लीबिया से दो हजार और भारतीय नागरिकों को आज वापस लाया जाएगा। विदेशमंत्री एस एम कृष्णा ने बैंगलुरू में बताया कि एक हजार से अधिक लोग आज सुबह दिल्ली पहुंचे। इसके अलावा एयर इंडिया के विमान से २५५ भारतीय, नई दिल्ली और इजिप्ट एयर के तीन चार्टर्ड विमानों से ८०४ भारतीय कल मुम्बई पहुंचे थे।
विदेश राज्य मंत्री परणीत कौर ने कल राज्यसभा में एक बयान में बताया कि लीबिया में फंसे जो भारतीय वहां से आना चाहते हैं उन्हें बृहस्पतिवार तक स्वदेश ले आया जाएगा। उन्होंने सदस्यों की चिन्ताओं से सहमति प्रकट करते हुए कहा कि १६ हजार में से करीब १० हजार भारतीयों को कल रात तक स्वदेश लाया जा चुका है। इस मुद्दे पर लोकसभा में भी सदस्यों ने चिन्ता प्रकट की। श्रीमती कौर ने ताजा स्थिति की जानकारी देते हुए कहा कि लीबिया में अब तक सड़क दुर्घटनाओं में दो भारतीय मारे गए हैं।
उन्होंने कहा कि लीबिया से भारतीयों को स्वदेश लाने के लिए काहिरा में एक विमान तैयार खड़ा है और एक अन्य विमान को भी तैयार रहने को कहा गया है। नौसेना के दो जहाजों आईएनएस-जलाश्व और आईएनएस-मैसूर के मंगलवार तक वहां पहुंच जाने की उम्मीद है। श्रीमती कौर ने कहा कि भारतीयों को स्वदेश लाने के लिए उनसे कोई किराया नहीं लिया जा रहा है।
लीबिया में भारतीयों की सम्पत्ति की सुरक्षा के मुद्दे पर विदेश राज्यमंत्री ने कहा कि यह मेजबान देश की जिम्मेदारी है और वहां नई सरकार बनने पर भारत उससे इस संबंध में बात करेगा।

लीबिया के पूर्वी इलाके पर कब्जे के लिए गद्दाफी समर्थक सेना को विद्रोहियों के साथ घमासान लड़ाई लड़नी पड़ रही है। इस लड़ाई और सेना के हथियार भंडार में विस्फोट होने से कम से कम ४९ लोग मारे गए हैं। सुरक्षा बलों के ज+ाविया शहर पर कब्जा करने के प्रयास में कम से कम ३० लोगों के मारे जाने की खबर है। विद्रोहियों के कब्जे वाले बेनगाजी शहर के पास सेना के हथियार भंडार में दो विस्फोट होने से कम से कम १९ लोगों की मृत्यु हो गई और अनेक घायल हो गए। १५ फरवरी को शुरु हुए विद्रोह के बाद पहली बार इंटरपोल ने कर्नल गद्दाफी, और १५ अन्य के खिलाफ ऑरेंज अलर्ट जारी किया है।

प्रत्यक्षदर्शियों के हवाले से खबरों में बताया गया है कि अमरान शहर में सैनिकों ने प्रदर्शनकारियों पर गोली चलाई, जिससे चार लोग मारे गये और सात घायल हो गये। राष्ट्रपति सालेह को हटाने की मांग को लेकर हजारों लोग सना विश्वविद्यालय के पास जमा हैं। सुरक्षाबल उन पर कड़ी नजर रखे हुए हैं।

पांच राज्यों में होने वाले विधानसभा चुनावों को देखते हुए संसद के बजट सत्र के कार्यक्रम का फिर से निर्धारण किया गया है। लोकसभा की कार्यमंत्रणा समिति ने कल नई दिल्ली में हुई संसदीय कार्य संबंधी कैबिनेट समिति की सिफारिशों को स्वीकार कर लिया है। संशोधित कार्यक्रम के अनुसार चालू सत्र का वित्तीय कामकाज इस महीने की २५ तारीख तक पूरा करने के साथ ही बजट सत्र का पहला चरण समाप्त हो जाएगा।
दूसरा सत्र बाद में होगा, जिसके लिए तारीख अभी तय नहीं हुई है। पूर्व कार्यक्रम के अनुसार बजट सत्र का पहला चरण १६ मार्च को समाप्त होना था और दूसरा चरण ४ से २१ अप्रैल तक होना था।
सरकारी सूत्रों के अनुसार संसद का विशेष अधिवेशन मई के अन्त में शुरू किये जाने का प्रस्ताव है।

-------- तमिलनाडु में विधानसभा चुनाव के लिए ऑल इंडिया अन्ना डीएमके ने ४१ सीटें फिल्म अभिनेता विजयकांत के नेतृत्व वाली डीएमडीके पार्टी को देने का प्रस्ताव किया है। ऑल इंडिया अन्ना डीएमके मोर्चे में शामिल वामपंथी दल और एमडीएमके अभी भी सीटों के बंटवारे को लेकर बातचीत कर रहे हैं। राज्य में विधानसभा चुनाव १३ अप्रैल को होने हैं।

अफगानिस्तान में पूर्वी कुनार प्रान्त में नेटो के नेतृत्व वाली गठबंधन सेना के एक हवाई हमले में कम से कम पांच तालिबानियों के मारे जाने की खबर है। घटना उस समय हुई, जब डांगलाम जिले में उग्रवादियों ने गठबंधन सेना और अफगान नेशनल आर्मी के काफिले पर हमला किया। इस घटना में दो व्यक्ति घायल भी हो गये।
एक और घटना में सुरक्षाबलों ने तालिबान के एक ठिकाने पर हमला करके दो उग्रवादियों को मार दिया। इनमें उत्तरी कुंदूज प्रान्त का तालिबान का जिला प्रमुख भी शामिल है। दक्षिणी अफगानिस्तान में सड़क के किनारे हुए बम विस्फोट में एक विदेशी सैनिक भी मारा गया।

नेपाल में पूर्व प्रधानमंत्री और नेपाली कांग्रेस के वयोवृद्ध नेता कृष्ण प्रसाद भट्टाराई का अंतिम संस्कार कल काठमांडू में किया जाएगा। उनका कल रात काठमांडू में निधन हो गया था। श्री भट्टाराई के पार्थिक शरीर को मध्यरात्रि के बाद बांदेगांव, ललितपुर स्थित उनके आश्रम में लाया गया। सैंकड़ों पार्टी कार्यकर्ता और राजनीतिक दलों के नेता दिवंगत नेता के अंतिम दर्शनों के लिए आश्रम पहुंचे। नेपाली कांग्रेस ने १३ दिन के शोक की घोषणा की है। पार्टी ने दिवंगत भट्टाराई का पार्थिव शरीर कल १० बजे से १२ बजे तक रंगशाला में रखने का फैसला किया है ताकि लोग उन्हें अंतिम श्रद्धांजलि अर्पित कर सकें।
१८ वर्ष की उम्र में भट्टाराई ने अपना राजनीतिक सफर शुरू किया। बनारस में १९४२ से भारत छोड़ो आंदोलन में वो भाग लिया। नेपाली राष्ट्र कांग्रेस गठन किया, जो बाद में १९५० में नेपाली कांग्रेस में शमिल किया। १९६८ में नेपाल संसद का पहला स्पीकर चुन लिया। वे दो बार प्रधानमंत्री का पद संभाला। भट्टाराई कवि, गांधीवाद और ईमानदार नेता के रूप में पहचान था। उनके नेतृत्व में नेपाली राजनीति में एक शून्य आया है। दे नाम चू, काठमांडू से।

जम्मू-श्रीनगर राष्ट्रीय राजमार्ग लगातार चार दिन तक बंद रहने के बाद आज एकतरफा यातायात के लिए खोल दिया गया। वाहनों को जम्मू से श्रीनगर जाने की अनुमति दी गई। चट्टाने खिसकने के कारण कई स्थानों पर सड़क मार्ग ठीक न होने की वजह से दोनों ओर से यातायात चालू करना संभव नहीं था।

Another two thousand Indians will be evacuated from Strife torn Lybia today. Talking to reporters in Bengaluru, the External Affairls Minister Mr. S.M. Krishna said, more than one thousand people reached Delhi this morning. Another batch of over 1,000 Indians was airlifted from Libya in three chartered flights of Egypt Air and one special flight of Air India yesterday. Airport officials said, while Air India flight with 255 passengers landed at the IGI airport in New Delhi, 804 evacuees reached Mumbai by three chartered flights of Egypt Air.
Making a statement in the Rajya Sabha yesterday the minister of state for external affairs Ms. Praneet Kaur said, all Indians, stranded in Libya and want to leave, will be evacuated by Thursday. Responding to the concern of members on the issue, about 10,000 out of 16,000 Indian nationals have been evacuated till last night. Giving an update of the situation, in the Lok Sabha Ms.Kaur said two Indians have died so far in accidents in Libya.
Ms. Kaur said an IL-76 heavy-lift aircraft has been positioned in Cairo to undertake possible operations from Libya and a second aircraft is also being kept in readiness. Two Navy warships - INS Jalashwa and INS Mysore - are also expected to be there by Tuesday to assist in evacuation of any Indian who might still be in the coastal towns of Libya. Besides, a passenger ship Scotia Prince will reach Benghazi in Libya today after dropping the first batch of 1,188 Indian nationals to Alexandria in Egypt. She said there is no cut-off date for completion of evacuation. To a query, she said the Government is not charging any fare from them. She informed the house that External Affairs Minister S M Krishna has already talked to his Libyan counterpart and has been assured of all possible assistance for the purpose.
In the Lok Sabha, Minister for Overseas Indian Affairs and Civil Aviation Vayalar Ravi said, the government had pressed into service six aircraft besides ships to bring back the Indians and facilitate free onward journey of the evacuees to their final destinations in this country. More flights would be operated if necessary. Railway Minister Mamata Banerjee said the railways will ferry the evacuees free of cost from airports to their final destination.

Clashes between Pro-Gaddafi forces and rebels continue in eastern Libya. The Gaddafi regime is trying hard to reclaim lost territory and also to quell fresh protests in Tripoli. Reports say, at least 49 people were killed in the fighting and explosions in a military arms depot. Western media reports said, at least 30 civilians were killed after security forces attempted to retake Az Zawiyah.
In another development, two explosions at a military arms depot outside the rebel-held city of Benghazi, left at least 19 people dead and dozens injured. The Interpol has issued an Orange Notice against Gaddafi and 15 other Libyans.<<<>>>
While Anti-government protestors continue to camp at Bahrain’s Pearl Square and a square in Yemeni capital Sanaa , demonstrations took place in several countries across West Asia .The biggest demonstrations were held in Yemen, yesterday where thousands of people rallied in several cities including capital Sanaa. Several thousand of Iraqis rallied in Baghdad and other cities in anti-government demonstrations despite security checkpoints and a vehicle ban. In Oman, more than hundred people demonstrated at the Globe Round About in Sohar city. The protestors say they are not against the Sultan but want him to address the corruption and economic issues. Protestors in Egypt gathered at Tahrir Square in large numbers where country’s new Prime Minister Essam Sharaf addressed the demonstrators. Jordanians also held demonstrations as they have held protests every Friday for more than two months to demand a greater political voice and action to reduce poverty and unemployment.

Chief Election Commissioner S.Y. Quraishi says, the Commission is firm in tackling the phenomenon of paid news and will take stricter action on culprits influencing the polls. Talking to reporters in New Delhi he said that media should refrain from sponsored articles that may distort the voters' awareness. He assured peaceful and fair assembly elections in five states. Reacting to a question on eruption of pre poll violence in West Bengal, he said that elaborate security measures will be made and central election teams will visit the state in coming days to access the ground reality.
Earlier, the Election Commission ruled out any possibility to postpone Assembly elections in Tamil Nadu as demanded by major political parties. He added that every issue was factored in before announcing the poll schedule. Mr. Quraishi also urged the media to spread awareness among the masses regarding their participation in voting.

In Tamilnadu, the AIADMK has offered 41 seats to the Desiya Murpokku Dravida Kazhagam (DMDK)
led by actor Vijayakant as part of its alliance in the Assembly elections on April 13. The actor met the AIADMK Chief Ms. Jayalaithaa at her residence and finalised the deal last night. The Left parties and Marumalarchi Dravida Munnetra Kazhagam (MDMK), the other major parties in the AIADMK front, are still continuing their talks on seat-sharing. On the other hand, the DMK Chief Mr. Karunanidhi has expressed his displeasure over the constantly rising demands of the Congress. AIR Correspondent reports that Mr. Karunanidhi has said that he was upset with the Congress stand and said that an appropriate decision would be taken at the DMK's high-level action committee meeting to be held later today.

Senior Congress leader Pranab Mukherjee says, the seat sharing formula with DMK in Tamil Nadu will be resolved soon. He was talking to reporters on the sidelines of a function in New Delhi today.The talks between the two parties on the issue were inconclusive and a senior DMK leader is coming to Delhi to hold talks with the top brass of Congress. The two parties have so far held several rounds of talks on the issue.

The forthcoming assembly elections are Kerala is noted for certain unique features. Unlike other states female voters outnumber male voters inthe State. Their number is more than ten lakh as against the male voters. Electronic voting machines will be used in all the 140 constituencies during the single phase election of Kerala.
During 2006 assembly elections the number female voters of Kerala stood at slightly above one crore eleven lakh. For the forthcoming election on 13 th of next month one crore nineteen lakh women of Kerala are eligible to vote. However, this advantage is rarely reflected when it comes to candidature. In 2006 elections only 70 women candidates of major political parties were in the fray and in the 140 strong state assembly the strength of women MLAs are restricted to just seven. Use of Electronic voting machines in all the constituencies of Kerala is another highlight of the coming election. It may be recalled that in India EVMs were first used in Kerala during 1982 assembly elections.

The Budget session of Parliament has been rescheduled in view of the forthcoming assembly elections in five states. The Business Advisory Committee of the Lok Sabha approved the recommendations of the Cabinet Committee on Parliamentary Affairs which met in New Delhi yesterday. According to the revised schedule the session will conclude its financial business by 25th of this month. The first part of the session will come to an end then and the second part of the session will be convened later. Sources in the Parliamentary Affairs Ministry said that the date for the second part of the session have not been yet finalised. As per the original schedule, the first phase of the Budget Session was to end on March 16th. The second phase was planned to be held between April four and April 21st.
The Election Commission announced polls in five states -- Assam, West Bengal, Tamil Nadu, Puducherry and Kerala -- from April four to May 10th. The counting of votes in all the three states will be held on May 13th. The Government sources said there was a proposal to hold a special session of Parliament beginning late May.

There is an increase of 24 percent in the outlay for the education sector in the Budget for 2011-12. The budget proposes an allocation of over 52 thousand crore rupees for this sector. The increase of allocation is important in the wake of number of measures taken by the government to strengthen national knowledge network, focus on innovations in the research and development and implementing a scheme to improve the employability of youth. The budget also provides for special grants to recognize excellence in universities and academic institutions and creation of 15 crore skilled work force in two years ahead of the set target. The budget has also provisions for commemorating 150th birth anniversary of Rabindra Nath Tagore which begins from the 7th of May. An international award with a prize money of one crore rupees is being instituted for promoting values of universal brotherhood in the memory of Guru Dev Tagore. AIR correspondent reports that the right to education will be the centre of focus in the education sector and sufficient amount has been provided for implementing this historic legislation effectively.

The Centre will convene a meeting of Andhra Pradesh, Orissa and Chhattisgarh for expediting environment clearances for Polavaram irrigation and hydel project in Andhra Pradesh. Environment Minister Jairam Ramesh told Rajya Sabha yesterday that he is convening a meeting of chief ministers of the states to resolve the differences among them over the project.
The Minister said, although the forest clearance was given to the about 17,000 crore rupee Indirasagar multi-purpose project in West Godavari district of Andhra Pradesh, Orissa and the Chhattisgarh governments have to make embankments to protect submergence of villages.

An emergency meeting of the newly constituted Congress Working Committee today condoled the demise of senior party leader Arjun Singh. The meeting, chaired by party president Sonia Gandhi, passed a resolution describing Arjun Singh as a symbol of secular values in Indian politics. It said Singh had always fought against communal forces. The resolution also said that Singh's efforts to uplift tribals, dalits and the under privileged will be remembered for a long time. Among others prime minister Dr Manmohan Singh attended today's CWC meet.
The veteran Congress leader had died yesterday after a heart attack. Party General Secretary and media department chief Janardan Dwivedi said Singh's body will be taken to his home town Churhat in Madhya Pradesh where the last rites will be performed tomorrow. Senior party leaders Pranab Mukherjee and Mohsina Kidwai will attend the cremation.
A large number of leaders cutting across party lines and people turned up at his residence in New Delhi to pay their last respects to the departed leader. Prominent among them were Congress chief Sonia Gandhi, Prime minister Dr Manmohan Singh and senior BJP leader Arun Jaitley.

At least 2000 people have been rendered homeless following a slum fire in Mumbai which charred hundred of shanties in Garib Nagar last night. Fire officials said, though no one died, 21 people including four firemen were injured in the incident. The injured have been admitted to the Bhabha hospital.

In Afghanistan, at least 5 militants were killed today in an air strike by NATO-led coalition forces in eastern Kunar province. A police official said the incident took place in Danglam district when militants attacked a convoy of coalition and Afghan National Army forces. He said two others were wounded in the incident. Danglam is an insecure district in the province and previously Afghan and foreign forces have launched military operations there to clear it of militants. In another incident, security forces raided a Taliban hideout and eliminated two militants including a shadowy district chief in northern Kunduz province. Meanwhile, one foreign soldier was killed in a roadside bomb blast in southern Afghanistan yesterday.

In Nepal, the last rites of former Prime Minister Krishna Prasad Bhattarai will be performed in Kathmandu tomorrow. The Nepali Congress has announced a thirteen day mourning. AIR Katmandu correspondent reports Bhattarai's body will be kept at the Rangashala, for the public to pay homage from 10 am to 12 noon tomorrow.
Born in 1924 in Banaras, Bhattarai’s active political life started at the age of 18 after he joined the Indian freedom struggle, the ‘Quit India movement’ of 1942. He was active in politics for around half a century. He was appointed the first Prime Minister of the interim government from April 1990 to May 1991 after democracy was restored in Nepal. The constitution of Nepal (1990) was promulgated while he was the interim prime minister and has been credited for successfully holding the parliamentary elections in 1990, a milestone in Nepali political history. Under his leadership he signed the Nepal-India Joint Communique and restored the relations in India-Nepal relationship.He became prime minister for the second time from May 1999 to March 2000.Bhattarai was elected the first Speaker of the then Parliament after the Nepali Congress won the parliamentary elections in1958. He was 36 years old when he was elected the Speaker .His passing away is an end of an era in Nepal’s Politics.
Meanwhile, the World Bank has pledged to provide 75 million dollars to Nepal as an additional assistance for the implementation of the Road Sector Development Project. The Ministry of Finance in a press statement in Kathmandu said, the total cost of the project is 125.5 million dollars and the remaining will be borne by the government. Out of the total World Bank assistance, 33.74 million is grant and 41.2 million is credit.

In the ongoing ICC World Cup, Srilanka have won the toss and have elected to bat first, against Australia in the group 'A' match beginning a short while from now at the Premdasa Stadium, Colombo. The International Monetary Fund says, the rapid economic growth of Brazil, Russia, India and China, the BRIC group of nations has helped create the global commodity boom and strengthened its trade ties with low income countries LIC. According to a policy paper of IMF, the value of LIC-BRIC trade has grown six-fold over the past decade. As bilateral trade has expanded, financial flows from BRICs to LICs -- both in the form of foreign direct investment and development financing -- have also increased rapidly.
