नौवां आसियान-भारत शिखर सम्मेलन इंडोनेशिया के बाली में शुरू हो गया है । प्रधानमंत्री डॉक्टर मनमोहन सिंह  दस सदस्यों के संगठन आसियान की बैठक को वार्ता साझीदार के रूप में संबोधित कर रहे हैं। वे आसियान-भारत कार्य योजना की समीक्षा भी करेंगे जो २०१०-१५ की अवधि में कार्यान्वित होनी है। आसियान के साथ साझेदारी पूर्वी देशों से सहयोग की भारत की नीति का अनिवार्य हिस्सा है। इसी नीति के तहत व्यापार और निवेश, क्षमता निर्माण, आपसी संपर्क, लोगों के बीच संबंध और संस्थागत समन्वय के क्षेत्रों में सहयोग बढ़ा है। आसियान के साथ वार्ता साझीदार के तौर पर २० साल पूरे होने के सिलसिले में भारत अगले साल आसियान-भारत शिखर सम्मेलन का आयोजन करेगा।
डॉक्टर मनमोहन सिंह छठे पूर्वी एशिया शिखर सम्मेलन में भी भाग लेंगें जो आसियान-भारत शिखर सम्मेलन के तुरंत बाद शुरू होगा। भारत आसियान के साथ वस्तुओं में मुक्त व्यापार समझौते पर पहले ही हस्ताक्षर कर चुुका है।
इस शिखर सम्मेलन में भारत, चीन, जापान, दक्षिण कोरिया, ऑस्ट्रेलिया, न्यूजीलैंड, अमेरिका और रूस के अलावा आसियान के दस देश भाग ले रहे हैं। इस सम्मेलन में आपदा प्रबंधन, समुद्री सुरक्षा और आतंकवाद के मुद्दों पर चर्चा होगी। प्रधानमंत्री डॉक्टर मनमोहन सिंह और इंडोनेशिया के राष्ट्रपति डॉक्टर एच सुशीलो बम्बांग युद्धोयोनो के बीच भी आज सवेरे बैठक हुई ।
प्रधानमंत्री की यात्रा कवर कर रहे हमारे संवाददाता ने बताया है कि दोनों नेताओं ने आपसी हित के विभिन्न मुद्दों और दक्षिण पूर्व एशिया के घटनाक्रम पर चर्चा की।
भारत और इंडोनेशिया के संबंध ऐतिहासिक हैं। दोनों देशों की संस्कृति और सोच में समानताएं हैं। इंडोनेशिया के राष्ट्रपति युद्धोयोनो इस वर्ष भारत के गणतंत्र दिवस समारोह में मुख्य अतिथि थे और उनकी भारत यात्रा के दौरान विभिन्न क्षेत्रों में सोलह समझौतों पर हस्ताक्षर भी हुए। इंडोनेशिया दक्षिण पूर्व एशिया क्षेत्र में सिंगापुर के बाद सिंगापुर के बाद भारत का दूसरा सबसे बड़ा व्यापारिक साझेदार है। दोनों के बीच पिछले वर्ष १४ दशमलत आठ बिलियन डॉलर का व्यापार हुआ। भारतीय कंपनियों की इंडोनेशिया में कपड़ा, इस्पात और बैंकिंग क्षेत्र में अच्छी पैठ है। उम्मीद की जा रही है कि प्रधानमंत्री की इंडोनेशिया यात्रा और राष्ट्रपति युद्धोयोनो के साथ हुई बातचीत के बाद दोनों के संबंधों को नई दिशा मिलेगी।

प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कल इंडोनेशिया में बाली में आसियान शिखर सम्मेलन के अवसर पर अमरीकी राष्ट्रपति बराक ओबामा और चीन के प्रधानमंत्री वेन जियाबाओ के साथ बैठकें की। डॉक्टर सिंह ने अमरीका को भरोसा दिलाया कि भारत परमाणु दायित्व के मुद्दे पर भारतीय कानूनों के तहत सभी शिकायतों पर विचार करने को तैयार है। उन्होंने अमरीकी राष्ट्रपति को बताया कि भारत ने अमरीकी कंपनियों की चिंताओं को दूर करने की दिशा में कुछ कदम उठाए हैं। लगभग एक घंटे तक चली बैठक में दोनों नेताओं ने द्विपक्षीय, क्षेत्रीय और अंतर्राष्ट्रीय स्तर पर भारत-अमरीका सहयोग आगे बढ़ाने की प्रतिबद्धता दोहराई।
डॉक्टर मनमोहन सिंह ने कहा कि दुनिया को युद्ध और विभिन्न प्रकार के शोषण से मुक्त कराने के उद्देश्य से दोनों देशों के बीच असैन्य परमाणु ऊर्जा, मानवीय राहत, आपदा प्रबंधन, समुद्री सुरक्षा और अन्य क्षेत्रो ंमें सहयोग मजबूत हुआ है।
डॉक्टर मनमोहन ंिसंह और चीन के प्रधानमंत्री वेन जियाबाओ की बैठक में दोनों नेताओं ने रक्षा के क्षेत्र में आदान-प्रदान की बहाली का स्वागत किया और दोनों देशों के मजबूत संबंधों पर संतोष व्यक्त किया। श्री जियाबाओ ने डॉक्टर मनमोहन सिंह से कहा कि दोनों देशों को विकास के लिए मिलकर काम करना चाहिए ताकि २१वीं सदी एशिया की सदी कहलाए।
डॉक्टर मनमोहन सिंह ने कंबोडिया के प्रधानमंत्री हून सेन के साथ भी बैठक की और आपसी हित के मुद्दों के अलावा दोनों देशों के बीच सीधी विमान सेवा तथा पर्यटन क्षेत्र में सहयोग के बारे में चर्चा की।

भारत और बांग्लादेश के बीच गृह सचिव स्तर की दो दिन की बातचीत आज नई दिल्ली में शुरू हो रही है। इसमें सीमा प्रबंधन मसलों, मानव तस्करी और नशीले पदार्थो की तस्करी जैसे मुद्दों पर विचार-विमर्श होगा। बैठक में गैर कानूनी ढंग से घुसपैठ पर भी चर्चा होगी। इसमें  भारत की ओर से गृह सचिव आर. के. सिंह और बांग्लादेश की ओर से वहां के गृह सचिव मंजूर हुसैन भाग लेंगे।

केन्द्र ने २५ हजार करोड़ रुपये की लागत वाली बुनियादी सुविधाओं की तीन बड़ी परियोजनाओं को मंजूरी दे दी है। कल नई दिल्ली में वित्तमंत्री प्रणब मुखर्जी की अध्यक्षता में हुई परियोजना समीक्षा बैठक के बाद वित्तीय सेवा सचिव डी के मित्तल ने यह घोषणा की। उन्होंने बताया कि इन परियोजनाओं में विशाखापटनम्‌ की बिजली परियोजना हैदराबाद की मैट्रो रेल परियोजना और आंध्र प्रदेश की सड़क परियोजना शामिल है। ये परियोजनाएं मंजूरी न मिलने की वज+ह से रूकी हुई थी।
वाणिज्य और उद्योगमंत्री आनन्द शर्मा, पर्यावरण मंत्री जयंती नटराजन और ऊर्जा मंत्री सुशील कुमार शिंदे ने भी समीक्षा बैठक में भाग लिया।

सरकार ने विश्वास व्यक्त किया है कि मंगलवार से शुरू हो रहे संसद के शीतकालीन सत्र में लोकपाल विधेयक पारित हो जाएगा। विधेयक से सम्बद्ध स्थायी समिति, सुझावों को अन्तिम रूप दे रही है और इस महीने के अन्त तक अपनी रिपोर्ट दे देगी। कल नई दिल्ली में प्रधानमंत्री कार्यालय में राज्य मंत्री वी. नारायण सामी ने कहा कि भ्रष्टाचार निवारण से सम्बन्धित दो अन्य विधेयक भी लाए जा रहे हैं। इनमें एक- भ्रष्टाचार उजागर करने वाले व्यक्तियों की संरक्षा- व्हिसिल ब्लोअर से सम्बन्धित है जबकि दूसरा नागरिक शिकायत निवारण विधेयक है।

दिल्ली की एक अदालत पूर्व दूरसंचार मंत्री सुखराम को अपने पद के दुरूपयोग के एक मामले में आज सजा सुना सकती हैं । उन पर आरोप है नरसिम्हा राव सरकार में मंत्री रहते हुये उन्होंने एक केबल कम्पनी को अनुचित फायदे पहुंचाये। सीबीआई के विशेष जज आर. पी. पाण्डे ने

आज देश की प्रथम महिला प्रधानमंत्री इंदिरा गांधी की ९४वीं जयंती मनाई जा रही है। इस अवसर पर देश भर में कई समारोह आयोजित किए गए हैं। दिल्ली में आज सुबह उनकी समाधि शक्ति स्थल पर सर्वधर्म सभा का आयोजन किया गया है। विभिन्न राजनीतिक दलों के नेता पूर्व प्रधानमंत्री को पुष्पांजलि अर्पित कर रहे हैं।  आज से देश भर में राष्ट्रीय एकता सप्ताह मनाया जा रहा है।

आयरन लेडी के नाम से मशहूर इंदिरा प्रियदर्शनी गांधी का जन्म आज के दिन सन्‌ १९१७ में हुआ था। चार बार प्रधानमंत्री के रूप में देश की सेवा करने वाली इंदिरा गांधी आज भी इस पद पर विश्व के सर्वाधिक समय तक काम करने वाली दूसरी व्यक्ति हैं। भारत उनके नेतृत्व में मजबूत आर्थिक और सामरिक शक्ति के रूप में उभरा और अंतर्राष्ट्रीय स्तर पर एक नई पहचान बनाई। १९७४ में राष्ट्र ने पहला सफल परमाणु परीक्षण किया। उन्होंने देश में हरित क्रांति और श्वेत क्रांति को बढ़ावा देने में महत्वपूर्ण भूमिका निभाई।

भारतीय अंतरराष्ट्रीय व्यापार मेला आज नई दिल्ली के प्रगति मैदान में आम जनता के लिए खोल दिया जाएगा। इस मेले के पहले पांच दिन व्यापारियों के लिए थे। उम्मीद है कि लगभग दस लाख लोग मेला देखने आएंगे। आम जनता सुबह साढ़े नौ बजे से शाम साढ़े पांच बजे तक मेले में आ सकती है।

अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी-आई ए ई ए ने ईरान से उसकी परमाणु गतिविधियों के बारे में उपजे संदेहों को दूर करने को कहा है। सच्चाई का पता लगाने के लिए आई ए ई ए का उच्चस्तरीय दल ईरान का दौरा भी कर सकता है। हमारे संवाददाता ने बताया है कि ईरान ने प्रस्ताव की आलोचना करते हुए कहा है कि वह अपना परमाणु कार्यक्रम जारी रखेगा। उसने कहा है कि यह कार्यक्रम शांतिपूर्ण कार्यों के लिए हैं।
अंतर्राष्ट्रीय परमाणु ऊर्जा आयोग के बोर्ड ऑफ गवर्नर्स की बैठक में ईरान के परमाणु हथियार बनाने की क्षमता पर गंभीर चिंता जताई गई। वियना में पारित प्रस्ताव में तेहरान से कहा गया है कि वो इस मुद्दे पर फौरन सफाई दे। एजेंसी ने अगले साल मार्च में अपने महानिदेशक को जांच रिपोर्ट पेश करने का आदेश दिया। एजेंसी की एक उच्च स्तरीय टीम ईरान जाकर स्थिति का जायजा ले सकती है। प्रस्ताव में दो ही पक्षों ईरान और एजेंसी से कहा गया है कि बातचीत में तेजी लाकर मामले की तह तक पहुंचा जाये।

भारत दूसरी विश्वकप कबड्डी प्रतियोगिता के फाइनल में पहुंच गया है। कल शाम भटिंडा में सेमीफाइनल में भारत ने इटली को ७४-१५ से हराया। फाइनल में भारत का मुकाबला कनाडा से होगा।
भारतीय महिला टीम  भी फाइनल में पंहुच गई है। सेमीफाइनल में भारत की टीम ने अमरीका को ५७-७ से हराया।
हमारे संवाददाता ने बताया कि पुरूष और महिला दोनों वर्गों के फाइनल कल लुधियाना में होंगे।
भारतीय पुरुष कबड्डी टीम मैच की शुरुआत से ही सारे जोश में थी और पूरे मैच में अपना दबदबा बरकरार रखा। भारतीय रेडरों संदीप जलबाग, गगनदीप खीरामली और टीम कप्तान सुखवीर सिंह सलामा ने मिलकर इटली को पछाड़ दिया। कनाडा और पाकिस्तान का मुकाबला बहुत ही रोमांचक था। हर एक अंक के लिए जोर लगाके दोनों ही टीमों ने कमाल का प्रदर्शन किया। परंतु फिर कनाडा ने पाकिस्तान से मुकाबला बहुत कम फर्क से जीत लिया। भारतीय महिला टीम ने मैच से एक शाम पहले हुए अपने बस हादसे उभरते हुए कल खेले गये आखिरी लीग मैच में यूएसए को भारी फर्क से मात दी।

The 9th ASEAN-India Summit has begun in Bali, Indonesia. The Prime Minister Dr Manmohan Singh will address the summit as a dialogue partner. He will also review the implementation of ASEAN- India Plan of Action which is in place for 2010-15. The partnership with ASEAN is an essential component of India's Look East policy. The cooperation has grown in the areas of trade and investment, capacity -building, connectivity, people-to-people contact and institutional linkages. India will host the 10th ASEAN-India Summit next year to commemorate 20 years of its dialogue partnership with ASEAN.
Dr.Manmohan Singh will also attend Sixth East Asia Summit which will begin immediately after the ASEAN- India summit. India has already signed Free Trade Agreement in Goods with ASEAN. Ambassador to Indonesia Mr Biren Nanda told AIR that to further enhance its economic interests in the region India has initiated at East Asia Summit, for creation of CEPTA, Comprehensive Economic Partnership in East Asia. The East Asia Summit is a larger forum to be attended by India, China, Japan, South Korea, Australia, New Zealand, USA and Russia besides 10 ASEAN countries. It will hold discussion over issues relating to disaster management, maritime security and terrorism.
The Prime Minister also held bilateral meeting with Indonesian President Susilo Bambang Yudhoyono President of Indonesia this morning. Our Correspondent covering Prime Minister's visit reports that they discussed wide ranging issues of mutual interest and developments in the South East Asian region.
Relationship between India and Indonesia dates back to ancient times. Its culture, tradition and beliefs resemble to that in India in many ways. Indonesia President Yudhoyono visited India this year as the Chief Guest on Republic Day. Sixteen agreements were also signed on various issues between India and Indonesia during his visit. Indonesia is the second largest trading partner of India among the ASEAN countries. Bilateral trade reached 14.8 billion US dollars last year. India is Indonesia's largest buyer of crude palm oil. India has substantial investment in Indonesia in textile, steel, automotive and banking sectors. Home Secretary level talks between India and Bangladesh begin today in New Delhi. Issues relating to border management, human trafficking and smuggling of narcotics are likely to dominate the two-day talks. The progress on the implementation of the pact on demarcation of land boundary and exchange of 162 adversely-held enclaves signed by Shiekh Hasina and Prime Minister Dr. Manmohan Singh will also figure prominently in the talk. Centre has given regulatory clearance to three mega infrastructure projects with an investment of 25,000 crore rupees. This was disclosed by Financial Services Secretary D K Mittal after a project review meeting chaired by Finance Minister Pranab Mukherjee in New Delhi yesterday. He said, the projects are a power project in Vishakhapatnam, metro rail project in Hyderabad and a road project in Andhra Pradesh. These projects were held up because of regulatory bottlenecks.
Commerce and Industry Minister Anand Sharma, Environment Minister Jayanthi Natarajan and Power Minister Sushil Kumar Shinde also attended the review meeting.

A Delhi court has held former Telecom Minister Sukh Ram guilty of misusing his official position and giving undue favour to a cable supply company in a 1996 corruption case. Special CBI Judge R P Pandey convicted him under various provisions of Prevention of Corruption Act and criminal conspiracy. The court is likely to pronounce the quantum of sentence today. Sukh Ram was found guilty of awarding a contract to a private firm for supplying cable to the government at inflated rates after receiving a bribe of 3 lakh rupees, 15 years back.

The International Atomic Energy Agency, IAEA has asked Teheran to clarify the doubts over its nuclear capabilities. The Agency passed a resolution in Vienna yesterday expressing deep concern over Iran’s nuclear programme. Our correspondent has filed this report:
The 35 nation Board Of Governors of IAEA stopped short of either referring Teheran to UN Security Council or to slap further economic sanctions. It expressed deep and increasing concern over Iran’s nuclear program. The policy making body of IAEA called upon the Director General Yuki Amano to report back in March. A high level IAEA team will visit Iran if agreed upon by Teheran. The resolution said it is essential for Iran and the Agency to intensify the dialogue. The motion was put to vote and the results were on expected lines with 32 votes in favour and 2 against. The resolution follows the IAEA Report released last week which said there are credible evidences to suggest that Iran was working on a nuclear weapons program. ATUL TIWARI FOR AIR NEWS.
Iran has criticized the resolution saying it will continue with its nuclear programme which is for peaceful purposes. Iran’s Ambassador to IAEA, Ali Asghar Soltanieh, said the resolution will only strengthen Tehran’s determination to carry on its activities.

The interim Greek government unveiled its 2012 austerity budget to parliament yesterday. Even as the government predicts that the budget deficit will decrease sharply next year, there are concerns over growing unemployment. It says the spending plan must be adopted soon for the country to secure an 11-billion Dollar instalment from last year's international bailout to help it avoid a default. The austerity measures already in place have led to a deep recession in Greece. The government projects that its current unemployment rate of more than 15 percent will increase to over 17 percent next year.

भारत ने आसियान देशों से सेवाओं और निवेश क्षेत्रों संबंधी मुक्त व्यापार समझौते को अगले वर्ष मार्च तक पूरा करने का अनुरोध किया है। इंडोनेशिया में बाली में नौंवें आसियान भारत शिखर सम्मेलन को संबोधित करते हुए प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा कि इससे भारत आसियान व्यापक आर्थिक सहयोग समझौते को लागू करने के लिए रचनात्मक माहौल बनेगा। सभी आसियान देशों के साथ वस्तुओं के व्यापार के बारे में भारत आसियान मुक्त व्यापार समझौता पहले से ही लागू है, लेकिन सेवा और निवेश क्षेत्रों में मुक्त व्यापार समझौते की प्रक्रिया चल रही है। आसियानों देशों को उम्मीद है कि इस मुक्त व्यापार समझौते को पूरा करने का काम तेजी से आगे बढ़ेगा।
व्यापार और आर्थिक मोर्चे के बारे में उन्होंने कहा कि दोनों पक्षों के बीच निवेश लगातार बढ़ रहा है। पिछले वर्ष आसियान देशों के साथ भारत का व्यापार ३० प्रतिशत बढ़ा और ५० अरब डॉलर से अधिक हो गया। इस गति से भारत २०१२ तक ७० अरब डॉलर के व्यापार के लक्ष्य को पार कर लेगा। उन्होंने कहा कि भारत-आसियान सहयोग एशिया प्रशांत क्षेत्र की एकजुटता और बदलाव की प्रक्रिया में योगदान दे रहा है।
डॉक्टर मनमोहन सिंह ने भारत और आसियान के बीच पर्यटन के क्षेत्र में सहयोग के समझौते पर जल्दी हस्ताक्षर किए जाने की भी अपील की। उन्होंने कहा कि भारत और आसियान के बीच ज्यादा संपर्क महत्वपूर्ण हैं। उन्होंने भारत म्यामां-थाइलैंड हाईवे परियोजना और इसके लाओस तथा कम्बोडिया तक विस्तार और वियतनाम को जोड़ने वाले एक नए राज्यमार्ग के बारे में जल्दी फैसला किए जाने की मांग की।
प्रधानमंत्री ने समुद्री सुरक्षा आतंकवाद के खिलाफ संघर्ष, प्रशिक्षण, अभ्यासों और आपदा प्रबंधन के बारे में आसियान के साथ बढ़ते सहयोग का स्वागत किया। उन्होंने कहा कि विज्ञान और टेकनोलॉजी अंतरिक्ष तथा सूचना टेकनोलॉजी के क्षेत्रों में भारत आसियान सहयोग बढ़ रहा है और आसियान भारत विज्ञान और टेकनोलॉजी कोष के तहत कई परियोजनाए लागू की जा रही है। उन्होंने बताया कि भारत और आसियान की अंतरिक्ष एजेंसियों के प्रमुखों की अगले वर्ष के शुरू में भारत में बैठक बुलाई गई है। डॉक्टर मनमोहन सिंह ने आसियान देशों को नालंदा विश्व विद्यालय परियोजना में सक्रिय योगदान देने के लिए भी आमंत्रित किया।
पूर्व एशिया शिखर सम्मेलन को संबोधित करते हुए प्रधानमंत्री ने आपदा प्रबंधन और समुद्री सुरक्षा के क्षेत्रों में भारत की विशेषज्ञता प्रदान करने का प्रस्ताव रखा। उन्होंने कहा कि दुनिया में वैश्विक अर्थव्यवस्था में दबाव दिखाई दे रहा है, लेकिन एशिया के उभरते बाजार अच्छी तरह से बढ़ रहे हैं। भारतीय अर्थव्यवस्था में पिछले पांच वर्षों में औसतन आठ दशमलव चार प्रतिशत वृद्धि दर्ज की गई हैं, उन्होंने सदस्य देशों से कहा कि यूरोजोन संकट का जल्दी हल सबके हित में हैं। उन्होंने पूर्व एशिया में व्यापक आर्थिक साझेदारी को अंतिम रूप देने के लिए प्रयास बढ़ाने की आवश्यकता पर जोर दिया।
डॉक्टर मनमोहन सिंह ने कहा कि पूर्व एशिया शिखर सम्मेलन को पर्यावरण के अनुकूल सतत विकास अक्षय ऊर्जा तकनीकों शिक्षा और कौशल विकास पर विशेष ध्यान देना चाहिए।

भारत और आसियान देशों के बीच साझेदारी सामरिक दृष्टि से बहुत महत्वपूर्ण है। आज प्रधानमंत्री ने आसियान-भारत और ईस्ट एशिया दोनों ही सम्मेलनों में कई मुद्दों पर साझेदारी की बात की। इनमें व्यापार, विज्ञान और प्रौद्योगिक अंतरिक्ष अनुसंधान, परिसंघ, कृषि, समुद्री सुरक्षा और आपदा प्रबंधन प्रमुख है। भारत और आसियान देशों के बीच बढ़ते सहयोग को इस बात से समझा जा सकता है कि भारत अगले वर्ष आसियान-भारत सम्मेलन का आयोजक है। इसके अंतर्गत पूरे वर्ष में कई कार्यक्रम होने तय हैं जिसमें भारत-आसियान व्यापार मेला, इंडोनेशिया से भारत तक कार रैली तथा प्रशिक्षण जहाज प्रदर्शनी का आसियान देशों के लिए अभियान प्रमुख है।

भारत और बंगलादेश के बीच दो दिन की गृह सचिव स्तर की बातचीत सुबह नई दिल्ली में शुरू हुई। इसमें सीमा प्रबंधन, मानव तस्करी और मादक पदार्थों की तस्करी से संबंधित मुद्दों पर मुख्य रूप से चर्चा होगी। अवैध रूप से एक दूसरे के प्रदेश में प्रवेश पर काबू पाने के बारे में भी बातचीत होगी। गृह सचिव आर.के. सिंह इस वार्ता में भारत का प्रतिनिधित्व कर रहे हैं, जबकि बंगालादेश के गृह सचिव मंजूर हुसैन वहां के शिष्टमंडल के नेता है।

वित्तमंत्री प्रणव मुखर्जी ने भरोसा दिलाया है कि सरकार देश में महिला और बाल विकास की सभी योजनाओं को पर्याप्त वित्तीय मदद देगी। नई दिल्ली में वात्सल्य मेले के समापन पर श्री मुखर्जी ने कहा कि ऐसी योजनाओं के लिए धनराशि की कोई कमी नहीं होगी। देश में घटते लिंग अनुपात पर चिन्ता प्रकट करते हुए श्री मुखर्जी ने कन्या भू्रण हत्या पर पूरी तरह रोक लगाने की जरूरत पर बल दिया। उन्होंने कहा कि कन्या भ्रूण हत्या मानवाधिकारों और जीने के मौलिक अधिकारों का खुला उल्लंघन है। देश के विकास में महिलाओं के महत्वपूर्ण योगदान की चर्चा करते हुए श्री मुखर्जी ने कहा कि महिलाओं और पुरूषों के बीच कोई भेदभाव नहीं होना चाहिए और महिलाओं को सभी अवसर समान रूप से उपलब्ध कराये जाने चाहिए।

सीबीआई ने तत्कालीन दूरसंचार मंत्री स्वर्गीय प्रमोद महाजन के कार्यकाल के दौरान अतिरिक्त टू जी स्पैक्ट्रम आवंटन के मामले में कथित अनियमितताओं के लिए पूर्व दूरसंचार सचिव श्यामल घोष और दो संचार सेवा प्रदाताओं के खिलाफ मामला दर्ज करने के बाद मुम्बई में वोडाफोन और गुड़गांव में एयरटैल के कार्यालयों पर छापे मारे है। हमारे संवाददाता ने सरकारी सूत्रों के हवाले से खबर दी है कि श्री घोष के अलावा भारत संचार निगम लिमिटेड-बीएसएनएल के पूर्व निदेशक के आर गुप्ता के खिलाफ भी मामला दर्ज किया गया है।
मामला दर्ज करने के तुरन्त बाद सीबीआई टीम ने मुम्बई में वोडाफोन, गुड़गांव में एयरटैल के कार्यालयों और श्री घोष और श्री गुप्ता के आवासों पर छापे मारे। सीबीआई ने प्रमोद महाजन के कार्यकाल के दौरान कुछ कंपनियों को निर्धारित सीमा से अधिक स्पैक्ट्रम आवंटन मामले की प्रारंभिक जांच की थी। सीबीआई ने अपनी एफआईआर में आरोप लगाया है कि दूरसंचार विभाग ने प्रमोद महाजन के कार्यकाल २००१ से २००३ तक दूरसंचार कंपनियों को स्पैक्ट्रम चार दशमलव चार मेगाहर्टज्‌ से बढ़ाकर ६ दशमलव दो कर दिया था। जांच एजेंसी ने दूरसंचार मंत्री दयानिधि मारन के कार्यकाल के दौरान एयरसैल-मैक्सिस सौदे में भी कथित विवाद के सिलसिले में पहले से ही मामला दर्ज किया हुआ है।

बिहार में विधायकों को अब हर वर्ष अपनी संपत्ति का ब्यौरा देना होगा। विधानसभा अध्यक्ष उदय नारायण चौधरी और विधान परिषद के सभापति ताराकांत झा ने इस बारे में निर्देश जारी किए हैं। सदस्यों से कहा गया है कि वे अपनी संपत्ति का पूरा ब्यौरा दर्ज कराएं। विधानसभा अध्यक्ष और विधान परिषद के सभापति पर भी यह नए नियम लागू होंगे। अब तक केवल मंत्रियों और अधिकारियों को ही ऐसा करना होता था।
निर्वाचन आयोग के दिशा निर्देशों के अनुसार सभी उम्मीदवारों को नामांकन पत्र भरते समय अपनी संपत्ति का ब्यौरा देना अनिवार्य है। विधायकों को अब हर वर्ष ३१ दिसंबर तक अपनी संपत्ति का पूरा ब्यौरा विधानसभा और विधान परिषद सचिवालयों में देना होगा।
मुख्य मंत्री नीतिश कुमार ने अपने दूसरे कार्यकाल के शुरू में घोषणा की थी कि उनके सहित सभी मंत्रियों को हर वर्ष अपनी संपत्ति की जानकारी सार्वजनिक करनी होगी। इसके बाद उन्होंने भारतीय प्रशासनिक सेवा और भारतीय पुलिस सेवा के अधिकारियों सहित सभी अधिकारियों के लिए भी ऐसा करना अनिवार्य कर दिया।

राष्ट्रीय बाल अधिकार संरक्षण आयोग ने रक्षा मंत्रालय से झारखण्ड के कोडरमा जिले में सैनिक स्कूल से कथित रैगिंग मामले की खबरों के बारे में रिपोर्ट सौंपने को कहा है। आयोग ने मीडिया में आई खबरों का स्वतः संज्ञान लेते हुए ये आदेश जारी किया। मीडिया रिपोर्टो में कहा गया है कि रैगिंग के शिकार एक बच्चे ने आत्महत्या तक करने की कोशिश की। दिल्ली में जारी एक सरकारी बयान में इन घटनाओं की निंदा की और रक्षा मंत्रालय से निर्धारित समय सीमा के अन्दर कार्रवाई करने को कहा है।

असम सरकार ने राज्य में नवोदय विद्यालय की तर्ज पर दो सौ आदर्श स्कूल खोलने का फैसला किया है। हर स्कूल पर करीब पांच करोड रूपये खर्च होंगे। राज्य के शिक्षा मंत्री हेमत विश्वशर्मा ने गुवाहाटी में यह जानकारी दी। उन्होंने कहा कि पहले चरण में ८७ खंडों में ऐसे स्कूल खोलने के लिए जमीन दी गई है।
श्री शर्मा ने बताया कि राज्यसरकार ने स्कूलों में शिक्षकों की कमी को दूर करने के लिए पचास हजार शिक्षकों की भर्ती के तौर तरीके तैयार किये हैं। इससे राज्य सरकार पर तीन हजार छह सौ करोड़ रूपये वार्षिक का अतिरिक्त भार पड़ेगा।
डा० शर्मा ने सूचना टैक्नोलोती सत्कार, स्वास्थ्य सेवा और मार्किटिंग जैसी व्यवसायिक विषयों को नौवी कक्षा के बाद के स्कूली पाठ्यक्रम में शामिल करने की भी की ।

केन्द्रीय खेल मंत्री अजय माकन ने कहा है कि सरकार मैच फिक्सिंग रोकने के लिए सख्त कानून बनाएगी। आज नई दिल्ली में एक कार्यक्रम के इतर पत्रकारों से बातचीत में श्री माकन ने कहा कि वे मैच फिक्सिंग रोकने के लिए एक कानून बनाने के वास्ते गृहमंत्रालय से सलाह मशविरा करेंगे। १९९६ के विश्व कप क्रिकेट मैच के सेमीफाइनल की फिक्सिंग के बारे में पूर्व क्रिकेट खिलाड़ी विनोद काम्बली के दावे पर प्रतिक्रिया व्यक्त करते हुए खेलमंत्री ने जोर देकर कहा कि भारतीय क्रिकेट कन्ट्रोल बोर्ड को इस मामले की जांच करनी चाहिए। श्री माकन ने ये भी कहा कि बीसीसीआई को सूचना के अधिकार के दायरे में लाया जाना चाहिए।

India has urged the ASEAN countries for the conclusion of Free Trade Agreement in Services and Investment sectors by March 2012. Addressing the 9th India-ASEAN Summit in Bali, Indonesia, the Prime Minister Dr Manmohan Singh emphasized that this would create a positive atmosphere for the implementation of the India-ASEAN Comprehensive Economic Cooperation Agreement. There is already India-ASEAN Free Trade Agreement for Trade in Goods with all ASEAN Member States. However, negotiations are in process with ASEAN for agreement in Services and Investment sectors. ASEAN countries hoped that work for the conclusion of Free Trade Agreement in Services and Investment, will move fast. On the trade and economic front, he said that investments from both sides are steadily growing. India’s trade with ASEAN has increased by 30 per cent last year and has crossed the 50 billion US dollars mark. With such a rate of growth, India should be able to achieve trade target of 70 billion US dollars by 2012. He said that India-ASEAN cooperation is contributing to the processes of integration and transformation of the Asia-Pacific region. Dr Singh pushed for early signing of tourism cooperation agreement between ASEAN and India. Stating that greater physical connectivity between India and ASEAN was strategically important, he sought early decision on India-Myanmar-Thailand Highway project and its extension to Laos and Cambodia and also development of a new highway linking Vietnam. The Prime Minister welcomed the growing cooperation with ASEAN on maritime security, counter-terrorism, training, exercises and disaster management. Dr. Singh also extended invitation to ASEAN countries to participate actively in the Nalanda University project. Speaking at the East Asia Summit, Prime Minister offered India’s expertise in the areas of disaster management and maritime security. He said, while global economy is showing signs of stress, the emerging markets in Asia are growing well. Indian Economy has grown at an average of 8.4 per cent since last five years. He told member countries that all have a stake in early resolution of the Eurozone crisis. He pitched for the need to enhance efforts for finalizing the Comprehensive Economic Partnership in East Asia, CEPTA. Leaders of China, Japan and Republic of Korea (ROK) held a trilateral summit in Bali of Indonesia today to explore ways to further trilateral cooperation and discuss regional and international issues of common concern. Speaking highly of Japan's role in hosting a trilateral summit in May, Chinese Premier Wen Jiabao said that summit made positive contributions to cooperation among the three nations. Wen said, he would continue to exchange views with the other two leaders on major issues of common concern, and strengthen communication and cooperation among the three sides. Wen also welcomed the attendance of Shin Bong-kil, the first secretary general of the Trilateral Cooperation Secretariat, which was established in Seoul last September as a standing organization. Japanese Prime Minister Yoshihiko Noda thanked the Chinese and South Korean leaders for visiting Fukushima during the trilateral summit last May.

Ms. Clinton has ruled out lifting sanctions on Myanmar. Ms Clinton said, more concrete steps need to be taken by the new government in the country. Border management issues, human trafficking and smuggling of narcotics dominate the two day Home Secretary level talks between India and Bangladesh that began in New Delhi this morning. Checking infiltration of illegal immigrants will also come up for discussion. Home Secretary R K Singh is representing India while his Bangladeshi Counterpart Monzur Hussain is leading the visiting delegation. Our Correspondent reports that the Joint Working Group of India and Bangladesh met yesterday to prepare the agenda for the talks. The talks are being held after the Prime Minister Dr. Manmohan Singh's successful visit to Dhaka in September.
Cross-border movement of terrorists and finalizing an extradition treaty will hog the lime light in the discussions. India is also likely to press for early deportation of ULFA general secretary Anup Chetia, who is reportedly in a Dhaka jail since his arrest in 1997. Nexus between extremist outfits of the two countries has become a major cause of concern and the two sides will focus on addressing the issue which poses a significant challenge to the security of the two countries. The progress on the implementation of the pact on demarcation of land boundary and exchange of 162 adversely-held enclaves signed by Shiekh Hasina and Prime Minister Dr. Manmohan Singh will also figure prominently in the talks . Bilateral relations between the two countries got a quantum jump after the Prime Minister's visit to Dhaka in September this year. Bihar's legislators will now have to declare their assets annually. The State Assembly Speaker Udai Narain Choudhary and the Legislative Council Chairman Tara Kant Jha have issued a directive in this regard asking members to furnish details of their property. The Speaker and Council Chairman too will be covered under the new norms. AIR Patna Correspondent reports that only Ministers and officials had to do so until now. Election Commission guidelines stipulate mandatory declaration of assets by candidates at the time of filing of nomination papers. Legislators will now have to furnish details of their assets every year by December 31, to the Secretariats of the Vidhan Sabha and Vidhan Parishad, depending on the membership of their House. Chief Minister Nitish Kumar had declared at the beginning of his second term that Ministers including himself, will have to mandatory make public their assets annually. He soon enforced a similar preion for officials, including IAS and IPS.

Kerala Chief Minister Ommen Chandy today said, the safety issue of the Mullperiyar dam is being viewed seriously in the wake of tremors experienced in Idukki region yesterday. The CBI today carried out searches at the Vodafone office in Mumbai and Airtel office in Gurgaon after registering a case against former Telecom Secretary Shyamal Ghosh and the two telecom service providers for alleged irregularities in spectrum allocation during tenure of Pramod Mahajan as Telecom Minister. Our Correspondent quoting official sources reports, besides Ghosh, the case was registered against former Director of Bharat Sanchar Nigam Limited J R Gupta. Immediately after registering the case, CBI teams conducted searches at the official premises of Vodafone in Mumbai, Airtel in Gurgaon and residences of Ghosh and Gupta. The CBI had registered a Preliminary Inquiry to look into the allocation of spectrum under Mahajan to certain companies beyond the prescribed limit. The CBI alleged in its FIR that Department of Telecom had increased the base spectrum for telecom companies from 4.4 MhZ to 6.2 MhZ during Mahajan's tenure from 2001 to 2003 and also allocated extra spectrum on subscriber-based criteria. The agency has already filed a case with regard to alleged conspiracy in the Aircel-Maxis deal during the tenure of the then Telecom Minister Dayanidhi Maran.

Finance Minister Pranab Mukherjee today assured to provide adequate financial support to all schemes aimed for Women and Child Development in the country. Addressing the closing ceremony of the Vatsalya Mela in New Delhi, Mr Mukherjee said that there will be no dearth of funds for such schemes. Expressing concern over the decline in the child-sex ratio in the 2011 census, Mr Mukherjee stressed the need to completely eradicate female foeticide. Speaking on the occasion, Women and Child Development Minister Krishna Tirath said that education is the greatest empowering tool for women.

With the rupee depreciating to a new 32-month low against the US dollar, Finance Minister Pranab Mukherjee today said, the Reserve Bank is keeping a close eye on the situation. Talking to reporters on the sidelines of a function in New Delhi, Mr Mukherjee said, he is seeking advice from RBI over the issue. Asked on what will be a comfortable rate of exchange and the likelihood of intervention by the Central bank, Mr. Mukherjee refused to make any speculations over the issue.
The RBI is keeping an eye on it. They are watching the situation at the appropriate level, I am not guessing any and I am not fine comfortable level or not, I am depending on the advised of the RBI.
The Finance Minister's comments come a day after the Indian rupee plunged to a 32-month low below 51 rupees per US dollar on persisting demand for the US currency from banks and importers. At the Interbank Foreign Exchange, the domestic currency closed 44 paise lower at 51.34 rupees per dollar yesterday.

पूर्व दूरसंचार मंत्री सुखराम को १९९६  के एक दूरसंचार मामले में पांच साल की जेल की सजा सुनाई गयी है । विशेष सी बी आई जज आर पी पांडे ने उन पर  चार लाख रूपये का जुर्माना भी लगाया गया है और उन्हें गिरफतार करने का आदेश दिया है। इससे पहले अदालत ने सुखराम को १५ वर्ष पूर्व तीन लाख रूपये की रिश्वत लेकर एक निजी कंपनी को भारी लाभ वाला ठेका देने का दोषी पाया था। उन्हें भ्रष्टाचार निवारण अधिनियम और भारतीय दंड संहिता के विभिन्न प्रावधानों के तहत दोषी पाया गया है। सुखराम , तत्कालीन पी वी नरसिम्हाराव सरकार में दूरसंचार मंत्री थे।

सीबीआई ने एनडीए सरकार के दूरसंचार मंत्री स्वर्गीय प्रमोद महाजन के कार्यकाल के दौरान अतिरिक्त टू जी स्पैक्ट्रम आवंटन के मामले में कथित अनियमितताओं के लिए पूर्व दूरसंचार सचिव श्यामल घोष और दो संचार सेवा प्रदाताओं के खिलाफ मामला दर्ज किया है। हमारे संवाददाता ने सरकारी सूत्रों के हवाले से खबर दी है कि भारत संचार निगम लिमिटेड-बीएसएनएल के पूर्व निदेशक के आर गुप्ता के खिलाफ भी मामला दर्ज किया गया है।

सीबीआई टीम ने मुम्बई में वोडाफोन, गुड़गांव में एयरटैल के कार्यालयों पर और श्री घोष और श्री गुप्ता के आवासों पर छापे मारे। सीबीआई ने प्रमोद महाजन के कार्यकाल के दौरान कुछ कंपनियों को निर्धारित सीमा से अधिक स्पैक्ट्रम आवंटन मामले की प्रारंभिक जांच की थी। सीबीआई  ने अपनी एफआईआर में आरोप लगाया है कि दूरसंचार विभाग ने प्रमोद महाजन के कार्यकाल २००१ से २००३ तक दूरसंचार कंपनियों को स्पैक्ट्रम चार दशमलव चार मेगाहर्टज्‌ से बढ़ाकर ६ दशमलव दो कर दिया था। जांच एजेंसी ने दूरसंचार मंत्री दयानिधि मारन के कार्यकाल के दौरान एयरसैल-मैक्सिस सौदे में कथित विवाद के सिलसिले में पहले से ही मामला दर्ज किया हुआ है।

भारतीय जनता पार्टी ने सीबीआई द्वारा नया मामला दर्ज करने की आलोचना की है। पार्टी प्रवक्ता प्रकाश जावड़ेकर ने आरोप लगाया कि कांगेस के नेतृत्व वाली यूपीए सरकार सीबीआई का इस्तेमाल कर रही है। भारतीय जनता पार्टी के बयान पर प्रतिक्रिया व्यक्त करते हुए कांग्रेस प्रवक्ता राशिद अलवी ने कहा कि भारतीय जनता पार्टी को टू-जी स्पेक्ट्रम मामले की जांच में बाधा नहीं खड़ी करनी चाहिए। उन्होंने कहा कि भाजपा को इससे कोई समस्या नहीं होनी चाहिए, क्योंकि उसने स्पेक्ट्रम आबंटन के मामले की पूर्ण रूप से जांच कराने की मांग की थी।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि भारतीय रिजर्व बैंक रूपए के मूल्य में गिरावट पर लगातार नजर रखे हुए है और उचित समय पर इस मामले में हस्तक्षेप करेगा। डॉलर के मुकाबले रूपया पिछले ३२ महीनों के न्यूनतम स्तर पर है। एक डॉलर, ५१ रूपए तीस पैसे का हो गया है। रूपए के मूल्य में यह कमी आयातकों द्वारा डॉलर की मांग बढ़ने, शेयर बाजार में गिरावट और मुद्रास्फीति के दबाव के कारण हो रही है।

प्रधानमंत्री मनमोहन सिंह बाली में भारत आसियान शिखर सम्मेलन और पूर्व एशिया शिखर सम्मेलन में हिस्सा लेने के बाद सिंगापुर रवाना हो गये हैं। इससे पहले उन्होंने आसियान देशों से अगले वर्ष मार्च तक सेवा और निवेश के क्षेत्र में मुक्त व्यापार समझौते पूरा करने का आग्रह किया। बाली में नौवें भारत आसियान शिखर सम्मेलन को संबोधित करते हुए उन्होंने जोर देकर कहा कि इससे भारत-आसियान व्यापक आर्थिक सहयोग समझौते को लागू करने के लिए अनुकूल वातावरण तैयार होगा। आसियान देशों ने आशा व्यक्त की है कि इस समझौते को पूरा करने के लिए तेजी से पहल होगी।

व्यापार और आर्थिक मोर्चे पर डाक्टर मनमोहन सिंह ने कहा कि दोनों तरफ से निवेश तेजी से बढ़ रहा है। पिछले साल आसियान के साथ भारत के व्यापार में ३० प्रतिशत की बढत्रष्ष् ेचंदत्रष्ष्झ

वर्ष २०१२ तक भारत को ७० अरब अमरीकी  डालर के लक्ष्य को प्राप्त कर लेना चाहिए। डाक्टर मनमोहन सिंह ने भारत और आसियान के बीच पर्यटन सहयोग समझौते पर जल्द हस्ताक्षर पर जोर दिया।

प्रधानमंत्री ने समुद्री क्षेत्र में सुरक्षा, आतंकवाद से निपटने, प्रशिक्षण, अभ्यास तथा आपदा प्रबंधन के क्षेत्र में आसियान के साथ बढ़ते सहयोग का स्वागत किया।

हमारे संवाददाता ने बताया कि पूर्व एशिया शिखर सम्मेलन को संबोधित करते हुए प्रधानमंत्री ने आपदा प्रबंधन और समुद्री सुरक्षा के क्षेत्र में भारत की विशेषज्ञ सेवायें देने की पेशकश की।

प्रधानमंत्री ने आसियान शिखर सम्मेलन में समग्र विकास का आह्‌वान किया। प्रधानमंत्री ने पिछड़े देशों के विकास के लिए समृद्ध देशों से पूंजीनिवेश करने के लिए भी कहा। एशियाई देशों के बीच बेहतर संपर्क के लिए प्रधानमंत्री ने एक निजी स्थापना का भी प्रस्ताव रखा। पिछड़े देशों के विकास के लिए भारत के कार्य कुशलता को उपयोग में लाने को भी उन्होंने अपील की। कुल यह कहा जा सकता है कि इस देश से लुक-ईस्ट नीति को बढ़ावा मिला है।

केंद्र ने बुनकरों के लिए छह हजार दो सौ ३४ करोड़ रूपए की योजना की घोषणा की है। इससे १३ लाख बुनकरों को फायदा होगा। उत्तर प्रदेश के तीन लाख बुनकर भी इस योजना के अंतर्गत आएंगे। इस पैकेज में तीन हजार आठ सौ ८४ करोड़ रूपए की ऋण माफी भी शामिल है। बुनकारों के उत्थान के लिए १२वीं योजना में दो हजार तीन सौ पचास करोड़ रूपए की राशि रखी गई है। यह पैकेज आगामी जनवरी से लागू हो जाएगा। वाणिज्य और उद्योग मंत्री आनंद शर्मा ने आज वाराणसी में यह घोषणा की। उनके पास कपड़ा मंत्रालय का अतिरिक्त प्रभार भी है।

संवाददाता सम्मेलन में श्री शर्मा ने कहा कि सरकार के इस पैकेज से व्यक्तिगत तौर पर बुनकरों को पचास हजार रूपए तक का लाभ होगा।

निजी जो कर्जा है इडिंविजुवल जो लोन है। उसको अलग कर दिया कार्पोरेटिव सोसाइटी का। १५ हजार कार्पोरेटिव सोसाइटी का पूरे देश के अंदर कम से कम १४ लाख बुनकरों को इसमें से तीन लाख बुनकर उत्तर प्रदेश का है। इस पैकेज से सीधे उनको राहत मिलेगा।

उद्योग मंत्री ने कहा कि कल नई दिल्ली में वित्त व्यय समिति की बैठक में यह फैसला किया गया। इससे पहले कांग्रेस महासचिव राहुल गांधी ने कर्ज के बोझ से दबे बुनकरों के राहत के लिए पत्र लिखा था।

केन्द्रीय खेल मंत्री अजय माकन ने कहा है कि भारतीय टीम के पूर्व बल्लेबाज विनोद कांबली के उन आरोपों की जांच होनी चाहिए जिसमें १९९६ में भारत और श्रीलंका के बीच विश्वकप सेमीफाइनल मैच के फिक्स होने की बात कही गई है।

श्री माकन ने कहा कि आरोप गंभीर है और अगर ारतीय क्रिकेट कंट्रोल बोर्ड कांबली के आरोपों  की जांच नहीं करता है, तो खेल मंत्रालय इस मामले की जांच करेगा। श्री माकन ने कहा कि खेल मंत्रालय मैच फिक्सिंग और सट्टेबाजी रोकने के लिए गृह मंत्रालय के साथ मिलकर सख्त कानून बनाएगा।

इस बीच, भारतीय क्रिकेट कंट्रोल बोर्ड ने कांबली के आरोपों को महत्वहीन बताया है। बी.सी.सी.आई. के उपाध्यक्ष राजीव शुक्ला ने कहा कि ऐसे व्यक्ति के दावों को ज्यादा महत्व नहीं देना चाहिए। जो १५ साल बाद आरोप लगा रहा हो।

लीबिया के पूर्व शासक मुअम्मर गद्दाफी के पुत्र सैफ़-अल- इस्लाम को दक्षिण लीबिया में गिरफ्‌तार कर लिया गया है। हेग स्थित अंतर्राष्ट्रीय अपराध न्यायालय ने इसकी पुष्टि की है।

लीबिया की राष्ट््रीय अंतरिम परिषद के एक वरिष्ठ अधिकारी ने  गिरफ्‌तारी की पुष्टि करते हुए कहा कि उसे देश के दक्षिणी भाग से पकड़ा गया। अंतर्राष्ट्रीय अपराध न्यायालय को भी सैफ-अल-इस्लाम की तलाश है।

परिषद ने २७ जून को सैफ-अल-इस्लाम, मुअम्मर गद्दाफी और खुफिया विभाग के प्रमुख अब्दुल्ला अल सन्नूसी के खिलाफ सरकार विरोधी आंदोलनों के कुचलने के दौरान अमानवीय बर्ताव करने का आरोप है।

अफगानिस्तान से २०१४ में सभी विदेशी सैनिकों की वापसी के बाद अमरीका के साथ दीर्घकालिक सामरिक समझौते का जिरगा प्रतिनिधियों ने भरपूर समर्थन किया है। हमारे संवाददाता ने बताया कि इस मुद्दे पर विचार विमर्श के लिए गठित ४० समितियों में से अधिकतर समितियों ने कुछ शर्तों के साथ प्रस्तावित समझौते के पक्ष में विचार व्यक्त किये।

सीरिया संकट के समाधान के लिए अरबलीग की शांति योजना पर अमल करने अथवा आर्थिक प्रतिबंध के लिए तैयार रहने की चेतावनी की अंतिम तिथि आज समाप्त हो रही है। दुबई से हमारे पश्चिम एशिया संवाददाता ने खबर दी है कि पिछले सप्ताह सीरिया को अरबलीग की सदस्यता से निलंबित करने के बाद रबात में अरब देशों के विदेश मंत्रियों की बैठक हुई थी जिसमें शांति योजना पर अमल करने के लिए सीरिया को तीन दिन का समय दिया गया था।

अरबलीग ने सीरिया को अपने शांति प्रस्ताव को अमल में लाने तीन दिन की जो समय-सीमा तय की थी वो आज पूरी हो रही है। पिछले सप्ताह सीरिया को संगठन से बाहर निकालने के बाद रब्बाक ने अरब देशों के विदेश मंत्रियों ने प्रस्ताव पारित कर तीन दिन की समय-सीमा तय की थी। इसके तहत नागरिकों का दमन बंद करने सैनिक कार्रवाई रोकने और राजनैतिक बंधियों को रिहा करने का प्रावधान है। लीग के प्रस्ताव में विपक्ष के साथ बातचीत शुरू करने और पर्यवेक्षकों का दल सीरिया भेजने का प्रस्ताव है। मगर सीरिया के विपक्षी गुटों का मानना है कि प्रस्ताव पर अमल नहीं हो रहा । उन्होंने अंतर्राष्ट्रीय पर्यवेक्षकों को सीरिया भेजे जाने की मांग की है। अतुल तिवारी, आकाशवाणी समाचार।

भारत और बंगलादेश प्रत्यर्पण संधि के मसौदे को अंतिम रूप देने के बहुत निकट आ गए हैं। इससे दोनों देशों को आतंकवादियों और अपराधियों को एक-दूसरे को सौंपने में मदद मिलेगी।

Former Telecom Minister Sukhram has been sentenced five years imprisonment by a Delhi Court in the 1996 telecom scam case. The Special CBI Judge R P Pandey also imposed a fine of four lakh rupees on him and ordered his arrest. The sentence follows the court convicting him guilty for taking three lakhs rupees bribe to grant a lucrative contract to a private firm, 15 years ago. He was held guilty under various provisions of the Prevention of Corruption Act and the Indian Penal Code for various offences which could entail a maximum sentence of 7 years jail term. Sukhram was holding Telecom portfolio in P V Narasimha Rao's Cabinet.

Widening 2G spectrum allocation probe the CBI today carried out searches at the Vodafone office in Mumbai and Airtel office in Gurgaon after registering a case against former Telecom Secretary Shyamal Ghosh and the two telecom service providers for alleged irregularities in spectrum allocation during tenure of Pramod Mahajan as Telecom Minister. Our Correspondent quoting official sources reports, besides Ghosh, the case was registered against former Director of Bharat Sanchar Nigam Limited J R Gupta. Immediately after registering the case, CBI teams conducted searches at the official premises of Vodafone in Mumbai, Airtel in Gurgaon and residences of Ghosh and Gupta. The CBI had registered a Preliminary Inquiry to look into the allocation of spectrum under Mahajan to certain companies beyond the prescribed limit.

BJP today observed CBI’s move to register cases against  officials of then the NDA’s government on alleged irregularities in the 2G scam as a political conspiracy. Talking to reporters  party spokesperson Prakash Javadekar alleged that the CBI is being used as a tool by the congress led UPA government. Reacting to the BJP statement   Congress Spokesperson  Rashid Alvi said that  BJP should not put hurdle in the  investigation of 2G spectrum case. He said BJP should not have any problem as it has already called for a probe in the entire allocation of spectrum including those made in NDA rule.

Prime Minister Dr.Manmohan Singh has reached Singapore for a bilateral visit after  urging the ASEAN countries to  conclude Free Trade Agreement in Services and Investment sectors by March 2012. He pitched for the agreement at their meet in the Indonesian island of Bali before leaving for Singapore. Addressing the 9th India-ASEAN Summit Dr.Singh  emphasized that a Free Trade Agreement in these sectors will create a positive atmosphere for the implementation of the India-ASEAN Comprehensive Economic Cooperation Agreement. India and ASEAN are already having a Free Trade Agreement for Trade in Goods. Recalling the  30 percent increase in India’s trade with ASEAN last year, he said  can go up to 70 billion dollars by next year, 20 billion more than the present trade. Dr Singh also pushed for early signing of tourism cooperation agreement between ASEAN and India and,  early decision on India-Myanmar-Thailand Highway project and other projects. Speaking at the East Asia Summit earlier the  Prime Minister offered India’s expertise in the areas of disaster management and maritime security. India and Bangladesh have moved close to finalising the draft extradition treaty. It would facilitate handing over of terrorists and criminals operating on the other's soil. Our correspondent says, if approved the agreement will pave the way for extradition of ULFA general secretary Anup Chetia from Bangladesh. The meeting also discussed expediting the implementation of the pact on demarcation of land boundary and exchange of 162 adversely-held enclaves, which was signed during Prime Minister Manmohan Singh's visit to Dhaka in September.

The Centre has announced 6,234-crore rupee package for 13 lakh weavers, including 3 lakhs in Uttar Pradesh. This includes 3,884 crore debt waiver and 2,350 crore for a six-fold strategy to uplift weavers during 12th Plan. The package will be implemented from next January.  This was announced by this Commerce and Industry Minister Anand Sharma, who also holds additional charge of Textiles, at Varanasi today. Addressing a press conference Sharma said an individual weaver will get benefit upto 50,000. The scheme will help 15,000 weavers' cooperative societies besides individual weavers. Earlier, Congress General Secretary Rahul Gandhi wrote him a letter asking the concessions for the debt-ridden weavers.

Sports Minister Ajay Maken has called for a probe into the match fixing allegations made by former cricket Vinod Kambli. Talking to reporters in New Delhi today, he said, that cricket fans in the country have a right to know about the truth.
 "People of the country has have a right to know as to what exactly had happened. Whether the accusations made by the player is true or false is something which the people have the right to know. Thanks of this country have a right to know. It should be properly investigated."
Mr. Maken added that if the BCCI does not act, the Sports Ministry may conduct an inquiry of its own. He said that his Ministry will consult with Home Ministry for formulating a tough law to curb betting and match fixing.

"I think it is high time that we should have a law against betting as far as sports is concerned in our country."

सरकार ने कहा है कि बीस लाख से अधिक की आबादी वाले सभी शहरों में जल्द मैट्रो रेल सुविधाएं उपलब्ध कराई जायेंगी। कल नई दिल्ली में शहरी विकास मंत्री कमलनाथ ने कहा कि लुधियाना, पुणे, अहमदाबाद और लखनऊ में मैट्रो के लिए परियोजना रिपोर्ट तैयार कर ली गई हैं। उन्होंने बताया कि इंदौर, भोपाल और चंडीगढ़ के लिए ये रिपोर्ट अंतिम चरण में हैं।

''हमने यह तय किया है कि जितने भी अपने देश में शहर हैं, भविष्य में जिनकी आबादी २० लाख से ज्यादा है, उनमें मैट्रो ट्रांसपोर्ट का मेट्रो रेल की योजना बनाई जाये। कईयों में डीपीआर का कार्य हो रहा है, कुछ शहरों में डीपीआर बन चुके हैं।''

मुख्य निर्वाचन आयुक्त एस वाई कुरैशी ने कहा है कि निर्वाचन आयोग उत्तराखंड में स्वतंत्र और निष्पक्ष चुनाव सुनिश्चित करने के लिए धनबल, सरकारी पद और मशीनरी के दुरूपयोग तथा प्रायोजित खबरों पर रोक लगाने के लिए कड़े कदम उठाएगा। कल देहरादून में राजनीतिक दलों के प्रतिनिधियों और प्रशासनिक अधिकारियों के साथ बैठक के बाद पत्रकारों को संबोधित करते हुए श्री कुरैशी ने राज्य में चुनाव तैयारियों पर संतोष व्यक्त किया। उन्होंने कहा कि हर उम्मीदवार को ग्यारह लाख रूपये की खर्च सीमा पर अमल करने के लिए एक अलग चुनाव खाता खोलना पड़ेगा। श्री कुरैशी ने कहा कि जिला स्तर पर समितियों का गठन किया जायेगा, जो प्रायोजित खबरों पर नियंत्रण रखने के साथ-साथ चुनाव प्रचार के दौरान उकसाने वाले या अपमानजनक भाषणों पर भी नजर रखेंगी।

अंडमान निकोबार द्वीप में केंद्रीय माध्यमिक शिक्षा बोर्ड- सीबीएसई के प्रश्नपत्र लीक करने के एक सनसनीखेज मामले में चार लोगों को आजीवन कारावास की सजा सुनाई गई है। विशेष अदालत के न्यायाधीश देवी प्रसाद डे ने कल पोर्ट ब्लेयर में यह फैसला दिया। एक अन्य अभियुक्त को बरी कर दिया गया।
 अभियुक्तों को इस साल फरवरी में कार निकोबार में राजकीय सीनियर सेकेंडरी स्कूल से सीबीएसई की बारहवीं कक्षा के प्रश्नपत्र लीक करने की आपराधिक साजिश का दोषी करार दिया गया था।

पाकिस्तानी अधिकरियों ने कम से कम १२२ भारतीय मछुआरों को गिरतार किया है और उनकी २३ नौकायें ज+ब्त कर ली हैं। इस्लामाबाद में समुद्री सुरक्षा एजेन्सी के प्रवक्ता ने कल बताया कि इन सभी को पाकिस्तान के समुद्री क्षेत्र में प्रवेश करने और स्थानीय हितों की सुरक्षा के मद्देनज+र बुधवार रात को गिरतार किया गया है। हमारे संवाददाता ने बताया कि अरब सागर में कच्छ के जेखी बंदरगाह के करीब से इन मछुवारों को अगवा किया गया।

पाकिस्तान मरीन सिक्युरिटी द्वारा भारतीय मछुआरों को अगवा किये जाने का यह सबसे बड़ा मामला है, जिसमें करीब १२२ मछुआरों को उनकी २३ नौकाओं के साथ अगवा किया गया। सूत्रों के अनुसार पाकिस्तान मरीन सिक्यूरिटी ने पहले २६ नौकाओं को अगवा किया था। लेकिन बाद में इनमें से तीन नौकाओं को रिहा कर दिया गया। योगेश पंडिया आकाशवाणी समाचार अहमदाबाद।

भारतीय रिजर्व बैंक ने सहकारी बैंको से कहा है कि मियादी जमा राशि परिपक्व हो जाने पर निकासी के समय संयुक्त खाताधारकों के मामले में दोनों व्यक्तियों के हस्ताक्षरों पर जोर नहीं दिया जाना चाहिए। ऐसा विशेष रूप से उन मामलों में जरूरी है जिनमें खाता इस निर्देश के साथ खोला गया हो कि उसे जीवित कोई भी खातेदार संचालित कर सकता है।

भटिंडा में कल भारतीय महिला कबड्डी टीम को ले जा रही बस सेना के एक ट्रक से भिड़ जाने के कारण दो लोगों की मृत्यु हो गई। हमारे संवाददाता ने बताया है कि सभी खिलाड़ी सुरक्षित हैं।

जो उस वक्त टीम मैम्बरों के साथ बस में एक ने बताया कि जैसे ही ट्रक उनकी बस के साथ टकराया दोनों वाहनों में आग लग गई। टीम के सभी सदस्य आस-पास के लोगों की मदद से बस की खिड़कियां तोड़कर बाहर निकले। बस के साथ टक्कर होने से पहले एक फौजी ट्रक बस के आगे सुरक्षा के लिए चल रही पुलिस जिप्सी से टकराने के बाद बस से टकराया था। कुछ खिलाड़ियों को छोटी-मोटी चोटों के लिए नजदीक के अस्पताल में मरहम पट्टी करने के बाद जाने दिया गया। राजेश बाली आकाशवाणी समाचार जालंधर।

The Prime Minister Dr. Manmohan Singh held talks with US President Barack Obama on the sidelines of the ASEAN Summit in Bali, Indonesia this morning. The two leaders discussed a wide range of regional and global issues of mutual interest including the situation in the Asia-Pacific region. They also discussed issues before tomorrow's East Asia Summit and India's immediate neighborhood. Dr Singh said India and the US have made progress in every area including civil nuclear cooperation, since President Obama's visit to New Delhi in November last year. He said, there are no irritants whatsoever in Indo-US relations in working together. The US President said that this is an outstanding occasion to discuss how two countries can work together not only bilaterally but at multilateral levels also. The Joint Working Group of India and Bangladesh will hold deliberations on implementation of the pact on demarcation of land boundaries today in New Delhi. The working group will discuss a host of issues. It will prepare the agenda for the two day Home Secretary level talks beginning Saturday. The Indian side will be led by Home Secretary, R.K. Singh whereas Monzur Hussain will lead the visiting delegation. Border management, human trafficking, and smuggling of narcotics and other goods are likely to dominate the talks. Issue like efforts to check infiltration of illegal immigrants, will also be discussed during the talks.

The government has said that all cities with a population of more than 20 lakhs will soon have metro rail facilities. Briefing reporters in New Delhi, Urban Development Minister Kamal Nath said that Detailed Project Reports, DPRs for the projects in Ludhiana, Pune, Ahmedabad and Lucknow have already been finalized. He added that DPRs for Indore, Bhopal and Chandigarh are in the conclusive stages. The Minister said projects for the Kochi and line three of the Mumbai metro will be sent for cabinet approval within the next two weeks.
"On the DMRC model, we are looking at the Kochi Metro. We will be taking this to the cabinet shortly. Inter ministerial consultations on the DPR for the Mumbai Metro line-1 Metro Mumbai is in the PPP mode. The second one we are looking at the metro line 3 of 20 kms at a cost of 12,000 crores is underway and we shall be taking this to the cabinet as soon as the formalities are over."

A draft bill for better regulation of the aviation sector will be finalized soon. Top official sources in the Civil Aviation ministry said that it proposes the setting up of a Civil Aviation Authority, CAA with significant regulatory powers. The draft legislation is currently being vetted by the Law Ministry. The proposed CAA will replace the existing "Directorate General of Civil Aviation". The CAA will have financial and administrative autonomy to take quick decisions on matters ranging from regulation of air traffic services and licensing to ensuring the financial fitness of airlines.

The Centre has said that it will make all-out efforts to put under strict price control regime, all the 348 drugs included in the National List of Essential Medicines, NLEM 2011. In an affidavit to Supreme Court, the ministry of health and family welfare has promised to make affordable healthcare a reality. The ministry said, all medicines included in the NLEM, 2011 need to be brought within the ambit of price control, considering that cost of medicines constitutes over 60% of the total cost of healthcare.

Chief Election Commissioner, S.Y. Qureshi has said that the Election Commission will take stringent measures to check money-power, paid news and misuse of official position and machinery to ensure free and fair Assembly elections in Uttarakhand. Mr. Qureshi expressed satisfaction at the poll preparations in the state after meeting with political parties and the administrative machinery. He told the media in Dehradun that every candidate will have to open a separate poll account to maintain the expenditure limit of 11 lakh rupees.

Pakistani authorities have arrested at least 122 Indian fishermen and seized 23 fishing boats off the Gujarat coast on charges of poaching in the country's territorial waters. A Maritime Security Agency spokesman said in Islamabad yesterday that the Indian fishermen have been handed over to the Docks Police in the port city of Karachi for further action. “This is the biggest incident of abduction of Indian fishermen by Pakistan Marine security in the recent time, in which about 122 fishermen with 23 boats had been abducted. They had been abducted during the late night of Wednesday from the deep sea of Jakhau port in the Gulf of Kutch. India says competitive politics should not mar climate change talks in Durban. Talking to reporters in New Delhi, Environment Minister Jayanthi Natarajan asserted that climate change has to be viewed from the point of historical emission. She expressed hope that the developed nations would agree for a second commitment period of the Kyoto Protocol, the only legally binding agreement to tackle global warming. Noting that for a developing country like India, the Kyoto Protocol is not an issue of competitive action, she hoped that the climate change talks do not get caught in the vortex of competitive politics.

The new Italian Prime Minister Mario Monti's government has passed its first test, winning a vote of confidence in the senate. As expected, the government won the vote in the upper house of parliament easily, by 281 votes to 25. The vote was held after Mr Monti outlined his government's programme of reforms to tackle the country's economic problems and to cut its debt. He faces a second vote in the lower house or Chamber of Deputies today. Former Prime Minister Silvio Berlusconi has reportedly said he could pull the plug on the government if he does not like what it does. World powers yesterday put forward a resolution at the UN atomic watchdog, expressing deep and increasing concern about Iran's nuclear programme following a hard-hitting IAEA report last week. The resolution from the five permanent members of the UN Security Council and Germany expresses deep and increasing concern about the unresolved issues regarding the Iranian nuclear programme, including those which need to be clarified to exclude the existence of possible military dimensions. The resolution will be discussed by the International Atomic Energy Agency's board of governors today.

The bus carrying the Indian women kabaddi team collided with an Army truck in Bhatinda yesterday, killing two persons. Our correspondent reports that all the players are safe.
"The Coach of the team, Jaskaran Kaur, who was with the team during the mishap, had told that soon after the truck hit their bus, both the vehicles caught fire. The team members came out of the bus with the help of farmers and commuters. The entire luggage and sports kits of the players got charred in the incident. Some of the players, who received minor bruises and burns, were given first-aid in a nearby hospital and were discharged later on. Those two who died, are drivers of bus and police gypsy. The team was in Bhatinda to play its semi-final match with USA in the 2nd World Cup Kabaddi tournament, to be played today. The Coach has confirmed that the match will go on. प्रधानमंत्री मनमोहन सिंह ने कहा है कि भारत देश के कानून के तहत परमाणु दायित्व मुद्दे से सम्बन्धित किसी भी विशेष शिकायत पर ध्यान देने को तैयार है। इंडोनेशिया के बाली में आसियान और उससे सम्बन्धित शिखर सम्मेलन के अवसर पर अमरीका के राष्ट्रपति बराक ओबामा से उन्होंने अमरीकी कम्पनियों की चिन्ताओं को दूर करने की बात कही।
''भारत ने  अमरीकी कम्पनियों की चिंताओं को हर तरह से दूर करने के लिए देश के कानून के तहत कई जरूरी कदम उठाये हैं। हम किसी विशेष शिकायत को दूर करने के लिए तैयार है, मैने उन्हें बताया कि हम पूरक सम्मेलन का समर्थन करेंगे और अभी तक स्थिति यही है।''
एक घंटे की बैठक में दोनों नेताओं ने द्विपक्षीय, क्षेत्रीय और वैश्विकस्तर पर भारत-अमरीकी सहयोग को आगे बढ़ाने के बारे में अपनी मंशा की घोषणा की। डॉ० सिंह ने कहा कि अमरीका के साथ काम करने में कोई रूकावट नहीं है। दोनों नेताओं ने पिछले वर्ष नवंबर में अमरीकी राष्ट्रपति की ऐतिहासिक भारत यात्रा के दौरान हुए महत्वपूर्ण समझौतों को और मजबूत बनाने पर भी बात की।
डॉक्टर सिंह ने कहा कि परमाणु ऊर्जा के असैनिक प्रयोग, मानवीय राहत, आपदा प्रबंधन, समुद्री व्यापार सुरक्षा और दोनों देशों से संबंद्ध, उन सभी मुद्दों पर भी चर्चा हुई जिनके माध्यम से वे विश्व को युद्ध की आशंका और अन्य प्रकार के शोषण से मुक्त बनाना चाहते हैं।
डॉक्टर मनमोहन सिंह ने चीन के प्रधानमंत्री वेन चियापाओ से भी बातचीत की।
''हमारी बैठकें बहुत अच्छी रही हैं, चीन के प्रधानमंत्री वेन चियापाओ के साथ बैठकों में मुझे हमेशा आनंद आया है और हम दोनों में इस बात पर सहमति बनी है कि हमें दोनों देशों के बीच संबंधों को और मजबूत करने के लिए काफी मेहनत करनी चाहिए।''
श्री चियापाओ ने डॉक्टर मनमोहन सिंह को बताया कि भारत और चीन को विकास के लिए मिलकर काम करना चाहिए, ताकि २१वीं शताब्दी एशिया की हो। उन्होंने कहा कि ऐसे कई क्षेत्र हैं जहां भारत और चीन आपसी सहयोग बढ़ा सकते हैं।
डॉक्टर सिंह ने कम्बोडिया के प्रधानमंत्री हुन सेन के साथ भी द्विपक्षीय बातचीत की। आपसी सहयोग के लिए अन्य बातों के अलावा दोनों नेताओं ने भारत और कम्बोडिया के बीच सीधी विमान सेवा और पर्यटन के क्षेत्र में सहयोग बढ़ाये जाने पर भी विचार-विमर्श किया।

प्रधानमंत्री की इंडोनेशिया और सिंगापुर की यात्रा के बाद देश में चुनाव सुधारों पर विचार-विमर्श के लिए नई दिल्ली में एक सर्वदलीय बैठक होगी। कानून और न्याय मंत्री सलमान खुर्शीद ने आज नई दिल्ली में संवाददाताओं को बताया कि पिछले वर्ष अक्टूबर में गठित कोर कमेटी ने व्यवस्था में व्यापक सुधारों के लिए क्षेत्रीय आधार पर बैठकें कीं और बातचीत के दौरान कुछ महत्वपूर्ण सुझाव मिले। इनमें राजनीति में अपराधीकरण को समाप्त करना, चुनावों के लिए सरकार द्वारा धन उपलब्ध कराना, प्रेस और मीडिया तथा राजनीतिक दलों को नियमबद्ध रखते हुए चुनावों का बेहतर प्रबंधन शामिल है। उन्होंने कहा कि उम्मीदवारों को नामंजूर करने और वापिस बुलाने के अलावा राजनीतिक दलों की लेखा परीक्षा के बारे में भी सुझाव मिले हैं।

उच्चतम न्यायालय ने आज स्पष्ट किया कि छत्तीसगढ़ को छोड़कर सभी राज्य सरकारें और केन्द्र देश में उग्रवादी गुटों का मुकाबला करने के लिए विशेष पुलिस अधिकारियों की सेवाएं ले सकते हैं। उच्चतम न्यायालय की एक खंडपीठ ने पांच जुलाई के न्यायालय के फैसले के खिलाफ केन्द्र द्वारा दायर याचिका पर यह अनुमति प्रदान की। अपने पांच जुलाई के फैसले में उच्चतम न्याालय ने छत्तीसगढ़ और केन्द्र सरकार को निर्देश दिया था कि वे माओवादियों के खिलाफ विशेष पुलिस अधिकारियों की सेवाएं न लें।
केन्द्र सरकार ने पीठ को बताया कि यह संशोधन जरूरी था। इसके बिना देश के अन्य भागों में विशेष रूप से पूर्वोत्तर राज्यों में उग्रवादियों के खिलाफ कार्रवाई करने में काफी कठिनाई पैदा हो जाती।

पश्चिम बंगाल के पुरूलिया जिले में अयोध्या पहाडियों के आस-पास चार थानों में संयुक्त सुरक्षा बल चौबीसो घंटे निगरानी कर रहे हैं। माओवादियों के सुरक्षित ठिकानों को नष्ट करने के लिए बढ़ाये गए उपायों के तौर पर यह निगरानी हो रही है। पुलिस अधीक्षक सुनीत कुमार चौधरी ने आज संवाददाताओं को बताया कि बंदवां, बलरामपुर, अर्शा और बागमुंडी पुलिस थाना क्षेत्रों में मुख्यरूप से चौकसी की जा रही है। उन्होंने बताया कि अयोध्या पहाड़ियों में छिपकर रहने वाला माओवादियों का दल उनके खिलाफ चलाये जा रहे अभियान के चलते भागकर झारखंड चला गया है। यह अभियान तृणमूल कांग्रेस के दो कार्यकर्ताओं के मारे जाने के बाद इस महीने की १४ तारीख को शुरू किया गया था।

दिल्ली की एक अदालत ने आज पूर्व दूरसंचार मंत्री सुखराम को पद का दुरूपयोग करने का दोषी करार दिया। उन पर आरोप है कि जब वे नरसिम्हा राव सरकार में मंत्री थे, तो उन्होंने १९९६ के एक भ्रष्टाचार मामले में एक केबल कम्पनी को अनुचित फायदे पहुंचायें थे। सीबीआई के विशेष न्यायधीश आर. पी. पाण्डे ने सुखराम को भारतीय दंड संहिता के भ्रष्टाचार निरोधक कानून और आपराधिक षड़यंत्र के तहत दोषी ठहराया। अदालत कल उन्हें सजा सुना सकती है। श्री सुखराम को १५ साल पहले हरियाणा टेलीकॉम लिमिटेड कंपनी को सरकारी विभागों में कैबल सप्लाई के लिए ठेका देने के लिए तीन लाख रुपए की घूस लेने का दोषी ठहराया गया।

सी बी आई ने आज कहा कि टू-जी घोटाला मामले में विशेष अदालत ने आरोपी शाहिद बलवा के आवेदन पत्र पर कोई निर्देश जारी नहीं किए हैं। बलवा ने अपने आवेदनपत्र में गवाहों को प्रभावित न करने का अनुरोध किया था। सी बी आई की प्रवक्ता धारिणी मिश्रा ने बताया कि आवेदनपत्र अदालत के सामने है और अभी  कोई निर्देश जारी नहीं किए गए हैं।
स्पैक्टम्र आवंटन मामले में चार गवाहों की गवाही पूरी हो चुकी है।

उच्चतम न्यायालय ने आरूषि हत्या मामले में राजेश और नुपुरू तलवार की याचिका पर सुनवाई आज टाल दी। तलवार दम्पत्ति ने उनकी बेटी आरूषि और घरेलू नौकर हेमराज के हत्या मामलों में सी बी आई द्वारा उनके खिलाफ शुरू की गई आपराधिक जांच प्रक्रिया को याचिका में चुनौती दी है। उच्चतम न्यायालय की खंडपीठ ने तलवार दम्पत्ति और सी बी आई की सहमति से मामले की सुनवाई अगले तारीख तक टाल दी।

आय से अधिक सम्पत्ति के मामलें में आपराधिक प्रक्रिया रद्द करने से संबंधित उत्तर प्रदेश की मुख्यमंत्री सुश्री मायावती की दलील पर उच्चतम न्यायालय में अगले साल पहली फरवरी को सुनवाई होगी। इस मामले को सीबीआई ने आठ साल साल पहले दर्ज किया था।

सरकार ने विश्वास व्यक्त किया है कि लोकपाल विधेयक, मंगलवार से शुरू हो रहे संसद के शीतकालीन सत्र में पारित हो जाएगा। विधेयक से सम्बद्ध स्थायी समिति, इसके सुझावों को अन्तिम रूप दे रही है और इस महीने के अन्त तक समिति अपनी रिपोर्ट सौंप देगी। आज नई दिल्ली में प्रधानमंत्री कार्यालय में राज्य मंत्री वी. नारायण सामी ने कहा कि भ्रष्टाचार निवारण से सम्बन्धित दो अन्य विधेयक भी लाए जा रहे हैं।
दो अन्य विधेयकों का ब्यौरा देते हुए उन्होंने बताया कि इनमें एक- भ्रष्टाचार उजागर करने वाले व्यक्तियों की संरक्षा- व्हिसिल ब्लोअर से सम्बन्धित है जबकि दूसरा नागरिक शिकायत निवारण विधेयक है। श्री सामी ने कहा कि स्थायी समिति ने व्हिसिल ब्लोअर विधेयक के बारे में अपने सुझाव दिए हैं।

भारत और बांग्लादेश के बीच गृह सचिव स्तर की बातचीत कल नई दिल्ली में शुरू हो रही है। इसमें सीमा प्रबंधन मसलों, मानव तस्करी और नशीले पदार्थो की तस्करी जैसे मुद्दों पर विचार-विमर्श होगा। गैर कानूनी ढंग से घुसपैठ पर भी चर्चा होगी। गृह सचिव आर० के० सिंह भारत का प्रतिनिधित्व करेंगे और बांग्लादेश के गृह सचिव मंजूर हुसैन अपने देश के प्रतिनिधिमंडल के नेता होंगे।

The Prime Minister Dr. Manmohan Singh has said that India is willing to address any specific grievances regarding to nuclear liability issue within the four corners of the law of the land. He informed US President Barack Obama in his meeting on the sidelines of ASEAN and related Summits at Bali, Indonesia that India has gone some way to respond to the concerns of American companies.
"We are willing to address and specific grievances. Also I told him that we will ratify the supplementary convention and that’s where matters stands."
In an hour long meeting both the leaders declared their intention to push the Indo-US cooperation at bilateral, regional and at global levels. Dr Singh said that there are no irritants whatsoever in working together with USA. They also talked about strengthening the bonds of strategic ties put in place during the historic visit of the US President to India in November last year.
"In the last five year we have strengthen in many ways that path the you set up in your historic visit and weather it is civil nuclear cooperation, weather humanitarian relief, the disaster management, maritime security all these are issues which unite us in our quest for a world free from threat of war and exploitation."
The Secretary East in the ministry of External Affairs Mr Sanjay Singh said that bilateral trade was also discussed which has grown extensively.
"Both called for greater Co-operation in trade & investment and for its facilitation. PM referred to the recommendations of the CEO forum which is being set up between India and the United States as being very useful. He invited US Companies to invest in the opportunities being created by the infrastructural expansion in India."
The Prime Minister also held a meeting with the Chinese Premier Wen Jiabao. Both sides welcomed resumption of defence exchanges and expressed satisfaction that relationships were on a firm footing. Mr Jiabao told Dr Singh that India and China must work hand-in-hand for development to ensure that the 21st century belongs to Asia. He said there are enough areas where India and China can extend cooperation to each other. Dr Singh said that his country is committed to develop the best of relations with China.
"We had a very good meeting. I have always enjoyed meeting premier Wen Jiabao and both of us have agreed that we must work hard to further strengthen and deepend our relations between our two country."
Mr Sanjay Singh Secretary East in ministry of External Affairs said that the need for balanced trade between the two countries was also emphasized during the talks. Dr. Manmohan Singh also held a bilateral meeting with the Prime Minister of Cambodia Mr. Hun Sen. Besides other issues of mutual cooperation, they discussed the issue of direct air connectivity between India and Cambodia and cooperation in the tourism sector.

The European Union today said it wants an ambitious free trade agreement with India which would be beneficial to both the sides. In a statement released today in New Delhi,EU Trade spokesperson John Clancy said, intense negotiations would continue over the coming months to effectively solve the remaining core issues between now and the EU-India Summit, which is scheduled for February 10th in New Delhi. The Jammu and Kashmir Government has appointed a Commission of Enquiry to probe into the causes and circumstances leading to the death of National Conference worker Sayeed Mohammad Yusuf in police custody. The Commission will consist of Justice H.S. Bedi , a former Judge of the Hon’ble Supreme Court of India. It will fix the responsibility for the lapses, if any committed by any person in discharge of his duties under the law and will submit its report to the State government within a period of six weeks.

The Supreme Court today clarified that the Centre and states were free to use the services of Special Police Officers(SPOs) in fighting insurgent groups in the country, except in the State of Chattisgarh. A bench of the apex court granted the permission in a modification application moved by the Centre, against the July 5 apex court judgement. In its judgement, the apex court had directed the Chattisgarh Government and Centre against using the services of the SPOs to combat the Maoist menace. The Union Government told the bench that the modification was necessary as otherwise it would cause serious trouble in undertaking the anti-insurgency operations in other parts of the country, particularly, the North-East.

A Delhi court today held former Telecom Minister Sukhram guilty of misusing his official position when he was in the P V Narasimha Rao cabinet and giving undue favour to a cable supply company in a 1996 corruption case. Special CBI Judge R P Pandey convicted Sukhram under various provisions of the Prevention of Corruption Act and criminal conspiracy. The court is likely to pronounce the quantum of sentence tomorrow. Sukhram awarded a lucrative contract to a private firm, Haryana Telecom Limited, for supplying cables to the government at inflated rates after receiving a bribe of 3 lakh rupees 15 years back.

Border management issues, human trafficking and smuggling of narcotics will dominate the two day Home Secretary level talks between India and Bangladesh beginning in New Delhi from tomorrow. Checking infiltration of illegal immigrants will also come up for discussion. Home Secretary R K Singh will represent India while his Bangladeshi Counterpart Monzur Hussain will lead the visiting delegation. The Joint Working Group of India and Bangladesh met today to prepare the agenda for the talks.

Ace Badminton player Saina Nehwal of India is out of the Hongkong Open. In the Women's Single Quarter finals fourth seeded Saina was defeated 21-16, 21-15 by seventh seeded Tine Baun of Denmark. In the men's Single Ajay Jairam and R.M.V. Gurusaidatt had also to bow out of the tournament at the quarter finals stage. Jaiaram fell 16-21, 13- 21 to top seed Malaysian Lee Chong Wei. Gurusaidatt fell 13-21, 21-23 to second seeded Chinese Long Chen. With the trio out of the tournament ,the Indian challenge in Hong Kong Open has also ended.
