भारत ने पाकिस्तान के साथ गृह सचिव स्तर की बातचीत के पहले दौर को बेहद रचनात्मक बताया है। आज नई दिल्ली में पहले दिन की बातचीत के बाद गृह सचिव जी.के. पिल्लई ने कहा कि बातचीत सही दिशा में आगे बढ़ रही है। पाकिस्तान के गृह सचिव चौधरी कमरूज्ज+मा ने इसी तरह के विचार व्यक्त करते हुए कहा कि इस बैठक का अच्छा नतीजा निकलेगा। उन्होंने मीडिया से कहा कि बातचीत में दोनों ही पक्षों ने बहुत ही रचनात्मक रूख अपनाया। दो दिन की इस बातचीत की समाप्ति पर कल एक संयुक्त वक्तव्य जारी होने की उम्मीद है।
हमारे संवाददाता ने खबर दी है कि बातचीत में मुंबई आतंकी हमलों की जांच की प्रगति पर चर्चा हुई। इन हमलों में शामिल आतंकवादियों के आवाज के नमूनें सौंपने, सीमापार स्थित आतंकी शिविरों को नष्ट करने तथा समझौता एक्सप्रेस विस्फोट की जांच की प्रगति पर भी मुख्य रूप से चर्चा हो रही है।
उम्मीद है कि भारत, पाकिस्तान से इंडियन मुजाहिदीन के आतंकवादियों और पाकिस्तान में रहे रहे अंडरवर्ल्ड डॉन दाउद इब्राहिम को उसे सौंपने तथा पाकिस्तान से जाली भारतीय नोट आने पर रोक लगाने को भी कहेगा।
पाकिस्तान ने कहा है कि इस वार्ता का उद्देश्य दोनों देशों के बीच शांति को बढ़ावा देना और मजबूत करना है। पाकिस्तान ने दोनों देशों के बीच वीजा व्यवस्था में ढील देने का भी अनुरोध किया है।
मोहाली में भारत-पाकिस्तान क्रिकेट मैच के दौरान दोनों देशों के प्रधानमंत्रियों की अलग से होने वाली बातचीत को देखते हुए इस वार्ता से उम्मीदें और बढ़ गई हैं।

उच्चतम न्यायालय ने सरकार को निर्देश दिया है कि काले धन के स्रोत के गंभीर पहलुओं की राष्ट्रीय सुरक्षा के नजरिये से जांच की जानी चाहिए। न्यायमूर्ति बी सुदर्शन रेड्डी और न्यायमूर्ति एस एस निज्जर की खंडपीठ ने आज कहा कि समूची जांच केवल एक व्यक्ति हसन अली खान पर केंद्रित है।  अदालत ने जानना चाहा कि अन्य लोगों के बारे में क्या हो रहा है। इससे पहले खंडपीठ ने प्रवर्तन निदेशालय द्वारा सील बंद लिफाफे में पेश की गई 14 पृष्ठों की स्थिति रिपोर्ट का अवलोकन किया। खंडपीठ ने कहा कि अगली सुनवाई पर अदालत राष्ट्रीय सुरक्षा के नजरिये से की गई जांच की प्रगति के बारे में जानना चाहेगी।
सरकार की ओर से सालिस्टर जनरल गोपाल सुब्रहमणियम ने कहा कि जांच में काफी महत्वपूर्ण जानकारियां मिली हैं।

संसद की लोक लेखा समिति ने कॉर्पोरेट लॉबिस्ट नीरा राडिया और टाटा समूह के अध्यक्ष रतन टाटा को टू-जी स्पेक्ट्रम आवंटन मामले में उनकी भूमिका पर बातचीत करने के लिए 4 अप्रैल को बुलाया है। चार प्रमुख कंपनियों-रिलायंस अनिल-अंबानी ग्रुप, एयरटेल, स्वान टेलीकॉम और यूनीटेक के प्रतिनिधियों को 5 अप्रैल को बुलाया गया है। लोक लेखा समिति के सूत्रों ने कहा है कि इस समिति की टू-जी स्पेक्ट्रम आवंटन मामले पर विचार करने के लिए चार और पांच अप्रैल को बैठक होगी। इस मामले को लेकर पूर्व दूरसंचार मंत्री ए.राजा को त्याग पत्र देना पड़ा था और बाद में उन्हें गिरतार किया गया। वे अब भी हिरासत में हैं। इससे पहले, आउट लुक और ओपन पत्रिकाओं के संपादकों को उनकी पत्रिकाओं में राडिया की उद्योगपतियों और प्रमुख पत्रकारों से टेलीफोन पर बातचीत सम्बन्धी टेपों का खुलासा किये जाने को लेकर पूछताछ करने के लिए बुलाया गया था।

सरकार ने उच्चतम न्यायालय के निर्देशों के अनुसार टू-जी स्पेक्ट्रम घोटाले से सम्बन्धी मामलों की सुनवाई के लिए विशेष अदालत नियुक्त की है। दिल्ली सरकार ने टू-जी स्पेक्ट्रम घोटाले से सम्बन्धित सभी मामलों की सुनवाई के लिए ओम प्रकाश सेनी को विशेष जज नियुक्त करने की अधिसूचना जारी की।
एक अलग, अधिसूचना में वित्त मंत्रालय के राजस्व विभाग ने श्री सेनी की सत्र अदालत को मनी लॉडरिंग रोकने सम्बन्धी कानून 2002 के तहत आने वाले अपराधों से निपटने के लिए विशेष अदालत नियुक्त किया।
उच्चतम न्यायायल ने सरकार को टू-जी स्पेक्ट्रम घोटाले के मामलों की सुनवाई के लिए विशेष अदालत बनाने को कहा था।

उच्चतम न्यायालय ने आज केन्द्र सरकार से पूछा है कि देश में प्लास्टिक के इस्तेमाल पर क्यों ने पूरी तरह से प्रतिबंध लगा दिया जाए, जो इस समय केवल तम्बाकू उत्पादों तक ही सीमित है। न्यायमूर्ति जी.एस. सिंघवी और न्यायमूर्ति ए.के. गांगुली की पीठ ने एक जनहित याचिका पर केन्द्र को नोटिस जारी किया।

दक्षिणी यमन में अल-कायदा द्वारा लूटे गये गोला-बारूद के कारखानें में भारी विस्फोट से कम से कम 78 लोग मारे गये हैं। ये विस्फोट अलकायदा का गढ़ माने जाने वाले अशांत सूबे अब्यान के जार कस्बे में हुआ। इस शक्तिशाली विस्फोट की आवाज 15  किलोमीटर दूर तक सुनाई दी। खबरों के अनुसार उग्रवादियों ने सरकारी फौज के साथ मुठभेड़ में कल इस कारखाने पर कब्जा कर लिया था। विस्फोट के समय दर्जनों लोग कारखाने के अंदर मौजूद थे जो कल हुई मुठभेड़ के बाद बचे हुए गोला-बारूद को हटाने में लगे हुए थे। यह अभी स्पष्ट नहीं है कि विस्फोट दुर्घटनावश हुआ या जान-बूझकर इसके लिये साजिश रची गई थी।

सोमालिया ने भारत को आश्वासन दिया है कि वह सोमालियाई समुद्री लुटेरों से 53 भारतीय बंधको को मुक्त कराने के लिए हर संभव कोशिश करेगा। नई दिल्ली में संवाददाताओं को विदेश मंत्री एस.एम. कृष्णा ने कहा कि भारत ने भी सोमालिया को समुद्री लुटेरों की समस्या से निपटने के लिए रोजगार के अवसर पैदा करने वाली परियोजनाओं में सहायता करने की पेशकश की।

अफगानिस्तान में कल रात पूर्वी पक्तिका प्रांत में हुए आत्मघाती बम हमले में मरने वालों की संख्या चौबीस हो गई है। पाकिस्तान की सीमा के साथ लगने वाले बेरमाल जिले में एक सड़क निर्माण कंपनी पर तीन आत्मघाती बम हमलावरों द्वारा किए गए इन विस्फोटों में करीब साठ लोग घायल भी हुए हैं।

दक्षिण कोरिया ने कहा है कि जापान के क्षतिग्रस्त परमाणु बिजली संयंत्र से निकलने वाले विकिरण की कुछ मात्रा देश के पूर्वी गांगवोन प्रांत में पहुंची है, लेकिन उससे स्वास्थ्य और पर्यावरण के लिए किसी प्रकार का खतरा नहीं है।

राष्ट्रीय आपदा कार्रवाई बल का 46 सदस्यों का एक दल आज सुबह टोक्यो पहुंचा। भारत का यह दल जापान के अधिकारियों की त्सुनामी प्रभावित क्षेत्रों में राहत और बचाव कार्यों में सहायता करेगा। नई दिल्ली में विदेश मंत्रालय ने कहा कि यह दल अपने साथ विशेष उपकरण भी लेकर गया है।

मुंबई शेयर बाजार का संवेदी सूचकांक आज एक सौ 28 अंकों की बढ़त के साथ 18 हजार नौ सौ 43 पर बंद हुआ। इससे पहले, दिन में सेंसेक्स 19 हजार के आंकड़े को पार कर गया था। नेशनल स्टॉक एक्सचेंज के निटी में भी 33 अंकों की वृद्धि हुई और ये पांच हजार छह सौ 87 पर बंद हुआ।

भारत और अफ्रीका ने बढ़ते आर्थिक संबंधों को देखते हुए 2015 तक आपसी व्यापार का लक्ष्य मौजूदा 45 अरब डालर से बढ़ाकर 70 अरब डालर कर दिया है। भारतीय उद्योग परिसंघ सी आई आई द्वारा आयोजित भारत अफ्रीका सम्मेलन में वाणिज्य और उद्योग मंत्री आनंद शर्मा ने आशा व्यक्त की कि व्यापार के इस बढ़े हुए लक्ष्य को हासिल कर लिया जायेगा। उन्होंने कहा कि भारत और अफ्रीका के व्यापारियों के लिये आपसी व्यापार के लिए भारी संभावनाएं मौजूद हैं।

New Delhi has described the first round of India-Pak Home Secretary level talks as extremely positive. Speaking to reporters at the conclusion of first day's talks in the capital, Home secretary G K Pillai said, discussions  are progressing in the right direction.

Echoing similar sentiments, Pakistan Interior Secretary Chaudhary Qamar Zaman said, the meeting will be result-oriented. He told the media that very positive attitude was displayed in the talks from both the sides. Our correspondent quoting official sources reports, progress in the probe of Mumbai terror attacks figured in the deliberations. Dismantling of terror camps across the border and progress of Samjhota blasts probe are also high on the agenda. India is likley to ask Pakistan to hand over Indian Mujahideen terrorists and underworld don Dawood Ibrahim taking shelter in that country besides discussing the checking of inflow of fake Indian currency notes. Pakistan says, the talks are aimed at promoting and strengthening peace between the two countries. With the Prime Ministers of the two countries all set to meet on the sidelines of India Pakistan Cricket Match at Mohali on Wednesday, the expectations from the talks have increased. Our correspondent adds,  this is the first structured dialogue between the two countries after the Mumbai terror attacks in November, 2008.  India decided to resume peace dialogue with Pakistan last month at Thimpu to discuss all issues.

The Supreme Court today directed the Government to track the  serious aspect of source of the black money by incorporating the angle of national security. A bench of justices B Sudershan Reddy and S S Nijjar said, the whole concentration of the probe is focussed only on one individual Hasan Ali Khan in the black money case. The bench, which perused the 14-page status report submitted in a sealed cover on the probe by the Enforcement Directorate said, it would also like to know on the next hearing the progress made in the investigation from the national security aspect and what is the source of such money which is more serious aspect.The government  said, there has been substantial breakthrough in the investigation. The court reiterated its idea of setting up a Special Investigation Team (SIT) to probe the entire issue related to the black money stashed away in banks abroad.

In another case, The Supreme Court today sought response from the Centre on why there should not be a complete ban on the use of plastics in the country which at present is limited to tobacco products.  A bench of Justices G S Singhvi and A K Ganguly issued notice to the Centre on a PIL seeking the court's direction to impose a complete ban on the use of plastics. It asked the Centre to file its response by the next date of hearing.

Sending out a stern message against the destruction of public property and transport system during agitations, the Supreme Court today said, state governments would have to pay for the loss incurred to Railways and general public on disruption of rail services. A bench of Justices G S Singhvi and A K Ganguly said, destruction of public property and disrupting train services cannot be allowed in the name of agitation. The bench asked the Haryana government to respond why it should not pay the loss incurred by the Railways following the 11-day stir organised by 12 'khap' panchayats against booking of some upper caste people in connection with the Mirchpur dalit killings case.

Parliament's Public Accounts Committee ,PAC, has summoned corporate lobbyist Niira Radia and Tata Group Chairperson Ratan Tata on April 4 to discuss their role in the 2-G Spectrum allocation case. Representatives of four key players namely Reliance (Anil Ambani Group), Airtel, Swan Telecom and Unitech, have been summoned on April 5.  Sources in the PAC said that the panel will meet on  4 and 5 of April to discuss the 2-G spectrum allocation case which had led to the resignation of Telecom Minister A Raja.Earlier editors of 'Outlook' and 'Open' magazines were called in the 2-G spectrum case to question them on the revelations made in their respective publications about tapes regarding Radia's telephonic conversations with captains of industry and important journalists. The PAC has already been briefed by CAG, CBI Director and many other people in connection with the probe.

Government today appointed a special court to try cases relating to 2G-spectrum scam following directions of the Supreme Court. Delhi Government issued a notification designating Om Prakash Saini as a special judge to undertake the trial of cases in relation to all matters pertaining to 2G scam exclusively. In a separate notification, Department of Revenue in the Finance Ministry designated the sessions court of Saini as special court to deal with offences under the Prevention of Money Laundering Act 2002.

The CBI will file this week its first charge sheet into the 2G spectrum scam against former Telecom Minister A Raja and some of his close aides besides a couple of real estate companies for allegedly defrauding the exchequer.  According to CBI sources, the extent of loss to the state exchequer may not be included in this charge sheet as the Telecom Regulatory Authority of India (TRAI) was yet to complete the process of ascertaining the loss on allocation of spectrum to all operators between 2001 and 2008.

The estimated tiger population in the country has risen to 1,706 in 2010 from 1,411 in 2006. Releasing the latest Tiger Census in New Delhi today, environment minister Jairam Ramesh said that the figure also includes 70 tigers from the Sunderban region which were not enumerated in the previous census.

The tiger population in the country has risen by 12 percent in the last four years. The triangle of Kerala, Tamil Nadu and Karnataka have the single largest concentration of tigers in the world.The Nagarjuna Sagar Tiger Reserve in Andhra Pradesh alone  has 60 tigers.   However the figures of north east and central India are worrisome. Another cause of concern is conservation of  more than 30 per cent of the estimated tiger population which lives outside the 39 tiger reserves in the country. Also some of the famous tiger reserves including the Corbett and Ranthambore have almost reached their carrying capacity and tigers are moving out into the human territory and thus once again exposing the man-animal conflict. The authorities should therefore also focus on how to minimise this growing conflict

At least 78 people have been killed in a massive blast at an ammunition plant looted by Al Qaeda in the southern Yemen.  The blasts shook the town of Jaar in the restive province of Abyan, a stronghold of Al Qaida.  According to reports, the plant was seized by the ultras yesterday amid clashes with government forces.  It remained unclear if the cause was accidental or the result of a booby trap.  Officials said bodies were still being recovered from the scene.  They said the dead included women and children.

Pakistani cricketers have been warned not to indulge in any match-fixing by their Interior Minister Rehman Malik who said in Karachi, that he was keeping a close watch on their activities.

The warning comes ahead of Wednesday's crucial Indo-Pak World Cup semi-final.

Meanwhile A thick blanket of security has been thrown around Mohali where the semi-final match of world cup Cricket between India and Pakistan is scheduled to be played on Wednesday. A seven-layer security cover is being put in place in the wake of intelligence reports that terrorists may attempt to disrupt the match. Official sources said, anti-aircraft guns and NSG commandos will also be deployed to keep a close eye on anti-national and anti-social elements. Our correspondent reports that the stadium is likely to be declared as no-fly zone during the match as the Prime Ministers of India and Pakistan are scheduled to watch the match.

The Election Commission today asserted that it has ample powers to order search and seizure of vehicles to prevent distribution of money during polls. The commission stated its position in a counter affidavit to the Madras High court’s order directing it not to conduct searches or seizures without the concerned authority arriving at subjective satisfaction regarding the nature and source of information.More from our correspodnent.

Somalia today assured India that it will do everything possible to get 53 Indian hostages released from pirates in that country. Disclosing this to reporters in New Delhi, External Affairs Minister S M Krishna said, India has also offered to help Somalia implement job generating projects to tackle piracy in the African nation. These issues came up for discussion during a meeting between Mr. Krishna and visiting Somalian Deputy Prime Minister Abdiweli Ali.
