संसद में कल लोकपाल विधेयक पर बहस होने की उम्मीद है। प्रधानमंत्री निवास पर बैठक के बाद संसदीय कार्यमंत्री पवन कुमार बंसल ने कहा कि सरकार ने एक सशक्त भ्रष्टाचार विरोधी विधेयक के लिए जन लोकपाल विधेयक सहित सभी प्रस्तावित मसौदों और अरूणा राय तथा अन्य लोगों द्वारा तैयार किये गये दस्तावेजों को सदन में रखने का फैसला किया है।

ये विधेयक श्री अण्णा हजारे के नेतृत्व में सिविल सोसायटी ने तैयार और प्रस्तावित किया है। अब हमें ये देखना है कि इसे किस तरह लिया जाए।

श्री बंसल ने कहा कि सरकार टीम अण्णा के साथ चर्चा के दौरान उभरे तीन पेचीदा मुद्दों पर चर्चा कराने के विकल्पों की संभावनाएं तलाश रही है। इन मुद्दों में सिटीजन चार्टर बनाने, राज्यों में लोकायुक्त बनाने और निचले स्तर के सरकारी कर्मचारियों को लोकपाल के दायरे में लाने के मुद्दे शामिल हैं। श्री बंसल ने बताया कि बैठक के निष्कर्षो के बारे में जल्दी ही अण्णा हजारे को सूचित कर दिया जाएगा। इस बैठक में वित्तमंत्री प्रणब मुखर्जी, गृहमंत्री पी चिदंबरम और रक्षामंत्री ए के एंटनी भी उपस्थित थे।

लोकपाल विधेयक तैयार करने को लेकर, अण्णा हजारे के अनशन पर बना गतिरोध तोड़ने के लिए विचार-विमर्श तेज हो गया है। टीम अण्णा और सरकार के बीच वार्ता के चार दौर हो चुके हैं। केन्द्रीय विज्ञान तथा प्रौद्योगिकी मंत्री विलासराव देशमुख ने गतिरोध दूर करने के लिए अण्णा हजारे से मुलाकात की।
इससे पूर्व दिन में प्रधानमंत्री मनमोहन सिंह और लोकसभा में अन्य राजनीतिक दलों के नेताओं ने अण्णा हजारे से अनशन समाप्त करने की अपील की। डॉक्टर मनमोहन सिंह ने कहा कि अण्णा हजारे ने अपना विरोध दर्ज करा दिया और अब उन्हें अपना अनशन तोड़ देना चाहिए। प्रधानमंत्री ने सदन को आश्वासन दिया कि एक सशक्त और कारगर लोकपाल के लिए लोकपाल विधेयक के सभी स्वरूपों पर चर्चा की जाएगी।

चाहे इस बिल पर संसद में चर्चा हो या स्थाई समिति में। हमारा एक ही उद्देश्य ही होगा कि हम यह सुनिश्चित करें कि अपने पीछे देश की भलाई के लिए भ्रष्टाचार से लड़ने में अपने आप में पूरी तरह समक्ष लोकपाल बिल छोड़े।
लोकसभा में विपक्ष की नेता ने भी ऐसे ही उदगार व्यक्त किये।

हम सदन से उन्हें आश्वासन देते हैं कि हमें कितना भी संशोधन करना पड़े हम एक सशक्त, प्रभावी लोकपाल बिल इस सदन से निकालकर लायेंगे। ये सदन उनसे अपील करता है कि आपका जीवन अमूल्य हैं, आप अपना अनशन त्याग दें।
हमारे ंसंवाददाता ने बताया है कि अण्णा के निकट सहयोगी अरविन्द केजरीवाल ने कहा है कि लोकपाल के विधेयक के मुददे पर किसी समाधान पर पहुचने के लिए सरकार के साथ बातचीत जारी रहेगी। लेकिन उन्होंने भारतीय जनता पार्टी सहित सभी राजनीतिक दलों से संसद के समक्ष जनलोकपाल विधेयक पेश किये जाने के बारे में अपने अपने रूख स्पष्ट करने को कहा।
सशक्त लोकपाल विधेयक की मांग को लेकर अण्णा हजारे का अनशन आज दसवें दिन भी जारी है। उन्होंने प्रधानमंत्री को एक पत्र लिखा है। बताया जाता है कि उन्होंने सरकार से लोकपाल विधेयक के कुछ मुद्दों पर आश्वासन मांगा है।

इस बीच, अण्णा हजारे का स्वास्थ्य स्थिर बना हुआ है। उनके स्वास्थ्य की जांच कर रहे डॉक्टर नरेश त्रेहन ने आज शाम बताया कि अण्णा का छह किलोग्राम से अधिक वजन कम हो गया है। डॉक्टरी जांच के बाद संवाददाताओं से बातचीत में डॉक्टर नरेश त्रेहन ने कहा कि अण्णा के सभी अनिवार्य अंग सामान्य रूप से काम कर रहे हैं।

संसद में विधायी कार्यों को जल्द निपटाने के लिए दोनों सदनों की बैठक शनिवार को भी होगी। आज शाम राज्यसभा में इस आशय की घोषणा की गयी।

सूचना और प्रसारण मंत्री अम्बिका सोनी ने समाचार माध्यमों से कहा कि वे अन्ना हजारे के मुद्दे पर सभी पक्षों को समान दर्जा दें। संसद भवन से बाहर पत्रकारों से श्रीमती सोनी ने कहा कि ऐसा नहीं होना चाहिए कि मीडिया एक नज+रिये को सामने रखे और अन्य सभी की अनदेखी करता रहे। उन्होंने कहा कि उदार लोकतंत्र में मीडिया स्वतंत्र है लेकिन उसे बुनियादी सिद्धान्तों का सम्मान करना चाहिए।

कर्नाटक उच्च न्यायालय ने भ्रष्टाचार के आरोपों में पूर्व मुख्यमंत्री बी एस येदियुरप्पा पर मुकदमा चलाने पर रोक लगाने से इंकार कर दिया है। न्यायालय ने भूमि की अधिसूचना रद्द करने के मामले में बंगलौर के दो वकीलों की शिकायत पर येदियुरप्पा पर मुकदमा चलाने के लिए राज्यपाल हंसराज भारद्वाज द्वारा दी गई अनुमति पर रोक लगाने से इंकार कर दिया। लेकिन न्यायालय ने इस मामले में राज्य सरकार को एक पक्ष बनाने की याचिका मंजूर कर ली।

तमिलनाडु के पूर्व परिवहन मंत्री के.एन. नेहरू को भूमि हड़पने के आरोप में आज तिरुचिरापल्ली में गिरफ्‌तार कर लिया गया। उसे १५ दिन की न्यायिक हिरासत में कुड्डालोर केन्द्रीय कारागार भेज दिया गया है। के.एन. नेहरू डीएमके पार्टी के जिला सचिव भी है।
पार्टी के पूर्व विधायक अनबिल पेरियासामी और अन्य कार्यकर्ताओं को भी पुलिस ने ऐसे ही आरोपों में गिरफ्‌तार किया है।

मद्रास उच्च न्यायालय ने कांचीपीठ के शंकराचार्य जयेन्द्र सरस्वती के खिलाफ शंकर रमण की हत्या के मामले से संबंधित मुकदमे की सुनवाई पर आठ सप्ताह तक रोक लगा दी है। याचिकाकर्ता ने दलील दी थी कि शंकराचार्य और कुछ अन्य लोगों के बीच कथित बातचीत के कुछ फुटेज में कथित भुगतान का पता चलता है और यह रकम शंकराचार्य द्वारा दी गयी थी ताकि मुकदमे के फैसले को प्रभावित किया जा सके। याचिकाकर्ता ने मुकदमे की सुनवाई रोकने और सतर्कता रजिस्ट्रार को एफ आई आर दाखिल कर वैधानिक जांच शुरू करने के लिये निर्देश देने का अनुरोध किया था।

दूरसंचार नियामक ट्राई ने कहा है कि पहली अक्टूबर से अवांछित कॉल और एस एम एस पर रोक लग जाएगी। ट्राई के अध्यक्ष जे एस सरमा ने नई दिल्ली में एक समारोह मे कहा कि अक्टूबर से नई दूरसंचार नियामक नीति लागू हो जाएगी। श्री सरमा ने कहा कि हाल में टैरिफ बढ़ाने वाली सभी कंपनियों को पत्र भेजे गये हैं और उनसे टैरिफ बढ़ाने के कारण पूछे गये हैं।

गृहमंत्री पी. चिदंबरम ने आज जम्मू - कश्मीर के वरिष्ठ अधिकारियों और दूरसंचार सेवा प्रदाताओं के शीर्ष कार्यकारी अधिकारियों की एक बैठक की अध्यक्षता की और सुरक्षा से जुड़े विभिन्न मुद्दों पर चर्चा की। बैठक के दौरान गृहमंत्री को विभिन्न खुफिया एजेंसियों और राज्य पुलिस द्वारा सुरक्षा संबंधी समस्याओं के बारे में बताया गया।
श्री चिदंबरम ने दूरसंचार ऑपरेटरों से तत्काल डाटा उपलब्ध कराने और ग्राहक सत्यापन प्रक्रिया को तेज करने का आग्रह किया।

लोकसभा ने सीमा शुल्क - संशोधन और पुष्टिकरण - विधेयक ध्वनिमत से पारित कर दिया है। इस संशोधन से सीमा शुल्क अधिकारियों और राजस्व गुप्तचर अधिकारियों को वस्तुओं के आंकलन का अधिकार मिल जायेगा और वे नोटिस भी जारी कर सकेंगे।

खाद्य पदार्थो की मुद्रास्फीति की दर में १३ अगस्त को समाप्त हुए सप्ताह के दौरान शून्य दशमलव सात सात प्रतिशत की वृद्धि हुई और यह नौ दशमलव आठ शून्य प्रतिशत हो गई। मुद्रास्फीति में ये वृद्धि प्याज, आलू, फलों और प्रोटीनयुक्त खाद्य पदार्थो के दाम बढ़ने के कारण हुई।

वित्तमंत्री प्रणब मुखर्जी ने मुद्रास्फीति की दर बढ़कर लगभग दहाई के आंकड़े तक पहुंचने पर चिंता व्यक्त की है। हालांकि उन्होंने ये भी कहा कि इसके साप्ताहिक आंकड़ों में उतार-चढ़ाव होता रहता है और उचित आकलन के लिए अवधि लंबी होनी चाहिए।

रिजर्व बैंक ने आज कहा कि भारतीय अर्थव्यवस्था को व्यापक आर्थिक दृष्टिकोण से एक कठिन वर्ष के लिए तैयार होने की जरूरत है। वर्ष २०१०-११ के लिए अपनी वार्षिक रिपोर्ट में बैंक ने कहा कि आपूर्ति के पहलू पर प्रतिक्रिया कमजोर रहने के कारण मुद्रास्फीति देश के लिए एक महत्वपूर्ण आर्थिक चुनौती बनी हुई है। रिजर्व बैंक ने कहा कि वर्ष २०१०-११ में वृद्धि की दर आठ प्रतिशत दर्ज होने की संभावना है जो पिछले वित्त वर्ष के साढ़े आठ प्रतिशत के अनुमान से कम है।

खाद्य मुद्रास्फीति में बढ़त और ब्याज दरों से जुड़ी चिंताओं के चलते बॉम्बे स्टॉक एक्सचेंज का सेंसेक्स १३९ अंक टूटकर १६ हजार १४६ पर आ गया। निफ्‌टी ४९ अंक गिरकर चार हजार ८४० हो गया।
रुपया डॉलर के मुकाबले छह पैसे कमजोर हुआ और एक डॉलर की कीमत ४६ रुपए छह पैसे दर्ज हुई।
मुम्बई में सोना एक हजार ८४० रूपये लुढ़क कर २५ हजार ६७० रूपये प्रति दस ग्राम पर आ गया। चांदी ९१५ रुपए गिरकर ६० हजार ५४५ रूपये प्रति किलो हो गई।

भारत विश्व टीम स्क्वाश चैंपियनशिप के क्वार्टर-फाइनल में पहुंच गया है। जर्मनी में प्री-क्वार्टर फाइनल में भारत ने डेनमार्क को दो-शून्य से हराया। क्वार्टर-फाइनल में उसका मुकाबला चौथी वरीयता प्राप्त आस्ट्रेलिया से होगा। पिछले तीन दशक में केवल दूसरी बार भारत क्वार्टर फाइनल तक पहुंचा है। इससे पहले २००५ में जब यह चैंपियनशिप चेन्नई में आयोजित की गयी थी तब भारत अंतिम आठ में पहुंचा था।

भारतीय नौसेना के देश में बने दसवें फास्ट अटैक क्राट-आईएनएस करूवा को आज विशाखापटनम में नौसैनिक अड्डे पर सामरिक बल कमान के कंमाडर इन चीफ एयर मार्शल के जे मैथ्यूज ने कमीशन किया।
आईएनएस करूवा का नाम, केरल में कबानी की एक सहायक नदी के एक द्वीप के नाम पर रखा गया है। बावन मीटर लंबा यह जहाज तीस समुद्री मील प्रति घंटे से भी अधिक की रतार से चल सकता है।

भारत ने सात पाकिस्तानी कैदियों को आज अटारी-वाघा चौकी पर पाकिस्तान रेंजर्स को सौंप दिया। इन लोगों को भारतीय क्षेत्र में अवैध रूप से दाखिल होने के कारण गिरफतार किया गया था।

सरकार ने राज्यसभा में आश्वासन दिया है कि श्रीलंकाई तमिलों की समस्याओं के समाधान के लिए सभी उपाय किये जाएंगे। दिनभर चली बहस का जवाब देते हुए विदेश मंत्री एस. एम. कृष्णा ने कहा कि जल्दी ही सरकार स्थिति का जायजा लेने के लिए एक संसदीय प्रतिनिधिमंडल श्रीलंका भेजेगी, जो तमिलों के पुनर्वास के लिए किये गये उपायों की प्रगति की समीक्षा करेगा।
इससे पहले भारतीय कम्युनिस्ट पार्टी के डी० राजा ने चर्चा शुरू करते हुए सरकार पर आरोप लगाया कि उसने श्रीलंका में तमिलों के संरक्षण की अपनी जिम्मेदारी नहीं निभाई।

लोकसभा मे डीएमके पार्टी के टी. आर.० बालू ने बहस शुरू करते हुए सरकार से आग्रह किया कि वह श्रीलंका में तमिलों की समस्याओं के समाधान के लिए वहां की सरकार से बातचीत करें। सभी पार्टियों के सदस्यो ंने भी इस मामले में केन्द्र से हस्तक्षेप करने का अनुरोध किया।

श्रीलंका सरकार ने कहा है कि दो हजार पांच से देश में लागू आपातकाल अगले महीने खत्म कर दिया जायेगा।
राष्ट्रपति महिन्दा राजपक्षे ने यह भी घोषणा की कि देश के उत्तरी भाग में प्रांतीय चुनाव अगले वर्ष कराये जायेंगे।

नेपाल में प्रधानमंत्री पद के लिए पहले चरण का मतदान रविवार को होगा। नामांकन पत्र दाखिल करने का काम कल सुबह दस बजे शुरू होगा जो शाम चार बजे तक चलेगा।

Parliament is likely to discuss the Lokpal bill tomorrow. Talking to reporters after a high level meeting at Prime Minister's residence,Parliamentary Affairs Minister Pawan Kumar Bansal said the government has decided to put all the drafts proposed including Jan Lok Pal bill and the document prepared by Aruna Roy and others for a stringent anti-corruption bill .

It is a bill which an important section of the civil society headed by Sri Anna Hazare ji has drafted, has proposed. And now we have to see and find a way as to how do we go about it.

Mr. Bansal added that government is exploring options to hold discussions on three sticky points emerged in the talks with team Anna. These points include discussions on adoption of citizen charter, establishment of state Lokayukta and inclusion of lower bureaucracy under the ambit of Lokpal. Mr. Bansal also said that final outcome of the meeting will be communicated to Anna Hazare shortly. Finance Minister Pranab Mukherjee, Home Minister P Chidambaram, and Defence Minister A K Antony attended the meeting.

Hectic parleys are on to break the logjam over the Social Activist Anna Hazare's fast over the shape of the Lokpal Bill. Four rounds of talks have already been held between Team Anna and the Government. Union Minister of Science and Technology Shri Vilasrao Deshmukh met Anna Hazare to break the impasse. Earlier in the day the Prime Minister Dr. Manmohan Singh and leaders from all other political parties in the Lok Sabha requested Anna Hazare to end his fast. Dr. Manmohan Singh said that Anna Hazare has registered his protest and he should end his fast. The Prime Minister assured the House that all the versions of the Lokpal bill would be discussed for a strong and effective Lokpal.

We could have a debate in this House on all the bills that are in the public domain and have a discussion what are the weak points of various bills, what are the strong points of the various bills. And at the end of that debate, send the whole record for consideration of the Standing Committee of the Parliament.

The leader of the opposition in the Lok Sabha Sushma Swaraj echoed the same sentiment.

I would like to appeal on behalf of the opposition that Mr. Anna Hazare should end his hunger strike. As regards his demand, we all are committed to bringing an effective and strong Lokpal bill.

Our correspondent reports that Anna's close associate Arvind Kejriwal has said that dialogue with the government will continue to arrive at a solution over Lokpal bill issue. He, however, asked all the political parties including BJP to clarify their stands on the tabling of Jan Lokpal bill before the Parliament. The Congress Parliamentary party,today also appealed to Anna Hazare to call off his fast. Anna Hazare continued his fast on the 10th day today to press for his demand for a strong Lokpal bill. He has written a letter to the Prime Minister Dr. Manmohan Singh and is believed to have sought some assurances from the government on some issues in the Lokpal Bill. Meanwhile, the health condition of Anna Hazare is stable. Dr. Naresh Trehan, who is monitoring his health, informed this evening that Anna has lost over six kgs of weight. Talking to reporters following the medical check up, leader of the medical team, Dr. Naresh Trehan said that Anna's vital organs are functioning normal.

The Karnataka High Court has declined to stay prosecution of former Chief Minister B.S. Yeddyurappa for corruption charges. The bench of Justice Ajit Gunjal and Justice B.V. Nagarathna declined to stay Governor H.R. Bhardwaj's sanction to prosecute Yeddyurappa on a complaint by two Bangalore advocates in the land denotification case. However the bench allowed the impleading petition to make the State Government a party in the case. The bench also gave two weeks time for the State to submit its stance on the sanction issued by the Governor to prosecute Yeddyurappa for denotification and nepotism charges made against him. In another petition filed by Yeddyurappa to quash chapter 22 of Lokayuktha report on illegal mining, which names him as an accused, the bench of Justice K L Manjunath and Justice H S Kempanna reserved their order for Monday.

The West Bengal Chief Minister Miss Mamata Banerjee has made a fresh appeal to Maoists to return to the main stream of life. Talking to newsmen in Kolkata today Miss Banerjee mentioned a fresh package offered to the surrendering Maoists few days back. The Chief Minister said that development is a key issue in Junglemahal and the Government is trying to solve the Maoist problem in a peaceful manner. Miss Banerjee also announced a compensation package for civilians killed in Maoists attacks. Under the compensation package, the State Government will provide two lakh rupees and the centre will give three lakh rupees to the families of the civilians who fall victims to such attacks.

In Odisha, normal life was affected today in Western parts of the state due to a bandh, demanding scrapping of Sindol hydro-power project and setting up of a permanent High Court bench in the region. Shops, business establishments, schools, colleges, banks and offices were closed and vehicles went off the road in most parts of Sambalpur, Bargarh, Jharsuguda, Sundargarh and Sonepur districts. Bandh supporters urged that the proposed Sindol project would cause displacement of a large number of people due to submergence of vast areas, while establishment of a permanent bench of the high court would be of immense help to the people in the region.

In the Kashmir valley, two persons including a BSF jawan were killed today and ten others received injuries when unidentified militants hurled grenades at crowded places in Baramula town and Batamaloo area in Srinagar city. In Baramula, the grenade was thrown towards security forces in Jehlum market near the bus stand killing a civilian and injuring two BSF jawans one of whom later succumbed to his injuries. In Batamaloo area, the grenade thrown in the afternoon near a bus stand injured eight civilians. All the injured are said to be out of danger.

Telecom regulator TRAI has said that from first of October unwanted calls and SMS's will get stopped. TRAI Chairman J S Sarma said at a function in New Delhi that a new Telecom regulatory policy will come into force from October. Mr. Sarma asked leading telecom service providers, including Bharti airtel, Vodafone and Idea, to explain the rationale behind hiking tariffs by up to 20 per cent. He said, they have sent letters to all the companies which have recently hiked tariffs seeking justifications for the reasons as to why they have hiked the tariffs. Our correspondent reports, most of the companies cited inflationary pressure in the country as being responsible for the tariff hike.

The Finance Minister,Mr. Pranab Mukherjee has expressed concern over rising food inflation which is nearing double digits, up from 9.03 to 9.80 per cent. The Finance Minister, however, maintained that the weekly inflation figures are variant and an assessment should be made on the basis of a relatively longer period. He was talking to reporters outside parliament. Inflation in non-food articles, which include fibres, oil seeds and minerals, stood at 17.80 per cent for the week ended August 13, compared to 16.07 per cent in the previous week. Meanwhile, fuel and power inflation stood stable at 13.13 per cent for the week ended August 13, the same as in the week ended August 6

The Reserve Bank of India today said that Indian economy needs to brace up for a difficult year from a macro economic perspective. In its annual report for 2010-2011, RBI stated that with weak supply response, inflation remains an important macro economic challenge for the country. Stating that the growth is likely to remain at 8 per cent in 2011-12, lower than 8.5 per cent projected in the previous fiscal, RBI said that if the global financial condition deteriorates, it could further lower the growth projections in the current fiscal. The report also said that the inflation is likely to remain high and moderate only towards latter part of the year by March 2012 to about 7 per cent.

Falling for the second straight session, the Sensex at the Bombay Stock Exchange declined 139 points, or 0.9 percent, to 16,146, today, on rising food inflation, and interest rate concerns. The Nifty fell 49 points, or 1 percent, to 4,840. But stock markets in Japan, China, Hong Kong, South Korea and Singapore rose between half a per cent and 3 percent. The rupee weakened 6 paise, to 46.06 against the dollar. Gold plummeted 1,840 rupees, to 25,670 rupees per ten grams in Mumbai. Silver shed 915 rupees, to 60,545 rupees per kilo. A Division Bench of the Kerala High Court today set aside a single bench order granting a minimum of one lakh Special Drawing Rights , equivalent to about 75 lakh rupees to the families of the victims killed in the Air India Express crash at Mangalore last year. The Division Bench comprising two judges allowed a writ appeal filed by Air India challenging the single bench order and directed that the matter be settled through negotiations with the attorneys of the national air carrier. The mishap took place on May 22 last year, when the Air India Express flight from Dubai overshot the runway and crashed into a gorge, while attempting to land at the Mangalore airport killing 158 passengers on board.

In Kerala, a judicial enquiry into Thekkady boat tragedy which claimed 45 lives has found that unscientific and defective design of the boat caused the accident.
