 लोकपाल और लोकायुक्त विधेयक २०११ पर आज लोकसभा में चर्चा होगी। इसके साथ ही लोकपाल और लोकायुक्त को संवैधानिक दर्जा देने से संबद्ध संविधान संशोधन विधेयक भी लोकसभा में चर्चा के लिए सूचीबद्ध है। भ्रष्टाचार का पर्दाफाश करने वाले लोगों को संरक्षण देने संबंधी व्हिसिलब्लोअर विधेयक पर भी चर्चा होनी है।
 संसदीय कार्यमंत्री पी.के. बंसल ने कहा है कि लोकसभा में पेश लोकपाल विधेयक समाज और राजनीतिक दलों के साथ व्यापक चर्चा के बाद तैयार किया गया है। उन्होंने कहा कि इससे सशक्त लोकपाल की स्थापना होगी।
 वित्त मंत्री प्रणब मुखर्जी का कहना है कि लोकपाल विधेयक का अंतिम रूप क्या होगा ये तय करना संसद का काम है।


विधान बनाना संसद का काम है। अन्ना हजारे और उनकी टीम की राय जानने के लिए हमारी उनके साथ कई दौर की वार्ता हुई। लेकिन यह संसद को निर्णय करना है कि विधान का अंतिम रूप क्या होगा। हमने विधान को सभा के विचार के लिए उसके समक्ष रखा है।''
 उधर, सामाजिक कार्यकर्ता अण्णा हजार आज मुंबई के एमएमआरडीए मैदान पर तीन दिन का अनशन शुरू करेंगे। टीम अण्णा ने रविवार को प्रधानमंत्री और सांसदों के नाम खुले पत्र में अच्छे से अच्छा भ्रष्टाचार रोधक कानून पास करने की अपील की है, जिसमें लोकपाल का अपना जांच तंत्र भी होना चाहिए।
 संसदीय कार्य राज्यमंत्री राजीव शुक्ला ने कहा है कि टीम अण्णा को लोकपाल के बारे में संसद के अंतिम निर्णय की प्रतीक्षा करनी चाहिए।
 भारतीय जनता पार्टी ने कहा है कि वो लोकपाल विधेयक में संशोधन का प्रस्ताव रखेगी। पार्टी प्रवक्ता शहनवाज हुसैन का आरोप है कि सरकार विधेयक को कमजोर करना चाहती है।


पार्टी अपने ऐतराज को संशोधन के रूप में पेश करेगी। हम एक मजबूत और सशक्त लोकपाल चाहते हैं।''
 मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी ने कहा है कि उनकी पार्टी भी लोकपाल और उसके सदस्यों के चयन और संरचना के बारे में संशोधन प्रस्ताव रखेगी।

जहां तक हमारे पार्टी का ताल्लुक है हम कुछ संशोधन इस विधेयक में हम लाना चाहते हैं ताकि यह लोकपाल जो है और इफेक्टिव लोकपाल हो।

 प्रधानमंत्री डॉ. मनमोहन सिंह ने कहा है कि निजी अस्पतालों की जिम्मेदारी है कि वे लोगों को उचित दाम पर स्वास्थ्य सुविधाएं उपलब्ध कराएं और  जन-जन तक स्वास्थ्य सुविधाएं पहुंचाने में सरकार के प्रयासों में योगदान करें। प्रधानमंत्री ने कहा कि सरकार का लक्ष्य लोगों को उचित लागत पर अच्छी चिकित्सा सुविधाएं प्रदान करना और सार्वजनिक अस्पतालों में मुत चिकित्सा सुविधा देना है। उन्होंने कहा कि देश की विशाल आबादी को ध्यान में रखते हुए जरूरी है कि निजी क्षेत्र इस कार्य में सहयोग करें।
 तमिलनाडु में करईकुडी में कल अपोलो रीच और वासन नेत्र अस्पताल का उद्घाटन करते हुए उन्होंने कहा कि निजी अस्पतालों का यह सामाजिक दायित्व है कि ग़रीबों को मुत चिकित्सा सेवाएं प्रदान करें।

 जापान के प्रधानमंत्री योशीहिको नोदा भारत की तीन दिन की यात्रा पर आज नई दिल्ली पहुंचेंगे। श्री नोदा कल प्रधानमंत्री डॉ. मनमोहन सिंह के साथ प्रतिनिधिमंडल स्तर की बातचीत करेंगे। बातचीत में अन्य मुद्दों के अलावा असैनिक परमाणु सहयोग पर प्रमुखता से चर्चा होगी। दोनों नेता व्यापार बढ़ाने के तरीकों पर भी बातचीत करेंगे।
 विदेश मंत्रालय के प्रवक्ता सैयद अकबरूद्दीन ने कहा कि दोनों प्रधानमंत्री उत्तर कोरिया के नेता किम जोंग इल की मृत्यु के बाद उत्पन्न स्थिति सहित क्षेत्रीय मुद्दों पर बातचीत करेंगे।
 जापान के प्रधानमंत्री के रूप में श्री नोदा की यह पहली भारत यात्रा है। यात्रा के दौरान वे उप राष्ट्रपति मोहम्मद हामिद अंसारी और यूपीए अध्यक्ष सोनिया गांधी से भी मुलाकात करेंगे।

 मुख्य चुनाव आयुक्त एस वाई कुरैशी के नेतृत्व में चुनाव आयोग का एक दल ३० जनवरी से हो रहे चुनावों के प्रबंधों का जायजा लेने के लिए आज से दो दिन की यात्रा पर पंजाब जा रहा है। राज्य चुनाव आयुक्त के एक प्रवक्ता ने चंडीगढ़ में बताया कि श्री कुरैशी के साथ चुनाव आयुक्त वी एस सम्पत और एच एस ब्रहमा भी जा रहे हैं। उन्होंने कहा कि दल बुधवार को विभिन्न राजनीतिक दलों के प्रतिनिधियों से मुलाकात करेगा।
 यह दल चुनाव पं्रबधों का जायजा लेने के लिए राज्य के मुख्य सचिव, प्रधान गृह सचिव, डीजीपी, डीसी, एसएसपी, आईजीपी और अन्य वरिष्ठ अधिकारियों से भी चर्चा करेगा।

 राजस्थान में राज्य सरकार ने मरीजों की देखभाल के लिए साढ़े सात सौ नए डॉक्टर भर्ती किए हैं, जिससे सरकारी अस्पतालों में चिकित्सा सेवाओं की स्थिति आज सुधरने की संभावना है। राज्य में सरकारी डॉक्टरों की हड़ताल का आज सातवां दिन है। राज्य सरकार ने राजस्थान आवश्यक सेवा अधिनियम के तहत करीब चार सौ पच्चीस डॉक्टरों को गिरतार किया है, और ५७ को निलंबित किया है। केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने हड़ताली डॉक्टरों से अपील की है कि वे मरीजों के हित में हड़ताल खत्म कर दें।

डॉक्टरों के हॉस्पिटल न जाने से हजारों की जाने खतरे में हो सकती हैं। इस लिए मैं अपील करता हूं कि उनकों दूसरे एनस्टिट्यूशनस की तरह हड़ताल नहीं करनी चाहिए, जिसकी वज+ह से किसी की जान चली जाए।
 हमारे संवाददाता ने खबर दी है कि हड़ताली डॉक्टर मांग कर रहे हैं कि वे काम पर लौटने को तैयार हैं, इसलिए सरकार उनके खिलाफ कार्रवाई वापस ले और बातचीत शुरू कर दें।

मुख्यमंत्री अशोक गहलोत ने कल उदयपुर में कहा कि पहले हड़ताली डॉक्टरों को काम पर लौटना चाहिए, उसके बाद ही सरकार उनसे कोई बातचीत करेगी। उधर आंदोलन कर रहे डॉक्टर वार्ता से पहले बर्खास्तगी और निलंबन के आदेश वापस लेने और गिरतार डॉक्टरों की रिहा करने की मांग कर रहे हैं। इस गतिरोध को तोड़ने की कोशिश के तहत सरकार ने बीस सूत्री कार्यक्रम क्रियान्वयन समिति के अध्यक्ष डॉक्टर करण सिंह यादव को हड़ताली डॉक्टरों से बातचीत के लिए अधिकृत किया है। सरकारी अस्पतालों में सेवाओं को सामान्य बनाए रखने के लिए ७५० नये डॉक्टरों की भर्ती के साथ ही ३७७ का तबादला किया गया है। प्रेम भारती आकाशवाणी समाचार जयपुर।''

दूरसंचार आयोग ने सेवा और सर्किल के आधार पर लाईसेंस शुल्क को मौजूदा ६ से १० प्रतिशत की बजाय सभी के लिए आठ प्रतिशत की समान दर से लेने की सिफारिश की है। कल नई दिल्ली में दूरसंचार आयोग की पांच घंटे तक चली बैठक के बाद दूरसंचार सचिव आर. चंद्रशेखर ने बताया कि समान लाइसेंस शुल्क का फैसला दो साल की अवधि में दो किस्तों में लागू किया जाएगा।
  इसके अलावा आयोग ने विलय और अधिग्रहण संबंधी ट्राई की  सिफारिश को भी स्वीकार कर लिया है।

 भारत और पाकिस्तान के बीच शांति प्रक्रिया के तहत परमाण्विक और पारम्परिक विश्वास उपायों पर संयुक्त कार्यकारी दल की बैठक इस्लामाबाद में चल रही है। पाकिस्तान के विदेश मंत्रालय में आज दूसरे दिन निरस्त्रीकरण और अंतर्राष्ट्रीय सुरक्षा मानकों के महानिदेशक डी. बाला वर्मा के नेतृत्व में भारतीय दल परमाण्विक विश्वास उपायों पर चर्चा करेगा। दो दिनों की बातचीत के पहले दिन कल पारम्परिक विश्वास उपायों की समीक्षा की गई। विदेश मंत्रालय में संयुक्त सचिव यशवंत के० सिन्हा ने दस सदस्यों के भारतीय प्रतिनिधिमडल का नेतृत्व किया।

 पाकिस्तान के गृहमंत्री रहमान मलिक और भारतीय उच्चायुक्त शरत सब्बरवाल ने २००८ के मुम्बई आतंकी हमलों की जांच से जुड़े प्रमुख अधिकारियों का इन्टरव्यू करने के लिए पाकिस्तानी न्यायिक आयोग की भारत यात्रा के तौर-तरीकों पर चर्चा की है।
 आयोग उन पुलिस अधिकारियों के इन्टरव्यू कर सकता है, जिन्होंने इस मामले की जांच की अगुवाई की थी।

 अरब लीग का ५० सदस्यीय पर्यवेक्षक दल दमिश्क पहुंच गया है। मेजर जनरल मोहम्मद मुस्तफा अल डेबी के नेतृत्व वाले इस दल में अलजीरिया और ट्यूनीशिया के विशेषज्ञ शामिल हैं। पर्यवेक्षक आज संभवतः हिंसा प्रभावित होम्स, हमा और इदलिब का दौरा करेंगे।
 इस बीच, विपक्षी सीरियाई संगठन ने आरोप लगाया कि सुरक्षा बलों ने बाबा अम्र जिले की घेराबंदी करने के बाद होम्स शहर में २३ लोगों को मार गिराया है।

The Lokpal and Lokayukta Bill, 2011 will come up for discussion in the Lok Sabha today. The Constitutional Amendment Bill for giving constitutional status to the Lokpal and Lokayuktas is also listed for discussion in the Lok Sabha. The Whistleblowers Bill will also be taken up by the House.

Parliamentary Affairs Minister P K Bansal said that the Lokpal Bill which has been introduced in the Lok Sabha is a product of wide ranging consultations with civil society and political parties. He described the Bill as a fine piece of legislation to provide for a strong Lokpal.

Finance Minister Pranab Mukherjee told reporters in Kolkata that it is the job of Parliament to legislate.

"We had several rounds of discussion with Shri Anna Hazare and his team. We know their view points but it is for the Parliament to decide what would be the final shape of the legislation. We have brought the legislation for the considerations of the House as and when the discussion will take place we will be come to know."

Meanwhile, social activist Anna Hazare will begin his 3-day fast at the MMRDA ground in Mumbai today. Minister of State for Parliamentary Affairs Rajiv Shukla said that team Anna should wait for the final outcome of Parliament on the Lokpal issue.

The BJP has said that it will move amendments in the Lokpal Bill. Party spokesperson Shahnawaz Hussain alleged that the government wants to dilute the Bill.

Prime Minister Manmohan Singh has said private hospitals have an obligation to provide health care at an affordable cost and asked them to supplement the government's efforts in reaching medical facilities to the people.

Inaugurating the Apollo Reach Hospital and the Vasan Eye Care and Research Institute in Karaikudi, Dr Singh said the government's aim was to provide good medical care at affordable cost to the people. But given the vastness of the country and large population, its efforts need to be supplemented by the private sector.

In Rajasthan, medical services in government hospitals are likely to improve from today as the State government has recruited 750 new doctors to take care of patients. The state government has arrested around 425 doctors and suspended 57 others under the Rajasthan Essential Services Maintenance Act. The doctors strike in the state has entered the seventh day today. Our correspondent reports that Union Health Minister Ghulam Nabi Azad has called upon the striking doctors to end their stir in the larger interest of patients.

The Chief Minister Ashok Gehlot addressing public gatherings in Udaipur district yesterday said that the doctors should first return to work after which the government is ready to hold talks with them. On the other hand the in-service doctors association has demanded the government to withdraw termination and suspension orders of the doctors and release the arrested doctors before any talks start. The government has authorized the Chairperson of 20 Point Programme Implementation Committee Dr. Karan Singh Yadav for dialogue with the striking doctors. The Telecom Commission has recommended a uniform license fee of 8 per cent as against the existing 6-10 per cent depending upon type of service and circle. The universal license fee will be implemented in two phases over a period of two years, Telecom Secretary R Chandrasekhar said in New Delhi yesterday after nearly a five-hour long meeting of the Telecom Commission, the highest decision making body of the Telecom Ministry. Chandrashekhar added that the commission has also accepted the TRAI recommendation on merger and acquisition and would ask the regulator to review its suggestion on market cap of the merged entity.

The Finance Ministry has decided to set up a Crisis Management Group or CMG to deal with the impact of global problems on the domestic economy, especially on the financial sector. The decision to set up the CMG was taken at a meeting headed by R Gopalan, Secretary Department of Economic Affairs in the Finance Ministry yesterday. Official sources said, the group will work towards developing an early warning mechanism to avert a crisis and it will also include experts.

The CBI has summoned former Uttar Pradesh ministers Babulal Kushwaha and Anant Mishra to Delhi for questioning in connection with the multi-crore National Rural Health Mission scam. Our correspondent reports, the ministers have been asked to appear before the agency today and tomorrow for questioning at the CBI headquarters.

Japanese Prime Minister Yoshihiko Noda will arrive in New Delhi today on a three-day visit to India. He will hold delegation level talks with Prime Minister Manmohan Singh tomorrow. Civil nuclear cooperation will be high on their agenda. The two leaders will also look at ways to enhance trade.

Speaking to reporters in New Delhi, External Affairs Ministry Spokesperson Syed Akbaruddin said the two Prime Ministers will also discuss regional issues, including the new developments in North Korea after the death of its leader Kim Jong-IL.

A team of 50 Arab League Observers has arrived in Damascus in Syria. The team consisting of experts from Algeria and Tunisia is led by Sudanese General Mustafa Daby. Our correspondent reports that the Arab League Chief Nabil Al-Arabi said it would take about a week to find out if the peace plan is being implemented in totality.

The Arab Observer mission to monitor the implementation of League mediated peace plan would visit the worst hit cities in phases. However, it has said the group will maintain an element of surprise by only announcing the specific areas they would be visiting on the same day of departure. The 50 member group consists of politicians, lawmakers and military officials. They will split themselves into ten groups for different cities. India and Pakistan reviewed conventional confidence-building measures, CBMs during the first phase of the two-day talks being held in Islamabad as part of the bilateral peace process. The first meeting of the Joint Working Group on nuclear and conventional CBMs since October 2007 began at the Foreign Office yesterday. Diplomatic sources told PTI, that during the session, officials from the two sides reviewed a range of conventional CBMs that were put in place in the past. Yashwant K Sinha, Joint Secretary in the External Affairs Ministry, headed the Indian group on conventional CBMs.

Pakistan's Interior Minister Rehman Malik and Indian High Commissioner Sharat Sabharwal have discussed modalities for a Pakistani judicial commission's visit to India to interview key officials linked to the probe into the 2008 Mumbai terror attacks. A statement from the Pak Interior Ministry said Mr Sabharwal called on Mr Malik yesterday and discussed matters relating to the Mumbai attacks and the visit of the judicial commission to India.

Earlier, Indian bowlers displayed high class bowling against the host and bundled them out for 333. After returning to test cricket, Indian ace pacer Zaheer Khan made the ball talk and troubled all Australian batsmen with his immaculate length and swing. He is ably supported by Umesh Yadav with his raw pace. For India, Zaheer took four wickets and Umesh and Ashwin took three each.

The Times of India writes "Govt confident it has numbers to pass bill". The Indian Express quotes Anna Hazare as saying "Don't enjoy fasting, govt forcing me to".
• Prime Minister Manmohan Singh's praise for his colleague and Home Minister P Chidambram at a speech at Alagappa University in Tamil Nadu is prominently noticed. "Under attack, Chidambram gets PM praise" reports the Indian Express. The Asian Age writes that the Prime Minister complimented Mr Chidambram for performing tasks given to him with "superb aplomb".
• The Hindu highlights the Prime Minister's concern about the quality of math education in the country as it writes on its front page "Manmohan concerned at decline in quality of maths teachers". The Prime Minister was inaugurating the year long celebrations of the 125th birth anniversary of legendary mathematician S Ramanujan. The Pioneer says that the Prime minister has declared 2012 as the National Mathematical year.
• The death of former Karnataka Chief Minister S Bangarappa is widely noticed. The Pioneer writes of him "This socialist was a king" until he was defeated by B S Yedyurappa. The Hindu quotes the Prime Minister as saying Bangarappa was a widely respected leader in a condolence message sent to his wife.
• All the papers take note of Tata Motors decision to recall 1 lakh 40 thousand Nano cars to fix starters. "Small Nano Big Recall" writes the Mail Today.
• And  even as the cold wave tightens its grip in north India most papers have published photographs of revellers frolicking in the snow at the popular skiing resort of Gulmarg in Kashmir.
