों से पूछताछ के लिए निदेशालय जल्दी ही दिल्ली की एक अदालत से अनुरोध करेगा।-
उच्चतम न्यायालय टू जी स्पेक्ट्रम आवंटन मामले में पूर्वसंचार मंत्री ए. राजा तथा अन्य लोगों की सुनवाई के लिए आज विशेष सरकारी वकील नियुक्त करने का आदेश देगा। न्यायमूर्ति जी एस सिंघवी और न्यायमूर्ति ए.के. गांगुली की पीठ टू जी घोटाले में शामिल लोगों के खिलाफ कानूनी कार्रवाई के लिए रोजाना सुनवाई करने के बारे में भी आदेश देगी। केंद्र की अपत्तियों को दरकिनार करते हुए उच्चतम न्यायालय ने ८ अप्रैल को कहा था कि वह वरिष्ठ वकील यू.यू. ललित को विशेष सरकारी वकील नियुक्त करने के बारे में आदेश देगी। केंद्र सरकार ने अदालत से अनुरोध किया था कि उसे किसी और वकील का नाम तय करने के लिए एक हफ्ते का समय दिया जाए।उच्चतम न्यायालय नागरिक अधिकार कार्यकर्ता बिनायक सेन की जमानत अर्जी पर भी सुनवाई करेगा। बिनायक सेन को देशद्रोह और नक्सलियों से सम्पर्क रखने आरोप में आजीवन कारावास की सजा सुनाई गई है।

Polling is progressing smoothly for the second and final phase of Assembly elections in Assam. Voting is taking place in 64 constituencies spread over 14 districts in Lower Assam in this phase. The polling, which started at 7 am, will continue till 3 pm. Elaborate security arrangements have been made to ensure free and fair poll. Over 60 thousand personnel of Central paramilitary forces have been deployed. More than 50 per cent of 12,589 polling booths have been identified as sensitive. Strict vigil is being maintained along the border with Bhutan and Bangladesh to check infiltration of anti-social elements. Election observers have been appointed in every constituency to oversee the entire polling process. In addition to this, three thousand micro observers have been deputed at polling centres. 2,500 video cameras will record the entire polling process in vulnerable areas. Ramani, what is the latest update you have for us?
(Sunil), “I am at present in a polling centre at the Raghunath Chaudhury High school at Birkuchi area in the largest Assembly segment of Dispur in the outskirts of the Guwahati city. People in large numbers are queuing up in front of this polling centre before the voting began at 7.00 this morning. Polling is going on peacefully under adequate security cover and comfortable sunny weather. People are showing ‘voter slips’ and
approved alternate documents for their identification at the polling stations .

Campaigning for Assembly elections in Kerala, Tamil Nadu and Puducherry ends today. Single phase polling will be held in these states on Wednesday. In Kerala, political parties are making their last ditch efforts to woo the voters. Our correspondent has filed this report:
As few hours are left for the final effort for political parties, intense campaigning to woo each voter is underway. Of course, as in the past the main tussle is between Congress led UDF and CPIM led LDF. However, BJP in its earnest effort to open account in Kerala assembly has been equally strong in campaigning. Contrary to 2006 assembly poll, multiplicity of electronic media provided an altogether different manifestation to campaigning and political tussle in God's own country. The Election Commisson has issued a notice to DMK leader M.K. Stalin for personally attacking AIADMK Chief Jayalalitha, for violation of model Code of Conduct. The commission has asked Mr. Stalin to submit his response by this evening. AIADMK had on 8th April filed a complaint with the Election Commission against Mr Stalin who had allegedly made some remarks against Jayalalithaa. The Chief Electoral Officer Mr Praveen Kumar has passed restrictions on movement of vehicles and persons who do not belong to the constituency. In a press release, Mr Kumar has said that Opinion polls will be banned from five pm today till the 13th of april and the exit polls from the date of polling to 10th of May. He has also passed strict orders on the handling of evm by presiding officers to use the close button after polling is over. With regard to distribution of money, Mr Kumar that the comission would be constrained to take stern action on these matters. Joy Air News Chennai.

In West Bengal, notification for the 5th phase of Assembly elections in the state has been issued. 38 constiuencies in West Midnapore, Purulia, Bankura and Burdhaman districts will go to polls on the 7th of next month in this phase. Our correspondent reports that campaigning for first phase of elections has gained momentum as few days are left for poll. The first phase of polls will take place in 54 seats covering six north Bengal districts on the 18th of this month.
Most of the prominent leaders of all major political parties are now touring North Bengal districts to woo voters. The Trinamool Congress Chief Mamta Banerjee yesterday addressed a number of election rallies at different parts of Malda in North Bengal. The BJP leaders Mr. Vinay Katihar took part in the election campaign for his party nominees in the district. The Chief Minister Mr. Budhadeb Bhattacharjee also joined election rallies at his own constituency where he asserted that if Left Front is voted to power the industry will be set up on much debated land in Singur. The Government has set up a 15-member Inter Ministerial Group for recommending effective monitoring of provisions of telephone tapping and curtailing its leakage to the public at large. According to a Cabinet Secretary note, the group includes secretaries of Defence, DoT, IT, Revenue, Personnel and Legal Affairs as among the members. The Union Home Secretary will chair the group. The group will draw up uniform processes and procedures including Standard Operating Procedures for usage of tapped phones and destruction of non-relevant information. The Inter Ministerial Group will also draw up regulation and prevention of misuse of off-the-air interception using GSM and CDMA phones.

The Supreme Court will pass an order today on the appointment of a special public prosecutor for holding the trial of former telecom minister A Raja and others in the 2G spectrum allocation case. A bench of justices G S Singhvi and A K Ganguly will also pass direction for holding the trial in the case on day-to-day basis without any adjournments to bring to justice all persons involved in the scam. High profile politicians, top corporate bigwigs, bureaucrats and telecom firms have come under scrutiny in the case. Brushing aside the Centre's objections, the apex court had on April 8 said, it would pass an order for the appointment of senior advocate U U Lalit as special public prosecutor. The Supreme Court will also hear the bail plea of civil rights activist Binayak Sen, who has been sentenced to life imprisonment on charges of sedition and links with Naxalites today. A bench of justices H S Bedi and C K Prasad had on March 11th agreed to hear Sen's plea and had sought the response of the Chhattisgarh government within four weeks.

South African President Jacob Zuma says Libyan leader Muammar Gaddafi has accepted the African Union's road map for a cease-fire with rebels. Zuma and other African leaders travelled to Tripoli to meet Gaddafi yesterday and will be in the rebel stronghold of Benghazi today to meet leaders of the opposition. The African Union's road map calls for an immediate cease-fire, opening channels of humanitarian aid and talks between the rebels and the government. Meanwhile, pro-Gaddafi troops shelled rebel positions in Ajdabiya for control of the gateway to the opposition stronghold of Benghazi. News Channel Al Jazeera reported that the rebels have been outflanked by pro-Gaddafi forces.

A news item in The Times of India reveals that India is one of the few countries in the world that have not ratified a United Nations convention against corruption, even though it signed it 6 years ago.
