लोकपाल विधेयक के मसौदे पर संसद की स्थायी समिति की रिपोर्ट आज संसद में रखी जाएगी। कल संसद के बाहर संवाददाताओं से बातचीत में संसदीय कार्यमंत्री पवन कुमार बंसल ने कहा कि अगले सप्ताह के शुरू में इसे मंत्रिमंडल के पास मंजूरी के लिए भेजने की संभावना है। उन्होंने कहा कि सरकार वर्तमान सत्र में ही इस विधेयक को संसद के दोनों सदनों में पारित कराने के पूरे प्रयास करेगी।सरकार काले धन के बारे में स्थगन प्रस्ताव पर भी सहमत हो गई है। सरकारी सूत्रों ने बताया कि काले धन और भ्रष्टाचार के मुद्दे पर संसद में अगले सप्ताह बहस हो सकती है। कांग्रेस, पेंशन विधेयक पर आम सहमति तैयार करने के लिए तृणमूल कांग्रेस प्रमुख ममता बनर्जी से सलाह-मशविरा कर रही है। संसद के दोनों सदनों में आज कई विधायी कार्य निपटाए जाएंगे।

लोगों में भ्रष्टाचार के खिलाफ जागरूकता बढ़ाने और उससे निपटने के लिए आज अंतरराष्ट्रीय भ्रष्टाचार रोधी दिवस मनाया जा रहा है। इसका उद्देश्य भ्रष्टाचार की गंभीर वैश्विक समस्या की तरफ लोगों का ध्यान आकर्षित करना भी है, क्योंकि इसका व्यक्तियों, व्यवसायों और समुदायों पर गंभीर प्रभाव पड़ रहा है। इस वर्ष इसका विषय है भ्रष्टाचार का मुकाबला करें। इस अवसर पर संयुक्त राष्ट्र महासचिव बान की मून ने सभी देशों की सरकारों से कहा है कि वे सभी राष्ट्रीय कार्यक्रमों में भ्रष्टाचार रोधी उपायों को शामिल करें, ताकि सतत् विकास हो सके। हमारी संवाददाता ने बताया है कि इस अवसर पर देशभर में अनेक अभियान, सेमिनार और समारोह आयोजित किए जा रहे हैं।भारत में भ्रष्टाचार एक गंभीर समस्या है लेकिन लोगों की जागरूकता बढ़ने के साथ-साथ भ्रष्टाचार के खिलाफ अभियान में तेजी आई है। इस समस्या से कारगर रूप से निपटने के जल्द ही लोकपाल विधेयक लाने की तैयारी है। संसद की स्थायी समिति जो इस मामले को देख रही है। उसने विभिन्न पक्षों पर गौर करने के बाद अपनी रिपोर्ट को अंतिम रूप दे दिया है। भ्रष्टाचार को रोकने के लिए सरकार अन्य कदम पहले ही उठा चुकी है। यह सही समय है जब सरकार और नागरिक समाज को भ्रष्टाचार की समस्या से निपटने के लिए मिलकर साथ काम करना चाहिए। आकाशवाणी समाचार के लिए दिल्ली से शीला।''

राज्यसभा ने भारतीय प्रसारण निगम संबंधी कानून में संशोधन के लिए विधेयक ध्वनिमत से पारित कर दिया है। इस विधेयक के तहत नवंबर १९९७ और अक्तूबर २००७ के बीच भर्ती किये गए कर्मचारियों को सेवानिवृत्ति तक डीम्ड डेपूटेशन पर माना जाएगा। विधेयक पर चर्चा का जवाब देते हुए सूचना और प्रसारण मंत्री अंबिका सोनी ने कहा कि निगम में कार्य कर रहे कर्मचारियों को एक ढांचे के तहत लाया जा रहा है, लेकिन इस संबंध में फैसले लेने में देरी हुई, क्योंकि कर्मचारियों ने केंद्रीय प्रशासनिक न्यायाधिकरण और उच्च न्यायालय में याचिका दायर की है। उन्होंने घोषणा की कि सरकार संसद के अगले सत्र में प्रसारण परिषद के गठन और अन्य मुद्दों के लिए प्रसार भारती संबंधी एक और संशोधन विधेयक लाएगी।..........................

दक्षिण कोलकाता के ढाकुरिया में ए.एम.आर.आई. अस्पताल के बेसमेंट में आज तड़के तकरीबन चार बजे भीषण आग लग गई। २५ दमकल गाड़ियों को आग बुझाने के काम पर लगाया गया है। दमकलकर्मी अस्पताल से मरीजों, डॉक्टरों और नर्सों को बचाने के काम में लगे हैं। अस्पताल और उसके आसपास के इलाकों में काला धुआं छाया हुआ हैं।पश्चिम बंगाल के लोक निर्माण मंत्री फरहद हकीम घटनास्थल पर मौजूद हैं और आग बुझाने के काम का जायजा ले रहे हैं। दमकलकर्मियों ने कई मरीजों को बचा लिया है और उन्हें पास की दो इमारतों में ले जाया गया है। राष्ट्रीय आपदा प्रबंधन समूह का एक दल भी घटनास्थल पर मौजूद है।

भारत और चीन के बीच तीसरी वार्षिक रक्षा वार्ता आज नई दिल्ली में शुरू हो रही है। रक्षा मंत्रालय के अधिकारियों ने दिल्ली में बताया कि संयुक्त सैन्य अभ्यास फिर से शुरू करने और सीमा मुद्दों पर मुख्य रूप से बातचीत होगी। वार्ता में रक्षा सचिव शशिकांत शर्मा भारत का और पीपुल्स लिब्रेशन आर्मी के एक वरिष्ठ अधिकारी चीन के प्रतिनिधिमंडल का नेतृत्व करेंगे।एक भारतीय सैन्य अधिकारी को सरकारी यात्रा पर चीन में प्रवेश की अनुमति नहीं मिल पाने पर भारत ने चीन से अपने सैन्य आदान-प्रदान अगस्त २०१० में बंद कर दिये थे और तीसरे दौर की सुरक्षा वार्ता में शरीक होने से इंकार दिया था। दोनों देशों का पहला सैन्य संयुक्त अभ्यास २००७ में चीन के कुनमींग में हुआ था और २००८ में भारत में बेलगांव में हुआ था। इस साल भारत में पिछले सारे मुद्दों को भूलाकर जून में अपना सैन्य प्रतिनिधिमंडल बीजिंग भेजा प्रत्युत्तर में चीन ने भी इस महीने अपना सैन्य प्रतिनिधिमंडल भारत भेजा। आशा है कि दोनों पड़ोसियों के बीच तीसरे दौर की सुरक्षा वार्ता में महत्वपूर्ण मुद्दों पर सहमति का माहौल बन पाएगा। आकाशवाणी समाचार के लिए दिल्ली से मैं मणिकांत ठाकुर।''

तीसरा भारत-अफ्रीका हाइड्रोकार्बन सम्मेलन आज नई दिल्ली में शुरू हो रहा है। भारत हाइड्रोकार्बन क्षेत्र में लगभग चार लाख करोड़ रुपए का निवेश करेगा। भारत बढ़ती ऊर्जा मांग को देखते हुए हाइड्रोकार्बन क्षेत्र में पूरे अफ्रीका में अपनी गतिविधियों का विस्तार करने पर विचार कर रहा है। भारत, कच्चे तेल की जरूरत का ८० प्रतिशत आयात अफ्रीका महाद्वीप से करना चाहता है और इसलिए वहां पेट्रोलियम पदार्थों के उत्पादन, खोज, तेल शोधन, भंडारण गतिविधियों पर निवेश कर रहा है। सरकारी क्षेत्र की भारतीय तेल कंपनियां इराक, ईरान, मिस्र, रूस, लीबिया और ओमान सहित २४ देशों में तेल और गैस की खोज में लगी हैं। हमारे संवाददाता ने खबर दी है कि इस सम्मेलन से दोनों पक्षों के बीच सहयोग बढ़ेगा।भारत अफ्रीका हाईड्रोकार्बन सम्मेलन की पिछली दो बैठकों ने दोनों देशों के बीच तेल और गैस के क्षेत्र में क्षमता निर्माण में बेहतर आपसी समझ बनायी है। यह सम्मेलन भी इस दिशा में द्विपक्षीय सहयोग बढ़ाने के लिए महत्त्वपूर्ण अवसर है। नई दिल्ली में हो रही इस तीसरे सम्मेलन में हाईड्रोकार्बन के क्षेत्र में नीतिगत रूप रेखा तैयार करने सहित पारस्परिक साझेदारी बढ़ाना प्रमुख मुद्दा है। इसके अलावा भारत और अफ्रीका के बीच मानव संसाधन विकास प्रौद्योगिकी का आदान प्रदान और बढ़ती ऊर्जा जरूरतों की दिशा में कारगर उठाना जैसे विषय सम्मेलन में प्रमुखता से छाए रहेंगे। आकाशवाणी समाचार के लिए नई दिल्ली से विजय रैना के साथ मैं दिवाकर।

The report prepared by the standing committee looking into the draft Lokpal bill is being tabled in Parliament today. Parliamentary Affairs Minister PK Bansal told media persons that the report is likely to be sent to the cabinet for approval early next week. He added that government will make all efforts to get the bill passed in both Houses of Parliament in the ongoing session. Government has also agreed to the adjournment motion on Black Money.
Top Government sources said that discussion on black money and corruption may take place in Parliament early next week. Sources said, Congress is holding consultations with Trinamool Congress Chief Mamata Banerjee to evolve consensus on Pension Bill. Meanwhile, both houses of Parliament will take up heavy legislative business today.

The Rajya Sabha has passed a bill to amend the law governing the Broadcasting Corporation of India. It ensures that recruitment between November, 1997 and October, 2007 will be considered as deemed deputation till retirement. The Bill was approved by the House through a voice-vote. Winding up the debate on the Bill yesterday, Information and Broadcasting Minister Ambika Soni said the employees working in the Corporation are being brought under a structure but decisions in this regard were delayed as employees had moved the Central Administrative Tribunal and High Court. She announced that the government will bring another amendment bill on Prasar Bharati for setting up of Broadcasting Council and other issues in the next session of Parliament.

The Parliamentary Standing Committee on Finance has asked the government to redraft the Unique Identification Authority Bill. At a meeting of the Standing Committee chaired by Yashwant Sinha, the members felt that the UID Authority Bill is not acceptable in its present form. Rashid Alvi of the Congress, however, was the lone dissenting voice and cast his vote for the present draft, while the other members voted against it. Sources said, the decision to suggest redrafting of the bill was taken as representatives of the home and the finance ministries and the Planning Commission had raised objections to some of its provisions.

The third India-China Annual Defence Dialogue, ADD begins in New Delhi today. Defence Ministry officials said in New Delhi that the resumption of joint army exercises and border issues between the two sides are high on the agenda. At the talks, the Indian side will be led by Defence Secretary Shashikant Sharma, whereas the Chinese delegation will be headed by a senior People's Liberation Army official. Our correspondent reports, the last round of Sino-Indian defence dialogue had taken place in Beijing in January 2010.
New Delhi had suspended military exchanges with Beijing in August 2010 after it refused to grant permission to a senior Indian Army Commander to proceed on an official trip to China. As immediate fallout of the event, India refused to hold the third round of exercise with China and had put all other military exchanges on hold. Putting an end to the strained military relations, India had sent its first military delegation to Beijing in June this year. India will invest close to 4 lakh crore rupees in hydrocarbon sector. New Delhi is looking at expanding its presence across Africa in Hydrocarbon sector to meet the growing energy demand. It is keen to import 80 per cent of its crude oil needs to the African Continent and New Delhi is making investments in that continent on upgrading production, exploration, refining and storage activities of petroleum and petroleum products.
Indian oil PSUs are also engaged in oil and gas exploration in 24 countries, including Iraq, Iran, Egypt, Russia, Libya, Oman and Australia. An investment of 64,832 crore rupees has been made so far. With Africa’s economic development picking up momentum and its energy demands increasing, India's investments are bound to make more petroleum products available to both New Delhi and Africa. A devastating fire broke out in the basement of the AMRI hospital in Dhakuria in South Kolkata at around 4 this morning. Twenty five fire tenders have been pressed into service. Two ladders of the fire brigade are also in the job of rescuing patients, doctors and nurses from the hospital. A thick blanket of black smoke has engulfed the hospital and its surrounding areas. West Bengal PWD Minister Firhad Hakim is at the spot and taking stock of the fire-fight operation. Several patients have been rescued by the firemen.

EU leaders in Brussels have opened a summit to tackle the eurozone debt crisis and save the single currency. The key item on the agenda is a Franco-German proposal on budgetary discipline, with automatic penalties for eurozone nations that overspend. Pre-summit talks between Britain, France and Germany broke up without agreement as each set out its position. Earlier, German Chancellor Angela Merkel said the euro had lost credibility. British Prime Minister David Cameron has said he will veto anything which harms British interests.

In Egypt, Muslim Brotherhood, front runner in the ongoing parliamentary elections has said it will boycott a council appointed by the country's military rulers to oversee drafting of the new constitution. But the ruling generals say the parliament will not be representative and hence they are appointing a council to ensure that extremist religious ideas do not trickle into the process of drafting the constitution. Muslim Brotherhood spokesman Mahmoud Ghozlan said his group will not be part of the council because it will deprive the parliament of its authority. Our correspondent has filed this report:
Muslim Brotherhood has alleged that the military rulers are trying to marginalize the parliament by setting up oversight council to draft the new constitution . As per the mandate ,the new parliament will set up a 100-member assembly to draft the constitution. But the prospect of an Islamist-dominated parliament has raised concerns among secular liberals about civil liberties, women’s rights and religious freedom . The military rulers have justified the oversight of the constitution drafting process. लोकपाल विधेयक २०११ के बारे में स्थायी समिति की रिपोर्ट आज संसद में पेश की गई। समिति के अध्यक्ष अभिषेक मनु सिंघवी ने रिपोर्ट को राज्यसभा के पटल पर रखा और श्री पिनाकी मिश्र ने इसे लोकसभा में पेश किया।रिपोर्ट पेश किए जाने के बाद स्थायी समिति के अध्यक्ष अभिषेक मनु सिंघवी ने संवाददाता सम्मेलन में कहा कि यह संसद पर छोड़ दिया गया है कि प्रधानमंत्री को लोकपाल के दायरे में रखा जाए या नहीं। उन्होंने कहा कि इसके लिए तीन मॉड्यूल प्रस्तावित किए गए हैं। उन्होंने यह भी कहा कि संसद में सदस्यों के आचरण को लोकपाल के दायरे से बाहर रखा गया है। श्री सिंघवी ने बताया कि गु्रप-सी और ग्रुप-डी के सरकारी कर्मचारी केंद्रीय सतर्कता आयोग के अधिकार क्षेत्र में आएंगे और आयोग हर तीन महीने में अपनी रिपोर्ट पेश करेगा। उन्होंने कहा कि केंद्रीय जांच एजेंसी सीबीआई को लोकपाल के अधिकार क्षेत्र में नहीं रखा जाएगा।
स्थायी समिति ने सिफारिश की है कि लोकपाल संस्था को संवैधानिक दर्जा अवश्य दिया जाना चाहिए। समिति का सुझाव है कि ऐसा संवैधानिक दर्जा दिए जाने से लोकपाल की संस्था के स्तर, कानूनी और नैतिक अधिकारों में वृद्धि होगी। वह महसूस करती है कि लोकपाल की व्यवस्था को संवैधानिक दर्जा देने से उसका दूरगामी असर पड़ेगा, जिससे उसकी कार्यकुशलता बढ़ेगी तथा जनसामान्य की समस्याएं हल हो सकेगी।
लोकसभा की बैठक सोमवार तक के लिए स्थगित कर दी गई है, क्योंकि विपक्ष बार-बार मांग कर रहा था कि विदेश मंत्री एस.एम. कृष्णा त्यागपत्र दें। वित्त मंत्री ने देश में मुद्रास्फीति की स्थिति पर बहस के बाद जैसे ही अपना उत्तर पूरा किया, विपक्ष की नेता सुषमा स्वराज ने कहा कि श्री प्रणब मुखर्जी के भाषण में कुछ भी नया नहीं है। उनके नेतृत्व में विपक्ष के सदस्य सदन से उठकर चले गए, लेकिन इसके तुरंत बाद विरोध करने वाले ये सदस्य सदन में लौट आए। इस बार वे श्री एस.एम. कृष्णा के इस्तीफे की अपनी इससे पहले की मांग पर दबाव डालने के लिए सदन में लौटे। शोर-गुल जारी रहने के कारण लोकसभा अध्यक्ष श्रीमती मीरा कुमार ने सदन की बैठक सोमवार तक के लिए स्थगित कर दी।

वित्तमंत्री ने कहा है कि देश मंहगाई पर काबू पाने के लिए सही रास्ते चल रहा है। आज लोकसभा में मंहगाई पर चर्चा का जवाब देते हुए श्री प्रणव मुखर्जी ने सभी राजनीतिक दलों से इस मामले में सरकार के साथ सहयोग करने का अनुरोध किया।सबसे महत्वपूर्ण बात लोगों और देश के हितों की रक्षा करना जरूरी है। भले ही इसके संसाधनों और तरीकों में लोगों की राय अलग-अलग हो, लेकिन सभी समस्याओं का खातमा करने में एक साथ है। देश को गरीबी अशिक्षा और बीमारियों से निकालकर तरक्की की नई राह पर ले जाने पर कोई दो राय नहीं है।

सरकार ने मौजूदा वित्त वर्ष के लिए सकल घरेलू उत्पाद (जीडीपी) की वृद्धि दर का अनुमान नौ प्रतिशत से घटाकर सात दशमलव पांच प्रतिशत कर दिया है। संसद में आज पेश की गई २०११-१२ की मध्यावधि समीक्षा में कहा गया है कि अगले साल इसमें वृद्धि होने की आशा है। वित्तमंत्री प्रणब मुखर्जी ने समीक्षा पेश करते हुए कहा कि औद्योगिक उत्पादन में कमी और वैश्विक स्थिति के कारण वृद्धि दर वार्षिक आधार पर २०११-१२ की पहली छमाही में आठ दशमलव छह प्रतिशत से घटकर सात दशमलव तीन प्रतिशत रह गई। समीक्षा में आगाह किया गया है कि अगर यूरोप पूरी तरह मंदी में फंस गया, तो पूरी विश्व अर्थव्यवस्था में मंदी आएगी और भारत भी इससे प्रभावित हो सकता है।समीक्षा में कहा गया है कि भारतीय अर्थव्यवस्था के बुनियादी संकेतक मजबूत है और अगर यूरोप तथा अमरीका में स्थिरता रहती है, तो दीर्घकाल में नौ प्रतिशत वृद्धि दर हासिल करना संभव हो सकता है।

दक्षिण कोलकाता के ढाकुरिया में ए.एम.आर.आई. अस्पताल के तहखाने में आज तड़के लगी भीषण आग में मरने वालों की संख्या ६२ हो गई है। ये आग सुबह करीब चार बजे लगी और आईसीयू वार्ड इससे बुरी तरह प्रभावित हुआ। २५ दमकल गाड़ियों को आग बुझाने के काम पर लगाया गया है। आग बुझा दी गई है तथा राहत और बचाव कार्य चल रहा है। राज्य के अग्निशमन मंत्री जावेद खान ने आकाशवाणी को बताया कि अग्निशमनकर्मियों ने कई मरीजों को बचा लिया।तकरीबन पचास साठ लोगों को रिस्क्यू करके हम लोगों ने डिफरेन्ट गवर्नमेंट और गैर गवर्नमेंट हॉस्पिटलों में सरकारी और गैर सरकारी हॉस्पिटलों में हम लोगों ने शिफ्ट किया।

बिहार सरकार ने पंचायत और स्थानीय निकायों में निर्वाचित महिला प्रतिनिधियों के पद का दुरूपयोग करने वाले उनके पतियों को गिरफ्तार करने के आदेश दिए हैं। राज्य के ग्रामीण निर्माण कार्य मंत्री भीम सिंह ने आकाशवाणी को बताया कि निर्वाचित महिला प्रतिनिधियों की ओर से सरकारी बैठकों में हिस्सा लेने की कोशिश करने वाले पतियों को गिरफ्तार करने और उन्हें जेल भेजने का आदेश दिया गया है। हमारे पटना संवाददाता ने बताया है कि २००६ से पंचायतों और स्थानीय निकायों में आधी सीटें महिलाओं के लिए आरक्षित किए जाने के बाद से निर्वाचित महिला प्रतिनिधियों के पतियों द्वारा अपनी पत्नी के पद के दुरूपयोग करने की घटनाएं बढ़ गई हैं। पंचायतों और स्थानीय निकायों में एक लाख तीस हजार पांच सौ से ज्यादा सीटें महिला प्रतिनिधियों के पास हैं।---
केरल विधानसभा ने आज सर्वसम्मति से एक प्रस्ताव पारित किया, जिसमें इडुक्की जिले में मुल्लपेरियार बांध के जलस्तर में कमी करके १२० फीट तक लाने और मौजूदा बांध के स्थान पर नये बांध के निर्माण की मांग की गई है। मुख्यमंत्री उम्मन चाण्डी ने कहा कि बांध के आसपास रहने वाले लाखों लोगों की सुरक्षा सुनिश्चित करने के लिए नये बांध का निर्माण एकमात्र विकल्प है। उन्होंने कहा कि यह दुर्भाग्यपूर्ण है कि मुल्लपेरिया बांध का मुद्दा तमिलनाडु और केरल के बीच कानूनी पेचीदगी में फंस गया है। विपक्ष के नेता वी एस अच्युतानंदन ने कहा कि आजादी से पहले ब्रिटिश शासन के दौरान की गई लीज को मानने के लिए केरल बाध्य नहीं है। उन्होंने एक नये बांध का निर्माण तुरन्त करने की मांग की। दलगत भावनाओं से ऊपर उठकर सभी सदस्यों ने मुल्लपेरियार बांध की सुरक्षा पर गहरी चिन्ता व्यक्त की। इस बांध का निर्माण १८९५ ईस्वी में किया गया था।हमारे संवाददाता ने खबर दी है कि इडुक्की जिले में तमिलनाडु-केरल सीमा पर स्थिति तनावपूर्ण है, लेकिन शांति बनी हुई है। इडुक्की के कम्बम्मेडु और कुमिली में निषेधाज्ञा लागू कर दी गई है।

कर्नाटक विधानसभा में विपक्ष के नेता सिद्दारमैया ने आरोप लगाया है कि पिछले तीन वर्षो में कर्नाटक में छह हजार से अधिक किसानों की मृत्यु हुई है। उन्होंने एक पत्रिका और राज्य के अपराध रिकॉर्ड ब्यूरो का हवाला देते हुए कहा कि महाराष्ट्र के बाद कर्नाटक दूसरा राज्य है, जहां सबसे अधिकं किसानों की मृत्यु हुई है। श्री सिद्दारमैया ने आज विधानसभा में राज्य सरकार की आलोचना करते हुए कहा कि वह सूखे से प्रभावित किसानों को राहत पहुंचाने में विफल रही है। उन्होंने कहा कि सरकार ने विभिन्न जिलों में सूखा निगरानी समितियों का गठन नहीं किया है तथा राहत उपायों के लिए कोई कार्ययोजना नहीं है। इस पर कानून मंत्री सुरेश कुमार ने कहा कि किसानों को चारा उपलब्ध कराने के लिए आवश्यक कदम उठाये गये हैं। उन्होंने कहा कि जिला आयुक्तों को पर्याप्त फण्ड दिये गये हैं, ताकि प्रभावित जिलों में पेयजल की आपूर्ति और अन्य राहत उपाय किये जा सकें।---

सरकार ने सीमा क्षेत्रों पर तैनात सुरक्षा बलों से कहा है कि वे उर्वरकों की तस्करी रोकने के काम में कड़ी सर्तकता बरतें। रसायन और उर्वरक मंत्री श्रीकांत जेना ने राज्यसभा में एक लिखित उत्तर में यह सूचना दी। श्री जेना ने बताया कि उत्तर प्रदेश, बिहार, पश्चिम बंगाल, राजस्थान, असम, गुजरात, पंजाब और पूर्वोत्तर के राज्यों सहित सभी सम्बद्ध राज्यों के मुख्य सचिवों से कहा गया है कि वे पड़ौसी देशों के लिए उर्वरकों की तस्करी पर रोक लगाने के बारे में सम्बद्ध अधिकारियों को संवेदनशील बनाएं। २००३-२००४ से २००८-०९ की अवधि में उर्वरकों की खपत में लगभग ३३ फीसदी की बढ़ोत्तरी हुई है। उन्होंने बताया कि उर्वरकों की खपत अच्छे मॉनसून, सिंचाई सुविधाओं में बढ़ोत्तरी और इनके इस्तेमाल के बारे में बेहतर जागरूकता पर निर्भर करती है। श्री जेना ने कहा कि इस अवधि में खाद्यान्नों के उत्पादन में औसतन १० से २२ फीसदी की वृद्धि हुई है।---
राज्यसभा ने भारतीय प्रसारण निगम संबंधी कानून में संशोधन के लिए एक विधेयक पारित कर दिया है। यह विधेयक सुनिश्चित करता है कि नवंबर १९९७ और अक्तूबर २००७ के बीच भर्ती किये गए कर्मचारियों को सेवानिवृत्ति तक डीम्ड डेपूटेशन पर माना जाएगा। सदन ने ध्वनिमत से विधेयक को मंजूरी दी। कल इस विधेयक पर बहस समाप्त करते हुए सूचना और प्रसारण मंत्री अंबिका सोनी ने कहा कि निगम में कार्य कर रहे कर्मचारियों को एक ढांचे के तहत लाया जा रहा है, लेकिन इस संबंध में फैसले लेने में देरी हुई, क्योंकि कर्मचारियों ने केंद्रीय प्रशासनिक न्यायाधिकरण और उच्च न्यायालय में याचिका दायर की है। उन्होंने घोषणा की कि सरकार संसद के अगले सत्र में प्रसारण परिषद के गठन और अन्य मुद्दों के लिए प्रसार भारती संबंधी एक और संशोधन विधेयक लाएगी। -----

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि पश्चिम एशिया में अस्थिरता की वजह से पेट्रोलियम संकट बढ़ा है और इस समस्या से निपटने के लिए भारत और अफ्रीका मिलकर एक मजबूत मंच कायम कर सकते हैं। वे आज नई दिल्ली में तीसरे भारत-अफ्रीका हाइड्रोकार्बन सम्मेलन में बोल रहे थे। श्री मुखर्जी ने कहा कि भारत सरकार अफ्रीकी देशों के साथ अपने अनुभव और टेकनॉलॉजी में भागीदारी करेगी, ताकि पेट्रोलियम उत्पादों का सर्वोत्तम इस्तेमाल किया जा सके। उन्होंने यह भी कहा कि यह भागीदारी विकासशील अर्थव्यवस्थाओं को वैश्विक संकट से उबरने में महत्वपूर्ण भूमिका निभा सकती है। वित्त मंत्री ने बताया कि भारत को पेट्रोलियम पदार्थों की जितनी आवश्यकता है, उसका पांचवा हिस्सा वह नाइजीरिया, मिस्र और सूडान से आयात करता है। उन्होंने कहा कि अफ्रीका भारत के विकास में महत्वपूर्ण भूमिका भी निभा सकता है।---

बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में ही सेन्सेक्स ३३४ अंक गिरा। अब से कुछ देर पहले यह १७९ अंक की गिरावट के साथ १६ हजार ३०८ पर था।नेशनल स्टॉक एक्सचेंज का निफ्टी भी ४७ अंक गिरकर ४ हजार ८९५ पर था।

नेपाल में संयुक्त राष्ट्र के मानवाधिकार उच्चायुक्त का कार्यालय बंद कर दिया गया है क्योंकि सरकार ने इसकी अवधि नहीं बढ़ाई। यह अवधि कल समाप्त हो गई। यह कार्यालय नेपाल में अप्रैल २००५ में खोला गया था और इसकी अवधि पिछले महीने ही छह महीने के लिए बढ़ाई गई थी। आधिकारिक मीडिया के अनुसार प्रधानमंत्री बाबू राम भट्टराई ने संयुक्त राष्ट्र महा सचिव बान की मून को सूचित कर दिया है कि उनकी सरकार इसकी अवधि नहीं बढ़ायेगी क्योंकि वह राष्ट्रीय मानवाधिकार आयोग को मजबूत करना चाहती है। उन्होने उच्चायुक्त की भूमिका की सराहना की। बुधवार को विदेश मंत्रालय ने उच्चायुक्त को सूचित किया कि वे छह महीने के भीतर नेपाल छोड़ने की व्यवस्था करें।---

A Parliamentary standing committee has recommended that the Institution of Lokpal must be given Constitutional status. The Committee on Personnel, Public Grievances and Law and Justice, which presented its report on Lokpal Bill 2011, in both the Houses of Parliament today, also suggested that such a Constitutional status will enhance the stature, legal and moral authority of the Lokpal institution.
The Committee in its several recommendations feels that the according such a status to the Lokpal machinery will go a long way in enhancing its efficacy and in providing a heeling touch to the common man. While Mr Abhishek Manu Singhvi, Chairman of the Standing Committee, presented the report in the Rajya Sabha, Mr Pinaki Mishra tabled it in the Lok Sabha.
Addressing a press conference following the tabling of its report in Parliament today, the chairmen of the standing committee Mr. Abhishek Manu Singhvi said that whether the Prime Minister should be brought under the ambit of Lokpal, has been left to the wisdom of Parliament. He said three modules have been proposed for the same. He said that the conduct of MPs in Parliament will be out of the ambit of Lokpal. He said that Group C and D govt. staff will come under the purview of CVC which will submit its quaterly report.

We have suggested that while A&B classes shall be under the Lok Pal. "C" for the first time shall be under the CVC and also for the first time the cvc shall file 3 monthly reports to the Lok Pal on the action taken in respect of "C" class employees.

The Lok Sabha was adjourned till Monday following the Opposition's persistent demand for External Affairs Minister S.M. Krishna's resignation. As soon as the Finance Minister completed his reply to the discussion on the inflation situation in the country, the Leader of the Opposition, Mrs. Sushma Swaraj said there was nothing new in Mr. Pranab Mukherjee's speech.
In protest, she led the Opposition in the walk out. But immediately afterwards the protesting members returned to the House, this time to press for their earlier demand for Mr. S.M. Krishna's resignation. When the din continued, the Speaker, Mrs. Meira Kumar adjourned the House till Monday. The Rajya Sabha was adjourned twice as the Opposition members stalled the proceedings of the House demanding Mr. Krishna's dismissal.
First the House was adjourned till noon and later upto 2.30 P.M. today on the issue. Amidst the din, the Chairman of the Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice, Mr Abhishek Manu Singhvi, tabled the Lokpal Bill.

The Rajya Sabha has been adjourned for the second time till 2.30 PM today as the Opposition members stalled the proceedings of the House demanding dismissal of the External Affairs Minister, Mr S M Krishna. Some of the BJP members trooped into the well of the House and shouted slogans. The Finance Minister has asserted that the country is on the right path to overcome inflation. Replying to the discussion on the inflation situation in the Lok Sabha today, Mr. Pranab Mukherjee appealed to all political parties to cooperate with the government in overcoming the situation. He said the country has had to face hard times because of the global economic scenario like the Euro zone crisis and the downturn of the economy in the USA. He said the Centre will share its revenue with the States in a proper way to tide over the situation.

The government’s policy for agricultural commodities seeks to ensure remunerative prices to the growers for their produce with a view to encourage higher investment and production. It also safeguards the interest of consumers by making available supplies at reasonable prices. This was stated by the Agriculture Minister, Mr. Sharad Pawar in the Rajya Sabha in a written reply today. He said the price policy also seeks to evolve a balanced and integrated price structure in the perspective of the overall needs of the economy. He said with this objective, the government offers to purchase the produce at Minimum Support Price (MSP). However, the farmers are free to sell their produce if the market offers higher price than MSP.

The government has alerted security forces deployed in border areas to maintain strict vigilance to curb the smuggling of fertilizers. In a written reply in the Rajya Sabha today, the Minister of Chemicals and Fertilizers Mr. Srikant Kumar Jena said that chief secretaries from concerned states including Uttar Pradesh, Bihar, West Bengal, Rajasthan, Assam, Gujarat, Punjab and North eastern states have been asked to sensitize the authorities to curb the smuggling of fertilizers in to the neighboring countries. He said, consumption of fertilizers has increased by about 33 per cent in 2008-09 from the year 2003-04.
The Minister said the consumption of fertilizers depends on good monsoon with increased irrigation facilities and better awareness about its usage. He said the average increase in agriculture production of food grains has been registered about 10 to 22 per cent during the above period.

Giving this information in a written reply in the Rajya Sabha today, the Minister of State for Communications and IT, Mr. Sachin Pilot said that with the increase in the proliferation of the mobile phones, internet and other related services, there is a rise in the number of crimes and cyber security incidents. He added that the trend of increasing cyber incidents is similar to that world wide.

The government today said all children in the age group from one to 15 years are targeted under the Japanese Encephalitis (JE) vaccination. In a written reply in the Lok Sabha, Health minister Ghulam Nabi Azad said studies have been carried out by Indian Council of Medical Research on the efficacy and safety of these vaccines. Mr Azad emphaised that these vaccines are safe and effective against Japanese Encephalitis.

In West Bengal, the death roll in the Kolkata fire tragedy has gone up to 62 . A devastating fire had broken out in the basement of the AMRI hospital in Dhakuria in the southern part of the city this morning. The fire broke out at around 4 in the morning and the ICCU ward of the hospital was severely affected. We spoke to the state Fire Brigade Minister Javed Khan in this regard.

Chief Minister Ms. Mamta Banerjee has announced a compensation of three lakh rupees each to the next of the kin of the victims in the fire. She said that a criminal case will be registered against the management of the private hospital AMRI holding it responsible for the deaths. She has also ordered the cancellation of the licenses of three AMRI hospitals located in the city.
AIR Correspondent reports that the Chief Minister, who visited the hospital, said that 42 bodies have been brought to the SSKM hospital in the city for postmortem. Patients of the AMRI hospital have been shifted to the other nearby hospitals in Kolkata. Member (health) Mayor- in- Council of Kolkata Municipal Corporation Atin Ghosh said most of victims died following suffocation.
The AMRI hospital in South Kolkata have come out with two Helpline numbers. The Numbers are - 9932215296 and 9831225601.

In Kerala, an emergency session of the State Assembly convened today unanimously passed a resolution demanding the reduction of the water level in the Mullapperiyar dam in Idukki to 120 ft. on a warfooting and the construction of a new dam decommissioning the existing one. Introducing the resolution on the issue, Chief Minister Oommen Chandy said that construction of a new dam is the only alternative to ensure the safety of lakhs of people living down streams.
Expressing distress, the Chief Minister said that unfortunately the Mullapperiyar dam issue is entangled in a legal tussle between Tamil Nadu and Kerala. At the same time, participating in the three hour discussion, Opposition leader V.S Achuthanandan pointed out that a lease signed during the British regime before independence is not binding on Kerala.

The government today lowered the GDP forecast for the current fiscal to 7.5 per cent from 9 per cent.The Mid-Year Analysis 2011-12 tabled in Parliament ,has ,however, exuded confidence of a revival in the next year.
The analysis tabled by Finance Minister Pranab Mukherjee said, compounding with domestic factors like decline in industrial production, the global situation has led to a clear slowdown in the growth rate in the first half of 2011-12 to 7.3 per cent from 8.6 per cent year-on-year. It cautioned,if Europe slides into proper recession,the entire world economy will slowdown and India could also be impacted.
The analysis, however maintains that with India's strong fundamentals, and if Europe and the US remain stable, it should be possible for the country to achieve 9 per cent growth in the long run.
On high rate of price rise, the government expects that with demand side pressure moderating following withdrawal of fiscal stimulus and tightening of credit, overall WPI inflation is likely to decline December onwards.
It further said maintaining the growth momentum in the economy with price stability is one of the biggest policy challenges that India is facing in recent times.

The third India-China Annual Defence Dialogue began in New Delhi this morning. Defence Ministry officials said, the resumption of joint army exercises and border issues between the two sides are high on the agenda. The Indian side is being led by the Defence secretary Mr. Shashikant Sharma while the Chinese delegation is headed by People's Liberation Army official Deputy Chief of General Staff, Gen. Ma Xiaotian.
Our correspondent reports, the last round of Sino-Indian defence dialogue had taken place in Beijing in January 2010.
New Delhi had suspended military exchanges with Beijing in August 2010 after it refused to grant permission to a senior Indian Army Commander to proceed on an official trip to China. As immediate fallout of the event, India refused to hold the third round of exercise with China and had put all other military exchanges on hold. The first two editions of the army to army exercise had taken place in Kunming in China in 2007 and in Belgaum in 2008. Putting an end to the strained military relations, India had sent its first military delegation to Beijing in June this year. French President Nicolas Sarkozy has said that efforts are on to rescue the euro by arriving at an inter governmental agreement on stringent budgetary measures among the 17 nations in the Eurozone that use the single currency. In Kerala, passengers of two aircrafts at the Thiruvananthapuram airport, had a miraculous escape from a mid air collision between aircrafts of the Sri Lankan airline and the Air India Express. It was however avoided due to the timely intervention by the Airport's Signalling Division. The confusion earlier, had occurred as the Sri Lankan airline's aircraft was allowed to land on the same runway from which the Air India Express was about to take off.

The Chief Election Officer of Uttarakhand, Mrs. Radha Raturi has said that the Election Commission will be more vigilant over the expenditure of the candidates contesting in the coming Assembly elections in the State which is due in the beginning of the coming year.
Briefing the mediapersons in a workshop on Monitoring of Election Expenditure in Dehradun, she informed that strict action will be taken against the candidates found guilty of exceeding their maximum expenditure limit of 11 lakh rupees during the campaign. She said that expenditure Observer of the Election Commission will ensure that candidates should maintain their day- to-day expenditure register.

Anti -Corruption day is being observed across the globe to create awareness among the people about corruption and ways to fight it. This year the theme is Act Against Corruption Today. It also aims to highlight the serious global problem of corruption, that has devastating impacts on individuals, businesses and communities.
In a message on the occasion United Nations General Secretary Ban -Ki-Moon has called upon governments to include anti corruption measures in all national programmes that support sustainable development. The Bihar government has ordered the arrest of husbands who are found to be exploiting their elected wives position in Panchayat and Local bodies in the state. State Rural Works Minister Bhim Singh told AIR that the authorities had ordered the arrest and imprisonment of all those trying to attend official meetings on behalf of their elected wives.
Mr. Singh hoped that this action would help the government to check the rule-by- proxy at the local level. Our correspondent reports that cases of husbands using their wives position have increased since 2006 when half of the total number of panchayat and local bodies seats were reserved for women. Over one lakh thirty thousand and five hundred seats in panchayats local bodies are now held by women. Of these the majority are actually controlled by their politically-ambitious husbands.

कोलकाता के एएमआआई अस्पताल में लगी आग में मरने वालों की संख्या नवासी हो गयी है। पुलिस के अनुसार फंसे हुए लोगों की तलाश का काम जारी है।आज तड़के इस सात मंजिला अस्पताल में भीषण आग लग गई थी। अग्निशमन सेवा के अतिरिक्त महानिदेशक डी. विश्वास के अनुसार जिनकी मृत्यु इस घटना में हुई है, वे क्रिटिकल केयर और ओर्थोपेडिक यूनिट में भर्ती थे, जिन्हें वहां से बाहर निकालना मुश्किल था।
अग्निशमन मंत्री जावेद खान ने बताया कि आग इसलिए फैली कि अस्पताल में अत्यधिक ज्वलनशील पदार्थों का स्टाक था और अस्पताल में आग बुझाने के पर्याप्त उपकरण मौजूद नहीं थे।

अस्पताल के मालिक और दो अन्य लोगों ने पुलिस के समक्ष समर्पण कर दिया है। इस संबंध में अब तक छह लोग गिरफतार किये जा चुके है।

विदेशमंत्री एस.एम.कृष्णा ने अपने खिलाफ लोकायुक्त की अदालत में दायर मामले में कर्नाटक उच्च न्यायालय का दरवाजा खटखटाया है। श्री कृष्णा ने उच्च न्यायालय से लोकायुक्त अदालत की कार्रवाई को स्थगित करने और लोकायुक्त पुलिस द्वारा दर्ज एफ.आई.आर. को निरस्त करने का अनुरोध किया है। टी.जे. इब्राहिम द्वारा लोकायुक्त की अदालत में दायर एक निजी शिकायत में पूर्व मुख्यमंत्रियों - एस.एम.कृष्णा, धर्म सिंह और एच.डी.कुमारस्वामी पर उनके कार्यकाल के दौरान वन क्षेत्र के आरक्षण को खत्म करने, खनन लाइसेंस के नवीकरण और व्यक्तिगत लाभों के लिए खनन को मंजूरी देने का आरोप लगाया है। शिकायत में अवैध खनन मामले में ग्यारह अन्य अधिकारियों पर भी आरोप लगाए गए हैं।----

The death toll in the Kolkata hospital fire has gone up to 89. Police said, search operation is still on to find out whether anybody is still trapped. The devastating fire broke out in the seven-storied AMRI hospital early today. According to Additional Director General, Fire Services, D Biswas, the patients who died were admitted in the critical care and orthopaedic units and were unable to move.
Fire Services Minister Javed Khan said the fire spread because of stocks of highly combustible material and the hospital did not have proper fire-fighting equipment. The state government has ordered a probe into the incident and cancellation of the licenses of three AMRI hospitals in Kolkata. Talking to AIR, Mr. Javed Khan said;

"A case has been started by the Fire Department against the accuse. Now we have also instituted an enquiry to look in to surface of all hospitals, all nursing homes, school buildings, all assembly buildings, markets and all that in and round Kolkata and West Bengal. An a three man committee has been appointed for that. They will submit the report every day in the evening to Secretary of Fire Department and the necessary report will be forwarded to the Chief Minister.
The owner of the hospital and two others have surrendered before the police. License of the Hospital has been cancelled and six persons have been arrested so far in this connection. The hospital has set up a helpline. The numbers are - 9932215296 and 9831225601. The President and Prime Minister have expressed grief and sorrow over the loss of lives in the fire.
Dr. Manmohan Singh has sanctioned an ex-gratia of two lakh rupees each to the next of kin of the deceased and fifty- thousand rupees to the seriously injured. West Bengal Chief Minister Mamata Banerjee also announced a compensation of three lakh rupees each to the next of kin of the fire victims. The hospital has also announced an ex-gratia of two lakh rupees each to the next of the kin of deceased. More from our correspondent;
"The cruel twist of fate is that those who came to heel themselves in this lavish hospital met with death in such a crude manner. Most of the dead were victims of suffocation due to thick smoke or the intense heat and fire. The license of the hospital has been cancelled and cases of culpable homicide have been registered against the hospital authorities. The Chief Minister has also announced and ex-gratia payment of three lakh rupees for the dead and a Government job for the kins ; but for the dead and their kins, these steps are too little, too late. A Parliamentary standing committee has recommended that the Institution of Lokpal must be given Constitutional status. The Committee on Personnel, Public Grievances and Law and Justice, which presented its report on the Lokpal Bill 2011, in both the Houses of Parliament today, also suggested that such a Constitutional status will enhance the stature, legal and moral authority of the Lokpal institution. The Committee in its several recommendations feels that the according such a status to the Lokpal machinery will go a long way in enhancing its efficacy and in providing a heeling touch to the common man. The Committee has recommended that, at the federal level group A and B officers will be included while group C and D have been exempted.
While Mr Abhishek Manu Singhvi, Chairman of the Standing Committee, presented the report in the Rajya Sabha, Mr Pinaki Mishra tabled it in the Lok Sabha. Addressing a press conference following the tabling of its report in Parliament today, the chairmen of the standing committee Mr. Abhishek Manu Singhvi said that whether Prime Minister should be brought under the ambit of Lokpal, has been left to the wisdom of Parliament.

The BJP today said the Standing Committee looking into the Lokpal Bill has complicated the issue so that it is not passed in the current session. Both the Houses of Parliament were adjourned till Monday following the Opposition's persistent demand for dismissal of the External Affairs Minister S.M. Krishna. The Lok Sabha, which witnessed adjournment for an hour, was finally adjourned for the day after the Finance Minister, Mr Pranab Mukherjee replied to a discussion on the situation arising out of unprecedented price rise of essential commodities.
Earlier, as soon as the Finance Minister completed his reply, the Leader of the Opposition, Mrs. Sushma Swaraj said there was nothing new in his speech. In protest, she led the Opposition in the walk out. But immediately afterwards the protesting members returned to the House, this time to press for their earlier demand for Mr. S.M. Krishna's dismissal. When the din continued, the Speaker, Mrs. Meira Kumar adjourned the House till Monday.
The Rajya Sabha, which was adjourned twice in the day, was finally adjourned till Monday as the Opposition members stalled the proceedings of the House demanding Mr. Krishna's dismissal. As soon as the House met at 2.30 PM, BJP led opposition members trooped into the well and shouted slogans in support of their demand.

External Affairs Minister S M Krishna today moved the Karnataka High Court against the case filed in the Lokayukta court. The petition has sought stay on the proceedings in the Lokayukta court and quashing of FIR issued by the Lokayukta police to investigate the charges. In a private complaint filed by T J Abhraham in the Lokayukta court, it is alleged that previous Chief Ministers, S M Krishna, Dharam Singh and H D Kumaraswamy de-notified forest land, renewed mining lease and allowed mining for personal gain. The complaint also names 11 top officials for abating illegal mining in the state.

India and China have agreed to enhance bilateral defence exchanges for strengthening mutual trust and confidence. During the annual defence dialogue held in New Delhi today, both sides also discussed the programme of defence exchanges next year. They also shared regional and global security perceptions.

The government today lowered the GDP forecast for the current fiscal to 7.5 per cent from 9 percent. The Mid-Year Analysis 2011-12 tabled in Parliament ,has ,however, exuded confidence of a revival in the next year. The analysis tabled by Finance Minister Pranab Mukherjee said, compounding with domestic factors like decline in industrial production, the global situation has led to a clear slowdown in the growth rate in the first half of 2011-12 to 7.3 per cent from 8.6 per cent year-on-year. It cautioned, if Europe slides into proper recession,the entire world economy will slowdown and India could also be impacted.
