मुख्य समाचार : -

• जापान में फुकुशिमा परमाणु संयंत्र से होने वाला विकिरण खतरनाक स्तर तक पहुंचा। शिजुओका में फिर भूकंप, तोक्यो और आसपास के इलाके भी प्रभावित।
• भारत, विकिरण के खतरे के कारण जापान से आयातित खाद्य पदार्थों पर निगरानी रख रहा है। परमाणु ऊर्जा नियामक बोर्ड, देश के सभी परमाणु ऊर्जा संयंत्रों की सुरक्षा और आपात उपायों की फिर व्यापक जांच करेगा।
• प्रवर्तन निदेशालय ने उच्चतम न्यायालय को बताया - टू-जी स्पेक्ट्रम घोटाले के सिलसिले में कम से कम छह देशों में करोड़ों रुपये के विदेशी लेन-देन का पता चला। इकतीस कंपनियां प्रवर्तन निदेशालय की जांच के दायरे में।
• सरकार ने सभी पायलटों को जारी किए गए लाइसेंसों की जांच का आदेश दिया। मौजूदा जांच प्रणाली की निगरानी के लिए विशेषज्ञ समिति का गठन।
• उच्चतम न्यायालय ने विशेष जांच दल से कहा - विचार करे कि गोधरा दंगे मामले में नरेंद्र मोदी और 52 अन्य के खिलाफ आगे जांच की जरूरत है या नहीं।

जापान सरकार ने कहा है कि भूकंप प्रभावित फुकुशीमा परमाणु संयंत्र से रेडियोधर्मी विकिरण खतरनाक स्तर तक पहुंच गया है। यह चेतावनी उस समय आई जब संयंत्र में तीसरा विस्फोट हुआ। इससे पहली बार रिएक्टर की सुरक्षा कवच प्रणाली को नुकसान पहुंचा है। अगर यह टूट जाती है तो और भी खतरनाक रेडियोधर्मी पदार्थों के विकरण की आशंका है। अधिकारियों ने खतरे का दायरा बढ़ाते हुए 30 किलोमीटर तक रहने वालों को इलाका खाली कर देने को कहा है। ऐसा लगता है कि पहली बार फुकुशिमा दाईची रियेक्टरों में से एक की सुरक्षा कवच प्रणाली टूटी है।
इस बीच, भारत जापान से मंगाये जाने वाले खाद्य पदार्थों पर निगाह रखे हुए हैं। फूड सेफटी ऐंड स्टेडर्स अथॉरिटी ऑफ इंडिया के अध्यक्ष आई. पी सुवर्थन ने नई दिल्ली में कहा कि स्थिति पर पूरी नज+र रखी जा रही है। उन्होंने कहा कि अगर जापान से मंगाये जाने वाले खाद्य पदार्थों पर रेडिएशन का खतरा पाया जाता है तो इसे रोकने का फैसला किया जायेगा।

जापान में भूंकप से वहां के परमाणु संयंत्रों पर आये संकट के मद्देनजर, परमाणु उर्जा नियामक बोर्ड ने कहा है कि वह भारत के सभी परमाणु विद्युत संयंत्रों पर सुरक्षा और आपातका उपायों की फिर से व्यापक जांच करेगा। बोर्ड ने आज मुम्बई में बताया कि भारत में सभी परमाणु संयंत्रों के लिए आपात स्थिति से निपटने की व्यवस्था है और उनकी समय-समय पर परख की जाती है। बोर्ड के सचिव आर. भट्टाचार्य ने कहा कि बोर्ड जापान के फुकूशिमा परमाणु संयंत्र की स्थिति पर लगातार नजर रखें हुए हैं। उन्होंने कहा कि भारत के 20 रियेक्टरों में से केवल तारापुर परमाणु विद्युत केन्द्र की ईकाई एक और दो के ब्वॉयलिंग वॉटर रियेक्टर फुकुशिमा के एक संयंत्र की तरह के हैं।

टू-जी स्पेक्ट्रम घोटाला मामले में इकतीस और कंपनियां प्रवर्तन निदेशालय - की जांच के दायरे में आ गईं है। निदेशालय ने आज उच्च्तम न्यायालय में बताया कि घोटाले से जुड़े करोड़ों रूपये के विदेशी लेनदेन के तार कम से कम छह देशों से जुड़े हुए हैं।
प्रवर्तन निदेशालय ने आज इस मामले में ताजा स्थिति स्पष्ट करते हुए एक सीलबंद लिफाफा न्यायालय में पेश किया। अपनी रिपोर्ट में निदेशालय ने कहा है कि वह धन स्रोत के बारे में पता लगाने के लिए विदेशी अधिकारियों की भी मदद ले रहा है।
प्रवर्तन निदेशालय की ओर से पेश वकील के. के. वेणुगोपाल ने बताया कि अब तक 31 कंपनियों को सम्मन भेजे गए जिसमें से 26 कंपनियों के बयान भी दर्ज कर लिए गए हैं। उन्होंने बताया कि इस घोटालें में कुछ हवाला कारोबारी भी शामिल हैं। उनके ठिकानों पर छापे मारे गए और पूछताछ की गई।
श्री वेणुगोपाल ने अपनी रिपोर्ट में किसी व्यक्ति या कंपनी के नाम का खुलासा नहीं किया है। लेकिन कुछ लोगों के बारे में ब्यौरा दिया है। रिपोर्ट देखने के बाद अदालत ने कहा कि पहली नजर में कानून के उल्लंघन का मामला दिखा रहा है।

आदर्श हाउसिंग घोटाले की जांच के सिलसिले में सी बी आई ने आज वरिष्ठ आई ए एस अधिकारी और मुम्बई नगर निगम के पूर्व आयुक्त जयराज पाठक के मुंबई, दिल्ली और पुणे स्थित परिसरों पर छापे मारे।
छापेमारी में घौटाले से जुड़े कुछ खास कागजात प्राप्त हुए है। वरिष्ठ सीबीआई अधिकारी ने बताया कि आज कुल छह जगहों पर छापे मारे गये। जिसमें मुम्बई में तीन, दिल्ली में दो और पुणे में एक जगह पर तलाशी ली गई। फातक और उनके परिजनों के कुछ खास बैंक लोकरों की भी तलाशी ली गई। गौरतलब बात यह है कि आदर्श मामले में सीबीआई ने 29 जनवरी 13 लोगों के खिलाफ एफआईआर दर्ज की थी। जिनमें पूर्व मुख्यमंत्री अशोक चव्हाण का नाम भी शामिल है।

राष्ट्रमंडल खेलों की आयोजन समिति के निलम्बित अध्यक्ष सुरेश कलमाड़ी से सीबीआई ने आज दूसरी बार खेलों के आयोजन में कथित घोटाले के सम्बन्ध में पूछताछ की। सीबीआई ने पिछले साल दिसम्बर में उनसे पूछताछ की थी और दिल्ली, मुम्बई तथा पुणे में उनके आवास तथा कार्यालयों की तलाशी ली गई थी। कलमाड़ी के तीन निकट सहयोगी, आयोजन समिति के पूर्व महासचिव ललित भनोट, पूर्व निदेशक वी0 के0 वर्मा और उनके निजी सहयोगी शेखर देवरूखकर खेलों के दौरान हुई कथित अनियमितताओं के सिलसिले में पहले ही जेल में बंद हैं।

सरकार ने केन्द्र सरकार की नौकरियों में आरक्षण की मांग कर रहे उत्तर प्रदेश और हरियाणा के जाट नेताओं को बातचीत के लिए बुलाया है। सरकारी सूत्रों के मुताबिक गृह मंत्री पी. चिदम्बरम और सामाजिक न्याय मंत्री मुकुल वासनिक कल सरकार की ओर से जाट नेताओं से बातचीत करेंगे। इससे पहले संसदीय मामलों के राज्य मंत्री अश्विनी कुमार ने राज्य सभा में बताया कि सरकार जाट मुद्दे पर कल संसद में बयान देगी।
इस बीच, दोनों राज्यों में इस आंदोलन के चलते रेल यातायात प्रभावित है।

मालवाही समुद्री जहाजों पर सशस्त्र सुरक्षा गार्डों की तैनाती पर विचार कर रही है। समुद्री डाकुओं के हमले के समय इन सुरक्षाकर्मियों से मदद मिलेगी। इस बारे में कानून, रक्षा और जहाजरानी मंत्रालयों के बीच बातचीत के बाद फैसला किया जायेगा। नौसेना सूत्रों ने बताया कि भारत में समुद्री डाकुओं से निपटने के लिए कोई अलग से कानून नहीं है इन्हें हत्या का प्रयास और सरकारी संपत्ति को नुकसान पहुंचाने जैसी धाराओं के तहत गिरतार किया जाता है।सरकार समुद्री डाकुओं की समस्या से निपटने के लिए कड़े कानून भी बनाने जा रही है।

सरकार प्रस्तावित जैतापुर परमाणु संयंत्र के बारे में हर स्तर पर सुरक्षा सुनिश्चित करने के लिए अतिरिक्त पर्यावरण सुरक्षा मानकों पर विचार कर सकती है। यह जानकारी आज नई दिल्ली में पर्यावरण मंत्री जयराम रमेश ने पत्रकारों से बातचीत में दी।
भारतीय परमाणु उर्जा निगम लिमिटेड, इसकी सुरक्षा प्रणाली और डिजाइन को फिर से देख रहा है, इस विशेष मुद्दे पर परमाणु उर्जा नियामक बोर्ड के साथ बातचीत की जानी है। एनपीसीआईएल द्वारा की गई तकनीकी समीक्षा के आधार पर पर्यावरण के अनुकूल अतिरिक्त सुरक्षा मानकों पर हम अवश्य विचार करेंगे।
श्री रमेश एक सवाल का जवाब दे रहे थे जिसमें पूछा गया था कि क्या जापान में परमाणु संयंत्र से रेडियोधर्मी विकरण से सबक लेते हुए सरकार जैतापुर परियोजना से जुड़े सुरक्षा मानकों की फिर से समीक्षा करेगी।

बहरीन में राजनीतिक विरोध को शांत करने के उद्देश्य से तीन महीने के लिए आपात स्थिति लागू कर दी गई है। बहरीन की मदद के लिए सउदी नेतृत्व वाली जी सी सी सेना के पहुंचने के एक दिन बाद यह निर्णय लिया गया है।

लीबिया में मोअम्मर गद्दाफी की वफादार सेना ने आज मुख्य श्हर अजदाबियाह को अपने कब्जे में ले लिया। सेना ने विद्रोहियों के मजबूत गढ़ बेनगाजी और तोबरूक पर नियंत्रण करने के लिए अंतिम चढ्राई भी शुरू कर दी है। लीबिया के लड़ाकू जेट विमानों ने अजदाबियाह में विद्रोहियों के ठिकानों पर बम गिराए इसके अलावा गद्दाफी की सेना टैंकों और गश्ती नौकाओं से तटीय क्षेत्रों में गोलाबारी शुरू कर दी है, ताकि बेनगाजी और तोबरूक जैसे सामरिक महत्व के शहरों को कब्जे में लिया जा सके।
इस बीच, खबर है कि जी-आठ देशों और संयुक्त राष्ट्र सुरक्षा परिषद की लीबिया पर उड़ान वर्जित क्षेत्र लागू करने के प्रस्ताव पर अलग अलग राय है।

उच्चतम न्यायालय ने विशेष जांच दल - एस. आई. टी. से कहा है कि गोधरा के बाद दंगों के बाद जिन्दा जलाए गए। कांग्रेस के पूर्व सांसद एहसान जाफरी की पत्नी जाकिया जाफरी द्वारा दर्ज की गई शिकायत मामले में गुजरात के मुख्यमंत्री नरेन्द्र मोदी और 52 अन्य के मामले में आगे और जांच की जरूरत है या नहीं। न्यायमूर्ति डी. के. जैन, न्यायमूर्ति पी. सदाशिवम और न्यायमूर्ति अफताब आलम की पीठ ने एस आई टी से कहा है कि वह एस आई टी की रिपोर्ट पर कानूनी सलाहकार राजू रामचंद्रन की टिप्पणियों का जायजा लें और जांच को आगे बढ़ाये जाने के बारे में अपना उचित फैसला दे।
खंडपीठ ने कहा कि एसआईटी के अनुमानों और सबूतों में मेल नहीं है। खंडपीठ ने एसआईटी से 25 अप्रैल तक रिपोर्ट पेश करने को कहा।

मुम्बई शेयर बाजार का सेंसेक्स आज 272 अंक गिरकर 18 हजार 168 पर बंद हुआ। जापान संकट के कारण टोक्यो शेयर बाजार में दस प्रतिशत से अधिक गिरावट का असर सेंसेक्स पर दिखा। नेशनल स्टॉक एक्सचेंज का निफ्‌टी 82 अंक गिरकर पांच हजार पांच सौ पर आ गया।

केन्दीय मंत्रिमंडल ने वस्तु और सेवा कर- को लागू करने के लिए संविधान संशोधन विधेयक को मंजूरी दे दी। वित्तमंत्री प्रणब मुखर्जी ने कहा कि वे इसी सत्र में विधेयक लाने की कोशिश करेंगे।

सरकार ने खाद्य सुरक्षा सुनिश्चित करने के लिए कृषि योग्य भूमि का गैर कृषि कार्यों में इस्तेमाल रोकने के लिए कई कदम उठाए हैं। राज्य सभा में आज एक ध्यानाकर्षण नोटिस का जवाब देते हुए कृषि राज्य मंत्री अरूण यादव ने कहा कि राष्ट्रीय कृषक नीति 2007 में खेती योग्य भूमि का इस्तेमाल केवल कृषि कार्यों के लिए करने का प्रस्ताव है। जबकि राष्ट्रीय पुनर्वास और पुर्नस्थापना नीति 2007 में प्रावधान है कि परियोजना के अनुरूप न्यूनतम जमीन ली जा सकती है। विशेष आर्थिक क्षेत्र-सेज के संदर्भ में ज्यादा से ज्यादा पांच हजार हेक्टयर जमीन ली जा सकती है।
उन्होंने सदन को बताया कि हालांकि कृषि योग्य भूमि में थोड़ी कमी आई है लेकिन इससे अनाज उत्पादन पर कोई फर्क नहीं पड़ा है।

प्रधानमंत्री का खाद्य और सार्वजनिक वितरण प्रणाली संबंधी कोर ग्रुप, आधार अनन्य पहचान पत्रों के इस्तेमाल के जरिए खाद्य सब्सिडी नकद उपलब्ध कराने के विकल्प पर विचार कर रहा है ताकि प्रणाली की खामियों को दूर किया जा सके।
योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलुवालिया इस कोर ग्रुप के अध्यक्ष हैं। इसके सदस्यों में दिल्ली, बिहार, छत्तीसगढ़ और असम के मुख्यमंत्री तथा प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष सी रंगराजन शामिल हैं। श्री अहलुवालिया राशन की दुकानों के जरिए अनाज की वितरण में सुधार के सुझावों के साथ रिपोर्ट को अंतिम रूप दे रहे हैं।

अल्पसंख्यक मामलों के मंत्री सलमान खुर्शीद ने इस बात से इंकार किया है कि उनका मंत्रालय वर्ग विशेष के अल्पसंख्यकों का ही पोषण करता है। राज्य सभा में अपने मंत्रालय के बारे में बहस का जवाब देते हुए श्री खुर्शीद ने कहा कि सभी अल्पसंख्यकों का बराबर ध्यान दिया जाता है। उन्होंने कहा कि अल्पसंख्यकों के कल्याण के लिए प्रधानमंत्री के पंद्रह सूत्री कार्यक्रम को लागू करने में महत्वपूर्ण सफलता मिली है लेकिन अभी भी बहुत कुछ किया जाना बाकी है। इससे पहल, बहस में हिस्सा लेते हुए सदस्यों ने आमतौर पर अल्पसंख्यकों के कल्याण के लिए सरकार द्वारा किए जा रहे प्रयासों का स्वागत किया।

Japan today said, radiation from quake-stricken Fukushima Daiichi nuclear plant has reached harmful levels. The warning comes after the plant was rocked by a third blast, which has reportedly damaged one of the reactors' containment systems for the first time. Reactor 2 became the third to explode in four days at the Fukushima Daiichi plant. Authorities have extended the danger zone, warning residents within 30 kilometers to evacuate or stay indoors. The government later said that radiation levels at the plant's main gate had fallen sharply. According to BBC, a fire also briefly broke out at reactor 4, and is believed to have caused radioactive leaks. Chief Cabinet Secretary Yukio Edano said they are closely watching the remaining two reactors at plant, five and six, as they had begun overheating slightly.

A strong and shallow earthquake jolted Shizuoka Prefecture and its vicinity, including Tokyo, this evening.  The U.S. Geological Survey said, the quake measuring 5.8 on the Richter scale jolted off the east coast of Honshu at a depth of one kilometer. No tsunami warning has been issued.

India is keeping a close watch on food items imported from Japan due to radiation scare spreading across Asia following blasts in nuclear reactors there.  Food Safety and Standards Authority of India (FSSAI) Chairman P I Suvarathan said in New Delhi that they are   watching the situation as a part of the surveillance.

The Atomic Energy Regulatory Board(AERB) today said it would carry out a comprehensive reassessment of safety and emergency mitigation measures at all the Indian nuclear power plants, in the light of the crisis in Japan.

The Government has said, additional environmental safeguards at the proposed Jaitapur atomic plant can be considered to ensure safety at all levels.Talking to reporters in New Delhi today, Environment Minister Jairam Ramesh said, the Nuclear Power Corporation of India Limited (NPCIL) is having a relook at all safety systems and designs.

Thirty-one firms have come under the scrutiny of the Enforcement Directorate which told the Supreme Court today that multicrore foreign transactions relating to the 2G spectrum scam have been traced to at least six countries. The agency placed the status report of its investigation in the scam in a sealed envelope before a bench comprising justices G S Singhvi and A K Ganguly in which it has mentioned that it is seeking the help of foreign authorities in tracking the source of money.

Meanwhile, all the four accused in the 2G spectrum scam, including former Telecom Minister A Raja, will now avail video conferencing facility to appear before a Delhi court to participate in its proceedings.

The government has ordered a probe into all licenses issued to the pilots in the past. An experts committee is also being set to look into the current examination system.Making a statement in the Rajya Sabha today, the Minister for Civil Aviation, Mr Vayalar Ravi said,the Committee will also  examine the need for introduction of e-technology, new procedures and effective system of cross-verification of documents filed by candidates for various licenses in the DGCA.

Meanwhile, the Delhi High Court today restrained a section of Air India pilots from going on strike tomorrow to press their demand for higher pay and better working conditions.

The Supreme Court today asked the Special InvestigationTeam to consider whether further probe was required against Gujarat Chief Minsister Narendra Modi and 52 others in the complaint filed by Jakia Jafri, widow of former Congress MP Ehsan Jafri. Jafri was burnt alive in the post Godhra riots. A bench of justices D K Jain, P Sathasivam and Aftab Alam asked the SIT to examine the observations submitted by senior counsel and amicus curiae Raju Ramachandran on the team's report and take appropriate decision on conducting further investigations.

The Supreme Court today reserved its verdict on a plea for a CBI probe into Tulsiram Prajapati's killing by the Gujarat police. Prajapati was   was stated to be an eyewitness in the   encounter death of Sohrabuddin Sheikh and his wife Kauser Bi allegedly involving ex-Home Minister Amit Shah.

Government has invited Jat leaders in Uttar Pradesh and Haryana for talks. They are demanding reservation in Central Government jobs. Official sources said that Home Minister P Chidambaram and Social Justice Minister Mukul Wasnik will be holding the talks on behalf of the government tomorrow. Sources confirmed that the decision to hold talks with the agitating Jats was taken at a meeting of the Cabinet Committee on Political Affairs (CCPA) chaired by Prime Minister Manmohan Singh in New Delhi today. In Uttar Pradesh rail traffic continued to remain paralysed on the Lucknow-Delhi rail route for the 11th consecutive day.

In Bahrain, a three-month state of emergency has been imposed to quell political unrest. According to Bahrain’s official news agency BNA, the king has authorized the nation's armed forces chief to take all measures to stamp out protests that have gripped the island nation for the past month. The move comes a day after Saudi-led GCC military forces arrived to help Bahrain. Agency reports quoting a security official says that a Saudi soldier who was part of the troops deployed to Bahrain has been shot dead by a protester in the capital, Manama.

Brokers attributed the fall to the Japanese Nikkei tumbling by over 10 per cent amid fears of a meltdown at a nuclear power point. Overnight losses in the US market also dampened the sentiment. National Stock Exchange NIFTY also closed 82 points down at 5500.

The rupee ended lower by 19 paise to 45 rupees 25 against the US currency on renewed dollar demand from banks and importers despite a weak dollar overseas. Forex dealers said that the dollar fell against the yen in Sydney market after Japan's Prime Minister Naoto Kan warned of a radiation leak following the third explosion at a reactor in the nuclear plant at Fukushima of Japan following an earthquake and tsunami. Meanwhile, global crude oil was trading below 99 dollars a barrel in London today.

At the Eden Gardens, Kolkata,   South Africa are well set to win  their Cricket World Cup Group 'B' match against Ireland. Chasing a challenging target of 273,  Ireland were 132 for 8 in 32 overs,  a short while ago. Earlier, put in to bat, the Proteas made 272 for seven in the stipulated 50 overs. More than 25,000 spectators turned out to watch the game at the refurbished Eden Gardens which is hosting its first 2011 World Cup tie. The venue had lost the hosting rights of the India-England encounter to Bangalore last month due to unpreparedness.

Libyan forces loyal to Col.Gaddafi today encircled the key town of Ajdabiyah  as they began the final push to wrest back the opposition strongholds of Benghazi and Tobruk. Libyan fighter jets flew behind the rebel lines to bomb Ajdabiyah as Gaddafi's tanks and patrol boats launched a barrage on the coastal areas.
