मुख्य समाचार :

पेट्रोल के मूल्य में मध्यरात्रि से ७८ पैसे प्रति लीटर की कमी की जा रही है। पिछले दो सप्ताह में पेट्रोल के दामों में दूसरी बार कमी की गई है। कच्चे तेल के अन्तर्राष्ट्रीय मूल्यों में गिरावट होने से ऐसा किया गया है। दिल्ली में पेट्रोल के वर्तमान मूल्य ६६ रुपये ४२ पैसे के स्थान पर आधी रात के बाद मूल्य अब ६५ रुपये ६४ पैसे प्रति लीटर होगा।

संसद के दोनों सदनों की कार्यवाही मल्टी ब्रांड ख्ुादरा क्षेत्र में प्रत्यक्ष विदेशी निवेश एफडीआई की अनुमति के मुद्दे को लेकर इस सप्ताह लगातार तीसरे दिन भी स्थगित कर दी गई।
लोकसभा में विपक्षी सदस्यों ने नारेबाजी की। शोर शराबे के बीच पीठासीन अधिकारी पी सी चाको ने कार्यवाही दिनभर के लिए स्थगित कर दी। राज्यसभा में भी कुछ ऐसे ही हालात थे।
पिछले हते भी मूल्यवृद्धि, काले धन, तेलंगाना और एफडीआई के मुददों पर शोर शराबे के कारण चार दिन संसद की कार्यवाही स्थगित की गई थी।

कांग्रेस कोर समिति की आज दोपहर प्रधानमंत्री के निवास पर बैठक हुई। इसमें एफडीआई मुद्दे पर विचार विमर्श हुआ। इस मुद्दे पर संसद की कार्रवाई आज चौथे दिन भी स्थगित रही। पार्टी सूत्रों ने बताया है कि पार्टी के वरिष्ठ नेताओं ने इस गतिरोध को दूर करने के लिए विचार विमर्श किया।

वित्त मंत्री प्रणब मुखर्जी ने खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश की अनुमति देने के सरकार के फैसले का बचाव करते हुए कहा है कि इससे महंगाई कम करने में सहायता मिलेगी। वे इस संबंध में कांग्रेस सांसदों की आशंकाओं को दूर कर रहे थे। उन्होंने कांग्रेस संसदीय दल से कहा कि मल्टी-ब्रांड खुदरा कारोबार में ५१ प्रतिशत एफडीआई की अनुमति से कृषि उत्पाद और उपभोक्ता मूल्यों के बीच अंतर कम होगा।

देश की आर्थिक विकास दर चालू वित्तवर्ष की दूसरी तिमाही में छह दशमलव नौ प्रतिशत रही जो पहली तिमाही में सात दशमलव तीन प्रतिशत थी। पिछले वर्ष इसी अवधि में यह वृद्धि दर आठ दशमलव चार प्रतिशत थी। वित्तमंत्री प्रणव मुखर्जी ने कहा कि विनिर्माण, कृषि और खनन क्षेत्रों के खराब प्रदर्शन के कारण वृद्धि दर में कमी आई है।

इस साल की दूसरी तिमाही में वृद्धि दर में कमी मुख्य रूप से इसलिए है क्योंकि पिछले साल वृद्धि ज्यादा हुई थी। हालांकि इस तिमाही में भी औद्योगिक उत्पादन और कृषि उत्पादन बढ़ा है। कृषि क्षेत्र में दो प्रतिशत से अधिक की वृद्धि हुई है। खनन और विनिर्माण क्षेत्र में सबसे ज्यादा गिरावट आई है।

आर्थिक मामलों के जानकार वी वी भट्टाचार्या ने विश्व भर में नाजुक आर्थिक परिस्थितियों को देखते हुए इन आंकड़ों को आशाजनक बताया।

देश काफी नाजुक परिस्थिति में और विदेश भी काफी नाजुक परिस्थिति में सिक्स पाइंट नाइन सकल घेरलू उत्पादन भी काफी आशाजनक है। इस साल की बरसात काफी अच्छी हुई है उम्मीद की जा रही है कि इस बार खरीफ फसल एक रिकॉर्ट होगा तो इससे लगता है कि अगला क्वार्टर में कृषि के उत्पादन में काफी बढ़ोतरी होगी और उसके साथ साथ ग्रामीण क्षेत्रों में औद्योगिक समानता भी एक होने की संभावना भी अच्छा होगा। तो अगले क्वार्टर में उम्मीद करते हैं कि अगर बाहर के देशों की परिस्थिति और न बिगड़ जाये तो हमारा देश थोड़ा और ऊपर जायेगा।

भारतीय जनता पार्टी का कहना है कि सकल घरेलू उत्पाद दर में गिरावट का कारण यूपीए सरकार की गलत नीतियां हैं। नई दिल्ली में संवाददाताओं से बातचीत में पार्टी के वरिष्ठ नेता मुरली मनोहर जोशी ने आरोप लगाया कि सरकार पश्चिमी देशों की उन आर्थिक नीतियों को अपनाने की कोशिश कर रही है, जो वहां असफल रहीं।

नो स्टडी एक्सेप्ट दिस प्रेशर इंटरनेशनल प्रेशर अब ये सरकार अमरीका ब्रिटेन और फ्रांस के लोगों को काम देने के लिए हिन्दुस्तान के लाखों लोगों को बेरोजगार कर रही है। यह हमारा शुरू से कहना है और आज भी हम फिर रिपीट कर रहे हैं इसकी इजाजत नहीं दी जा सकती।

डॉ० जोशी ने आशंका व्यक्त की कि अगर मल्टी ब्रांड खुदरा क्षेत्र में एफडीआई की अनुमति के निर्णय पर सरकार कायम रहती है, तो सकल घरेलू उत्पाद में और गिरावट आ सकती है।

उधर, कांगे्रस ने कहा है कि मल्टी ब्रांड रिटेल क्षेत्र में प्रत्यक्ष विदेशी निवेश की अनुमति देने का फैसला सरकार ने देश हित और बहुत सोच विचार के बाद लिया है। उन्होंने विपक्ष पर संसद के कामकाज में रूकावट डालने का आरोप लगाया। उन्होंने प्रत्यक्ष विदेशी निवेश के मुद्दे पर भाजपा के रवैये को अवसरवादी बताया।

जहां तक भारतीय जनता पार्टी की बात है आप देख रहे हैं कि वो बार बार वही रवैया अपनाते हैं। जिन लोगों ने असैन्य परमाणु सहयोग समझौते की पहल की थी उन्हीं लोगों ने बाद में इसका पुरजोर विरोध किया। अब भी ऐसा ही हो रहा है। कि एनडीए सरकार का वह केबिनेट नोट जनता के सामने है जिसमें उन्होंने खुदरा क्षेत्र के लिए प्रत्यक्ष विदेशी निवेश का समर्थन किया था और अब इसका विरोध कर रहे हैं।

एक सवाल के जवाब में श्री तिवारी ने कहा कि कांगे्रस इस फैसले का विरोध करने वाले यूपीए के कुछ सहयोगी दलों से बातचीत कर रही है। उन्होंने कहा कि सरकार, मंहगाई और कालेधन के मुद्दे पर संसद में स्थगन प्रस्ताव पर चर्चा के लिए तैयार है।

योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया ने आज कहा कि  इस वर्ष आर्थिक वृद्धि दर सात से साढे सात प्रतिशत रहेगी। आकाशवाणी से बातचीत में उन्होंने आशा व्यक्त की कि चालू वित्त वर्ष की चौथी तिमाही में वृद्धि दर में सुधार होगा।

गृह मंत्री पी चिदम्बरम ने माओवादियों और पूर्वोत्तर के उग्रवादी गुटों से कहा है कि वे पहले हिंसा का रास्ता छोड़ें और फिर बातचीत के लिए आगे आयें। उन्होंने आज नई दिल्ली में कहा कि अपने राजनीतिक उद्देश्यों को पूरा करने के लिए हिंसा को नीति के रूप में इस्तेमाल करने वालों के आगे सरकार नहीं झुकेगी। गृह मंत्री ने कहा कि केंद्र, असम सरकार और युनाइटेड पीपुल्स डेमोके्रटिक सॉलिडैरिटी के बीच हुआ समझौता, अन्य उग्रवादी गुटों के लिये उदाहरण है।

मैं आशा करता हूं कि केन्द्र सरकार, असम सरकार और युनाइटेड पीपुल्स डेमोक्रेटिक सॉलिडैरिटी (यू पी डी एस) के बीच हुआ समझौता अन्य उग्रवादी गुटों के लिए एक उदाहरण साबित होगा और वे भी अपनी समस्याओं का राजनीतिक समाधान निकालने और बातचीत के लिए आगे आयेंगे।

दिल्ली पुलिस ने इंडियन मुजाहिदीन के छह संदिग्ध आतंकवादियों को गिरफतार किया है। इनमें एक पाकिस्तानी है, जिस पर पुणे की बेस्ट बेकरी , बंगलौर के चिन्नास्वामी स्टेडियम और दिल्ली में जामा मस्जिद  विस्फोट मामलों में शामिल होने का आरोप है। दिल्ली पुलिस की विज्ञप्ति में कहा गया है कि इन छह आतंकवादियों के अलावा एक और आतंकवादी अहमद सिद्दी बप्पा उर्फ इमरान बच निकला है। इन आतंकवादियों से हथियार तथा गोला बारूद मिला है।

दिल्ली, मुम्बई और हैदराबाद हवाई अड्डों पर सुरक्षा और बढ़ा दी गयी है। सरकार ने इन हवाई अड्डों पर सुरक्षा बढ़ाने के लिए केंद्रीय औद्योगिक सुरक्षा बल के ढाई सौ से अधिक कर्मियों को तैनात करने की मंजूरी दी है।

केरल उच्च न्यायालय ने राज्य सरकार को निर्देश दिया कि वह शुक्रवार तक एक लिखित वक्तव्य पेश कर मुल्ला पेरियार बांध को संभावित खतरे से बचाने की योजनाओं के बारे में जानकारी दें।
कार्यवाहक मुख्य न्यायाधीश मंजुला चेलुरू और न्यायाधीश पी.आर. रामचन्द्र मेनन की खण्डपीठ ने सरकार से कहा है कि आपदा प्रबंधन के मद्देनजर लोगों को सतर्क करने और उनके सुरक्षित आश्रय स्थलों को प्राथमिकता दी जाए। खण्डपीठ मुल्ला पेरियार बांध की सुरक्षा के संबंध में तीन याचिकाओं पर विचार कर रही है।

पश्चिम बंगाल में दक्षिण कोलकाता संसदीय सीट और पांच राज्यों की सात विधानसभा सीटों के उपचुनाव के लिये आज  मतदान शांतिपूर्ण रहा। दक्षिण कोलकाता की संसदीय सीट पर ५२ प्रतिशत से अधिक मतदान हुआ। बिहार में लौकहा विधानसभा क्षेत्र में ५५ प्रतिशत ,हरियाणा की रतिया क्षेत्र में लगभग ७६ प्रतिशत तथा आदमपुर क्षेत्र में लगभग ८२ प्रतिशत मतदान हुआ। हिमाचल प्रदेश में नालागढ़ क्षेत्र में ८१ प्रतिशत और रेणुका सीट पर ७४ प्रतिशत  वोट पडे। ओडिशा में उमरकोट आरक्षित सीट के लिये और कर्नाटक में बेल्लारी गा्रमीण क्षेत्र में भी आज वोट डाले गये।

ब्रिटेन ने ईरान से अपने कुछ कर्मचारियों को राजधानी तेहरान से हटा लिया है। कल तेहरान में उसके दो राजनयिक कार्यालयों पर प्रदर्शनकारियों के हमले के बाद ब्रिटेन ने यह क़दम उठाया है।
ईरान के परमाणु कार्यक्रम के कारण उस पर लगाये गए नए आर्थिक प्रतिबंध के बाद प्रदर्शनकारियों ने ब्रिटिश कार्यालयों में घुसकर तोड़-फोड़ की और उसके झंडे जलाए।
ब्रिटेन के प्रधानमंत्री डेविड कैमरन ने कहा है कि इन हमलों के लिए ईरान को गंभीर नतीजे भुगतने होंगे।    अमरीका और संयुक्तराष्ट्र सुरक्षा परिषद ने इसकी निंदा की है जबकि यूरोपीय संघ ने गंभीर चिंता जताई है।

मुंबई शेयर बाजार में शुरूआती गिरावट के बाद निचले आकर्षक दामों पर हुई खरीदारी के चलते तेजी आ गई और सेंसेक्स कुल ११५ अंक बढ़कर १६ हजार १२३ पर बंद हुआ। निफ्‌टी २७ अंक बढ़कर ४ हजार ८३२ हो गया।
रुपया डालर के मुकाबले १९ पैसे कमजोर हुआ और एक डालर की कीमत ५२ रुपये २१ पैसे दर्ज हुई।
सोना दिल्ली में २२० रुपये के उछाल से २९ हजार ४४० रुपये प्रति दस ग्राम हो गया। चांदी डेढ़ सौ रुपये महंगी होकर ५५ हजार ९०० रुपये प्रति किलो दर्ज हुई।

Petrol price has been slashed by 78 paise, a litre in Delhi. Petrol in Delhi will now cost 65.64 rupees per litre against the present 66.42. This will come in to force from midnight tonight. Petrol will cost 82 paise less in Kolkata and Mumbai and 83 paise less in Chennai. This is the second reduction in two weeks. This follows firming of international prices. But, State-owned oil companies have hiked Aviation turbine fuel - ATF - price by 3.7 per cent. This will also come in to force by Midnight tonight. This is the third increase in rates in a month. The price of ATF at Delhi has been raised 2,312 rupees per kilo litre to cost 64,622 rupees. It will will cost 65,650 rupees In Mumbai.

Both the Houses of Parliament were adjourned for the third day today on the issue of allowing Foreign Direct Investment in the multi-brand retail sector. Earlier, the Lok Sabha and the Rajya Sabha were adjourned for an hour till noon. In the Lok Sabha, the Opposition members again raised slogans with some of them surging into the well of the House. Some others were seen holding placards demanding a separate Telangana state. Amidst noisy scenes, the Presiding Officer, Mr. P.C. Chako adjourned the House till tomorrow. Similar scenes were witnessed in the Rajya Sabha also.

Finance Minisater Pranab Mukhjee has said the government is committed to break the logjam in the Parliament. Talking to reporters in New Delhi today he said that the government is ready and willing to discuss all the issues in Parliament. Defending the Government's decision to allow FDI in retail, the Finance Minister Pranab Mukherjee today briefed party MPs about the rational behind the decision. He also explained to them the steps being taken to address inflation and black money to counter the opposition attack. He told the Congress Parliamentary Party that the move to allow 51 percent FDI in multi-brand retail and a 100 percent in single brand will help in bridging the gap between farm-gate and consumer prices. Commerce Minister Anand Sharma will give a detailed briefing on FDI to the party MPs tomorrow. UPA allies Trinamool Congress and the DMK have strong objections to this move while the entire opposition barring the Akali Dal is opposed to it. The Congress says, the government’s move to allow Foreign Direct Investment in the multi-brand retail sector is a well-thought out decision in the larger interest of the country. Talking to reporters in New Delhi, party spokesman Manish Tiwari said the opposition should realize the difference between constructive and disruptive opposition. He charged the opposition with derailing the functioning of Parliament and termed as opportunistic the BJP’s stand on FDI.

"In the case of the BJP, you are seeing the same syndrome played self out over and over again. Those people who had initiated the next steps in the strategic partnership, oppose the civil nuclear deal to the hilt. And now you have the spectacle of a cabinet note in the public domain, where the NDA Government had advocated opening up the retail sector for Foreign Direct Investment."

The BJP today charged the government with succumbing to the pressure from Western countries on the Foreign Direct Investment issue and reiterated its opposition to the proposal of allowing it in multi-brand retail sector. Talking to reporters in New Delhi, Senior Party leader, Dr Murli Manohar Joshi said that the government should either roll back or allow a discussion on FDI with a voting provision in Parliament.

"No study except this international pressure and this government is turning millions of Indian people into unemployment just to give job opportunities to people from United States, Britain and France. We have been saying this from the very beginning and we repeat today that this can not be allowed."

India's economic growth has dipped to 6.9 per cent in second quarter in comparison to 7.3 per cent in the first quarter in the current fiscal. According to the latest data released by the government today,India's GDP grew by just 6.9 per cent in the second quarter this fiscal in comparison to 8.4 per cent expansion in the same period last year. The Finance Minister, Mr. Pranab Mukherjee said that the slow down happened due to poor performance of the manufacturing, agriculture and mining sectors. The Reserve Bank has projected that the Indian economy will grow by 7.6 per cent in 2011-12. Economic Expert, B. B. Bhattacharya gives his views on the issue:

"This year monsoon has been quite good. According to the estimation of the Food and Agriculture Ministry, we are likely to have a bumper Kharif crop, if we expect equally good Rabi crop, then agricultural output will be next quarter much better than earlier. This would provide a boost not only to agriculture but also to industrial growth by stimulating sales of industrial consumer goods in the rural areas. So next quarter we can expect a slightly higher GDP growth rate provided of course the international situation do not deteriorate even worse."

The Centre today urged Maoists and insurgents in the north east to come forward for talks after shunning the path of violence. Addressing a press Conference in New Delhi today Home Minister P. Chidambaram said that the state will not bend before anyone who uses violence as an instrument of policy to achieve political demands.

"The tripartite memorandum of settlement was signed among the government of India. The government of Assam and the United peoples Democratic Solidarity, UPDS. I hope that this agreement will be an example for other militant groups and they will also come forward to hold talks in order to find political solutions to their problems."

Rejecting allegations of a fake encounter in the case of Maoist leader Kishenji, Chidambaram said there is no doubt that he was killed in a gun battle with security forces in West Bengal last week.

"a senior Polit Bureau member of the CPI Maoist was killed in an encounter with security forces. Preliminary reports indicate that he was killed in the gun battle. The government of West Bengal has ordered an enquiry by the CID. Government has never encouraged fake encounters or killing of persons after they are apprehended by security forces."

The Home Minster said Manipur is on high alert though measures have been taken to control the situation. Chidambaram expressed hope that the parties in Andhara Pradesh will decide on the Telangana issue before the end of December.

The Delhi Police today claimed to have smashed a pan-India terror module with the arrest of six suspected Indian Mujahideen operatives. They include a Pakistani national, allegedly involved in three blasts the Best Bakery case, Pune Chinnaswamy Stadium in Bangalore and Delhi's Jama Masjid case. The terrorists belong to the Indian Mujahidin outfit. A Press release issued by the Delhi police said that a seventh person Ahmad Siddi Bappa alias Imran, believed to be the brain behind who was allegedly providing finance and other logistics besides coordinating various modules is on the run.

Britain is to expel all Iranian diplomats following the storming of its embassy in Tehran. This has been announced by Foreign Secretary William Hague. He said he had ordered the immediate closure of the Iranian embassy in London. Tuesday's attack by hundreds of protesters followed Britain's decision to impose further sanctions on Iran over its nuclear programme. Iran's parliament had previously voted to reduce diplomatic ties with the UK. Hague said he was asking for immediate closure of the Iranian embassy in London, with all its staff to leave the UK within 48 hours.

Turkey has slapped sanctions on Syria. Turkish Foreign Minister Ahmet Davutoglu said in Ankara today that his country will suspend all financial dealings with Syria and freeze Syrian government assets. He also said that Turkey will block the delivery of all weapons and military equipment to Damascus aimed at persuading the Assad regime to end the crackdown against protesters. Turkey’s move follows in the wake of sanctions announced by the Arab league.

The Kerala High Court today directed the state government to file a written statement by Friday on the steps being planned in the event of a possible damage to the Mullaperiyar dam. A Division Bench comprising Acting Chief Justice Manjula Chellur and Justice P. R. Ramachandra Menon directed the government to prioritize the disaster management steps, measures to be taken to alert people and publicise details of safe shelters. The Bench was considering three petitions relating to the safety of the Mullaperiyar dam. Meanwhile, Kerala Chief Minister Oommen Chandy said that the state will not backtrack on its demand for the construction of a new dam in Mullapperiyar decommissioning the present one. Addressing the media in Thiruvananthapuram after the cabinet meeting today Chandy said that he will be reaching Delhi tomorrow to meet Prime Minister Dr.Manmohan Singh seeking immediate central help.

In Karnataka, a private complaint was filed today against three former Chief Ministers and 11 bureaucrats in the Special Lokayukta court, seeking inquiry into the alleged illegal mining during their tenure. A social activist and regional Director of a city based NGO - T J Abraham has alleged in his complaint that former Chief Ministers S M Krishna, N Dharam Singh and H D Kumaraswamy as Chief Ministers caused a loss to the state Exchequer by allowing illegal mining and received illegal gratification. After hearing the complainant's contention, the Lokayuktha Special Judge N K Sudhindra Rao posted the hearing of the petition on second of next month.

Bye-elections to South Kolkata Parliamentary constituency in West Bengal and eight other assembly constituencies in six states passed off peacefully today. Over 52 per cent of votes were cast in South Kolkata Parliamentary constituency which fell vacant after the resignation of Mamta Banerjee. In Bihar, 55 per cent of voting was recorded in LAUKAHA constituency and in Haryana, 75.79 per cent of polling was recorded in Ratia and 81.81 per cent in Adampur. In Himachal Pradesh, 80.66 per cent was recorded in Nalgarh assembly constituency and 73.99 at Renuka. Umorkote reserved constituency in Odisha. Mandu seat in Jharkhand and Bellary rural assembly in Karnataka also went to polls.

In Manipur, one person died in a bomb blast in Imphal this morning. The bomb was reportedly brought by a rickshaw puller to the venue of Manipur Sangai Festival. He was injured in the blast and later succumbed to his injuries at the Jawaharlal Nehru Institute of Medical Sciences Hospital at Imphal. Three persons also got minor injuries. State Governor Gurbachan Jagat and Manipur Chief Minister Okram Ibobi Singh have condemned the incident.
