संसद में २००८ में विश्वासमत के दौरान कुछ सांसदों को कथित भुगतान के बारे में विकीलीक्स के खुलासे को लेकर विपक्ष ने आज संसद के कामकाज में रुकावट डाली। भारत-अमरीका असैन्य परमाणु समझौते पर, यू.पी.ए. की पिछली सरकार के साथ मतभेदों के कारण वामदलों के समर्थन वापस लेने के बाद यह विश्वास मत कराया गया था। शोर-शराबे के कारण लोकसभा शाम छह बजे तक और राज्यसभा दिनभर के लिए स्थगित कर दी गई।लोकसभा ने आज २०११-२०१२ के लिए अनुदान मांगें पास कर दीं। विपक्ष के वाकआउट करने के बाद अनुदान मांगें ध्वनि मत से पारित की गयीं। इसके बाद सदन की कार्यवाही दिन भर के लिये स्थगित कर दी गयी।
इससे पहले वित्तमंत्री प्रणब मुखर्जी ने सदन में सरकार की स्थिति स्पष्ट करते हुए कहा कि वे विकीलीक्स के खुलासे की न तो पुष्टि कर सकते हैं और न ही इसका खंडन कर सकते हैं। उन्होंने कहा कि यह दूतावास और उसकी संप्रभु सरकार के बीच आदान-प्रदान का मामला है।
हर लोकसभा अपने कार्यकाल में संप्रभु होती है। १४वीं लोकसभा में जो कुछ हुआ उसे १५वीं लोकसभा में नही उठाया जा सकता। १४वीं लोकसभा मई २००९ में समाप्त हो गई थी।
कांग्रेस ने भारतीय जनता पार्टी पर बेबुनियाद आरोपों के आधार पर संसद की कार्यवाही में बाधा डालने का आरोप लगाया है। आज नई दिल्ली में संवाददाताओं से पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि वोट के बदले नोट मामले में विकीलीक्स के ताजा खुलासे में कोई प्रामाणिक सबूत नहीं हैं। उन्होंने कहा कि भाजपा एक ऐसे स्रोत को लेकर संसद में भारतीय लोकतंत्र की छवि खराब कर रही है जिसे दुनिया के कई देशों की सरकारों ने अविश्वसनीय करार दे दिया है।
इस घटना का न तो कोई सत्यापन हुआ है, न ही कोई प्रभावितकता है और न ही इसका कोई उद्देश्य है जिससे यह साबित होता हो कि ऐसा कुछ हुआ था। भाजपा और उसके समर्थक इस बात को क्यों नही समझते कि भारत कोई हल्का फुल्का देश नहीं है जो किसी अमरीकी राजनायिक की टिप्पणी के बूते चलता हो।
सदन में विपक्ष के नेता अरुण जेटली ने सरकार के इस तर्क के जवाब में कहा कि यह मामला संसद के बाहर का है। उन्होंने इसे एक अपराध बताया।
यह कहना बड़ा आसान है कि १४वीं लोकसभा संप्रभु थी और यह मामला १५वीं लोकसभा में नहीं उठाया जा सकता। यहां पर यह तर्क इसलिए काम नहीं करेगा क्योंकि रिश्वत का यह मामला संसद के बाहर का है।
मार्क्सवादी कम्युनिस्ट पार्टी के सदस्य सीताराम येचुरी ने कहा कि वोट के बदले पैसा लेने के घोटाले की जांच के लिए बनाई गई समिति ने ऐसे मामलों की आपराधिक जांच की सिफारिश की है।
हम फौरन इस मामले की आपराधिक संलिप्तता की जांच चाहते हैं और तात्कालिक कदम के तौर पर सरकार उन लोगों के खिलाफ मामला दर्ज करें जो इसमें लिप्त है।
लोकसभा में भारतीय कम्युनिस्ट पार्टी के गुरूदास दासगुप्ता ने सबसे पहले यह मुद्दा उठाया और प्रधानमंत्री से आग्रह किया कि वे इस पर संसद में बयान दें।
सरकार की यह नैतिक जिम्मेदारी बनती है कि वह स्वयं को पाक-साफ साबित करे। अगर सरकार ऐसा नहीं करती है और लोकसभा में अपनी स्थिति स्पष्ट नहीं करती है और यह बयान नहीं देती है कि सब कुछ बेबुनियाद है तो सरकार की तरफ शक की सूई तो बनी रहेगी।
विश्वासमत के दौरान सरकार का समर्थन करने वाली समाजवादी पार्टी के अध्यक्ष मुलायम सिंह यादव ने इस मुद्दे पर चर्चा की मांग की।
एन.डी.ए. ने कहा है कि विकीलीक्स के ताज+ा खुलासे के बाद सरकार को सत्ता में बने रहने का कोई नैतिक अधिकार नहीं है और उसे इस्तीफा दे देना चाहिए। वरिष्ठ भाजपा नेता लालकृष्ण आडवाणी ने नई दिल्ली में संवाददाता सम्मेलन में कहा कि प्रधानमंत्री को इस मुद्दे पर अपनी स्थिति स्पष्ट करने के लिए संसद में बयान देना चाहिए। उन्होंने कहा कि ताजा खुलासे से इस मुद्दे पर भाजपा की बात सही साबित हुई है।
वर्ष २००८ के बारे में एनडीए का मानना है कि विश्वास मत के दौरान पहले वाली यूपीए सरकार के पक्ष में मत देने के लिए रिश्वत दी गई थी। वीकिमीक्स केबल में एक अमरीकी राजनयिक द्वारा अपनी सरकार को एक वकतव्य भेजा गया था जो वर्ष २००८ की इस घटना का खुलासा करता है।

वित्त मंत्रालय ने कर्मचारी भविष्य निधि संगठन के जमाकर्ताओं के लिए वर्ष २०१०-२०११ में साढे नौ प्रतिशत की बढी हुई ब्याज दर को मंजूरी दी है। कर्मचारी भविष्य निधि बोर्ड ने इस आशय की सिफारिश की थी।केंद्रीय भविष्य निधि आयुक्त समरेन्द्र चटर्जी ने आज राजधानी में बताया कि बोर्ड के प्रस्ताव पर वित्त मंत्रालय ने अपनी मोहर लगा दी। नई दरों का लाभ चार करोड़ ७० लाख जमाकर्ताओं को मिलेगा।

खाद्य पदार्थों की मुद्रास्फीति की दर ५ मार्च को समाप्त हुए सप्ताह के दौरान कम होकर ९ दशमलव चार-दो प्रतिशत हो गई, जो पिछले साढ़े तीन महीने में सबसे कम है। मुद्रास्फीति में यह गिरावट दालों और आलू के दाम कम होने के कारण आई।

भारतीय रिजर्व बैंक ने आवश्यक वस्तुओं की बढ़ती कीमतों पर काबू पाने के उद्देश्य से कम अवधि के ऋण देने और लेने की दरें चौथाई अंक बढ़ा दी हैं। इससे घर और वाहन के ऋण महंगे हो सकते हैं। रिजर्व बैंक ने मार्च २०१० के बाद से आठवीं बार दरें बढ़ाई हैं। रैपो रेट तत्काल प्रभाव से छह दशमलव सात पांच प्रतिशत और रिवर्स रैपो दर पांच दशमलव सात पांच प्रतिशत हो गई है।

उच्चतम न्यायालय ने पुणे के व्यापारी हसन अली खान को आज चार दिन की प्रवर्तन निदेशालय की हिरासत में भेज दिया । न्यायालय ने कालाधन रखने के एक मामले में निदेशालय की याचिका रद्द कर हसन अली को जमानत देने के लिए निचली अदालत को फटकार भी लगाई। न्यायाधीश एस. सुदर्शन रेड्डी और एस.एस. निज्जर की खंडपीठ ने कहा कि निचली अदालत के न्यायाधीश ने प्रवर्तन निदेशालय की याचिका रद्द कर जिस तरह हसन अली को जमानत दे दी, वह काफी निराशाजनक है। प्रवर्तन निदेशालय ने हसन अली को इस महीने की ७ तारीख को गिरफ्तार किया था।----
राजस्थान में सवाई माधोपुर जिले के सूरवाल गांव मे ंविगत दिनों एक महिला की हत्या के बाद हत्यारों को पकड़ने की मांग को लेकर आज एक युवक द्वारा आत्मदाह करने के बाद भड़के ग्रामीणों ने मौके पर पहुंचे पुलिस दल पर पथराव किया और वाहन को आग लगा दी। इसमें माउन टाउन थाना अधिकारी की मौके पर ही मौत हो गई तथा १६ अन्य पुलिसकर्मी घायल हो गए जिन्हें उपचार के लिए सवाई माधोपुर के सामान्य चिकित्सालय में भर्ती कराया गया है।----
जापान से मिली खबरों में कहा गया है कि भूकंप प्रभावित फुकुशिमा में लगभग दस हजार लोगों की विकिरण जांच की गई है। स्थानीय मीडिया ने अधिकारियों के हवाले से बताया है कि जिन लोगों की जांच की गई है, उनमें फुकुशिमा परमाणु संयंत्र नंबर एक के आसपास रहने वाले और शुक्रवार को आए विनाशकारी भूकंप और त्सुनामी में बच गए लोग शामिल हैं।----
इस बीच, जापान ने कहा है कि उसने त्सुनामी प्रभावित फुकूशिमा दाइची परमाणु संयंत्र में रिएक्टरों को ठंडा करने की कोशिश तेज कर दी है। एन.एच.के. वर्ल्ड के प्रतिनिधि ने खबर दी है कि सेना के हैलीकॉप्टर ईंधन छड़ों को पिघलने से बचाने के लिए भारी मात्रा में पानी गिरा रहे है। आशा है कि बिजली भी जल्द ही बहाल हो जाएगी।जापान के आत्मरक्षा बल ने भुकंपग्रस्त फुकूशिमा परमाणु बिजली घर नम्बर एक में रियेक्टर नम्बर तीन को फिर से ठंडा करने के लिए आज फिर से पानी की बौछार की और उसमें ३० टन पानी से भरी हुई पांच दंकल गाड़ियों का इस्तेमाल किया गया। रक्षामंत्रालय का कहना यह है कि अभी तक यह सुनिश्चित नहीं किया जा सका है, यह पुष्टि नहीं हुई है कि यह पानी इस्तेमाल शुदा ईधन की छड़ों तक पहुंचा भी या नहीं, हालांकि इमारत तक पानी जरूर पहुंचा है, इसमें कामयाबी मिली है और यदि आदेश मिलता है तो कल भी ये अभियान जारी रखा जायेगा।
इधर, राष्ट्रीय आपदा प्रबन्धन प्राधिकरण ने जापान में हो रहे परमाणु विकिरण के भारत पहुंचने की अफवाहों का खंडन किया है।

The Opposition today stalled proceedings in both Houses of Parliament over the Wikileaks expose about alleged payment to some MPs in the trust vote in 2008. The trust vote took place after the left parties withdrew support to the UPA 1 government over differences on Indo-US Civil Nuclear Deal.The Lok Sabha was adjourned till 6 P.M. and the Rajya Sabha for the day. Both the Houses had witnessed two adjournments earlier in the day. When the Lok Sabha met at 2 P.M. there was no change in the situation with Opposition raising slogans against the government and the Treasury benches strongly reacting with allegations that Opposition is not interested in running Parliament forcing an adjournment till 6 p.m. The Lok Sabha passed demands for grants for 2011-12 through a voice vote after the opposition staged a walk out when the House assembled at 6 p.m. Later the Lok Sabha was also adjourned for the day. Earlier, making the government's stand clear in the Rajya Sabha, the Finance Minister Mr. Pranab Mukherjee said that the government can neither confirm nor deny the revelations made in the Wikileaks. He said it is a communication between a diplomatic mission and its sovereign government.
The Congress has accused BJP of disrupting the proceedings of Parliament on baseless charges. Talking to reporters in New Delhi, Party Spokesman Abhishek Manu Singhvi said that there is no corroborative evidence in the latest expose by Wikileaks on the cash for Vote scam. He said that BJP is undermining the image of Indian democracy by stalling the Parliament on a source which has been declared as unreliable by several governments across the globe.
Contesting the government's argument, the leader of the Opposition in the House Mr. Arun Jaitley alleged that the incident took place outside Parliament and described it as a commission of an offence in India.
CPIM leader Sitaram Yechury said that the Committee appointed to look into the cash for vote scam has recommended proper criminal investigation in the case.
In the Lok Sabha, Gurudas Dasgupta of CPI raised the issue urging the Prime Minister to make a statement in the House.
The NDA said that the government has no moral right to continue and it should quit. Addressing a joint press conference with other NDA allies including Sharad Yadav of JD(U) and Ananat Gite of Shiv Sena, senior BJP leader L K Advani said the latest expose by Wikileaks has maligned globally acclaimed Indian democracy. He said that the Prime Minister should make a statement in the house to clear the government's stand on the issue. He added that the recent expose vindicates his party's stand on the issue.

The Finance Ministry has approved higher interest of 9.5 per cent for depositors with the Employees' Provident Fund Organisation for the year 2010-11. A recommendation to this effect was made by the EPF Board earlier. The Central Provident Fund Commissioner Samirendra Chatterjee said in New Delhi that Finance Ministry ratified the proposal of the board which will benefit 4.7 crore people. The Employees Provident Fund Organisation had been paying 8.5 per cent interest on the PF since 2005-06. Mr. Chatterjee said that the calculations regarding 1731 crore rupees surplus in the Interest Suspense Account were found correct by the Finance Ministry and so they approved the higher rate of return.

The Supreme Court today remanded Pune stud farm owner Hasan Ali Khan in the Enforcement Directorate's, ED custody for four days. The apex court pulled up the trial court judge who had granted bail to him dismissing the agency's plea for his remand in a money laundering case. A bench of justices B Sudershan Reddy and S S Nijjar said it was deeply disturbed at the manner in which the trial court judge had rejected the ED's contention and granted bail to Hasan Ali.The apex court said it was staying the trial court's order due to the extraordinary circumstances of the case.

In Rajasthan, in Sudwal village near Sawai Madhopur one SHO killed and 16 policemen injured when agitated villagers set on fire a police jeep and pelted stones on police party. People of Sudwal were demanding arrest of murderers of a woman killed ten days ago. Three persons climbed on a water tank this evening in support of their demand and one of them jumped from tank and died. When the police party reached in the spot, agitated villagers started stone pelting and set the police jeep on fire. Additional police force has been rushed to the village.

Reports from Japan say that around 10,000 people in the quake-hit Fukushima prefecture have been tested for radiation exposure. Local media quoting officials of the prefecture today said those tested include residents living around the quake-stricken Fukushima No. 1 nuclear plant and those who survived Friday's devastating quake and tsunami in the region and have been forced to evacuate to community shelters.

In Bahrain, reports say that six opposition leaders were arrested today as calm returned to the streets of in capital Manama a day after a massive crackdown on protesters by security forces. The Election Commission has banned conduct of exit polls till May 10 to ensure free and fair assembly polls in five states. The Commission said that the period between 7 AM on 4th April, the first day of poll in Assam, to 5.30 PM on 10th May, the last day of the poll in West Bengal, as the period during which conducting any exit poll or disseminating them in any manner would be prohibited. In West Bengal, state congress president Manas Bhuiya has said that the party is optimistic on finalising seat sharing arrangement with Trinamul congress for assambly polls. A highly placed source of the Trinamul congress said that Miss Mamta Banerjee has agreed to extend the time limit for seat sharing agreement till today following talks with Congress high command. The DMK Chief Mr. M. Karunanidhi has announced the list of constituencies and candidates for the forth coming assembly elections. Speaking to newspersons later he said the party has inducted 58 new faces and has fielded eleven women in the fray.

In Kerala, the Chief Election Commissioner S Y Qureshi alongwith other members of the commission reviewed security and overall preparedness of next month's assembly election. The commission also held detailed interaction with representatives of political parties from the state.
