  • संयुक्त राष्ट्र सुरक्षा परिषद् ने लीबिया के खिलाफ प्रतिबंध लगाया। भारत इस मामले को युद्ध अपराध अदालत में सोच समझकर भेजने के पक्ष में।

संयुक्त राष्ट्र ने लीबिया पर प्रतिबंध लगा दिया है। भारत सहित संयुक्त राष्ट्र सुरक्षा परिषद के देशों ने वहां आम नागरिकों के खिलाफ दमनकारी कार्रवाई की कडी निंदा की है। संयुक्तराष्ट्र में भारत के राजदूत हरदीप सिंह पुरी ने कहा कि भारत लीबिया के मामले को हेग स्थित अंतर्राष्ट्रीय युद्ध अपराध अदालत-में भेजे जाने के बारे में सोच समझकर कदम उठाने के पक्ष में था। उन्होंने कहा कि भारत ने सुरक्षा परिषद के इस प्रस्ताव का इसलिये समर्थन किया, क्योंकि अफ्रीकी और अरब देश इस पर दबाव डाल रहे थे।
इस बीच विदेश मंत्रालय के सूत्रों ने आज नई दिल्ली में कहा कि लीबिया के खिलाफ प्रतिबंध लगाने का सुरक्षा परिषद का प्रस्ताव कल पूरे दिन सदस्य देशों के राजनयिकों के गहन विचार विमर्श के बाद सर्वसम्मति से पारित हुआ। यह प्रस्ताव फ्रांस, ब्रिटेन, जर्मनी और अमरीका ने तैयार किया था।

इस बीच, लीबिया की राजधानी त्रिपोली से पांच सौ तीस से अधिक भारतीय नागरिक सुरक्षित स्वदेश आ गए हैं। वे आज सुबह एअर इंडिया के दो विमानों से इंदिरा गांधी अंतर्राष्ट्रीय हवाई अड्डे पर पहुंचे। हमारे संवाददाता ने बताया है कि सरकार ने यात्रियों की मदद के लिए हवाई अड्डे पर व्यापक प्रबंध किये हैं।
लीबिया में फंसे 18000 भारतीयों को वापिस घर लाने की मुहिम शुरू हो चुकी है। इन्हें लाने के लिए हवाई मार्ग, जमीनी रास्ता और समुद्री मार्ग का सहारा लिया जा रहा है। नई दिल्ली और मुंबई से एयर इंडिया अगले महीने की 10 तारीख तक प्रतिदिन दो उड़ानें भरेंगी। इसके अलावा नौसेना के तीन जहाज उन्हें लाने रवाना हो चुके हैं। भूमध्यसागर से 1600 यात्रियों को लाने वाला जहाज भेजा जा चुका है। दूसरा यात्री जहाज स्कोशिया, मिस्र के पोर्ट सईद बंदरगाह से लीबिया के बेंगाज+ी शहर के लिए रवाना हो चुका है। लीबिया के तोबुले शहर से तकरीबन 150 भारतीय सड़क से सैलोम पहुंचने वाले हैं जो मिस्र की सीमा से सटा है। मिस्र की सरकार उन्हें पहुंचते ही वीजा देने पर राजी हो गई है। विदेश मंत्रालय की एक विज्ञप्ति में कहा गया है कि कल शाम अट्ठासी भारतीय सड़क मार्ग से लीबिया से ट्यूनिसिया के रासजेदिर पहुंचे। इन सभी को ट्यूनिसिया के एक होटल में ठहराया गया है जहां से उनके भारत के लिए शीघ्र रवाना होने की संभावना है। इनके बारे में किसी भी जानकारी के लिए ट्यूनिसिया में भारतीय राजदूत पी. एस. रंधावा से टेलीफोन नंबर- 0 0 2 1 6 7 1 7 8 1 2 2 9 पर संपर्क किया जा सकता है।

उधर बहरीन, ओमान और यमन सहित कई अरब देशों में विरोध प्रदर्शन जारी हैं। हमारे संवाददाता ने बताया है कि संबद्ध सरकारों ने इन प्रदर्शनों को रोकने के लिए कई उपाय किए हैं।
बहरीन में प्रदर्शन जारी है और लोग विरोध में पल चौक में ओबाम में प्रदर्शनों की खबरें हैं जबकि दोनों देशों में स्थिति को शांत करने के प्रयास के तहत मंत्रिमंडल में परिवर्तन किए गए हैं। ईराक में भीषण प्रदर्शनों के बाद प्रधानमंत्री ने अपने मंत्रियों को कार्य कुशलता साबित करने के लिए 100 दिनों का समय दिया है। तो मिस्र में सरकार ने प्रजातंत्र को मजबूत करने के उद्देश्य से संविधान संशोधन को मंजूरी दी है। उधर, यमन में प्रदर्शनकारी 32 सालों से शासन कर रहे राष्ट्रपति को हटाने की मांग को लेकर सड़कों पर है।

मलेशिया की पुलिस ने कुआलालम्पुर में एक प्रतिबंध ंिहदू अधिकार संगठन के एक सौ नौ सदस्यों को गिरफतार किया। गिरतार किये गए लोग भारतीय मूल के हैं, जो देश के उच्च विद्यालय के पाठ्यक्रम में एक विवादित पुस्तक के अंश का विरोध कर रहे थे। स्कूल की एक पाठ्य पुस्तक में परंपरागत हिंदू जाति प्रथा के आपत्तिजनक अंश को हटाने से सरकार के इंकार करने के बाद उत्तेजित भारतीय मूल के लोगों ने रैली करने का फैसला किया था। सरकार ने इनकी शिकायत पर विचार करने के लिए एक समिति बनाई है। लेकिन कहा कि पढ़ाई जारी रखी जायेगी और संवेदनशील पहलुओं में बाद में संशोधन किया जायेगा।

रिजर्व बैंक के गवर्नर डी सुब्बा राव ने कहा है कि देश में अनाज की कमी और उसके बढ़ते दामों से तत्काल निपटने के लिए कृषि उत्पादन बढ़ाने की आवश्यकता है। ओड़ीशा में भुवनेश्वर में भारतीय प्रौद्योगिकी संस्थान आईआईटी के छात्रों से बातचीत में श्री सुब्बा राव ने कहा कि दिसम्बर 2009 और दिसम्बर 2010 के बीच खाद्य पदार्थों की कीमतों में अंतर्राष्ट्रीय स्तर पर 25 प्रतिशत वृद्धि हुई है। उन्होंने कहा कि खाद्य पदार्थों की मुद्रास्फीति पिछले कुछ महीनों से दहाई अंक में चल रही है और यह सरकार के लिए चिंता की बात है।

वित्त मंत्री प्रणब मुखर्जी कल लोकसभा में वर्ष 2011-12 का आम बजट पेश करेंगे। इसमें बढ़ती महंगाई से निपटने, बुनियादी ढांचा क्षेत्र में निवेश बढ़ाने, कृषि उत्पादन बढ़ाने और कर ढांचे को और व्यवस्थित करने को प्राथमिकता दी जा सकती है। श्री मुखर्जी यू पी ए सरकार के दूसरे कार्यकाल का लगातार तीसरा बजट पेश करेंगे। आर्थिक सर्वेक्षण से मिले संकेतों के अनुसार वित्त मंत्री के बजट भाषण में भ्रष्टाचार तथा कालेधन से निपटने के उपायों और आर्थिक सुधारों को आगे बढ़ाने के उपाय शामिल हो सकते हैं।

कल के बजट में जहां सरकारी सेवकों को आयकर में छूट दिये जाने की उम्मीद है वहीं कीमतों में वृद्धि को देखते हुए किसानों को भी राहत दिये जाने की संभावना है। जानकारों की मानें तो औद्योगिक क्षेत्र भी बजट में मौजूदा आर्थिक हालात को देखते हुए राहत की आस लगाए हुए है और उसके लिए कुछ नई घोषणाएं भी की जा सकती हैं। इसके अलावा भ्रष्टाचार और काले धन की वापसी के साथ ही कृषि उपज बढोतरी के लिए जलवायु परिवर्तन को देखते हुए किसानों को बेहतर तकनीकी सुविधाएं उपलब्ध कराए जाने की बात भी वित्त मंत्री अपने बजट भाषण में कर सकते हैं।

दिन में एक बजे से दो बजे तक आकाशवाणी से बजट प्रस्तावों पर विशेष चर्चा प्रसारित होगी। विशेष बजट बुलेटिन और परिचर्चा के कारण दिल्ली से प्रसारित होने वाले क्षेत्रीय समाचार बुलेटिनों के प्रसारण समय में परिवर्तन किया गया है।

जम्मू-कश्मीर विधानसभा का बजट सत्र शीतकालीन राजधानी जम्मू में कल से शुरू हो रहा है। राज्यपाल एन एन वोहरा विधानमंडल के दोनों सदनों को संबोधित करेंगे। हमारे संवाददाता ने बताया है कि राज्य के वित्त मंत्री अब्दुल रहीम राठर 7 मार्च को बजट पेश करेंगे।
कल से शुरू होने वाला जम्मू कश्मीर विधानसभा का बजट सत्र काफी हंगामा खैज होने की आशंका है। जम्मू की राजनीतिक पार्टियों बीजेपी और जम्मू कश्मीर नेशनल पेथेंस पार्टी ने राज्य की सुरक्षा स्थिति कोरपेशन बेरोजगारी समीकरण जम्मू संभाग में पर्यटक को बढ़ावा देने जैसे मुद्दों को उठाने का फैसला किया है। वहीं दूसरी और सत्ताधारी नेशनल कांफ्रेंस और कांग्रेस ने विपक्ष के तैवरों को देखते हुए अपनी रणनीति बना ली है।

राजस्थान सरकार ने जोधपुर में सरकारी उम्मेद अस्पताल के ड्रग इंस्पेक्टर और स्टोर कीपर को 13 महिलाओं को दूषित ग्लूकोज देने के आरोप में निलंबित कर दिया है। प्रसव के दौरान ज्यादा रक्त स्राव से इन महिलाओं की मृत्यु हो गई थी। राज्य सरकार ने प्रत्येक महिला के परिजन को पांच लाख रूपये मुआवजा देने की घोषणा की है। सरकारी सूत्रों ने बताया है कि मुख्य मंत्री अशोक गहलोत की अध्यक्षता में कल जयपुर में हुई उच्च स्तरीय बैठक में यह फैसला किया गया। मुख्य मंत्री ने जोधपुर के मंडल आयुक्त को इस पूरी घटना की जांच करने का निर्देश दिया है।

ओड़ीशा में भद्रक से लगभग आठ किलोमीटर दूर रेनीताल में मानव रहित रेल क्रॉसिंग पर पुरी-नई दिल्ली नीलांचल एक्सप्रेस ट्रेन रोड रोलर से टकरा गई। इस घटना में कोई यात्री घायल नहीं हुआ। रेलवे सूत्रों ने बताया है कि ट्रेन नम्बर 12875 के दस डिब्बे और इंजन पटरी से उतर गए। रोड रोलर का ड्राइवर बुरी तरह घायल हो गया। इस घटना के बाद चेन्नई-हावड़ा मार्ग पर रेल यातायात प्रभावित है।

भारतीय जीवन बीमा निगम-एल आई सी ने कहा है कि सहायक प्रशासनिक अधिकारी के पद के चयन के लिए प्रश्न पत्र लीक मामले की पुलिस जांच पूरी होने के बाद ही आज हुई परीक्षा को रद्द करने के बारे में फैसला करेगी। एल आई सी के प्रवक्ता ने बताया कि सार्वजनिक क्षेत्र की कंपनी ई डी सी आई एल को परीक्षा कराने की जिम्मेदारी सौंपी गई थी। उन्होंने कहा कि एल आई सी की सतर्कता विभाग को परीक्षा के सभी प्रश्न पत्र जब्त करने के आदेश दिये गए हैं।

ब्राजील, दक्षिण अफ्रीका, भारत और चीन यानि बेसिक देशों के पर्यावरण मंत्रियों ने आज नई दिल्ली में जलवायु परिवर्तन की समस्या से निपटने के लिये अंतर्राष्ट्रीय और राष्ट्रीय स्तर पर एक कार्य योजना के बारे में विचार विमर्श किया। सम्मेलन के बाद पर्यावरण मंत्री जयराम रमेश ने कहा कि विकासशील देशों के लिये बहुत महत्वपूर्ण बौद्धिक संपदा अधिकार और व्यापार जैसे मुद्दों पर कॉनकन समझौते में पर्याप्त ध्यान नहीं दिया गया था। उन्होंने कहा कि इन देशों के मंत्रियों ने जलवायु परिवर्तन से निपटने और कार्य योजना तैयार करने के लिये वित्तीय समर्थन जुटाने के मुद्दे पर बातचीत की।

India today joined other UN Security Council members in imposing sanctions against the Libyan regime and deplored the unacceptable use of force in the country. India's ambassador to the UN, Hardeep Singh Puri, however said that New Delhi favoured a more calibrated approach on referring the matter to a war crimes tribunal. He also asked Libya to ensure the safe departure of foreigners from the country. The envoy, however added that India had gone along with the consensus in the Council because African and Arab states wanted to refer the matter to the ICC, and this was also what Libyan envoy Mohamed Shalgam had asked for in his letter sent to the Council yesterday. External Affairs Ministry sources said in New Delhi today, the resolution to slap sanctions against the Gaddafi regime was passed unanimously by the UNSC after diplomats spent an entire day yesterday working on the draft prepared by France, UK, Germany and the US. The United Nations refugee agency says, about one hundred thousand people have fled the violence hit Libya to neighbouring countries in the past week. Figures from the agency said, the majority of them are foreign migrant workers.

Over 530 Indian nationals have arrived home safely from Tripoli, the capital of the strife torn Libya. They reached the Indira Gandhi International airport in New Delhi by two Air India flights this morning. AIR Correspondent reports that the government has made elaborate arrangements at the airport to help the passengers. Apart from the officials of the Ministry of External Affairs, Resident Commissioners of 12 states were also present at the airport to help the passengers. Ten state governments have set up help desks at Terminal 2. All the services have been provided for free. AIR correspondent reports, three naval warships have also set sail for Malta yesterday.

In Bahrain, thousands of protesters are camping at Pearl Square in central Manama, demanding sweeping political reforms in the country. In an effort to ease the current political situation in the country, Bahrain’s King Hamad bin Isa Al Khalifa has reshuffled his cabinet. According to Bahrain’s official news agency, BNA, King has dropped four ministers, taking in two new Ministers and changing the portfolios of a few others. The King also announced a 25 per cent reduction in installments of the citizens’ monthly pay for their housing services provided by the government. A prominent Bahraini opposition leader Hassan Mushaima who returned home after months of self-imposed exile from London has urged the rulers to be responsive to demands for more political freedom. Meanwhile, eighteen Bahraini MPs from Al-Wefaq Shiite opposition bloc officially submitted their letter of resignation today to protest the killing of anti-regime demonstrators. In Oman, there are reports of clashes between police and anti government protestors in the town of Sohar. Police fired rubber bullets on anti-government protesters and military moved in to secure the area. In Yemen, pressure is growing on President Ali Abdullah Saleh to resign after the leaders of two of Yemen's most important tribes abandoned the president and joined the anti-regime movement. In Egypt, a panel tasked with amending the country's constitution has recommended several amendments to the constitution to strengthen democracy in the country.

Protestors in Bahrain are demonstrating and camping at Pearl square while fresh protests have been reported in Oman where cabinets have been reshuffled to redress public grievances. Iraqi Prime minister has given 100 days to his ministers to perform after deadly protests and Egypt government has accepted the recommendations of a panel, which has suggested amendments to the constitution strengthening democracy. Yemeni protestors are demonstrating asking its president to step down who is in power for more than 32 years. Countries in the region are taking desperate measures with making financial and some political concessions to ease the situation but analysts say that steps taken so far have proved far less than the expectations, as people are looking for real political reforms, reflecting their aspirations.

The Malaysian police today arrested 109 members of a group linked to a banned Hindu rights outfit of ethnic Indians. They were arrested for participating in an "illegal" rally in Kuala Lumpur to protest against the introduction of a controversial book in the country's senior school curriculum.  The rally was sparked by anger over the government's refusal to drop the school textbook that contains references to the traditional Hindu caste system which the protesters said were racially insensitive to ethnic Indians. The government has set up a panel to look into the complaint and said the book would continue to be used but amendments would be made to several aspects considered sensitive by the Indian community.

The RBI Governor D Subbarao said, to combat food scarcity and consequent soaring prices, immediate steps should be taken to raise agriculture output substantially in the country. He said, for stepping up farm productivity and production, it is necessary to increase investment in water management and rural   infrastructure. He was talking to students of the Indian Institute of Technology at Bhubaneswar in Odisha. Calling for launching a second green revolution in India, Mr. Subbarao said that between December 2009 and December 2010, food prices in the world market had gone up by 25 per cent. He said, rising prosperity in rural India is also leading to food scarcity, which is driving up food prices.

Finance Minister Pranab Mukerjee will present the budget for 2011-12 in the Lok Sabha tommorrow. Mr. Mukerjee is presenting the third consecutive budget of UPA II. Tackling inflation, price rise, increasing investments in infrastructure and agriculture besides rationalisation of tax structure are likely to be priorty areas of the Finance minister. Measures to tackle  corruption and unearthing black money may also figure in the budget speech apart from taking the reform process forward, as indicated in the economic survey. AIR correspondent reports  that the common man will be the focus of the budget with expectations of higher allocations for  social sector including health, education and food security. Measures to plug leakages in the public distribution system, PDS, may also figure in the budget as economic survey has pointed out that 55 per cent of food grains in PDS, get diverted.

With the economy on higher growth path expectations from the budget are very high.

It will be a tight rope walk for Mr Pranab Mukerjee to balance between fiscal consolidation and sustaining growth and employment with inflation still on s higher pedestal.

The Rajasthan Government suspended a drug inspector and a store keeper of the state-run Ummed hospital in Jodhpur after 13 women died allegedly after being administered contaminated intravenous fluids. All the women died due to excessive bleeding during childbirth. The state government also announced a compensation of five lakh rupees each to the families of the victims. An official said today that these decisions were taken at a high-level meeting in Jaipur last night presided by Chief Minister Ashok Gehlot who also directed the Jodhpur Divisional Commissioner to probe the deaths and submit a report within 15 days. At least 13 women have died and three others are battling for their lives after they were allegedly administered the fluids in Ummed and MG hospitals since February 13. An official said, the government has also blacklisted a glucose supply company Anshul Farma.

LIC will decide on the cancellation of examination for the post of Assistant Administrative Officer after the police investigations on question paper leaks are over. A spokesman of the Corporation said that the LIC had outsourced the conduct of examination to a state owned company Educational Consultants India Limited (EDCIL). He added that the Corporation has sought a detailed report from the EDCIL and asked its vigilance wing to seize all papers soon after the examination is over. As reported the question paper of an all-India examination for the post of Assistant Administrative was leaked today in Delhi ahead of the test. Deputy Commissioner of Police Ashok chand told AIR correspondent that the leak was detected after police arrested a youth who allegedly sold the papers for five lakh rupees each. He said, later police made four more arrests. Our correspondent adds that the test was conducted in two sessions in 160 centres across the country. 1.65 lakh candidates appeared in the test.

One person was injured when Puri-New Delhi Neelachal Express hit a road roller and derailed near Bhadrak, about 120 kilometers from Bhubaneswar. Railway officials said about 10 bogies of the express train- and the engine derailed after hitting the road roller crossing the track at an unmanned level crossing at Rambhila, about 10 kilometers from Bhadrak railway station this afternoon.

The country today remembered revolutionary freedom fighter Chandra Shekhar “Azad” on his 80th martyrdom day today. It was on this day in 1931 that Azad sacrificed his life fighting for the country's freedom.

The martyrdom day of revolutionary freedom fighter Chandrasekhar Azad was observed at Azad park in Allahabad today. It was in this park on 27th February in 1931 Chandrasekhar Azad sacrificed his life during a gun battle with British police. Several organizations and people from all sections paid tribute to the revolutionary leader and remembered his sacrifice for the sake of country's freedom. The UP armed police gave a 21-gun salute to the great revolutionary.
