प्रधानमंत्री मनमोहन सिंह जर्मनी में फ्रेंकफर्ट पहुंच गए हैं। वे संयुक्त राष्ट्र महासभा की बैठक में भाग लेने के लिए न्यूयॉर्क जा रहे हैं। डॉ० सिंह महासभा की आम बहस को २४ तारीख को संबोधित करेंगे। इस भाषण में वे संयुक्त राष्ट्र सुधारों, आतंकवाद, विश्व अर्थव्यवस्था और गरीबी उन्मूलन के मुद्दों पर भारत का दृष्टिकोण प्रस्तुत करेंगे। न्यूयॉर्क के लिए रवाना होते समय एक बयान में डॉ० सिंह ने कहा था कि अब संयुक्त राष्ट्र का विश्व नेता की अपनी भूमिका संभाल लेनी चाहिए। उन्होंने कहा कि इस विश्व संस्था को एक पक्षपात रहित, विश्वसनीय और कारगर संस्था के रूप में पहचाना जाना चाहिए। उन्होंने कहा कि सभी देशों को आतंकवाद और अंतर्राष्ट्रीय सुरक्षा को गैर-पारम्परिक खतरे की दोहरी चुनौतियों से मिलकर निपटना चाहिए।-----
आज रात शुरू होने वाली संयुक्त राष्ट्र महासभा की वार्षिक महासभा बैठक में भाग लेने के लिए बड़ी संख्या में विश्व नेता न्यूयॉर्क में संयुक्त राष्ट्र मुख्यालय में एकत्र हो रहे हैं। इस बैठक में जलवायु परिवर्तन, गरीबी और निरन्तर विकास से लेकर आतंकवाद, मानवाधिकार और मानवीय संकट जैसे विश्व मुद्दों पर चर्चा होगी। उम्मीद की जाती है कि लीबिया की स्थिति, फलस्तीन द्वारा संयुक्त राष्ट्र की सदस्यता के लिए दिए गए आवेदन, आर्थिक मंदी के असर, संयुक्त राष्ट्र सुरक्षा परिषद में सुधार और गैर-संचारी रोगों के नियंत्रण के मुद्दों पर भी बैठक में चर्चा होगी। इस वर्ष की आम बहस का विषय विवादों के निपटान में मध्यस्थता की भूमिका है। एक सौ बीस से भी अधिक राष्ट्राध्यक्षों और सरकार प्रमुखों द्वारा बैठक में अपने विचार प्रकट किए जाएंगे।वित्त मंत्री प्रणब मुखर्जी भी पांच दिन की यात्रा पर आज न्यूयॉर्क पहुंच रहे है। वे विदेशी निवेशकों और कारोबारी प्रमुखों को भारत में और अधिक निवेश करने के लिए प्रोत्साहित करेंगे। वित्त मंत्री जी-२०, जी-२४, ब्रिक्स और अंतर्राष्ट्रीय मुद्राकोष की बैठकों में हिस्सा लेंगे। वे अमरीका-भारत सीईओ फोरम की बैठक में भी शामिल होंगे।

केन्द्र सरकार ने नक्सलियों से फिर आग्रह किया है कि वे हिंसा का रास्ता छोड़कर बातचीत करें। कोलकाता में आज भारत वाणिज्य मंडल के विशेष अधिवेशन में गृहमंत्री पी चिदम्बरम ने कहा कि वार्ता के दरवाजे अब भी खुले हैंहम नक्सलियों से कह रहे है कि वे ंिहंसा त्याग दे। हम उनसे विचार धारा छोड़ने, हथियार डालने या समर्पण करने के लिए नहीं कह रहे है। हम चाहते है कि वे हिंसा छोड़ दे, और बातचीत के लिए आगे आये।
केन्द्रीय गृह मंत्री ने फिर कहा कि नक्सलपंथी उग्रवादी आंदोलन से निपटना आतंकवाद से बड़ी चुनौती है। सरकार ने देश में नक्सल प्रभावित साठ जिलों में सामाजिक, आर्थिक विकास के लिए तैतीस अरब रूपए खर्च करने का फैसला किया है।

कांग्रेस महासचिव राहुल गांधी ने रविवार को आए भूकंप से निपटने के लिए सिक्किम को केंद्र की ओर से हरसंभव सहायता का आश्वासन दिया है। वे आज सुबह राज्य की संक्षिप्त यात्रा के बाद शिलांग रवाना होने से पहले गंगटोक में सेना के लिबिंग हैलीपैड पर संवाददाताओं से बातचीत कर रहे थे।इस बीच, सिक्किम के मुख्यमंत्री पवन चामलिंग ने घोषणा की कि राज्य सरकार भूकंप से हुए नुकसान का अंदाजा लगाने का काम दस दिन में पूरा कर लेगी। हमारे संवाददाता ने बताया कि गंगटोक में आज सम्मान भवन में संवाददाता सम्मेलन में श्री चामलिंग ने कहा कि यह रिपोर्ट केंद्र को सौंपी जाएगी।
सवालों का जवाब देते हुए श्री चामलिंग ने जोर देकर कहा कि उत्तर सिक्किम जिले के मंगन से आगे के इलाकों को छोड़कर राज्य के सभी इलाकें पर्यटकों की पहुंच के भीतर है। उन्होंने भरोसा दिया कि राज्य अगले १०-१५ दिनों के भीतर एक बार फिर से पर्यटकों का स्वागत करने के लिए तैयार हो जायेगा। उधर, राज्य में भूकंप से मरने वालों की संख्या ७१ तक पहुंच गई है। सबसे बूरी तरह प्रभावित उत्तर जि+ल में ही ५३ लोग मारे गये हैं। भूकंप के चलते करीब ३०० लोग घायल भी हुए है।

राज्य में बिजली की सप्लाई आंशिक रूप से बहाल कर दी गई है और सड़क सम्पर्क भी बहाल किए जा रहे हैं। गंगटोक से मंगन की सड़कें खोल दी गई हैं।
गृह मंत्री पी० चिदम्बरम भूकंप प्रभावित इलाकों में राहत और बचाव कार्यो का जायजा लेने कल सिक्किम जायेंगे। रक्षा बलों ने प्रभावित इलाकों से तीन हजार से अधिक लोगों को निकाला है।

कूडनकुलम परमाणु बिजली परियोजना की संघर्ष समिति ने दस दिन की भूख हड़ताल के बाद आज इसे समाप्त करने का फैसला किया। संघर्ष समिति के संयोजक एस० पी० उदयकुमार ने तमिलनाडु की मुख्यमंत्री जयललिता से आज मिलने के बाद पत्रकारों को बताया कि मुख्यमंत्री ने आश्वासन दिया है कि राज्य मंत्रिमंडल एक प्रस्ताव पारित कर केंद्र से इस परियोजना पर तुरंत रोक लगाने की मांग करेगा। उन्होंने कहा कि इस मुद्दे पर प्रधानमंत्री से बात करने के लिए मुख्यमंत्री द्वारा एक समिति भेजी जाएगी।इससे पहले, प्रधानमंत्री कार्यालय में राज्य मंत्री वी० नारायणसामी ने मुख्यमंत्री जयललिता से मिलकर कल संघर्ष समिति के सदस्यों के साथ हुई बातचीत की जानकारी दी।

गुजरात उच्च न्यायालय ने राज्य के लोकायुक्त सेवानिवृत्त न्यायमूर्ति आर. ए. मेहता को आज फिर से नोटिस जारी किया है। इससे पहले के नोटिस के तामील न होने पर न्यायमूर्ति अकील कुरैशी और सोनिया गोकानी की खंडपीठ द्वारा दोबारा नोटिस जारी किया गया है। राज्यपाल ने न्यायमूर्ति मेहता को नरेन्द्र मोदी सरकार से बिना सलाह मशविरा किए २६ अगस्त को लोकायुक्त नियुक्त किया था। राज्य सरकार ने राज्यपाल के इस फैसले को उच्च न्यायालय में चुनौती दी है। अब इस मामले की सुनवाई २८ सितम्बर को होगी।-----
संसद और विधान मंडलों के पीठासीन अधिकारियों का ७६वां सम्मेलन आज जयपुर में शुरू हुआ। लोकसभा अध्यक्ष मीरा कुमार ने चार दिन के सम्मेलन का उद्घाटन किया। उन्होंने कहा कि इस सम्मेलन का उद्देश्य संसदीय कामकाज की समस्याओं पर ध्यान देना और इसे ज्यादा जिम्मेदार और समाज की बदलती आवश्यकताओं के अनुरूप ढालना है।ऐसे सम्मेलन के आयोजन का उद्देश्य उन समस्याओं पर ध्यान केन्द्रित करना है जिनका सामना हम अपनी प्रणाली में काम करते हुए करते हैं, साथ ही इसका उद्देश्य समाज की बदलती आवश्यकताओं के साथ प्रणाली को जवाबदेह और लचीला बनाना है।

कांगे्रस ने भारतीय जनता पार्टी से अगले आम चुनावों में प्रधानमंत्री पद के उम्मीदवार के बारे में स्थिति स्पष्ट करने को कहा है। नई दिल्ली में आज पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने पत्रकारो से कहा कि ऐसा लगता है कि लालकृष्ण आडवाणी द्वारा इस पद के लिए अपनी दावेदारी वापस लेने के बाद भाजपा में मतभेद पैदा हो गये हैं और पार्टी अंदरूनी कलह में उलझ गयी है।इस बीच, श्री लालकृष्ण आडवाणी ने संकेत दिया है कि अगले आम चुनावों में वे प्रधानमंत्री पद की दौड़ में शामिल नहीं होंगे। श्री आडवाणी ने नागपुर में आज राष्ट्रीय स्वयंसेवक संघ के प्रमुख मोहन भागवत से मुलाकात की।

निर्वाचन आयोग ने कहा है कि जनप्रतिनिधियों को वापस बुलाने का अधिकार देश के लोकतांत्रिक ढांचे में व्यावहारिक नहीं है। नई दिल्ली में आज एक समारोह के अवसर पर मुख्य निर्वाचन आयुक्त एस० वाई० कुरैशी ने आकाशवाणी को बताया कि देश की विशाल जनसंख्या का स्वरूप और व्यापक चुनावी प्रक्रिया को देखते हुए टीम अन्ना द्वारा प्रस्तावित इस प्रकार का कानून नहीं लागू किया जा सकता।श्री कुरैशी ने कहा कि आयोग ने मत पत्र में उपरोक्त में से कोई नहीं के विकल्प का प्रस्ताव किया है।

सरकार ने एक विशेषज्ञ दल का गठन किया है, जो रेलवे के आधुनिकीकरण के लिए तौर-तरीकों का सुझाव देगा। प्रधानमंत्री के सलाहकार सैम पित्रोदा की अध्यक्षता वाला यह दल रेलवे में संगठन, प्रबंधन, संसाधनों को जुटाने और कर्मचारियों की पेशेवर क्षमता से जुड़े मुद्दों पर विचार करेगा। रेल मंत्री दिनेश त्रिवेदी ने नई दिल्ली में आज पत्रकारों को बताया कि विशेषज्ञ दल सूचना और संचार प्रौद्योगिकी का इस्तेमाल करके रेलवे के आधुनिकीकरण के लिए रणनीति तैयार करेगा।आने वाले दिनों में मैं समझता हूं कि रेल की उपयोगिता और जरूरत और भी ज्यादा होगी। इंडियन रेलवे को हम सबसे बेहतरीन से बेहतरीन रेल, दुनिया में एक उदाहरण बनकर रह जाय, मॉडर्ननाईजेशन में भी ये हमारा बॉटम लाईन जिसको कहते है यह हमारा उद्देश्य है।

अफगानिस्तान में आज सैंकड़ों लोगों ने उच्च शांति परिषद के अध्यक्ष बुरहानुद्दीन रब्बानी की हत्या के विरोध में प्रदर्शन किया। सरकारी अधिकारियों ने भी श्री रब्बानी को श्रद्धांजलि अर्पित की। पुलिस ने पूरे शहर में कानून और व्यवस्था बनाए रखने के लिए व्यापक सुरक्षा प्रबंध किए हैं। ७१ वर्षीय प्रोफेसर रब्बानी की कल शाम काबुल के अत्यधिक सुरक्षा वाले इलाके में उनके निवास पर एक तालिबान के आत्मघाती हमलवार ने हत्या कर दी थी।इस बीच प्रोफेसर रब्बानी के अंतिम संस्कार के लिए तैयारियां चल रही हैं। संयुक्त राष्ट्र महासभा बैठक के लिए न्यूयॉर्क गए राष्ट्रपति हामिद करजई, अपनी यात्रा बीच में छोड़कर स्वदेश लौट आए हैं। स्वदेश लौटने से पहले उन्होंने अमरीकी राष्ट्रपति बराक ओबामा से कल मुलाकात की थी।
प्रोफेसर रब्बानी १९९२ से १९९६ तक अफगानिस्तान के राष्ट्रपति रहे। विश्व नेताओं ने श्री रब्बानी की हत्या की निंदा की है।

The Prime Minister has called upon all countries to act in concert in addressing the challenges the world is facing today. In his departure statement before leaving New Delhi for the United States to attend the 66th session of the United Nations General Assembly, Dr. Manmohan Singh said that global economy is in the midst of an economic slowdown with all its attendant problems, including inflationary pressures. He said, terrorism and non-traditional threats to international security, such as piracy, are threatening states and the international political and social order. Major upheavals in West Asia, North Africa and Gulf regions have made the future of this crucial part of the world uncertain. Dr. Singh said, it is time for the United Nations to resume its global leadership role. Underlining the need for early reforms of the UN, particularly expansion of the Security Council, the Prime Minister said that the organization must be seen as an impartial credible and effective body. He said, India's efforts at promoting international peace and security have enriched the Council's deliberations and enhanced its effectiveness. Dr. Singh will have bilateral meetings with the Presidents of Iran, South Sudan and Sri Lanka besides the Prime Ministers of Japan and Nepal.

Prime Minister Dr. Manmohan Singh has arrived in Frankfurt in Germany, en route to New York to participate the United Nations General Assembly. Dr. Singh is to address the general debate on the 24th. In his address to the session Dr. Singh would articulate India's stand on UN reforms, terrorism, global economy and poverty eradication.

A large number of world leaders have gathered at United Nations Headquarters in New York for the high level segment of the General Assembly’s annual General Debate beginning later tonight. Global issues ranging from climate change, poverty and sustainable development to terrorism, human rights and humanitarian crises are high on the agenda. Situation in Libya, the Palestinian statehood application for UN Membership, impact of economic slow down, reforms in the UN Security Council and controlling non-communicable diseases are expected to be the focus of debate. The Centre today once again urged the Naxalites to come forward for talks shunning the path of violence. Addressing a special session of the Bharat Chamber of Commerce in Kolkata today, the Union Home Minister, P. Chidambaram said that the offer for talks is still open and government does not want to put any pre-condition for talks.

AICC General Secretary Mr. Rahul Gandhi has assured that Sikkim will get all assistance from the Centre to cope up with the Sunday's Earthquake. He was talking to newspersons at the Army helipad at Libing in Gangok before leaving for Shillong after a short visit to the State this morning. The Sikkim Chief Minister Mr. Pawan Chamling announced that the State Government will complete the ongoing assessment of the losses and damages within ten days. Addressing a press conference at Samman Bhavan in Gangtok today, he said the report will be submitted to the Centre, demanding adequate relief package for Sikkim. More from our correspondent.
Replying to the queries, Mr Chamling asserted that all places in the State barring the area beyond Mangan in North district can be reached by the visiting tourists. He assured that the State will be able to welcome the tourists again within the next 10-15 days. Meanwhile, the death toll in the State has now risen to 71 .The worst affected North district alone accounts for 53 deaths. After a ten day hunger protest, the struggle committee of the Koodankulam nuclear power project withdraw their strike today. Speaking to newsmen after the discussion with the Tamil Nadu Chief Minister Ms. J. Jayalalitha this morning, the co-ordinator of the protestors Mr. S.P. Udhayakumar said that the Chief Minister had assured them that the cabinet committee would pass a resolution insisting that the Centre halt the project immediately. He said, the Chief Minister would send a committee to the Prime Minister on the issue. Earlier the Minister of State in the Prime Minister’s office Mr. V. Narayanasamy met the Chief Minister and apprised her of his meeting with the protestors at Idinthakarai yesterday.

The Centre has allayed apprehension on the safety of the Koodankulam nuclear power project in Tamil Nadu and said that concerns of the local people including fishermen will be addressed. Official sources in New Delhi said there is no need for mass evacuation of people from the vicinity of the plant area, making it clear that the plant is safe and is expected to go critical in the next few months. The sources said following the Fukishima incident in Japan, safety review of all nuclear plants in the country was conducted. On the protest in Koodankulam, the sources said, the Prime Minister's envoy Mr.V. Narayanaswamy had visited the area and had discussions with state Chief Minister Ms. Jayalalitha on finding a solution to the issue. Rubbishing claim that the protest could put an end to the government's ambitious nuclear programme, the sources said that a basic fact remain that India needs nuclear power which is the cheapest and cleanest form of energy source.

An Expert Group has been constituted under the Chairmanship of Mr. Sam Pitroda to recommend ways and means to modernize the Indian Railways . We have put a committee in place which is going to lookafter the modernisation of Indian Railways. Considering safety as the base, we need to take a leap jump forward and modernise the Indian railway. Not only India the entire world is looking at Indian Railways.

In Afghanistan, hundreds of people protested today against the assassination of Prof. Burhanuddin Rabbani, chairman of the High Peace council constituted to negotiate peace talks with insurgents. They gathered near Prof. Rabbani’s house to remember him and protest against his killing. The Police has made elaborate security arrangements to maintain law and order all over the city. The 71-year-old former President of Afghanistan was killed at his home in high security Wazir Akbar Khan area of Kabul last evening by a Taliban suicide bomber wearing explosives in his turban. Meanwhile preparations are going on for Prof. Rabbani's funeral. According to reports there will be a special ceremony at Presidential Palace in Kabul before taking his body for burial to his home province Badakshan. Mr. Karzai has reached Kabul cutting short his New York tour in connecton with the United Nations General Assembly. Before his departure he had a meeting with US President Barack Obama yesterday. World leaders including Prime Minister Dr. Manmohan Singh have condemned Rabbani's assassination.

The Sensex at the Bombay Stock Exchange closed with a modest loss of 34 points, at 17,065, today. The Nifty fell 7 points, to 5,133. The rupee tumbled 28 paise, to close at a fresh two-year low of 48.34 against the dollar. Gold rose 200 rupees, to 28,500 rupees per ten grams in Delhi. Turkey’s Prime Minister Recep Tayyip Erdoğan has said that his country has cut off talks with the Syrian regime. According to Turkish Hurriyet daily news, he said this to journalists in New York after meeting US President Barrack Obama. He said, that the Syrian regime pushed Turkey to make such a decision and his country does not have any confidence in the current government in Syria.

The Election Commission says that 'Right to Recall' is not practical in the country's democratic set up. Talking to AIR on sidelines of a function in New Delhi, Chief Election Commissioner S Y Qureshi said that country's huge demographic variations and elaborate electoral process does not permit such a law as proposed by Team Anna.
Mr. Qureshi said that the commission has proposed to introduce an option of 'none of the Above' in the ballot. He however, clarified that it is not on the lines of 'right to reject'. Mr. Qureshi also said that Election Commission is in discussion with the government regarding electoral reforms.

The Minister of State for Consumers Affairs Professor K V Thomas today called for new initiatives in the area of standardisation of products and services. Inaugurating the 34th General Assembly of the International Organisation for Standardization, ISO in New Delhi today, he said, standardisation of products and services has become more important in an era of economic globalisation. The Minister also emphasized the need for innovation in the process of standardization. Mr. Thomas said, ISO should foster new initiatives and proactively anticipate new areas where international standardization might support innovation.
