ऐतिहासिक लोकपाल विधेयक कल रात लोकसभा ने पारित कर दिया। इसके साथ ही सरकार ने स्पष्ट कर दिया कि राज्यों में लोकायुक्त की नियुक्ति अनिवार्य नहीं होगी। सरकार के सहयोगी दलों तथा अन्य पार्टियों के विरोध को देखते हुए इसमें एक प्रावधान में संशोधन किया गया, लेकिन लोकपाल को संवैधानिक संस्था का दर्जा देने का संविधान संशोधन विधेयक सदन में सरकार के पास दो तिहाई बहुमत नहीं होने के कारण गिर गया। वित्त मंत्री प्रणब मुखर्जी ने इसे भारत के लिए और लोकतंत्र के लिए दुर्भाग्यपूर्ण बताया।

लोकसभा के लिए यह दुख का दिन है कि लोकपाल और लोकायुक्त को संवैधानिक दर्जा नहीं मिल पाया। विपक्ष ने इसे संयुक्त रूप से पराजित कर दिया। सदन में दो तिहाई बहुमत नहीं मिला और विपक्ष ने इसका फायदा उठा लिया। लोकतंत्र के लिए यह दुखद है।
लोकपाल और लोकायुक्त विधेयक, २०११ सरकार के कुछ प्रमुख संशोधनों के बाद पारित किया गया, जिनमें रक्षा सेनाओं तथा तटरक्षक बल के कार्मिकों को इससे अलग रखना, तथा पूर्व सांसदों को पांच के बजाए सात वर्ष तक की छूट देना शामिल है। कारपोरेट, मीडिया तथा अनुदान लेने वाले एनजीओ से संबंधित विपक्ष के कई संशोधन नामंज्+ाूर हो गए। अपनी मांगें पूरी न होने के विरोध में समाजवादी पार्टी और बहुजन समाज पार्टी ने मतदान का बहिष्कार किया। दस घंटे चली बहस में हस्तक्षेप करते हुए प्रधानमंत्री मनमोहन सिंह ने राजनीतिक दलों से आग्रह किया कि दलगत राजनीति से ऊपर उठकर देश की जनता को बताएं कि सदन भ्रष्टाचार से निपटने के लिए कार्य कर रहा है।

भ्रष्टाचार भ्रष्टाचार होता है। चाहे वो केंद्र में हो या फिर राज्य में। इसका कोई वैधानिक रंग नहीं होता। मैं सभी राजनीतिक पार्टियों के नेताओं से आग्रह करता हूं कि वे दलगत राजनीति से उपर उठें। जब ये सदन भ्रष्टाचार से निपटने के प्रयासों पर विचार-विमर्श करें।
डॉ० सिंह ने स्पष्ट किया कि सीबीआई सरकारी हस्तक्षेप से मुक्त है। उन्होंने सीबीआई को लोकपाल के दायरे में लाने की मांग खारिज कर दी।

मेरा मानना है कि सीबीआई को लोकपाल से अलग, स्वतंत्र रूप से काम करना चाहिए। मेरा यह भी मानना है कि सीबीआई को सरकार से अलग, स्वतंत्र रूप से काम करना चाहिए लेकिन स्वतंत्रता का अर्थ जवाबदेही से हटकर नहीं होनी चाहिए।
मौजूदा विधेयक से राज्यों के अधिकारों में हस्तक्षेप के आरोपों का भी उन्होंने जवाब दिया और कहा कि भ्रष्टाचार से लड़ने में संघवाद बाधा नहीं बन सकता। दिनभर चली बैठक का समापन करते हुए सदन के नेता वित्तमंत्री प्रणव मुखर्जी ने यह कहकर भारतीय जनता पार्टी की आलोचना की कि उसने अन्ना टीम से बातचीत का विरोध किया पर बाद में उसी के नेता अन्ना के मंच पर पहुंच गए।
लोकायुक्त के बारे में उन्होंने कहा कि इसे राज्य सरकारों की सहमति के बिना लागू नहीं किया जाएगा। उन्होंने कहा कि सशस्त्र सेनाएं लोकपाल के दायरे में नहीं आएंगी और उन पर अन्य कानून लागू होंगे।

लोकसभा ने कल रात व्हिसल ब्लोअर्स संरक्षण विधेयक २०११ पारित कर दिया। यह विधेयक मंत्रियों सहित जनसेवकों द्वारा भ्रष्टाचार या जान बूझकर पद का दुरूपयोग किए जाने की सूचना देने वाले व्यक्तियों को प्रोत्साहित करने और उन्हें सुरक्षा देने का तंत्र बनाने की मांग करता है। इस विधेयक में भ्रष्टाचार या अधिकारों का जानबूझकर दुरूपयोग करने वाले अधिकारियों की शिकायत करने वालों को पुख्ता सुरक्षा देने की भी बात कही गई है। ऐसे मामलों को उजागर करने वालों को उचित सुरक्षा मुहैया कराने की बात कही गई है वहीं इसमें झूठी या बेवजह शिकायतें करने वालों को उचित सजा देने की भी बात शामिल है। संसदीय समिति की कुछ प्रमुख सिफारिशें स्वीकार करते हुए सरकार ने कुछ संशोधनों का प्रस्ताव रखा है। इन संशोधनों को हाल ही में केन्द्रीय मंत्रिमंडल की बैठक में मंजूरी दी गई थी। इनमें से एक सिफारिश इस विधेयक का नाम बदलने से संबद्ध भी है।
कैबिनेट द्वारा मंजूर एक प्रमुख संशोधन के तहत मंत्रियों, सांसदों, रक्षा सेवाओं, खुफिया एजेंसियों, बैंक अधिकारियों और सार्वजनिक क्षेत्र के उद्यमों को इस विधेयक के दायरे में रखा गया है।

निर्वाचन आयोग ने सभी राजनीतिक दलों को पत्र लिखकर कहा है कि पांच राज्यों में होने जा रहे विधानसभा चुनावों के दौरान धन के लेनदेन से बचें तथा पार्टी कार्यकर्ताओं को बड़ी धनराशि साथ लेकर न चलने का निर्देश दें।
आयोग ने उत्तराखंड, पंजाब, गोवा और मणिपुर में सभी मान्यता प्राप्त राजनीतिक दलों को इस आशय का पत्र लिखा है। आयोग ने चुनावों को स्वतंत्र तथा पारदर्शी बनाने के उद्देश्य से राजनीतिक दलों को यह सलाह दी है। आयोग ने उम्मीदवारों को चुनावी खर्चे के लिए अलग से बैंक खाता खोलने की सलाह भी दी है।

निर्वाचन आयोग पंजाब में आगामी विधानसभा चुनावों की तैयारियों की आज समीक्षा करेगा। यहां ३० जनवरी को चुनाव होंगे। निर्वाचन आयोग राजनीतिक दलों के प्रतिनिधियों, मुख्य सचिव, उपायुक्तों और जिलों के पुलिस प्रमुखों के साथ बैठकों में विचार विमर्श करेगा। आयोग चुनाव से संबद्ध विभिन्न विषयों पर पंजाब निर्वाचन आयोग के अधिकारियों के साथ भी बातचीत करेगा।

राजस्थान में रेजीडेंट डॉक्टरों की हड़ताल खत्म हो गई है। उन्होंने आज से काम पर लौटने का फैसला किया है। लेकिन इन सर्विस डॉक्टरों की हड़ताल आज आठवें दिन भी जारी है। जयपुर में कल आधी रात को रेजीडेंट डॉक्टर्स एसोसिएशन के नेताओं की स्वास्थ्य मंत्री ए ए खान की बैठक के बाद हड़ताल समाप्त करने की घोषणा की गई। तीन हजार से अधिक रेजीडेंट डॉक्टरों के काम पर लौटने के बाद मेडिकल कॉलेजों और इससे जुड़े अस्पतालों में स्थिति सुधरने की आशा है। सरकार के कड़े रुख से पांच सौ से अधिक हड़ताली डॉक्टर कल काम पर लौट आए। अब तक राजस्थान अनिर्वाय सेवा अनुरक्षण विधेयक के अंतर्गत लगभग पांच सौ डॉक्टरों को गिरतार किया गया है और ६५ को निलंबित किया गया है।

प्रधानमंत्री मनमोहन सिंह और जापान के प्रधानमंत्री योशीहीको नोदा के बीच छठे वार्षिक शिखर सम्मेलन में आज असैन्य परमाणु क्षेत्र में सहयोग पर व्यापक रूप से चर्चा होगी। श्री नोदा भारत के तीन दिन के दौरे पर कल नई दिल्ली पहुंचे। हमारे संवाददाता ने बताया है कि भारत ने जापान के अधिकारियों के साथ तीन दौर की बातचीत की थी, लेकिन मार्च में फुकुशीमा त्रासदी के कारण वार्ता स्थगित कर दी गई। दोनों प्रधानमंत्री उत्तर कोरिया के नेता किम जोंग इल की मृत्यु के बाद वहां के नये घटनाक्रमों सहित विभिन्न क्षेत्रीय मुद्दों पर चर्चा करेंगे।
जापान के प्रधानमंत्री के रूप में श्री नोदा का यह पहला भारत दौरा है। आज सुबह राष्ट्रपति भवन के प्रांगण में उनका औपचारिक रूप से स्वागत किया जाएगा।

A landmark bill for creation of Lokpal was passed by the Lok Sabha last night, with the government making it clear that setting up of Lokayuktas by the states would not be mandatory. It amended the provision in this regard following opposition from allies and others. But the Constitutional Amendment Bill, designed to confer constitutional status on the anti-corruption watchdog, fell through, as the government failed to get two-thirds support for it. After defeat of the Constitutional Amendment Bill, Finance Minister Pranab Mukherjee called it a sad day for democracy.
"It is a sad day that the Lok Sabha did not give constitutional status to Lokpal and to Lokyukta. In order to frustrate, they combined and they defeated, knowing fully well that this house, we do not have the two-third majority. Therefore, they have taken the advantage of that. It is a sad day for democracy."
The Lokpal and Lokayukta Bill, 2011 was approved after the government moved a few other key amendments, including keeping the Defence Forces and Coast Guard personnel out of the purview of the anti-graft ombudsman and increasing the exemption time of former MPs from five to seven years. A number of amendments moved by the Opposition, including Corporates, Media and NGOs receiving donations, were defeated. Samajwadi Party and BSP staged a walkout, protesting against their demands not being met. Intervening in the over 10-hour debate, Prime Minister Manmohan Singh asked opposition parties to rise above partisan politics to demonstrate to the people of the country that this house means business in its effort to combat corruption. Dr. Singh also strongly made it clear that the Central Bureau of Investigation, CBI, is independent of government interference and rejected the opposition's demand to bring it under Lokpal.
"All institutions, within the framework of this constitution, are accountable to Parliament and Parliament alone. In our enthusiasm to enact this law, we must not fall. I believe that the CBI should function independently of the Lokpal. I also believe that the CBI should function independently of the government, but independence does not make absence of accountability."
Winding up the day long debate, the Leader of the Lok Sabha and Finance Minister Pranab Mukherjee said that the Lokpal Bill was prepared after consultations with the civil society and political parties. Refuting the allegations that the Government was hastening the Bill, he said that the UPA wanted to convey the message that it should take action on the issue of corruption.

The Whistle Blowers' Protection Bill, 2011 was passed by the Lok Sabha last night. It seeks to provide for setting up a regular mechanism to encourage persons to disclose information on corruption or wilful misuse of power by public servants, including ministers. The Bill also seeks to provide adequate protection to persons reporting corruption or misuse of discretion and also seeks to provide punishment for false or frivolous complaints. The legislation was necessitated as it was felt that there were impediments in eliminating corruption in government due to lack of adequate protection to complainants.

The Election Commission has written to all political parties asking them to avoid cash transactions and instruct their cadres not to carry huge cash during the assembly elections in five states. The Commission has written a letter to this effect to all recognized political parties in poll-bound Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur to curb money power during elections. The Commission has advised candidates to open separate bank accounts for their election expenses and to make all election expenses through the said bank accounts.

In Punjab, the Election Commission is taking an assessment of election preparation at Chandigarh today for the assembly elections to be held on 30th of January. Election commission will discuss the issues with representatives of political parties, Chief Secretary, Deputy Commissioners and Police Chief of districts in separate meetings during the day. The Commission is also discussing various matters relating to election with Punjab electoral officials.

Civil nuclear co-operation will be high on the agenda in the summit-level discussions between Prime Minister Dr. Manmohan Singh and his Japanese counterpart Yoshihiko Noda, who reached New Delhi last evening. He will hold the sixth annual meeting with his counterpart today. Our correspondent reports that India held three rounds of negotiations with Japanese authorities but the talks were suspended due to the Fukushima disaster. The two Prime Ministers will also discuss regional issues, including the new developments in North Korea after the death of its leader Kim Jong-IL. This is Mr. Noda's first visit to India as Prime Minister of Japan.

In Rajasthan, the resident doctors have called off their strike and have decided to return to work from today. How ever the strike of in-service doctors continued for the eighth day today. The resident doctors ended their strike unconditionally after meeting with the Rajasthan Health Minister A.A. Khan last midnight. With more than 3000 resident doctors resuming their duties, the health services in medical colleges and attached hospitals is likely to improve. So far nearly 500 doctors have been arrested under Rajasthan Essential Services Maintenance Act, RESMA and 65 have been suspended.

Somali Pirates hijacked an Italian cargo ship with 18 crew including Seven Indian seafarers yesterday, off the coast of Oman. The 18 member crew also consists of six Italians and five Ukrainians. The ship from the United Arab Emirates, was on its way to Turkey in the Mediterranean sea. The Naples-based owner Marnavi said the ship is now being taken to the Somali coast. The Italian Government has been alerted.

The Iranian Vice President Ali Rahimi has warned that the Strait of Hormuz will be closed off to oil shipments if the West increases sanctions against his country. Ali Rahimi said this in a statement on the official Iranian News Agency, IRNA. More than a third of the world’s tanker-borne oil passes through the Strait of Hormuz. Iran is the second largest producer and exporter of oil after Saudi Arabia in the region.

On the third day of the first Cricket test at Melbourne, hosts Australia were 13 for 1 in the second innings against India, when reports last came in. Australia now have a lead of 64 runs in the second innings. Earlier today, in reply to Australia's first innings score of 333, India were all out for 282. The visitors, who resumed the day on the overnight score of 214 for 3, lost all its remaining batsmen in the opening session itself. With 73, Sachin Tendulkar was the top scorer for India, while for the Aussies Pacer Ben Hilfenhaus was the pick of the bowlers, with 5 wickets.

 राष्ट्रपति ने लोकपाल विधेयक को विचार के लिए राज्यसभा में प्रस्तुत करने की अनुमति दे दी है। संसदीय कार्य राज्यमंत्री राजीव शुक्ला ने संसद से बाहर संवाददाताओं को बताया कि यह विधेयक राज्यसभा में विचार करने और पास करने के लिए आज तीसरे पहर पेश किया जाएगा। श्री शुक्ला ने कहा कि कांग्रेस यह विधेयक राज्यसभा में पास कराने के लिए अपने सहयोगी दलों का समर्थन जुटाने के बारे में उनसे बातचीत कर रही है। भारतीय जनता पार्टी पर दोहरे मानदंडों का आरोप लगाते हुए श्री शुक्ला ने कहा कि वे टीम अन्ना को हवा देना चाहते हैं, लेकिन सशक्त लोकपाल विधेयक को पास करने में समर्थन नहीं दे रहे। 
       यूपीए अध्यक्ष सोनिया गांधी ने लोकसभा में एक मजबूत और कारगर लोकपाल विधेयक पास हो जाने पर संतोष व्यक्त किया। आज नई दिल्ली में संवाददाताओं से बातचीत के दौरान श्रीमती गांधी ने कहा कि लोकपाल को संवैधानिक दर्जा दिए जाने का विधेयक सदन में न पास होने से भारतीय जनता पार्टी का असली चेहरा सामने आ गया है।

असली चेहरा कल देखा हमने। जो मजबूती हम देना चाहते थे लोकपाल बिल को उन्होंने मना कर दिया और इसके खिलाफ वोट किया।
 श्रीमती सोनिया गांधी ने कहा कि भारतीय जनता पार्टी ने लोकपाल को संवैधानिक दर्जा देने की प्रतिबद्धता व्यक्त की थी।
 कानून मंत्री सलमान खुर्शीद ने कहा है कि लोकसभा में यह विधेयक पास होना सरकार की उपलब्धि है। लोकसभा ने यह विधेयक कल रात पास किया था। यह बात भी स्पष्ट कर दी गई थी कि राज्यों द्वारा लोकायुक्तों को नियुक्त करना अनिवार्य नहीं होगा । लेकिन लोकपाल को संवैधानिक दर्जा देने का संविधान संशोधन विधेयक पास नहीं हो पाया क्योंकि सरकार दो तिहाई बहुमत नहीं जुटा सकी। वित्त मंत्री ने इसे लोकतंत्र के लिए एक निराशाजनक दिन बताया।

 मार्क्सवादी कम्युनिस्ट पार्टी ने कहा है कि लोकपाल को संवैधानिक दर्जा देने के विधेयक पर कांग्रेस पर्याप्त समर्थन नहीं जुटा सकी। पार्टी के नेता सीताराम येचुरी ने संसद के बाहर पत्रकारों को बताया कि इस विधेयक के लोकसभा में पास न होने के लिए कांग्रेस का विपक्ष को दोषी ठहराना, मामले से ध्यान बटाने का उसका तरीका है।

 विपक्ष को इसके लिए कैसे जिम्मेदार ठहराया जा सकता है। यह सब कुछ केवल ध्यान हटाने के लिए किया जा रहा है। कांग्रेस पार्टी हो यहा यूपीए यहां चक्के के अंदर चक्का है जो सुनिश्चित करने में लगा हुआ है कि यह संविधान संशोधन विधेयक लोकसभा में पारित न हो।
 भारतीय जनता पार्टी के नेता रविशंकर प्रसाद ने कहा कि इस विधेयक के पास न होने के लिए भारतीय जनता पार्टी पर आरोप लगाना दुर्भाग्यपूर्ण है, क्योंकि सत्तारूढ गठबंधन के पास इसके लिए पर्याप्त समर्थन नहीं था।
    
कल लोकसभा में बहुमत के लिए २७३ चाहिए और तीनों बार जब काउंटिंग हुई  तो कांग्रेस का नम्बर कभी २४१ कभी २४२ कभी २५० थां।  २७३ कभी नहीं था।

 लोकसभा में इस समय न्यायिक मानक और जवाबदेही विधेयक २०१० पर चर्चा चल रही है। इस विधेयक में उच्चतम न्यायालय और उच्च न्यायालयों के जजों की जवाबदेही बढ़ाने का प्रावधान है। इससे व्यक्तिगत शिकायतों की जांच और उचित सिफारिशें की जा सकेंगी। इस से जजों को अपनी संपत्तियों और देनदारियों की घोषणा करनी होगी। विधेयक से  न्यायपालिका की स्वतंत्रता को और मजबूत करने की व्यवस्था हो सकेगी। कानून मंत्री सलमान खुर्शीद ने विधेयक सदन में पेश करते हुए कहा कि इस विधेयक से न्यायपालिका में लोगों का विश्वास बढ़ेगा। विधेयक में जजों के व्यवहार पर नजर रखने के लिए राष्ट्रीय न्यायपालिका निगरानी समिति बनाने का भी प्रस्ताव है। विधेयक में न्यायाधीश जांच अधिनियम १९६८ को वापस लेने, लेकिन उसके बुनियादी तत्वों को बनाये रखने का भी प्रावधान है।
 कानून मंत्री ने अतिरिक्त और कार्यवाहक जजों सहित उच्च न्यायालयों के जजों की सेवानिवृति की आयु ६२ वर्ष से ६५ वर्ष करने का संविधान संशोधन विधेयक भी पेश किया।   
 बहस शुरू करते हुए भारतीय जनता पार्टी के वरिष्ठ सदस्य चन्द्रगौड़ा ने सरकार से कहा कि मानवाधिकार आयोग की तरह राष्ट्रीय न्यायिक आयोग बना दिया जाए। उन्होंने कहा कि स्थायी समिति द्वारा की गई सिफारिशें पूरी तरह इस विधेयक में शामिल नहीं की गई हैं। उन्होंने कहा कि सरकार को न्यायपालिका में पारदर्शिता बढ़ाने के प्रावधान करने चाहियें। उन्होंने राष्ट्रीय न्यायपालिका निगरानी समिति बनाने का समर्थन किया लेकिन सरकार को सांसदों और वकीलों को इसके गठन में शामिल करने के प्रति आगाह भी किया।
 कांग्रेस के मनीष तिवारी ने कहा कि यह न्यायपालिका में अधिक पारदर्शिता लाने की शुरूआत है, लेकिन उनका कहना था कि यह विधेयक सम्पूर्ण प्रयास नहीं है।

यह विधेयक एक रास्ता दिखाता है कि अगर एक आम नागरिक को चाहे वो मेघालय में बैठा हो, चाहे कन्याकुमारी मे बैठा हो और चाहे लद्दाख में बैठा हो, अगर उसको कोई शिकायत है किसी न्यायमूर्ति के खिलाफ तो अपनी शिकायत दर्ज करा सकता है।
 श्री मनीष तिवारी ने विभिन्न सांसदों से दलगत राजनीति से ऊपर उठकर इस विधेयक का समर्थन करने की अपील की। समाजवादी पार्टी के शैलेन्द्र कुमार ने न्यायपालिका में समाज के कमजोर वर्गों को आरक्षण देने का प्रावधान जोड़ने के लिए कहा। उनका कहना था कि आम आदमी को न्याय पाने के लिए बहुत संघर्ष करना पड़ता है। उन्होंने सुझाव दिया कि सरकार को आम आदमी के लिए न्याय पाने की ऐसी व्यवस्था करनी चाहिए, जिसका खर्चा वह बर्दाश्त कर सके।
 बहुजन समाज पार्टी के विजय बहादुर सिंह ने भ्रष्टाचार रोकने के लिए न्यायाधीशों की नियुक्ति की एक मजबूत व्यवस्था बनाने पर बल दिया। न्याय पालिका में आरक्षण को अनिवार्य करने का पक्ष लेते हुए उन्होंने उच्च न्यायालय के न्यायाधीशों की अवकाश प्राप्ति की उम्र बढ़ाकर ६५ वर्ष करने का समर्थन किया। बहस जारी है।

देश में स्वयंसेवी संस्थाएं बनाने और सहकारी समितियों द्वारा स्वायत्त ढंग से काम करने के उद्देश्य से आज राज्यसभा में एक संविधान संशोधन विधेयक पेश किया गया। संविधान में एक सौ ग्यारहवें संशोधन विधेयक २००९ के उद्देश्यों और कारणों के बारे में बताते हुए कृषि मंत्री शरद पवार ने कहा कि इस विधेयक से सहकारी समितियों का, विशेषज्ञता  से प्रबंधन करने में मदद मिलेगी। उन्होंने कहा कि सहकारिता क्षेत्र ने राष्ट्रीय अर्थव्यवस्था के अन्य विभिन्न क्षेत्रों में महत्वपूर्ण योगदान किया है। उन्होंने सदस्यों को बताया कि देश में छह लाख से अधिक सहकारी समितियां चल रही हैं और इनके २४ करोड़ ९२वें लाख से अधिक सदस्य हैं। श्री पवार ने कहा कि विधेयक का उद्देश्य यह सुनिश्चित करना है कि सहकारी समितियां बहुत अच्छे ढंग से काम करें।
 भाजपा के बलवंत आप्टे ने विधेयक पर बहस शुरू की। उन्होंने इसका स्वागत करते हुए कहा कि यह विधेयक सही दिशा में एक उचित कदम है। उनका कहना था कि यह सुनिश्चित करने के लिए निरंतर प्रयास किए जाने चाहिए कि सहकारी समितियां अनावश्यक प्रभाव और अक्सर होने वाले राजनीतिक हस्तक्षेप जैसी बिमारियों से छुटकारा पाएं। कांग्रेस के डॉक्टर ई.एम.एस. नचियाप्पन ने कहा कि देश में सहकारिता आंदोलन को मजबूत करने के बारे में यह उनकी पार्टी की एक महत्वपूर्ण परियोजना है। उन्होंने एकदम निचले स्तर पर जनसामान्य के सशक्तिकरण की दिशा में पंचायती राज व्यवस्था को मजबूत करने में स्वर्गीय प्रधानमंत्री राजीव गांधी के योगदान का स्मरण कराया। मार्क्सवादी कम्युनिस्ट पार्टी के पी.राजीवे ने विधेयक का यह कहते हुए विरोध किया कि इससे राज्यों के अधिकार और संविधान के संघीय स्वरूप में हस्तक्षेप होगा। बहस जारी है।

 राष्ट्रीय उच्च शिक्षा तथा अनुसंधान आयोग बनाने के लिए सरकार ने आज राज्यसभा में एक विधेयक प्रस्तुत किया। मानव संसाधन विकास मंत्री कपिल सिब्बल ने उच्च शिक्षा तथा अनुसंधान विधेयक २०११ प्रस्तुत करते हुए कहा कि इस विधेयक में उच्च   शिक्षा संस्थानों तथा विश्वविद्यालयों को स्वायत्ता देने का प्रावधान है। इस में शिक्षा तथा अनुसंधान के विश्व मानकों को देखते हुए देश में उच्च शिक्षा तथा अनुसंधान संस्थानों की व्यापक तथा समन्वित प्रगति का भी प्रावधान है।

 राज्यसभा ने बुन्देलखण्ड क्षेत्र में एक केन्द्रीय विश्वविद्यालय स्थापित करने के बारे में विधेयक आज स्थगित कर दिया। रानी लक्ष्मीबाई केन्द्रीय कृषि विश्वविद्यालय विधेयक २०११ को स्थगित करने की घोषणा उपसभापति के.रहमान खान ने की। इस मुद्दे पर तीन बार संसद की कार्रवाई स्थगित होने के बाद यह घोषणा की गई। समूचे विपक्ष ने यह विधेयक रखे जाने का विरोध किया। उनका कहना था कि यह कार्रवाई केन्द्र के कार्य क्षेत्र के अन्तर्गत नहीं है। उन्होंने इस विषय पर मत विभाजन की मांग की, इससे पहले सदन की कार्यवाही आधे घंटे के लिए ११ बजकर ४३ मिनट और फिर १२ बजकर १० मिनट तक स्थगित करनी पड़ी। कृषि मंत्री शरद पवार ने ज्यों ही यह विधेयक सदन में रखा, मार्क्सवादी पी. राजीवे ने इस पर आपत्ति उठायी। अन्य विपक्षी दलों के सदस्यों ने भी उनका समर्थन किया। इस मुद्दे पर मशविरा करने के बाद उपसभापति के.रहमान खान ने उनकी आपत्ति नकार दी और श्री पवार को विधेयक रखने को कहा। तब समूचे विपक्ष ने मतविभाजन की मांग रख दी जिससे सदन की कार्यवाही पहली बार स्थगित करनी पड़ी

 जापान के प्रधानमंत्री योशीहीरो नोदा ने भारत के साथ आर्थिक संबंध मजबूत करने की इच्छा व्यक्त की है। प्रधानमंत्री डॉक्टर मनमोहन सिंह के साथ आज शाम उनकी शिष्टमंडल स्तर की बातचीत होगी। श्री नोदा ने कहा है कि डॉक्टर मनमोहन सिंह के साथ अपनी शिखर बैठक में वे राजनीतिक, आर्थिक और सुरक्षा मुद्दों पर व्यापक बातचीत करेंगे। नई दिल्ली पहुंचने पर आज सवेरे राष्ट्रपति भवन के प्रांगण में उनका पूरी रस्मों से स्वागत किया गया। आशा है कि दोनों देश १० अरब डॉलर के बराबर मुद्रा के आदान-प्रदान के समझौते पर हस्ताक्षर करेंगे। दिल्ली - मुंबई औद्योगिक गलियारा परियोजना में जापान के साढ़े चार अरब डॉलर के निवेश की भी आशा है।
 विदेश मंत्री एस.एम. कृष्णा आपसी और अंतर्राष्ट्रीय मुद्दों पर विचार-विमर्श के लिए श्री नोदा से मिले। श्री नोदा उपराष्ट्रपति मोहम्मद हामिद अंसारी से भेंट करेंगे और यू.पी.ए. अध्यक्ष तथा लोकसभा में विपक्ष की नेता सहित कई अन्य नेताओं के साथ विचारों का आदान-प्रदान करेंगे। जापान के प्रधानमंत्री दोनों देशों के बीच संबंधों को और बढ़ाने के बारे में उद्योग जगत के प्रमुख व्यक्तियों और रणनीतिक विशेषज्ञों से चर्चा कर रहे हैं। बाद में दोनों नेताओं के बीच भारत-जापान असैन्य परमाणु सहयोग के संबंध में विशेष रूप से चर्चा होगी। इस मुद्दे पर दोनों देशों के बीच बातचीत के तीन दौर पहले ही हो चुके हैं।

 राजस्थान में रेजिडेंट डॉक्टरों के काम पर लौट आने से मेडिकल कॉलेजों और सम्बद्ध अस्पतालों में स्वास्थ्य सेवाओं की सामान्य स्थिति बहाल हो गई है। वे सेवारत डॉक्टरों के समर्थन में पिछले सात दिनों से हड़ताल पर थे। राज्य के स्वास्थ्य मंत्री ए.ए. खान के साथ डॉक्टरों की बातचीत के बाद कल मध्य रात्रि को हड़ताल समाप्त की गई।
 राज्य सरकार द्वारा वैकल्पिक व्यवस्था किए जाने के कारण सरकारी अस्पतालों में लगभग पंद्रह सौ डॉक्टर अब तक काम पर आए हैं और इतने ही हड़ताली सेवारत डॉक्टर भी काम पर लौट आए हैं। हमारे संवाददाता ने बताया है कि अब अस्पतालों में स्वास्थ्य सेवाएं आमतौर पर काबू में हैं।

 राजस्थान सरकार हड़ताली डॉक्टरों से सख्ती से निपटने के अपने रवैये पर बरकरार है। इसके फलस्वरूप पांच सौ डॉक्टरों को अब तक रेस्मा के तहत गिरफ्‌तार किया गया है। जबकि ६५ को निलम्बित कर दिया गया है। दूसरी ओर सेवारत डॉक्टर एसोसिएशन ने हड़ताल समाप्त करने की इच्छा जाहिर की है। बशर्ते सरकार डॉक्टरों के खिलाफ की गई कार्रवाई वापस ले। मुख्यमंत्री अशोक गहलोत ने हड़ताली डॉक्टरों से एक बार फिर इस संकल्प के साथ काम पर लौटने की अपील की है कि वे मानवता के हित में अब कभी हड़ताल पर नहीं जायेंगे। प्रेम भारती, आकाशवाणी समाचार, जयपुर।

 केरल में, मुल्लपेरियार में नये बांध के निर्माण की मांग को लेकर इडुक्की में भूख-हड़ताल और सत्याग्रह जारी है। उधर, आईआईटी रूड़की का एक विशेषज्ञ दल, पुराने बांध को तोड़े जाने से संबंधित प्रारंभिक अध्ययन के लिए कल थेक्कडी पहुंच रहा है। आज तिरूअनन्तपुरम में राज्य मंत्रिमंडल की बैठक हुई जिसमें हाल ही में अधिकार प्राप्त समिति के बांध के दौरे और अन्य घटनाक्रम की समीक्षा की गई।

 अण्णा हजारे, मुंबई में आज दूसरे दिन भी अनशन जारी रखे हुए हैं। उन्हें बुखार है और डॉक्टरों ने उन्हें सलाह दी है कि वे  स्वास्थ्य को देखते हुए अनशन तोड़ दें। उनके निकट सहयोगियों अरविन्द केजरीवाल, मनीष सिसोदिया और किरण बेदी ने भी उनसे अनशन समाप्त करने का अनुरोध किया है। महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चौहान ने भी कल रात अण्णा हजारे से मुलाकात की और उनसे अनशन समाप्त करने की अपील की।

 भारतीय बाघ संरक्षण प्राधिकरण एन टी सी ए  अगले वर्ष से वार्षिक बाघ गणना करायेगा। इसे देश के सभी ३९ बाघ संरक्षित वनों में शुरू किया जाएगा। प्राधिकरण के उप महानिरीक्षक   एच एस नेगी ने आज नई दिल्ली में  कहा कि इस समय हर चार साल में बाघ गणना का जो  कार्य जारी है, उसी के साथ वार्षिक गणना भी होती रहेगी। उन्होंने यह भी बताया कि इस वार्षिक अभ्यास का उद्देश्य बाघों की संख्या के प्रति संबंधित कर्मचारियों को जागरूक  रखना है। श्री नेगी ने कहा कि प्राधिकरण फील्ड स्टॉफ को आधुनिक  कैमरे, विशेषज्ञ और तकनीकी प्रशिक्षण सहित सभी आवश्यक सुविधाएं उपलब्ध कराएगा। उन्होंने ये भी बताया कि प्राधिकरण इस परियोजना के लिए प्रत्येक बाघ संरक्षित वन को ३५-३५ लाख रुपये देगा। हमारे संवाददाता ने बताया है कि  इस परियोजना के लिए मध्य प्रदेश के पन्ना बाघ संरक्षित वन में दो दिन की  क्षेत्रीय प्रशिक्षण कार्यशाला का भी आयोजन किया गया है।
 उधर, भारत और भूटान ने मानस नेशनल पार्क में बाघों की गिनती करने के लिए कैमरों के जरिए संयुक्त रूप से तस्वीरें ली हैं। यह पार्क दोनों देशों में फैला हुआ है। राष्ट्रीय बाघ संरक्षण प्राधिकरण के सदस्य फिरोज अहमद ने कहा कि मानस नेशनल पार्क और भूटान में रॉयल मानस नेशनल पार्क में कैमरों से ली गई तस्वीरों में १४ बाघ    देखने को मिले हैं। यह तस्वीरें कुल छह सौ पचास किलोमीटर क्षेत्र में ली गईं। मानस नेशनल पार्क में इन पर कल  एक बैठक में विचार-विमर्श किया गया। इस मौके पर दोनों देशों के वन अधिकारी और सम्बद्ध पक्षों के अन्य सदस्य मौजूद थे।
 बाघों की ठीक-ठीक संख्या का पता लगाने के सिलसिले में मानस पार्क में फोटोग्राफी का यह पहला प्रयास था। अधिकारियों का कहना है कि इस क्षेत्र में बाघों की संख्या  अधिक हो सकती है, क्योंकि अभी केवल तीन इलाकों में ही कैमरा फोटोग्राफी की गई है। बाकी इलाकों में बाघों की गिनती के लिए कैमरा फोटोग्राफी अगले दो महीनों में पूरी हो जाने की आशा है।

 बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में सेन्सेक्स करीब ३३ अंकों की गिरावट के साथ १५ हजार ८४१ पर खुला। बैंकिंग, उपभोक्ता वस्तुओं, भारी मशीनरी और रिएलिटी क्षेत्र के शेयरों पर बने दबाव तथा  एशिया के अन्य शेयर बाजारों में संस्थागत निवेशकों की लिवाली के अभाव में बाजार में यह गिरावट आई।   अब से कुछ देर पहले सेन्सेक्स ८५ अंक की गिरावट के साथ १५ हजार ७८८ था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी २८ अंक गिरकर चार हजार ७२० पर आ गया।

 एशियाई बाजारों में आज कच्चा तेल महंगा हुआ। फरवरी की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड २६ सेंट महंगा होकर १०१ डॉलर ६० सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नार्थ सी क्रूड की कीमत में भी १२ सेंट की वृद्धि हुई और एक बैरल १०९ डॉलर ३९ सेंट का हो गया।
 ईरान ने धमकी दी है कि उसके परमाणु कार्यक्रम को लेकर पश्चिमी देशों की ओर से उस पर प्रतिबंध लगाए जाने की स्थिति में वह दुनियाभर में तेल पहुंचाने वाले होरमूज की खाड़ी के रास्तों की नाकेबंदी कर देगा। कई पश्चिमी देश ईरान द्वारा परमाणु हथियारों का विस्तार करने के आरोप में उस पर प्रतिबंध लगाने पर विचार कर रहे हैं।
 ईरान के उपराष्ट्रपति मोहम्मद रजा रहीमी की ओर से जारी इस चेतावनी के मुताबिक ईरान पर अंतर्राष्ट्रीय प्रतिबंध लगाए जाने की स्थिति में तेल की एक बूंद भी खाड़ी से पार नहीं जा सकेगी।

 उत्तर भारत के कई हिस्सों में कड़ाके की सर्दी जारी है। उत्तर प्रदेश के अधिकतर भागों में रात का तापमान सामान्य से नीचे बना हुआ है। हालांकि दिन में चमकीली धूप से लोगों को कड़ाके की सर्दी से कुछ राहत मिली है। मौसम विभाग के अनुसार पिछले २४ घंटों के दौरान आगरा में सबसे अधिक सर्दी थी, जहां रात का तापमान दो दशमलव शून्य डिग्री सेल्सियस था।  कानपुर, आगरा, वाराणसी, फैजाबाद और झांसी डिवीजनों में तापमान सामान्य से नीचे ही रिकॉर्ड किया गया। पिछले २४ घंटों के दौरान राज्य के अधिकतर भागों में रात का तापमान दो से सात डिग्री सेल्सियस रहा।
  दिल्ली और आसपास के कुछ क्षेत्रों में आज धुंध छायी हुई थी। न्यूनतम तापमान पांंच दशमलव दो डिग्री सेल्सियस रिकॉर्ड किया गया, जो सामान्य से दो डिग्री नीचे है। कल अधिकतम तापमान २२ दशमलव तीन डिग्री सेल्सियस था, जो दिल्ली के सामान्य तापमान से दो डिग्री अधिक है। मौसम कार्यालय ने कहा है कि अगले दो दिनों तक राजधानी में धुंध छाए रहने की संभावना है। अधिकतम तापमान करीब २२ डिग्री और न्यूनतम तापमान पांच डिग्री सेल्सियस रहने का अनुमान है।

The President has given her assent to discuss the Lokpal Bill in the Rajya Sabha. Minister of State for Parliamentary Affairs, Rajiv shukla told reporters that the Bill will come up for discussion and passage in the afternoon in the Rajya Sabha. He was talking to reporters outside Parliament today. He said that the ruling Congress is holding talks with its allies to garner support for the passage of the Bill.

Law Minister Salman Khurshid has said it is an achievement for the government to get it passed in the Lok Sabha. The Lok Sabha passed the Bill last evening, making it clear that setting up of Lokayuktas by the states would not be mandatory. But the Constitutional Amendment Bill designed to confer constitutional status to the anti-corruption watchdog fell through, as the government failed to get two-thirds support for it. Finance Minister Pranab Mukherjee called it a sad day for democracy.

BJP today said that it is in favour of a strong and effective Lokpal Bill to deal with corruption. Talking to reporters outside Parliament, Senior Party Leader M.Venkaiah Naidu alleged that Congress led UPA government has brought a weak Bill and the Party will oppose the Legislation in the Rajya Sabha. He also said that it will become very difficult for the Ruling Party to get the nod of the Upper House as it is not enjoying majority in the House. Social activist Anna Hazare is continuing his fast for the second day today in Mumbai. Hazare, who is suffering from fever, has been advised by doctors to discontinue his fast as he has shown symptoms of dehydration and other health related problems. His close associates Arvind Kejriwal, Manish Sisodia and Kiran Bedi have also requested him to end the fast. Maharashtra Chief Minister Prithviraj Chavan had also met Hazare last night and appealed to him to end his fast.

Lok Sabha is now discussing the Judicial Standards and Accountability Bill, 2010. The Bill seeks to create a mechanism to increase the accountability of the Supreme Court and High Court Judges. It will pave the way for inquiring into their individual complaints and recommend appropriate action.
The Bill, moved by the law Minister Salman Khurshid for consideration and passage in the house, is also aimed to have a mechanism to declare of assets and liabilities of Judges, strengthening the independence of Judiciary. Mr Khurshid said the bill will also strengthen the institution of Judiciary by increasing the confidence of public in Judiciary.
The Bill further provides for setting up of the National Judiciary Oversight Committee to monitor the behaviour of the Judges. It seeks to repeal the Judges Inquiry Act, 1968 while retaining its basic features.

The Government has introduced a Bill aimed at establishment of the National Commission for Higher Education and Research (NCHER) in the Rajya Sabha today. The Higher Education and Research Bill, 2011, introduced by the Human Resource Development Minister Kapil Sibal, seeks to promote autonomy of higher educational institutions and universities for free pursuit of knowledge and innovation. It also provides for comprehensive and integrated growth of higher education and research keeping in view the global standard of educational and research practices.

The Rajya Sabha today deferred a Bill aimed at setting up of a Central Agriculture University in Bundelkhand region. The decision to defer the Rani Lakshmi Bai Central Agricultural University Bill, 2011, was announced by the Deputy Chairman, Mr K Rehman Khan in the House, which witnessed three adjournments on the issue.
Entire opposition opposed the introduction of the Bill, saying that it did not come under the jurisdiction of the Centre. They also demanded a division on the issue forcing the first adjournment for half an hour till 1143 hours. The House later adjourned twice till 1210 hours. Earlier, as soon as the Agriculture Minister, Mr Sharad Pawar rose to introduce the Bill, Mr P Rajive of the CPIM raised the objection. He was supported by members belonging to other opposition parties.
After consultations for sometime over the matter, the Deputy Chairman Mr K Rehman Khan overruled the objection and asked the Minister to introduce the Bill. At that time, the entire opposition demanded a division forcing the first adjournment.

A Constitutional amendment bill aimed at promoting voluntary formation and autonomous functioning of the cooperative societies across the country was introduced in the Rajya Sabha today. Giving the objectives and reasons of the Constitution (one hundred eleventh Amendment) Bill, 2009, the Agriculture Minister, Mr Sharad Pawar said the Bill will help professional management of cooperative societies. He said the cooperative sector has made significant contributions to various other fields of the national economy. He told the members that over 6 lakh cooperative societies with over 24.92 crore membership are operational in the country.
Mr Pawar said the bill aims at ensuring the cooperative societies function professionally with sound health. Initiating a discussion on the Bill, Mr Balvant Apte of the BJP welcomed the Bill, saying that it is a right step in the right direction. He said consistent efforts should be made to ensure that the cooperative societies get rid of some of evils like undue influence and frequent political interference.
Dr. E M S Nachiappan of the Congress said it is the dream project of his party to strengthen the cooperative movement in the country. He recalled the contribution of the late Prime Minister Rajiv Gandhi in strengthening the Panchayati Raj system to empower common people at the grass roots level. Mr P Rajeeve of the CPIM opposed the bill saying that it will encroach upon the right of the States and federal concept of the Constitution. The discussion is on.

In Rajasthan, normalcy was restored in medical colleges and attached hospitals as resident doctors returned to work after seven days of strike in support of in-service doctors. Their strike was called off last midnight after talks with Health Minister A.A. Khan. Meanwhile, nearly 1500 doctors have so far reported for work in government hospitals as a result of alternate arrangements made by the state government.
An equal number of striking in-service doctors have also resumed their duties following which the health services in hospitals is now by and large, under control. More from our correspondent: 
The tough stand of government against the striking doctors continues and so far nearly 500 doctors have been arrested under RESMA and 65 have been suspended. The In-service Doctors’ Association has expressed its readiness to return to work in case the government agrees to its demand of withdrawing government’s action against the doctors. The Chief Minister Ashok Gehlot has again appealed the striking doctors to end their agitation and return to work with the promise that they will never go on strike again for the cause of humanity. The Reserve Bank of India, RBI has cautioned the public against falling prey to fictitious offers of cheap funds that are rampant in recent times. In a press statement at Guwahati, the RBI said, the fraudsters often lure the public in the form of lottery prize money through letters, e-mails, SMS etc. It said, such fraudulent communications were even sent on fake letterheads of the Reserve Bank of India or other reputed organizations, purportedly signed by their top executives or senior officials.
The Bank said, many residents have fallen victims to such tempting offers, and in the process, have lost huge sums of money. The fraudsters seek money from people, under different heads such as, processing fees, transaction fee, tax clearance charges, conversion charges, clearing fee etc.
They open multiple accounts in banks in the name of individuals or proprietary concerns in different bank branches for receiving such payments. The amount so remitted is withdrawn immediately, leaving the victims in the lurch. The Bank has also warned the public that making any type of remittance towards participation in schemes of lotteries or offers from unknown entities abroad or their agents in India is illegal.

Other Asian markets in Japan, China, Hong Kong, Singapore, Indonesia, South Korea and Taiwan were down by between 0.2 percent and 1.4 percent, today, amid concerns that economic growth in the region is slowing. The US Dow Jones Industrial Average had ended flat, overnight.

The domestic currency moved in a range between 53 rupees 3 paise and 53 rupees 24 paise per dollar during morning deals. Month-end dollar demand from importers, mainly oil refiners, coupled with a higher dollar in overseas markets, affected the rupee value against the dollar.

Oil rose in year-end Asian trade today as Iran warned it would lock down the crucial Strait of Hormuz if the West imposed sanctions on its oil exports. New York's main contract, light sweet crude for February delivery, gained 26 cents to 101.60 US Dollars per barrel and Brent North Sea crude for February delivery rose 12 cents to 109.39 US Dollars. Several Western states are considering oil sanctions against Iran over its nuclear programme, accusing it of seeking to develop nuclear weapons.
Iranian Vice President Mohammad Reza Rahimi made his threat yesterday as Tehran conducted navy war games near the Strait of Hormuz, at the entrance of the oil-rich Gulf where 40 per cent of the world's oil transits. The strait links the Gulf, bordered by petroleum-rich states such as Bahrain, Kuwait, Qatar, Saudi Arabia and the United Arab Emirates, with Oman.

Japan has expressed its keenness to strengthen economic ties with India. Ahead of delegation level talks with the Prime Minister Dr. Manmohan Singh later this evening, Mr. Yoshihiro Noda said that he will hold wide ranging talks with his Indian counterpart on political, economic and security issues in his summit meeting. He was accorded a ceremonial reception at the forecourt of Rashtrapati Bhawan this morning. The two countries are expected to sign a currency swap deal worth ten billion US dollars.
Japan is also expected to announce an investment of 4.5 billion dollar investment for Delhi-Mumbai industrial corridor project. The External Affairs Minister S.M. Krishna called on Mr. Noda to discuss issues of mutual concern and international developments with the visiting dignitaries. He will call on the Vice President, Mohd. Hamid Ansari and exchange views with several other leaders including the UPA Chairperson and leader of the Opposition in the Lok Sabha.
The Japanese Prime Minister is addressing captains of industry and strategic experts to boost ties between the two countries. Indo-Japan Civil Nuclear Cooperation is at the centre of talks between the two leaders later in the day. The two countries have already held three rounds of talks on the issue.

The former Egyptian President Hosni Mubarak has arrived in court in Cairo after a three month pause in his trial. He is accused of corruption and of ordering the killing of protestors during the demonstrations in February. Some of Egypt's most powerful figures have already testified. The military leader Field Marshal Mohamed Hussein Tantawi has said Mr Mubarak never gave orders to shoot protestors.
An ailing Mubarak, 83, risks the death sentence if he is found to have been complicit in the killings of some 850 people who died during protests that overthrew him in February. Mubarak, who is in custody in a Cairo military hospital, also faces charges of corruption, together with his two sons Alaa and Gamal. Ex-interior minister Habib al-Adly and six security chiefs are also on trial for their role in quelling the protests.

In Syria, angry protesters have confronted visiting Arab League monitors in the restive city of Homs, demanding international protection. The observers are verifying compliance with an Arab League plan to end the government's violent crackdown. Tens of thousands protested in Homs as the monitors arrived. The Arab League, however, said the first day was very good.
Tanks reportedly withdrew before the monitors arrived but activists say some were simply deployed out of sight. The UN says, more than 5,000 people have been killed in protests against President Bashar al-Assad's rule since March. Media reports say the monitors who, after visiting the governor of Homs, travelled to the flashpoint district of Baba Amr.

In Afghanistan, three International Security Assistance Force service members were killed following an improvised explosive device attack in eastern part of the country yesterday. The NATO-led ISAF said in a press release today that with this the death toll has reached 558.
Troops mostly from the United States have been stationed in eastern Afghanistan within the framework of ISAF to curb Taliban- linked insurgency there. Afghan Taliban has launched massive IED attacks against ISAF and Afghan national security force in recent years.

Importantly for the hosts, under-fire veteran Michael Hussey, 79, was still holding his ground though fortuitously since Rahul Dravid at first slip dropped a sitter off him when the left-hander was on 69.
Earlier replying to Australia's 333, the India lost eight wickets within 68 runs to be bundled out for 282 in their first innings before the bowlers led by the young Umesh Yadav brought them back in the match. Rahul Dravid's wicket, on the second ball of the day, sparked a middle order collapse, as India slid from 214 for 3 to 282 all out.

The Deputy Secretary-general of the Arab League, Ahmad Bin Helli has said the Arab Observer Mission in Syria will probe the incidents there.Talking to media in the UAE Capital, Abu Dhabi he said the League observer’s team will visit the sites of violence and submit its report in time for action. He expressed hope that the mission will be completed within a month and things will be resolved in a peaceful manner for the sake of the Syrian people.
General Mohammad Ahmad Mustafa Al Dabi, head of the Arab League Mission to Syria has said the second group of observers in the coming days would be deployed in Qamishli, Deir Al Zour, and the Syrian Coast.

The visiting Hamas leader from Gaza, Ismail Haniya said, the Hamas represents the Jihadi movement of Egypt’s Muslim Brotherhood. The statement came after his meeting with Muslim Brotherhood Supreme Guide Mohamed Badie in Cairo. Haniya said Hamas does not hide its affiliation with the Brotherhood.
Badie said that the plight of the Palestinians is important. Hamas is considered an offshoot of the Brotherhood.In a joint press conference with Arab League Chief Nabil al-Araby on Monday, Haniya called on the league to work for lifting the Israeli blockade on Gaza. Haniya’s visit to Egypt is the first trip he has made outside Gaza since Israel imposed a blockade on the territory in 2007.

लोकपाल विधेयक बहस और पारित किए जाने के लिए कल राज्य सभा में पेश किया जाएगा। सदन के उपसभापति के. रहमान खान ने व्हिसल ब्लोवर्स विधेयक को सदन में लोकपाल विधेयक के साथ न पेशकर अलग से पेश करने के सरकार के फैसले पर विपक्ष की आपत्ति के बाद यह घोषणा की। सदन के मिजाज को देखते हुए श्री खान ने कहा कि भ्रष्टाचार विरोधी विधेयक पर अब कल बहस होगी।
इस बीच, राष्ट्रपति ने लोकसभा द्वारा कुछ संशोधनों के साथ पारित इस विधेयक को विचार के लिए राज्यसभा में पेश करने की अनुमति दे दी है। इससे पहले कई मंत्रियों ने कहा था कि राज्यसभा में इस विधेयक पर आज तीसरे पहर बहस होगी। संसदीय कार्य राज्य मंत्री राजीव शुक्ला ने कहा कि कांग्रेस, विधेयक को पारित कराने के लिए अपने सहयोगी दलों के समर्थन के लिए उनसे बातचीत कर रही है। भारतीय जनता पार्टी पर दोहरे मानदण्ड अपनाने का आरोप लगाते हुए श्री शुक्ला ने कहा कि वे टीम अन्ना के आंदोलन को हवा दे रही है, लेकिन एक मजबूत लोकपाल विधेयक को पास कराने में समर्थन नहीं दे रही है।
यूपीए अध्यक्ष सोनिया गांधी ने लोकसभा में एक मजबूत और कारगर लोकपाल विधेयक पास हो जाने पर संतोष व्यक्त किया। आज नई दिल्ली में संवाददाताओं से श्रीमती गांधी ने कहा कि लोकपाल को संवैधानिक दर्जा दिए जाने के सम्बन्धी विधेयक के विरोध में वोट देने से भाजपा की असलीयत सामने आ गई है।

बीजेपी ने वास्तव में स्थायी समिति में संवैधानिक दर्जा देने की प्रतिबंद्धता व्यक्त की थी। परंतु हमने उसका असली चेहरा कल देखा। लोकपाल बिल को जो मजबूती हम देना चाहते थे। उसके लिए उन्होंने मना कर दिया और विधेयक के विरोध में वोट दिया।

भारतीय जनता पार्टी ने कहा है कि वह उस लोकपाल को संवैधानिक दर्जा देने के पक्ष में है, जो देश के संघीय ढांचे में बाधक नहीं हो। पार्टी नेता सुषमा स्वराज ने कहा कि सत्तारूढ़ पार्टी लोकपाल को संवैधानिक दर्जा दिलाने में विफल रही, क्योंकि उसका सदन प्रबंधन कमजोर था।
कल रात से ही कांग्रेस के लोग हमारे माथे पर दोष मारने लगे हैं और आज सुबह कांग्रेस की अध्यक्षता में भी उनके सुर में सुर मिलाकर कहा कि बीजेपी ने धोखा दिया। टोटल का टू थर्ड तो और ज्यादा होता प्रेजेंट ...लेकिन २७३ नहीं जुटा सकी। सरकार का क्योर.मेनेजमेंट इतना पुअर था। इनके अपनी सहयोगी दल इनके खिलाफ बोले इनके समर्थक दल उठकर चले गये।

कांग्रेस लोकसभा में कल लोकपाल विधेयक से जुड़े संविधान संशोधन विधेयक पर मतदान के दौरान अनुपस्थित रहने वाले पार्टी सांसदों से स्पष्टीकरण मांगेगी। संसदीय कार्य मंत्री पवन कुमार बंसल ने बताया कि वे इस बारे में इन सांसदों को पत्र लिखेंगे। उन्होंने बताया कि इस महत्वपूर्ण समय में पार्टी के १३ सांसद और यूपीए के सहयोगी दलों के आठ सांसद उपस्थित नहीं थे।

लोकसभा में आज न्यायिक मानक और जवाबदेही विधेयक-२०१० पर चर्चा हुई। इसके तहत उच्चतम न्यायालय और उच्च न्यायालय के न्यायाधीशों की जवाबदेही बढ़ाने का प्रावधान है। इससे किसी न्यायाधीश के खिलाफ शिकायतों की जांच और प्रत्येक मामले में उपयुक्त कार्रवाई की सिफारिश करने का प्रावधान है। कानून मंत्री सलमान खुर्शीद ने विधेयक पेश करते हुए कहा कि विधेयक में न्यायाधीशों के आचरण की निगरानी के लिए राष्ट्रीय न्यायिक निगरानी समिति गठित करने का प्रावधान है। इस विधेयक के अनुसार न्यायाधीश के पति या पत्नी तथा उनके बच्चों द्वारा अपनी संपत्ति की घोषणा करना अनिवार्य होगा।
श्री खुर्शीद ने उच्च न्यायालय के न्यायाधीशों की सेवा निवृत्ति की आयु ६२ से बढ़ाकर ६५ वर्ष करने के लिए संविधान संशोधन विधेयक पेश किया।
भारतीय जनता पार्टी ने बिना देरी किये राष्ट्रीय न्यायिक निगरानी समिति बनाने की मांग की, लेकिन विधेयक के प्रावधानों में कुछ बदलाव करने को भी कहा। पार्टी का कहना है कि समिति में गैर-न्यायिक सदस्यों को शामिल करने से न्यायाधीशों की स्वतंत्रता का हनन हो सकता है। विधेयक का समर्थन करते हुए कांग्रेस के सदस्यों ने कहा कि इस विधेयक से न्यायिक मानक में सुधार होगा। समाजवादी पार्टी और तृणमूल कांग्रेस ने विधेयक का समर्थन किया। अन्य सदस्यों ने इसे समकालीन आवश्यकताओं के अनुरूप बनाने के लिए इसमें संशोधन का सुझाव दिया। सदन में विधेयक पर कल भी बहस जारी रहेगी।

संसद ने १११वां संविधान संशोधन विधेयक-२००९ पारित कर दिया है। इसका उद्देश्य सहकारी समितियों के स्वैच्छिक गठन और स्वायत्त कामकाज को बढ़ावा देना है। राज्यसभा ने इसे आज मंजूरी दी। कृषि मंत्री शरद पवार ने कहा कि केन्द्र सहकारिता क्षेत्र को मजबूत करने के लिए और सुधार लाने के प्रति वचनबद्ध है। सहकारी संस्थाओं को कर में छूट देने की मांग पर श्री पवार ने कहा कि सरकार जहां भी जरूरत होती है, खस्ताहाल सहकारी समितियों को मदद करती है। बाद में, सदन ने ४३ के मुकाबले १५४ मतों से विधेयक पास कर दिया। लोकसभा इसे पहले ही पारित कर चुकी है।

सरकार ने अन्य पिछड़े वर्गों के कोटे के अंतर्गत अल्पसंख्यकों के लिए साढ़े चार प्रतिशत के आरक्षण को जायज बताया है। कानून मंत्री सलमान खुर्शीद ने आज लोकसभा में इसका संज्ञान लेते हुए अपने बयान में कहा कि अल्पसंख्यकों का सिर्फ पिछड़ा तबका ही इस आरक्षण का लाभ ले सकेगा। अल्पसंख्यकों के कल्याण के मुद्दे पर सच्चर समिति की सिफारिशों का जिक्र करते हुए उन्होंने कहा कि अल्पसंख्यकों में तीन कमजोर वर्गों को आरक्षण की जरूरत है।
सदन में श्री खुर्शीद के बयान के दौरान विपक्ष के हंगामे के कारण सदन की बैठक दिनभर के लिए स्थगित करनी पड़ी।

जापान ने दिल्ली-मुंबई औद्योगिक गलियारा परियोजना के लिए साढ़े चार अरब डॉलर की सहायता की घोषणा की है। प्रधानमंत्री मनमोहन सिंह के साथ शिष्टमंडल स्तर की वार्ता के बाद संवाददाताओं से बातचीत में जापान के प्रधानमंत्री योशिहीको नोदा ने दिल्ली मेट्रो रेल परियोजना के लिए एक अरब ७० करोड डॉलर के निवेश की भी घोषणा की। उन्होंने कहा कि जापान वर्तमान विनिमय को तीन अरब डॉलर से बढ़ाकर १५ अरब डॉलर करेगा। इससे अंतर्राष्ट्रीय बाजार में भारतीय रुपये के दाम में आई गिरावट रोकने में मदद मिलेगी।
प्रधानमंत्री मनमोहन सिंह ने आपसी व्यापार और आर्थिक विकास के लिए जापान से अधिक निवेश करने का आग्रह किया। उन्होंने कहा कि जापान के प्रधानमंत्री के साथ बैठक में समुद्री डकैती, रक्षा तथा असैन्य परमाणु क्षेत्र में सहयोग जैसे मुद्दों पर चर्चा की गई।

भारत ने रूस की एक अदालत द्वारा श्रीमदभगवद् गीता पर प्रतिबंध की याचिका को खारिज किये जाने का स्वागत किया है। विदेश मंत्रालय ने कहा है कि अदालत के फैसले से स्पष्ट हो गया है कि भारत और रूस को एक- दूसरे की संस्कृति की गहरी समझ है और साझा सभ्यता के मूल्यों को क्षति पहुंचाने के किसी भी प्रयास को खारिज कर दिया जाएगा।
विदेश मंत्री एस.एम. कृष्णा ने फैसले का स्वागत करते हुए समर्थन के लिए रूस की सरकार को धन्यवाद दिया है। रूस की अदालत ने आज श्रीमदभगवद् गीता के अनुवाद वाली पुस्तक पर प्रतिबंध की अर्जी को खारिज कर दिया।

१४ लोगों को आज नई दिल्ली में एक समारोह में वर्ष २००९ और २०१० के लिए भारतेंदु हरिश्चंद्र पुरस्कार दिए गए। ये पुरस्कार पत्रकारिता जन संचार, महिलाओं से जुड़े मुद्दों, बाल साहित्य और राष्ट्रीय एकता श्रेणी में दिए गए। सूचना और प्रसारण राज्य मंत्री एस. जगतरक्षकण ने इस अवसर पर कहा कि भारतेंदु हरिश्चंद्र ने थोड़े समय में हिन्दी भाषा के विकास में अपनी महत्वपूर्ण छाप छोड़ी। पुरस्कार राशि को बहुत कम बताते हुए उन्होंने इसे बढ़ाये जाने की बात कही।

यह पुरस्कार भारत सरकार की ओर से सराहना भाव है। मैं व्यक्तिगत रूप से महसूस करता हॅू कि पुरस्कार की यह राशि बहुत ही कम है। इसलिए मैं इसे अपनी वरिष्ठ सहयोगी मेडम अम्बिका सोनी से मिलकर कम से कम एक लाख रूपये तक बढ़ाने की सिफारिश करूंगा।

जाने-माने समाजिक कार्यकर्त्ता अन्ना हजारे ने अपने स्वास्थ्य के प्रति बढ़ती चिंताओं के कारण आज शाम अनशन समाप्त कर दिया। मुम्बई में एम एम आर डी ए मैदान में टीम अन्ना के अन्य सदस्यों अरविंद केजरीवाल, मनीष सिसोदिया और मयंक गांधी ने भी अनशन समाप्त कर दिया। टीम अन्ना ने प्रस्तावित जेल भरो आंदोलन और सांसदों तथा विधायकों के आवास के बाहर धरना कार्यक्रम को भी अनिश्चित काल के लिए स्थगित कर दिया है। अन्ना हजारे ने कहा है कि वे लोकपाल के बारे में लोगों को बताने के लिए मतदाता जागरूकता अभियान चलाएंगे।

The Rajya Sabha will take up the Lokpal bill for discussion and passage tomorrow. This was announced by Deputy Chairman of the House, K. Rehman Khan after the opposition objected to the government's decision to take up the Whistleblowers Bill separately and not with the Lokpal Bill.
Both the bill were taken up in the Lok Sabha together. Sensing the mood of the House, Mr. Khan said that the anti-graft bill will be taken up tomorrow. Earlier, the President gave her assent to the bill as it was passed by the Lok Sabha with certain amendments. Ministers of State Parliamentary Affairs Minister Rajiv Shukla said that the ruling Congress party is holding talks with its allies to garner support for the passage of the Bill. Accusing the BJP of double speak, Mr. Shukla said that they want to fuel Team Anna’s agitation but do not lend their support for the passage of a strong Lokpal.
UPA Chairperson Sonia Gandhi today expressed satisfaction over the passage of the Lokpal Bill in the Lok Sabha. Talking to reporters in New Delhi, Mrs. Gandhi said that the fall of the constitution amendment bill has shown the real face of the BJP. She said that the BJP had earlier committed to back the move to give constitutional status to the Lokpal.

The Prime Minister Dr. Manmohan Singh today said that those having divergent views on the Lokpal stocks will respect Parliament. Talking to reporters after delegation level talks with the Japanese Prime Minister, Yoshihiko Noda, he said that the bill has been passed with an overwhelming majority by the Lok Sabha and expressed the hope that it will be approved by the Rajya Sabha.

The Lok Sabha today discussed the Judicial Standards and Accountability Bill, 2010. It seeks to create a mechanism to increase the accountability of the Supreme Court and High Court Judges. It is meant to pave the way for enquiry into complaints against individual judges and recommend appropriate action in each case. Moved by Law Minister Salman Khurshid, the bill aims to strengthen the independence of the judiciary. He said, the bill provides for the setting up of a National Judiciary Oversight Committee to monitor the behaviour of the judges.

A Constitutional amendment bill aimed at promoting voluntary formation and autonomous functioning of cooperative societies across the country got Parliament's seal of approval with the Rajya Sabha adopting it today. The Constitution (One hundred eleventh amendment) Bill, 2009 was already passed by the Lok Sabha earlier. Replying to the discussion, the Agriculture Minister, Mr Sharad Pawar said the Centre is committed to bringing more reforms for strengthening the cooperative sector.

The Government today justified the 4.5 percent sub-quota for the minorities. Making a suo-moto statement in the Lok Sabha, Law Minister Salman Khurshid said only the backward sections of the minorities will be able to avail of the quota. Referring to the recommendations of the Sachar Committee on the welfare of minorities, he said three weaker sections among them need reservations.

Japan has announced an assistance of 4.5 billion U.S. dollars for the Delhi - Mumbai industrial corridor project. Talking to reporters after delegation level talks with his Indian counterpart, the Japanese Prime Minister Mr. Yoshihiko Noda also announced 1.7 billion dollar investment for the Delhi Metro rail project. He also said that Japan will increase the current swap of three billion dollars to 15 billion U.S. dollars. New Delhi has welcomed Russian court's decision to reject a petition seeking a ban on the Bhagvad Gita. The External Affairs Ministry said the court order demonstrates that Indians and Russians have a deep understanding of each other's cultures and will reject any attempt to belittle our common civilisational values. Jagathrakshakan was addressing the gathering after presenting the Bhartendu Harish Chandra Awards for 2009 and 2010 in New Delhi this evening. He said the award money is not adequate and the first prize should be raised to one lakh rupees from the present 75,000 rupees.
