उत्तर प्रदेश विधानसभा चुनाव के पहले चरण के लिए प्रचार आज शाम समाप्त हो जाएगा। इस चरण में बुधवार को ५५ सीटों के लिए मतदान होगा। हमारे संवाददाता ने बताया है कि विभिन्न राजनीतिक दलों के उम्मीदवार और नेता अधिक से अधिक मतदाताओं तक पहुंचने की कोशिश कर रहे हैं।

 कांग्रेस और भारतीय जनता पार्टी दोनों दलों ने मतदाताओं आकर्षित करने के अपने अंतिम प्रयासों में अपने वरिष्ठतम नेताओं को आज भी कई क्षेत्र में प्रचार में उतारा है। पांचवे चरण के चुनाव के लिए दाखिल मतपत्रों की आज जांच की जाएगी। आगरा, अलीगढ, कानपुर, झांसी और चित्रकूट धाम मण्डलों के १३ जिलों के ४९ विधानसभा क्षेत्रों में कुल एक हजार दो सौ दो नामांकन पत्र भरे गए हैं। फैजाबाद में गुसाईगंज क्षेत्र से बाहुबली बहुजन समाज पार्टी उम्मीदवार के खिलाफ मतदाताओं को डराने धमकाने और बुरी तरह पीटने के आरोप में मुकदमा दर्ज कराया गया है। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।''

उत्तर प्रदेश विधानसभा चुनाव के सातवें और अंतिम चरण के लिए राज्यपाल बी एल जोशी आज अधिसूचना जारी करेंगे। इसके साथ ही रूहेलखंड के तीन मंडलों के दस जिलों में साठ निर्वाचन क्षेत्रों के लिए नामांकन प्रक्रिया आज शुरू हो जाएगी। इस चरण में तीन मार्च को मतदान होगा।

गोआ विधानसभा की चालीस सीटों के लिए तीन मार्च  को होने वाले चुनाव की अधिसूचना आज जारी होने के साथ ही पर्चे दाखिल करने का काम शुरू हो जाएगा।  १३ फरवरी तक नामांकन पत्र दाखिल किए जा सकेंगे और उनकी जांच १४ फरवरी को होगी। १६ फरवरी तक नाम वापस लिए जा सकेंगे। हमारे संवाददाता ले खबर दी है कि विभिन्न राजनीतिक दल अपने उम्मीदवारों की सूची जारी कर रहे हैं।

आंध्र प्रदेश के सूखा प्रभावित इलाकों में फसलों के नुकसान का जायजा लेने के लिए विभिन्न मंत्रालयों के आठ सदस्यों का केन्द्रीय दल आज से राज्य का तीन दिन का दौरा करेगा। लघु किसान कृषि कारोबार संघ के प्रबंध निदेशक प्रवेश शर्मा की अगुवाई में यह दल दो समूहों में प्रभावित इलाकों का दौरा करेगा।
पिछले महीने आंध्र प्रदेश सरकार ने सूखे के कारण बड़े पैमाने पर फसलें चौपट होने के बारे में केन्द्र को रिपोर्ट भेजकर तीन हजार सात सौ करोड़ रुपये की सहायता मांगी थी। राज्य में पिछले साल अच्छी बारिश न होने की वजह से २२ जि+लों की ८७६ मंडलों को सूखा प्रभावित घोषित किया गया है।

ओड़िशा में केन्द्रीय मुर्गीपालन विकास संगठन के एक फार्म में बर्डफ्‌लू का पता चलने पर भुवनेश्वर में करीब बीस हजार मुर्गियों को मारा जा चुका है। मुर्गियां मारने का काम केन्द्रीय मुर्गीपालन विकास संगठन में आज फिर होगा और त्वरित कार्रवाई दल बाकी नौ हजार मुर्गियों को मारने का काम शुरू करेंगे।
 मुर्गियों को गाड़ने के लिए ज+मीन में एक बड़ा गढ्डा खोदा गया है तथा इस क्षेत्र को संक्रमण से बचाने के लिए व्यापक प्रबंध किए गए हैं। भुवनेश्वर में लोगों में इसके प्रति जागरूकता फैलाने के लिए पांच और त्वरित कार्रवाई दल लगाये गये हैं।

सीरिया की स्थिति पर गहरी चिंता प्रकट करते हुए भारत ने कहा है कि सीरिया में राजनीतिक संकट के समाधान के लिए संयुक्त राष्ट्र सुरक्षा परिषद् के प्रस्ताव के मसौदे को समर्थन उसके अब तक के रुख के अनुसार ही है। प्रस्ताव में अरब लीग की शांति योजना का समर्थन किया गया है। संयुक्त राष्ट्र में भारत के स्थायी प्रतिनिधि हरदीप सिंह पुरी ने एक बयान में कहा है कि प्रस्ताव में संयुक्त राष्ट्र चार्टर के अंतर्गत किसी भी कार्रवाई से स्पष्ट इन्कार किया गया है और सीरिया सरकार तथा सभी विपक्षी गुटों के बीच अरब लीग के तत्वावधान में गम्भीरता से राजनीतिक वार्ता का आग्रह किया गया है। श्री पुरी ने कहा कि सीरिया के नेताओं ने जिन राजनीतिक सुधारों की घोषणा की है, उन्हें सीरिया के समाज के सभी वर्गों में स्वीकृति दिलाने के लिए आवश्यक परिवर्तनों के साथ आगे बढ़ाया जाना चाहिए। सुरक्षा परिषद् में मसौदे को रूस और चीन ने वीटो कर दिया था।

संयुक्त राष्ट्र में सीरिया संबंधी प्रस्ताव पर रूस और चीन के वीटो की व्यापक निन्दा हुई है। अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने इसे मजाक बताया और कहा कि अब सीरिया के लोगों की मदद के लिए संयुक्त राष्ट्र के दायरे के बाहर दोगुने प्रयास करने होंगे।
फ्रांस के विदेश मंत्री एलेन जुप्पे ने इस वीटो को संयुक्त राष्ट्र पर नैतिक दाग बताया।
उधर रूस के विदेश उप मंत्री जिनाडी गतिलोफ ने कहा कि प्रस्ताव लिखने वालों में सहमति बनाने के लिए अतिरिक्त प्रयास नहीं किए। रूस और चीन का मानना था कि सीरिया का संकट सुलझाने के लिए अधिक समय और धैर्ये की आवश्यकता है।
 इस बीच सीरिया के मध्यवर्ती शहर होम्स सहित अन्य इलाकों में कल २८ नागरिकों और २८ सैनिकों के मारे जाने की खबर है।

यूरोप में कड़ाके की ठंड से अब तक दो सौ साठ से अधिक लोगों की जानें जा चुकी हैं। ठंड का सबसे बुरा असर यूके्रन में दिखा है जहां अब तक १३१ लोगों की मौत हो चुकी है और करीब दो हजार लोगों को अस्पतालों में ले जाया गया है। पोलैंड में भी ठंड से आठ लोगों की मौत हो गई है। बर्फबारी और ठंड से जनजीवन बुरी तरह प्रभावित है। सड़क, रेल और हवाई यातायात पर भी बुरा असर पड़ा है। लंदन के हीथ्रो हवाई अड्डे पर कल विमानों की मात्र ५० फीसदी आवाजाही हुई।

 पाकिस्तान के प्रधानमंत्री युसूफ रजा गिलानी ने कहा है कि कश्मीर के मुद्दे को आपसी बातचीत और राजनयिक बातचीत से सुलझाना होगा, क्योंकि पाकिस्तान २१ वीं सदी में कोई युद्ध नहीं झेल सकता। श्री गिलानी ने कहा कि इस मुद्दे पर चार युद्ध लड़े जा चुके हैं और अब भी इसे लेकर टकराव की स्थति है। उन्होंने कहा कि पाकिस्तान चाहता है कि यह मुद्दा आपसी बातचीत, राजनयिक प्रयासों, सोची-समझी नीति और राष्ट्रीय सहमति से सुलझाया जाए। श्री गिलानी ने कल प्रधानमंत्री सचिवालय में कश्मीर एकजुटता दिवस के अवसर पर आयोजित सम्मेलन में ये बात कही।

मिस्र सरकार ने स्वयंसेवी संगठनों के लिए अवैध रूप से धन हासिल करने के आरोप में चालीस कार्यकर्ताओं पर मुकदमा चलाने का निर्देश दिया है। इन कार्यकर्ताओं में मिस्र के नागरिकों के अलावा १९ अमरीकियों सहित विदेशी नागरिक भी शामिल हैं। इन सभी पर काहिरा की फौजदारी अदालत में मुकदमा चलाया जाएगा। सरकार ने पहले आरोप लगाया था कि कुछ संगठन मिस्र में अस्थिरता पैदा करने की गतिविधियों में शामिल हैं और बिना इजाजत के काम कर रहे हैं। इस कदम की अमरीका में कड़ी प्रतिक्रिया होने की संभावना है। अमरीका ने हाल ही में मिस्र को दी जाने वाली १३ अरब डॉलर की सालाना सैन्य सहायता रोकने की चेतावनी दी थी।

भारत ने एकसमान स्वास्थ्य समस्याओं के समाधान के लिए दक्षिण एशियाई देशों के बीच सहयोग बढ़ाने पर जोर दिया है। केन्द्रीय स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने कल नई दिल्ली में दक्षिण एशियाई स्वास्थ्य अनुसंधान मंच की चौथी क्षेत्रीय बैठक का उद्घाटन करते हुए समस्याओं के समाधान के लिए सहयोग बढ़ाने और नये तरीकों की जानकारी का आदान-प्रदान करने पर जोर दिया। उन्होंने कहा कि कीटों से फैलने वाले रोगों, अतिसार और दूसरी स्वास्थ्य समस्याओं से निपटने के लिए सामूहिक प्रयास जरूरी हैं।
इस बैठक में बंगलादेश, भूटान, नेपाल, पाकिस्तान और मालदीव सहित विभिन्न देशों की चिकित्सा और स्वास्थ्य-अनुसंधान परिषदों के प्रतिनिधि भाग ले रहे हैं।

In Uttar Pradesh campaigning for the first phase of assembly elections will come to an end this evening. Polling for the first phase will be held on Wednesday in 55 constituencies of 10 districts of mainly Awadh and eastern Uttar Pradesh. Our correspondent has filed this report:

"All major political parties claimant for power have put maximum strength for canvassing to woo the voters. Both Congress and Bhartiya Janta Party have scheduled their senior most leaders even today to address election rallies for this phase in their last bid to attract the voters. Scrutiny for the nomination papers filed for phase five election will be taking place today. A total of 1202 nominations have been filed in 49 assembly seats spread over 13 districts from five divisions including Agra, Aligarh, Kanpur, Jhansi and Chitrakoot Dham. Meanwhile a criminal case has been lodged in Faizabad district against BSP candidate from Gosaiganj assembly seat for allegedly threatening voters and having them beaten up brutally. Meanwhile, nominations for seventh and last phase of assembly elections begin today with issuance of notification by the Governor BL Joshi. Polling in 60 assembly seats in Ruhelkhand region spread over 10 districts from three divisions including Moradabad, Bareilly and Lucknow will be held on the 3rd of next month.

In Goa, filing of nominations for 40 assembly constituencies for polls slated on the 3rd of next month will begin today. The notification for filing nominations will be issued this morning. The 13th of February is the last date for filing of nominations.

Our correspondent reports that the Trinamool Congress in Goa released its manifesto yesterday in Panaji for the forthcoming Goa assembly polls in the presence of senior central leader and Union Minister Mr Mukul Roy.

"Goa is witnessing hectic political activities for last two days as the process of filing nominations begins today for 40 constituencies for upcoming assembly polls. The congress party has declared its first list of 22 candidates on Saturday while BJP also has announced candidates in 22 constituencies late last night. Minister of State in the Prime Minster's Office, V Narayanasamy accused former ISRO chairman G Madhavan Nair of misleading the nation by saying he was not given a chance to explain his case before the high level panel which indicted him and three other space scientists in the Antrix-Devas deal. He said in Puducherry yesterday that the Committee's report clearly stated there was a personal hearing for Madhavan Nair and the principles of natural justice have been followed in his case. He also pointed out that the committee, constituted by the Prime Minister under former Chief Vigilance Commissioner Pratyush Sinha to fix responsibility on officers who had signed the deal, had sent questionnaires to eight scientists about the deal, all of whom had given replies.

Mr. Narayanasamy said Nair had also met the head of the committee, and there was a personal hearing in this regard.

In Odisha, about 20,000 birds have been culled in a farm of Central Poultry Development Organisation (CPDO) at Bhubaneswar following detection of avian flu H5N1 virus. Our correspondent reports that culling operation will resume today in the CPDO farm.

"A huge pit has been dug to bury the culled birds and elaborate arrangements have been made for disinfecting the area. Five more rapid response teams have been engaged for creating awareness among the people in Bhubaneswar. The culling operation has been launched after the Odisha government received an advisory from the Centre to eliminate poultry birds at the CPDO farm and three km radius area around it. The culling operation in other areas of Bhubaneswar is likely to be completed in five to six days. H5N1 virus was reported at the farm after culling took place at Keranga in Khordha district and Betanati in Mayurbhanj district of Odisha last month. Prakash Dash for AIR News, Bhubaneswar."

In Andhra Pradesh, an eight-member inter-ministerial central team will be touring for three days from today in drought affected areas of the state to assess the crop losses. Headed by Small Farmers Agribusiness Consortium, Managing Director Pravesh Sharma, the team will tour the affected areas in two groups. According to official information, one team will visit Rangareddy and Ananthapur districts and the second in Nalgonda and Mahboobnagar districts. Last month, the state government had sent a report about the huge crop loss due to drought to the centre seeking an assistance of about 3,700 crore rupees.

India has said its support for a UN Security Council draft resolution backing an Arab League peace plan for a Syrian-led political resolution of the conflict was in accordance with its consistent stand on the issue. India’s permanent representative to the UN Hardeep Puri in a statement said, the resolution expressly rules out any measure under the UN Charter and calls for serious political dialogue between the Syrian government and the whole spectrum of the opposition under the auspices of the League of Arab States.

Mr. Puri said, the political dialogue should be built upon the political reforms already announced by the Syrian leadership with necessary changes so that they find acceptance among all sections of Syrian society.

The draft resolution, was however, vetoed by Russia and China. Mr. Puri expressed India's concern with the present situation which, he said, has resulted in the deaths of thousands of civilians and security force personnel over the last ten months.

U S Secretary of State Hillary Clinton has described as a travesty Russia and China's veto of a U N resolution condemning Syria's crackdown against anti-government protesters. Speaking in Bulgaria, Ms. Clinton said efforts outside the world body to help Syria's people should be redoubled. She said the U S would work to tighten regional and national sanctions against Syria to hamper its ability to use arms against the protesters.

Russia's Deputy Foreign Minister Gennady Gatilov said the compromise over the text did not go far enough, saying its authors did not want to undertake an extra effort and come to a consensus. China's state news agency Xinhua said the two countries believed more time and patience was needed to solve the crisis in Syria.

Pakistan Prime Minister Yousuf Raza Gilani said the Kashmir issue would have to be resolved through dialogue and diplomacy as Pakistan cannot afford wars in the 21st century. Mr. Gilani said that four wars have already been fought on the Kashmir issue and the region still is a flash point. He said Pakistan wants to resolve the issue through dialogue, diplomacy, prudent policy and consensus. He said this while he was addressing a convention at the Prime Minister's Secretariat to mark 'Kashmir Solidarity Day' yesterday.

U S President Barack Obama says he believes Israel has not made a decision about whether to take military action against Iran's nuclear programme. U S officials have been urging Israel, a key ally, to give more time for Western sanctions to pressure Iran into stopping a suspected drive for atomic weapons. Iran insists its nuclear activities are peaceful.

Mr. Obama said the United States will do everything to prevent Iran from getting a nuclear weapon and creating a nuclear arms race in a volatile region.

More deaths have been reported from the cold snap across Europe which has already claimed more than 260 lives. Ukraine continues to be hardest hit, with another nine deaths overnight. Officials say 131 have now died, most of them homeless people and 1,800 people have been taken to various hospitals. Transport hubs have also been hit, with London's Heathrow airport expecting to run only 50 per cent of services. At least four have died in France since the Arctic spell began and 43 departments in France have been put on alert for exceptional weather conditions.

In Finland, former Conservative Finance Minister Sauli Niinistoe has won the Presidential elections. According to official results, Mr. Niinistoe secured 63 per cent of the votes in yesterday's run-off poll, easily beating his rival Pekka Haavisto who secured only 37 per cent votes. The 63-year-old pro-European politician will take over from President Tarja Halonen in March becoming the nation's first conservative head since 1956.

The Times of India carries a headline 'Panel for equal property rights among couples.' The paper says that a govt. panel has suggested that all movable and immovable assets acquired by a couple married or living together be classified as joint property, and be divided equitably in case of separation or desertion.

The Times of India reports on the path breaking move by the Evangelical Church of India which has appointed India's first trans-gender pastor at a parish near Chennai. Shunned and traumatized as a youngster, 25 year old Bharathi now preaches to 45 respectful parishioners, including 14 families.

Hindustan Times has an interesting report as part of its Youth Survey 2012, which says that in a country with over 50 percent of the population under 25 years of age, 42 percent of Indians in the 18 to 21 years age group say they have paid a bribe.

उत्तरप्रदेश विधानसभा के पहले चरण के मतदान के नजदीक आते ही विभिन्न दलों के वरिष्ठ नेताओं ने प्रचार अभियान तेज+ कर दिया है। पहले चरण के मतदान के लिए प्रचार आज शाम समाप्त हो जाएगा। इस चरण में ५५ निर्वाचन क्षेत्रों में बुधवार को वोट डाले जाएंगे। हमारे संवाददाता ने बताया है कि विभिन्न राजनीतिक दलों के  नेता अंतिम क्षण में चुनाव प्रचार में कोई कोर कसर नहीं छोड़ना चाहते।

प्रथम चरण के मतदान वाले इलाकों में भारतीय जनता पार्टी और सत्तारूढ, बहुजन समाज पार्टी का चुनाव अभियान काफी आक्रामक रहा। खासतौर पर उन जगहों पर जहां इन पार्टियों के महत्वपूर्ण प्रत्याशी चुनाव लड़ रहे हैं। भाजपा अध्यक्ष नीतिन गडकरी, पूर्व  अध्यक्ष लाल कृष्ण आडवाणी और राजनाथ सिंह,  लोकसभा और राज्यसभा मे विपक्ष के नेता सुषमा स्वराज और अरूण जेटली ने अपने प्रत्याशियों के पक्ष में बस्ती और सिद्धार्थनगर जिलों में जनसभाएं की।  बसपा प्रमुख और पार्टी महासचिव सतीश मिस्र ने भी बस्ती और फैजाबाद मंडलों के कई स्थानों पर जनसभाएं की जहां से पिछली बार पार्टी को अधिकतर सीटों सफलता मिली थी। कांग्रेस के युवा नेता राहुल गांधी और समाजवादी पार्टी के प्रदेश अध्यक्ष अखिलेश यादव भी इन क्षेत्रों में काफी सक्रिय रहे। दूसरी तरफ चुनाव आयोग अब अपनी तैयारियों को अंतिम रूप दे रहा है। इस बार सामान्य मतदाताओ को  भी इलैक्ट्रानिक वोंटिग  मशीन चलाने का प्रशिक्षण दिया गया है। मतदान के लिए सभी स्थानों का चुनाव भी कर लिया गया है। सलमान हैदर आकाशवाणी समाचार गोरखपुर।

बाराबंकी राज्य की राजधानी लखनऊ का पड़ोसी जिला है और एक जमाने में समाजवादियों का गढ़ भी था। यहां की छह विधानसभा सीटों पर कुल ११० उम्मीदवार चुनाव लड़ रहे हैं जिसमें १२ महिला उम्मीदवार हैं। इनमें महिला उम्मीदवार में से एक बीएसपी की नीता गौतम एकमात्र वर्तमान विधायक हैं।  बाराबंकी की राजौरी तहसील के फैजाबाद में चले जाने के कारण अब यहा सात की बजाय  छह विधानसभा सीटें रह गईं हैं। परसीमन ने विधानसभा चुनाव में पुरानी तीन विधानसभा सीटें की जगह जैदपुर, कुर्सी और बाराबंकी अब नये विधानसभा क्षेत्र बन गये हैं। यहां के २० लाख मतदाता पहले चरण के चुनाव के लिए बुधवार को वोट डालेंगे। बाराबंकी से दिनेश पांडे के साथ संजय प्रताप सिंह आकाशवाणी समाचार ।
निर्वाचन आयोग, चुनावों में कालेधन के इस्तेमाल के साथ-साथ पेड-न्यूज के मामलों पर भी कड़ी नज+र रखे हुए है। उत्तरप्रदेश में सात चरणों की चुनाव प्रक्रिया तीन मार्च को समाप्त हो जाएगी।
उधर, गोआ में चालीस सदस्यों की विधानसभा के लिए भी तीन मार्च को मतदान होगा। उसकी अधिसूचना आज जारी कर दी गई। तेरह फरवरी तक नामांकन-पत्र भरे जा सकते हैं।  हमारे पणजी संवाददाता ने खबर दी है कि अधिसूचना जारी होने के साथ ही राज्य के लगभग सभी निर्वाचन क्षेत्रों में चुनाव प्रचार जोर पकड़ रहा है।

निर्वाचन आयोग ने लागू किये कड़ी .निर्बधों की छाया में . गोआ में आज विधानसभा चुनाव के लिए नामाकंन पत्र भरने की प्रतिक्रिया शुरू हुई। इन निर्बधो के अनुसार नामाकंन भरने वाला उम्मीदवार अपने साथ पांच व्यक्ति साथ में ले जा सकता है। गाड़ियो ंकी संख्या पर भी आयोग ने भी कड़े निर्बंध लागू किये हैं फिर भी  उम्मीदवारों  के उत्साह में कमी नहीं आई है। कांग्रेस पार्टी ने फिलहाल  २२ उम्मीदवारों की अपनी सूची जारी की है। भारतीय जनता पार्टी ने भी उसी संख्या वाली अपनी सूची कल रात जारी की।कांग्रेस पार्टी का इस चुनाव में एनसीपी के साथ सात सीटों के लिए गठबंधन है।  दूसरी ओर भारतीय जनता पार्टी ने राज्य की  सबसे पुरानी प्रादेशिक पार्टी महाराष्ट्रवादी गोमांतक पार्टी के साथ आठ सीटों के लिए गठबंधन किया है। ४० सीटों वाली गोआ  विधानसभा  चुनाव में  कांग्रेस पार्टी ३३ तथा भाजपा ३१ सीटों के लिए चुनाव मैदान में उतरेगी। तृणमूल कांग्रेस ऑल इंडिया माइनॉरिटी फ्रंट, आल इंडिया वूमेन्स फ्रंट, गोवा विकास पार्टी भी चुनाव मैदान में हैं। बालाजी प्रभुगांवकर आकाशवाणी समाचार पणजी।

आन्ध्रप्रदेश में आज शाम किरण कुमार रेड्डी मंत्रिमंडल का एक और विस्तार किया जा रहा है। तीन नए मंत्री शामिल किए जा रहे हैं जिनमें दो तेलंगाना क्षेत्र से होने की संभावना है। राज्यपाल ई० एस० एल० नरसिम्हन, हैदराबाद के राजभवन में शाम ६ बजकर २८ मिनट पर नये मंत्रियों को पद और गोपनीयता की शपथ दिलायेंगे।

फेसबुक इंडिया ने दिल्ली की एक अदालत में अपनी कार्यवाही रिपोर्ट पेश कर दी है। अदालत ने फेसबुक और २१ अन्य वेबसाइटों को आपत्तिजनक सामग्री हटाने का आदेश दिया था। गूगल इंडिया ने भी अदालत को सूचित किया कि उसने इन्टरनेट से वे वेब पेज हटा लिये हैं जिन पर याचिका कर्ताओं ने आपत्ति उठाई थी।
इस बीच, फेसबुक, याहू और माइक्रोसॉफ्‌ट ने अदालत को बताया कि उनकी इस मामले में कोई भूमिका नहीं है, इसलिए उनके  खिलाफ कार्रवाई चलाने की भी कोई वजह नहीं है। अतिरिक्त सिविल जज प्रवीण सिंह ने याचिकाकर्ता मुफ्‌ती एजाज+ अरशद कासमी के वकील से सवाल किया कि क्या ब्लॉग सेवा उपलब्ध कराने वाली कम्पनियों को इन वेबसाइटों पर डाली गई किसी सामग्री के सिलसिले में पार्टी बनाया जा सकता है?
अदालत ने इन सभी २२ सोशल नेटवर्किंग वेबसाइटों से १५ दिन के भीतर लिखित विवरण दायर करने को कहा है। मामले की अगली सुनवाई पहली मार्च को होगी।
पिछले साल २० दिसम्बर को अदालत ने एकतरफा आदेश में २२ सोशल नेटवर्किंग वेबसाइटों को सम्मन जारी करके ऐसे सभी धर्म-विरोधी या असामाजिक फोटोग्राफ, वीडियो या टैक्सट हटाने को कहा था जिससे सामाजिक भावनाओं को चोट पहुंचती हो।

भारतीय अंतरिक्ष अनुसंधान संगठन - इसरो के प्रमुख के० राधाकृष्णन ने कहा है कि एन्ट्रिक्स-देवास सौदे में इसरो के पूर्व प्रमुख जी० माधवन नायर और तीन अन्य वैज्ञानिकों की प्रशासनिक और प्रक्रिया सम्बन्धी खामियों के बारे में उच्च स्तरीय पैनल की कल की रिपोर्ट में कुछ भी निजी नहीं है। उन्होंने बंगलौर में बताया कि दूसरी रिपोर्ट के निष्कर्ष और सुझाव वेबसाइट पर डाल दिये गये हैं। पूर्व मुख्य सतर्कता आयुक्त प्रत्यूष सिन्हा की अध्यक्षता वाली पॉंच सदस्यों की समिति की रिपोर्ट शनिवार रात को सार्वजनिक की गई थी। एन्ट्रिक्स, इसरो की वाणिज्यिक शाखा है। देवास एक प्राइवेट फर्म है। दोनों के बीच यह विवादास्पद सौदा निरस्त किया जा चुका है।
रिपोर्ट के अनुसार एन्ट्रिक्स-देवास सौदे में पारदर्शिता का अभाव था। रिपोर्ट में सिफारिश की गई है कि जी० माधवन नायर और उनके साथी वरिष्ठ अन्तरिक्ष वैज्ञानिकों - ए० भास्कर नारायण, के० आर० श्रीधर मूर्ति और के० एन० शंकर के खिलाफ कार्रवाई होनी चाहिए। ये सभी सेवानिवृत्त हो चुके हैं।
मार्क्सवादी कम्युनिस्ट पार्टी ने इसरो फर्म एन्ट्रिक्स और प्राइवेट फर्म देवास के बीच हुए एस० बैण्ड स्पेक्ट्रम सौदे की स्वतंत्र और   निष्पक्ष जांच की मांग की है। नई दिल्ली में पार्टी पोलित ब्यूरो के सदस्य सीताराम येचुरी ने कहा कि वरिष्ठ वैज्ञानिकों को सिर्फ एक सरकारी रिपोर्ट के आधार पर दोषी करार नहीं दिया जा सकता।

पूर्व राष्ट्रपति ए० पी० जे० अब्दुल कलाम ने विश्व भर में अनाज की बढ़ती मांग को पूरा करने के लिए कृषि उत्पादकता और वृद्धि दर बढ़ाने की जरूरत पर जोर दिया है। नई दिल्ली में आज कृषि व्यापार के बारे में दूसरे वैश्विक सम्मेलन को सम्बोधित करते हुए डॉक्टर कलाम ने कहा कि भारत में और पूरी दुनिया में किसानों को सशक्त बनाना जरूरी है। डॉक्टर कलाम ने कहा कि ग्रामीण कृषि क्षेत्र में ठोस आर्थिक विकास के लिए किसानों को नेटवर्किंग और कनेक्टिविटी का लाभ उपलब्ध कराना होगा। उन्होंने कहा कि नेटवर्किंग के जरिये किसान विश्व भर के किसान भाइयों के साथ चर्चा करके अपनी समस्याएं हल  कर सकते हैं। गरीब ग्रामीण किसानों की छोटी जोतों पर चिन्ता करते हुए डॉक्टर कलाम ने कहा कि इसी कारण देश के किसानों का उत्पादन और मुनाफा कम रह जाते हैं। उन्होंने कृषि उत्पादन की सतत वृद्धि के लिए अधिक उपज देने वाली संकर किस्में अपनाने का आग्रह किया।

मानव संसाधन विकास मंत्री कपिल सिब्बल ने देश में सामाजिक विज्ञान पर शोध कार्य को प्रोत्साहन देने के उद्देश्य से सरकार का पॉंच सूत्री एजेन्डा घोषित किया है। उन्होंने बताया कि इसमें प्रतिभावान युवा शोधकर्ताओं को आकर्षित करने और उल्लेखनीय उपलब्धियों के लिए दस वार्षिक पुरस्कार देने की नीति शामिल है। आज नई दिल्ली में सामाजिक विज्ञान के बारे में अन्तर्राष्ट्रीय सम्मेलन का उद्घाटन करते हुए श्री सिब्बल ने कहा कि पश्चिमी देशों या अन्य देशों के पीछे भागने की बजाय भारतीय परिवेश के अनुरूप समाधान निकालने का तंत्र विकसित करना होगा।

हमें एक तरीके से आगे बढ़ने की जरूरत हैं।  हमें अपनी विशेष पर्यावरण प्रणाली को देखते हुए आगे बढ़ना होगा। ऐसा करते हुए देश की विशाल, सामाजिक, आर्थिक असमानताओं को भी ध्यान में रखना होगा। हमें ऐसी नीति और व्यवस्था बनानी होगी, जो न केवल पश्चिमी देशो के समान हो बल्कि उससे हमारा भी फायदा हो।
श्री सिब्बल ने कहा कि सरकार उच्च शिक्षा संस्थानों में दाखिले के लिए नाम दर्ज कराने के अनुपात पर ध्यान केन्द्रित कर रही है ताकि यह मौजूदा १६ प्रतिशत से बढ़कर २०२० तक ५० प्रतिशत हो जाये। उन्होंने कहा कि शिक्षा क्षेत्र के विकास के लिए सभी सम्बद्ध    पक्षों का सहयोग जुटाने की उपयुक्त नीति भी होनी चाहिए।
इससे पहले जाने माने अर्थशास्त्री प्रणव बर्द्ध्रन ने देश में सामाजिक विज्ञान में उद्देश्यक परक शोध को कम महत्व दिये जाने पर चिन्ता प्रकट की।

फलस्तीनियों के हमास और फतह गुट, राष्ट्रपति और संसद के चुनाव जल्दी कराने पर सहमत हो गए हैं। रविवार को कतर की राजधानी दोहा में राष्ट्रपति और फतह गुट के नेता महमूद अब्बास और हमास प्रमुख खालिद मशाल के बीच बैठक में यह सहमति हुई। कतर की समाचार एजेंसी  क्यू.एन.ए. की विज्ञप्ति में बताया गया है कि दोनों पक्षों ने इस्राइल के साथ रूकी हुई शांति वार्ता पर भी विचार विमर्श किया। हमारे संवाददाता ने जानकारों के हवाले से बताया कि ताजा पहल गतिरोध दूर करने की कोशिश तो है लेकिन यह कहां तक कामयाब होगी यह भविष्य पर निर्भर है।

दोहा में परस्पर विरोधी फलस्तीनी गुटों फतह के नेता राष्ट्रपति महमूद अब्बास और हमास के प्रमुख खालिद मिशाल की बातचीत दोनों गुटो को एकमंच पर लाने की कोशिशों को हिस्सा है। फतह पश्चिमी किनारे पर काबिज है तो हमास गाजा पर नियंत्रण करता है। बैठक के बाद फतह के प्रवक्ता आजम और अहमद ने कहा दोनों ही पक्ष फलस्तीनी इलाकों में राष्ट्रपति और संसद का चुनाव जल्द ही कराने को राजी हो गये हैं। ये चुनाव एक निष्पक्ष अन्तरिम सरकार की देखरेख में होने हैं, मगर चुनावों की तारीख के बारे में कोई फैसला नहीं हुआ है। फतह और हमास ने पिछले साल अप्रैल के महीने में एक समझौते पर दस्तखत किये थे जिसके तहत पश्चिमी किनारे और गाजा पट्टी में मई २०१२ तक एक साथ चुनाव कराने का प्रावधान है। मगर अंतरिम सरकार का मुखिया कौन हो और राजनीतिक समर्थकों को बंदी बनाने की दोनों ही पक्षों के आरोपों के बीच समझौते में गलती नहीं हुई है। अतुल तिवारी आकाशवाणी समाचार।

मध्य फिलीपींस में आज स्थानीय समय के अनुसार ११ बजकर ४९ मिनट पर आए भूकम्प में कम से कम एक व्यक्ति की मृत्यु हो गई। रिक्टर पैमाने पर इस भूकम्प को छह दशमलव आठ मापा गया। अमरीका के भूगर्भीय सर्वेक्षण में बताया गया है कि भूकम्प नेग्रोस द्वीप के डूमाग्वेट शहर में आया। भूकम्प से इमारतें हिलने लगीं और खिड़कियों के शीशे टूट गए और दीवारों में दरारें पड़ गयीं।

तुर्की  और  अरब देशों के अधिकारियों ने ईरान पर सैनिक हमले की खबरों की निन्दा की है। उन्होंने ऐसी  चर्चा को क्षेत्र के लिए दुर्भाग्यपूर्ण बताया है। उन्होंने गतिरोध दूर करने के लिए फिर से बातचीत शुरु करने को कहा है। म्युनिख में अंतर्राष्ट्रीय सुरक्षा सम्मेलन में कतर के अंतर्राष्ट्रीय सहयोग मंत्री खालिद अल अतिया ने बताया कि अरब देश, सैन्य कार्रवाई के विचार को ही अस्वीकार करते हैं। श्री अतिया ने ईरान पर प्रतिबंध और कड़े करने का विचार भी  नामंजूर कर दिया। तुर्की के विदेश मंत्री अहमद दाउतोगलू ने कहा है कि क्षेत्र में सैन्य कार्रवाई मुसीबत पैदा करेगी। पश्चिमी देशों को आशंका है कि ईरान यूरेनियम परिष्कृत करने की अपनी प्रयोगशालाओं में आखिरकार परमाणु हथियार में काम आने वाले यूरेनियम का उत्पादन करेगा। ईरान का कहना है कि उसका परमाणु कार्यक्रम शांतिपूर्ण उद्देश्यों के लिए है।

पाकिस्तान में लाहौर  में  दवा बनाने वाली एक कम्पनी की तिमंजिली इमारत बॉयलर फटने से ढह गई है।  इसके मलबे में कम से कम पचास लोगों के फंसे होने की आशंका है। इमारत के आसपास के तीन मकान भी ढह गए। कुछ खबरों के अनुसार मलबे में सिर्फ तीस लोग फंसे हुए हैं। अधिकारियों ने बताया है कि इसमें से दो शव निकाले गए हैं। पांच घायलों को अस्पताल में दाखिल कराया गया है। बचाव दल लोगों को निकालने में लगे हैं।

उच्चतम न्यायालय ने विभिन्न राज्यों में नई दवाओं के अवैध  परीक्षणों की जांच कराने सम्बन्धी जनहित याचिका पर केन्द्र से जवाब मांगा है। न्यायमूर्ति आर० एम० लोढा और न्यायमूर्ति एच० एल० गोखले की खंडपीठ ने स्वास्थ्य मंत्रालय और भारतीय चिकित्सा परिषद को नोटिस जारी करके जवाब मांगा है। एक स्वैच्छिक संगठन की जनहित याचिका में अनेक बहुराष्ट्रीय दवा कम्पनियों द्वारा किये जा रहे परीक्षण पर अंकुश लगाने के लिए विशेष समिति नियुक्त करने को कहा गया है। याचिका में देश में नई दवाओं के अवैध   परीक्षणों के कई मामलों का हवाला दिया गया था।

सरकार ने कहा है कि जन स्वास्थ्य और पर्यावरण की सुरक्षा के लिए कार्यबल की सिफारिशों के अनुसार जैव विविधता क्षेत्र के लिए नियामक तंत्र स्थापित किया जाएगा। केन्द्रीय स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने आज बंगलौर में इंडिया बायो-२०१२ सम्मेलन के उद्घाटन के मौके पर यह जानकारी दी। उन्होंने यह भी बताया कि दिल्ली में गुणवत्ता नियंत्रण प्रयोगशाला से कहा गया है कि वह जैव तकनीक वाले ज्यादा से ज्यादा उत्पादों को अपने दायरे में लाए ताकि यह सुनिश्चित किया जा सके कि वे सुरक्षित हैं और निर्धारित मानदंडों को पूरा करते हैं। उन्होंने बर्ड फलू की पहचान के लिए देश में ही किट बनाने की क्षमता पर प्रसन्नता व्यक्त की। इस मौके पर जैव तकनीकी सचिव एम के भान ने बताया कि केन्द्र सरकार ने बंगलौर में बायो कनेक्ट सेंटर बनाने की अनुमति दे दी है। उन्होंने बताया कि यह देश में अपनी तरह का पहला केन्द्र होगा, जो विशिष्ट क्षेत्रों में युवा वैज्ञानिकों को आगे ला+ने में मदद करेगा। धीरे-धीरे देश में ऐसे ४० केन्द्र खोले जाएंगे। कर्नाटक के मुख्यमंत्री सदानंद गौड़ा ने राज्य में १२ बायो टैक्नॉलोजी फिनिशिंग स्कूल के संचालन पर प्रसन्नता व्यक्त की और कहा कि केन्द्र सरकार अन्य राज्यों में भी इस मॉडल को अपनाने की योजना बना रही है। बंगलौर इंडिया बायो सम्मेलन और प्रदर्शनी में ढ़ाई सौ शीर्ष बायोटेक कम्पनियों के ४०० से ज्यादा प्रतिनिधि हिस्सा ले रहे हैं।

ओड़िशा में केन्द्रीय मुर्गीपालन विकास संगठन के एक फार्म में बर्डफ्‌लू का पता चलने पर भुवनेश्वर में करीब बीस हजार मुर्गियों को मारा जा चुका है। मुर्गियां मारने का काम केन्द्रीय मुर्गीपालन विकास संगठन में आज फिर किया जा रहा है। त्वरित कार्रवाई दल बाकी नौ हजार मुर्गियों को मारने का काम करेंगे।
मुर्गियों को गाड़ने के लिए ज+मीन में एक बड़ा गढ्डा खोदा गया है तथा इस क्षेत्र को संक्रमण से बचाने के लिए व्यापक प्रबंध किए गए हैं। भुवनेश्वर में लोगों में इसके प्रति जागरूकता फैलाने के लिए पांच और त्वरित कार्रवाई दल लगाये गये हैं।

रक्षा अनुसंधान और विकास संगठन- डी.आर.डी.ओ. ने कान के प्रत्यारोण को किफायती बनाने में सफलता हासिल की है। प्रत्यारोपण में काम आने वाले आयातित उपकरण की कीमत लगभग आठ लाख रुपये है, जबकि नया उपकरण केवल एक लाख रूपये का होगा।  विशाखापत्तनम में डी.आर.डी.आ.े की एक इकाई नौसेना विज्ञान और तकनीकी प्रयोगशाला ने ये नया उपकरण बनाया है, जिसे बायोनिक ईयर भी कहा जाता है। हमारे संवाददाता ने बताया है कि ऑपरेशन के जरिए प्रत्यारोपित किया जाने वाले इस इलेक्ट्रॉनिक उपकरण की मदद से उन लोगों को भी सुनाई देने लगेगा, जो गंभीर रूप से बहरेपन के शिकार हैं।

फिलहाल देश मे तकरीबन दस लाख लोगों को कोचलर उपकरण की जरूरत हैं।  प्रतिवर्ष लगभग दस हजार बच्चे कान की बीमारियों से पैदाइशी तौर पर ग्रसित होते हैं। स्वदेशी तकनीक से बनाया गया ये उपकरण आर्थिक रूप से कमजोर लोगों के लिए बहुत बड़ी राहत लाएगा, क्योंकि विदेशी उपकरण काफी महंगे  होते हैं। चार महीनों के अन्दर इस उपकरा का मानवीय परीक्षण शुरू हो जाएगा जो देश के पांच केन्द्रों पर एक साथ चलेगा। इसके बाद इसका व्यावसायिक उत्पादन शुरू हो जाएगा। अब भारत, अमरीका, आस्ट्रिया, ऑस्ट्रेलिया और फ्रांस के बाद विश्व का पांचवपा देश बनया जाएगा जिसके पास यह कठिन तकनीक मौजूद हैं। आकाशवाणी समाचार के लिए दिल्ली से मणिकांत ठाकुर।

मध्यप्रदेश में तीन दिन का मत्स्य उत्सव आज भोपाल में समाप्त हो रहा है। हमारे संवाददाता ने बताया है कि राज्य सरकार ने इस उत्सव के दौरान मछुआरों के कल्याण के लिए कई उपायों की घोषणा की है।
मत्स्य उत्सव के पहले दिन मछुआ पंचायत को संबोधित करते हुए मुख्यमंत्री शिवराज सिंह चौहान ने प्रदेश के पंजीकृत मछुआरों को एक प्रतिशत की ब्याजदर पर ऋण उपलब्ध कराने की घोषणा की। उन्होंने कहा कि मछुआरों के हित में फैसले लेने के उद्देश्य से मछुआ कल्याण बोर्ड गठित किया जाएगा। मत्स्य उत्सव के तकनीकी सत्रों में विशेषज्ञों द्वारा मत्स्य पालन से संबंधित विभिन्न मुद्दों पर विचार-विमर्श किया जा रहा है। मत्स्य उत्सव में ११० फीट लंबी जीवन्त फिश गैलरी लोगों के आकर्षण का केन्द्र बनी हुई है जिसमें १०० से अधिक देशी-विदेशी मछलियां प्रदर्शित  की गई हैं। वहीं मछलियों से बने व्यजंनो का मजा लेने के लिए विशेष फिश फूड फूड में भी लोगों का तांता लगा हुआ है।  शारिक नूर आकाशवाणी समाचार भोपाल।

सरकार ने बिजली उपकरण बनाने वाले उद्योगों की समस्याओं पर विचार करने के लिए मिशन प्लान का प्रस्ताव किया है। सरकार ने इस उद्योग को बढ़ावा देने के लिए सिफारिशें देने के वास्ते एक कार्यदल का भी गठन किया है। बिजली उपकरण उद्योग में इस वर्ष सीधे रोजगारों की संख्या बढ़ाकर १५ लाख कर दी जाएगी। एक सरकारी विज्ञप्ति में बताया गया है कि इस समय इस उद्योग में पांच लाख लोगों को सीधे रोजगार मिला हुआ है और दस लाख से ज्यादा लोगों को अप्रत्यक्ष रूप से काम मिला हुआ है। चालू वर्ष में१५ लाख लोगों को  सीधे रोजगार देने का लक्ष्य रखा गया है और २० लाख लोग अप्रत्यक्ष रूप से रोजगार पा सकेंगे।

बिजली क्षेत्र को धन उपलब्ध कराने वाले, बिजली वित्त निगम ने कहा है कि उसका वित्त वर्ष २०१२-१३ में ४० हजार करोड़ रूपये जुटाने का लक्ष्य है। बातचीत में निगम के अध्यक्ष और प्रबंध निदेशक सतनाम सिंह ने आज नई दिल्ली में संवाददाताओं को बताया कि मौजूदा वित्त वर्ष में ३० हजार करोड़ रूपये जुटाए जाएंगे। उन्होंने बताया कि निगम ने २०११-१२ के दौरान ३५ हजार करोड़ रूपये उपलब्ध कराने का लक्ष्य रखा है। इसमें से २५ हजार ४०० करोड़ रूपये पहले ही दिये जा चुके हैं।

आठ सदस्यीय केन्द्रीय दल ने आज आन्ध्रप्रदेश के सूखाग्रस्त इलाकों का दौरा शुरू किया। छोटे किसानों के कृषि-व्यापार कर्न्सोटियम के प्रबन्ध निदेशक प्रवेश शर्मा की अध्यक्षता में यह दल फसल को सूखे से हुए नुकसान का जायज+ा लेने के लिए दो गु्रपों में चार जिलों का दौरा करेगा। अधिकारिक सूचना के अनुसार एक ग्रुप रंगारेड्डी और अनन्तपुर जिलों में जायेगा और दूसरा दल नलगोंडा और महबूबनगर जिलों का दौरा करेगा।
राज्य सरकार ने ३३ जिलों के ८७६ मंडलों को सूखा प्रभावित घोषित किया है। पिछले खरीफ मौसम में फसलें नष्ट होने से करीब  ३ हजार, ७०० करोड़ रूपये का नुकसान होने का अनुमान है। केन्द्रीय दलों ने इन जिलों के लिए रवाना होने से पहले हैदराबाद में राज्य के कृषि, बागवानी और ग्रामीण विकास विभाग के अधिकारियों से चर्चा की।

बंबई शेयर बाजार में आज वृद्धि का रूख है। शुरूआती कारोबार में  ही सेन्सेक्स ने  २१८ अंक की छलांग लगाई। बाजार के सूत्रों के अनुसार संस्थागत और छोटे निवेशकों की लिवाली से यह तेजी आई। पिछले चार कारोबारी सत्रों में सेंसेक्स में ७४० अंक से अधिक की तेजी दर्ज हुई है। कुल मिलाकर सेनसेक्स अब तक करीब ९६० अंक चढ़ चुका है।  अब से कुछ देर पहले यह  ३५ अंक की वृद्धि के साथ १७ हजार ६४० पर था।
नेशनल स्टाक एक्सचेंज का निफ्टी भी करीब ६० अंक की वृद्धि के साथ ५ हजार ३८५ पर खुला। अब से कुछ देर पहले यह १३ अंक बढ़कर पांच हजार ३३९ पर था।
अन्तरबैंक विदेशी मुद्राबाजार के शुरूआती कारोबार में डॉलर के मुकाबले रूपया आज नौ पैसे मजबूत हुआ, लेकिन बाद में इसमें पांच पैसे की गिरावट आई और डॉलर की कीमत ४८ रूपये ७४ पैसे हो गई।
एशियाई बाजारों में आज कच्चे तेल के भाव मिले-जुले रहे। मार्च की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड ५६ सेंट सस्ता होकर ९७ डॉलर २८ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नार्थ सी क्रूड की कीमत भी २५ सेंट बढ़ी और एक बैरल ११४ डॉलर ८३ सेंट का हो गया।

वित्तमंत्री ने कहा है कि मुद्रास्फीति का दबाव कम करने में राज्य सरकारों को प्रभावी भूमिका निभानी होगी। मुद्रास्फीति की दर  घटनी शुरू हो चुकी है। कोलकाता में भारतीय उद्योगपतियों और निवेशकों की बैठक में उन्होंने कहा कि दिसम्बर के अंत तक यह सात दशमलव चार-सात प्रतिशत हो गई। उन्होंने कहा कि देश में वृद्धि दर की धीमी गति चिन्ता की बात नहीं है। उन्होंने यह भी कहा कि अगले वित्त वर्ष में वृद्धि दर ८ प्रतिशत हो जाने की उम्मीद है। चालू वित्त वर्ष की समाप्ति तक इसके सात प्रतिशत या थोड़ा कम रहने की उम्मीद है।
इस अवसर पर कम्पनी मामलों के मंत्री वीरप्पा मोइली ने कहा कि राष्ट्रीय स्पर्धा नीति अगले महीने मंत्रिमंडल के   समक्ष पेश की जायेगी। उन्होंने बताया कि कम्पनी विधेयक-२०११ को स्थायी समिति ने लौटा दिया है और इसके बजट सत्र में पारित हो जाने की आशा है।

Top leaders of political parties are cris-crossing Uttar Pradesh to woo the voters as the first phase of polling is ending soon. The campaigning for the first phase comes to a close this evening, and Electorate will exercise their right of franchise on Wednesday in 55 assembly constituencies.

Barabanki is one of the neighbouring districts of state capital Lucknow. Total 110 candidates are contesting election for six assembly seats. Out of those 110, only 12 women candidates are in fray. As the Rudauli tehsil was merged with Faizabad district, the assembly seats in the district reduced to six from seven. Delimitation has changed constituencies also and Jaidpur, Kursi and Barabanki are the new in place of three old constituencies. There are about three lakh weavers reside in Barabanki, and increasing cost of raw materials has badly affected their business. An eight-member central team today began its tour in the drought-hit areas of Andhra Pradesh. Headed by the Small Farmers Agribusiness Consortium Managing Director Pravesh Sharma, the team will visit four districts in two teams and assess the crop losses due to drought. According to official information, one team will visit Rangareddy and Ananthapur districts while the second will proceed to Nalgonda and Mahboobnagar districts.

The State Government has declared 876 mandals in 22 districts as drought affected. The agriculture losses alone were estimated to be a tune of 3,700 crore rupees during the last Kharif season. Before leaving for districts, the central team held a meeting with the state Agriculture, Horticulture and Rural Development officials in Hyderabad.

Facebook India today filed its compliance report before the Delhi court, which had ordered it along with 21 other websites, to remove objectionable content from their websites. Google India also told the court that it has removed certain web pages from the Internet on which objections were raised by the petitioners. Meanwhile, Facebook, Yahoo and Microsoft told the court that they have no role to play in the case and there is no cause for action against them in the matter.

Additional Civil Judge Praveen Singh also posed a query to the counsel, appearing for petitioner Mufti Aijaz Arshad Qasmi, as to whether the blog service-providing companies can be made a party to the case for any content posted by the users on the blogs.

The Court has asked all the 22 social networking websites to file written statements in 15 days. The next hearing in the case will be on 1st of next month.

On December 20 last year, the Court in an ex-parte order issued summons to 22 social networking websites asking them to remove anti-religious or anti-social content in the form of photographs, videos or text which might hurt religious sentiments.

The Supreme Court today sought Centre's response on a PIL seeking inquiry into alleged illegal clinical trials of untested drugs in various states . A bench of justices R M Lodha and H L Gokhale issued notice to the Health Ministry and Medical Council of India, seeking their replies on the petition.

The PIL filed by an NGO, seeks appointment of an expert committee to regulate the clinical trials done by many multi-national pharmaceutical companies. It pointed out several cases of illegal drug trials going on in the country and says such trials must be stopped immediately.

The Finance Minister today said that the state governments have to play effective role to reduce inflationary pressure. It has already started coming down. Addressing Indian Corporate and Investor Meet in Kolkata he said that it has already declined to 7.47 per cent by the end of December. He said there is no reason for disappointment for slow growth rate in the country. He added that the growth rate is expected to go up to 8 per cent in next fiscal .It is expected to be at 7 per cent or a bit less by the end of current financial year .

He said that the Company Bill 2011 has returned from the standing committee and it is expected to be passed in the coming budget session.

Government says a regulatory mechanism in Biodoversity sector will be in place after the recommendations by a task force are firmed up to safeguard public health and protect environment. An earthquake measuring 6.8 on the Richter Scale hit the central Philippines today, killing at least one person and causing panic in cities where buildings shook. The US Geological Survey said the quake hit 70 kilometres north of the city of Dumaguete on Negros Island at 11:49 am local tima at a depth of 46 kilometres.

Civil Defence chief said one child was crushed to death by a collapsed wall in Negros. He said the violent shaking of buildings in the cities of Cebu and San Carlos led to broken windows and cracks on the walls, but no high rises are believed to have sustained major damage.

The rival Palestinian factions Hamas and Fatah have agreed to hold the Presidential and Legislative elections quickly. The agreement was reached at a meeting between the Palestinian Authority President and Fatah leader Mahmoud Abbas and Hamas Chief Khaled Meshal in Doha on Sunday.More from Asia Correspondent.

The Doha meeting was yet another attempt to bring the two rival Palestinian factions , Fatah Movement led by President Mahmoud Abbas and Hamas led by Khaled Meshal on a common platform. Fatah controls West Bank while Hamas rules Gaza. After the talks, Fatah spokesman Azzam Al-Ahmad said, the two leaders agreed to work together quickly to hold elections in West Bank and Gaza stripe. They have also agreed on a transitional Government led by independents to oversee the election process. However no date has been fixed yet. The two rival factions signed an agrrement in April 2011 which called for holding polls simultaneously in West Bank and Gaza stripes by May 2012. However, differences persists between the two factions on who will head the transitional Government and detention of political prisoners. The last Palestinian elections were held in 2006. Erasing initial gains, the Sensex at the Bombay stock Exchange rose 113 points, or 0.6 percent, at 17,717, in intra-day trade today. The Nifty, at the National Stock Exchange, rose 40 points, or 0.7 percent to 5,365.

The rupee failed to maintain its initial gains and was down by 5 paise to 48 rupees 74 paise against the dollar in late morning trade. The fall is attributed to mild demand from banks and importers on the back of a higher dollar in the Asian market. After closing 46 paise higher at over three-month high of 48 rupees 69 paise in the previous session on Friday, the domestic currency appreciated by 9 paise in early trade today, to trade at 48 rupees 60 paise against the dollar.

The Defence Research and Development Organisation(DRDO) has developed an affordable cochlear implant, which will cost around 1 lakh rupees. According to a DRDO release, this is much cheaper than similar imported device which costs about 8 lakh rupees.

The Naval Science and Technological Laboratory (NSTL), based at Visakhapatnam, a unit of DRDO has developed the cochlear implant which is also known as a bionic ear. Our correspondent reports, it is a surgically implanted electronic device that provides a sense of sound to a person who is profoundly deaf or severely hard of hearing due to loss of sensory hair cells in their cochlea.

There are nearly one million people in the country who need cochlear implants. Every year nearly 10,000 children are born with this impairment. The indigenously developed device will bring great relief as it is much cheaper as compared to the imported device. The DRDO device will go for clinical trials within next four months. After trials at five centres in the country, the indigenous cochlear implant will go into production. A day after a high-level panel report found serious administrative and procedural lapses on the part of former ISRO chief G Madhavan Nair and three other scientists in the Antrix-Devas deal, space agency chief K Radhakrishnan today said there was nothing personal in it. He said in Banglore that Conclusions and recommendations on the second report have been put on the website.

The report prepared by a five-member committee headed by Pratyush Sinha, former Chief Vigilance Commissioner, was made public on Saturday night. Antrix is the commercial arm of ISRO and Devas is a private firm and the controversial deal has since been annulled.

State-run Power Finance Corporation, PFC has said that it would raise the fund raising target to 40,000 crore rupees in the next financial year, 2012-13. Talking to reporters in New Delhi today, PFC Chairman and Managing Director Satnam Singh also said that the company, which provides financing to the power sector, has set a target of raising 30,000 crore rupees for this fiscal. Mr. Singh said that PFC has set a target of disbursing 35,000 crore rupees during 2011-12, of which 25,400 crore rupees has been doled out.

The government has proposed a Mission Plan for Electrical Equipment Industry to look into the problems faced by the industry. It has also constituted a Working Group to recommend the interventions required to boost the Industry. However, direct employment in Electrical Equipment Industry is set to increase to 15 lakh this year. An official release said that at present, it provides direct employment to 5 lakh people and indirect employment to more than 10 lakh people.

Sports Minister Ajay Maken has promised government help to cricketer Yuvraj Singh, who is undergoing chemotherapy in the United States to recover from lung cancer. He was speaking to reporters in New Delhi, the 30-year-old left-hander has been in US since last month being treated for what was earlier claimed to be a tumour in the lungs by his family.

His physiotherapist Dr Jatin Chaudhary has said that, the ailment is curable and the batsman would be fit to resume cricket in May. Yuvraj, who played a stellar role in India's ODI World Cup triumph last year, has been diagnosed with cancer and is undergoing chemotherapy at the Cancer Research Institute in Boston.

उत्तरप्रदेश में विधानसभा चुनाव के पहले चरण के लिए चुनाव प्रचार आज शाम समाप्त हो गया। इस चरण में बस्ती, देवीपाटन, फैज+ाबाद और लखनऊ डिवीज+नों के दस जिलों के पचपन निर्वाचन क्षेत्रों में आठ फरवरी को वोट डाले जाएंगे। सातवें और अंतिम चरण के लिए आज अधिसूचना जारी किए जाने के साथ ही नामांकन भरने का काम शुरू हो गया।
इस बीच, आज विभिन्न इलाकों में नेताओं ने दर्जनों रैलियों को संबोधित किया। हमारे संवाददाता ने बताया कि कई दिग्गज नेताओं ने आज विभिन्न जिलों में विशेष रूप से उन स्थानों पर, जहां पहले और दूसरे चरण में मतदान होना है, रैलियों को संबोंधित किया।

गोआ विधानसभा चुनाव के लिए नामांकन-पत्र भरने के पहले दिन आज तीन पर्चे दाखिल किए गए। राज्य में ३ मार्च को वोट डाले जाएंगे। नामांकन-पत्र १३ फरवरी तक भरे जा सकेंगे।
इस बीच, सात चुनाव खर्च प्रेक्षक आज गोआ पहुंचे। ये प्रेक्षक उम्मीदवारों के चुनाव खर्चों पर नजर रखेंगे। निर्वाचन आयोग ने गोआ के लिए बीस सामान्य प्रेक्षक नियुक्त किए हैं, जो तेरह फरवरी को वहां पहुंचेंगे।

आंध्रप्रदेश मंत्रिमंडल का विस्तार करके उसमें आज शाम तीन और मंत्रियों को शामिल किया गया है। राज्यपाल ई.एस.एल. नरसिम्हन ने हैदराबाद में राजभवन में आयोजित समारोह में नए मंत्रियों को पद और गोपनीयता की शपथ दिलाई। दो नए मंत्री उत्तमकुमार रेड्डी और प्रसाद कुमार तेलंगाना क्षेत्र के हैं। तीसरे मंत्री राजम के विधायक कोन्दू मुरलीमोहन हैं।


राज्य में लगभग १५ दिन में दूसरी बार मंत्रिमंडल का विस्तार किया गया है। पिछले महीने की १९ तारीख को किये गए मंत्रिमंडल विस्तार में प्रजा राज्यम पार्टी के दो सदस्यों को शामिल किया गया था और इस बार तीन मंत्री शामिल किये गए हैं। इनमें दो तेलंगाना क्षेत्र से हैं। आज का यह विस्तार राजनीतिक और प्रशासनिक दृष्टि से काफी महत्वपूर्ण माना जा रहा है, क्योंकि इससे मंत्रिमंडल में वे दो खाली पद भरे गए हैं, जो तेलंगाना राज्य के मुद्दे को लेकर मंत्रियों के इस्तीफे के कारण खाली हुए थे। ऐसा भी लगता है कि विभिन्न सामाजिक समूहों और तीनों क्षेत्रों से प्रतिनिधित्व में संतुलन के लिए यह विस्तार किया गया है। इस विस्तार के साथ अब राज्य मंत्रिमंडल में मंत्रियों की संख्या ४१ हो गई है। हैदराबाद से लक्ष्मी के साथ मै अंजू सेठिया।

भारत ने स्पष्ट किया है कि सीरिया में राजनीतिक व्यवस्था के बारे में फैसला वहां की जनता को करना है। राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मेनन ने आकाशवाणी के साथ विशेष भेंटवार्ता में कहा कि सीरिया के बारे में संयुक्त राष्ट्र सुरक्षा परिषद द्वारा प्रस्तावित मूल प्रस्ताव से लगता था कि इसमें देश में सत्ता परिवर्तन की बात की गई है। श्री मेनन ने कहा कि भारत अपने इस रूख पर कायम है कि सीरिया में राजनीतिक स्थिति के बारे में फैसला कोई बाहरी संगठन या दूसरा देश नहीं करेगा। उन्होंने कहा कि भारत ने इस प्रस्ताव में बदलाव करवाया, क्योंकि वह विदेशी सैन्य हस्तक्षेप के बिना शांतिपूर्ण प्रस्ताव से इस मुद्दे का समाधान चाहता है।

प्रस्तावित मूल प्रस्ताव से लगता था कि इसमें देश में सत्ता परिवर्तन की बात की गई है। हमने ये बिल्कुल स्पष्ट किया है कि इसका फैसला कोई अंतर्राष्ट्रीय समुदाय या किसी बाहरी संगठन या देश नहीं करेगा। इस संबंध में कोई भी परिवर्तन सीरिया की जनता द्वारा ही किया जाएगा। इसलिए भारत ेन इस प्रस्ताव में बदलाव करवाया क्योंकि हम विदेशी सैन्य हस्तक्षेप के बिना सीरीयाई नेतृत्व वालो राजनीतिक प्रक्रिया से ही इस समस्या के समाधान के पक्षधर है।

भारत ने फिर कहा है कि वह चाहता है कि पाकिस्तान में स्थिरता, शांति और समृद्ध हो। श्री मेनन ने कहा कि भारत, परस्पर आर्थिक विकास के लिए पाकिस्तान के साथ दोस्ताना रिश्ते बनाना चाहता है।

भारत-अमरीका असैन्य परमाणु समझौता लागू करने के बारे में श्री मेनन ने कहा कि दोनों देशों द्वारा इसके तौर-तरीकों के बारे में फैसले का पहला चरण सफलतापूर्वक पूरा हो गया है। अब वाणिज्यिक उद्देश्यों के लिए दोनों पक्षों की प्राइवेट कंपनियां बातचीत कर रही है।

भारत ने कहा है कि उसे २००८ के मुंबई आतंकी हमलों की जांच से जुड़े प्रमुख अधिकारियों के बयान रिकॉर्ड करने के लिए पाकिस्तान से एक न्यायिक आयोग की प्रस्तावित यात्रा के बारे में कोई नई सूचना नहीं मिली है। हमारे संवाददाता ने आधिकारिक सूत्रों के हवाले से खबर दी है कि पाकिस्तान का यह दल ३ फरवरी को भारत आने वाला था, लेकिन पाकिस्तान ने कुछ कानूनी कारण बताते हुए अंतिम क्षणों में यह यात्रा रद्द कर दी।

रक्षामंत्री ए.के. एंटनी ने आज नई दिल्ली में एक बैठक में सुरक्षा की स्थिति की समीक्षा की। इस बैठक में राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मैनन, नौसेना अध्यक्ष एडमिरल निर्मल वर्मा, वायुसेना अध्यक्ष एयर चीफ मार्शल एन.ए.के. ब्राउन, थलसेनाध्यक्ष जनरल वी.के. सिंह और रक्षा सचिव शशिकांत शर्मा शामिल हुए।

विदेश मंत्री एस.एम. कृष्णा, कल तीन दिन की यात्रा पर चीन जा रहे हैं। वे, दोनों देशों के बीच उच्च स्तरीय आदान-प्रदान को जारी रखने के सिलसिले में वहां जा रहे हैं। दोनों देशों की वार्ता कुछ समय के लिए रोक दी गई थी, लेकिन दोनों देशों के विशेष प्रतिनिधियों ने पिछले महीने नई दिल्ली में सीमा मुद्दे पर फिर बातचीत शुरू की थी। श्री कृष्णा, अगले महीने के अंत में चीन के राष्ट्रपति हू चिंताओ की भारत यात्रा की तैयारी के उद्देश्य से चीन जा कर रहे हैं।

राष्ट्रीय मानवाधिकार आयोग ने झारखंड सरकार से जनजातीय लोगों की आर्थिक कठिनाइयों तथा कोयले के अवैध खनन और कारोबार पर एक विस्तृत रिपोर्ट पेश करने को कहा है। इन सबके कारण धनबाद जिले में स्थानीय लोगों की हत्याएं हो रही है और ये अमानवीय परिस्थितियों में रह रहे हैं। आयोग ने इस मामले में खुद संज्ञान लेते हुए राज्य के मुख्य सचिव को नोटिस जारी कर चार हते में रिपोर्ट देने को कहा है।

राजस्थान उच्च न्यायालय ने राज्य में अवैध खनन को रोकने के उपायों की निगरानी के लिए एक विशेष जांच दल -एस आई टी के गठन का आदेश दिया है। उच्च न्यायालय के मुख्य न्यायाधीश अरूण मिश्रा के नेतृत्व वाली खंडपीठ ने इस संबंध में दायर की गयी कई याचिकाओं की आज सुनवाई करते हुए एस आई टी के गठन का आदेश दिया।

कर्नाटक विधानसभा में विपक्ष के नेता सिद्दरमैया ने राज्य में अवैध खनन की सी बी आई जांच की मांग की है। विधानसभा में आज यह मुद्दा उठाते हुए उन्होंने सरकार से राज्य के सीमावर्ती क्षेत्र में खनन की जांच सी बी आई से कराने को कहा है। उन्होंने कहा कि लोकायुक्त की रिपोर्ट में अवैध खनन के लिए कई नेताओं और ६१७ अधिकारियों को जिम्मेदार ठहराया गया है और इससे राज्य को सोलह हजार ८५ करोड रूपये का अनुमानित नुकसान बताया गया है।

मुंबई शेयर बाजार का सेंसेक्स १०२ अंक बढ़कर १७ हजार ७०७ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निटी ३६ अंक बढ़कर पांच हजार तीन सौ बासठ पर बंद हुआ। रूपया डालर के मुकाबले ३६ पैसे कमजोर हुआ और एक डालर की कीमत ४९ रूपये ०६ पैसे दर्ज हुई। सोना दिल्ली में ५० रूपये मंहगा होकर २८ हजार नब्बे रूपये प्रति दसग्राम पर जा पहुंचा। चांदी का मूल्य ६० रूपये बढ़कर ५५ हजार ७१० रूपये प्रति किलो हो गया। अमेरिका में कच्चे तेल की वायदा कीमत ८९ सेंट कम होकर ९६ डालर ९५ सेंट प्रति बैरल दर्ज हुई।

खेल मंत्री अजय माकन ने कहा है कि सरकार, क्रिकेटर युवराज सिंह की हर संभव मदद करेगी। फेफड़े के कैंसर से पीड़ित युवराज सिंह की अमरीका में बोस्टन में कीमोथेरेपी हो रही है।

In Uttar Pradesh, campaigning ended for the first phase of Assembly elections this evening. Polling for the first phase is going to take place on Wednesday in 55 constituencies of the ten districts of Basti, Devipatan, Faizabad and Lucknow divisions. In total, 867 candidates are in the fray in this phase. Our correspondent has filed this report:

"The election commission has also made elaborate arrangements for first phase of polling. About 18 thousand polling booths have been made for 55 constituencies for the first phase. Polling parties will start moving from tomorrow to concerned polling booths .Police, PAC and Paramilitary forces already reached the election areas. Nominations for the seventh and last phase of Assembly elections has also begun today after the issuance of notification by the Governor. In the last phase, election will be held in sixty constituencies of ten districts, mainly from western UP.

Today was also the last date for withdrawal of nominations for the fifth phase. For this phase, elections will be held on the 23rd of this month in 49 Assembly constituencies.
In Goa, three nominations were received today on the first day of filing of nominations for the Assembly polls slated for March 3.

All the three nominations are for Porvorim Assembly constituency in North Goa. 13th February is the last date for filing of nominations. Meanwhile, seven election expenditure observers, 4 for north and 3 for south Goa district, arrived in Goa today to keep a check on the election expenditure by the candidates. Twenty General Observers appointed by the Election Commission of India, eleven for north and nine for the south Goa, will arrive in the state on February 13.

In a brief expansion, three more members have been inducted into Andhra Pradesh Cabinet this evening. Governor E S L Narasimhan administered the oath of office and secrecy to the new Ministers at a ceremony held on the lawns of the Raj Bhavan in Hyderabad.

Two of the new Ministers - Huzurnagar MLA, Uttam Kumar Reddy and Vikarabad MLA, Prasad Kumar, represent the Telangana region. Rajam legislator, Kondru Murali Mohan is the third Minister. More from our Correspondent:

India has made it quite clear that political arrangements within Syria are to be decided by the Syrian people. In an exclusive interview to All India Radio, the National Security Advisor, Shivshankar Menon said that the original resolution proposed by the United Nations Security Council, sounded as if it asked for a regime change in that country.

We made it quite clear that this is not for the international community or any external body to decide. Political arrangements within Syria are an issue to be decided by the Syrian people. Talking about Sino-Indian border issue, Mr. Menon said that India is exploring possibilities of boundary positions to arrive at a common agreed settlement.

On operationalisation of Indo-US Civil Nuclear Agreement, the National Security Advisor said that the first stage of settling the frameworks by the two governments, have been successfully concluded. Now the private companies are in talks with each other from both the sides for commercial trade purposes. Mr. Menon ruled out any foreign investment in the civil nuclear sector.

India today said, there has been no fresh communication to India from Pakistan on the proposed visit of a Judicial panel to record statements of key officials linked to the investigation of the 2008 Mumbai attacks. Our Correspondent quoting official sources reports, the panel was to arrive in the country on February 3, but the visit was cancelled by the Pakistani side at the last hour citing some issues of legal nature.

Pakistan Interior Minister Rehman Malik had recently indicated that the panel could be sent before February 10.

The Commission is scheduled to interview the Magistrate who recorded the confession of Ajmal Kasab, the lone surviving attacker, the police officer who led the investigation and two doctors who conducted the autopsies of the terrorists and victims.

Facebook India today filed its compliance report before the Delhi court, which had ordered it along with 21 other websites, to remove objectionable content from their websites. Google India also told the court that it has removed certain web pages from the Internet on which objections were raised by the petitioners. Meanwhile, Facebook, Yahoo and Microsoft told the court that they have no role to play in the case and there is no cause for action against them in the matter.

Additional Civil Judge Praveen Singh also posed a query to the counsel, appearing for petitioner Mufti Aijaz Arshad Qasmi, as to whether the blog service-providing companies can also be made a party to the case for any content posted by the users on the blogs.

The Court has asked all the 22 social networking websites to file written statements in 15 days. The next hearing in the case will be held on the 1st of next month.

भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो द्वारा नियुक्त समिति ने इसरो के पूर्व अध्यक्ष जी माधवन नायर और तीन वरिष्ठ वैज्ञानिकों को ऐन्ट्रिक्स-देवास सौदे में अनियमितताओं का दोषी पाया है। पूर्व मुख्य सतर्कता आयुक्त प्रत्यूष सिन्हा की अध्यक्षता वाली समिति ने अपनी रिपोर्ट में कहा है कि इस सौदे में पारदर्शिता की कमी है। समिति ने सिफारिश की है कि माधवन नायर, ए. भास्कर नारायण, के. आर. श्रीधर मूर्ति और के. एन. शंकर के खिलाफ कार्रवाई की जानी चाहिए। एन्ट्रिक्स इसरो की व्यावसायिक कम्पनी है।
पांच सदस्यों की उच्चस्तरीय जांच समिति ने कल देर रात अपनी रिपोर्ट दी है। हमारे संवाददाता ने समिति के हवाले से कहा है कि सौदे में न केवल गम्भीर प्रशासनिक तथा प्रक्रिया संबंधी खामियां है बल्कि कुछ लोगों की मिली भगत का भी संकेत मिलता है।

अंतरिक्ष कार्पोरेशन जो इंडियन स्पेस रिसर्च आर्गनाइजेशन-इसरो से जुड़ी संस्था है इसके उपग्रह के एस ब्रांड ट्रांसपोडर को किराये पर देने के लिए देवास मल्टीमीडिया के साथ जनवरी २८ दो हजार पांच को एग्रीमेंट साइन किया था। यह आरोप लगाया गया था कि इस एग्रीमेंट से सरकार को  घाटा पहुंचा। इस मामले की जांच करने के लिए दो आयोग बिठाये गये थे। वरिष्ठ वैज्ञानिक बी के चतुर्वेदी और रॉडम नरसिम्हा के नेतृत्व में बनाये गये हाई पावर कमिटी ने इस एग्रीमेंट के तांत्रिक, व्यापारिक प्रक्रिया से जुड़े मामले की जांच की।  भूतपूर्व सैंट्रल विजिलेंस कमिश्नर  प्रत्यूष सिन्हा के नेतृत्व में पांच सदस्यों की टीम ने एग्रीमेंट के लोक दोष पर ध्यान देते हुए इस मामले में आरोपी को खोजने का काम किया। इन दोनों रिपोर्ट का अब खुलासा करते हुए इसरो के भूतपूर्व अध्यक्ष माधवन नायर और तीन अन्य -को दोषी करार कर दिया गया है। सुधीन्द्र आकाशवाणी समाचार बैंगलोर।

उत्तर प्रदेश विधानसभा चुनाव के पहले और दूसरे चरण में ११४ सीटों के मतदान के लिए प्रचार अभियान तेज हो गया है। पहले चरण के मतदान का प्रचार अभियान कल शाम समाप्त होगा।  बुधवार को पहले चरण, और ११ फरवरी को दूसरे चरण का मतदान होगा। भारतीय जनता पार्टी के वरिष्ठ नेता लाल कृष्ण आडवाणी ने देवरिया और फैजाबाद में कई रैलियों को संबोधित किया। बहुजन समाज पार्टी प्रमुख मायावती ने महाराजगंज और बस्ती जिलों में रैलियां की। कांग्रेस महासचिव राहुल गांधी ने वाराणसी और सिद्धार्थनगर जिलों में जनसभाओं को संबोधित किया।
निर्वाचन आयोग ने सभी राजनीतिक दलों को निर्देश दिया है कि चुनाव अभियान के लिए विमान या हेलिकॉप्टर का उपयोग करने से पहले मुख्य निर्वाचन अधिकारी को इसकी जानकारी दें।

महाराष्ट्रवाड़ी गोमांतक पार्टी ने गोवा में कांग्रेस के नेतृत्व वाली गठबंधन सरकार से समर्थन वापस ले लिया है। पार्टी ने ये फैसला राज्य में तीन मार्च को निर्धारित विधानसभा चुनाव से ठीक पहले किया है। पार्टी अध्यक्ष दीपक धावलिकर ने कहा कि ये फैसला पार्टी की केन्द्रीय समिति का है। उन्होंने कहा कि समर्थन वापसी के निर्णय से राज्यपाल के शंकर नारायणन, विधानसभा अध्यक्ष प्रताप सिंह राणे और मुख्यमंत्री दिगम्बर कामत को इस फैसले की जानकारी दे दी गई है। श्री धावलिकर ने कहा कि पार्टी ने चुनाव के लिए, मुख्य विपक्षी दल भारतीय जनता पार्टी के साथ गठबंधन को अंतिम रूप दे दिया है और आज इस बारे में औपचारिक घोषणा की जाएगी। चालीस सदस्यों वाली गोवा विधानसभा में महाराष्ट्रवाड़ी गोमांतक पार्टी के दो विधायक हैं।

चंडीगढ़ में राष्ट्रीय एंटीबायोटिक प्रतिरोध निगरानी केंद्र की स्थापना की जाएगी। देश में इस तरह के पहले केंद्र की स्थापना चिकित्सा विज्ञान और अनुसंधान स्नातकोत्तर संस्थान में की जाएगी। भारतीय चिकित्सा अनुसंधान परिषद द्वारा स्थापित किये जाने वाला यह केंद्र कुछ ही महीनों में काम शुरू कर देगा।  चंड़ीगढ़ के पीजीआई में मेडिकल माइक्रो बायोलॉजी विभाग के प्रोफेसर डॉ० पल्लब रे ने इसकी जानकारी देते हुए बताया कि देश में एंटीबायोटिक के अनावश्यक उपयोग और उसके दुष्प्रभाव को देखते हुए इस तरह के केन्द्र स्थापित करने का फैसला किया गया। पिछले वर्ष नवम्बर में भारतीय चिकित्सा अनुसंधान परिषद ने इसकी मंजूरी दी थी।

सीरिया से संबद्ध संयुक्त राष्ट्र प्रस्ताव पर रूस और चीन के वीटो पर व्यापक प्रतिक्रिया हुई है। पश्चिमी और अरब देशों में इसकी कड़ी आलोचना की है, जबकि रूस और चीन ने इस प्रस्ताव पर और काम करने की आवश्यकता बतायी है। भारत सहित १३ देशों ने प्रस्ताव के पक्ष में मतदान किया। केवल रूस और चीन ने इसके खिलाफ वीटो का इस्तेमाल किया। प्रस्ताव का प्रारूप मोरक्को ने पेश किया था, जिसमें सभी प्रकार की हिंसा को तत्काल समाप्त करने का आग्रह किया गया था। प्रारूप में किसी प्रकार का प्रतिबंध लगाने या सैन्य कार्रवाई करने को नहीं कहा गया है। ब्यौरा हमारे पश्चिम एशिया संवाददाता सेः-

संयुक्त राष्ट्र महासचिव बान की मून ने वीटो प्रस्ताव को दुखद बताते हुए कहा कि इससे संयुक्त राष्ट्र को गहरा धक्का पहुंचा है। वहीं प्रस्ताव पेश करने वाले मोरक्को के राजदूत ने इसके वीटो होने पर गहरा अफसोस जताया। संयुक्त राष्ट्र में भारत के प्रतिनिधि हरदीप सिंह पुरी ने कहा कि भारत समस्या के हल के लिए सीरिया के लोगों द्वारा चलाई गई राजनीतिक प्रक्रिया की दिशा में अरब लीग की कोशिशों का समर्थन करता है। संयुक्त राष्ट्र में अमरीकी राजदूत सूजन राइट्स ने वीटो को एक शर्मनाक कार्रवाई की संज्ञा दी और कहा कि सीरिया में अब आगे जो भी खून खराबा होगा उसकी जिम्मेदारी से रूस और चीन बच नहीं सकते। तारीफ में जारी एक बयान में फ्रांस के राष्ट्रपति निकोला सारकोजी ने आशंका जताई कि इससे सीरिया सरकार की दमन की कार्रवाई को बल मिलेगा। ब्रिटेन के विदेश मंत्री विलियम हेक का कहना था कि रूस और चीन ने सीरिया के लोगों के खिलाफ वोट डाला है। वहीं संयुक्त राष्ट्र में रूस के राजदूत विटाली चरकिन ने वीटो का समर्थन किया और कहा कि प्रस्ताव एकतरफा था। रूस ने पहले भी आरोप लगाया था कि वह प्रस्ताव में सीरिया में सत्ता परिवर्तन के खिलाफ है। चीन के प्रतिनिधि ली बॉ डॉन का कहना था कि प्रस्ताव से संकट का हल नहीं निकल सकता क्योंकि अभी भी एक राय नहीं बन पाई है। सीरिया के राजदूत बशा गफ्‌फारी ने प्रस्ताव को खारिज करते हुए कहा कि  उसे लोकतंत्र के बारे में उन देशों से सीखने की जरूरत नहीं है जो खुद इन मूल्यों के खिलाफ है। अतुल तिवारी, आकाशवाणी समाचार।

समूचे यूरोप में पड़ रही कड़ाके की ठंड से २६० से अधिक लोगों की जान जा चुकी है। यूक्रेन में सबसे ज्यादा १२२ लोगों की मौत हुई है। जहां कई स्थानों पर तापमान शून्य से लगभग ३८  डिग्री सेल्सियस नीचे चले जाने के बाद कई लोग तो सड़कों पर ही मर गय। कई हवाई अड्डों को बंद करना पड़ा है क्योंकि बर्फ जमने से विमानों के उड़ान भरने में मुश्किल आ रही है। रेल और सड़क यातायात भी बर्फबारी के कारण प्रभावित हुआ है।

नेपाल में भारत के राजदूत जयंत प्रसाद ने कास्की जिले के अरबा में भारत की सहायता से बनाए गए विद्यालय के भवन का उद्घाटन किया। इसकी निर्माण लागत लगभग दो करोड़ नेपाली रूपये है। विद्यालय की नई इमारत बन जाने से करीब चार सौ से अधिक छात्रों को शिक्षा की बेहतर सुविधाएं प्रदान की जा सकेगी। श्री जयंत प्रसाद ने छात्रों के लिए  विद्यालय के प्रांगण में एक नेत्रशिविर का भी उद्घाटन किया। यहां जरूरतमंद बच्चों को चश्में और अन्य उपकरण निशुल्क वितरित किए जाएंगे।

नेपाल में तीन प्रमुख दल - यूनाइटेड कम्युनिस्ट पार्टी ऑफ नेपाल - माओवादी, कम्युनिस्ट पार्टी ऑफ नेपाल - यू एम एल और नेपाली कांग्रेस विवादित मुद्दों का हल निकालने तथा शांति प्रक्रिया और समय पर संविधान का प्रारूप पूरा करने के लिए काम करने पर सहमत हो गए हैं। काठमांडू में कल संविधान सभा में शामिल सभी पार्टियों की बैठक हुई जिसमें संविधान सभा के अध्यक्ष सुभाष चन्द्र नेमवांग ने प्रधानमंत्री और विपक्षी दलों से सदन का कामकाज फिर शुरु कराने का आग्रह किया। बैठक के बाद पूर्व प्रधानमंत्री पुष्प कमल दहल ने कहा कि वे सभी लंबित जटिल मुद्दों का सदभावपूर्ण हल निकालने की कोशिश करेंगे।

असम में, राजीव गांधी ग्रामीण विद्युतीकरण योजना के तहत २३ जिलों में बिजली पहुंचाने का प्रस्ताव है। इनमें से १६ जिलों में राज्य बिजली बोर्ड और सात जिलों में पावर ग्रिड कॉरपोरेशन बिजली पहुचाएगा। सरकारी इस योजना के तहत  सात हजार दो सौ उनचास और गांवों में बिजली पहुंचाई जाएगी। एक रिपोर्ट-

योजना के तहत गरीबी  रेखा से नीचे रहने वाले लगभग साढ़े सात लाख घरों में बिजली कनेक्शन निशुल्क मुहैया कराये जाएंगे। यह योजना यूपीए सरकार के न्यूनतम साझा कार्यक्रम में किए गए वायदे के अनुरूप होगी। जिसमें अगले पांच वर्ष में सभी घरों में बिजली पहुंचाने और गांवों को बिजली सुविधा प्रदान करना शामिल है। राज्य के दो हजार एक सौ पैंतालीस दूर-दराज के गांवों में जहां ग्रिड से बिजली नहीं पहुंचाई जा सकती, उन्हें गैर पारंपरिक ऊर्जा स्रोत से बिजली प्रदान की जाएगी। राज्य बिजली बोर्ड, असम ऊर्जा विकास एजेंसी और वन विभाग ने दूर-दराज के गांवों में इसे लागू करने के लिए संयुक्त रूप से काम करने की योजना बनाई है। १९ जिलों के सात सौ ऐसे गांव सौर ऊर्जा प्रणाली के अंतर्गत लाए जा चुके हैं। राज्य सरकार ने ऊपरी असम  के मार्गरिटा में पांच हजार मेगावाट थर्मल पावर का संयंत्र लगाने की भी योजना है, ताकि गर्मियों के दिनों में बिजली की कमी दूर की जा सके। समाचार कक्ष से मैं आशुतोष जैन।

हजारों देशी-विदेशी सैलानियों की मौजूदगी के बीच तीन दिन का मरू उत्सव शुरू हुआ। राजस्थान के राज्य पूर्व मंत्री हेमाराज चौधरी ने ढोल की थाप बजाकर इस उत्सव का उद्घाटन किया। उत्सव की शुरूआत एक शोभा यात्रा के साथ हुई जो गड़सीसर सरोवर से शुरू हुई। इस शोभा यात्रा में बड़ी संख्या में लोक कलाकार रंगारंग राजस्थानी वस्त्रों में सजे धजे थे और नाचते गाते चल रहे थे।  शोभा यात्रा शहीद पूनम स्टेडियम पर संपन्न हुई जहां तीन दिन के इस उत्सव के विभिन्न कार्यक्रमों की औपचारिक शुरूआत हो गई। मरू उत्सव सात फरवरी को संपन्न होगा। अनुराग वाजपेयी, आकाशवाणी समाचार, जयपुर।

असम में चौथा सिने एएसए अंतराष्ट्रीय फिल्म समारोह आज शाम गुवाहाटी में शुरू हो रहा है। मशहूर अभिनेता बीजू फूकन रवीन्द्र भवन में इसका औपचारिक उद्घाटन करेंगे। समारोह में दुनिया भर की लगभग चालीस फिल्में दिखाई जाएंगी।

पैगम्बर मोहम्मद का जन्मदिन मिलाद-उन-नबी आज धार्मिक उल्लास के साथ मनाया जा रहा है। दिल्ली में कई जगहों पर रात भर चलने वाली प्रार्थना सभाओं और जुलूस का आयोजन किया जा रहा है। लोगों ने अपने घरों और मस्जिदों की भव्य सजावट की है।
कश्मीर घाटी और लद्दाख क्षेत्र में, कड़ाके की ठंड और बर्फबारी के बावजूद मस्जिदों, खानकाहों, जामा-मस्जिदों और अन्य स्थलों पर रात भर विशेष नमाज अदा की गई। मुख्य समारोह मशहूर डल झील के किनारे,  हजरतबल दरगाह में हुआ, जहां पैगम्बर मोहम्मद का मू-ए-मुकद्दस मौजूद है। यहां हजारों श्रद्धालुओं ने सुबह की नमाज के बाद पैगम्बर मोहम्मद के केश के दर्शन किए। आज यह सिलसिला हर नमाज के बाद जारी रहेगा।

Former ISRO chief G Madhavan Nair and three senior scientists have been indicted by a Committee appointed by the space body, for acts of commission in the Antrix-Devas deal. The report prepared by the Committee headed by Pratyush Sinha, former Chief Vigilance Commissioner, said that the Antrix-Devas deal lacked transparency. It recommended that action needs to be taken against Nair, A Bhaskaranarayana, K R Sridhara Murthi and K N Shankara, all of whom have retired. Antrix is the commercial arm of ISRO.

The five-member high level Committee made its report public last night. It said, there have not only been serious administrative and procedural lapses but also suggestion of collusive behaviour on the part of certain individuals. The Committee set up on May 31 last year, also proposes action against four other scientists - S S Meenakshisundaram, Veena Rao, G Balachadran and R G Nadadur.

They have been found responsible for the acts of omissions by not paying enough attention to details and not ensuring that the various notes that were put up for decision to the competent authorities, included all necessary details and had undergone various necessary consultative processes. "Two commissions of enquiry were set up to probe allegations of revenue losses in the allocation of space spectrum using S-band between the Indian Space Research Organisation ISRO’s commercial arm Antrix Corporation and a private company Devos multimedia . The agreement was reached on January 28, 2005. The high-powered committee comprising BK Chaturvedi and Roddam Narasimha reviewed the technical, commercial, procedural and financial aspects of the agreement. The committee submitted its report to the Prime Minister in March last year. Sudhindra, AIR News, Bangalore."

In Uttar Pradesh, intense campaigning is on in 114 Assembly constituencies of eastern and Terai regions for which elections will be held on the 8th and 11th of this month in the first and 2nd phase. Campaigning for the 1st phase will end tomorrow evening. BJP stalwart Lal Krishna Advani addressed several rallies in Deoria and Faizabad. BSP Chief Mayawati held rallies in Maharajganj and Basti districts while Congress General Secretary Rahul Gandhi addressed rallies in Varanasi and Siddharthanagar districts.

The election commission has issued orders to political parties that they should inform the chief electoral officer of the state before using any aircraft or helicopter for election campaign. Our Gorakhpur correspondent reports that several cases of violation of the model code of conduct have also been reported during the past 24 hours.

"The enforcement agencies seized over 31 Lakh rupees and more than 2.5 Kilolitres of liquor from Moradabad. With this, the seizure of cash recovered in the state exceeds 70 Crore rupees since the enforcement of model code of conduct. Amid all that there is a good news that the traders and business owners in Lucknow have announced to offer discount to those customers who will cast their votes. Gonda is part of Awadh area of Uttar Pradesh which is suffering many infrastructural problems like other districts of this region. Delimitation has increased one assembly segment and Gonda has now seven assembly constituencies where 106-candidates including seven women are contesting 2012 the assembly elections . In 2007 elections both Samajwadi and BSP shared three seats each. This time Samajwadi party ignored its six times MLA Ramkishan Azad from Mankapur reserved seat and party ticket has been given to five time winner Babulal. Two candidates from royal family Kunwar Anand Singh and Kunwar Ajay Pratap are also testing their fate in this election. Among seven women contestants the Samjawadi candidate Nandita Shukla is only sitting MLA here . The wish list of 21 lakh voters of Gonda is long and political promises are also many, but local citizens could hope for the best at least this time. Maharashtrawadi Gomantak Party today withdrew support from the Congress-led coalition government in Goa. The move comes less than a month ahead of the March 3 Assembly polls. MGP President Deepak Dhavalikar said, the decision has been taken as per a resolution passed by the Central Committee, the party's highest decision making body. He said, the party has forwarded letters conveying its decision to Governor K Sankaranarayanan, Assembly Speaker Pratapsinh Rane and Chief Minister Digambar Kamat. Dhavalikar said, the party has finalised a pre-poll alliance with main opposition BJP which will be formally announced later in the day.

MGP has two MLAs in the 40-member Goa Assembly. The party's withdrawal of support, however, will not affect the stability of the Congress-led government, which still enjoys a majority in the House. Sharad Pawar-led NCP is a part of the ruling coalition.

The new draft of National Water Policy has stressed the need for better management to meet the growing demand due to population growth and urbanisation. Noting that changing lifestyle pose serious challenges to water security, the government has admitted that large parts of the country have become water stressed.

Recently released draft of the policy has asserted to utilise modern techniques and information technology with adequate trained personnel for scientific planning.

Our correspondent adds that after making the changes following receipt of comments, the draft will be placed before National Water Board and National Water Resources Council for finalisation and adoption.

The Russia-China Veto on the resolution on Syria at UN Security Council has evoked widespread reactions. Western nations and Arab nations have slammed the move while Russia and China insisted that the text needed more work.

Thirteen countries including India voted for the resolution with only Russia and China voting against with a veto which saw to it that the resolution couldn’t sail through.

The draft resolution, put forward by Morocco, had called for an immediate end to all violence. It did not impose any sanctions, nor did it authorize military action. Our West Asia Correspondent has filed this report-

"U.N. leader Ban Ki-moon expressed deep regret, saying that veto undermined the role of the United Nations. U.S. Ambassador to the U.N. Susan Rice said she was disgusted by the veto and warned that Russia and China will be held responsible for any further bloodshed in Syria. French President Nicolas Sarkozy said in a statement the veto would encourage further crackdowns by the Syrian regime. The Syrian embassy in Canberra has become one of several Syrian consulates to be attacked around the world. The attack on the embassy comes as Russia and China vetoed a UN Security Council resolution calling on Syrian President Bashar al-Assad to stand down. A group of about 40 men stormed the embassy in the southern Canberra suburb of O'Malley last night.

Once inside, they smashed everything in sight on the ground floor of the building. Police Superintendent Mick Calatzis said three embassy staff took refuge in the basement. Calatzis said so far no arrests have been made and federal police and other Commonwealth agencies are all investigating.

Syrian embassies in London, Berlin, Cairo and Kuwait are among others which have come under attack from protesters in recent days.

In Egypt, saboteurs in the wee hours of today, blew up a pipeline that supplies gas to Israel, the 12th such attack in a year. Authorities said, masked gunmen planted explosives under the pipeline in the Al-Massaeed area, close to the town of El-Arish in the north of the Sinai peninsula.

Witnesses said they heard a very loud explosion, before a large fire broke out. Officials said emergency services were rushed to the scene to try to control the blaze, adding that there were no immediate reports of casualties.

Tokyo and Washington have agreed to move 4,700 Marines from the Japanese island of Okinawa to Guam in a bid to revive a stalled plan for the realignment of US forces in Japan. The two countries in 2006 agreed to the transfer of around 8,000 Marines from Okinawa to the US territory of Guam and the relocation of an air base on Okinawa but the move has been delayed as Tokyo struggles to convince Okinawans to accept the deal.

According to Kyodo News, the US Defense Department is now considering shifting the remaining 3,300 Marines to elsewhere in the Pacific, such as Hawaii, Australia and the Philippines. The daily said senior Japanese and US foreign and defence officials will meet in Washington tomorrow, with the two governments expected to announce details of the transfer on February 13.

Early results from Republican caucuses in the US state of Nevada give Mitt Romney an early lead. Voting in most areas finished early last evening, but Clark County, which includes Las Vegas, held an evening caucus to allow observant Jews to participate. Mitt Romney has polled almost 40 per cent in the counties which have so far declared their results. He won a decisive victory in Florida's primary on Tuesday.

Mr Romney has won two out of the four contests already held this year, Florida and New Hampshire, and came second in Iowa. His main challenger, former congressman Newt Gingrich, has said he expects Mr Romney to come first in Nevada, partly due to the state's high Mormon population as Mr Romney is a Mormon. There are two other candidates remaining in the race, Rick Santorum and Ron Paul.

Milad-un-Nabi, the birth anniversary of Prophet Mohammad, is being celeberated today with religious fervour. In the National Capital, night-long prayer meetings and procession are being organized in different parts of the city. People have decorated their homes and mosques with festive banners and buntings. In Assam, the 4th Cine ASA International Film Festival, 2012 will begin in Guwahati this evening. Noted Assamese film star Biju Phukan will formally inaugurate the festival at Rabindra Bhawan. Around 40 movies from across the world will be screened in the festival.

In Assam, villages in 23 districts are proposed to be electrified under the Rajiv Gandhi Gramin Vidyutikaran Yojana (RGGVY) scheme. Electrification in 16 districts is to be implemented by State Electricity Board and in seven districts by the Power Grid Corporation of India. The Centre has already provided an approval for implementation of the programme in 13 districts of the State.

According to official sources, electrification of 7249 new villages has been completed under the programme providing free electricity connections to 7.38 lakh below poverty line households. The scheme has been launched to fulfill the commitment of the National Common Minimum Programme of the UPA Government completing the household electrification in the next five years and modernizing the rural electricity infrastructure.

2145 remote villages in the state which cannot be electrified through grid-are to be covered through the means of non-conventional source of energy.

India’s Ambassador to Nepal, Mr. Jayant Prasad inaugurated a school building constructed with Indian assistance of two crore and seventy-five Nepali rupees at Arba in Kaski district . The new building, one of the oldest schools in the district will provide better facilities to over 400 students.

भारत ने कहा है कि सीरियाई लोगों द्वारा विवाद के समाधान की संयुक्त राष्ट्र सुरक्षा परिषद के समर्थन वाली अरब लीग शान्ति योजना के प्रति भारत का समर्थन इस मुद्दे पर भारत के निर्धारित रूख के अनुरूप है। एक बयान में संयुक्त राष्ट्र में भारत के स्थायी प्रतिनिधि हरदीप पुरी ने कहा कि इस प्रस्ताव में संयुक्त राष्ट्र चार्टर के तहत कोई कदम उठाये जाने की संभावना से इंकार किया गया है और इसमें सीरियाई सरकार और अरब लीग देशों के तत्वावधान में पूरे विपक्ष के बीच राजनीतिक वार्ता पर जोर दिया गया है। श्री पुरी ने कहा कि राजनीतिक वार्ता सीरियाई नेताओं द्वारा घोषित राजनीतिक सुधारों पर आधारित होनी चाहिए ताकि सीरियाई समाज के सभी वर्ग उसे स्वीकार कर सकें।
उधर, प्रस्ताव के इस मसौदे को रूस और चीन ने वीटो कर दिया है। श्री पुरी ने सीरिया की मौजूदा स्थिति पर चिन्ता व्यक्त करते हुए कहा कि इसके चलते पिछले दस महीनों में हजारों की संख्या में नागरिक और सुरक्षाकर्मी मारे गए हैं। श्री पुरी ने स्पष्ट किया कि भारत, मानवाधिकार के सभी प्रकार के उल्लंघनों और किसी के भी द्वारा की जा रही हिंसा का विरोध करता है।
श्री पुरी ने सीरिया के नेताओं से कहा है कि वे हिंसा रोंके और सीरिया के लोगों की आकांक्षाओं को ध्यान में रखे। उन्होंने दोहराया कि भारत का पक्का विश्वास है कि मौजूदा संकट के समाधान के लिए राजनीतिक प्रक्रिया सीरियाई लोगों द्वारा ही चलाई जानी चाहिए।

उत्तरप्रदेश में विधानसभा चुनाव के पहले चरण का चुनाव प्रचार कल समाप्त हो जाएगा। इस चरण में अवध और पूर्वी उत्तरप्रदेश के दस जिलों के पचपन निर्वाचन क्षेत्रों में इस महीने की ८ तारीख को मतदान होगा। पांचवें चरण के लिए नाम वापस लेने का कल आखिरी दिन है। सातवें और अंतिम चरण के लिए कल से पर्चे भरे जाएंगे। सातवें चरण में मुरादाबाद, लखनऊ और बरेली मंडलों के दस जिलों के साठ निर्वाचन क्षेत्रों में चुनाव होंगे।

सरकार ने कहा है कि वह इस साल अगस्त तक कोयला, लिग्नाइट और बालू को छोड़ कर प्रमुख खनिजों के लिए नई रॉयल्टी दरों को अंतिम रूप दे देगी। खनिज मंत्री दिनशा पटेल ने आज पत्रकारों से कहा कि इससे राजस्व प्राप्ति में काफी वृद्धि होगी। उन्होंने कहा कि रॉयल्टी दरों की समीक्षा के लिए एक समिति बनाई गई है और यह राज्य सरकारों सहित सभी संबंधित पक्षों के साथ लगातार बैठकें कर रही है। श्री पटेल ने कहा कि जून महीने तक पारित होने वाले नए खनन विधेयक में रॉयल्टी बढ़ाने के प्रावधान हैं।
हमारे संवाददाता ने बताया है कि लोह अयस्क सहित प्रमुख खनिजों के लिए रॉयल्टी दरों की समीक्षा इस साल होनी है और इसके लिए गठित अध्यन दल द्वारा अगले वित्त वर्ष की शुरूआत में अपनी रिपोर्ट देने की संभावना है।

भारत ने साझा स्वास्थ्य समस्याओं का स्थायी समाधान ढूंढ़ने के लिए दक्षिण एशियाई देशों में अधिक सहयोग पर जोर दिया है। केन्द्रीय स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने आज नई दिल्ली में स्वास्थ्य अनुसंधान के दक्षिण एशियाई फोरम की चौथी क्षेत्रीय बैठक का उद्घाटन करते हुए कहा कि समस्याओं से निपटने के लिए सहयोग को मजबूत करने की जरूरत है। श्री आजाद ने कहा कि जीवाणुओं से फैलने वाले रोगों, दस्त से होने वाली बीमारियों और दूसरी स्वास्थ्य समस्याओं से निपटने के लिए सामूहिक प्रयास जरूरी है।

अफगानिस्तान के दक्षिणी कंधार षहर में पुलिस मुख्यालय के पास एक बम विस्फोट में आज पांच पुलिसकर्मियों समेत नौ लोग मारे गये हैं और १९ घायल हो गये हैं। घायलों में छह पुलिसकर्मी शामिल हैं। मीडिया की खबरों में प्रांतीय सरकार के अधिकारियों के हवाले से बताया गया है कि यह धमाका इतना जबरदस्त था कि आस-पास की इमारतों के षीषे चकनाचूर हो गये। अब तक किसी संगठन ने इस हमले की जिम्मेदारी नहीं ली है।

पाकिस्तान के प्रधानमंत्री युसुफ रज+ा गिलानी ने कहा है कि उनका देश एक स्थिर अफगानिस्तान चाहता है और वह इसके लिए अफगान नेतृत्व में किसी भी शांति प्रक्रिया का समर्थन करेगा। श्री गिलानी ने युद्धग्रस्त पड़ोसी देश में सुलह प्रक्रिया के बारे में बातचीत के लिए कतर की यात्रा पर जाते समय मीडिया से बातचीत में यह जानकारी दी। श्री गिलानी विदेशमंत्री हिना रब्बानी खार के साथ कल दोहा जा रहे हैं।

कांग्रेस ने पश्चिम बंगाल में किसानों और शिशुओं की मौतों पर चिंता व्यक्त की है। पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने आज कोलकाता में पत्रकारों से कहा कि राज्य प्रशासन को इन मुद्दों से निपटने के लिए आवश्यक कार्रवाई करनी चाहिए। उन्होंने कहा कि पश्चिम बंगाल में तृणमूल कांग्रेस और कांग्रेस का गठबंधन बना रहेगा। लेकिन साथ ही उन्होंने कहा कि सहयोगी पार्टी होने के बावजूद कांग्रेस राज्य सरकार की रचनात्मक आलोचना करती रहेगी।

उधर, पश्चिम बंगाल सरकार ने राज्य में ग्राम पंचायतों के कार्य निष्पादन का मूल्यांकन करने के लिए पंचायत सचिव सौरभ दास के नेतृत्व में नौ सदस्यों की एक समिति बनाई गई है। राज्य के पंचायत और ग्रामीण विकास मंत्री सुब्रोतो मुखर्जी ने आकाशवाणी को बताया कि राज्य सरकार ने पंचायतों को कार्य प्रदर्शन के आधार पर पुरस्कृत या फिर दंडित करने का फैसला किया है।

पश्चिम बंगाल में बांकुरा जिले के बेलफारीं में आज सुरक्षाबलों के साथ मुठभेड़ में एक कट्टर माओवादी मारा गया। पुलिस सूत्रों के अनुसार मधुपुर जंगल में इस आतंकवादी के होने की खबर मिलने पर संयुक्त पुलिस बल ने हमला किया और उसे मार गिराया। पुलिस ने घटनास्थल से हथियार और गोला बारूद बरामद किए हैं।

महाराष्ट्र में उस्मानाबाद जिले में नलदुर्ग में आज एक सड़क दुर्घटना में ८ लोगों की मृत्यु हो गई और ७ अन्य घायल हो गए।
यह दुर्घटना उस समय हुई जब तीर्थ यात्रियों को पंढरपुर से हैदराबाद ले जा रहा एक ट्रक सड़क किनारे पेड़ से टकरा गया। घायलों को सोलापुर सिविल अस्पताल में भर्ती कराया गया है।

ओड़िशा में केन्द्रीय मुर्गीपालन विकास संगठन के एक फार्म में बर्डफ्‌लू का पता चलने पर आज भुबनेश्वर में मुर्गियों को मारने का काम शुरू कर दिया हैं। इस काम में लगे पांच त्वरित कार्रवाई दलों ने २९ हजार मुर्गियों में से अब तक १८ हजार से अधिक मुर्गियों को मार दिया है। एक दिन पहले केन्द्र ने ओड़िशा सरकार को केन्द्रीय मुर्गीपालन विकास संगठन तथा इसके आसपास के तीन किलोमीटर के दायरे के फार्मों में मुर्गियों को मारने का निर्देश दिया था।

अमरीका के कोलारेडो स्प्रिंग्स में डेव शुल्ट्ज मेमोरियल अंतरराष्ट्रीय कुश्ती टूर्नामेंट में भारत के अनिल कुमार ने ग्रीको रोमन मुकाबले में स्वर्ण पदक जीत लिया है। भारत ने ग्रीको रोमन में स्वर्ण पदक के अलावा रजत पदक भी जीता। इस तरह भारत ने टूर्नामेंट में कुल मिलाकर अब तक तीन स्वर्ण, दो रजत और दो कांस्य पदक जीत लिए हैं।

असम में चौथा सिनेआसा अंतरराष्ट्रीय फिल्म समारोह-२०१२ आज से गुवाहाटी में शुरू हुआ। असमिया फिल्म अभिनेता बीजू फुकन ने आज रवींद्र भवन में इस समारोह का उद्घाटन किया। समारोह में दुनियाभर की करीब चालीस फिल्में दिखाई जाएंगी। हमारे संवाददाता ने खबर दी है कि समारोह के उद्घाटन पर प्रसिद्ध फिल्म निर्देशक ऋतुपरणा घोष की बंगला फिल्म ÷नौकाडुबी' दिखाई गई।

India has said its support for a UN Security Council draft resolution backing an Arab League peace plan for a Syrian-led political resolution of the conflict was in accordance with its consistent stand on the issue. India’s permanent representative to the UN Hardeep Puri in a statement said, the resolution expressly rules out any measure under the UN Charter and calls for serious political dialogue between the Syrian government and the whole spectrum of the opposition under the auspices of the League of Arab States.

Mr Puri said, the political dialogue should be built upon the political reforms already announced by the Syrian leadership with necessary changes so that they find acceptance among all sections of Syrian society. The draft resolution, was however, vetoed by Russia and China.

Mr Puri expressed India's concern with the present situation which, he said, has resulted in the deaths of thousands of civilians and security forces personnel over the last ten months.

 Mr Puri made it clear that India was against all violations of human rights and all forms of violence, irrespective of who were its perpetrators.

Mr Puri said India had already impressed upon the Syrian side to abjure violence and pay heed to the aspirations of the people of Syria. He reiterated that India was firmly of the view that a political process for resolution of the present crisis should be led by the Syrians themselves.

In Uttar Pradesh the campaigning for the first phase will end tomorrow. Polling for first phase will be held on 8th February in 55 constituencies of 10 districts of mainly Awadh and eastern UP . More from our correspondent.

The last date for withdrawal of Candidature for fifth phase is also ending tomorrow. The Nomination for seventh and last phase will also begin from Monday. In the seventh phase, elections will be held in 60 assembly constituencies of ten districts of Muradabad, Lucknow and Bareilly divisions.

Maharashtrawadi Gomantak Party today withdrew support to the Congress-led coalition government in Goa. MGP President Deepak Dhavalikar said the party has forwarded letters conveying its decision to Governor K Sankaranarayanan, Assembly Speaker Pratapsinh Rane and Chief Minister Digambar Kamat.

Dhavalikar said, the party has finalised a pre-poll alliance with main opposition BJP. MGP has two MLAs in the 40-member Goa Assembly. The party's withdrawal of support, however, will not affect the stability of the Congress-led government, which still enjoys a majority in the House.

In West Bengal, one hard-core Maoist was killed in an encounter with security force at Belphari in Bankura district today. According to police sources the joint force launched attack on Maoists following a tip of on their presence in Madhupur forest area. Police recovered arms and ammunition from the spot. Meanwhile, the state government today gave compensation of one lakh rupees each to the 9th families at Goaltore west Midnapur who were killed in Maoist attacks in the district.

Freezing weather has hit transport hubs across Europe, closing airports, blocking roads and halting trains. Transport hubs in Central and Eastern Europe have been forced to close amid the biggest freeze in decades, which has claimed more than 260 lives. Ukraine has been hardest hit, with at least 122 deaths over the past week, including many who froze to death in the streets as temperatures plunged to as low as minus 38 degree Celsius.

Hundreds of heated tents have been set up around the country to provide food, drink and shelter. Poland has lost at least 45 people in temperatures as low as minus 27 degree Celsius, while Romania's death toll has reached 28. Reports says, the cold snap has also killed people in Bosnia, Latvia, Lithuania, Estonia, Bulgaria, the Czech Republic, Italy, Slovakia, France, Austria and Greece.

Finland is going through second round of polling to elect its new President. The final results are expected later today. In the first round of voting on 22nd January, none of the eight candidates obtained more than half of the votes. The battle now is between the presidential candidate of the National Coalition Party Sauli Niinisto and the Green League candidate Pekka Haavisto, who secured the most votes in the first round of voting.

In Afghanistan, nine persons including five policemen have been killed and 19 others injured in a car bomb attack near police headquarters in the southern Kandhar city today. According to official sources insurgents detonated an explosive laden vehicle near provincial police headquarters around 11 a.m. IST. The 19 persons injured in the blast include 6 policemen. The blast was so massive that the window panes of nearby buildings got shattered. No group has so far claimed responsibility for the incident.

Libya has put 41 loyalists of Moamar Gaddafi on trial, in the first legal proceedings launched against members of the former regime which was ousted after a bloody conflict. The accused, mostly civilians, appeared in a military court today in the eastern city of Benghazi.

They are accused of supporting the Gaddafi regime in its attempts to crush the popular revolt, as well as helping prisoners to escape and setting up "criminal gangs."

Their trial comes as human rights groups have raised concerns over Libya's judicial system and also accused former rebels of "torturing" Gaddafi loyalists in custody. The trial was later adjourned to February 15.

The West Bengal government has constituted nine member committee to evaluate the performance of Gram Panchayat in the State. The State Panchayat Secretary Mr. Sourabh Das is heading the Committee. Giving the information, the State Panchayat and Rural Development Minister Mr. Subroto Mukherjee told AIR that the State Government has decided to reward and penalise the Panchayat, based on their performance. Mr Mukherjee informed that the government will initiate legal action against those Panchayats whose performance are not satisfactory.

The State Government has already identify 135 non- performing Gram Panchayat who have failed to utilize funds mostly for project under Mahatma Gandhi National Rural Employment Act (NREGA) and Pradhan Mantri Gram Sadak Yojana. The government also decided to clear the wages to the workers under MGNREGA on daily wages.

India has pitched for greater collaboration among South Asian countries in addressing common health problems. Inaugurating the 4th Regional Meeting of South Asian Forum of Health Research in New Delhi, Union Health and Family Welfare Minister Ghulam Nabi Azad said vector borne diseases, diarrheal diseases and other health problems are such areas where collaborative efforts are required to develop common solutions and their cross border implementation.

"In the first stage , the pilot programme we are going on take about hundred district which will involve about population of hundred fifty to two hundred million population ,almost the size of our each individual neighboring countries .Within next two years, we would like to roll out this programme for the entire nation to screen everybody for diabetes and cancer cardio-muscular daises."

Our Correspondent reports, representatives from medical and health research councils from Bangladesh, Bhutan, Nepal, Pakistan and Maldives are participating in the three-day meeting.

 In Odisha, culling of birds started in Bhubaneswar today following detection of avian flu H5N1 virus in a farm of the Central Poultry Development Organisation. More than 18,000 of the 29,000 fowls have so far been culled by the five rapid response teams engaged in the work. A huge pit has been dug to bury the culled birds and elaborate arrangements have been made for disinfecting the area. The operation is likely to be completed in three days.

Milad-un-Nabi, the birth anniversary of Prophet Mohammed, was celebrated today with religious fervour and gaiety across the country. In Delhi, prayer meetings and procession were organized in the different parts of the city. In the Kashmir valley and Ladakh region, despite severe cold night-long special prayers were held in mosques and other shrines. The main function was held at Hazratbal shrine, which houses the Holy Relic of Prophet Mohammed.

Chasing a victory target of 217 runs set by the hosts, India were bundled out for 151 in 29.4 overs. For India, Virat Kohili made 31. Clint Mckay took four wickets for Australia. Earlier, India won the toss and decided to field.

The match was reduced to 32 overs due to rain.
