सरकार ने २००८ में विश्वास मत जीतने के लिए तत्कालीन यूपीए सरकार द्वारा वोट खरीदने के विपक्ष के दावे को खारिज कर दिया है। इस मुद्दे पर लोकसभा में अल्पावधि बहस के दौरान संसदीय कार्यमंत्री पवन कुमार बंसल ने कहा कि भारतीय जनता पार्टी सरकार पर बे-सिर-पैर के आरोप लगा रही है। इस मामले की छानबीन के लिए गठित संसदीय समिति की रिपोर्ट का व्यापक रूप से उल्लेख करते हुए श्री बंसल ने कहा कि एक टी वी चैनल का स्टिंग ऑपरेशन प्रायोजित था। उन्होंने इस सारे ऑपरेशन के पीछे भारतीय जनता पार्टी के प्रति झुकाव रखने वाले कुछ लोगों के नाम भी लिए। इस बारे में प्रधानमंत्री के वक्तव्य का उल्लेख करते हुए श्री बंसल ने दोहराया कि संसदीय समिति कह चुकी है कि वोट के लिए नोट देने के मामले में किसी नतीजे तक पहुंचने के लिए पर्याप्त प्रमाण नहीं हैं। उन्होंने यह भी आरोप लगाया कि विपक्ष संसद की कार्यवाही में बाधा डाल रहा है। विपक्ष के नेताओं की तरफ से मांग उठी पहले दिन ही जब यहॉ स्टेटमेंट उठी, उसी वक्त चाहते थे कि प्रधानमंत्री अपना जवाब उसमें दें। प्रधानमंत्री ने अगले दिन अपना वक्तव्य दिया। उस खबर के बाद भारत के पास भारत के विशाल लोकतंत्र को भी बंदी बना लिया गया है। प्रधानमंत्री ने अपना वक्तव्य दिया और ये सबसे एक महत्वपूर्ण उसमें बात है। उसमें टिप्पणी मालूम नहीं आपने कैसी-कैसी कर दी। इधर-उधर की और बातें उसमें ले आये। लेकिन वो है आखिरले पहरे में है। आई विस मेक ए क्लिीयर डेट नो वन फरोम दा कांग्रेस पार्टी ऑफ दा गवरमेंट इन डज इन ऐनी अनलॉफुल एक्ट यूनिंग दा ट्रस्ट बोर्ड

इससे पहले भारतीय जनता पार्टी ने वोट के बदले नोट मामले की सीबीआई से जांच कराने की मांग की है। विपक्ष की नेता सुषमा स्वराज ने उन लोगों के खिलाफ नई एफआईआर दर्ज कराये जाने की मांग की, जिनके नाम इस मामले की छानबीन करने वाली संसदीय समिति ने लिए थे। प्रधानमंत्री के वक्तव्य की कड़ी आलोचना करते हुए श्रीमती स्वराज ने कहा कि चुनाव में जीत से अपराध कम नहीं हो सकता। उन्होंने दावा किया कि कथित घोटाले से जुड़े टेप फारेंसिक जांच में असली पाए गए हैं।
सन् २००८ में भारत अमरीका परमाणु समझौते को लेकर वाम दलों ने इस सरकार से समर्थन वापिस ले लिया। सरकार संकट में आ गई थी और इसलिये विश्वास प्रस्ताव लेकर आई थी। उस समय अमेरीका चिंतित था। सरकार बचेगी या गिरेगी और इसलिये सरकार के प्रंबंधक जो सरकार को बचाने के जुगाड़ कर रहे थे। वो अमेरीका की चिंता मिटाने भी लग गये। ये घटना उसी समय की भी है। २२ जुलाई को विश्वास मत हुआ। ये केवल १७ जुलाइर्, २००८ का है। इसका नम्बर है १६२४५८६८ ।
बहस शुरू करते हुए भारतीय कम्युनिस्ट पार्टी के नेता गुरूदास दासगुप्ता ने आरोप लगाया कि संसदीय समिति की सिफारिशों पर जानबूझकर आगे कार्रवाई नहीं की गई ताकि राजनीतिक प्रबंधकों और कारोबारियों को बचाया जा सके।

केन्द्र ने कहा है कि सरकार प्राकृतिक आपदाओं के मद्देनजर प्रभावित किसानों की समस्याओं से निपटने में, वित्तीय और अन्य सहायता देकर राज्यों के प्रयासों में मदद करती है। आज लोकसभा में श्री एल राजगोपाल और अन्य सांसदों के ध्यानाकर्षण प्रस्ताव के जवाब में कृषि राज्यमंत्री श्री अरुण यादव ने बताया कि आपातकालीन जरुरतें पूरी करने के लिए राज्य सरकारें राज्य आपदा कोष में उपलब्ध धन का इस्तेमाल करती हैं। उन्होंने कहा कि गंभीर प्राकृतिक आपदाओं से निपटने के लिए इस कोष से अतिरिक्त सहायता के राज्य सरकारों के आग्रहों पर विचार किया जाता है और इसके लिए राष्ट्रीय आपदा कोष से सहायता उपलब्ध कराई जाती है। श्री यादव ने कहा कि केन्द्र ने आंध्रप्रदेश में प्राकृतिक आपदाओं से पीड़ित किसानों के लिए लगभग दस अरब ६४ करोड़ रूपये जारी किए हैं। इसमें राष्ट्रीय आपदा राहत कोष से जारी किए गए ५८२ करोड़ रूपये से अधिक राशि शामिल है।
कृषि राज्यमंत्री ने कहा कि इसके अतिरिक्त कृषि और सहकारिता विभाग की अन्य केन्द्र प्रायोजित योजनाओं के तहत भी राज्य में कृषि क्षेत्र के लिए सहायता उपलब्ध कराई गई है। श्री यादव ने सदन को बताया कि राज्य से धन के उपयोग का प्रमाणपत्र तथा वार्षिक रिपोर्ट न मिलने के बावजूद केन्द्र ने आंध्र प्रदेश सरकार के अनुरोध पर नवम्बर में करीब १९१ करोड़ रुपये अग्रिम जारी किये।

सरकार ने कहा है कि विदेशों में पढ़ रहे भारतीय छात्रों के हितों का ध्यान रखना सबसे महत्वपूर्ण है और उन्हें सुरक्षा देने के पूरे-पूरे प्रयास किये जाएंगे। विदेश मंत्री एस.एम. कृष्णा ने आज राज्यसभा में शून्यकाल के दौरान यह आश्वासन दिया। उन्होंने बताया कि केन्द्र सरकार अपने आप इस बारे में विदेशों की सम्बद्ध सरकारों से सम्पर्क करती है। ऑस्टे्रलिया और अमरीका में हाल में भारतीय छात्रों की हत्या के मामलों का जिक्र करते हुए श्री कृष्णा ने कहा कि यह सम्पर्क इसीलिए किया जाता है कि छात्रों के साथ ऐसी कोई घटनाएं फिर न हों। उन्होंने सदस्यों की चिंता पर सहमति जताई और बताया कि भारतीय दूतों से कहा गया है कि वे ऐसे मामलों को प्राथमिकता दें। इटली के मिलान शहर में गोल्फ के सिख कोच को परेशान किये जाने का जिक्र करते हुए श्री कृष्णा ने कहा कि पगड़ी राष्ट्रीय प्रतीक है और सरकार की नजर में यह घटना राष्ट्र का अपमान है। उन्होंने कहा कि सरकार नई दिल्ली में इटली के दूत से इस बारे में कड़ी चिंता व्यक्त करेगी। ----
संसद ने अपराधों के लिए दोषी पाए गए कैदियों को उनके मूल देश को सौंपने का विधेयक पारित कर दिया है। राज्यसभा ने इसे आज मंजूरी दी, जबकि लोकसभा पहले ही इसे मंजूरी दे चुकी है। कैदियों की वापसी संशोधन विधेयक २०११ पर संक्षिप्त चर्चा का उत्तर देते हुए श्री चिदम्बरम ने कहा कि ये कानून उन देशों पर लागू होगा जिनके साथ भारत ने इस संबंध में संधियां कर रखी हैं। उन्होंने बताया कि अब तक ब्रिटेन और श्रीलंका सहित ग्यारह देशों के साथ ऐसी संधियों पर हस्ताक्षर हो चुके हैं और कनाडा सहित पांच देशों के साथ बातचीत चल रही है। गृहमंत्री ने बताया कि पांच ब्रिटिश नागरिकों को वापिस भेजा गया है और १२ भारतीयों को स्वदेश लाया गया है। इससे पहले चर्चा के दौरान अनेक सदस्यों ने सुझाव दिया कि भारत और पाकिस्तान दोनों को एक दूसरे की जेलों में बंद कैदियों की रिहाई के लिए मिलकर प्रयास करने चाहियें।

संसद के दोनों सदनों में आज भारतीय स्वाधीनता आंदोलन के अमर शहीदों- भगत सिंह, राजगुरु और सुखदेव को भावभीनी श्रद्धांजलि अर्पित की गई। लोकसभा अध्यक्ष मीरां कुमार ने राष्ट्र के प्रति इन शहीदों के बलिदान को याद किया। सदन ने मौन रखकर शहीदों को श्रद्धांजलि दी। राज्यसभा के सभापति हामिद अंसारी ने कहा कि उनकी देशभक्ति, अपनी मातृभूमि के प्रति पूर्ण समर्पण और उनके निःस्वार्थ बलिदान को सदा याद रखा जाएगा। उन्होंने कहा कि पहले की अपेक्षा आज लोगों को इन शहीदों से प्रेरणा लेने की ज्यादा जरुरत है। राज्यसभा में सांसदों ने मौन रखकर शहीदों को श्रद्धांजलि दी। --

संसद ने स्टेट बैंक ऑफ इंदौर के स्टेट बैंक ऑफ इंडिया में औपचारिक विलय के विधेयक को मंजूरी दे दी है। राज्यसभा ने स्टेट बैंक ऑफ इंडिया (अनुषंगी बैंक) संशोधन विधेयक २०११ को स्वीकृति दे दी। लोकसभा इसे पहले ही पारित कर चुकी है। यह विधेयक वित्त राज्यमंत्री नमो नारायण मीणा ने पेश किया था।

नागरिक उड्डयन मंत्री वायलार रवि ने कहा है कि सरकार विमान उड़ाने का प्रशिक्षण देने वाले जाली स्कूलों के खिलाफ कड़ी कार्रवाई करेगी। उड्डयन मंत्री आज संसद से बाहर संवाददाताओं से बात कर रहे थे। उन्होंने कहा कि सरकार वास्तविकता का पता लगाने के लिए ४० उड्डयन स्कूलों का ऑडिट कराएगी। उन्होंने कहा कि उड्डयन मंत्रालय ने कथित फर्जी स्कूलों के खिलाफ ठोस कार्रवाई करने के लिए संबंधित एजेंसियों को आदेश दे दिए हैं। --
प्रवर्तन निदेशालय ने पुणे में घुड़साल मालिक और आरोपों में घिरे कारोबारी हसन अली के चार्टर्ड अकाउंटेंट सुनील शिंदे के घर की आज तलाशी ली। खबर मिलने तक तलाशी जारी थी। लेकिन अधिकारियों ने इस बारे में कोई भी ब्यौरा देने से इंकार किया।हसन अली पर विदेशों में बड़ी मात्रा में काला धन जमा करने और टैक्स की चोरी के आरोप हैं। उच्चतम न्यायालय द्वारा उसकी जमानत रद्द कर दिये जाने के बाद वह १७ मार्च से प्रवर्तन निदेशालय की हिरासत में है।

असम पुलिस ने आज सुबह गुवाहाटी में अल्फा के दो उग्रवादियों को गिरतार कर लिया। इन दोनों पर १४ मार्च को प्रदेश कांग्रेस समिति के कार्यालय राजीव भवन में बम विस्फोट में लिप्त होने का संदेह है। गुवाहाटी के वरिष्ठ पुलिस अधीक्षक ने बताया कि पुलिस ने एक सूचना के आधार पर यह कार्रवाई की और प्रतिबंधित संगठन के इन उग्रवादियों को गिरतार किया। इससे पहले, १७ मार्च को इसी विस्फोट के सम्बन्ध में अल्फा का उग्रवादी गिरतार किया गया था। पुलिस ने उग्रवादियों से मोबाइल सिम कार्ड और डेबिट कार्ड भी बरामद किये हैं। असम में चार और ११ अप्रैल को होने वाले मतदान के मद्देनजर सुरक्षा कड़ी कर दी गई है।

असम में विधानसभा चुनाव के पहले चरण में चार अप्रैल को ६२ सीटों पर बहुकोणीय मुकाबला होगा। करीमगंज (दक्षिण) विधानसभा क्षेत्र में सबसे अधिक २५ उम्मीदवार मैदान में हैं, जिनमें से २० निर्दलीय हैं। कार्बी आंगलोंग जिले में बेथलांगशो विधानसभा सीट पर सबसे कम तीन उम्मीदवार चुनाव लड़ रहे हैं। राज्य के मुख्यमंत्री तरूण गोगोई जोरहाट जिले में तीताबोर निर्वाचन क्षेत्र से चुनाव लड़ रहे हैं। इस सीट पर आठ उम्मीदवार मैदान में हैं। मुख्यमंत्री इस सीट पर लगातार तीसरी बार चुनाव लड़ रहे हैं।मतदान के पहले चरण में ८५ लाख तीन हजार एक सौ १७ मतदाता ४८५ उम्मीदवारों के राजनीतिक भाग्य का फैसला करेंगे। इस चरण में राज्य के १३ जिलों में मतदान हो रहा है, जिनमें ऊपरी असम, बराक घाटी और उत्तरी कछार के दो पर्वतीय जिले तथा कार्बी आंगलोंग जिला शामिल है। दूसरे चरण में मध्य असम के १४ से अधिक जिलों में शेष ६४ विधानसभा सीटों के लिए ११ अप्रैल को मतदान होगा। हमारे गुवाहाटी संवाददाता ने सरकारी सूत्रों के हवाले खबर दी है कि राज्य में पहले चरण के मतदान के लिए प्रचार धीरे-धीरे तेजी पकड़ रहा है। अधिकांश राजनीतिक दल नुक्कड़ सभाएं कर रहे हैं और पोस्टरों तथा बैनरों के माध्यम से प्रचार कर रहे हैं। भारतीय जनता पार्टी के राष्ट्रीय अध्यक्ष नितिन गडकरी आज बराक घाटी की राताबाड़ी, पाथरकांड़ी और कटीगौरा सीटों पर पार्टी के प्रचार की शुरूआत करेंगे। पार्टी सूत्रों ने बताया कि फिल्म अभिनेत्री और पार्टी नेता हेमा मालिनी आज ऊपरी असम के मोरियानी, तिनसुकिया और मोरां में कई रेलियों को सम्बोधित करेंगी। सत्तारूढ़ कांग्रेस और अन्य राष्ट्रीय तथा क्षेत्रीय पार्टियां भी राज्य में प्रचार के लिए अपने नेताओं को भेजने के कार्यक्रम को अंतिम रूप दे चुकी हैं।

पुडुचेरी में सत्तारूढ़ कांग्रेस पार्टी अपनी प्रमुख सहयोगी डीएमके पार्टी के साथ सीटों के बंटवारे को अंतिम रूप देने में लगी है लेकिन पीएमके के साथ सीटों के बंटवारे पर बातचीत में कोई प्रगति नहीं हुई है।पुडुचेरी में पीएमके सचिव और विधायक श्री आनंदरमन ने हमारे संवाददाता को बताया कि पीएमके उम्मीदवार आज १५ सीटों के लिए अपने नामांकन पत्र दाखिल करेंगे। उन्होंने कहा कि कांग्रेस की एक सीट तथा एक नामांकित विधायक पद की पेशकश पीएमके को मंजूर नहीं है।
थोल थिरुमावलावन के नेतृत्व वाली वीसीके ने इस केंद्र शासित प्रदेश की ३० सीटों में से १२ पर चुनाव लड़ने का फैसला किया है। पार्टी ने अपने उम्मीदवार भी घोषित कर दिए हैं। हमारे संवाददाता ने खबर दी है कि कांग्रेस ने डीएमके को ३० में से १० सीट दी हैं। आल इंडिया एनआर कांग्रेस और एआईएडीएमके के साथ गठबंधन के लिए बात जारी है।
इस बीच डीएमके ने थाटनचावड़ी निर्वाचन क्षेत्र से अपना उम्मीदवार बदल दिया है। आज चेन्नई में जारी बयान में पार्टी ने कहा कि इस सीट से सेंथिल की जगह इलेंगो चुनाव लड़ेंगे। इससे पहले, जिला क्लेक्टर और मतदान अधिकारी श्री राजेश चन्द्र ने सेंथिल सहित १४ लोगों के पुडुचेरी में प्रवेश पर रोक लगाने का आदेश जारी किया। बाद में पुलिस ने जिले में प्रवेश करने पर सेंथिल को गिरफ्तार कर लिया।

केरल में अगले महीने होने वाले विधानसभा चुनावों के लिए प्रचार जोर पकड़ने लगा है। सभी प्रमुख राजनीतिक दलों ने चुनाव के लिए अपने उम्मीदवारों की घोषणा कर दी है। फिलहाल प्रचार के मामले में मार्क्सवादी कम्युनिस्ट पार्टी के नेतृत्व वाला लेफ्ट डेमोक्रेटिक फ्रंट, यूनाइटेड डेमोक्रेटिक फ्रंट से आगे हैं। बहुजन समाज पार्टी सभी १४० सीटों पर चुनाव लड़ रही है, हालांकि उसने २००६ के चुनाव में राज्य से कोई सीट नहीं जीती थी। --
पश्चिम बंगाल में विधानसभा चुनाव की तैयारियों की समीक्षा के लिए सभी जिलाधीशों और पुलिस अधीक्षकों के साथ बैठक कर रहा है। हमारे कोलकाता संवाददाता का मानना है कि बैठक में विधानसभा चुनाव के मद्देनजर कानून-व्यवस्था की स्थिति, सभी लम्बित गैर जमानती वारंट की तामील, गैर कानूनी हथियार बरामद करने के बारे में हुई प्रगति तथा चुनाव के दौरान केन्द्रीय बलों की तैनाती पर चर्चा हो रही है। निर्वाचन आयोग का पांच सदस्यों का ये दल राज्य के दो दिन के दौरे पर है। इस दल ने कल मान्यता प्राप्त नौ राजनीतिक पार्टियों के नेताओं से भी बातचीत की। --
तमिलनाडु विधानसभा चुनाव में १३ अप्रैल को होने वाले मतदान के लिए प्रचार तेज हो गया है। प्रमुख राजनीतिक दलों ने अपने उम्मीदवारों की घोषणा कर दी है। डीएमके नेता और मुख्यमंत्री करुणानिधि आज शाम तिरुवरूर से प्रचार शुरु करेंगे। ---
आंध्र प्रदेश में सत्तारूढ़ कांग्रेस, विपक्षी तेलुगुदेशम पार्टी और पूर्व सांसद जगन मोहन रेड्डी के समर्थकों ने विधान परिषद के चुनावों में तीन-तीन सीटें जीती हैं। कांग्रेस ने कर्नूल, श्रीकाकुलम और नेल्लूर जिलों की सीटें जीतीं, जबकि तेलुगुदेशम पार्टी के उम्मीदवार पूर्वी गोदावरी, पश्चिमी गोदावरी और अनंतपुर जिलों की सीट पर विजयी रहे। जगनमोहन रेड्डी के समर्थकों ने कडप्पा, चित्तूर और पश्चिमी गोदावरी जिलों में विधान परिषद सीटें जीती, हालांकि कडप्पा सीट का परिणाम अभी आधिकारिक रूप से घोषित नहीं किया गया है, क्योंकि यहां फिर से मतगणना कराने की मांग की गई है। इस बीच, विधानसभा की कार्यवाही आज भी बाधित रही, क्योंकि राज्य सरकार और विपक्षी पार्टियां विशेष आर्थिक क्षेत्रों के लिए भूमि आवंटन के मुद्दे पर अपने-अपने रुख पर कायम हैं।

आंध्रप्रदेश उच्च न्यायालय ने केन्द्र सरकार को तेलंगाना पर श्रीकृष्ण समिति की रिपोर्ट का आठवां अध्याय सार्वजनिक करने का निर्देश दिया है। समिति की रिपोर्ट का यह अध्याय कानून और व्यवस्था की स्थिति के बारे में है। न्यायमूर्ति एल नरसिम्हा रेड्डी ने एक याचिका पर केन्द्र को यह निर्देश जारी किए हैं। याचिका में श्रीकृष्ण समिति के आठवें अध्याय को सार्वजनिक करने का आग्रह किया गया है। उच्च न्यायालय का मानना है कि अलग तेलंगाना राज्य के मुद्दे पर व्यापक रूप से जनता की राय जानने के लिए ये समिति गठित की गई थी और इस मुद्दे पर निर्णय लेने में असमंजस की स्थिति बनी हुई है। अदालत ने कहा कि समिति की रिपोर्ट के आठवें अध्याय से सार्वजनिक होने से इस मुद्दे पर जनता की परिपक्व राय बनाने में मदद मिलेगी। न्यायालय ने कहा कि समिति के अध्यक्ष ने सरकार से ऐसी कोई सिफारिश नहीं की है कि रिपोर्ट के किसी हिस्से को सार्वजनिक न किया जाए। --
उत्तर प्रदेश में जाट आन्दोलन को देखते हुए कानून और व्यवस्था बनाए रखने के लिए संवदेनशील क्षेत्रों में सुरक्षा बलों को तैनात किया गया है।जाट आन्दोलनकारियों ने धमकी दी है कि अगर केन्द्र सरकार की नौकरियों में अन्य पिछड़ा वर्ग कोटा के तहत उन्हें आरक्षण देने की मांग स्वीकार नहीं की गई, तो वे दिल्ली के लिए सड़क और रेल संपर्क को भंग कर देंगे। लखनऊ में पुलिस प्रवक्ता ने कहा कि गाजियाबाद जिले में गंग नहर में अतिरिक्त सुरक्षा बल तैनात किये गए हैं, ताकि वहां से दिल्ली के लिए पानी की बेरोक-टोक सप्लाई सुनिश्चित की जा सके। अलीगढ़, गौतमबुद्ध नगर, गाजियाबाद, मथुरा, सहारनपुर, मेरठ और बागपत में प्रांतीय सशस्त्र बल को ड्यूटी पर लगाया गया है।

The Government today rejected the opposition claim that votes were purchased by the then UPA to win the trust vote in 2008. Participating in a short duration discussion on cash for votes issue in the Lok Sabha, Parliamentary Affairs Minister Pawan Kumar Bansal charged the BJP with leveling wild allegations against the government. Quoting extensively from the report of the Parliamentary Panel that probed the matter, he said, the sting operation done by a TV Channel was stage-managed. He also named some people with BJP leanings behind this operation. Referring to Prime Minister's statement on the subject, Bansal reiterated that the Parliamentary Committee concluded that there was insufficient evidence to draw any conclusion on the cash for votes issue. He also charged the opposition of holding the parliament hostage by disrupting the proceedings on the issue. Earlier, the BJP demanded a CBI probe into the alleged cash for votes scam. The leader of the Opposition Sushma Swaraj also demanded filing of fresh FIRs against those who have been named by the Parliamentary panel that probed the matter. Strongly criticizing the Prime Minister's statement, Swaraj said that an electoral victory cannot condone any criminal offence. She claimed that the tapes about the alleged scam have been found genuine after the forensic tests. Initiating the debate, the CPI leader Gurudas Dasgupta alleged that the recommendations by the Parliamentary panel were not taken forward deliberately to save some political managers and business persons. The debate is continuing.

The Centre says it supplements the efforts of the States with financial and logistic support to address the concerns of farmers in the wake of natural calamities. Replying to a calling attention motion in the Lok Sabha today by Mr. L. Rajagopal and others, the Minister of State for Agriculture Mr. Arun Yadav informed the Lok Sabha that State governments take necessary measures to meet the exigencies from funds available with the State Disaster Response Fund. He said requests of the States for additional assistance over and above this fund to deal with natural calamities of severe nature, is considered by National Disaster Response Fund.
He said the Centre released about 1064 crore rupees as relief to augment the losses suffered by farmers due to natural calamities in Andhra Pradesh. This includes over 582 crore rupees released from the National Disaster Relief Fund. The agriculture minister said besides this relief funds from other centrally sponsored schemes under the department of Agriculture and cooperation have also supplemented requirement of assistance for the agriculture sector in the State. Giving details in the House the Minister said on request from the Andhra Pradesh government, the Centre released the final installment of about 191 crores in advance in November last, pending receipt of utilization certificate and annual report from the State.

The government today said the welfare of Indians studying abroad is of utmost importance and it will do its best to protect them. Giving this assurance in the Rajya Sabha during Zero Hour, External Affairs Minister S M Krishna said that New Delhi suo motu takes up the matter with the concerned governments so that such incidents do not recur. He was referring to the recent murders of Indian students in Australia and the United States.
Referring to the harassment of a Sikh golf coach in Milan, Italy, the other day, Mr Krishna said the turban is a national symbol.

Parliament has approved a bill seeking repatriation of prisoners convicted of criminal offences with the Rajya Sabha adopting the measure today. The Lok Sabha had passed it earlier. Replying to a brief discussion on the Repatriation of Prisoners (Amendment) Bill 2011, Home Minister P Chidambaram said the law is applicable for those countries with which India has signed treaties in this regard.

Civil Aviation Minister Vayalar Ravi today said that the government will take strict action against fake flying schools existing in the country. He was talking to reporters outside Parliament. Calling the issue a fraudulent event he added that the government will conduct an audit of the 40 flying schools for a reality check. He added that the ministry has issued go ahead orders to the concerned agencies in order to build a strong case against the alleged fake schools without any leniency.

The Enforcement Directorate today searched the residence of the chartered accountant of tainted businessman and stud farm owner, Hasan Ali in Pune. Searches were carried out at the residence of the Chartered Accountant, Sunil Shinde. However, the officials declined to divulge any details about the raids. Hasan Ali is facing charges of stashing huge black money overseas and evading tax. Meanwhile Ali has been remanded to Enforcement Directorate custody for three more days. Ali is in the custody of the Enforcement Directorate since the 17th of March after his bail was cancelled by the Supreme Court.

In Assam, police arrested two ULFA militants in Guwahati this morning. They are suspected to be involved in the bomb blast at Rajib Bhaban, the Assam Pradesh Congress Committee office which took place on the 14th of this month. Senior Superintendent of Police of Guwahati said that acting on a tip off, police arrested the militants of the banned outfit.
Earlier, on 17th March, another ULFA cadre suspected to be involved in the explosion was arrested by the police . Further investigation is going on. On the eve of Assembly elections security has been intensified across the state. It may be recalled that the powerful explosion left five persons injured including senior Congress party leaders.

In Uttar Pradesh, security forces have been deployed in sensitive areas to maintain law and order in view of the Jat agitation.
Jat agitators have threatened to snap road and rail links to Delhi if their demands for reservation in central government jobs under OBC quota is not conceded. A police spokes person said in Lucknow additional forces have been deployed at Ganga Canal in Ghaziabad district to ensure undisrupted water supply from there to the national capital.
Meanwhile, Dharna near Kafurpur railway station in Jyotiba Phule Nagar is continuing at a school campus under Jat Arakshan Sangharsh Samiti. Agitatotrs had cleared the railway tracks on March 19 after the high court intervened.

The Andhra Pradesh High Court today directed the Centre to make public the eighth chapter of the Sri Krishna Committee report on Telangana which deals with sensitive law and order issues.Justice L Narasimha Reddy of the High Court gave the order on a petition requesting the court to direct the Centre to disclose the eighth chapter of the report. The court observed that the committee was constituted to gather larger public opinion on carving out a separate state for Telangana region and the pros and cons of taking a decision on the issue.

United States has slapped sanctions on 14 companies controlled by Libya's state oil company. The move has cut off a key source of funds for the Muammar Gaddafi's regime. Director of the Treasury Department's Office of Foreign Assets Control, Adam J Szubin said, the Libyan National Oil Corporation has been a primary funding source for the Gaddafi regime. He said, Consistent with the UN Security Council Resolution 1973, all governments should block the National Oil Corporation's assets and ensure that Gaddafi cannot use this network of companies to support his activities.
The National Oil Corporation is the center piece of Libya's state-owned oil apparatus, and controls a network of companies involved in oil exploration, production, and sale.

Meanwhile, The Libyan leader, Col Muammar Gaddafi appeared at a site in Tripoli that was recently attacked by the Western coalition and told his followers that they will be victorious in the end. In a brief speech at the Bab al-Aziziya compound, targeted on Sunday, he said all Islamic armies should join him.
Forces loyal to Col Gaddafi are engaged in fierce fighting with rebels. The coalition is enforcing a UN Security Council resolution to protect civilians and set up a no-fly zone.

Further, the Dutch government has decided to send 200 troops to join the military actions against Libya. The country will also dispatch six F-16 jet fighters and one mine-hunter ship. Defence Minister Hans Hillen told reporters that the Dutch contribution was for three months, after which NATO and the Netherlands would decide whether and how to continue the mission. The jet fighters and ship will start operations within a few days.

Japan's Prime Minister Naoto Kan today ordered two prefectures near the stricken Fukushima nuclear plant to stop shipping a range of farm products found to have elevated radiation levels. Kan told prefectural governors to halt shipments of broccoli and komatsuna, green leaf vegetables from Fukushima, and untreated milk and parsley from neighbouring Ibaraki. Public broadcaster NHK said Kan also told people in those areas not to eat the vegetables, which were found to have abnormal radiation levels because of releases from the nearby crippled nuclear power plant. Radioactivity drastically exceeding legal limits set under Japan's food sanitation law had been found in 11 kinds of vegetable grown in Fukushima.

Officials in the Japanese capital, Toyko, say that radiation levels in the city's tap water make the water unfit for babies to drink. Iodine levels in some areas are twice the recommended safe level.
People have been warned not to give the water to infants, although there is no immediate health risk to adults.
Workers at the Fukushima reactor 2 have halted work as radiation levels spiked. the UN atomic agency has said radiation is still leaking from the plant.

Back home, in West Bengal, the full Election Commission is meeting with all district magistrates and Superintendents of Police in Kolkata to review assembly elections preparedness in the State. The five member team led by the Chief Election Commissioner Mr. S Y Qureshi will also have interaction with the top brass of the state administration this afternoon. AIR Kolkata correspondent understands that the law and order situation ahead of polls in the state, execution of pending non-bailable warrants, progress on recovery of illegal arms and deployment of central force during the elections are being discussed in the meeting. The full election Commission is in Kolkata on a two-day visit to the state. It met nine recognized political parties yesterday.

In Kerala, campaigning is fast gaining momentum across the state for the next month's assembly election. All the major political parties have already announced their candidates for the elections. As of now, Communist Party of India Marxist led Left Democratic Front is ahead of United Democratic Front with election conventions. AIR Correspondent reports that despite not winning any seat in 2006 election, Bahujan Samaj Party will be contesting all the 140 seats in the state in the forthcoming poll.
With Congress having announced 81 candidates including high profile leaders and young candidates, Kerala is to witness intense election campaign in coming weeks for the April 13th poll. However, even as coming Saturday is the last day for submission of nomination papers, just 5O papers have been submitted so far. With each passing day number of rebel candidates are also going up. Meanwhile, as part of strict monitoring of election expenditure, Income tax officials have conducted searches at railway stations for unaccounted cash. Election commission has issued strict directions against use of public buildings for propaganda. Hoardings and flex boards are being removed from government buildings.

In Tamilnadu, a total of 195 candidates have filed their nominations so far for the upcoming assembly elections. Three more days are left for the filing of nominations. Candidates who have already filed their nominations have started campaigning for the polls. The formal campaigning of the DMK party will be launched from Tiruvarur today where the DMK Chief Mr.M.Karunanidhi will file his nomination. The AIADMK supremo Ms. Jayalalithaa will start her 18-day campaign from Tiruchi tomorrow. AIR Correspondent reports that the contestants for the congress party are expected to be announced today or tomorrow from New Delhi.
Election commission officials are busy in reviewing the poll preparedness and taking swift action on violations. District authorities are spreading awareness on voting and also asking the public to get involved in holding free and fair elections. Flying squads deputed by the commission see to it that they do not leave any stone unturned. The crowded city of Chennai is also witnessing such events where every activity is being videographed.

In Assam, all the 62 Assembly segments, going to polls in the first phase of elections on the 4th of next month, are locked in multi-cornered contests. The Karimganj (South) constituency has the highest number of 25 contestants, 20 of them are independents. Baithalangsho Assembly constituency in Karbi Anglong district has the lowest number of three contestants. The State Chief Minister Mr. Tarun Gogoi is facing an eight-cornered contest in his home constituency at Titabor in Jorhat district. He is seeking re-election from the constituency for the third consecutive term. AIR Correspondent reports that in the first phase of polls, the political fate of 485 candidates will be decided by an electorate of around 85 lakhs spread over 13 districts comprising upper Assam, Barak Valley and two hill districts of North Cachar and Karbi Anglong.
Campaigning for the first phase of polls in Assam is slowly picking up in most of the constituencies. Most of the parties have engaged in holding street-corner meetings, press briefings and putting up of posters and banners. The BJP national president Nitin Gadkari is scheduled to launch the party’s campaign at Ratabari, Patharkandi and Katigorah Assembly segments in Barak Valley today. The film star-turned politician, Hema Malini is also addressing a series of meetings at Moriani, Tinsukia and Moran in Upper Assam today to woo the voters in favour of the BJP candidates. The AICC general secretary in-charge of Assam Digvijoy Singh is scheduled to launch campaign for the ruling Congress from Saturday next. All other national and regional parties of the State have also finalized detailed tour programmes of their respective leaders to campaign for the ensuing elections.

In Puducherry, even as the ruling congress finalized its seat sharing arrangement with its principal ally the DMK, talks on sharing seats with the other ally PMK have made no headway .
The Puducherry PMK Secretary and MLA Mr. Anandaraman told AIR correspondent that the PMK candidates will file nominations in 15 constituencies today.
The VCK headed by Thol Thirumavalavan has also decided to contest in 12 out of the 30 constituencies in union territory.

In Andhra Pradesh, the ruling Congress, opposition Telugu Desham party and supporters of former Kadapa MP Jagnamohan Reddy won three seats each in the elections held for the Legislative Council from the Local Authorities' Constituencies. Congress won a seat each in Kurnool, Srikakulam and Nellore districts while TDP bagged East Godavari, West Godavari and Ananthapur districts. Supporters of Jaganmohan Reddy won one seat each from Kadapa, Chittoor and West Godavari Districts. However, the Kadapa result is yet to be officially declared as recounting was sought.
Meanwhile, the impasse in the proceedings of Legislative Assembly continued today with both the State Government and opposition parties stuck to their stands over land allocations to Special Economic Zones.
Demanding the Government to set up a Joint Legislative Committee to look into the misappropriations in land allotments to various Speacial Economic Zones and Major Projects in the state, the main opposition party Telugu Desam Party has been stalling the proceedings for the last six days. The impasse continued today with CPI, CPM and Majlis Ethehadul Muslimeen joining the TDP in insisting for setting up of JLC. However, ruling out misappropriations in land allotments Government has asked the opposition to have a debate on the floor of the house first. The deadlock continued as both sides have stuck to their stands. Amidst uproar by opposition parties, the house has been adjourned twice for the brief period. Efforts are underway to resolve the issue after Deputy Speaker N Manohar held a meeting with the floor leaders.

In the ongoing ICC Cricket World Cup, West Indies were 16 for 1 after 5 overs in their quarterfinal match against Pakistan in Mirpur, Dhaka when reports last came in. Earlier, West Indies won the toss and elected to bat.
Pakistan have a slight psychological edge today as they had won five matches out of the six at the group stage while West Indies had lost three of their group games on their way to the knockout stage.
